AFM Power Struggles Reach Boiling Point

By A Correspondent- Apostolic Faith Mission (AFM) in Zimbabwe, president Reverend Amon Dubie Madawo has approached the High Court seeking to evict eight pastors from properties owned by the church.

The pastors are Hosmani Manyame, Epworth Assembly, Alphonce Gonah (Glaudina Assembly), Abraham Mapfumo (Tsimerenyasha Assembly, Hurungwe), Simon Nyahwema (Chizinga Assembly, Mhondoro), Tawanda Chikwanda (Dondoshava, Mhondoro), Samson Saranavo (Beatrice Assembly), Mutambika Jack Mumba (Mbudzirume Assembly, Mhondoro) and Abraham Masamba (Southlea Park, Harare)

According to separate applications at the High Court, AFM claims the eight pastors were all dismissed in 2018 hence all ties with them must be cut.

Madawo’s application in respect of Manyame, the former pastor of AFM Epworth Assembly reads in part:

I, the undersigned Amon Dubie Madawo do hereby make oath and state that I am the AFM in Zimbabwe’s president and in my capacity as such, I am authorized to depose to this founding affidavit.

This is an application to this Honourable Court for eviction of Hosmani Manyame and all those claiming occupation through him from AFM church’s premises being described as Stand 5194 Cornerstone, Epworth, Harare which premises the respondent is in unlawful occupation and possession of.

At all material times, the church was the owner and remains the owner of a mission house and church building at Stand 5194 Cornerstone, Epworth, Harare.

Manyame was once employed by the church as a pastor for the said assembly.

His occupation of the said premises was a result of him being an AFM pastor though he was subsequently dismissed as such in the year 2018.

Madawo argued that Manyame and the other seven pastors are aligned to the church’s former vice president Cossam Chiangwa’s faction that lost in a recent Supreme Court battle that declared him a winner.

He claims the eight pastors have no basis to continue benefiting from the church’s properties.

Donated Chinese-Parly Building Ready By March 2022 | IS IT NECESSARY?

The New Parliament Building in Mt Hampden is expected to be complete in March next year, a Cabinet Minister said yesterday after a tour of the multi-million-dollar project.
High-ranking Government officials including Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi; Local Government and Public Works Minister July Moyo and the Deputy Minister of Finance and Economic Development Clemence Chiduwa visited the project site for an assessment of the imposing building.

Minister Ziyambi said the high-powered delegation toured the project to assess progress and to engage the contractor over the time frame within which the construction would be complete.

“The contractor assured us that by March next year, the building will be complete and once that is done we expect all parliament business to move to the more spacious building,” he said.

“Now that we have been informed when the construction is going to be complete, it will give us sufficient time to make preparations for the official opening of the New Parliament Building.”

Minister Ziyambi said the next Budget presentation would be done at the new Parliament which can accommodate far more legislators.

He added that project was in sync with the aspirations of the country’s economic blueprint, the National Development Strategy 1 which recognises infrastructure development as a key economic enabler.

Deputy Minister Chiduwa said the NDS1 thrust included infrastructure development and the project resonated with the State’s agenda of infrastructure as a key economic enabler.

The six storey Parliament building will house the upper Senate chamber and the Lower House of Assembly as well as a multi-purpose gallery and offices.

The project is being funded by the Chinese Government through China Aid in support of Zimbabwe’s infrastructure development thrust. -Herald

“No Individual Can Be Bigger Than Zimbabwe”- Kasukuwere

– “Terror the human form divine” W Blake foretold

By Nomusa Garikai | Anyone who read the latest remarks from Zanu PF former Cabinet Minister Saviour Kasukuwere must have laughed their head off. What is the idiot wittering about, they must have asked themselves!

“People must unite and deal with common challenges. No individual can be bigger than Zimbabwe,” Kasukuwere was quoted by NewsDay.

Saviour Kasukuwere

“It must never be about an individual or opposition, but it is about survival of the people of Zimbabwe. Let us create conditions for a greater Zimbabwe and stability, greater peace and no one must be scared of their future in Zimbabwe. We must have hope.”

Here is the man who made a virtue of riding roughshod over the people of Zimbabwe denying them their basic freedoms and rights including the right to a meaningful say in the governance of the country and even the right to life. Zanu PF murdered in cold blood over 30 000 innocent Zimbabweans during Mugabe’s reign of terror for the sole purpose of creating and retaining the de facto one party state headed by Robert Mugabe.

Kasukuwere, together with all the other Zanu PF thugs, played his party in creating and retaining the de facto one party dictatorship in which Mugabe was certainly “bigger” than Zanu PF, the party, which in turn was bigger than Zimbabwe, the nation. Mugabe only lost his top-dog position in the November 2017 military coup that booted Mugabe, Kasukuwere and a few other G40 members out of the party and, for some, out of the country.

“No individual is greater than the nation. We need to admit that and ask ourselves tough questions before we do the right thing. The rule of law and property rights should be protected. We need a better country for every Zimbabwean,” continued Kasukuwere.

What a hypocrite, he never ever asked any of these questions before and certainly did not cared about the rule of law and the heartbreaking suffering of the down trodden povo until now.

Saviour Kasukuwere and his fellow G40 members were angry to find themselves being booted out of power by Mnangagwa and his Lacoste faction. The G40 members must have turned jet-black with envy when they saw the Zimbabwe public pouring out in the hundreds of thousands in support of the November coup.

“People were desperate to see the back of Mugabe, they were relived to see it happen and did not care how it happened!” some one rationalised at the time.

Desperate people do desperate things!

It is exactly four years ago this month since the November 2017 military coup and already it is clear that none of the economic recovery and political changes the people had hoped for will happen.

Mnangagwa’s “Zimbabwe is open for business!” mantra that expected to open the floodgates of investors, for example; was a lead balloon that never took off. Investors are a shrewd and savvy lot; they could see the coup removed one dictator only to replace him with another whilst the dictatorship itself remained untouched.

The disillusionment with Mnangagwa and his “new dispensation and Second Republic” has been total so that many now readily admit their euphoria four years ago was total misplace. They now call the 15 November 2017 “Dzungu Day!” (Madness Day!)

The mass disillusionment with Mnangagwa and has Lacoste faction has given G40 leaders hope that they too can present themselves to the nation as the country’s saviours.

If the people were so desperate for change in November 2017 they failed to see the post coup Zanu PF was the same dictatorship or be it under new management; G40 are hoping to pull off the same dirty trick on the people again! All Kasukuwere and company must do is put up a show, that they care and have a human heart.

Cruelty has a human heart,

And Jealousy a human face,

Terror the human form divine,

And Secrecy the human dress.

Mnangagwa Legacy Of Tormenting Women

Tinashe Sambiri|Mr Emmerson Mnangagwa is the biggest perpetrator of gender- based violence, MDC Alliance Youth Assembly spokesperson Stephen Sarkozy Chuma has said.

Mr Mnangagwa’s administration is known for terrorising perceived government opponents – especially women.

See statement below:

16 Days Against GBV: Mnangagwa The Biggest Perpetrator

25-11-2021

Chimbiri, Mamombe and Marova’s nervous conditions.

It has been exactly 19 months, 577 days or 83 weeks of hell for our female youth leaders at the hands of the unrepentant Emmerson Mnangagwa’s regime.

As we kick start the 16 days against gender based violence commemorations today, let’s spare a thought for Cecillia Chimbiri, Joana Mamombe and Netsai Marova who had to endure 577 days of defeminization and humiliation at the hands the state.

Our female youth leaders have been toyed around from one court to another, at times exchanging court for Chikurubi for the simple reason that they chose to speak up against abuse suffered at the hands of state .

Since their abduction from Harare Central Police Station, (yes from police custody) no one from Mnangagwa’s government has come upfront to answer the public question as to what happened to our girls.

As if the abduction, torture and sexual abuse was not enough, instead the regime unashamedly went on to press cooked up charges of faking abduction against the trio.

Since then our girls have been moving around the Rotten Row courts with a litany of unjustified charges hanging over their heads.

Even during this week when the government is expected to send correct messages about gender based violence, our girls have been hoping from one court to another expecting finality to a case that has dragged on for over one and half years now.

Clearly the idea of Mnangagwa’s regime is to exert emotional torture to our girls.

A Legacy Of Woman Abuse

Again the regime chose a few days before this year’s commemorations against 16 days against gender based violence before sending a frail and bed ridden Mary Chiwenga to Chikurubi.

The message from the government to public is clear- women rights are not important!

What of Kembo Mohadi’s (Mnangagwa’s VP) office sexual abuse of his subordinates?

The list of women abuse cases at the hands of state and high ranking government officials under Mnangagwa is endless.

Clearly, Mnangagwa’s regime is the biggest perpetrator of gender based violence.

Stop women abuse and gender based violence!

Half Naked Corpse Found By Grade 5 Pupils

In a suspected murder case, 2 Grade 5 pupils stumbled on a dumped half naked corpse.

The body, which was discovered by the two learners at around 7AM, had bruises and deep cuts raising suspicions that the deceased could have been killed and dumped in the school yard.

The deceased has been identified as Mr Musawakhe Nceku Mthunzi (21). When a Chronicle news crew arrived at the school, detectives from the CID homicide were already at the scene conducting investigations.

Stunned residents who wanted to catch a glimpse of the body, were milling in front of the school gate after they were blocked from entering the school yard.

Musawakhe’s father, Mr Japhet Mthunzi, who lives in the rural areas of Matobo in Matabeleland South, came and managed to positively identify his son before the body was ferried to the United Bulawayo Hospitals (UBH) mortuary.

Musawakhe was Mr Mthunzi’s last born from four children. Speaking at a local funeral parlour on Wednesday, Mr Mthunzi said his son was last seen drinking at the shops called koBasic.

“When I got home on Saturday, my wife told me that Musa had not come home since Friday. I had come to see her because she wasn’t feeling well. I went around asking his friends until Sunday.

I thought he had been arrested for not wearing a mask and was detained at the police station or he was caught drinking in public,” said Mr Mthunzi.

He said on Monday he decided to go to Tshabalala Police Station to see if he could pay the fine for his son.

“When I was on my way there, I don’t know what made me change direction towards the school, my heart just said divert this route.

When I got to the school, I saw people gathered there and, in my head, I’m thinking that there was a fight and then I enquired what was happening. I was then told that the body of a man was found in the school,” said Mr Mthunzi.

He said people were not allowed to enter the school premises but because he was looking for Musawakhe, he forced his way in.

“I asked inside and they said, the person had a black t-shirt. I then phoned my wife and asked what he was wearing when he was last seen and she said a black t-shirt. I then asked the people again, they said he was wearing a jean and I phoned my wife again and she said he was wearing a jean, but I didn’t tell her.

One of the employees at the school who knows me because my children learnt there said to me, ‘mdala ungabalomnyama’.” Mr Mthunzi said he was then given a chair while police did their investigations, thereafter he was asked by police to identify the body.

“He was facing up. When I looked at him, I immediately said this is my child. I was so pained and I did not know how to break the bad news to my wife. The police took me in their car to our house about 2KM from the school.

I was accompanied by a female and two male police officers who broke the news to my wife,” said Mr Mthunzi.

He said a post mortem report says he was hit several times on the head and that caused bleeding in the brain.

Mr Mthunzi believes his son was beaten up on Friday night and either tried to run away from the assailants by scaling the school’s wall or he was dumped there by the attackers.

Musawakhe was buried in Bulawayo yesterday.

Director of Communications and Advocacy in the Ministry of Primary and Secondary Education, Mr Taungana Ndoro said lessons at Intunta Primary School resumed on Tuesday, a day after the body was discovered and the pupils are being counselled.

“To provide learner support services in light of the traumatic experience they underwent, they are given psychological services by our department Learner Welfare, Special Needs and Psychological Services Department.

We have psychologists in the ministry who attend to those learners and provide learner support services,” he said.

“It was just a suspension of lessons for that day and they are now back to school. The same psychologists take time to address the learners at the school class by class. They must have gone there and counselled the learners by now.”

On Monday, a teacher who declined to be named said school authorities had to dismiss learners early.

“Our bosses from the provincial education offices came and directed us to cancel school lessons and dismiss the learners because there was no other way children would pay attention in class after witnessing such a horrific incident.

In fact, the two learners who discovered the body were traumatised,” said the teacher. “Everyone at school was shocked and even the security guard manning the yard was equally shocked as he didn’t witness any scuffle or see the body being dumped.

Acting Bulawayo provincial police spokesperson, Assistant Inspector Nomalanga Msebele confirmed the incident saying police were investigating the suspected murder case. Chronicle

MDC Alliance Statement On 16 Days Of Activism Against Gender-Based Violence

MDC ALLIANCE ASSEMBLY OF WOMEN COMMEMORATES THE 16 DAYS OF ACTIVISM AGAINST GENDER-BASED VIOLENCE – 25 NOVEMBER-10 DECEMBER 2021

The MDC A Assembly of Women joins the rest of the world in commemorating the 16 Days of Activism Against Gender-based Violence under the theme, Gender-based Violence: a barrier to gender equality, whilst the UN theme is Orange the World: End violence against Women Now.

The commemorations will be held in all the 10 Provinces where the National Leaders led by Chairperson, Machirairwa Mugidho will address the women. The main event, which is the launch will be held in Bulawayo on the 4th of November 2021 and every participant, will be dressed in orange.

According to UN Women, cases of GBV have continued to raise as seen during covid 19 pandemic and recent humanitarian crises, conflicts and climate disasters. While pervasive, gender based violence is not inevitable and can be prevented. Stopping GBV starts with believing survivors, adopting comprehensive and inclusive approaches that tackle the root causes, transforming harmful social, cultural norms and empowering women and girls.

Therefore, the government needs to come up with survivor- centred essential services across policing, justice, health and social sectors and sufficient financing for the women’s rights agenda in order to end gender based violence.

The AOW will also be commemorating the following days that fall within the 16 Days of Activism;
25 Nov – International Day for the Elimination of Violence against Women
1 Dec – World Aids Day
3 Dec – International Day of Persons with Disabilities
5 Dec – International Volunteer Day
10 Dec – Human Rights Day

The Assembly of Women will also be popularising the Gender Policy, formulated by the Smart Gender Drive Task Force which seeks to achieve gender equality and empower women and girls in the party and making sure that female candidates increase in the upcoming elections.

It is our belief as the Assembly of Women that gender equality will eliminate gender based violence as women and men will be having equal opportunities and treating each other equally.

Chibuku Super Cup: Mapeza Banks On Home Advantage

THE Chibuku Super Cup final match between FC Platinum and Ngezi Platinum Stars will be played at Mandava Stadium in Zvishavane, the Premier League announced yesterday.

The blockbuster clash between the two platinum cousins is set for December 4, and will kick off at 2pm.

FC Platinum beat Dynamos in the semifinals of the competition while Ngezi Platinum Stars secured their place in the finals after edging Craneborne Bullets.

The final will be returning to Mandava for the first time since 2014, when FC Platinum beat Harare City on penalties to clinch the title.

FC Platinum coach Norman Mapeza would again banking on the home ground advantage as the team looks to clinch their second Chibuku Super Cup title.

It would be Mapeza’s third appearance in the tournament finals, having won and lost once before.

Ngezi Platinum Stars hosted the tournament’s quarterfinal games at their Baobab Stadium in Mhondoro Ngezi.

The two teams will be meeting in the final for the second time, having met in 2016 when Ngezi claimed the bragging rights.

Winners of this match will receive US$75 000 while the losing finalist will get a US$50 000 consolation.

Ngezi Platinum Stars coach Rodwell Dhlakama is expecting an exciting final match, between two teams which he thinks are a level above the rest of the top-flight league teams.

“The fact that we are in the final means a lot about the depth and the quality in our ranks, both FC Platinum and Ngezi Platinum Stars,” Dhlakama said.

The two well-resourced sides were in the same pool in the group stages of the competition and managed to cancel out each other on the two occasions that they met.

After finishing second in the group, Ngezi Platinum Stars went on to beat Chicken Inn in the quarter-finals before slaying giant killers Cranborne Bullets.

On-fire striker Bruno Mtigo scored the only goal for the match, which took his goal tally in the competition to an incredible seven.

“I’m elated, excited to be in the finals. I’m happy for the boys and the supporters. I’m also happy for the management of the team because they are very supportive. They always look after the players very well. The community is happy, and everyone is excited,” Dhlakama said.

It’s the second time he will be taking charge of the team in the Chibuku Super Cup final, having lost in 2019 to Highlanders in controversial circumstances.

“It’s now water under the bridge for me and for the players. We are looking forward to this final,” he said.

“We are working hard as a team. There is enthusiasm, determination and fighting spirit. We are fighting in every game and competition that we enter into. We always want to do well.”

FC Platinum have been almost flawless in the competition so far, finishing top in their group. They got the better of Highlanders in the quarters, and then needed extra time to subdue Dynamos in the semis, ending the Harare giants’ 12-match unbeaten run in the process.

AFM Power Struggles Escalate

Chamisa Speaks On Marry Chiwenga Abuse

By A Correspondent- The opposition MDC-Alliance has spoken on the abuse of the wife of the Vice President Constantino Chiwenga, Marry by the former Army Boss.

Below is the MDC-Alliance statement on gender-based violence against women:

The MDC Alliance Assembly of Women notes with concern the increased incidence of gender-based violence, which has become a hallmark of Mr Mnangagwa’s regime.
The most recent example of the regime’s toxic culture of abusing women and weaponizing the law against them is the harassment and torture of Marry Chiwenga, the estranged wife of Mr Constantine Chiwengwa.

The case of Marry Chiwenga and her persecution at the hands of law enforcement agents is a sad indictment on the law enforcement system and the state’s failure to respect women’s right to dignity and fair and equal treatment before the law.
There can be no doubt that the settling of political scores on behalf of powerful political elites is behind the continued abuse of this woman and her continued unlawful alienation from her children.
As we approach the 16 Days of Activism against Gender-Based Violence, we call upon the authorities and indeed wider society to reflect carefully on what the case of Marry Chiwenga represents for the cause of women’s rights in our nation.
As her health condition deteriorates, no justifiable basis has been put forward to support the decision to allow her to seek adequate healthcare and treatment abroad.

The capricious and arbitrary decision by the Magistrates’ Court to detain her for a “medical examination” echoes the ill-treatment that was meted out against MDC Alliance MP, Hon Joana Mamombe, when she was unjustly incarcerated by the same court.
More recently, Vongai Tome was sexually harassed by a police officer when she was attending the court hearing for Makomborero Haruzivishe.
The perpetrators of the abduction, sexual assault and torture of the MDC Trio of Joana Mamombe, Cecilia Chimbiri and Netsai Marova are still at large.
To date, there has been no accountability for these acts of sexual and gender-based violence against women which has become a hallmark of Mr Mnangagwa’s regime.

We demand an end to the weaponization of the law against women and call for Marry Chiwenga’s right to dignity and protection of the law to be upheld.
We further demand that there be accountability for previous cases of gender-based violence against women including the cases of the MDC Trio and Vongai Tome.
Under an MDC Alliance government, women of all tribes, colours, political persuasions and creeds will be treated with dignity and protected by the law.

New Covid-19 Variant Emerges In SA, Botswana

By A Correspondent- Scientists are monitoring a new Covid-19 variant with an “extremely high number” of mutations that has been detected in SA, Botswana and Hong Kong.Only 10 cases have been confirmed in the three countries by genomic sequencing but there is concern that the number of mutations could enable the virus to evade immunity, reports The Guardian.
Dr Tom Peacock, a virologist at Imperial College London, posted details of the new variant on a genome-sharing website.
Peacock said the high number of spike mutations suggested the B.1.1.529 variant could be of concern but added that it could also be an “odd cluster” that was not very transmissible.
Scientists will monitor the variant to determine if it gains momentum.
Meanwhile, Covid-19 infections are on the rise in Gauteng, with more than 1,000 new cases recorded in the province in the past 24 hours.
The National Institute for Communicable Diseases (NICD) said on Wednesday there were 1,018 new cases recorded in Gauteng in the past day. On Tuesday, there were 605.
In total across the country, there were 1,275 new cases.
University of KwaZulu-Natal geneticist Prof Tulio de Oliveira told the Sunday Times: “At present, there are early warning signs from the laboratory data that a fourth wave may be starting in Gauteng.”

Child Marriages, Machaya Husband Released

By A Correspondent- The High Court has freed Hatirarami Momberume, who is facing murder charges following the death of his 14-year-old child bride, Anna Machaya.

Justice Isaac Muzenda put the State to task, saying it must prove the essential elements of murder regarding the case.

The State is struggling to prove the essential elements of a murder charge in the 26-year-old murder case.

Anna died on 15 July 2021 at a Marange religious shrine in Manicaland due to complications while giving birth. The State preferred a murder charge against Momberume as the death of Anna led to an international outcry against laxity in Zimbabwe’s laws to punish offenders of child marriages.

Now, High Court Judge Justice Isaac Muzenda has put the State to task saying it must prove the essential elements of murder with regards to the case.

This came after the accused, through his defense counsel, argued that the pregnancy was not the cause of death, but complications during delivery hence the midwives who failed to do their duty should be the ones charged with murder.

The Judge noted that the State therefore has a mandate to prove how the accused was involved in the death of Machaya or risk having to drop the murder charges.

If the State drops the murder charge, the only option left would be to charge Momberume with having sexual intercourse with a young person under Section 70 of the Constitution, law experts say.

The death of Anna Machaya sparked widespread outrage on social media, drawing condemnation from rights groups, communities and the United Nations.

Meanwhile, Momberume has been freed on ZW$50 000 bail. Trial will continue at a later date.

Ramaphosa Throws Zimbabweans Under The Bus

By A Correspondent- South Africa’s Cabinet on Wednesday resolved to discontinue the issuance of special dispensation permits which had been extended to over 200 000 Zimbabweans working in that country since 2009.

As a relief measure, South Africa will allow a 12-month grace period at the expiry of the current ZEP on December 31.

The State-owned Herald newspaper reports that South Africa’s Cabinet spokespersonPhumla Williams said those Zimbabweans who previously benefited from the special dispensation permits were now free to apply for other permits appropriate to their particular status or situation.

“Cabinet considered the much-talked about ZEP and also noted the fake news being spread on these permits,” she said.

“The first Zimbabwean special dispensation started in 2009 and was called the Dispensation for Zimbabwe Permit. It provided for the documentation of qualifying Zimbabweans for a five-year period.

“In 2014, the dispensation was extended by three years and called the Zimbabwean Special Permit. The current ZEP was initiated in 2017 and comes to an end on 31 December 2021.

“Following its deliberations, Cabinet decided to no longer issue extensions to the Zimbabwean special dispensations. However, it decided on a 12-month grace period at the expiry of the current ZEP.”

She said that at the end of the 12-month grace period, those who will have failed to successfully apply for other permits will have to leave South Africa or be deported.

Recently, the Migration Policy Institute (MPI) said the major reason for the migration in Africa, which usually ended up in South Africa, was “due to its middle-income status, stable democratic institutions, and comparatively industrialised economy”.

It said South Africa hosted the largest number of immigrants on the African continent. Official South African government statistics say 2.9 million people living in South Africa are foreigners.

The majority, 24% are from Zimbabwe, followed by Mozambique with 12%. Lesotho 7%, Malawi 3%, Botswana, Eswatini, Angola, Somalia each contribute 2% to the foreign population.

Businessman Buys Mnangagwa’s Scarf For US$50 000

By A Correspondent- A Harare businessman, Alex Elias Mashamhanda, has bought President Mnangagwa’s regalia for US$35 000.

Last Friday, the Mashwede holdings owner bought Mnangagwa’s scarf and a tie at a dinner hosted by the President at the State House to fundraise for a scholarship programme.

The 71-year-old Mashamhanda paid the US$35 000 without thinking twice. As if that was not head-turning enough, “Dr Mash” pledged another US$50,000.

A recent report identified Mashamhanda as one of the business tycoons who coughed up over US$755,000 at another State House event buying buying “A life of Sacrifice”, the book that details President Mnangagwa’s life.

Now, that’s money many Zimbabwean businesses won’t part within months, never mind just fifteen seconds as Mashamhanda did. Right after that, social media went abuzz with many asking: Who the hell is this man?

Mashamhanda has vast business interests in property, fuel, commodity broking and liquefied petroleum gas.

His company headquarters are at a two-storey Mashwede Towers at Number 18226 Culverwell Road, Arcadia, a walking distance from Harare CBD. But his businesses are more than that.

Turn Their Hearts

Sabbath School Summary

By Elder Dr Masimba Mavaza

Lesson 9

Memory Text:
But from there you will seek the Lord your God, and you will find Him if you seek Him with all your heart and with all your soul’ ” (Deuteronomy 4:29, NKJV).

INTRODUCTION

Asimple fact of life follows us all: we are sinful. Occasionally we h ear some “expert” bemoan the Christian idea of basic human corruption, but all one has to do is look at the news for a day or so or take a quick survey of human history, and the truthfulness of this Christian doctrine becomes apparent.

Or, even easier, all one has to do is look in the mirror; not that far, actually. Whoever has the courage to take a long look deep inside one’s own heart (which can be a scary place to go) knows the truthfulness of Romans 3:9-23, which ends with the words “for all have sinned and fall short of the glory of God” (Rom. 3:23, NKJV).

Of course, the good news is found in the next verse, about being “justified freely by His grace through the redemption that is in Christ Jesus” (Rom. 3:24, NKJV). Crucial to this great news is repentance: acknowledging our sin; being sorry for it; asking God’s forgiveness for it; and, ultimately, turning away from it. Because we are sinful, repentance should be a central part of our Christian existence. And this week, we will see the idea of repentance as expressed in Deuteronomy.

SABBATH: The heart of man is evil & he cannot change it. The world today has sunk deeply into the pit of sin. The idea of basic human corruption has been echoed since eternity past after the fall. All one need to do is to look at the man in the mirror; to do self-introspection. “All have sinned” (Rom. 3:9-24). But Christ offers grace to all. The lesson details the great news of repentance & God’s forgiveness.

SUNDAY: God, the source of every right impulse in man, the Maker of space, time, & matter wish for man to be holy. In many verses in the Bible, “Oh” is translated from the Hebrew idiom “Mi-Yitten” (see Exod. 16:3, Ps. 14:7, Job 6:8). Mi-Yitten is a expression of a wish or desire. The One who breathed into Adam the breath of life utter this phrase to depict man’s sins & the reality of freewill (Deut. 5:22-29).

MONDAY: Interwoven in the Bible is the proof of the foreknowledge of God. He accurately predicted the rise & fall of world empires & events leading to the death of Christ (Dan. 7 & Matt. 26:34). God knows the end from the beginning. He has foreknowledge of our free choices but it does not impact the freedom of those choices (Deut. 4:25-31). He knew Israel will sin but led them to Canaan anyway.

TUESDAY: Sadly, after the fall sin became the breath of man. The heart of man was set on doing evil. However, we reap what we sow. Good deeds bring blessings & bad deeds attract curses (Gal. 6:7, ?. Israel fell into the sin of idolatry but God was willing to take them back (Deut. 30:1-11). “Teshuvah” (root word for “turn”) means “to return”. God called Israel “to return” to Him & be saved (Deut. 30:2, 8, 10).

WEDNESDAY: Israel had no excuse to sin against God (Deut. 4:7). He blessed the nation, she tasted His grace & bountiful favors. Yet, most men in Israel were unconverted in heart. The carnal heart is enmity against God. A transformed heart ushers in positive actions. God called the people to come to Him & He’d circumcise their hearts (Deut. 30:1-10). They had to make a choice (Acts 5:31, PP, p. 557).

THURSDAY: Repentance is feeling sorrow for sin & turning away from it. Both John the Baptist & Christ began their ministry with calls for repentance (see Matt. 3:1-8, Mark 1:15). In repentance, we “return” to God. In the Biblical repentance, one does not feel sorrow for sin because of the fear of its results but because he/she is convicted in mind & heart; feels guilt & yearn to be holy (Deut. 15:15, Acts 2:37).

FRIDAY: “How shall a man be just with God? How shall the sinner be made righteous? It is only through Christ that we can be brought into harmony with God.” God invites all sinners to return to Him & taste His forgiveness & grace. We should make the prayer of Paul our own; I know that in me is nothing good (Rom. 7:18). We should rely solely on God (Ezek. 36:31, 16:62, 63). God is good! (Rom. 2:4,Jer. 31:3).

Discussion Questions

? Though we must repent, how can we be careful to avoid the trap of making repentance into something meritorious, as if the act of repenting itself is what makes us right before God? What is the only way we can be right before God?

? “Then Judas, His betrayer, seeing that He had been condemned, was remorseful and brought back the thirty pieces of silver to the chief priests and elders, saying, ‘I have sinned by betraying innocent blood.’ And they said, ‘What is that to us? You see to it!’ Then he threw down the pieces of silver in the temple and departed, and went and hanged himself” (Matt. 27:3-5, NKJV). No doubt Judas was sorry for what he had done to Jesus (after all, he killed himself). Why, though, are his actions not deemed true repentance?

? How should the reality of human sinfulness, even our own sinfulness, keep us humble before others (in that we don’t judge them) and before God? Why should the fact that it took the cross (i.e., the death of the Son of God) to save us show us just how bad sin really is?

Zimbabweans Lose SA Permit Challenge

By A Correspondent- South Africa’s Cabinet on Wednesday resolved to discontinue the issuance of special dispensation permits, which had been extended to over 200 000 Zimbabweans working in that country since 2009.

That Speech By Chiwenga Shows Discord And Desperation Within Zanu

By Dudzai Mukondorongwe| By now everyone will have watched a video of Chiwenga at a rally where he was declaring his support for Mnangagwa, by saying that he and others will be willing to break the Constitution to make sure that Mnangagwa stays in power forever.

Why was Chiwenga saying these things in the week of the 4th anniversary of the 2017 coup? Was this his way of showing strong support for Mnangagwa? We know Zanu like to show off the power they have over Zimbabwe, but they rarely show off in public about breaking the Constitution even though their  presence in government is a result of breaking the Constitution of the country. Even when they did the coup that removed Mugabe, Chiwenga and others insisted that what they were doing was in accordance with the law even though it wasn’t. In public, dictators like to give an impression that they are following the Constitution in order as a legal justification of their rule and also to avoid pressure from international bodies like the UN and of course the West.

So it was really strange to hear Chiwenga say these things in public particularly 4 years after the 2017 coup. On first appearances, it looks  like a man singing for his supper, or a VP dragged out to give public support to Mnangagwa who is now openly under pressure from certain sections of Zanu. Imagine, there is even a man from Zanu challenging the legality of Mnangagwa’s Zanu presidency at the courts – where  does this man find the courage to do such a thing? We all remember the scattering of G40 people and  apologies while wearing a sweater that became infamous. How come this man is able to make such a challenge and walk freely in the country? Whenever a small dog is showing off there will bw a bigger dog behind it.   If someone from the MDC rose up and tried to challenge the legitimacy of Mnangagwa they will be at Chikurubi before sunset.

Perhaps more revealing was the lukeworm response Chiwenga received from the crowd when he put an image in their heads where ED is still the president. We are now at a point where even Zanu supporters are showing some discord against ED’s leadership. In recent days, a video went viral showing ED looking completely drunk as a newt and requiring at least two men to hold his hands like a hospital patient.

Going back to the Chiwenga’s speech, ED supporters will want to believe that this was the Vice President showing strong support to their leader. On the other hand, they fail to realise that when Chiwenga said he and others are willing to break the law to keep ED in power, what that means is that Chiwenga and others can also break the law to remove ED or anyone for that matter. Perhaps he was saying these things because he has actually lost that ability to break the Constitution to remove or keep a president in power since he was forced to retire from the army. All these suppositions show discord and cracks within Zanu.

Regardless of any possible hidden  meanings behind Chiwenga’s speech, there is a clear one which is that Zanu pf do not respect the democratic processes of the country. They are going to rig the 2023 general election and will use violence to stop any protest against the rigging. The MDC Alliance and other genuine people in opposition need to come up with a solid plan in addition to a massive voters turnout. For the sake of Zimbabwe, Chiwenga, ED and Zanu need to go, or else there will be no country left for our children.

Election Watchdog Challenges ZEC Suspension Of Voter Registration Blitz

Zimbabwe Election Advocacy Trust Information:

ZEC’s unilateral suspension of voter registration blitz which was scheduled to take place next month is very capricious and calamitous.Voter registration is very key as it affords citizens their fundamental rights and also determine delimitation outcomes. We are shocked by this unbecoming behavior ZEC is exhibiting. The reasons they are giving are frivolous and vexatious and only confirm that they are indeed not an honest election broker.Election management must be conducted professionally and cordially. In equal measure we take this opportunity to express our displeasure on the Ministry of Finance’s poor funding of important State institutions like ZEC and Registrar’s office.Such induced deficiency is shrinking democratic space and acts against the constitution.

Emmerson Mnangagwa The Biggest Perpetrator Of Gender-Based Violence

Tinashe Sambiri|Mr Emmerson Mnangagwa is the biggest perpetrator of gender- based violence, MDC Alliance Youth Assembly spokesperson Stephen Sarkozy Chuma has said.

Mr Mnangagwa’s administration is known for terrorising perceived government opponents – especially women.

See statement below:

16 Days Against GBV: Mnangagwa The Biggest Perpetrator

Full Text: MDC Alliance Assembly Of Women Statement On 16 Days Of Activism Against Gender- Based Violence

The AOW will also be commemorating the following days that fall within the 16 Days of Activism;

The Sad Plight Of Workers Under Zanu PF Regime

A word of advise to Workers and Pensioners from a Trade Union activist, Pensioner and Politician

I became active in trade unionism and also in politics in both white and black rule. I can tell you the difference whites allowed us to do work politics with out interference ,black rule when it came started interfering with work politics, they introduced Workers Committees to replace Shopstewards and they started announcing wages on May Day rallies without even looking at factors such as size of an enterprise etc. This led to closures and retrenchments and final led to corruption.

Life to the workers started being tough around 1992 soon after the introduction of ESAP(Economic Structural Adjust ment Programme)workers and citizenry in general were hoodwinked and told the ecomic adjustment was homegrown there is nothing to fear on the other side factories started to close and capital flight to some SADC countries became the order of the day and mean while Trade Unions were now under scrutiny and the law demanded that all sector agreements be registered and any criticism of any government policy by trade unionists was abhorred ,CIO created a Trade Union monitoring Desk this desk was responsible for recruiting spies within the Trade Union movement , identifying those that criticised Gvt policies more and report any Trade Union activities to the desk.

Unfortunately the suppression turned out to be self stabbing to the black Gvt we became more determined in organizing and educating workers on their rights and also making them aware that their freedoms and rights are being trumpled upon.

Workers came up slogans that encouraged organizing such as:”Organize to survive.” An Injury to one is an Injury to all”Many eyes one Vision,Shinga Mushandi Shinga.”
Workers and Pensioners vividly remember 2007-8 period it was a period pension houses would remit pension lump sums to banks and they monies would not be accessed. There were serious shortages of all essentials ,with most super markets selling firewood and inflation galloping to thousand %.
Collective Bargaining at National and local level was being done every day because the transport for workers to go back to their homes was not static items on the informal market were very expensive and we’re only available in foreign currency.
Workers, pensioners and the citizenry had billions in their pockets but had nothing to buy.Bread was being sold at five billion dollars a loaf where one finds it available.
Pensions were in billions but one could not access the money because banks were not allowed to have withdrals of more than Zwl $10,000,000,000.
Medical and funeral insurances were rendered useless, for some of us who had Insurance policies maturing it was all useless for there was no value to talk about.

I had an insurance portfolio of Zim $10,000,000 before all the upheavals happened and it matured in 2008 the insurance company gave me Usd$10 and they congratulated me for getting that amount as it was the highest amount they had paid to an individual, laughable is that not so.
The 2007 -2008 scenario is now being repeated since the coming in of the coup regime wages for the workers and pensioners allowances were crookly converted into ZwlRtgs ,an example is of pensioner who was getting Usd$1000 when conversation was introduced his pension became ZwlRtgs $1000 which can only buy a bag of 10 kg meal mealie and 500 grams of salt, a person who was well established turned into a pauper by a careless and idiotic coup Gvt policies.
My advice therefore to all workers and pensioners is to go register ,vote and defend our vote.

Mliswa Slams Togarepi For Saying Britain Attacked Zimbabwe Yesterday

Norton MP Temba Mliswa yesterday slammed the ZANU PF MP Togarepi who claims that the British government attacked Zimbabwe in a debate on commonwealth readmission.

Said Mliswa: There was no attack; We must be an institution of integrity and I think we are really making our ministers appear foolish at the end of the day.

PARLIAMENT OF ZIMBABWE

Wednesday, 24th November, 2021
The National Assembly met at a Quarter-past Two O’clock p.m.

ORAL ANSWERS TO QUESTIONS WITHOUT NOTICE
HON. TOGAREPI: Thank you Madam Speaker Ma’am.  My question is directed to the Minister of Foreign Affairs and International Trade, but I need to give a little bit of background. Madam Speaker, we have seen a lot of meddling and interference from the House of Lords in the United Kingdom.  Recently, they came out debating Zimbabwe and vilifying our country, talking about us joining the Commonwealth as if they kicked us out before.  In my view, we walked out of the Commonwealth.

I would like to hear from the Minister of Foreign Affairs, what is the position of Government, as regards these attacks from the British Parliament?  These people, in my view, are breaking the international law.  They are interfering with our internal affairs and our sovereignty.  What are we doing in terms of raising this behaviour on the international platform so that they are seen by this behaviour that they would want to influence another country to interfere with another country’s processes?  What are we doing as a country because we cannot keep on allowing them to attack us in the name of re-engagement?  They are attacking us daily.

HON. T. MLISWA:  On a point of order! The point of order is, we need to be very clear, the sponsor of the question was not specific to what the British have said.  He just said they are saying this and that in the House of Commons.  What is it that they are saying which is an attack on the people of Zimbabwe?  It was a debate, the same way we debate about sanctions that the British must not push for sanctions, the Americans must not push for sanctions – it was a genuine debate.  We must be very clear when interfering with debates of other countries.
He can move a motion for us to discuss on it.  It is a clip and I wish I could be connected; you could listen to it.  There was nothing, Zimbabwe wants to re-engage in the Commonwealth and in so doing, they are going to the British, they are lobbying the British who have got their own terms of re-engagement. They are saying, human rights violation, you are not adhering to it and so forth; persecution of people – I am one who has been persecuted by this Government.  So to me, I also agree in terms of reforms that should take place.  So I do not know when they are debating on issues which have not been put in this House to say, the British have said A, B, C and D.

We debate on sanctions, let us also sit down and debate on the wrongs that the British are doing if there are any.  Each House debates on what it believes – sanctions for example.  I do not expect a British Member of Parliament to say Zimbabwe House of Assembly debated on sanctions and they are attacking us.  There was no attack.  We must be an institution of integrity and I think we are really making our ministers appear foolish at the end of the day.  If the British are out of order Madam Speaker, the Ambassador is called by the Minister of Foreign Affairs and International Trade to put them in order – that is how we work in terms of diplomatic ties.

HON. NDUNA: Thank you Madam Speaker.  My follow up question goes to the Minister of Justice on the same issue.  Madam Speaker, listening to the social media clip, it will be viewed as though law in Zimbabwe is not law, as though Zimbabwe is a pariah State and as though Zimbabwe does not observe law.  I am a student of law myself…
HON. T. MLISWA:  On a point of order Madam speaker.  This is Parliament, records cannot be discussed on social media.  If we start discussing issues on social media, hazvipere. Mangwana ndinonzi ndine girlfriend pasocial media, torifeya. Hazvipere.  Can we have facts?  I therefore, implore somebody to put it there.  I have got the video on my phone.  If ICT can do it so that we follow properly what has been said.  We cannot just refer to things on social media.  Madam Speaker, so many things happen on social media and this House is not determined by social media, but facts. The precedence you set of social media, you will not deal with it moving forward.  It will destroy all these Members of Parliament tomorrow if we are going to talk about social media.  We must protect this institution by doing things which have credible evidence.
THE ACTING SPEAKER:  Whilst we connect to that video, let me allow Hon. Nduna to be able to debate.

HON. ZIYAMBI: Thank you Madam Speaker.  If you combine what the Deputy Minister of Foreign Affairs said and what I said, I think we adequately addressed it.  I indicated that there are desires between both parties for us to go back into the Commonwealth and for the Commonwealth’s   desire for us to go back.  There is engagement that is going on.  We do not respond to issues that are raised in the House of Lords or House of Commons.  The Deputy Minister was perfectly correct.  If there is any issue that London wants to raise with us, there are appropriate channels that are used.  Likewise, in our engagement and in our efforts to join the Common-wealth, there are issues that they raised that are indicating that we are responding to through the diplomatic channels.  I believe that let us leave this case as it is.  His Excellency is handling it in a manner that is extremely good.  Allow those processes to proceed.  I thank you.

HON. T. MLISWA: On a point of order: I do not know if I heard correctly, the Minister has referred to you as a Deputy Speaker, but you are not the Deputy Speaker when you are sitting there, you are the Speaker.  I do not know if I heard correctly, I thought you said Deputy Speaker; she is not the Deputy Speaker there, she is the Speaker, so I think it is important to take corrective measures to address her correctly.  I thank you.

THE DEPUTY MINISTER OF HIGHER AND TERTIARY EDUCATION, INNOVATION, SCIENCE AND TECHNOLOGY DEVELOPMENT (HON. MACHINGURA): Thank you Madam Speaker, if there was a slip of the tongue, I withdraw if I said that.

HON. T. MLISWA:  On a point of order Madam Speaker. The Minister of Information, Publicity and Broadcasting Services was here and she left.  The Deputy Minister sat again and he is gone.  To me, I see the backbench having to deplete in numbers.  Why are we not respecting this House?  Can the Leader of Government Business respond to this because he is in charge of these Ministers?  Where are they?  Honestly, the Minister and the Deputy Minister were here but they have both gone.  If there is a question directed to the Ministry, who responds to it?  Today is Question Time and they must focus on it.  We have got seasoned Ministers like Hon. July Moyo here sitting and Hon. Kazembe.  Where are the others?  Hon. Mhona is there.  Where are the Cabinet Ministers?  This is where we are getting it wrong.  The 2030 Middle Income Economy will never be achieved unless these men here take seriously the responsibilities and the mandate given to them by the President.  We have oversight over there.  Where are they?  I was very quiet.  The Leader of Government Business must respond to this.  It is our job of oversight.
THE ACTING SPEAKER:  You left other Cabinet Ministers though.  Hon. Leader of Government Business, may you please respond.
THE MINISTER OF JUSTICE, LEGAL AND PARLIAMENTARY AFFAIRS (HON. ZIYAMBI):  Thank you Madam Speaker.  I am not sure whether there is a point of order.  People are allowed to go out to refresh and to go to the washroom.  If he has a question, he can simply ask his question.  There are adequate Ministers to deal with any information.  In any event, Information, Publicity and Broadcasting Services Ministry does relate to information that pertains to all Government Ministries and the Ministers are here.  So I do not think there is anything that he is asking for in terms of the Minister and the Deputy Minister who have gone out to refresh themselves and they will come back.  I thank you.

HON. T. MLISWA: Madam Speaker, my question is directed to the Minister of Environment, Climate Change, Tourism and Hospitality Industry and it is on Green Energy, COP 26.  A lot of reforms and resolutions were reached at COP 26.  Has that not affected your policy in terms of the environmental policy that you had after COP 26?  What are you doing to have the resolutions of COP 26 into your policy here?  Thank you.
THE MINISTER OF ENVIRONMENT, CLIMATE CHANGE, TOURISM AND HOSPITALITY INDUSTRY (HON. N. M. NDLOVU): Thank you Madam Speaker Ma’am.  I would like to thank the Hon. Member for a very important question.  Madam Speaker Ma’am, with your indulgence, it is my intention to present a detailed Ministerial Statement, which is a report on COP 26 with clear implications from the decisions of COP 26 on Zimbabwe going forward, including some of the measures that we are taking.  I do not know if the Hon. Member is willing to hold on.  Unfortunately, my hope is to present it next week on Wednesday.  I could not present some of the recommendations in Cabinet yesterday but I believe this to be a very important report, for which I believe Members can then ask more detailed questions.  We will be able to engage them following that presentation. I am able to respond here but I am thinking it will be fair if I present the report and you will be able to indulge from that report.  I seek you indulgence, Hon. Member.

HON. T. MLISWA: The Minister is correct.  Can you take these two issues that you must include in your report?  Zimbabwe is sitting on over 12 billion of coal.  How does that affect us and how do we intend to clear it? I heard the Prime Minister Boris Johnson trapped about 10 billion being available for those countries willing to comply.  If so, what measures are you taking to receive that so that we also benefit from this, especially with this clean energy that wants to happen and the 10 billion that is available?  What are you doing to make sure we have access and the 12 billion that we have, reserves in coal?  How is that going to affect us as an economy and again from the energy point of view and also coming up with better ways of making it clean?  So if you can factor this in your report.  I thank you.

HON. T. MLISWA: My supplementary to the Minister is that you have companies that were given contracts in terms of registration plates and tollgates monitoring, companies like UNIVEM. Is it not their responsibility in terms of the contract to make sure that the tollgates are accessible and they are also putting money there because they cannot just be making money and not improving that? It should not be the burden of Government. What are you doing to approach those companies which were given contracts and are still making money, especially UNIVEM who have a contract which I am told will last for years and years yet they are not performing according to expectations because Government at times takes the burden when it is not supposed to take the burden? The contractor must be able to expand things accordingly because they are making money. So, why are we not approaching companies like UNIVEM who I am told are responsible for some of the tollgates and Group Five to expand, of course people are fast but when it comes to the tollgates, they are not slowing down. The question is; what can we do to engage the companies that were given these contracts to ensure that they serve their purpose by improving these conditions rather than giving the burden to Government?
HON. MHONA: Let me thank Hon. T.P Mliswa for that important question. It is true Hon. Madam Speaker that there are companies that have been engaged and I also want to make it clear in this august House that at times the issues of technology, you face resistance when you try to implement. We have been hearing what has been happening at ZINARA whereby systems were actually being denied to be implemented in terms of the process flow.
Hon. Mliswa has cited a company called UNIVEM. If you then interrogate after the Auditor-General’s report, you find that some of the issues and in the first republic that were being talked of in terms of the implementation matrix, the company in this particular case ZINARA, was resisting some of the digitalisation of the institution. It is very clear and if you then go to that same company, it would tell you how many cars have passed through a tollgate but that information was not being shared by the company. So, these are some of the issues that we are also addressing as a Ministry.
In terms of their contracts that were just haywire, we have amalgamated the contracts to say we cannot have contracts that will run in perpetuation and we must have a contract that has got a termination date. This has been what the institution has been seized with in order to try to harmonise all those haywire contracts so that we have got one vibrant contract that will specify the terms and conditions, and deliverables so that no one does not doubt what one is covering.
I want to assure the august House that in terms of implementation, Hon. Mliswa you are very right. The burden is not within the Government but this is an arrangement of working together. So, what has been done now is to say, what are the expectations from the Government and the service provider, and this has been well spelt out as we speak. The implementation matrix also involves the service provider. I thank you.

On the motion of HON. TOGAREPI seconded by HON. NDUNA, the House adjourned at Six Minutes to Five O’clock p.m

Man Utd Legend Labels Arsenal Coach ‘Naive’

Rio Ferdinand believes Mikel Arteta showed his naivety at the weekend when the Arsenal manager got involved in a heated spat with Liverpool boss Jurgen Klopp on the Anfield touchline.

With the game goalless the two managers become enraged over seemingly very little, with Arteta furious in a rare show of emotion, remonstrating with Klopp.

Both were shown yellow cards for their actions but it was likely only Arteta who regretted the clash as the atmosphere at Anfield intensified and Liverpool stepped on the gas, eventually running out comfortable 4-0 winners.

Ferdinand believes sparking up a fiery atmosphere at Liverpool was an avoidable mistake from the Gunners boss and he showed his naivety by doing so.

‘I watched the game and Liverpool just turned the screw. They turned the screw after Arteta and Klopp’s spat on the touchline, that Arteta started,’ Ferdinand told Vibe with FIVE.

‘That was naive, for me. At Anfield you don’t want to be gassing up that crowd and whipping them up.

Women Coalition Statement On The 16 Days Of Activism Against Gender Based Violence

Women’s Coalition of Zimbabwe (WCoZ), a non-partisan national network of women’s rights organisations and activists striving for the rights of women and girls, commemorates 16 days of activism against Gender-Based Violence.

The 16 Days of Activism against Gender-Based Violence is an annual international campaign that kicks off on 25 November, the International Day for the Elimination of Violence against Women, and runs until 10 December, Human Rights Day.

It was started by activists at the inaugural Women’s Global Leadership Institute in 1991 and continues to be coordinated each year by the Center for Women’s Global Leadership.

It is used as an organizing strategy by individuals and organizations around the world to call for the prevention and elimination of violence against women and girls.

Research evidence has shown that in Zimbabwe, 1 in 3 women aged 15 to 49 have experienced physical violence and about 1 in 4 women have experienced sexual violence since the age of 15 1 .

The situation has since worsened due to COVID-19 as socio-economic effects of the pandemic, coupled with living in the same space for a continued period of time increasing the number of GBV cases.

The mandatory lockdowns have seen many women and girls being trapped with their abusers and not knowing where to go or how to get help during the lockdown.

With COVID-19 still a reality and the threats of GBV on the lives of women and girls still ravaging, WCoZ continues to call for Government to prioritize the continuity of GBV services with GBV service providers continuously being recognised as essential workers, integration of GBV services as well as information vital in GBV and COVID-19 response to end violence against women.

Since its outbreak, the COVID-19 pandemic has been directing much-needed attention to gender- based violence (GBV) worldwide and is particularly shining a light on the hidden epidemic of intimate partner violence (IPV).

In fact, in recent months, there has been a plethora of high-profile statements calling for measures to address the GBV ‘shadow pandemic’.

Controversy As Another Soul Jah Love Song Is Released

By A Correspondent- Controversy surrounds the late Zimdancehall chanter, Soul Jah Love’s estate with producers and record labels being accused of releasing the late chanter’s music without the knowledge of his family or estate executor.

Six days ago a song titled ‘Nzwisiso’ by the late music icon and Zimdancehall star Soul Musaka popularly known as Soul Jah Love was released joining a list of many other tracks published after his death.

Despite the songs receiving positive feedback from fans, the late popular artist’s family is in a state of disconcert given the fact that none of the producers and record labels have reached out amid claims that some did not have any written contracts with the late Pamamonya Ipapo hitmaker.

“We are actually shocked. Songs are being released left right and centre and we don’t know who is going to benefit from it,” said Caroline Musaka, his sister and executor.

“From the day he died promoters never reached out about his music. We are shocked that passion java released the music. Before he died Passion was supposed to pay USD 5000 and only paid USD2000 for copyrights of a project they did together. He never paid the balance and he never got in touch so we don’t know who is benefitting because as the executor I would have known.”

Efforts to ascertain the kind of copyright agreement Soul Jah Love had with one of the record labels Passion Java Records were fruitless despite the assurance of feedback from their representative known as Boss Lashan 24 hours earlier.

Meanwhile, Legal experts say copyrights of any work belong to the author unless he assigned rights to his work through a contract.

“According to the law if I make a musical work in terms of the copyright act, that work belongs to me and if I die the copyright remains that author’s belonging for a period of up to 50 years unless before death that author has assigned the copyright through a contract in terms of 46 of the act. That’s the only way someone can attain economic value if they work. Other than that the rights belong to the author’s estate,” said Fredrick Manyangarira, Professional executor.

Whether producers had any written contract with the late Zimdancehall star remains unclear, in the wake of reports that he left more than 100 unreleased songs with different producers.

RAMAPHOSA vs MNANGAGWA On Destroying Local Govt Service Delivery

QUESTION: President Kenyatta I know you’re on your last term, perhaps you may have offered tips on how to get a second term? Ramaphosa: I knew you were going to be naughty and slip in a local question when we are on the international stage here. I thought that what happens in Vagas stays in Vagas.

I did say to President Kenyatta that his timing for visiting South Africa is really poor; he should have come on the 1st Nov; as a good friend I know he would have voted for us, so now we have lost, we didn’t have his vote. No, what is unfolding is how democracy works. This is the footsteps if you like of democracy, and we have seen it play out throughout the country, and indeed as president of the governing party, it is disappointing for the African National Congress; but that is how we should accept the clear message of our people on the African national Congress. We have taken heed, we have listened, and this for us is a big setback but it is also a big lesson and we are a party that learns a very quickly…

And we are going to go to the drawing board we are going to reflect on all these setbacks and all we want to see speaking now as president of the Republic I would like to see stability in our local government sector, that whatever coalitions have been formed and are being formed, will result in stable local government, that we don’t have instability and collapse of local govt, and motions of no confidence to a appoint where service delivery will not be given to the people of a country.

So I will call on those who have emerged victorious, to say, ensure that there’s stable govt, and congratulate those who have succeeded, I was particularly pleased to see that the number of female metro-mayors have come to the fore, on the platform and that is good in as far as our agenda to promote the empowerment of women and it behoves well for the State of the Republic of South Africa and we wish those councillors who’ve been elected the very best and may all continue to work well for the people of various communities – ZimEye

Kennedy Masiye (photo credit-Kumbirai Mafunda)

By Kennedy Masiye- In 2014, I was attacked by uniformed ZRP officers, detained at the Harare Central Police Station and tortured by ZRP PISI officers!

My left arm was broken. Whilst I was in police custody, I passed out several times. When the Officer in Charge realized I was the lawyer representing Itai Dzamara, he instructed his functionaries to carry me to the front entrance and they shoved me under the counter(desk) out of the view of the public.

Helpless, frightened and disoriented, I managed to gather some strength and dialed my wife’s phone and said in a few words “they want to kill me, I am at Harare Central!”

Tears we’re just rolling down my eyes and my arm was getting swollen. My legs and back were swollen and I had also been attacked with a blunt object in my face. My eye classes broke.

Moments later, I was carried by uniformed ZRP and delivered to some secret office where several men in civilian clothes awaited. They made me roll on the floor as they mercilessly interrogated me. In that office, I passed out again.

When I regained consciousness, I remember seeing Advocate Tonderai Bhatasa, who was in the company of several lawyers who had conducted a manhunt for me at the Police Station.

These lawyers had been told by the police that I had never set foot at police station..It turned out I had been abducted by these uniformed men. My condition rapidly deteriorated, I collapsed and was hospitalized for several days.

My lawyers attempted-to file a report on my behalf and get a request for medical attention, but the Officer in Charge refused.

My client Itai Dzamara would be abducted a few months laters never to be found!

Spotlight Initiative delivers safe market, One Stop Centre To Address Gender-Based Violence

25 November 2021, Harare – the Government of Zimbabwe, the European Union, and the United Nations together with local authorities in the Epworth district launched a Safe Market and One Stop Centre as part of ongoing joint efforts to end violence against women and girls.

The opening of the Safe Market Space and the One Stop Centre coincided with the beginning of the 16 Days of Activism against Gender-based violence that will take place under a localized theme “End Violence Against Women Now: No to child marriages!” Women Affairs, Community, Small and Medium Enterprise Development Deputy Minister Honourable Jennifer Mhlanga said, “Economic empowerment of women is integral to any sustainable approach to eradicating violence against women as studies show that women who control their own resources are less vulnerable to being victimized because of their gender.”

High levels of sexual and gender-based violence in Zimbabwe have been compounded by the COVID-19 pandemic and the protracted national lockdowns.

The COVID-19 crisis has also resulted in increased school dropouts, resulting in increased early marriages and a consequent alarming increase in teenage pregnancies.

The Safe Market Model facilitates women’s economic empowerment, leadership, and security within public spaces by advancing Zero Tolerance to all forms of sexual and gender- based violence (SGBV).

The safe market showcased in Epworth comprises 96 secure, well-lit stalls, children’s resting room and play area, separate female, and male ablution facilities, and clean water facilities.

Head of EU Development Cooperation Mr Frank Porte said, “The EU fully aligns and supports Zimbabwe’s theme this year: “End violence against women and girls Now: No to child Marriage”.

This constitutes a harmful practice that violates the rights of the child and robs children of their childhood and in most cases, results in increased poverty.”

The One Stop Centre addresses a number of challenges related to SGBV service access, by providing multi-sectoral services, including health, psychosocial, safety and security, and legal under one roof in a survivor cantered manner.

Noting that the two projects showcased and many other programmes across the country were supported by the joint EU-UN Spotlight Initiative to eliminate violence against women and girls, UN Resident Coordinator ad interim, Dr. Alex Gasasira, thanked the Ministry of Women Affairs for their leadership, the European Union for the generous financial and technical commitment, and the civil society organisations and local authorities for their continued efforts and partnership.

Violence against women is not inevitable.

The right policies and programmes bring results.

That means comprehensive, long-term strategies that tackle the root causes of violence, protect the rights of women and girls, and promote strong and autonomous women’s rights movements.

These two projects opened today and many other programmes across the country, including the recently launched High Level Compact to end violence against women and girls are models that the United Nations has built through its partnership with the European Union, the Spotlight Initiative.

Since the launch of the Spotlight Initiative in 2019, some 3.8 million beneficiaries, including 2.3 million women and girls, in Zimbabwe received various services.

Addressing Gender Based Violence has collateral benefits.

Aside from improving women and girls’ general quality of life and access to social services, low levels of violence are also linked with increased economic opportunities and increased participation in the development of societies.

UK Tells South Africa, Zambia To Act On Zimbabwe

The United Kingdom Parliament has called on the regional bloc, in particular South Africa and Zambia, to act swiftly on Zimbabwe to arrest the deteriorating political and socio-economic crisis bedevilling the country.

Zimbabwe came up for discussion in the UK Parliament where human rights violations, the Patriotic Bill, suspended by-elections among others were on the agenda.

The UK parliamentarians said Zimbabwe should meet conditions, including holding free and fair elections to be able to return to the Commonwealth.

President Emmerson Mnangagwa wrote to the Commonwealth in May 2018 expressing Zimbabwe’s willingness to return to the 54-member grouping after nearly two decades.

ED Pushes For Repatriation Of Zim Artefacts Stolen By The West

Africa should insist that archives and museum objects of its heroes should be originals, not digital copies, with Zimbabwe one of the countries with the facilities ready to receive and protect this heritage, President Mnangagwa has said.

Speaking yesterday at the opening of the International Conference of African cultures that drew traditional leaders from the continent, academics, African Union officials and others the President said it was critical to note that liberation movements over the continent did not solely fight for the realisation of political and economic independence but at the core of the struggle was socio-cultural emancipation and ownership of means of production.

The conference, running under the theme “Africa Speaks: Confronting Restitution and Repatriation of Artefacts, Human Remains, Objects and Archives from an African Perspective,” was meant to showcase African culture and rally the continent on the demand of repatriation of colonial artefacts so as to restore Africa’s integrity.
In common with most of the colonised world, Africa saw a great deal of looting of cultural objects and transfers of archives to European museums, and now wants them back. While near perfect copies can now be made with 3D printers and other technology, the unanimous feeling is that the originals should be in their home countries and copies in foreign museums.

The conference also saw the showcasing of Zimbabwean culture through traditional dance and that of Ghana through regalia, poetry and other displays led by the King of Akwamu Odeneho Kwafo III.
President Mnangagwa said Africa should reunite with that which belonged to it.

“The concerned museums and institutions in the West are urged to facilitate and cooperate with Africa in the ongoing repatriation and restitution efforts. The use of pseudo-measures and terms such as ‘Digital Repatriation’ and ‘Permanent Loans’ further infringes on the do no harm philosophy and sphere standards of development, thus delaying the closure of this sad chapter of our history,” said President Mnangagwa.
“I challenge the academia, heritage experts and professional institutions across the continent to resolutely pursue ‘Chimurenga Chepfungwa/the liberation of the mind’, informed by our strong African cultural belief systems and identity.”

Missing Woman’s Remains Discovered 15yrs Later

By A Correspondent- In an incident that has left villagers in Mutoko shell-shocked, the remains of a woman who had mental health problems, who went missing for almost 15 years, were recently recovered from a shallow grave along a riverbank with the skull missing.

The deceased, Elizabeth Chidamuwa, went missing in 2007. Her remains were allegedly discovered after a possessed 12-year-old boy led family members and villagers to the scene where she was murdered and buried.

Mashonaland East provincial police spokesperson Inspector Simon Chazovachii yesterday confirmed the incident.

“The matter is being investigated,” Chazovachii said.

It is alleged that Chidamuwa, then aged 36, went missing on February 9, 2007 in Nemurinda village, under Chief Chimoyo, where she was living with her husband, Simbai Janjanja.

The family members searched for her in vain. The deceased’s brother, Sauro, then filed a missing person report with the police.

It is reported that on September 19 this year, the 12-year-old boy, who is Janjanja’s son, fell into a trance and revealed that Chidamuwa was killed by her husband and a villager identified as
Machivi.

The possessed boy also disclosed that the deceased’s head was given to a local businessman after the murder. They then buried her remains on the riverbank in the same village.

The family recovered the remains and reburied them in Nemurinda village without informing the police.

Janjanja died in 2019, while Machivi reportedly left the area.

The matter came to light after police were tipped off by villagers.

Court Reprieve For Harare Fertility Doctor

By A Correspondent- A Harare doctor, Tinovimba Mhlanga, has been acquitted of aggravated indecent assault charges following allegations that he fondled a female client during a medical examination at Invitro Fertilisation Zimbabwe fertility clinic.

Harare regional magistrate Gloria Takundwa yesterday found Mhlanga not guilty of sexually abusing Tinotenda Zowa who had visited his clinic to donate a fertilisation egg in March this year.

Through his lawyer Oliver Marwa, Mhlanga denied the charges, saying Zowa had concocted the accusations to soil his image.

In acquitting Mhlanga, Takundwa said the State had failed to establish evidence pointing out that Zowa was sexually abused during the time she intended to donate the egg.

The magistrate also noted inconsistencies in testimonies regarding how the alleged offence was committed.

Prosecuting, Cecilia Mashingaidze had alleged that Zowa went to Mhlanga’s surgery on 14 March at around 1 pm for a medical examination.

Mhlanga allegedly first conducted HIV tests first and instructed her to go to the examination room.

While in the examination room, Zowa removed her clothes and wore a hospital gown and then went to lie on the bed awaiting the examination.

Mhlanga allegedly instructed Zowa to open her legs in a butterfly position for him to conduct the examination before he inserted his fingers into her privates several times before fondling her breasts.

The following day (15 March), Zowa reportedly went to Sally Mugabe Central Hospital where she was examined and received counselling after narrating her ordeal to the counsellors.

Through lawyer Marwa, Mhlanga refuted the allegations asserting he professionally conducted his duties as a specialist obstetrician and gynaecologist. He said:

The procedure for human egg donation is a delicate one which under normal circumstances, can only be properly performed by a specialist doctor in a clinical setup.

The procedure naturally involves digital penetrative contact with the patient’s genitalia.

The complainant consented in writing to the procedure after it was meticulously explained to her in detail such that the allegation in the charge that she had not consented is as malicious as they are unfounded.

The accused acted within the scope of engagement of any professional specialist obstetrician and gynaecologist of his training and experience such that any allegations that he overstepped his boundaries are very unfortunate and unfounded.

Gvt Intervenes On Civil Servants’ Salaries Bank Charges

By A Correspondent- The Government has agreed to engage banks on behalf of civil servants so that they are exempted from paying account maintenance charges to enable them to get their bonuses in full.

The Government pledged to pay its workers their 2021 bonuses in US dollars but there has been concern among civil servants that their bonuses could be gobbled up as banks recoup account maintenance charges.

In an interview with State media yesterday, Apex Council deputy secretary-general Gibson Mushangu said the Government agreed to engage the banks. Said Mashangu:

We had a meeting with the Government under the NJNC and we agreed that civil servants will be paid their bonuses from November 30.

The bonus is going to be calculated based on the basic salary, housing allowance and transport allowance.

The money will be paid in the Nostro accounts which have accumulated bank charges since many of them have been dormant.

Government agreed to make arrangements with banks so that they don’t charge us for account maintenance to enable us to get our bonuses in full.

Civil servants will this year be paid their bonuses in foreign currency up to a maximum of US$700.

Those who are eligible to get more than US$700 will get the balance in Zimbabwe dollars.

Pensioners who were in the civil service will also receive US$100 while spouses are eligible for US$80 and children US$60.

Whitecliff Families Face Eviction

By A Correspondent- Hundreds of families illegally settled in Whitecliff, Harare, risk eviction after the Government reneged on compensating the property developer as it had earlier undertaken to do.

The developer, Eddies Pfugari Properties (Pfugari), obtained an eviction order at the High Court a few years ago.

However, the Government, through the Local Government Ministry, prevented the execution of the eviction order after committing to paying for the land, which the residents illegally occupied 10 years ago.

Negotiations between the company and government, which have been going on for about five months now, have stalled after the latter became unyielding.

This has forced Pfugari’s lawyers to write to the Zimbabwe Republic Police (ZRP) asking for an escort as it moves to implement the eviction order as required at law.

A letter written by Pfugari’s lawyers, Scanlen and Holderness addressed to the officer commanding police in Harare province, dated November 18 from police sources reads in part:

Our client obtained an order for the eviction of the respondent and all persons claiming through him from its property at Whitecliff, Harare. This order has to be enforced by the Sheriff.

As you are aware, there is a court judgment in case no. HC4012/17 compelling the police to provide the sheriff with escort services for purposes of maintaining law and order while the eviction is being conducted.

It would unnecessarily tarnish the image of the police if our client is left with no option but to apply a contempt of court order against your good offices.

We, therefore, request that you kindly provide a date when you will be able to provide the sheriff with police escort.

We would be grateful if you could confirm a date within seven days of the date of this letter.

The ZRP has dispatched senior police officers, who were accompanied by intelligence people to Pfugari’s offices to ascertain the size of the land where evictions will take place.

The ZRP is expected to deploy officers to Whitecliff to effect the evictions “soon.”

Tyson Appointed Malawi Mbanje Brand Ambassador

By A Correspondent- Malawi’s agriculture ministry has written to former world heavyweight boxing champion Mike Tyson to be the ambassador for the country’s cannabis crop.

Minister Lobin Lowe said the legalisation of cannabis last year in Malawi had created opportunities locally and internationally.

The ministry said the United States Cannabis Association was facilitating the deal with Tyson.

“Malawi may not go it alone as the industry is complex requiring collaboration. I would therefore like to appoint you, Mr Mike Tyson, as Malawi’s Cannabis Branch ambassador,” Mr Lowe wrote.

Tyson is also an entrepreneur and has invested in a cannabis farm.

Local media reported that Tyson was expected in Malawi last week but his visit was postponed.

Obert Mpofu, Sues Victoria Falls Woman Over Rentals

Zanu PF Secretary for Administration Obert Mpofu’s company Khanondo Safaris and Tours has taken prominent Victoria Falls businesswoman Dr Martha Matifadza Nyazema to court for allegedly failing to settle a debt of nearly US$30 000 in unpaid rentals.

Dr Nyazema is the executive director and owner of Mbano Manor, a luxury boutique hotel that comprises 19 suites. The upmarket hotel, which is situated in the middle of the bush near Zambezi National Park, has 18 standard suites and one executive presidential suite, a perfect facility for executives and celebrity clients.
Mbano Manor Hotel’s official opening by President Mnangagwa last year in August coincided with the launch of the National Tourism Recovery and Growth Strategy in the resort city.
Khanondo Safaris and Tours has filed summons at the Bulawayo High Court citing Dr Nyazema as a defendant.
Khanondo Safaris and Tours is a leading tour operator in Victoria Falls, which specialises in African safaris and tours, accommodation and activities.
In its plaintiff declaration, Khanondo Safaris and Tours said Dr Nyazema owes them rent of US$28 492,73 which accrued over a period of 19 months.
Dr Nyazema leased two properties belonging to Khanondo Safaris and Tours.
“The plaintiff and defendant are erstwhile lessor and lessee respectively with the latest lease having been terminated last year. The defendant (Dr Nyazema) vacated the plaintiff’s premises on October 31, 2020, ending a relationship that commenced in April 2018,” said Khanondo Safaris and Tours.
The tour operating company said Dr Nyazema religiously paid rentals until March 2019.
“The defendant did not pay rentals for the month of April in 2019 to October 2020 and thus owing US$28 492,73 in respect of arrear rentals and interest.
Despite demand, the defendant has failed, refused and neglected to pay the outstanding rentals, arrears on rates and water bills and to reimburse the plaintiff for the expenses incurred in repairing the premises,” said Khanondo Safaris and Tours.
Dr Mpofu’s company wants an order directing the businesswoman to pay the outstanding rentals in US dollars or the equivalent in local currency calculated at the prevailing interbank exchange rate.
“Wherefore, the plaintiff prays for a judgment against the defendant for the payment of US$28 492,73 or equivalent in local currency together with interest thereon calculated at the prescribed rate of five percent per annum from the date each sum became for payment until the date of payment in full,” said Khanondo Safaris and Tours.
Dr Nyazema is yet to respond to the summons.

Mnangagwa Loses Commonwealth Readmission Bid

By A Correspondent-The United Kingdom (UK) has said Zimbabwe will not be readmitted into the Commonwealth until the country upholds democracy and the rule of law.

In its Human Rights Priority Countries’ ministerial statement for the period January to June 2021 published on Tuesday, the Foreign Commonwealth and Development Office said:

We remain concerned by the human rights situation in Zimbabwe with no notable improvement between January and June 2021.

We continue to be concerned by the pattern of harassment of prominent opposition and civil society figures, as well as journalists.

We were yet to see accountability for the abduction and multiple arrests of opposition MDC Alliance members Joana Mamombe MP, Cecelia Chimbiri and Netsai Marova.

President Emmerson Mnangagwa’s government is accused of abusing State institutions such as security services to ruthlessly clamp down on critics and the courts to jail protestors for lengthy periods without conviction.

Several prominent government critics and opposition leaders were arrested in the first half of this year for organising protests or posting critical comments on social media.

In February this year, the UK slapped sanctions on four Zimbabwean security chiefs for alleged human rights violations. The new report says:

These restrictive measures are not targeted at, nor intended to impact, the wider economy and the people of Zimbabwe.

In the first half of 2021, the UK continued to support civil society in Zimbabwe to hold the government to account.

Responding to questions on Tuesday about what London was doing to solve the crisis in its former colony, Tariq Mahmood Ahmad, UK minister of State, Foreign, Commonwealth and Development Office, said they regularly urge the Government of Zimbabwe to uphold its constitution.

Chamisa Forgoes Primary Elections

By A Correspondent- The MDC Alliance will not hold primary elections to select candidates for the 2023 elections but will adopt a community-based candidate selection process.

This was said by the party’s spokesperson, Gift Ostallos Siziba during a media briefing on Monday night.

Siziba made the remarks following MDC Alliance leader Nelson Chamisa’s tour of the Matabeleland region where locals said they do not want candidates imported from other regions. Said Siziba:

The president and the leadership of the party responded to these key questions during the interface and of course got the opportunity to share with the communities in and around our party’s view, around key issues like the party’s name, and how we intend to deploy candidates.

One of the predominant issues that came from community leaders is that they do not want candidates imported to lead them.

So the party has responded by proposing a community-based candidate selection programme. So this time we are not going to be having primary elections as a party.

He said the people of Matabeleland were unhappy with the marginalisation of the region.

Siziba said once Chamisa’s party wins the 2023 elections, it would end the underdevelopment of Matabeleland and the side-lining of languages in the region, particularly Ndebele, Kalanga and Tonga.

Mugabe Evicted From Farm

By A Correspondent- A Gutu farmer Solomon Chikanda has approached the High Court with an urgent chamber application seeking an order to evict Charity Mugabe from his Eastdale Ranch Farm, which she is accused of occupying unlawfully.

Chikanda said he acquired the farm from Anna Manzanga in 2003, but she passed on in 2005 before transferring her rights of the farm to him.

However, he was later awarded a certificate of occupancy by the Gutu Rural District Council through the Local Government Ministry and has been paying the taxes.

Mugabe is cited as the 1st respondent and Lands Minister Anxious Masuka is cited as the 2nd respondent.

“This matter is urgent and has been treated as such on the following grounds that I was in lawful possession of the farm doing all my farming activities in peaceful undisturbed possession,” read the court papers.

“As a result of the unlawful occupation by the first respondent and her agents, I am no longer able to exercise my farming activities peacefully. As the rainy season approaches, I would suffer irreparable harm as I will be unable to plant my crops for this season. My yield will be reduced.

“I have a genuine fear and well-grounded apprehension that the first respondent will use the farm for her own benefit, or even sell or otherwise alienate or dispose of the farm and permanently deprive me.

“No other alternative remedy will ensure that the first respondent will stop the unlawful dispossession of the farm. I am advised that spoliation proceedings are simply meant to restore the status quo.”

Chikanda told the court Mugabe would not face any irreparable harm if the relief sought was granted.

“I aver that if the order is not granted, the first respondent will be unjustly enriched at my expense. Myself as the applicant, I am the one who will suffer irreparable harm. The first respondent will not suffer any prejudice considering that it is the status quo, which will be restored if the order is granted.”

The aggrieved farmer is praying the application and relief sought, be granted based on the balance of convenience since he has been working on the farm for over 15 years.

“Balance of convenience favours that the relief being sought, be granted as I was already in possession of the farm and paying all the taxes for more than 10 years, having all the papers favouring me to be in possession of the farm,” Chikanda added.

“For those reasons stated above, I respectfully pray that the court be pleased to grant the relief sought urgently. In the circumstances, I pray that the court may be pleased to order that possession of the farm be restored to myself immediately.

“I see no reason why the first respondent should oppose this application and if opposed, I pray for costs on a legal practitioner-client scale. If my prayer is not considered as a matter of urgency, I will suffer irreparable harm.” NewZimbabwe

Chibuku Super Cup Final: Mapeza Banks On Home Advantage

Boris Throws Mnangagwa Under The Bus

By A Correspondent-The United Kingdom (UK) has condemned President Emmerson Mnangagwa over continued human rights violations in Zimbabwe.

The human rights abuses raised by UK Tuesday include the persecution of the opposition and civil society leaders by the State.

Man Jailed For Raping Own Daughter

By A Correspondent- A Harare man was today jailed for 15 years for raping his biological 12-year-old daughter in a maize field in Highfield, Harare.

The man, whose name has been withheld to protect the identity of the teenager, was initially jailed for 18-years before Harare regional magistrate Mr Kudakwashe Mhene set aside three years of his jail term.

The three years were set aside on condition that he will not commit a similar offence within the next five years.

The man, was cleared of two other rape charges he had been accused of.

Mr Shepherd Makonde appeared for the State.

Chiredzi Toddlers Suffocate In Vehicle

Chiredzi – Two toddlers at a Chiredzi Creche are said to have died this afternoon after the owner of the school allegedly left them locked in a kombi when the maximum temperature in the town today was around 32 degrees Celcius.

The children were allegedly left in the kombi in the morning and found dead at around 1 pm. The incident happened at D970 Westwood Chiredzi where the Creche is located, said sources told The Mirror.

Masvingo Police spokesperson, Kudakwashe Dhewa said he is yet to get details of the story.

The Mirror could not establish the name of the crèche.

Zhuwakinah Javangwe who is said to be the owner of the crèche could not be reached for comment as her phone was not reachable.

However, her husband Kennedy Javangwe confirmed the tragedy.

“Yes, I can confirm that such an accident occurred but it involved my wife. I am not in a position to give details at the moment,” said Javangwe.

The sources said four toddlers who are all below the age of five were locked up in a kombi in the morning resulting in two of them succumbing to the searing heat. The owner is said to have only returned to the vehicle in the afternoon where he found two of the kids dead.

While the maximum temperature was at around 32 degrees, temperatures inside a locked kombi will be worse.

Some sources said Zhuwakinya forgot the toddlers in the vehicle while others alleged that they were locked inside the car for being troublesome. The Mirror could not establish whether the crèche is registered or not.

Mnangagwa Ignores Binga Flood Victims

Scores of households in Binga District, Matabeleland North Province, whose homesteads were destroyed by floods almost two years ago, are still waiting for the Government to provide them with shelter.

More than 215 homesteads located on the confluence of Sibwambwa, Sikande, Namapande and Manyenyengwa rivers were destroyed by floods on 10 February last year, displacing 967 people.

Civil Protection Unit (CPU) director Nathan Nkomo told VicFallsLive that 6 out of 37 homesteads in the Nsungwale area have been completed though not yet roofed. Said Nkomo:

We need something like $80 million to finish rebuilding those houses, but if you go through our national contingency plan in the 2021-2022 rainfall season, there is a figure of US$101 million which talks of a backlog infrastructure, which requires rehabilitation.

(Chininga Bridge) might be one of those because we came together and all the provinces presented the outstanding works of infrastructure being undertaken in their provinces, so I wouldn’t be surprised.

The Chininga bridge, which connected Nsungwale and Siabuwa and linked the centres with Karoi, Gokwe and Kariba, was destroyed by the floods.

The Government has been accused of abandoning the villagers as some of them have since deserted the camps that were set up by the CPU citing lack of amenities and food.

However, Nkomo denied the accusations saying they have provided the flood victims with “almost everything” including food. He said:

In those circumstances, people will always say something because they were used to their own ways of living, but as far as we know we have been giving them food when that calamity of flash floods happened.

We provided them with almost everything from grains and relish.

The reason why they keep going back to their destroyed homesteads is that where these rivers meet they deposit some soils, which are very good for agriculture and this is why even in Tsholotsho you see some going back to the confluence of Gwayi and Shangani rivers.- VicFallsLive

Malaba-Removal Court Case Dropped From Roll

In the case set for the removal of Chief Justice Like Malaba, the matter in which three Supreme Court judges were meant to controversially hear their own appeal was yesterday removed from the roll.

Justices Lavender Makoni, Samuel Kudya and Elfias Chitakunye had appealed a High Court judgment in a case in which the Zimbabwe Human Rights NGO Forum (The Forum), Young Lawyers Association of Zimbabwe (YLAZ) and Frederick Mutanda had challenged the extension of Chief Justice Luke Malaba’s term of office. The three judges were set to preside over the case.

Former Justice Luke Malaba

However, parties to the appeal decided that all the appeals must be removed from the roll as the issues had already been dealt with in the Constitutional Court (ConCourt) case brought by Zanu PF activist Marx Mupungu.

The judgment was issued by consent.

Justice minister Ziyambi Ziyambi’s lawyer, Thembinkosi Magwaliba proposed that the appeal should be removed from the roll because it raised issues that had already been addressed in the Mupungu judgment by the ConCourt.

Addington Chinake and Andrea Dracos, who represented the judges and YLAZ concurred with Magwaliba.

In the ruling, Justice Makoni said the four appeals “are hereby removed from the roll with no order as to costs” because all issues raised in the appeals were dealt with in the Mupungu judgment.

The Forum did not attend the hearing, saying it had been overtaken by events.

In May this year, High Court judges Justices Happias Zhou, Edith Mushore and Jester Charewa ruled that the extension of Malaba’s term by five years after reaching the retirement age of 70 was unconstitutional after Kika, YLAZ and Mutanda filed separate applications at the High Court challenging the extension.

The applicants cited Ziyambi Ziyambi, the Judicial Service Commission (JSC), Attorney-General Prince Machaya and all the judges of the Constitutional and Supreme courts.

The JSC and the 17 Supreme Court and ConCourt judges, including Justices Makoni, Kudya and Chatukuta, appealed the judgment two weeks later.

But before the appeal was heard, Mupungu approached the ConCourt seeking to reverse the High Court ruling.

The ConCourt bench led by Deputy Chief Justice Gwaunza unanimously ruled that the extension of Malaba’s term limit was constitutional.

The apex court annulled Justice Zhou’s judgment, confirming that all medically fit judges of the three top courts’ terms of office could be extended until they reached the age of 75.

The three judges concurred that the constitutional rights applied only to sitting High Court judges and not to sitting Supreme Court or ConCourt judges.

Kika snubbed the hearing after the ConCourt dismissed his application to have the judges recuse themselves, saying they were conflicted.

He also snubbed the Mupungu hearing after judges cited in the matter refused to recuse themselves saying he strongly felt that it was irregular for the court to sit over its own matter.- Newsday

Millionaire Perm Sec Gets 2nd Job

Finance and Economic Development Permanent Secretary Mr George Guvamatanga has been appointed to the board of the Eastern and Southern African Trade and Development Bank Group (TDB Group).

Mr Guvamatanga is an experienced banker with nearly 30 years experience in the sector, mainly with Barclays Bank..

George Guvamatanga

In a statement last night Finance Minister Professor Mthuli Ncube said President Mnangagwa had approved the banker’s appointment to the international group.

“The appointment, which is for an initial period of three years, is with effect from 1st October 2021 and covers Botswana, Eritrea, Mauritius, Rwanda and Zimbabwe.”

“Established in 1985, the Eastern and Southern African Trade and Development Bank (TDB), formerly the Preferential Trade Area Bank (PTA) Bank, is a multilateral, treaty-based development financial institution, with assets of over US$5 billion,” said Minister Ncube.

“The bank’s mandate is to finance and foster trade, regional economic integration and sustainable development, through trade finance, project and infrastructure finance, asset management and business advisory services.

“In the past five years, TDB’s shareholder base has grown from 19 to 35 members, including 22 members from across COMESA, EAC and SADC, 2 Non-African member countries and 11 institutional investors.”

Minister Ncube said Mr Guvamatanga was an experienced banker and well-rounded professional with a demonstrated history of working at the highest level in the financial services industry.

“His new role as a non-executive director of the TDB Group will broaden his responsibilities and allow him to make a contribution to the socio-economic development of member states in Eastern and Southern Africa, particularly through trade development and supporting the implementation of projects designed to make African economies increasingly complementary to each other,” said Minister Ncube.-Herald

No To Imported Candidates- President Chamisa On 2023 Polls

President Chamisa

THE MDC ALLIANCE led by Nelson Chamisa has decried continued marginalisation of Matabeleland region and promised to end it if the opposition party is voted into power in 2023.

Chamisa is in Matabeleland where he is meeting rural voters as he drums up support ahead of possible by-elections early next year, and the harmonised elections in 2023.

MDC Alliance deputy spokesperson Gift Ostallos Siziba told the media on Monday evening that people of Matabeleland were unhappy with the marginalisation of the region.

“So this year we are focusing on the citizens’ convergence for change and the philosophical underpinning of this annual theme is that we are taking the party back to its roots, which is the people,” he said.

“So we are taking the party back to its founding social forces, these social forces are the students, labour, church, traditional leaders, and community leaders.

“The first issue that emerged in Matabeleland was marginalisation.

“There is overwhelming consensus around the question of underdevelopment of these provinces which community leaders have conviction that it is marginalisation because of the structure and design of our politics in this country.

“Number two was the issue of marginalisation of languages in the province.”

Siziba said once Chamisa’s party wins the 2023 elections, it would end underdevelopment of Matabeleland and side-lining of languages in the region, particularly Ndebele, Kalanga and Tonga.

“The president and the leadership of the party responded to these key questions during the interface and of course got the opportunity to share with the communities in and around our party’s view, around key issues like the party’s name, and how we intend to deploy candidates.

“One of the predominant issues that came from community leaders is that they do not want candidates imported to lead them. So the party has responded by proposing a community-based candidate selection programme. So this time we are not going to be having primary elections as a party,” he said. – NewsDay

Doctor Cleared Of Fondling Patient

A Harare doctor has been acquitted of abusing a female client who accused her of fondling her during medical examination.

Harare regional magistrate Mrs Gloria Takundwa yesterday found Dr Tinovimba Mhlanga not guilty of sexually abusing a woman who had visited his clinic to donate a fertilisation egg in March this year.

Set free… Dr Tinovimba Mhlanga

Dr Mhlanga, of Invitro Fertilisation Zimbabwe, was acquitted after being hauled to court on aggravated indecent assault charges.

Through his lawyer Mr Oliver Marwa, Dr Mhlanga denied the charges, saying Tinotenda Zowa had fabricated the accusations to soil his good practising reputation.

In acquitting Dr Mhlanga, Mrs Takundwa said the State had failed to establish evidence pointing out that Zowa was sexually abused during the time she intended to donate the egg.

Mrs Takundwa also said that there were inconsistencies in testimonies regarding how the alleged offence was committed.

The State led by Mrs Cecilia Mashingaidze had alleged that on March 14 this year, Zowa went to Dr Mhlanga’s surgery at around 1pm for medical examination since she wanted to donate her egg to a certain couple.

Dr Mhlanga allegedly first conducted HIV tests first and instructed her to go to the examination room.

It was alleged that while in the examination room, Zowa removed her clothes and wore a hospital gown.

She then went to lie on the bed awaiting the examination.

Allegations were that Dr Mhlanga instructed Zowa to open her legs in a butterfly position for him to conduct the examination before he inserted his fingers into her privates several times before fondling her breasts.

On March 15 Zowa reportedly went to Sally Mugabe Central Hospital (formerly Harare Hospital) where she was examined and received counselling after narrating her ordeal to the counsellors.

Through lawyer Mr Marwa, Dr Mhlanga refuted the allegations saying he professionally conducted his duties as a specialist obstetrician and gynaecologist.

“He runs IVF Clinic in Harare. The clinic is mainly into assisting patients with problems in conceiving by facilitating donations of eggs from willing donors to patients who need help,” he said.

“The complainant is one such egg donor who presented at the accused’s clinic to donate her eggs to a couple in need.

“The procedure for human egg donation is a delicate one which under normal circumstances, can only be properly performed by a specialist doctor in a clinical set-up.

“The procedure naturally involves digital penetrative contact with the patient’s genitalia. The complainant consented in writing to the procedure after it was meticulously explained to her in detail such that the allegation in the charge that she had not consented are as malicious as they are unfounded.

“The accused acted within the scope of engagement of any professional specialist obstetrician and gynaecologist of his training and experience such that any allegations that he overstepped his boundaries are very unfortunate and unfounded,” he said.

He said Zowa was working with people who wanted to soil his good reputation, which also prompted her to post the alleged sexual abuse on social media.

“The complainant has betrayed her nefarious scheme by posting her alleged ordeal on social media and attempted to earn cheap sympathy.

“Unfortunately for the complainant, her story on the World Wide Web is inconsistent with her story to police and to the Medical and Dental Practitioners Council of Zimbabwe.

“The complainant is dramatising these hopeless allegations in a bid to add weight to the conspiracy aforesaid,” he said. -Herald

Mthuli Presents Budget Today

Coming up in Parliament 24th and 25th November

The bulk of this bulletin outlines what Parliament did during the period 9th to 18th November and yesterday, 23rd November and what business members of Parliament are facing for the rest of this week, which includes the presentation of next year’s Budget..  First, however, we note some preliminary items.

The National Budget Speech

The 2022 National Budget will be presented in the National Assembly on Thursday 25th November by the Minister of Finance and Economic Development, Hon Mthuli Ncube.  He will start his speech at 2.45 pm.  The Budget Speech will be broadcast live on ZBC TV and radio and live streamed on Parliament’s Facebook page https://www.facebook.com/parliamentofzim/

PVO Amendment Bill’s Present Status

Veritas has been inundated with requests for information about progress on the Private Voluntary Organisations Amendment Bill – far too many for individual replies.  Veritas is monitoring developments on the Bill and will issue bulletins as soon as anything relevant occurs.  Relevant documents will be posted promptly on our website www.veritaszim.net .

The Bill was gazetted on 5th November.  As two weeks have now passed since then, the Bill now qualifies for introduction in the National Assembly in terms of Standing Order 142(1) by the Minister of Public Service, Labour and Social Welfare, who is the responsible Minister.  But the Minister has not yet given notice of his intention to introduce the Bill, so it is unlikely to be introduced this week.  Once it has been introduced, it will have to be referred to the Parliamentary Legal Committee [PLC] for a report on its consistency with the Constitution – and the PLC’s report may well be delayed in view of the inconsistencies with the Constitution already pointed out by Veritas in Bill Watch 74/2021 [link].  Moreover, Parliament is almost certain to be concentrating on Budget business from now until the end of the year – and is customarily in recess from before Christmas until late January or early February.

Labour Amendment Bill Gazetted on 19th November

The Labour Amendment Bill [linkwas published in the Government Gazette on Friday 19th November.  As explained in the detailed memorandum included in it, the lengthy Bill aims at aligning the Labour Act, not only with the Constitution but also the various International Labour Organisation [ILO] Conventions which Zimbabwe is bound.  A separate bulletin will analyse the Bill’s contents.

ZEC Gazettes List of Deceased Voters to be Removed from Voters Roll

In a Government Gazette Extraordinary dated 22nd November the Zimbabwe Electoral Commission [ZEC] has published General Notice 3379 listing the names and particulars of 22 656 voters that it believes have died and should be removed from the roll; the notice is on the Veritas website [link].  Those voters on the list who are still alive have until close of business on Monday 29th November 2021 [seven days after the gazetting of the notice] to appeal to ZEC by completing the form attached to the General Notice, which can also be downloaded [linkon our website, and lodging the completed form with ZEC, either at its head office in Harare or any of ZEC’s Provincial Offices.

Note: The General Notice [link] is a an easy-to-use searchable PDF document. The list is grouped by constituency name in alphabetical order, starting with Beitbridge East and ending with Zvishavane Runde; under each constituency, deceased voters are listed in alphabetical order by surname.

In Parliament [9th to 18th November and Yesterday 23rd November]

Bills [both Houses]

Public Finance Management Amendment Bill [link]  The Parliamentary Legal Committee [PLC]’s non-adverse report on this Bill was announced in the National Assembly on Tuesday 9th November.  This cleared the way for the Second Reading stage to begin.  But no further progress has been made.

Two Bills presented   On Thursday 18th November the following two Bills were presented by the Minister of Finance and Economic Development in the National Assembly, received their First Readings and were referred to the PLC for its report on their consistency with the Constitution:

Insurance Bill [link– a Bill to regulate the carrying on of insurance business in Zimbabwe and to repeal and replace the existing Insurance Act.

Insurance and Pensions Commission Amendment Bill [link– a Bill to amend the Insurance and Pensions Commission Act.

These Bills are related to the Pension and Provident Funds Bill [link], which was passed by the National Assembly with amendments and is currently awaiting consideration by the Senate; together they form a package to overhaul the regulation of the insurance and pensions sector.

Two Bills Given Second Reading by National Assembly  Yesterday, 23rd November, the Minister of Justice, Legal and Parliamentary Affairs wound up the Second Reading debates on the Guardianship of Minors Amendment Bill and Zimbabwe Independent Complaints Commission Bill [ZICC Bill], clearing the way for the Committee Stages to start. The Minister has given notice that he will be moving one amendment to the ZICC Bill which will add a paragraph to clause 13(2), to provide for the Commission to delay its entertainment of a complaint where the action complained of is already the subject of an “internal disciplinary process” by the security service concerned pending the conclusion of the internal process within a reasonable period.  On the Guardianship of Minors Amendment Bill the Minister expressed reservations about the amendments suggested in the Portfolio Committee’s report but indicated his willingness to be convinced during the Committee Stage.

Other Bills   The two Bills on which progress was made yesterday, are Bills from the previous session waiting to be finalised after having been restored to the Order Papers in both Houses – two in the National Assembly and two in the Senate.  Until yesterday’s National Assembly sitting, all six Bills have been routinely “stood over” by vote of the Houses while other business was tackled instead.  [For the titles of the Bills concerned, please refer to Coming up this Week below.]   Perhaps the problem was that Ministers were not yet ready to continue with the Bills or had other pressing duties, because both Houses seemed to have time on their hands. [From 9th to 18th November, for instance, the National Assembly, for instance, seemed able to adjourn early on at least two of the six afternoons on which it sat; the Senate, with its more leisurely starting time of 2.30 pm, managed to adjourn either a little before or after 4 pm on all occasions.]

Motions in the National Assembly

Motion on President Mnangagwa’s SONA of 7th October  The only motion debated was the motion in response to the President’s State of the Nation address [SONA] on the occasion of the opening of the Fourth Session on 7th October.  MPs contributed to this debate during all six sittings during the period 9th to 18th November – perhaps to avoid the embarrassing situation that arose during the Third Session when this debate continued until nearly the end of the session.

Third Session motions restored to the Order Paper  The House approved motions by Hon Shamu for the restoration of two motions on reports of the Portfolio Committee on Foreign Affairs and International Trade which had been superseded by the end of the Third Session – reporting on (1) a Virtual Conference held with the committee’s Chinese counterpart and (2) the 2020 Budget Performance Reports of the Ministry of Foreign Affairs and International Trade.

Annual Report of the Zimbabwe Gender Commission [2020]  On 23rd November the Minister of Women’s Affairs, Community, Small and Medium Enterprises Development presented a motion requesting the House to take note of this report.

Report on Hatcliffe Extension Residents Association Petition  On 23rd November Hon Chikukwa presented the report of the Portfolio Committee on Local Government, Public Works, National Housing and Social Amenities on this petition, which raises lack of requisite infrastructural development, multiple billing and security of tenure.  Several members contributed to the ensuing debate, which will  continue.

Motions in the Senate

Motion on President Mnangagwa’s SONA of 7th October   Senators continued their contributions to the debate on this motion throughout the sittings during the period covered by this bulletin – except on the two Thursdays, when they adjourned immediately Question Time ended..

Condolence motion for the late Senator Rejoice Timire  The late Senator was one of two Senators representing disabled persons and was herself disabled.  Senator Mwonzora, in his contribution to the debate on the immense service made by Senator Timire to Parliament and to the nation, pleaded for the “excellent” Government policy on disabled persons to be enshrined in law.

Motions on (1) grave and rapid environmental degradation and (2) calling for a sound road network   On Wednesday 17th November Senators continued debating these motions, both moved previously by Senator Chirongoma.  On environmental degradation caused by miners and veld fires, Senator Chimbudzi suggested that the chiefs should be empowered to sort things out.  If a chief told his subjects to sell their gold to Fidelity Printers, she said, they would comply; chiefs would also be able to prevent veld fires and destruction of forests and ensure miners left no open pits.

Gender-based violence [GBV]  On 23rd November, appropriately anticipating the coming 16 Days of Activism against Gender-Based Violence [25th November to 10th December], Senator Chimbudzi moved a motion calling on the Executive to do more to curb GBV by among other interventions (1) deploying more GBV mobile services in districts and provinces and (2) building more “safe houses”.

Senators spent most of the rest of the afternoon debating this motion and continuing the debates on the need for a sound road network and children in prisons with their incarcerated mothers.

Coming up in the National Assembly on 24th and 25th November

Gender-based violence  Appropriately anticipating the coming 16 Days of Activism against Gender-Based Violence [25th November to 10th December] Hon Kwaramba has a new motion on the Order Paper which calls on the Executive to do more to curb GBV by among other interventions (1) deploying more GBV mobile services in districts and provinces and (2) building more “safe houses”. [GBV]

Coming up in the Senate on 24th and 25th November

Bills

There are only two Bills on the Order Paper, both carried over from the previous session:

Marriages Bill [link] [please note that this link is to the Bill as amended by the National Assembly and transmitted to the Senate, i.e., it is the one that Senators should have before them when the Committee Stage resumes]   The Bill is less than halfway through its Committee Stage.  Senator Chief Charumbira has had his proposed amendments on the Order Paper since 9th November; the amendments are to clauses 16 [Solemnisation of customary marriages], 17 [Unregistered customary unions] and 42 [Civil partnerships].  The Minister of Justice, Legal and Parliamentary Affairs has had his proposed amendments to the same clauses on the Order Paper for months now.

Will this be the week in which the long-running stand-off between Senators and the Minister is at last resolved?  The competing amendments create a great deal of scope for confusion and call for skilled chairing of the resumed Committee Stage.  Another point to be made is that any amendments made by the Senate will require the agreement of the National Assembly.

Pension and Provident Funds Bill[link– Senators are waiting for the Minister of Finance and Economic Development to start the Second Reading stage of this Bill with his introductory speech.

Motions

Motions previously moved [see above] will no doubt continue to be debated.

Citizens Convergence For Change Unstoppable

– NewsDay

Zanu PF Looting Exposed

Tinashe Sambiri| MDC Alliance vice president Hon Tendai Biti has challenged the Zanu PF regime to pay civil servants’ salaries in US dollars.

According to Hon Biti, the local currency has been totally eroded by rising inflation and incessant price hikes.

“The payment of civil servants bonuses in US$ is an implicit admission that the regime can in fact pay US$ salaries Therefore Unions, public sector workers must demand payment of their salaries in US$.More than that the payment is an admission of the failure& worthlessness of Zim,” said Hon Biti.

He added:
“Greatest post coup tragedy is that Zim now has a regime driven by the agenda of extraction looting & aggrandizement.Crony capitalism was not invented in Zim but Mnangagwa s regime has perfected it . Zim has truly become quintessential definition of a Kakistocracy. How sad.

The arbitrage created by the rigged auction system is placing massive premium on Zim’s Development Agenda.Billions are being stolen which could be funding schools&hospitals. Further wealth is being shifted from the poor to ZANU elites thus increasing inequality gene coefficient.”

About Cervical Cancer Prevention…

New HPV vaccine prequalification aims to rectify gross inequities in access to lifesaving tools
New R&D recommendations for artificial intelligence-based screening technologies
New investments and commitments by the French government’s L’Initiative facility, FIND, University of Miami, WHO

WHO joins advocates around the world to commemorate a landmark Day of Action for Cervical Cancer Elimination and welcome groundbreaking new initiatives to end this devastating disease, which claims the lives of over 300 000 women each year.

As with COVID-19, access to lifesaving tools is constrained, with women and adolescent girls in the poorest countries deprived of clinical screening facilities, human papillomavirus (HPV) vaccines and treatments which those in affluent places take for granted.

The disparity between deaths from cervical cancer in high-income compared with low-income countries tells a stark story, similar to that we have seen during the pandemic, with 9 in 10 deaths from cervical cancer happening in low and middle-income countries.

Over the last decade, manufacturers have tilted supply toward wealthier locations. In 2020, just 13% of girls aged 9–14 years globally were vaccinated against HPV – the virus that causes almost all cases of cervical cancer.

Around 80 countries – home to nearly two thirds of the global cervical cancer burden – are yet to introduce this lifesaving vaccine.

During this special day, WHO’s Director-General Dr Tedros Adhanom Ghebreyesus, together with celebrities, first ladies, cancer survivors and health and community organizations, will help raise awareness and mobilize action – one year after WHO launched its landmark global initiative to eliminate cervical cancer.

WHO is also highlighting important new breakthroughs to prevent and treat the disease, including the prequalification of a fourth vaccine (Cecolin from a third manufacturer, Innovax) for HPV, which is expected to increase and diversify vital vaccination supply.

“Cervical cancer causes immense suffering, but it’s almost completely preventable and, if diagnosed early enough, one of the most successfully treatable cancers,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “We have the tools to make cervical cancer history, but only if we make those tools available to everyone who needs them. Together with our partners in the WHO cervical cancer elimination initiative, that’s what we aim to do.”

The risk of cervical cancer increases six-fold for women living with HIV, but many have not had access to vaccination or screenings.

Tackling cervical cancer during the COVID-19 pandemic
Dr Tedros applauded countries that have adopted innovative ways to increase access to technologies and services that can stop cervical cancer during the COVID-19 pandemic.

In the past year, the HPV vaccine was introduced in seven countries – Cameroon, Cape Verde, El Salvador, Mauritania, Qatar, Sao Tome and Principe, and Tuvalu – bringing the total to 115.

Some countries trained healthcare workers with newer, portable devices to thermally ablate precancers. Others expanded the use of self-sampling – endorsed in recently published WHO guidelines – to allow women to collect their own cervical swab. This option can reduce stigma for women, provides access to those living far from health facilities, and helps congested health centres maintain safe services while respecting COVID-19 safety measures. The self-collected sample can be run on the same laboratory platforms that countries have been investing in to support PCR testing for COVID-19.

But setbacks have occurred. Access to screening services has fallen for many women and in a recent survey, 43% of countries reported disruption to cancer treatment. Meanwhile HPV vaccination rates globally fell from 15% in 2019 to 13% in 2020, amidst health service disruptions and school closures.

“There has been important progress towards cervical cancer elimination even over this unprecedented year,” said Dr Princess Nono Simelela, Special Advisor to the Director-General on Strategic Priorities, including Cervical Cancer Elimination. “While we have seen major advances in new technologies and research, the critical next step is to ensure these are designed for and accessible in low- and middle-income countries, and that the health and rights of women and girls everywhere are prioritized in the recovery from COVID-19.”

New technologies, investments and research to aid the fight against cervical cancer
Adding to important milestones achieved over the course of the past year, today WHO is releasing new recommendations to guide research into artificial intelligence (AI)-based screening technologies. This first-of-its-kind guidance supports developers to bring cervical cancer screening into the future, and ensure pre-cancers are detected as early as possible.

The first designated “WHO Collaborating Centre for Cervical Cancer Elimination” was also announced at the Sylvester Comprehensive Cancer Centre at the University of Miami, which will be an important site for research and technical assistance to help countries achieve elimination targets.

The Day of Action will encompass a major global event and press availability, organized from WHO headquarters in Geneva. It will feature performances and remarks from cancer survivors and renowned artists such as Angelique Kidjo, as well as community efforts to promote vaccinations and screenings. 100 world monuments are being illuminated in teal – the colour of cervical cancer elimination – to mark the day, from the Temple of Heaven in Beijing to city skylines across Australia and Canada’s Niagara Falls.

“We have the tools and knowledge to eliminate cervical cancer. What we do with that is up to us,” said H.E. Neo Jane Masisi, First Lady of the Republic of Botswana, who is participating in the day’s events. “We can make choices that condemn women to a painful, avoidable death. Or, we can prioritize their health, so that a future generation of women and their families look back with pride at the choices we made today.”

Several partners also announced important global commitments and investments during the day’s events:

FIND, the global alliance for diagnostics, announced the launch of a new initiative to improve cervical cancer testing and screening using innovative technologies in low- and middle-income countries;
Unitaid reaffirmed its commitment to lay the groundwork for wide-scale adoption of innovative cervical cancer screening and treatment tools – and is on track to reach one million women by 2022, despite COVID-19;
The French government’s L’Initiative facility, implemented by Expertise France, will announce a reinforcement of the support, including operational research, to countries with high comorbidity and coinfection of HIV and HPV-associated cancers.

Fire Guts Shamva Hospital

Drugs worth thousands of dollars including over two thousand COVID-19 doses have been destroyed after Shamva District Hospital was gutted by fire this Tuesday.

ZBC News arrived at the scene and witnessed the fire brigade putting out the fire, which is suspected to have begun at around three am.

Shamva District Development Coordinator, Mr White Nkoma described the incident as a loss to the entire district since the hospital serves as a referral centre for 18 health centres covering a population of 123 000 people.

Earlier this year, 39 health workers and their families were left homeless after a massive fire destroyed their living quarters at Mpilo Central Hospital.

The estimated cost of damage to property as a result of the inferno at Mpilo was estimated at US$ 500 000.00.

The institution had also suffered another setback in 2018 after a fire broke out at the doctors’ quarters and destroyed properties worth thousands of dollars.

In June this year, a fire destroyed staff quarters at Kwekwe General Hospital on Tuesday morning, leaving nine families including doctors, physiotherapists, nurses and an administrator without accommodation.

The causes of the fire in these incidents are still unknown but some suspect electrical fault.- Pindula News

Farmer Evicts Mugabe

Chamisa Goes Organic, Pockets Matebeleland

Mnangagwa Neglects Binga Flood Victims

By A Correspondent- Scores of households in Binga District, Matabeleland North Province, whose homesteads were destroyed by floods almost two years ago, are still waiting for the Government to provide them with shelter.

The reason why they keep going back to their destroyed homesteads is that where these rivers meet they deposit some soils, which are very good for agriculture and this is why even in Tsholotsho you see some going back to the confluence of Gwayi and Shangani rivers.

Villagers Protest Against Rapist Chief

By A Coirrespondent- Women in Chivhu have resolved to hold a protest against Chief Musarurwa, born Enos Musakwa, who is yet to be arrested and continues to conduct Government business despite being reported for the attempted rape of a 13-year-old girl.

The resolution was made after a human rights awareness workshop conducted for the women by Chivhu Residents and Ratepayers Association (CRRA) and the Zimbabwe Coalition on Debt and Development (ZIMCODD) at Chivhu hotel.

The workshop which was attended by seventy-four women was facilitated by Lynette Hlatywayo.

Some of the issues discussed have to do with the rights of women and youth to demand transparency and accountability from duty bearers.

Chief Musarurwa was reported to the police at Chivhu on 24 August, RRB number is CR08/09/21 after he gave an unsolicited lift to the girl and then allegedly attempted to rape her.

The father of the 13-year-old girl has complained over the manner in which police are handling the case and has queried why Chief Musarurwa is yet to be arrested.

Meanwhile, the women said that they were also going to act on a number of other issues including excessive use of force by police at Chivhu.

A Chivhu woman allegedly died due to excessive use of force by members of the Zimbabwe Republic Police (ZRP) while two other people are nursing severe wounds after being mauled by police dogs.

In one of the cases, a police officer unleashed a dog on Darlington Manjokota for breaking curfew early this month. Manjokota was left with serious injuries.

Speaking in an interview with The Mirror, Hlatywayo said unity of purpose was important as women and youth pursue their goals and demand accountability and transparency from office-bearers.

Chamisa To Allow Communities To Select 2023 MPs

By A Correspondent- The MDC Alliance will not hold primary elections to select candidates for the 2023 elections but will adopt a community-based candidate selection process.

This was said by the party’s spokesperson Gift Ostallos Siziba during a media briefing on Monday night.

Boris Puts Mnangagwa Under Spotlight

By A Correspondent-The United Kingdom (UK) has expressed concern over continued human rights violations in Zimbabwe, which include the persecution of the opposition and civil society leaders by the State.

Court Exonerates Chitungwiza Residents Director

Chitungwiza Magistrate Gladys Moyo on Wednesday 24 November 2021 set free Chitungwiza Residents Trust (CHITREST) Director Alice Kuvheya after ruling that the charges she faced of inciting some residents to commit public violence were defective.

Kuvheya was arrested by Zimbabwe Republic Police (ZRP) on 14 June 2021 and charged with incitement to commit violence as defined in section 187(1)(a)(b) of the Criminal Law (Codification and Reform) Act as read with section 36(1)(a)(b) of the Criminal Law (Codification and Reform) Act.

The other charge which had been preferred upon arrest of incitement to participate in a gathering with intent to promote public violence as defined in section 187 of the Criminal Law (Codification and Reform) Act as read with section 37(1)(a) of the Criminal Law (Codification and Reform) Act was dropped in June 2021 after Magistrate Isheanesu Matova who removed her from remand after ruling that the statement she allegedly made had no effect of inviting anyone to gather for the purpose of committing an offence.

In court, prosecutors claimed that Kuvheya, who was represented by Freddy Masarirevhu of Zimbabwe Lawyers for Human Rights (ZLHR), communicated, persuaded and induced people to wage war between authorities at Chitungwiza Municipality and some Chitungwiza residents and some informal traders.

The prosecutors charged that Kuvheya recorded a video which she shared on social media platforms in a bid to incite residents and informal traders to resist a government backed exercise to demolish trading and vending stalls and structures.

Kuvheya’s alleged actions, prosecutors argued, would result in public disturbances and disorder.

Her lawyer on 11 November 2021 filed an application excepting to the charges preferred against her arguing that they are defective in the sense that the alleged offensive statements attributed to the CHITREST Director do not constitute a criminal offence.

In a ruling handed down on Wednesday 24 November 2021, Magistrate Moyo removed Kuvheya from remand after granting her application for exception to the charges and ruled that the charges lacked some particularities such that the offending part of a video which she allegedly recorded and circulated inciting people to wage war against authorities at Chitungwiza Municipality were not indicated.

Kuvheya’s arrest in June came soon after she together with CHITREST and Harare Residents Trust and represented by Rudo Bere of ZLHR, obtained a High Court order granted by Justice Edith Mushore on 10 June 2021, stopping local and central government from carrying out unprocedural demolitions of homes, perimeter walls and informal traders’ structures as the exercise was not in compliance with the law in particular section 32 of the Regional Town and Country Planning Act and section 3 of the Administrative Justice Act.

ZEC Violates Constitution To Please Zanu PF Bigwigs

Tinashe Sambiri |The MDC Alliance Namibia has accused the Zimbabwe Electoral Commission( ZEC) of negating constitutional principles in a bid to please Zanu PF bigwigs.

ZEC on Monday cancelled the voter registration blitz slated for early December.

According to MDC Alliance, ZEC is being pushed by Zanu PF to rig elections – technically.

See full statement:

The dubious suspension of the December 6th 2021 voter registration blitz is clear rigging by Zec! Mdc Alliance Namibia fumes.

24 November 2021

Mdc Alliance Namibia absolutely condemns the suspension of the December 6th voter registration blitz aimed at making sure that virgin voters especially the millennial generation register to vote in their numbers in 2022 and 2023. This is a clear sign that Zec is not independent! Zec is now an undoubted Zanupf appendage. This should be constitutionally contested in captured courts and in the streets! Voting is part of independence! The right to vote is enshrined in our 2013 constitution. Lets commit to defend Constitutionalism and the rule of law. ZanuPF should divorce itself from the operations of Zec. Rigging of the people’s vote has just started. Social democrats should democratically pent up their outrage demanding justice to the people’s voices.

It’s satanic to continue muzzling the democratic space in Zimbabwe. We demand our voting rights! That was one of the main reasons why we went to the liberation war to enjoy the universal fundamental basic right to vote. Zec must respect the people of Zimbabwe, one man one vote is a significant provision in the supreme law of the country. The people of Zimbabwe deserve their full voting rights as a sign of independence. We expect ZEC to represent and protect civic and political rights than meddling in politics as a Zanupf enabler.

We say no to the suspension of the much needed voter registration blitz. Zec should put the constitution first before receiving bribes and threats from the desperate Zanupf regime. Mdc Alliance Namibia District urges all Zimbabweans across the globe to rise up in defence of Constitutional Democracy. It is clear that Zanupf has just pressed the panic button after witnessing the revolutionary appetite in the millennial generation through mass mobilisation from the opposition and civic societies. The citizens interface that the political behemoth (Mdc Alliance) is currently undertaking driven by the energetic and dynamic President Advocate Nelson Chamisa Wamba Dia Wamba scared the Harare regime. They unleashed unprecedented state-sponsored violence in Masvingo, Manicaland and in Matebeleland to deter social democrats across the breadths and lengths of Zimbabwe.

The extreme determination in the youths should not compel Zec to postpone the due process of voter registration blitz to avert voter apathy. Change agents in Zimbabwe and the diaspora should come clear demanding justice to both virgin voters and all time voters. We are concerned as one of the diaspora assemblies because our real plan was to use the festive season to intensify our registration campaign as an integral part of #CitizensConvergenceForChange.

We remain committed to the national democratic revolution that’s why we don’t halt to say #NgaapindeHakeMukomana.

In a nutshell, Mdc Alliance Namibia’s serious message to Priscilla Chigumba and cabal is that Zimbabwe does not belong to Zanupf neither does it belong to ZEC. We shall continue demanding accountability and transparency from the captured electoral body which defends Zanupf cabal at the expense of the voice of the people. Our encouragement is that lets remain resolutely behind the reform agenda as Citizens Converge for Complete Change.

ZEC should stop playing with people’s lives! We are ready to surrender ourselves before we surrender our fight for free, fair and credible elections. We are cognisant of the fact that the world is ruled by those who show on the registration day, verification of the name, voting for change on the day in question and readiness to defend the vote. A New Great Zimbabwe is possible in our lifetime under the leadership of our political dynamo President Advocate Nelson Chamisa. Ngaapinde Hake Mukomana fullstop.

Warriors Star Suffers Horrific Injury

Warriors defender Brendan Galloway is set for a spell on the sidelines after suffering a horrific injury on Tuesday.

The 25-year-old was stretchered off shortly before half time in Plymouth Argyle’s 3-0 loss to Wycombe Wanderers.

Argyle manager Ryan Lowe confirmed that Galloway dislocated his kneecap, but he hopes to see the defender returning to action in short time.

“I’m gutted for him, but he’ll be looked after,” Lowe told BBC Sport.

“I’m told if you dislocate your knee cap it just goes back in and there’s a bit of swelling around it, so we’ll have to wait and see what the scans say.

“But I’m just pleased that it’s not an MCL or ACL or cruciate (ligaments) or anything like that.”

Galloway has struggled with injuries in his career and was at one point sidelined for over a year after suffering an ACL.

The latest injury, however, happened on the opposite leg.

“It’s the opposite knee anyway,” Lowe added.

“When I went in I saw one scar down the front of one knee, which was the right knee, and I looked at the left one and there’s no scars on that so that’s pleasing for him.

“Hopefully he’s alright, we’ll get the scans and the X-rays in and we’ll take it from there.”- Soccer24 Zimbabwe

Prince Dube Bounces Back

Prince Dube has finally made his return to full fitness after spending over two months on the sidelines.

The Azam striker missed his team’s six opening games after undergoing surgery.

Dube had the operation in Cape Town in September to treat a sports hernia injury. He had been struggling with the abdominal ailment since the end of May but was suppressing the pain with injections.

He was initially scheduled to return in late October but the medical issue got complicated and was given more time to recover.

The Warriors striker returned to the pitch for the first time in two months on Tuesday.

He is now expected to feature in his first game of the season when Azam host Mtibwa Sugar next Tuesday. – Soccer24 Zimbabwe

Real Betis Academy Zim Signs Brazilian Youngster

Real Betis Academy Zimbabwe has brought in its first set of foreigners after signing Brazilian midfielder Bernardo Ribeiro and Ghanaian wing back Patrick Oshiah.

The players, both aged 18, signed long term development contracts.

The football academy’s chairman, Gerald Sibanda, confirmed the news and explained how this will open up a chance for the pair to break into professional leagues.

He told Soccer24: “We have Bernardo from Brazil and Patrick from Ghana.

“With Betis being in Zimbabwe, it means they (the players) believe that this is a gateway for them to break into professional football in Europe.

“So, there’s no better way to find that pathway than through a La Liga club’s academy.”

The Betis chairman added: “It’s also good news to our football because if these players fail to move to Europe, they end us joining local clubs.

“And some Premier Soccer League clubs may want to assess these kind of players as soon as they arrive or maybe sign them for a season or so.”

The Real Betis Academy Zimbabwe was opened last year in October. The project is the first in Africa for the club and has two branches in Harare and Bulawayo.- Soccer24 Zimbabwe

Zimra Warns Truant Traders, Businesses

By A Correspondent- The Zimbabwe Revenue Authority (Zimra) has warned traders and businesses against fabricating financial information on transactions done in foreign currency.

Zimra implored those in violation of standing rules to voluntarily come forward and declare proper records of their operations before December 31, 2021.

The revenue collector said it would have little choice but to take stern action against culprits found guilty of manipulating accounting records relating to sales done in hard currency.

This comes after Zimra discovered that some businesses were selling goods and services in foreign currency but were not declaring any foreign currency transactions for tax purposes as is required by the law.

While it did not indicate how much was being lost, millions of potential US dollar tax inflows may be vanishing into thin air given most traders prefer to be paid in hard currency.

Zimra said taxpayers should take advantage of the grace period to come forward and make voluntary disclosures to avoid penalties and prosecution for anyone found breaking the law.

The national tax collector said some businesses were transacting in foreign currency and converting such transactions to Zimbabwean dollars for tax purposes.

Other businesses transact in foreign currency, Zimra said, and only declare a small portion of their hard currency sales when accounting for their taxes.

Further, Zimra highlighted that some businesses traded directly in foreign currency without receipting the foreign currency received and did not include such sales when paying tax.

Zimra said that it was deeply concerned by the illicit behaviour being exhibited by traders and would take the necessary steps to nip the irregular conduct in the bud.

“Zimra has noted with concern that there are traders who are falsifying their financial records and is, therefore, urging all traders to come forth and make voluntary disclosures of all under-declared or non-payment of tax by 31 December 2021 to avoid vigorous audits, prosecution, and penalties that will be instituted soon after the deadline,” said the tax authority.

“Taxpayers are encouraged to take advantage of this window by making voluntary disclosures and payments thereafter.

“Other businesses are receiving their foreign transactions manually when in fact, the businesses have computer-aided  system capacity to receive in the currency of trade. “The proceeds from such manual receipts   are not declared for tax  purposes,” said Zimra in a statement.

The tax watchdog said it was aware of businesses that receipt foreign currency sales using back offices with stand-alone computers with the not declared for tax purposes while others had sale points specifically designated for forex transactions that are hidden with recorded sales from such machines not declared to Zimra.

Biti Exposes Rampant Theft Of State Funds By Mnangagwa Regime

What You Need To Know About Cervical Cancer Prevention…

FIND, the global alliance for diagnostics, announced the launch of a new initiative to improve cervical cancer testing and screening using innovative technologies in low- and middle-income countries;
Unitaid reaffirmed its commitment to lay the groundwork for wide-scale adoption of innovative cervical cancer screening and treatment tools – and is on track to reach one million women by 2022, despite COVID-19;
The French government’s L’Initiative facility, implemented by Expertise France, will announce a reinforcement of the support, including operational research, to countries with high comorbidity and coinfection of HIV and HPV-associated cancers.

Two Toddlers Die After Being Locked In Vehicle

ZIM COURT EXONERATES KUVHEYA OVER WAR CLAIMS

HRDs Alert

24 November 2021

The prosecutors charged that Kuvheya recorded a video which she shared on social media platforms in a bid to incite residents and informal traders to resist a government backed exercise to demolish trading and vending stalls and structures.Kuvheya’s alleged actions, prosecutors argued, would result in public disturbances and disorder.

Her lawyer on 11 November 2021 filed an application excepting to the charges preferred against her arguing that they are defective in the sense that the alleged offensive statements attributed to the CHITREST Director do not constitute a criminal offence. In a ruling handed down on Wednesday 24 November 2021,

Magistrate Moyo removed Kuvheya from remand after granting her application for exception to the charges and ruled that the charges lacked some particularities such that the offending part of a video which she allegedly recorded and circulated inciting people to wage war against authorities at Chitungwiza Municipality were not indicated.

ZIMBABWE MEDIA COMMISSION STATEMENTCONDOLENCE MESSAGE: PETER BANGA

The Zimbabwe Media Commission (ZMC) joins the Banga family and the entire media fraternity in mourning the sad and untimely death of Peter Banga one of Zimbabwe’s finest journalists in the country.

The death of Mr Banga has indeed robbed the nation of a journalist who gave inspiration to many in how to unpack critical issues for easy understanding by the generality of the Zimbabwean public and beyond. The Commission interacted with Mr Banga during his long tenure as a media trainer at the Department of Mass Communication at the Harare Polytechnic.

He yearned for a professional and ethical media that plays its critical role in the development agenda of the country. At the time of his passing on, Mr Peter Banga was also assisting University of Zimbabwe’s former Department of English and Media Studies, teaching the undergraduate Bachelor of Arts Honours in Journalism and Media Studies (BAHJMS) Radio and Television modules on a part time basis.

That he rose through the ranks to be the head of the Department of Mass Communication tells a long story of his dedication to the teaching of journalism.

Many practising journalists today passed through the hands of Mr Banga. Uncle Peter, as he was affectionately known in the newsroom was a passionate trainer in news reading and editing.

He also featured on the then television programme “Insight” which was designed along the lines of “The Nation” whose 1980s pioneer presenter was the late Godfrey Majonga.Mr Banga displayed a rare commitment to the profession with his work exhibiting high levels of professionalism and research, much to the benefit of the generality of Zimbabweans. Influenced by his lived realities, Mr Banga brought the much sought inclusive and specialised reporting that was uniquely sensitive to special and specific needs of people living with disabilities.

His presence on both the local and international programmes is no vain testimony of the colossal role his reportage played in the developmental trajectory of Zimbabwe.

The Commission extends its condolences to the Banga family and Harare Polytechnic College where he was Head of the Mass Communication Division.

Mr Banga assumed that key position after leaving the Zimbabwe Broadcasting Corporation whose radio listeners and television viewers will miss his valuable contributions to Current Affairs programmes.

May his soul rest in eternal peace.
