Government Warns Of Another Land Grab Exercise

By A Correspondent-The Government has announced new guidelines for A2 land permit holders, which must be followed to avoid repossession of the farms.
These include the need for the permit holder to settle on the land within 30 days and to have a full-time farm manager on-site within three months.
This was revealed by the acting lands development acting director in the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement Cephas Magauze.
He was addressing senior lands officers from across the country attending a workshop on land management and distribution in Gweru on Monday. He said:
There are conditions attached to the land permit. The permit holder must take up permanent residence within 30 days, the permit holder must appoint a manager to take up permanent residence in three months.
The permit holder must undertake to initiate development in accordance with the five-year development plan.
So, there are rules of engagement of which if they are breached, the farm will be forfeited by the State.

He said the permit holder shall not sublet or subdivide part of the land without written consent from the lands minister.
In case there is room for a joint venture, the permit holder must also seek consent from the Minister. Said Magaudze:
Converting agricultural land to residential stands or other business should be done with permission from the Minister.
Poaching of wild animals is prohibited because farming is not hunting and hunting is not farming.
The natural resources on that land be it trees must be protected and no wanton cutting down of trees will be permitted.
The Minister can cancel the permit if any of the conditions are breached by the permit holder.

Magaudze said if the permit holder fails to produce anything in two successive agriculture seasons, the permit will be cancelled. He said:
So, there is no room for holding on the land for speculative purposes or showboating. It is tantamount to failing to utilise the land and this leads to cancellation of the permit.
Magaudze also said a new permit with improved security features is now being issued to farmers to further curtail illegal land allocations. He said:
We have introduced new securitised land permits for the A2 model settlement permit. It now has security features so that there is no room for manipulation of the permit.
There is a fidelity seal and serial number with special reflective ink, security feature embedded on the permit, underground micro text at the back, the Minister has to sign the permit and there is also a long serial number and a hologram seal.
The more securitised land offer permit is an effort to flush out corruption in the land redistribution programme which is reversing the gains of the land reform program.

Court Dismisses Mliswa Freedom Bid

Harare magistrate Mrs Tafadzwa Mhiti has dismissed an application for discharge at the close of the State case by Norton legislator Temba Mliswa saying he has a case to answer.

Mliswa is facing allegations of violating Covid-19 lockdown measures by holding an ‘illegal’ gathering.
In dismissing the application, Mrs Mhiti said he must be put to his defence so that he explains to the court the service which he was providing to the gathering which he alleges was an essential one.

“The accused must be out to his defence to prove that he was indeed providing an essential service to the gathering. Therefore, the application is dismissed,” she said.
During cross examination, the witness, who is the investigating officer confirmed that all those gathered at Mliswa’s house on the day in question were essential service providers.
He also confirmed that the people were gathered at a private residence and that the regulations do not apply to private residences.

Mliswa Brags With Alleged Adulterous Woman, Says They Are Long-Time Family Friends

By A Correspondent- Outspoken Norton Legislator Temba Mliswa (Independent), has paraded pictures with Tafadzwa Tamangani’s wife, Janet, and said that the two were long time family friends.

Tafadzwa Tamangani is accusing Mliswa of snatching Janet from him.

Tamangani made a claim when he appeared before Harare magistrate Evelyn Mashavakure to answer domestic violence charges.

In a threaded tweet, Mliswa accused The Herald, which published the story, of pursuing an evil agenda against him.

The controversial Member of Parliament also accused Tamangani of being “no gooder, whose life revolves around sitting around, going to the gym and nothing else.”

Mliswa also claimed that Tamangani has an erection problem and has had the problem for 10 years after one of his alleged girlfriends cast an evil spell on him.

Mliswa said he and Janet have known each other since their parents were friends and as such, they have a close friendship.

He revealed that they used to live together in Waterfalls and have done business together at some point in time. Said Mliswa:

I would like to set the record straight here on the malicious& half-baked yellow story by @HeraldZimbabwe.

Janet Tamangani & I have known each other since our parents were friends. They were both in Zambia. We lived in Waterfalls together & both of us went to Lord Malvern.

At some point, I even assisted her to go to the UK. I have always been a person with whom she talks candidly.

We have also done business together because she is a sharp business person. We have been that close. I’m an uncle to their kids and we know each other very well.

I have known about problems in their marriage for years and it’s a travesty of truth to allege that I caused the problems.

The husband has always been a no-gooder, whose life revolves around sitting around, going to the gym and nothing else.

He used to draw money clandestinely from their accounts. He has always abused her, beat her up and I have previously told Janet to take the kids to boarding school so as to avoid the toxic atmosphere at home.

I advised them about Rydings school where my own kids go so that I could also assist when they couldn’t. When she was beaten this time I advised her to go and report to the police. That is the reason her husband is angry at me. He is a wife-beater, lazy and useless.

That she came to my place with her kids after being beaten is nothing unusual because I’m like her big brother. I told the husband that if he followed her to my place I would deal with him as a man.

… For ten years their bedroom has been closed because he has an erection problem. The reason is that he went out with many girlfriends until one of them concocted some juju on him. Now he has an erection problem. Is that my problem?

Even if she were to get involved with someone else can she be blamed? He is all about suits, keeping a long beard and nothing in the bedroom. Ndiyani mkadzi anogarira sadza? Even if she were to go out with someone can she be blamed?

For him to soil me like this he will have to provide evidence or I will sue him. He has failed himself. I have actually worked hard supporting him to keep the marriage but divorce began in 2018. The marriage has been done for years.

At one point I sat with them & tried to make things work but it failed. He sees me as the one who failed their marriage only because I have supported his wife.

Ndakatomuchengetera mkadzi from makoronyera thinking he would thank me but he has failed now ndotosiyawo atorwe nevamwe.

I have always been clear about whom I date. I don’t date people’s wives. They have long had problems& it’s his lack of introspection & maturity that he would blame an outsider for this. I’m self-respecting enough to know my friends from those I date. Janet is a friend.

It’s unfortunate that rags such as The @Herald, in their misguided, political and polarised efforts to tarnish me, jumped onto a tabloid headline and missed the actual issue.

The state publication has an agenda against me because I have constantly unsettled their beloved most of whom have brought this country to its knees.

That is why their articles about me are always lacking in terms of standards and professionalism.

@HeraldZimbabwe Their articles are mere hatchet jobs lacking the spine of journalistic etiquette & heavy on unverified negative insinuations against those they are made to believe are opponents. The prime objective of their articles is to taint me.

A whole article founded on an uninterrogated one-liner!! However, I cannot be tainted by a publication that has lost its spine and is now a mere PR yellow paper heavy on puerile confetti and lacks the rigorous substance any self-respecting paper ought to have.

They never sought for my side in the story& it lacks balance. It’s the hurried& excitable creation of a limited paper that is down in the gutter.

@ZimMorning_Post did the same in the Susan [Mutami] case but as with all hatchet jobs, you can’t put a good man down on such inanities.

It’s a dire indictment of how the media standards at the @HeraldZimbabwe have fallen that such a paper, expected to be the standard-bearer in the industry, carries such trash as stories.

Ramaphosa Loses Popularity

By BBC/Correspondent-The results of South Africa’s recent local government elections have shown that the governing African National Congress (ANC)’s popularity is falling.

ANC dipped below 50% vote in the just-ended local government elections.

This is the first time in that country democratic history.

“We are eating this elephant bit by bit,” were the words echoed by Malema, as a clear picture emerged that the ANC was losing support across the country.

Yet there is no anti-ANC majority coalition, because South Africa’s opposition parties are ideologically very divided.

The official results show:

  • The ANC got 46% of the vote
  • The main opposition Democratic Alliance (DA) 22%
  • The left-wing Economic Freedom Fighters 10%
  • The Zulu Inkatha Freedom Party (IFP) 6%
  • The majority Afrikaner party Freedom Front Plus 2%
  • And the newly minted ActionSA also 2%

Acknowledging that coalition governments will be the order of the day, President Cyril Ramaphosa, chosen by the ANC in 2018 to halt the party’s ebbing support, said: “If we are to make this a new and better era, we as leaders must put aside our differences.”

What happens next?

Dogged by a string of corruption allegations in the lead-up to the municipal polls, the ANC is now forced to eat humble pie and be the first to approach other parties about forming coalitions.

Once the Independent Electoral Commission declares the election, there is a window of 14 days for the councils to hold their first meeting. The speaker, who must be elected first, then has to oversee the appointment of a mayor.

Based on the chaos and violence witnessed in 2016, this process is expected to be disruptive and hotly contested.

The formation of coalitions could also be difficult due to varying political ideologies of the negotiating parties.

The EFF, led by Julius Malema, has said it will wait to be approached to form a coalition

The governing ANC was already losing support in the 2016 election. It had five years to prove its worthiness but instead most South Africans continued to experience poor delivery of basic services like running water, rolling blackouts and political in-fighting.

The DA, which gets most of its support from white and coloured (mixed-race) voters, has previously ruled out the prospect of ever governing with the EFF. While ActionSA has said working with the ANC would be equal to enabling corruption.

It is understood that informal coalition talks have begun between the ANC and DA, while the EFF has said it will wait to be approached as its support has grown steadily in this election.

In the 2016 municipal polls, the ANC had nearly 54% of the national vote, the DA 27% and the EFF 8%. This year the EFF has grown steadily while the DA has lost some ground in its traditional strongholds.

There is no doubt that behind closed doors, the ANC leadership sees the results as a huge indictment. But in front of the cameras, party leaders tell a different story.

“We’re not losers, we are the winning party,” said ANC deputy Secretary General Jessie Duarte. “Yes our numbers have gone down but that doesn’t make us losers… we don’t disrespect the electorate, they’ve put us in this position and we are not uncomfortable in this position.”

The Democratic Alliance is likely to work with the ANC in many areas

The ANC achieved a majority in 161 councils, the DA in 13 and the IFP in 10. A total of 66 municipalities are hung.

As things stand, the ANC and DA are likely to work together because they have the most seats.

Former President Jacob Zuma’s influence in the outcome of this election could well be overstated, but his supporters had vowed to punish the governing party for jailing him. The ANC suffered a bruising defeat in key cities like Johannesburg, Pretoria and Gqeberha (formerly known as Port Elizabeth). The party also lost its majority in KwaZulu-Natal, which is the largest ANC region and also Mr Zuma’s home province.

ActionSA’s 2% share of the vote nationwide is a significant achievement for a party formed at the height of the coronavirus pandemic that did not contest in all of South Africa’s provinces.

ActionSA is led by Herman Mashaba, a former mayor of Johannesburg

The party has chewed away at some of the DA and ANC vote in the big cities including Johannesburg and Pretoria.

It is widely believed that ActionSA, led by former Johannesburg mayor Herman Mashaba, could have gained more support if he were not viewed by some as a xenophobe. Mr Mashaba has insisted he was misunderstood, adding that he condemns xenophobia yet also promising to deliver laws and policies to prevent undocumented immigrants entering South Africa if elected.

It seems many people who normally would have voted for the DA chose the Freedom Front Plus (FF+). Its gains cannot be ignored.

Coalition negotiations and new alliances are set to change South Africa’s political landscape. This election could serve as a test for what is to be expected in the 2024 general election, which could be the most important polls since the end of white-minority rule in 1994.

Chamisa Throws Kazembe Under The Bus

By A Correspondent- Zanu PF Mashonaland Central provincial chairman, Kazembe Kazembe is under fire from his party for allowing the MDC Alliance leader Nelson Chamisa safe passage into the province.

Chamisa Wednesday invaded Mashonaland Central, considered to be a Zanu Ps stronghold without any disturbances from the ruling party.

Chamisa’s recent trips to Masvingo, Manicaland and Mashonaland provinces were marred with violence from Zanu PF, who blocked and stoned his vehicles.

In a leaked conversation from a Whatsapp Group for Zanu PF’s Mashonaland Central, a party member seen by NewZimbabwe Zanu PF strongly questioned the provincial leadership on why they allowed Chamisa to move freely in the province. The leaked communication was sent by one Bhedhemu and it reads:

You have performed much poorer than Masvingo province which made it impossible for Chamisa to meet the people.
You MPs Cde Kazobo, Cde Marikisi, Cde Seremwe, Cde Nyabani why did you let Chamisa enter your constituencies in your presence?.
What troubles me is that Chamisa went to Rushinga where Cde Dokora is seeking election as the provincial chairperson, and this is the same place where MP Nyabani comes from honestly. How do we explain this?
He (Chamisa) even went to the Rushinga Dam where members of the apostolic sect drowned. Who invited him there?
Cde Dokora tell us if you are the one who invited him there because each time the opposition visits that area we hear that music bands are invited.
In the past, we knew that Cde Saviour Kasukuwere would demobilise citizens not to attend opposition functions in that area.

While the WhatsApp conversation did not show how Kazembe responded to the criticism, a member perceived to be his supporter said:
In ZANU PF we all have a responsibility, and it is not any individual’s duty. Instead of blaming others tell us, what have you done?
The MDC Alliance has reportedly resolved to not publicise Chamisa’s travels ahead of time in a bid to up security measures and avoid harassment from suspected ruling party officials.

Hip Hop Star Arrested For Stealing Music

Hip hop artist Mukudzeyi Modekai Chitsama (a.k.a Holy Ten) was recently arrested for publishing music that is not his.

A docket opened to that effect charged him for infringement as defined in Section 59 (1) (b) (4) of the Copyright Act Chapter 26:01.

The case, reported at St Mary’s Police Station under CR number 22/11/21, had earlier been scheduled for Chitungwiza Magistrates courts, but it appears there has been an out of court settlement with the complainant.

According to the State’s outline, the complaint in this case is RK Studios whose business address is 6560, Unit J, Seke.

On 24 March this year, the studio created a musical project file beat titled Gundamwenda. The studio’s intention was to release the beat this month to capitalise on the prospects of it being a festive hit.

Chitsama (22), who resides at a given address in Chishawasha Hills, is alleged to have used unknown procedures to access the music which he went on to launch on his Holy Ten YouTube channel on October 27.

The complainant learnt of the release a day later and reported the case at ZRP St Mary’s, leading to Chitsama’s arrest.

Holy Ten is known for songs that include Appetite, Anenge achinetsa, Mwana ndakubirai and Undercover. He has done collaborations with the likes of Anita Jaxson and Dadza D.

MDC Alliance Youths Castigates State Over Arrest of Headman Chiadzwa

MDC Alliance Masvingo Provincial Youth Assembly is in solidarity with the Traditional leaders who are being persecuted for their own birthright heritage.

This follows the arrest of Headman Chiyadzwa and his subjects for staging a protest against one of the diamond miming companies in the area.

“Dictatorial moves have spread wings across all areas in Zimbabwe. The abuse of the law by the Zanu pf top officials to suit their needs is now too much to contend with. The issue of politicising traditional chiefs as Political commissars is unacceptable,” said provincial youth spokesperson Timothy Muswere.

“Disrespect of culture and heritage is not only inhuman but a source to avenging spirits in our traditional norms. Recently in Masvingo the Chief’s council president Charumbira uttered political sentiments at a Zanu pf gathering. Without the constent of other Chiefs he dwclared their unretrievable link with Zanu pf which is false.

“Our message as Masvingo Youths is that we might be deemed bornfrees but we were never free. Our message to Chief Charumbira is stop abusing your post to mumur words on behalf of all Chiefs without their consent. They are not programmed robots who should follow what you want. Most Chiefs want to be independent and faily cater for us all irregardless of political affiliation. In Manicaland the authorities are pushing the intrests of the Chineese ahead of the local people. President Chamisa has a clear policy on Traditional leaders which articulates the need for their respect and independent from politics. President Chamisa also advocates for involvement of the local people and traditional leaders in issues of development,” he added.

Mliswa, Hopewell Chin’ono Settle Differences After Meeting At Court

By Jane Mlambo| Controversial Norton legislator Temba Mliswa and journalist Hopewell Chin’ono who early this week engaged in a rough exchange of words have made peace after meeting at the Harare Magistrates Court today.

Mliswa accused Chin’ono of engaging in debt card fraud while in the United Kingdom before question his source of wealth.

On the other hand, Chin’ono accused Mliswa of hobnobbing with corrupt people including Kudakwashe Tagwirei.

But all that is now water under the bridge after they met at the court today with Chin’ono posting a video while shaking hands, while Mliswa posted that they have have a lot in common as they are both facing persecution from the state.

Mliswa and Chin’ono

“Bumped into @daddyhope at the court today and the engagement revealed one notable fact. We are both victims of persecution. We spoke as gentleman and indeed I look forward to the next chapter. @daddyhope continue what you do best and I also focus on my area,” said Mliswa.

South Africa’s Kelly Khumalo In No Show At Garwe Re-Opening

Singer Kelly Khumalo skipped her appearance at the grand reopening of Garwe Restaurant in Harare, Zimbabwe on Thursday, in solidarity with media personality Somizi Mhlongo, following a controversial move to block Mhlongo’s entry into the country.

The restaurant enlisted the services of the Empini hitmaker after Mhlongo was refused entry into Zimbabwe by officials, in what has been deemed a “homophobic move” by a church organisation, which wrote to authorities requesting that the Idols judge not be granted entry into the country because he was gay.

After appearing on social media posters anticipating her replacement for her popular friend, Khumalo was a no-show at the event.

Khumalo did not comment on the matter, but Zimbabwe-based fans of the star took to her Instagram page to commend her for the move.

“Thank you Kelly for not showing up at Garwe reopening. On behalf of all Zimbabweans in solidarity with Somgaga we love you,” Instagram user Tanyas Events wrote.

Tatenda MD wrote:

Well done Kelly Khumalo for not pitching up to Zimbabwe.

A Zimbabwean church group with a fellowship of about nine million congregants wrote to government requesting that Mhlongo be barred from entering the country because of his sexual orientation.

In a letter written on November 1 and addressed to the office of the president and Cabinet, the ministries if information and publicity and foreign affairs, and to the ruling Zanu (PF), the Apostolic Christian Council of Zimbabwe said it was “strongly against’’ Mhlongo’s entry into the country.
“We represent indigenous churches in Zimbabwe and are strongly rooted to our culture and support our revolutionary party. It is after we saw an article in our leading paper Sunday Mail, October 31 edition, that a South African well known gay, Somizi Mhlongo is coming to Zimbabwe to grace the reopening of Garwe Restaurant on November 4 2021. The church is strongly against such an event in the sense that Somizi is a homosexual .

“According to our peoples’ driven Constitution, Zimbabwe does not tolerate homosexuality.’’

The church group went on to say:

If we allow Somizi to come to our land, spiritually we would have been disturbed a lot, and physically we would have openly accepted homosexuality in Zimbabwe.

Somizi’s visit to Zimbabwe, the church alleges, would even affect the country’s 2023 election and may result in Zanu (PF) failing to win a majority as people will be offended by the government giving permission for his visit.

“After reading the Sunday Mail article, our congregation felt that they were being violated. We stand firm and say to you we don’t support Somizi’s visit to Zimbabwe,’’ wrote the church group in their letter.

The church is a body of 600 indigenous Apostolic and Zionist churches and was launched in 2010 with the mandate of protecting the interests of local indigenous churches.

It is strongly aligned to the ruling Zanu (PF) party.

Mhlongo took to his Instagram to address the matter and said he was informed that he was barred from entering the country through media inquiries on Wednesday.
He said:

I did not know what the whole story was, but the truth of the matter is there are people who did not want me to come to Zimbabwe based on my sexuality and they have made it clear.

Mhlongo added that this was not the first time something like this has happened to him.

“I am used to it. I am okay with it, but I am not okay at the same time because I could easily say I do not care. I live in a country where I am free to be me, it does not affect me because I do not need to go anywhere else. I am safe in my own country.” he said.

Mhlongo was immediately booked for another event in Namibia on the same night.

“What is sad is that them not wanting me to come to their country because I am gay will not change anything with regards to people being gay. I am not the reason people are homosexual. I might be the reason people feel bolder to be homosexual because I am proud of being homosexual.”

Minister Ordered To Compensate Beitbridgr Resident Mauled By Police Dogs

By A Correspondent| Beitbridge Magistrates court has ordered Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe and Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga to pay more than ZWL500 000 to two Beitbridge residents who were mauled by police dogs in 2020.

The two Beitbridge residents Edmund Zeyazeya and Benson Tavengwa sued Kazembe and Matanga for damages amounting to ZWL3 million and ZWL1 million after they severely bitten by a police dog on 1 August 2020 at a fuel station in the border town by law enforcement agents, who were enforcing national lockdown regulations.

ZRP officers arrested the duo to cover up for their negligence in handling the police dog and charged them with disorderly conduct in a public place as defined in Section 41 of the Criminal law (Codification and Reform) Act.

Zeyazeya and Tawengwa were offered the option to pay a fine of which they did and they were released on the same day of arrest.

Through their lawyer Patrick Tererai of Zimbabwe Lawyers for Human Rights, they later on challenged the conviction that was made based on the fine which they paid and sought an order for the refund of their money and the order was granted in September 2020.

Aggrieved by the police conduct, the two residents, who suffered severe injuries of varying degrees and had to be detained for a number of days in hospital, filed summons on 4 December 2020 at Beitbridge Magistrates Court demanding payment amounting to ZWL3 million for Zeyazeya and ZWL1 million for Tawengwa as compensation for violation of their rights.

Lawyers representing ZRP recently agreed to pay ZWL$425 000 to Zeyazeya and ZWL85 000 to Tavengwa as damages arising from the unlawful conduct by ZRP officers.

Three Armed Robbers Nabbed In Beitbridge

Police have arrested three men believed to be part of armed gangs that are terrorising villagers, motorists and illegal migrants in Beitbridge.

The trio of Victor Ndou (27), Wonder Ndou (23) and Tapson Muleya (300, all of Mushanjoni village, under Chief Matibe area, was arrested on Tuesday night after robbing two motorists between Lutumba, and Makaphile area

.One of the victims, who was travelling in a Toyota Dyna Truck, was attacked after his vehicle broke down. The man’s friend, who was travelling in a Honda Fit, was also hit by the same suspects.

Sources close to the case said Partmore Dube had a vehicle breakdown while travelling from Lutumba to Dumba.“His vehicle had a tyre puncture around the Makaphile area and he then parked and asked his friend Thembani Moyo to come to his rescue,” said the source.

“The trio then approached him armed with knives and an axe they had been hiding in a camouflaged rifle bag and robbed him of US$10 and R40 from his trousers pockets. They also went on to search the complainant’s vehicle and found nothing”.

According to the source, Moyo who arrived a few moments later was attacked by the same trio who took away R60 and an Itel cellphone (dual sim card) and a small car radio. After the robbery, the accused persons disappeared from the scene into the nearby bush.

Ndou and Moyo managed to fix the Toyota Dyna and decided to drive to the police station and along the way they met some police officers who were patrolling the area and made a report.

A follow up was then made by the police, who arrested Victor at his homestead and recovered part of the stolen properties, before being led to the other two suspects who were also arrested.

Mbudzi Tollgate To Be Moved Further

Five tollgates on the outskirts of cities and towns will be moved further out to ease the financial burden on motorists living in peri-urban areas who have to pay road tolls twice daily on their way to and from work.

Plans are also afoot to upgrade existing tollgates on major highways to ensure they can cope rapidly and easily with the growing volumes of traffic and do not become a choke point.Tollgates set to be relocated are Skyline, Dema, Lion’s Den, Umguza and Shamva.

By next month, the Shamva tollgate is set to be moved to the 40km peg along the Harare-Nyamapanda Highway while those that will be rehabilitated to standard levels are the Norton, Esigodini, Mushagashi, Mupfurudzi and Colleen Bawn tollgates.

Transport and Infrastructure Development Minister Felix Mhona, his Deputy Mike Madiro and officials from Zinara, the Central Vehicle Registry (CVR), Traffic Safety Council of Zimbabwe (TSCZ), Vehicle Inspectorate Department (VID) and the Central Mechanical Equipment Department (CMED) yesterday toured the Shamva tollgate.

The minister and the officials also conducted an awareness and clean-up campaign during the tour.Minister Mhona confirmed that the tollgates would be moved further and Zinara was in the process of following the normal procedure for these developments.

“The main objective is to move these tollgates further out. When they were constructed, there were no communities that were nearby. But now more people have now constructed houses near them and hence there is need to move them out further,” he said.He said many people were complaining about the location of the tollgates since they had to drive through them daily.

Zinara chief executive officer Mr Nkosinathi Ncube said Zinara would fund the reconstruction, rehabilitation and relocation of the tollgates.“Shamva will be one of the tollgates that the Ministry of Transport will relocate and Zinara will come up with the funding. But as Zinara, we are the users of the tollgate so the key issue is that the lanes are widened so that motorist are able to pass through comfortably.

“We also want to use technology. We just don’t want to be expanding. There are a couple of initiatives that we are coming up with such as e-tolling which is already under process,” he said.

Meanwhile, motorists who evade paying toll fees by using by-passes and individuals who allow their private roads or premises to be used as by-passes are now liable to pay a fine of $20 000 following the criminalisation of such acts by the Government.

This fine, which is set at level 5, goes into Zinara’s road fund.

The same fine is applicable to those who block the road at tolling points or who commit actions that could block it or obstruct it. Smaller fines in the gazetted Statutory Instrument, vending and loitering around tollgates are now also prohibited and punishable by a fine of $2 000.

In the event of a breakdown or otherwise, any vehicle that remains at the tolling point booth or blocks use of any tolling booth for a period exceeding 30 minutes shall be subject to a penalty of the applicable toll fee for such a vehicle for every 30 minutes it remains blocking the tolling point or part thereof.

At law, Zinara, or the Department of Roads in the Ministry of Transport and Infrastructural Development acting on behalf of Zinara, are now empowered to close by-passes within a 1km radius of the tollgate.

ZIFA Gives Up On UK Based Macauley Bonne

Zimbabwean football authorities have given up on England-based forward Macauley Bonne after he turned down the latest call to represent the Warriors in a competitive match.

He has only featured in two friendly internationals.

Bonne claims he has a medical condition which might be worsened by heat, as high temperatures continue to prevail in the country, during this summer period.

He had been named in the 25-member squad for the remaining FIFA 2022 World Cup qualifiers, against South Africa and Ethiopia, next week.

However, his English League One club, Ipswich Town, yesterday wrote to ZIFA advising them the 26-year-old would not make the trip, on health grounds.

“You are being advised that Macauley Bonne can’t make it this time around and the reasons are as follows:

1) Mr Bonne has a medical exemption stating that he should not play football in conditions of high temperature.

2)  Given the current temperatures in Southern Africa at this time, it is not advisable for Mr Bonne to make the trip.”

Ipswich Town club secretary, Stuart Hayton, sent the correspondence.

Bonne is one of the Diaspora players of Zimbabwean heritage, who have been invited in the last few years to come back and add value, to the national team.

But, his commitment to the Warriors has always been a subject of controversy, over the last few years.

The forward has failed to honour various national team call-ups and keeps coming with different excuses for doing so.

There is no questioning, though, that his qualities, as a natural goal-scorer, are what the Warriors have been lacking.

Interim coach, Norman Mapeza, had hoped to convince Bonne to have a change of heart, charmed by the striker’s rich vein of form at Ipswich Town, which has seen him bag 11 goals, in 15 outings.

His predecessor, Zdravko Logarusic, also reached out to him at the beginning of the current World Cup campaign, for the opening two games against South Africa and Ethiopia.

But, the forward was among the UK-based players affected by the Covid-19 travel restrictions in Britain back then.

Warriors team manager, Wellington Mpandare, yesterday said the technical staff will sit down to deliberate if there is need to replace the forward.

Scotland-based David Moyo and Knox Mutizwa are the remaining strikers in the squad.

“It’s unfortunate he is not coming because of the medical reasons stated by the club. We just wish him well in terms of his health,’’ said Mpandare.

“On our side, it’s very clear that if he cannot play in our climatic conditions then we cannot force him to do so.

“It also means he cannot play for Zimbabwe.

“But, we had always wanted to give him the chance because he had indicated he wanted to come and play for the country.

“He even came home some time back and played some few games’’

Mpandare said they have now done everything possible to get Bonne without success.

“We did everything to make sure he gets an equal opportunity and even went out of our way to secure a Zimbabwean passport for him,’’ he said.

“So, we take his word.

“The last time he had a heart complication and this time he has indicated that he has a health condition which is not friendly to high temperatures.

“This can be interpreted in many ways.

“It may also mean that he cannot play for Zimbabwe because we always play our games in these conditions in Africa, not in Europe.

“So, we cannot be that desperate as to force ourselves on an individual when we have a huge database of players, including over 60 prospective talented players, in the UK alone.’’

UK news outlets gave the biggest hint on Thursday, when the squad was announced, that Bonne would not make the trip again ahead of the Limpopo Derby with South Africa, next Thursday.

Instead, he has opted to remain with his club for the Papa John’s Trophy match with Colchester, on Tuesday, and the upcoming League One game against Oxford, set for next Saturday.

Previously, he had also failed to honour the call-ups by Callisto Pasuwa, Sunday Chidzambwa and Joey Antipas.

At first he faced challenges securing a Zimbabwean passport.

But Bonne split opinions between supporters in this country.

There are some who believe he should still be given a chance, and a way has to be found, to accommodate him.

Others believe the door should be closed because he has been given enough chances but has let a number of people down.

Two years ago, he withdrew from Warriors squad due to medical issues, having received his Zimbabwean passport, three days earlier.

The England-based forward said he had an appointment with a cardiologist to attend to an urgent heart condition, ruling him out of the opening 2021 AFCON qualifiers against Botswana, and Zambia.

There were conspiracy theories flying in every direction that the striker was having a change of heart, and rather than feature for the Warriors, he was eyeing a dance with the Three Lions of England, in terms of his international career.

However, English Championship side Charlton Athletic confirmed that Bonne had, indeed, undergone medical tests and had been given the greenlight to continue with his professional career.

“The club’s medical team can confirm that Macauley Bonne underwent some planned cardiac investigations last week following a recent routine cardiac screen,’’ Charlton Athletic said in a statement.

“The results of these investigations have been discussed with the sports cardiologist and the player will continue to play and train as normal. The club will continue to regularly screen his heart, as recommended, as we do with all our players from Under-15 through to the first team.”

Mpofu Grabs War Vet Son’s Farm

Obert Mpofu…

ZANU PF secretary for administration Obert Mpofu has been dragged into an ownership wrangle of the hotly-contested Keshelmar Farms in Nyamandlovu after it emerged that he has been allocated over 145 hectares of the property.

Government critic Siphosami Malunga, who is son of the late nationalist Sydney, co-owns the farm with his business associates Charles Moyo and Zephania Dhlamini.

The fight for the farm has been playing out at the High Court after Bulawayo businessman Dumisani Madzivanyati was allocated 50 hectares of the farm measuring 553 hectares.

Malunga and his partners have twice obtained eviction orders against Madzivanyati, only for his removal to be stayed after appealing at the Supreme Court.

The matter is pending at the Supreme Court.

Latest revelations show that Mpofu, who owns a number of properties, was also allocated 145 hectares of the farm popularly known as Esidakeni through his Mswelangubo Farm contrary to the government’s one man-one-farm policy.

Part of Mpofu’s offer letter signed by Agriculture minister Anxious Masuka read: “I am pleased to offer to Mswelangubo Farm the following farm which was compulsorily acquired in Umguza district, Matabeleland North province, for use by Mswelangubo Farm.

“Please note that the land in question is for institutional use by Nswelangubo Farm and shall remain State land on which terms and conditions of will apply.”

Reports show that the farm was owned by white farmer Jeffrey Swindells through Kershelmar (Pvt) Ltd. Swindells then rented it out to one Warambwa as a going dairy concern, but retained land ownership.

Mpofu yesterday declined to comment saying the matter was still before the courts.

However, the co-owners of the farm vowed to block Mpofu from grabbing the property.- Newsday

ZRP Mbanje Cop Imprisoned

A Harare-based police officer has been jailed five years for illegal possession of 140kg of marijuana.

Marondera magistrate Rumbidzai Munemo slapped Berlin Dombodzvuku with a five-year jail term for possession of the illicit drug.

Dombodzvuku, from ZRP Support Unit, will, however, serve an effective four years after a year was suspended on condition of good behaviour.

According to court papers, on July 8, at around 4:30pm, detectives received a tip-off that Dombodzvuku was driving a Toyota Sienta along Harare-Mutare Highway carrying bags of marijuana.

The detectives set up a roadblock at Hunyani in Marondera, but Dombodzvuku, who was in service uniform failed to stop, resulting in a high-speed chase.

Near the 5km peg along Bridge Road, Dombodzvuku realised that he had been blocked by the detectives and he drove on the edge of the road, resulting in him ramming into a stationary vehicle.

He got out of the vehicle and took to his heels, but was later apprehended.

His vehicle was searched, leading to the recovery of six by 90 bags of dagga. The drugs weighed 143,95kg and had an estimated street value of US$140 000.

Key Facts About Suicide

More than 700 000 people die due to suicide every year.
For every suicide there are many more people who attempt suicide. A prior suicide attempt is the single most important risk factor for suicide in the general population.
Suicide is the fourth leading cause of death in 15-19-year-olds.
77% of global suicides occur in low- and middle-income countries.
Ingestion of pesticide, hanging and firearms are among the most common methods of suicide globally.
Every year 703 000 people take their own life and there are many more people who attempt suicide. Every suicide is a tragedy that affects families, communities and entire countries and has long-lasting effects on the people left behind. Suicide occurs throughout the lifespan and was the fourth leading cause of death among 15-29 year-olds globally in 2019.

Suicide does not just occur in high-income countries, but is a global phenomenon in all regions of the world. In fact, over 77% of global suicides occurred in low- and middle-income countries in 2019.

Suicide is a serious public health problem; however, suicides are preventable with timely, evidence-based and often low-cost interventions. For national responses to be effective, a comprehensive multisectoral suicide prevention strategy is needed.

Who is at risk?
While the link between suicide and mental disorders (in particular, depression and alcohol use disorders) is well established in high-income countries, many suicides happen impulsively in moments of crisis with a breakdown in the ability to deal with life stresses, such as financial problems, relationship break-up or chronic pain and illness.

In addition, experiencing conflict, disaster, violence, abuse, or loss and a sense of isolation are strongly associated with suicidal behaviour. Suicide rates are also high amongst vulnerable groups who experience discrimination, such as refugees and migrants; indigenous peoples; lesbian, gay, bisexual, transgender, intersex (LGBTI) persons; and prisoners. By far the strongest risk factor for suicide is a previous suicide attempt.

Methods of suicide
It is estimated that around 20% of global suicides are due to pesticide self-poisoning, most of which occur in rural agricultural areas in low- and middle-income countries. Other common methods of suicide are hanging and firearms.

Knowledge of the most commonly used suicide methods is important to devise prevention strategies which have shown to be effective, such as restriction of access to means of suicide.

Prevention and control
Suicides are preventable. There are a number of measures that can be taken at population, sub-population and individual levels to prevent suicide and suicide attempts. LIVE LIFE, WHO’s approach to suicide prevention, recommends the following key effective evidence-based interventions:

limit access to the means of suicide (e.g. pesticides, firearms, certain medications);
interact with the media for responsible reporting of suicide;
foster socio-emotional life skills in adolescents;
early identify, assess, manage and follow up anyone who is affected by suicidal behaviours.,
These need to go hand-in-hand with the following foundational pillars: situation analysis, multisectoral collaboration, awareness raising, capacity building, financing, surveillance and monitoring and evaluation.

Suicide prevention efforts require coordination and collaboration among multiple sectors of society, including the health sector and other sectors such as education, labour, agriculture, business, justice, law, defence, politics, and the media. These efforts must be comprehensive and integrated as no single approach alone can make an impact on an issue as complex as suicide.

Challenges and obstacles
Stigma and taboo
Stigma, particularly surrounding mental disorders and suicide, means many people thinking of taking their own life or who have attempted suicide are not seeking help and are therefore not getting the help they need. The prevention of suicide has not been adequately addressed due to a lack of awareness of suicide as a major public health problem and the taboo in many societies to openly discuss it. To date, only a few countries have included suicide prevention among their health priorities and only 38 countries report having a national suicide prevention strategy.

Raising community awareness and breaking down the taboo is important for countries to make progress in preventing suicide.

Data quality
Globally, the availability and quality of data on suicide and suicide attempts is poor. Only some 80 Member States have good-quality vital registration data that can be used directly to estimate suicide rates. This problem of poor-quality mortality data is not unique to suicide, but given the sensitivity of suicide – and the illegality of suicidal behaviour in some countries – it is likely that under-reporting and misclassification are greater problems for suicide than for most other causes of death.

Improved surveillance and monitoring of suicide and suicide attempts is required for effective suicide prevention strategies. Cross-national differences in the patterns of suicide, and changes in the rates, characteristics and methods of suicide, highlight the need for each country to improve the comprehensiveness, quality and timeliness of their suicide-related data. This includes vital registration of suicide, hospital-based registries of suicide attempts and nationally-representative surveys collecting information about self-reported suicide attempts.

WHO response
WHO recognizes suicide as a public health priority. The first WHO World Suicide Report “Preventing suicide: a global imperative”, published in 2014, aims to increase the awareness of the public health significance of suicide and suicide attempts and to make suicide prevention a high priority on the global public health agenda. It also aims to encourage and support countries to develop or strengthen comprehensive suicide prevention strategies in a multisectoral public health approach.

Suicide is one of the priority conditions in the WHO Mental Health Gap Action Programme (mhGAP) launched in 2008, which provides evidence-based technical guidance to scale up service provision and care in countries for mental, neurological and substance use disorders. In the WHO Mental Health Action Plan 2013–2030, WHO Member States have committed themselves to working towards the global target of reducing the suicide rate in countries by one third by 2030.

In addition, the suicide mortality rate is an indicator of target 3.4 of the Sustainable Development Goals: by 2030, to reduce by one third premature mortality from noncommunicable diseases through prevention and treatment, and promote mental health and well-being.

Kazembe Under Fire Over Chamisa

Mliswa Speaks On Adultery Allegations

By A Correspondent- Outspoken Norton Legislator Temba Mliswa (Independent), has denied allegations of having an adulterous affair with a married woman.

Tafadzwa Tamangani (46) accused Mliswa of snatching his wife Janet Tamangani, resulting in him bashing her.

Tamangani made the claim when he appeared before Harare magistrate Evelyn Mashavakure to answer domestic violence charges.

Malema Celebrates Ramaphosa’s “Down-Fall”

By BBC/Correspondent-Leader of South Africa’s third-biggest political party, the Economic Freedom Fighters, Julius Malema, has celebrated the diminishing popularity of the governing African National Congress (ANC).

Mliswa Denies Bedding Harare Man’s Wife

By A Correspondent- Outspoken Norton Legislator Temba Mliswa (Independent), has denied allegations of having an adulterous affair with a married woman.

Tafadzwa Tamangani (46) accused Mliswa of snatching his wife Janet Tamangani, resulting in him bashing her.

Tamangani made the claim when he appeared before Harare magistrate Evelyn Mashavakure to answer domestic violence charges.

ANC Humiliated In Local Council Elections

By A Correspondent- South Africa’s ruling African National Congress (ANC) got less than 50 per cent of ballots cast in local government elections held on 1 November, the lowest it has ever received since the dawn of democracy in 1994.

There was low voter apathy characterised by low voter turnout with only two out of three potential voters registered. Of those, less than half actually cast ballots.

Widespread corruption, persistently high rates of unemployment, crippling power blackouts and ineffective delivery of government services were burning campaign issues.

In results announced on Thursday night, the ANC won 46 per cent of the vote, down from 54 per cent in the last municipal elections five years ago. It doesn’t look good for the ruling party ahead of the general elections in 2024.

The ANC will now control fewer councils and have fewer mayors in big and small cities across the country.

ANC leader and South Africa’s president, Cyril Ramaphosa, acknowledged that the party will have to form coalitions to govern key metropolitan areas. Said Ramaphosa:

If we are to make this a new and better era, we as leaders must put aside our differences and work together in a spirit of partnership, of cooperation and collaboration and common purpose in the interest of the people of South Africa.

Major cities such as Johannesburg and Pretoria have had coalition governments since the last local polls five years ago.

Nationally, the ANC lost a majority in even more regions, including in eThekwini metro in former President Jacob Zuma’s stronghold province of KwaZulu-Natal.

Zemura To See Specialist After Sustaining Ankle Injury

Bournemouth and Warriors defender Jordan Zemura has been referred to a specialist doctor after suffering an ankle injury last week.

The 21-year old sustained a knock in the first half of the clash against Reading but continued to play and was then replaced by Chris Memphan in the 71st minute.

He missed the action for the first time this season in the following game against Preston North End on Wednesday evening.

Zemura will be on the sidelines again in the Cherries’ next encounter versus Swansea and was also excluded from the Warriors squad to face South Africa and Ethiopia in the World Cup Qualifiers this month.

Speaking to the Daily Echo newspaper, Bournemouth coach Scott Parker said: “He’ll go to see a specialist next week and, probably, I’ll have a clearer idea on exactly what the full extent on the injury is at this moment.

“He won’t be available for the weekend so for time scales, I’ll probably be in a bit more of a clearer position next week to tell you.”- Soccer24 Zimbabwe

Suicide:The Key facts

LIVE LIFE, WHO’s approach to suicide prevention, recommends the following key effective evidence-based interventions:

limit access to the means of suicide (e.g. pesticides, firearms, certain medications);
interact with the media for responsible reporting of suicide;
foster socio-emotional life skills in adolescents;
early identify, assess, manage and follow up anyone who is affected by suicidal behaviours.,
These need to go hand-in-hand with the following foundational pillars: situation analysis, multisectoral collaboration, awareness raising, capacity building, financing, surveillance and monitoring and evaluation.

Beitbridge Court Punishes Minister, Police Boss

Beitbridge Magistrates court has ordered Home Affairs and Cultural Heritage Minister Hon.

Holy Ten Arrested

IN PICTURES: Mnangagwa Opens Consulate For Own Niece In Scotland.

Emmerson Mnangagwa on Wednesday opened a consulate for his own niece, Heather Mudhari, who now becomes the honourary consul for Zimbabwe to Scotland.

Pictures at the opening ceremony – pic credit: Marshall Gore

The development was revealed by ZimEye two years ago, when this network investigated how Heather Mudhari has been catapulted to an ambassadorial post. Below are some of the pictures during the opening ceremony officiated by Finance Minister Mthuli Ncube and Foreign Affairs Minister Fred Shava

“Honorary Consul” refers to the locally engaged representative of a foreign government who has been appointed to head a consular post.

Honorary consuls are called “honorary” because they perform their work on an honorary basis and are not paid a fee for their services.

A consul, in foreign service, is a public officer who is commissioned by a state to reside in a foreign country for the purpose of fostering the commercial affairs of its citizens in that foreign country and performing such routine functions as issuing visas and renewing passports.

They are distinguished from an ambassador, the latter being a representative from one head of state to another, but both have a form of immunity. … A less common usage is an administrative consul, who takes a governing role and is appointed by a country that has colonised or occupied another.

A Consul is of a lesser title than an Ambassador so in this case the consul has the ambassador in London as her boss.

MDC Alliance Condemns Arrest Of Headman Chiadzwa

Masvingo eZimbabwe(Great Zimabwe) has a significance to us as it gives light to us in issues of Culture and Heritage

Masvingo Provincial Youth Assembly is in solidarity with the Traditional leaders who are being persecuted for their own birthright heritage. Following the arrest of Headman Chiyadzwa and his compatriots everyone has nothing to doubt that indeed we are in an Ancient Egypt of the times of the biblical King Pharoh. Dictatorial moves have spread wings across all areas in Zimbabwe. The abuse of the law by the Zanu pf top officials to suit their needs is now too much to contend with. The issue of politicising traditional chiefs as Political commissars is unacceptable.

Disrespect of culture and heritage is not only inhuman but a source to avenging spirits in our traditional norms. Recently in Masvingo the Chief’s council president Charumbira uttered political sentiments at a Zanu pf gathering. Without the constent of other Chiefs he dwclared their unretrievable link with Zanu pf which is false.

Our message as Masvingo Youths is that we might be deemed bornfrees but we were never free. President Chamisa also advocates for involvement of the local people and traditional leaders in issues of development.

Mliswa, Daddy Hope Make Peace

SA Musician Snubs Garwe Restaurant Re-Opening In Solidarity With Somizi

FULL THREAD: Mliswa Responds To Marriage Wrecking Claims

I would like to set the record straight here on the malicious& half-baked yellow story by @HeraldZimbabwe . Janet Tamangani& I have known each other since our parents were friends. They were both in Zambia. We lived in Waterfalls together& both of us went to Lord Malvern.

At some point I even assisted her to go to the UK.

I advised about them about Rydings school where my own kids go to so that I could also assist when they couldn’t. When she was beaten this time I advised her to go and report to the police. That is the reason her husband is angry at me. He is a wife beater, lazy and useless.

That she came to my place with her kids after being baten is nothing unusual because I’m like her big brother. I told the husband that if he followed her to my place I would deal with him as a man. As can been seen in the video he is violent.

That video of him grabbing her was after beating her. He went on to beat the kids for taking the videos also. He has a problem. She actually has a protection order against him because of his violent behaviour. https://t.co/kvozuHKJBh

For ten years their bedroom has been closed because he has an erection problem. The reason is that he went out with many girlfriends until one of them concocted some juju on him. Now he has an erection problem. Is that my problem? https://t.co/W7J24NVI6p

At one point I sat with them& tried to make things work but it failed.

They have long had problems& it’s his lack of introspection& maturity that he would blame an outsider for this. I’m self-respecting enough to know my friends from those I date. Janet is a friend. https://t.co/fFaIEegrnO

@HeraldZimbabwe

Their articles are mere hatchet jobs lacking the spine of journalistic etiquette& heavy on unverified negative insinuations against those they are made to believe are opponents. The prime objective of their articles is to taint me.

A whole article foundationed on an uninterrogated one-liner!! However I cannot be tainted by a publication that has lost its spine and is now a mere PR yellow paper heavy on puerile confetti and lacks the rigorous substance any self-respecting paper ought to have.

They never sought for my side in the story& it lacks balance. It’s the hurried& excitable creation of a limited paper that is down in the gutter. @ZimMorning_Post did the same in the Susan case but as with all hatchet jobs, you can’t put a good man down on such inanities.

It’s a dire indictment of how the media standards at the @HeraldZimbabwe have fallen that such a paper, expected to be the standard-bearer in the industry, carries such trash as stories.

Crisis Coalition Implores Gvt To Desist From Restricting Basic Freedoms

For Immediate Release

November 5, 2021

Crisis in Zimbabwe Coalition has noted with great concern, plans by the government to restrict freedom of speech and expression through the deployment of a cyber team to monitor citizens on social media.

On November 4, 2021, Information Minister, Monica Mutsvangwa announced that the government had set up a cyber team to “monitor what people send and receive”.

The announcement comes at a time the Cyber Security and Data Protection Bill which passed through the Senate in July 2021 is awaiting Presidential assent. Crisis in Zimbabwe Coalition is on record criticizing the proposed law for seeking to snoop on citizens thereby violating the right to privacy, freedom of speech as well as access to information.

The recent move by the government to set up a cyber security team to monitor citizens on social media amounts to invasion of privacy and is basically meant to instill fear in the public while limiting freedom of speech and expression.

Minister Mutsvangwa’s sentiments that the move does not amount to regulation of social media are simply meant to cover up for the government’s real motive to limit fundamental freedoms and clampdown on dissenting voices.

Over the years, human rights defenders, journalists and opposition activists have been victimized based on their posts on social media and the latest move by the government will only serve to further fuel victimization of dissenting voices.

We note with concern that the ruling party, Zanu PF continues to use harsh cyber laws to entrench political power while at the same time coming up with a raft of measures to restrict free speech, right of privacy and access to information.

Massive surveillance by the government will certainly infringe on fundamental human rights and lead to an upsurge in cases of clampdowns on pro-democracy activists.

We are concerned that the move by the government lacks a pro-human rights approach and is essentially meant to entrench political power through snooping on citizens and clamping down on dissenting voices.

The move is thus part of efforts by the government to further shrink the democratic space and violate citizens’ fundamental rights.

Social media has proved to be an effective tool in exposing rights abuses as well as corruption and the government’s recent move must be seen as an attempt to instill fear and silence whistleblowers.

We implore Zanu PF to draw lessons from the pre-independence pledge by the then party’s Spokesperson, Edson Zvobgo who said, “…we do not want to recreate Rhodesia where citizens get petrified in fear of the State…”.

Crisis in Zimbabwe Coalition is perturbed by the fact that present day Zanu PF is preoccupied with power retention (at all costs) even without legitimacy.

Given the government’s bad human rights record and cases of victimization of activists based on their posts on social media, we reiterate the need for a truly independent body to monitor activities on social media rather than making it the sole responsibility of the government.

Truant Learners Expelled

By A Correspondent- Ten (10) learners at Chemhanza Secondary School in Hwedza District were expelled this week for alleged mischief in a hostel. The learners consist of five boys and five girls.

The five boys sneaked into the girls’ dormitories at night to meet with their female counterparts and were trapped by the school’s matron Rijaina Ndhlamini.

Chemhanza Secondary School principal Saul Tadzaushe confirmed the development, saying all the 10 pupils will now seat for their final Ordinary Level examinations as external candidates.

The principal said the behaviour of the errant learners had gone out of hand, which prompted authorities at the Methodist Church in Zimbabwe-run school to send them home. Said Tadzaushe:

Some of these students got mischievous and we got the rumour about their conduct and our security led by Mutangadura set up a trap.

Through the security, we heard that there were boys who were cutting the school security fence to gain access into the girls’ dormitories at night where they were finally trapped.

The security team called their boss Mutangadura and the Chemhanza High School Matron (Rijaina Ndhlamini) who locked them in.

We then informed the Ministry of Primary and Secondary Education and the Ministry gave us a letter authorising us to dismiss them from Chemhanza Mission School as our boarding students.

Tadzaushe stressed that the 10 pupils were not caught engaging in sexual intercourse. He said:

No, they did not have sexual intercourse because there were security personnel keeping an eye on them from all corners.

They did not have sex, they were just continuously hugging each other in that one room, ukaona mwana anosvika pakuita sexual intercourse, ibhinya (pupils normally won’t indulge in sexual intercourse unless they are rapists).

Brazilian National Jailed 10yrs Over Cocaine

Jail

By A Correspondent- A 22 year old Brazilian national who was convicted for dealing in dangerous drugs on Monday has been sentenced to 10 years in jail.

Guilherme Sodre Alvernaz DA Silveria, who was found in possession of more than 4 kilogrammes of cocaine worth over ZWL$30 million, was slapped with a ten-year jail term on Tuesday.

In passing the sentence, Harare magistrate, Ignatio Mhene, said the convict deserved the maximum sentence as cocaine is a dangerous drug that is detrimental to people’s health.

The magistrate added that the stiff penalty will send a message to other drug dealers that Zimbabwe is a no go area.

Da Silveria from Sao Paulo in Brazil was arrested on 7 April on landing at Robert Gabriel Mugabe International Airport aboard an Ethiopian Airways flight.

He was found in possession of 4.3kg of cocaine with an estimated street value of more than ZWL$30 million.

Da Silveria was intercepted by a team comprising of detectives from CID Drugs and Narcotics Harare, Canine Harare, CID Homicide Harare and CID Law and Order Harare.

The law enforcement agents conducted searches in his luggage, leading to the seizure of a whitish powder that was wrapped in silver foil paper stashed in the lining of the accused’s black jacket.

Preliminary field tests were done on the powder in the presence of Da Silveria and it tested positive for cocaine.

He becomes the second foreigner to be jailed in two months for illegally dealing in dangerous drugs after a South African woman was jailed for 12 years.-statemedia

Protest Over Lupane Vice Chancellor’s Abusive Conduct

Pardon Kuipa

By A Correspondent- Lupane State University (LSU) vice-chancellor (VC) Pardon Kuipa has been accused of se_xually abusing female employees at the institution, resulting in a protest march against him on Tuesday.

The protesting women under the banner, Umama Wesizwe sikaMthwakazi, petitioned the LSU registrar to launch a probe into reports of se_xual abuse and harassment of women by Kuipa.

LSU registrar Jairos Makunde declined to comment and referred Southern Eye to the university spokesperson Zwelithini Dlamini who confirmed the charges against Kuipa.

Dlamini said: “From the brief that l just received, l confirm that a group of women visited the registrar and presented a petition to him.

“The position of the university is that intensive sensitisation of both staff and students should be carried out so that people are adequately informed about se_xual harassment issues.

“Management has, therefore, engaged the Gender Commission to conduct workshops.”

Kuipa was appointed vice-chancellor in 2015.

Part of the petition against him read: “We have concerns of alleged se_xual harassment of women at LSU by the VC. We, therefore, demand that in the interest of justice and the fulfilment of the right to administrative justice espoused in section 68 of the Constitution, the case be investigated and the accused charged accordingly.”

“Our concern is that according to news on June 22, 2021, it was reported that a se_xual harassment scandal has rocked LSU where a female staff member accused the VC of se_xually harassing and victimising her for turning down his advances. No action has been taken against the perpetrator.”

The women said charges against Kuipa were serious as they violated fundamental rights and privileges of women as human beings as stipulated in the Constitution.

“In light of this provision, section 65 confers labour rights on every person and refers to harassment as constituting a violation of the constitutionally protected right to fair labour standards and also violates the right to full and equal dignity.

“The right to fair and safe labour standards is realised under the provisions of the Labour Act (Chapter 28:01) whose primary purpose is regulation of the employer-employee relationship.

“The Act narrowly defines sexual harassment through inference from section 8(h) which provides for unfair labour practices, such as engaging in unwelcome sexually determined behaviour towards an employee, whether verbal or otherwise, such as making physical contact or advances.”-Newsday

New Guidelines For A2 Land Permit Holders

By A Correspondent- The Government has announced new guidelines for A2 land permit holders which must be followed to avoid repossession of the farms.

“Robberies Derailing FDI”: Gvt

By A Correspondent- Government has bemoaned the rise in robbery cases across the country and urged the police force to reduce crime, which it blames for scaring away foreign investment in the country.

Home Affairs minister Kazembe Kazembe said this during a Zimbabwe Republic Police (ZRP) senior officer conference held in Harare yesterday.

He said crimes such as armed robberies derailed government efforts in luring foreign direct investment because they portrayed the country as an unsafe investment destination.

“I, therefore, call upon you to redouble your efforts and summon all your operational ingenuity to come up with policing initiatives to curb the rise in crime,” Kazembe said.

“The fear of crime, especially of violent crimes, keeps citizens apprehensive and stifles business growth.

“It is also a fact that modern policing increasingly operates under public scrutiny and this calls for enhanced accountability.”

Kazembe added:

“It is government expectation that as police, you continue to foster peace and stability which are the key drivers to economic growth.

“As government, it is our expectation that your broad objectives and key deliverables which are aligned to key national policy instruments such as the National Development Strategy 1 are achieved.

“Admittedly, these conferences are one such useful way for you as police commanders to reset the compass, determine if the organisation is still on course, observe mere deviations and make adjustments where necessary.”

Kazembe said his ministry would continue to lobby government for increased support for the police and to resource the ZRP.

Speaking at the same event, Police Commissioner-General Godwin Matanga said their goal as an organisation was to combat crime.

“Our performance as an organisation is measured against our ability to tame the tide of criminality. It is my expectation that you shall come up with cogent strategies aimed at combating crime,” he said.

“The policing terrain is a rugged endeavour which needs collective efforts and continuous cross-pollination of ideas so as to navigate pitfalls that litter the field.”-Newsday

Mthwakazi Activist Hauled To Court Over Public Violence

By A Correspondent- Mthwakazi Republic Party (MRP) activist Partone Xaba was on Monday remanded to December 9 by Bulawayo magistrate Rachel Mukanga, in a case where he faces public violence and theft charges.

This was after Xaba’s lawyer Dumisani Dube failed to attend court due to other commitments.

Xaba is facing charges of public violence, and breaching of peace or bigotry following his arrest after protesting against police conduct in April.

He is one of the nine activists who were arrested during the protest outside Bulawayo Central Police Station, accusing the police of harassing their leader Mqondisi Moyo.

The demo followed a midnight raid by the police at Moyo’s house in what MRP claimed was an attempt to abduct him.

Xaba also faces a charge of stealing US$15 000 belonging to Floyd Ambrose during an attempt by MRP activists to evict him from Tabas Induna Farm.

At the time, Ambrose was embroiled in a wrangle with white former commercial farmer Brian Davies over control of the property. Xaba denies the charges and is out of custody on $20 000 bail.-Newsday

The incident happened at Tokwane Ngundu Primary School in Chivi on October 15 at around 10am whilst playing at break-time.

Tawanda Dhohwai (12) died five days later on October 20 after his health started to deteriorate since the incident happened.

Masvingo provincial police spokesperson, Inspector Kudakwashe Dhewa confirmed the incident and revealed that the case was under investigation.

“I can confirm the incident but the matter is still under investigation. We are still waiting for postmortem results that will confirm the actual cause of death. No charges have been laid yet”, said Dhewa.

Circumstances are that on October 15, 2021, the two boys were playing a kicking game during break time when the grade one pupil kicked Tawanda in the face, after which he fell on the ground and started to bleed.

It is reported that Tawanda was later sent home on the same day by his teacher who had noticed that he was sulky and looked ill.

The teacher had noticed unusual actions from Tawanda and asked him what was wrong before he narrated his ordeal.

At home, his aunt Remika Mutariri (76) who he stayed with, took him to Chisase Clinic and was deferred to Chiredzi General Hospital where he was given medication and got discharged.

Tawanda’s condition continued to deteriorate and he died the same day at around 8pm at his aunt’s homestead.

Sources close to the deceased’s family however say Tawanda already had some health related complications.

“This child already had other health complications and it will be unfair to blame the other kid. He might have triggered the death but I don’t think a nine-year-old is capable to kick someone to death,” said the source.

Tawanda’s brother John Dhohwai said they will not pursue the incident any further since the two boys were friends.

“The two boys were friends, it is unfortunate that my young brother sustained an injury during that time but the boys were playing and we will not blame him for Tawanda’s death,” said John.

The ZRP has listed Masvingo province as one of the top provinces with a spike in murder cases.-TellZim

Bulawayo Runs Dry

By A Correspondent- Bulawayo City Council (BCC) has advised residents that there have been disruptions in water supply following an emergency shutdown by the City Council due to power outages.
In a statement this Thursday, Bulawayo Town Clerk, Christopher Dube said the shutdown will persist until power is restored. The statement read:
The City of Bulawayo would like to advise members of the public that there will be an emergency shutdown of water supplies to all residential areas in the City except for Industry and the Central Business District.
The interruption is due to power outages experienced from yesterday (Wednesday, 3 November 2021) up to today at Ncema Treatment Works and Fernhill Booster Station that resulted in the loss of treatment and pumping. This has resulted in low reservoir levels across the city.
Further to that, there was a loss of pumping due to a power outage at the Rochester pump station in Nyamandlovu resulting in a lack of pumping from the Aquifer.
The shutdown will be maintained until the restoration of power supply and pumping to enable treatment and to allow for the supply reservoirs to gain to satisfactory levels.
The City wishes to further advise that there will be a disruption to the water-shedding programme for areas supplied by the Tuli, Rifle Range and Hillside Reservoirs.
The Zimbabwe Electricity Transmission Distribution Company is already on the ground investigating the cause of the outage and low voltage and are working towards the restoration of supplies.
Residents are further advised to conserve water accordingly and ensure that taps remain turned off in case of earlier re-supply.
Bulawayo City Council wishes to apologise to its valued consumers for any inconvenience caused.

Prominent NUST Lecturer, Medical Doctor Dies In Car Crash

By A Correspondent- Prominent Bulawayo medical doctor and National University of Science and Technology (Nust) lecturer Muriel Fallala died yesterday after she lost control of her vehicle near Ascot race course while driving to the city’s centre to attend to a critical patient.

She lost control of her Mitsubishi SUV while driving along 12th Avenue extension.

The vehicle veered off the road, overturned and hit a precast wall at Old Miltonians Club.

A specialist family practitioner, Dr Fallala died on the spot while rushing to save another life at about 3PM.

Dr Fallala, lauded by her colleagues for her service to Bulawayo, was alone in the car when the accident occurred.

When a Chronicle news crew arrived at the scene, scores of motorists had stopped on the side of the road trying to understand how the crash had happened.

Her colleague who rushed to the scene was traumatised by the incident and had to be rushed to a local hospital.

Dr Fallala’s body was taken to a local mortuary by police.

Acting Bulawayo Chief Fire Officer Mr Linos Phiri said Dr Fallala could have been speeding.

“We are told that she was rushing to the city centre to attend to a critical patient at Galen House. She lost control of her vehicle and it rolled and hit a precast wall. She died on the spot,” said Mr Phiri.

Doctors in Bulawayo said Dr Fallala’s sudden death was sad for the medical fraternity and the city considering her immense contributions to the community.

Mpilo acting chief executive officer Professor Solwayo Ngwenya could hardly speak as he expressed his devastation following her death.

“For me it’s a personal loss, I’ve known Dr Fallala for a long time. This afternoon at 1.30PM we were together at the Royal Clinic. She had come there to see a patient and we were talking medicine and all that little did I know that she was coming to say goodbye. I’m really devastated. She is someone who had done so much for the community, for the people of Bulawayo and people of Zimbabwe. She worked tirelessly over the years to provide emergency services and deliver so many babies safely. She was still young and strong, this is a sad day for me,” said Prof Ngwenya,

Dr Fallala was a Medical and Dental Council of Zimbabwe councillor and an administrator at Galen House.

Zimbabwe Medical Association president Dr Francis Chiwora said Dr Fallala was a dedicated cadre who did not just treat patients, but also imparted knowledge to up-and-coming doctors.

The vehicle in which Dr Muriel Fallala died after the car overturned along 12th Avenue in Bulawayo yesterday

“She was a senior medical practitioner and also a senior lecturer at Nust. She had worked in Bulawayo for over 30 years. She was a very dedicated medical practitioner. We are shocked to hear about her passing on. We have lost a dedicated cadre to our profession. She was general practitioner, a family practitioner based at Galen House,” said Dr Chiwora.

“She had also specialised on what is called specialist family practitioner which is a new specialist field which started being practised in the country in the last four to six years. She was one of the few practitioners who had qualified as a specialist family practitioner. She immediately embarked on training others to join the specialist field.”

Nust communication and marketing director Mr Thabani Mpofu said Dr Fallala’s death is not just a loss to her family but the nation at large.

“The Nust community is in shock and at a loss for words over the passing away of Dr Muriel Selma Fallala in a car accident this afternoon. Dr Fallala, a Specialist Family Physician, was the Co-ordinator of the Masters in Family Medicine programme under the Department of Community Medicine in the Faculty of Medicine. She joined Nust three years ago at a time when the Faculty of Medicine was introducing new specialised postgraduate degree programmes,” said Mr Mpofu.

“She brought vast experience and expertise gained from her long-service in the medical field. Many know her as one of the leading doctors at the Galen House Emergency Clinic. Her death is a huge blow to Nust and the nation at large.

We have lost an experienced medical doctor, academic and administrator. We mourn with the Fallala family during these difficult times.”

Dr Fallala trained at Stellenbosch University in South Africa and Second Medical University in Moscow, Russia.

She was the past president of the College of Primary Care Physicians Zimbabwe and was a member of the World Organization of Family Doctors.-statemedia

Security Guards Bash Man To Death For Accusing Bank Of Stealing His Money

Gumede

By A Correspondent- A South African man died over the weekend after he was brutally beaten to death by security guards at a bank. The now-deceased was allegedly brutally assaulted by the guards after he accused Capitec Bank of stealing his money.

According to his family, Nhlakanipho Gumede (29) went to the Capitec bank in Tongaat on Saturday to inquire about R500, which had gone missing.

His brother, Jan Gumede, said Nhlakanipho was worried that the money had been stolen and did not wish his family to think he had pocketed the money for himself.

Gumede told the North Coast Courier,

“He deposited R1 000 for our family in Ngwavuma, but they only received R500, so he went back there to ask about that. He was told that he must return on Tuesday because the person who had assisted him was off duty. He asked the manager to give a written confirmation that it was the bank’s fault. That’s when an argument broke out between him and the manager.”

Unfortunately, the argument with the bank manager got heated, and the latter called the bank security guards. The guards allegedly brutally assaulted the young upcoming musician and dumped him outside the bank.

“He was left lying on the side of the road, bleeding, and no ambulance was called. I was called by people who know me. I was at work, but I had to rush there. When I got there, my brothers had already taken him to the clinic, where he was transferred to the hospital. He died on Sunday morning.”

One of the security guards has since been arrested in connection to Nhlakanipho’s death. Police spokesperson captain Nqobile Gwala said

“A 40-year-old man was arrested for murder. He is expected to appear in the Verulam Magistrates’ Court on Tuesday.”

The spokesperson for Capitec Bank, Chandré Matlala, expressed shock at the death and said the bank does not condone violence.

“The security guard in question has been arrested, and we are working closely with the South African Police Service to further investigate the incident. We are also in direct contact with Mr Gumede’s family during this difficult time. We do not condone the use of violence in any form or behaviour that goes against our company values. We have offered counselling to our staff and clients who were there and experienced the event,” said Matlala.

“My Marriage Is On The Rocks Because Of Mliswa”: Harare Man

By A Correspondent- A Harare man is accusing Norton legislator Temba Mliswa of snatching his wife.

Tafadzwa Tamangani (46) is appearing at the Harare Magistrates court on allegations of bashing his wife Janet.

Tamangani is denying ever bashing Janet claiming that her relationship with Mliswa was causing mayhem in his family.

Tamangani told the court that Janet relocated to Mliswa’s house for three months before she came back home trying to evict him with a peace order.

Tamangani also claimed that he was in possession of Janet’s pictures with Mliswa.

He further submitted that he reported her to the police after she stole US$1, 5 million from a safe.

Tamangani told the court that Janet’s medical affidavit was doctored as he did not hit her.

The court heard that on June 7, the complainant arrived home from an outing in the company of her four children and discovered that the bedroom was locked when she tried to enter.

It is alleged that upon asking for the keys from Tamangani, a misunderstanding ensued.

The complainant managed to get the keys and the accused grabbed her by the jacket, pushing her against the wall and dragged her around.

The court heard that as result of the dragging and pushing, the complainant suffered injuries to the chest and ankle.-statemedia

Government, Residents Mourn Prominent Byo Doctor Who Died In Car Crash

By A Correspondent- Bulawayo residents and the government have mourned the death of Dr Muriella Fallala.

Dr Fellala was also a freedom fighter who joined the country’s liberation war and was sent to study medicine in Russia to save in independent Zimbabwe.
She was 69.
Dr Fallala died after her vehicle overturned while driving to the city centre on Wednesday as she was coming from her home in Ilanda suburb, rushing to Galen House to attend to a patient.
Described as an iron lady of uncompromising character, Dr Fallala, served Bulawayo for nearly 40 years in the medical field.

She started practicing as a doctor at Mpilo Central Hospital in 1982 upon returning home from the Soviet Union where she was deployed to train as a doctor after joining the liberation struggle in 1976.
While some freedom fighters were engaged on the frontline, others like her were sent to learn in friendly nations where they were equipped with skills to run an independent Zimbabwe.
Dr Fallala, who trained at the Second Medical University in Moscow between 1976 and 1981, is among the skilled personnel who served the country when there were still a few trained black doctors operating in the country.
Bulawayo Provincial Affairs and Devolution Minister Judith Ncube said the province had been left exposed following Dr Fallala’s demise.

“Dr Fallala was committed to giving quality service to the people of Zimbabwe and more so to Bulawayo residents.
She loved people and we are hurt with her death. It has shocked us, sometimes we find solace when someone dies after falling ill. But her sudden death due to an accident is more painful as it traumatises us who are left behind. We are left with questions we cannot answer,” said Minister Ncube.
“We mourn with the Fallala family, Bulawayo residents and the nation at large. We also mourn with freedom fighters at the loss of their compatriot. She participated in the liberation struggle and was dedicated to fighting injustices hence the reason she joined the liberation struggle. She fought for equal opportunities and through her service she aimed to provide equal opportunities for all.”
The Minister said she was in consultations with relevant institutions for Dr Fallala to be accorded due recognition for her works and service to the Bulawayo community.
“I’m in consultation with others at the moment. I can’t comment on what exactly we are doing but we are pushing for her recognition because her works already speak for herself. Automatically because she is a war veteran, she is being recognised as a heroine. But we are pushing that she gets recommended for a certain status,” said the Minister.
Bulawayo Provincial Medical Director Dr Maphios Siamuchembu said Dr Fallala’s death was a big loss for the province following her long service to the community.

“She was the pioneer of the family medicine practice specialty and she was teaching that at the National University of Science and Technology (Nust) medical school. She has served the community of Bulawayo for many decades; a lot of people have been her patients and she has served humanity with determination and humility. A lot of people have had to learn something from her and doctors had continued to learn something from her,” said Dr Siamuchembu,
“She was a great asset to the province and the people of Bulawayo. We are really saddened that she had to depart suddenly under the circumstances that she has departed. We mourn together with her family. May it be comforted by the Lord.”
Her subordinates at Galen House said they were devastated by her death.
A sombre atmosphere engulfed the medical institution yesterday, although it continued to provide services to patients.
Galen House administrator Ms Nothando Dube said by attending to patients, they were doing exactly what Dr Fallala would have wanted to do.
She said they will continue to carry on with her legacy describing her as an iron lady who never hesitated to speak her mind.
Ms Dube said it was worrying that Dr Fallala died within two years after her other partners Dr Nicholas Ndebele and Dr Gary Ferguson had also died.

“We are really at a loss following the death of Dr Fallala in a tragic accident on November 3. Dr Fallala was a mother to all of us. She was the senior personnel here. She had so much passion for her work. I think from 2015 she had not gone on leave; that shows so much passion about the place and she wanted to maintain the legacy of Galen House after the death of Dr Ndebele and Dr Ferguson,” said Ms Dube.
“She wanted the Bulawayo community to get all the services that she could offer. Just in October she was running a cancer awareness campaign and captured a lot of women and some men that had the condition and assisted them. She has stood by almost all the staff members, each and everyone one of us. She was very principled and she did not want things that would go haywire.”
She said Dr Fallala was a very private person but from time to time she would open up a bit about her life including that she did her secondary education in Kenya.
She said Dr Fallala would also tell them that she joined the liberation struggle and that is how she ended up in Moscow.
Ms Dube said while Dr Fallala was very private her works impacted a lot of people.
“She has really contributed to the development of the community. She would talk about political issues although she would not delve much into details. But she was passionate about the country, she worked very hard for the development of Zimbabwe. We are really at a loss. It was a shock and we are passing our condolences to the family.

We wish we could continue with her legacy as she did following the passing on of her other partners Dr Ferguson and Dr Ndebele,” she said.
When a Chronicle news crew visited Dr Fallala’s home in Ilanda suburb yesterday, the family said they will only be able to comment on her death today as they were still waiting for other relatives who are outside the country.
As the news of Dr Fallala’s death swept across the city, scores of city’s residents took to social media platforms to pay tribute to Dr Fallala outlining how she changed their lives.
Others spoke about how she delivered their babies while others narrated how she saved their lives.
Dr Fallala had a long career which started at Mpilo Central Hospital in 1981 before she was appointed an obstetrician and gynecologist at the same hospital in 1983 and served until 1989.
She then moved to the Zimbabwe National Family Planning Council where she served as medical officer for the southern region from 1989 until 1992.

In 1992 she joined Galen House as a general practitioner and in 2014 she did further studies to become a Specialist Family Practitioner.
She joined Nust in 2018 where she served as family physician practitioner.
Dr Fallala was part of several medical professional bodies including Zimbabwe Medical Association (ZiMA), College of Primary Care Physicians of Zimbabwe, World Organisation of Family Doctors.
She was also a councillor at Gwanda State University.

Masvingo Tenants Mob Landlady Over Rentals

By A Correspondent-Two Victoria Ranch tenants in Masvingo, a mother and her daughter, have been jailed for assaulting their landlady and refusing to pay rent.

Sekai Mangeya (39) and Privilege Mangeya (15) bashed their landlord on 29 September and then went on to refuse to pay rent or surrender keys for their rooms.

The landlady Vonile Moyo (50) was briefly detained at Masvingo Provincial Hospital after sustaining injuries.

The duo was sentenced to 10 months each in prison by magistrate Patience Madondo when they appeared before her on October 9 2021.

The two will however serve 5 months each after 5 months of the sentence were suspended on condition that the two are not going to commit the same offence before one year has elapsed.

Prosecuting, Tarisai Muvengi said the accused assaulted the complainant who stays in Mucheke D after she went to the Ranch to collect rent from her house.

It was alleged that the accused had not paid rent for several months.

When the complainant arrived at her house, she found no one at home and later noticed that they were at a nearby house.

The complainant then asked for the rent and the accused refused to give her.

She then asked for her keys to the rooms with the intention of evicting them from her house but they again refused.

Sekai allegedly pushed Moyo to the ground and assaulted her together with her daughter using open arms and clenched fists.

Moyo reported the case to the Police leading to the arrest of the two.

Facts About Road Safety

WHO is kicking off the Decade of Action for Road Safety 2021-2030 today in Geneva, with the ambitious target of preventing at least 50% of road traffic deaths and injuries by 2030. WHO and the UN regional commissions, in cooperation with other partners in the UN Road Safety Collaboration, have developed a Global Plan for the Decade of Action, which is released today.

Globally, over 3500 people die every day on the roads, which amounts to nearly 1.3 million preventable deaths and an estimated 50 million injuries each year – making it the leading killer of children and young people worldwide. As things stand, they are set to cause a further estimated 13 million deaths and 500 million injuries during the next decade, particularly in low- and middle-income countries. These unacceptable numbers, both in absolute and relative terms. Road traffic crashes have remained a major cause of death globally, even though every one of those deaths and injuries is preventable.

“The loss of lives and livelihoods, the disabilities caused, the grief and pain, and the financial costs caused by road traffic crashes add up to an intolerable toll on families, communities, societies and health systems,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “So much of this suffering is preventable, by making roads and vehicles safer, and by promoting safe walking, cycling and greater use of public transport. The Global Plan for the Decade of Action for Road Safety lays out the practical, evidence-based steps all countries and communities can take to save lives.”

Recognizing the importance of the problem and the need to act, governments from around the world declared unanimously – through UN General Assembly Resolution 74/299 – the Decade of Action for Road Safety 2021-2030 with the explicit target to reduce road traffic deaths and injuries by at least 50% during that period.

“One of the best ways to save and improve lives is to make our streets safer — but that work often doesn’t get the attention it deserves,” said Michael R. Bloomberg, founder of Bloomberg LP and Bloomberg Philanthropies and WHO Global Ambassador for Noncommunicable Diseases and Injuries.

“Bloomberg Philanthropies has been working to improve road safety since 2007 by strengthening laws, increasing enforcement, redesigning streets, and using data. I’m glad to say that the WHO’s ambitious global plan for road safety includes many of the strategies that we’ve used to save lives, and it will help encourage governments around the world to make road safety the high priority it should be.”

This Global Plan describes the actions needed to achieve that target. This includes accelerated action to make walking, cycling and using public transport safe, as they are also healthier and greener modes of transport; to ensure safe roads, vehicles and behaviours; and to guarantee timely and effective emergency care. It is aimed to inspire countries, including governments and partners to act boldly and decisively, using the tools and knowledge gained from the last Decade of Action to change course.

“More than 50 million people have died on the world’s roads since the invention of the automobile. This is more than the number of deaths in World War One or some of the worst epidemics.” says Dr Etienne Krug, the Director of the Department of the Social Determinants of Health. “It is time to put in action what we know works and shift to a much safer and healthier mode of transport. This new plan will lead countries onto a more sustainable path.”

The Global Plan outlines recommended actions drawn from proven and effective interventions, as well as best practices for preventing road trauma. It should be used as a blueprint to inform and inspire national and local plans that are tailored to local contexts, available resources and capacity. The Global Plan is aimed not only at senior policy-makers, but also other stakeholders who can influence road safety, such as civil society, academia, the private sector and community and youth leaders.

Mnangagwa To Censor Social Media Messages…

GOVERNMENT has appointed a team to monitor what Zimbabweans post on social media around the clock, Information minister Monica Mutsvangwa said.

Mutsvangwa was, however, quick to state that the government did not intend to regulate social media.

“We have actually come up with a cyber-team that is constantly on social media to monitor what people send and receive since we cannot wish social media away,” Mutsvangwa said.

“We are also appealing to the Zimbabweans and top government officials that whatever message they post on social media should be to build not to destroy the community.”

Mutsvangwa blamed the late former President Robert Mugabe for maintaining a tight grip on media while praising his successor Emmerson Mnangagwa for “ensuring free speech”.

“People used to have fear and respect on social media during Mugabe’s time, but all that is no longer there in the second republic.”

Harare Polytechnic media studies lecturer Spanyoge Madziwa said the government had no role in regulating social media since it did not own any social media network.

“With the advent of technology, we have seen an improvement in the use of digital space for people to air their concerns without fear. So there is no need to regulate social media, people must be free,” he argued.

Madziwa also spoke out against promoting hate speech on social media, saying this tarnishes the country’s image.

He added: “People should use proper channels when they need clarification from relevant authorities. However, social media is a tool used by whistleblowers, especially on corruption.”

Mnangagwa’s government is currently working Cyber-Security and Data Protection Bill which will, apart from punishing social media abusers, allow snooping on private communication among citizens.- NewsDay

By A Correspondent- Zanu PF has threatened to storm Garwe Restaurant if they insist on hosting Simozi Mhlongo, a South African gay celebrity they had invited to officiate the reopening of the food outlet.

Garwe Restaurant has since dumped Simozi and they replaced him with another South African singer, actress and dancer, Kelly Khumalo.

In a statement on Wednesday, according to Zim Morning Post, ZANU PF youth league acting secretary-general Tendai Chirau said:

I’ve engaged the owner of the outlet Ms Mandi expressing concerns by different societal groups over the invitation of one of the highly controversial guests (Mhlongo), a declared ngito (a derogatory term for homosexual).

I’m glad to announce that the owner took heed of the great concerns and elected to remove the said ngito from the guest list and never associate themselves with the said character again.

Speaking after accepting the invitation, Kelly said she “can’t wait” to grace the red carpet event. She said:

I’m so excited to come back to Zimbabwe for the grand reopening of the Garwe Restaurant. Thank you so much to Mandi for hosting me and I can’t wait to meet all your patrons. See you guys on Thursday at 6 PM.

Top Harare Restaurant Dumps Gay SA Celebrity After Zanu PF Threats

By A Correspondent- Garwe Restaurant has been forced to dump Simozi Mhlongo, a South African gay celebrity they had invited to officiate the reopening of the food outlet.

Khumalo’s invitation comes after churches and the ruling ZANU PF party blocked South African celebrity Somizi Mhlongo over his sexual orientation.

The Apostolic Christian Council of Zimbabwe (ACCZ) threatened to hold a demonstration at the Robert Gabriel Mugabe International Airport upon Somizi’s arrival as well as at the restaurant to make sure that the South African would not attend the event.

The churches said allowing Somizi to attend the event meant they would have openly accepted homosexuality in Zimbabwe which is against the constitution.

Gweru Serial Murderer Dies In Holding Cells

By A Correspondent- A Gweru vendor who killed his wife and two children on Tuesday collapsed and died this Thursday before he could answer to murder charges at the Gweru Provincial Magistrate Courts.

Leo Kanyimo (38) allegedly went into a trance on Tuesday afternoon and axed his wife and two children to death.

Reports suggest that police officers had to be assisted by members of the public to arrest Kanyimo, who had just turned violent while speaking in an unknown language.

Midlands provincial prosecutor Samuel Pedzisayi confirmed the death of Kanyimo while he was in the Zimbabwe Prisons and Correctional Services holding cells. Said Pedzisayi:

The murder accused from Woodlands suburb Leo Kanyimo collapsed and died while in prison holding cells.

He had been brought to court by the police and because of his extreme violent nature, he was put in the holding cells while his record was being opened.

Meanwhile, The Mirror reported sources as saying that Kanyimo (38) who was an ardent AFM member, had an altercation with his wife Chipo Shava (30) over a US$1 that the latter allegedly used to buy jiggies for the kids resulting in a misunderstanding.

In anger, Kanyimo bludgeoned his wife and two children to death using a log.

The cause of Kanyimo’s sudden death is yet to be established, but a report claims that he had a scar on the head, which he sustained when neighbours mobbed up and restrained him before tying him up with ropes.

Byo Doctor Dies In Car Crash While Speeding To Save Critical Patient

By A Correspondent- A famous Bulawayo medical doctor and National University of Science and Technology (Nust) lecturer Muriel Fallala has died in a car accident.

Dr Fellala died yesterday after she lost control of her vehicle near Ascot racecourse while driving to the city’s centre to attend to a critical patient.

She was the past president of the College of Primary Care Physicians Zimbabwe and was a member of the World Organization of Family Doctors.

“It Is Impossible Not To Laugh”

By Wilbert Mukori- It is great to be a dictator; you can say whatever you like, make all manner of promises knowing fully well you will never ever be held to democratic account for it!

“Zimbabwe has set an ambitious objective of reducing carbon emissions by 40% per capita by 2030. The removal of illegal sanctions which have been imposed on my country will go a long way in helping to enable the achievement of this target,” announced President Emmerson Mnangagwa in his speech to the on-going UN conference on Climate Change in Glasgow, UK.

Just as well, President Mnangagwa was addressing empty chairs because he would have struggled to be heard above the hum of suppressed laughter! He announced very bold and ambitious carbon emission reduction targets indeed, not that anyone believed him. Still, they wanted to hear how Zimbabwe would meet those targets.

Instead of hearing the explanation of how Zimbabwe will reduce its green house gas emission by 40% in nine years time; the President went on to give an excuse, not just an excuse but a feeble excuse, why will not deliver on its emission promise – sanctions!

It is impossible not to laugh!

2030 is a big year for Zimbabwe, Zanu PF’s Zimbabwe to be exact; the party has promised the nation will attain “upper middle income” status that year; vision 2030. The President, Minister of Finance Professor Mthuli Ncube and the rest of the Zanu PF leaders insist the nation is on course to attain this goal.

All the economic indicators for meaningful economic recovery increased investment, better infrastructure, increased trade, strengthening local currency, increasing employment opportunity and better wages, etc. are not there.

Indeed, the economic recovery that Mnangagwa promised with his much heralded “Zimbabwe is open for business!” mantra when he toke over following the 2017 military coup has not materialised. The mantra was dead in the water even as the regime was going around on the no expense spare to promote it.

“Zimbabwe is open for business!” was premised on the idea that the November 2017 military coup had transformed Zimbabwe from the Banana Republic, a pariah state, ruling by corrupt, incompetent and vote rigging thugs into a “democratic new dispensation, a Second Republic,” as Mnangagwa went to great pain to point out.

The truth there for all to see; Zimbabwe was still a pariah state; the military coup was just a meaningless musical chairs booting out some thugs to promote others. The failure to hold free, fair and credible elections in July 2018, confirmed nothing had changed.

As long as Zimbabwe remains a pariah state, there will be no meaningful economic recovery, vision 2030 will remain a mirage. President Mnangagwa’s promise to reduce Zimbabwe’s greenhouse gases in just another mirage.

If anything, Zimbabwe’s economic meltdown, a result of 41 years and counting of gross mismanagement and rampant corruption under Zanu PF rule, has accelerated the cutting down of trees for firewood and land degradation. The country’s worsening economic situation will only mean the greenhouse gases emissions and land degradation will get worse!

This Zanu PF regime had the detailed plans for Batoka Gorge Hydro when the country gained her independence in 1980 and has done nothing about it to this day. How many trees would have been spared the axe if this second Kariba Dam had been built, to say nothing of the other economic benefits!

It is hoped that many developed nation will honour their pledge to give US$100 billion to help developing nations cope with the challenges brought by global climate changes. It is almost certain Zimbabwe will not get its fair share of the assistance because of the country’s reputation of being corrupt and wasteful.

A Zimbabwe government audit report showed that 90% of the aid the country received following the Ida Cyclone two years ago was either wasted or looted. 90%!

It is interesting to note that last week, when President Mnangagwa was polishing up his Glasgow speech, the UN Special rapporteur, Ms Alena Douhan, told him Zimbabwe address its underlying problems and stop using sanctions as an excuse for its failures.

“Time is ripe for the sanctioning states and key national stakeholders to engage in a meaningful structured dialogue on political reform, human rights and the rule of law and abandon rhetoric on sanctions as an advocacy tool,” said Ms Douhan.

“Zimbabwe will reduce greenhouse gases by 40% by 2030!” From a regime that has failed to deliver free election in 41 years!

“We Are Sleep Walking Into Another Violent Revolution”

By Patrick Guramatunhu- “Emmerson Mnangagwa’s panicky administration has deployed hundreds of police officers, many in riot gear, in Harare amid fears of an imminent uprising, it has emerged,” reported Zimeye.

“Security sector sources revealed that in addition to the cops, who have maintained a heavy presence in Harare’s central business district (CBD) for over a week, the government has also secretly deployed significant numbers of undercover agents, mainly from the Central Intelligence Organisation (CIO) to gather intelligence.

“The deployment comes at a time the governing party, Zanu PF, has been spooked by MDC Alliance Nelson Chamisa’s trailblazing nationwide campaign which it has sought to violently thwart.

“It also comes amid a general apprehension occasioned by growing discontentment over worsening economic problems.”

It is ironic that the one of justifications for the November 2017 military coup that toppled Robert Mugabe was to end the economic meltdown and avert the threat of social unrest to protest economic hardships.

It is four years this month since the November 2017 coup and the economic recovery has not materialised. Mnangagwa’s much heralded “Zimbabwe is open for business!” has failed to attract the flood of investors because by the country is still a pariah state ruled by corrupt, incompetent and vote rigging thugs.

MDC leaders have failed to implement even one democratic reform to stop the vote rigging when they had the golden opportunity to do so during the 2008 to 2013 GNU. And since the GNU debacle, they have participated in the flawed and illegal elections for the sake of the few gravy train seats Zanu PF has gave away as bribe. Zanu PF needs the opposition to participate to give the rigged election process some credibility and, by extension, give vote rigging Zanu PF legitimacy.

MDC leaders have known they cannot win rigged elections and have banked on the people staging street protests to vent their frustration over rigged elections and/or worsening economic hardship and finally boot Zanu PF out of office. Zanu PF knows this is the only real threat to end the regime’s iron grip on power hence the reason regime is always on the edge ready to  ruthlessly crash all civil unrest, peaceful or otherwise.

Last week the regime rounded up war veterans, many of them in the 60s and some could hardly walk let alone throw a stone at the regime. They were voicing their anger over government’s repeated failure to increase the pension. They receive a pittance US$ 90 per month in a country whose PDL is US$ 650 per month!

The triple tragedy with MDC’s street protest strategy are:

  1. If MDC had not sold-out and remained focused and implementing the democratic reforms, Zimbabwe would have had free, fair and credible elections by 2013 at the lasted and out of this mess. As it is we are still stuck with Zanu PF and it could be many more moons before the long awaited street protests finally happen.
  1. Street protests are going to be a violent confrontation, the people, MDC and Zanu PF know that; there will be lost property, broken limbs and lost lives. It is sobering thought that this would have been avoided if only MDC had implemented the reforms.
  1. The street protest will, no doubt, deliver some political change but not necessarily all the democratic changes the nation wants and so the nation will end up with a weak political system that will deliver mediocre government for generations to come. At worst, the street protests may mark the beginning of endless national fragmentation and infighting as has happen in Libya.

It is disheartening to note that SADC, EU, USA and anyone with democratic sense have all argued for the reforms to be implemented BEFORE elections.

It is the MDC leaders who have insisted in participating in the flawed elections under the pretence the opposition have devised “winning in rigged elections (wire) strategies”. The people of Zimbabwe have believed this nonsense time and time again even after 42 years of rigged elections.

One thing is certain Zimbabwe’s economic meltdown is taking a heavy toll on the nation with unemployment a soaring 90%, basic services such as education and health care all but collapse, 49% and rising of the population now live in abject poverty.

The situation cannot continue and, by refusing to implement democratic reforms, the only other way to deliver change is violence civil unrest and/or another military coup.

We are sleep walking into yet another violent revolution whose outcome is anyone’s guess!

Road Safety Facts
