The teacher, Achford Moyo of Mukore High School, is reportedly terrorising CCC members.
“Achford Moyo a teacher at Mukore High school is leading a terror campaign against ccc members after the death of ZANU pf councillor Nathan Zeya Sibanda who was buried on Saturday in Bikita South ward 8.
Moyo and the other ZANU pf youth are now causing havoc in ward 8.
We are afraid our people are now sleeping in bushes because they fear their homes will be burnt by Moyo and his thugs,” a CCC official said.
A gold buyer who punished a Chinhoyi couple for selling him fake gold worth US$24,000 will spend Christmas behind bars after he was arrested for taking the law into his hands in revenge.
Donald Chiwenga (45) is accused of holding hostage Eric Marangarire and Mercy Maphosa after establishing they had sold him 480 grams of fake gold.
Court heard he also forcibly took the couple’s four vehicles to make up for what they had done to him.
Chiwenga appeared before Harare Magistrate Dennis Mangosi and was remanded in custody to January 21 next year.
The National Prosecuting Authority (NPA) alleges Chiwenga purchased 480 grams of fake gold worth US$24,000 from Marangarire and Maphosa.
Court heard he only realised it was fake when he was smelting it in Kwekwe.
Infuriated by this, Chiwenga planned a pay back by putting the law into his own hands.
He allegedly the couple held hostage and forced them to sign agreements of sale of their four vehicles to his name in the presence of a lawyer.
The cars include a Mercedes Benz, Honda Fit, Toyota Hilux and Toyota Corolla.
Harare City FC player Jerry Chipangura (24) has been convicted for dealing in dangerous drugs after he was found in possession of 40 grams of crystal meth [mutoriro] earlier this year.
GOGO Plaxedes Mashasha did not attend the burial of her 80-year-old husband, Gideon, in Gwanda last week after she was remanded in custody for not reporting his death.
Sekuru Gideon’s decomposing body was found in their Zengeza 3 home, almost a week, after he died.
Their 39-year-old son Grant was found in the ceiling of the house he had been confined to for over 10 years.
Gogo Plaxedes is set to appear in court on Friday for her bail application.
She made headlines for going about her daily business, with the decaying body of her husband in the house, and son, Grant, in the ceiling.
Family spokesperson, Nobuhle Mashasha, said Grant also did not attend his father’s burial.
He is still receiving psychological care following a decade of forced confinement in the house.
Government is crafting an enabling legislative framework for establishment of municipal courts across the country, giving council police officers arresting powers.
The impending laws would specify how municipal cops and members of the Zimbabwe Republic Police (ZRP) collaborate to bring sanity in major cities and towns.
Addressing journalists during a post Cabinet briefing Tuesday, acting Information Minister, Jenfan Muswere said a purse had been availed to empower councils to enforce by-laws.
Municipal courts are expected to preside over land allocation disputes, cases involving illegal vending, traffic offences, among other functions.
“Accordingly, devolution funds will be available to the Harare City Council and other urban municipalities for the purpose of strengthening the local authorities’ law enforcement capacity.
“Meanwhile, the relevant legislation is being reviewed for the ZRP and municipal police to work together more efficiently, and for the establishment of Municipal Courts,” said Muswere.
Regarding investigation and prosecution of land barons, Muswere said 347 arrests were made, and 91 cases were before the courts, while 57 had since been finalised, with six convictions having been secured.
He said Cabinet adopted the progress report on implementation of Phase 2 of the Enhanced Emergency Preparedness and Disaster Management Programme, which was presented by the Vice President Constantino Chiwenga.
Under the project to regularise dysfunctional, illegal and irregular settlements, government has prioritised construction of flats at Dzivarasekwa in Harare and Senga in Gweru, with a target of at least two relocation sites in each city or town.
“Construction works on the four blocks of flats funded by government at Dzivarasekwa have now progressed to 65, 8% of completion.
“Roads and sewer construction are each 95% complete, while the car park and culvert are 75% and 100% complete, respectively. Overall progress on the four blocks at the Senga Former Messengers Camp in Gweru stands at 31, 75%.
“Cabinet wishes to highlight that payments to contractors for budgeted infrastructural projects are being expedited, following the completion of value-for-money and due diligence exercises which were being undertaken on the projects,” the minister said.
On mapping of settlements against approved layout plans, the public was advised that significant progress had been achieved.
“Following the successful mapping of settlements at Caledonia, Hopley, Saturday Retreat, Cowdray Park, Retreat Farm, Gimboki (Mutare) and Karoi, the Zimbabwe Geospatial and Space Agency (ZINGSA) has further mapped settlements at Eyecourt, Eyerstone, Chizororo, Derbyshire and Granville.
“The next stage involves verification of settlements to determine those which conform to planned land-use in order to allow for regularisation, followed by issuance of title deeds.”
Muswere also highlighted the Second Republic was addressing concerns of planned settlements without adequate basic services.
“In that respect, it will be recalled that focus has been on addressing infrastructure provision on an initial 16 Garikai/Hlalani Kuhle settlements identified countrywide.
“Highlights include the commencement of works at the Lupane Local Board Garikai/Hlalani Kuhle site and the completion of engineering designs for onsite infrastructure such as sewer and roads at the Gwanda Garikai/Hlalani Kuhle site.”
He said government noted and sternly warns against the sprouting of settlements on State-owned land.
The minister said punitive action would be taken against those, including politicial leaders, found in breach of the country’s rural and urban land use laws.

By-South African President Cyril Ramaphosa has said his fate is in his party’s hands, in his first comments since an official report on a scandal over money stolen from his farm. Opponents have called for his resignation after a panel of legal experts concluded he may have broken the law. On Saturday, Mr Ramaphosa’s spokesman suggested he would fight on. The president has now said the party top brass should decide his next move. The leaders of the governing Africa National Congress (ANC) met in Johannesburg to discuss the findings of the report. Speaking outside the venue for the meeting, the president said that his fellow members of the National Working Committee had given him permission not to attend “so that they’re free to express themselves as openly and as thoroughly as possible without any form of fear or favour”. ANC’s larger decision-making body, the National Executive Committee (NEC), is meeting today. “It is up to the National Executive Committee, which I am accountable to, to take whatever decision,” Mr Ramaphosa told journalists. The scandal erupted in June, when a former South African spy boss, Arthur Fraser, filed a complaint with police accusing the president of hiding a theft of $4m (£3.25m) in cash from his Phala Phala game farm in 2020. Mr Ramaphosa admitted that money had been stolen, but said it was $580,000, not $4m. The president said the $580,000 had come from the sale of buffalo, but the panel, headed by a former chief justice, said it had “substantial doubt” about whether a sale took place. The panel’s findings have been handed to parliament, which is set to examine them and decide whether or not to launch impeachment proceedings against the president. On Saturday, Mr Ramaphosa’s spokesman Vincent Magwenya said the president was “not resigning based on a flawed report, neither is he stepping aside”. “It may be in the long-term interest and sustainability of our constitutional democracy, well beyond the Ramaphosa presidency, that such a clearly flawed report is challenged,” he added. Mr Ramaphosa is also under pressure from the opposition, as well as rivals within the ANC, to resign. The scandal is especially damaging for Mr Ramaphosa because he came to power vowing to clear up the corruption which had dogged the country under his predecessor, Jacob Zuma. The ANC remains deeply divided between supporters of Mr Zuma and those who back Mr Ramaphosa. State Media- More than 70 percent of Zimbabweans eligible to vote have registered and are already on the voters roll, the chief elections officer of the Zimbabwe Electoral Commission, Mr Utoile Silaigwana, has told Parliament.
He said those trying to cheat the system were being picked up and thwarted.
The ultra-modern biometric registration system had nailed those trying to register more than once, apparently trying to collect incentives being offered by some non-governmental organisations and civic society groups who were mobilising people to register to vote.
Mr Silaigwana was last Thursday giving oral evidence before Parliament’s portfolio committee on Justice, Legal and Parliamentary Affairs, chaired by Makoni South MP Cde Misheck Mataranyika (Zanu PF), had invited ZEC and other units and entities under the Ministry of Justice, Legal and Parliamentary Affairs to hear their views on what they had been allocated next year in the Budget.
While ZEC’s system, said Mr Silaigwana, had been flushing out the multiple applicants, but this was not before the NGOs and civic society organisations had made noise accusing ZEC of registering fewer people than applied.
He said some machines ZEC used in remote areas might not be online at the time of application and the anomaly would only be picked when the information had been transmitted to district offices.
“We have discovered most of them are already on the voters roll. Perhaps they were mobilised. You will find that because we are not online at the point of registration, then they have to export that information of the registrants.
“But when this gets into the system that is when we see that we have registered 30 percent of those who have applied. I do not know whether this is because there are incentives that are given to voters,” he said.
“Countrywide, if you look at the statistics of the census, we have registered over 70 percent of people. If you go by province, I know that in Matabeleland North province, we have registered over 82 percent of the potential voters.
“So strictly speaking the number of people who are not registered in the country but who are eligible, there are around 30 percent or less.”
The census figures would give ZEC the numbers of citizens aged 18 or over and who are resident in Zimbabwe, the criteria to register as a voter. The actual names of those citizens cannot come from the census as that information is confidential, but ZEC, along with everyone else, can find out how many adult citizens live in each province, district and urban area.
Although the pre-delimitation blitz was completed, any resident adult citizen not on the roll can register at any time and is allowed to vote in the next election or by-election for their area right up to the last few weeks before the poll.
Mr Silaigwana said there was need for financial support for ZEC to carry out intensive voter education to ensure that people were empowered with information and civic rights. Voter education was a factor that anchored stability in a country. If people were armed with information, that might help in reducing conflict.
“One of the issues we have seen over the years is that if we do not conduct effective voter education several things will come up. This country needs stability more than anything else for growth to take place.
“If our people are voter educated to understand their constitutional rights as far as voting is concerned they will tolerate different views and public opinion in terms of their political standing and then that will reduce the conflict in the country,” said Mr Silaigwana.
“We think that voter education empowers people to think rationally and also reduce issues that might cause some misunderstanding within our communities.
“So if we do not have enough money in that regard it means instead of having six people for voter education in a ward we might have two. Some of our wards stretches to 100km and if we have seven days, for example for the process, it becomes very difficult.”
The engagement of stakeholders away from election periods was critical so people would be thinking objectively as polls approached, hence the need to continuously fund ZEC even in times when there were no elections.
“We believe that because of results and issues that emerge in different engagements, we need to be capacitated so that we engage more particularly off election periods. That is when people tend to listen better. During election periods, self-centredness, personalities and temperatures will be high,” he said.
The $101 billion allocated to ZEC in the 2023 Budget would 68 percent of requirements. -state media
By- Zambia’ has introduced load-shedding due to low water levels in lake Kariba.
Zambia Energy Minister Peter Kapala has announced that ZESCO, the local power utility, will commence load shedding on 15th December.
Kapala said the water levels in Kariba dam have been reducing on account of low inflows from the Zambezi river and over-utilisation of water to sustain power generation has also worsened the situation.
According to Lusaka Times, the Minister said load management will be undertaken for a period of four months aimed at rationing water in the dam in order to avoid a complete shutdown.
He said as of 28th November 2022, the water levels were at 4.1 per cent of usable water storage saying this threatens power generation for both Zambia and Zimbabwe.
Delivering a ministerial statement in Parliament on 2nd December 2022, Kapala said:
ZESCO will implement a load management regime aimed at rationing power generation at the Kariba Complex to avoid a complete shutdown. This will be done with the view to minimize the impact on key economic sectors as well as preservation of the integrity of generation units at the Kariba Complex.
We anticipate that based on the water levels, this will translate into a load management regime starting on 15th December 2022 of up to a maximum of six (6) hours daily until the water levels improve.
He said the proposed measures will be phased and revisited from time to time over the next four months in order to ensure the security of the electricity supply and mitigate the impact on the economy.
Kapala spoke after the Zambezi River Authority had directed Zimbabwe Power Company to immediately ensure that Power generation activities at the South Bank Power Station are reduced to a maximum of 300MW instead of 600MW.
ZESCO will reduce generation at Kariba North Bank Power Station to a maximum of 800MW until further review of the substantive Hydrological outlook at lake Kariba.
The Kariba Lake is designed to operate between 475.50m and 488.50m of water above sea level (asl) for purposes of hydropower generation.
For the year 2022, ZRA allocated a combined total of 45 Billion Cubic Meters of water to ZESCO and ZPC for power generation at the Kariba Complex. The allocation was to be shared equally between ZESCO and ZPC with each utility to utilize 22.5 Billion Cubic Meters of water respectively for the year 2022.
Former City of Harare chief building inspector Roy Nyabvure, in court for breaching his employer’s housing procedures, has accused the State of refusing to release the transcript of the court proceedings to enable him to challenge his refusal of bail.
Without the transcript, Nyabvure’s lawyer Millicent Moyo said her client cannot challenge the court’s decision.
The accused is currently admitted at a private hospital under police custody after he was denied bail by magistrate Taurai Manuwere in a case where Pokugara Property, owned by businessman Ken Sharpe, reported him to police for criminal abuse of office.
The arrest was despite that Nyabvure is a State witness in another case where land developer George Katsimberis is suing Pokugara, Sharpe, Aleshina Tatiana and some council officials for perjury,
Nyabvure was arrested at court before he could testify against Sharpe after Acting Deputy Prosecutor-General Michael Reza wrote to the police claiming the former council official had finished testifying.
Nyabvure is both a State witness and an accused in a case based on the same facts.
According to the State, Nyabvure allegedly unprocedurally approved a building plan for the construction of a showhouse in Borrowdale, Harare, in 2018.
Nyabvure’s lawyer Millicent Moyo told the court that they had been denied access to transcripts from the day his client was denied bail.
“I wish to place on record that we are facing challenges in accessing transcripts on proceedings of this matter. We have made requests for a photocopy of the record and transcripts, but initially, we were advised that there were power cuts and part of the proceedings were not recorded,” Moyo said.
“The transcriber advised that they were going to deal with that. When we followed up again, we were advised that the court writing was not clear, hence they failed to type. We were told that was the reason why the transcript is taking so long to be available.”
The State said it was in the process of recording a procedure statement from the City of Harare and asked that the matter be remanded to December 15 for a possible trial date.
Sharpe is embroiled in other legal disputes with Katsimberis.
Katsimberis is accused of having constructed a showhouse without approved architectural plans which resulted in it being demolished.
After the destruction of the showhouse, Katsimberis reported Pokugara Property and City of Harare officials for perjury and malicious damage to property.
Former Finance minister Tendai Biti has accused a Harare businesswoman of abusing state institutions, including the Office of the President and judiciary, to protect her business interests and fight opponents.
Biti, who is also the opposition Citizen Coalition for Change deputy leader made the claims on Friday at the Harare magistrates’ courts where he wants his case of verbally assaulting the businesswoman Tatiana Aleshina referred to the Constitutional Court.
Aleshina is a business partner of property developer Ken Sharpe and she accused Biti of verbally assaulting her after a court appearance two years ago.
The former minister also dragged in Zanu PF secretary for finance Patrick Chinamasa and Information ministry permanent secretary Nick Mangwana into the case, saying their comments following his arrest showed that his accuser wielded a lot of influence in top offices.
Biti said letters from Aleshina that form court records in a litany of cases against Sharpe have exposed her links with the executive as well as her influence over the judiciary.
She said Aleshina used her influence over the Office of the President and judiciary to secure a deed of settlement signed between Sharpe’s company, Augur Investments and Local Government minister July Moyo in 2019 that legalised the takeover of vast tracts of land in Harare.
Biti said the deed of settlement also granted criminal immunity to Sharpe, Aleshina and their associates, Michael Van Blerk, and Alexander Sheremet, among others.
He said due to Aleshina’s influence, the Harare City Council was forced to withdraw criminal charges against Van Blerk.
“In 2019 Van Blerk was prosecuted,” Biti said.
“Sharpe and Sheremet were fugitives during the time,” he said. “One of the prosecutors was Mr Michael Reza (acting deputy prosecutor general) and the matter was withdrawn due to the influence of Tatiana Aleshina.”
He said an application of exception was made, but was dismissed by the court after the execution of the deed of settlement.
This, Biti said, was after Aleshina evoked the deed in a letter to the then town clerk Hoseah Chisango.
“It’s sad that the first issue I have is the clear blatant abuse of the Office of the President, the highest office in the land and this name calling is an abuse to the state institutions. How on earth is someone safe? That’s why my application is important,” Biti said.
“These are judicial proceedings. Why are we politicising these proceedings? That’s a clear abuse of state institutions.
“Only the National Prosecuting Authority has the power to withdraw any matters, not the Local Government ministry.”
He produced a letter by Sharpe’s lawyers, Chinawa Law Chambers, who also invoked the deed of settlement, demanding the withdrawal of charges against Van Blerk, because of the criminal immunity provided by the deed.
“We are lucky that we have black-and-white evidence about the judicial and executive interference by the complainant,” Biti added.
“Why am I being prosecuted by a regional court and what happened for my case to be talked about d by Mr Chinamasa of Zanu and how?
“Why was it tweeted by Mr Mangwana (Nick Mangwana)? This only shows that she’s powerful.
“The power of interference of Aleshina is illustrated by George Katsimberis in that application.
“Where the state is prosecuting two different persons on the same sets of facts where Katsimberis is being prosecuted and the same state is prosecuting Van Blerk, Pokugara and others on the same facts,” Biti said.
“Katsimberis’s matter was dismissed on a technicality.
“Their main reason was that his lawyers had used the wrong forms in making a chamber application.
“So, the court did go on the merits. And in fact, the issue of merits is concurrently before this court.
“Our institutions are not safe from the complainant.
“The Office of the President and our judicial service are not safe.
“ I, therefore, request that this matter be referred to the Constitutional Court in terms of section 100 of the constitution.”
Katsimberis is suing Sharpe and his aide, Michael John Van Blerk as well as top Harare City Council officials for perjury and malicious damage to property after the local authority demolished his show house.
The breach of contract is seen to be a consistent pattern, said Biti.
“If you take, for example, Katsimberis and Sharpe entered into an agreement,” he said.
“ Sharpe entered the agreement as Pokugara Pvt Private and formed a company, Ecofriendly Pvt Ltd.
“Katsimberis spent a lot of money, but Sharpe cancelled the agreement on 11 January 2018 on the basis that the agreement is invalid because Katsimberis entered into the agreement with Pokugara Pvt Ltd yet his company is Polugara Properties
“The fraud comes into play in this way, you can’t enter into an agreement yourself as X and tomorrow you come and say, I am not X, I am Jameson and the agreement I signed with you is a nullity.
“This is fraud.
“In my case, I must ask the following. What powers and influence did she use to get me prosecuted on an assault charge in the regional court?
Biti explained how Fairclot constructed 2.7 km of the road but was never paid and how the company was given land in Pomona as security.
Magistrate Vongai Muchuchuti-Guwuriro postponed the case to December 15.
By- Veteran Zimbabwean golf coach Roger Baylis has died.
Baylis died on Saturday in Harare.
He was 84.
The country’s top-ranked professional golfer Scott Vincent led the tributes for Baylis yesterday immediately after winning the Asian Tour’s International Series Order of Merit following his top-10 finish at the Indonesia Masters.
The win earned Vincent a permanent place on the lucrative LIV Golf Series for next year and the Zimbabwean star acknowledged he would not have reached such lofty heights without Baylis’ mentorship. He spoke to NewsDay:

Baylis was born in Gloucester in the west of England in 1938 and only discovered golf at the age of 20.
He moved to Zimbabwe in 1979 to take up the role of professional golfer at Warren Hills Golf Club.
Baylis then moved to Chapman Golf Club in 1986, where he was the head professional until he retired recently.
Baylis helped establish the careers of some of the country’s leading golfers such as the Vincent brothers Scott and Kieran and former US PGA Tour campaigner Brendon de Jonge.
Other names that also come to mind include the likes of Mark Cayeaux, Gary Thompson, Bruce McDonald, Nyasha Mauchaza, Clive Nguru and Ray Badenhorst, as well as top amateurs Keegan Shutt, Tafadzwa and Margaret Nyamukondiwa and David Amm to mention but a few.
In total, Baylis, a recipient of the Lifetime Achievement in Golf award by the Zimbabwe Golf Association (ZGA), coached over 80 youngsters who subsequently turned professional over a period of 40 years.

NewsHawks report that the First Lady will get Treasury financial support under tourism advocacy and awareness, according to the National Budget statement presented by Finance minister Mthuli Ncube this week. “In an effort to improve tourism awareness in communities, the First Lady together with the line Ministry, contributed to the diversification of the tourism product base through the introduction of Gastronomy Tourism by promoting traditional foods and cuisines. “The National Cookout Competitions will be cascaded to district levels and upgrading to regional (Sadc) level,” reads the budget statement. The First Lady launched the competitions in 2020 to promote uptake of traditional dishes, a programme that she has since handed over to the ministry of Environment, Climate, Tourism and Hospitality. The First Lady has also been penetrating the health sector through her Angel of Hope Foundation, which saw her being named Ambassador of Health in 2018. She has also been involved in diplomacy — roles that are set aside for diplomats, the minister of Foreign Affairs and the President, among other officials. This month, she met with Iranian Foreign minister Hossein Amir-Abdollahian, where they discussed on expanding and deepening relations between the two countries, work that is reserved for diplomats and the President. Amir-Abdollahian said ties between the two countries continue to grow and expressed hope that, in the near future and with the holding of the 9th meeting of the Joint Commission on Cooperation between the two countries, relations in all fields will further develop. The recent mention in the budget, and involvement in governance is also ironic, considering that the November 2017 coup was partly justified by the need to resist former first lady Grace Mugabe who was dabbling in party and government business. Writing from exile in South Africa before the coup, Mnangagwa said Grace was controlling party and government business. “This party is now controlled by undisciplined, egotistical and self-serving minnows who derive power, not from the party, but from only two individuals in the form of the first family who have now privatised our beloved institution. “I now urge all the genuine members of the party to determine for themselves who between the three of us, including your wife, is the real culprit is destroying our party,” he said.

One of Andre Ayew’s daughters was reportedly rushed to a hospital in Qatar, after she collapsed when the Ghana captain missed a penalty in the defeat to Uruguay yesterday.
The Black Stars were awarded a first half penalty and Ayew stepped up, but his effort from 12 years was saved by Uruguay goalkeeper Sergio Rocket.
One of the Al Saad star’s daughters, who is 7 seven years old, is reported to have collapsed and rushed to a nearby hospital.

WHO highlights high cost of physical inactivity in first-ever global report 19 October 2022 News release Geneva Reading time: 3 min (815 words) Almost 500 million people will develop heart disease, obesity, diabetes or other noncommunicable diseases (NCDs) attributable to physical inactivity, between 2020 and 2030, costing US$ 27 billion annually, if governments don’t take urgent action to encourage more physical activity among their populations.
The Global status report on physical activity 2022, published today by the World Health Organization, measures the extent to which governments are implementing recommendations to increase physical activity across all ages and abilities.
Data from 194 countries show that overall, progress is slow and that countries need to accelerate the development and implementation of policies to increase levels of physical activity and thereby prevent disease and reduce burden on already overwhelmed health care systems.
Less than 50% of countries have a national physical activity policy, of which less than 40% are operational Only 30% of countries have national physical activity guidelines for all age groups While nearly all countries report a system for monitoring physical activity in adults, 75% of countries monitor physical activity among adolescents, and less than 30% monitor physical activity in children under 5 years In policy areas that could encourage active and sustainable transport, only just over 40% of countries have road design standards that make walking and cycling safer. “We need more countries to scale up implementation of policies to support people to be more active through walking, cycling, sport, and other physical activity. The benefits are huge, not only for the physical and mental health of individuals, but also for societies, environments, and economies…” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “We hope countries and partners will use this report to build more active, healthier, and fairer societies for all.”
The economic burden of physical inactivity is significant and the cost of treating new cases of preventable non-communicable diseases (NCDs) will reach nearly US$ 300 billion by 2030, around US$ 27 billion annually.
Whilst national policies to tackle NCDs and physical inactivity have increased in recent years, currently 28% of policies are reported to be not funded or implemented. Considered a “best buy” for motivating populations to combat NCDs, the report showed that only just over 50% of countries ran a national communications campaign, or organised mass participation physical activity events in the last two years. The COVID-19 pandemic has not only stalled these initiatives, but it also affected other policy implementation which has widened inequities in access to and, opportunities for, engaging in physical activity for many communities.
To help countries increase physical activity, WHO’s Global action plan on physical activity 2018-2030 (GAPPA) sets out 20 policy recommendations – including policies to create safer roads to encourage more active transport, provide more programmes and opportunities for physical activity in key settings, such as childcare, schools, primary health care and the workplace. Today’s Global Status report assesses country progress against those recommendations, and shows that much more needs to be done. One critical finding in the Global status report on physical activity is the existence of significant gaps in global data to track progress on important policy actions – such as provision of public open space, provision of walking and cycling infrastructure, provision of sport and physical education in schools. The report also calls for weaknesses in some existing data to also be addressed.
“We are missing globally approved indicators to measure access to parks, cycle lanes, foot paths – even though we know that data do exist in some countries. Consequently, we cannot report or track the global provision of infrastructure that will facilitate increases in physical activity, “said Fiona Bull, Head of WHO Physical Activity Unit. “It can be a vicious circle, no indicator and no data leads to no tracking and no accountability, and then too often, to no policy and no investment. What gets measured gets done, and we have some way to go to comprehensively and robustly track national actions on physical activity.”
The report calls for countries to prioritize physical activity as key to improving health and tackling NCDs, integrate physical activity into all relevant policies, and develop tools, guidance and training to improve implementation.
“It is good for public health and makes economic sense to promote more physical activity for everyone,” said Dr Ruediger Krech, Director Department of Health Promotion, WHO. “We need to facilitate inclusive programmes for physical activity for all and ensure people have easier access to them. This report issues a clear call to all countries for stronger and accelerated action by all relevant stakeholders working better together to achieve the global target of a 15% reduction in the prevalence of physical inactivity by 2030.”
Data for the report are drawn from the WHO Noncommunicable Disease Country Capacity Survey (2019 and 2022) and the WHO Global status report on road safety (2018).

By A Correspondent | Mystery surrounds the whereabouts of the controversial self styled whistle-blower, Susan Mutami folllowing an eletric period of exposing ZANU PF and Zimbabwean President Emmerson D Mnangagwa and rallying the public around that cause, between June and August 2022. Mutami is now nowhere to be seen. Since the period of the United Nations she went off social media and off friends.
So what really happened to the whistleblower who could have easily helped to lift the plight of abused minors? ZimEye searches around all over Brisbane, among friends, family, and even on the Twitter website that became her attack base against people like Marry Mubaiwa who ended up being amputated following Mutami’s false allegations, Susan still cannot be found.
ZimEye checks with Susan’s mother, Rebecca Mutami, whose phone is switched off soon after picking up the journalist’s voice. Soon after that call, the mum’s Facebook posting stops completely for months running into December, not a single dot can be seen.
ZimEye turns to Susan’s young sister, the 20 year old Kundai, whose phone is swiftly switched off soon after the ZimEye journalist has introduced himself.
“How are you Kundai? I am looking for Susan,” our reporter asks, to which she replies by demanding to know,
“Who is calling?”
The call is terminated upon announcement of ZimEye.
Afterwards, another local Australian Correspondent tasked by ZimEye tries her luck, only to report back saying that the phones are ringing but none of the two, (mother and young sister) are picking up.
So was Susan Mutami killed? If anything happened to her at least her brother, still to be contacted, would have notified the world, a source tells ZimEye.
To somewhat confirm this, an intelligence agent provides possibly the clearest detail on Susan Mutami’s whereabouts. “The last time I spoke with her she told me that she is now changing her number because she has to avoid people,” they tell ZimEye. ZimEye was still to be given Susan’s “new phone numbers,” at the time of writing as promised.
So what really happened to this whistleblower who also says she is an anti terorism expert and who was going to make announcements at the UN General Assembly in September exposing her former boss and one time “boyfriend”?
Something happened to her which is more than money, a state agent tells ZimEye. The whole sequel begins in 2020, when Mutami got pregnant twice in a year to 2 different men, amid a long string of others in the same 12 month period.
She would also in the same year threaten to ‘rape’ Simba Chikanza’s own father (94) during interviews.
The below is a trail of event twists that involved high profile ministers caught between two scandals, one on the sale of stands, and one of trappings using Susan who was self proclaiming to be an anti-terrorism expert.
It was all triggered when earlier in the year, the Special Anti Corruption Unit head, Thabani Mpofu was close to arresting Local Govt Minister, July Moyo over the alleged sale of stands in Harare, Kwekwe and Gweru for his own benefit.
There were several beneficiaries listed on this reported scandal who are in the ministry of Justice; so to hide this, a quick plan was hatched to get Mpofu fired.

Mpofu, who leads the controversial taskforce, was swiftly accused of authoring letters for MDC Alliance Vice President Tendai Biti advising the opposition icon on ways of navigating through the justice system.
Close sources allege that, when this was about to happen, the Norton MP Temba Mliswa went over to president, Emmerson Mnangagwa to advise him to ignore the calls to fire Mpofu; doing this in order to settle scores with the enemy of an enemy (Mliswa had heard that Thabani Mpofu had been set up by July Moyo, Owen Ncube, and Virginia Mabhiza). Mliswa has had several bones to chew with Thabani Mpofu. Mliswa reasoned with Mnangagwa saying: how could Thabani Mpofu author letters for MDC Deputy President Tendai Biti in this age and time when he could simply pick a phone call.
Parallel to all this, Temba Mliswa was the subject of an ongoing probe in which he was entangled with ex girlfriend, Susan.
Facts became clear mid February that, Susan Mutami, the centre of the axis, was used to incriminate Mliswa.
Mutami is an enigma. She claims she bedded the late SB Moyo, Killer Zivhu, Temba Mliswa. She even openly announces saying she has bedded Emmerson Mnangagwa.
She says she has Mliswa’s twins, while at the same time naming her son after his arch enemy, Owen Ncube.

Polite Kambamura, the Mining Deputy Minister (they were engaged). Walter Chikwana, Secretary for the Judicial Commission (they had a civil partnership in 2020), and ZANU PF MP, Hon Kenneth Musanhi (see pictures).
Furthermore, an affidavit seen by ZimEye states in addition that she was already pregnant way before bedding Mliswa in 2020

The affidavit, certified by the Judicial Services Commission (JSC), shows that as at around March 2020, she was still engaged to another man, who works inside the JSC, Mr Walter Chikwana.

The man was reached for a comment but wouldn’t speak or respond to questions.
The affidavit states that Mutami was carrying a pregnancy to another man at the end of March 2020. In the affidavit, her boyfriend, Mr Chikwana says:

He then goes on to say he is the legal guardian of SB Moyo’s Child (full name redacted-in accordance with the Children’s Act on the paper).

” I am also the legal guardian of (name withheld), and our unborn child as of date. Attached hereto is a copy of my identification.”

The affidavit was signed on the 24th March 2020.

The development puts burden on Mutami to explain the timing drama surrounding her two pregnancies (to different men) which are within months of each other.

She also says that she is the holder of two Australian degrees of which she has none, and also makes false claims that she is the winner of Australia’s CEO awards. During interviews with Mutami, ZimEye reveals how that her claims to university courses are baseless.

She is also put to task on her CEO Awards claim, and it is revealed that she was only a passerby at the function who posed in front of a camera holding someone else’s award. (SEE RGM INTERVIEW BELOW)
Her ex lover, Mliswa has maintained his allegations that he was set up by the Central Intelligence Organisation in order to incriminate him using Susan Mutami.
After all this, she is stopped while trying to leave the country, and then she is put under the custody of the Central Intelligence Organisation. Mutami is held for possessing details on the attempted assassination of the president and killing of three aides at the White City Stadium, then she is whisked out by two powerful ministers who have close links to the president, July Moyo (local governments), Owen Mudha Ncube, minister of state security. After being whisked out without knowledge of the mother body of the CIO, she then starts to attack to the Director General of the CIO, who she claims she once dated, then threatening to release secret information on the cabinet, Politburo and a number of other official secrets, while on the same tweet, absolving the two ministers, July Moyo and Owen Mudha Ncube.
At this time, July Moyo is under investigations for parceling out land, a case being probed by Thabani Mpofu’s SACU organisation.
July Moyo is very close to permanent Secretary Mrs Virginia Mabhiza and Kumbirai Hodzi, the prosecutor General. At the same time, Thabani Mpofu’s SACU is having clashes with the Prosecutor General. There was a collusion between the Prosecutor Gen and July Moyo to get Thabani Mpofu fired. The PG and July Moyo then approached the president Emmerson Mnangagwa to pass allegations that Thabani Mpofu has advised Biti.
The event trail is as follows:
Thabani Mpofu is accused of writing WhatsApp letters to MDC Alliance MP Tendai Biti giving him advice on how to return to parliament, and this makes the president very angry. At this time, Mnangagwa has also been told by Perm Sec Virginia Mabhiza, and Prosecutor Gen Kumbirai Hodzi, to ignore the request to arrest Minister July Moyo on land fraud.
Mnangagwa then summons Thabani Mpofu to State House where he is dressed down. It is reported that Mpofu has been fired. ZimEye contacts Mpofu who tells this news network, it’s not true at all. Are you my employer?, Mpofu fires a question while answering to the report.
Soon afterwards, Temba Mliswa who is naturally against Mpofu, comes to the rescue of Mpofu to tell the President that Mpofu has been set up. Thabani Mpofu also gets support of the CIO DG Isaac Moyo. This angers July Moyo who together with Owen Ncube sponsor Susan Mutami to tweet ‘some dirt’ on Isaac Moyo while absolving July Moyo and Owen Ncube publicly, on the Twitter website.
State security sources report saying Mutami was whisked out of Zimbabwe through the Beitbridge Border post. ZimEye requests paperwork to confirm that the escape was truly through that border post. No date is provided, but by end of April 2021, she is now safely in Australia.
Both Owen Ncube and July Moyo are contacted for a comment, and their phones are put down soon after hearing the interview questions.
Responding to the state security reports, Mliswa denies ever approaching Mnangagwa to assist Mpofu. He tells ZimEye: “Mpofu, Matanga, Mudha, July Moto, and Ziyambi Ziyambi are all one and the same, working hand-in-hand.”
It surfaces that Mutami is an agent of July Moyo and his team to settle their matters with Director General, Isaac Moyo. Thabani Mpofu then suddenly comes out the victim of the two warning camps.
By this time, the development has raised questions on how safe Zimbabweans are when ministers and two officials are using a woman to settle their personal scores. Is Zimbabwe is being run by people controlled by bottom power, or is it that Susan Mutami has some ability to capture all these people, or she is so dazzling to control the nation’s top government officials?

Where are Mliswa twins you said you gave birth?, Why do you seem skipping from one high profile man to the other?, where is the proof of your nursing degree? Why on earth did you threaten to rape Simba Chikanza’s father?, Where is the proof that you are a famous person who won the Australian CEO awards?, Susan Mutami bounces out to announce that she was raped by Emmerson Mnangagwa.
During her tweets, she also accuses the mother if 5, Marry Chiwenga, saying she (contrary to clear video evidence) attempted to kill her husband the Vice President, allegations that would get Marry amputated after being denied her passport for a medical travels.
She also accuses her former lover, Mliswa of raping a minor who eventually died from an abortion.
On her widely attended Twitter space, Susan Mutami accuses journalists who have asked her these pertinent questions of being state Agents, going to the point of claiming Simba Chikanza whose father she threatened to assault, was paid by the military intelligence.
She then promises to fly to the UN General Assembly to expose Mnangagwa and connect with the masses over her allegations.
The whole nation starts to expect her to dress down the 80 year old ZANU PF leader in front of the world. ZimEye maintains its caution stating that Mutami cannot be genuine, and the Queensland Police where she claimed she has registered a police case have announced that the number she publicised is not even a police case reference.
Her Twitter account stops posting by the end of August 2022 and in the whole of September, there is not a mention of Mutami at the UN General Assembly.

By A Correspondent- The Law Society of Zimbabwe (LSZ) has taken a keen interest in reports that rich and politically exposed persons are bribing their way to obtain law qualifications at the University of Zimbabwe (UZ).
Section 53(g) of the Legal Practitioners Act provides that the LSZ shall encourage and promote the study of law and jurisprudence.
Last month, a UZ law degree examination paper leaked, lifting the lid on corruption at the faculty.
Students at the university had previously clashed with lecturers at the law faculty over the Bachelor of Substantive Laws (BLS), where the recent exam paper leak was traced to.
Harare police provincial intelligence officer Superintendent Vigai Maunganidze is out on bail following his arrest after he was allegedly caught with a leaked UZ law examination paper.
It is alleged that Maunganidze, who was supposed to sit for the exam, shared the paper via WhatsApp with Madombi, a Defence ministry official and third-year BLS student at UZ.
Madombi allegedly shared the examination paper with Zanu-PF director of information Tafadzwa Mugwadi.
LSZ said it was demanding answers over reports of corruption in the law faculty at UZ.
The LSZ has not been formally made aware of the alleged examination leakage at the UZ law faculty,” LSZ corporate communications officer Richard Chidza said in an emailed response to The Standard on Friday.
“The Society has, however, taken the initiative to write to the university requesting further information on the alleged leakage and the extent thereof in order to take an informed position on the issue.”

Under the Legal Practitioners Act, the LSZ regularly visits law faculties across the country to assess the content and structure as well as administration of the law degree.
By A Correspondent= High Court judge, Justice Benjamin Chikowero, has lashed out at jailed former minister, Petronella Kagonye after she sought Supreme Court’s intervention in her appeal against imprisonment, stating that the magistrate who jailed her was too clement.
Chikowero said this while delivering judgement after Kagonye applied for leave to appeal at the Supreme Court.
This was after her application against conviction and sentence was trashed by High Court judges of appeal.
Chikowero said courts should set an example that committing a similar offence will not be a walk in the park to would be public office offenders.
“I am not at all persuaded that there is a reasonable prospect of success in arguing that the sentence imposed induces a sense of shock. It appears the trial court actually erred on the side of lenience,” said the judge.
“The learned judge suspended a third of the custodial term on the usual condition of good behavior. She did not end there. She went on to suspend a further eight months imprisonment on condition that the applicant paid restitution to leave the period of incarceration at 16 months if the applicant effects full restitution.
“Considering the court’s tough stance in sentencing high ranking officers convicted of corruption related offenses, the applicant, it seems to me, was indeed fortunate relative to sentence. The application for leave to appeal to the Supreme Court be and is dismissed in its entirety,”he ruled.
Kagonye is locked up at Chikurubi Female Prison after she was found guilty of theft of trust property.
The former minister was slapped with a three year jail term by a Harare magistrate but was left to serve 16 months effectively after part of her sentence was suspended on condition that she pays US$10 000 restitution to Postal and Telecommunications Regulatory Authority (Potraz) and does not commit a similar offence in five years.
Kagonye was convicted of theft after she was found guilty of personalising 20 laptops that were meant to benefit schools in her Goromonzi South constituency through the e-learning project.
She was given the laptops 20 laptops through Potraz and was given the discretion to choose the schools she wanted to benefit for purposes of the e- learning project.
Kagonye then authorised her brother, Evans Kagonye to collect on her behalf.
While fully aware that she had to donate the 20 laptops to schools in her constituency, Kagonye decided to donate three laptops to a school for the physically impaired in Ruwa and misappropriated the other 17.
Kagonye was initially charged with theft, criminal abuse of office as well as fraud.
However, she was acquitted of the other two at the close of the State.
The judges who dismissed her appeal also ruled Kagonye was a disgrace to society.
They said, “She became an obstacle to social development.
By A Correspondent- The illegal cutting down of trees for the production of charcoal is putting a huge strain on Zimbabwe’s fragile forests, reported VicFallsLive.
Charcoal is produced by heating wood to high temperatures in the absence of oxygen and is used for cooking and heating.
The use of charcoal in Zimbabwe has been rising steadily over the last few years especially in towns and cities due to rolling power cuts.
Mazia Dube a Hwange resident, delivers charcoal at one of Hwange’s busiest truck stops, Truck Inn Stop in the Cinderella area from where it is loaded to Bulawayo bound haulage trucks.
Dube is hired by different people, who illegally obtain the charcoal from the forests in Hwange’s Madumabisa village to deliver the product at the truck stop.
He says on a good day he can make as much as US$100 from the charcoal deliveries with the business reaching its peak during winter.
Zimbabwe reportedly loses about 60 million trees – some 33 000 hectares of forests – every year.
Mthelisi Sebele, an ecologist with the Forestry Commission in Matabeleland North, said:
Throughout the province, Hwange has become a hotspot, especially in areas such as Madumabisa Lubangwe and Matetsi up to Dete along the Nyantue River and Dinde.
The problem has been proving difficult to control since it started from Hwange around Deka Drum and spread in other areas from 2000 to 2010.
It has even spread to Victoria Falls and other areas controlled by the Zimbabwe Parks and Wildlife Management Authority, rural district councils and the Environmental Management Agency.
Sebele said in 2021, 158 people from Matabeleland North and Bulawayo were arrested and fined for trading in charcoal. He said:
In Hwange, we confiscated 505 bags of charcoal and made 20 arrests, and in Dete we repossessed 690 bags and arrested 50 people.
In Lupane seven bags were also confiscated and 39 people got arrested for that offence while in Bulawayo and Victoria Falls a total of 69 people were arrested and 25 bags of charcoal were confiscated.
Currently, anyone caught selling firewood and charcoal can be fined US$59 or sentenced to a year in jail.
But Trymore Ndolo, a Victoria Falls Combined Residents Association member, said instead of arresting people who are involved in the illegal trade of firewood, authorities should set up a hub where people can sell the firewood at a very affordable price. Said Ndolo:
Here in Ward 11, we have over 1000 people who have no access to electricity in their homes and some of them are poor and unemployed. So sending them to jail or imposing a stiff fine is unjustified.
By A Correspondent- As a fluent English speaker, Indian-trained nurse Deepa was surprised to learn she had to sit a language test to practise in Britain, her home for many years. She was even more shocked when she failed it – not just once, but 11 times.
Deepa’s story is hardly unique – estimates suggest thousands of qualified nurses in Britain are barred from practising because they cannot pass an English exam which they say even some native speakers would fail.
One former National Health Service (NHS) hospital chairman described the situation as “barking mad”, adding that it smacked of racism.
The nurses – mostly from Asian and African countries – say their skills are being wasted at a time when Britain’s creaking NHS is battling massive staff shortages and high burn-out rates, exacerbated by the COVID-19 pandemic.
Next month, Britain’s nurses will stage an unprecedented strike over pay and “unsafe staffing levels”.
Agimol Pradeep, a senior nurse who has led calls to reform the language assessment system, said anecdotal evidence suggested 8,000 nurses were in Deepa’s situation. Many are trapped in low-skill, low-pay jobs in hospitals and care homes.
“Some have failed more than 15 times, but they speak perfectly good English and communicate confidently and clearly with patients and colleagues,” Pradeep told the Thomson Reuters Foundation.
“Many, especially those with intensive care experience, told me they were very frustrated they couldn’t use their skills during the pandemic when the NHS was under immense strain.”
Pradeep said some senior NHS staff – dismayed by the nurses’ situation – had tried the test themselves, and failed it, despite being native English speakers.
PATIENT SAFETY
The Nursing and Midwifery Council (NMC), the profession’s regulatory body, requires overseas trained nurses to sit a language test before they can register in Britain, unless they are from a “majority English speaking country”.
It said a high standard of English was crucial for “safe, kind and effective” patient care.
But some nurses said the exam setting was artificial and the pass mark set too high. Others from countries where English is widely spoken questioned why they needed to take a test when their training had been in English.
Deepa, 41, a nursing assistant at a hospital in southern England, said it made no sense for the NHS to spend large sums recruiting new nurses from abroad when it already had a big pool of experienced nurses it was not using.
“They’re crying out for nurses, but we’re already here. It’s very frustrating,” said Deepa, who asked not to use her full name. “My colleagues know I’m fully qualified. They all want me to use my skills.”
But things may be about to look up. Following a public consultation this year, the NMC has announced some changes, which it estimates will allow up to 3,000 more nursing and midwifery professionals to register annually.
The move comes amid a rapid rise in recruitment of overseas nurses to plug gaps in Britain’s health service. England alone has about 47,000 unfilled posts.
In the year up to March 2022, about half of the 48,436 nurses registering with the NMC were trained overseas, up from about one in seven four years ago. About two-thirds come from India and the Philippines, and thousands from countries across Africa.
The NMC accepts two international language tests – the IELTS and the OET – which both score applicants on reading, writing, speaking and listening. Although the exams are external, the NMC stipulates the pass grades.
From next year, it is introducing reforms to the resit process for those who just fail.
In certain circumstances, it will also accept an employer’s testimony about an applicant’s language abilities if they have worked for at least a year in a health or social care role in Britain, and either received their training in English or narrowly failed the test.
However, the NMC rejected calls during the consultation to lower the pass mark, but said this would be kept under review.
“Of all health and care professionals, nurses and midwives spend the most time with patients … It’s therefore essential that everyone joining our register has strong English language skills,” said NMC strategy director Matthew McClelland.
FINANCIAL BURDEN
While some nurses sit the test in Britain, many have to take it in their home countries before they can get a work visa.
Last year the Kenyan media reported that 97% of nurses who had applied for jobs with the NHS failed the language test.
The Zimbabwean Midwifery and Nurses Association in Britain said it was particularly concerned about the cost of the test, which exceeds many nurses’ monthly salary in poorer countries and risks sinking them into debt.
One Zimbabwean nurse with two decades of experience, now working in an NHS surgical ward, said she spent nearly $2,000 on taking the test four times – about 10 months’ salary.
The 42-year-old said she had to set up a sideline business and borrow money to cover the test fees, exam coaching and long journeys to the test centre.
She suggested nurses should only have to retake the sections they fail, not the entire exam, with the resit cost lowered accordingly.
“The system is very unfair,” she said. “People really struggle to raise the money.”
Some nurses questioned whether a classroom exam was the best way to assess practical communication skills in a clinical setting.
Lubos Tranta, 43, a British citizen who recently trained as a nurse in his native Czech Republic, said the system was too rigid.
Tranta, who has dyslexia, failed twice despite being a fluent English speaker who has spent years in Britain, has a British university degree and is married to an American.
“They need to be more flexible,” he said. “The NHS is wasting the skills of talented nurses.
By A Correspondent- Finance minister Mthuli Ncube on Thursday allocated the highest vote of ZW$631.3 billion to the education ministry in an attempt to appease restive teachers ahead of next year’s general elections.
The troubled Health and Child Care ministry, still smarting from the Covid-19 pandemic, was allocated ZW$473.8 billion for the provision of medical services to citizens, the second-highest allocation. Most of the country’s health facilities, including major referral hospitals such as Parirenyatwa, Sally Mugabe and Mpilo hospitals are in a bad state while basic medication is in short supplies.
Patients across the country are being asked to purchase medical sundries and drugs for themselves because supplies are not available at most institutions. The Agriculture ministry was allocated ZW$362.5 billion.
The ministry has over the years played a critical role in helping to mobilise support for Zanu-PF by luring votes from rural farmers who benefit from state-funded farming programmes.
The distribution of inputs in some rural areas is along party lines, with Zanu-PF supporters being assisted while in many cases opposition activists are denied.
“Primary and Secondary Education has been allocated ZW$631.3 billion to provide quality infant, junior and secondary education, with the bulk of the allocation going towards the payment of salaries for teachers and other learning costs . . .
“Lands, Agriculture, Fisheries, Water and Rural Development has been allocated ZW$362.5 billion, most of which is for programmes that ensure food security in the country, such as agriculture input support under the Agriculture Productive Social Protection Scheme, management of the Strategic Grain Reserve, water harvesting and irrigation development,” said Ncube.
Teachers play a critical role in elections, as they both vote and play the role of polling officers. Since the beginning of the year, the educators have been up in arms with the government, demanding a pay increment.
In February, the teachers declared incapacitation ahead of the opening of schools, demanding that government act swiftly on civil servants’ poor salaries to enable the educators to resume their normal duties.
In an interview with The NewsHawks, Amalgamated Rural Teachers’ Union of Zimbabwe (Artuz) president Obert Masaraure (pictured), however said Ncube’s latest 2023 budgetary allocation to the Education ministry would not appease the educators.
“The money allocated for the education sector won’t be enough to pay teachers a minimum salary of US$540 per month. Teachers will remain underpaid. The education money also fell short of our 20% expectation in line with the Dakar Declaration,” he said.
Masaraure added that the government must do more to meet the Dakar Declaration threshold.
“Our advocacy for improved budgetary support towards education is bearing fruits. If we are to use the total quantum of expenditure excluding loan repayments, support towards education goes to almost 15%. We urge government to raise support towards the 20% Dakar threshold,” he said, “Unfortunately, this amount won’t be enough to appease teachers who still expect a minimum of US$540.” Takavafira Zhou, the Progressive Teachers’ Union of Zimbabwe (PTUZ) president, was also not happy with the budget.
The education budget at 14% of the total budget falls far short of a development budget and does not resonate with the Dakar Agreement of a budget hovering above 20% of national budget for the ministry of Primary and Secondary Education,” Zhou said.
“Above all, it is in RTGS that lacks credibility and sustainability and is susceptible to hyper-inflation and erosion of value. One would have expected a budget in US dollars so that teachers could be guaranteed of a stable salary value and restoration of their purchasing power parity, pegged at US$540.”
“So the actual value of teachers’ salaries remains questionable, and until we see the restoration of US$540, there is very little traction from the 2023 budget. We also wonder whether this is the budget that can usher in free education as enunciated by government as it falls far short of supporting more than 4.6 million pupils in schools, infrastructural development and implementation of a vibrant and skills revolution implied by the updated curriculum,” he said.
In other allocations made by Ncube, the Office of the President and Cabinet (OPC) which houses the Central Intelligence Department (CIO), was allocated ZW$161.7 billion.
Ncube said the money will “cover overall government supervision including cost of engagement and re-engagement efforts currently underway, some of which will be undertaken by the Presidium.”
The Defence and War Veterans ministry, which is usually pampered, was allocated ZW$331.1 billion for maintenance of defence and security, as well as to ensure the social and economic wellbeing of war veterans, according to Ncube.
The Parliament of Zimbabwe was allocated ZW$47.8 billion to cover its activities while the Public Service, Labour and Social Welfare got ZW$91.6 billion, with Ncube saying the money will mainly be for social protection programmes, such as Basic Education Assistance Module, drought mitigation, harmonised cash transfers, as well as support towards people living with disability, among other social interventions.
The Finance and Economic Development ministry got a share of ZW$259.9 billion towards the formulation of macro-economic policies and national development plans, as well as mobilisation and management of public resources.
The budgetary vote also includes a contingency reserve of ZW$74.7 billion, as well as funding for parastatals under the ministry such as the Zimbabwe Revenue Authority, Zimbabwe National Statistics Agency, Printflow, and Zimbabwe Economic Policy Analysis and Research Unit.
Auditor-General Mildred Chiri’s office was allocated ZW$9.9 billion, mainly for audit of the accounts, financial systems, and financial management of public entities.
The Industry and Commerce ministry got an allocation of ZW$15.6 billion to cover support programmes for industry such as industrialisation, consumer protection and quality assurance.
The Mines and Mining Development ministry was allocated ZW$12.9 billion to cover sustainable mining development in the country, including mineral exploration and support to artisanal, as well as small-scale miners.
The Environment, Climate Change, Tourism and Hospitality Industry ministry has a provision of ZW$14.2 billion in the 2023 budget to cover development and implementation of environmental and tourism programmes, including environmental protection.
The Transport and Infrastructural Development ministry received an allocation of ZW$144.6 billion towards the development of transport infrastructure such as roads, airports, railway and ports of entry.
By A Correspondent- Zimbabwean musician, Charmaine “Sha Sha” Mapimbiro who is based in South Africa recalls she used to perform for US$50 in front of as few as five people.
Sha Sha who is now regarded as the Queen of Amapiano said that money was one of the challenges she faced when she marked on the musical journey. She told HYPE in an interview:
You just constantly don’t have money and you just constantly try to get the next paycheck and try to make sure you get heard; you perform for 5/6 people. It was crazy! Trying to get the paper, that was the hardest part ever.
And also, just for the music to be heard, that was a struggle. Being patient and waiting for that breakthrough but it’s just not happening. Seven years was quite a long time, worse off with your parents breathing down your neck, asking all sorts of questions and family gatherings with people asking “so, what do you do”.
Also, having to face that reality when people ask you, but well, nothing is happening. I just had to keep on keeping on, keep fighting and getting small jobs, events, and all. That must have been the hardest part, really.
I would say my lifestyle has changed. Back in the day, I used to catch taxis when I wanted to go to town. I didn’t have a car or anything. At some point, I remember being a waitress, a receptionist, I remember being paid 50 USD for a show. That was all the come up, and then eventually, now, it’s a different situation.
While she had since attained fame and some fortune, Sha Sha initially had not thought she was good enough to make it professionally until when her friends took one of her singles to the radio and it popped off.
Sha Sha also reflected on her upbringing, which saw her moving around various countries and cities within Zimbabwe.

Zimbabwe has won the bid to host the 7th Conference of Constitutional Jurisdictions of Africa – CJCA congress in 2024, where at least 48 countries will gather in Victoria Falls.
Participants at the just-ended 6th CJCA congress held from November 22-24, 2022, in Rabat, Morocco nominated Zimbabwe as the host of the next congress.
The countries that were in the running, in this case, Gabon, and Mozambique withdrew in favour of Zimbabwe.
That followed a presentation by the head of the Constitutional Court of Zimbabwe, Honourable Chief Justice Luke Malaba, which highlighted the success story of Zimbabwe’s constitutional transformation and marketed Victoria Falls as one of the best tourism destinations in the world.
That is indeed a vote of confidence in Zimbabwe’s constitutional transformation and a recognition of the progressive programmes that the Judiciary of Zimbabwe is undertaking.
It is also set to boost the country’s tourism sector. After hosting the conference in 2024, Zimbabwe will assume the responsibility of chairing the organization for a period of two years.
CJCA has a membership of (48) African constitutional jurisdictions. It was created on 8 May 2011 at the headquarters of the Constitutional Council of Algeria.
Its purpose is federating the courts in charge of the review of constitutionality. It adopted African mechanisms of constitutional justice, in a continental space that allows them to participate in the field that is theirs.
It seeks to promote and disseminate universal values and principles of the rule of law, democracy and human rights as enshrined in the preamble of the Constitutive Act of the African Union and national constitutions.
Preparations for the major event have already started and members of the Judicial Service Commission are working to ensure a successful continental gathering.

Delimitation in the context of elections in Zimbabwe is the fixing of electoral boundaries, the process of dividing the country into constituencies and wards for the purposes of electing persons as constituency members of the National Assembly and as councillors of local authorities.

The law governing this process is in terms of sections 160 and 161 of the Constitution and section 37A of the Electoral Act. So delimitation is a constitutional mandate which in Section 160 of the Constitution states that the Zimbabwe Electoral Commission (ZEC) must:
• divide Zimbabwe into 210 constituencies, for the purpose of electing Members of Parliament, and
• divide local authority areas into wards according to the number of members to be elected to the local authorities concerned.
It should be noted that the delimitation of constituencies is done only for the election of constituency members of the National Assembly. Senators and party-list members of the Assembly are elected on a provincial basis, and the boundaries of provinces are fixed by the President under the Provincial Councils and Administration Act as read with section 267 of the Constitution.
Section 161 of the Constitution sets out the way in which delimitations of constituencies and wards must be conducted.
So in short ZEC must conduct delimitations every 10 years, as soon as possible after a population census [section 161(1)].If a general election is held less than six months after a delimitation, the old constituency and ward boundaries must be used for the election [section 161(2)].
So far as possible constituency and ward boundaries must be delimited so that equal numbers of voters are registered in each constituency throughout Zimbabwe and in each ward of every council area [section 161(3) & (4)]. The number of voters in a constituency or ward can however vary by up to 20 per cent above or below the average to take into account the considerations mentioned in section 161(6)]. In delimiting constituencies and wards, ZEC must take into account considerations such as physical features, communications, the distribution of voters and community of interests between them [section 161(6)]. This means that a delimitation cannot be a purely paper exercise. ZEC’s officers must where necessary go out and look at physical features and must consult voters – how else are they to ascertain if there are communities of interests?
When ZEC has delimited constituencies and wards, it must send the President a preliminary report showing the new boundaries, and the President must lay the report before Parliament – i.e. the National Assembly and the Senate – within seven days. Within 14 days after that the President must refer the preliminary report back to ZEC for it to consider any issue raised by himself or Parliament [section 161(7) & (8)]. ZEC must give consideration to any issue so raised, but its decision on them is final [section 161(9)].
Once ZEC has prepared its final delimitation report it must send the report to the President, who must publish it in the Gazette within 14 days.
There is always someone throwing spanner’s in the engine of efficiency in Zimbabwe electoral process.
The delimitation process was last done in 2008 a lot of factors including bickering and unreasonable protests to delimitation contributed to the process being postponed despite a provision in the Constitution for it to be conducted every 10 years.
Now that the delimitation has been successfully completed the very people who complained about not having delimitation process are the ones now advocating for its postponement. It is clear that those advocating for restarting of the delimitation process only want to have Zimbabwe labelled as a country which does not respect its own constitution.
Those who are in the forefront of redoing the process are the ones who shout loudly about the rule of law. By following the constitution to the letter Zimbabwe is proving that it respects the rule of law and that it is indeed a constitutional fanatic to say the most. Ironically the ones casting aspersions and dark clouds on delimitation are the ones who have demanding delimitation on constitutional grounds.
By cancelling and ordering a restart of delimitation is literally saying the old delimitation of 2008 must be used.
The advocates of redoing delimitation are counter progressive agitators of violence and seeking to undermine the Zimbabwe’s constitutionalism. If the delimitation is to be done the old delimitation will be used.
Coming from the people who are crying about electoral reforms becomes ironic.
The process has been criticised for lack of transparency and being conducted in a very short time making it almost impossible for Zec to complete delimitation of constituency boundaries before the 2023 polls. This criticism is idiotic instead of applauding ZEC for doing the job in a short time they actually question ZEC for being efficient.
The delimitation exercise had to be completed by December, so that there will be enough time (to proclaim) boundaries.
It should be noted that
ZEC intensified awareness programmes on delimitation and this restored confidence in the electoral processes. To restart the process will be holding out to the people as confused indecisive system. Clamouring for redelimination is simply a ploy to undermine the Zimbabwean government and to expound the evil narrative that Zimbabwe is not embracing the rule of law.
It should be noted that the boundaries are critical for the impending 2023 general elections as they will ensure that there are equal voting strengths in wards and constituencies across the country. It is a shame that many people are turning the successful delimitation into a point of conflict.
Zimbabwe conducted a census a few months ago thereby paving way for the delimitation exercise. ZEC in the spirit of transparency published its delimitation road map, the election management body has provided much detail to show stakeholders where they are at on the road map. This is not a requirement but done anyway.
Section 161(2) of the Constitution says if a delimitation of electoral boundaries is completed less than six months before polling day in a general election, the boundaries so delimitated do not apply to that election. Instead, the boundaries that existed immediately before the delimitation are applicable.
In the case of Zimbabwe, these will be the boundaries drawn in 2008, which were used for both the 2008 and 2018 general elections.
We should bear in mind that the Zimbabwe Electoral Commission (ZEC) has corrected anomalies whereby some voters, by virtue of residential addresses, were categorised as belonging to wrong local council wards now the voters role reflects a high level of accuracy.
Commonly known as ‘mis-posting’, the irregularities have been commonplace in previous polls and registration blitzes, where eligible voters from the same geographic location appear on registers in different wards. With the just-ended delimitation exercise which now awaits presidential assent, ward boundaries have, in some instances, shifted while some wards have been either extended or reduced in size. The shifts mean some voters would fall under new wards, but without necessarily changing their voting centres. The public must take comfort in that ZEC had noted the discrepancies and likely challenges posed by the delimitation and they did the best they could in the just ended delimitation process.
It is important to note that delimitation is a fundamental process of the Electoral Cycle. The importance of demarcating boundaries is important in ensuring fair representation of the electorate. Delimitation is a technical process hence it is important that it is understood by all stakeholders. It is imperative that principles of the delimitation process which include; impartiality, equality of the vote, non- discrimination,representativeness and transparency are embedded in the legal framework, process and procedures of delimitation of electoral boundaries. Why is delimitation so controversial in our country.
The delimitation is a politically volatile issue. There is a misplaced concern by some people and several mainstream political parties. The concern has been that representation may be increased for some constituencies after the delimitation exercise, and not some thereby weakening their electoral fortunes.
The opportunity of redrawing constituencies has always been availed by the constitution. There is no constitutional luxury to conduct this important exercise without paying much heed to criticism by the stakeholders.
A new delimitation exercise will face the challenge of distribution of seats within the provinces the 210 seats will remain and are not to be increased or reduced.
After such a long time and a diligent exercise done by ZEC there is a pressing need for a careful, need to protect our constitution.
We should not be forced to abandon the work already done. We must frown at those calling for delimitation to be redone, we must be alive to the fact that in the short time remaining before the next election there is no hope to re do and finish within time.
There is more reason to be brave and resist calls for redoing it over again. We must realise that those advocating for the program to be done again are planning to hurt the nation. There is a point in asking who is to blame for this situation, because it is worth noting that there are people who are bent to prove that there is disregard for the law in Zimbabwe. As a result it will look like there is no proper delimitation and the democratic credibility of next year’s general election will be prejudiced. This will benefit the opposition who will say that there is a Disregard for the rule of law which leads inevitably to bad governance.
They intend to use this to question the legitimacy of the winning government.
Calls for re-doing of delimitation are a ploy to rig elections in seeking to have them declared illegitimate.
ZEC has done its work and within the time. We should now work towards elections and stop this culture of protest for no reason.
Home Affairs minister Kazembe Kazembe has been accused of influencing the return into office of two Mvurwi council officials suspended for alleged corruption.

and housing and community services officer Letwin Watambwa were on suspension after they were charged with corruption.
The duo was arrested early last year on allegations of corruption before they were suspended. They returned to office recently despite a pending court case.
Council chairperson Alderman Mazhambe confirmed that the two returned to work on November 28 under unclear circumstances.
“The two have returned to office although the law does not permit them to go back to office given that they have a pending court case,” Mazhambe said.
Residents claimed Kazembe’s front men were instrumental in the reinstatement of the two council officials.
“From the onset we were always told about the involvement of political giants in the case,” a resident who requested anonymity said.
“At first, the police failed to arrest them because of threats by some Kazembe allies who had warned the police that arresting Nyakudya and Watambwa was tantamount to dragging Zanu PF’s name into the mud.
“The officials were later arrested, thanks to some other powerful politicians from Zanu PF who declared that even the president was against corruption.”
According to court records, the two council officers were accused of illegally selling 200 housing stands to their connections including Zanu PF supporters.
The case has driven a wedge in the Zanu PF district structures with the town council chairman having been threatened and labelled a sell-out by some of his party members.
Contacted for comment, Kazembe said political foes in the ruling party wanted to tarnish his image.
“Find out exactly what transpired because I have no clue nor do I have any interests in that case,” Kazembe said.
“Go and tell whoever has paid you to tarnish my image to go to hell and he must not come back.
“Don’t you guys get tired of abusing my name?”

MDC Alliance president Douglas Mwonzora’s “unanimous” nomination as party president could be short-lived as one of his allies has approached the High Court challenging his nomination.
MDC Alliance secretary for programs and business Norest Marara said Mwonzora’s nomination by the party’s national council last month was unlawful.
Mwonzora was nominated as the sole presidential candidate ahead of the party’s elective congress slated for December 18 after elbowing out other contestants.
Marara and party national chairperson Morgen Komichi were some of the presidential hopefuls.
In his urgent court application dated December 1, Marara accused Mwonzora of flouting the party’s constitutional processes to have himself endorsed as the sole presidential candidate.
“The elective congress has now been set to rubber-stamp the purported election of the second respondent,” Marara submitted through his lawyers Mangezi Nleya and Partners.
He cited the MDC, Mwonzora, Komichi, Paurina Mpariwa, Chief Ndlovu, Vincent Tsvangirai, Julius Musevenzi, and Johnson Chawatama as respondents respectively.
“Now that the national council has unlawfully endorsed and imposed the second respondent the outcome of the congress is a foregone conclusion,” Marara argued.
“The second respondent has manipulated the electoral process in order to ward off competition.”
Mwonzora seized control of the MDC Alliance from Citizens Coalition for Change (CCC) leader Nelson Chamisa, and went on to claim all MDC names and emblems.
He had also outfoxed his former close ally and then acting party president Thokozani Khupe at the party’s extra-ordinary congress in December 2020 to claim the presidency.
Khupe accused Mwonzora of widespread rigging.
Mwonzora went on to expel Khupe from the party in Janaury this year.
Mwonzora also recalled a number of legislators and councilors who contested the 2018 elections under the MDC Alliance banner after they crossed the floor to the CCC.
Marara said his right to contest for the party presidency was under threat as he pleaded for a ruling overturning Mwonzora’s nomination.
“Applicant’s right to participate in the election is under serious threat.
“The harm to the applicant will be irreversible,” he submitted.
“Elections have cycles, and once a cycle goes by circumstances become irreversible.
“Once endorsed at congress as is intended, the second respondent will become party’s candidate for 2023 elections”.
“There is no other remedy which can afford applicants similar relief. The respondents are determined to exclude him from contesting in the election.
“There is no other way he can exercise his right to participate in the forthcoming election except with the intervention of the court.
“The congress is a few days away and if the court doesn’t intervene urgently, the applicant will be excluded from the electoral process,” he added.
In a certificate of urgency, his lawyer Cecil Mutsvandiani registered with Shava Law Chambers said his client may suffer irreparable harm if the courts do not intervene.
“No doubt the country has entered the electoral season.
“But these seasons come and go and once gone they can’t be recovered,” Mutsvandiani said.
“Whoever wishes to contest elections can only assert their rights before the election.
“Once the elections are done they become water under the bridge.”

Those convicted of rape or aggravated indecent assault will soon face minimum mandatory 15-year jail terms under proposed amendments to the criminal code set to be enacted to arrest the rising number of sexual assault cases.
A sex offenders’ register is also being considered.
Cabinet has approved amendments to the Criminal Law (Codification and Reform) Act to introduce stiff penalties for perpetrators of sexual violence.
Rapists will be sentenced to life imprisonment or “any definite period of imprisonment of not less than 15 years”.
Presently, the criminal code does not provide for a mandatory sentence for rape or aggravated indecent assault, which is defined as the sexual penetration of a victim, including men, without consent.
Official data shows an average 22 women filed rape cases daily between January 2020 and December 2021.
Police also claim more than 16 000 cases of rape were reported in the two years to December 2021, with 7 377 and 8 715 women reporting in 2020 and 2021, respectively.
The Criminal Law (Codification and Reform) Act considers performing sexual or anal intercourse with a female person without her consent as rape.
As part of the ongoing reform programme, the authorities are considering raising the statute of limitations — the time limit for filing charges against an alleged offender — for sexual offences to 40 years.
Section 23 of the Criminal Procedure and Evidence Act presently sets the prescriptive period for reporting offences such as rape at 20 years.
Plans are underway to set up a sex offenders’ register to monitor and control ex-convicts upon release from prison.
The Legal Aid Directorate in the Ministry of Justice, Legal and Parliamentary Affairs is being capacitated to provide free legal representation to those accused of rape and other offences to guard against substantial legal injustices such as wrongful convictions.
“Section 65 (“Rape”) (4) of the principal Act is amended by the repeal of paragraph (b) and the substitution of – (b) he knows that she has not consented to it or realises that there is a real risk or possibility that she may not have consented to it; shall be guilty of rape and liable to – if the crime was committed in aggravating circumstances, to life imprisonment or any definite period of imprisonment of not less than fifteen years; or if there are no aggravating circumstances, to life imprisonment or imprisonment for a period of not more than 15 years,” reads the Criminal Law (Codification and Reform) Bill exclusively obtained by The Sunday Mail.
Section 66 of the same Act will also be amended to provide for a 15-year mandatory sentence for aggravated indecent assault.
“For the avoidance of doubt if — the crime was committed in aggravating circumstances as described in Section 65 (2), the convicted person shall be sentenced to life imprisonment or any definite period of imprisonment of not less than fifteen years; or there are no aggravating circumstances, to life imprisonment or imprisonment for a period of not more than 15 years,” it adds.
In coming up with the new penalties, the authorities initially considered much stiffer mandatory penalties of up to 60 years but settled on a mandatory sentence less severe than those imposed on murderers.
In a ministerial statement to Parliament earlier this year, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said a less severe penalty would deter the rapist from murdering their victim.
“The ministry acknowledges that the sentence for rape and sexual offences must fully reflect the depravity and seriousness of the crime,” said Minister Ziyambi.
“The idea of mandatory minimum sentences is to punish the offender sufficiently before they are brought back into mainstream society.”
Mandatory sentences, he added, were supposed to deter criminals and repeat offenders.
“The level of such a mandatory sentence must not, however, be the same as the mandatory sentence for murder in aggravating circumstances because the rapist might then be motivated to murder his victim after he has raped her.”
The Parliamentary Portfolio Committee on Health and Child Care chairperson, Dr Ruth Labode, welcomed the proposed amendments.
“It is a welcome move, but we need to ensure that girls can access contraceptives, and we must not allow a nine-year-old to carry a pregnancy to full term. Such pregnancies must be terminated,” she said.
The Padare/Enkundleni Men’s Forum acting director (programmes development and fundraising manager), Dr Thando Makubaza, said deterrent penalties will send a clear message to would-be offenders.
“As Padare, we have zero tolerance for rapists. We do not believe that a rapist is a person who deserves forgiveness or a light sentence,” said Dr Makubaza.
“Right now, rapists are getting lighter sentences compared to those convicted of stock theft, and that is why you see cases of rape escalating.
“People are just doing what they want because the law is not stiff.
“There is nothing to scare people from committing this crime,” she said.
“The mandatory sentence should actually start from 20 years to life so that people can think twice before committing the crime.”
Once the Bill is passed into law, Zimbabwe will join several other African countries that prescribe mandatory sentences for rape.
In South Africa, the Criminal Law Amendment Act provides for a 10-year mandatory sentence for first offenders, 15 years for repeat offenders and 20 years for committing the crime for the third time.- state media
The families of two minors from Tsholotsho, Matabeleland North province who recently had a child have said there is no bad blood between them following the unfortunate incident.
The incident, which came to light last month after deoxyribonucleic acid tests (DNA) confirmed the 13-year-old boy as having impregnated his nine-year-old cousin, has shocked the country.
The two families also belong to the same clan. In addition, the DNA tests exonerated the father of the nine-year-old who was initially picked up by the police as a prime rape suspect. He, however, is still in remand prison and is set to appear in court this week.
A Sunday News crew travelled to Tsholotsho last Wednesday where they met the two families who were having a meeting discussing the matter. According to the paternal grandmother of the nine-year-old, who travelled from her South Africa base when the story broke, the parents of the 13-year-old boy had come to discuss the matter.
She said their coming together was to avoid distortions in the matter as they said there were inconsistencies in the manner in which the matter was reported in some media outlets.
“You found us in a meeting with the parents of the 13-year-old. They have come with their elders to acknowledge what had occurred between the two children following the publishing of the DNA results. They came in peace and we are happy with that. We are a family.
“We do not want people to say conflicting statements hence we are together here discussing the matter. There is nothing we can do, this is an act that was done by our children, it is nature though, we found it there and we will leave it there. We just do not want distortions,” she said.
It was also confirmed that the father of the nine-year-old was still in remand prison with the relatives revealing that upon his release they were going to convene as a family where the father would also help counsel the two minors.
“The father of the nine-year-old is not there so when he is released, he will speak to both his children. We are grateful that the children are safe, we were not expecting that a nine-year-old could give birth with no challenges, hence we are grateful to God for the miracle. We were not expecting it at all,” said another grandmother.
The paternal grandmother of the nine-year-old further said she was disturbed by accusations levelled against her son, saying as a family they had faced stigma within the community.
“My son was accused of evil things and I wonder where people got it from. I am surprised that there is a goblin that is being talked about, where is all that coming from? We are worried that such reports are being made. Do you know that I could not go to the well to fetch water in the village because of the stigma? I never attended school meetings because of the accusations against my son, all eyes were on us in this village. I am happy the truth is finally out that he did not rape his child,” said the grandmother.
There were reports that the minor girl had told counsellors that her father had told her that goblins would come in through the window at night and rape her, sentiments that have since been dismissed by the family.
“When we were told of the bulging stomach, we assumed she was just sick, nothing more, we encouraged the mother to take her to hospital to seek help. We were not very shocked initially when the stomach bulged because we had never imagined that a child could get pregnant. So, we actually assumed other things like witchcraft, fibroids and not pregnancy. We even prayed so much and she got prayers from other people trying to assist the ‘sick’ child. We all never imagined that she could be pregnant hence it was discovered too late at seven months and there was nothing we could do about it,” she added.
The father of the 13-year-old said the birth of the child was just mischief on the part of the children and will not dent their relationship as a family.
“The parents of the girl are not here so when they come to the village, we will talk about it but there is no bad blood between us, it is just mischief on the children’s part, we remain a family,” he said.
The paternal grandmother of the nine-year-old, however, said she hoped the minor would be separated from the newly-born child.
“I do not want the newborn and the mother to grow up in one place. She will not grow up well or take it well. There is no child that has a child in all fairness. She still needs to return to school and the school must be away from Tsholotsho so that no one recognises her, we are scared she will be stigmatised in the community.
“I do not know if those currently keeping the newborn will give us that child and we raise her, then give her to the mother when she is old enough and in a position to understand what happened. We are still pondering around the issue but we want the newborn to be with us,” she added.
The newborn was handed over to the care of foster parents and the Social Welfare Department. Health experts said the nine-year-old girl was able to fall pregnant due to early puberty, though it is a rare phenomenon. The young girl had also started her menstrual cycle at the early age of seven. – Sunday News
President Emmerson Mnangagwa pampered legislators and his cabinet ministers with loans ranging between US$40 000 and US$500 000 in order to avoid protest votes, commonly known as bhora musango, from within Zanu PF as well as win over the delicate intra-party factional fight with his deputy Vice-President Constantino Chiwenga, Zanu PF legislators say.
CCC president Nelson Chamisa, who has described the loans as bribes, also says the loans are Mnangagwa’s attempt to appease Zanu PF MPs ahead of next year’s general elections. He said the money is meant to silence legislators from speaking out against rampant corruption.
“You will be shocked to look at the money that they have been doling out and the trinkets that they have been giving, but, to silence members of Parliament they have had to give them US$40 000 each, but it is not so much about the CCC, it’s actually so much about Mr Mnangagwa trying to avert a bhora musango (internal sabotage) within Zanu PF because he feels that the MPs are going to vote for themselves, not campaign for him, but campaign for mukomana (Chamisa). But, to avert that, they have had to try and oil the palms of the members of Parliament and they couldn’t do it for Zanu PF only. From what I have investigated, they had to also do it for CCC,” Chamisa told a Zoom meeting organised by the party’s fundraisers on Wednesday.
The government recently gave legislators US$40 000 loans each while deputy ministers pocketed US$350 000 and ministers US$500 000.
Sources told The NewsHawks that the loans — far from cushioning MPs let alone the ministers who already enjoy hefty perks that include an all-terrain vehicle and a Mercedes-Benz sedan — are designed to achieve a sinister political purpose.
“It is all about the 2023 elections and number one’s (Mnangagwa) political strategy to hold onto power and push back any attempts at bhora musango (internal sabotage) by disgruntled MPs who have for long complained about poor conditions of service,” said a Zanu PF legislator.
“There were fears in number one’s mind that the Zanu PF MPs with influence from the Chiwenga camp would campaign just for themselves and encourage protest votes for him. The Chiwenga faction wanted to pursue this line by convincing the MPs that there was no point in supporting a leader who only cares for himself and his children who are into various corrupt deals than them at Parliament and cabinet.
“This becomes clearer if you look at the timing of the so-called loans which are coming barely a month after the party congress which further widened fissures when Chiwenga was totally shut out, leaving out his supporters seething with anger. So it is in two ways, to avoid the bhora musango by appeasing the MPs and again winning over Chiwenga supporters themselves and those sitting on the fence by projecting number one as caring for them than their factional leader (Chiwenga),” said a source.
In October this year, the disgruntled Zanu PF members of Parliament met Mnangagwa and Chiwenga at State House, where they complained bitterly about their incapacitation due to erratic payment of salaries, allowances and the non-provision of fuel. The MPs said the challenges they were facing were hindering their work and hampering visibility in their constituencies.
The legislators also complained bitterly over Finance minister Mthuli Ncube’s perceived hostility towards them.
Parliamentary sources made it clear to The NewsHawks at that time that Mnangagwa and his deputy were told that the visit was not a form of revolt but to tell them that they were incapacitated and financially paralysed, such that they could not effectively work for the President in their constituencies.
The MPs brought to the attention of Mnangagwa and his deputy that their car loans had been unilaterally reduced from US$80 000 to US$50 000 by Ncube.
The legislators also said they wanted assistance in acquiring houses or stands, given that ministers and deputy ministers had such privileges.
In addition, they complained about the government’s failure to provide accomodation to legislators coming from outside Harare, making it difficult for them to attend to parliamentary business such as debates and participation in Monday committee meetings.
They said the development was worrying ahead of the 2023 general elections.
“So, these loans are a result of that meeting. CCC legislators benefitted of course, but in the greater scheme of things, they do not matter,” said a Zanu PF legislator.
Pupurai Togarepi, the Zanu PF chief whip in Parliament, denied that there were fears of internal sabotage targeting Mnangagwa by Zanu PF MPs.
“Zanu PF MPs are solid behind President ED Mnangagwa. MPs are ware that they are deployed by the party from a pool of thousands of aspiring members,” he said.
Togarepi, who is the former Zanu PF secretary for youth, also said the party had settled on Mnangagwa being its 2023 presidential candidate and all structures were undivided in their support for him with no chances of sabotage from current MPs.
“Zanu PF is driven by its membership, not by MPs. Congress has elected President ED Mnangagwa as its candidate for 2023 and anyone who wants to come back to Parliament should rally behind the chosen one otherwise the masses will dump them. By- Two toddlers died during a baptism ceremony at Kubatanakwashe Faith Fellowship Church along Save River in Chipinge last Friday.
The church is located at Ndunduma Village in the Chibuwe area under Chief Musikavanhu.
The two children from the same village died soon after consuming the concoction that had allegedly been prepared by the church leader, Pedzanai Masapa during the church service.
The two children were identified as Taurai Zituta-Sithole (one) and Raymond Bote (11 months) and were both buried on Tuesday.
The Manica Postreported sources as saying Masapa had prophesied that something bad would happen to the Ndunduma children unless they were baptised.
Deputy Manicaland provincial Zimbabwe Republic Police (ZRP) spokesperson, Assistant Inspector Wiseman Chinyoka confirmed the incident. He said:
On November 25, Shangurai Chifadza (23) and Miriam Zvuihari (22) of Ndunduma Village went to attend a church service at Kubatanakwashe Faith Fellowship Church shrine in the same village.
The church leader, Pedzanai Masapa (43) of Masimbe Village told the congregants to go for baptism along Save River.
While at the river, Masapa prepared a concoction which was a mixture of milk, flour, and coarse salt, and made the children drink it before their baptism. This was according to their church doctrine.
Before giving the minors the concoction to drink, Masapa prayed for the mixture and drank it first. He gave it to 10 infants who were present.
However, a few minutes later, the two minors, Raymond Bote and Taurai Zituta-Sithole started producing froth from their mouths.
They were rushed to their homes and died upon arrival. The matter was reported to the police who attended the scene.
The bodies were taken to Chipinge District Hospital for post-mortem.
One of the bereaved parents, Mwadhana Zituta-Sithole, told The Manica Postthat post-mortem results revealed that there was no poisoning. He said:
My wife and our late son went to Kubatanakwashe Faith Fellowship Church for prayers together with other members of the community.
On this fateful day, our child looked fine, but I was surprised to see my wife returning home around 4 PM saying the boy had collapsed at church.
We tried everything to resuscitate him, but God had other ways and he died.
I cannot attribute his death to the concoction they were made to drink at the church.
There are some issues rocking the church that need urgent addressing. The matter is before the traditional leadership.
The church leader, Masapa, prophesied that a calamity would befall our children and this has come to pass.
The local traditional leader, Mutape Nzeka said the community elders will discuss how to cleanse the area.

An Odzi prophet allegedly snatched a married woman from her husband and has been staying with her for three months.

Gerald Masoni has been taking care of his two adolescent daughters after his wife, Ronika Mangure, eloped with Prophet Tafataona Marufu.
Masoni recently approached Acting Chief Zimunya’s court seeking recourse and said he is yet to come to terms with his separation from his wife.
He said his wife’s affair with Prophet Marufu, who was their neighbour, was the talk of the Arda Transau community for a long time until the two lovebirds cemented their relationship by eloping.
“These girls need their mother’s guidance. I think it will be wise for my wife to come back home and take care of her daughters. I am ready to forgive her if she comes back.
“How will I stay with these girls alone, especially as the country is awash with cases of girl child abuse? May this honourable court assist me,” he said.
“They were well-known lovebirds but I was shocked when she eloped with him. The two’s relationship was an open secret in the community as they had been dating for a long time.
“However, what upsets me the most is that this prophet is way younger than my wife and l. I honestly do not see what he sees in Mangure because she is already a grandmother while his family is still young,” he said.
Masoni and his wife have six married children as well as two adolescent daughters.
In response to Masoni’s pleas for her to come back home, Mangure said she is head over heels in love with Prophet Marufu.
She vehemently refused pleas from both the court and Masoni to take her two daughters with her or find them a safe environment where they can stay with a female relative.
“I honestly do not know why this court is acting like this. I am not the first woman to leave her family and marry someone else. I no longer love this old man. I will not be with him ever again no matter what he or the court say.
“I still love my children and I will take care of them from where I am. I left them with their father, why should I be afraid?” she asked the court.
“I have a new man and I love him so much. My old ex-husband is blackmailing me because he is holding on to my furniture, which I want back. He is refusing to surrender it back unless I revert to being his wife,” said Mangure.
Acting Chief Zimunya told Mangure and Prophet Marufu that he was not trying to separate them.
Instead, he asked Mangure to come with her parents to the court so that she could formally divorce Masoni.
“We are trying to find an amicable solution to your issue. Divorce cases are on the increase in this area and it is quiet worrisome. What is more saddening is that the people wrecking the marriages purport to be Christians, people that are looked up to by the society. What the prophet did is unacceptable. We will deal with the matter when we finalise these two’s separation.
“Your daughters were neglected by their mother and we urge you Masoni and your female relatives to take good care of the children as they are now vulnerable. Make sure that they do not suffer from any abuses,” said Acting Chief Zimunya.
The matter was adjourned to December 11 to allow Mangure to bring her relatives to court.

Ghana head coach Otto Addo has resigned from his position after the team’s elimination from the 2022 FIFA World Cup.
The Black Stars lost 2-0 to Uruguay on Friday to finish on number 4 in Group H and bow out of tournament.
Addo, who is a former Ghana international, announced his resignation in a press conference after the match.
“I said before, it was clear I would stop after the World Cup. At the moment, me and my family see our future in Germany, I like my role at Dortmund,” the gaffer said.
Addo works as “talent coach” at the Bundesliga club, where he previously played.
“I said I would resign after the World Cup even if we were world champions,” he added.
Addo’s departure means Ghana must move quickly to get a new coach in place before they continue their Africa Cup of Nations qualifying campaign in March.

WHO highlights high cost of physical inactivity in first-ever global report 19 October 2022 News release Geneva Reading time: 3 min (815 words) Almost 500 million people will develop heart disease, obesity, diabetes or other noncommunicable diseases (NCDs) attributable to physical inactivity, between 2020 and 2030, costing US$ 27 billion annually, if governments don’t take urgent action to encourage more physical activity among their populations.
The Global status report on physical activity 2022, published today by the World Health Organization, measures the extent to which governments are implementing recommendations to increase physical activity across all ages and abilities.
Data from 194 countries show that overall, progress is slow and that countries need to accelerate the development and implementation of policies to increase levels of physical activity and thereby prevent disease and reduce burden on already overwhelmed health care systems.
Less than 50% of countries have a national physical activity policy, of which less than 40% are operational Only 30% of countries have national physical activity guidelines for all age groups While nearly all countries report a system for monitoring physical activity in adults, 75% of countries monitor physical activity among adolescents, and less than 30% monitor physical activity in children under 5 years In policy areas that could encourage active and sustainable transport, only just over 40% of countries have road design standards that make walking and cycling safer. “We need more countries to scale up implementation of policies to support people to be more active through walking, cycling, sport, and other physical activity. The benefits are huge, not only for the physical and mental health of individuals, but also for societies, environments, and economies…” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “We hope countries and partners will use this report to build more active, healthier, and fairer societies for all.”
The economic burden of physical inactivity is significant and the cost of treating new cases of preventable non-communicable diseases (NCDs) will reach nearly US$ 300 billion by 2030, around US$ 27 billion annually.
Whilst national policies to tackle NCDs and physical inactivity have increased in recent years, currently 28% of policies are reported to be not funded or implemented. Considered a “best buy” for motivating populations to combat NCDs, the report showed that only just over 50% of countries ran a national communications campaign, or organised mass participation physical activity events in the last two years. The COVID-19 pandemic has not only stalled these initiatives, but it also affected other policy implementation which has widened inequities in access to and, opportunities for, engaging in physical activity for many communities.
To help countries increase physical activity, WHO’s Global action plan on physical activity 2018-2030 (GAPPA) sets out 20 policy recommendations – including policies to create safer roads to encourage more active transport, provide more programmes and opportunities for physical activity in key settings, such as childcare, schools, primary health care and the workplace. Today’s Global Status report assesses country progress against those recommendations, and shows that much more needs to be done. One critical finding in the Global status report on physical activity is the existence of significant gaps in global data to track progress on important policy actions – such as provision of public open space, provision of walking and cycling infrastructure, provision of sport and physical education in schools. The report also calls for weaknesses in some existing data to also be addressed.
“We are missing globally approved indicators to measure access to parks, cycle lanes, foot paths – even though we know that data do exist in some countries. Consequently, we cannot report or track the global provision of infrastructure that will facilitate increases in physical activity, “said Fiona Bull, Head of WHO Physical Activity Unit. “It can be a vicious circle, no indicator and no data leads to no tracking and no accountability, and then too often, to no policy and no investment. What gets measured gets done, and we have some way to go to comprehensively and robustly track national actions on physical activity.”
The report calls for countries to prioritize physical activity as key to improving health and tackling NCDs, integrate physical activity into all relevant policies, and develop tools, guidance and training to improve implementation.
“It is good for public health and makes economic sense to promote more physical activity for everyone,” said Dr Ruediger Krech, Director Department of Health Promotion, WHO. “We need to facilitate inclusive programmes for physical activity for all and ensure people have easier access to them. This report issues a clear call to all countries for stronger and accelerated action by all relevant stakeholders working better together to achieve the global target of a 15% reduction in the prevalence of physical inactivity by 2030.”

Rejoice Sibanda claimed whenever Shaimane Mambano visits her co-tenant at their rented home she would wake up in the middle of the night and bathe close to her bedroom window.
Watching her nak_ed has left her with more questions than answers and to make matters worse, Sibanda’s grandchildren would also be witnessing the bizarre spectacle.
Sibanda believes Mambano would be performing rituals and she has tried to engage her so that she stops her bizarre behaviour but to no avail.
As a result of that she engaged Western Commonage civil court to intervene in her case.

“I am applying for a protection order against Shaimane Mambano who is my co-tenant’s friend. She does strange things and I suspect she is involved in Satanism. She wakes up in the middle of the night and bathes outside the house just next to my window.
At times when I am not around she messes up the toilet and instructs my grandchildren to clean it. I have tried to engage her and instead of co-operating, she hurls insults at me and threatens to beat me up,” her affidavit reads in part.
Mambano did not attend the court session to defend her strange actions.
The presiding magistrate Prince Jeconia Ncube granted the protection order in Sibanda’s favour.
Mambano was barred from verbally abusing and threatening Sibanda and from bathing outside the house.
IMBABWEANS face yet another bleak festive season as prices of basic commodities, mostly foodstuffs, continue to rise with retailers citing the current power outages as the main driver of price increases.
Last year the COVID-19 pandemic which triggered global lockdowns which saw festivities confined to indoors.
The price of fuel has also been steadily going up, while the local currency has been gradually losing value on the official and parallel markets, driving up prices of goods and services as businesses seek to hedge against losses.
While the Zimbabwe National Statistics Agency (ZimStat) says annual inflation slowed to 255% last month from 268,67% in October, the situation on the ground could drive the figures back upwards.
A survey by NewsDay showed that most prices of basic commodities such as cooking oil, sugar, tea leaves and salt have marginally increased.
In downtown Harare, where prices are exclusively pegged in United States dollars, 2 litres of cooking oil which last week were at US$2,74 now range between US$2,90 and US$3, while Mazoe Orange Crush now costs US$3 from US$2,70 for a 2-litre bottle.
Clothing prices have also increased with a pair of jeans which were pegged at around US$9 or US$12 a week ago now costing between US$15 and US$20.
Retailers Association of Zimbabwe president Denford Mutashu said the increase was caused by power outages.
The power supply challenges emboldened by the punishing load shedding have resulted in marginal increases in basics and non-basics as production costs rise sharply,” Mutashu said.
Zimbabweans are enduring several hours without electricity as the power utility, Zesa Holdings, struggles to meet demand. The situation also looks bleak with prospects that one of the country’s major power suppliers, Kariba Power Station could go off grid as water levels in Lake Kariba are now critically low for power generation.
Zimbabwe’s largest electricity-generating plant is the Kariba Hydro Power Station.
Currently, it is producing 598 megawatts of electricity which is 65% of the total electricity production in Zimbabwe of 913MW.
On Tuesday, Cabinet said Energy and Power Development minister Zhemu Soda would issue a ministerial statement on the electricity crisis.
Consumer Council of Zimbabwe spokesperson Chris Kamba said he was in the bank and could not comment.
Efforts to get in touch with him afterwards were futile as he was not picking calls. Statistics on month-on-month inflation released by ZimStat on Wednesday showed that prices of meat, food, sea products and fruits increased in November.
“The food poverty line as at November 2022 stood at $21 652,27. This means that the minimum needs basket cost that much per person in November 2022. This represents an increase of 0,9% over the October 2022 figure of $21 454,60,” a ZimStat statement read.
“The Total Consumption Poverty Line for Zimbabwe stood at $28 516,73 per person in November 2022. This means that an individual required that much to purchase both non-food and food items as at November 2022 in order not to be deemed poor. This represents an increase of 1,3% compared to the October 2022 figure of $28 144,07.”
As the cost of living keeps rising, workers’ salaries in the public and private sectors have remained stagnant despite mounting calls for United States dollar-denominated remuneration.
Economist Prosper Chitambara also blamed power outages for the price increases.
“I would assume that it has been caused mainly by power outages the economy has been experiencing which probably had put pressure on companies in terms of the cost of production. Any power outages will have an adverse effect on the economy,” Chitambara said.
By A Correspondent The late Vice-President John Landa Nkomo’s son Sandlasami allegedly lost household property to his ex-girlfriend who reportedly broke into his house as punishment for dumping her.
A source close to the incident said Sandlasami broke up with his long-time girlfriend Tinevimbo Hove whom he was staying with at his home in Paddonhurst suburb in Bulawayo.
However, Tinevimbo who still could not accept that she was booted out of the love affair, devised means to inflict pain on him.
“At around 3pm on the day in question she teamed up with her friend Nyari Makoni and went to Sandlasami’s place. Upon arrival, they broke into the house and took a 42-inch TV, knives, plates, pots, microwave oven, curtains, and groceries,” said the source.
In a bid to apparently cause more pain to her ex-lover, Tinevimbo allegedly took Sandlasami’s cellphone and threw it into a bucket full of water.
“They ransacked the house and left things upside down,” added the source.

After that Nyari reportedly sent Sandlasami a WhatsApp message threatening him.
When contacted for comment Tinevimbo said: “I had taken wine and then I went to confront Sandlasami’s girlfriend unfortunately she was not there and we broke into the house and took the property that we bought together. It’s not like we stole but it was our property since I contributed to buying it.”
She, however, begged this reporter to drop the story.
“I don’t want our parents to know about this incident; may you kindly drop the story because it would put me in trouble,” she said.
Sandlasami said, “Why do you want to write the story, and do you think it’s worth writing.”
Prodded further to comment, he said: “I do not have a comment, and I don’t think it’s worth any attention.”
Police confirms investigating a fatal road accident where two people died on the spot while 10 others sustained various injuries.
The accident occurred at the 315 km peg along Harare-Bulawayo road on the 1st day of December 2022,” said Ngawagare.
According to the police, the driver of a kombi lost control of the vehicle after it burst its front tyre.
Explained Ngawagare; “Tendai Nkala was driving a green Toyota Hiace along Harare-Bulawayo road towards Gweru with eleven passengers on board who were going to a funeral in Lower Gweru.
Upon approaching the 315km peg, the vehicle’s rear right tyre burst and the driver lost control of the vehicle and veered off to the left side of the road. The vehicle overturned, rolled once and landed on its wheels.”
Two female passengers, identified as Lucia Mpofu (54) and Masuku Mubazisi ( 51) of Bulawayo, died on the spot while ten others sustained various injuries.
The bodies of the deceased were taken to Gweru Provincial Hospital mortuary where the injured were also admitted.
“The ZRP would like to urge members of the public to ensure that their motor vehicles are serviceable and roadworthy before embarking on a journey.
“Drivers are also urged to obey the rules of the road so as to minimize the loss of life through accidents,” said Ngawagare.

On Thursday, MDC National Executive Council member Norest Marara filed an urgent application with the High Court challenging Mwonzora’s unanimous Presidential candidature nomination.
The MDC National Council recently nominated Mwonzora as the sole presidential candidate for the Party’s 5th Ordinary Congress.
On 21 November 2022, party spokesperson Witness Dube said Mwonzora is now the Party’s duly elected presidential candidate for the 2023 general elections. At the National Council meeting, Chief Ndlovu was nominated 1st Vice President unopposed.
By A Correspondent- A 23 year old Chipinge man masqueraded as a Zimbabwe Schools Examination Council (ZIMSEC) official and swindled desperate examination candidates a total of $495 000 after selling them fake papers.
Kudzai Chireya appeared before Chipinge magistrate, Mr Alfred Chinembiri facing fraud charges on Wednesday.
He pleaded guilty to the offence and was sentenced to 12 months in prison.
Three months were suspended on condition of good behaviour.
The remaining nine months were suspended on condition that he performs 350 hours of community service at Birchenough Bridge Hospital.
Prosecuting, Mr Thulani Zondwayo said in October, Chireya hatched a plan to defraud unsuspecting prospective ZIMSEC candidates through a WhatsApp group he had created.
“Through his WhatsApp group named Mr Povo, Chireya said he was a ZIMSEC official and had access to both Advanced and Ordinary Level October 2022 to November 2022 examination question papers.
Chireya captured some screen shots of different examination papers using his cellphone. These included Mathematics Paper One and Two as well as English Paper Two.
“In order to access the aforementioned full examination papers, one had to pay $5 000 on his supplied Ecocash number, 0785588968,” said Mr Zondwayo.
Mr Zondwayo added that several desperate and unsuspecting Ordinary and Advanced Level candidates fell for the scam.
“The accused received a total of $495 000 from different complainants and he converted the money to his personal use. The offence came to light when ZIMSEC officials witnessed the alarming leakages of its examination papers and reported the matter to the police,” said Mr Zindwayo.
On November 29, police from CID Commercial Crimes Division in Harare pounced on Chireya and arrested him.
“They searched and recovered his cellphone which contained several Ecocash transactions made by examination candidates. Nothing was recovered,” said Mr Zondwayo.

By A Correspondent- Doctors based at Parirenyatwa Group of Hospitals, which is Zimbabwe’s largest referral hospital, have requested a meeting with authorities at the hospital over the deteriorating conditions.
In a letter addressed to the hospital’s chief executive officer Ernest Manyawu, the doctors said the hospital had no basic medicines, even for primary care. Part of the letter reads:
As healthcare practitioners, we spent innumerable years in school training to serve our people.
However, the critical lack of consumables in our hospital is rendering us ineffective as we can no longer deliver the services required at the tertiary hospital.
We often run out of and lack basic sundries which should be available even at primary institutions.
To mention a few, there have been shortages or lack of yellow cannulas, 5ml and 10ml syringes, sterile gloves, betadine, cotton wool strapping, catheters, and urine bags.
Our U&E machine (urea and electrolytes) is always down, the most common being no reagents, sometimes no water or it’s a mechanical issue.

By- The High Court has barred the Zimbabwe Electoral Commission (ZEC) from holding by-elections in five wards under Binga Rural District Council scheduled for 03 December 2022.
The by-elections have been suspended due to objections filed against the nomination of CCC candidates who are alleged to owe the local authority debts of over 120 days. High Court judge Justice Tawanda Chitapi on Friday, 02 December, granted an application by Collen Mudenda who was seeking the court to bar Mathias Mudenda, who was cited as the first respondent, and ZEC, which was cited as the second respondent, from going ahead with the elections. Ruled Justice Chitapi: The elections set for 3 December 2022 for the election of Councillors for Wards 6, 8, 10, 15, and 23 of Binga Rural District Council be and are hereby suspended. Meanwhile, ZEC said all other by-elections scheduled for 3 December will proceed. The by-elections will be held in Binga Ward 20 and in Gweru in wards 4, 5, and 18.

By-President Emmerson Dambudzo Mnangagwa has promoted 20 soldiers.
The soldiers were promoted from the ranks of lieutenant colonels to the rank of substantive colonel.
He also promoted 26 majors to substantive lieutenant colonels with effect from 23 November 2022.
The promotions were made in terms of Section 15 (1) (b) of the Defence Act (Chapter 11:02).
The newly promoted colonels and lieutenant colonels were conferred with their at separate investiture ceremonies held at Josiah Magama Tongogara Barracks (formerly King George VI Barracks) on Wednesday 30 November 2022.
The Chief of Staff Administration Staff Major General Matatu officiated at the conferment ceremony for the colonels.
Brigadier General Staff, Brigadier General Steven Gwekwerere presided over the conferment of new ranks to the lieutenant colonels.

Kariba South Hydro Power Station will no longer have to shut down even though it has exhausted its water allocation for this year, but is limited to an average of 300 megawatts, half what it was able to use before, until more water starts flowing into the lake.

Energy and Power Development Minister Zhemu Soda, giving the news for Kariba, said yesterday that Zesa Holdings was also pushing output at its thermal power stations to a total of 445MW, was seeking the independent power producers already on grid to maximise output, was seeking to improve imports, and was in the process of testing the new 300MW Unit 7 at Hwange Thermal with this expected to be feeding the grid later this month once all tests and resulting adjustments are complete.

At the same time, consumers have been asked to conserve power, and businesses commissioning solar power, or adding to solar power, have been urged to push ahead with zero licensing required for any power source under 5MW to make this as easy as possible and still allow the companies to sell surplus to Zesa Holdings.
The Zambezi River Authority (ZRA), which manages the Kariba Dam and Lake Kariba and works out how much water Zimbabwe and Zambia can use, had allocated each power station 22,5 billion cubic metres for this year.
By late last month Zesa’s generating subsidiary, the Zimbabwe Power Company, had used up this ration implying that what was left in live storage in Lake Kariba, the water above the inlets to the power stations, was reserved for Zesco of Zambia.
However, a new agreement has been hammered out by ZRA that allows Zimbabwe to generate 300MW at Kariba South while Zambia can use more than double at Kariba North.
In his announcement Minister Soda said: “Zimbabwe Power Company (ZPC) has indeed exhausted its water allocation for the year. However, Kariba South Power Station will not shut down completely. Rather it will continue to generate but at a reduced capacity of up to 300MW daily average pending a review of the water situation at the dam in January 2023.
“This means that the power station has the latitude to vary its capacity as long as it maintains within the required average capacity. The reduction of capacity at Kariba Hydro Power Station results in a loss of 300MW in capacity that the ministry is addressing,” he said.
The Ministry of Energy has come up with measures, through Zesa Holdings and independent power producers , to mitigate the power challenges. In addition, said Minister Soda, Zesa was negotiating for additional imports from the current suppliers, with more power expected to be secured through the Southern African Power Pool market.
“We are also increasing production from local power generation installations such as Hwange Thermal Power Station and ZPC will ramp up production at the power station to average 400MW. ZPC will also ramp up production at small thermals to produce a combined total of 45MW,” said Minister Soda.
Support will be given to all independent power producers to enable them to produce at maximum capacity, especially Zimbabwe ZhongXin Electrical Energy.
Minister Soda said other measures included the commissioning of new capacity such as Unit 7 at Hwange Power Station, which is undergoing technical processes for commissioning and will start feeding power into the grid later this month. Once Unit 7 has been commercially commissioned, Unit 8 will follow early next year and give Zimbabwe an additional 600MW.
Minister Soda urged consumers to reduce load by employing energy conservation and efficiency measures such as switching off lights in all offices at night and using right size equipment, and energy savers.
“Through SI 38 of 2022, net-metering regulations were amended to exempt from licensing a capacity of up to 5MW. This incentive is expected to result in increased internal generation as companies set up their own solar generation systems,” he said.
Solar projects including the Caledonia Mine/Blanket Mine will produce 12MW when completed, while the Richo Solar project will generate 1,3MW and Guruve 1,2MW.
Said Minister Soda: “Over and above the measures, Government is pursuing a medium to long term plan to meet the power needs of the end. Government has also identified some solar sites where it will fasttrack implementation and pre-feasibility studies have already been done.”
While high output at the Kariba stations relies on water stored during the annual floods, the Zambezi never runs dry. Every day water flows over the Victoria Falls and this water soon arives in the lake, although very little is added in the dry season from Matabeleland North, Mashonaland West or Zambia’s Central Province. This daily inflow means that some power can be generated without using the stored reserves, even in the low-water season now being experienced.
In fact even if the storage was used up, the daily inflows would still have to be pushed through the power stations to ensure that the river did not run dry between the dam wall and the Kafue confluence.
Also yesterday Zambian Energy Minister Peter Kapala announced the same arrangement at Kariba and while Zesco can generate more than Zesa at Kariba, it will need its other sources at the two Kafue Dams, the lower reusing the water from the upper, and the little it gets from small hydros and the Victoria Falls and what its own independents are now feeding into that grid. There was chaos at Sandawana mine as thousands of artisanal miners bayed for the blood of Zimbabwe Miners Federation(ZMF) president Henrietta Rushwaya after they failed to agree on working conditions at the lithium extracting mine.
The artisanal miners had camped at Sandawana mine in Mberengwa West following the discovery of lithium at the now defunct emerald mine.
The government, however, stopped operations recently to pave way for formal mining with Rushwaya pledging to fight for artisanal miners to get some shares.The plunder of the newly discovered mineral had seen artisanal miners from all corners of the country converging in Mberengwa with a tonne of lithium selling for a price between $140 and $150.
Rushwaya recently visited the artisanal miners and told them her organisation was in talks with the tribute owner to formalise mining.
Tempers, however, reportedly flared when Rushwaya who was having a meeting with the artisanal miners had to flee for cover as they threw stones at her and her team.
Rushwaya yesterday confirmed her aborted meeting with artisanal miners in Mberengwa but could not give further details as she said she was driving.“I am driving and it’s raining here I will call you back for a comment,” she said.
Repeated efforts to get her comment were fruitless as she was not picking up calls later.
Chief Mahlebadza who also attended the abandoned meeting confirmed the commotion saying the violent artisanal miners were dispersed by anti-riot police who had to throw tear gases.
“The police responded swiftly and dispersed the youths and some artisanal miners who had turned violent using teargas,” said the traditional leader
Sources said the artisanal miners were incited by a local businesswoman who also aspires to be a councillor, Advocate Patricia Shirichena.
Adv Shirichena, according to the source, accused Ms Rushwaya and her team of conducting underhand mining of lithium while the majority were denied entry into the mine.
“There is a local businesswoman who wants to be a councillor, she has been telling the artisanal miners that they were being denied entry into the mine but a few connected people continued to illegally mine the lithium.
Contacted for comment, Adv Shirichena said she was also a victim of the skirmishes that ensued at the meeting.
“It’s a lie, I also wanted to attend that meeting to hear what Ms Rushwaya wanted to tell us but I was late. When I arrived at the event, I was caught in the crossfire. I was also affected by the tear gas which was thrown by the police, I had to seek medication,” she said.
Adv Shirichena said Mberengwa villagers were worried by the continued extraction of lithium at the Sandawana mine despite the order by the government to stop operations.
We have noted with great concern the continued attacks on journalism in Zimbabwe following the recent arrest of NewZimbabwe.com journalist Leopold Munhende.
Munhende, a member of the Zimbabwe Online Content Creator (ZOCC) was arrested on 28 November 2022 on an allegation of publishing falsehoods and subsequently charged for contravening Section 31 of the Criminal Law (Codification and Reform) Act.
He was charged for a crime he didn’t commit. Even after the Zimbabwe Republic Police were informed that Munhende was not the author of the article in question and also not the editor of the online publication they insisted on charging him for the crime.
Munhende denied the allegations and questioned why the police arrested and charged him when he was neither the author of the article, editor nor publisher of NewZimbabwe.com.
He was released after about five hours of interrogation.
The media as the fourth estate plays a crucial role in educating, informing, and entertaining the public.
The role of the media is also to hold those in power to account and arresting journalists performing their duties, particularly on false allegations violates Sections 61 and 62 of the Constitution.
The two sections outline journalists’ rights to freedom of expression, freedom of the media, and the right of access to information.
Therefore, the state institutions and players must safeguard these sacrosanct constitutional provisions.
Journalists are not criminals.
We call upon the Zimbabwe Republic Police, a state institution to exercise its constitutional obligations with due diligence to avoid criminalizing journalism on false allegations.
The ZRP must be seen upholding, promoting, and developing freedom of the media not the other way around.

Munhende, a member of the Zimbabwe Online Content Creator (ZOCC) was arrested on 28 November 2022 on an allegation of publishing falsehoods and subsequently charged for contravening Section 31 of the Criminal Law (Codification and Reform) Act.
He was charged for a crime he didn’t commit. Even after the Zimbabwe Republic Police were informed that Munhende was not the author of the article in question and also not the editor of the online publication they insisted on charging him for the crime.
Munhende denied the allegations and questioned why the police arrested and charged him when he was neither the author of the article, editor nor publisher of NewZimbabwe.com.
He was released after about five hours of interrogation.
The media as the fourth estate plays a crucial role in educating, informing, and entertaining the public.
The role of the media is also to hold those in power to account and arresting journalists performing their duties, particularly on false allegations violates Sections 61 and 62 of the Constitution.
The two sections outline journalists’ rights to freedom of expression, freedom of the media, and the right of access to information.
Therefore, the state institutions and players must safeguard these sacrosanct constitutional provisions.
Journalists are not criminals.
We call upon the Zimbabwe Republic Police, a state institution to exercise its constitutional obligations with due diligence to avoid criminalizing journalism on false allegations.
The ZRP must be seen upholding, promoting, and developing freedom of the media not the other way around.
As the Zimbabwe Online Content Creators, our desire is to see our members working with all state players without fear of reprisal.
We strongly condemn the continued arrests, harassment, and violence against journalists. We stand in firm solidarity with Munhende during this difficult time of persecution on false allegations.

Zanu PF has dangled USD 40 000 cash to Members of Parliament and the move is triggering anxious moments in the CCC camp.
“Our objective is to transform citizens’ lives. We will not be swayed by side shows. Our MPs have an obligation to serve the citizens. They ( Zanu PF bigwigs) must use the money to revive the health system,” President Chamisa said during an online presentation on Wednesday.
President Chamisa has also said tired Zanu PF politicians cannot resolve the country’s political melee.
According to President Chamisa, Zanu PF apparatchiks are sleeping on duty.

A 13-year-old girl is six-months pregnant after she was raped when she visited her mother for holiday in Kambuzuma, Harare.
Police have since launched investigations into the case.
The girl, who was in Grade 7, visited her mother from Mutoko in April before she was raped.
National police spokesperson Assistant Commissioner Paul Nyathi confirmed the case.
“The ZRP is investigating a case of rape in which a 13-year-old Grade Seven pupil was raped by a certain man after she had visited her mother for a holiday in Kambuzuma, Harare, in April 2022,” he said.
“The offence came to light when the complainant returned to her aunt’s place in Mutoko, where she was medically examined and found to be six months pregnant.”
Cases of young girls being impregnated are on the rise countrywide.
Another 13-year-old Chitungwiza girl was raped at a light industrial site in the area in July and is now three-months pregnant.
Police investigations are underway, but no suspect has been accounted for yet.
The latest case comes as an 8-year-old girl is heavily pregnant in Bindura, Mashonaland Central Province, after she was raped too.
Two suspects, both 17-years-old, have since been arrested and released into the care of their parents. Once the girl has given birth, DNA tests would be done to establish the father.
Recently, a 9-year-old girl from Tsholotsho made headlines after she fell pregnant and gave birth a few weeks ago.
Her father had been picked up by police on August 29, on suspicion he was responsible for the pregnancy, but DNA tests conducted at the National University of Science and Technology (NUST) proved that the young mother’s 13-year-old cousin was responsible. -state media
