Cops Kill Chivhu Woman

A Zimbabwean court has criticised some Zimbabwe Republic Police (ZRP) officers and ruled that foul play could have been committed which led to the death of Sharai Mukaro, a Chivhu woman.

Mukaro, a mother of two, died in September 2021 from injuries sustained as a result of the severe assault and torture inflicted upon her by Detective Steven Dondo and some police officers in a “Darkroom” at Chivhu Police Station, where she was detained after being accused of stealing US$1 000.

Zimbabwe Lawyers for Human Rights report that on 30 March 2022, Chivhu Magistrate Henry Sande began presiding over an inquiry to establish the cause of death of Mukaro.

Detective Dondo testified and claimed that Mukaro’s husband Pastor Abinel Mukaro had told him that she had some heart problems.

However, three witnesses namely Pastor Mukaro, the deceased’s husband, her daughter Ivy Mukaro and Pastor Mukaro’s workmate Pastor Nelson Chirambadare, told the court that Sharai was assaulted under her feet by ZRP officers while in police custody.

According to a medical report, the cause of the death of Sharai was a result of blood clots and indicated that several blows were inflicted upon her.

The inquest was only instituted after Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights issued a notice of intention to sue Detective Dondo, ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe.

In the notice of intention to sue, Chinopfukutwa stated that Dondo fatally assaulted Mukaro after having threatened to kill her.

Chinopfukutwa protested that the conduct of police officers who tortured Mukaro to death is a breach of the constitutional obligation of the Police Service to protect and secure the lives of Zimbabwean citizens as provided for under Section 219(1)(c) of the Constitution.

The human rights lawyer also formally requested that the criminal investigations on the death of the deceased which were being handled by police officers from Chivhu Police Station be conducted by law enforcement agents from another police station.

He said he does not reasonably expect police officers at Chivhu Police Station to investigate themselves and accord justice to his clients, who are Pastor Mukaro and Ivy.

On Friday 8 July 2022, Magistrate Sande found that there is a possibility of foul play having been committed by some ZRP officers which led to the death of Mukaro.

Magistrate Sande ruled that there is a likelihood that the late Mukaro was assaulted by some police officers based at the Criminal Investigations Department at ZRP Chivhu Police Station.

The Magistrate noted that investigations to ascertain the death of Mukaro were done unprocedurally as they had been conducted by the same ZRP officers stationed at Chivhu Police Station who are being implicated in causing the death of the late Chivhu woman and hence the probe must be done by police officers outside Mashonaland East province.

Magistrate Sande, who noted that according to the testimony of the medical doctor, assault under the soles of feet was done to conceal evidence of assault, said there is need to investigate if the offence of culpable homicide was not committed.-

Shock As Citizens Pay Medical Bills With Grain

Patricia Kadzire (not her real name) arrives at the local clinic carrying a small bag of grain millet on her head.
Kadzire, a mother of two, is accompanied by her sister and aunt lest she encounters danger on her way to Chiwenga Clinic, which is several kilometres from their village in Mudzimu.

She intends to barter trade her millet for healthcare services.

Resorting to the age-old barter trade is helping hundreds of villagers who cannot afford paying cash or are uninsured at local clinics in most parts of Muzarabani district.

While it is government policy to provide free maternal health services, most public health facilities across the country are charging a “nominal fee” to keep them going.

Given the country’s general poor economic performance coupled by the ailing agro-industry, healthcare facilities in Muzarabani have turned to barter trade as a stop-gap measure for the down-trodden villagers.

Although historically barter trade was common among villagers, it was unusual for government services to be paid with grain, chickens or goats, among others.

“Some of us don’t have the money that the clinic might require, so they ask us to bring grain in order to get medical assistance,” Kadzire said.

“I think that way, it makes medical services affordable for most of us because in these communities, the currencies in circulation are the United States dollars and the Mozambican metical.”

Chiwenga ward is on the fringes of Zimbabwe’s border with Mozambique and the clinic also serves a number of patients from across Tete province in the neighbouring country.

According to a poster on the walls of the clinic, one can get medical assistance after parting away with a gallon of sorghum/millet or two gallons of maize.

The clinic’s sister-in-charge Vimbai Muguti confirmed to NewsDay that they were bartering because most villagers were struggling to get cash.

“We realised most of our patients have grain and do not have cash, so we ask them to bring grain,” she said.

“We collect the grain and resell it in bulk. The money is used for the day-to-day running of the clinic.”

Chiwenga health centre committee chairperson Israel Mutombo said the idea of bartering was meant to cushion both sides — the patient and the health centre.

“It was the idea of the committee after realising that things were not looking good and we wanted to keep our institution going,” Mutombo said.

“Our clinic faces a number of challenges ranging from furniture to resource constraints due to the big catchment area that it serves. Some people would die at home or they sold their livestock for a song to raise that nominal fee charged by the clinic and we decided to barter to cushion them.”

Many villagers are now seeking help at the clinic ever since the introduction of bartering.

However, the health centre, which caters for close to 7 795 people in Muzarabani’s wards 23 and 24, as well as parts of Tete province in Mozambique, faces a number of challenges.

“Our catchment area is too big for such a small health centre and this strains the resources we have. We also need an ambulance to ferry patients to the referral hospital at St Albert’s, a hundred kilometres away. We have received a lot of support on malaria programmes, but as a community, we should also act in curbing such diseases by properly using mosquito nets and also filling up gullies where mosquitoes breed,” Mutombo explained.

Muzarabani North legislator Zhemu Soda (Zanu PF) said efforts were being made to decongest the health centres by setting up health posts across all wards.

“Our clinics are few and people have to walk long distances, so as government, we are building what we call health posts in the wards. For instance in Kairezi ward, we have a health post that is almost complete,” Soda said.

“The idea to decentralise health service is meant to ease pressure on the few clinics that we have in the constituency. The other problem is that Muzarabani does not have a district hospital and very sick patients are referred to St Albert’s, which is owned by missionaries. We are contemplating building a district hospital at Muzarabani centre to cater for referred patients from this part of the district,” he added.

Community Working Group on Health executive director Itai Rusike said the policy of free public sector healthcare at rural clinics was still in force.

“Pregnant women, children under five years and adults over 65 years are also fee-exempt up to district level,” Rusike said.

“Poor people have, thus, faced a variety of de facto cost barriers such as transport costs, private purchases of medicines due to drug stock-outs and non-functioning exemption schemes. Barter trade for health care using grain will create serious logistical challenges to the health facilities and the communities in terms of costing, storage and accountability.

“The advent of the new Constitution means that the government of Zimbabwe, as the guarantor, must commit to health as a human right and mobilise domestic resources to fund a health benefit that is accessible to all.”

Rusike also pointed out that there has been a shift in the region towards abolition of user fees, with evidence that this was proving more successful when accompanied by increased investment in primary and district level services.

Defence and War Veterans Affairs minister Oppah Muchinguri-Kashiri bemoaned the obsolete equipment and furniture at Chiwenga Clinic.

“Please Honourable MP [Soda], you need to mobilise resources, especially furniture and equipment for this clinic because what I saw in the maternity ward is not pleasing at all,” she said. -Newsday

Obert Mpofu On ZEC Commissioner: How Can She Be My Daughter?

By Simba Chikanza | ZANU PF Secretary for Administration Obert Mpofu has scoffed at social media reports that suggest the newly elected Zimbabwe Electoral Commissioner, Catherine Mpofu is his daughter.

Obert Mpofu

Speaking to ZimEye on Monday, the former cabinet minister said, “no I don’t even know the name, I don’t know the person, and how can she be my daughter?,” he asked while in a chuckle.

He continued saying, “you can even ask her if she knows me.”

He emphasised further saying, “look it’s not a sin to have a daughter, and this one is not my daughter… unless if they’re saying every Mpofu is my relative or my daughter, honestly, the poor girl, I wish her well and I am just happy for her but she’s not my daughter I don’t even know her, I doubt if she knows me,” he said.

Thousands of Zimbabweans circulated pictures of the commissioner while saying she is the politburo member’s daughter.

WARNING-DISTURBING PICTURE: Hubby Kills Self After Stabbing Wife’s Mum

An abusive Tsholotsho man reportedly committed suicide by hanging after allegedly stabbing his estranged wife and her mother.
Qiniso Ndlovu (42) of Dzonsi Line, under Chief Matupula was married to Ms Simamele Moyo (34) Matemaganu line in neighbouring Chief Tategulu area for 14 years.

Ms Moyo reportedly endured an abusive marriage for 14 years, her family said.

Mother in law on the floor after being stabbed- state media

Sadly, like a tragic movie script, the over a decade customary union ended with two people in hospital and another dead.

Ms Moyo and her mother Ms Rosemary Moyo (63) are battling for life at Tsholotsho District Hospital where they were rushed to after Ndlovu, who could not stomach the fact that she had left him, followed her to her parents’ place and stabbed the two.

Ndlovu fled from the scene after the assault and was found hanging from a tree on Sunday, as police hunted him for attempted murder.

The couple had two children and stayed with the eldest daughter aged 14, while the other one resides with a relative in Bulawayo.

Acting police spokesperson for Matabeleland North Assistant Inspector Namatirai Mashona confirmed the attack on the two survivors and death of Ndlovu.

Circumstances are that sometime in June the couple had a misunderstanding and Ms Moyo took their daughter and she went to stay with her parents.

On Friday, Ndlovu reportedly followed and upon arrival he found her in a bedroom hut with her mother.

“He confronted her over the custody of their daughter and a misunderstanding arose between the two. He drew an okapi knife from his pocket and stabbed his wife twice on the right shoulder and twice on the back,” said Assistant Inspector Mashona.

She said Ndlovu allegedly turned the heat on his mother-in-law when she tried to refrain him from further assaulting her daughter.

He allegedly stabbed her twice on the left hand, once on the head and she fell down.

Ms Moyo managed to escape and sought refuge at a neighbour’s homestead leaving her husband attacking her mother.

Ndlovu bolted out of the bedroom hut and fled from the scene when he heard people approaching.

Ms Moyo sustained a deep cut on the right shoulder and on the back and her condition is stable while her mother is in critical condition.

Assistant Inspector Mashona said Ndlovu was found dead, hanging from a tree branch with a synthetic rope around his neck on Sunday.

The couple’s 14-year-old daughter became suspicious when she saw her father leaving home walking towards a nearby bush wearing socks without shoes and alerted neighbours who quickly followed him and found him already dead.

The family said initially some neighbourhood watch committee members who had been sent to collect the girl from Ndlovu’s custody after the stabbing incident, failed to enter the homestead fearing that he would attack them as he was known to be violent the family feared for the safety of the girl.

The Chronicle was told that after stabbing the duo, Ndlovu bragged to his neighbours in his village that he had stabbed his wife.

Ms Moyo’s brother Mr Honest Moyo said both families would convene meetings to discuss marital problems between the couple and Ndlovu would promise to change his behaviour.

“He was our son-in-law but was abusive for a long time. We all believed he would change until she left him three weeks ago. He then followed and stabbed her and our mother,” said Mr Moyo.

Matemaganu village head Mr Reuben Mathe implored his subjects to report any form of abuse in time before tragedy falls.- Chronicle

Mpofu Loses Farm He Grabbed

ZANU PF secretary for administration Obert Mpofu yesterday lost his Supreme Court bid to take over Esidakeni Farm in Nyamandlovu, which he allegedly grabbed from rights activist Siphosami Malunga.

Obert Mpofu

This was after Malunga had won a High Court order to stop Mpofu from evicting him.

Mpofu then appealed to the Supreme Court to overturn the order, but lost the case yesterday.

Malunga, who is son of the late nationalist Sydney Malunga, co-owns Kershelmar Farm, popularly known as Esikadeni in Nyamandlovu, with his business associates Charles Moyo and Zephania Dhlamini.

The Supreme Court described Mpofu’s taking over of the farm as a “brazen invasion” which was done without following due process.

The court ordered Mpofu to vacate the farm and desist from disrupting operations.

In the Supreme Court appeal, Mpofu, his wife Sikhanyisiwe and their company Mswelangubo Farm Ltd claimed to have taken over Esikhadeni Farm on the basis that they had an offer letter.

But the court ruled that they had no right to resort to self-help in taking over possession without following due process of the law. -Newsday

Jonathan Moyo: I Never Sought To Join CCC

A UNIVERSITY of London professor of world politics, Stephen Chan, has taken a dig at self-exiled former Cabinet minister Jonathan Moyo saying the former Information minister at one point sought to join the opposition Citizens Coalition for Change (CCC) party.
Chan yesterday tweeted alleging that Moyo sought to join CCC, but was rejected due to his lack of loyalty.

“I understand Jonathan Moyo did, indeed, seek to join the CCC. Thankfully, that fell through as his record is hardly one of loyalty. But he has made astute comments on the need for party structures,” he tweeted.

“Certainly, the West needs to know who is in the front bench of what should be projected as a government-in-waiting, with whom in each specialist portfolio, e.g. health, education, justice, agriculture, industry, finance, foreign affairs and defence and who will the West be dealing? So is it a government-in-waiting, or simply a President-in-waiting.”

In the past few weeks, Moyo has been attacking the CCC party on social media for its failure to set up structures and hold a congress before the watershed 2023 elections.

CCC members have, in turn, accused him of attacking the opposition party after he lost a bid to join them.

Responding to Chan’s tweet, Moyo dismissed the claims and demanded that Chamisa should rectify the claims, although he admitted that he had an alliance with the opposition in 2017 during the November coup that removed the late former President Robert Mugabe from power.

“Stephen, this is very unprofessional and unacceptable. I categorically state that I never sought to join CCC and would not be so foolish to join a structure-less party without a joining mechanism. @nelsonchamisa has to correct this otherwise I’ll do so myself. We parted in November 21,” Moyo tweeted back.

CCC acting spokesperson Gift “Ostallos” Siziba refused to comment on the matter.

“These are social media issues. It’s a nonentity,” he said. Newsday

Looter Chiwenga Furious Over Hospital Looting

While continuing to participate in the Sakunda looting of billions of dollars annually, Vice-President Constantino Chiwenga has ordered a thorough investigation into cases of alleged corruption and theft of drugs by nurses and doctors at public hospitals.

This follows a NewsDay report last Friday exposing under-paid health personnel who had devised well-knit methods to supplement their incomes by charging extra money on desperate patients to get preferential treatment.

The scam involves nurses, doctors, pharmacy and general hand staff at public hospitals.

Sources yesterday told NewsDay that Chiwenga, who doubles as Health minister was jolted by the report and immediately ordered investigations in order to save the reputation of the Health and Child Care ministry.

Health and Child Care spokesperson Donald Mujiri confirmed the investigations.

“The ministry has instigated a thorough investigation into the matter with a view to uphold professionalism, improve service delivery and at the same time protect patients from errant staffers,” Mujiri said, noting that the ministry was yet to confirm prevalence of such malpractices.

“If so, such unethical and criminal behaviour has no place in the public health sector.

“Investigations will be carried out into our public institutions to ensure we deal with these malcontents who are bringing the ministry and government into disrepute while defrauding innocent citizens who are our very important clients and the same taxpayers whom we serve.

“We encourage members of the public to quickly report any such behaviour to our head of institutions or to the police,” Mujiri added.

Doctors and Nurses from Parirenyatwa Group of Hospitals (Parirenyatwa) and Harare Hospital, who spoke to this publication last week said they were forced into immorality due to the low salaries that cannot cover their monthly expenses.

Several patients from areas such as Chivhu, Mutare, and Masvingo told NewsDay that they had to pay bribes at the public health institutions to access treatment and drugs.

In a statement yesterday, Parirenyatwa Hospital said it had not received any reports of bribery or corruption involving its health personnel.

“Notices have been put at strategic points within the hospital with details of where members of the public can report any corrupt activities.

“Currently, the loss control department, working together with the Zimbabwe Republic Police officers on site, have come up with a schedule of an anti-corruption awareness drive,” the hospital said. Newsday

Man In Trouble For Exposing Mnangagwa Incompetence

Tinashe Sambiri|A Rushinga man, Morgan Muchemwa, is facing a charge of undermining the Zanu PF leader Mr Emmerson Mnangagwa’s authority.

Muchemwa, who is being represented by Zimbabwe Lawyers for Human Rights, denies the accusations.

“In Rushinga, Morgan Muchemwa denied accusations of undermining authority of/insulting President Mnangagwa after he allegedly questioned ruling ZANU PF party sympathisers’ support for their leader at a time when he stands accused of mismanaging Zim’s political & economic affairs.

As trial commenced, Muchemwa responded to the charge of undermining authority of or insulting President Mnangagwa & argued that the charge is vague & lacks some particular elements to enable one to plead to it.

Muchemwa returns to court on 2 August, where Magistrate Dambaza will
hand down his ruling on the application for exception to the charges of undermining authority of or insulting President Mnangagwa,” Zimbabwe Lawyers for Human Rights said in a statement.

Facts About Global Hunger

UN Report: Global Hunger
The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.

The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.

The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).

The numbers paint a grim picture:

As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.

“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”

Repurposing agricultural policies

The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.

With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.

The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.

Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

(1) It is estimated that between 702 and 828 million people were affected by hunger in 2021. The estimate is presented as a range to reflect the added uncertainty in data collection due to the COVID-19 pandemic and related restrictions. The increases are measured with reference to the middle of the projected range (768 million).

(2) For FAO – QU Dongyu, Director-General; for IFAD – Gilbert F. Houngbo, President; for UNICEF – Catherine Russell, Executive Director; for WFP – David Beasley, Executive Director; for WHO – Tedros Adhanom Ghebreyesus, Director-General.

What they said

FAO Director-General QU Dongyu: “Low-income countries, where agriculture is key to the economy, jobs and rural livelihoods, have little public resources to repurpose. FAO is committed to continue working together with these countries to explore opportunities for increasing the provision of public services for all actors across agrifood systems.”

IFAD President Gilbert F. Houngbo: “These are depressing figures for humanity. We continue to move away from our goal of ending hunger by 2030. The ripple effects of the global food crisis will most likely worsen the outcome again next year. We need a more intense approach to end hunger and IFAD stands ready to do its part by scaling up its operations and impact. We look forward to having everyone’s support.”

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”

WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”

WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

GLOSSARY

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.

Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).

Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.

Moderate food insecurity: a level of severity of food insecurity at which people face uncertainties about their ability to obtain food and have been forced to reduce, at times during the year, the quality and/or quantity of food they consume due to lack of money or other resources. It refers to a lack of consistent access to food, which diminishes dietary quality and disrupts normal eating patterns. Measured based on the Food Insecurity Experience Scale.

Severe food insecurity: a level of severity of food insecurity at which, at some time during the year, people have run out of food, experienced hunger and at the most extreme, gone without food for a day or more. Measured based on the Food Insecurity Experience Scale.

Undernourishment: a condition in which an individual’s habitual food consumption is insufficient to provide the amount of dietary energy required to maintain a normal, active, healthy life. The prevalence of undernourishment is used to measure hunger (SDG indicator 2.1.1).

HH Shines As Zambian Kwacha Overtakes SA Rand

By- The Zambian Kwacha has gained value in recent months and is now more robust than the South African Rand and other currencies in the southern African region.

The Zambian Kwacha has continued to demonstrate its overall stability for a couple of months now.

The appreciation is largely attributed to low demand for dollars on the market.

A recent check shows that the Zambian Kwacha is now 1: 1.04 South African Rand while USD1 is now 16.30 Zambian Kwacha.

In contrast, the Zimbabwean dollar continues to lose value against other currencies causing great confusion as to what could be wrong in Zimbabwe.

Former Deputy Minister of Information, Publicity and Broadcasting Services, Energy Mutodi expressed disappointment while comparing Zimbabwe and Zambian currencies. He said:
Difficult to explain why the Zim currency is on free fall even with better mineral resources, and hard-working & educated people.
While there is low demand for the United States dollar in Zambia, the reverse is true in Zimbabwe.
Everybody, that is, the government, business and private citizens, want to get hold of the United States dollar.

This is mainly because the Zimbabwean industry is collapsed. Almost everything used in Zimbabwe is imported since the local industry cannot meet local demand. Imports demand foreign currency.
The huge backlog at the Reserve Bank of Zimbabwe (RBZ) SME and the Main foreign currency auction done every Tuesday is evidence of the huge demand for the greenback.

Zambian Kwacha Gains Big, As Zim Dollar Sinks

Gamecocks Falter

Chicken Inn stumbled in the title race after losing 1-0 to Tenax on matchday 20 of the Castle Lager Premiership.

The Gamecocks slumped five points behind leaders FC Platinum who won on Saturday.

Tenax got their solitary goal from Panashe Mutasa in the 22nd minute.

At Barbourfields, Highlanders outclassed visiting Manica Diamonds by a 3-0.

The match had a slow start, with neither side failing to create any meaningful chance.

The hosts were then forced to make an early substitute after Muziwakhe Dlamini picked up an injury just twenty minutes into the game. He was replaced by Adrian Silla.

The change didn’t affect Bosso’s game plan as the Bulawayo giants continued to dominate the play. They finally broke the deadlock on the stroke of halftime, thanks to Peter Muduhwa’s effort.

Stanley Ngala followed up in the 70th minute to double the cushion before Godfrey Makaruse sealed the victory beauty of a goal five minutes later.

The victory lifted Highlanders to seventh place with thirty points.

CCC Resists Mnangagwa Attempt To Manipulate ZEC

By Gift Ostallos Siziba

ZEC Commissioners: The regime running post to pillar.

I am in rural Matebeleland and reading a brief sent to me by our Director of communication on the recent appointment of ZEC Commissioners.

We are set to address the nation on this subject and our preliminary findings are as shocking as much as they’re so revealing.

The Zimbabwe Electoral Commission has for the past years failed the CREDIBILITY Test.

It was seemingly obvious for any government official and regime agents to worry and work on the IMAGE of this organization.

It’s outlook is important not just to democracy but for the credibility of Elections in Zimbabwe and consequently LEGITIMACY of the Regime.

For students of history and morden scientific thought- this is not new. The leopard never changes its spots.

It’s back to elections without legitimacy and the regime’s menu of manipulation.

The national question is what is the way forward- for every concerned Zimbabwean the issue how do we have a democratic breakthrough in the face of authoritarian consolidation.

It is possible!

On top of what the Alternative as led by President Nelson Chamisa will propose as the way Forward- there is a lot that is within our hands.

It is to me a clear call for unity of every Citizen to play their part.

As we go into this week- In Parliament it can’t be business as usual.

All progressive Members of Parliament must do what they were deployed to do- Hold the Executive & all institutions of the State to account in line with Section 299 of the Zimbabwean Constitution. There’s no better time to leverage on the legislative arm than now!

We have to save our country from total collapse.

For an ordinary citizen there’s no greater time to record our displeasure than Now!

For those who have been working for change- it’s time to double the effort.

If you’re staying with someone who is not a registered voter- it’s time to do the right thing.

To win this we will need every vote.

Don’t be apathetic- don’t be swayed into the regime’s “Voting doesn’t matter” narrative

We have to register in millions and defend of vote- Together!

The breakthrough will need more than just an election- it will need every Citizen to be active- Before, During and After the election.

Eddies Pfugari To Finally Obtain Compliance Certificate For Knowe Housing Project

By A Correspondent| Leading property developer, Eddies Pfugari Properties is set to obtain a certificate of compliance from the Norton Town Council (NTC) which will enable it to hand over the four-phased medium density housing project to the local authority.

This follows progress the company made in revamping the sprouting neighbourhood’s road and water reticulation systems in compliance with a 2006 High Court order.

The order came after a faction of the Knowe Residents Association approached the High Court seeking an order compelling the developer to, among other things, ensure the roads are tarred, to ensure that the water reticulation system is improved.

The court also ordered the developer to ensure street lights are installed before it could obtain the certificate of compliance.

A senior company official said: “We are well on course to achieve the goal. As we speak, our engineers are on the ground as well as workers doing the required maintenances and we can assure you that everything is on course and even the local authority is happy with the progress made so far.”

Norton town secretary Kizito Muhomba said from the assessments they have made so far, there is encouraging progress.

“We are happy with what has been done so far although we noted other things that need to be completed before the certificate of compliance can be issued. We hope everything is done expeditiously so that we can conclude everything. Of course our engineers will be going out soon to make proper inspections after which they will prepare a comprehensive report which will inform the way forward,” Muhomba said.

Knowe Residents Association chairperson faction leader Todson Ruramai, who has been accused of holding the local authority at ransom, said they were expecting some more work.

“We want the developer to improve the water system, the roads and the street lights. Once those are fixed, we have no reason to object to the issuance of the certificate of compliance,” he said.

Elections Are Divisive And Unnecessary: Opposition Leader

By A Correspondent| Newly formed People’s Unity Party has said the 2023 elections will be a waste of resources and a divisive process that Zimbabwe does not need at this point in time.

PUP leader Herbert Chamuka said his party will deliver the petition to Mnangagwa’s office detailing the party’s reasons against the 2023 elections.

“The country have been having elections since 1980 and nothing has come out the elections. As a party we have reached a consensus that elections are divisive and we are for government of national unity. The letters will be delivered to Mnangagwa offices and Zanu PF headquarters,” he said.

Following the 2018 disputed elections, the country has witnessed an orgy of political violence with opposition supporters being harassed, maimed or killed.

The economy has also been on a downward spiral with the country’s inflation now ranked the highest in the world.

Citizens Coalition for Change vice president Tendai Biti said the political and economic crisis the country is facing is symptoms of an unresolved national question which can only be solved through national dialogue.

“People have suffered enough, people are being killed and our supporters are being arrested and there is poverty. There is only one way of resolving all these and its through dialogue. Unfortunately, Zanu PF is not interested,” Biti said.

Biti said national dialogue should be inclusive.

“Zimbabwe is not just about Zanu PF and CCC, Zimbabwe is about everyone. Cooking oil is now beyond the reach of many and the exchange rate is spiralling out of control. This affects everyone whether you are Zanu PF or not Zanu PF. Things cannot go on as they are, we should find lasting solutions because people are suffering,” Biti said.

Zanu PF has maintained that if CCC wants to be part of the dialogue it should join the Political Actors Dialogue (Polad).

Polad was set up by Mnangagwa after the disputed 2018 elections and is made up of losing presidential candidates from obscure opposition political parties.

“President Emmerson Mnangagwa has indicated that the door is always open for them to join Polad not this grandstanding. The platform is there and if they are serious, they are welcome,” Zanu PF information director Tafadzwa Mugwadi said.

President Emmerson Mnangagwa has turned to Political Actors Dialogue (Polad) members to help him arrest the economic turmoil characterised by sky-rocketing prices of goods and services.

By A Correspondent

Madzibaba Maikoro from Harare says he was visited by Douglas Mwonzora team asking him to do a strong nguwo-tsvuku mhiko so that he will be appointed a CCC Secretary General.

Mwonzora has been spotted at different shrines of prophets , magicians and sangamos (the likes of Mbuya Ndunge from Chipinge, Sekuru Gora from Binga, Madzibaba Benjie from Harare and Isaac Makomichi from Masvingo) . Despite his efforts to use charms to revive his political career it is said that all of the mentioned spiritualists believe that Adv Nelson Chamisa is the one chosen by God and nobody can stop him.

Madzibaba Maikoro claimed that he was given two thousand dollars (US$2000) by team Mwonzora to initiate “nguwo-tsvuku mhiko” so that Mwonzora can be appointed a CCC Secretary General.

Some MDC-T officials once accused Mwonzora of trying to use juju to assume power.

At one point, his former lucky charms spiritual father, Isaac Makomichi, mocked him and said he (Mwonzora) must leave politics and become a vegetable farmer.

Give Mukomana A Chance – Kalimbwe

Tinashe Sambiri|President Hakainde Hichilema’s UNDP party has challenged Zanu PF to release political prisoners with immediate effect.

Zambia’s ruling party spokesperson, Joseph Kalimbwe described the presecution of Hon Job Sikhala and Hon Godfrey Sithole by the Harare regime as shocking.

“Job Sikhala, Godfrey Sithole, Dee Nauyoma, Michael Amushelelo must be home with those they love. We will never get tired of making these calls on all of our Joseph Kalimbwe social media accounts until these African comrades are home !!!

A country with the most literate population in the region should never have to see its citizens be humiliated, despised and called foreigners in other lands. It must rebuild itself up, give Mukomana a chance,” said Kalimbwe.

What Is Malnutrition?

Man Arrested For Speaking About Pathetic State Of Economy

Free Wiwa, Sithole, Hichilema Party Tells Zanu PF

Police Blamed For Death Of Chivhu Woman

By A Correspondent| Chivhu Magistrate Henry Sande has faulted some Zimbabwe Republic Police (ZRP) officers and ruled that foul play could have been committed which led to the death of Sharai Mukaro, a Chivhu woman.

On 30 March 2022, Chivhu Magistrate Henry Sande began presiding over an inquest to establish the cause of death of Mukaro which saw Detective Dondo testifying and claiming that Mukaro’s husband Pastor Abinel Mukaro had told him that she had some heart problems.

According to a medical report, the cause of death of Sharai was as a result of blood clots and indicated that several blows were inflicted upon her.

The inquest was only instituted after Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights issued a notice of intention to sue on Detective Dondo, ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon.

The human rights lawyer also formally requested that the criminal investigations on the death of the deceased which were being handled by police officers from Chivhu Police Station be conducted by law enforcement agents from another police station as he does not reasonably expect police officers at Chivhu Police Station to investigate themselves and accord justice to his clients, who are Pastor Mukaro and Ivy.

The Magistrate noted that investigations to ascertain the death of Mukaro were unprocedurally done as they had been conducted by the same ZRP officers stationed at Chivhu Police Station and who are being implicated for causing the death of the late Chivhu woman and hence the probe must be done by police officers outside Mashonaland East province.

Magistrate Sande, who noted that according to the testimony of the medical doctor, assault under the soles of feet were done to conceal evidence of assault, said there is need to investigate if the offence of culpable homicide was not committed.

Silent No More: The Urgent Call for International Action Against Political and Gender-Based Violence in Zimbabwe

In the wake of a harrowing episode of political and gender-based violence in Zimbabwe, the ordeal of Faith Tanaka Nenjerama stands as a stark emblem of the systemic abuse perpetuated under the guise of law enforcement.

Seven days ago, what began as a peaceful demonstration against the violation of women’s rights and rape, led by the Citizen Coalition for Change, descended into chaos and brutality, unveiling the grim reality of state-sanctioned violence against women activists.

The Incident: A Testimony to State-Sanctioned Violence

Nenjerama, an ardent supporter of democracy and women’s rights, found herself in the crosshairs of this brutal crackdown. Arrested during the march, she was taken to Mutare Central Police Station, where she was subjected to unspeakable acts of sexual violence by officers tasked with her custody.

This assault wasn’t just an attack on her body but an affront to her voice and her rights, a sinister method employed to instill fear and suppress dissent within the ranks of those who dare to challenge the status quo.

In the aftermath of her assault, the response from the Zimbabwean authorities was chillingly predictable: silence. Despite the gravity of the accusations, the Zimbabwe Police have not initiated an investigation, effectively turning a blind eye to the atrocities committed within their walls.

This lack of accountability is symptomatic of a broader culture of impunity that emboldens perpetrators and leaves survivors like Nenjerama in a perpetual state of fear and vulnerability.

Currently, Nenjerama is living in hiding, her trust in the system shattered. The fear that grips her is not just for her own safety but for the message her assault sends to other women activists: that their bodies are fair game in the political arena, that their rights can be violated with no recourse to justice.

This silence from the authorities not only exacerbates the trauma survivors must navigate but also erodes the foundational principles of democracy and human rights that Zimbabwe professes to uphold.

The International Community’s Role: A Call for Engagement

The international community cannot remain a passive observer to such blatant human rights abuses. Nenjerama’s story demands more than mere condemnation; it requires a concerted effort to hold the perpetrators accountable and to support the victims of political and gender-based violence.

The silence of the Zimbabwean authorities highlights a disturbing disregard for women’s rights and the rule of law, underscoring the necessity for international bodies to step in where national institutions fail.

Engagement from the international community should come in various forms: diplomatic pressure, economic sanctions against individuals known for perpetrating or enabling human rights abuses, and support for local NGOs working on the ground to provide assistance to survivors.

Moreover, international human rights organizations must amplify the voices of survivors like Faith, ensuring that their stories are heard and that they receive the support they need to navigate the aftermath of their assaults.

Why This Matters: Beyond One Woman’s Story

Faith Tanaka Nenjerama’s ordeal is a harrowing reminder of the cost of silence in the face of injustice. It exemplifies the intersection of political repression and gender-based violence, revealing how sexual assault is weaponized to stifle political dissent and maintain power dynamics that subjugate women. This incident is not an isolated event but part of a systemic pattern that requires not just national but global attention.

The international community’s engagement is crucial not only in providing a platform for survivors to seek justice but also in sending a clear message to repressive regimes that the world is watching. It’s about affirming the principle that women’s rights are human rights and that political activism should not come at the cost of one’s safety and dignity.

As Faith remains in hiding, her spirit unbroken but her sense of security shattered, her story is a call to action. It’s a reminder of the resilience of those who fight for a better tomorrow and the responsibility of the global community to stand in solidarity with them. In the face of such adversity, silence is complicity. It’s time for the international community to take a stand, ensuring that Faith’s voice, and the voices of countless others like her, are not silenced but echoed across the world in a chorus demanding change, justice, and respect for human rights.

Zim Has Great Potential To Grow Agric Insurance: ARC

By A Correspondent| African Risk Capacity Limited (ARC Ltd) says Zimbabwe has great potential to grow the agriculture insurance market.

ARC Ltd is a financial affiliate of the African Risk Capacity Group and provides parametric insurance services to African Union member states and farmer organisations, employing financing mechanisms to pool disaster-related risk across Africa and transferring it to international risk markets.

“Zimbabwe is one of the most exciting markets for agriculture insurance. Firstly because Zimbabwe has a sophisticated insurance market that has existed for a considerably long period of time. Secondly agriculture is a very important component to the economy of Zimbabwe but also to the broader economic aspirations of Zimbabweans at large,” ARC Ltd chief executive Lesley Ndlovu told the media in Harare this week.

ARC Ltd says the country’s well developed agriculture terrain makes it easy for the company to grow its business here.

“If you look historically there have been programs around tobacco insurance (for hail), winter frost for wheat. So we are coming to expand the service offering in a market where the basics and infrastructure already exists.

“There is high levels of sophistication within the local insurance markets and we are plugging into that and providing the financial backing for local insurance markets to significantly scale up what they do, also working with technology which is improved significantly in terms of being able to analyse and process data and also in terms of being able to engage with the end clients,” Ndlovu said.

“We want to protect the investments that are going into agriculture and we believe that insurance is one of the instruments that is absolutely essential in the sector because it allows people to bounce back and it also facilitates access to credit.

“Our approach in Zimbabwe is to work with locally based partners and we know that they know the market and we can provide to them our expertise in underwriting, our expertise in data analysis as well as our expertise in the financial sector in general so that we are a good complement to the efforts that are being made,” Ndlovu said.

“ARC provides ‘macro’ insurance to governments, which is coverage at the national level. The insurance coverage taken by the government is usually supplemented by a replica policy taken out by humanitarian agencies operating in the country such as the World Food Program. However, this coverage is seldom adequate to cover the entire population that needs insurance.

“As part of the national disaster risk management and financing strategy, we suggest governments must share the financial burden of residual risk with their local insurance companies who are well positioned to manage it. This is done through the development of market-based solutions of micro and meso insurance”.

Currently, the majority of Zimbabwean farmers are uninsured, posing a serious threat to the sector in the face of prevalent insurable risks.

ARC Ltd is headquartered in Johannesburg, South Africa and is the largest player in providing insurance against extreme weather in Africa. The company has paid out claims of up to US$130 million since its inception in 2014.

“We provide insurance against droughts, floods and tropical cyclones working with governments with humanitarian agencies and also with small to medium scale farmers all across Africa. At the moment we operate across 35 countries up and down the continent.

“The money (US$130 million) has gone towards the launching of relief efforts after severe weather events. The Zimbabwean government is one of our clients and partners within the African Risk Capacity and we paid a claim of US$2,4 million after the 2019 drought. Since then we have been very active in southern Africa,” Ndlovu said.

“We paid US$10,7 million in Madagascar after a tropical cyclone and we paid within four business days thereby allowing the government of Madagascar to launch very quickly relief efforts. In the last few weeks we paid a claim to the government of Zambia of US$5,3 million. Additionally, we have paid a claim of US$14,2 million to the government of Malawi again following the drought that they have experienced,” he added.

“The Kasukuwere Reality Will Shock Many”

By Ndinashe Mudavanhu- As the months, weeks, days and hours go by in the momentous countdown to the epic decisive Zimbabwe elections in 2023, many wait with bated breath for what has been touted as the most dynamic political season upon the nation.

The obvious expectations for many analysts and ordinary observers and participants is a bruising battle between the newly formed political outfit, the Citizens Coalition for Change’s Nelson Chamisa and the incumbent ZANU PF leader President Emmerson Mnangagwa.

But the reality will shock many.
The battle is far from the side shows provided by the so-called main opposition party which is yet to mature into a convincing political party which fancies any realistic chances of ruling the country. Far from it!

The opposition CCC which appears radar less, at sixes and sevens as to how to constitute itself, let alone have visible structures that can inspire confidence in it’s supporters and sponsors alike, can not miraculously win a national election with only 12 months into it’s formation. Lest that be a miracle next to the resurrection of Jesus.

The battle in 2023 will be fought within ZANU PF. Yes you heard right.

2023 is less about changing a governing party but about who leads a government party. That ZANU PF will be ruling is a foregone conclusion, but who will be at the helm is a matter to ponder.

Former National Political Commissar, Saviour Kasukuwere has hinted already as a serious contender to the throne, one who commands massive support within the party’s grassroots up to the highest structures. Kasukuwere has provided yet the clearest hint that he has got his sleeves rolled up already for a bruising fight for control of the ruling party come 2023. But isn’t he running behind time with his intentions?

“What is clear is that 2023 will be a lot of work. Maintain good health and fitness. Kulo msebenzi (there is a lot of work),” said Kasukuwere in response to a plea from a Twitter user who was pleading with him to come home, take over leadership and save the country from economic decline, corruption and mismanagement.

In effect the user was crying fowl over the imminent conglomeration of the Chilonga tribal lands into the Dendairy project which will see a displacement of thousands of families to pave way for Lucerne production.

For a man who never lost control of the party structures since the military coup in 2017, Kasukuwere who maintains close contact with the grassroots and main leadership of the party, speaks of what he knows when he says that this time there is “Drought! No water in the river.”

This Kasukuwere said in response to another Twitter user who had expressed fears that the crocodile is still lurking in the river and that it won’t be easy to cross back. For a man best known for few words and more action, every word that Kasukuwere says can only be ignored at one’s own peril.

This time around, reality is that President Mnangagwa is banking on the benevolence of the security sector which is only itching to avoid another army-aided disruption to social life by allowing him to complete his term peacefully. But the writing is clear on the walls that he has run his race.

The newly constituted party structures from the Youth League, Women’s League and the upcoming Liberation War Veterans Association are not ambiguous as to what they except in 2023. Only change of leadership can be inevitable and this will mark the end of toxic opposition politics in Zimbabwe.

Zimbabwe stands with arms wide open to welcome all exiled nationals who represent a whole generation of wasted talent, yet which can be recovered and put to productive use. The country is not at war against itself.

The likes of incoming Presidential aspirant Saviour Kasukuwere, Professor Jonathan Moyo, Patrick Zhuwao, and many others who are scattered across the region need not be muzzled, but be welcome home to consolidate the goodwill, economic expertise and political acumen acquired over the years in nation building

Take Dialogue Calls Seriously

By Kurauone Chihwayi| Calls by civic society, political parties and faith groups for political players to embrace the idea of an inclusive dialogue as the solution to our  political and economic quagmire should be taken seriously.

A stakeholder-driven political process will lead to a free and fair plebiscite at an appropriate time.
Zimbabwe requires a bigger and inclusive arrangement that is much bigger than the political actors dialogue POLAD.

The POLAD idea remains noble  but there is an urgent need to broaden the engagement process if it is to serve the purpose

A Zimbabwean solution for Zimbabwe is there somewhere and can be found if Zimbabweans are given an opportunity to do so .The church alone cannot transparently organise citizens without the input of political groups ,individuals and civic organisations.

The absence of an inclusive political process in Zimbabwe may result in an upsurge of political violence if political leaders proceed to prioritise elections as a solution to problems bedevilling the country. When two elephants fight it is the grass that will suffer.

The government of Zimbabwe should open its doors to suggestions and calls for a home grown political solution to our problems as a nation.

In the case of Zimbabwe and for purposes of saving lives stakeholders should not be adamant to the idea of working together even if it means having another government of national unity.

A platform for an inclusive political engagement should be created by all parties in and outside government and anyone opposed to inclusivity should think twice.

Focus should be on dialogue not elections

POMONA: Mwonzora Says Zim To Lose USD600mln

By George Swarei | Byo24 | The leader of the opposition Movement for Democratic Change (MDC) Senator Douglas Togarasei Mwonzora has said the Pomona-Geoginix deal in it’s current structure is not reasonable, justifiable and unsupportable.

Speaking to the media in Harare Senator Mwonzora called on the government to renegotiate or open the deal to tender as it had many notable anomalies.

“We would like to put it on record that we as the MDC are pro-investment, business, clean cities and development and as such relate with the idea of a sustainable waste to energy concept for our capital city Harare. The MDC acknowledges that the City of Harare Waste Management problem needs immediate attention. As such we would like to first of all categorically state that the Geogenix BV deal is certainly not a solution unless and until the issues we are raising here today are addressed.”

The MDC President said his party relates with the idea of a sustainable waste to energy concept for Harare adding that he is pro-investment, business, clean cities and development.

Mwonzora acknowledged the need for an immediate solution to Harare’s Waste Management Problems.

“We would like to first of all categorically state that the Geogenix BV deal is certainly not a solution unless and until the issues we are raising here today are addressed.” He said.

Senator Mwonzora said a Due diligence on the Geogenix investment was done by a multi-stakeholder team and recommendations were made on the financing and pricing structures to be reviewed.

Mwonzora says very little or nothing was done to review the deal and his party instituted investigations that discovered a number of anomalies.

“The Pomona Dumpsite has a vast and extensive resource of waste disposed over many decades which we presume can be used in the waste to energy conversion concept, but have not seen its quantification by the investor.”

He added that the investor is already demanding payment for waste disposal from council without any plausible and visible infrastructure.

“This year alone Geogenix will rake in not less than EUR14m from Waste disposal with no infrastructure but gate takings only.”

The MDC leader pointed out some red flags on the deal including among other issues overpriced refuse trucks, unrealistic fuel needs and exorbitant maintenance costs spanning four years despite the project running for 30years.

In his analysis Mwonzora pointed out that the Geoginix BV deal is expensive for Zimbabwe

“In simple terms what this means is that if Geogenix BV proceeds to invest their EUR302 900 0001 over a 30 year period, they will make a loss of not less than -R161 245 891,37

According to these findings from the Geogenix BV Financial Model, if allowed to continue, the people of Zimbabwe through City of Harare stands to lose in excess of EUR500m, siphoned through illicit cash flows and fictitious expenses.”

The sentiments by senator Mwonzora come at a time when the Minister of Local Government and Public Works July Moyo is on record arguing that all procedures for the POMONA deal were followed and got a nod from cabinet.

“All the recommendations from this process went to cabinet, which is the highest executive authority…Following cabinet’s approval, the joint venture agreement was closely analysed by Government lawyers, including the Attorney General ‘s office before it was signed”.
Minister Moyo said the project can’t be stopped unless done by judicial action.

The deal has come under criticism from political parties, residents associations and a cross section of Zimbabwean society.- Byo24

Zim Bans Unprocessed Granite Exportation

By A Correspondent- Zimbabwe has banned the exportation of unprocessed granite unless authorised by the Minister of Mines and Mining Development as part of the process to add value to Zimbabwean mineral exports.

Granite, usually black, has been exported for many years, but until very recently was exported as large blocks, almost cubical in shape, for cutting and polishing elsewhere.

Following investment into the industry, Zimbabwe has the capacity to cut and polish slabs and tiles before export, the state media reported.

“Free Education For All Is Mere Political Banter And Homiletic Bellicose”: PTUZ President Takavafira Zhou

By A Correspondent- Progressive Teachers Union of Zimbabwe (PTUZ) president, Dr Takavafira Zhou has dismissed the government’s announcement of intentions to make education free by 2023 as mere political rhetoric.

Zhou said this in a statement where he described the gvt statement as mere political Banter and homiletic Bellicose.

He said:

Free Education from 2023: Mere Political Rhetoric

11 July 2022

This epistle is a product of historical analysis, coloured by educational taxonomy and must never be associated with any organisation or political party.

It is informed by nothing other than the truth and a desire to build a credible system of quality public education that can enhance sustainable development in Zimbabwe.

President Mnangagwa has recently made a public declaration that the govt will provide free basic education with effect from 2023, in line with the constitutional (2013) dictates and the National Vision.

This has been regurgitated by the public media and political players without any rigorous analysis of the implications thereto. The Sunday Mail (10 July 2022) peddled what it called ‘Free Education Roll-Out for Next Year (2023).’

Fundamentally, there are 4 642 028 pupils enrolled in 10 147 schools (7081 primary and 7f3066 secondary) nationally. There are three categories of schools according to grant type classification as determined by the per capita grant allocation to schools by the govt, namely:

P1 and S1 schools: include schools in low-density areas and some elite boarding schools regardless of location;

P2 and S2 schools: these are schools in urban high-density areas, including govt schools, church-based boarding schools located in rural areas; and

P3 and S3 schools: These are rural schools.

Over the past four years, pupil enrolments have increased by 2% each year across the board. Consequently, total enrolments for primary schools are expected to increase from 3 594 884 in 2022 to 3 665 782 in 2023, while enrolments in secondary schools would increase from 1 109 385 in 2022 to 1 131 573 in 2023.

Evidence-based analysis has shown that each primary and secondary school pupil need US$30.00 and US$50.00 per term, respectively for schools to function efficiently, effectively, and provide inclusive, equitable and quality education. As such, nationally, govt would need a total of US$10 9973 460 per term for primary school pupils, and US$56 578 650 for secondary school pupils.

The total demand per term in 2023 would be US$166 552110 if every pupil gets a free basic education.

One does not need to be a rocket scientist to realise the impossibility of govt meeting this feat, more so given the Second Republic’s pursuit of neo-liberal policies. Arguably, the call for free education is nothing more than political banter and homiletic bellicose.

We have heard this political expediency before (in 2018) and nothing materialised after the elections.

This is not to say free education cannot be realised in Zimbabwe, but only to say you cannot solve a problem with the same type of intelligence that has produced the problem.

There is, therefore, need for a total paradigm shift from the current poverty of leadership, and announcing reforms at the spar of a moment without proper planning and consultations with professionals in a relevant area is empty and blind.

In its present form, the declaration for free education is nothing more than a tissue of misrepresentation or pulling cotton on the public eye in order to attract votes for the ruling party, Zanu pf in 2023 elections.

There is no evidence that there has been any educational and financial taxonomy that informed the President’s declaration.

The President lacks appropriate advice and his ill-conceived declaration has everything to do with 2023 elections, and therefore has no traction.

It is indeed imperative that access to inclusive, equitable and quality public education must reach underserved and disadvantaged communities. Govt must move to treat education as a right to its citizens and not a preserve of the rich.

Yet sound as this may, the truth remains that the parasitic and predatory militarised elites that run the country aided by a bureaucratic bourgeoise who raid and empty state coffers under neo-liberalism will not be able to make basic education free for everyone in 2023 or anytime thereafter if they remain in power.

There is a need for a paradigm shift from their neo-liberalism and current cold and calculated educational vandalism.

There is need to address high-profile corruption that has become routine rather than episodic, let alone engage in win-win investments, and process of raw materials locally, rekitting our ailing industries so that we have a balance between import and export.

Patronage, clientelism, cronyism and lackeyism are also a liability. It is only through responsible leadership, tapping and harnessing of our human and natural resources, and appropriate economic and financial policies that Zimbabwe can generate enough revenue to support free education.

Without such an enabling environment free education will remain a mirage.

Swiss Based Company In Bid To Recover US$1 Million

A Switzerland based company that supplies raw materials for fibre cement production, Ramatex SA, has filed a court application to recover US$998 960 held by the African Century Bank (ACB).

Ramatex operated an account with ACB, also known as a Collection Account denominated in United States dollars, into which its customers would deposit money.

Ramatex submitted that during the period leading up to October 2017, it supplied products to Turnall Holdings Limited on credit and was owed US$998 960.

It is alleged that in or about 2018, Ramatex obtained judgment against Turnall at the High Court of Zimbabwe under case No HC 2851/17 in the sum of US$998 960 for goods supplied.

The Swiss firm then instructed its former attorneys to deposit the sum of US$998 960 into the Collection Account for onward transmission to its Swiss bank account.

The funds were then transferred to the Collection Account and the bank assured them that the funds would be transmitted without any difficulties.

It is alleged that in or about February 2019, monetary authorities in Zimbabwe changed the regulatory framework, resulting in the funds held in the ABC Collection Account classified as blocked funds.

Ramatex then instructed the bank to register the sum of US$998 960 as a legacy debt under the framework established by the Reserve Bank of Zimbabwe and ACB undertook to do so.

It is further alleged that the bank was aware of the deadline for the registration of the blocked funds which had been set as April 30, 2019 and advised the Swiss firm that the blocked funds had been registered as such with the RBZ through NMB Bank Limited.

But in November 2020, after its own investigations, Ramatex established that the application for registration of the blocked funds as a legacy debt had been unsuccessful as it was filed late.

It is Ramatex’s contention that had ACB complied with its obligations, the money would have been released.

The Swiss company is now seeking to recover the money at an interest rate of 5% per annum.

It is with much sadness reminiscing the Seke Road accident. The woman deceased could be my sister, wife or my mother. Painful painful painful it is.
Although I wasn’t there at the scene, the driver works for me and is acutely traumatized.
As of now, I can’t explain the accident as it’s still under police investigation.
However, we must all respect the deceased and her loved ones by being loving and human as we post comments. Death is no joke and nothing to gain social media stats from.
I extend my plea to sympathize with her family and the honour of giving her kids scholarships if she left any.
I’m still recouping from the whole ordeal but I send my impassioned message to the bereaved.

Ngarivhume Denounces Prolonged Detention Of Sikhala, Sithole

Tinashe Sambiri|Jailed CCC officials Hon Job Sikhala and Hon Godfrey Sithole are determined to fight for freedom despite being tormented by the regime.

This was said by Jacob Ngarivhume after visiting the two at Chikurubi Maximum Prison.

Ngarivhume called for mass protests at the prolonged detention of Hon Sikhala and Hon Sikhala.

See statement below:

I spent my day at Chikurubi Max prison today(Saturday).

I visited my compatriots and partners Job Sikhala and Godfrey Sithole. I was emotional as I retraced the route back to Chikurubi where I was also incaserated for days without trial.

There is no change since we left the prison two years ago. It took time to get clearance to see the brave cadres. I was patient. It was even faster and easier for me because they know me.

I saw Mai Sikhala outside and she had been waiting for hours. Mai Sithole had just left after waiting for hours eventually seeing Godfrey.

We had our chance to see them. I first saw bro Job! He was in high spirits as usual, we went straight into business. The cde is strong I assure the nation. We need to stand with them.

They are deeply frustrated of course by this senseless detention without trial.

We discussed key things that we must focus to move the nation forward. Even in the fifteen minutes discussion, Zimbabwe topped the agenda. His commitment to the country is amazing.

I had to wait another 30 minutes to see Godfrey. He was elated to see me. His message to Zimbabwe, keep on fighting for justice and change. They are on the horizon.

We discussed and discussed till the guards said it was enough.

As a nation we owe these cadres our support. We can offer that by doing the following
First we should go into the streets and peacefully demonstrate to demand their release. It’s sad that they are in prison while real criminals who have plundered this country are walking scot free, some with them guards and motorcades.

Second we need to support their families while they are inside. I know this time, it’s not easy for the family. The best we can do is to support their families.

Third, let’s pray for the cadres’ safety during their stay in prison. The regime is ruthless and we can’t rule out anything. They need our prayers and support in all ways we can.

As I drove back, I had tears dropping, emotionally thinking about them and what we need to do to make this country right.

Chatunga Fights In Baba Harare Corner

Tinashe Sambiri| The late former President Robert Mugabe’s son, Chatunga, has mocked Zanu PF over “the wave of glaring confusion and errors in the former revolutionary party.”

Chatunga tore into his late dad’s former party on Twitter.

He also challenged the former revolutionary party to leave Baba Harare alone.

“The most interesting part is Zanu Pf people are running a #5Millionvotes campaign but when someone tries to encourage people to register they start calling that person an oposition.

So my question is 5 Million votes idzi dzichabva Kupi?”

Last week Zanu PF hardliners attacked Baba Harare after the lanky singer implored young people to register to vote.

Nakamba Guides Aston Villa To Victory

Marvelous Nakamba featured in Aston Villa’s first pre-season friendly match on Saturday afternoon.

The Zimbabwean midfielder was in the first XI that started against English League Two side Walsall FC. The team had several fringe players but also consisted of other regulars from last season like captain Tyrone Mings, Bertrand Traoré and Leon Bailey.

New signing Diego Carlos also started in the match and was paired with Mings at the back.

Nakamba didn’t return for the second half as coach Steven Gerrard made nine changes.

Commenting on the performance of the Warriors star in the first half, Birmingham Mail‘s Aston Villa correspondent Ashley Preece wrote: “Delighted the Villa faithful with an uncharacteristic bit of show-boating, flicking the ball past two Walsall players. It was his usual industrious work from the Zimbabwean this afternoon. The midfielder will be an important player for Gerrard for the season ahead.”

Villa finished the game with a 4-0 victory, thanks to goals from Bailey and Cameron Archer in the first half and Ollie Watkins and Douglas Luiz in the second period.

The Birmingham-based outfit’s second friendly match will be against EPL rivals Manchester United on 23 June before rounding up the preparations versus French club Rennes seven days later.

Aston Villa will turn their focus 2022/23 campaign with a match against Bournemouth on 6 August.

The clash will see Nakamba facing his Warriors teammate Jordan Zemura in what could be a historic encounter.

If both players are in action, this would be the second time in the EPL era that two fully-capped Zimbabwean players are on opposite sides.

The other time this happened was in the mid-90s when Peter Ndlovu was at Coventry City while Bruce Grobbelaar had settled at Southampton.- Soccer 24 Zimbabwe

ZEC Commisioner Vanishes With Prado

Dr Petty Makoni

A former commissioner with Zimbabwe Electoral Commission Dr Petty Makoni, whose term of office expired six years ago, disappeared with the commission’s donated Toyota Prado and the Sheriff of the High Court charged with recovering the car is failing to locate her.

Runaway…Toyota Prado

Dr Makoni was appointed as a commissioner for ZEC in 2010 and served until 2016 when her term of office expired.

In 2011, the United Nations Development Programme provided 11 Toyota Prado vehicles to ZEC in preparation for the 2013 general election.

The vehicles were allocated to ZEC commissioners for use in the preperations but remained the property of UNDP. As a commissioner, Dr Makoni was issued with a Toyota Prado registration number ACH 2506.

At the end of that commission’ tenure in 2016, all other commissioners surrendered the vehicles but Dr Makoni refused and drove off in the car.

Efforts by ZEC to recover the vehicle failed so the commission had to resort to the High Court where its lawyer, Mr Tawanda Kanengoni of Nyika Kanengoni and Partners, filed a civil claim.

The High Court ordered Dr Makoni to return the vehicle but she appealed to the Supreme Court.

Justice Felistus Chatukuta last year threw out the challenge but Dr Makoni defied the court order and continued holding on to the vehicle.

Efforts by the Sheriff to seize the vehicle have hit a brick wall as Dr Makoni reportedly left the house she lived without publicising her new address.

No one appears to know where she now stays and the vehicle cannot be located.

“The Sherrif reported on February 8 this year that Dr Makoni had left 611 Worplestone Way in Glen Lorne, Harare, and the new tenants had no forwarding address. The Toyota Prado was not at the address.

The Sheriff is still struggling to locate her. After six years no one knows what sort of condition the vehicle is in.

When the other commissioners left ZEC, their vehicles were allocated to their successors for official use.

And when she refused to surrender the vehicle, Dr Makoni argued that she was not aware that the vehicle had been donated by UNDP for a specific activity and neither was she aware that the donor required it to be used by others after she left ZEC.

She argued unsuccessfully that ZEC was obliged to issue her with a vehicle as a condition of service during her tenure but it failed, hence she was now holding on to the Prado pending delivery of her vehicle by the commission.

Dr Makoni also argued that the then ZEC chairperson Justice Rita Makarau and the chief elections officer Mrs Constance Chigwamba orally allowed her to continue using the vehicle after expiry of her tenure but she failed to prove that in court.

When Dr Makoni left ZEC, she worked as a lecturer at the University of Zimbabwe’s School of Nursing Sciences.

However, the Sheriff has failed to locate her at UZ and her present whereabouts are still unknown. -Herald

Granite Exports Banned

Exporting unprocessed granite is now banned unless authorised by the Minister of Mines and Mining Development as part of the process to add value to Zimbabwean mineral exports.
Granite, usually black granite, has been exported for many years, but until very recently was exported as large blocks, almost cubical in shape, for cutting and polishing elsewhere.

Granite mine in Zimbabwe

Zimbabwe now, following investment into the industry, has the capacity to cut and polish slabs and tiles before export.

Statutory Instrument 127 of 2022, the Mines and Minerals (Prohibition Order of Exportations of Unprocessed Granite) Notice, 2022, was gazetted by Mines and Mining Development Minister, Winston Chitando on Saturday in terms of section 3 of the Base Minerals Export Control Act.

However, pre-existing valid contracts for the export of unprocessed granite will be allowed to continue until they expire, which will give many in the business time to set up their cutting and polishing operations within Zimbabwe or hire others to do this.

The ban is backed by fines and even jail terms for offenders, although considering that unprocessed granite comes in multi-tonne blocks smuggling will probably be exceptionally difficult.

The fine will be level 9 or twice the value of granite involved, whichever is larger, with the possibility of a jail term of up to two years.

President Mnangagwa has been pushing for local processing before export to triple the value of the exports.

He said Zimbabwe was earning US$4,5 million from the export of an unprocessed block of granite when it could earn up to US$12,9 million if cut, polished and packed.

Granite earns about US$100 million a year in total exports but with more extraction and more processing that could reach US$500 million.

Granite is mainly extracted in Mutoko and Mt Darwin districts and is exported to countries that include South Africa, Italy, Australia and Belgium where buyers cut and polish to order.

Part of the Government strategy to push mining to a US$12 billion target by 2023 is not just mining more but adding value through local processing.

Zimbabwe Chamber of Mines chief executive officer Mr Isaac Kwesu said the businesses in the granite sector were willing to implement Government’s policy, but might require more time.

“We fully understand Government’s position on value addition and beneficiation and even our members in that sector are also willing to implement that.

“However, their position is that they need more time and an agreed roadmap to harness resources towards that,” Mr Kwesu said.

Any further time required after existing contracts have been concluded would probably require Minister Chitando to be convinced there was serious movement in processing before he used his authority in the new regulations to give ad hoc permission for export orders of unprocessed granite.

Zimbabwe National Chamber of Commerce, Mr Takunda Mugaga said the SI was justified.

“The recent move to criminalise the export of unprocessed granite on the surface of it is welcome, is justifiable and its economic but also it could also expose the lack of passage of the Mines and Minerals Amendment Bill,” he said.

He said the promulgation of the new Mines and Minerals Act would deal decisively with the issue of value addition while the criminalisation of exporting raw granite could result in smuggling of the mineral.

Indigenisation activist, Ms Thandiwe Ndlovu welcomed the stance taken by Government.

“We are losing millions as a country through exporting unprocessed granite. Apart from the monetary losses, exporting unprocessed granite is also tantamount to exporting jobs to other countries,” he said.

Economic analyst Donald Muyengwa echoed similar sentiments saying it was important that the country benefits more from its minerals.-Herald

Opposition Leader Arrested During Prayer Walk

ZEC Commissioners: The Regime Running Post To Pillar | OSTALLOS

It’s is possible!

Let’s fasten our seat belts.

Happy new week!

Woman Saves Teenager From Elephant Attack

An 18-year-old man from Bubi District, Matabeleland North, escaped death by a whisker after he was attacked by “angry” elephants.

Tinashe Ncube was saved from being trampled by the jumbos after a relative distracted the charging animals with a wrapping cloth she was wearing.

The woman reportedly waved the cloth in the air and threw it to the ground thereby causing the elephants to leave the injured teen and trample on the fabric.

According to Advent Nkomo, a teacher at Lukala Secondary School, Tinashe was with a female relative on Wednesday when they encountered the elephants.

The two elephants had been provoked by students at Lukala Secondary School as they were passing by.

Nkomo said the elephants had gone their way after the provocation but then met Ncube and his relative who didn’t know the elephants were angry. Said Nkomo:

Tinashe was with a woman who is his relative and when the elephant started to attack him, the woman took off her wrapping cloth (intsaro) and threw it on the ground.

The two elephants left him and went to attack that cloth.

There are a lot of elephants in this area and now we are fearing that they will harm the students since they don’t know how dangerous these elephants are.

Zimbabwe Parks and Wildlife Management Authority (ZimParks) Head Of Corporate Communications, Tinashe Farawo said:

It happened yesterday. I can confirm that a young man was injured by two elephants, the investigations are still in progress.

The information we have right now is from the witnesses, our team is working on it.

Understanding Monkeypox

Monkeypox is a disease caused by the monkeypox virus. It is a viral zoonotic disease, meaning that it can spread from animals to humans. It can also spread between people

Symptoms of monkeypox typically include a fever, intense headache, muscle aches, back pain, low energy, swollen lymph nodes and a skin rash or lesions.

The rash usually begins within one to three days of the start of a fever. Lesions can be flat or slightly raised, filled with clear or yellowish fluid, and can then crust, dry up and fall off.

The number of lesions on one person can range from a few to several thousand. The rash tends to be concentrated on the face, palms of the hands and soles of the feet. They can also be found on the mouth, genitals and eyes.

Symptoms typically last between 2 to 4 weeks and go away on their own without treatment. If you think you have symptoms that could be monkeypox, seek advice from your health care provider.

Let them know if you have had close contact with someone who has suspected or confirmed monkeypox.

Monkeypox can spread to people when they come into physical contact with an infected animal. Animal hosts include rodents and primates. The risk of catching monkeypox from animals can be reduced by avoiding unprotected contact with wild animals, especially those that are sick or dead (including their meat and blood). In endemic countries where animals carry monkeypox, any foods containing animal meat or parts should be cooked thoroughly before eating.

People with monkeypox are infectious while they have symptoms (normally for between two and four weeks). You can catch monkeypox through close physical contact with someone who has symptoms. The rash, bodily fluids (such as fluid, pus or blood from skin lesions) and scabs are particularly infectious. Clothing, bedding, towels or objects like eating utensils/dishes that have been contaminated with the virus from contact with an infected person can also infect others.

Ulcers, lesions or sores in the mouth can also be infectious, meaning the virus can spread through saliva. People who closely interact with someone who is infectious, including health workers, household members and sexual partners are therefore at greater risk for infection.

The virus can also spread from someone who is pregnant to the foetus from the placenta, or from an infected parent to child during or after birth through skin-to-skin contact.

It is not clear whether people who do not have symptoms can spread the disease.

Kunyenzura, a self-styled prophet, claimed God ordained him as the next President of Zimbabwe when he launched the party in May this year.

Man Leaves Own Home Over Two Children With Albinism

By A Correspondent- A Zvishavane man, Emmanuel Nyoni, abandoned his family after his wife gave birth to two children with albinism.

Nyoni blamed his wife, Polite Charles, for giving birth to children with the condition and has since left his family.

Charles told The Guiding Star that her marriage collapsed after her husband and in-laws failed to accept the children. She said:

I’ve two children with albinism and this caused a lot of family misunderstandings, my in-laws couldn’t accept albino children in their family so my husband left me.

He left on 14 April last year and I’m back home to my biological parents. They’re okay with my albino children.

The founder and executive director of Albino Charity Organisation of Zimbabwe (ACOZ), Loveness Mainato said there is a need to educate communities about albinism and the cause of the condition.

Speaking to The Guiding Star, Mainato said the lack of knowledge on the cause of albinism results in segregation and emotional victimisation of persons with albinism. She said:

Segregation against people with albinism is what our organisation is fighting against.

The community is not well informed about this condition of albinism, they find it easy to lay all the blame on the mother of the children yet albinism originates from both parents’ genetic make-ups, linked to family generations.

We are continuing with lessons to end segregation towards albinism, currently, we’re seized with community-based workshops in which we’re educating the communities.

Also in order to relieve challenges and reduce violence against those with albinism, we’re helping them with body lotions.

According to the National Organisation for Albinism and Hypo-pigmentation, albinism is a group of genetic conditions that cause a lack of black pigment in the skin.

The focal person for the Association of the Disabled and Elderly Persons in Zimbabwe (ADEPZ), Primrose Nyangoni, said:

There is a need to change this wrong mindset that the mother is responsible for albinism, this condition originates genetically from the combined genetic make-ups of both parents.

It’s grossly unfair for a spouse to leave another spouse because of a child born with albinism.

The misconception here is that the community thinks albinism is a curse to a parent from either God or ancestors.

Albinism is just a genetic condition, genes are passed from one generation to the other, we never know maybe this husband is the one with these genes of albinism.

This is not a disease but a condition that we must learn to accept and live with as parents, family, and community as a whole.

The shootings follow just after a eNyobeni tavern tragedy, where 21 young people perished in Scenery Park, East london.

Army Boss’ Son Demands Back Lobola Money

By A Correspondent- Zimbabwe Defence Forces (ZDF) commander Phillip Valerio’s son, Jacob, is allegedly demanding a refund of his lobola money from his in-laws after leaving his wife.

The Standard reported sources close to the Sibanda and Masango families as saying Jacob was customarily married to Rumbidzai Masango and paid more than US$7 000 in lobola money.

The couple reportedly lived in South Africa, but the marriage broke down in December of the same year.

The couple failed to reconcile because of “undue family interference” according to a source. A family member speaking on condition of anonymity said:

They tried to work things out, but all efforts were in vain. Jacob came back to Zimbabwe as a repartee with the assistance of the Zimbabwe embassy.

What is now shocking is that he is demanding lobola so that he can also bring gupuro (a token for divorce

But the question we are asking as a family is ‘why should we pay back the lobola when it’s him who divorced our daughter?’
Another family member queried why Jacob was demanding a lobola refund from them yet he didn’t do that when he divorced one Chiyedza Shonhiwa but paid gupuro with no reservations.

The family members said Jacob had promised to pay back the money his wife used for his upkeep while living in South Africa but was yet to fulfil his promise.
Jacob is said to have ended the marriage through a WhatsApp message.

When reached for comment by The Standard, Masango refused to comment on the matter, saying it was private while Jacob ignored questions sent to him through the WhatsApp platform.

Chinese Puppet Mnangagwa Says Churches Mustn’t Be Foreign Puppets

After allowing the Chinese government to take over Zimbabwe’s sovereignty, Emmerson Mnangagwa has told the church to avoid being used as foreign puppets

State Media: The Church should continue to pursue its role of fostering peace and unity, especially as 2023 harmonised elections draw closer, President Mnangagwa has said.

He said the Church should, however, be wary of being used as conduits to promote negative foreign interests detrimental to the country’s stability and sovereignty.

Writing in his weekly column in this paper, the President said religious organisations remained key partners of the State in promoting development and providing wise counsel.

He gave assurances that the proposed Private Voluntary Organisations (PVO) Amendment Bill, which is in line with international best practices, would not curtail humanitarian work by Churches and genuine non-governmental organisations (NGOs).

It would, however, “flush out dirty money” being laundered through some NGOs and make Zimbabwe “compliant with international protocols”. It is believed the Church now understands why authorities are working on the envisaged legislation after several engagements with the Government.

“What the Bill seeks to do is to stop mischief which has often sought to take advantage of the poor and situations of need in the country,” said the President.

“Additionally, it seeks to flush out dirty money, which is often laundered through some PVOs …

“Above all, it seeks to stop the subversion of national processes by foreign actors who often front political NGOs.

“Electoral processes are solely for citizens; they should never come under the undue influence of outsiders who hold no legitimate stake in our country.

“To allow that to happen undermines our sovereignty and the integrity of those processes.”

Zimbabwe’s resource endowments, said the President, make the country an “attractive” target of foreign nefarious foreign influence.

Negative foreign interests, he added, usually seek to exploit societal institutions such as Churches to exert undue influence on the country.

“We must all be wary of this, including Churches. We already have reports of foreign embassies which seek to abuse their purpose and status here by mobilising religious organisations for political ends.

“That must be resisted, lest we are back to the Victorian ethos of Western expansionism under different guises.”

Ahead of next year’s harmonised elections, added President Mnangagwa, the Church must continue to engender peace and non-violent political contestations.

He said the Second Republic recognises the prophetic role which the Church has always played in society, and in history.

Describing the church as “the conscience of society”, he said: “it must be listened to, while its wise counsel must be heeded.

“It propagates peace, amity and unity at all levels.

“At no time will such a role become more crucial than now as we drift towards our Harmonised General Elections, which fall due sometime next year.

“The Church should preach peace and calmness in our communities and our nation so our elections take place in an environment of non-violence and tolerance.”

In addition, Churches should safeguard the sanctity of delicate national processes such as the ongoing healing process being undertaken to address issues arising from post-Independence disturbances that affected parts of Matabeleland and Midlands, said the President.

Religious organisations were urged to support initiatives that help foster peace, healing and unity.

“It has always been the Church’s view that durable peace comes from justice.

“The State, too, shares that view.

“This is why we have several Constitutional Commissions working towards that end,” he said.

“Any peace which avoids justice or which seeks to abort or to sidestep basic rights can never endure.

“It is with this persuasion that I have personally made it my singular mission to settle deep hurts from past conflicts, principally those to do with disturbances which occurred in the early part of our Independence.

“The Church must help Government protect that delicate process which can easily be wrecked by those seeking to profit from frozen animosities.

“Above all, it must help us avoid the recurrence of such conflicts in future.”

BREAKING: CIO Gunman Goes After UZ SRC President | FULL THREAD

By A Correspondent | The newly elected, University of Zimbabwe SRC President Allan Chipoyi has reported that he is being followed by an unnamed gunman, part of a quartet that is prowling after him.

Allan Chipoyi recently won the UZ Presidency and he represents the country’s largest student network, ZINASU, that beat the ruling party’s own formation ZICOSU on the 1st July.

Chipoyi makes this disclosure in the following thread, saying:

Fellow Zimbabweans, pray for me. I’m not safe! So here is the issue, after winning the UZ SRC Presidency on 1 July, on Saturday the following day I organized for a victory celebration party at Sheerwood Golf Club in Mabelreign.

During celebration, three unidentified men were also there and since it is a bar I never bothered.

The men started to call each and every student who was part of our celebration asking who Allan Chipoyi is. They also called me to extend their congratulatory message and I told them I don’t even know Allan Chipoyi you are talking about.

They continuously called our students but we had already told them that if anyone asks, never divulge anyone’s identify. One of the men had a gun which was on his trouser’s pocket.

I have been just called by one of the students that this Thursday, the same men were sported at the University of Zimbabwe at Students Union building where there was a ZINASU meeting. I’m sure we will conquer but just pray for me.

ZEC Speaks On Zanu PF Involvement In Constituency Delimitation

By- Zimbabwe Electoral Commission (ZEC) chairperson Priscilla Chigumba said they were not going to be given instructions from Zanu PF on how to conduct the constituency delimitation exercise ahead of the 2023 elections.

Justice minister and Zanu PF politburo member Ziyambi Ziyambi, last week said the ruling party would lead the delimitation exercise.

Addressing the media at State House during Thursday’s swearing-in of new ZEC commissioners, Chigumba said:
Delimitation of parliamentary constituencies and wards is determined by the number of registered voters in an area and is conducted just after the population and housing census.
This exercise is transparent. It is a scientific method that uses registered voters and the number of constituencies.
Each constituency and province is supposed to have equal numbers of registered voters.
… if there is anyone alleging that votes can be stolen through this exercise, it is a blatant lie and a lack of knowledge.

“It’s Fake News”

By Patrick Guramatunhu- “We must all remember that until a British Prime minister talks to the Queen he will not resign without her majesty’s consent.

So, until then Johnson is very much the Prime minister. Not once in his speech did, he mention the word resign. Not even once did he refer to a meeting with the queen.

So yes, he has not resigned yet,” wrote Dr Masimba Mavaza, to reassure the nervous Zanu PF regime.

“When those who claim to be masters of democracy slip into democratic confusion it is those who follow them who get the sharp edge.

It is true that sometimes democracy is costly. Britain has experienced four general elections in three years and is likely to have the fifth.”

There are many take home lessons to be learned from the Boris Johnson saga, one of which being that no individual, no matter how high up the grease-pole they happen to be, is untouchable.

This is a very important point because it gives confidence to those below to hold the leaders to account.

Democratic account is a key tenet of a healthy a functioning democracy and one that has made the system champion in quickly, efficiently, and effectively handling mismanagement, corruption and stamping out tyranny.

In a dysfunctional autocratic political system such as that in Zimbabwe, the top dog is untouchable and hence the reason why not even one Zanu PF minister dared to even protest much less resign even at the height of such madness as the wholesale looting of Marange diamonds or the Gukurahundi massacre.

Mugabe and now Mnangagwa has enjoyed absolute power and the protesting individual would not have stopped the madness but rather booted out of the party.

And all who have been booted out of Zanu PF have found “it is cold out there!” as Professor Jonathan Moyo has testified.

“But as we’ve seen at Westminster, the herd instinct is powerful and when the herd moves, it moves,” announced Prime Minister Boris Johnson outside the door of 10 Downing Street.

“And my friends in politics, no-one is remotely indispensable and our brilliant and Darwinian system will produce another leader, equally committed to taking this country forward through tough times.

“Not just helping families to get through it, but changing and improving the way we do things, cutting burdens on businesses and families and yes, cutting taxes, because that is the way to generate the growth and the income we need to pay for great public services.

“And to that new leader, I say whoever he or she may be, I say I will give you as much support as I can. And to you, the British public.

“I know that there will be many people who are relieved and perhaps quite a few who will also be disappointed. And I want you to know how sad I am to be giving up the best job in the world.”

Of course, Boris Johnson was disappointed to give up being Prime Minister “the best job in the world”; he would not be human if he otherwise.

The point is he is giving it up because the Conservative MPs, in the first instance, and the voting public if they had failed to act, wanted him to go.

And he is going; the starting gun for electing a new party leader who will then become Prime Minister has been fired.

The truth is the Zanu PF regime, like all other authoritarian and political despots the world over have been angling for Boris Johnson to defy the democratic wishes of his party and the voting public and refuse to leave office.

It is not so much that Zanu PF wanted Boris to remain in office; they loath regime change because every time it happens, they fear the people of Zimbabwe might be inspired to seek regime change too.

When then President Donald Trump stormed Capital Hill on 6th January 2021, the date that has gone down in human history as the day American democracy was tested to destruction and passed; despots from Beijing, Moscow and most of Africa and South America were disappointed Trump failed.

Nothing would have helped consolidate their own authoritarian dictatorship than Trump defying the democratic wishes of the American people! Nothing!

In an interview with Trevor Ncube, Professor Welshman Ncube revealed why the late dictator Robert Mugabe had stubbornly refused to appoint him Deputy Prime Minister in place of Arthur Mutambara – he feared contingency.

If the MDC-N herd can elect a new leader and have him replace their leader in the GNU, the Zanu PF herd would certainly want to do the same threatening Mugabe’s own position!

So, Dr Masimba Mavaza’s article in Zimeye “Boris Johnson, Zimbabwe View”, no doubt reproduced in the Zanu PF control public media, is to reassure the Zanu PF leaders and supporters that reports of PM Johnson throwing in the towel, is all fake news.

The Zimbabwe economy is in total meltdown and, needless to say, the people of Zimbabwe are desperate for regime change and view the coming elections as an opportunity to finally deliver that change.

Zanu PF is set to rig the 2023 elections thanks to MDC/CCC leaders’ not only selling out on reforms but insisting on participating in these flawed elections to give Zanu PF legitimacy.

However Zanu PF knows it is not out of the woods yet because the possibility of street protest and/or another military coup to force regime change is a certainty.

The present economic chaos that has forced millions into abject poverty and despair cannot continue for much longer.

Regime change is in the air, you take it with very breath, and no wonder the whole Zanu PF regime is a nervous wreck!

“Not once in his speech did, he mention the word resign!” proclaimed Dr Mavaza.

Talk of fake news – that takes the biscuit! The Conservative party machinery is expected to produce a new party leader by November and Boris will walk the plunk, jarring the regime change sensitive nerves of the Zanu PF regime leaders and cronies alike!

Govt Promises Free Education Next Year

Learners from underprivileged communities will be the first beneficiaries of free education beginning next year under a State-funded basic education programme.

This follows an extensive nationwide study to establish the costs involved, it has been learnt.

The three-year study covering 20 schools — two in each province — sought to classify public schools by location and learners’ level of need, among other things.

The Sunday Mail has gathered that the programme will be funded through State grants to learning institutions that schools will receive in lieu of tuition and school development levies from parents and guardians.

In categorising schools for the purposes of the programme, institutions currently classified as “Group A” schools have now been reclassified as P1 (for primary schools) and S1 (for secondary schools).

Missionary schools, currently classified as “Group B” institutions, are now classified P2 and S2 schools.

Learning institutions in rural areas and poor communities (formerly Group C) have been classified as P3 and S3 schools.

Under the phased roll out of the programme, P3 and S3 schools will start receiving grants First Term next year.

The number of schools that are set to benefit from the first phase could not be immediately established as consultations with stakeholders in the education sector are ongoing.

The Government has, however, firmly committed to rolling out the programme next year.

Primary and Secondary Education Deputy Minister Edgar Moyo said a policy framework to guide implementation was being crafted.

“Our schools have been categorised in three distinct groupings for the purposes of giving them grants,” he said.

“The categorisation takes into account the location of schools. What we have done is looking at the unit cost of educating a child.

“I will not disclose that but we have already come up with a figure, which is still at the consultative stage.

“Primary learners have their own figure; the same as secondary school learners.”

Critically, learners at these schools will also be equipped with Information Communication Technology gadgets to facilitate remote learning.

The gadgets are already being assembled by State-owned tech enterprise Zimbabwe Information Technology Company (ZITCO).
Pp
Roll-out of State-funded education, he said, was informed by provisions of Section 27 of the Constitution, which enjoins the State to “take all practical measures to promote free compulsory basic education for children”.

Authorities are now exploring different funding models for the grants.

Consideration is being given to three distinct models that include direct budgetary allocations, resources from the devolution fund and the constituency development funds.

A hybrid financing model involving all three is also under consideration.

Added Deputy Minister Moyo: “We did a pilot project for three years which we called grant-in-aid-of-tuition.”

During the pilot study, authorities selected two schools per province and asked them to forgo tuition and levies during the three-year pilot period.

Government then directly funded schools for the duration of the pilot.

“It is from the pilot project that we deduced the unit cost of educating a child and, from this, the model of financing of the schools.”

There are about 4,6 million learners in close to 10 000 public schools countrywide.

“So the number of students who will receive State-funded education next year will only be known once we have completed drafting the policy.

“However, next year we are rolling out State-funded education and we are hoping it will start during the first term.”

Minister of Information Communication Technology (ICT), Postal and Courier Services Dr Jenfan Muswere said Government had already begun connecting schools to the internet ahead of the roll-out.

“We are also working with Zimbabwe Information Technology Company (ZITCO) to manufacture gadgets needed for the programme,” he said.

Educationist Dr Caiphus Nziramasanga commended the programme.

“Enrolment of learners is likely going to double once the programme starts,” said Dr Nziramasanga.

“So it is important for Government to start planning now in terms of infrastructure, textbooks and teacher recruitment.

“There is also a need for laws and policies to enforce this position going forward.”

Zimbabwe Teachers Association (ZIMTA) secretary-general Mr Goodwill Taderera said the programme will guarantee universal access to education.

“However, there is a need for Government to timeously disburse the funds so that there is smooth running of schools,” he added.

“Success of the programme will be determined by timeous disbursement of funds, so there is need for extensive planning.”

Last year, Government used $2 billion to provide educational assistance to 1,2 million vulnerable children through the Basic Education Assistance Module (BEAM).

This year, about 1,5 million learners are receiving support through a package that covers tuition fees, uniforms and stationery under BEAM. Sunday Mail

Mnangagwa Imprisons Millions

Tinashe Sambiri| CCC deputy spokesperson Gift Ostallos Siziba says every Zimbabwean citizen is a prisoner as a result of Zanu PF misrule and gross violation of human rights.

Siziba challenged the regime to release political prisoners.

The regime arrested CCC senior officials Hon Job Sikhala, Hon Godfrey Sithole and Nyatsime party members.

“Every Zimbabwean is a prisoner, some are arrested by the police some are arrested by hunger, poverty and fear.

We have all been reduced to prisoners of conscience and slaves of fear.

Injustice anywhere is injustice everywhere.

We must speak out! We must record our displeasure with the current status core.

Phakama Zimbabwe phakama,” Siziba argued.
