Ahead of next year’s harmonised elections, plans are underway to reform the Electoral Act in order to guarantee a credible, free and fair election. Sunday Mail Reporter Debra Matabvu (DM) spoke to Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi (ZZ) on these and other issues.
ZZ: I am sure you remember that there was an outcry, especially from our people in the Diaspora, calling on us to stop amending the Constitution, and the Government listened.

The Diaspora vote cannot happen with the way the Constitution is right now.

The country is divided into 210 constituencies and our voting system is polling station-based.

For example, if someone votes in Zvimba constituency at Murombedzi Vocational Training Centre (VTC), this means that person cannot go and cast their vote at Murombedzi Primary School.

Their name will not appear on the voters’ roll at Murombedzi Primary School.

So it is not about those in Diaspora only.

This is the system that we have in the Constitution.

So those in the Diaspora cannot vote.

Even if we had assumed that the votes of those in the Diaspora will be sent to their polling station, it would be an administrative nightmare.

The logistical process may cause massive rigging.

Our system provides for that kind of voting for those in Government service.

One may argue that in South Africa it is allowed. Our electoral process is different from that of South Africa. The South African system is based on proportional representation and ours is a hybrid system.

With ours, you vote for a candidate of your choice, while in South Africa you vote for a party.- State Media

UN Report: Global Hunger
The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.

The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.

The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).

The numbers paint a grim picture:

As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.

“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”

Repurposing agricultural policies

The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.

With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.

The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.

Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

The ripple effects of the global food crisis will most likely worsen the outcome again next year. We need a more intense approach to end hunger and IFAD stands ready to do its part by scaling up its operations and impact. We look forward to having everyone’s support.”

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”

WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”

WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

GLOSSARY

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.

Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).

Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.

Undernourishment: a condition in which an individual’s habitual food consumption is insufficient to provide the amount of dietary energy required to maintain a normal, active, healthy life. The prevalence of undernourishment is used to measure hunger (SDG indicator 2.1.1).

Mr Mnangagwa We Are Sick And Tired Of Your Shenanigans

I am a politician but I am not writing this letter to you in that capacity.

I am writing to you as a young woman, as a citizen and as part of a generation to whom a debt is due. When we were little, we were told we were “born free” but for reasons caused by this government we go everywhere in chains. We are demanding our freedom because this great nation feels like prison. We were told that a war of liberation was fought on our behalf and that a world of opportunity had been opened. However, with each passing day, it is becoming evident that the oppressor only changed name, face and colour but his methods, laws and operations have remained exactly the same.

The social contract between the state and the people has been broken and replaced by threats of arrest, persecution and underhand punishment for those who dare challenge the torn fabric of a once promising dream. Why must a nation with all the ingredients for success be a graveyard for aspiration? Why must the rich fly in private jets while the poor get stuffed like sardines in rickety buses? Why must the many toil and sweat but starve so that the few can live like royalty?

Why is it a crime to want a better society?

Why is a crime to want funding for public health and schools? Why is it a crime to demand jobs or modern infrastructure? Why is it a crime to seek accountability for the money that we pay in taxes? Why is it a crime to protest against hunger? Why are the police who are meant to protect and secure the lives of citizens mimicking the behaviour of the Special Branch by breaking into the homes of journalists who speak out against corruption? Why do those who are innocent get treated like criminals yet criminals go Scot free?

Imagine if all the young people who are arrested on spurious charges of subversion were included in the economy and spending all those wasted court hours contributing towards the economy through innovation and productivity? Imagine if all the lawyers who waste time arguing bail applications for the pro-democracy activists that are continuously arrested on bogus charges spent their time working on mergers and acquisitions that would grow and develop the economy? Imagine if the property rights framework of the nation enabled more of that to happen? Imagine if people were so inspired by the national vision that they were not planning endless strikes and protests but they were knuckling down to work and they were rewarded in a meaningful currency for their hard work?

The people deserve better and more. We are sick and tired of being sick and tired. There is a generation that is ready to pick up the broken pieces and re-write the contract that you repeatedly breach through violations of the Constitution and fundamental freedoms. People deserve hope. People deserve an ecosystem that allows them to work hard and reap the rewards of their hard work. People deserve to be free and secure in their homes. People deserve a government that they can trust. We will never stop believing in the beauty of this nation regardless of the madness. But the madness must stop.

When people unite and find their collective voice to fight injustice, a nation is reborn.

That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.

With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.

The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.

Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”

WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”

WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

GLOSSARY

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.

Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).

Undernourishment: a condition in which an individual’s habitual food consumption is insufficient to provide the amount of dietary energy required to maintain a normal, active, healthy life. The prevalence of undernourishment is used to measure hunger (SDG indicator 2.1.1).

Speaking during a Twitter Spaces monologue on Friday, Mutami also claimed she slept with several top government officials, among them, the late foreign affairs minister Sibusiso Busi (SB) Moyo. 

She also claimed she bedded Norton MP, Temba Mliswa (Independent), and deputy mines minister Polite Kambamura.

Murdered CCC Activist’ Ali’s Family In Hiding

By A Correspondent- The family of murdered CCC activist Moreblessing Ali is living in hiding as suspected state security agents and ZANU PF activists have been visiting their home periodically.

Moreblessing’s son Silence and brother Wellington are in hiding since being harassed out of their home, reported The NewsHawks.

Police said Moreblessing was kidnapped by Pius Mukandi, alias Jamba, at Chibhanguza Shopping Centre in Nyatsime on 24 May and her dismembered body was found in a disused well on 11 June. Jamba is believed to be a ZANU PF member.

The suspect was arrested in Hurungwe five days after the body was discovered at his mother’s plot.

Moreblessing’s body has still not been buried, two months after her murder as the family is demanding their lawyer, Job Sikhala, to be released first.

The Ali family has also demanded the arrest of Nyatsime councillor Masimbi Masimbi and Nyatsime ZANU PF branch chairperson Simba Chisango who is reported to be Jamba’s half-brother, whom they are implicating in Moreblessing’s murder. Added Silence:

We maintain the family position that everyone involved in the murder of my mother should be arrested before we bury her. That means Pius Jamba is not the only person in this murder.

Simba Chisango told me in front of a ZANU PF crowd that if we fail to locate my mother, he would direct me to his brother, meaning he knew what had happened.

Silence also implicated Masimbi in the murder of her mother. He said:

He came to the house questioning me and pushing me to encourage my family to proceed with burial, and not politicise the death.

He even stopped me from distributing fliers that would assist us in finding my mother.

At one time, he said police were calling him to retrieve a body in some dam, but he was not very open with me.

Wellington Ali, brother to the deceased, said he is also in hiding after he was attacked by ZANU PF activists at the Ali home after the prayer meeting.

Meanwhile, Jamba was remanded in custody and is awaiting indictment in the High Court for the murder.

He is scheduled to appear in court on 28 July.

Zanu Pf Promises US$20 For A Vote

By A Correspondent- ZANU PF members in Kariba District on Thursday disrupted learning at Mahombekombe Primary School in the district after they held a political rally at the school.

The rally was staged for ZANU PF Kariba Ward 5 candidate, Kudakwashe Mafusire ahead of this weekend’s by-election.

Pupils and Mahombekombe residents were made to sit in the blazing sun while ZANU PF officials “sold” their candidate and also donated a handful of textbooks.

ZANU PF sent high-ranking officials to the rally, among them, Mashonaland West Provincial Affairs minister and ZANU PF provincial chairman, Mary Mliswa-Chikoka, and Politburo member, Ziyambi Ziyambi, as well as senior war veterans and Youth League members.

Meanwhile, the country’s third-largest political party after ZANU PF and MDC Alliance, the Citizens Coalition for Change (CCC) accused the ruling party of vote-buying.

 CCC interim provincial spokesperson, Blessing Mandava, told NewZimbabwe.com that ZANU PF promised US$20 cash for those who vote for the ruling party.

Said Mandava:

We have heard plans of vote buying, where people were promised US$20 each.

Our Intelligence team on the ground in Ward 5 has gathered that Zanu PF is promising each voter US$20 if one captures his/her ballot after voting for them.

We call on alert citizens and agents to foil this act of criminality and protect the people’s will.

The Kariba Ward 5 seat fell vacant following the resignation of then CCC councillor, Tendai Mapondera, over criminal abuse of office charges.

Outgoing Dairiboard CEO Handpicks Own 2nd Wife

By A Correspondent- Retired Dairibord Holdings Limited group chief executive officer Anthony Mandiwanza has reportedly handpicked his second wife Mercy Ndoro to take over his position, a report by Nehanda Radio claims.

Mandiwanza is retiring from Dairiboard with effect from 30 September 2022 after serving the company for 43 years.

He is being accused of nepotism and violating corporate governance principles by pushing for the appointment of his alleged second wife.

A statement attributed to Dairibord shareholder and former Institute of Directors board member Engineer Jacob Kudzayi Mutisi reads:

We are the only country where shareholders are taken for fools. How in the world can a board allow the appointment of the former CEO’s second wife?

Anthony Mandiwanza has appointed his second wife Mercy Ndoro as the CEO for Dairiboard Zimbabwe which is an act of nepotism and misconduct according to corporate governance rules.

The strategy is simple Anthony is going to appoint himself as the chairman.

As a former board member and chairman of the Institute of Directors (IODZ), the home of corporate governance Anthony should know better that these kinds of appointments are illegal.

As a shareholder, I am requesting a response from the board on why it is allowing such an illegal decision to be made.

Such decisions are usually taken by a board that is tainted. Dairibord is not a family business.

It is a listed institution which should adhere to corporate governance and this kind of action does not reflect respect for the rules.

I am hereby requesting that the Zimbabwe Stock Exchangeinvestigate this and charge the board of Dairibord with misconduct.

Democratisation Of Mine Workers Representation Platform Critical To Build An Inclusive NEC


HARARE: Zimbabwe has a monopolistic mine workers’ representation system which constitutes National Chamber of Mines and AMWUZ – Associated Mine Workers Union of Zimbabwe.

By Maxwell Teedzai- This uneven terrain in worker representation has thrown the entire extractives sector into a topsytavy situation with workers earning minimum wages way-down below the PDL – Poverty Datum Line.

To that effect, NMWUZ – National Mine Workers Union of Zimbabwe has since called on the National Chamber of Mines and NEC – National Employment Council to seriously look into the issue as a matter of urgency and ensure that the mine workers’ representation platform is democratized.

“As the President of National Mine Workers’ Union of Zimbabwe we are calling on the National Chamber of Mines to consider it’s workers and convince AMWUZ to co-opt into NEC all the other unions with membership through the introduction of a proportional representation system,” said Kurebwa Javangwe Nomboka.

When NEC was constituted in 1990 there was only one union (AMWUZ), and one employer we now call Chamber of Mines.
Meanwhile, the mining sector in Zimbabwe is fast-expanding while new unions with membership are sprouting all over the country.

This automatically means that there is now need for systems to change and migrate from monopolistic to proportional representation so that all mine workers are represented in NEC.

AMWUZ is using negotiation methodologies that help it maintain good ties with National Chamber of Mines so that it remains the only union with membership representing workers through a monopolistic system of dictatorship.

Nomboka argued that, “AMWUZ leadership is dictatorial in it’s approach and is serving the interests of employers alone. Members of AMWUZ are wandering why their concerns never get expected outcomes when they’re part of a union that enjoys monopoly in NEC”.

“It’s disheartening to learn that even some of the members within AMWUZ are not happy with the way their labour grievances are being represented in NEC, arguing that AMWUZ lacks the knowledge of the reality of their struggles as mine workers in Zimbabwe,” Nomboka added.

Industrial democracy is therefore proposed by unions as the key to decent work in Zimbabwe’s extractives sector.

The tendency has been that mine workers in Zimbabwe hardly make decisions, nor share responsibility and authority in their respective workplaces.

Apparently, workers’ struggle in the mining sector in Zimbabwe is grounded in everyday acts of resistance and is directed towards power relationships exercised at work between the employer and employee.

Sadly overt forms of resistance have been waning in because of various pieces of draconian legislation, and subterranean forms of resistance have been gaining traction.

The monopoly enjoyed by AMWUZ and National Chamber of Mines is a repressive machinery designed to keep mine workers poor and ensure that the ruling elite and mining employers continue to reap huge profits from this exploitative system of worker representation.

Mr Kurebwa Javangwe Nomboka has condemned the May 2022 salary adjustments which AMWUZ brokered on the behalf of mine workers as mere pittance and the “destruction of the poor”

“As Unionists, we feel that the May 2022 wage adjustments reached are nothing but a farce, and a selling-out salary negotiation outcome,” he further remarked.
Prices of basic commodities continue to soar higher with every passing day.

Until the Interbank and black market rates meet, the inflation rate will continue to skyrocket.
“As president of NMWUZ, I strongly condemn and accuse AMWUZ, as being insensitive to the plight of workers,” argued Nomboka.

Nomboka added, “National Chamber of Mines must co-opt all mine workers’ unions with membership onto the NEC negotiation table in a bid to ensure that the welfare of all mine workers is well catered for by the very same employers”.

Mine workers’ unions in Zimbabwe are not happy with AMWUZ being the sole representative of all mine workers.

On another platform, Unions are also worried that the $93000 brokered by AMWUZ for the entire year is mere mockery as it cannot even reach a quarter of the expected US$650 which NMWUZ is demanding employers pay thier workers.

“It’s not fair that despite the fact that some of the country’s major retailers are accessing foreign currency on the auction system, higher lending rates and indexing prices to open market exchange rates has eroded the buying power of many workers,” said Nomboka.

While the official exchange rate is $403: US$1, the black market rates are ranging between $800 and $900 to the greenback.

Consequently, the pricing regime where prices are pegged using the black market rates is eroding the spending power of consumers.
“We’re calling for the least paid worker to be paid a minimum wage of not less than US$650 but as long as there is unfair representation of workers in our negotiation fora (NEC), we have no hope for meaningful adjustments for all workers across the board”.

Zimbabwe’s mining industry accounts for 13 percent of the gross domestic product and is the largest foreign currency earner, yet it’s workers are languishing in abject poverty in the midst of plenty.

“AMWUZ is now playing the role of a psuedo-representation, and for that we’re advising National Chamber of Mines to build an inclusive NEC that represents all mine workers in Zimbabwe.

Creating an inclusive NEC will pave way for redress of mine workers’ grievances in a very short period of time.

Rearing the current monopolistic system of worker representation will one create mayhem and downturn productivity in the sector as workers will be left with no other option but to redirect their ernegies into industrial action as a last resort,” advised Nomboka.

Mother Dumps Newly Born In The Middle Of The Road

By A Correspondent- An unidentified mother reportedly abandoned her newly-born baby girl in the middle of the Mutare-Harare Highway.

The baby who was placed inside a plastic bag and naked was discovered by an unidentified woman who was travelling with her husband recently.

Zimbabwe Republic Police (ZRP) spokesperson in Manicaland Province, Inspector Norbert Muzondo confirmed the incident. He said:

The informant was travelling with her husband along the Harare-Mutare Highway going towards Rusape at around 2 AM.

Upon approaching the 180km peg, the informant saw a plastic bag lying in the middle of the road.

They immediately stopped and upon investigation, they discovered that a baby was inside the plastic bag.

Muzondo said the couple took the infant to a police roadblock at the 175km peg where they picked up a police officer.

They went to Rusape General Hospital where they handed the infant over to the hospital authorities for examinations.

Hospital authorities concluded that the baby was in stable condition and had just been delivered.

Inspector Muzondo castigated the mother of the infant for baby-dumping. He said:

What the mother did is cruel. We discourage baby dumping and we encourage would-be mothers who may fail to provide for their newly-born babies to approach organisations like the Department of Social Welfare or development partners for assistance.

There are mechanisms in place to assist parents who may not be in a position to support their children. We also applaud the Good Samaritan for a job well done.

She did exceptionally well by acting timely and making a quick reaction to ensure the safety of the baby. The philanthropic works should not go unnoticed.

Police Ban Crisis In Zimbabwe Coalition Protest

By A Correspondent- The Zimbabwe Republic Police (ZRP) on Friday barred the Crisis in Zimbabwe Coalition (CiCZ) from marching against an alleged increase in human rights violations in the country.

The CiCZ had planned to march from the Harare Gardens to the Zimbabwe Human Rights Commission (ZHRC) and Parliament building on Friday (yesterday) to deliver a petition against the erosion of human rights.

However, in a letter dated 18 July, the officer commanding Harare central district Chief Superintendent G Moyo said the march had not been approved.

Chief Superintendent Moyo said CiCZ “did not comply with section 7 of the Maintenance of Peace and Order Act Chapter 11: 23.

CiCZ chairperson Peter Mutasa told NewsDay that they have since approached the courts challenging the ban.

A ruling on their appeal is expected this Saturday.

By James Gwati- At least eight (8) senior Zanu PF officials, including President Emerson Mnangagwa, have slept with Susan Mutami, the controversial health care worker has revealed.

Susan Mutami revealed this on Twitter spaces Friday.

She said that among the eight men are the former CIO Minister Owen Mudha Ncube, the late Foreign Affairs Minister Sibusiso Moyo, deputy Mines Minister Polite Kambamura and Zanu PF Central Committee member Kenneth Musanhi.

Mutami also said that she was raped by Mnangagwa and his young brother Patrick when she was 15 years old.

NMWUZ President Outrageous Over Masaraure Unlawful Detention

By Maxwell Teedzai: NMWUZ President Kurebwa Javangwe Nomboka is demanding the immediate release of ARTUZ – Amalgamated Rural Teachers Union of Zimbabwe’s teachers’ union leader Obert Masaraure whose recent detention by the ZRP – Zimbabwe Republic Police he had labeled as unlawful.

“The real reason they’re incarcerating Masaraure is because he is fighting for the labour rights of teachers in Zimbabwe.

It’s a legal right of civil servants in particular and workers in general to hold peaceful demonstrations or even participate in a industrial action where they might feel that their rights as teachers would have been grossly tempered with,” said Nomboka in his recent solidarity message while speaking on behalf of NMWUZ Executive, National Council and General Members.

Consequently, a Harare court has repeatedly denied bail ruling for Masaraure, who was arrested on charges of inciting public violence using his Twitter and, or social media account.

However, reports indicate that Masaraure was arrested in connection with the death of an ARTUZ member that happened in 2016.

After the death of the ARTUZ member, the magistrate court ruled out foul play following an inquest. Shockingly after six years, the police arrested Comrade Masaraure over the case that he was never implicated on.

“We view this as a clear effort by the State to silence Comrade Masaraure who has been very vocal against human rights violations as well as his push for the betterment of working conditions for teachers and with that we’re left with no other option but to go on a nationwide strike as a last resort to demand the unconditional release of Masaraure,” retorted Nomboka.

Apparently, teachers are now incapacitated and can no longer render services because they are getting pittance as pay.

The current salaries have reduced teachers to paupers and the once noble profession has been reduced to ashes and cinders.

Southern Africa Human Rights Defenders Network (Southern Defenders) has described Amalgamated Rural Teachers Union (ARTUZ) president Obert Masaraure’s recent arrest as unlawful and a misuse of the justice system.

Masaraure was arrested, Tuesday, when he availed himself in accordance with bail conditions in a different matter.

He was charged with murder stemming from a 2016 incident that saw an ARTUZ member Roy Issa plunging to his death from Jameson hotel’s seventh floor.
Investigations in 2016 indicated that Masaraure was nowhere near the scene when Issa fell to his death.

Workers unions in Zimbabwe are speaking with one voice and strongly condemn Mararaure’s which they consider as a premeditated arrest meant to instill fear in trade unionists and the general public.

In the same wavelength, Nomboka has also cast an eye on opposition political leaders who remain under incarceration by the State including CCC – Citizens Coalition for Change lawmaker Job Sikhala, Godfrey Sithole who are in remand and being denied bail to be also freed unconditionally.

‘We bemoan the cases of Hon Job Sikhala, Godfrey Sithole,and other CCC activists who are being persecuted for demanding justice on the murder of a CCC woman Moreblessing Ali and we feel that the justice delivery system is selectively applying the law in Zimbabwe.”

Meanwhile, the real or legitimate issue from whence Masaraure’s charges are emanating from are still shrouded in a mist.

It is such behavior in our justice delivery system which paints Zimbabwe as a pariah state in the international arena.

“We however demand Masaraure’s immediate and unconditional release.”

The inputs have since been seized by the police and is also under investigation from the Zimbabwe Anti-Corruption Commission (ZACC).

A member of parliament from Wadyajena’s committee who spoke on condition of anonymity told ZimEye that it is only logical for the powerful Gokwe Nembudziya legislator to step down from his role in order to allow investigations into his alleged dealings.

“It is only logical that he steps down because it is clear that he abused his power and privilege of being the chairperson of a committee that monitors Cottco where he corruptily benefitted,” said the legislator.

Meanwhile, an organisation by the name Agenda for Development and Empowerment (ADE) has also petitioned parliament to have Wadyajena removed from the Lands and Agriculture Parliamentary Committee.

“It is only fair and prudent that Justice Mayor Wadyajena steps aside from the Portfolio committee he chairs as the issues under investigation involve the parliamentary portfolio committee which he chairs,” reads part of the petition signed by Mgcini Ncube.

Ncube also urged the parliamentary committee on lands and agriculture to sit and discuss Wadyajena’s issue saying his continued leadership will curtail investigations into his abuse of office issue.

“This committee should sit immediately and discuss Wadyajena’s locus standi as Chairman of the Parliamentary Portfolio committee on Agriculture,” added Ncube.

“We therefore petition and ask the Speaker of the National Assembly(Chairperson), President of the Senate(Deputy Chairperson), Deputy Speaker, Deputy President of the Senate, Minister of Finance and two other Ministers appointed by the President, the Leader of Government Business, the Leader of the Opposition, Chief Whips of all parties represented in Parliament, the President of the National Council of Chiefs, eight members elected by Parliament, four from each House and two members appointed by the Speaker of the National Assembly and the President of the Senate who make up the Committee on Standing rules to deliberate on this matter and ensure that Justice Mayor Wadyajena is suspended from the committee chairmanship until his name has been cleared,” further reads the petition.

Susan Mutami Implicates Zodwa In Tsvangirai’s Death

By James Gwati- Socialite and Australian-based health care worker Susan Mutami has implicated fellow socialite and businesswoman Zodwa Mkandla in the death of former Prime Minister Morgan Tsvangirai.

Tsvangirai died on the 14th of February 2018 after a long battle with cancer.

Speaking on Twitter spaces, Friday Susan said Zodwa connived with Tsvangirai’s wife Elizabeth Macheka and poisoned the MDC founder

“Zodwa is the one who caused the death of Morgan Tsvangirai. She is the one who Organised the same plane with MRT and Elizabeth Macheka, and they poisoned him,” she said.

Zodwa and Elizabeth had not responded by the time of publication of this story.

Zanu PF Top Officials Gang Rape Susan Mutami

By James Gwati- Several senior Zanu PF officials, including their leader Emmerson Mnangagwa faces rape charges for allegedly forcing Susan Mutami.

Mutami said the Zanu PF leader, Mr Emmerson Mnangagwa forced her to have sex with him when she was young.

Mutami has also posted bedroom pictures of her with Zanu PF central committee member Kenneth Musanhi and deputy mines minister Polite Kambamura.

Queen Elizabeth Loses Kwekwe Palace To Makorokoza

By- A palace which housed English Queen Elizabeth in Kwekwe when she visited Zimbabwe during the colonial era is under siege from artisanal miners.

The palace is now being used by Kuvimba Mining House’s Homestake Mining Company as a guest house.

A source within Homestake Mine told NewZimbabwe.com.

It is true the Queen used to stay in that place whenever she visited the country. It is unfortunate the place is now under siege from illegal gold panners.

Residents who stay close to the Palace said the artisanal miners overran the place about two months ago. One resident said:

For two months now the illegal gold miners have been prospecting at the house. They have been having running battles with the police, but they always come back to prospect.
What is sad is the fact that these illegal gold mining activities are being conducted just close to the CBD. It is really an eyesore.
Kwekwe is home to some historical sites, which include the Paper House, where imperialist Cicil John Rhodes used to stay when he visited the gold mining city.

Both the Paper House and the Queen’s Palace are not very far from Kwekwe’s Central Business District (CBD).
Meanwhile, Globe and Phoenix Primary School has also come under siege from the illegal miners.
Kwekwe legislator Judith Tobaiwa has since raised red flags.

Journalist Writes To Police Boss Over Kazembe Kazembe Thug’s Threats On His Life

Freelance journalist Simbarashe Sithole’s lawyer, Alice Mujakachi, has sent a formal complaint to Police Commissioner General Godwin Matanga over delay by police in bringing ZANU PF militia Isheanesu aka “Chief Saunyama” Dzimbiti to book.

Dzimbiti is facing threats of future violence charge against Sithole.

In a letter addressed to Matanga and copied to Bindura law and order officer-in-charge Jealous Chitsa, Mujakachi said Police should bring Dzimbiti to court in line with the Constitution.

However, contacted for comment Chitsa professed ignorance saying Dzimbiti was attending to ZANU PF programmes.

“Dzimbiti is busy with ZANU PF programmes. As soon as he finishes, he will come to court,” said Chief Inspector Chitsa.

According to a police memorandum leaked to this publication, Police said the ZANU PF youth league needed schooling on how to handle issues amicably without committing offences.

“ZANU PF youth league needs to be educated on how to handle issues amicably rather than to end up committing offences. It was noted that Isheanesu Dzimbiti also contested for ZANU PF Mashonaland Central Youth Chairmanship. It was also noted that Isheanesu Dzimbiti must desist from using ZANU PF when committing crimes or when threatening individuals since this will go far in tarnishing the political party ZANU PF and the country at large. The issue of factions within ZANU PF political party is dividing supporters hence weakening it’s support base,” reads the police memo in part.

Open Letter To Mr Mnangagwa

I am writing to you as a young woman, as a citizen and as part of a generation to whom a debt is due. When we were little, we were told we were “born free” but for reasons caused by this government we go everywhere in chains. We are demanding our freedom because this great nation feels like prison. We were told that a war of liberation was fought on our behalf and that a world of opportunity had been opened. However, with each passing day, it is becoming evident that the oppressor only changed name, face and colour but his methods, laws and operations have remained exactly the same.

The social contract between the state and the people has been broken and replaced by threats of arrest, persecution and underhand punishment for those who dare challenge the torn fabric of a once promising dream. Why must a nation with all the ingredients for success be a graveyard for aspiration? Why must the rich fly in private jets while the poor get stuffed like sardines in rickety buses? Why must the many toil and sweat but starve so that the few can live like royalty?

Why is it a crime to want a better society?

Why is a crime to want funding for public health and schools? Why is it a crime to demand jobs or modern infrastructure? Why is it a crime to seek accountability for the money that we pay in taxes? Why is it a crime to protest against hunger? Why are the police who are meant to protect and secure the lives of citizens mimicking the behaviour of the Special Branch by breaking into the homes of journalists who speak out against corruption? Why do those who are innocent get treated like criminals yet criminals go Scot free?

Imagine if all the young people who are arrested on spurious charges of subversion were included in the economy and spending all those wasted court hours contributing towards the economy through innovation and productivity? Imagine if all the lawyers who waste time arguing bail applications for the pro-democracy activists that are continuously arrested on bogus charges spent their time working on mergers and acquisitions that would grow and develop the economy? Imagine if the property rights framework of the nation enabled more of that to happen? Imagine if people were so inspired by the national vision that they were not planning endless strikes and protests but they were knuckling down to work and they were rewarded in a meaningful currency for their hard work?

The people deserve better and more. We are sick and tired of being sick and tired. There is a generation that is ready to pick up the broken pieces and re-write the contract that you repeatedly breach through violations of the Constitution and fundamental freedoms. People deserve hope. People deserve an ecosystem that allows them to work hard and reap the rewards of their hard work. People deserve to be free and secure in their homes. People deserve a government that they can trust. We will never stop believing in the beauty of this nation regardless of the madness. But the madness must stop.

When people unite and find their collective voice to fight injustice, a nation is reborn.

Concern Over UK Home Office Plans To Deport 150 Zimbabweans

Human rights groups have expressed grave concerns over Home Office plans to deport 150 people to Zimbabwe next week, warning that their lives would be in danger.

The flight, scheduled for July 21, comes after the British government reportedly struck a secret deal with President Emmerson Mnangagwa’s regime last month to deport hundreds of Zimbabwean asylum-seekers.

Zimbabwean community groups in Britain said they are horrified by the Home Office’s mass deportation plans given the country’s “atrocious human rights record.”

Restoration of Human Rights (ROHR) said the move was disturbing not only because it disregards the risk to deportees’ lives but also as “this development is pursuant to a bilateral arrangement between the notorious government of Zimbabwe and the government of the United Kingdom.”

The group said that abuses had worsened under the late Robert Mugabe’s successor, including cases of state-sanctioned murder, assault and torture of those critical of the ruling party.

But the Zimbabwe Human Rights Organisation claims that the Home Office’s assessment of the conditions in Zimbabwe are based on the situation in 2016, with only a “few minor updates.”

ROHR added: “The clandestine nature of the operation and the speed at which it is being executed appears to be designed to give the victims little to no chance of access to legal representation.”

The Home Office has already rounded up and detained 150 Zimbabwe citizens for removal next week — the first charter flight to the country since 2019.

Campaigners told the Morning Star that they include people who have lived in Britain for decades, some of whom arrived as children, as well as political activists. The Home Office said that deportees are foreign criminals.

ROHR is among a number of groups considering legal action to halt the flight.

Human rights campaigner and Zimbabwean national Violet, who lives in Britain, warned that the risk for deportees is massive.

“Whatever deal the Home Office made with the Zimbabwean government — those people are not going to be safe at all,” she told the Star.

Mnangagwa Man Bribes Voters With Sweets

By- Zanu PF Politburo member and Justice Minister Ziyambi Ziyambi has bribed Kariba residents with sweets.

Ziyambi dished sweets at a rally attended by women in Mahombekombe Suburb last Saturday.

The rally was held to campaign for Kariba Ward 5 Council seat due for a by-election.

At the meeting, Ziyambi also said that government would starve Kariba if the locals voted for Nelson Chamisa’s CCC party.

Said Ziyambi:

2 Lovers Killed By Boyfriend

A 37-year-old man has been arrested in Shurugwi on allegations of killing his two lovers who were businesswomen in separate incidents before stealing their vehicles and various property.
The suspect Emmanuel Mahembe was arrested in connection with the two cases of murder and theft of motor vehicles involving the two businesswomen in Shurugwi.

Investigations revealed that Mahembe killed and buried Patricia Mutero (35) in a shallow grave along the river banks of Gwamvurachena River, Makotore Village in 2021.

He then stole her Honda Fit and the victim’s passport.

This year, Mahembe also killed Idah Chigumbate (37) on May 21 and dumped the remains in Mutevekwi River before getting away with the victim’s cellphone, identity particulars and a Honda fit vehicle.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the arrest of Mahembe and said investigations were still in progress. Herald

GUTU – Chief Mazuru allegedly left a funeral function at Musimudzirwa Village in Ward 13, Gutu East in a huff as Citizens Coalition for Change (CCC) members defied his order to stop sloganeering and singing party songs.

The party was burying its senior member and prominent businessman Beriya Musimudzirwa who died after a long illness.

The situation got to the edge when Chief Mazuru allegedly tried to stop a CCC representative from giving a speech just before burial and he was overwhelmed by the singing and the large number of CCC members.

Having lost the tug-of-war, he allegedly gathered his aides and left in a huff and sources said he was hoping that mourners would dare not bury the deceased in his absence.

Asked for comment, Chief Mazuru told The Mirror that he did not give the order directly to CCC members but talked to the deceased’s family to stop slogans at a funeral because that was not the tradition of the area.

He said CCC members also angered him because they called Musimudzirwa a hero and yet according to him the hero status is only for those who are buried at the Heroes’ Acre.

He warned that those who called Musimudzirwa a hero would get into serious trouble if he reported them to Government adding that it was illegal to call anyone a hero.

“They don’t know that they were committing a serious crime. If I report them they will be in serious trouble. In our tradition we don’t bury our loved ones while wearing party regalia or calling them heroes,” said Mazuru.

Musimudzirwa was the chairperson of the then MDC Alliance and he worked with former MDC MP for Gutu East, Ramson Makamure in 2008.

Present at the funeral was aspiring Gutu East CCC candidate and veteran banker, Gift Gonese.

Gonese calmed mourners after the chief’s departure and told them that burial would continue because the chief like any other citizen has the right to associate or not to associate with a CCC burial. Mourners agreed and the burial went ahead without the chief.

CCC national deputy spokesperson Gift ‘Ostallos’ Siziba said the chief is out of line and his utterances show that he is a partisan chief.

Facts About Malnutrition

UN Report: Global Hunger
The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.

The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.

The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).

The numbers paint a grim picture:

As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.

“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”

Repurposing agricultural policies

The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.

With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.

The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.

Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”

WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”

WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

GLOSSARY

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.

Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).

Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.

Moderate food insecurity: a level of severity of food insecurity at which people face uncertainties about their ability to obtain food and have been forced to reduce, at times during the year, the quality and/or quantity of food they consume due to lack of money or other resources. One Dies In Bus Accident

One person died while 8 others were critically injured when a Tenda bus they were travelling on veered off the road and overturned near Rusape.

Police said the accident occurred around 4 PM this Thursday at the 165km peg along the Harare-Mutare highway. A statement posted on the ZRP official Twitter page reads:

The ZRP confirms a fatal road traffic accident which occurred today at around 1600 hours at the 165 km peg along Harare-Mutare road near Rusape where one person died while 30 passengers were injured, eight of them in critical condition.

The driver of a Tenda bus with 50 passengers on board tried to overtake another vehicle resulting in the bus veering off the road before overturning.

Police said they will release more details pertaining to the accident in due course.

Meanwhile, one of the passengers, Enoch Zhungu, who sustained minor injuries, told ZBC News that the bus overturned and dragged on the tarmac after the driver was stopped by police as he was overtaking a haulage truck.

He said the driver lost control of the bus as he tried to return to his lane.- ZBC

Mbeki Throws Ramaphosa Under The Bus

By-South Africa’s former President Thabo Mbeki has criticised President Cyril Ramaphosa for failing to deliver on a pledge he made on February 10 to provide a comprehensive social compact to boost economic growth within 100 days.

The plan has yet to be announced.

He also warned that South Africa faces the danger of protests similar to those that toppled governments in the Arab world a decade ago unless it addresses growing lawlessness and inequality.

Mbeki led South Africa immediately after Nelson Mandela stepped down in 1999.

Arab Spring was a wave of pro-democracy protests and uprisings that took place in the Middle East and North Africa beginning in 2010 and 2011, challenging some of the region’s entrenched authoritarian regimes. 

The wave began when protests in Tunisia and Egypt toppled their regimes in quick succession, inspiring similar attempts in other Arab countries. 

Not every country saw success in the protest movement, however, and demonstrators expressing their political and economic grievances were often met with violent crackdowns by their countries’ security forces. 

South Africa’s economy has been going receding in recent years mainly because the country’s three major macroeconomic problems – slim economic growth, growing inflation, and very high unemployment, have been exacerbated by a series of major disruptions.

These include the COVID pandemic, floods, violence that erupted in Kwa-Zulu Natal and Gauteng, and Russia’s invasion of Ukraine which is pushing up food prices.

Mbeki’s statements could be seen as a direct incitement to violence from xenophobic South Africans. 

Sikhala Bail Ruling Moved To Tuesday

By-Bail ruling for the detained CCC deputy Chairman, Job Sikhala, has been moved to next week Tuesday.

CCC posted on Twitter announcing the new bail ruling date.

“Our MP Job Sikhala’s bail ruling will be handed down on Tuesday, the 26th of July 2022 at 1415hrs. Let’s come to show solidarity with our change champion who’s being persecuted by the regime in Harare for demanding justice for Moreblessing Ali,” posted the party.

Sikhala is facing charges of inciting violence and obstruction of justice.

He was arrested last month while representing the family of the late CCC activist Moreblesing Ali, who Zanu PF activists in Nyatsime murdered.

Makorokoza Invade Queen Elizabeth Kwekwe Palace

By- A palace which housed English Queen Elizabeth in Kwekwe when she visited Zimbabwe during the colonial era is under siege from artisanal miners.

The palace is now being used by Kuvimba Mining House’s Homestake Mining Company as a guest house.

A source within Homestake Mine told NewZimbabwe.com.

It is true the Queen used to stay in that place whenever she visited the country. It is unfortunate the place is now under siege from illegal gold panners.

Residents who stay close to the Palace said the artisanal miners overran the place about two months ago. One resident said:

For two months now the illegal gold miners have been prospecting at the house. They have been having running battles with the police, but they always come back to prospect.
What is sad is the fact that these illegal gold mining activities are being conducted just close to the CBD. It is really an eyesore.
Kwekwe is home to some historical sites, which include the Paper House, where imperialist Cicil John Rhodes used to stay when he visited the gold mining city.

Both the Paper House and the Queen’s Palace are not very far from Kwekwe’s Central Business District (CBD).
Meanwhile, Globe and Phoenix Primary School has also come under siege from the illegal miners.
Kwekwe legislator Judith Tobaiwa has since raised red flags.

Another Weekend In Prison For Sikhala

The winners for the CAF Awards 2022 were confirmed at a ceremony that took place in Rabat on Thursday.

Bayern Munich and Senegal forward Sadio Mane took home the men’s Player of the Year award for the second time in his career after beating the competition of fellow countryman Edouard Mendy and his ex-Liverpool teammate Mohamed Salah.

In the women’s category, Asisat Oshoala of Nigeria won her fifth best player award, overcoming Zambia’s Grace Chanda and Cameroonian Ajara Nchout Njoya.

What You Need To Know About Malnutrition

UN Report: Global Hunger
The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.

The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.

The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).

The numbers paint a grim picture:

As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.

“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”

Repurposing agricultural policies

The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.

With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.

The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.

Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

FAO is committed to continue working together with these countries to explore opportunities for increasing the provision of public services for all actors across agrifood systems.”

IFAD President Gilbert F. Houngbo: “These are depressing figures for humanity. We continue to move away from our goal of ending hunger by 2030. The ripple effects of the global food crisis will most likely worsen the outcome again next year. We need a more intense approach to end hunger and IFAD stands ready to do its part by scaling up its operations and impact. We look forward to having everyone’s support.”

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”

WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”

WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

GLOSSARY

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.

Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).

Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.

Moderate food insecurity: a level of severity of food insecurity at which people face uncertainties about their ability to obtain food and have been forced to reduce, at times during the year, the quality and/or quantity of food they consume due to lack of money or other resources. It refers to a lack of consistent access to food, which diminishes dietary quality and disrupts normal eating patterns. Measured based on the Food Insecurity Experience Scale.

Severe food insecurity: a level of severity of food insecurity at which, at some time during the year, people have run out of food, experienced hunger and at the most extreme, gone without food for a day or more. Measured based on the Food Insecurity Experience Scale.

Open Letter To Mr Mnangagwa

I am a politician but I am not writing this letter to you in that capacity.

I am writing to you as a young woman, as a citizen and as part of a generation to whom a debt is due. When we were little, we were told we were “born free” but for reasons caused by this government we go everywhere in chains. We are demanding our freedom because this great nation feels like prison. We were told that a war of liberation was fought on our behalf and that a world of opportunity had been opened. However, with each passing day, it is becoming evident that the oppressor only changed name, face and colour but his methods, laws and operations have remained exactly the same.

The social contract between the state and the people has been broken and replaced by threats of arrest, persecution and underhand punishment for those who dare challenge the torn fabric of a once promising dream. Why must a nation with all the ingredients for success be a graveyard for aspiration? Why must the rich fly in private jets while the poor get stuffed like sardines in rickety buses? Why must the many toil and sweat but starve so that the few can live like royalty?

Why is it a crime to want a better society?

Why is a crime to want funding for public health and schools? Why is it a crime to demand jobs or modern infrastructure? Why is it a crime to seek accountability for the money that we pay in taxes? Why is it a crime to protest against hunger? Why are the police who are meant to protect and secure the lives of citizens mimicking the behaviour of the Special Branch by breaking into the homes of journalists who speak out against corruption? Why do those who are innocent get treated like criminals yet criminals go Scot free?

Imagine if all the young people who are arrested on spurious charges of subversion were included in the economy and spending all those wasted court hours contributing towards the economy through innovation and productivity? Imagine if all the lawyers who waste time arguing bail applications for the pro-democracy activists that are continuously arrested on bogus charges spent their time working on mergers and acquisitions that would grow and develop the economy? Imagine if the property rights framework of the nation enabled more of that to happen? Imagine if people were so inspired by the national vision that they were not planning endless strikes and protests but they were knuckling down to work and they were rewarded in a meaningful currency for their hard work?

The people deserve better and more. We are sick and tired of being sick and tired. There is a generation that is ready to pick up the broken pieces and re-write the contract that you repeatedly breach through violations of the Constitution and fundamental freedoms. People deserve hope. People deserve an ecosystem that allows them to work hard and reap the rewards of their hard work. People deserve to be free and secure in their homes. People deserve a government that they can trust. We will never stop believing in the beauty of this nation regardless of the madness. But the madness must stop.

When people unite and find their collective voice to fight injustice, a nation is reborn.

Chief Mazuru Disrupts CCC Cadre Burial

Tinashe Sambiri|Chief Mazuru left a funeral programme in Gutu East with egg on the face after unsuccessfully attempting to ban CCC songs and slogans.

The traditional leader was forced to leave the burial of CCC cadre Beria Musimudziwa after attempting to block mourners from singing party songs.

GUTU – Chief Mazuru allegedly left a funeral function at Musimudzirwa Village in Ward 13, Gutu East in a huff as Citizens Coalition for Change (CCC) members defied his order to stop sloganeering and singing party songs.

The party was burying its senior member and prominent businessman Beriya Musimudzirwa who died after a long illness.

The situation got to the edge when Chief Mazuru allegedly tried to stop a CCC representative from giving a speech just before burial and he was overwhelmed by the singing and the large number of CCC members.

Having lost the tug-of-war, he allegedly gathered his aides and left in a huff and sources said he was hoping that mourners would dare not bury the deceased in his absence.

Asked for comment, Chief Mazuru told The Mirror that he did not give the order directly to CCC members but talked to the deceased’s family to stop slogans at a funeral because that was not the tradition of the area.

He said CCC members also angered him because they called Musimudzirwa a hero and yet according to him the hero status is only for those who are buried at the Heroes’ Acre.

He warned that those who called Musimudzirwa a hero would get into serious trouble if he reported them to Government adding that it was illegal to call anyone a hero.

“They don’t know that they were committing a serious crime. If I report them they will be in serious trouble. In our tradition we don’t bury our loved ones while wearing party regalia or calling them heroes,” said Mazuru.

Musimudzirwa was the chairperson of the then MDC Alliance and he worked with former MDC MP for Gutu East, Ramson Makamure in 2008.

Present at the funeral was aspiring Gutu East CCC candidate and veteran banker, Gift Gonese.

Gonese calmed mourners after the chief’s departure and told them that burial would continue because the chief like any other citizen has the right to associate or not to associate with a CCC burial. Mourners agreed and the burial went ahead without the chief.

CCC national deputy spokesperson Gift ‘Ostallos’ Siziba said the chief is out of line and his utterances show that he is a partisan chief.

Zim Debt To China Now In Excess Of US$13 Billion

Zimbabwe is choking under mounting international debt as it begins to pay the price for borrowing heavily from China for infrastructure projects at the tail end of Robert Mugabe’s rule.

Beijing funded the expansion of Victoria Falls International Airport and that of the southern African country’s main source of electricity, the Kariba Hydropower Station on the Zambezi River, among other major projects.

Ongoing big infrastructure projects funded by Chinese financiers include the expansion of the Hwange Thermal Station with a loan of $1.2 billion, upgrading of Robert Mugabe International Airport and construction of dams.

The loans saw Zimbabwe’s public and publicly guaranteed external debt stock rise to $13.35 billion as of the end of December 2021.

It excludes $5 billion President Emmerson Mnangagwa’s government committed to pay white Zimbabweans whose commercial farms were seized during the country’s controversial land reform programme that began at the turn of the millennium.

That debt has also pushed Zimbabwe’s domestic debt obligations to unsustainable levels amid indications that the external and domestic debts are now over $19 billion.

However, it is the foreign debt that is giving the authorities headaches given the volatility of the local currency and mounting arrears, especially accruing from Chinese loans.

A report released by the Finance ministry’s debt management office warns that “arrears on external debt, which amounted to $6.6 billion (49 percent of the public and publicly guaranteed external debt) remain a major protracted challenge to restoring debt sustainability and to the economy, resulting in the lack of access to official external financing.”

Last year, the economically troubled southern African country only spent $59.30 million to repay outstanding external loans.

The payments included $9.60 million in token remittances to multilateral banks and Paris Club creditors.

Zimbabwe was blacklisted by major international financiers such as the World Bank, International Monetary Fund (IMF) and members of the Paris Club nearly two decades ago after it defaulted on loans.

In September last year, the government started making quarterly token payments of $100,000 to each of the 16 Paris Club creditors as it sought ways to extinguish the mounting debt.

As of the end of May, Zimbabwe had made $8 million in token payments to multilateral banks and $4.8 million to the Paris Club creditors.

Zimbabwe is already defaulting on active loans from China, which is affecting the disbursement of funds for ongoing projects, the debt management office said in the report.

“The low disbursements of loans is due to accumulation of arrears to active China Eximbank loans (amounting to 4266 million) on projects such as the Victoria Falls International Airport ($54 million), NetOne network expansion ($61 million) and expansion of the Robert Gabriel Mugabe International Airport ($3 million),” the report says.

It stated that the ratio of the value of the public debt to the gross domestic product is estimated at 50.9 percent against a threshold of 35 percent prescribed under the Low-Income Country DSA Framework and this has made the situation untenable.

“The cost and risk indicators for external debt are being adversely affected by the continuous accumulation of external debt arrears,” added the report.

“The portfolio is vulnerable to foreign exchange rate risks as indicated by external debt being 78 percent of total debt as well as short term external debt to international reserves of 68.8 percent.

“This implies that any movements in exchange rates will heavily impact the portfolio and will raise the cost of debt service.”

Zimbabwe’s currency, which was reintroduced in 2019 after a decade of dollarisation, has been on a downward spiral against major currencies.

After being fixed to be at par with the US dollar when it bounced back, it now trades at ZW$379.2 to the greenback on the official market, while on the widely used parallel market one US dollar comfortably fetches about 850 Zimbabwe dollars.

To address the debt crisis, Zimbabwe is toying with the idea of joining the Heavily Indebted Poor Country (HIPC) initiative or undertaking a non-HIPC route involving debt restructuring and arrears clearance through bridge financing and using its own resources.

The HIPC initiative, which was initiated by the World Bank and IMF, facilitates 100 percent debt relief for poor countries upon meeting set stringent requirements.

Previously, Zimbabwe explored the HIPC route when the late Mugabe formed a joint government with late opposition leader Morgan Tsvangirai between 2009 and 2013, but the idea was shot down by ruling Zanu-PF hardliners, who resisted political and economic reforms that could have made Zimbabwe eligible for debt relief.

The Zimbabwe Coalition on Debt and Development (ZIMCODD) said the latest debt strategy would be meaningless without genuine political and economic reforms.

“It remains to be seen if Harare will honour its debt strategy given the fact that the success of all options proposed in this strategy are highly hinged on the full implementation of political and economic reforms,” ZIMCODD said.

“In its conclusion of the 2021 staff monitored programme, the IMF indicated Harare’s lack of progress in instituting these reforms as per the expectations of creditors and the international community.

“While the two options being considered in Harare’s debt strategy are sufficient to bring a lasting solution to the debt crisis, the strategy has also laid bare the effects of toxic politics on economic progression.”

ZIMCODD noted that after initially rejecting the HIPC initiative, the same authorities who rejected the idea “a decade later are now seeing great advantages of participating in the HIPC initiative” as a result of limited options in resolving the burgeoning debt.

It also noted that the weakening Zimbabwe dollar was set to worsen the debt crisis as the country would struggle to service external loans.

“Local currency volatility increases the cost of servicing external debt,” ZIMCODD added.

“This in turn crowds out social service delivery, the gold bar, especially for the poor majority.

“Currency instability also exerts government spending pressure because it forces treasury to award unsustainable spending reviews, which are inevitable.”

Zimbabwe has also been mortgaging its vast mineral resources in exchange for loans from China and Trafigura, a global commodity broker, in a move that was recently described as dangerous by the World Bank.

According to recent reports, President Mnangagwa’s government has been discussing a deal with Trafigura that would give the commodities trader control over output from some of Zimbabwe’s biggest mines to enable repayment of debts.

Trafigura would get $225.6 million it is owed by Zimbabwe for fuel supplies dating back to 2016.

In a paper, “Developing Economies Should Think Hard About Taking on Resource Based Loans”, the World Bank said Zimbabwe had also made arrangements with China to repay loans by mortgaging mineral resources.

“In 2006, Zimbabwe contracted a $200 million loan from China Eximbank for the purchase of agriculture equipment and the platinum deposits in Selous and Northfields reserves were given as collateral,” the World Bank said.

“There is no information on whether platinum production was to be carried out by Zimbabwean or Chinese mining companies, only that China reportedly asked that the rights to 50 percent of the potential platinum reserves be put up as collateral for the loan, which is freed once the loan is fully repaid in cash.

“We have rarely observed still in the ground resource assets (rather than flows) being used as collateral.

“This is in line with Gelpern et al’s review of Chinese loan contracts more broadly where they found limited evidence of using still-in-the-ground resource assets as collateral.

“They should tread carefully: a renewed embrace of resource-backed loans could backfire on them.”

In May, President Mnangagwa requested the African Development Bank (AfDB) to lead Zimbabwe’s debt repayment strategy as the country sought to expunge its unsustainable debt overhang.

The huge external debt has been blamed for the country’s failure to access affordable long-term financing from both multilateral and bilateral financiers.

Although Zimbabwe cleared its arrears to the IMF in 2016, it cannot access funding from the Bretton Woods institution because of the money it owes to the World Bank, AfDB and European Investment Bank.

“As a general rule the IMF is prevented from lending to any member country that has arrears to other international financial institutions,” the IMF said last year as it explained why Zimbabwe was excluded when it gave African countries such as South Africa and Zambia millions in loans to help them cushion their economies against the impact of the Covid-19 pandemic.

Loud Calls For ‘Citizen Arrest’ Of Zanu PF Bishop

The opposition Citizens Coalition for Change (CCC) youth communication secretary Stephen Chuma has called for a citizens’ arrest of Anton Mashayanyika, a bishop in the Habbakuk Apostolic Faith Mission church in Mberengwa after he threatened to kill Nelson Chamisa.

Addressing a ZANU PF local meeting, Mashayanyika said Chamisa and his followers must be killed describing them as sellouts. He recently told The Standard that he did not have any regrets over his threats, saying he was “too Zanu PF” to be arrested.

Tshuma said since the police have not yet arrested Mashayanyika, citizens must arrest the clergyman.

He said:

It is clear that Zanu PF wants the law unto itself. It is without a doubt that at this juncture, citizens of Zimbabwe, Mberengwa in particular, must initiate a citizens’ arrest and hand over this criminal and Zanu PF thug into the hands of the police.

Mashayanyika’s statements have been described as hate speech as tension grows ahead of next year’s elections.

Chamisa survived an alleged assassination during his meet the people tours last year.

Harare Residents Call July Moyo To Order

By A Correspondent| Harare residents have questioned the constitutionality of Local Government Minister, July Moyo’s directives disregarding resolutions by City of Harare to set up an investigative committee to look into the controversial Pomona waste to energy deal.

Harare entered into a contract with Netherlands based Geogenix B.V for the construction of a waste-to-energy deal at the Pomona dumpsite. The City of Harare has since announced that they are not able to pay and want out of the contract.

Local Government minister has however ordered City of Harare to pay the company for waste dumped at its Pomona site for the past three months.

Harare residents have since sided with the municipality in condemning the deal that they said is tilted in favor of the investor.

Under the banner of Harare Metropolitan Residents Forum, Harare residents expressed disgruntlement over July Moyo’s directives on the Pomona deal.

“Your behaviour is especially regrettable in a country, which is founded on the principles of; the supremacy of the constitution; the rule of law; transparency, justice, accountability and responsiveness.

“The constitution calls upon the State and all institutions and agencies of government at every level to, in formulating and implementing laws and policy decisions, come up with policies that will lead to the establishment, enhancement and promotion of a sustainable, just, free and democratic society in which people enjoy prosperous happy and fulfilling lives,” said HAMREF Chairperson Marvelous Khumalo.

He further demanded for the expedition of the devolution process and enabling acts in accordance with the Zimbabwean constitution.

“By making this request for a ministerial position, we are guided by constitution of Zimbabwe which states that people’s needs must be responded to within a reasonable time, and the public must be encouraged to participate in policy-making,” added Khumalo.

Stop Meddling In Council Affairs, ED Govt Told

By Guest Columnist| If it is, indeed, true that President Emmerson Mnangagwa’s administration has woken up to its folly of meddling in local authorities affairs as far as the problematic Pomona Waste to Energy deal between Harare City Council and the Netherlands-based Geogenix BV is concerned, then the timely realisation is most welcome. It was about time sanity dawned on central government.

While the modalities of the discussions between government and council over this highly-questionable deal that borders on jaw-dropping and record-breaking swindle are sketchy at the moment, we, however understand that government has decided not to keep piling pressure on the local authority to pay Geogenix BV for dumping waste at Pomona.

Government, through the Local Government ministry has been frothing and demanding that council pay Geogenix BV a staggering US$1,5 million bill accrued by the council over the past two months; and it is truly refreshing that government has decided to hold back a little on this issue which was exhibiting government foolishness of the highest order.

And we must salute the council lawyers Scanlen and Holdersness for highlighting to government its folly of usurping the council’s right to govern its own affairs in line with the Urban Councils Act.

“The right conferred on the City of Harare as aforesaid has further complimented Chapter 14 of the Constitution of Zimbabwe which provides for the concept of devolution of governmental powers and responsibilities to metropolitan councils and local authorities which are competent to carry out those responsibilities efficiently and effectively.

“In so far as the resolution to suspend the Pomona Waste to Energy Project is concerned, it is our client’s position that it is scandalous for the ministry to be on the fore-front of protecting an agreement which binds the City of Harare to hand over the Pomona Dump Site to Geogenix for nothing for a period of 30 years and yet the City of Harare is expected to pay US$40 000 per day to dump waste it would have collected at its own cost and delivered to its own dumpsite,” so wrote the lawyers to Local Government Minister July Moyo.

We, therefore, sincerely hope and pray that government stops its needless snooping into local authorities’ affairs which has the potential of disrupting many councils’ operations as some, such as Harare and Bulawayo, have already highlighted.

We also genuinely hope that the other issue of fire tenders is sensibly concluded. Pertinent questions have been raised over why government should source for fire tenders on behalf of local authorities as if the councils were incapable of doing it on their own. And most ludicrous of this untoward overbearing behaviour by government is that the fire tenders from Belarus are priced at an eye-popping US$464 296 each, yet similar vehicles cost 15 times less elsewhere in countries such as China.

There are many examples, known and unknown, whereby government is overbearingly overstepping its mandate in local authorities which we believe is retrogressive and works against the spirit of devolution. The less government involves itself in the affairs of councils the better it would be for everyone.

Rick Ross Show Promoters Feel The Heat Over Pricey Tickets

Organisers of Grammy-nominated rapper Rick Ross’ concert slated for Harare in November have said they will explain and justify their seemingly steep pricing regime next week when they address issues to do with ticketing.

The statement comes on the heels of a hullabaloo on social media, sparked by the release of ticket prices with fans accusing promoters ROAR Entertainment and their partners of pricing them out of the mega gig.

The hip-hop star is scheduled to perform at the Harare International Conference Centre on November 18, but the supporting acts are yet to be unveiled.

Weeks ago there was also an outcry from some hip-hop fans who were vying for the genre to take the lead on the list of backing performers rather than those who are always added as headline acts when it comes to gigs featuring regional or international artistes.

But some argued that it is up to the promoter to come up with a suitable line up of supporting acts considering the market and business.

Organisers of the Rick Ross show have remained mum on the issue and promised to share further details about the gig later on.

Already flyers of the ticket prices are circulating on social networks with some justifying the prices while others said they were beyond the reach of many.

By the way who are the target audiences for Rick Ross and will he fill-up the giant auditorium, some questioned?

In April this year he staged a show in Lagos, Nigeria which was packed and the tickets were going from Naira10,600 which is about US$30 for standard tickets.

Earlier social media was agog with flyers announcing that the general access for the early bird at HICC has been pegged at US$50 per head and US$150 VIP ticket which will be available until August 31.

The VVIP silver ticket will cost US$3 000 while a VVIP gold ticket will cost US$4 000.

The biggest of them all was the VVIP platinum ticket which costs US$5 000.

A research on some of “You the boss” hit maker’s other shows revealed that he charges from US$100 – US$200 000.

Now some Zimbabweans were shaken about the ticket prices.

In this case, what people are forgetting is the general ticket is US$50 which is the normal ticket price we have been having in our local shows.

Yes, after the announcement the least number becomes the standard price.

Some industry players speculated that show organisers could have been “testing the waters” on how their fans would react by releasing the ticket prices.

Well, first things first, they won the battle as now the show has been marketed more with that.

Every, Jack and Jill now knows that Rick Ross is coming to Zimbabwe.

Questions have been submitted to the ROAR Entertainment spokesperson Shaleen “Ms Shally” Nullens to explain the “pricey tickets” of which she said for now she can’t explain anything until they “officialy” release a statement next week pertaining to the issue.

“I can’t explain anything until we officially release our prices. I will release an official statement regarding tickets next Thursday,” she said.

A survey conducted by this paper revealed that the nation is divided over the issue.

An avid fan of Rick Ross, 28-year-old Mcmillian Chenje from Zimre Park, said the US$50 was reasonable but wanted clarity on the US$5 000.

“I think our general prices here range from US$10-$50 for some of our local acts and we don’t complain. Those who afford can.

If the price release is true, the US$50 ordinary ticket is justifiable, remember there is more to that,” he said.

“Then on the US$5 000 price tag, isn’t it’s a table for 10 people which includes expensive whisky and theme set up. That means US$500 per individual. In that case those who can afford that can go ahead.”

Another fan said the released price list is too much.

“I think this is too much for many. We all want to watch the Grammy nominee Rick Ross perform in Zimbabwe, but I think I will resort to the streaming side. How much are they paying for the local acts? Do you think he is worth US$3 000? Is Zimbabwe ready for such kinds of show payments unless it is about the mbingas. How much is his show in Europe?” askedTatenda Kurayi from Highfield.

One promoter who commented on condition of anonymity said the prices were justifiable.

“The prices are US$50, $100-$150, for the early bird which is clear that one can purchase the ticket now. It is just that we are not understanding the US$3 000- $5 000 price tag. This is for the mbingas and they want to flex their muscles. Even in the States there are such instances. We should not complain about that. This is what the promoter wants. If you can’t afford, do what is within your means. Besides, have you checked the package that comes with the US$4 000 ticket?” he asked.

Daring Zimbos Steal Police Truck To Transport Fuel

Police in Neilspruit, Mpumalanga, South Africa have arrested two Zimbabwean nationals aged 29 and 34 found in possession of a stolen police pick-up truck they allegedly converted into a tanker to transport stolen fuel.

One of the suspects also faces a charge of contravening the SA Immigration Act, having been in that country illegally.

In a statement, the South African Police Services (Saps) said the Zimbabweans were arrested yesterday morning during a routine highway patrol.

“Members of the Saps from Delmas were conducting patrol duties on the N12 Road when they noticed a suspicious white Nissan NP300 single cab bakkie with two occupants.

“The vehicle, which had Gauteng registration number plates, looked rather strange as it appeared to be heavily loaded with something and was covered with a black canvas,” said Saps spokesman for Mpumalanga Brigadier Selvy Mohlala.

“The members then ordered its driver to stop which was followed by a search. Surprisingly when members removed the canvas they discovered that the back of the bakkie was in actual sense, converted into a diesel tank.”

Police said further checks revealed the car was stolen from Thohoyandou Police Station, and had been affixed with false number plates.

“They were then detained and are facing charges of being in possession of suspected stolen diesel. This matter is still being investigated to find out as to how the vehicle landed in the hands of the two Zimbabwean nationals. More charges against the two are imminent,” Saps added.

Sikhala A Victim Of Political Persecution

Prominent human rights lawyer Beatrice Mtetwa yesterday said the endless arrests, without conviction, of Zengeza West MP Job Sikhala (Citizens Coalition for Change, CCC) was a clear case of political persecution.

Mtetwa was responding to the police who were opposing Sikhala’s bail application claiming that he had shown propensity to commit crime.

But Mtetwa said Sikhala had been arrested a record 67 times, but has never been convicted.

“The accused was arrested 67 times, but he has never been convicted of any and many cases have failed before reaching trial. The investigating officer cannot say he had a propensity, but they have propensity to arrest the accused,” Mtetwa said.

“He could not have obstructed the investigation because he was in custody. You want to subvert his right because you kept on saying he has a pending case which you do not want to try him on.”

Sikhala was arrested last month alongside Chitungwiza North legislator Godfrey Sithole (CCC) on charges of inciting violence following the skirmishes at the funeral of murdered opposition activist Moreblessing Ali.

Sikhala faces another charge of obstructing the course of justice after he allegedly blamed Zanu-PF for Ali’s murder.

But Mtetwa said Sikhala was appointed Ali’s family lawyer, and addressed the mourners at the funeral in line with the mandate given to him.

“Did the bail say don’t address mourners? The opposition to bail in this matter is completely baseless. This is malicious and designed to keep him in custody because you know the charges will not get him convicted,” Mtetwa said.

Sikhala appeared before magistrate Stanford Mambanje, who dismissed his application for refusal of remand.

The magistrate said the State had shown reasonable suspicion that the accused committed an offence.

The matter was postponed to today for continuation of the defence’s submissions.

In an unrelated incident, jailed former Mines ministry permanent secretary Francis Gudyanga’s appeal against sentence was yesterday postponed to July 27 after he indicated plans to beef up his appeal.

He was expected to appear before High Court judge Justice Benjamin Chikowero. Gudyanga is serving two-and-a-half years for abusing his duties as a public officer.

He was in February this year caged for four years by Harare magistrate Barbara Chimboza, who suspended part of his sentence on condition he reinstitutes the Minerals Marketing Corporation of Zimbabwe (MMCZ) of US$25 228.

He was convicted on charges of fraud after receiving US$28 910 board member fees from MMCZ for three years despite its absence.

Gudyanga was charged alongside former Mines minister Walter Chidakwa, who was, however, acquitted at the close of the State case.

Daring Police Officer Stuns Court With ED Defence Remarks

A police officer stunned the court yesterday when he told  Harare magistrate Taurai Manuwere that law enforcement agents were employed to defend President Emmerson Mnangagwa.

Violet Kadiki, who is based at Warren Park Police Station, told the court during cross-examination by  lawyer Alec Muchadehama representing five Citizens Coalition for Change (CCC) activists accused of violating COVID-19 lockdown regulations.

The CCC members, Joannah Mamombe, Cecilia Chimbiri, Makomborero Haruziviishe, Stanley Manyenga and Lovejoy Chitengu were arrested after holding a demonstration in Warren Park in May 2020.

Kadiki told the court that they arrested the accused for carrying placards written “ED must Go”.

“Is it bad to say ED must go?” Muchadehama asked.

“Yes,” Kadiki replied.

Muchadehama then asked: “So what do those placards written ED must go mean?”

In response, the police officer said: “They were asking the President to go and we are there to defend the President from those who oppose the government.”

“What if the protestors were saying ED meaning another politician, Egypt Dzinemunhenzva?” Muchadehama further asked.

She replied saying she only knew “ED” as the President.

Dzinemunhenzva was a presidential candidate in the 2018 polls.

However, Kadiki said she could not identify the accused persons in the dock, saying they were wearing face masks at the time of their arrest.

The trial was postponed to Tuesday.

Allegations were that the accused persons breached COVID-19 regulations when they participated in a protest over poor delivery of food promised during the COVID-19 lockdown period.

High Stakes As Kariba Residents Vote In Ward By-Election

Political temperatures are rising ahead of the Kariba Ward 5 by-election pencilled for Saturday, amid accusations by the opposition Citizens’ Coalition for Change (CCC) that a top Zanu-PF official dished out candy in order to lure voters.

Justice minister and Zanu-PF Politburo member Ziyambi Ziyambi reportedly handed out mint-flavoured sweets to mostly women attending a mini-rally held in Mahombekombe Suburb, last Saturday.

During the event, the minister also warned the electorate against voting CCC or face risk of the ruling party blocking development to the perennially marginalised but iconic location built during construction of Kariba Dam.

Said Ziyambi at the event: “Vote wisely because development doesn’t need people to throw away votes. Electing CCC is throwing away votes as they are not responsible for allocating resources. If you realise lack of development in this place, Mahombekombe, blame yourselves because you would have thrown away votes by choosing a CCC candidate.”

Responding to Ziyambi’s utterances, CCC interim provincial spokesperson, Blessing Mandava said the minister takes the electorate for fools, hence he threw sweets at them instead of championing sustainable livelihoods.

“Ziyambi was busy giving out trinkets to hoodwink the electorate, which he takes for fools. No wonder why he dished out mint sweets at the Mahombekombe rally, as if the mint sweets will develop the ward,” charged Mandava.

“His recent remarks clearly show that Zanu-PF is worried of its impending loss in the Kariba Ward 5 by-election. They have now resorted to intimidation and empty threats in a frantic bid to boost their waning fortunes.

“Admitting that Zanu-PF has been throwing spanners into local government, we now know how stupid he really is. His claims that only a Zanu-PF candidate will bring development to Mahombekombe are pure hogwash and utter rhetoric which can easily pass as beer talk. Evidence is awash of Zanu-PF’s mismanagement of the whole nation. How can a destroyer rebuild what he has destroyed?”

He added: “As the Mash West Change Champions, we are boldly declaring that Kariba Ward 5 shall not kowtow to threats. The people shall speak, we urge them to rise early, vote early and defend their vote.”

The by-election is set to fill a vacancy left behind following the resignation of then CCC councillor, Tendai Mapondera, over criminal abuse of office charges.

CCC is fielding Tonderai Chikwati to replace her, while Zanu-PF candidate Kudakwashe Mafusire is gunning for the post.

Kariba Urban constituency has nine wards, in which CCC has eight and Zanu-PF only one.

Mnangagwa Left With Egg On The Face

President Emmerson Mnangagwa was left with egg on his face after an abrupt power outage interrupted his speech during the ground-breaking ceremony of the Cyber City in Mt Hampden on Wednesday.

Mnangagwa, who was in the company of Vice-President Constantino Chiwenga and billionaire investor Nawab Shaji Ul Mulk, chairman of Mulk International, had to wait for three minutes as officials made frantic efforts to restore power.

Sensing the humiliation, a group aligned to the President calling itself MenBelievED broke into song to save the situation.

Mnangagwa could not hide his disappointment with the power utility Zesa Holdings for the power outage in the presence of visitors.

“This is very humiliating. The guys at Zesa do not know the time to do their power cuts. They cannot have their load shedding when we

have guests like this,” he said.

The majority of Zimbabweans experience incessant power cuts on a daily basis.

Wheat farmers are also currently complaining that the power cuts are seriously affecting farm operations at a time when thecountry is aiming for a bumper winter wheat harvest.

On Tuesday, Energy and Power Development minister Zhemu Soda warned that the country might endure rolling power cuts beyond August due to depressed generation capacity.

Power utility Zesa last week issued a notice warning of prolonged power outages.

But Soda said government was making frantic efforts to ease the power cuts through imports and rehabilitation of the Hwange Thermal Power Station.

Zimbabwe requires 2 000 megawatts (MW) of electricity monthly to meet power demand.

Mozambique’s Hydro Cahora Bassa currently sells 50MW of power to Zimbabwe, while South Africa also supplies it with 400MW of power, still inadequate to close the supply gap.

The Kariba Dam, which has provided the country with the bulk of hydro power, has over the past few years experienced falling water levels, subsequently causing a drop in supply of electricity.

Hwange, which has also over the years contributed to the power requirements, is currently struggling due to obsolete equipment.

Fr Karl Herman, a Jesuit missionary from Germany died at Musami hospital in the early hours of Friday the 22nd of July 2022.

He was 66.

Born in 1956, Fr Karl joined the Society of Jesus in 1987 and was ordained to the priesthood in 1997.
He professed his final vows in 2006.

He has worked in Zimbabwe for a number of years including at missions such as St Rupert Mayer Makonde, Sacred Heart Banket as well as at Musami Mission which was his last.

At the time of his death he was the Assistant Parish Priest at St Paul’s Musami Mission.

We join the Society of Jesus in Southern Africa and the Archdiocese of Harare in mourning the death of this dedicated member of the clergy in the Church.

Zim Govt Fails Schools, Standards Crumbling

Kwekwe town clerk Lucia Mnkandla has raised concern that one of the city’s best schools, Chana Primary School in Mbizo, is now struggling to maintain high standards due to a bloated teacher-pupils ratio
of 1:60.

According to Unesco, the ideal teacher-pupils ratio is 1:40.

Mnkandla said the local authority was building a new classroom block at the school to increase learning facilities and  improve education standards.

“At Chana Primary School we have one of the biggest pupil population, but very few teachers,” she said this week at a residents’ engagement meeting.

“As council, we are building a new classroom block to address the big teacher to pupil ratio. When the ratio is that big, the quality of education of learners is compromised.”

The school head has reportedly indicated to council that the ballooning teacher-pupils ratio was giving them headaches.

Educators have over the years said the quality of education in the country was being affected by shortages of teachers and lack of classrooms to accommodate more learners.

Latest statistics from the Primary and Secondary Education ministry show that the country has over 10 000 schools with an enrolment of more than four million pupils and a teacher establishment of over 135 000, which is inadequate for the millions of learners.

Zim Govt Under Siege From Inflation

Government says it has failed to recruit teachers required to minimise the shortfall of educators at the country’s public schools because inflation has wiped out the budget for the exercise.

This could be a tip of the iceberg for a government that in 2019 and 2020 overshot its budget by $107 billion and took two years to apologise for the over-expenditure when it was supposed to do so within 60 days.

Fears abound that many, if not all ministries’ budgets have been wiped out by inflation now at 191,6% as of last month.

The figure is Africa’s second highest after Sudan and has pushed up the cost of living, with many commodity and service providers now demanding strictly United States dollars.

In June, the Primary and Secondary Education ministry announced that it would hire 5 000 teachers by September after revealing that the country had a shortfall of 25 000.

Initially, the ministry wanted to recruit 10 000 teachers before the figure was slashed by half.

Primary and Secondary Education minister Evelyn Ndlovu told Parliament during a question-and-answer session on Wednesday that skyrocketing inflation had scuttled plans to recruit more teachers.

“I engaged the Ministry of Labour regarding this particular situation. We were promised 5 000 teachers this year, but because of inflation, we have managed to engage a small percentage of the required teachers,” she said.

Ndlovu last month said they hired 3 904 teachers.

“So we hope that the supplementary budget will come as a panacea to our problem, which will also allow us to look at the issue of salaries, to secure vehicles.”

This comes as teachers are meeting today finalising plans for a strike after they received measly July salaries of less than US$50 on the parallel market, despite a 100% salary increment in June.

Educators have also been quitting their jobs in droves in protest over poor salaries, further depleting staffing levels in schools.

Ndlovu admitted that inflation had paralysed the ministry’s plans to address the crisis facing the education sector, including hiring more
teachers.

“The issue of Early Childhood Development teachers is critical because without elementary level teachers, the child does not have a good foundation because this is the level where the future of any student is cultivated, from Mathematics to other subjects,” she said.

“However, the challenge is that our budgeted resources were affected by the hyperinflation, which culminated in the government failing to remunerate teachers. So I would like to request that we be considered during the supplementary budget.”

Ndlovu said rising inflation has also affected the Basic Education Assistance Module (Beam) programme, whereby government pays tuition fees for the disadvantaged and orphans.

“On the issue of Beam, there are problems. Beam is meant to relieve vulnerable children, but I am under pressure due to inflation on the amount of money that has not been paid,” Ndlovu said.

“Yes, we will assist those children who have parents who are in dire straits, but we cannot assist all the children because government money is also limited.

“Our cake is very small. We are working with a small cake with a big number of children. So wherever possible and when given the names of the children timeously, we can intervene on time for the child to continue to go to school or to write examinations.”

Last month, research watchdog, the Zimbabwe Coalition on Debt and Development said its survey revealed that four million children were failing to pay fees and were looking to Beam for assistance.

Public Service minister Paul Mavima said government was only giving assistance to 1,5 million children this year.

Drama In Parly As Biti Clashes With Ziyambi

Citizens Coalition for Change (CCC) Vice President Tendai Biti and Justice Minister Ziyambi Ziyambi had a feisty exchange in Parliament this week over the exhumation and reburial of victims of the 1980s Gukurahundi atrocities.

Described as a genocide, a campaign of terror saw more than 20,000 civilians being killed in the Matebeleland and Midlands provinces after the government unleashed a specially trained army unit on the two regions in one of the darkest periods in the country’s post-independence history.

The emotive subject was raised by Binga North CCC legislator Prince Dubeko Sibanda who had asked the minister about government’s policy on allowing relatives to rebury victims of the 1980s killings.

“… we have heard a lot from Government about exhumations and reburials, some of the relatives of the victims are also getting aged at this stage and they would want to see their affairs sorted and having their matters brought to closure,” said Sibanda.

“What is Government’s policy with regards to ensuring that relatives of victims of Gukurahundi are given permission to exhume and bury their loved ones in terms of their culture in order to bring closure to their matters?”

He added; “The Honourable Minister might want to know that currently most chiefs have been referring the relatives of the victims to the NPRC (National Peace and Reconciliation Commission) which also refers the relatives of the victims to the President to an extent that last week, I had an opportunity to interact with three relatives that were travelling to Harare to handover their documents to the Office of the President.

“What it means is that the policy that the Hon. Minister refers to in the House is not existent on the ground. What is the Government doing to make sure that policy is actually implemented on the ground?”

In response, Ziyambi said chiefs should provide leadership and guidance on the issue; “If he can kindly furnish me the name of the Chief who indicated that he is not aware of what is supposed to happen, then I will be able to help him.

“It is now very specific … but if there are specific areas where a chief is feigning ignorance of what they are supposed to do, perhaps he can bring forward that so that the necessary deliberations can be done.

However, Biti said there was a need for a legal provision to guide the process.

Mnangagwa Declares To Die In Power

By-Zanu PF President Emmerson Mnangagwa has declared that he will be in power beyond 2023.

Mnangagwa made this declaration during a ground-breaking ceremony of a planned Cyber City project in Mt Hampden just outside Harare Wednesday.

Mnangagwa said: “The people who are here, you are the first to see this vision. Each one of you must pray to see this vision coming to fruition. As for me, I know I will be there until the project is finished and overseeing that everything is running smoothly. I will be in charge.”

The first phase of the cyber city, which will include cyber technology offices, shopping malls and construction of the tallest tower in Africa called the Mulk Tower as well as other recreational facilities, are expected to be completed in the next two years.

“This will be a new city, the city of government will be built here. We already have the new Parliament. The Supreme Court and the High Court will also be here and even the President’s offices will be built here together with ministerial offices,” Mnangagwa added.

However, his claim that he would be in office beyond 2023 was viewed as aimed at quashing rumours of discontent in his ruling Zanu PF party over his reported refusal to hand over power to Vice-President Constantino Chiwenga in line with an agreement allegedly made in the wake of the 2017 coup that ushered him into power.

Mnangagwa’s remarks came days after some key former Zanu PF members claimed that he had violated tenets of the 2017 coup agreement stating that he would only serve for one term and pave way for Chiwenga.

Immediately after his speech, a group calling itself Men BelievED started chanting that the President would be in office after the 2023 elections.

Mnangagwa has also been facing growing pressure from ordinary Zimbabweans over the dire state of the economy which has driven many into abject poverty.

Civil servants are mulling a strike soon in protest over poor salaries.

Former Zanu PF youth leader Jim Kunaka, who is infamously known for leading a Mbare-based violent militia called Chipangano, claimed at a Press conference last week that Mnangagwa was reneging on the 2017 coup agreement.

“If they had agreed with Chiwenga that he would give him five years to rule, what prompted him to change today, that he refuses to give him a chance? There is no need to go for congress,” Kunaka, who now represents the Zanu PF Original, told journalists.

“He (Mnangagwa) must honour what he agreed with Chiwenga that he would rule for a single term. He has already created parallel structures — Varakashi, Young Women for ED, Men BelievED …  Those are now people who are loyal to him and not the organisation itself,” Kunaka added.

Another former Zanu PF leader Godfrey Tsenengamu also warned that Mnangagwa was going to lose the 2023 elections.

“You are going nowhere. If we reach 2023 and if you are a candidate, you won’t win. The only thing you can do is make amends with some people,” he said.

Police Cause Tenda Bus Accident

By- Police Thursday caused a Tenda bus accident resulting in one person’s death and the injury of 30.

The accident happened near Rusape at around 4 PM.

A survivor of the accident Enoch Zhungu, who sustained minor injuries, told ZBC News that the police distracted the Tenda bus driver when he was overtaking another traffic.

He said the driver lost control of the bus as he tried to return to his lane.

The police confirmed the accident:

The ZRP confirms a fatal road traffic accident which occurred today at around 1600 hours at the 165 km peg along Harare-Mutare road near Rusape where one person died while 30 passengers were injured, eight of them in critical condition.

The driver of a Tenda bus with 50 passengers on board tried to overtake another vehicle resulting in the bus veering off the road before overturning.

Police said they will release more details pertaining to the accident in due course.

Police Officer “Exposes” Mnangagwa

By- A member of the Zimbabwe Republic has exposed the service for patronising cops.

Violet Kadiki, who is based at Warren Park Police Station, told the court that police officers were employed to protect President Emerson Mnangagwa.

Kadiki made the remarks during cross-examination by lawyer Alec Muchadehama representing five opposition activists accused of violating COVID-19 lockdown regulations.

The CCC activists, include Harare West MP, Joannah Mamombe (MDC Alliance), Cecilia Chimbiri, Makomborero Haruziviishe, Stanley Manyenga and Lovejoy Chitengu.

They were arrested for allegedly holding an unsanctioned demonstration at the height of coronavirus lockdowns in May 2020.

Kadiki told the court that they arrested the accused for carrying placards written: “ED must Go”.

Asked by Muchadehama if saying ED must go is bad, she responded by saying “yes”. Added Muchadehama:

So what do those placards written ED must go mean? … What if the protestors were saying ED meaning another politician, Egypt Dzinemunhenzva?

Kadiki replied she only knew “ED” as the President. She said:

They were asking the President to go and we are there to defend the President from those who oppose the government.

Dzinemunhenzva, a perennial Presidential aspirant, was one of the candidates in the 2018 polls.

Kadiki said she could not identify the accused persons in the dock, saying they were wearing face masks at the time of their arrest.

The trial was postponed to Tuesday.

Sikhala Presecution Continues

By- The State has placed CCC deputy chairman Job Sikhala on remand facing charges of defeating or obstructing the course of justice.

Mr Tafara Chirambira and Mr Silent Shoko told the court that there was reasonable suspicion that he committed the offence and that the charges were recognisable at law.

Sikhala had challenged placement on remand, arguing that there was an unnecessary splitting of charges as he was on remand on similar charges stemming from the same incident.

The CCC top member was arrested for representing his client Moreblessing Ali who was killed by known Zanu PF thugs in Nyatsime.

Hyenas Attack Zaka Family

A Zaka couple and their son were left wounded after they were attacked by a clan of hyenas in Bota communal lands on Monday afternoon.

Robert Maroyi, his wife Muchanyara Maroyi and their son Rwatinga Maroyi, of Mapfumo village, have since been hospitalised at Musiso Hospital where they are receiving treatment after being attacked by three hyenas.

Other villagers came to the rescue of the Maroyis and managed to scare away the hyenas.

The three were taken to Musiso Hospital where their condition is critical but stable.

Zimparks spokesperson Mr Tinashe Farawo confirmed the incident and revealed they had deployed a team of rangers to hunt down the marauding hyenas. Said Farawo:

Our team (of game rangers) is on the ground to trek the hyenas. Those who were attacked are hospitalised and are out of danger as of now.

The attack on the Zaka family by the hyenas is one of the several reported cases of human/wildlife conflict countrywide. The latest case has instilled fear in some considering that the attack occurred during the day.- The Herald

“Arrest Bishop Mashonganyika”

The opposition Citizens Coalition for Change (CCC) youth communication secretary Stephen Chuma has called for a citizens’ arrest of Anton Mashayanyika, a bishop in the Habbakuk Apostolic Faith Mission church in Mberengwa after he threatened to kill Nelson Chamisa.

Addressing a ZANU PF local meeting, Mashayanyika said Chamisa and his followers must be killed describing them as sellouts. He recently told The Standard that he did not have any regrets over his threats, saying he was “too Zanu PF” to be arrested.

Tshuma said since the police have not yet arrested Mashayanyika, citizens must arrest the clergyman.

He said:

It is clear that Zanu PF wants the law unto itself. It is without a doubt that at this juncture, citizens of Zimbabwe, Mberengwa in particular, must initiate a citizens’ arrest and hand over this criminal and Zanu PF thug into the hands of the police.

Mashayanyika’s statements have been described as hate speech as tension grows ahead of next year’s elections.

Chamisa survived an alleged assassination during his meet the people tours last year.

No Luck for Good Dealer

ESIGODINI gold dealer Baron Dube is back in prison after the Supreme Court dismissed his appeal against conviction and sentence for lack of merit.
Dube (46) of Habane Extension Township was in 2020 convicted of murder and sentenced to an effective 10 years in jail by Bulawayo High Court judge, Justice Maxwell Takuva in connection with the death of Prince Antony Bvundura in September 2018.

Last year, he was released by the High Court on $30 000 bail pending appeal against his conviction and sentence at the Supreme Court.

Dube shot Bvundura, a member of a rival mining gang in Esigodini, in the heat of a fight over a mining claim at Block 13 Atlas Mine in Esigodini using a Voere 458 calibre rifle.

Bvundura was aged 22 at the time of his death.

In October last year, Dube successfully applied to the Supreme Court to be granted leave to note the appeal challenging his conviction and sentence.

In papers before the court, the State was cited as a respondent.

In dismissing the appeal, Supreme Court judge, Justice Alfas Chitakunye sitting with Deputy Chief Justice Elizabeth Gwaunza and Justice Hlekani Mwayera said Dube deplorably failed to show that the High Court erred in its assessment of the evidence placed before it and in convicting him.

“It is clear that nothing has been placed before this court warranting interference with the sentence imposed by the court a quo.

The appellant (Dube) lamentably failed to show that the court a quo erred in its assessment of the evidence placed before it, and in convicting the appellant as it did,” he ruled.

“Equally, the sentence was not shown to be inappropriate in the circumstances.

The entire appeal has no merit and accordingly, the appeal against both conviction and sentence, is hereby dismissed.”

Justice Chitakunye said he found merit in the High Court’s finding that Dube parked his vehicle with lights shining on the miners, because one of his rivals was able to see that the appellant was armed with two firearms; a rifle in his hand and a revolver tucked in his trousers at the waist.

The judge said Dube’s testimony was full of inconsistencies and improbabilities casting doubt on his version.

“As a result, the court a quo cannot be faulted for believing the State’s version of events of what transpired on the fateful day over the appellant’s version.

The conclusion that the appellant was reckless in firing the firearm in the direction of one of the witnesses, Mncebisi Mguni and others in his company is sound,” he said.

“The circumstances were such that he ought to have realised that there was a real risk or possibility of hitting someone and thus causing their death.”

Justice Chitakunye said despite that realisation, Dube proceeded to discharge the lethal firearm towards Mguni and company.

“I, therefore, find that there is nothing warranting this court’s interference with the verdict of the court a quo,” he said.

In his grounds of appeal, through his lawyer Mr Leopold Mudisi of Mutendi, Mudisi and Shumba Legal Practitioners, Dube argued that the State failed to prove its case beyond reasonable doubt.

He said his conviction and sentence were not warranted. Dube contended that the lower court erred by convicting him when there was no evidence to support his conviction.

He submitted that his conviction was unsafe, arguing that the State relied on uncorroborated evidence.

“In my evidence, I mentioned that I accidentally discharged my revolver following an attack by gold panners.

The State had a duty to prove that the projectile which caused the death of the deceased was discharged from my rifle and that I was not attacked resulting in me falling into a pit,” argued Dube.

He argued that the firearm accidentally discharged after he stepped on a rock and fell down while fleeing a mob, which was throwing stones at him while baying for his blood.

Mr Khumbulani Ndlovu, who represented the State, opposed the appeal, saying the State had proved beyond reasonable doubt that Dube deliberately shot and killed Bvundura.

“It is common cause that the deceased was shot by the applicant and died from a gunshot wound.

The court was alive to the fact that the State needed to prove its case beyond reasonable doubt,” he said.

“The court rejected the notion that there was an accidental discharge. The court analysed the evidence and concluded that the applicant proffered two versions.”

According to court papers, on September 26, 2018, Bvundura went to work at Block 13 Atlas Mine in Esigodini in the company of his workmates. On the same day, Dube arranged a gang of about 20 people so that they could disperse everyone and take over the mine where there was a gold rush.

At about 11PM, Dube armed himself with two guns, a revolver and a rifle and his accomplices were carrying machetes, axes, shovels and picks.

He drove to the mine in his Toyota Land Cruiser with his gang and on arrival at the mine, he chased away all miners, claiming he had been granted authority to operate at the mine by the owner, one Mr Tendai Musanangura.

Bvundura, who was part of a group of miners fleeing during the skirmishes, was shot and he died on the spot.

According to the post-mortem results the cause of death was gunshot wound, heart destruction and hypovolemic shock.- Chronicle

One Dies In Bus Accident

One person died while 8 others were critically injured when a Tenda bus they were travelling on veered off the road and overturned near Rusape.

Police said the accident occurred around 4 PM this Thursday at the 165km peg along the Harare-Mutare highway. A statement posted on the ZRP official Twitter page reads:

Tshuma said since the police have not yet arrested Mashayanyika, citizens must arrest the clergyman.

CCC Blasts Muchinguri-Kashiri

Tinashe Sambiri|CCC has dismissed Zanu PF chairperson Oppah Muchinguri-Kashiri’s claims that Zanu PF will rule forever.

Bill Antonio Off To Belgium For Trials

Dynamos youngster Bill Antonio has left the country to undergo a month-long trial stint with Belgian top-flight football side KV Mechelen.

According to the Herald, the 19-year-old departed on Tuesday afternoon and was expected to arrive in Europe on the following day.

“Yes, Bill (Antonio) has finally gone for trials in Belgium,” an unnamed source at Dembare told the publication.

“He will have a month with KV Mechelen who will be assessing him. It has been in the pipeline for a long time now and the player left on Tuesday and was expected to arrived today (yesterday).”

Antonio was initially supposed to go to Belgium in 2019 but his handlers decided to reschedule the trials to a later date.

The new date was set at the end of March, and another delay came as a result of logistical complications after the player’s father, Nowell, failed to agree with the agent, Placcedes Jefferson, who is understood to be handling the teenager’s affairs.- Soccer 24 Zimbabwe

World Hepatitis Day
is observed each year on 28 July to raise awareness of viral hepatitis, which causes inflammation of the liver that leads to severe disease and liver cancer.

The world is currently facing a new outbreak of unexplained acute hepatitis infections affecting children. WHO, together with scientists and policymakers in affected countries, are working to understand the cause of this infection that does not appear to belong to any of the known 5 types of hepatitis viruses: A,B,C,D, and E.

This new outbreak brings focus on thousands of acute viral hepatitis infections that occur among children, adolescents and adults every year.

Most acute hepatitis infections cause mild disease and even go undetected. But in some cases, they can lead complications and be fatal. In 2019 alone, an estimated 78 000 deaths occurred worldwide due to complications of acute hepatitis A to E infections.

Global efforts prioritize the elimination of the hepatitis infections B, C and D infections. Unlike acute viral hepatitis, these 3 infections cause chronic hepatitis that lasts for several decades and culminate in over 1 million deaths per year from cirrhosis and liver cancer.

These 3 types of chronic hepatitis infections are responsible for over 95% of hepatitis deaths. While we have the guidance and tools to diagnose, treat, and prevent chronic viral hepatitis, these services are often out of reach of communities and are sometimes only available at centralized/specialized hospitals.

On World Hepatitis Day 2022, WHO is highlighting the need for bringing hepatitis care closer to the primary health facilities and communities so that people have better access to treatment and care, no matter what type of hepatitis they may have.

WHO aims to achieve hepatitis elimination by 2030. To get there, WHO calls on countries to achieve specific targets:

Reduce new infections of hepatitis B and C by 90%;
Reduce hepatitis related deaths from liver cirrhosis and cancer by 65%;
Ensure that at least 90% of people with hepatitis B and C virus are diagnosed; and
At least 80% of those eligible receive appropriate treatment.

No Joy For Sikhala

By- The State has placed CCC deputy chairman Job Sikhala on remand facing charges of defeating or obstructing the course of justice.

Mr Tafara Chirambira and Mr Silent Shoko had told the court that there was reasonable suspicion that he committed the offence and that the charges were recognisable at law.

Sikhala had challenged placement on remand, arguing that there was an unnecessary splitting of charges as he was on remand on similar charges stemming from the same incident.

Zanu PF Minister Threatens Kariba Residents

By- Justice Minister and Zanu PF politburo member Ziyambi Ziyambi has threatened the residents of Kariba and forced them to vote for his party candidate.

Ziyambi made the threats at a rally attended mostly by women in Mahombekombe Suburb last Saturday.

The rally was held to campaign for Kariba Ward 5 Council seat due for a by-election.

At the meeting, he also said that government would starve Kariba if the locals voted for Nelson Chamisa’s CCC party.

Said Ziyambi:

Vote wisely because development doesn’t need people to throw away votes. Electing CCC is throwing away votes as they are not responsible for allocating resources.

If you realise the lack of development in this place, Mahombekombe, blame yourselves because you would have thrown away votes by choosing a CCC candidate.

CCC interim provincial spokesperson Blessing Mandava said Ziyambi took the electorate for granted.

The Kariba Ward 5 seat fell vacant following the resignation of then CCC councillor Tendai Mapondera over criminal abuse of office charges.

Tonderai Chikwati will stand for CCC, while Zanu PF will field Kudakwashe Mafusire in the by-election.
