False Accusation of PTUZ Leaders Would Not Address the Challenges Faced by Teachers

Instead of restoring the purchasing power parity of teachers’ salaries and allowing Zimsec to sign contractual agreements for invigilation of public examinatoons, Gvt (through ZBC News) has adopted a trajectory of falsehoods, accusing Ptuz leadership of working with the British for regime change.

Such ludicrous hallucination is not only baffling but madness of the worst order. Gvt must learn to shoot at the message rather than blaming the messanger. There is an urgent need to restore teachers’ salaries to pre-October 2018 level of an average of US$540.

A win-win situation over invigilation of public examinations can only be reached through a contractual agreement between Zimsec and teachers and payment for such invigilation. Attempts to silence Ptuz leadership through cheap blackmailing would not work, let alone find traction among teachers. The ball is now in teachers’ courts.

Its high time teachers must stop standing on rhe touchline to watch a game they should be playing. It is important for teachers in schools to liberate themselves from Zimsec abuse. We have, as Ptuz, notified both Zimsec and PSC, let alone copied communiques to the line Ministry. The time for practical action at the theatre of struggle, viz, schools, to influence decision making and a swift address of the impasse between teachers and Zimsec is now.

No amount of false accusation will stop an idea whose time is up. No pay, no invigilation, must henceforth come into effect.

Zanu PF “Monitoring” President Nelson Chamisa’s Movements

By A Correspondent- Zanu-PF acting national political commissar Patrick Chinamasa has said the ruling party was monitoring all movements made by Nelson Chamisa’s MDC Alliance to make sure it does not receive foreign funding ahead of the 2022 by-elections and the 2023 harmonised elections.

Chinamasa made the remarks at the weekend at Marymount Teachers College in Mutare, where he was welcoming MDC Alliance members who defected to the ruling party.

Among opposition members who defected were former Zengeza legislator Simon Chidhakwa, former Mutare ward 2 councillor Pamela Mutare and former Chipinge district chairperson Chadamoyo Machingura.

“We are very aware that the MDC Alliance works closely with the CIA (United States’ Central Intelligence Agency) and M15 (United Kingdom’s secret service) to destroy our country, and we are very much aware of their dealings. They are under surveillance from us,” Chinamasa said.

“We know the money they are receiving and in this country, we have 50 000 non-governmental organisations (NGOs) and these were formed by our enemies.

“The NGOs appear to be teachers of human rights, but this is not the case. Everyone is aware that in America and Britain, black people suffer the most because they are not wanted there, and so which human rights are they preaching?

The Zimbabwean government has gazetted the Private Voluntary Organisations Amendment Bill, which has been viewed as a ploy to silence NGOs against calling it out over human rights abuses. NGOs in the country are also viewed by government as regime change agents.

“We want to welcome you all who have defected to our party. I am happy that you saw light at the end of the day and with unity, we are going to work together,” Chinamasa said.

Zanu-PF acting spokesperson Mike Bimha, who is also the party’s economic empowerment and indigenisation secretary, in his address to the defectors, promised that they would be supported with empowerment projects.

In response to the defections, MDC Alliance deputy chairperson and Zengeza West MP Job Sikhala tweeted saying Chidhakwa actually stood as an independent parliamentary candidate in 2018 contesting against him for the Zengeza West constituency seat.

“He had 901 votes (against) my 12 670 votes,” Sikhala tweeted.

MDC Alliance Manicaland provincial spokesperson David Panganayi said: “We have not had anyone defecting from the party in the past two years. If you are referring to what we saw on State media, it is a lie that qualifies for Hollywood movies. Most people that defected contested against us as independent candidates in the 2018 elections and suddenly, they now want to be paraded as MDC Alliance members.”

“They (Zanu-PF) are doing surveillance on us because they are now feeling the heat. They know they are going to lose the elections in 2023, and even the upcoming by-elections,” he said.

President Emmerson Mnangagwa recently announced that by-elections would be held during the first quarter of the year.-newsday

Qatar Airways Flight Makes U-Turn, Drops Off Harare Passengers

By A Correspondent- Passengers who boarded a Qatar Airways flight in Harare over the weekend, became some of the first to be affected by the unilateral ban on travellers from Southern Africa imposed mainly by European countries and the United States.

It is understood that the Qatar Airways crew was told while in Lusaka, Zambia, picking up other passengers that travellers from five Southern African countries including South Africa and Zimbabwe, were barred from boarding the planes until there was clarity on the B.1.1.529 (Omicron) variant.

The variant was first detected in South Africa.

Sources say upon receiving information to leave Zimbabwean travellers, the flight then turned back to Harare and dropped the passengers.

Travellers that had pressing commitments in Europe and the US are said to have used other airlines and went via Tanzania with the hope of connecting to Addis Ababa, Ethiopia, then Europe or the US.

Although not many of the sources were keen to be quoted for professional reasons, they confirmed that a Qatar Airways flight was forced to return to Harare and drop off passengers.

Airports Company of Zimbabwe chief executive Mr Tawanda Gusha, told The Herald last night that the incident happened.

Asked to comment on the implications of that, Mr Gusha said: “I don’t think it affects the Airports Company (of Zimbabwe) alone, but the whole nation. So a comment is better off from the national level.”

Efforts to get a comment from Environment, Climate, Tourism and Hospitality Industry Minister, Mangaliso Ndlovu were fruitless as he was not picking his mobile phone.

Hospitality Association of Zimbabwe immediate past president Mr Clive Chinwada referred questions to New president Mr Farai Chimba, whose mobile phone was unreachable.

In a statement on Saturday, Qatar Airways said: “Due to the recent emergence of the new Covid-19 Omicron variant, and with immediate effect, Qatar Airways will no longer be accepting passengers travelling from five Southern African countries in our global network.

“However, we will continue to accept passengers for travel into these countries in-line with current restrictions.

Passengers who are booked on Qatar Airways flights from seven destinations, Luanda (LAD), Angola; Maputo (MPM), Mozambique; Johannesburg (JNB), Capetown (CPT), Durban (DUR), South Africa; Lusaka (LUN), Zambia and Harare (HRE), Zimbabwe, will not be accepted for travel until further notice.

“These restrictions will remain in place until we receive further guidance from the World Health Organisation (WHO). We will continue to review the situation on a daily basis as new information becomes available.”-statemedia

ZACC Probes Sale Of Shiri’s Estate

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) has launched an investigation into the alleged illegal sale of part of the late national hero and Lands and Agriculture minister Perrance Shiri’s estate.

It is alleged that some of the late former Air Force commander’s children were behind the illegal sale of his assets, a year after the decorated soldier died from COVID-19 complications.

Shiri’s daughters, Tatenda and Cynthia allegedly connived with Tawanda Zulu, who is reportedly “Shiri’s son”, and sold Shiri’s Rarai Lodges at Arcadia Dam in Bindura for US$1 million to one Kangara, son of the late gold miner, Kudzai Kangara.

All the three are beneficiaries of the late Shiri’s multi-million-dollar estate.

Shiri’s Rarai Lodges have since been rebranded to Kangara Resort.

The matter is being investigated by Zacc under case reference number HCR116-09-21.

Shiri’s other daughter Rufaro Stephanie, also a beneficiary of his estate, has reportedly made an application at the High Court seeking to reopen her father’s estate, citing irregularities in the execution process, which includes appointment of executor.

She argued that as the Shiri family trust executor, the resort could not have been sold because it was part of the assets under the family trust.

Rufaro also alleged that the farming area of the properties where Shiri’s Rarai Lodge is located now belonged to Zulu.  She claims that Kangara, who has taken over the resort, is hosting musical gigs every Saturday.

Social media fliers also reveal that Kangara hosts gigs during weekends at Arcadia Dam charging US$20 for VIPs and US$10 for the general public.

Last weekend, musicians Tocky Vibes and Gemma Griffiths held a gig at the farm.

Rufaro said she was not consulted when her siblings and Kangara sealed the deal.

“I have distanced myself from anything to do with the estate. I don’t understand how the resort was sold. At first, they claimed it belonged to the government, but I knew that was a lie because my father would not have invested so much in a property that didn’t belong to him. So here we are today. They have sold the resort to Kangara for US$1   million. The question I have for Kangara is how could he have bought something before liquidation? Did he even do due diligence inquiries prior to purchasing the properties?”

Zacc spokesperson John Makamure confirmed that the matter was under investigation. “We have the case and we are investigating it,” he said.

Efforts to get a comment from Kangara were fruitless as his number was unreachable.

Rufaro also challenged the appointment of former Attorney-General Sobusa Gula-Ndebele as executor of the late national hero’s estate, accusing him of bias.

She also accused her siblings Cynthia and Tatenda of drafting a fake 1995 will purported to have been prepared by Shiri, which allocated them more inheritance than the “authentic will”.

In the 1995 will, Shiri bequeathed 50% of his bank savings and insurance policies to his now late son, Titus and the other half of savings to Tatenda and Cynthia, and all other children yet to be born.

A death notice filed at the master of the High Court showed that Tatenda, Cynthia, Zulu, Rufaro Stephanie and Tanaka Shiri, reportedly also known as Tanaka Musvamhiri, were listed as children and beneficiaries of the late Shiri’s estate.

Rufaro questioned why Tanaka and Zulu were included in the distribution list when they reportedly had no national identity documents bearing Shiri’s name, as well as why the other children received shares on Shiri’s properties when the 1995 will stated that they would only get bank proceeds.

“Tawanda stayed with the family for 10 years and still has no ID. Why is Tanaka included in the distribution account as Tanaka Stephanie Shiri when she has no ID? Tanaka is said to have taken DNAs with an uncle and the DNAs matched above 90% to suggest that he is her real father. And then on the master’s appointment, if he was appointed by the will, why is the executor dative not testamentary and the document has a stamp for the 20th when signed on the 21st of August.”

She questioned why a public office would forget to change date stamps.

“The letter also shows Mr Sobusa-Gula Ndebele came as an executor because he was appointed by the Master of the High Court. This proves the long-standing argument that he was no longer the late’s lawyer, that is why he didn’t come to read the will.”

Through her lawyers, Tapera Muzana & Partners, Rufaro Stephanie, wrote to the Master of the High Court on November 3, 2021, complaining about the deliberate and fraudulent omission of some properties in the distribution list of the late minister’s estate.

In response to her complaint, in a letter dated November 9, 2021, the Master of the High Court advised her to make a list of the assets that she alleged were left in the distribution lists.

Rufaro said she would challenge the Master, executor and Tatenda, Cynthia and Zulu’s shenanigans.

Zulu referred NewsDay to the Master of the High Court.

“Kangara had always had his farm in the said area. The Lands ministry can attest to that. His (Kangara) involvement in the matter is not necessary. I will not comment on this issue, but the executor or the Master of the High court can give you answers to the questions,” Zulu said.

Tanaka said she was very sure that she was Shiri’s daughter, adding that she had DNA evidence.

“Whoever is making the allegation is selfish. If we go by the 1995 will, why would the late Shiri list me as a beneficiary to his estate, if it is monetary when he knew I was not his daughter?”

Cynthia refused to comment and referred all questions to Gula-Ndebele.

“My father’s estate is being handled by the executor Ndebele. He is better placed to respond to your questions,” she said.

Repeated efforts to get a comment from Gula-Ndebele were fruitless as he was not picking up calls.

But in an emailed response to a D Ndlovu of Tapera Muzana & Partners last week, Gula-Ndebele & Partners stated that they had handled Shiri’s estate in compliance with the Administration of Estates Act.

“There is no legal basis for expecting a response from our office. We are actually waiting for the view of the Master of the High Court on that letter. We have handled the late General Shiri’s estate in compliance with the law being the Administration of Estates Act and the legally valid will.”

A close relative of the Shiri siblings, who spoke to NewsDay on condition of anonymity, said the row over the late Shiri’s estate among his children was an issue of concern.

“What we wanted was proper distribution of our late relative’s estate in a dignified manner.  We just hope that those involved in the legal procedure of distributing the estate will follow due process.”

Rufaro said no one was above the law in the Second Republic — be it a sister or relative, adding that they should face the music and stop treating her father’s estate like a tuckshop.-Newsday

Man Beds Married Woman, Bleeds Continuously

By A Correspondent- A Mt Darwin man is living in pain after spending six days bleeding through his genitals after bedding a married woman

Brian Nyakwasva, a gold panner in Mazowe and stays in the Matopi area, claims he did not know the woman was married.

He said she lied to him before he was caught red handed by the woman’s husband whilst in his house.
Brian said the man told him he would make him menstruate like a woman until he pays him.
He started bleeding and while he has since bandaged the area with a cloth, he has been bleeding for six days.
He was then told to pay goats within three days for his freedom.
“I stay in Mt Darwin and I was dating a certain woman whilst we were panning for gold in Mazowe. She stays in area called Chanaka, she lied to me that she was not married yet she was married.
“So the husband caught us red handed and he told me to bring three goats within three days. I was at his house,” he said.
Brian said the man took his particulars as guarantee that he would return. “The man took my pants and identity card as guarantee that I will bring the goats.
“So I want to go back home and get the goats. I have the goats at home in Mt Darwin and I am going to take them.”
Asked where he was staying, Brian said. “I was at his house and I am now going back to get the goats.”
A source said: “He was dating a married woman and they dated for a longer time. He was then caught red handed with the woman’s husband while in their house. The man told him to pay with cows but he said he did not have cows.
“He was then given three days to bring three goats.” H Metro

Munatsi Died A Few Hours Before Meeting ED

By A Correspondent-   Mr Douglas MunatsiZIDA CEO who died in an inferno early Monday, had an appointment with President Emmerson Mnangagwa a few hours after his death, it has emerged. 

President Mnangagwa has since said that circumstances surrounding the top banker’s death were unclear.

Munatsi’s family said he had been receiving death threats in recent weeks, believed to relate to a report on “land barons” he sent to 

The police said they believed to be leaning on the side that the fire was started deliberately and that Munatsi had been “immobilised”, possibly drugged, to prevent him from escaping.

The fire was detected around 0300 hours and other tenants at a block of flats in Harare called the City of Harare Fire Brigade, which managed to put out the fire, but unfortunately could not save Mr Munatsi.

Mr Munatsi died in the fire in his 9th floor flat at the block located at the corner of Fifth Street and Josiah Tongogara Avenue.

Northfields Owners Association chairman only identified as C Gardiner said in the statement: 

The association wishes to advise stakeholders that at approximately 02.50 AM, on Monday 29th November, a fire was detected by the occupant of flat C9 in Northfields.

There was no electricity at the time due to a cable fault. The occupant in C10 heard commotion and noise and went to his balcony to investigate further.

There, he heard from the occupant of C9 that there was a fire and he asked to call the fire brigade. At 02.59, the fire brigade was called, and they arrived at 03.11.

They fought the blaze for two hours, and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi.

Thanks must be given to the professionalism and endeavours of the City of Harare Fire Brigade.

Without their intervention, is it very likely that more lives would have been lost and more property destroyed.

The Association has engaged the services of a forensic fire investigator to assess the cause of the fire.

Police said they were still investigating the case as possible arson.

Magistrate Arrested For Sucking Friend’s Private Part

By A Correspondent- A Chiredzi magistrate has been arrested for aggravated indecent assault after he allegedly lured his drunk friend to his house in the sugar cane growing town before kissing him and sucking his private parts.

Simbarashe Gundani (30) of Impala Drive, who was stationed at the Chiredzi magistrates court has since been arraigned before the courts to be formally charged.

He was not asked to plead when he appeared before Masvingo Magistrate Ms Patience Madondo facing aggravated indecent assault charges.
Ms Madondo remanded him in custody to December 9.
Agreed facts are that on November 21 this year in Chiredzi, Gundani lured the 32-year-old complainant, who stays in West road in the same town, to his house after a beer drink.
Gundani allegedly offered the complainant a place to sleep in his house and the two retired to bed. The magistrate then allegedly woke up later on at night and approached the complainant who was sleeping and kissed him once on his lips.
He then allegedly proceeded to remove the complainant’s boxer shorts and sucked the latter’s private parts without his consent. The complainant positively identified the accused since the pair were friends.
He made a report at Chiredzi police station leading to Gundani’s arrest. Ms Sophia Bhusvumani appeared for the state. Herald

Angry Villagers Detain, Torture Cattle Rustlers

By A Correspondent- A group of about 15 villagers from Gwanda allegedly kidnapped and tortured seven men for four days after accusing them of stealing their livestock.

The Chronicle news crew caught up with two of the injured men, Mr Emmanuel Mguni and Mr Thembinkosi Ndlovu who are admitted at Gwanda Provincial Hospital.

The other five victims have been discharged.
Mr Mguni who could not stand because of severe burns underneath his feet, said he was tortured for four days.
He said his assailants would heat stones, place them in a bucket and force him to stand on them while ordering him to reveal the location of their missing livestock.
He said they also tied him to a tree and whipped him. They also submerged his head in a bucket full of water and filled his ears with river sand.
Mr Mguni said he tried to explain to his kidnappers that he had not stolen their cattle but they would not entertain his explanation.
“They kidnapped me on the night of Sunday, 14 November and they took me to a bushy area in Manama. They were about 15 of them who comprised men and women. They asked where their cattle were and I told them I didn’t know what they were talking about.
They said my friend Jose confessed to have given me stolen cattle for safekeeping. I tried to explain that I was innocent but they would not listen,” he said.
“For four days I was subjected to severe torture. They tied me to a tree several times and whipped me. They put stones on a fire and forced me to stand on hot stones. They also submerged my head in a bucket full of water several times, poured river sand in my ears which has affected my hearing. They kept changing places where they were keeping us hostage.”
Mr Thembinkosi Ndlovu from Tshanyaugwe area said he was kidnapped and tortured by the same group for a day.
He said he found others who had been detained for three days.
Mr Ndlovu said while he was at his home on Wednesday, he heard dogs barking in the middle of the night. He said a group of people broke into his house and took him away.
“They took me to a group of people that had already been detained and they tortured me while asking about the whereabouts of the cattle that I didn’t know about. They burnt my feet, whipped me and poured river sand in my ears.
As I speak, I’m in excruciating pain and I can’t walk because of the burns underneath my feet,” he said.
Mr Ndlovu said they were freed the following day after police arrived at the scene and their assailants fled.
Matabeleland South provincial police spokesperson, Inspector Loveness Mangena said police received a tip off on the suspects who were holding people hostage.
She said investigations were underway and appealed to members of the public with information on the identity of the suspects to contact the police. Insp Mangena raised concern over cases of mob justice with some cases being fatal.
“As police we are concerned by the increasing cases of mob justice where members of the public choose to deal with suspects. Some of these cases end up in fatalities. We urge members of the public to surrender suspects to the police instead of taking the law into their own hands,” she said.
Insp Mangena said they had launched an operation targeting stock thieves.
The operation has curtailed cases of stock theft being recorded in Tshanyaugwe and surrounding areas in Gwanda which have become a breeding ground for cattle rustling syndicates in Matabeleland South province.
Under the operation police recently recovered 51 stolen cattle. The areas of Tshanyaugwe, Ngoma and John Dip are the hotspots of cattle rustling. Chronicle

Women Rise Against Chiwenga Over Abusing Marry

By A Correspondent-Women rights defenders are today convening a virtual indaba over the alleged harassment and abuse of Vice-President Constantino Chiwenga’s estranged wife, Marry Mubaiwa Chiwenga.

Marry, who is facing several criminal charges alleges that the former military boss blocking her from receiving treatment outside Zimbabwe for a life-threatening ailment.

A visibly sick Marry has been a subject of pity from across the political divide. She says President Emmerson Mnangagwa and first lady Auxillia have let her down by not intervening in the fight with her estranged husband.

She lost custody of her three minor children after Chiwenga, who doubles as Health and Child Care minister, appealed against an earlier judgement in her favour.

Human rights defenders have since organised the virtual discussion under the Women’s Academy for Leadership (WALPE) banner to debate the Marry “abuse” issue.

The discussion will feature known human rights defenders, including Margaret Mutsamvi (gender rights advocate, Sitabile Dewa (human rights defender), Samkeliso Tshuma (women’s rights expert), Maxine Chisweto (a lawyer) and prominent author Tsitsi Dangarembga.

It will be hosted under the theme: Women’s human rights are a yardstick of national progress: A case of Marry Chiwenga.

The rights defenders have also started a #JusticeforMarry campaign to fight against the decision that denies her access to medical attention outside the country while her health continues to deteriorate.

Marry, who suffers from lymphoedema, has had her applications for release of her passport to seek medical attention outside the country dismissed by the courts.
The former model says charges against her were manufactured by Chiwenga to punish her.

ZEC Acts On 22 000 Ghost Voters

By A Correspondent-More than 22 000 dead people have been removed from the voters’ rolls in the latest batch of such routine deletions, with a notification and appeal process in place in case a mistake was made, while the Zimbabwe Electoral Commission is now fully funded to prepare for and run the 133 by-elections likely early next year.

ZEC is now actively keeping the civil society organisations posted on what is happening. Friday’s meeting in Harare was to update them on the roadmap to the 2022 by-elections and the 2023 harmonised elections.

The National Assembly and local authority by-elections were necessitated by deaths, dismissals from political parties and recalls of MDC-T members from the National Assembly and local authorities.
Normally these would have been spread out, but all by-elections were halted on public health grounds in March last year when Covid-19 struck the country so they have been accumulating until public health authorities agreed they could now control the risk of large numbers of voters assembling.
President Mnangagwa, who by law sets the dates of all polls once informed of the vacancies, has suggested that the by-elections will be held during the first quarter of 2022.
As of October 22, Zimbabwe had a total of 133 elective by-elections at National Assembly and local authority levels.
The meeting with civil society follows the routine removal of 22 656 dead people from the voters’ roll as required by law.
Removal of the deceased from the roll is an on-going exercise with the names of the latest batch of those struck off have been published by ZEC chief elections officer Mr Utloile Silaigwana in the Government Gazette under General Notice 3379 of 2021 and in terms of the Electoral Act.
Mr Silaigwana said the names of those persons will be removed from the voters roll unless notice of appeal is given to ZEC.
While removing the names of those for whom death certificates have been sought and issued is relatively simple and automatic, there is a perennial problem when families do not seek a death certificate, common when the estate left is very small.
Speaking at the meeting with the organisations, ZEC chairperson Justice Priscilla Chigumba said the meeting was meant to discuss all electoral issues of concern.
“We discussed issues around polling, deferment of the mobile voter registration exercise and gazetting of the deceased as a precondition for voters’ roll cleaning,” said Justice Chigumba.
Justice Chigumba appealed to citizens who have lost their relatives to notify ZEC so that the names are removed from the voters roll.
“The issue of ghost voters has been misunderstood over the years. Monthly, the Registrar-General Office sends us a list of deceased voters and, members of the public must come forward and tell us about the death of their relatives. That is the only way we can remove deceased voters from voters roll,” she said.
She cleared the air on the postponement of the mobile voter registration exercise which was pencilled for December 6 saying the deferment was meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration. The mobile voter registration has been postponed to February 2022.
Justice Chigumba said: “The need to uphold inclusivity, which is one of the commission’s core values, has necessitated this postponement. Thus, this deferment is meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration.”
The period for the voter registration, she said, would have excluded some stakeholders without national identity cards but postponement gave the Civil Registry Department enough time to prepare for issuance of identity documents.
The voter registration was also intended to address under-registration in certain areas, afford those coming of age a chance to register as new voters where necessary, allow registrants to update their information and especially reflect the changes in their civic statuses, such as changes in names and places of residence.
Turning to the conduct of by-elections, she said the proposal to conduct by elections in the first quarter of next year was necessitated by the number of vacancies involved. ZEC needed ample time for preparations for so many by- elections.
“These preparations involve among other activities, effecting of transfers and removal of the deceased voters. This was going to be difficult if the mobile voter registration was not postponed,” she said.
The commission was currently seized with alpha list updating to factor in developments which had taken place in the polling areas since the last mapping in 2017. This basically requires ZEC to look at where voters now live to space out the polling stations and position them correctly so the number voting at each station is as close as possible
Attention is being given to areas that have seen rapid land use changes and new residential developments, which affect voter population dynamics,” Justice Chigumba said. The commission wants to assign each voter to their nearest polling station,
Another area of focus was composite polling stations that had many streams of voters. At the last general election voters were split by their surname. This time addresses will be used and so ensure that everyone in the same hosuehold goes to the same polling station, said Justice Chigumba.

ZACC Investigates Dead Perrance Shiri’s Estate

The Zimbabwe Anti-Corruption Commission (Zacc) has launched an investigation into the alleged illegal sale of part of the late national hero and Lands and Agriculture minister Perrance Shiri’s estate.

It is alleged that some of the late former Air Force commander’s children were behind the illegal sale of his assets, a year after the decorated soldier died from COVID-19 complications.

NewsDay understands that Shiri’s daughters, Tatenda and Cynthia allegedly connived with Tawanda Zulu, who is reportedly “Shiri’s son”, and sold Shiri’s Rarai Lodges at Arcadia Dam in Bindura for US$1 million to one Kangara, son of the late gold miner, Kudzai Kangara.

All the three are beneficiaries of the late Shiri’s multi-million-dollar estate. Shiri’s Rarai Lodges have since been rebranded to Kangara Resort.

The matter is being investigated by Zacc under case reference number HCR116-09-21.

Shiri’s other daughter Rufaro Stephanie, also a beneficiary of his estate, has reportedly made an application at the High Court seeking to reopen her father’s estate, citing irregularities in the execution process, which includes appointment of executor.

She argued that as the Shiri family trust executor, the resort could not have been sold because it was part of the assets under the family trust.

Rufaro also alleged that the farming area of the properties where Shiri’s Rarai Lodge is located now belonged to Zulu. She claims that Kangara, who has taken over the resort, is hosting musical gigs every Saturday.

Social media fliers also reveal that Kangara hosts gigs during weekends at Arcadia Dam charging US$20 for VIPs and US$10 for the general public.

Last weekend, musicians Tocky Vibes and Gemma Griffiths held a gig at the farm.

Rufaro said she was not consulted when her siblings and Kangara sealed the deal.

“I have distanced myself from anything to do with the estate. I don’t understand how the resort was sold. At first, they claimed it belonged to the government, but I knew that was a lie because my father would not have invested so much in a property that didn’t belong to him. So here we are today. They have sold the resort to Kangara for US$1 million. The question I have for Kangara is how could he have bought something before liquidation? Did he even do due diligence inquiries prior to purchasing the properties?”

Zacc spokesperson John Makamure confirmed that the matter was under investigation. “We have the case and we are investigating it,” he said.

Efforts to get a comment from Kangara were fruitless as his number was unreachable.

Rufaro also challenged the appointment of former Attorney-General Sobusa Gula-Ndebele as executor of the late national hero’s estate, accusing him of bias.

She also accused her siblings Cynthia and Tatenda of drafting a fake 1995 will purported to have been prepared by Shiri, which allocated them more inheritance than the “authentic will”.

In the 1995 will, Shiri bequeathed 50% of his bank savings and insurance policies to his now late son, Titus and the other half of savings to Tatenda and Cynthia, and all other children yet to be born.

A death notice filed at the master of the High Court showed that Tatenda, Cynthia, Zulu, Rufaro Stephanie and Tanaka Shiri, reportedly also known as Tanaka Musvamhiri, were listed as children and beneficiaries of the late Shiri’s estate.

Rufaro questioned why Tanaka and Zulu were included in the distribution list when they reportedly had no national identity documents bearing Shiri’s name, as well as why the other children received shares on Shiri’s properties when the 1995 will stated that they would only get bank proceeds.

“Tawanda stayed with the family for 10 years and still has no ID. Why is Tanaka included in the distribution account as Tanaka Stephanie Shiri when she has no ID? Tanaka is said to have taken DNAs with an uncle and the DNAs matched above 90% to suggest that he is her real father. And then on the master’s appointment, if he was appointed by the will, why is the executor dative not testamentary and the document has a stamp for the 20th when signed on the 21st of August.”

She questioned why a public office would forget to change date stamps.

“The letter also shows Mr Sobusa-Gula Ndebele came as an executor because he was appointed by the Master of the High Court. This proves the long-standing argument that he was no longer the late’s lawyer, that is why he didn’t come to read the will.”

Through her lawyers, Tapera Muzana & Partners, Rufaro Stephanie, wrote to the Master of the High Court on November 3, 2021, complaining about the deliberate and fraudulent omission of some properties in the distribution list of the late minister’s estate.

In response to her complaint, in a letter dated November 9, 2021, the Master of the High Court advised her to make a list of the assets that she alleged were left in the distribution lists.

Rufaro said she would challenge the Master, executor and Tatenda, Cynthia and Zulu’s shenanigans.

Zulu referred NewsDay to the Master of the High Court.

“Kangara had always had his farm in the said area. The Lands ministry can attest to that. His (Kangara) involvement in the matter is not necessary. I will not comment on this issue, but the executor or the Master of the High court can give you answers to the questions,” Zulu said.

Tanaka said she was very sure that she was Shiri’s daughter, adding that she had DNA evidence.

“Whoever is making the allegation is selfish. If we go by the 1995 will, why would the late Shiri list me as a beneficiary to his estate, if it is monetary when he knew I was not his daughter?”

Cynthia refused to comment and referred all questions to Gula-Ndebele.

“My father’s estate is being handled by the executor Ndebele. He is better placed to respond to your questions,” she said.

Repeated efforts to get a comment from Gula-Ndebele were fruitless as he was not picking up calls.

But in an emailed response to a D Ndlovu of Tapera Muzana & Partners last week, Gula-Ndebele & Partners stated that they had handled Shiri’s estate in compliance with the Administration of Estates Act.

“There is no legal basis for expecting a response from our office. We are actually waiting for the view of the Master of the High Court on that letter. We have handled the late General Shiri’s estate in compliance with the law being the Administration of Estates Act and the legally valid will.”

A close relative of the Shiri siblings, who spoke to NewsDay on condition of anonymity, said the row over the late Shiri’s estate among his children was an issue of concern.

“What we wanted was proper distribution of our late relative’s estate in a dignified manner. We just hope that those involved in the legal procedure of distributing the estate will follow due process.”

Rufaro said no one was above the law in the Second Republic — be it a sister or relative, adding that they should face the music and stop treating her father’s estate like a tuckshop. -Newsday

3 Women Help Gang Rape 2 Victims

THREE women are suspected to have ganged up with two men and assisted them to rape two victims in separate incidents. 

This raises concerns over involvement of women in the perpetration of violence against other women.

One of the incidents occurred near Kelvin North industrial site in Bulawayo on Friday while the second was in the bushy area close to United Bulawayo Hospitals the following day.

The incidents come just days after Zimbabwe joined the rest of the world in commemorating 16 Days of Activism Against Gender-Based Violence (GBV).

Sixteen Days of Activism Against GBV is commemorated annually from November 25 to December 10 with the aim of preventing violence against women and the girl child.

Bulawayo deputy police spokesperson Assistant Inspector Nomalanga Msebele said they were investigating two cases in which women are suspected to have assisted men to rape women.

She said the first victim is a 26-year-old woman from Iminyela suburb, who had boarded a grey Honda Fit on her way home, but it diverted from her route and she was sexually assaulted.

Asst Insp Msebele said the vehicle had a male driver and two other females who sat in the back seat of the car and the victim sat in the front seat.

“The driver stopped the vehicle in a bushy area near Revival Turn along Nketa Drive and slapped the complainant once on the face accusing her of staring at him. He ordered her to remove her blouse which he blindfolded her with.

The two women joined in assaulting the complainant with fists. One of the accused persons searched and took the complaint’s cash and a Mobicel cellphone from her pocket,” she said.

“The two women held her hands and legs apart while the man raped her once without protection. After the act the accused persons drove off leaving the complainant lying on the ground.”

Asst Insp Msebele said the victim reported the matter to the police on Saturday and she was taken to Mpilo Central Hospital where a medical examination was conducted.

She said the second incident occurred on Saturday involving a 20-year-old from Inyathi, who had arrived in the city in the morning to buy groceries.

Asst Insp Msebele said the young woman was lured by another woman, who promised her a job as a domestic worker in Suburbs suburb.

Asst Insp Msebele said as they walked to the Suburbs home, the two met a man who accused them of picking up his money.

“The unknown female adult who was walking with the complainant then gave the accused US$50 and the man released her. The suspect then held the victim’s hand and walked with her from Harare Road to Gwanda Road into a bushy area near UBH. He forcibly removed the complainant’s trousers and had sexual intercourse with her once without protection and without her consent.

The accused then forcibly took cash and an Itel cellphone from the complainant,” said Insp Msebele.

She said both rapists and their accomplices have not been arrested.

Bulawayo Progressive Residents Association gender officer Ms Abigail Siziba said it was shocking that women were aiding men in violating women.

She said while 16 Days of Activism Against GBV focuses on male perpetrators, the society should also focus on abusive women.

“As you are seeing, women are accomplices in GBV, so we cannot say GBV is always committed by men. So, in dealing with this we should focus on both men and women because at times a woman can be an accomplice in having a man raping his daughter. Women are accomplices in GBV against women. We are usually blinded in focusing on men as perpetrators,” said Ms Siziba.

Mr Makhosi Sibanda of Men’s Conference said it is not expected for women to assist men in abusing women.

“Rape is not good for society and it worries us to have women playing an active part in perpetrating evil to other women.

It derails the efforts that we are making to prevent violence against women. Women should know better what rape does to women and society at large. We would expect women to protect other women,” said Mr Sibanda.

Bulawayo lawyer Mr Zibusiso Ncube said the women will be charged with rape. “That one is straight forward, they will be charged with rape. They are accomplices. There have been incidents where we have had women being charged and convicted of rape,” said Mr Ncube. -Chronicle

TEACHERS’ unions and other civil society organisations have been roped in to push the Western-funded regime change agenda in the country with handsome perks being given to the unions’ leadership. The illicit funding of teachers’ unions from countries like the United Kingdom and the United States has created a financial gulf between leaders and the people they purportedly represent.


At the centre of the latest regime change push against a democratically elected Zanu PF Government, are unions such as the Progressive Teachers Unions (PTUZ) and the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), with attempts being made to bring more unions on board.

Last week, the British House of Lords exposed the extent covered in trying to create synergies between Trade Union Congress in the United Kingdom and local trade unions, as part of upsetting the status quo in Zimbabwe. Asked what the United Kingdom is doing to corner the Zanu PF Government, Minister of State, Foreign, Commonwealth and Development Office Mr Tariq Mahmood Ahmad said they are working closely with teachers’ unions in Zimbabwe.
“We certainly have been meeting in Harare with various unions, including teaching unions, most recently in September 2021 on salaries and the impact of Covid-19. Trade unions form an important part of civil society in any country, and we engage with them at all levels,” said Mr Ahmad as he exposed the UK’s hand in Zimbabwe’s internal political affairs. The insidious conspiracy to engage teachers by the Western countries is part of a broader plot to use local organisations as vehicles to push for regime change after failing to make headway with the fractured and often corruption-riddled opposition.

Apart from that, the civic society organisations are also being used as proxies for financing the same opposition which is prohibited under the Political Parties Finance Act from getting foreign funding. And ahead of the 2023 elections, more than US$5 million has been channelled towards the anti-Zimbabwe civic society organisations from the United States to run anti-Zanu PF campaigns, with organisations like Crisis Coalition and Zimbabwe Coalition for Debt and Development (Zimcodd), having already started their campaigns such as “The how far campaigns” to discredit the Government of the day. Frustrated by little headway in overthrowing a democratically elected Government, the British are now trying to coax the country’s neighbours to exert pressure on the Zanu PF-led administration.
“We are engaged very much with South Africa and, yes, it wants to see a progressive, inclusive Zimbabwe as part of the region and the wider world. Zimbabwe holds ambitions to join the Commonwealth as well. It is a collective effort. I do not think that one country alone can influence the progression and inclusiveness of democracy. It is therefore important that we, together with key partners, continue to play this role,” Mr Ahmad said.
On the other hand, the United States is funding NGOs to fight the Government through the courts of law. A US grant that will run for five years funded through the USAID will see NGOs being supported to influence the alignment of legislation with the Constitution and advance the implementation of key provisions through innovative and reinforcing advocacy action. The NGOs will also get funding for legal advocacy, litigation, and other strategies that seek to influence both the formal alignment of laws as well as the ongoing implementation of the Constitution.

Facts About Omicron Variant

On 26 November 2021, WHO designated the variant B.1.1.529 a variant of concern, named Omicron, on the advice of WHO’s Technical Advisory Group on Virus Evolution (TAG-VE). This decision was based on the evidence presented to the TAG-VE that Omicron has several mutations that may have an impact on how it behaves, for example, on how easily it spreads or the severity of illness it causes. Here is a summary of what is currently known.

Current knowledge about Omicron

Researchers in South Africa and around the world are conducting studies to better understand many aspects of Omicron and will continue to share the findings of these studies as they become available.

Transmissibility: It is not yet clear whether Omicron is more transmissible (e.g., more easily spread from person to person) compared to other variants, including Delta. The number of people testing positive has risen in areas of South Africa affected by this variant, but epidemiologic studies are underway to understand if it is because of Omicron or other factors.

Severity of disease: It is not yet clear whether infection with Omicron causes more severe disease compared to infections with other variants, including Delta. Preliminary data suggests that there are increasing rates of hospitalization in South Africa, but this may be due to increasing overall numbers of people becoming infected, rather than a result of specific infection with Omicron. There is currently no information to suggest that symptoms associated with Omicron are different from those from other variants. Initial reported infections were among university students—younger individuals who tend to have more mild disease—but understanding the level of severity of the Omicron variant will take days to several weeks. All variants of COVID-19, including the Delta variant that is dominant worldwide, can cause severe disease or death, in particular for the most vulnerable people, and thus prevention is always key.

Effectiveness of prior SARS-CoV-2 infection

Preliminary evidence suggests there may be an increased risk of reinfection with Omicron (ie, people who have previously had COVID-19 could become reinfected more easily with Omicron), as compared to other variants of concern, but information is limited. More information on this will become available in the coming days and weeks.

Effectiveness of vaccines: WHO is working with technical partners to understand the potential impact of this variant on our existing countermeasures, including vaccines. Vaccines remain critical to reducing severe disease and death, including against the dominant circulating variant, Delta. Current vaccines remain effective against severe disease and death.

Effectiveness of current tests: The widely used PCR tests continue to detect infection, including infection with Omicron, as we have seen with other variants as well. Studies are ongoing to determine whether there is any impact on other types of tests, including rapid antigen detection tests.

Effectiveness of current treatments: Corticosteroids and IL6 Receptor Blockers will still be effective for managing patients with severe COVID-19. Other treatments will be assessed to see if they are still as effective given the changes to parts of the virus in the Omicron variant.

Studies underway

At the present time, WHO is coordinating with a large number of researchers around the world to better understand Omicron. Studies currently underway or underway shortly include assessments of transmissibility, severity of infection (including symptoms), performance of vaccines and diagnostic tests, and effectiveness of treatments.

WHO encourages countries to contribute the collection and sharing of hospitalized patient data through the WHO COVID-19 Clinical Data Platform to rapidly describe clinical characteristics and patient outcomes.

More information will emerge in the coming days and weeks. WHO’s TAG-VE will continue to monitor and evaluate the data as it becomes available and assess how mutations in Omicron alter the behaviour of the virus.

Recommended actions for countries

As Omicron has been designated a Variant of Concern, there are several actions WHO recommends countries to undertake, including enhancing surveillance and sequencing of cases; sharing genome sequences on publicly available databases, such as GISAID; reporting initial cases or clusters to WHO; performing field investigations and laboratory assessments to better understand if Omicron has different transmission or disease characteristics, or impacts effectiveness of vaccines, therapeutics, diagnostics or public health and social measures. More detail in the announcement from 26 November.

Countries should continue to implement the effective public health measures to reduce COVID-19 circulation overall, using a risk analysis and science-based approach. They should increase some public health and medical capacities to manage an increase in cases. WHO is providing countries with support and guidance for both readiness and response.

In addition, it is vitally important that inequities in access to COVID-19 vaccines are urgently addressed to ensure that vulnerable groups everywhere, including health workers and older persons, receive their first and second doses, alongside equitable access to treatment and diagnostics.

Recommended actions for people

The most effective steps individuals can take to reduce the spread of the COVID-19 virus is to keep a physical distance of at least 1 metre from others; wear a well-fitting mask; open windows to improve ventilation; avoid poorly ventilated or crowded spaces; keep hands clean; cough or sneeze into a bent elbow or tissue; and get vaccinated when it’s their turn.

WHO will continue to provide updates as more information becomes available, including following meetings of the TAG-VE. In addition, information will be available on WHO’s digital and social media platforms. –

Sikhala Confronts Mnangagwa Over Murder Of Nyasha Zhambe

An emotionally- charged Sikhala vowed to end political violence across the country.

Addressing mourners at the burial of MDC Alliance member Nyasha Zhambe in Gutu District, Mawere area on Saturday, Sikhala blamed known Zanu PF members for killing Zhambe.

Zhambe was abducted and tortured by Zanu PF hooligans in Gutu during President Chamisa’s community engagement programme in October.

Women Corner Chiwenga Over Abusing Marry

By A Correspondent-Women rights defenders are convening a virtual indaba on Tuesday 30 November 2021 over the alleged harassment and abuse of Vice-President Constantino Chiwenga’s estranged wife, Marry Mubaiwa Chiwenga.

Marry, who is facing several criminal charges alleges that the former military boss blocking her from receiving treatment outside Zimbabwe for a life-threatening ailment.

A visibly sick Marry has been a subject of pity from across the political divide. She says President Emmerson Mnangagwa and first lady Auxillia have let her down by not intervening in the fight with her estranged husband.

She lost custody of her three minor children after Chiwenga, who doubles as Health and Child Care minister, appealed against an earlier judgement in her favour.

Human rights defenders have since organised the virtual discussion under the Women’s Academy for Leadership (WALPE) banner to debate the Marry “abuse” issue.

The discussion will feature known human rights defenders, including Margaret Mutsamvi (gender rights advocate, Sitabile Dewa (human rights defender), Samkeliso Tshuma (women’s rights expert), Maxine Chisweto (a lawyer) and prominent author Tsitsi Dangarembga.

It will be hosted under the theme: Women’s human rights are a yardstick of national progress: A case of Marry Chiwenga.

The rights defenders have also started a #JusticeforMarry campaign to fight against the decision that denies her access to medical attention outside the country while her health continues to deteriorate.

Marry, who suffers from lymphoedema, has had her applications for release of her passport to seek medical attention outside the country dismissed by the courts.
The former model says charges against her were manufactured by Chiwenga to punish her.

Villagers Capture, Detain And Torture Cattle Rustlers

By A Correspondent- A group of about 15 villagers from Gwanda allegedly kidnapped and tortured seven men for four days after accusing them of stealing their livestock.

The Chronicle news crew caught up with two of the injured men, Mr Emmanuel Mguni and Mr Thembinkosi Ndlovu who are admitted at Gwanda Provincial Hospital.

The other five victims have been discharged.
Mr Mguni who could not stand because of severe burns underneath his feet, said he was tortured for four days.
He said his assailants would heat stones, place them in a bucket and force him to stand on them while ordering him to reveal the location of their missing livestock.
He said they also tied him to a tree and whipped him. They also submerged his head in a bucket full of water and filled his ears with river sand.
Mr Mguni said he tried to explain to his kidnappers that he had not stolen their cattle but they would not entertain his explanation.
“They kidnapped me on the night of Sunday, 14 November and they took me to a bushy area in Manama. They were about 15 of them who comprised men and women. They asked where their cattle were and I told them I didn’t know what they were talking about.
They said my friend Jose confessed to have given me stolen cattle for safekeeping. I tried to explain that I was innocent but they would not listen,” he said.
“For four days I was subjected to severe torture. They tied me to a tree several times and whipped me. They put stones on a fire and forced me to stand on hot stones. They also submerged my head in a bucket full of water several times, poured river sand in my ears which has affected my hearing. They kept changing places where they were keeping us hostage.”
Mr Thembinkosi Ndlovu from Tshanyaugwe area said he was kidnapped and tortured by the same group for a day.
He said he found others who had been detained for three days.
Mr Ndlovu said while he was at his home on Wednesday, he heard dogs barking in the middle of the night. He said a group of people broke into his house and took him away.
“They took me to a group of people that had already been detained and they tortured me while asking about the whereabouts of the cattle that I didn’t know about. They burnt my feet, whipped me and poured river sand in my ears.
As I speak, I’m in excruciating pain and I can’t walk because of the burns underneath my feet,” he said.
Mr Ndlovu said they were freed the following day after police arrived at the scene and their assailants fled.
Matabeleland South provincial police spokesperson, Inspector Loveness Mangena said police received a tip off on the suspects who were holding people hostage.
She said investigations were underway and appealed to members of the public with information on the identity of the suspects to contact the police. Insp Mangena raised concern over cases of mob justice with some cases being fatal.
“As police we are concerned by the increasing cases of mob justice where members of the public choose to deal with suspects. Some of these cases end up in fatalities. We urge members of the public to surrender suspects to the police instead of taking the law into their own hands,” she said.
Insp Mangena said they had launched an operation targeting stock thieves.
The operation has curtailed cases of stock theft being recorded in Tshanyaugwe and surrounding areas in Gwanda which have become a breeding ground for cattle rustling syndicates in Matabeleland South province.
Under the operation police recently recovered 51 stolen cattle. The areas of Tshanyaugwe, Ngoma and John Dip are the hotspots of cattle rustling. Chronicle

Mnangagwa Speaks On Munatsi’s Death

By A Correspondent- President Emmerson Mnangagwa said he had been shocked by the death of  Mr Douglas MunatsiZIDA CEO who died in an inferno early this morning 

Munatsi’s family said he had been receiving death threats in recent weeks, believed to relate to a report on “land barons” he sent to President Mnangagwa Munatsi had an appointment with Mnangagwa at 7.20 AM today.

The police said they believed to be leaning on the side that the fire was started deliberately and that Munatsi had been “immobilised”, possibly drugged, to prevent him from escaping.

The fire was detected around 0300 hours and other tenants at a block of flats in Harare called the City of Harare Fire Brigade, which managed to put out the fire, but unfortunately could not save Mr Munatsi.

Mr Munatsi died in the fire in his 9th floor flat at the block located at the corner of Fifth Street and Josiah Tongogara Avenue.

Northfields Owners Association chairman only identified as C Gardiner said in the statement: 

The association wishes to advise stakeholders that at approximately 02.50 AM, on Monday 29th November, a fire was detected by the occupant of flat C9 in Northfields.

There was no electricity at the time due to a cable fault. The occupant in C10 heard commotion and noise and went to his balcony to investigate further.

There, he heard from the occupant of C9 that there was a fire and he asked to call the fire brigade. At 02.59, the fire brigade was called, and they arrived at 03.11.

They fought the blaze for two hours, and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi.

Thanks must be given to the professionalism and endeavours of the City of Harare Fire Brigade.

Without their intervention, is it very likely that more lives would have been lost and more property destroyed.

The Association has engaged the services of a forensic fire investigator to assess the cause of the fire.

Police said they were still investigating the case as possible arson.

T Freddy Rape Case, Police Seize Victim’s Phone

By A Correspondent- In A police officer investigating a matter where a ZBC presenter is accused of extorting prominent preacher Tapiwa Freddy has been accused of unlawfully seizing her mobile phone.

In a letter addressed to one Assistant Inspector Mushurwa dated November 25, Rutendo Makuti’s lawyer Diana Kawenda said police officers, who arrested her on November 11 took her mobile phone without a court order. Kwenda wrote:

We note that there is no court order that was obtained by yourselves to conduct the search…

The digital evidence that is contained in that phone is tremendously personal to the extent that it called for the need to obtain a search warrant.

Makuti stands accused of extorting US$35 000 from the controversial cleric known as Prophet T Freddy.

She appeared before magistrate Sheunesu Matova who granted her $5 000 bail. 

Meanwhile, the Goodness and Mercy Ministries leader who is also a gospel musician was recently arrested for raping Makuti and has since appeared in court.

He was arrested on allegations of raping the disabled radio presenter after promising to assist her with the upkeep of her child. 

He was released on free bail.

COSATU Helping Zimbabweans With ZSP – Why Not Stopping Rigged Elections?

By Patrick Guramatunhu | “The Congress of South African Unions (Cosatu) has revealed plans to engage the government on behalf of Zimbabweans that are likely to be deported due to expiry of the Special Dispensation Permits (ZSP) on December 31 2022,” reported News Day.

Whilst one rightly join in expressing one’s gratitude to COSATU for the assistance in this matter; the truth is we are just kicking the can down the road. We need to address the underlying causes of Zimbabwe’s economic and political mass migration – rigged elections and bad governance.

If the 2023 Zimbabwe elections are rigged; as is now 100% certain to happen, given there have not been any meaningful reforms implemented since the rigged 2018 elections; then there will be a new wave of Zimbabwean economic and/or political refugees.

What Zimbabwe needs desperately is help to end the country’s curse of rigged elections and bad governance.

Zanu PF rigged the 2018 elections and SADC leaders endorse the process as “substantially free and fair” and thus giving vote rigging Zanu PF legitimacy. And yet it was public knowledge that ZEC had failed to produce something as basic as a verified voters’ roll, for example. The election process was a farce since nothing could be traced or verified.

No South African in his/her right mind would accept the blatant rigging by Zanu PF happening in SA. And yet South Africans turned a blind eye when it happened in Zimbabwe.

For the 2023 elections, Zanu PF has already announced that the party will deny the three million plus Zimbabweans in the diaspora the vote, “until the economic sanctions imposed by the West on Zanu PF leaders are lifted!” Mnangagwa had promised the vote after the 2018 elections but now has changed his mind.

There are 2 million or more Zimbabweans in the SADC countries alone and none of these country have imposed any sanctions on Zanu PF leaders. So why are Zimbabweans in SADC countries being denied the vote too? This is just a feeble Zanu PF excuse and must be dismissed with the contempt it rightly deserve.

President Mnangagwa was declared the winner of the 2018 elections with 2.4 million or 50.8% of the cast votes. The 3 million diaspora vote is clearly a very significant figure, 37% of the potential 8 million voters.

How can the 2023 election but free, fair and credible when one contestant, Zanu PF, is allowed to cherry pick the electorate and deny 37% plus of the potential electorate the vote?

Admittedly, Zimbabweans have been our own worst enemy in our fight for free, fair and credible elections. There is no denying that Zimbabwe had its best ever golden opportunity to implement the democratic reforms and dismantle the Zanu PF dictatorship during the 2008 to 2013 GNU. Sadly the MDC leaders, who were tasked to carry out the task, sold out big time and failed to implement even one meaningful reform in five years.

Whilst everyone else, including SADC leaders, have advised that Zimbabwe must postpone elections until meaningful reforms are implemented. It is really frustrating that it is none other than Zimbabwe’s opposition opportunists who have insisted in having the elections with no reforms.

By participating in these flawed and illegal elections, the corrupt and incompetent opposition have been giving vote rigging Zanu PF legitimacy.

“Right now we are trying to help comrades with the ZSP issue. It’s not looking good, especially because the government has already made a declaration… but we’ll try to see if there’s a way to get an extension at least,” said COSATU’s International relations secretary Sonia Mabunda-Kaziboni.

What will help the people of Zimbabwe greatly is for COSATU to engage:

the SA government to meaningful address the problems of rigged elections and bad governance in Zimbabwe and stop glossing over the problem. It is inexcusable that SA, a country that has successfully held free, fair and credible elections since 1994, should endorse blatantly rigged elections as having “gone well!”

Zimbabwe Congress of Trade Union (ZCTU), COSATU’s sister organisation in Zimbabwe, and ask them why they have continued to give their blind support to the MDC regardless of the overwhelming evidence of the party is now the one helping perpetuate the Zanu PF dictatorship.

Yes Zimbabweans in SA need help with their ZSP issues but most important of all the whole nation needs help ending the nightmare of rigged elections and bad governance! Nothing of substance can be accomplished in Zimbabwe until we cure ourselves of the curse of rigged elections. Absolutely nothing!

Yes Zimbabweans need help to stay in SA but they would not be in SA if Zimbabwe was not a pariah state ruling by corrupt, incompetent and vote rigging thugs. The people of Zimbabwe need help in restoring rule of law and good governance in the country.- SOURCE: zimbabwelight.blogspot.com

Robbers Shoot At Cross Border Travellers, Grab US$7K, R170K

By A Correspondent- Three armed robbers, who were disguised as genuine travellers in a cross border bus, last night robbed passengers of R167 050 and $7367.

The Zimbabwe Republic Police (ZRP) say the robbers suddenly drew out pistols and started shooting at sixty-six passengers aboard a cross-border MBT bus before searching them one-by-one.

Police said the incident occurred at the 186km peg along the Harare-Masvingo Highway near Mvuma town around 11 pm on Monday.

Three passengers, including the bus driver Mr Lazarous Mungadzi (46), were injured.

One female passenger (name withheld), who was shot in the chest, is reportedly critical and admitted at Gweru Provincial Hospital.

National police spokesperson Assistant Commissioner Paul Nyathi said he was still to gather the details.

The robbery has since been reported at Mvuma Police Station.

This incident happened on Saturday and this man had been imprisoned for 2 years and after coming out found his former girlfriend is now in love with another man. The attacker and ex convict then waylaid the wrong man, began stabbing him several times, only to discover that he has attacked the wrong person. It was however now too late.

The victim is Arlington Chauruka.

The body has arrived tonight and will be buried tomorrow.

ZEC Removes 22 000 Ghost Voters From Roll

By A Correspondent-More than 22 000 dead people have been removed from the voters’ rolls in the latest batch of such routine deletions, with a notification and appeal process in place in case a mistake was made, while the Zimbabwe Electoral Commission is now fully funded to prepare for and run the 133 by-elections likely early next year.

ZEC is now actively keeping the civil society organisations posted on what is happening. Friday’s meeting in Harare was to update them on the roadmap to the 2022 by-elections and the 2023 harmonised elections.

The National Assembly and local authority by-elections were necessitated by deaths, dismissals from political parties and recalls of MDC-T members from the National Assembly and local authorities.
Normally these would have been spread out, but all by-elections were halted on public health grounds in March last year when Covid-19 struck the country so they have been accumulating until public health authorities agreed they could now control the risk of large numbers of voters assembling.
President Mnangagwa, who by law sets the dates of all polls once informed of the vacancies, has suggested that the by-elections will be held during the first quarter of 2022.
As of October 22, Zimbabwe had a total of 133 elective by-elections at National Assembly and local authority levels.
The meeting with civil society follows the routine removal of 22 656 dead people from the voters’ roll as required by law.
Removal of the deceased from the roll is an on-going exercise with the names of the latest batch of those struck off have been published by ZEC chief elections officer Mr Utloile Silaigwana in the Government Gazette under General Notice 3379 of 2021 and in terms of the Electoral Act.
Mr Silaigwana said the names of those persons will be removed from the voters roll unless notice of appeal is given to ZEC.
While removing the names of those for whom death certificates have been sought and issued is relatively simple and automatic, there is a perennial problem when families do not seek a death certificate, common when the estate left is very small.
Speaking at the meeting with the organisations, ZEC chairperson Justice Priscilla Chigumba said the meeting was meant to discuss all electoral issues of concern.
“We discussed issues around polling, deferment of the mobile voter registration exercise and gazetting of the deceased as a precondition for voters’ roll cleaning,” said Justice Chigumba.
Justice Chigumba appealed to citizens who have lost their relatives to notify ZEC so that the names are removed from the voters roll.
“The issue of ghost voters has been misunderstood over the years. Monthly, the Registrar-General Office sends us a list of deceased voters and, members of the public must come forward and tell us about the death of their relatives. That is the only way we can remove deceased voters from voters roll,” she said.
She cleared the air on the postponement of the mobile voter registration exercise which was pencilled for December 6 saying the deferment was meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration. The mobile voter registration has been postponed to February 2022.
Justice Chigumba said: “The need to uphold inclusivity, which is one of the commission’s core values, has necessitated this postponement. Thus, this deferment is meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration.”
The period for the voter registration, she said, would have excluded some stakeholders without national identity cards but postponement gave the Civil Registry Department enough time to prepare for issuance of identity documents.
The voter registration was also intended to address under-registration in certain areas, afford those coming of age a chance to register as new voters where necessary, allow registrants to update their information and especially reflect the changes in their civic statuses, such as changes in names and places of residence.
Turning to the conduct of by-elections, she said the proposal to conduct by elections in the first quarter of next year was necessitated by the number of vacancies involved. ZEC needed ample time for preparations for so many by- elections.
“These preparations involve among other activities, effecting of transfers and removal of the deceased voters. This was going to be difficult if the mobile voter registration was not postponed,” she said.
The commission was currently seized with alpha list updating to factor in developments which had taken place in the polling areas since the last mapping in 2017. This basically requires ZEC to look at where voters now live to space out the polling stations and position them correctly so the number voting at each station is as close as possible
Attention is being given to areas that have seen rapid land use changes and new residential developments, which affect voter population dynamics,” Justice Chigumba said. The commission wants to assign each voter to their nearest polling station,
Another area of focus was composite polling stations that had many streams of voters. At the last general election voters were split by their surname. This time addresses will be used and so ensure that everyone in the same hosuehold goes to the same polling station, said Justice Chigumba.
Election Resource Centre director Ms Babra Dube thanked the commission for coming up with the meetings and briefings. “These sessions are really going to help us to understand ZEC’s preparedness both for the voter registration blitz as well as the by-elections and the 2023 harmonised elections,” said Ms Dube.
Women’s Coalition of Zimbabwe national Coordinator Ms Sally Ncube said the exercise was very informative. “We are hopeful that ZEC will be supported with adequate PPEs and adequate materials so that the process will be responsive to the requirements of Covid-19 control,” said Ms Ncube.

Mai Titi got married to her United States-based lover, Tinashe Maphosa in an intimate ceremony.
She left social media buzzing with their wedding photos as the development surprised many. Some still doubt the wedding is real considering that the month of November is considered locally as not suitable for marriage.

The couple had not been together for long and their wedding ceremony comes barely a month after they got engaged.

Meanwhile, Mai Titi’s relationship with Tinashe reportedly got bumpy a couple of days ago after she was recorded speaking to her ex-boyfriend Shepherd. In one of the recordings, Mai Titi was heard dissing Tinashe and trashing their romance.
Many thought the couple was heading for a split but that was not the case as Mai Titi reassured her followers that she and Tinashe were very much together after the damning audios were leaked.

Mai Titi also revealed that her ex-boyfriend Shepherd has been blackmailing her over her USA visa. She also said that he threatened to leak her nudes on social media.
She recently posted on her social media handles informing her followers that she was okay after a social media user raised the alarm claiming that Tinashe had physically assaulted her.

Zim Mother, Michelle Fisher Dies In German Hospital

It is with great sadness and heavy hearts that we notify you of the untimely and tragic passing of our most cherished homegirl, Michelle Fisher, in the early hours of last Monday (November 22nd) in a hospital here in Germany. We apologize for the delay, which was due to many complex reasons. In the final instance, our souls cannot rest until the home community receives an equitable tribute to our beloved Michelle ♥️ especially as we know how important it was for her to have a post when Mary passed last year.

With highest respect for Michelle’s warrior spirit, her dedication to Zimbabwe and her giving nature, we are saddened that Michelle did not recover from surgery 6 months ago. It took all of her. Having shared 30 odd years in this city, there are many memories that will linger on forever.

We miss Michelle deeply and carry her in our hearts as our own. ♥️

Respect Sanctity Of Life – Pressure Group Challenges Zanu PF

Tinashe Sambiri| Vibrant pressure group, Zimbabwe Election Advocacy Trust has strongly condemned the brutal murder of Movement for Democratic Change Alliance member Nyasha Zhambe.

Zhambe was murdered by known Zanu PF hooligans in Gutu during President Chamisa’s community engagement programme in the area.

In a statement, Zimbabwe Election Advocacy Trust described the murder of Zhambe by Zanu PF hooligans as shocking and barbaric.

Amongst those rights is the right to life. The right to life is a God given right which no man can take away except God. The state has no right to take away this right.

We also call upon them to call their Youths to order and ensure the prevailance of a peaceful environment that will necessitate the holding of free and fair elections. Zim Political Problems Man-Made – President Chamisa

MDC Alliance leader Nelson Chamisa has accused Zanu PF of being behind the death of a party activist who was assaulted during his tour of Masvingo a month ago.

Nyasha Mawere was buried in Gutu yesterday after succumbing to the injuries sustained in the attack during Chamisa’s visit to the province. Top MDC Alliance leaders that attended the burial, including deputy president Lynette Karenyi-Kore went to bury Mawere and bemoaned the persecution of members of the opposition party.

The mainstream opposition leader told The Standard in an exclusive interview yesterday that the father of one was “killed like a fly.”

“That’s an issue of impunity and fertilises the breakdown of security of the person and security of the citizen,” Chamisa said.

“We have so many cases of so many people, who have been attacked like this over the past years and how do you kill somebody like a fly like that?”

“There is no shame or sense of accountability on the part of those responsible.

“This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.”

He said it was now clear that there was no difference between President Emmerson Mnangagwa’s rule and that of his predecessor, Robert Mugabe, where thousands of people were killed for supporting the opposition.

“It is clear the leopard has not and will not change its spots,” Chamisa said.

“This is an ominous sign of a dark cloud hovering over our nation, but nobody stays in charge forever.

“No power is permanent and no authority is endless. Let us understand that all we do will hurt and haunt us one day.

“It’s not good to have such impunity.

“The nation needs healing and we need peace-builders not those who burn bridges.

“The most unfortunate thing is we have the latter in the majority by those who are responsible.”

Chamisa said his party had also received reports of door to door intimidation of his supporters in rural areas by Zanu PF members, who were panicking over MDC Alliance’s forays into rural constituencies.

“I have heard so many reports of people being followed door to door in Mhondoro where some headmen’s houses were searched, with those involved accusing them of harbouring ploughs and seeds I was said to have given them,” he said.

“We have had cases of the military having meetings with chiefs where I had addressed like they did in Manicaland. It’s all part of the intimidation process.”

Chamisa said Zimbabwe needed genuine dialogue facilitated by the Southern African Development Community, African Union, South Africa and Zambia.

“The Zimbabwean crisis is man-made and authored by bad politics and bad governance,” he said.

“We can point at any external source, but for one finger pointing at that, four fingers are pointing at us.

“Let us address the issue of the four fingers pointing at us and that is the issue of reforms, finding each other, building a national consensus.

“We need a conversation as a source of resolving issues and that has been there since time immemorial.

“There is the concept of always sitting around a fireplace as a family to look at issues and if that fails, we always invite a neighbour.

“We have destroyed that fabric and ethic of conversation.

“We are sufficient to deal with issues if there is political will. We can look for common friends to have a conversation with.

President Chamisa Speaks On Nyasha Zhambe Murder

MDC Alliance leader Nelson Chamisa has accused Zanu PF of being behind the death of a party activist who was assaulted during his tour of Masvingo a month ago.

Nyasha Mawere was buried in Gutu yesterday after succumbing to the injuries sustained in the attack during Chamisa’s visit to the province. Top MDC Alliance leaders that attended the burial, including deputy president Lynette Karenyi-Kore went to bury Mawere and bemoaned the persecution of members of the opposition party.

The mainstream opposition leader told The Standard in an exclusive interview yesterday that the father of one was “killed like a fly.”

“That’s an issue of impunity and fertilises the breakdown of security of the person and security of the citizen,” Chamisa said.

“We have so many cases of so many people, who have been attacked like this over the past years and how do you kill somebody like a fly like that?”

“There is no shame or sense of accountability on the part of those responsible.

“This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.”

He said it was now clear that there was no difference between President Emmerson Mnangagwa’s rule and that of his predecessor, Robert Mugabe, where thousands of people were killed for supporting the opposition.

“It is clear the leopard has not and will not change its spots,” Chamisa said.

“This is an ominous sign of a dark cloud hovering over our nation, but nobody stays in charge forever.

“No power is permanent and no authority is endless. Let us understand that all we do will hurt and haunt us one day.

“It’s not good to have such impunity.

“The nation needs healing and we need peace-builders not those who burn bridges.

“The most unfortunate thing is we have the latter in the majority by those who are responsible.”

Chamisa said his party had also received reports of door to door intimidation of his supporters in rural areas by Zanu PF members, who were panicking over MDC Alliance’s forays into rural constituencies.

“I have heard so many reports of people being followed door to door in Mhondoro where some headmen’s houses were searched, with those involved accusing them of harbouring ploughs and seeds I was said to have given them,” he said.

“We have had cases of the military having meetings with chiefs where I had addressed like they did in Manicaland. It’s all part of the intimidation process.”

Chamisa said Zimbabwe needed genuine dialogue facilitated by the Southern African Development Community, African Union, South Africa and Zambia.

“The Zimbabwean crisis is man-made and authored by bad politics and bad governance,” he said.

“We can point at any external source, but for one finger pointing at that, four fingers are pointing at us.

“Let us address the issue of the four fingers pointing at us and that is the issue of reforms, finding each other, building a national consensus.

“We need a conversation as a source of resolving issues and that has been there since time immemorial.

“There is the concept of always sitting around a fireplace as a family to look at issues and if that fails, we always invite a neighbour.

“We have destroyed that fabric and ethic of conversation.

“We are sufficient to deal with issues if there is political will. We can look for common friends to have a conversation with.

Billiat Grabs Brace As Kaizer Chiefs Post Crucial Win

Khama Billiat returned to the scoresheet with a brace in Kaizer Chiefs’ 3-1 over Moroka Swallows on Sunday.

The Zimbabwean midfielder first found the back of the net with a cool finish on the stroke of halftime to double his side’s lead. He came back again on the 53rd minute to make it 3-0.

Billiat also created the opening goal, scored by Keagan Dolly on minute 43. His performance earned him the Man of the Match award.

The former Warriors international now has four goals and five assists in this league thus far.

Ronald Mudimu Dies

Triangle United goalkeeper Ronald Mudimu has died.

He was 33.

Mudimu passed away at a local hospital where he was admitted after suffering a stroke last month.

The goalkeeper was Triangle’s vice-captain and also played for CAPS United and Motor Action.

Khama Billiat ‘Baby Mama’ in Drug Abuse Scandal

By A Correspondent| A video showing Zimbabwean model Panashe Munetsi heavily intoxicated with an unknown substance has been leaked.

Panashe was in the news recently after claiming that her four year old son belongs to Kaizer Chief star Khama Billiat.

However, close friends said Panashe was on an extorting mission as she had accused two different men as biological fathers of her son in the past.

The vivacious model who is known to be living life on the edge was in Zimbabwe last week before flying back to her base in South Africa.

In the video, the heavily intoxicated Panashe is struggling to open her eyes.A voice in the video is heard saying that the model was with two men giving suspicion that she was involved in a threesome romp.

“She was sexually hired by Ace and Edwin,” the voice is heard.

The narrator also alleges that Panashe is also involved with a guy called Kudzi.

Police Unwilling To Arrest Known Zanu PF Hooligans Who Killed Nyasha Zhambe

Tinashe Sambiri|Police are deeply reluctant to arrest known Zanu PF hooligans who killed MDC Alliance member Nyasha Zhambe Mawere in Gutu District.

One Baster Mafio coordinated the Zanu PF hooligans who attacked Zhambe.

In a statement, Team Pachedu accused the police of failing to protect vulnerable citizens.

The late Nyasha Zhambe (MDC-A) was abducted and tortured by ZANU thugs led by Baster Mafio when Chamisa visited Gutu last month.

A police report was made (RRB45962/19), but the perpetrators were never arrested.

Update On Omicron Variant

On 26 November 2021, WHO designated the variant B.1.1.529 a variant of concern, named Omicron, on the advice of WHO’s Technical Advisory Group on Virus Evolution (TAG-VE). This decision was based on the evidence presented to the TAG-VE that Omicron has several mutations that may have an impact on how it behaves, for example, on how easily it spreads or the severity of illness it causes. Here is a summary of what is currently known.

Current knowledge about Omicron

Researchers in South Africa and around the world are conducting studies to better understand many aspects of Omicron and will continue to share the findings of these studies as they become available.

Transmissibility: It is not yet clear whether Omicron is more transmissible (e.g., more easily spread from person to person) compared to other variants, including Delta. The number of people testing positive has risen in areas of South Africa affected by this variant, but epidemiologic studies are underway to understand if it is because of Omicron or other factors.

Severity of disease: It is not yet clear whether infection with Omicron causes more severe disease compared to infections with other variants, including Delta. Preliminary data suggests that there are increasing rates of hospitalization in South Africa, but this may be due to increasing overall numbers of people becoming infected, rather than a result of specific infection with Omicron. There is currently no information to suggest that symptoms associated with Omicron are different from those from other variants. Initial reported infections were among university students—younger individuals who tend to have more mild disease—but understanding the level of severity of the Omicron variant will take days to several weeks. All variants of COVID-19, including the Delta variant that is dominant worldwide, can cause severe disease or death, in particular for the most vulnerable people, and thus prevention is always key.

Effectiveness of prior SARS-CoV-2 infection

Preliminary evidence suggests there may be an increased risk of reinfection with Omicron (ie, people who have previously had COVID-19 could become reinfected more easily with Omicron), as compared to other variants of concern, but information is limited. More information on this will become available in the coming days and weeks.

Effectiveness of vaccines: WHO is working with technical partners to understand the potential impact of this variant on our existing countermeasures, including vaccines. Vaccines remain critical to reducing severe disease and death, including against the dominant circulating variant, Delta. Current vaccines remain effective against severe disease and death.

Effectiveness of current tests: The widely used PCR tests continue to detect infection, including infection with Omicron, as we have seen with other variants as well. Studies are ongoing to determine whether there is any impact on other types of tests, including rapid antigen detection tests.

Effectiveness of current treatments: Corticosteroids and IL6 Receptor Blockers will still be effective for managing patients with severe COVID-19. Other treatments will be assessed to see if they are still as effective given the changes to parts of the virus in the Omicron variant.

Studies underway

At the present time, WHO is coordinating with a large number of researchers around the world to better understand Omicron. Studies currently underway or underway shortly include assessments of transmissibility, severity of infection (including symptoms), performance of vaccines and diagnostic tests, and effectiveness of treatments.

WHO encourages countries to contribute the collection and sharing of hospitalized patient data through the WHO COVID-19 Clinical Data Platform to rapidly describe clinical characteristics and patient outcomes.

More information will emerge in the coming days and weeks. WHO’s TAG-VE will continue to monitor and evaluate the data as it becomes available and assess how mutations in Omicron alter the behaviour of the virus.

Recommended actions for countries

As Omicron has been designated a Variant of Concern, there are several actions WHO recommends countries to undertake, including enhancing surveillance and sequencing of cases; sharing genome sequences on publicly available databases, such as GISAID; reporting initial cases or clusters to WHO; performing field investigations and laboratory assessments to better understand if Omicron has different transmission or disease characteristics, or impacts effectiveness of vaccines, therapeutics, diagnostics or public health and social measures. More detail in the announcement from 26 November.

Countries should continue to implement the effective public health measures to reduce COVID-19 circulation overall, using a risk analysis and science-based approach. They should increase some public health and medical capacities to manage an increase in cases. WHO is providing countries with support and guidance for both readiness and response.

In addition, it is vitally important that inequities in access to COVID-19 vaccines are urgently addressed to ensure that vulnerable groups everywhere, including health workers and older persons, receive their first and second doses, alongside equitable access to treatment and diagnostics.

Recommended actions for people

The most effective steps individuals can take to reduce the spread of the COVID-19 virus is to keep a physical distance of at least 1 metre from others; wear a well-fitting mask; open windows to improve ventilation; avoid poorly ventilated or crowded spaces; keep hands clean; cough or sneeze into a bent elbow or tissue; and get vaccinated when it’s their turn.

WHO will continue to provide updates as more information becomes available, including following meetings of the TAG-VE. In addition, information will be available on WHO’s digital and social media platforms. –

Trio Rob Cross Border Bus Of R167k, US$7k

By A Correspondent- Three armed robbers, who were disguised as genuine travellers in a cross border bus, last night robbed passengers of R167 050 and US$7367.

The Zimbabwe Republic Police (ZRP) say the robbers suddenly drew out pistols and started shooting at sixty-six passengers aboard a cross-border MBT bus before searching them one-by-one.

Police said the incident occurred at the 186km peg along the Harare-Masvingo Highway near Mvuma town around 11 pm on Monday.

Three passengers, including the bus driver Mr Lazarous Mungadzi (46), were injured.

One female passenger (name withheld), who was shot in the chest, is reportedly in a critical condition and is admitted at Gweru Provincial Hospital.

National police spokesperson Assistant Commissioner Paul Nyathi said he was still to gather the details.

The robbery has since been reported at Mvuma Police Station.

Gunmen Attack Church, Kill Worshipper

Nigeria (International Christian Concern) – One person was killed, and several others were injured on Sunday in yet another attack on Christians in Kaduna state.

Pastor Matthew Atayi, the pastor of the attacked church, the Evangelical Church Winning All (ECWA) in Kabba, narrated the horrific incident to the Nigerian Tribune:

The kidnappers stormed the church while I was conducting the call to worship, and they were shooting sporadically. They disrupted the service, and I escaped from the church by running.

One of the abductors chased me and ordered me to stop, but I refused to stop. I kept falling while running, but I did not stop running. I returned to the Church after I realized that no one was chasing me.

Upon my return to the church, I noticed that people were weeping. I entered the church to see the corpse of Mr Ruben Gbenga while another worshipper was lying in a pool of blood. I eventually joined others who were crying. Every member of the children’s department escaped except my daughter. We went about crying and searching for her until we found her hiding in the toilet.

The pastor urged the gunmen to repent and give their lives to Jesus Christ. – Persecution.org

Election Watchdog Denounces Brutal Murder Of Nyasha Zhambe

Tinashe Sambiri| Vibrant pressure group, Zimbabwe Election Advocacy Trust has strongly condemned the brutal murder of Movement for Democratic Change Alliance member Nyasha Zhambe.

Zhambe was murdered by known Zanu PF hooligans in Gutu during President Chamisa’s community engagement programme in the area.

In a statement, Zimbabwe Election Advocacy Trust described the murder of Zhambe by Zanu PF hooligans as shocking and barbaric.

Duo Nabbed For Stealing From Kaguvi Centre

By A Correspondent- Two workers from a gold processing plant near Kaguvi Training Centre have been arrested for allegedly stealing nine grams of gold from the mill before selling it to another buyer.

Laban Kawara (28) and Mfanelo Ncube (20) were employed as general hands at Barley Mine near Kaguvi Training Centre outside Gweru.

The duo appeared before Gweru Magistrate Ms Beaulity Dube facing one count of theft each.

The State alleges that on November 23 at around 6 pm, Kawara and Ncube, who were in the company of Lewis Dube, who is still at large, were at Barkley Mine and hatched a plan to steal gold from the mill.

They hatched a plan to steal gold that had been processed at the mill where they were working. After the gold had been processed, they unlawfully took the gold.

He said Kawara, Ncube and Dube were allegedly seen by their supervisor Mr Jefta Pedzisayi while committing the offence.

The court heard that Mr Pedzisayi raised the alarm before Kawara, Ncube and Dube took to their heels.

The court heard that the supervisor informed the mine owner, Mr Elia Mavhundutse, who reported the matter to the police leading to the arrest of the accused and the recovery of the 9 grams of toasted gold from a buyer where they had sold it.

The recovered gold has been taken for weighing to determine its value.

The accused pleaded not guilty to the charge and were remanded in custody to December 21.

Death threats: Activists Fear For Their Life

By A Correspondent | A recent SOS sent by ZINASU national coordinator Samuel Gwenzi on his micro blogging portal on Facebook has revealed that he has received death threats from unknown men suspected to be state security agents.

Since the 2018 disputed election, the state has unleashed terror on its citizens.

Gwenzi says he was on his way from launching the ongoing election campaign, while with Mr. Gift Siziva, a consultant programs officer of the student union and a former student leader on how to run the campaign.

The two were prowled after along L. Takawira road towards Harare west when two armed men ordered them to stop their political activities or failure which they will be killed.

“Be careful or else this is the end” said one of the men as they left.

They two have since sworn to continue with their work even in the face of danger.

Chaos Inside Harvest House As Mwonzora Tries To Adjust Own Constitution.

By A Correspondent, ZimEye | There was chaos at Harvest House  as MDC-T leader, Douglas Mwonzora tried to reduce the party constitutional time-stretch from 8 months to 2 months before the National Congress.

There was a National Council meeting at Harvest House on Friday mid day, which became chaotic after the MDC T leader, tried to sneak in unconstitutional time limit adjustments for the period leading up to the National Congress.

Instead of the 8 month stretch, in the party must have local elections, Mwonzora wanted to shorten it to 2 months. So that’s when his deputy Dr Thokozani Khupe complained about it, and the meeting descended into a shouting competition. Dr Khupe was told she is a Ndebele who is rebelling.

During the commotion, the MP for Lobengula, Gift Banda tried to speak against the National Council allocating itself power that it doesn’t have. He was shot down, with National Youth Assembly Chairperson, the Senator, Yvonne Musarurwa charging towards him threatening to use youths against him. Her actions were countered by youths from Chitungwiza who also came to shout Musarurwa off. MP Banda was speaking strongly against the National council allocating itself powers that it does not have. Instead of engaging his views, what followed were threats and insults that made the organisation shrink into a directon-nless explosive fanfare. Towards the mid end, Mwonzora stood up to apologise on behalf of the Manicaland Council members and temporarily calmed down tempers. He then proposed that the meeting will seek the legal opinion of three different persons.

Mwonzora’s personal spokesperson Lloyd Damba confirmed the matter to ZimEye, but said there no threats of violence and added claiming that the request is not for an adjustment but a waiver.

He told ZimEye, “you’re trying to put words into my mouth; there’s nothing like adjust, it’s called a waiver; it’s called a waiver that must be granted by the congress,” he said.

He added saying, “the national council referred it to congress,” he told ZimEye.

Mwonzora’s faction was created through a court ruling which the same Supreme Court judges said was moot (of no significance of effect), and he through the latter verdict accuses MDC Alliance Nelson Chamisa of being an illegitimate leader.

High Court Mum On By-Elections Ban Challenge Verdict

By A Correspondent| Six months after hearing an application challenging a government ban of by-elections, the High Court is yet to hand down its verdict.

High Court Judge Justice Siyabona Musithu on Monday 24 May 2021 reserved judgment after presiding over the challenge of the by-elections ban and indicated that he needed more time to go through all the submissions from the parties involved before handing down his verdict on the application.

On 2 October 2020, government suspended the holding of by-elections with Health and Child Care Minister Constantino Chiwenga issuing Statutory Instrument 225 of 2020 which indefinitely banned the holding of all by-elections to fill in a significant number of vacancies in both the National Assembly and in local authorities caused through recalls of office holders and deaths, claiming that it was a precautionary measure to contain the spread of coronavirus.

But Chiwenga’s ban of by-elections was challenged at the High Court on 13 October 2020 by Women’s Academy for Leadership and Political Excellence (WALPE), Election Resource Centre (ERC) and six Harare and Marondera residents namely Ellah Tayengwa, Moud Chinyerere, Agnes Togarepi, Gracious Matsunga, David Gwanzura and Loice Gwangwara.

In the application filed by Tendai Biti of Zimbabwe Lawyers for Human Rights, WALPE, ERC, Tayengwa, Chinyerere, Togarepi, Matsunga, Gwanzura and Gwangwara, who cited Zimbabwe Electoral Commission (ZEC), President Emmerson Mnangagwa and Chiwenga as respondents, argued that the suspension was a breach of the Electoral Act and the Constitution as government should have held by-elections before 30 September 2020 to fill in vacancies in local authorities and in the National Assembly.

On Monday 24 May 2021, when Justice Musithu presided over the hearing and determination of WALPE, ERC and Tayengwa, Chinyerere, Togarepi, Matsunga, Gwanzura and Gwangwara’s application, he quizzed Olivia Zvedi and Tawanda Kanengoni, the lawyers representing President Mnangagwa, Chiwenga and ZEC on their bureaucratic foot-dragging in not lifting the indefinite suspension of by-elections.

The Judge interrogated the lawyers on why government was reluctant to hold by-elections considering that it had eased national lockdown regulations including opening schools and universities.

Justice Musithu also asked why government was averse to holding by-elections and yet other countries such as Tanzania and the United States of America had held polls recently.

The Judge also asked Zvedi and Kanengoni to give an indication on when the indefinite suspension of by-elections would be lifted.

In his submissions, Biti argued that the motive of imposing a ban on by-elections by government has nothing to do with curbing coronavirus but is a suppression of democracy. He said government had suspended the Constitution by not implementing its provisions such as holding by-elections whereas other countries in Africa and beyond had held polls and emphasised that all constitutional obligations must be complied with diligently and without delay.

Zvedi argued that it is prudent for government to suspend by-elections in order to conquer the spread of coronavirus since the risk of a third wave of the pandemic was high. She also argued that section 86 of the Constitution provides for the limitation of rights hence government had taken the right decision in suspending by-elections.

Kanengoni argued that holding by-elections at a time of the coronavirus pandemic would curtail effective participation of the electorate and said that ZEC could only conduct by-elections once President Mnangagwa issues a proclamation.

Radio, TV Transmission Down Due To Power Outage

By A Correspondent- The Zimbabwe Broadcasting Corporation has announced that radio and Television transmission is down following a power outage at its Pockets Hill Broadcasting Centre.

Said ZBC News in a Twitter post:

The Zimbabwe Broadcasting Corporation would like to inform all valued stakeholders that its Pockets Hill Broadcasting Centre has suffered a power outage. This has affected radio & TV transmission. We apologise for the inconvenience. Engineers are working to restore services.

ZTV and ZBC radio stations have been down on Monday Morning.

ZBC did not reveal the cause of the power outage.

Commenting on the announcement, exiled former Information, Publicity and Broadcasting Services minister, Professor Jonathan Moyo said the development was probably pleasant to many.

Many will take it as an early life-changing Christmas present if the transmission does not resume, permanently!

The state-run broadcaster has often been accused of being partisan, repeating programmes and content, and lacking creativity.

Since Zimbabwe has one television channel, it means there is no TV when ZBC TV is down.

There have been calls for Zimbabwe to effect media reforms to allow more independent players in the sector as information is vital for governance purposes.

Fresh Details Emerge On How ZIDA Boss Douglas Munatsi Died

By A Correspondent- The Chief Executive Officer (CEO) of the Zimbabwe Investment and Development Agency (ZIDA), Douglas Munatsi, died in a house fire on 29 November 2021.

Munatsi died around 4am on Monday at his 9th floor Northfields flat located at the corner of Fifth Street and Josiah Tongogara Avenue.

The cause of the fire is not known but it is highly likely that it is arson.

The former BancABC CEO was appointed to the role by President Emmerson Mnangagwa in 2019.

It is reported that Munatsi was due to meet Mnangagwa on Monday morning.

He was known mostly for leading BancABC since its formation in 2000, until its acquisition by Atlas Mara in 2014. 

Munetsi who was a close friend of President Mnangagwa was also the owner of Kunatsa Estates.

The Northfields Owners Association, in a statement, said there was no electricity at the time due to a cable fault – ruling out an electrical fault as the cause.

The association said one of Munatsi’s neighbours in apartment C10 heard a commotion at around 2.50 AM and went to his balcony to investigate.

From the balcony, he reportedly spoke to Munatsi who told him there was a fire in his apartment and asked him to call the fire brigade.

The association added:

The fire brigade arrived at 3.11AM and fought the blaze for two hours and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi.

His death in one of Harare’s prime real estate will send tongues wagging. His family has reportedly told police that Munatsi had been receiving threats from unknown people, which will now form part of the police investigation into his death.

SIXTY-SIX passengers aboard a cross boarder MBT bus were last night robbed of R167 050 and $7367 after three armed robbers, who were disguised as genuine travellers in the same bus, suddenly drew out pistols and started shooting at passengers before searching

Police said the incident occured at the 186km peg along the Harare-Masvingo Highway near Mvuma town around 11pm yesterday.

Three passengers, including the bus driver Mr Lazarous Mungadzi (46), were injured.
One female passanger (name withheld), who was shot in the chest, is reportedly in a critical condition and is admitted at Gweru Provincial Hospital.

National police spokesperson Assistant Commissioner Paul Nyathi said he was still to gather the details.

The robbery has since been reported at Mvuma Police Station.

Police Investigate Baby Dumping In Byo

By A Correspondent- Police are investigating a case of baby dumping after a baby girl was found abandoned in a drain in Bulawayo. The baby was taken to Mpilo Hospital.

The ZRP is investigating a case of exposing an infant which occurred in Bulawayo on 28/11/21, where a baby girl was found dumped in a drainage near Gampu Primary School, Mpopoma. The infant was wrapped in a red t-shirt which was in a plastic bag.

Meanwhile, the infant was taken to Mpilo Hospital for further management. Police are appealing for anyone with information to contact any nearest Police station.

Police recently expressed concern over the cases of baby-dumping that have remained unacceptably high in 2021 in spite of an overall decline compared to 2020.

Byo Surburb Left Without Power Due To Cable Theft

Some Luveve suburb residents in Bulawayo have gone for a month without electricity due to theft of copper cables.

Bulawayo has of late witnessed an increase in theft of copper cables which has resulted in sections of some suburbs going for months without power.

Bulawayo Progressive Residents Association (Bupra) Luveve chairperson, Mr Ndaba Ngoma, said they reported the theft of copper cables in their area to the power utility but no action has been taken.

He said residents that had no power had resorted to using gas or firewood which is very expensive.

“More than 30 houses have been without electricity for more than a month and we have reported this to Zesa who are yet to address the problem,” said Mr Ngoma.

A resident who lives in the affected section, Mrs Elfina Ncube (68) said she has been forced to use firewood which she gets from a nearby bush.

“We are appealing to Zesa fix this problem. I sometimes buy firewood but it doesn’t last so I am forced to go to the bush to fetch the firewood,” she said.

Responding to Chronicle, the ZETDC stakeholder relations department said they received the report and went to the affected section where they noticed that copper conductors had been vandalised.

“We are aware of the vandalism of copper conductors which happened at one of the sections of Old Luveve and we are working hard to make sure that power is restored. It’s not only them that have been affected by this vandalim but many residents in the city,” said the stakeholder relations department.

It said the power utility has introduced toll free telephone lines to enable people to report incidents of theft and vandalism of infrastructure, illegal power connections, corruption as well as any other unethical behaviour by Zesa employees and members of the public.

“The public will not incur any costs in the usage of the toll-free telephone lines to volunteer information (tip-off without disclosure of identities of sources) that will lead to the preservation of the integrity of the product and service delivery of the power utility,” reads the statement.

It however, said some power outages that are being experienced by consumers are a result of water which seeps into underground cables since the rain season has started.

It encouraged people to contact their nearest Customer Service Centres for assistance and not attempt to repair electrical faults on their own as that would lead to electrocution.

“During this rain season, we have a challenge of water damaging underground cables, trees falling on overhead transmission lines as well as lightning striking electricity infrastructure. Such rain-induced outages are normally mistaken for load shedding or inefficiency on the part of the power utility.

We would like to encourage consumers to contact their nearest Customer Service Centre for assistance,” said the stakeholder.

Soldiers Assault Harare Motorist For Intercepting ED Motorcade

Soldiers that were part of President Emmerson Mnangagwa’s escort yesterday assaulted a Harare motorist and later detained him on charges of intercepting his long motorcade.

The incident happened at the intersection of Seke and Cripps roads in the morning.

Malvern Samakande was detained at Mbare police station after police cut him off and assaulted the 25 year-old  on charges of obstructing the presidential motorcade.

He was only released after paying an admission of guilty fine of $2000 following the intervention of Human Rights NGO Forum lawyer Nobel Chinhanu. Chinhanu confirmed the incident.

“The Forum has attended today at Mbare Police Station to represent Samakande, who was accused of failure to obey road signs and signals,” he said.

“Allegations are that Samukande failed to give way to the presidential motorcade.

“It was alleged that Samukande failed to obey multiple police officers stopping movement of traffic and was only stopped by the presidential guards.

“He was released after the payment of an admission of guilty fine.”

Several motorists were in the past assaulted by the late former president Robert Mugabe and now Mnangagwa’s security men for not giving way to the presidential motorcade.

Riders on the motorcade have also been killed after motorists failed to observe the unwritten law of giving way to the presidential motorcade.

In 2016, Joseph Chakanetsa was jailed two years for cutting Mugabe’s motorcade in the capital after the court found him guilty of negligent driving.

He was slapped with another 60-day jail term for failing to stop after committing the offence.

His driver’s licence was cancelled and he was banned from driving heavy vehicles and public transport for life.

He had been convicted on his own plea of guilty.

During the same year, two Zimbabwe Republic Police members allegedly intercepted Mugabe’s motorcade in Harare and assaulted two of his outriders after they had been ordered off the road.

They were arrested and dragged to court.

Gwanda Villagers Torture Livestock Thieves For Four Days

A group of about 15 villagers from Gwanda allegedly kidnapped and tortured seven men for four days after accusing them of stealing their livestock.

The Chronicle news crew caught up with two of the injured men, Mr Emmanuel Mguni and Mr Thembinkosi Ndlovu who are admitted at Gwanda Provincial Hospital. The other five victims have been discharged.

Mr Mguni who could not stand because of severe burns underneath his feet, said he was tortured for four days. He said his assailants would heat stones, place them in a bucket and force him to stand on them while ordering him to reveal the location of their missing livestock.

He said they also tied him to a tree and whipped him. They also submerged his head in a bucket full of water and filled his ears with river sand.

Mr Mguni said he tried to explain to his kidnappers that he had not stolen their cattle but they would not entertain his explanation.

“They kidnapped me on the night of Sunday, 14 November and they took me to a bushy area in Manama. They were about 15 of them who comprised men and women. They asked where their cattle were and I told them I didn’t know what they were talking about.

They said my friend Jose confessed to have given me stolen cattle for safekeeping. I tried to explain that I was innocent but they would not listen,” he said.

“For four days I was subjected to severe torture. They tied me to a tree several times and whipped me. They put stones on a fire and forced me to stand on hot stones. They also submerged my head in a bucket full of water several times, poured river sand in my ears which has affected my hearing. They kept changing places where they were keeping us hostage.”

Mr Thembinkosi Ndlovu from Tshanyaugwe area said he was kidnapped and tortured by the same group  for a day.

He said he found others who had been detained for three days.

Mr Ndlovu said while he was at his home on Wednesday, he heard dogs barking in the middle of the night. He said a group of people broke into his house and took him away.

“They took me to a group of people that had already been detained and they tortured me while asking about the whereabouts of the cattle that I didn’t know about. They burnt my feet, whipped me and poured river sand in my ears.

As I speak, I’m in excruciating pain and I can’t walk because of the burns underneath my feet,” he said.

Mr Ndlovu said they were freed the following day after police arrived at the scene and their assailants fled.
Matabeleland South provincial police spokesperson, Inspector Loveness Mangena said police received a tip off on the suspects who were holding people hostage.

She said investigations were underway and appealed to members of the public with information on the identity of the suspects to contact the police.
Insp Mangena raised concern over cases of mob justice with some cases being fatal.

“As police we are concerned by the increasing cases of mob justice where members of the public choose to deal with suspects. Some of these cases end up in fatalities. We urge members of the public to surrender suspects to the police instead of taking the law into their own hands,” she said.

Insp Mangena said they had launched an operation targeting stock thieves.

The operation has curtailed cases of stock theft being recorded in Tshanyaugwe and surrounding areas in Gwanda which have become a breeding ground for cattle rustling syndicates in Matabeleland South province.

Under the operation police recently recovered 51 stolen cattle. The areas of Tshanyaugwe, Ngoma and John Dip are the hotspots of cattle rustling.

At 02.59, the fire brigade was called, and they arrived at 03.11.

They fought the blaze for 2 hrs, and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi.

Thanks must be given to the professionalism and endeavors of the City of Harare Fire Brigade. Without their intervention, is it very likely that more lives would have been lost and more property destroyed.

Teachers In Showdown With Education Minister Over Invigilation

Teachers and Primary and Secondary Education minister Evelyn Ndlovu will today meet in Harare under the cloud of threats to boycott public school examinations that are scheduled to begin today.

Teachers have registered their displeasure over disparities in salaries with other government workers, among several other issues about their conditions of service.

Progressive Teachers Union of Zimbabwe president Takavafira Zhou confirmed the meeting yesterday, saying it would include government and other stakeholders in the educations sector.

Zhou said it would discuss several issues, including that of teachers threatening to boycott invigilation of the Zimbabwe Schools Examination Council (Zimsec) “O” and “A” Level examinations if they were not paid for the services.

“It’s a final meeting that would apprise the minister of an array of challenges affecting teachers such as pathetic salaries and the need to restore the purchasing power parity of teachers’ salaries to the pre-October 2018 position of an average of US$540,” Zhou told NewsDay yesterday.

“While this is a sole responsibility of the Public Service Commission (PSC), the line ministry needs apprisal so that it can inform the PSC, Cabinet and Treasury to address the issue as a matter of urgency.

“The issue of contract/payment for invigilation will be discussed. The current united front position of teachers is that no contractual agreement/payment, no Invigilation unless Zimsec is brought to pay teachers for the invigilation of public examination under its auspices, and teachers will not invigilate such examinations,” Zhou said.

Zimbabwe Teachers Association chief executive Sifiso Ndlovu said the issue of boycotting of Zimsec examinations would come up for discussion, among several other issues affecting teachers. But he said the decision to boycott would be up to individual teachers to make.

“To us, the contracts have to do with individual teachers, but at the moment, what we are engaged with is the discussion on the issue of examination management and related allowances. We are not going to look at invigilation only,” Ndlovu said.

“We are looking at all various issues. The new curriculum is dictating that there be continuous assessment, which then makes examinations only a component of 30%, and with that, it means every teacher, who has been involved, is an examiner and in that instance, we are introducing a new paradigm, where we are asking the authorities now to introduce a policy that recognises the new paradigm that will remunerate all those involved in all those activities.

“That level of engagement will see us tomorrow (today) engaging the ministry together with other stakeholders to concretise them on that. Our position has always been that we want teachers paid for invigilation, but we have not yet said we are going to boycott invigilation.”

He said during today’s meeting, teachers would make appropriate claims against government.

“The boycott position has not been communicated, and it will come to that if we have challenges along the way. At the moment, let us cross that bridge when we see it,” Ndlovu said.

Smaller unions like the Amalgamated Rural Teachers’ Union of Zimbabwe have already made their position clear that their members will boycott invigilating the examinations as long as there was no written agreement to pay them for the services.

Primary and Secondary Education ministry spokesperson Taungana Ndoro last week made it clear that if teachers boycotted invigilation of examinations, government “will use anyone” to invigilate them.

Ndoro also said there were several non-unionised teachers that could invigilate for free.

Last year, government used school ancillary staff and villagers to invigilate the examinations after teachers boycotted.

ZIDA CEO Killed In House Fire Just Before Meeting Mnangagwa.

By Farai D Hove | The Chief Executive Officer of the Zimbabwe Investment Development Agency, Douglas Tawanda Munatsi has been killed in a house fire just before meeting his boss, Emmerson Mnangagwa on Monday.

The tragic incident happened early morning Monday at his flat in the capital, Harare.

Munatsi was the co-founder of ABC Holdings (now BancABC), since its formation in 2000, until its acquisition by Atlas Mara in 2014, and at the time of his death, he was the chief executive officer of the Zimbabwe Investment and Development Agency (ZIDA).

He was appointed to the position by President Emmerson Mnangagwa in 2019.

Munatsi’s sudden death follows his office’s badly attended function in Glasgow, Scotland on the sidelines of the COP26 Climate Change Conference. The investment conference was attended by a paltry 43 people at a time when the presidential entourage to the UN conference was a whopping 126 persons.

When he attended his Investment Conference in Glasgow, the late Munatsi revealed he has been a diasporan for the last 2 decades. He announced saying he has been outside the country for the last 20 years. “I have lived in South Africa for the last 20 years and I am amazed at the level of construction,” he said.

Govt To Recruit 10 000 Teachers In 2022

Government has announced plans to employ 10 000 teachers in 2022 in a bid to reduce the teacher-to-pupil ratio and decongest schools.

While presenting the 2022 national budget last Thursday, Finance minister Mthuli Ncube told Parliament that he will allocate $11,6 billion to decongesting schools and support infrastructural refurbishment of primary and secondary schools, as well as tertiary institutions.

The current teaching workforce is around 136 000, while the teacher-to-pupil ratio is 1:70 on average. “Government seeks to reduce the teacher-to-pupil ratio, and has set aside resources for the recruitment of 10 000 teachers in 2022,” Ncube said.

“To implement the ministry’s priority projects, an amount of $11,6 billion is being allocated to the Primary and Secondary Education ministry under the 2022 national budget. The demand for education services covering primary, secondary, higher and tertiary levels have been growing over the years. This has not been matched with infrastructural development programmes due to resource and capacity constraints, among others.

“Furthermore, the need to decongest existing schools in the wake of the COVID-19 pandemic and reduction of walking distance has prompted the need for additional facilities,” he said, adding that information communication technology gadgets to promote e-learning during the COVID-19 era through radio and online lessons would be procured.

He said currently schools were open for physical attendance at an average of three days per week, hence the need to support e-learning.

On procurement of personal protective equipment at public schools, Ncube said he would allocate $1 billion in 2022, while $2,3 billion would be utilised for procurement of teaching and learning materials, as well as assistive devices for learners with disabilities.

He said under the enhanced maintenance programme, 130 schools would be earmarked for rehabilitation, with $650 million having been allocated.

“As part of efforts towards upscalling the uptake of science, technology, engineering and maths (STEM) subjects in schools under the programme of providing mobile science laboratories in schools, resources amounting to $106 million were availed for delivery and installation of 135 laboratories countrywide,” Ncube said.

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said while government had indicated that it would recruit 10 000 teachers, it failed to make a fiscal commitment to that effect through the budget.

By A Correspondent- Teachers and Primary and Secondary Education minister Evelyn Ndlovu will today meet in Harare under the cloud of threats to boycott public school examinations that are scheduled to begin today.

Teachers have registered their displeasure over disparities in salaries with other government workers, among several other issues about their conditions of service.

Progressive Teachers Union of Zimbabwe president Takavafira Zhou confirmed the meeting yesterday, saying it would include government and other stakeholders in the educations sector.

Zhou said it would discuss several issues, including that of teachers threatening to boycott invigilation of the Zimbabwe Schools Examination Council (Zimsec) “O” and “A” Level examinations if they were not paid for the services.

“It’s a final meeting that would apprise the minister of an array of challenges affecting teachers such as pathetic salaries and the need to restore the purchasing power parity of teachers’ salaries to the pre-October 2018 position of an average of US$540,” Zhou told NewsDay yesterday.

“While this is a sole responsibility of the Public Service Commission (PSC), the line ministry needs apprisal so that it can inform the PSC, Cabinet and Treasury to address the issue as a matter of urgency.

“The issue of contract/payment for invigilation will be discussed. The current united front position of teachers is that no contractual agreement/payment, no Invigilation unless Zimsec is brought to pay teachers for the invigilation of public examination under its auspices, and teachers will not invigilate such examinations,” Zhou said.

Zimbabwe Teachers Association chief executive Sifiso Ndlovu said the issue of boycotting of Zimsec examinations would come up for discussion, among several other issues affecting teachers. But he said the decision to boycott would be up to individual teachers to make.

“To us, the contracts have to do with individual teachers, but at the moment, what we are engaged with is the discussion on the issue of examination management and related allowances. We are not going to look at invigilation only,” Ndlovu said.

“We are looking at all various issues. The new curriculum is dictating that there be continuous assessment, which then makes examinations only a component of 30%, and with that, it means every teacher, who has been involved, is an examiner and in that instance, we are introducing a new paradigm, where we are asking the authorities now to introduce a policy that recognises the new paradigm that will remunerate all those involved in all those activities.

“That level of engagement will see us tomorrow (today) engaging the ministry together with other stakeholders to concretise them on that. Our position has always been that we want teachers paid for invigilation, but we have not yet said we are going to boycott invigilation.”

He said during today’s meeting, teachers would make appropriate claims against government.

“The boycott position has not been communicated, and it will come to that if we have challenges along the way. At the moment, let us cross that bridge when we see it,” Ndlovu said.

Smaller unions like the Amalgamated Rural Teachers’ Union of Zimbabwe have already made their position clear that their members will boycott invigilating the examinations as long as there was no written agreement to pay them for the services.

Primary and Secondary Education ministry spokesperson Taungana Ndoro last week made it clear that if teachers boycotted invigilation of examinations, government “will use anyone” to invigilate them.

Ndoro also said there were several non-unionised teachers that could invigilate for free.

Last year, government used school ancillary staff and villagers to invigilate the examinations after teachers boycotted.-newsday

Former Harare Mayor Tendai Mahachi Acquitted

By A Correspondent- Former Harare City town clerk Tendai Mahachi has been acquitted by the Supreme Court in a matter where he was accused of criminal abuse of office by corruptly awarding millions of United States dollar tenders for waterworks during his tenure in office.

Mahachi, who was represented by Tapson Dzvetero, was being charged together with Simon Muserere, Christopher Magwenzi Zvobgo, Misheck Bvumbi, Masiye Kapere, Wilton Janjazi, Pauline Macharangwanda and Urayai Mangwiro for allegedly corruptly awarding a tender valued at US$13,8 million for the rehabilitation of the Firle Sewage Digester and Ancillary Works.

They were also accused of corruptly awarding a tender for the rehabilitation of Firle and Crowborough Sewage Works valued at US$18,1 million to Sidal Engineering (Pvt) Ltd, which had no capacity to execute the required work.

Sidal allegedly, in turn, sub-contracted Energy Resources Africa Consortium to do the work, thereby breaching Harare City Council tender procedures.

The High Court had acquitted the accused persons on the basis that the manual used as evidence had been put in place by an illegal commission and had not been adopted or regularised.

But State prosecutor chief law officer Chris Mutangadura appealed to the Supreme Court, saying the High Court erred in discharging the accused persons.

A Supreme Court bench comprising Justices Nicholas Mathonsi, Alphas Chitakunye, and Lavender Makoni dismissed the State’s appeal saying the accused person’s guilt was not proved beyond reasonable doubt, and that the appeal by the State was without merit.

“The guilt of the respondents was not proved beyond reasonable doubt. The appeal is without merit. In the result, it be, and is hereby ordered that the appeal is dismissed,” the bench ruled.

Restructuring Haunts Zanu PF

By A Correspondent- Zanu-PF is battling to conclude its restructuring exercise due to violent clashes among supporters, which have affected several provinces, it has emerged.

Several provinces, especially in Midlands, Mashonaland West, Harare and Mashonaland Central, have been affected by factional fights as the ruling party prepares for provincial elections next month.

In Manicaland, two Zanu-PF youths were dragged to court on Thursday to answer to charges of malicious damage of property after they allegedly stoned a vehicle belonging to Zanu-PF Manicaland provincial chairman Mike Madiro.

The accused youths, Malcolm Masarira (31) and Occasion Chimwendo (33) appeared before Mutare magistrate Langton Kata and were remanded on $10 000 bail each to December 14.

Court papers allege that the two stoned Madiro’s Toyota Land Cruiser vehicle in October at the 220km peg along Harare-Mutare Highway.

The vehicle was being driven by Ndava Mapungwana, who is the Transport deputy minister’s official driver.

One of the stones allegedly struck the windscreen of the vehicle, hit the driver on the chest and damaged the steering wheel.

In Harare, acting chairperson Godwills Masimirembwa and aspiring chairperson Godwin Gomwe are also embroiled in a legal battle after violence erupted in Epworth last month.

Gomwe is accused of assaulting Masimirembwa, who last week told NewsDay that “body movements” were normal in any contestation.

There were gunshots in Kwekwe two weeks ago when two rival factions clashed at the party district offices as factionalism continued to rear its ugly head in Zanu-PF.

Several people have been appearing in court in the Midlands province on various charges, including violence that engulfed the district since the beginning of the restructuring exercise.

In Mashonaland East, Zanu-PF women’s league national secretary for administration Monica Mutsvangwa and legal affairs secretary Munyaradzi Paul Mangwana are in a fierce fight over the party’s provincial chairperson post, a development that has irked members of the province.

The chaos in the province started after the reinstatement of provincial co-ordinating member Nyarai Tsvuura as the provincial women’s league boss following resolutions made by the central committee at the October national annual conference held in Bindura.

Tsvuura was removed from the top post in 2019 after being accused of “gossiping”, but was found not guilty by the national disciplinary committee, leading to a central committee decision to reinstate her. She was, however, blocked from resuming her duties, with Mutsvangwa and Mangwana claiming the move had been overtaken by events.

In a letter addressed to provincial chairperson Michael Madanha dated November 15 and seen by NewsDay, Mutsvangwa said the position taken by both the central committee and the provincial co-ordinating committee (PCC) was incorrect.

“This position taken by your PCC is incorrect, and an abrogation of Zanu-PF procedures. The NDC reinstated Tsvuura in June 2019 which the central committee report correctly captures. However, what the report does not capture is that after NDC reinstated Tsvuura as acting chairperson, this was implemented by the late JB (former Transport minister Joel Biggie) Matiza, who was the provincial chairperson by that time,” the letter read in part.

“A team led by the national secretary for commissariat, in the women’s league, (Maybe) Mbowa was deployed to the province and held a meeting with the provincial women’s league executive on September 25, 2020. During this meeting, an election to choose a substantive chairperson was conducted and the candidates were Tsvuura and Gororo. The results were 25 for Gororo and three for Tsvuura.”

Another letter from Mangwana addressed to the Zanu-PF women’s league boss, Mabel Chinomona, dated November 16 also said that the central committee could not nullify what was already on the ground.

The provincial members have said they would only comply with the central committee recommendations.

In a letter in response to Mutsvangwa dated November 17, provincial secretary for administration Kudzai Majuru, who recently announced Tsvuura’s reinstatement, said only the central committee could reverse the decision.

Majuru claimed that the province was correct in reinstating Tsvuura as the provincial women’s league boss.

Chamisa In Fresh Call For Dialogue Following Murder Of MDC Activist – Implement Reforms, Hypocrite

By Nomusa Garikai- The sheer hypocrisy and duplicity of MDC leaders when it comes to dealing with the thorny issue of Zimbabwe’s political culture of violence, never seize to infuriate me!

“That’s an issue of impunity and fertilises the breakdown of security of the person and security of the citizen,” said Nelson Chamisa.

“We have so many cases of so many people, who have been attacked like this over the past years and how do you kill  somebody like a fly like that?”

“There is no shame or sense of accountability on the part of those responsible.

“This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.”

Chamisa was speaking of the murder of a Gutu MDC activist, Nyasha Mawere, by Zanu PF thugs. Nyasha was attended by his assailants for attend a rally address by Chamisa. The names of the three assailants were given to the Police but, as usual, there have been no arrests. 

During the 2008 elections, over 500 innocent Zimbabweans were murdered and hundreds of thousands were beaten and/or raped and millions were subjected to all manner of harassment and abuse. The elections was a watershed in that the nation witnessed some of the worst wanton violence in the country’s history.

The heinous crimes were committed by Zanu PF youths and war veterans, as the foot soldiers, backed up by the Police, Army, CIO and Prison Services personal who carried out the heavy duty stuff of abducting and killing. This was a Zanu PF instigated “Operation Mavhotera ani!” (Operation Whom did you vote for!) to punish the people for daring to vote for the MDC in the earlier, March 2008 vote. 

Of course, none of the perpetrators of the wanton 2008 violence were ever arrested and faced justice. The Police, Army, etc. were and still are to this day captured by Zanu PF; the Police, Army, etc. are nothing but a department of Zanu PF there to serve the party’s selfish interest of no regime change. 

So Nelson Chamisa is right to moan about the culture of impunity and no sense of shame on the part of those responsible for upholding the rule of law and protecting the sanctity of human life. 

Nelson Chamisa and his MDC friends are shameless hypocrites for three reasons:

  1. MDC had the golden opportunity during the 2008 to 2013 GNU to implement the democratic reforms which would have dismantled the Zanu PF dictatorship, end the party’s strangle hold on the Police, Army and all the other state institutions and restore the individual freedoms and rights including the right to free elections and the right to life. They failed to implement even one reform in five years because Mugabe bribe them. They forgot about the reforms because they had their snouts in the feeding trough.
  1. Everyone has argued that Zimbabwe must implement the reforms first before holding elections. It is none other than MDC leaders who have stubbornly insisted on having elections with no reforms. Zanu PF has been offering a few gravy train seats to entice the opposition to participate and MDC and company have found the bait irresistible. Mnangagwa has increases the bait by creating POLAD, a superfluous political body to reward all presidential candidates who endorsed him as the legitimate winner of the rigged 2018 elections.  
  1. By participating in these flawed and illegal elections, MDC and company are giving legitimacy to the vote rigging Zanu PF. Of course it is an outrage that the country’s fight to end the Zanu PF dictatorship and the corse of bad governance is now being frustrated by MDC who then have the chutzpah to pontificate over suffering and deaths of the victims of their blatant betrayals.

Yes, Zanu PF have created and ruthlessly retained this de facto one party dictatorship. However, we cannot deny that the 2008 to 2013 GNU was our get out of jail card which Morgan Tsvangirai and his mates failed to use by implementing the raft of democratic reforms to dismantle the dictatorship. 

We can evoke the get out of jail card by demanding the implementation of the reforms before elections and it is MDC leaders who are refusing to do so under the pretext they have “winning in rigged elections strategies!” All nonsense of course because none of these strategies have worked and after 41 years of rigged elections the insanity must be stopped. 

“There is the concept of always sitting  around a fireplace as a family to look at issues and if that fails, we always invite a neighbour,” continued Chamisa.

It was SADC who facilitated the 2008 to 2013 GNU and MDC failed to implement even one reform in five years because MDC leaders are corrupt and breathtakingly incompetent. Another GNU will accomplish nothing, not as long as the same corrupt and incompetent Zanu PF and MDC leaders are allowed to play leading roles.  

Zimbabwe cannot afford yet another meaningless election process just to give vote rigging Zanu PF legitimacy and another five more years in power. We have the get out of jail card, we must evoke it by demanding reforms before elections. 

Just because MDC and Zanu PF leaders have proven to be corrupt and incompetent beyond the pale does not mean no one else can implement the reforms. We just need competent men and women to implement the reforms and not these hypocrites; the reforms themselves are not rocket science.

By A Correspondent- Women rights defenders are convening a virtual indaba tomorrow to deliberate on the continuous harassment and alleged abuse of Vice-President Constantino Chiwenga’s estranged wife, Marry Mubaiwa Chiwenga, by the former military boss. Marry, who is facing charges of attempting to kill Chiwenga , has allegedly been blocked from receiving treatment outside Zimbabwe for a life threatening ailment by the VP after their marriage broke down.
A visibly sick Marry has been a subject of pity from across the political divide though Zanu PF and government have chosen to remain mum on the issue insisting this was a private matter.
Marry says President Emmerson Mnangagwa and first lady Auxillia have let her down by not intervening in the fight with her estranged husband.
She lost custody of her three minor children after Chiwenga, who also doubles up as Health and Child Care minister, appealed against an earlier judgement in her favour.
Chiwenga argued his ex-wife was not mentally fit and was a drug addict.
Human rights defenders have since organised the virtual discussion under the Women’s Academy for Leadership (Walpe) banner to debate the Marry “abuse” issue.
The discussion will feature known human rights defenders, including Margaret Mutsamvi (gender rights advocate, Sitabile Dewa (human rights defender), Samkeliso Tshuma (women’s rights expert), Maxine Chisweto (a lawyer) and prominent author Tsitsi Dangarembga and will be hosted under the theme: Women’s human rights are a yardstick of national progress: A case of Marry Chiwenga.
The rights’ defenders have also started a #JusticeforMarry campaign to fight against the decision that denies her access to medical attention outside the country while her health continues to deteriorate.
Marry, who suffers from lymphoedema, has had her applications for release of her passport to seek medical attention outside the country dismissed by the courts.
The opposition MDC Alliance also weighed in on the Chiwenga has wife saga.
“The MDC Alliance assembly of women notes with concern the increased incidences of gender based violence that has become the hallmark of Mnangagwa’s government.
“The most recent example of the regime’s toxic culture of abusing women and weaponising the law against them is the harassment and torture of Marry Chiwenga, estranged wife of VP Chiwenga,” MDC Alliance assembly of women spokesperson Barbara Tanyanyiwa said.
She said Mubaiwa was a victim of people settling political scores and that should not be tolerated as she continues to suffer.
Marry was on Friday remanded to tomorrow when the latest medical report on her mental state to stand trial will be presented in court.
She filed an application to stop her trial, saying she was not fit to stand trial citing ill-health.

UK Lifts Ban On SA Direct Flights

By A Correspondent- Direct flights between South Africa and the United Kingdom (UK) will resume next week, the Department of International Relations and Co-operation said on Sunday.Spokesperson Clayson Monyela said British Airways would resume direct flights to South Africa from Tuesday, with the first flight to London on Wednesday.
“It will be one daily flight to Cape Town and OR Tambo International Airport [ORTIA], Virgin flies three times a week into ORTIA. They have not stopped theirs,” Monyela said in a tweet.
The United Kingdom High Commission in South Africa said entry would still be restricted to United Kingdom/Irish nationals and those with residence rights would need to undertake 10 days quarantine in a government approved hotel.
The United Kingdom (UK) imposed a travel ban on South Africa and other five southern African countries with effect from November 26, following the detection of a new Covid-19 variant known as Omicron first detected in Botswana and subsequently South Africa.
The other countries on the UK red list were Botswana, Lesotho, eSwatini, Zimbabwe and Namibia.
Botswana said the Omicron variant was detected on four foreign nationals who had entered the country on November 7, on a diplomatic mission. They tested positive for Covid-19 on November 11 as they were preparing to return.
Botswana Health Minister Dr Edwin Dikoloti said the country has recorded 15 more Omicron variant cases, taking the country’s tally to 19.
One of the cases was a South African who was in the country visiting family.
In a televised national address on Sunday, President Cyril Ramaphosa said he was deeply disappointed in the reaction to SA regarding the Omicron variant
He said there was no scientific justification for keeping imposing restriction on South Africa.
The emergence of the Omicron variant should be a wake-up call to the world that vaccine inequality cannot be allowed to continue.
“We have said that vaccine inequality not only costs lives and livelihoods in those countries that are denied access, but that it also threatens global efforts to overcome the pandemic,” Ramaphosa said.
He added that the restrictions were unjustified and unfairly discriminated against South Africa and southern African countries.
“The prohibition of travel is not informed by science, nor will it be effective in preventing the spread of this variant.
“We call upon all those countries that have imposed travel bans on our country and our southern African sister countries to urgently reverse their decisions and lift the bans they have imposed before any further damage is done to our economies.”

Nude Miss Zim Reinstated

By A Correspondent- The Miss Tourism board has made a shock U-Turn and reinstated Chipo Mandiudza, who had only reigned for two days before she was dethroned over nudes scandal.She was crowned on October 19 at a ceremony in Bulawayo, which was followed by controversy after her supposedly nude pictures made rounds on social media platforms.
In the pictures were screenshots from a video in which Mandiudza looks like she was in gyrating dances clad in skimpy outfits.
Mandiudza reportedly wrote to the Miss Tourism board tendering her resignation. But the model fired back at the board and revealed in the media that she was forced to resign.
In a press statement released by Miss Tourism Zimbabwe board chairperson Busi Dube-Muleya, said Mandiudza a marketing student at Lupane State University has been restored as reigning queen till the next contest.
“It is common cause that in the last edition of the Miss Tourism Zimbabwe beauty pageant, the crown had been awarded to Chipo Mandiudza upon her successful virtual competing against other contestants,” Dube-Muleya said.
“Subsequent to her winning of the top chair, Chipo was disqualified on account of inappropriate personal materials that went into the public domain.
“The Miss Tourism Zimbabwe pageant carries the name of the country’s tourism sector and for this reason, we apply the highest standards on pageant contestants on moral uprightness.
“As and when disciplinary measures will have been taken against a contestant, there is room for an appeals process in our disciplinary and grievances procedures.
“After Chipo had hurriedly handed us her resignation letter she automatically became suspended from the Miss Tourism Zimbabwe throne.
“She then formally appealed, presenting all the photographic materials that had caused the disciplinary measures against her during, which period the deadline for the Miss Tourism International entry lapsed thereby deeming it impossible for Chipo to compete.
“The Miss Tourism board has carefully looked at all the photographic images presented by Chipo on appeal.
“That process proved that though inappropriate, in fact on all the photos that caused the public stir, there was no nudity.
“Accordingly, the Miss Tourism Board reconsidered the circumstances and determined that Chipo Mandiudza be restored back to the throne with immediate effect as the reigning Miss Tourism Zimbabwe 2021 until the next MTZ pageant.”
Mandiudza will represent Zimbabwe in the Miss Tourism International search that will be held virtually due to the Covid-19 outbreak.
The global finals will be held on December 15.

Mnangagwa Aides Assault Motorist

By A Correspondent- Members of President Emmerson Mnangagwa’s escort Saturday assaulted a Harare motorist and later detained him on charges of intercepting his long motorcade.

The incident happened at the intersection of Seke and Cripps roads in the morning.

Malvern Samakande was detained at Mbare police station after police cut him off and assaulted the 25-year-old on charges of obstructing the presidential motorcade.

He was only released after paying an admission of guilty fine of $2000 following the intervention of Human Rights NGO Forum lawyer Nobel Chinhanu. Chinhanu confirmed the incident. He said:

The Forum has attended today at Mbare Police Station to represent Samakande, who was accused of failure to obey road signs and signals.

Allegations are that Samukande failed to give way to the presidential motorcade.

It was alleged that Samukande failed to obey multiple police officers stopping the movement of traffic and was only stopped by the presidential guards.

He was released after the payment of an admission of guilty fine.

Several motorists were in the past assaulted by the late former president Robert Mugabe and now Mnangagwa’s security men for not giving way to the presidential motorcade.

Riders on the motorcade have also been killed after motorists failed to observe the unwritten law of giving way to the presidential motorcade.

In 2016, Joseph Chakanetsa was jailed for two years for cutting Mugabe’s motorcade in the capital after the court found him guilty of negligent driving.

He was slapped with another 60-day jail term for failing to stop after committing the offence.

His driver’s licence was cancelled and he was banned from driving heavy vehicles and public transport for life.

South Africa ZEP: MDC Alliance Defends Stranded Zimbabweans.

The MDC Alliance has come out to defend Zimbabweans stranded in South Africa.

The party, has stood out to confront the South African government over the plight of the nearly 200,000 set to loose their immigration status as the neighbouring country ends the Zimbabwe special dispensation permit grants.

On the 25th of November 2021, the South African Government announced that it will no longer be extending Zimbabwean Exemption Permits (ZEP) which expire on the 31st of December 2021.

South Africa’s latest position will affect more than 182 000 Zimbabweans. We respect the decision of the South African government and we appreciate South Africa’s help. The nation has repeatedly supported Zimbabwean citizens who were fleeing poverty, injustice and corruption.

Our people left the country in search of better opportunities and jobs following the socio-economic and political crisis created by the regime in Harare. As a social democratic party whose core value is to champion a better society for the people of Zimbabwe, we are extremely concerned with the plight of our brothers and sisters who have become perpetual victims of the authorities that deliberately renege on their responsibility to serve and protect the people.

At the core of Zimbabwe’s problem is a legitimacy crisis flowing from the disputed election of 2018, illegal and unconstitutional accumulation of wealth through looting, corruption and abuse of state institutions. Zimbabwe has become one of the worst governed countries in the world due to the regime’s misrule and maladministration. ZanuPF’s anti-poor policies have driven the citizens away.

South Africa, SADC and the rest of Africa will have to deal with the harsh reality that as long as they ignore the call to encourage Zimbabwean government to conduct free and fair elections, observe the rule of law, respect human rights and other key constitutional mandates, the immigration problems will continue to affect the neighbouring countries and beyond. Instead of championing a better society anchored on democratic values, the regime in Harare is focusing on authoritarian consolidation.

As the MDC Alliance, we stand in solidarity with our brothers and sisters domiciled in South Africa. We are appealing to SADC to assist the struggle by playing their part to hold the regime to account when they abuse the citizens and practice bad governance contrary to the principles enshrined in the SADC Treaty.

Our recently launched Diaspora Affairs and Mobilisation Department will be fully seized with this issue, engaging with stakeholders to find a lasting solution within the twelve months’ grace period given by the South African government.

‘Omicron’ Variant In VP Chiwenga’s Mother-Tongue-Twister

As Zimbabwe awaits Vice President Constantino Chiwenga’s crisis program on handling the Omicron Variant, Border testing and movement controls are being tightly enforced for travellers crossing into Zimbabwe, especially on the southern and western borders, in the wake of the discovery of the variant in neighbouring South Africa and Botswana.

Officially designated Omicron, the fifth “variant of concern” by the World Health Organisation, it has already seen a bloc of Southern African countries being walled off by most of the world with direct flights banned and those flying in from these countries forced to undergo compulsory quarantine.

Apart from the US, from today, and the European Union from late last week, Britain, Australia, the United Arab Emirates, Japan, India and other countries around the world have now announced travel bans or restrictive measures against travellers from South Africa, Zimbabwe, Eswatini, Lesotho, Namibia, Mozambique, Malawi, Angola and Botswana following the detection of the Omicron variant by South African scientists.

Zambia, an enclave sticking into this group of nine countries, has yet to be included while some countries have extended the ban to Seychelles, where almost the entire adult population has been vaccinated.

Cases of Omicron are now appearing in other parts of the world as countries test for the variant.

Health authorities in Matabeleland South said the tight screening of travellers entering or leaving the country through Plumtree and Beitbridge border posts, in place for many months, was being adhered to.

Matabeleland South Provincial Medical Director, Dr Rudo Chikodzore, who has these two busiest border posts in her province, said her staff was on high alert for the new variant.

“We have boosted our testing capacity for Covid-19 at the borders where there is a relatively high volume of transit traffic. We need to understand the impact of the condition in terms of contraction and fatality levels,” she said.

Besides screening for signs and symptoms, visitors or returning residents were expected to produce a PCR Covid-19 clearance certificate valid for under 48 hours.

Wheel baths, foot baths, hand sanitisers and handwashing basins have been installed at all entry points to buildings around the border posts.

Botswana and Zimbabwe share four ports of entry, Plumtree, Mpoengs, Maitengwe, and Mlambapele but only the Plumtree border is open to essential traffic and returning residents.

Chief co-ordinator of the national response to the Covid-19 pandemic in the Office of the President and Cabinet, Dr Agnes Mahomva, said: “We are now moving forward to ensure we strengthen our response so that we do not get hit by a fourth wave and, if we do, it will not be as bad as the third wave. A lot of capacities have been built. Covid-19 confirmatory testing was initially done at the national level but now it is available throughout all the 52 districts.

Vice President Dr Constantino Chiwenga, who is also the Minister of Health and Child Care, on Friday confirmed the tightening of control measures saying authorities would intensify screening at all ports of entry.

“Strict monitoring of movements at points of entry and border posts is being intensified to minimise the introduction of this new variant into the country,” said VP Chiwenga.

Chief Director in the Ministry of Health and Child Care Dr Maxwell Hove said border towns were among the high-risk areas for new Covid-19 infections due to the prevalence of cross-border related businesses.

He said vaccinating those in such areas, will help protect the communities and also open up economic activities in such towns. An average of 150 people are crossing between Botswana and Zimbabwe daily, while at Beitbridge, which is the only land border between Zimbabwe and South Africa, authorities are handling at least 2 100 travellers per day.

Government is targeting to vaccinate the entire 9.4 million Zimbabweans aged 16 and above, with that target likely to rise as younger age groups are confirmed to be safe for vaccination.

Ignoring Tagwirei-Looting, Mthuli Says Povo Abusing Duty Rebate

Govt has tightened the conditions for businesses benefiting from the rebate of duty facilities amid concerns over lack of transparency and accountability, which has seen some beneficiaries making false declarations and flouting tax regulations among other unethical practices.

Since 2009 to date, the Government, through the national budget, has availed tax rebates and Value Added Tax (VAT) deferment to manufacturing, mining, tourism, agriculture, transport, energy and health sectors.

A “rebate of duty” is simply a refund of part of the customs duty that was originally paid.

While the primary function of tax laws is to mobilise resources, Treasury has exempt some key industries from paying some taxes as part of measures to reduce production costs in order to ramp up output.

The support interventions have come at a time when the productive sector is seeking to recover from years of stagnation and loss of capacity. Under the National Development Strategy (NDS1:2021-2025), re-industrialisation and realising strong export-led growth is one of the top priorities.

However, provision of such concessions reduces the amount of tax revenue that would otherwise have been collected by the Government for financing different development programmes.

For instance, between 2016 to August 2021 the value of goods imported under the rebate of duty by the productive sector was Z$225,8 million and revenue foregone during the period amounted to Z$59,6 million, according to a Treasury report. Among the beneficiaries are players in the mining, manufacturing, tourism, transport and energy sectors.

Presenting his 2022 National Budget statement on Thursday, Finance and Economic Development Minister, Professor Mthuli Ncube, revealed that instead of reciprocating Government efforts to transform the industry, the rebate on duty scheme was being abused by some businesses.

Unlike other spending programmes, the minister said the tax revenue forgone through such concessions is not subject to appropriation.

“Whereas availing of tax rebates and VAT deferment has gone a long way to enhance productivity, issues of concern observed during beneficiary company tours include the following, among others; false declaration of minerals produced, export of unpolished granite, non-submission of monthly returns to the ministry responsible for Mines and Mining Development,” he said.

Others include; “environmental degradation, lack of social corporate responsibility such as community schools, hospitals, water and housing suitable for human habitation especially in the mining sector, non-provision of safety wear for employees, false declaration of physical address and transfer of capital equipment to a new site without Zimra approval”.

Going forward, and in order to enhance transparency and accountability in the administration of rebate facilities and address the deficiencies that have been identified, the Treasury boss has proposed to tighten screws on the scheme and applicants will now be required to provide among other documents, a Zimra certified tax payment for the period prior to the application.

“Exporting companies will now be required to produce CD1 Form discharged for the period prior to application, documents proving corporate social responsibility executed and activities to protect the environment against degradation,” said Prof Ncube.

He said in the case of mines, they have to submit monthly returns to the Ministry of Mines and Mining Development.

“Treasury will publish an evaluation report on assessments undertaken to establish the transparency and accountability in the utilisation of Rebate of Duty facilities,” said Minister Ncube.

He said as part of the process to evaluate the impact of tax concessions availed to date, Treasury in collaboration with the Zimbabwe Economic Policy and Research Unit (Zeparu) and support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), under the framework of “Good Financial Governance Programme”, will soon commission a study to “Evaluate the Impact of Tax Incentives on Socio-Economic Outcomes in Zimbabwe”. The study will focus on the manufacturing sector.

Contacted for comment, economist and local businessman Mr Dumisani Sibanda said while tax concessions were critical in assisting businesses, it was unfortunate that beneficiaries were abusing the facility.

“When you give tax concessions, it means you’re trying to grow that sector and encourage production,” he said, adding that the proposed study would help unravel a lot of critical insights about the scheme, which would assist the Government in policy formulation. Additional reporting -Herald

ZACC Arrests MDC And ZANU PF Councillors

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested four ZANU PF and two MDC Alliance Councillors.

The Karoi Town Council’s chairperson, five councillors and two officers were arrested on various allegations.

The arrested are accused of allocating themselves residential and commercial stands and awarding themselves unapproved travelling and subsistence allowances.

Town secretary, Wellington Mutikani, who was recently suspended during a special council meeting, is facing four counts of unprocedurally allocating himself four residential stands and a tender between 2015 and 2021.

Council chairperson, Abel Matsika, is alleged to have unlawfully allocated himself a residential stand, while the other five councillors were arrested on allegations of unprocedurally awarding themselves unapproved travelling and subsistence allowances.

The five are Ward 3 councillor Stewart Jena, Thomas Mbiri of Ward 5, Kenson Kamuponda of Ward 8, Ward 9’s Nicholas Murwira and Rangarirai Hungwe of Ward 10.

The other second accused council official, Mr Hastings Makunda, an administration officer and acting town secretary, is facing allegations of unlawfully allocating himself a residential stand.

All the accused appeared in court yesterday and are out on bail with varying conditions for each.

This comes after three top Zvishavane Town Council officials were earlier this year arrested by ZACC on allegations of flouting tender procedures and awarding the same contract twice to a company, JM Construction, which had failed to fulfil the terms of the first contract.- Herald

Lucky Barcelona Edge Battling Villarreal

Barcelona have won back-to-back games in La Liga for the first time this season thanks to a hard-fought 3-1 victory away to Villarreal. Barça played their worst match under Xavi and left it very late, but got two goals in the last six minutes and escaped El Madrigal with three crucial points.

FIRST HALF

The first 10 minutes were wild at the Madrigal, with Dani Parejo almost breaking Sergio Busquets’ ankle in the first minute and not even getting a yellow card, Ez Abde having a header brilliantly saved by Gerónimo Rulli onto the crossbar, Gerard Piqué saving a shot by Arnaut Danjuma with his hand and not being called for a penalty, and both Memphis Depay and Gavi missing clear chances.

Barça dominated the next 10 minutes with some excellent offensive football and created a huge chance when Frenkie De Jong played a sensational through ball to put Memphis one-on-one with the keeper but Depay somehow missed the target completely. Barça had almost 80% possession in the first 20 minutes, and it looked as though they would be in control for the entire half.

But Unai Emery’s side grew into the game and started exploring a clear weakness in the Barça defense: young Ez Abde on the right wing and Eric García at right-back. The two players looked completely lost trying to track their men and Alfonso Pedraza became the most dangerous player on the pitch by constantly losing Ez Abde and running into the space vacated by García.

Villarreal created chance after chance that way, with two big ones falling to Danjuma but the Dutch winger was unable to beat Marc-André ter Stegen in goal. The Yellow Submarine finished the half as the superior side, and at halftime Barça were on the ropes and Xavi needed to make some serious adjustments to avoid disaster in the second half.

SECOND HALF

There was no tactical adjustment at the half, but Barça changed the game in the final period with an early goal: after a cross from Jordi Alba on the left, Memphis had his shot saved by Rulli but De Jong scored on the rebound into an open net and Barça took the lead just five minutes into the second half.

Villarreal stepped up their pressure after going behind and Barça completely lost their shape. The Blaugrana struggled to keep possession and their defense looked more and more disorganized, and they finally paid for it when Manu Trigueros played a ball over the top, Danjuma got to it before Piqué and Samuel Chukwueze then anticipated Óscar Mingueza and found the back of the net for the equalizer.

The home team continued to dominate in the final 15 minutes and had several really good opportunities to find the winner, but somehow, someway, the winner was scored by the visitors: after a long ball by Ter Stegen was not properly cleared by Pervis Estupiñán, Memphis Depay got to the ball before the Villarreal defense, rounded the keeper and nutmegged the defender at the line to give Barça the lead.

There was still time left for Villarreal to find an equalizer, but Barça made sure of all three points when Philippe Coutinho won a penalty and scored from the spot to make it 3-1. The final whistle came, and Barça have won two games in a row for the first time in the league this season.

Musengezi Unmoved By Mnangagwa Threats …

ZANU PF activist, Sybeth Musengezi, Friday vowed to continue with his court action where he is challenging the constitutionality of President Emmerson Mnangagwa’s ascendancy as ZANU PF leader in 2017.

Mnangagwa and Zanu-PF recently threatened to sue Musengezi’s lawyers demanding withdrawal of the court challenge.

Musengezi’s lawyers have accused Mnangagwa and ZANU PF’s lawyers of using bullying tactics and reported them to the Law Society of Zimbabwe.

The ZANU PF activist is seeking a court order declaring null and void a November 19, 2017, ZANU PF central committee meeting that elected Mnangagwa as party leader after the late Robert Mugabe’s dismissal.

In an opposing affidavit, ZANU PF secretary for administration Obert Mpofu argued that Mnangagwa enjoyed presidential immunity. He also dismissed Musengezi as a bogus ZANU PF member.

Musengezi cited ZANU PF, Mnangagwa, Mpofu, acting finance secretary Patrick Chinamasa, former Vice-President Phelekezela Mphoko and ex-ZANU PF finance secretary Ignatius Chombo as the first to fifth respondents respectively in his application. Musengezi said in his answering affidavit filed through his lawyers Ncube Attorneys:

Applicant clearly has sued the second respondent in his official capacity as the President and first secretary of the first respondent. To suggest that the applicant is thereby suing the office of the President is self-servingly misleading.

He said the fact that Mnangagwa is the President of the Republic of Zimbabwe does not bar a suit against him in his capacity as President and 1st Secretary of ZANU PF.- NewsDay

Zimbabwe is a country in deep crisis.It is embroiled in a multi-faceted crisis of an unprecedented magnitude on numerous fronts-be they socio-legal or politico-economic.The country has experienced massive structural regression characterized by alarming levels of unemployment,infrastructural decay and enormous deterioration in the provision of critical social services.Endemic corruption,gross economic mismanagement,flagrant violations of human rights,blatant disregard of the rule of law and its selective application constitute an avalanche of problems that citizens continue to grapple with daily in contemporary Zimbabwe.

From war veterans bemoaning the harsh deterioration of their welfare to workers in various sectors of the economy lamenting the ruthless erosion of the value of their monthly incomes;from students protesting the denial of academic freedoms and access to quality,affordable education to peasants and the rural populace tearful about arbitrary displacements from their ancestral lands to pave way for ruling party’s Chinese friends,Zimbabwe at the present historical juncture has degenerated into an autocratic,authoritarian and tyrannical state that denies its citizens peace and happiness in their lifetime.

Amid these torrid and painful conditions,the broad mass of the people have become critical of the government and state,unhappy about the direction the country is taking.Instead of responding positively to the genuine concerns of the people,the government under Zanu pf always resort to coercive and repressive apparatuses of the state to deal with public discontent.
Of great concern is the labeling of anyone critical of the government as being unpatriotic and a sell-out!Any citizen who dare oppose the government’s heavy-handedness,excesses and ruinous policies is labelled unpatriotic.Actually,a whole discourse dubbed patriotic history has been widely deployed whose agenda is to indoctrinate the naive,to portray and privatize politics as the sole preserve of those who participated in the nationalist liberation movement prior to the independence of this beautiful land-locked country Zimbabwe.Zanu pf has been hitherto fostering a narrative that seeks to disqualify anyone who becomes critical of its administration from being considered a patriotic citizen.It has become unequivocally clear along the years that anyone who does not agree with the ruling,ruining party is labelled unpatriotic and a sell-out,even those who participated in the struggle for liberation like Cde Rugare Gumbo,Mai Mujuru and Dzikamai Mavhaire.Indeed,it is such notorious and treacherous shenanigans by Zanu that has provoked my interest to interrogate the meaning of patriotism in contemporary post-colonial Zimbabwe.

What does it mean to be patriotic?Can patriotism be reduced to mere partisanship,to a mere party affiliation or its much more broader and all-encompassing given the plurality of political parties with different ideologies and policy persuasions in a multi-party constitutional democracy?In the ultimate analysis,however,it must be unambiguously clear that Zanu must not be allowed to use the rhetoric of patriotism as a weapon for its hegemonic machinations and devices,risking a situation whereby all other citizens are relegated to second class citizens simply because they hold different opinions on how the country must be governed!Now they have even stooped so low as to enact a Patriotic Act whose obnoxious and nefarious agenda is suppression of people’s voices and repression of dissent and stifling democracy!

Many scholars have defined patriotism simply as being loyal to one’s country and motherland,with a greater emphasis on commitment and devotion to the values and beliefs a country holds dear.It denotes a sense of pride,dedication and affection in belonging to the motherland.True patriotism is reflected through active citizenship,which means active participation in the governance and development processes that contribute to the well-being of a nation-state and its people.

In most countries,the expressed will of the people,their aspirations,values, beliefs and hopes are enshrined in the constitution.Even in the case of Zimbabwe,reference can be made to the opening sections of the Supreme law that delineates lucidly what it terms national objectives,founding values and principles.It is beyond disputation that Zimbabwe is founded on respect for such principles like the supremacy of the constitution,rule of law,fundamental human rights and freedoms,recognition of the inherent dignity and worth of each human being,gender equality and good governance which emphasizes transparency and accountability and the equitable distribution of the nation’s abundant resources,to mention just a few.

The pursuit and promotion of such values,principles and ideals as enunciated in the constitution and loyalty to such noble objectives is what must constitute patriotism-which is love for one’s country,its people and all the resources in it.Suffice to say acts of commission or omission by the state and all its institutions and agencies of government at any level or any citizen that violate,disregard or undermine these values and principles that define our Zimbabwean nationhood amount to lack of patriotism!

Corruption is in violation of the founding values of the nation-state under good governance which entails transparency and accountability and therefore anyone guilty of such is unpatriotic.Hurting your citizens for daring to challenge how the affairs of the nation are managed is what must be deemed as unpatriotic.Using the state for personal enrichment at the expense of the broad mass of our people is unpatriotic.Colluding with exploitative and extractive callous Chinese capitalists to dispossess our people of their ancestral communal lands and deprive them of livelihoods is unpatriotic.To deny workers decent wages,students a better education and war veterans a better welfare is pure hatred for the people which is the opposite of patriotism.Multiple farm owners are damn unpatriotic!In fact,Zanu represents and is a true reflection of the lack of patriotism..if by patriotism we mean love of the country,the people and all its endowments.

How on earth can Hopewell Chin’ono who is exposing and fighting corruption be labelled unpatriotic while Obadiah and Priscilla Mupfumira who stole millions of United States dollars be considered patriots?How can Makomborero who is demanding democracy be regarded unpatriotic when villains like Henrietta Rushwaya smuggle our country’s gold but is embraced by those who have arrogated themselves powers to define patriotism?How can Netsai Marova,Cecilia Chimbiri and Joanna Mamombe be seen as unpatriotic for demanding household food security,respect for human rights and a stop to gender-based violence while those who abuse women like Mary Mubaiwa are celebrated as patriots?

It must be stated categorically that it was the love for and a pure vision of a Zimbabwe where democracy and respect for human rights would flourish and thrive that inspired the struggle for liberation.The supreme sacrifices that the illustrious gallant young men and women of yesteryear paid to get rid of settler white supremacist domination and subjugation was motivated by clear objectives.It was the desire to restore human dignity to all through respect for human rights and end all forms of discrimination,reclaim land previously lost through colonial dispossession,achieve equitable distribution of natural resources among the citizenry and establish a socio-legal order that would guarantee the security of persons and accord each and everyone an equal opportunity.
In the wake of an African nationalist victory,a more democratic and human rights-based society was the logical expectation.Regrattably,the authoritarianism,state brutality and maladministration of the colonial era seems to have reproduced itself in the present leadership as it is clear that for the past 41 years Zanu has failed to deliver on the promises and expectations of independence.In what others have termed the pursuit of the unfinished business of the liberation struggle,an intergenerational consensus that seeks to fight for the previously envisioned Zimbabwe has taken shape.Just like those who converged around the idea of black majority rule before independence were labelled terrorist by Rodhesian settlerism,today the citizens who are converging for change,who are fighting for a better Zimbabwe that performs for all are like wise being labelled unpatriotic and sellouts.This labeling is not new.

The fight against corruption is an act of patriotism.The desire for a developmental state that improves the quality of life of the broad mass of our people is an act of patriotism.Broadly speaking,the fight for a post-nationalist democratic alternative that is inclusive,accountable,transparent and responsive to the needs,aspirations and desires of the people is a reflection of patriotism.

Zanu must never be allowed to define patriotism to suit its own insidious agendas and to delegetimise other citizens from the historiography of Zimbabwean nationhood.It is the love for this country that is the motivation behind all the fight by progressive Zimbabweans for a better country.This is a discourse that we must contest and define what patriotism means to us as a people.We cannot leave this noble duty to lootocrats and kleptocrats in Zanu pf.

Latest On Mnangagwa, Musengezi Showdown

ZANU PF activist, Sybeth Musengezi, Friday vowed to continue with his court action where he is challenging the constitutionality of President Emmerson Mnangagwa’s ascendancy as ZANU PF leader in 2017.

Mnangagwa and Zanu-PF recently threatened to sue Musengezi’s lawyers demanding withdrawal of the court challenge.

Musengezi’s lawyers have accused Mnangagwa and ZANU PF’s lawyers of using bullying tactics and reported them to the Law Society of Zimbabwe.

The ZANU PF activist is seeking a court order declaring null and void a November 19, 2017, ZANU PF central committee meeting that elected Mnangagwa as party leader after the late Robert Mugabe’s dismissal.

In an opposing affidavit, ZANU PF secretary for administration Obert Mpofu argued that Mnangagwa enjoyed presidential immunity. He also dismissed Musengezi as a bogus ZANU PF member.

Musengezi cited ZANU PF, Mnangagwa, Mpofu, acting finance secretary Patrick Chinamasa, former Vice-President Phelekezela Mphoko and ex-ZANU PF finance secretary Ignatius Chombo as the first to fifth respondents respectively in his application. Musengezi said in his answering affidavit filed through his lawyers Ncube Attorneys:

Applicant clearly has sued the second respondent in his official capacity as the President and first secretary of the first respondent. To suggest that the applicant is thereby suing the office of the President is self-servingly misleading.

He said the fact that Mnangagwa is the President of the Republic of Zimbabwe does not bar a suit against him in his capacity as President and 1st Secretary of ZANU PF.- NewsDay
