“Cabinet Reshuffle” Pressure Mounts For ED

By A Correspondent- Pressure is mounting on President Emmerson Mnangagwa to reshuffle his cabinet within the fractious ruling Zanu-PF ahead of upcoming 2023 harmonised elections.

The anticipated reshuffle, according to well-placed sources, is being fuelled by continued internal strife within the ruling party after a restructuring exercise that left it more divided than ever during the recent provincial elections.

The remnants of the divisive internal election has already claimed the head of Mnangagwa’s trusted lieutenant and former State Security minister Owen “Mudha” Ncube over allegations of fuelling divisions in the ruling party.

The sources said there was increasing pressure on Mnangagwa to dump Cabinet ministers who lost the recently held provincial elections.

According to the sources within the ruling party, the Zanu-PF Midlands provincial leadership is lobbying for the dismissal of Local Government minister July Moyo for his alleged “unholy alliance” with Mudha.

The sources revealed that the provincial leadership still viewed Moyo as a powerful figure in the Midlands province due to his ministerial position with some pushing for his dismissal while others want him to be demoted.

“Midlands warring factions still see July Moyo as a powerful figure in the province due to his ministerial position. The factions are linking Moyo to the recently sacked Mudha. The push is either to have him sacked or demoted to an inferior ministry,” said the source.

Independent legislator Temba Mliswa who is one of Moyo’s rabid critics through his Twitter handle, has always accused the Local Government minister of dividing the ruling party.

Contacted, presidential spokesperson George Charamba said he was not aware of the imminent Cabinet reshuffle.

“What you are asking for can only be revealed by the President and unless you have been with him at his farm, you would be in a better position to know what he is thinking,” Charamba said.

President Mnangagwa is currently on his annual leave and is reportedly resting at his Precabe Farm in Sherwood, Kwekwe.

However, observers told the Independent that the imminent reshuffle could be a litmus test for Mnangagwa who has always been the godfather of the Midlands province especially in dealing with his long-time trusted lieutenant Moyo.

Some also opined that the Mudha case has proved that the Zanu-PF leader is now prepared to dump his erstwhile allies for political capital.

Zanu-PF provincial chairman Larry Mavima refused to comment on the matter.

“Absolutely no comment on that matter as the province plays no role whatsoever in the appointment or dismissal of ministers by His Excellency. It is actually a very mischievous suggestion or point,” Mavima said.

Meanwhile, reports from the ruling party indicate that members of the Zanu-PF youth league leadership recently approached Mnangagwa registering their displeasure with Sports minister Kirsty Coventry.

The Independent is reliably informed that the youths are routing for the deputy minister Tinomuda Machakaire, who is a member of the league’s leadership to take over.

“The youth league leadership is not happy with Kirsty and there has been serious lobbying to have her re-assigned.

“The league is rooting for Machakaire to be elevated while considering that he may be a capable trump card for Zanu-PF in terms of winning the youth vote in the upcoming elections. The youths are also pushing for someone who is active in politics to take over that ministry,” a Zanu-PF source said.

Another source within the youth league added that Coventry is no longer popular considering her technocratic stature and that the ministry under her stewardship is usually used as a vehicle to mobilise the youth vote for Zanu-PF.

“It’s a mobilisation ministry but she has failed to achieve that considering that she is not a politician. That appointment was also expected to at least achieve a balance, politically, so that the country is accepted on the international arena especially with ED’s re-engagement efforts.

“This has actually failed because there are no tangible results to these efforts. Have we been readmitted into the Commonwealth? No! We are still a pariah state on the international scene,” the source said.

Contacted for comment, Zanu-PF acting youth leader Tendai Chirau said he was not aware of any meeting to lobby for the removal of the Sports minister adding that the youth league supported the President’s appointments.

“I don’t know about the meeting but what I know is that our first secretary is accommodating.  Therefore, I wouldn’t know the contents of the meeting but we are happy with the way the first secretary is executing his revolutionary mandate and we are also happy with his appointments,” Chirau said.

London-based political commentator, Professor Stephen Chan said a Cabinet reshuffle in Zimbabwe was pointless or insignificant contributing nothing to the solution of the current problems.

“To a large extent, Cabinet reshuffles are like moving the deck chairs on the Titanic. There are very few on the government front bench, or among candidates for the front bench, with the technocratic vision and skills – not to mention probity and honesty – required to take Zimbabwe forward.

“But Mudha and his allies obviously had to go, given the blatant nature of their undemocratic electioneering,” he said.

Professor Chan added that Coventry’s appointment was meant to propagate Zimbabwean sports development at home and internationally. There is nothing at all in her portfolio that says she should act for any single political party.

“Right, she is the only Minister of Sport in Sadc who has actually been an international sports-person. The image of Zimbabwe would suffer if another unfit person was appointed to this portfolio,” he said.

There is continued contestation within the ruling party and Mnangagwa is under pressure to unify the ruling party through instituting an effective tribal balance on Cabinet appointments.

Other analysts believe that for Zanu-PF to excel in the upcoming elections, it has to grow as a revolutionary party through robust debate that adds value on accountability and transparency.ZimbabweIndependent

Blessing Chebundo Vows To Help Zanu Pf Win Back The Kwekwe Central Seat

By A Correspondent- Former MDC Kwekwe Central legislator Blessing Chebundo has vowed to help the ruling ZANU PF reclaim the seat.

Chebundo is famously known for defeating President Emmerson Mnangagwa during the 2000 parliamentary election pushing the latter to the Chirimhanzu-Zibagwe constituency which was created during the 2007 delimitation exercise. 

The ruling party, however, won the MDC Kwekwe Central seat back in 2013 when the late Masango Matambanadzo claimed it.

He was, however, kicked out of the party and went on to retain the seat in the 2018 general election under a party called National Patriotic Front, holding on to it until his death due to suspected poisoning in 2020.

Chebundo, a long-time opposition darling last year dumped the MDC Alliance and joined ZANU PF and says he is ready to fight for the ruling party to regain the seat. He declared:

We are going to take the seat back to ZANU PF.

I am declaring that Kwekwe Central is a ZANU PF seat and it is going to be won by ZANU PF in the upcoming by-elections. There is nothing in the opposition now. President Emmerson Mnangagwa is the only future for this country. Everyone can see that the president is rebuilding our country. Even Chamisa has ditched the MDC-Alliance because there is nothing. He has only made a mistake of not coming back home.

ED Leaves For Ethiopia

By A Correspondent- President Mnangagwa left Harare this morning to attend the African Union (AU) 35th ordinary session of the Assembly of Heads of State and Government meeting in Addis Ababa, Ethiopia this weekend.

He was seen off at Robert Gabriel Mugabe International Airport by Vice President Dr Constantino Chiwenga, cabinet ministers, service chiefs and senior Government officials.

The summit is running under the theme “Building Resilience in Nutrition & Food Security on the African Continent: Strengthen Agriculture, Accelerate the Human Capital, Social Development”.

The President will join other African Heads of State for the summit which runs from tomorrow to Sunday. The summit is expected to deliberate on a variety of matters, including peace and security, response to the Covid-19 pandemic and implementation of the African Continental Free Trade Area.

At the summit, outgoing AU chair President Felix Tshisekedi of the DRC will hand over the chairmanship of the continental body to the incoming chair President Macky Sall of Senegal.

“Pay Civil Servants Salaries That Match POverty Datum Line”: ZCTU

By A Correspondent- Zimbabwe Congress of Trade Unions (ZCTU) president Florence Taruvinga has said the economy can afford US dollars salaries and workers should be paid salaries that match the poverty datum line (PDL) as the minimum wage as was agreed at the Tripartite Negotiating Forum (TNF) in 2018.

“In principle we agreed at the Tripartite Negotiating Forum (TNF) that the minimum wage should be based on the levels of the Poverty Datum Line. We also agreed that the principle of restoration of workers’ wages that prevailed in April 2018, should have been maintained. Then the PDL was USD$500, she told the Zimbabwe Independent in an interview this week.

“However, when it came to implementation of the recommendation, which was to promulgate a Statutory Instrument with the minimum wage being half in US dollar PDL which existed in 2018, the government decided to implement it as ZW$2 549, 74 as captured in SI 81/2020. This was a departure from the recommendation.”

The ZCTU, Taruvinga said, was committed to ensuring that employers and the government respect the rights of workers.

We are focused on ensuring that workers earn salaries which are above the Poverty Datum Line. It is of paramount importance that working should transform workers from being poor. We are concerned with the high levels of poor working people. The salaries have been too meagre over time to allow workers to have disposable incomes which can be transformative. The case of Zimbabwean workers has been that of living from hand to mouth and that should surely change,” she said.

“The Tripartite Negotiating Forum would have been the vital cog missing in our socio and economic landscape. Unfortunately the TNF Act provides that whatever issues or recommendations which are derived from the negotiations should be referred to Cabinet for discussion and ratification. However, at times this is where the wheels sometimes come off. The Cabinet is not answerable to the TNF and therefore can afford to make any decisions that they deem fit regardless of the position of TNF.”

Taruvinga said plans to establish a national health insurance to be run by the National Social Security Authority (Nssa) were likely to fail given that other such institutions owned by the State are in a mess.

“We have been very clear and consistent in our views towards the National Health Scheme. We have always indicated that the scheme was a noble idea but they need to deal with the fundamentals first. Health care being provided by State institutions are in shambles and need to be urgently worked on to revamp the quality of the facility.”

She went on: “The National Health Scheme should not be administered by Nssa. The authority has got its hands full with managing the fund. It would be counterproductive to then overload Nssa with the responsibilities to manage NHS funds. We are also of the view that broader consultations have to be done with workers on the scheme. Our view being that already workers are indicating that they feel that they are overtaxed, yet there are issues on how the funds from the fiscus are being utilised. The Auditor General’s Office reports have spoken to widespread fiscal indiscipline. All those factors weigh heavily on our decision as labour to either support or not support the intended policy initiative.”

Biti Tears Into Gvt’s Move On Importers Duties

By A Correspondent- Zimbabwe’s former minister of Finance and Economic Development, Tendai Biti has said the government’s move to exempt importers of designated vehicles from paying duties and taxes in United States dollars (US$) is meant to benefit business mogul, Kuda Tagwirei and President Emmerson Mnangagwa.

In an advisory on measures being taken by the government to enhance the domestic use of the Zimbabwe dollar, Finance Minister Mthuli Ncube said “all duties and taxes on the importation of designated motor vehicles are now payable in Zimbabwe dollars again up to a limit of 50% of duties and taxes payable.” Commenting on the development, Biti said:

The new measures announced by Mthuli Ncube reflect the multiple faults of this incompetent ephemeral regime. For starters laws can’t simply be changed in a statement Only a statutory instrument or Act of Parly can change existing tax laws. Mthuli s command is therefore a nullity

Furthermore laws & tax measures should never have selective application.The exemption on US$ royalties to the mining sector is indiscriminate and betrays State Capture of the regime. It is obvious that Kuda Tagwireyi&his knew humongous presence in the mining sector is the reason

The US$ exemption on vehicles is ultimately intended to benefit Tagwireyi &his scarfed up partner who have taken over public transport through #ZUPCO & the #ZUPCO monopoly. Surely this is the most corrupt& incompetent government in history of governments.

One Dennis said the advisory was issued to everyone not only to Tagwireyi and Mnangagwa. Added Dennis:

This is the same dawn chorus the people have heard for the last 42 years coming from the mentally challenged aided and abetted by Zanu PF agents. Team Pachedu know MDC garnered 73% of the vote in the March 2008 vote but still failed to get into power. Their naïve and idiotic “Your vote matters!” slogan does not explain what happened then!

Clearly no one in Team Pachedu has ever heard about the 2008 to 2013 GNU was about implementing the democratic reforms to stop a repeat of the blatant cheating and wanton violence of the 2008 elections. Even now over ten years since the GNU with the benefit of hindsight these idiots still think they can win rigged elections. 

Yes, “Your vote matters!” but only when the elections are free, fair and credible! Detail matters; water flows but only downhill!

Phase 1: 1980 to late 1990s Zimbabweans did not want to believe Mugabe and Zanu PF were corrupt incompetent and murderous thugs who were rigging elections to stay in power.

Phase 2: late 1990s to 2013 the people accepted the reality that Zanu PF was a party of thugs and to remove them from office, the country would need to implement democratic changes to stop the vote rigging. The people risked life and limb to elect Morgan Tsvangirai and his MDC friends to implement the reforms. After 22 years, 5 of which in the GNU MDC has failed to implement even one token democratic reform.

Phase 3: 2013 to present MDC has participated in elections since 2013 knowing fully well that without reforms Zanu PF would rig the elections and that their participating will give legitimacy to Zanu PF.

Zanu PF bribed the opposition to participate by offering a few gravy train seats and Mnangagwa has since increased to bribe by creating POLAD, a body created to reward losers in the presidential race. MDC leaders could not deny Zanu PF was rigging elections and yet could not admit to the voters they are participating in the flawed elections out of greed, naturally.

And so they have come up with all manner of “winning in rigged elections strategies”; all hot air, of course. The ordinary people are desperate for meaningful political change and in their desperation have participated in the flawed elections and thus help perpetuate the Zanu PF dictatorship and their suffering!

Phase 4: (not too distant) future There are a few Zimbabweans who have accepted as a matter of historic fact that the 2008 to 2013 GNU was the country’s golden opportunity to implement the democratic reforms and blame MDC leaders for selling out, not SADC as MDC leaders do. They have rejected the insanity of participating in flawed elections and the oxymoronic notion of winning rigged elections.

The fight is on to wake up the populous to the political reality and get the international community, especially SADC, to create another opportunity to implement the reforms and end the curse of rigged elections. The danger of the country sliding into the chaos of violent street protests and/or another military coup is real and hence the urgency of making sure phase 4 gains traction a.s.a.p.

Team Pachedu’s foolish “Your vote matters!” slogan is ill-advised good intention, at best. We know the road to hell is paved with good intentions!

ZERA Announces Feb Fuel Prices

The price of Diesel 50 increases from ZWL$149.55 per litre in January to ZWL$168.17per litre. In United States dollars, the price rose from US$1.38 per litre to US$1.44.

Meanwhile, the price of Blend – E0 rose from ZWL$152.87 per litre to ZWL$167.91. In United States Dollars, the price rose from US$1.41 to US$1.44.

Chombo Trial Date Finally Set

By A Correspondent- Harare regional magistrate Mr Stanford Mambanje has set March 7 as the trial date for former Local Government, Public Works and National Housing Minister Ignatius Chombo on charges of fraud and criminal abuse of duty.

The court heard that on a date unknown to the prosecutor, but during the period extending from October 1 2005 to January 12 2006, Chombo unlawfully and with the intent to defraud the Reserve Bank of Zimbabwe (RBZ) misrepresented that he was applying for a Capital Expenditure Loan under the Other Crops and Livestock Support Facility for the purpose of acquiring farm equipment knowingly that he intended to use the money for other purposes. Acting on the misrepresentation, RBZ processed and issued Chombo a loan amounting to $14 billion for the purpose of acquiring the farm equipment, which Chombo then used to purchase two Toyota Hilux Vigo motor vehicles, thereby causing prejudice to the good administration of the Other Crops and Livestock Support facility.

On count two, the court heard that on a date unknown to the prosecutor, but during the period extending from September 2 2006 to March 25 2008 and at the Ministry of Local Government, Public Works and National Housing, Chombo, who at the material time was the minister and as such a public officer who took oath to uphold the Constitution and all other laws of Zimbabwe for the good management of the public affairs of Zimbabwe and perform the duties of the office faithfully, unlawfully and intentionally acted contrary to or inconsistently with his duties.

He allegedly corruptly acquired from City of Harare a property, namely Subdivision 61 Helensvale, Harare, knowing that the council had applied for change of use from a public place to space for cluster houses and registered it under Harvest-Net Enterprises (Private) Limited, a company he owned, thereby showing favour to the company and disfavour to City of Harare.

Zanu Pf Stalwarts Demand Elections Money

By A Correspondent- Zanu-PF members in Bulawayo, hired by the ruling party as polling officers for the recently held provincial elections are demanding payment of money for coordinating the internal elections which ushered in new executives in the 10 provinces.

The former liberation movement conducted provincial elections on December 28, 2021 in the 10 provinces which birthed new provincial chairpersons. Youth and women’s league provincial executive positions were also contested.

This week, some polling officers in Bulawayo who spoke to the Zimbabwe Independent said they were owed money.

Indications are that over 100 polling officers in Bulawayo have not been paid and have not been notified of how much they will be paid.

Zanu-PF member Sam Dhliwayo said the ruling party has failed to fulfil its promise of paying in three weeks after the polls.

 “We conducted the elections and were asked to submit our bank account details. They promised to pay us within two to three weeks but it’s now more than a month and we are yet to be paid,” Dhliwayo said.

“We have a feeling that the money might have been diverted by greedy top officials; this is unacceptable.”

He said the disgruntled officers were exposing the issue to attract the attention of President Emmerson Mnangagwa.

Another Zanu-PF member who spoke on condition of anonymity said the party was not sincere.

“We cannot be treated like this by our political party which is supposed to serve our interests,” he said.

A Zanu-PF insider in Bulawayo who also requested anonymity for fear of victimisation said the payment of polling officers for provincial elections was being done at the party headquarters.

“The payment of polling officers is the responsibility of the national office because those people were deployed outside their provinces. The money was supposed to come from the national office, but we hear that some are yet to be paid.

“It is possible that the national office might have sent money to provinces for onward payments,” said a Zanu-PF official.

 Zanu-PF national spokesperson Christopher Mutsvangwa was not reachable on his mobile phone.

Party national commissar Mike Bimha referred the Zimbabwe Independent to the provincial leadership for comment.

“Please be advised that provincial elections are being directed from the provinces and it’s the provinces that can answer your questions,” Bimha said.

Bulawayo provincial chairman Jabulani Sibanda’s phone went unanswered. Provincial commissar Ruth Shelton declined to discuss the matter.

“I was a candidate during the provincial elections and whatever the arrangement was there, I have nothing to do with it. Maybe I will have to ask those who were the interim executive about this issue,” Shelton said.

Man Duped US$8k By Two Women

By A Correspondent- A bid to help two women by a 32-year-old man from Bulawayo backfired after they defrauded him of nearly US$8 000 when they gave him only US$299 after he agreed that they exchange smaller denominations for bigger denominations.

The incident occurred on Tuesday in Thorngrove suburb and police have since launched a manhunt for the women.

One of them has been identified only as Mampo.

Bulawayo police spokesperson Inspector Abednico Ncube said the two women approached the man from Bellevue suburb offering him big denominations in exchange for smaller denominations.

“On the 1st of February 2022 at around 10AM, the accused persons came to the complainant’s premises asking for small denominations of hard cash.

Accused counted an amount of ‘80 X US $100 notes’ and gave it to the complainant who in return gave them an amount of US$8 000 in small amounts,” said Insp Ncube.

He said it was after the two had left that he realised that they had given him US$1 notes in between two US$100 notes.

“After the accused had left, the complainant then realised that he had been given 99 x US$1 notes covered by two US$100 notes. The complainant reported the matter to the police at around 1230 hours and no arrest was made.

The total value defrauded is US$7 701 and nothing was recovered. Investigations are in progress,” said Insp Ncube.

He encouraged members of the public to be cautious when undertaking business transactions.

“The police would like to encourage members of the public never to trust anyone and to make sure they verify any business transaction before involving themselves in any deal.

We also want to appeal to anyone with information which can lead to the arrest of the accused persons to report at any nearest police station,” said Insp Ncube. – Chronicle

ED Top Aide Risks Jail Over Contempt Of Court

By A Correspondent- The Deputy Chief Secretary in the Office of the President and Cabinet (OPC), Martin Rushwaya on Wednesday risked overnight detention for contempt of court in the ongoing corruption trial of former Cabinet minister Prisca Mupfumira.

Rushwaya was summoned by the State to testify against Mupfumira, who is charged with fast-tracking a project to build low-income houses in Gweru through Drawcard Enterprises without seeking National Social Security Authority (NSSA) board approval and without going to tender.

NSSA falls under the purview of the Labour Ministry, which Mupfumira headed at the time the offence was allegedly committed.

Under cross-examination from Mupfumira’s lawyer Admire Rubaya, Rushwaya refused to explain what sections Mupfumira contravened in regards to the project.

Magistrate Ngoni Nduna then threatened to detain him for contempt of court. Warned the magistrate:

I am in charge here. We have remedy to that and I will hold you in contempt of court. I will detain you in custody and see you tomorrow when you have sobered up.

After the warning, Rushwaya confessed that he did not know of anything wrong that Mupfumira did which warranted her arrest on criminal charges.

Rushwaya told the court that he had no idea who reported Mupfumira to the Zimbabwe Anti-Corruption Commission (ZACC) to cause her arrest.

He also acknowledged that Mupfumira worked without a contract and had no written down duties and responsibilities.

Rushwaya said ministers were guided by a handbook, confirming Mupfumira’s testimony that she did not violate any specific duty.

Mafume Back At Town House

By- Harare mayor Jacob Mafume has again bounced back at Town House following the expiry of his 45-day suspension.
Local Government minister July Moyo suspended Mafume in December accusing him of gross misconduct and incompetence.
This was Mafume’s fourth suspension on similar charges.
Mafume’s lawyer Tonderai Bhatasara on Thursday wrote to acting town clerk Phakamile Moyo informing him that Mafume was resuming his duties after the expiry of the 45-day suspension.
“We write to advise that our client’s suspension by the honourable minister through a letter dated December 17, 2021 has lapsed following the expiring of the statutory 45 days,” Bhatasara wrote.
“Accordingly, by operation of law, our client has reverted to the status before his suspension as mayor of the City of Harare. Our client has written this letter to advise that communication and notices of meetings be brought to his attention as required by law. This is a courtesy letter. Our client will be attending to his duties with effect Friday February 4, 2021.”

No Joy For Marry Chiwenga

By- Harare regional magistrate Mr Lazini Ncube has dismissed Marry Mubaiwa’s application for discharge.

Ncube on Friday put Marry on defence case at the close of the State case.

In his judgment, Ncube said there are issues that the former model needs to explain, which arose from State witnesses’ testimonies.

Mubaiwa is charged with violation of the Marriages Act after she allegedly misrepresented that Vice President Constantino Chiwenga consented to solemnise their wedding when he was ill.
Mubaiwa, through her lawyer Ms Beatrice Mtetwa, chose not to take to the witness to testify and closed her defence case.

Ms Mtetwa told the court that there is no law that compels her to testify in her defence. She said:
We have nothing further to say in the defence case. I don’t know of any law that compels the accused to testify. You can choose to say nothing and not to testify. We are not aware of any law that compels an accused person to testify.
The State led by Mr Tafara Chirambira told the court that although Mubaiwa decided to remain silent in her defence case, she will still be subjected to questioning by the State. He said:
As a matter of procedure, we will proceed to put questions to her. If she decides not to answer, the questions will be placed on record.

In dismissing Marry’s application, Ncube said the State had proved its case beyond reasonable doubt that Mubaiwa forged Chiwenga’s signature on a marriage certificate in a bid to upgrade their customary union.
Ncube said she would on February 10 rule on whether Mubaiwa had a right to remain silent.

Mnangagwa Gives In To Dollarisation

By- The Government through the Primary and Secondary Education Ministery has said that parents could now pay school fees in United States Dollars.

Minister in charge of education,Evelyn Ndlovu, said while parents and guardians with foreign currency who can afford to pay fees in United States dollars are allowed to do so, no school is permitted to reject schools fees payments in Zimbabwe dollars.

This comes as schools in Manicaland Province have been pestering the Ministry of Primary and Secondary Education seeking approval to charge for levies in foreign currency.

Some schools are reportedly asking parents to pay school fees in local currency but pegged to the US Dollar using the parallel market rate.

But speaking in an interview with The Manica Post at Mavhudzi High School on Thursday during a tour of Makoni schools to check their preparedness to reopen in light of the COOVID-19 pandemic, Ndlovu said pushing parents to source forex from the black market is unacceptable. She said: 

We will not accept a situation where schools will force parents to pay fees in foreign currency. It is unacceptable because we have a local currency.

In other words, they will be fighting and sabotaging the local currency. Every country has its own currency.

How are we going to protect our currency if we are continuously charging school fees in foreign currency?

Most parents have no source of foreign currency so you are pushing them to go to the black market. We do not accept that. Those who do not have forex also need to send their children to school.

Those with foreign currency who can afford to pay fees in USD are allowed to do so as we have a multi-currency system but then no school should prohibit parents from paying in local currency.

The 2022 first term is set to commence next Monday, with the Ministry of Primary and Secondary Education saying all systems go.

However, teachers’ unions such as the Zimbabwe Teachers’ Association (ZIMTA) and the Progressive Teachers Union Zimbabwe (PTUZ) both recently said teachers are financially incapacitated and cannot resume their normal duties.

The unions want the Government to pay teachers salaries in US dollars, with the lowest-paid teacher taking home at least US$600.

Truck Driver Posts Married Girlfriend Nudes On Social Media

By- A married Gweru woman feels betrayed and abused by her lover and her sister-in-law for posting her nude photographs on social media.In Zimbabwe, it is illegal to produce, possess or distribute pornographic material.
Jassina Manyumbu, 36, who is married to Gondobwe Gondobwe, 44, confirmed her adulterous affair with someone only identified as Freedom, who is believed to be a cross border truck driver.
Manyumbu told H-Metro she had a misunderstanding with Freedom, when she visited him in South Africa over a miscarriage she suffered.
Freedom accused her of aborting the pregnancy and he posted their nude photographs to her in-laws. She feels abused and betrayed by Freedom and her sister-in-law, Tamary Gondobwe, for forwarding the nude photographs to her family members.
“We had an issue with my husband since he was cheating on me and that led me to retaliate by dating Freedom,” said Manyumbu.
“Freedom was responsible for the pregnancy and I later suffered a miscarriage.
“He became furious with me and accused me of aborting the pregnancy and that forced him to post our nude photographs to my in-laws.

“I have found peace with my husband but Aunt Tamary continues posting my nude photographs to wreck my marriage.
“Our faith calls us to confess our sins to each other and I did that with my husband over the phone and he accepted my apology.
“I will be returning to my house this week in Gweru since my husband accepted me back following that issue,” she said.
Tamary told H-Metro Manyumbu lied to her husband that she received an invite from one of her relatives based in South Africa, when she was visiting Freedom.
“She has been cheating for some time and her husband was yet to find evidence but this time zvakamutsana nechikomba chake chikatumira mifananidzo yavo tisina kuzvitsvaga.
“She must blame her lover for posting the nude photographs to us and blame herself for committing adultery.
“She left the country in November last year, claiming she had been called by her married daughter, unaware that she was intending to engage in sinful acts,” said Tamary.
Gondobwe threatened to lodge a police report against Tamary and Freedom over posting his wife’s nude photographs on social media.
“What happened is that my wife went to SA and committed adultery with a certain man,” said Gondobwe.
“That man sent the pictures of him, with my wife, to my sister.
“My sister sent them to me and l told her that l will solve the issue peacefully.
“I wanted to cancel marriage then go to surrender her to her parents but my sister is busy circulating these pictures.
“I don’t want to sue her but l want you to give her a strong warning over posting these nude photographs,” said Gondobwe. H Metro

Byo Man’s Good Samaritan Gesture Backfires

A bid to help two women by a 32-year-old man from Bulawayo backfired after they defrauded him of nearly US$8 000 when they gave him only US$299 after he agreed that they exchange smaller denominations for bigger denominations.

The incident occurred on Tuesday in Thorngrove suburb and police have since launched a manhunt for the women.

One of them has been identified only as Mampo.

Bulawayo police spokesperson Inspector Abednico Ncube said the two women approached the man from Bellevue suburb offering him big denominations in exchange for smaller denominations.

“On the 1st of February 2022 at around 10AM, the accused persons came to the complainant’s premises asking for small denominations of hard cash.

Accused counted an amount of ‘80 X US $100 notes’ and gave it to the complainant who in return gave them an amount of US$8 000 in small amounts,” said Insp Ncube.

He said it was after the two had left that he realised that they had given him US$1 notes in between two US$100 notes.

“After the accused had left, the complainant then realised that he had been given 99 x US$1 notes covered by two US$100 notes. The complainant reported the matter to the police at around 1230 hours and no arrest was made.

The total value defrauded is US$7 701 and nothing was recovered. Investigations are in progress,” said Insp Ncube.

He encouraged members of the public to be cautious when undertaking business transactions.

“The police would like to encourage members of the public never to trust anyone and to make sure they verify any business transaction before involving themselves in any deal.

We also want to appeal to anyone with information which can lead to the arrest of the accused persons to report at any nearest police station,” said Insp Ncube. – Chronicle

Chiwenga Faction Now Firmly In Control Of Masvingo Province As Forgotten Politician Bounces Back

Engelbert Rugeje, who sank into political oblivion following his dismissal from the position of national political commissar soon after the 2018 general elections has regained clout following the taking over of Masvingo province by a faction allegedly aligned to Vice President Constantino Chiwenga recently.

Rugeje has been passive and hardly given chance to address members of the party during Provincial Coordinating Committee (PCC) meetings in Masvingo.

However, the recently held PCC at Victoria Junior School saw a rejuvenated Rugeje speaking authoritatively and stamping authority on various issues that were raised during the meeting.

The new provincial chairperson Robson Mavhenyengwa also publicly showed unwavering allegiance to Rugeje addressing him as ‘Sir’ all the time.

Even Lovemore Matuke, the most senior politburo member in the province was overshadowed by Rugeje during the meeting.

“The politburo said they have endorsed Masvingo results. This means the new leadership is the one recognised now. I hear, see, receive phone calls and messages from other people suggesting there will be changes but that will never happen.

“Let us not waste time thinking the chairperson and his team will be removed and get another one. There is nothing like that,” said Rugeje, authoritatively.

The former army boss however, gave a hint that Mavhenyengwa should consider not seeking re-election after his term as he might also want to be the next chair.

“Chairman, I have congratulated you. You will lead us for the next four years. I am a very honest person so let me tell you: yours are only four years. If you want to continue then that’s another issue because I may also want to contest for the position,” Rugeje said.

“A person is given his time, have to work within the stipulated time and give others a chance. Let me reiterate that, no one is given a position for a lifetime like a Chief,” he emphasised.

Sources within Zanu PF said Rugeje had been a spent force politically but bounced back and is now powerful owing to his ties with Chiwenga.

“Rugeje is now powerful. He has been silent since he was dismissed but now has bounced back. The way Mavhenyengwa continuously addressed him as ‘Sir’ shows that he is now a power to reckon with,” said the source.

Chiwenga has lately been a regular visitor to Masvingo province. Last year he came for the national clean-up, a week before the provincial elections that were held on December 28, 2021 and on February 2, 2022 for the World Wetlands Day commemorations, a development which has been interpreted by many as a way of strengthening his grip on the province which has remained the ‘boiling pot’ of Zimbabwean politics.

Rugeje went on to warn former Provincial Political Commissar Jeppy Jaboon whom the PCC recommended for his welcome in the party against contesting for any post before the stipulated time (five years) lapsed.

“There are others who have been welcomed back into the party, we would want to follow the regulations and they cannot hold any post ahead of those who have been loyal to the party,” said Rugeje.

“The Chiwenga faction wants to consolidate its grip on the province through incorporating militant characters like Jaboon who would make the task easier. They also want to use him to fight Energy Mutodi who is eyeing Bikita South seat, threatening the incumbent Josiah Sithole,” said a party source.

Fuel Prices Up Again

The Zimbabwe Energy Regulatory Authority (ZERA) has hiked the price of fuel for the month of February.

According to the ZERA update, petrol price is up by three cents from US$1.41 to US$1.44 while diesel is up by six cents from US$1.38 to US$1.44.

In local currency, petrol is up by ZWL$15.04 while diesel now costs ZWL$18.62 more than last month’s price.

Higher Grade 7 Passrate For Girls Compared To Boys

Grade Seven results are out and were opened for online viewing yesterday, with Form One selection being done next week and classes starting on Monday, February 14.

This is just a week after almost all the other classes start, with only lower sixth classes delayed until O-level results are out.

Heads can collect results from regional offices on Monday and Form One enrolment will be done of the e-map platform.Those seeking boarding and day places should register next week between Monday and Friday, Primary and Secondary Education Minister Dr Evelyn Ndlovu said in a statement yesterday.

These latest Grade Seven examinations showed an improvement in the pass rate to 41,13 percent from the 37,11 percent with girls hitting 44,55 percent compared to the boys 37,48 percent and most candidates with special needs doing better.

Minister Ndlovu said, in the statement read on her behalf by read by Permanent Secretary Mrs Tumisang Thabela, that parents and guardians who had indicated their wish to enrol their children for boarding places should do so between Monday and Friday next week on the e-map platform, enabling heads of boarding schools to start selecting their Form One pupils.

“Kindly note that the application website is still open for applications and will remain open until the end of the selection period February 11. Parents and guardians should constantly check the application status of their children. The heads of schools will communicate with parents and guardians once their children are selected.

“Parents and guardians are urged to use the five days to enrol their children. Similarly, the enrolment for day scholars will be done during the same period. This process will enable both day and boarders to join the rest of the learners on February 14, 2022,” she said.

Minister Ndlovu said the school calendar for the rest of the classes for the year remains unchanged and no school should deviate from it, with the first term starting on February 7 ending 7 April, term 2 running from May 3 to August 4, and the third term from September 5 to December 8.The opening date for the start of lower six enrolments will be prescribed by the Permanent Secretary immediately after the release of the 2021 Ordinary examination level results, she said.

Minister Ndlovu said the Government will continue to support schools with basic personal protective equipment in a bid to enhance the prevention and management of Covid-19 as well as control its spread not only in schools but among the citizens and the nation at large.

“In light of this, all eligible 16 and 17 years old learners are urged to join the nation’s efforts to continue fighting the pandemic through taking advantage of the Government’s free vaccination programme. Let us turn our schools into Covid-19 free zones.

“The Ministry advises that the wearing of face masks and washing as well as physical distancing are a must in the fight against Covid-19 at all our schools and learning centres to ensure a safe learning environment for our learners as well as to assure us of uninterrupted and accelerated implementation of teaching and learning activities,” she said.

Minister Ndlovu said the ministry remains committed to the provision of quality, affordable, accessible, relevant, equitable, inclusive, and wholesome education for all Zimbabweans.

Zimsec board chairman Professor Eddie Mwenje heads of Schools will be able to collect the results from their regional offices on Monday.

He noted that the results for last year, as was the case with the results for 2020, were later than usual because on both years the examinations were moved from October to December as part of efforts to minimise the disruptions to the school calendar caused by Covid-19 lockdowns.

“The 2021 Grade 7 Examination session recorded a national pass rate of 41,13 percent. This is an increase of 4,02 percent in candidates’ performance from last year’s pass rate of 37,11 percent.”

According to Zimsec girls passed with a 44,55 percent compared to boys 37,48 percent.

Prof Mwenje said the improvement in candidates’ performance can be attributed to factors including Government’s interventions that led to increased learning time by pupils through the use of alternative teaching and learning strategies.

Prof Mwenje said 325 573 (51,31 percent girls and 48, 68 percent boys) sat for the 2021 exam a 0,6 percent decrease from 327 559 in 2020 with their research attributing factors as economic hardships largely induced by the Covid-19 pandemic, learner dropout as a result of pregnancies and early marriages.

He said other factors included the introduction of continuous assessment learning activities, which was not initially positively received by some candidates.

Prof Mwenje said indigenous languages recorded higher pass rates compared to all other subjects as was the case in 2019 and 2020.

“A total of 379 candidates with special needs sat for a range of subjects from 5 to 6. Of these 248 wrote 6 subjects and 136 passed 6 subjects yielding an overall percentage pass rate of 54,88,” he said.

Prof Mwenje said there was general improvement performance by special needs candidates, with those with hard of hearing recording 23,13 percent pass, up from 11,43 percent in 2020.

“Enlarged print candidates recorded 54,84 as compared to 43,86 percent in 2020 and those physically impaired recorded 32,5 percent as compared to 13,53 percent in 2020.”

“The visually-impaired candidates (Braille), recorded a decrease in pass rate, from 50 percent in 2020 to 37,1 percent in 2021,” he said.

Pressure Mounts For ED To Reshuffle Cabinet

Pressure is mounting on President Emmerson Mnangagwa to reshuffle his cabinet within the fractious ruling Zanu-PF ahead of upcoming 2023 harmonised elections.

The anticipated reshuffle, according to well-placed sources, is being fuelled by continued internal strife within the ruling party after a restructuring exercise that left it more divided than ever during the recent provincial elections.

The remnants of the divisive internal election has already claimed the head of Mnangagwa’s trusted lieutenant and former State Security minister Owen “Mudha” Ncube over allegations of fuelling divisions in the ruling party.

The sources said there was increasing pressure on Mnangagwa to dump Cabinet ministers who lost the recently held provincial elections.

According to the sources within the ruling party, the Zanu-PF Midlands provincial leadership is lobbying for the dismissal of Local Government minister July Moyo for his alleged “unholy alliance” with Mudha.

The sources revealed that the provincial leadership still viewed Moyo as a powerful figure in the Midlands province due to his ministerial position with some pushing for his dismissal while others want him to be demoted.

“Midlands warring factions still see July Moyo as a powerful figure in the province due to his ministerial position. The factions are linking Moyo to the recently sacked Mudha. The push is either to have him sacked or demoted to an inferior ministry,” said the source.

Independent legislator Temba Mliswa who is one of Moyo’s rabid critics through his Twitter handle, has always accused the Local Government minister of dividing the ruling party.

Contacted, presidential spokesperson George Charamba said he was not aware of the imminent Cabinet reshuffle.

“What you are asking for can only be revealed by the President and unless you have been with him at his farm, you would be in a better position to know what he is thinking,” Charamba said.

President Mnangagwa is currently on his annual leave and is reportedly resting at his Precabe Farm in Sherwood, Kwekwe.

However, observers told the Independent that the imminent reshuffle could be a litmus test for Mnangagwa who has always been the godfather of the Midlands province especially in dealing with his long-time trusted lieutenant Moyo.

Some also opined that the Mudha case has proved that the Zanu-PF leader is now prepared to dump his erstwhile allies for political capital.Zanu-PF provincial chairman Larry Mavima refused to comment on the matter.

“Absolutely no comment on that matter as the province plays no role whatsoever in the appointment or dismissal of ministers by His Excellency. It is actually a very mischievous suggestion or point,” Mavima said.

Meanwhile, reports from the ruling party indicate that members of the Zanu-PF youth league leadership recently approached Mnangagwa registering their displeasure with Sports minister Kirsty Coventry.

The Independent is reliably informed that the youths are routing for the deputy minister Tinomuda Machakaire, who is a member of the league’s leadership to take over.”The youth league leadership is not happy with Kirsty and there has been serious lobbying to have her re-assigned.

“The league is rooting for Machakaire to be elevated while considering that he may be a capable trump card for Zanu-PF in terms of winning the youth vote in the upcoming elections. The youths are also pushing for someone who is active in politics to take over that ministry,” a Zanu-PF source said.

Another source within the youth league added that Coventry is no longer popular considering her technocratic stature and that the ministry under her stewardship is usually used as a vehicle to mobilise the youth vote for Zanu-PF.

“It’s a mobilisation ministry but she has failed to achieve that considering that she is not a politician. That appointment was also expected to at least achieve a balance, politically, so that the country is accepted on the international arena especially with ED’s re-engagement efforts.

“This has actually failed because there are no tangible results to these efforts. Have we been readmitted into the Commonwealth? No! We are still a pariah state on the international scene,” the source said.

Contacted for comment, Zanu-PF acting youth leader Tendai Chirau said he was not aware of any meeting to lobby for the removal of the Sports minister adding that the youth league supported the President’s appointments.

“I don’t know about the meeting but what I know is that our first secretary is accommodating.  Therefore, I wouldn’t know the contents of the meeting but we are happy with the way the first secretary is executing his revolutionary mandate and we are also happy with his appointments,” Chirau said.

London-based political commentator, Professor Stephen Chan said a Cabinet reshuffle in Zimbabwe was pointless or insignificant contributing nothing to the solution of the current problems.

“To a large extent, Cabinet reshuffles are like moving the deck chairs on the Titanic. There are very few on the government front bench, or among candidates for the front bench, with the technocratic vision and skills – not to mention probity and honesty – required to take Zimbabwe forward.

“But Mudha and his allies obviously had to go, given the blatant nature of their undemocratic electioneering,” he said.

Professor Chan added that Coventry’s appointment was meant to propagate Zimbabwean sports development at home and internationally. There is nothing at all in her portfolio that says she should act for any single political party.

“Right, she is the only Minister of Sport in Sadc who has actually been an international sports-person. The image of Zimbabwe would suffer if another unfit person was appointed to this portfolio,” he said.

There is continued contestation within the ruling party and Mnangagwa is under pressure to unify the ruling party through instituting an effective tribal balance on Cabinet appointments.

Other analysts believe that for Zanu-PF to excel in the upcoming elections, it has to grow as a revolutionary party through robust debate that adds value on accountability and transparency.

The Crisis in Zimbabwe Coalition (CiZC) has condemned alleged politically motivated violence by ZANU PF activists targeting opposition Citizens Coalition for Change (CCC) supporters in Kwekwe on Friday.

Reports suggest that ZANU PF supporters assaulted the driver of the CCC candidate for Kwekwe Central, Judith Tobaiwa, and removed campaign posters from Tobaiwa’s vehicle. CiZC said in a statement:

As the Crisis in Zimbabwe Coalition, we are concerned that this interparty violence, ahead of the March 26 by-elections, points to bloody elections in 2023.

We are disturbed that despite assurances of a new dispensation, ZANU PF has continued to use violence and coercion during elections.

CiZC has called for peace and tolerance among political parties to ensure free, fair and credible elections.

The civic organisation also urged ZANU PF to desist from terror and shock tactics during elections. It added:

We implore the Zimbabwe Electoral Commission (ZEC) to work with the Zimbabwe Republic Police (ZRP) to investigate this case of political violence without fear or favour and bring the perpetrators to book.

It is disturbing that ZANU PF militia continues to act with impunity and this has been fuelling violence against opposition supporters over the years.

The Zimbabwe Human Rights Commission ZHRC) must investigate all cases of politically motivated violence ahead of the March 26 by-elections and proffer recommendations that would lead to peace during election time.

Zim Economy Can Afford USD Salaries: ZCTU

Zimbabwe Congress of Trade Unions (ZCTU) president Florence Taruvinga has said the economy can afford US dollars salaries and workers should be paid salaries that match the poverty datum line (PDL) as the minimum wage as was agreed at the Tripartite Negotiating Forum (TNF) in 2018.

“In principle we agreed at the Tripartite Negotiating Forum (TNF) that the minimum wage should be based on the levels of the Poverty Datum Line. We also agreed that the principle of restoration of workers’ wages that prevailed in April 2018, should have been maintained.

Then the PDL was USD$500, she told the Zimbabwe Independent in an interview this week.

“However, when it came to implementation of the recommendation, which was to promulgate a Statutory Instrument with the minimum wage being half in US dollar PDL which existed in 2018, the government decided to implement it as ZW$2 549, 74 as captured in SI 81/2020. This was a departure from the recommendation.

“The ZCTU, Taruvinga said, was committed to ensuring that employers and the government respect the rights of workers.

“We are focused on ensuring that workers earn salaries which are above the Poverty Datum Line. It is of paramount importance that working should transform workers from being poor. We are concerned with the high levels of poor working people. The salaries have been too meagre over time to allow workers to have disposable incomes which can be transformative. The case of Zimbabwean workers has been that of living from hand to mouth and that should surely change,” she said.

“The Tripartite Negotiating Forum would have been the vital cog missing in our socio and economic landscape. Unfortunately the TNF Act provides that whatever issues or recommendations which are derived from the negotiations should be referred to Cabinet for discussion and ratification.

However, at times this is where the wheels sometimes come off. The Cabinet is not answerable to the TNF and therefore can afford to make any decisions that they deem fit regardless of the position of TNF.”

Taruvinga said plans to establish a national health insurance to be run by the National Social Security Authority (Nssa) were likely to fail given that other such institutions owned by the State are in a mess.

“We have been very clear and consistent in our views towards the National Health Scheme. We have always indicated that the scheme was a noble idea but they need to deal with the fundamentals first. Health care being provided by State institutions are in shambles and need to be urgently worked on to revamp the quality of the facility.”

She went on: “The National Health Scheme should not be administered by Nssa. The authority has got its hands full with managing the fund. It would be counterproductive to then overload Nssa with the responsibilities to manage NHS funds.

“We are also of the view that broader consultations have to be done with workers on the scheme. Our view being that already workers are indicating that they feel that they are overtaxed, yet there are issues on how the funds from the fiscus are being utilised.

“The Auditor General’s Office reports have spoken to widespread fiscal indiscipline. All those factors weigh heavily on our decision as labour to either support or not support the intended policy initiative.”

Zanu PF MP Instructs MaShurugwi To Disrupt Party Meeting

A Zanu PF inter-district meeting had to be abandoned at Tongogara Growth Point on Saturday after scores of machete-wielding Mashurugwi allegedly hired by an MP became rowdy and disrupted speakers.

The Mashurugwi who came in busses sang songs in praise of Shurugwi North MP Robson Nyathi who was the provincial vice chairperson and lost in the elections held last December to Charles Ndondo.

The gang only paid attention when Nyathi spoke but booed anyone else who took to the podium. This went on from around 1pm until the meeting was stopped at 4pm.

Nyathi refuted allegations that he was behind the gang when called for a comment by The Mirror. He said these were only people who were disgruntled because he was rigged out of office.

“These are people who are not happy that I was rigged. I didn’t send them,” said Nyathi.

Mafume Bounces Back

Harare mayor Jacob Mafume has again bounced back at Town House following the expiry of his 45-day suspension.

Local Government minister July Moyo suspended Mafume in December accusing him of gross misconduct and incompetence.

This was Mafume’s fourth suspension on similar charges.

Mafume’s lawyer Tonderai Bhatasara on Thursday wrote to acting town clerk Phakamile Moyo informing him that Mafume was resuming his duties after the expiry of the 45-day suspension.

“We write to advise that our client’s suspension by the honourable minister through a letter dated December 17, 2021 has lapsed following the expiring of the statutory 45 days,” Bhatasara wrote.

“Accordingly, by operation of law, our client has reverted to the status before his suspension as mayor of the City of Harare. Our client has written this letter to advise that communication and notices of meetings be brought to his attention as required by law. This is a courtesy letter. Our client will be attending to his duties with effect Friday February 4, 2021.”

Man Duped USD8K By 2 Women

A bid to help two women by a 32-year-old man from Bulawayo backfired after they defrauded him of nearly US$8 000 when they gave him only US$299 after he agreed that they exchange smaller denominations for bigger denominations.

The incident occurred on Tuesday in Thorngrove suburb and police have since launched a manhunt for the women.

One of them has been identified only as Mampo.

Bulawayo police spokesperson Inspector Abednico Ncube said the two women approached the man from Bellevue suburb offering him big denominations in exchange for smaller denominations.

“On the 1st of February 2022 at around 10AM, the accused persons came to the complainant’s premises asking for small denominations of hard cash.

Accused counted an amount of ‘80 X US $100 notes’ and gave it to the complainant who in return gave them an amount of US$8 000 in small amounts,” said Insp Ncube.

He said it was after the two had left that he realised that they had given him US$1 notes in between two US$100 notes.

“After the accused had left, the complainant then realised that he had been given 99 x US$1 notes covered by two US$100 notes. The complainant reported the matter to the police at around 1230 hours and no arrest was made.

The total value defrauded is US$7 701 and nothing was recovered. Investigations are in progress,” said Insp Ncube.

He encouraged members of the public to be cautious when undertaking business transactions.

“The police would like to encourage members of the public never to trust anyone and to make sure they verify any business transaction before involving themselves in any deal.

We also want to appeal to anyone with information which can lead to the arrest of the accused persons to report at any nearest police station,” said Insp Ncube. – Chronicle

Persecution Of Ngarivhume Continues

Cheso Ready To Unleash 12th Album

Musician Alick Macheso is set to release his 12th album on 10 June, which is his 54th birthday.

Speaking to H-Metro on Wednesday, Macheso said he wants to celebrate his birthday with his fans who have been waiting for four years for a new album. He said:

We have made the decision. The fans have been waiting for four years now.

The album will be out on June 10, which is my birthday.

It is always important to celebrate the gift of life and I want to celebrate with the album.

Macheso’s manager Tich Makahamadze said they have started working on the logistics to ensure a successful event. Said Makahamadze:

The album is coming out on June 10 on his birthday. Like what mudhara (the boss) has said, we have made a decision.

Obviously, the wish is to have a big event where he would be able to meet fans since it coincides with his birthday.

But, we are not going to change even if new COVID-19 measures are to come up restricting gatherings. That then means we will have to launch it virtually.

Defending The Vote: Deborah Harry

By Deborah Harry | The challenge has always been to make every vote count in Zimbabwe – vote rigging needs addressing

First of all, congratulations to the REAL opposition in Zimbabwe and the rebrand to Citizens Coalition for Change which was desperately needed. As for the fake opposition led by that man and his small group of followers that wouldn’t fill a community hall, it’s time that we stop giving them the publicity they want by ignoring them everywhere especially on social media. We need to move on to more important things.

The main issues at hand are the preparations for the 2023. A lot of effort has been rightly put towards encouraging people to register to vote. There is also the other side of the coin that needs to be addressed which is about making sure that each vote will be counted. As an opposition we should be able to multitask between encouraging people to register to vote and putting in place a plan to make each vote count.

Both these things have to be done because one is pointless without the other one. Encouraging people to register to vote when the vote is rigged is as a path we need to avoid taking. We saw what happened in the previous elections. Voter turnout has never been a problem in Zimbabwe, most people want Zanu to go and no one with a clear heard would want ED to run their stall at a flea market let alone run a country. It’s the rigging that keeps Zanu in power and that needs to be addressed for any vote to count.

People will recognise that making each vote count is a much more challenging goal compared to a campaign to make people register to vote. Making each vote count requires that every poll station where votes are casted and counted is being monitored for voter fraud. Not only that, but in the event that voter fraud is identified, it needs to be captured on camera and publicised for the entire world to see. The tallying of all national votes by the ZEC also needs to be monitored closely and any shenanigans need to be captured on camera and publicised to the world. All these things need talent, manpower, dedication, organisation and definitely, funding.

This is the level of hard work that is needed to make every vote count. Without any safeguards against vote rigging, it’s impossible for the CCC to get anything from the 2023 election.

Mnangagwa Gives In To Dollarisation

By- The Government through the Primary and Secondary Education Ministery has admitted that parents could now pay school fees in United States Dollars.

Minister in charge of education,Evelyn Ndlovu, said while parents and guardians with foreign currency who can afford to pay fees in United States dollars are allowed to do so, no school is permitted to reject schools fees payments in Zimbabwe dollars.

This comes as schools in Manicaland Province have been pestering the Ministry of Primary and Secondary Education seeking approval to charge for levies in foreign currency.

Some schools are reportedly asking parents to pay school fees in local currency but pegged to the US Dollar using the parallel market rate.

But speaking in an interview with The Manica Post at Mavhudzi High School on Thursday during a tour of Makoni schools to check their preparedness to reopen in light of the COOVID-19 pandemic, Ndlovu said pushing parents to source forex from the black market is unacceptable. She said: 

We will not accept a situation where schools will force parents to pay fees in foreign currency. It is unacceptable because we have a local currency.

In other words, they will be fighting and sabotaging the local currency. Every country has its own currency.

How are we going to protect our currency if we are continuously charging school fees in foreign currency?

Most parents have no source of foreign currency so you are pushing them to go to the black market. We do not accept that. Those who do not have forex also need to send their children to school.

Those with foreign currency who can afford to pay fees in USD are allowed to do so as we have a multi-currency system but then no school should prohibit parents from paying in local currency.

The 2022 first term is set to commence next Monday, with the Ministry of Primary and Secondary Education saying all systems go.

However, teachers’ unions such as the Zimbabwe Teachers’ Association (ZIMTA) and the Progressive Teachers Union Zimbabwe (PTUZ) both recently said teachers are financially incapacitated and cannot resume their normal duties.

The unions want the Government to pay teachers salaries in US dollars, with the lowest-paid teacher taking home at least US$600.

Zanu PF Thugs Seize CCC Car

By- Zanu PF activists in Kwekwe have reportedly seized a branded Citizens Coalition for Change (CCC) vehicle belonging to the party’s candidate for Kwekwe Central in the 26 March by-elections, Judith Tobaiwa.


In a statement, CCC said Tobaiwa’s car was forcibly taken to the ZANU PF district office where ruling party activists removed posters that were stuck on the vehicle.


CCC activists who were in the vehicle were reportedly ordered to sit on the floor while the car was being debranded. CCC said in a statement:


Kwekwe Central CCC candidate Judith Tobaiwa’s car has been forcibly and unlawfully taken to the ZANU PF district office.
ZANU PF thugs are debranding it, removing posters and forcing those who were in the car to sit on the floor. This election violence must stop!

This comes after police in Bulawayo recently summoned and questioned several CCC provincial leaders regarding the party’s official by-election campaign launch in the city which was set for this Thursday.
The party’s organising secretary and chairperson for Bulawayo province Hellen Mpofu and James Sithole, respectively, were on Wednesday summoned by the police and grilled over the launch.

Police Disrupt Chamisa Bulawayo Voter Reg Programme

By-Police in Bulawayo Thursday reportedly disrupted a voter registration campaign exercise conducted by Nelson Chamisa’s Citizens Coalition for Change (CCC) party supporters.

Bulawayo provincial spokesperson Swithern Chirowodza said police claimed that the exercise, which was being carried out at the party offices, was not sanctioned.

“It is shameful behaviour which we are experiencing under the police. We started the meeting at 9am and the police dispersed us. Some of our members were made to answer questions as to why we were meeting and they dispersed us,” Chirowodza said.
Bulawayo police spokesperson Inspector Abednico Ncube said he was unaware of the incident.
“I have not received such a report,’’ Ncube said.

Cop Arrested For Beating Up And Kidnapping A “Drunkard”

By- A police constable has been arrested and charged for beating up and detaining a “drunkard”.

Charles Makumbo (32) of Nyazura Police Station pleaded not guilty when he appeared before Rusape magistrate, Mr Obedience Matare early this week.
Mr Matare was expected to sentence him yesterday (Thursday).
Mr Leonard Chigadza of Chigadza and Associates represented Makumbo, while Mr Justice Masanganise prosecuted.
It is alleged that Makumbo assaulted Tafadzwa Dzemunye as he was not happy with his presence at the bottle store.
“On October 21 and at Muranda Bottle Store in Nyazura, Makumbo instructed Dzemunye to leave the bottle store. A misunderstanding arose between the two and Makumbo pushed the complainant to the ground. Dzemunye became unconscious.
“When he regained consciousness he could not locate his cellphone and went on to confront Makumbo over the issue. This did not go down well with Makumbo who further pushed the complainant to the window. Dzimunye hit and shattered the window. Makumbo attacked Dzemunye with fists and open hands several times on the face and head butted him once on the forehead,” said Mr Masanganise.
It is alleged that Makumbo strangled Dzemunye’s neck and trampled on his chest several times.
He allegedly took Dzemunye to Nyazura Police Station where he further assaulted him before detaining him in holding cells.
“To cover up for his offence, Makumbo booked Dzemunye under a pseudonym, Tawanda Chiwenga. He pressed charges of malicious damage to property and disorderly conduct against him. Dzimunye was later released,” said Mr Masanganise. Manica Post

Local Council Runs Bothels To Supplement Revenue

By- Zvishavane town Council is allegedly running brothels.

According to Masvingo Mirror, this came out Wednesday during a tour by Minister of State for Midlands Larry Mavima in the ghost town.

Quizzed by Mavima, council officials said that the brothel raised funds as 80% of residents were not paying rates.

He described Zvishavane council as shameful as the worst run local authority in the Midlands Province. Three Zvishavane top managers including town secretary Tinoda Mukutu are currently on suspension on corruption charges.
As he toured the town house, he came to the council guest house and was shown one end which was being used by residents who lost their houses during heavy storms in 2020.
He exploded when he went to the other side and noticed that council accommodated sex workers who pay US$30 a day to the local authority’s security department. The sex workers brought in men for service throughout the day and night.
Mavima ordered that the sex workers be removed with immediate effect.
In Mandava he was shocked to see that there are 500 people who are sharing public toilets and bathrooms.
“This visit is depressing, Zvishavane has the worst management for any local authority. It is not only embarrassing but shameful and unacceptable that a local authority can resort to brothels as a way of fundraising. That brothel should be closed immediately “, he said. Masvingo Mirror

Boyfriend Leaks Married Gweru Woman Nudes

By- A married Gweru woman feels betrayed and abused by her lover and her sister-in-law for posting her nude photographs on social media.In Zimbabwe, it is illegal to produce, possess or distribute pornographic material.


Jassina Manyumbu, 36, who is married to Gondobwe Gondobwe, 44, confirmed her adulterous affair with someone only identified as Freedom, who is believed to be a cross border truck driver.


Manyumbu told H-Metro she had a misunderstanding with Freedom, when she visited him in South Africa over a miscarriage she suffered.


Freedom accused her of aborting the pregnancy and he posted their nude photographs to her in-laws. She feels abused and betrayed by Freedom and her sister-in-law, Tamary Gondobwe, for forwarding the nude photographs to her family members.
“We had an issue with my husband since he was cheating on me and that led me to retaliate by dating Freedom,” said Manyumbu.
“Freedom was responsible for the pregnancy and I later suffered a miscarriage.
“He became furious with me and accused me of aborting the pregnancy and that forced him to post our nude photographs to my in-laws.
“Tete Tamary vakazotumirawo maphotos iwayo kumurume wangu nekuhanzvadzi yangu saka handizive kuti mutemo unobvumidzawo here kutumira maphotos akadaro pasocial media?
“I feel betrayed and abused by both Freedom and Aunt Tamary,” said Manyumbu.
She told H-Metro she decided to visit her parents in Chivi, Masvingo after returning from South Africa, after the nude photographs reached her husband.
“I have found peace with my husband but Aunt Tamary continues posting my nude photographs to wreck my marriage.
“Our faith calls us to confess our sins to each other and I did that with my husband over the phone and he accepted my apology.
“I will be returning to my house this week in Gweru since my husband accepted me back following that issue,” she said.
Tamary told H-Metro Manyumbu lied to her husband that she received an invite from one of her relatives based in South Africa, when she was visiting Freedom.
“She has been cheating for some time and her husband was yet to find evidence but this time zvakamutsana nechikomba chake chikatumira mifananidzo yavo tisina kuzvitsvaga.
“She must blame her lover for posting the nude photographs to us and blame herself for committing adultery.
“She left the country in November last year, claiming she had been called by her married daughter, unaware that she was intending to engage in sinful acts,” said Tamary.
Gondobwe threatened to lodge a police report against Tamary and Freedom over posting his wife’s nude photographs on social media.
“What happened is that my wife went to SA and committed adultery with a certain man,” said Gondobwe.
“That man sent the pictures of him, with my wife, to my sister.
“My sister sent them to me and l told her that l will solve the issue peacefully.
“I wanted to cancel marriage then go to surrender her to her parents but my sister is busy circulating these pictures.
“I don’t want to sue her but l want you to give her a strong warning over posting these nude photographs,” said Gondobwe.

Marry Chiwenga Loses Divorce Case

By-The High Court has ruled that Marry Chiwenga is no longer married to Vice President Constantino Chiwenga.

According to the judgement seen by state media, the marriage between President unregistered customary union between Chiwenga and Mary Mubaiwa ceased to exist more than two years ago when she was given a US$100 divorce token.

However, ancillary matters, which include the financial affairs of maintenance and property division and the custody of children have to still be settled in civil suits which can only be heard when Mubaiwa is able to pursue these.
The marriage between the two was the unregistered customary law union, which was terminated on November 24, 2019 after Mubaiwa was given “gupuro”, a divorce token in the Shona culture, and that was adequate to end the union under customary law and custom.

The ruling yesterday that the marriage ceased to exist at that moment came after Vice President Chiwenga, through his lawyer Advocate Lewis Uriri instructed by Mr Wilson Manase of Manase and Manase, filed an urgent chamber application for an order terminating the customary union between him and Mubaiwa.
Justice Owen Tagu granted the order, but said he confined himself only to the declaration sought in the chamber application, ruling that other ancillary issues ventilated in the main civil case would be decided at the main hearing which is to be heard when Mubaiwa is able to pursue these civil matters.
During the hearing, the judge was confronted with competing arguments, one being for the grant of a declaratory order that the customary union ended on November 24, 2019 and another opposing the relief sought.
Vice President Chiwenga, through his lawyers, argued he gave Mubaiwa a divorce token, thereby terminating the union between them in terms of the African law and custom.

On the other hand, Mubaiwa said the gupuro was given to her in United States currency which she refused to accept as that currency could no longer be lawfully transacted in Zimbabwe.
However, Mubaiwa could not say that the customary union had not ended. On the contrary, she accepted that it had terminated, but blamed her ex-husband for its demise.
After a careful analysis of the submission by both parties’ counsel, Justice Tagu said it was no longer a live issue whether the customary union had ended and Mubaiwa in her own pleadings attested to this. Both parties agree that the union had ended or came to a demise.
Justice Tagu said that Mubaiwa’s concern was one of prejudice that she perceived would accrue to her if the termination of the union was dealt with separately from the ancillary issues.
“She failed to disprove that the union had ended,” said the judge when he declared that “the customary union between the parties had ceased to subsist”.
The ancillary issues relating to custody, maintenance and the property rights of the parties had been stood down for determination at the civil hearings, which would be set down by Mubaiwa as and when she is able to pursue the matter.

On the maintenance issue for either Mubaiwa or children, the court ruled that the considerations were well established in the country’s laws while the issue of custody cannot present the court with an insurmountable difficulty, as the best interests of the children were of paramount consideration.
In the end, the judge found no cogent reasons were given for opposing the order sought.
In fact, the judge, noted that Vice President Chiwenga would suffer prejudice if the determination of the status of the customary union was held back simply to suit Mubaiwa’s convenience.
Justice Tagu also noted that the civil hearings have not started at Mubaiwa’s instance and it was not clear when they occur, ruling the delay would prejudice Vice President Chiwenga.
To this end, the judge saw nothing that could prevent him from granting the order sought.
Mubaiwa, who was being represented by Ms Beatrice Mtetwa, had opposed the application insisting that her customary marriage was terminated and denied she was given the divorce token.
Mr Manase welcomed the court’s ruling saying no marriage existed between the parties as from November 2019 and that this allowed Ms Mubaiwa to pursue the ancillary matters in her own time without using her health as an excuse.

Ngarivhume Fumes Over Postponement Of Trial

By Own Correspondent |Jacob Ngarivhume is not happy with the further postponement of his trial.

Ngarivhume is the facilitator of the July 31 Movement.

According to a statement released by Ngarivhume’s media team, trial was postponed to February 14.

The application will be lodged by end of day 3rd of Feb. Matter postponed to 14 Feb at 1415 hrs for ruling on this application.

Chickens Coming Home To Roost For Self Exiled Businessman Ken Sharpe, Aide

By A Correspondent| Harare magistrate Barbra Mateko will on 22 February preside over the trial of Pokugara Properties and its Managing Director Michael John Van Blerk who are facing charges of malicious damage to property.

This follows countless false starts to the trial as both Pokugara and Van Blerk made endless excuses to stall trial. At one point, Van Blerk claimed to have fallen off a horse while at another instance he produced a report that he was suffering from catatonic seizure but was declared fit to stand trial by government doctors at the request of the state.

On Thursday, Van Blerk and Pokugara’s lawyer Advocate Tawanda Zhuwarara missed court while attending to another matter at the High Court, forcing Magistrate Mateko to postpone the matter to 22 February for commencement of trial.

The trial is expected to expose Sharpe’s fraudulent pullout of a joint venture agreement with Harare businessman George Katsimberis who has been seeking justice for the prejudice he suffered at the hands of the exiled businessman.

The State led by Zivanai Macharaga from the Special Anti-Corruption Unit alleges that sometime between July 2018 and October 2018, at lot 9 of 21 on consolidated number 19559 of 19828 on Harare Township corner Teviotdale and Whitwell in Borrowdale, Mandla Marlone Ndebele, Isaiah Zvenyika Chawatama, Samuel Nyabezi and Lasten Taonezvi destroyed a show house constructed by Harare business George Katsimberis without a court order.

The accused allegedly acted in common purpose and demolished Katsimberis’ Show house which had an approved plan without advising the complainant. They allege that Katsimberis constructed the show house without approved architectural plans despite evidence that the plans were approved at City of Harare’s Cleveland house with all the necessary payments effected.

The show house in question was constructed by Katsimberis under a botched joint venture with Pokugara proprietor, Kenneth Sharpe, who is said to have controversially pulled out from the deal.

Pokugara Properties and  its managing director Michael John Van Blerk are also facing perjury charges after deposing an affidavit under case HC8943/18 in which they are alleged to have lied that the show house was built without approved building plans from the City of Harare.

Khupe’s Recall Procedure Questioned

A legal expert yesterday questioned the recall of embattled MDC-T leader Thokozani Khupe through a letter delivered by a postal courier service provider, saying the method used was unprecedented and seemed to favour one political party faction over another.

Parliamentary recalls are often announced by the Speaker of the National Assembly Jacob Mudenda or by the Senate president Mabel Chinomona when Parliament is in session.

Khupe (Proportional Representation Senator) told journalists that she received the letter of her recall from Parliament alongside her long-time ally Nomvula Mguni (PR) on January 26.

She said she had written to the United Nations protesting her alleged victimisation by the Executive and Legislature.

Khupe was suspended by MDC-T leader Douglas Mwonzora last month before she, in turn, announced that the latter had fired himself from the party after claiming leadership of the MDC Alliance.

Section 129(1)(k) of the Constitution, which talks about recalls of MPs, stipulates that: “The seat of a Member of Parliament becomes vacant if the member (MP) has ceased to belong to a political party of which he or she was a member when elected to Parliament and the political party concerned, by written notice to the Speaker or the Senate president, as the case may be, had declared that member has ceased to belong to it.”

Clerk of Parliament Kennedy Chokuda yesterday declined to comment on Khupe’s issue.

“I was not at her Press conference and I have no comment,” Chokuda curtly said.

Legal expert Jeremiah Bamu said Parliament seemed to be giving one faction power over the other.

“These are clearly two factions of the same party that are fighting over the recall provisions of the Constitution.  Parliament should not interest itself in what happens in political parties. It is not there to give one faction of a party leverage over the other. But regrettably, this is what Parliament seems to be doing,” he said.

“Parliament seems to be furthering the interests of one faction of a political party over the other as opposed to accepting notices from the political party itself. What Parliament ought to say is that unless there is adjudication by the courts as to which one is the legitimate political party, their hands will be tied and therefore cannot accept notice of recall from either of the factions.

“When Parliament resumes sitting, Khupe should attend, but she must first seek to have the communication that she received from the Speaker of the National Assembly (Mudenda) set aside by the  courts on the basis that the Speaker received  notification from a faction of a political party.”

Bamu said the MDC-T had split into two, so one faction could not recall the other faction.

Khupe said her recall was unprocedural.

“My understanding of parliamentary operations is that the Speaker derives his powers from the mace when he is sitting on his chair in the National Assembly and in the presence of sitting MPs because the mace is the symbol of authority of the House, and the Speaker. Without the mace, the House cannot sit and pass laws,” Khupe said.

Gvt Announces New Measures As Analysts Predict Zim Dollar’s Second Death

By A Correspondent- The Government has announced new measures to promote the domestic use of the Zimbabwe dollar as economic analysts predict the “second death” of the local currency in the near future.

In a public advisory note issued on Friday, 04 February 2022, Finance and Economic Development Minister Mthuli Ncube said that all duties and taxes on the importation of designated motor vehicles are now payable in Zimbabwe dollars again up to a limit of 50% of duties and taxes payable.

PUBLIC ADVISORY NOTE ON MEASURES BEING INSTITUTED BY GOVERNMENT TO ENHANCE THE DOMESTIC USE OF THE ZIMBABWE DOLLAR

BACKGROUND

1. Government, through various agencies is presently seized with instituting various measures to enhance the formal use of the domestic currency.

2. These measures are also aimed at stemming illegal trade in foreign currency and its associated twin; that of parallel market benchmarking or indexation of prices of goods and services at parallel market exchange rates.

3. The continuation of these practices, which have been identified as significant contributors to price instability in the economy and are imposing downside risks to macro-economic stability, and the erosion of domestic and international competitiveness.

4. Over the past 40 months, the government has instituted numerous initiatives to bring macro-economic stability. These include fiscal consolidation which has resulted in balanced budget performance and the elimination of destabilising fiscal deficits despite major economic shocks such as the 2019-20 droughts, cyclone Idai and the ongoing threat of the COVID-19 pandemic.

5. Furthermore, the restoration of domestic and export competitiveness through the reintroduction of the Zimbabwe dollar, has seen rapid gains being made in stabilising the current account, which has also been boosted by increased international remittances, enhanced export performance and notable import substitution effects.

6. Consistent implementation of the monetary targeting framework by the Reserve Bank of Zimbabwe as well as close policy coordination between fiscal and monetary authorities have been key policy milestones towards achieving price stability.

7. These developments have also seen the rapid growth of privately-held foreign currency reserves from levels of around US$300 million in 2018, to over US$2 billion currently held in Zimbabwean banks. Official reserves have also increased from less than US$100 million to over US$1.2 billion currently, which includes, the US$960 million equivalent in SDRS recently availed by the IMF to Zimbabwe.

8. In the intervening period, the government has also improved access to foreign currency by all bona fide businesses and individuals through the auction system.

9. Whilst the foreign currency auction system has provided a platform for the continuous and sustainable use of local currency by individuals and corporations it is now imperative to expand the areas in which the Zimbabwe Dollar should be used in the economy and further provide incentives for its use.

10. In this regard, the public is advised that the following measures now apply with immediate effect:

a. All mining royalties are now payable in Zimbabwe Dollars up to a limit of 50% of royalties due.

b. All duties and taxes on the importation of designated motor vehicles are now payable in Zimbabwe dollars again up to a limit of 50% of duties and taxes payable.

C. All domestic taxes due from exporters on their export receipts are now payable in both foreign and local currency in direct proportion to the approved export retention levels. As an example, an exporter who receives foreign currency of say USD1 000.00 at a 40% surrender ratio (60% retention) will pay taxes on the 40% in Zimbabwe dollars and the 60% in foreign currency.

These measures reflect Government’s commitment to promote the wider use of the Zimbabwe Dollar and to continuously strengthen the economy so as to build long-lasting macro-economic stability.

This advisory note was issued in the public interest.

Voter Apathy Mars Voter Registration Blitz

B y A Correspondent- The ongoing biometric voter registration (BVR) blitz has been marred by apathy with several potential registrants claiming that they are being turned away due to lack of documentation.

The Zimbabwe Electoral Commission (Zec) has set up 2 700 registration centres under the current blitz running from last week until February 28, and April 10 to 30.

Zec chief elections officer Utoile Silaigwana told NewsDay that the low turnout was disturbing.

“In terms of the turn out, it was not that fruitful, but moving forward, we hope people will start turning up to register to vote. It’s just that I do not have the figures with me right now, but all I know is there was very low turnout on the first day,” he said.

“We are trying to encourage people to go and register to vote because decentralised centres have been put in place for them to register to vote.”

A survey by NewsDay revealed that several voter registration centres in the country were deserted, while potential voters, mostly the youth, claimed that they were being turned away over lack of documents such as a national identity card or valid passport and proof of residence.

The voter registration blitz was initially scheduled for December last year, but was postponed following concerns that the majority of potential voters did not have identity documents.

Election Resource Centre legal and advocacy officer Takunda Tsunga said: “There was insufficient information provided on the location of the mobile BVR kits and the blitz itself.

“There has been increasing apathy brought about by disputed 2018 elections and the resultant lack of implementation of electoral reforms necessary to build public confidence in electoral processes which will increase participation.

“The failure to implement reforms is impacting participation levels.”

Zimbabwe Election Support Network programmes director Ellen Dingani said they were planning to deploy observers to check for consistency in the application of voter registration procedures, the opening and closing times, turnout of potential registrants, voter education and any challenges that citizens were facing.

Regions such as Matabeleland reportedly have the least number of registered voters and might lose some constituencies in the forthcoming delimitation exercise.

Lawyer Questions Dr Khupe’s Recall

By A Correspondent- A legal expert yesterday questioned the recall of embattled MDC-T leader Thokozani Khupe through a letter delivered by a postal courier service provider, saying the method used was unprecedented and seemed to favour one political party faction over another.

Parliamentary recalls are often announced by the Speaker of the National Assembly Jacob Mudenda or by the Senate president Mabel Chinomona when Parliament is in session.

Khupe (Proportional Representation Senator) told journalists that she received the letter of her recall from Parliament alongside her long-time ally Nomvula Mguni (PR) on January 26.

She said she had written to the United Nations protesting her alleged victimisation by the Executive and Legislature.

Khupe was suspended by MDC-T leader Douglas Mwonzora last month before she, in turn, announced that the latter had fired himself from the party after claiming leadership of the MDC Alliance.

Section 129(1)(k) of the Constitution, which talks about recalls of MPs, stipulates that: “The seat of a Member of Parliament becomes vacant if the member (MP) has ceased to belong to a political party of which he or she was a member when elected to Parliament and the political party concerned, by written notice to the Speaker or the Senate president, as the case may be, had declared that member has ceased to belong to it.”

Clerk of Parliament Kennedy Chokuda yesterday declined to comment on Khupe’s issue.

“I was not at her Press conference and I have no comment,” Chokuda curtly said.

Legal expert Jeremiah Bamu said Parliament seemed to be giving one faction power over the other.

“These are clearly two factions of the same party that are fighting over the recall provisions of the Constitution.  Parliament should not interest itself in what happens in political parties. It is not there to give one faction of a party leverage over the other. But regrettably, this is what Parliament seems to be doing,” he said.

“Parliament seems to be furthering the interests of one faction of a political party over the other as opposed to accepting notices from the political party itself. What Parliament ought to say is that unless there is adjudication by the courts as to which one is the legitimate political party, their hands will be tied and therefore cannot accept notice of recall from either of the factions.

“When Parliament resumes sitting, Khupe should attend, but she must first seek to have the communication that she received from the Speaker of the National Assembly (Mudenda) set aside by the  courts on the basis that the Speaker received  notification from a faction of a political party.”

Bamu said the MDC-T had split into two, so one faction could not recall the other faction.

Khupe said her recall was unprocedural.

“My understanding of parliamentary operations is that the Speaker derives his powers from the mace when he is sitting on his chair in the National Assembly and in the presence of sitting MPs because the mace is the symbol of authority of the House, and the Speaker. Without the mace, the House cannot sit and pass laws,” Khupe said.

Zanu PF Aspiring MP Kneels Begging For Votes

By A Correspondent- Zanu-PF candidate for the Chitungwiza St Mary’s Parliamentary seat, Nobert Jinkika had to kneel before voters last weekend as he begged for their support during the forthcoming March 26 by-elections.

Jinjika’s is up against main rival Unganai Tarusenga of Citizens Coalition for Change (CCC) candidate and other candidates from different political parties in a race to reclaim the seat which has been in the hands of opposition 2018.

“The reason why we are here is to liberate St Mary’s; we cannot continue to survive under the slavery of the opposition when we live in a liberated Zimbabwe.

“I am kneeling down as I beg for your support to vote for the ruling Zanu-PF party on March 26,” he begged the supporters.

Tarusenga was among more than 40 MDC Alliance MPs that were recalled in 2019 by the Mwonzora led MDC-T.

Jinjika claimed that his proximity to President Emmerson Mnangagwa will ensure that all problems affecting the people of Chitungwiza are addressed.

“We have no representatives that can directly address the needs of the people; the opposition does not have a direct link to the President,” he said.

Mutoko Girl Who Framed Rape Charges Against Own Stepfather Humiliated

By A Correspondent- An 18 year old Mutoko girl who tried to fix her step father by framing a rape charge was embarrassed  at Mutoko magistrates courts yesterday  after she was convicted of supplying  false information.

Ruvarashe Mashingaidze pleaded guilty to the charge and was lucky to be warned and cautioned  by magistrate Rumbidzai Mhandu.

Prosecutor Richard Mbambe told the court that on 8 September last year Mashingaidze went to a police station in Mutoko and filed a false rape case against  her stepfather Achorford Karimupfumbi.

On February 1 this year Mashingaidze  was summoned at Murewa regional court upon being interviewed by prosecutors she revealed that she wanted to fix Karimupfumbi.

Mashingaidze  was arrested for supplying  false information to the public authority.-newsday

Court Rules That Marry Mubaiwa’s Marriage To Chiwenga Was Terminated in 2019

Vice President Constantino Chiwenga is divorced from former model Mary Mubaiwa, the High Court has declared.

Justice Owen Tagu made the ruling on Thursday after Chiwenga, on November 24 last year, applied for an order declaring the customary union to have terminated.

Lawyers for the former couple made arguments before the judge last week and judgement was reserved.

Justice Tagu has found in favour of Chiwenga, ruling that the union was terminated when Chiwenga sent his emissary, Zimbabwe’s ambassador to Tanzania, Rtd Major General Anselem Sanyatwe, with US$100 as a token of divorce on November 24, 2019.

Mubaiwa, through her lawyer Beatrice Mtetwa, told the court that she had rejected the token, known in Shona culture as ‘gupuro’, because the United States dollar was not the country’s legal tender.

Justice Tagu said despite Mubaiwa’s arguments, she also accepted that their marriage had met its “demise.” The reason for the collapse of the marriage, which Mubaiwa blamed on Chiwenga, is “irrelevant”, the judge said.

“The application is allowed with costs,” Tagu ruled. “It is declared that by the time proceedings in HC 9837/19 were instituted, the customary union between the parties had ceased to subsist.

“The ancillary issues relating to custody, maintenance and property rights of the parties are stood down for determination at trial, which shall be set down by the defendant as and when she is able to prosecute the matter.”

Chiwenga, through his lawyer Advocate Lewis Uriri, told the High Court that it was taking too long for the divorce hearing to go to trial because of Mubaiwa’s poor health. He asked the court to leave other matters like division of assets and child custody for when Mubaiwa’s health has improved, and to make a determination on the narrow point of whether their marriage was terminated.

Mubaiwa opposed the application, arguing that determining the matter separately this would adversely affect her rights and those of their three children.

The judge said that the trial had not started because of Mubaiwa’s poor health “is public knowledge” and it is “not clear when the trial will take place” and any delays “would inevitably result in prejudice to Chiwenga.”

Justice Tagu added: “Since it is not necessary to prove which spouse was at fault in causing the break-up of the union, there is no link between distribution of the assets and dissolution of the union. Mubaiwa has not provided a reason for arguing that the issues should not be separated.

“The issue of (child) custody does not present any court with insurmountable difficulty as the best interests of the children are the paramount consideration. No cogent basis has been given for opposing the relief sought. In fact Chiwenga would suffer prejudice if the determination of the status of the customary union was held back simply to suit Mubaiwa’s convenience.”

Chiwenga entered a customary union with Mubaiwa in 2012 after he divorced his wife, Jocelyn, and she left her footballer husband Shingi Kawondera.

Meanwhile, a Harare magistrate is expected to deliver judgement on Friday in Mubaiwa’s trial in which she was accused of fraudulently trying to upgrade the customary union to a civil marriage without Chiwenga’s knowledge.

Chiwenga testified as a witness after controversially asking the court to clear the public gallery.

Teachers Threaten Online Demo

By A Correspondent- Teachers unions yesterday threatened to conduct an online demonstration when schools open on February 7 citing incapacitation. Schools are set to open next Monday for the first term.

In a statement, the Federation of Zimbabwe Educators Union said: “This protest will take place online and for teachers, it will be physical in the aspect of not attending their workstations due to Incapacitation.”

The union said the demonstration would be taken to the doors of their “oppressors masquerading as their employers”, who have all along been ignoring their worsening situation and working conditions.

“This protest is not an action against education, but a direct pledge and point of action to bring back sanity. We encourage people to go online showing messages of dissatisfaction and demands of change by tagging the responsible authorities so that the message reaches their ears.”

Progressive Teachers Union of Zimbabwe president Takavafira Zhou said: “It is dangerous to underestimate the power of hungry and angry teachers. Government insensitivity to the plight of starving teachers and loss of touch with reality in schools is shocking and buffling.”

On Tuesday, Primary and Secondary Education ministry spokesperson Taungana Ndoro said government was unfazed by the teachers’ threats, adding that it was now the norm whenever physical classes resume.

Teachers are demanding a minimum salary equivalent to US$540 which they were getting in 2018.-newsday

Potential Voters Report Being Turned Away At Registration Centres

THE ongoing biometric voter registration (BVR) blitz has been marred by apathy with several potential registrants claiming that they are being turned away due to lack of documentation.

The Zimbabwe Electoral Commission (Zec) has set up 2 700 registration centres under the current blitz running from last week until February 28, and April 10 to 30.

Zec chief elections officer Utoile Silaigwana told NewsDay that the low turnout was disturbing.

Budiriro Man Hauled To Court Over Fraud

By A Correspondent- A-Budiriro man has been arraigned before the courts facing fraud allegations of up to US$20 000 over a botched residential stand deal.

The accused, Godwin Matombo today appeared before Harare magistrate Yeukai Dzuda.  The State opposed bail due to overwhelming evidence presented by investigating police officers on the case.

It is alleged that sometime in January 2020, Matombo and his accomplice, Abigail Mutimutema who is still at large and was employed at Tussle Hill Property placed an advert on her Facebook account advertising residential stands which were for sale in Greendale, Harare.

The complainant in the matter saw the advert and developed interest to purchase the stands, and contacted Mutimutema who confirmed that they were available and cost US$45 000 each.

On the same date, the complainant went to survey the stands in the company of the accused, and chose stand number 804 Greendale, Harare which measured 2600 square metres.

The complainant was informed that the stand belonged to the accused, Matombo.

The complainant negotiated with Mutimutema for a price reduction for the stand, and they agreed on US$32 000 as the final price.

On January 24, 2020,  the complainant made a deposit of US$20 000 for the stand to the accused persons at Mutimutema’s office where she was told that she would be furnished with an offer letter within a week while the balance of US$12 000-00 would be paid within six  months after receipt of the offer letter.

The offer letter was never delivered, and the complainant then requested for a refund from the pair, who failed to do so.

The matter was reported to the police and the total value prejudiced was US$20 000, and nothing was recovered.-newsday

Ziyambi Ziyambi Under Spotlight Over Bill

By A Correspondent- Justice minister Ziyambi Ziyambi has refused to gazette a Bill meant to strip the Law Society of Zimbabwe (LSZ) of regulatory powers as sought by a Harare lawyer.

Joshua Chirambwe had approached the High Court seeking an order curtailing the operations of the LSZ. Chirambwe is challenging what he called the LSZ’s dual role of being a regulator and demanding membership fees from its members.

He sought a declaratory relief setting aside sections 58, 64 and 65(1) to (5) of the Legal Practitioners Act as invalid and in violation of the Constitution.

In his application, Chirambwe wanted Ziyambi to repeal the Legal Practitioners Act (Chapter 27:07) and enact in its place a law providing for a regulator of legal practice separate from the lawyers’ association.

In his opposing affidavit, Ziyambi said he had no constitutional obligation to introduce the Bill.

“I have no constitutional obligation to introduce a Bill as is sought by the applicant and consequently this honourable court cannot, therefore, grant the order sought in circumstances where no duty exists or is imposed on me,” Ziyambi said.

“As a member of the Cabinet of Zimbabwe, it is the responsibility of such a Cabinet to initiate and prepare, if it so wishes, a Bill of the nature sought by the applicant. In the event that the Cabinet does not initiate and prepare such a Bill, it is the Cabinet which will resolve that I present the same in Parliament as part of the normal duties of my portfolio in Cabinet, and in terms of the assignment of the administration of the Act in question upon me by the President.”

But Ziyambi said Chirambwe’s argument that there was conflict of interest in LSZ carrying out both regulatory functions and member representation has some merit.

He said: “I find that applicant’s cause of action is essentially that there is a conflict of interest in second respondent carrying out both regulatory function and the functions of member representation which are akin to those of a trade union. I take the view that there is some merit in such a cause of action and in the averments applicant sets out in this regard in his paragraphs.”

Chirambwe cited Ziyambi, LSZ and Attorney-General Prince Machaya as the first to third respondent.

SA Withdraws Waiver For Students

By A Correspondent- Zimbabweans students in neighbouring South Africa have suffered a major blow after Pretoria withdrew a waiver allowing them to apply for permanent residence permits.

Foreign students studying in areas of critical skills could apply for permanent residence before attaining five years post-qualification experience, or without submitting testimonials from employers.

But South African Home Affairs minister Aaron Motsoaledi in a latest circular withdrew the blanket waiver which was granted on April 21, 2016.

In a January 31 Immigration Directive No 2 of 2022, Motsoaledi said students who wished to apply for permanent residence permits, had to comply with the country’s immigration laws.

“By virtue of the power vested in me by section 31(2) of the Immigration Act, 2002, Act No 13 of 2002, I hereby withdraw the blanket waiver which was granted  on April 21, 2016, which waiver allowed foreign graduates at South African tertiary institution that studied towards degrees in the area of critical skills, to apply for a permanent residence permit without the need of first acquiring five years post-qualification experience or the need to submit testimonials from employees,”  the directive read.

This came after Pretoria stopped renewing the Zimbabwean Special Permits (ZEPs) that expired in December last year, and opted to give the permit holders a year to move to other visa regimes or face deportation.

ZEP was introduced in 2009 by then Home Affairs minister Nkosazana Dlamini-Zuma, as a temporary solution to a growing refugee crisis related to Zimbabwe. There are an estimated 180 000 ZEP holders in South Africa.

In December, ZEP holders field urgent court applications to overturn the decision taken by Motsoaledi not to renew their permits. The High Court in Pretoria struck their applications off the roll of urgent matters.

Zimbabwe’s ambassador to South Africa David Hamadziripi yesterday said he would consult staff to assess the impact of Motsoaledi’s latest directive targeting foreign students.

“I have just seen the minister’s directive and it is, obviously, going to affect a lot of Zimbabweans based in South Africa.

“However, I haven’t had the opportunity to meet with my staff to assess the impact of the said directive. We will be convening a meeting with my colleagues so that we come up with an informed opinion on the latest development,” Hamadziripi said.

South African nationals are lobbying for Zimbabwean immigrants to leave that country as they accuse them of stealing their jobs. South Africa has also tightened border control measures to stop illegal immigrants from entering that country.

Analysts said the neighbouring country was putting in place stringent immigration measures to deal with internal political problems ahead of its 2024 elections.

A member of the Parliamentary Portfolio Committee on Higher and Tertiary Education, Daniel Molokela (Citizens Coalition for  Change) said: “We must not be surprised by such measures that are being put in place to stop African immigrants into South Africa. We must actually brace for more measures of the same nature.

“We have in the past years witnessed thousands of Zimbabweans relocating to South Africa and that has created a political crisis for the neighbouring country. The measures are being put in place by the ruling African National Congress (ANC) to solve the crisis ahead of the country’s upcoming polls.”

Some political parties such as ActionSA and the Patriotic Alliance performed well in SA’s November 2021 municipal elections after riding on the anti-immigrant sentiment.

In January, there were reports of xenophobic attacks against Zimbabwean immigrants in areas such as Diepkloof, Rosebank and Turfontein.

Molokela said the influx of immigrants, especially from Zimbabwe “is a reminder to Sadc that the Zimbabwean crisis should be resolved with urgency”.

Political analyst Eiffe Ncube said the new measures against fellow countrymen in South Africa had serious negative effects on the local economy as they contributed significantly through diaspora remittances.

“Every employment policy that is implemented in South Africa, United Kingdom or any other country where Zimbabweans are based will affect our economy because the country is benefiting much from diaspora remittance,” Ncube said.

“The immigration crisis in South Africa is centred on the elections that are due in the country. The ruling party is reacting to the extreme political groupings that have become very sensitive to the continued rise of immigrants in the country. ANC is adopting populist political policies to deal with its rivals and secure victory in the upcoming elections.”

Chiwenga, Marry Divorce Case; High Court Passes Verdict

By-The High Court has ruled that Marry Chiwenga is no longer married to Vice President Constantino Chiwenga.

According to the judgement seen by state media, the marriage between President unregistered customary union between Chiwenga and Mary Mubaiwa ceased to exist more than two years ago when she was given a US$100 divorce token.

However, ancillary matters, which include the financial affairs of maintenance and property division and the custody of children have to still be settled in civil suits which can only be heard when Mubaiwa is able to pursue these.
The marriage between the two was the unregistered customary law union, which was terminated on November 24, 2019 after Mubaiwa was given “gupuro”, a divorce token in the Shona culture, and that was adequate to end the union under customary law and custom.

The ruling yesterday that the marriage ceased to exist at that moment came after Vice President Chiwenga, through his lawyer Advocate Lewis Uriri instructed by Mr Wilson Manase of Manase and Manase, filed an urgent chamber application for an order terminating the customary union between him and Mubaiwa.
Justice Owen Tagu granted the order, but said he confined himself only to the declaration sought in the chamber application, ruling that other ancillary issues ventilated in the main civil case would be decided at the main hearing which is to be heard when Mubaiwa is able to pursue these civil matters.
During the hearing, the judge was confronted with competing arguments, one being for the grant of a declaratory order that the customary union ended on November 24, 2019 and another opposing the relief sought.
Vice President Chiwenga, through his lawyers, argued he gave Mubaiwa a divorce token, thereby terminating the union between them in terms of the African law and custom.

On the other hand, Mubaiwa said the gupuro was given to her in United States currency which she refused to accept as that currency could no longer be lawfully transacted in Zimbabwe.
However, Mubaiwa could not say that the customary union had not ended. On the contrary, she accepted that it had terminated, but blamed her ex-husband for its demise.
After a careful analysis of the submission by both parties’ counsel, Justice Tagu said it was no longer a live issue whether the customary union had ended and Mubaiwa in her own pleadings attested to this. Both parties agree that the union had ended or came to a demise.
Justice Tagu said that Mubaiwa’s concern was one of prejudice that she perceived would accrue to her if the termination of the union was dealt with separately from the ancillary issues.
“She failed to disprove that the union had ended,” said the judge when he declared that “the customary union between the parties had ceased to subsist”.
The ancillary issues relating to custody, maintenance and the property rights of the parties had been stood down for determination at the civil hearings, which would be set down by Mubaiwa as and when she is able to pursue the matter.

On the maintenance issue for either Mubaiwa or children, the court ruled that the considerations were well established in the country’s laws while the issue of custody cannot present the court with an insurmountable difficulty, as the best interests of the children were of paramount consideration.
In the end, the judge found no cogent reasons were given for opposing the order sought.
In fact, the judge, noted that Vice President Chiwenga would suffer prejudice if the determination of the status of the customary union was held back simply to suit Mubaiwa’s convenience.
Justice Tagu also noted that the civil hearings have not started at Mubaiwa’s instance and it was not clear when they occur, ruling the delay would prejudice Vice President Chiwenga.
To this end, the judge saw nothing that could prevent him from granting the order sought.
Mubaiwa, who was being represented by Ms Beatrice Mtetwa, had opposed the application insisting that her customary marriage was terminated and denied she was given the divorce token.
Mr Manase welcomed the court’s ruling saying no marriage existed between the parties as from November 2019 and that this allowed Ms Mubaiwa to pursue the ancillary matters in her own time without using her health as an excuse.

ZEC Targets 1Million New Voters

By- The Zimbabwe Electoral Commission (ZEC) said that it is targeting to register at least a million new voters ahead of the 2023 general elections.

Speaking on ZBC News and Current Affairs Online programme, Inside Out, ZEC spokesperson, Joice Leticia Kazembe, said those who turned 18 after the last election should take advantage of the ongoing mobile biometric voter registration blitz and register to vote. Said Kazembe:

Of particular interest to us are the youths the ones that have turned 18 and have not had a chance to register since the number has been growing since the last election.

Even the adults that have not registered should take the opportunity and register because our target is to register one million new voters.

… We have set up an electoral code of conduct that will guide candidates on how they should behave and anyone who is aggrieved can approach the commission and those found wanting will be called in and questioned.

If there are any complaints against one person then action will be taken.

ZEC recently said it will set up more than 2 700 mobile voter registration centres across the country during the first phase of the mobile Biometric Voter Registration (BVR) exercise ahead of the 2023 general elections.

The first phase of the mobile Biometric Voter Registration will run from 1 February to 28 February, while the second phase will be conducted between 10 April and 30 April.

Grade 7 Results Expected Today

By-The Zimbabwe School Examination Council (ZIMSEC) is set to announce the Grade 7 results for 2021 today.

The announcement was made to the state media on Thursday by the Minister of Primary and Secondary Education, Evelyn Ndlovu.

She said:

A statement is due on the status of the 2021 Grade 7 results. I am quite sure that you will hear the Grade 7 results announcement today, and after the statement, we will then give the official opening dates for the Form Ones ourselves.

Last week ZIMSEC spokesperson Nicky Dlamini said the Grade 7 results will be out soon.

Cheso Reunites With Zakaria Zakaria, Nyazanda

Musician Alick Macheso is set to release his 12th album on 10 June, which is his 54th birthday.

Speaking to H-Metro on Wednesday, Macheso said he wants to celebrate his birthday with his fans who have been waiting for four years for a new album. He said:

We have made the decision. The fans have been waiting for four years now.

The album will be out on June 10, which is my birthday.

It is always important to celebrate the gift of life and I want to celebrate with the album.

Macheso’s manager Tich Makahamadze said they have started working on the logistics to ensure a successful event. Said Makahamadze:

The album is coming out on June 10 on his birthday. Like what mudhara (the boss) has said, we have made a decision.

Obviously, the wish is to have a big event where he would be able to meet fans since it coincides with his birthday.

But, we are not going to change even if new COVID-19 measures are to come up restricting gatherings. That then means we will have to launch it virtually.

Macheso has reunited with Noel Nyazanda and Zakaria Zacharia for the first time in 12 years as they worked together on the yet-to-be-named album.

Mavaza Says Opposition Hoping To Starve People To Rebel | FULL TEXT

BY DR MASIMBA MAVAZA | Zimbabwe is once again preparing for by elections. These are coming after the members who were representing the constituencies in question where either recalled by their party or died.

After the announcement of the election dates the country is once more plunged in the election mode. Citizens have asked valid questions
How do we ensure that political campaigns don’t rely on lies and misinformation? In future we should consider changing election campaign law to prohibit knowingly false political statements by campaigners, and suggests that involving voters, via a citizens’ assembly, could be one way to ensure the quality of political information improves in any referendum.
Another public vote or a general election is not going to resolve the deep political divides in Zimbabwe today. At least not yet. Not without at fresh approach to the quality of political debate during political campaigns.
Misleading and inaccurate information during political campaigns is widespread. It reduces the quality of public debate and manipulates voters. This undermines the legitimacy of results and contributes to the social divisiveness of voting.

ZEC should consider tabling a new electoral law and greater citizen participation to change the culture of lying during campaigns.
The CCC is making large numbers of misleading claims which are polluting public debate prior to elections.
The focus in electoral law is on ‘vote rather than voice’ on the fairness of the vote process, rather than on having a fair, accurate campaign. In the UK the law only prohibits statements about ‘personal character or conduct but do not say anything about lying to the citizens.The law needs to regulate the accuracy of political statements as well.
This change to the law is essential to increase trust in the democratic process, to have well-informed voters, and to hold politicians to account more effectively. In turn, this should lead to a greater number of ‘happy losers’ in elections and referendums, and reduce the type of political and social divisiveness Zimbabwe has seen since the formation of the MDC now called CCC.

CCC is putting a false narrative that the sanctions have no impact in Zimbabwe. This lie is very angering
As a country we need a Criteria that make it clear when a false/misleading statement is just part of robust political campaigning, and when it is so misleading and/or inaccurate that it should be banned. The threshold for banning misleading statements needs to be low enough to have an impact on the quality of information during campaigns, but not so low as to reduce freedom of expression during political campaigns, or drag the courts excessively in to politically subjective decision making.
Contrary to the false narrative that sanctions are not harmful, sanctions have the immediate effect of preventing the target country’s exports from being purchased overseas. This has been catastrophic depending on our economic reliance on the exported goods or services. The sanctions against Zimbabwe have resulted in political and economic instability, leading to a more economic decay. This presents a challenge to all Zimbabweans. The pain of the Zimbabwean population is ultimately endured by the citizens, who have strengthened rather than destroy the ruling government in times of crisis. A damaged country can become a breeding ground for extremism, which is a scenario that the starting country would most likely avoid. The situation in Zimbabwe now is not as the result of miss management. We do appreciate that corruption is indeed another enemy of our economy. We shall not forget that the sanctions feed the corruption.
Looking at this on the round the opposition which brought sanctions paved the ugly route for corruption.
So the campaign basing on the perceived incompetence of the government is misleading and sets the election on an unfair and uneven ground. So taking advantage of a situation which you have created against your own country is demonic and clear witchcraft.
This is an objectively verifiable claim about current, ongoing practice, not a prediction. Opposition Politicians use it regularly and deliberately throughout the campaign labelling the government corrupt and incompetent. Causality between any specific campaign slogan and voting decisions is difficult to prove, but the corruption and incompetence rhetoric claim is likely to significantly manipulate voters. It is the most remembered slogan from the campaign. For these reasons, the law should  prohibit this type of false statement.This is a misleading, well-remembered claim that is likely to distort public confidence and influence people’s voting decisions. It is also based on an inaccurate presentation of the legal and political reality at the time.
The law should prohibit statements if they are likely to deceive the voters and cause them to vote for those they would not otherwise have considered. If election campaign law followed this broader approach, the opposition will not accuse the government without proof.
ZEC should create an independent Office of Electoral Integrity to judge whether statements are false according to the new law, and to order swift retractions and public corrections during a campaign.
Personal liability is a strong incentive to stop opposition politicians using false statements during campaigns.
We should all know that sanctions are a penalty levied on another country, or on individual citizens of another country. It is an instrument of foreign policy and economic pressure that can be described as a sort of carrot-and-stick approach to dealing with international trade and politics.
A country has a number of different types of sanctions at its disposal. While some are more widely used than others, the general goal of each is to force a change in behavior.
The idea is that “the population gets angry, and will demand from its own government to do something to rectify the situation.” So sanctions are made to influence citizens to rebel,revolt or strike against their government.
Because the target nation is unable to acquire products, sanctions can raise costs for consumers and companies in the countries that issue them, resulting in economic loss through unemployment and output loss. Furthermore, the issuing nation will limit local customers’ choices of products and services, thus raising the cost of doing business for firms that must source supply overseas.

Blocking a country’s exports through an import sanction increases the possibility that the target country will experience a substantial economic burden. For example, the U.S. passed the ZIDERA bill which basically blocked the world from contracting business with Zimbabwe. If countries don’t import the target country’s products, the target economy can face industry collapse and unemployment, which can put significant political pressure on the government. This is the real situation which does nit need false promises from chamisa.

While the goals of sanctions are to force a country to alter its behavior, there is much variation as to how the sanctions are leveled and whom they target. Sanctions can target a country as a whole, as in the case of an embargo on a country’s exports They can target specific industries, such as an embargo on the sale of weapons of petroleum. In the case of Zimbabwe the sanctions targeted the owners of industries effectively affecting the whole citizens.
Sanctions can also target individuals, such as political figures or business leaders – such as the aforementioned. E.U. and U.S. sanctions on Zimbabwe is designed to cause financial difficulties which will flow to the whole country.
The opposition has always supported the sanctions against Zimbabwe. So it is really unfair that those with weapons directed at our country are allowed to campaign. They are the architects of grief and strife yet they use our pain to campaign.

Macheso To Release New Album On Birthday

Outrage As Funeral Company Fails To Provide Hearse For Body

A Bulawayo family in mourning found no comfort at a local funeral services company, Sunset Funeral Services, after it allegedly failed to provide a hearse to carry the body of its relative who was also their policyholder to Tsholotsho,

Instead of giving a decent goodbye to their policy holder Tailours Sibanda who was a security guard at O Conolly and Company in Bulawayo, Sunset Funeral Services situated in Kelvin North Industrial area made it extremely uncomfortable after they failed to supply a vehicle to ferry his body to its final resting place in Tsholotsho.

This was after the one which they were supposed to use developed a mechanical fault.

Tailours had been a policyholder with the company’s subsidiary, Sunset Funeral Assurance for more than 10 years.

Tailours died on Friday last week (28 January 2022) aged 57 and was buried on Tuesday.

His company later came to his family’s rescue when they provided a UD 7-tonne truck to carry his body to Tsholotsho.

A devastated family member said for the sake of giving their last respects to their departed worker, O Conolly and Company management then provided a UD 7-tonne truck which they later used to go to Tsholotsho.

“Drama started when Sunset Funeral Services failed to provide the vehicle to carry Tailours’ body to Tsholotsho for burial despite the fact that he had been a policyholder with their company for over 10 years.

“This was after they failed to replace the vehicle which they were supposed to use after it developed a mechanical fault.

It was incredibly frustrating and really disrespectful,” fumed a relative who declined to be named.

Adds the relative: “Peace and comfort only returned when O Conolly and Company management offered their UD 7 Tonne truck to carry the body to Tsholotsho for burial. Just imagine what would have happened if his employer didn’t provide that truck.

Such level of immoral or unprofessional conduct should never be accepted in business circles especially to a funeral service company like Sunset Funeral Services”.

A seemingly remorseful Sunset Funeral Services director Blazio Chaka confirmed the incident saying they were going to issue a passionate apology to the family.

“It is not something which we fail to do but when the car was ready, we discovered that it had a mechanical fault which makes it impossible to go to Tsholotsho.

We tried to talk to the family so that they can wait as we fix the vehicle but some of the members refused thinking we were going to take long.

“Just imagine 30 minutes after they had left, the car had been fixed. We are, however, very sorry about what happened and what we are going to do is to write them a letter of apology,” said Chaka. -B Metro

Grade 7 Results

Grade 7 results from last year’s examinations are ready except for finalisation of a few administrative processes but the new Form Ones are likely to start school later than other classes with the Primary and Secondary Education Ministry expected to comment on the way forward today.
If the results can be released very soon then it might be possible for Form One to start school on February 14, a week after other classes which start on Monday, it was being suggested yesterday but a lot will depend on when the remaining administrative processes can be completed.

Zimbabwe Schools Examination Council (Zimsec) spokesperson, Ms Nicky Dhlamini, said yesterday: “The results are there but there are just some final processes which need to be done before we release them. They will be out soon.”

Ministry of Primary and Secondary Education spokesperson Mr Taungana Ndoro said Minister Ndlovu would give an update on the way forward for this year’s Form One classes today at 2pm.

Turning to the level of preparedness ahead of schools opening on Monday, Mr Ndoro said: “We are doing an assessment for schools just to ensure that everyone is following containment measures outlined by the Government and we are happy to announce that some schools have built more infrastructure in preparation for a safe opening.

“We are happy with the level of preparedness in schools and come Monday, it will be all systems in place.”

The Government is working on modalities of recruiting 10 000 teachers in a bid to alleviate shortages in schools and boost the country’s education sector.

The process is ongoing but deployment of the employed personnel will be done once schools have opened and the staffing gaps identified.

“For now, we are still waiting for the opening of schools so that we can do an assessment to inform the deployment of the new personnel,” said Mr Ndoro.

This year’s school calendar has three terms, with the first starting on Monday ending on April 7.

The second term begins on May 3, and learners will have 69 school days and a 30-day vacation, before schools open for the third term on September 5.

They will then learn for 71 days before closing.

Next year, schools are scheduled to start on January 9 for the first term. -Herald

Mausoleum Hat Wearing VP Chiwenga Says Chamisa Is Useless Vote Him Out Town

Acting President Constantino Chiwenga has described CCC leader Nelson Chamisa as a useless person who has failed to run the towns and so must be voted out.

Chiwenga equated the newly formed Citizens Coalition for Change (CCC) to a useless infantile party.

The 2017 coup general accused the opposition of weakening the status of major cities and towns.

The Acting President was speaking at Njovo wetland in Masvingo Central where he officially launched the National Wetlands Policy and the Wetlands Management Guidelines.

Rallying Zimbabweans to continue voting the tried and tested Zanu PF party in the forthcoming March 26 municipal and parliamentary by-elections, the Acting President also took an indirect dig at CCC party leader Mr Nelson Chamisa for trying to name his new political outfit after himself.

“We (Zanu PF) are going to contest the by-election with a newly born small party, kanonzi chii zviye zita racho, Chete Chete (CCC), how can you (Mr Chamisa) say you are the only person, ndiwe munhu chete here hakuna zvakadaro,” said the Acting President.

He rapped the country’s opposition for running down the country’s once shining cities into dirty and filthy havens owing to incompetence and maladministration, while challenging voters to break with the past and reject the opposition at the polls.

The Acting President has said only Zanu PF could restore the glorious old days in most local authorities that have been rendered completely malfunctional by the opposition.

“Services in most towns and cities are now completely non-existent and even workers (council) are not paid and this is because of maladministration. Is that what you want to vote for again in the coming by-elections?

“You have heard and seen for yourself that (opposition) people are useless, so let us make sure we vote them out and Zanu PF sweeps all the wards and seats that will be contested during the by-elections.”

Chiwenga, who is also the Zanu PF second secretary said the ruling party should reclaim all the seats from the opposition and retain those it controlled.

The Acting President extorted locals to follow President Mnangagwa’s rallying call that Zimbabwe will only be built by Zimbabweans.

He strongly warned against violence ahead of and during the forthcoming polls saying peace should reign supreme in the country as Zimbabwe was peaceful.

According to the Acting President, the opposition should be ashamed for always looking out to foreigners to solve the country’s problems.

Zanu PF was aware of plots by the opposition to provoke violence in a futile attempt to draw foreign intervention.

“We want to build our country, those who think foreigners can build our country for us or want to ignite violence in the hope that there will be foreign intervention should know that such behaviour is unwelcome and not tolerated. Let us have peace ahead of March 26. We want peace so that we can thump them (opposition) like a snake,” said Acting President Chiwenga.

In Masvingo, nine wards will be up for grabs while two constituencies Mwenezi East and Chivi South will see new legislators being voted into office.

Chivi South became vacant after the expulsion of Mr Killler Zivhu from Zanu PF while a by-election in Mwenezi East was necessitated by the death of Cde Joosbi Omar. Herald

Starved Man Lures Neighbour Into Garden, Removes Skirt

A sex starved Guruve man is in trouble after he tripped down his neighbour, removed her skirt and failed to remove her panties at their gardens in Mudhindo.

The matter came to light at Guruve magistrates courts yesterday where Linoce Fovhoro pleaded not guilty to indecent assault before magistrate Rumbidzai Mugwagwa.

Prosecutor Albert Charewa alleges on 25 October last year Fivhoro met Lynet Chikanga at their gardens in Mudhindo.

Fovhoro had a misunderstanding with  Chikanga over boundary issues.

Fovhoro suddenly jumped into Chikanga’s field tipped her down, pulled down her skirt before attempting to remove her panties.

Chikanga screamed for help and Fovhoro managed to escape.

A police report was filed at Mudhindo police base leading to the arrest of Fovhoro.

ZRP Cop Rapes Maid – Prosecutors

A police officer was arrested for allegedly raping a 21-year-old maid at his home at Southampton building in Bulawayo.

The incident happened on 16 January in the evening whereby Detective Inspector Ernest Tirivanhu is alleged to have raped his maid.

This allegedly happened after the suspect and his two children aged four years and eight years went to bed.

The complainant slept alone in the kitchen and after switching the lights off Tirivanhu allegedly went back to the kitchen and uncovered her while she was sleeping.

He reportedly covered her mouth with one hand and undressed her.

Tirivanhu then raped her once, it is further alleged.

After raping her, he told her not to reveal anything to his wife who was in Gwanda at that time.

She was then offered money to spend but she refused.

On another day sometime last month which the complainant did not clearly remember, Tirivanhu approached her during the night when everyone had gone to sleep and by that time the lights were still on.

He is alleged to have inserted his fingers into her privates.

She then stopped him and the accused went back to his bed.

The complainant decided to inform her neighbour who advised her to tell Tirivanhu’s wife.

When his wife returned she narrated everything to her and she accompanied her to the Zimbabwe Republic Police, Bulawayo Central Police Station where she filed the report.

The accused was arrested and the complainant was sent to United Bulawayo Hospitals for medical examination.- B Metro
