Bosso dominated the pace from the first whistle, and had a chance to take an early lead when they were awarded a penalty on the tenth minute.

Lynoth Chikuhwa stepped up to take the set-piece but missed his kick.

The visitors piled up more pressure in the following moments but failed to get the opener.

The Gamecocks, on the other end, created a few chances and had to wait until the 24th minute to get their first real opportunity of the game.

The game ended goalless as Bosso dropped to third place on the log, while Chicken Inn moved to 6th place.

FC Platinum bounced back to winning ways after edging visitors Bulawayo Chiefs 2-1 at Mandava Stadium.

The Platinum Boys had to come from behind to grab the win as Chiefs took an early lead through Obriel Chirinda.

Walter Musona scored the equaliser towards halftime before Innocent Mucheneka sealed the victory for the defending champions five minutes from time.

Elsewhere, Ngezi Platinum Stars blew up a two-goal advantage to settle for a 3-3 draw against Herentals, while Green Fuel remained without a win after losing 1-2 to Manica Diamonds.

Overview
Autism spectrum disorders (ASD) are a diverse group of conditions. They are characterized by some degree of difficulty with social interaction and communication. Other characteristics are atypical patterns of activities and behaviours, such as difficulty with transition from one activity to another, a focus on details and unusual reactions to sensations.

The abilities and needs of autistic people vary and can evolve over time. While some people with autism can live independently, others have severe disabilities and require life-long care and support. Autism often has an impact on education and employment opportunities. In addition, the demands on families providing care and support can be significant. Societal attitudes and the level of support provided by local and national authorities are important factors determining the quality of life of people with autism.

Characteristics of autism may be detected in early childhood, but autism is often not diagnosed until much later.

People with autism often have co-occurring conditions, including epilepsy, depression, anxiety and attention deficit hyperactivity disorder as well as challenging behaviours such as difficulty sleeping and self-injury. The level of intellectual functioning among autistic people varies widely, extending from profound impairment to superior levels.

Epidemiology

It is estimated that worldwide about 1 in 100 children has autism (1). This estimate represents an average figure, and reported prevalence varies substantially across studies. Some well-controlled studies have, however, reported figures that are substantially higher. The prevalence of autism in many low- and middle-income countries is unknown.

Causes
Available scientific evidence suggests that there are probably many factors that make a child more likely to have autism, including environmental and genetic factors.

Available epidemiological data conclude that there is no evidence of a causal association between measles, mumps and rubella vaccine, and autism. Previous studies suggesting a causal link were found to be filled with methodological flaws (2,3).

There is also no evidence to suggest that any other childhood vaccine may increase the risk of autism. Evidence reviews of the potential association between the preservative thiomersal and aluminium adjuvants contained in inactivated vaccines and the risk of autism strongly concluded that vaccines do not increase the risk of autism.

Assessment and care

A broad range of interventions, from early childhood and across the life span, can optimize the development, health, well-being and quality of life of autistic people. Timely access to early evidence-based psychosocial interventions can improve the ability of autistic children to communicate effectively and interact socially. The monitoring of child development as part of routine maternal and child health care is recommended.

It is important that, once autism has been diagnosed, children, adolescents and adults with autism and their carers are offered relevant information, services, referrals, and practical support, in accordance with their individual and evolving needs and preferences.

The health-care needs of people with autism are complex and require a range of integrated services, that include health promotion, care and rehabilitation. Collaboration between the health sector and other sectors, particularly education, employment and social care, is important.

Interventions for people with autism and other developmental disabilities need to be designed and delivered with the participation of people living with these conditions. Care needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.

ZANU PF Throws Celebrations: 3mln Have Already Voted In Our Primaries

More than three million people voted in the just-ended ZANU PF primary elections, in an unprecedented show of strength and popularity by the ruling party ahead of this year’s harmonised elections.
There are about six million registered voters in Zimbabwe, with the ruling party targeting to garner up to five million votes in the forthcoming elections. ZANU PF director of information and publicity Cde Tafadzwa Mugwadi told The Sunday Mail that: “From the preliminary indications we can safely say that three million people voted in the primary elections.

“We are going to release the final figures soon. However, our preliminary observations show that the number of voters who participated was above three million.”

The ruling party is presently on a massive nationwide voter mobilisation drive geared to deliver a landslide victory during the general elections. The party’s Politburo last week announced the final list of ruling party candidates for the National Assembly, Senate, local authority elections, that includes a healthy mix of tried and tested cadres, as well as youthful aspirants. There was a huge turnout of voters in the party’s internal elections, which analysts attributed to the party’s strong organisational capacity and structures. Political analyst and Global Economics2020 Consultancy Group executive director Mr Naboth Paurosi Dzivaguru said the injection of new blood into the party structures had elicited renewed interest from voters.

“These aspirants introduced very exciting projects on the ground which are geared to deliver development, empowerment, income and create employment. This resonated well with young people,” Mr Dzivaguru said.

“The party introduced new entrants who are resourceful. This means that there is no party which has monopoly over youth votes. Any party can win the hearts and minds of the youths as long as its policies are people-driven.”

Mr Dzivaguru said the young turks are aware of the masses’ expectations.

“It appears that bribing voters did not work this time. Party members sought genuine leaders who are capable of pushing both organisational and Government interests.

One of the victors, Cde Francis Garikai Mukwangwariwa, who won the Zvimba East primary election, said developmental projects spearheaded by President Mnangagwa have been well-received.

“Through the President’s vision, I also drilled 13 boreholes in Zvimba East, empowered the youths and also rehabilitated roads.

“We are doing this for our visionary President, the party Zanu PF and Zimbabwe as a whole, without considering political affiliation. Definitely, all candidates, even those who lost, carried the President’s vision.” -state media

Bosso, Chicken Inn Share Spoils

HIGHLANDERS striker Lynoth Chikuhwa missed a penalty as Bosso played out a goalless draw with Chicken Inn in a lively Castle Lager Premier Soccer League encounter played at Barbourfields Stadium today.

Highlanders were the livelier of the two teams in the first half in a period where they wasted numerous goal scoring opportunities including Chikuhwa’s missed penalty.

Bosso were awarded a penalty in the eighth after striker Stanley Ngala was hacked down in the box.

With the packed Soweto End, filled with Highlanders supporters expecting a goal, Chikuhwa saw his effort come off the post.

Chicken Inn came back better in the second half and it took a brilliant save from Ariel Sibanda to deny them a goal.

Man Thrashed For Wearing Zanu Pf T-shirt

By A Correspondent- A man from Harare was charged with assaulting another man who was wearing a Zanu PF T-shirt.

The incident occurred on Sunday in Kuwadzana when Gilmord David confronted Dosman Piko about the T-shirt.

When Piko refused to remove the T-shirt, David’s teenage son kicked and hit him with a brick. David also joined in the assault. Piko was taken to the hospital with injuries to his head and chest. David was granted $30,000 bail and will appear in court on June 8th.

The incident happens when Zimbabwe is preparing to hold harmonised elections sometime between July 26 and August 26 this year.

Elections in Zimbabwe have a history of violence, including intimidation, harassment, and physical violence. Members of the opposition, and human rights activists have often been victims of state-sponsored violence and restrictions on freedoms.

Zimbabwe has also experienced violence both between different political parties (interparty) and within the same party (intraparty). The ruling party, ZANU PF, has been involved in numerous clashes with the MDC and lately the CCC, with each party accusing the other of instigating violence. There have been reports of intimidation, assault, and even murder of opposition supporters by members of the ruling party, as well as retaliation attacks by opposition supporters.

The Zimbabwean government has been criticized for not doing enough to address interparty violence and holding those responsible accountable. Many Zimbabweans, including civil society organizations and human rights groups, have called for an end to political violence and for the government to take action to ensure free and fair elections.

Despite some improvements, reports of violence and intimidation during elections have persisted. The violence before the March 26th, 2022 by-elections has raised concerns about potential violence during the 2023 harmonised elections.

Names of Nominated CCC Members

By A Correspondent- Nelson Chamisa has been nominated as the presidential candidate of the opposition Citizens Coalition for Change (CCC) for the 2023 national harmonised elections, which are set to take place sometime between July 26 and August 26. His nomination was unanimous.

The nomination process was held on Wednesday to choose members who shall represent the party in the upcoming elections.

Among the nominated members is former Kwekwe mayor Angeline Kasipo who was chosen to represent her constituency.

Kasipo was recently suspended from the council by Local Government Minister July Moyo together with two councillors, ZANU PF’s Makomborero Mlambo and CCC’s Melody Chingarande.

The trio was suspended after pushing to have a recently adopted Kwekwe City budget withdrawn arguing it was too steep for hard-pressed residents. Kasipo confirmed her nomination. 

NewZimbabwe quotes her as saying:

Yes, it’s true I was nominated by various stakeholders to represent Kwekwe in parliament. The party has some other processes which it needs to conclude before one finally get to be a candidate eventually.

In Gweru another former mayor, Josiah Makombe was also nominated to represent Gweru Urban in Parliament.

Current Kwekwe Member of Parliament, Judith Tobaiwa also received a nomination to represent the constituency.

Mbizo Legislator Settlement Chikwinya is battling for selection with Corban Madzivanyika.

In Redcliff, current Member of Parliament, Lloyd Mukapiko was unanimously endorsed.

In Silobela, stakeholders endorsed lawyer Ephraim Ndlovu ahead of losing 2018 parliamentary candidate Fanuel Sibindi.

Fadzayi Mahere, the party’s spokesperson said there is going to be a re-run in areas where violence was recorded and anyone who participated in violence will be disqualified.

Anxiety As ZEPs Court Date Nears

By- There is anxiety among the Zimbabwe Exemption Permits (ZEPs) holders as the court date for the hearing of their challenges approaches.

From 11 to 14 April 2023, the Pretoria High Court will hear three applications challenging the termination of the ZEPs by the Minister of Home Affairs. One of these cases is called the “Helen Suzman Foundation and Another v Minister of Home Affairs and Another.”

  1. What is at issue in this case and when will it be heard?

The case is about the Minister of Home Affairs’ decision to end the Zimbabwean Exemption Permit (ZEP) by June 30, 2023. The Pretoria High Court will hear the case from April 11-14, 2023.

What is the ZEP?The Zimbabwean Exemption Permit (ZEP) is a special permit that allows around 178,000 holders, and their children, to legally live, work, and study in South Africa. It was introduced in 2009 as the ‘Dispensation for Zimbabweans Project’ (DZP) to help undocumented Zimbabweans fleeing political violence. The DZP was renewed as the Zimbabwe Special Permit (ZSP) in 2014, and then as the ZEP in 2017. Applicants must show they have the financial means to support themselves, have no criminal record, and abandon attempts to apply for asylum status. ZEP holders are law-abiding and economically active foreign nationals who have built lives in South Africa over the last thirteen years due to desperate conditions in Zimbabwe. Many have children who only know South Africa as their home.

  1. Are there viable alternatives to the ZEP?

Without the Zimbabwean Exemption Permit (ZEP), its holders cannot legally stay in South Africa unless they are granted one of the mainstream visas under the Immigration Act. However, this is difficult for most ZEP holders due to legal and practical barriers. They cannot apply for permanent residence, so they must apply for a general worker’s visa, which requires certification from the Department of Labour. The Department of Home Affairs (DHA) can waive this requirement, but it has an administrative incapacity issue and a large backlog of visa applications. The DHA recently extended the validity of existing long-term visas until December 31, 2023, but this extension was not given to ZEP holders. The backlog of applications makes it difficult for ZEP holders to apply for a waiver or a mainstream visa before the ZEP expires on June 30, 2023. Asylum seekers face the same backlog issue, and documenting their persecution is now more challenging with the passing of time.

  1. What is the road ahead for ZEP holders if the Minister’s decision is upheld?

Without the Zimbabwean Exemption Permit (ZEP) and with the obstacles to obtaining a mainstream visa, most ZEP holders will face a difficult decision after June 30, 2023: return to Zimbabwe or remain in South Africa as undocumented migrants, with all the risks that come with it. Returning to Zimbabwe would be disastrous for most holders and their families, as the country remains politically unstable and economically weak. Children who have grown up in South Africa would lose access to education, healthcare, nutrition, shelter, and social assistance. As undocumented migrants, former ZEP holders would have no legal means to work, start a business, study, or access financial services, making life even more challenging for them.

  1. Why did the Minister decide to terminate the ZEP?

When he announced his decision to terminate the ZEP, the Minister gave these reasons:

1. The ZEP was always a temporary measure pending improved conditions in Zimbabwe.

2. DHA’s limited budget.

3. South Africa’s increased unemployment rate.

4. That ZEP holders were violating its conditions.

The DHA has recently denied in court papers that ending the ZEP would reduce unemployment or that ZEP holders are responsible for unemployment among South African citizens. Instead, DHA asserts three remaining reasons for terminating the ZEP:

1. That the conditions in Zimbabwe have improved.

2. That terminating the ZEP will alleviate pressure on the asylum system.

3. Budget and resource constraints at DHA.

  1. What is HSF’s argument?

HSF has two arguments for why the Minister’s decision to terminate the ZEP is unlawful.

First, the decision was made without consulting ZEP holders or the South African public, which is a violation of section 33 of the Constitution. This section gives everyone, including non-citizens, the right to fair government decision-making. The lack of consultation meant that the Minister did not consider the impact of his decision on ZEP holders and their lives, making his decision unlawful.

Second, the abrupt termination of the ZEP unjustifiably limits the constitutional rights of its holders, particularly their right to dignity (section 9 of the Constitution) and the best interests of their children (section 28(2) of the Constitution). The termination would have a destructive effect on the lives of ZEP holders and their children, making the decision unlawful.

  1. What outcome does HSF seek?

HSF wants the court to declare the Minister’s decision as unconstitutional, unlawful and invalid and to set it aside. After that, HSF wants the Minister to consider the decision again with a fair process. Meanwhile, HSF wants the ZEP to continue until a fair process is in place. However, HSF does not want the court to order that the ZEP continues indefinitely.

  1. Why is this case important for South African Citizens?

The case brought by HSF regarding the termination of the ZEP has wider implications for all living in South Africa. HSF argues that the Minister’s decision to terminate the ZEP without consulting the holders or the public is unconstitutional and violates their right to fair government decision-making. The case highlights the importance of respecting the rights of all when government decisions adversely affect them. ZEP holders have lawfully contributed to South Africa’s economic, social, and cultural life, and their abrupt removal could harm both them and South Africans. The case seeks a fair process and recognition that the best interests of ZEP holders and South Africans are not at odds.

  1. Who will Appear Before the Court between 11 and 14 April 2023?

Between 11 and 14 April 2023, the Pretoria High Court will hear three separate applications that challenge the Minister’s decision to terminate the ZEP –

a). Helen Suzman Foundation and Another v Minister of Home Affairs and Another

HSF is the main party challenging the Minister’s decision to terminate the ZEP, and they will be joined by CORMSA as an intervening party. The Minister and the ‘All Truck Drivers Forum and Allied South Africa’ will also join proceedings as intervening parties, and they are opposed to HSF and CORMSA.

b). Zimbabwean Immigration Federation v Minister of Home Affairs.

Zimbabwean Immigration Federation (ZIF) wants to challenge the Minister’s decision to terminate the ZEP for the same reasons as HSF and seek the same outcome.

c). African Amity and Twenty-Nine Others v Minister of Home Affairs and Two Others

African Amity NPC is the main applicant in this matter, along with twenty-nine individual ZEP holders. They are challenging the Minister’s decision to terminate the ZEP on different grounds from HSF, CORMSA, and ZIF. The Minister will be opposing African Amity’s challenge.

Uebert Angel Faces Jail

By- The Government has indicated that it would cause the arrest of individuals implicated in the gold Mafia scandal, including prophet Uebert Angel.

The exposed Harare administration also said that the Reserve Bank of Zimbabwe’s Financial Intelligence Unit had frozen Angel and his accomplices’ assets.

According to the state media, a directive to freeze accounts and arrests confirms the strong position taken by the RBZ against money laundering, with insiders saying they are tracking activities that will expose the money laundering that the alleged gold Mafia could have done.
According to inside sources at the Reserve Bank of Zimbabwe, more assets have been frozen of those implicated in gold smuggling, money laundering, bribery, and other corrupt activities whose self-incriminating comments are contained in the documentary.
“Ewan McMillan, Kamlesh Pattni, Uebert Angel, and Simon Rudland were reported to banks on March 30 listing all accounts and assets held by these people including their balances,” said an insider.
Part of a memo sent to banks heads of compliance seen by The Herald read, “Submit confirmation that the accounts have been frozen. No funds should be transferred from the frozen account until the Financial Intelligence Unit has finished its investigations. The directive is with immediate effect,” said the source.
In the Al Jazeera documentary, Angel is captured offering to Al Jazeera’s undercover reporters that he could use his diplomatic cover to carry large volumes of dirty cash into Zimbabwe as part of a laundering operation also involving gold smuggling.
And he is captured repeatedly, name-dropping the President’s name.
The Kenyan-born Pattni, who calls himself Brother Paul features as one who could help the undercover reporters launder more than US$100 million.
A boastful Macmillan is portrayed in the same vein as Rudland as smugglers, who have deals with Fidelity to deliver gold bought from small-scale miners to the refinery.
They then export it to Dubai and allegedly provide hard currency for Zimbabwe. But like Pattni and Angel, this mechanism was portrayed as also allowing him to launder millions of dollars.
In an earlier memo seen by The Herald, the FIU directed that the assets of Cleopas Chidodo, David Chirozvi, Mehlululi Dube, and Fredrick Kunaka be frozen.
“You are being directed to immediately identify and freeze all assets of the following individuals: Cleopas Chidodo, David Chirozvi, Mehlululi Dube, and Fredrick Kunaka.
“May you also freeze all assets of legal persons and arrangements associated with them. Kindly treat this request as urgent,” read the memo in part.
Chidodo is the Airports Company of Zimbabwe Head of Security, who was captured in Episode 2 of the documentary detailing how he assists gold smugglers to avoid detection as they transport their contraband to Dubai via Robert Gabriel Mugabe International Airport, while Chirozvi is the Reserve Bank of Zimbabwe’s Aurex Jewellery Head of Finance.
Kunaka is the general manager of Fidelity Printers and Refiners. He was allegedly on the payroll of the gold mafia during which he received a kickback of US$30 000 a month, according to the documentary.
Dube, who was allegedly being paid US$3 000 per month by the gold smuggling syndicate, is associated with Golden Beryl Private Limited.
The four form part of the team that has been aiding criminal elements in smuggling gold and abusing their positions.
Earlier on Monday, Information, Publicity, and Broadcasting Services Minister Monica Mutsvangwa said Government remains seized with the matter and the nation will be kept apprised of new developments.
“Government takes the allegations raised in the documentary seriously and has directed relevant organs to institute investigations into the issues raised therein.
“Any person found to have engaged in acts of corruption, fraud or any form of crime will face the full wrath of the law,” she said.
Minister Mutsvangwa said Zimbabwe is a law-abiding nation that will continue to act as such.
“Government takes this opportunity to reaffirm its commitment to upholding local and international laws, including laws relating to financial transactions, the trade of gold and other precious minerals.
“Boastful behaviour and name-dropping by some personalities featured in the documentary, seeking personal gain and glory should never be taken as an enunciation of Government policy,” she said.
The Second Republic has on countless times warned name-droppers, the corrupt and malcontents who pursue narrow selfish interests at the expense of broad-based development, that the Government is always on high alert to flush them out.
This follows rampant abuse of top Government officials’ names, especially the First Family, by criminally-minded elements who seek to grab national resources at the expense of the public.
But that is not how the Second Republic under President Mnangagwa operates since the First Citizen’s emphasis has always been on honest hard work.

According to the state media, a directive to freeze accounts and arrests confirms the strong position taken by the RBZ against money laundering, with insiders saying they are tracking activities that will expose the money laundering that the alleged gold Mafia could have done.
According to inside sources at the Reserve Bank of Zimbabwe, more assets have been frozen of those implicated in gold smuggling, money laundering, bribery, and other corrupt activities whose self-incriminating comments are contained in the documentary.
“Ewan McMillan, Kamlesh Pattni, Uebert Angel, and Simon Rudland were reported to banks on March 30 listing all accounts and assets held by these people including their balances,” said an insider.
Part of a memo sent to banks heads of compliance seen by The Herald read, “Submit confirmation that the accounts have been frozen. No funds should be transferred from the frozen account until the Financial Intelligence Unit has finished its investigations. The directive is with immediate effect,” said the source.
In the Al Jazeera documentary, Angel is captured offering to Al Jazeera’s undercover reporters that he could use his diplomatic cover to carry large volumes of dirty cash into Zimbabwe as part of a laundering operation also involving gold smuggling.
And he is captured repeatedly, name-dropping the President’s name.
The Kenyan-born Pattni, who calls himself Brother Paul features as one who could help the undercover reporters launder more than US$100 million.
A boastful Macmillan is portrayed in the same vein as Rudland as smugglers, who have deals with Fidelity to deliver gold bought from small-scale miners to the refinery.
They then export it to Dubai and allegedly provide hard currency for Zimbabwe. But like Pattni and Angel, this mechanism was portrayed as also allowing him to launder millions of dollars.
In an earlier memo seen by The Herald, the FIU directed that the assets of Cleopas Chidodo, David Chirozvi, Mehlululi Dube, and Fredrick Kunaka be frozen.
“You are being directed to immediately identify and freeze all assets of the following individuals: Cleopas Chidodo, David Chirozvi, Mehlululi Dube, and Fredrick Kunaka.
“May you also freeze all assets of legal persons and arrangements associated with them. Kindly treat this request as urgent,” read the memo in part.
Chidodo is the Airports Company of Zimbabwe Head of Security, who was captured in Episode 2 of the documentary detailing how he assists gold smugglers to avoid detection as they transport their contraband to Dubai via Robert Gabriel Mugabe International Airport, while Chirozvi is the Reserve Bank of Zimbabwe’s Aurex Jewellery Head of Finance.
Kunaka is the general manager of Fidelity Printers and Refiners. He was allegedly on the payroll of the gold mafia during which he received a kickback of US$30 000 a month, according to the documentary.
Dube, who was allegedly being paid US$3 000 per month by the gold smuggling syndicate, is associated with Golden Beryl Private Limited.
The four form part of the team that has been aiding criminal elements in smuggling gold and abusing their positions.
Earlier on Monday, Information, Publicity, and Broadcasting Services Minister Monica Mutsvangwa said Government remains seized with the matter and the nation will be kept apprised of new developments.
“Government takes the allegations raised in the documentary seriously and has directed relevant organs to institute investigations into the issues raised therein.
“Any person found to have engaged in acts of corruption, fraud or any form of crime will face the full wrath of the law,” she said.
Minister Mutsvangwa said Zimbabwe is a law-abiding nation that will continue to act as such.
“Government takes this opportunity to reaffirm its commitment to upholding local and international laws, including laws relating to financial transactions, the trade of gold and other precious minerals.
“Boastful behaviour and name-dropping by some personalities featured in the documentary, seeking personal gain and glory should never be taken as an enunciation of Government policy,” she said.
The Second Republic has on countless times warned name-droppers, the corrupt and malcontents who pursue narrow selfish interests at the expense of broad-based development, that the Government is always on high alert to flush them out.
This follows rampant abuse of top Government officials’ names, especially the First Family, by criminally-minded elements who seek to grab national resources at the expense of the public.
But that is not how the Second Republic under President Mnangagwa operates since the First Citizen’s emphasis has always been on honest hard work.

MINISTER OF JUSTICE AND CORRECTIONAL SERVICES PROVIDES
AN UPDATE ON EXTRADITION REQUEST OF THE GUPTA FUGITIVES
Members of the media and the nation at large would recall that on 30th of March 2023 we issued a media statement to update the nation on our Extradition request to United Arab Emirates in relation to fugitives Mr Atul Gupta and Mr Rajesh Gupta.

In that statement we provided a brief update on the status of our request. We also raised a concern that South Africa has not been informed if there was Court appearance which is a standard practice in extradition hearings.
To this end we requested a meeting at both a Ministerial level and central authority level.

Detailed Timeline of Activities undertaken by South Africa related to the request
February 2022 Interpol Confirms Red Notices have been issued for the Gupta fugitives
June 2022, the United Arab Emirates inform South Africa and Interpol that Mr Atul Kumar Gupta and Mr Rajesh Kumar Gupta have been arrested by the police in Dubai, the Department travelled to the UAE.
July 2022, South Africa delivers the formal extradition request to the authorities in the UAE.
September 2022, the Director-General of the Department of Justice, and Constitutional Development, in his capacity as the Central Authority, wrote to His Excellency Addullah bin Sultan bin Awad Al Nuaimi, the Minister of Justice in the UAE, as a follow up to the request.
October 2022, the Central Authority travelled to the UAE to meet with Judge Al Balushi, and other representatives from the UAE Central Authority, including the prosecutor who is attending to the extradition request in Dubai. Judge Al Balushi was requested to keep the South African Embassy in Abu Dhabi and the Department abreast of developments.
January 2023, at the request of the Central Authority the South African Embassy in Abu Dhabi directed a Note Verbale to the Ministry of Justice requesting to be informed regarding the current status of the extradition request. The Embassy has indicated that they are waiting for a formal response from the Ministry of Justice in the UAE.

February 2023, the Central Authority addressed a further letter to His Excellency Addullah bin Sultan bin Awad Al Nuaimi, referring to his previous correspondence and again requesting a written update on the extradition proceedings of Mr Rajesh Gupta and Mr Atul Gupta.
March 2023, the Central Authority requests for a meeting at the level of Central Authority and at a Ministerial level at the Unite Arab Emirates
6 April 2023, the Minister of Justice and Correctional Services engages the Ambassador of the United Arab Emirates directly and advised that a Note Verbale from United Arab Emirates was received on S April 2023.
In the evening of the 6th of April 2023, we were provided note verbale from United Arab Emirates. In which we learnt with shock and dismay that the extradition hearing had been concluded in the Dubai Court on the 13 February 2023 and our extradition request was unsuccessful.
The court found that on the charge of money laundering the crime in question is alleged to have been committed in the United Arab Emirates and South Africa, in terms of the Federal laws of the United Arab Emirates extradition can be denied because the United Arab Emirates has the jurisdiction to prosecute the crime.
On the charge of fraud, the court found that the arrest warrant relating to this charge was cancelled.
The reasons provided for denying our request are of a technical nature and fly in the face of the assurances given by Emirati authorities that our requests meet their requirements.
This approach is inconsistent with article 17 of the United Nations Convention Against Corruption, to which both nations are a signatory.

Article 17 places a clear requirement on State parties to obtain clarity on a specific matter before refusing an extradition request.
It reads: Before refusing extradition, the requested State Party shall, where appropriate, consult with the requesting State Party to provide it with ample opportunity to present its opinions and to provide information relevant to its allegation.
We still intend to engage our counterparts as requested in March to ensure that the decision of the court is promptly appealed, in the recent past we are aware that Denmark has appealed and succeed in obtaining a extradition request.
We also engage with the view of devising a mechanism that enhances the levels co-operation to preserve the integrity our bilateral relations.

Employer Takes Over Wandering Man’s Thirsty Wife, Kids

A woman says she has been having an extra marital affair to quench her sexual desires since her husband has deserted his family.

This emerged at the Mutare Magistrates Civil Court where Tendai Maguzano was applying for maintenance from her estranged husband, Innocent Dhaura.

Maguzano said her husband deserted his family and has not been taking care of his children.

“He has been staying at his workplace with other women and has abandoned me and our four children. He does not come home so I had to move on. He is not sending money for the family’s upkeep. How does he want me to survive with a burden like that?” said Maguzano.

She said she was applying for US$200 for the maintenance of the couple’s four children. “The US$200 will cater for the children’s school fees, transport and groceries. The money will not be enough and I will have to put aside the same amount of money in order to sustain the children’s needs,” she said. Maguzano also said her estranged husband has been acquiring loans and selling some of their property.

“The loans he is acquiring are for his personal use and his girlfriends’ hairdo and nails. My children are not benefiting from the loans that he is continuously acquiring. They are actually pulling us back. It is unbelievable that a man will take into consideration his girlfriends’ needs and abandon his own children.

“It will be better if I get half of his pay because we are not benefiting as his family. I am suffering alone with the children while he is busy enjoying with his concubines,” said Maguzano.

In response, Dhaura said he could not pay the maintenance as he is the one staying with the children.

“I cannot afford to give her that kind of money because I am the one staying with the children. I took my children when I realised that they were being exposed to her harlotry,” charged Dhaura.He said he took custody of his children when he caught his wife red-handed in their matrimonial home with her boss.

“I made a surprise visit to my house and found her in bed with her boss. I could not allow my children to be exposed to such shameful acts. I cannot share my wife with another man, even though I have not been frequenting my home,” he said.

Dhaura also said Maguzano does not care about her children as she once dumped them at his workplace.

“She came to my workplace and dumped the kids there. I do not have a maid, so who was going to look after the children she claims she loves? She is just lying so that she can exploit me. I want custody of the children. She should enjoy her life with her new lover, who is also her boss. I do not care,” charged Dhaura.

Mutare magistrate, Mr Xavier Chipato granted the maintenance of US$80 and asked Dhaura to apply for the children’s custody.

He ordered Dhaura to return the children to their mother as they are still minors. -state media

Caught Raping Minor Inside Pentecostal Church Building

A teenager was caught stark naked as he was allegedly raping a five-year-old girl in a Rusape pentecostal church recently. The 16-year-old suspect, who cannot be named since he is also a minor, was allegedly caught red-handed performing the sinful act by a student pastor, Mr Kudakwashe Mutangi.

The suspect had some photographs of him taken at the crime scene before being surrendered to Rusape Central Police Station.

The scene of the sordid act was a local church building which is under construction, adjacent a popular watering hole. Rusape District acting police spokesperson, Sergeant Theresa Maruza said she wanted to get finer details on the case before commenting.

However, a police source who spoke on condition of anonymity said investigations are in progress.

“It is true that the case was reported here. I think they are doing due diligence because there is a procedure that has to be followed when dealing with minor accused persons.

“The liberty of the minor takes precedence and under the circumstances, the police cannot detain the suspect in custody. The suspect was therefore released into the custody of his parent or guardian,” said the police source.

The Manica Post also has in its possession photographs of the suspect and his victim at the crime scene.

Pastor Mutangi said he had gone to the church with a colleague for an afternoon prayer, only for him to bump into the teenager as he was performing the evil act.

Pastor Mutangi said the suspect attempted to flee through an open window while naked, but they quickly restrained him. He said they rushed to grab the suspect’s clothes to cow him off . A used condom was retrieved from the scene.

“We passed through one of our churches in Vengere for an afternoon prayer session, but we were shocked to come face-to-face with the suspect raping the little girl in the church. The suspect was completely naked and was busy in the act when we entered the building,” he said.

“He tried to jump through the window, but we ordered him to stop. I rushed to grab his clothes, which were by the corner, so that he could not run away naked,” said Pastor Mutangi.

“This is a place of worship and it was disrespectful for the suspect to sexually abuse the defenceless victim in the church. There was a used condom with semen by the window seal,” he said.

The clergy said he called the resident pastor who used his car to ferry the suspect and the victim to Rusape Central Police station for further management.

“We reported the matter to the police for further investigations, and it emerged that the little girl stays with her granny. From the look of things, this could be the tip of an iceberg,” he said. -state media

CCC To Expel Violent Candidates

The Citizens Coalition for Change (CCC) yesterday said it will disqualify nominees implicated in violent clashes during the selection process held on Wednesday.

Addressing a Press conference in Harare yesterday, CCC spokesperson Fadzayi Mahere said: “Violence is a Zanu PF culture and we condemn it in its totality. Any person found responsible for violence or causing violence will be automatically disqualified from any form of participation in our candidate selection process.”

The CCC candidate selection process was abandoned at some centres due to violent clashes among aspiring candidates.

Mahere said those nominated would be vetted and key community stakeholders would be consulted to make their recommendations on the candidates.

“Thereafter, the very important community consensus which builds part of the panel starts. There will be citizen caucuses, where citizens will come together and will be told of who their candidates are and asked of their preference.”

The Zimbabwe Peace Project (ZPP) in a report said its monitors witnessed acts of violence in Glen View, Harare, and Zengeza West constituency in Chitungwiza.

Zanu PF primaries held last week were also marred by reports of violence and vote rigging.- Newsday

Mahere Conviction Angers International Rights Group

Amnesty International has condemned the conviction and sentencing of Fadzayi Mahere, the national spokesperson for the Citizens Coalition for Change (CCC).

Mahere was convicted for allegedly publishing falsehoods on Twitter, specifically for a tweet about a police officer striking a baby to death.

Amnesty International states that her conviction is an assault on freedom of expression, and the government is using a non-existent law to prosecute her.

Flavia Mwangovya, Amnesty International’s deputy director, of East and Southern Africa said the conviction of Fadzayi Mahere is a travesty of justice as it is based on a law that is no longer existent in Zimbabwe and applied to silence dissent.

The magistrate court in this case should have taken note of the decisions of the upper courts and acquitted Mahere.

The conviction and sentencing demonstrate the extent to which authorities are willing to go to muzzle critical voices and supress the right to freedom of expression.

According to Mwangovya, the authorities in Zimbabwe are conveying a clear message that the right to freedom of expression has no place in the southern African country.

He urged the government to quash the sentence and stop using the courts to target and harass individuals.Mahere was charged under section 31 of the Criminal Law Reform and Codification Act with publishing or communicating falsehoods in 2021.

The law was declared void by the Constitutional Court in 2014. The High Court confirmed this in another case in 2021.

Mahere was arrested in 2021 and detained for seven days before being granted bail by a Harare magistrate.

On Wednesday, she was convicted and fined US$500 but was acquitted of the charge of promoting and inciting public violence.

Instead, she was convicted of communicating false statements.

Kombi Accident: 9 Killed

Nine people died while 31 others were injured when a commuter omnibus they were travelling in collided with a minibus along the Harare-Masvingo highway today.
In a statement national police spokesperson Assistant Commissioner Paul Nyathi confirmed the accident.

“The ZRP confirms a fatal road traffic accident which occurred today at around 0600 hours where nine people were killed whilst 31 others were injured when a Toyota Caravan kombi with 18 occupants and a mini bus with 22 occupants collided at the 192 km peg along Harare-Masvingo Road. The bodies of the nine victims were taken to Mvuma Hospital mortuary for post-mortem while 20 injured passengers are admitted at the same hospital.

“The other 11 injured passengers are admitted at Gweru Hospital. More details to be released in due course,” he said. – Tellzim

Man Shot Dead, Lover Raped

A MAN was shot THREE times in the head, after being attacked by a ruthless gang, which then took his girlfriǝnd hostage before rɑp!ng her.

The couple were sitting in a car along Lomagundi Road when they were attacked.

One of the suspects, who also has pending armed robbery and attempted murder charges, appeared in court yesterday facing fresh murder, robbery and rɑpǝ charges.

Tapiwa Mbirimi appeared before magistrate, Stanford Mambanje, who remanded him in custody to May 15, pending finalisation of investigations.

The court heard that on November 19, last year, Mbirimi, together with his accomplice only known as Archford, confronted the now deceased Tendai Kandendu.

He was in the company of his girlfriǝnd and they were sitting in their parked vehicle along Lomagundi Road in Harare.

Mbirimi was armed with a pistol while his accomplice had a knife.

They attacked the couple, demanding money.

Kandendu fought back and reached for his gun, which was in the car.

Mbirimi and Archford wrestled Kandendu and took his gun and shot him THREE times in the head, killing him instantly.

They then took Kandendu’s girlfriǝnd hostage and stole the couple’s phones and US$300.

Mbirimi dragged the girl to a nearby bush and rɑpǝd her.

He then told her to seek assistance from a nearby house before disappearing into the darkness.

Dubai Refuses To Deport Guptas

The Department of Justice and Correctional Services has eventually confirmed that the United Emirates Arabs (UAE) turned down South Africa’s request to have the Gupta brothers extradited to South Africa to face charges of money laundering and fraud.
This was revealed by the department’s minister, Ronald Lamola, on Friday morning during an impromptu press conference which was called after it was reported that the Guptas brothers were recently spotted in Switzerland, Europe.

Lamola said they were informed of the court’s decision through a note verbale (a diplomatic communication from one government to another, delivered through each other’s diplomatic representatives).

Lamola gave a long timeline of how they dealt with the matter, even saying at some point, they raised concerns when the UAE was not giving them information on the court appearances of the Gupta brothers.

“On the 6th of April 2023, which is yesterday, the Minister of Justice and Correctional Services engages the ambassador of the United Arab Emirates directly, and he advised that a note verbale from the United Arab Emirates was received on the 5th of April 2023 after an enquiry from our side when we read some newspaper articles in relations to the matter.

He said it was then that they learnt that the court process was concluded, and the request by South Africa to extradite the Guptas was duly turned down.

“We learnt with shock and dismay that the extradition have been concluded in the Dubai courts … on the 13th of February 2023, and our extradition request was unsuccessful.

“The court found that on the charge of money laundering, the crime in question is alleged to have been committed in the United Arab Emirates and in South Africa. IOL

Stop Illegal Mining Activities

A local pressure group has implored local authorities in Masvingo to act on the dangers of illegal mining on the hills of Masvingo City.

There is a proliferation of illegal mining activities at Target Kopje Hills after gold was discovered around the hill some years ago. This has attracted much attention from Masvingo residents as the mining activities are being conducted by some unlicensed citizens who are suspected to be the ruling party members .

The local pressure group has called for authorities from Masvingo City Council to engage with the Ministry of Mines, Zimbabwe Republic Police, and Environmental Management Agency to reign in and stop these mining activities or at least at the very minimum regulate the activities so that the environment is protected and that water reservoirs and water supply to more than XXXX number of inhabitants have access to clean, safe and potable water.

The rights group has warned that the continued use of heavy machinery on the hills and chemicals underground causes instability within the Earth’s crust hence putting Masvingo city’s water tanks at risk of being destroyed.

“We are worried about the proliferation of illegal mining activities in Masvingo. Worse still individuals behind the activities are not at all observing the required safety measures,” the pressure group said in a statement.

A petition was submitted to the Parliament of Zimbabwe to end all illegal mining activities in Masvingo by pressuring the government, policymakers, and local authorities to implement and enforce legislation on illegal mining activities. Meanwhile, the group has urged stakeholders and young people to continue pushing for the crafting of better regulations for mining activities to protect the environment and infrastructure by stressing the ban of mining activities in areas of public interest.
The group has however threatened that if nothing changes in the not-so-distant future this will spark more non-conventional ways of engagement to bring to an end the illegal mining and to restore normalcy in the City of Masvingo.

Warriors Fall

The Zimbabwe national team has continued to slump on the latest FIFA Rankings released on Thursday.

The Warriors have not been in action since their international ban was ratified by the FIFA congress in March last year.

They last played a competitive game at the 2021 Afcon tournament in January 2022.

In the latest table, Zimbabwe dropped one place to number 126 in the world to set their worst FIFA ranking in six years.

The Warriors, whose worst ever ranking came in 2016 when they reached number 131, also moved to 34th place on the African table.

Examples of PPE include gloves, steel-toed footwear, eye protection, protective hearing devices (earplugs, muffs), hard hats, respirators and reflective clothing.
Gloves – prevent scrapes and abrasions.

Footwear- should be water proof and a puncture proof sole.

Eye protection- prevent dirt and dust floating around the mine from going into the eyes. Also keep chemicals from splashing into the eyes.
Protective hearing devices- to prevent irreversible hearing loss from loud machines, tools and vehicles miners use
Hard hats- protect the miner from water and falling objects

Arubi Team Faces Relegation

Dstv Premiership side Marumo Gallants, home to veteran Zimbabwean goalkeeper Washington Arubi, are in great danger of being relegated from the South African top-flight.

The Limpopo-based side, despite a very successful debut CAF Confederation Cup campaign in which they have booked a place in the quarter-finals, have found the going tough in the domestic campaign.

Gallants are anchoring the DStv Premiership table with a paltry 23 points from 24 matches.

Benzema Hat-trick Buries Barcelona

Karim Benzema netted a brilliant second half hat-trick as Real Madrid trounced Barcelona 4-0 in the second leg of the Copa del Rey semi-final played at Camp Nou.

Carlo Ancelotti’s men, who have struggled against Barcelona since Xavi took over at the Catalan giants, needed a special performance to overturn the 0-1deficit from the first leg in Madrid last month.

Real found the breakthrough in first half stoppage time when Vinicius Junior finished off a brilliant counter attack to level the tie.

The referee’s whistle signalled the end of what was a very tense first half, in which Vinicius and Gavi were booked for an off the ball confrontation.

Teenager Caught Stark Naked Raping Minor

A RUSAPE teenager was caught stark nɑkǝd as he was allegedly rɑp!ng a five-year-old girl in a Rusape pentecostal church recently. The 16-year-old suspect, who cannot be named since he is also a minor, was allegedly caught red-handed performing the sinful act by a student pastor, Mr Kudakwashe Mutangi.

The suspect had some photographs of him taken at the crime scene before being surrendered to Rusape Central Police Station.

The scene of the sordid act was a local church building which is under construction, adjacent a popular watering hole. Rusape District acting police spokesperson, Sergeant Theresa Maruza said she wanted to get finer details on the case before commenting.

However, a police source who spoke on condition of anonymity said investigations are in progress.

“It is true that the case was reported here. I think they are doing due diligence because there is a procedure that has to be followed when dealing with minor accused persons.

“The liberty of the minor takes precedence and under the circumstances, the police cannot detain the suspect in custody. The suspect was therefore released into the custody of his parent or guardian,” said the police source.

The Manica Post also has in its possession photographs of the suspect and his victim at the crime scene.

Pastor Mutangi said he had gone to the church with a colleague for an afternoon prayer, only for him to bump into the teenager as he was performing the evil act.

Pastor Mutangi said the suspect attempted to flee through an open window while nɑkǝd, but they quickly restrained him. He said they rushed to grab the suspect’s clothes to cow him off. A used c0nd0m was retrieved from the scene.

“We passed through one of our churches in Vengere for an afternoon prayer session, but we were sh0cked to come face-to-face with the suspect rɑp!ng the little girl in the church. The suspect was completely nɑkǝd and was busy in the act when we entered the building,” he said.

“He tried to jump through the window, but we ordered him to stop. I rushed to grab his clothes, which were by the corner, so that he could not run away nɑkǝd,” said Pastor Mutangi.

“This is a place of worship and it was disrespectful for the suspect to ƨǝxuɑlly abuse the defenceless victim in the church. There was a used c0nd0m with sǝmǝn by the window seal,” he said.

The clergy said he called the resident pastor who used his car to ferry the suspect and the victim to Rusape Central Police station for further management.

“We reported the matter to the police for further investigations, and it emerged that the little girl stays with her granny. From the look of things, this could be the tip of an iceberg,” he said.

Robbers Kill Man During Picnic

A MAN was shot THREE times in the head, after being attacked by a ruthless gang, which then took his girlfriǝnd hostage before rɑp!ng her.

The couple were sitting in a car along Lomagundi Road when they were attacked.

One of the suspects, who also has pending armed robbery and attempted murder charges, appeared in court yesterday facing fresh murder, robbery and rɑpǝ charges.

Tapiwa Mbirimi appeared before magistrate, Stanford Mambanje, who remanded him in custody to May 15, pending finalisation of investigations.

The court heard that on November 19, last year, Mbirimi, together with his accomplice only known as Archford, confronted the now deceased Tendai Kandendu.

He was in the company of his girlfriǝnd and they were sitting in their parked vehicle along Lomagundi Road in Harare.

Mbirimi was armed with a pistol while his accomplice had a knife.

They attacked the couple, demanding money.

Kandendu fought back and reached for his gun, which was in the car.

Mbirimi and Archford wrestled Kandendu and took his gun and shot him THREE times in the head, killing him instantly.

They then took Kandendu’s girlfriǝnd hostage and stole the couple’s phones and US$300.

Mbirimi dragged the girl to a nearby bush and rɑpǝd her.

He then told her to seek assistance from a nearby house before disappearing into the darkness.

Musician Apologizes For Failing Zimbabweans

By A Correspondent| Zimbabwean musician Sanii Makhalima has publicly apologized to his family for not using his fame and fortune to better the lives of his fellow countrymen.

Makhalima, who has been in the music industry for several years, said he had been aware of the issues facing the people of Zimbabwe but had stayed in a corner and believed that someone else would take action. However, he now understands the power of fame and fortune and wants to use it for the greater good.

“Before I was aware of our issues as a people but had always stayed in a corner and believed someone else would do it. However, my concience has not let me rest and my spirit has had this gnawing like feeling for a while. Please forgive me as I had never really understood the power of fame and fortune,”

Makhalima said that his conscience had not let him rest and that his spirit had been nagging him for a while.

He acknowledged that he had been selfish with his fame and fortune and had never used it correctly. However, he promised that this version of himself is better, more aware, and conscious about the mishaps of their lives.

In his public apology, Makhalima urged his family to forgive him and to work together to create a better tomorrow for all Zimbabweans.

He called on them to motivate each other to do good and to work towards a brighter future. Makhalima acknowledged that some members of his family may not agree with his vocal stance on the affairs of the country, but he felt compelled to speak out because staying quiet made his heart and spirit bleed.

Makhalima pledged to use his platform and voice to advocate for positive change in Zimbabwe and to usher in a new generation of thinkers.

25 year old Midlands State University (MSU) Media Studies graduate Kumbirai Mutengo yesterday announced his bid for ward 21 councillor after very much consideration due to the delapidating situation in the dormitory town of Chitungwiza.

“I believe that Chitungwiza needs a voice that can speak onbehalf of the people.Chitungwiza needs real transformation and some of the issues facing our people like water challenges, poor roads , sewer leakages and housing need to be addressed,” said Mutengo

The young journalist and author reiterated that with his political experience , leadership acumen and etiquette he is the best person to represent Zengeza East Constituency ward 21 as councillor ushering the ward and the Chitungwiza Municipality on a transformative path.

Mutengo (25) is a mentee of the late Former Minister of National Housing and Social Ammenities , veteran opposition politician, educationist and Chitungwiza godfather, Fidelis Mhashu.The young journalist authored a biography book about the struggle for a new Zimbabwe taking into account higlights of nationalism and opposition politics in Zimbabwe titled, “Fidelis Mhashu – The Beauty of Servant Leadership.”He is well-acclamatized with where the country is coming from and where it is headed.

The ward 21 councillor aspirant is a fully fledged political activist who joined politics in 2015. He has exchanged hands (mentored) from Hon Happymore ‘Cde Leader Bvondo’, to Hon Godfrey Sithole but grew up under the tutorship of Mhashu.Mutengo participated in the 2016 uprisings and engaged in a demonstration against the National Pledge while in school uniform.He also participated in the activities of the National Electoral Reforms Agenda ( NERA) led by Joelson Mugari.

Mutengo founded a Christian political movement in named First Choice Movement (FCM) with the aim to bring transformative Christian leadership and the Church to serve nations.

Kumbirai Mutengo has served in different capacities.He is the former National Youth Chairman of the National Reclamation Assembly (NRA) led by Charles Mutama and Taurai Gwesu. He engineered the student structures across the country including University of Zimbabwe and Midlands State University.

Mutengo is a sport ethusiast he founded a sporting club named Hungwe Sporting in early 2020 which runs under the Barcelona Sporting Club Model.He intends to venture into different sport discliplines and transform local sport into big business and bringing social cohesion with names such as Hungwe of national and cultural value.He started the sport institute with the late Farai Mutengo, Trust Mugari, Tafazua Tomas, Calvern Kame, Samson Biara, Brighton Kahuni , Mgicini Muzoremba, Mzimkhulu Nguni and Musa Makamba

“With the knowledge and experience I have accumulated over the years in leadership , I believe that ward 21 can benefit from it. We are in need of education facilities because our population has been increasing every now and then,” said Mutengo

The young political candidate intends to represent all sections of society including pupils, students, sport persons, artists, journalist/writers, musicians, film makers, disabled,church , orphans residents , unemployed, workers and the poor.Mutengo stated that Chitown is in a mess because of poor urban planning and the inability to source opportunities for the local people by running an Efficient , Transformative and Transparent system.

TheWard 21 councillor aspirant encouraged other young people to consider running for office to usher in transformative leadership in Chitungwiza.

“I encourage young people to take the call to run for public office because together we can bring change to our beautiful Chitungwiza.We need to protect the legacy of our heroes and defend our leader Hon Job Sikhala,” said Mutengo

Tragic Accident Claims 9 Lives Along Harare-Masvingo Road

A tragic incident occurred on Friday morning at the 192km mark along the Harare-Masvingo road, as confirmed by the police.

According to their statement, nine people lost their lives and 31 others were injured in an accident involving two minibuses.

At around 6am, a Nissan Caravan with 18 passengers collided with another minibus carrying 22 passengers, resulting in the devastating outcome.

“The ZRP confirms a fatal road traffic accident which occurred today at around 6am where nine people were killed whilst 31 others were injured when a Nissan Caravan kombi with 18 occupants and a minibus with 22 occupants collided at the 192 km peg along Harare-Masvingo Road.

“The bodies of the nine victims were taken to Mvuma Hospital mortuary for post-mortem while 20 injured passengers are admitted at the same hospital.”

Police said the other 11 injured passengers are admitted at Gweru Hospital and will supply more details surrounding the accident in due course.

The number of accidents on the country’s roads appears to be increasing as citizens celebrate the Easter holiday.

Yesterday at least 13 traders cheated death and were seriously injured when a Zebra Kiss bus traveling from Zambia was involved in an accident at the 133km peg near Maningwa Mountain along the Harare-Chirundu Highway. The driver was reportedly speeding and lost control of the bus leading it to land on its side

Nine (9) Perish In Mvuma Horror Crash

By- Nine people died while 31 were injured in a tragic incident near Mvuma Friday morning.

The accident involved a Toyota Caravan kombi with 18 occupants and a mini-bus with 22 occupants that collided along the Harare-Masvingo Road.

The Zimbabwe Republic Police (ZRP) confirmed the incident, stating that it occurred at around 0600 hours at the 192 km peg. The bodies of the nine victims have been taken to the Mvuma Hospital mortuary for post-mortem, while 20 injured passengers are currently admitted at the same hospital. The other 11 injured passengers are admitted at Gweru Hospital.

Investigations are ongoing to determine the cause of the accident. More details will be released in due course.

In a statement, police spokesperson assistant commissioner Paul Nyathi said,

The government and relevant authorities must take urgent action to improve road safety measures, including improving the quality of roads, enforcing traffic laws and regulations, and conducting regular safety inspections of vehicles.

“Impeach Mnangagwa over gold mafia!” No, focus on denying him legitimacy and all else will follow!

By Wilbert Mukori| Team Pachedu have done excellent work in the fight for free, fair and credible elections. However in calling for Mnangagwa to be impeached over the Al Jazeera Gold Mafia expose, they are losing the plot.

“As Team Pachedu, we think the opposition should put the necessary pressure on Mnangagwa to step down and a good safe way is to move a motion to impeach him in Parliament.

“The legislators have a role to play in checking the executive,” Team Pachedu told NewsDay.

Yes, the opposition MPs can table a motion to impeach Mnangagwa, but to what end and purpose! Even if they did table the motion, it will be quashed like a bug underfoot. Remember Zanu PF has 2/3 majority in parliament and these MPs are not accountable to ordinary Zimbabweans but to Mnangagwa and the rest of the corrupt ruling elite! Mnangagwa and his cronies rig elections – remember!

As long as Zanu PF is able to rig the elections and stay in power the gross mismanagement, rampant corruption and tyrannical oppression will continue. So, if we are serious about ending the mismanagement, corruption, etc. we must focus on implementing the democratic reforms to ensure free, fair and credible elections. Anything else is just a waste of time and effort!

We are in the middle of an election campaign and will be going to the polls in four months’ time. There is overwhelming evidence already to show the process is flawed and illegal including the failure to produce something as basic as a verified voters’ roll. Team Pachedu has done excellent work in helping to document some of the evidence.

Zanu PF is rigging these 2023 elections. After 43 years of rigged elections, it is insane to let this happen yet again!

With four months to go before polling day, it is too late to get any meaningful democratic reforms implemented nor can we stop the elections going ahead. What we can do is make sure everyone knows that these elections as flawed and illegal and cannot therefore produce a legitimate government. Zanu PF must not be allowed to get away with yet another rigged election and granted political legitimacy.

It is a well-documented historic fact that Zimbabwe’s opposition MDC/CCC have played a major role in helping Zanu PF rig elections and get away with it. MDC leaders had the golden opportunity to implement the democratic reforms, notably during the 2008 to 2013 GNU. They failed to implement even one reform.

Worse still, Chamisa and his opposition friends have insisted on participating in these elections knowing fully well that Zanu PF was rigging the elections and that participating will give the process some modicum of credibility and the outcome legitimacy. They have participated regardless out of greed.

“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the (2013) elections,” confessed David Coltart, CCC Treasurer General,  in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”

Chamisa and his CCC friends are once again participating in these flawed and illegal 2023 elections to give Zanu PG legitimacy out of greed. How long are we going to allow this blatant betrayal of the people fight for reforms and free elections to continue, for Pete’s sake!!!!

The suggestion that the opposition MPs must table a motion to impeach Mnangagwa will be a welcome distraction from addressing with the critical questions; why the sold out on reforms and continue to do so by participating in flawed elections?

Indeed, the very act of raising the motion of impeaching Mnangagwa on corruption, even if everyone knowing it is academic, will be a feather in the opposition’s cap. They will see it justification for their continued participation in these flawed elections!

The number one task before us is making sure Zanu PF does not get political legitimacy and thus get away with yet another rigged 2023 election. The last thing we want is give the sell-out opposition a feeble excuse to justify their participation.

Tabling the motion to impeach Mnangagwa over the gold looting will be no more than a house-fly to a elephant, the Al Jazeera documentary has been a swarm of stinging bees, at the very least. Deny Mnangagwa political legitimacy and the Zanu PF dictatorship will end and with it the mismanagement, corruption, etc.

We can end the Zanu PF dictatorship, the regime is rigging these elections and knows that getting away with it is not going to be easy. The regime on the ropes and we need to stay focused and not the distracted by impeachment side show of no consequence!

CCC Lawmaker Delivers Message To Mnangagwa

Mutasa Central legislator Trevor Saruwaka (Citizens Coalition for Change, CCC) has said his stepping down from contesting the seat in this year’s polls is meant to prove to President Emmerson Mnangagwa that power can be transferred peacefully.

The harmonised elections are expected mid-year. Mnangagwa is yet to proclaim the exact dates.

Saruwaka has clocked three terms in Parliament. This week, he announced that he would not take part in the CCC candidate selection process despite being unchallenged.

Saruwaka passed the baton to Dickson Chekeche, who will face ruling Zanu PF candidate Innocent Benza.

“I will transfer the tricks to the young man (Chekeche) and it’s a lesson that positions and power can be transferred peacefully. This should be a lesson, especially, to President Emmerson Mnangagwa,” Saruwaka said.

“In Mutasa Central, Zanu PF is recycling deadwood and this shows that it is running out of ideas. I defeated Benza in 2013, and he is coming back to contest in the 2023 elections.

“My stepping down should be a big lesson to Mnangagwa that he can transfer power peacefully.”

In 2018, Saruwaka floored another Zanu PF bigwig, Jefter Sakupwanya.

Last month, Zanu PF held its primary elections which were marred by reports of violence, vote rigging, torture and abductions.

The CCC is using a community-centred approach to choose candidates to contest the forthcoming polls.

Mavaza Says #GoldMafia’s A Ghost, There’s No Way President Can Steal From His Own Country

By Dr Masimba Mavaza | OPINION | The Aljazeera documentary which raised great interest in Zimbabwe has turned out to be a celebrated ghost. Because elections are penned for this year 2023 the opposition has been trying to build a mountain out of the Aljazeera’s disappointing documentary.

Before its publication the documentary was projected to be a knock out punch aimed at ZANU PF’s head. Campaign speeches based on Aljazeera’s documentary were made but never to be read as the documentary failed to rise to the occasion.

The opposition and their handlers are making calls for the President to comment on this documentary. However the government responded and assured the nation that the Gold Mafia scandal is taken seriously and that if evidence becomes available those implicated will be prosecuted. The law will always catch up with you. If the documentary is revealing the truth then the culprits will face the music. The minister was very specific that no amount of name dropping will deter the courts from pursuing justice.

It is surely laughable that any person will try to accuse the president and ZANU PF for corruption in this case.

President Mnangagwa has pledged and declared war against corruption.

Zimbabwe is affected by corruption just like any other country in the world over. Corruption has debilitating effects and affects the most vulnerable citizens, the women, the children and the elderly at most. Zimbabwe signed the United Nation Convention against Corruption (UNCAC) on 20 February 2004 and ratified it on 8 March 2007, the Convention entered into force for Zimbabwe on 7 April 2007. Zimbabwe is a signatory to the African Union on Preventing and Combating Corruption (AUCPCC) which was adopted at the Second Ordinary Session of the Assembly of the Union, held in Maputo, Mozambique on 11 July 2003. It entered into force for Zimbabwe on 5 August 2006. To date thirty-four countries are members and State parties to the regional Convention including Zimbabwe.

In 2004, Zimbabwe signed the Southern Africa Development Community Protocol on Corruption (hereinafter the SADC Protocol) in response to a regional call for leaders to pledge their commitment in the fight against corruption. Thereafter, Zimbabwe amended its Constitution and a provision for the establishment of an anti-corruption body was included. The Anti-Corruption Commission Act was enacted in 2004 and the Commission was established in 2005. The Zimbabwe Anti-Corruption Commission (ZACC) is an independent body established by the Constitution and mandated to investigate and expose cases of corruption, combat corruption, theft, abuse of power and other improprieties in the public and private sectors. ZACC was put under the capable leadership of Her honour Justice Loice Matanda Moyo. (Sisi Loyi) with justice Matanda Moyo Zimbabwe has not looked back on the fight against corruption as it continues to make efforts to strengthen its capacity and legal framework on corruption.
It is common Knowlledge that the Zimbabwean economy has been on the meltdown and one of the major causes has been corruption. In order for Zimbabwe to arrest the scourge of corruption the Government showed its political will by ensuring the establishment of a national anti-corruption body.
There are positive developments which have been ushered by the new dispensation led by His Excellency, E. D Mnangagwa which will see the decentralization of the ZACC to all provinces. This is in line with the mantra “zero tolerance to corruption”.

The whole issue of the Gold Mafia is being blown way out of proportion.

Zimbabwe government can not steal from itself neither can the president steal from his own country.

The Zimbabwean legal system is based on the concept of separation of powers. There are three arms which are the executive, the legislature and the judiciary. The legislature is responsible for making the laws in Zimbabwe and these laws are enforced and implemented by institutions that are part of the executive. The judiciary is a separate arm that should ensure the rule of law is upheld and it should remain independent. The law enforcement agents are seized with the powers of investigating crime.

The Zimbabwe Anti-Corruption Commission is one of the law enforcement agencies which is seized with investigating all forms of corruption in Zimbabwe. The corruption offences are outlined in the Criminal Law Codification and Reform Act and some of the offences are bribery, criminal abuse of office as a public officer, fraud involving corruption, money. So it is not for the president to interfere in the investigations of the so called Gold Mafia. In terms of the Constitution of Zimbabwe
the Commission is mandated to investigate corruption cases and recommend the arrest of suspected persons.
The police should scrutinize the investigation and formulate a reasonable suspicion in order to effect arrest on a person suspected of having committed an offence. Thereafter, that is when the matter can be referred to the National Prosecuting Authority. The NPA has to prove beyond reasonable doubt in each and every case, that a particular suspect has committed an offence. The NPA is supposed to prosecute its cases before the court which is adjudicated by the judiciary. So Gold Mafia will not be tried by the High Court of social media. It might take long but we will see some faces before the courts.

The magistrates court is the court where all cases of corruption are initially prosecuted. A corruption case can be referred to the High Court depending on the threshold of the financial misappropriation or the seriousness of the offence. The High Court is the next court of first instance and appeal in terms of criminal offences and it is governed by the Constitution and the High Court Act.

The offences relating to corruption in Zimbabwe are stipulated in the Criminal Law Codification and Reform Act from sections 170 to section 174.
Zimbabwe boasts of a relatively good legislative framework with regard to corruption. There are a good number of pieces of legislation which relate to corruption. The supreme law of the land which is the Constitution of Zimbabwe has in its Chapter 13 made provisions for institutions which are responsible for combating corruption which are the Zimbabwe Anti-Corruption Commission and the National Prosecuting Authority, respectively. However, these key institutions have been buffered by the enactment of various legislation some of which are the Money-Laundering and Proceeds of Crime Act. Prevention of Corruption Act. Public Entities and Corporate Governance Act,Criminal Procedure and Evidence Act, and this is not an exhaustive list.

The latest response was the enactment of the Money- Laundering and Proceeds of Crime Amendment Act where the legislature addressed shortcomings of the anti-money laundering regime in terms of the requirements of the Financial Action Task-Force recommendations and United Nations Convention against Corruption.

Zimbabwe recently passed legislation on unexplained wealth orders or illicit enrichment. The law now requires that an enforcement authority can make a civil application to the High Court citing that they have reasonable suspicion that any person, natural or juristic, has unexplained wealth. The court if satisfied with the application can grant an unexplained wealth order restraining or freezing the property and requiring the Respondent to provide evidence to the contrary. This piece of legislation has enhanced the fight against corruption where many persons have acquired wealth illicitly and are laundering the funds into the legitimate system.
Zimbabwe is faced with the many challenges in fighting the scourge of corruption which are similar to other jurisdictions.

Zimbabwe, being a developing country, is making headway in its anti-corruption efforts, although the challenges faced sometimes outweigh the progress. In its attempt to continue being relevant in the anti- corruption regime, Zimbabwe continues to strengthen its collaborations with national, regional and international partners. Zimbabwe welcomes the Aljazeera documentary and indeed action will be taken. It is Zimbabweʼs hope to continue to have its institutions strengthened through capacity-building and strong partnerships.

Detectives Arrested For Seizing Stolen Money

TWO Criminal Investigation Department officers have appeared in court on charges of criminal abuse of office after allegedly sharing proceeds of crime.

Allegations are that on March 31, Addmore Musiza and Tafara Machokoto together with Cormwell Jokonia who is still at large were part of an investigating team which interviewed Edward Davai Mudowaye.

Madowoye had been arrested for theft of US$158 000 stolen from National Foods in Aspindale, Harare.

It is alleged that the duo went to Mbare’s Matapi Flats where Madowoye had kept the money for safe keeping where they recovered the US$158 000 and shared the money.

It is alleged that Musiza and Machokoto took Madowoye to court where they submitted that they did not recover anything from the accused.

The duo was arrested after CID Homicide Detectives received information about their shenanigans and recovered US$56 000 from Musiza which had been buried in a maize field about 400 metres from his house.

Police also recovered US$22 000 from Machokoto which he had given to his aunt Susan Jiri for safekeeping. – ZBC News

On cloud nine after last week’s 2-1 victory over defending champions FC Platinum, Highlanders will be heading into the fixture with their tails up, but Coach Baltemer Brito called for caution.

“We did beat FC Platinum but this is a derby and usually derbies require less of the coach’s input. The players should stay humble if we want the three points. We had hoped to have more time to prepare for the derby but we will go there and play our normal game,” said Baltemer Brito, Highlanders technical manager.

The players are aware of the task that lies ahead as they face a side yet to concede a goal this season.

“We are ready and that FC Platinum game is now water under the bridge. We have been taking our instructions from the coaches come Friday, we need to be at our best.”

“It has been every player’s dream to play for a big club like Highlanders and for me it is a dream come true. I am now enjoying playing in front of a packed stadium,” said players who spoke to ZBC News.

Cops Demand Cash In Exchange For Suspect’s Freedom

Two officers from the Criminal Investigations Department are set to face the music for their alleged shenanigans after being involved in extortion.

The Bindura-based duo of Petros Kambalazaza and Elvis Magaya, who were arrested this week on allegations of extortion appeared in court this Friday.

The State alleges that in December last year, the duo arrested a suspected robber identified as Godfrey Chimupanje and took him to Bindura’s Zimbabwe Republic Police Criminal Investigations Department for questioning after which he was remanded in custody.

The court heard that the two police officers allegedly visited the suspect at Bindura Remand Prison and allegedly took him for indications, but went on to demand US$1000 dollars in exchange for his freedom.

Chimupanje reportedly told them that he did not have the money before referring the officers to his mother-in-law.

US$400 was raised and handed over to the police officers. After Chimupanje’s remand conditions had been revised, the pair are said to have gone further to demand another US$300 when he reported for routine remand. The matter came to light after Chimupanje reported the issue to the police.

Warriors Freefall Continues

The Zimbabwe national team has continued to slump on the latest FIFA Rankings released on Thursday.

The Warriors have not been in action since their international ban was ratified by the FIFA congress in March last year.

They last played a competitive game at the 2021 Afcon tournament in January 2022.

In the latest table, Zimbabwe dropped one place to number 126 in the world to set their worst FIFA ranking in six years.

The Warriors, whose worst ever ranking came in 2016 when they reached number 131, also moved to 34th place on the African table.

The nation’s overall point tally remained at 1138.56.

State Media -A Kwekwe businesswoman who exposed a 30-year sexual attack at the hands of her former teacher was reportedly offered US$10 000 as recompense.

The man allegedly raped her when she was 15 years old and caused her to become pregnant.
When the alleged sexual assault occurred, the suspected rapist was a temporary teacher.

The businesswoman alleges that Wellington Muza forced himself on her while she was still in school, which led to her being pregnant. The child is now 30 years old, according to the businesswoman.

The entrepreneur claimed that Muza had molested her while she was a student at Gokwe.

Muza, in an ironic turn of events, is now a senior executive in a prestigious non-governmental organisation that promotes the rights of girls.

He was a minor when the claimed rape assault happened.

“As Team Pachedu, we think the opposition should put the necessary pressure on Mnangagwa to step down and a good safe way is to move a motion to impeach him in Parliament.

“The legislators have a role to play in checking the executive,” Team Pachedu told NewsDay.

Yes, the opposition MPs can table a motion to impeach Mnangagwa, but to what end and purpose! Even if they did table the motion, it will be quashed like a bug underfoot. Remember Zanu PF has 2/3 majority in parliament and these MPs are not accountable to ordinary Zimbabweans but to Mnangagwa and the rest of the corrupt ruling elite! Mnangagwa and his cronies rig elections – remember!
As long as Zanu PF is able to rig the elections and stay in power the gross mismanagement, rampant corruption and tyrannical oppression will continue. So, if we are serious about ending the mismanagement, corruption, etc. we must focus on implementing the democratic reforms to ensure free, fair and credible elections. Anything else is just a waste of time and effort!

We are in the middle of an election campaign and will be going to the polls in four months’ time. There is overwhelming evidence already to show the process is flawed and illegal including the failure to produce something as basic as a verified voters’ roll. Team Pachedu has done excellent work in helping to document some of the evidence.
Zanu PF is rigging these 2023 elections. After 43 years of rigged elections, it is insane to let this happen yet again!
With four months to go before polling day, it is too late to get any meaningful democratic reforms implemented nor can we stop the elections going ahead. What we can do is make sure everyone knows that these elections as flawed and illegal and cannot therefore produce a legitimate government. Zanu PF must not be allowed to get away with yet another rigged election and granted political legitimacy.
It is a well-documented historic fact that Zimbabwe’s opposition MDC/CCC have played a major role in helping Zanu PF rig elections and get away with it. MDC leaders had the golden opportunity to implement the democratic reforms, notably during the 2008 to 2013 GNU. They failed to implement even one reform.
Worse still, Chamisa and his opposition friends have insisted on participating in these elections knowing fully well that Zanu PF was rigging the elections and that participating will give the process some modicum of credibility and the outcome legitimacy. They have participated regardless out of greed.
“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the (2013) elections,” confessed David Coltart, CCC Treasurer General, in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”
Chamisa and his CCC friends are once again participating in these flawed and illegal 2023 elections to give Zanu PG legitimacy out of greed. How long are we going to allow this blatant betrayal of the people fight for reforms and free elections to continue, for Pete’s sake!!!!
The suggestion that the opposition MPs must table a motion to impeach Mnangagwa will be a welcome distraction from addressing with the critical questions; why the sold out on reforms and continue to do so by participating in flawed elections?
Indeed, the very act of raising the motion of impeaching Mnangagwa on corruption, even if everyone knowing it is academic, will be a feather in the opposition’s cap. They will see it justification for their continued participation in these flawed elections!
The number one task before us is making sure Zanu PF does not get political legitimacy and thus get away with yet another rigged 2023 election. The last thing we want is give the sell-out opposition a feeble excuse to justify their participation.
Tabling the motion to impeach Mnangagwa over the gold looting will be no more than a house-fly to a elephant, the Al Jazeera documentary has been a swarm of stinging bees, at the very least. Deny Mnangagwa political legitimacy and the Zanu PF dictatorship will end and with it the mismanagement, corruption, etc.

Former Mwonzora Ally Splashes Money On CCC Leaders To Get Parly Nomination

By A Correspondent| Citizens Coalition for Change leader Nelson Chamisa has been sucked in vote buying saga after he allegedly received ‘gifts’ from aspiring candidate Zivanai Mhetu in exchange for the privilege to contest Epworth North seat, it has emerged.

Mhetu who was not part of CCC allegedly ‘donated’ two Toyota Fortuners to the opposition leader for use by his security.

“The party is broke and Chamisa was enticed by Mhetu through gifts. The former Mwonzora ally knows that his money can work wonders for him and he just did that,” said the source.

“One guy from the president’s (Chamisa) office called Jabu came to Epworth a week ago and influenced some street point persons to vote for Mhetu because it is what Chamisa wants. The person is the head of intelligence in the president’s office. He tried to influence one of the councilors to vote for Mhetu in exchange of making him a mayor,” said the source.

“On the nomination day, Mhetu bribed 30-point persons to give him nomination ahead of seasoned politicians, he did not participate in voter mobilisation only to resurface 7 days after voter registration blitz commenced.”

Mhetu did not answer his phone.

Mhetu is one of the people who masterminded the takeover of the Harvest House by Douglas Mwonzora as he was MDC Alliance Harare chairperson.

He went on to describe Chamisa as a power-hungry politician who only serves his personal selfish interest.

He also described Chamisa as a dictator who imposed his own people on the party’s influential position.

He contested in last year’s by-election under the MDC banner but lost to Zanu PF’s Zalerah Makari.

ZNA To Continue Training Women

By A Correspondent- Commander of the Zimbabwe National Army (ZNA), Lieutenant-General David Sigauke, has said they will continue to train and recruit more women as they have proven to be dedicated, competent and determined to serve the country.

Zimbabwe is a signatory to international conventions that call for gender equality in all spheres of life and the commitment by the army to recruit more female trainees resonates well with the gender equality calls.

Speaking during a passout parade for ZNA recruit intake 36A/01/22 at Recruit Training Depot at Mbizo Barracks on the outskirts of Bulawayo yesterday, Lt-Gen Sigauke, who was the reviewing officer, commended female trainees for matching their male counterparts, saying it is an indication that women are breaking the barriers into previously male-dominated terrains.

A total of 1 975 military trainees comprising 1 639 males and 336 females graduated during the pass-out parade.

When the recruits started their training programme on July 29 last year, there were 2 000 of whom 339 were females while 1 661 were males.

A total of 24 recruits, comprising 22 males and two females failed to complete the course for one reason or another, while one female recruit passed on during the course of her training.

“Pursuant to the gender mainstreaming thrust, the passing out of 336 female graduands is a clear testimony that the Zimbabwe National Army continues to give equal opportunities to the girl child.

“You are aware that Zimbabwe is a signatory of international conventions that call for gender equality in all spheres of life,” said Lt-Gen Sigauke.

“In this regard, ZNA will continue to recruit and train the girl child as they have proven to be dedicated, competent, and determined to serve Zimbabwe.”

Lt-Gen Sigauke said the graduation was a milestone for the army and is in line with its constitutional mandate of defending the country’s territorial integrity, independence, and sovereignty.

He said the passout parade is also a huge achievement to the graduands as it marked an end to the gruelling training.

“The rigorous training has transformed the graduands from civilian life into military professionals who volunteered and committed themselves to serve the people of Zimbabwe.

“The young men and women on parade were recruited from all the provinces and districts of our great nation which clearly defines the national character of the ZNA,” said Lt-Gen Sigauke.

“This inclusive approach resonates well with His Excellency, the President and Commander-in-Chief of the Zimbabwe Defence Forces, Dr ED Mnangagwa’s clarion call of leaving no one no place behind.

“I therefore deeply appreciate and remain ever grateful to the traditional leaders, parents, and stakeholders for always responding positively to our call for recruits to join the military.”

Lt-Gen Sigauke said the overwhelming response is a clear demonstration of the enduring symbiotic relationship that exists between the people of Zimbabwe and their defence forces, a relationship that dates back to the days of the bitter armed struggle that ushered in the black majority rule.

He said the training is designed to produce a patriotic general duty soldier earmarked for employment as rifle men or rifle women in Infantry Battalions charged with the responsibility of protecting Zimbabwe, its people, its national interest, its territorial integrity, and upholding the constitution.

“The code of conduct given to you should be the guiding beacon of your conduct throughout your career in the Zimbabwe Defence Forces,” said Lt-Gen Sigauke.

He warned the recruits against indiscipline and said the army had zero tolerance to wayward behaviour within its rank and file, saying such elements would be ruthlessly dealt with.

“Be informed that there is no lenience to members who commit offences such as absence without official leave, theft, robbery, illegal panning, extortion, and drug and substance abuse, among others. Once involved in indiscipline cases, you will face the full wrath of the law as spelt out in the Defence Act and related statutory instruments,” said Lt-Gen Sigauke.

The graduates went on a 36-week training course that covered subjects such as weapons, map reading, field craft, minor tactics, foot and arms drills, range work, voice procedure, first aid, civil-military relations, military law, and conventional and low-intensity operations.

The subjects, said Lt-Gen Sigauke, were meant to foster key attributes of loyalty, patriotism, and sacrifice which are indispensable in building a formidable army that is renowned for its acclaimed reputation within the region and beyond.

Lt-Gen Sigauke said the graduands must never lose sight of the fact that the country has a long and rich history that needs to be passed on from one generation to another.

“On this note, you are therefore required to have a full understanding of your role in defence of our country’s national interest from both internal and external threats,” he said.

The passout parade was also attended by ZNA Bulawayo District commander Colonel Ossie Olie Mhandu, Rtd Commander Lt Colonel Munyaradzi Marimbindi, various infantry battalions commanders, senior army commanders from the army headquarters, Chief Ndondo from Mbembesi, Chief Pashu and Chief Saba, both from Binga.

Dispute Over Food Turns Nasty

A dispute over food turned nasty when a man from Sunninghill suburb in Bulawayo ran berserk and allegedly bashed his wife after she told him that there was nothing to eat in the house.

This was heard when Thokozani Sibanda appeared before Bulawayo magistrate Nomagugu Maphosa facing a charge of physical abuse.

He was not asked to plead and was remanded in custody to 20 April.

Allegations against Sibanda are that on lo March and at around 6am, his wife Anchite Gopito informed him that there was no food in the house.

This angered Sibanda who turned violent and started assaulting his wife with slaps and kicks on the head.

Gopito then reported the matter to the police leading to the arrest of her husband.

She was referred to hospital for medical attention and a medical report was produced in court as evidence.

ZEC Registers 6m Voters

By A Correspondent- Almost six million voters are now registered on the voters roll and the Zimbabwe Electoral Commission (ZEC) is confident in delivering an election that will reflect the will of the people.

ZEC chairperson Justice Priscilla Chigumba and senior ZEC staff yesterday appeared before the Senate Thematic Committee on Peace and Security and the National Assembly’s Portfolio Committee on Justice, Legal and Parliamentary Affairs.

“Anyone is free to register to vote or is at liberty to change their polling station until two days after proclamation of the date of the election by the President.

“After the proclamation of that date we will officially close voter registration for this year’s elections,” Justice Chigumba said.

“To date nearly six million voters have been registered but we can’t give actual figures as we’re still cleaning up the voters roll.”

The actual figures of registered voters eligible to vote in this year’s harmonised elections will be finalised two days after the proclamation of the elections date by the President when the roll is closed for those elections.

While there was a mobile voter registration blitz last month to make it easier for more people to register, Justice Chigumba pointed out that registration is a continuous process and since the roll is still open for this year’s election the public could still register for this year’s elections at their district and provincial offices across the country.

“The commission is making strides to ensure that elections will be conducted peacefully in an environment that ensures that the will of the electorate is realised,” said Justice Chigumba. “It is satisfied that its preparations are well on course and is ready to discharge its mandate in accordance with the law.” The country is set to go to the polls on a date yet to be announced but between July 26 and August 26 with President Mnangagwa expected to announce the actual date soon.

Responding to questions from the legislators on the cost of cost of accessing the voters roll which they said was prohibitive, Justice Chigumba said it was Parliament responsibility to deal with the matter if they thought the cost was exorbitant. She could not answer questions regarding the availability of the voters roll in electronic form saying the matter was currently before the courts. “ZEC has been sued over the voters roll by an MP and the High Court has made an order with regards to this issue and the matter has been taken up on appeal and the matter is sub judice, so what I can say or cannot say is limited because of the Court rules which prohibits me from commenting directly to the issue of the voters roll. I don’t want to be in contempt of court,” she said.

Justice Chigumba said the commission had no reason to deny stakeholders access to the voters roll.

“As a commission there is absolutely no reason why we would not want voters to have access to the voters roll,” Justice Chigumba said.

She added that availability of the voters roll in electronic form was also being affected by provisions of the Data Protection Act which provides for protection of personal information.

“There is a new piece of legislation which is called the Data Protection Act that has not been aligned with the Electoral Act, which has placed additional responsibility on the commission to protect the data of our voters,” Justice Chigumba said.

“We have made recommendations through the line ministry (Justice, Legal and Parliamentary Affairs) how the Electoral Act can be aligned with the Data Protection Act so that we balance the need of voters to have ready access to the voters roll and requirements of the of the Data Protection Act to safeguard the data of our voters.”

“MPs Performance Disappointing”: Veritas

By A Correspondent- Legal think-tank Veritas has described the performance of Members of Parliament (MPs) as “disappointing” after they failed to finalise outstanding Bills in the National Assembly last week.

There are 11 outstanding Bills before the National Assembly, which include the Electoral Amendment Bill, Criminal Law (Codification and Reform) Amendment Bill, Prisons and Correctional Service Bill, Children’s Amendment Bill and the Medical Services Amendment Bill, among others.

“In the National Assembly, no progress was made on any of the Bills on its fairly long list of waiting Bills,” Veritas said in its latest Bill Watch publication.

“Some of these Bills have been carried over from the last session of Parliament.  This coming week, it is to be hoped, it will be possible to return to those Bills, especially the Electoral Amendment Bill, despite the looming Easter weekend’s public holidays and Independence Day on Tuesday April 18.”

Senate, however, finalised two Bills, which are the Judicial Laws Amendment Bill and the Child Justice Bill, both of which were passed without amendments.

The Bills now await Presidential assent to become law.

The legal think-tank said the two major businesses that were in the National Assembly could slow down progress on outstanding Bills.

“On Wednesday March 29, the Speaker (of the National Assembly, Jacob Mudenda), back in the chair from his latest visit to Moscow (Russia), announced that the Parliamentary Legal Committee (PLC) had requested and granted an extension of the period of 26 business days allowed by Standing Order 33 in which to consider and report on the constitutionality of the Bill,” Veritas said.

“The Bill received its first reading on February 16 and was immediately referred to the PLC. The extension means that the PLC has up to an extra 26 business days to complete its report. The new deadline is Thursday April 26. The second reading debate cannot start until the Portfolio Committee Report is available.

Also on March 29, amendments proposed to this Bill by the Portfolio Committee on Justice, Legal and Parliamentary Affairs were detailed in Votes and Proceedings of the House. This suggests that the portfolio committee is now ready to report on the public hearings, opening the way for the second reading stage to proceed next week.”

MPs, on the other hand, have accused Treasury of failing to pay their accommodation allowances, which resulted in them being locked out of hotels when they travel to Harare on Parliament business.

VP Chiwenga Laments Health Personnel Exodus

By A Correspondent- Vice-President Constantino Chiwenga has revealed that the country will impose stiffer penalties for human traffickers who he accused of robbing the nation of human capital in the name of recruiting professionals.

Speaking at the launch of the Zimbabwe Trafficking in Persons National Plan of Action (2023-2028) in Harare yesterday, Chiwenga acknowledged inconsistencies in the health sector that have caused massive brain drain, which has attracted human traffickers to take advantage of health personnel seeking greener pastures.

“I was saying to the Home Affairs minister (Kazembe Kazembe) that we must also address the blatant white collar crime by people masquerading as recruiting professionals from Zimbabwe. If one deliberately recruits and makes the country suffer, that’s a crime against humanity. The people are dying in hospitals because there are no nurses and doctors. That must be taken seriously,” Chiwenga said.

“Zimbabwe frowns at this heinous crime which is also a grave violation of human rights. This crime strips an individual of all their dignity, their self-worth and their confidence. We will act to address this to make sure that there is watertight protection of our people. Gone are the days of slavery. Being subjugated as a people ended when we attained our independence in 1980.”

He said the 70-year jail sentence given to one of the perpetrators of human trafficking was an example of what would befall other would-be offenders.

“We will be adding more years because this crime must be brought to an end,” he said.

Speaking at the same event, Home Affairs minister Kazembe Kazembe said between 2016 and 2021, more than 100 trafficked victims had been repatriated back home.

He said six convictions were made, while some cases are still pending at the courts.

“In 2022, a total 69 cases involving 139 victims were recorded and investigated. Seven accused persons (all Zimbabweans) were arrested. Four were arrested for Oman trafficking and three for domestic cases,” Kazembe said.

United Nations resident coordinator Edward Kallon said:

“Creating a common national and regional positive narrative accompanied by real economic, social and political opportunities and coordinated bilateral and regional labour migration frameworks can deter human trafficking.”

Nurse In Court For Stealing RTGS$68 000

A Rosa Rural District Hospital nurse was dragged to Nzvimbo circuit court yesterday facing theft charges.

Maria Togara (30) appeared before Magistrate Joshua Nembaware and was remanded out of custody to April 19 for trial.

Prosecutor Munyaradzi Nengomasha alleged on September 2 last year the complainant Abesiker Mundandisine sent RTGS $68000 to the nurse through ZIPIT so that she would transfer it to Bonelle Muchenje.

Instead of transferring the money to Muchenje, the accused converted the money to her personal use and failed to hand back the money on demand by Mundandisine.

A police report was filed leading to the arrest of Togara and nothing was recovered.

Husband Snatching Magistrate Humiliated

By A Correspondent- There was drama at Mutoko Magistrates’ Courts on Wednesday morning after Magistrate Rumbidzai Mhandu was humiliated by her interpreter’s wife who accused her of having an affair with her husband.

Mhandu was about to wed a couple when her interpreter, Simon Chuma’s wife stormed into her office shouting at the magistrate thereby causing a scene.

Court business went to a standstill after Chuma’s wife made an outburst that forced the wedding couple to demand another magistrate for a marriage officer.

When Bulawayo24.com arrived at the court, people were being driven to the car park of the court to avoid further embarrassment to the magistrate and the interpreter.

Chuma’s wife claimed that her husband was now staying with Mhandu and the car that Chuma uses to carry her to and from work is hers.

“This husband snatcher is being carried in my car by my husband and he has since left our matrimonial home to stay with her, this kind of behaviour is not good for a magistrate,” she fumed.

Contacted for comment Judicial Services Commission (JSC) spokesperson Daniel Nemukuyu said he was not aware of the incident but promised to investigate the matter.

Allegations are that Mhandu is married and her husband stays in South Africa.

Gold Panners Prey On Vulnerable Girls

By A Correspondent- Gold panners are reportedly preying on vulnerable young girls in Nkayi District in Matabeleland North by using their financial muscle to quench their sexual appetite on the adolescents thereby exposing them to the risk of contracting HIV and Aids.

Nkayi is surrounded by gold-rich districts such as Kwekwe and Bubi and Gold panners use proceeds from gold panning to lure young women into sex.

The National Aids Council (Nac) said adolescents and young women who have no financial independence are vulnerable largely because they fail to negotiate for safer sex when in relationships with the panners.

Gold panners are known for living a flashy lifestyle.

In an interview during a recent media tour in Nkayi, Nac the district Aids coordinator Mr Mongiwabesuthu Ngwenya said there is a challenge in the community where most girls are sexually active in their teens.

“We have a challenge of early sexual derby of our boys and girls and young women and this is one of the key drivers of HIV and Aids in Nkayi district. The girls are brought up in a society where there are some child-headed families, poverty and there is no money to take them to school,” he said.

“Mr Ngwenya said some of the girls tend to have sex at an early age and get pregnant.

“We also have the issue of immigration of gold panners who are coming from other districts. In Nkayi we don’t have much gold in the district, but we have neighbouring districts like Kwekwe and Bubi so when those gold panners want to spend their money they come to our district and in the process interact with our adolescent and young women,” he said.

“Because of their economic challenges, they find themselves falling prey to those moneyed gold panners who spend on them and they engage in sexual activities with them.”

Mr Ngwenya said financial challenges are also driving young women to have older sexual partners leading to inter-generational HIV infections.

He said the district has come up with several interventions to try to close down HIV and Aids-related drivers.

“As Nkayi District we have seen that HIV infection is high among adolescents and young women between the ages of 10 and 24 because of their vulnerability. The interventions that we are doing are targeted at adolescent girls and young women,” said Mr Ngwenya.

“One of them is Sister to Sister where we teach them about HIV and the prevention methods that we have so that they are able to protect themselves from HIV infection.”

Mr Ngwenya said while the Sister to Sister programme focuses on girls, Nac has a Brother to Brother project as young men are also at risk of contracting the disease.

He said they also educate their groups about how sexual gender-based violence can contribute to HIV.

“We also teach them about gender-based violence and how they can report the issues if they find themselves in that predicament. We also teach them financial literacy and encourage them to embark on sustainable projects,” said Mr Ngwenya.

“We do this because research proves that women who are not economically empowered may fail to negotiate for safe sex.”

Nac engages community mentors in the implementation of the programmes including Sister to Sister.

One of the mentors, Ms Otilia Mloyi (36) from Jongela Village in Nkayi said she works with young women to educate them on how their sexual behaviours can put them to risk.

“Since I started this programme, I have improved even the way I budget. I now run a grocery shop and I have also managed to buy a business stand in my home area through the proceeds from the incentives I get from Nac,” she said.

“I also bought two cows for my business. We teach young women that they also need to find projects that can make them economically viable as opposed to relying on men because at the moment we have some girls who are dating with the hope of getting money from boyfriends.”

Meanwhile, Nac has said sex work fuelled by truck drivers and timber loggers, could be one of the HIV and Aids key drivers in Lupane District.

Matabeleland North is a transit route for truck drivers, some of them transporting goods across the Sadc region.

They make several stops in various parts of Lupane and Nac contends that their presence attracts sex workers.

Nac Lupane acting district Aids co-ordinator Mr Kelvin Tshuma said sex workers target truck drivers and timber loggers in the district.

“Our HIV key driver is that we are a district that is located along the highway, the Bulawayo-Victoria Falls Highway. So, we have a lot of sex work that goes on along the highway,” he said.

“We have HIV hotspots, for example, Kernmaur where trucks tend to park there during the night and this is where sex work takes place. Other places are Cross Jotsholo and Gwayi.”

Mr Tshuma said sex workers also target timber loggers in the district since Lupane is rich in timber.

He said spousal separation could be the other reason that fuels HIV infections as couples live separately.

The province is, however, recording a decline in HIV and Aids-related cases.

The HIV prevalence rate stands at 10,8 percent, according to the 2021 HIV estimates. The incident rate is at 0,2 percent. In the last 10 years, Matabeleland North was around over 20 percent.

Mr Tshuma said a decline in HIV cases can be attributed to coordinated efforts that Nac and its partners are implementing.

He said the Nac helps market Pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis for HIV (PEP) to reduce the risk of new infections.

PrEP pill is given to individuals who are at risk of HIV and they take it up before indulging in sexual activities while PEP is given to someone who would have engaged in sex and risk contracting the virus.

Culture Of Gossip Is The Reason Why I Wont Join Zanu PF, Says Mliswa

By A Correspondent| Independent Norton legislator Temba Mliswa has vowed that he will not re-join the ruling Zanu PF because of its culture of gossip and inability to accommodate truth.

In a Twitter thread, Mliswa said he does not believe in politics of bootlicking for survival like what the majority of Zanu PF members.

He added that most Zanu PF members are uncomfortable with their leaders being critically questioned as he always does on social media.

“Over the years many have asked me why I don’t rejoin @ZANUPF_Official since I seem to be so invested in its affairs. One reason why I struggle to entertain that idea is the party’s culture of gossip and inability to accommodate the truth and its speakers.

“My politics has never been premised on bootlicking. I don’t bootlick for survival which is what the majority of politicians in ZANU PF do for survival. They offer nothing other than bootlicking. It’s why they are uncomfortable when their leaders are critically questioned,” said Mliswa.

The motormouth legislator said Zanu PF will not survive as it is now built on lies and bootlicking.

“Its anathema to them because questioning the leader is a sure way to being expelled, hounded or attacked. However the truth remains just that! Any organisation or entity built on lies and bootlicking, over time, can’t survive.

“In the aftermath of the ZANU PF primary elections I spoke with Mary Mliswa-Chikoka, who is my sister, and I told her she had been booted out through a state-security system which no longer wanted her. The system wanted her out partly because of me,” added Mliswa.

Violence At CCC Candidate Selection Process

By A Correspondent- The opposition Citizens Coalition for Change (CCC)’s candidates selection process was marred by violence, reports of imposition of candidates and other malpractices.

In Beitbridge West and at a number of other wards in the districts, the nominations were reportedly abandoned altogether.

Several Parliament and Senate hopefuls accused the presiding officers of conducting the exercise at secluded venues not known to other candidates in the border town.

In Beitbridge, candidates nominated in the disputed process were Peter Pirato for ward 1, Tadzei Rice and Sibanda Portia ward 2, and in ward 3, incumbent Takavingei Mahachi was unopposed.

In ward 6, sitting councillor Agnes Tore gave way to a newcomer after settling for a proportional nomination for the municipality.

In several centres, the selection process started late as members and presiding officers were not clear on the procedures.

In Glen Norah, Harare, members aligned to aspiring candidate and former mayor Herbert Gomba reportedly assaulted another aspirant Womberai Nhende.

The CCC and police confirmed the violence.

“We have had some incidents where the proceedings were disrupted by intruders. The proceedings were open to our members only, but Zanu-PF infiltrated the processes,” CCC deputy spokesperson Gift Siziba said in an interview.

Police spokesperson Assistant Commissioner Paul Nyathi confirmed the skirmishes.

“We have heard of some disturbances and alleged clashes, but as police, we have not received any official complaint. No one has come forward to report the cases,” Nyathi said.

An independent selection panel led by human rights defender Rashid Mahiya is overseeing the nominations.

Some sitting MPs and Senattors, however, withdrew from the race at the last minute.

Mutasa Central legislator Trevor Saruwaka is one of the MPs who opted out.

“Behold, the new is coming. Time to pave way for others to complete the race,” Saruwaka said in a statement posted on his Facebook page.

Matabeleland South senator Bekithemba Mpofu said: “Best of luck to all candidates that are seeking to represent us. My journey in the Senate ends here for now. I will continue to support the winning candidates to ensure that we realise a new Zimbabwe.”

RBZ Freezes Gold Smuggling Mafia Assets

By A Correspondent- The Reserve Bank of Zimbabwe Financial Intelligence Unit (FIU) has frozen the assets of four officials who were caught on camera confessing that they are involved in gold smuggling, money laundering, bribery and other corrupt activities.

In a memo seen by The Herald, the FIU directs that the assets of Cleopas Chidodo, David Chirozvi, Mehlululi Dube and Fredrick Kunaka be frozen.

The four individuals were featured in a documentary by Al Jazeera titled “Gold Mafia” and were filmed by undercover journalists who posed as investors revealing how they facilitate gold smuggling and money laundering.

Kunaka is the General Manager of Fidelity Printers and Refiners. He told the undercover reporters that he received a kickback of US$30 000 a month from the “Gold Mafia”.

Dube, who is associated with Golden Beryl Private Limited, was allegedly being paid US$3 000 per month by the gold smuggling syndicate

Dispute Over Food Turns Nasty

By A Correspondent- A dispute over food turned nasty when a man from Sunninghill suburb in Bulawayo ran berserk and allegedly bashed his wife after she told him that there was nothing to eat in the house.

This was heard when Thokozani Sibanda appeared before Bulawayo magistrate Nomagugu Maphosa facing a charge of physical abuse.

He was not asked to plead and was remanded in custody to 20 April.

Allegations against Sibanda are that on lo March and at around 6am, his wife Anchite Gopito informed him that there was no food in the house.

This angered Sibanda who turned violent and started assaulting his wife with slaps and kicks on the head.

Gopito then reported the matter to the police leading to the arrest of her husband.

She was referred to hospital for medical attention and a medical report was produced in court as evidence.

Counselling For Zim Returnees From SA

By A Correspondent- The government has said a mapping exercise in South Africa has revealed that Zimbabwe Exemption Permit holders (ZEPs) have low interest in returning to the country, reported News24.

The permanent secretary of the Ministry of Public Service and Social Welfare, Simon Masanga, said the government will offer counselling for returnees after the expiry of their permits in South Africa.

In a speech presented at a government counselling and psychological workshop in Bulawayo, the second-largest city in the country, Masanga said:

Sharpening our counselling skills is a way in which these committees (receiving the returnees) can be capacitated.

This training will empower the frontline officers to be equipped with skills to handle the returnees upon and post-arrival.

This comes as Zimbabwe was ranked as the fourth unhappiest country in the world by the World Happiness Report for 2023.

The ZEP permits were meant to expire in December last year but a six-month extension was granted to 30 June 2023.

An estimated 180 000 Zimbabweans are in South Africa on ZEPs and by December last year, fewer than 10% had applied for the available mainstream visas.

Makhadzi Dates Mutare

By A Correspondent- South African musician Makhadzi, whose real name is Ndivhudzannyi Ralivhona, is set to perform at Mutare Motoring Club this Friday.

Chipaz Promotions Director Partson Chimbodza confirmed Makhadzi’s maiden show in Mutare to Chipinge Times.

Makhadzi, whose stage name means an aunt, that is one’s father’s sister, in the Tshivenda language, will be supported by Killer T, Andy Muridzo, and Lionell Matanda, popularly known as Caff, and others artists. Said Chimbodza:

So far, everything is in place. We also have some local artists who have expressed interest in performing alongside Makhadzi.

I did not decide to bring her to Mutare, but rather it was the Mutare people who demanded that I bring Makhadzi.

We can do more. If Mutare fans request another international artist bigger than Makhadzi we will do that.

Makhadzi has been to Zimbabwe before. Last year she performed at the inaugural JamAfro Festival at Alex Sports Club in Harare, and five months later, she performed at Odyssey Lodge in Kadoma.

Land Barons Nabbed

By A Correspondent- Thirty-one land and space barons have been arrested since the Government launched an operation to clamp down on land barons.

This was revealed by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa while addressing a post-Cabinet media briefing on Tuesday. She said:

Pertaining to the prosecution of land and space barons, Cabinet wishes to inform the nation that there has been progress on new cases of land barons arrested under criminal abuse of duty and fraud, with a cumulative 31 arrests.

These are high-profile cases being handled by the Criminal Investigations Department in Harare, while low-profile cases are being dealt with at police stations countrywide.

The Zimbabwe Republic Police has received a total of 426 cases, and so far 10 convictions have been secured since the operation commenced.

The Government has been accused of promoting a “catch and release” culture whereby suspected criminals are arrested for show and then released to enjoy their ill-gotten riches.

ZEC Cornered Over Voters’ Data Leakage

By A Correspondent- The Zimbabwe Electoral Commission (ZEC) has distanced itself from the leakage of voters’ data.

Voters in various districts have begun receiving messages praising the government’s work and signed by President Emmerson Mnangagwa.

The texts were personalised to include the name of the recipients’ district — and signed “President ED Mnangagwa”.

One of the messages reads:

Kwaziwai. Iyi ndiyo WhatsApp nhamba yangu yeSeke 0719******, ichengetedzei mufoni menyu nekuzivisa vamwe vagari vemaSeke. Ndichange ndichikuzivisai paWhatsApp STATUS yangu, zvirikuitwa nehurumende kuvaka nyika yedu nemuno maSeke. Ndatenda, ndini wenyu President ED Mnangagwa.

ZEC’s deputy chairman Rodney Simukai Kiwa told AFP that she was “shocked” by learning of the SMSs. He said:

We have not given anything to anyone. We do not even know what to say.

Team Pachedu on Tuesday said they will take legal action after voters’ phone numbers were apparently leaked presumably by ZEC. Said Team Pachedu:

The messages being sent are not to ZANU-PF members, but to constituency voters including those in the opposition who never supplied their personal details to ZANU-PF.

(We) are looking forward to taking legal action against ZEC.

Zimbabwe is set to hold general elections later this year but no date has been set yet for the polls.

Gold Looting Exposé Shakes Mnangagwa Administration

Government says it is seized with issues of alleged money laundering, acts of fraud and corruption by Zimbabweans being serialised by an international broadcasting channel and anyone found guilty will face the full wrath of the law.

A statement issued by the Minister of Information, Publicity and Broadcasting Services, Senator Monica Mutsvangwa this Tuesday indicated that the Government of Zimbabwe is taking the allegation raised in the documentary seriously, and has directed relevant organs to institute investigations into the issues raised therein.

“Any person found to have engaged in acts of corruption, fraud or any form of crime, will face the full wrath of the law. Government takes this opportunity to re-affirm its commitment to upholding local and international laws, including laws relating to financial transactions, the trade of gold and other precious minerals,” the statement reads.

Minister Mutsvangwa reiterated that boastful behaviour and name-dropping by some personalities who feature in the documentary, seeking personal gain and glory, should never be taken as an enunciation of Government Policy.

Jail Sentence For Reckless Driver

THE driver of the Rimbi Travel Tours bus that was involved in an accident along the Harare-Nyamapanda highway in January has been sentenced to three years in jail.

Misheck Penyai will serve 2 and-a-half years behind bars after he was found guilty of reckless driving.

Penyai was initially sentenced to three years by Mutoko magistrate Mr Elijah Sibanda, before 6
six months were suspended on condition that he does not commit a similar offence in the next five years.

In addition, Penyai was prohibited from driving public service vehicles and his driver’s licence was also cancelled.

Penyai’s conviction and sentence this Tuesday comes a day after his accomplice, Mika Makwara was sentenced to two years by the same court for culpable and reckless driving.

On top of the two-year jail term, Makwara was suspended from driving commuter omnibuses or heavy vehicles for life and his driver’s licence was cancelled.

Penyai and Makwara were arrested early this year following an accident that claimed the life of a Rimbi Travel and Tours bus conductor.

It was the State’s case that early this year, Makwara was driving a bus belonging to Zebra Kiss along Nyamapanda Highway and Penyai was driving another bus belonging to Rimbi Travel and Tours heading towards Mtoko, during which he showed an intention to overtake.

Police investigations also revealed that Makwara started obstructing Penyai by occupying the middle and right lanes competing for passengers, resulting in Penyai hitting the rear end of a tipper truck which was also travelling towards Nyamapanda.

Meanwhile, former deputy minister of Lands, Agriculture, Fisheries, Water and Rural Development, Douglas Karoro was back at the Harare Magistrates courts for continuation of trial.

Karoro is being jointly charged with Dean Dzimunya, Lovejoy Ngowe, Jeremy Phiri and Ben Chidamba and is being accused of fraud after he allegedly diverted Presidential inputs at Mushumbi Grain Marketing Board depot, which were supposed to benefit the people of Mbire Constituency.

The matter was however postponed after Dzimunya failed to show up, claiming that he was suffering from COVID-19.

Government Moots Plan To Abandon US Dollar

THE imposition of unilateral sanctions on sovereign states coupled with Washington’s abuse of the global reserve currency for hegemonic purposes has seen more countries drop the United States dollar, signalling the emergence of a new world order.

Since the end of the Second World War, the US dollar has been used as the global reserve currency and a standard for international trade after the establishment of the Bretton Woods system of monetary management by the US and its allies in 1944.

With it, the US had positioned itself as the nexus of the global financial system, making the greenback the lifeblood of the global economy.

However, the unending conflicts on the globe being financed by Washington have driven the international community to look at alternative trading routes and currencies.

In the fiscal year 2021, there were over 9 400 entities and individuals named on the US sanctions list, a startling 900 percent increase from the year 2000.

Analysts note that the US has unilaterally imposed economic sanctions on a range of countries and has sought to act as the global arbiter by overriding international law, moulding other nations and the world order according to its own purported values and political system.

The Russian Special Military Operation in Ukraine was the ultimate time bomb needed to pursue what Russian President Vladimir Putin termed a new world order.

A professor at China University of Political Science and Law, Huo Zhengxin and Development economist Paison Tazviringa concur that the U.S. has sought to unfairly capitalise on the dominance of the dollar on the global economy and as such de-dollarisation is set to create a new geo-political landscape.

Professor Huo noted, “I think the US has weaponised the American dollar together with their international payment system known as the SWIFT system. Therefore, any company in the world, if it is doing business using US dollars, actually it is under the supervision of American authorities.”

“The dominance of the US dollar has given the US immense power and de-dollarisation is going to weaken that power, and this is going to create a new geo-political landscape and will also create new power structures,” noted Mr Tazviringa.

The establishment of the Shanghai Cooperation Organisation (SCO) in 2001 and BRICS in 2009 has given developing economies the impetus to look for alternative trading partners that do not threaten or impose sanctions when challenged.

This comes at a time South Africa is preparing to host the BRICS summit for five leading emerging economies in August with expectations that more countries will join the body which comprises Brazil, Russia, India, China, and South Africa.

The issue has been given momentum by thawing relations between Saudi Arabia and Iran which is widely regarded as a blow to US influence in the Middle East.

Furthermore, China and Brazil have also secured a deal to conduct bilateral trade in their own respective currencies, eliminating the US dollar as an intermediary.

The decision by oil-producing nations to further slash their crude output in response to high volatility due to the ongoing banking crisis in the US and Europe has led to general global economic uncertainty, and unpredictable and short-sighted energy policy decisions.

Economic analyst Mr Kudakwashe Mugova said, “A number of countries have started diversifying the currencies they are using in international trade and the currencies they are holding as reserves. Currencies are opting to go into bilateral agreements such as the yuan.”

“We see the Chinese yuan has taken over as the largest trading currency over the US dollar in Russia, with China and Brazil opting to trade in their own currencies. This has been necessitated by the need to move away or reduce the risk of being sanctioned or having the US dollar being used as a weapon in the event that their countries do not have good relations with the US,” he noted.

Jordan Henderson clashed with teammate Alisson Becker during the goalless with Chelsea in the English Premier League on Tuesday.

Kamambo Tears Into Kirsty Coventry

The suspended Felton Kamambo-led ZIFA executive has given Sports Minister Kirsty Coventry a 5-day ultimate to retract her ‘defamatory remarks’ or face legal action.

Coventry, in a question and answer session in Parliament on the 29th of March, told legislators that her Ministry and the Sports and Recreation Commission (SRC) stepped in to suspend the Kamambo-led administration because they had, among several violations, failed to account for USD2 million, supposedly given to them by government ahead of the Warriors’ AFCON 2019 campaign.

After holding a press conference during which they vehemently denied that they were ever given USD2 million, Kamambo and company have, through their lawyers, written to Coventry, ordering the swimming icon to either retract her remarks publicly, or face legal action.

Overview
Autism spectrum disorders (ASD) are a diverse group of conditions. They are characterized by some degree of difficulty with social interaction and communication. The abilities and needs of autistic people vary and can evolve over time. While some people with autism can live independently, others have severe disabilities and require life-long care and support. Autism often has an impact on education and employment opportunities. In addition, the demands on families providing care and support can be significant. Societal attitudes and the level of support provided by local and national authorities are important factors determining the quality of life of people with autism.

Characteristics of autism may be detected in early childhood, but autism is often not diagnosed until much later.

People with autism often have co-occurring conditions, including epilepsy, depression, anxiety and attention deficit hyperactivity disorder as well as challenging behaviours such as difficulty sleeping and self-injury. The level of intellectual functioning among autistic people varies widely, extending from profound impairment to superior levels.

Epidemiology

It is estimated that worldwide about 1 in 100 children has autism (1). This estimate represents an average figure, and reported prevalence varies substantially across studies. Some well-controlled studies have, however, reported figures that are substantially higher. The prevalence of autism in many low- and middle-income countries is unknown.

Causes
Available scientific evidence suggests that there are probably many factors that make a child more likely to have autism, including environmental and genetic factors.

Available epidemiological data conclude that there is no evidence of a causal association between measles, mumps and rubella vaccine, and autism. Previous studies suggesting a causal link were found to be filled with methodological flaws (2,3).

There is also no evidence to suggest that any other childhood vaccine may increase the risk of autism. Evidence reviews of the potential association between the preservative thiomersal and aluminium adjuvants contained in inactivated vaccines and the risk of autism strongly concluded that vaccines do not increase the risk of autism.

Assessment and care

A broad range of interventions, from early childhood and across the life span, can optimize the development, health, well-being and quality of life of autistic people. Timely access to early evidence-based psychosocial interventions can improve the ability of autistic children to communicate effectively and interact socially. The monitoring of child development as part of routine maternal and child health care is recommended.

It is important that, once autism has been diagnosed, children, adolescents and adults with autism and their carers are offered relevant information, services, referrals, and practical support, in accordance with their individual and evolving needs and preferences.

The health-care needs of people with autism are complex and require a range of integrated services, that include health promotion, care and rehabilitation. Collaboration between the health sector and other sectors, particularly education, employment and social care, is important.

Interventions for people with autism and other developmental disabilities need to be designed and delivered with the participation of people living with these conditions. Care needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.

Five Drunk Teenagers Perish In Chinhoyi Horror Crash

By- Five teenagers have perished after their vehicle collided with a haulage truck a few kilometres from Chinhoyi.

The deceased were coming from a beer binge when the sad development happened Sunday evening.

They were all under the age of 20, had spent the better part of their day watching a Division One match featuring Banket United.
The accident, which occurred near Chinhoyi University of Technology (CUT) fields, saw four dying on the scene while the other is said to have died at Chinhoyi Provincial Hospital.
A close source said, one of the victims was hit by another car while trying to escape from the fire.
“The five were Taurai (17), Mac Jones, 17, Nigel, Tino and Professor. Three of these guys were burnt in the car while the other one was hit by a passing car as he was trying to escape from the wreckage.
“The sad part is that, all were under the age of 20. The fifth one who was admitted at the hospital died today (yesterday).”

“The incident occurred on Sunday night around 10 pm but vana mai vacho vakazoudzwa kuma 1 am.
“The deceased had spent their day watching Banket United in Division One on Sunday.
“They were heavily drunk and, after the game, they went to the Chinhoyi shops.
“They drank from 8pm and Mac was the one driving his mother’s car, which was supposed to get number plates.
“His mother then called him to come home early, so that he processes the third number plates early on Monday.
“So they left Chinhoyi around 9.”
National police spokesperson, Assistant Commissioner Paul Nyathi confirmed the accident on Monday.
He said a DAF XF Truck with one passenger on board was involved in a head-on collision with a Honda Fit at the 108km peg along the Harare-Chirundu Road, and the Honda Fit vehicle caught fire burning three victims beyond recognition. H Metro

Chamisa Unanimously Nominated CCC Presidential Candidate

By-The opposition CCC leader Nelson Chamisa has been unanimously nominated as the opposition Citizens Coalition for Change (CCC)’s presidential candidate in the 2023 elections.

Chamisa is the founding leader of the party and his allies have described him as the party’s “best foot” to challenge ZANU PF leader, President Emmerson Mnangagwa, for the second time after narrowly losing the race in 2018.

The opposition party started its candidates’ selection process today, whereby candidates are selected based on consensus by the electorate.

Heavy Police Presence In Harare

By- The Zimbabwe Republic Police have increased the number of patrols in Harare and other cities throughout the country.

ZRP said it did this to curb the violation of traffic rules and regulations and curb criminal activities during the Easter Holiday.

In a statement, Zimbabwe Republic Police (ZRP) spokesperson Assistant Commissioner Paul Nyathi said the police would be out in full force to combat criminal activities, especially those that affect the economic and social well-being of the country. He said:
As the nation commemorates the Easter Holiday, the Zimbabwe Republic Police has intensified its operations against all forms of road traffic breaches and criminal activities, especially those that affect the economic and social well-being of the country, such as drug and substance abuse, murder, robbery and rape.
Records have shown that speeding, human error, misjudgment, overloading, and defective motor vehicles contribute to accidents.
The Zimbabwe Republic Police, therefore, urges drivers to be considerate on the roads and avoid driving under the influence of alcohol.
Reckless driving conduct especially overtaking in situations that are not safe, should be avoided.
Motorists are implored to stay within vehicles’ loading capacity when carrying goods and passengers.
Above all, operators of passenger public service vehicles are advised to adhere to the dictates of their route permits and timetables and avoid being dragged into dangerous and reckless road races for passengers.
Asst Comm Nyathi also urged members of the public to avoid boarding Mshikashika or unregistered vehicles and instead, use public transport. He said:
Police would be checking for various traffic violations, stolen motor vehicles, smuggling of minerals, criminal movements, cattle rustlers and drug traffickers on all major highways and roads in the country.
Police will impound all defective or un-roadworthy vehicles in order to safeguard lives.
Members of the public are urged to avoid boarding Mshikashika or unregistered vehicles as they risk being mugged.
Stakeholders such as the Traffic Safety Council of Zimbabwe and Vehicle Examination Department will be working closely with the Zimbabwe Republic Police to ensure that the holidays are accident- free through awareness campaigns and blitz on errant motorists.
Let us all remember that road safety is a collective responsibility. Criminal elements often take advantage of holidays to intensify their criminal enterprises such as committing unlawful entry, theft and robbery.
This year, Good Friday falls on 7 April, Easter Sunday, is on 09 April, and Easter Monday (a continuation of the Easter celebration, for some Christian denominations), is on 10 April 2023.

Mahere Convicted On Party Election Candidates Selection Day

By-A Harare Regional Magistrate Mr Taurai Manwere has convicted and fined CCC spokesperson Fadzayi Mahere of undermining the authority of the police.

The Magistrate also ordered Mahere to pay a US$500 fine or spend three months in jail.

This happened Wednesday when the opposition was nominating its candidates for this year’s elections.

Mahere was facing charges of publishing falsehoods emanating from her tweet where she said that a police officer had beaten to death a child with a baton in Harare.

She was found guilty after a full trial.
In finding Mahere guilty, Harare Regional Magistrate Mr Taurai Manwere said Mahere undermined the authority of the police through her tweet.
Mr Manwere said it was not in dispute that the baby did not die, and she failed to verify that fact before tweeting.
The court noted that Mahere materially lied when she tweeted that the baby was hit to death by police with a baton.
Mr Manwere said Mahere’s conduct was reckless and detrimental to the State as it intended to undermine the police force and eroded public confidence in the law enforcement agents.

Overview
Autism spectrum disorders (ASD) are a diverse group of conditions. They are characterized by some degree of difficulty with social interaction and communication. Other characteristics are atypical patterns of activities and behaviours, such as difficulty with transition from one activity to another, a focus on details and unusual reactions to sensations.

The abilities and needs of autistic people vary and can evolve over time. While some people with autism can live independently, others have severe disabilities and require life-long care and support. Autism often has an impact on education and employment opportunities. In addition, the demands on families providing care and support can be significant. Societal attitudes and the level of support provided by local and national authorities are important factors determining the quality of life of people with autism.

Characteristics of autism may be detected in early childhood, but autism is often not diagnosed until much later.

People with autism often have co-occurring conditions, including epilepsy, depression, anxiety and attention deficit hyperactivity disorder as well as challenging behaviours such as difficulty sleeping and self-injury. The level of intellectual functioning among autistic people varies widely, extending from profound impairment to superior levels.

Epidemiology

It is estimated that worldwide about 1 in 100 children has autism (1). This estimate represents an average figure, and reported prevalence varies substantially across studies. Some well-controlled studies have, however, reported figures that are substantially higher. The prevalence of autism in many low- and middle-income countries is unknown.

Causes
Available scientific evidence suggests that there are probably many factors that make a child more likely to have autism, including environmental and genetic factors.

Available epidemiological data conclude that there is no evidence of a causal association between measles, mumps and rubella vaccine, and autism. Previous studies suggesting a causal link were found to be filled with methodological flaws (2,3).

There is also no evidence to suggest that any other childhood vaccine may increase the risk of autism. Evidence reviews of the potential association between the preservative thiomersal and aluminium adjuvants contained in inactivated vaccines and the risk of autism strongly concluded that vaccines do not increase the risk of autism.

Assessment and care

A broad range of interventions, from early childhood and across the life span, can optimize the development, health, well-being and quality of life of autistic people. Timely access to early evidence-based psychosocial interventions can improve the ability of autistic children to communicate effectively and interact socially. The monitoring of child development as part of routine maternal and child health care is recommended.

It is important that, once autism has been diagnosed, children, adolescents and adults with autism and their carers are offered relevant information, services, referrals, and practical support, in accordance with their individual and evolving needs and preferences.

The health-care needs of people with autism are complex and require a range of integrated services, that include health promotion, care and rehabilitation. Collaboration between the health sector and other sectors, particularly education, employment and social care, is important.

Interventions for people with autism and other developmental disabilities need to be designed and delivered with the participation of people living with these conditions. Care needs to be accompanied by actions at community and societal levels for greater accessibility, inclusivity and support.

I Wont Rejoin Zanu PF, Says Mliswa

By A Correspondent| Independent Norton legislator Temba Mliswa has vowed that he will not re-join the ruling Zanu PF despite being so invested in its affairs.

In a Twitter thread, Mliswa said he does not believe in politics of bootlicking for survival like what the majority of Zanu PF members.

He added that most Zanu PF members are uncomfortable with their leaders being critically questioned as he always does on social media.

“Over the years many have asked me why I don’t rejoin @ZANUPF_Official since I seem to be so invested in its affairs. One reason why I struggle to entertain that idea is the party’s culture of gossip and inability to accommodate the truth and its speakers.

“My politics has never been premised on bootlicking. I don’t bootlick for survival which is what the majority of politicians in ZANU PF do for survival. They offer nothing other than bootlicking. It’s why they are uncomfortable when their leaders are critically questioned,” said Mliswa.

The motormouth legislator said Zanu PF will not survive as it is now built on lies and bootlicking.

“Its anathema to them because questioning the leader is a sure way to being expelled, hounded or attacked. However the truth remains just that! Any organisation or entity built on lies and bootlicking, over time, can’t survive.

“In the aftermath of the ZANU PF primary elections I spoke with Mary Mliswa-Chikoka, who is my sister, and I told her she had been booted out through a state-security system which no longer wanted her. The system wanted her out partly because of me,” added Mliswa.

Mahere Fined US$500

Harare Magistrate Taurai Manuwere has fined Citizens Coalition for Change (CCC) spokesperson Fadzayi Mahere US$500 after her conviction on charges of communicating falsehoods.

Fadzayi Mahere Convicted

Harare Magistrate Taurai Manuwere has convicted opposition Citizens Coalition for Change (CCC) spokesperson Fadzayi Mahere of publishing or communicating falsehoods.

Manuwere said: “Accused communicated false statement to the public intending to undermine public confidence in a law enforcement agent,”

“She is found guilty of the alternative charge.”

Mahere was acquitted of inciting public violence with Manuwere saying the state failed to prove their case beyond doubt.

Police At It Again, Blocks CCC Nomination Process In Mutare

Posting on Twitter, CCC member Ashley Mavhatu said the police descended on the venue the party was conducting its nomination process and told them to disperse.

“The police has stopped our nominations meeting here in Chikanga ward 14, we have been told to disperse,” said Mavhatu.

Biti Endorses Chamisa

Harare East legislator Tendai Biti yesterday endorsed Citizens Coalition for Change (CCC) leader Nelson Chamisa to represent the party in this year’s presidential elections.

Posting on Twitter yesterday, Biti said the party had one candidate for the position of President.

“Tomorrow citizens nominate people s servants to stand as candidates in this year s plebiscite & to serve for the next five years. We only have one candidate for the position of President.Our champion in chief Advocate @nelsonchamisa .God bless Zimbabwe,” said Biti.

Meanwhile, CCC’s nomination process has kicked off across the country with members chosing candidates to represent the movement in local government, national assembly and senatorial elections.

Well after weeks of dismissing the Al Jazeera Gold Mafia documentary as a storm in a tea-cup, the Zanu PF tortoise has lumbered up a tree!

    “Government takes note of a documentary titles “Gold Mafia” currently being serialised by an international broadcasting channel which purports to expose a network of alleged  money laundering and gold smuggling in Zimbabwe” stated the Press Statement signed by Senator Monica Mutsvangwa, Minister of Information, Publicity and Broadcasting Services.

    “Government takes the allegations raised in the documentary seriously, and has directed relevant organisations to institute investigations into the issues raised therein. Any person found to have engaged in acts of corruption, fraud or any form of crime, will face the full wrath of the law.”

    Bollocks! These Zanu PF thugs must think every Zimbabwean is a certified village idiot who will believe anything the regime says!

    In Zimbabwe corruption has been tolerated as the norm and even approved and legitimised and thus institutionalised. It is not just a few individuals who are corrupt the whole organisation is rotten to the core.

    When those in position of power and authority are corrupt, it is not surprising how quickly the rot will spread. When the subordinates are armed with the details of the criminal activities of the boss, they are emboldened to commit similar crimes themselves confident the boss would never act for fear of self-incriminating. 

    The very fact that 80% of Zimbabwe’s US$2 billion gold or 16% of the country’s GPD is being smuggled out of the country every year, this has been going for years and it is not only gold but diamonds and other resources; proves corruption in Zimbabwe has reached pandemic proportions. All our institutions and organisations, banks, security services, Customs, right up to government itself; are not just corrupt but rotten to the core!

    “Any person found to have engaged in acts of corruption, will face the full wrath of the law!” Yeah right!

    Zimbabwe Anti-Corruption Commission was launched in 2018 with the usual funfair and razzmatazz and so far ZACC has spent US$ 33.3 million fighting corruption. The Commission has not managed to have even one big fish charged and convicted. The modus operandi is catch and release, and after a while the case kicked into the long grass and forgotten. 

    The British Football Premier League is one of the most successful sporting leagues in the world. Their secret? Teams attract the best players and managers in the world and anyone whose performance falls short of the demanding standards is sacked.

    So far, with 28 games played out of 38 in a 20-team in the Premier League, 13 managers have been sacked. There are no sacred cows!

    43 years after independence, Zimbabwe has only had two leaders and it took a military coup to remove Robert Mugabe only for the coup plotters to replace him with another dictator, Emmerson Dambudzo Mnangagwa. The root cause of Zimbabwe’s economic meltdown and political paralysis is political stagnation, the nation has been stuck with this corrupt, incompetent and tyrannical Zanu PF dictatorship for 43 years and counting, regardless of the regime’s pathetic track record of failure corruption and tyrannical oppression.

    It was none other than President Mugabe and after him Mnangagwa who has presided over the wholesale loot Al Jazeera Gold Mafia has uncovered. It was Mnangagwa himself who appointed this third-grade crook, Prophet Uebert Angel, ambassador-at-large and granted him the plenipotentiary, carte blanche, powers! How can such a dunderhead be the Head of State! And yet Mnangagwa is

    Head of State but only because Zanu PF has rigged elections these last 43 years, denying the ordinary people a meaningful say in the governance of the country! The failure to hold free, fair and credible elections is the root cause of Zimbabwe’s economic decline, notoriety as one of the most corrupt nation on earth and political paralysis. Nothing of substance can ever be accomplished until we cure ourselves of this curse of rigged elections and bad governance. Nothing!

    Zimbabweans will be going to the polls in four months, the exact date is yet be announced; the signs are Zanu PF is once again blatantly rigged these elections. The regime has stubbornly refused to produce something as basic as a verified voters’ roll, has denied 3 million Zimbabweans in the diaspora the vote or 37% of the electorate, etc., etc. This time Zanu PF must be denied political legitimacy for filing to hold free, fair and credible elections.

    Deny Zanu PF political legitimacy will force Zimbabwe to set up an interim government, a GNU, as happened in 2008. This time we will appoint individuals with at least the common sense to implement the democratic reforms to dismantle the Zanu PF dictatorship and end the curse of rigged elections! 

    “Zanu PF government will “institute investigations into the issues raised therein. Any person found to have engaged in acts of corruption, fraud or any form of crime, will face the full wrath of the law.” No, forget Zanu PF launching yet another ZACC! We know already the criminals behind the economic meltdown, the tyrannical oppression and the looting of our gold and diamonds and they must now face the full wrath of the electorate in a free, fair and credible 2023 elections! If Zanu PF rigs the 2023 elections, as it did with past elections, then the party must and will be denied legitimacy!
