Mwonzora Recalls President Chamisa Allies

By-The Douglas Mwonzora-led MDC-T has recalled six Binga Rural District Council councillors after they were allegedly found to be agents of Nelson Chamisa’s Citizens Coalition for Change (CCC) party .

The six are Wilson Siampolomba, Kariangwe Ward; Mathias Mudenda, Simatelele Ward; Kingson Mpofu; Kalungwizi Ward; Joseph Mweembe, Sikalenge Ward; Chrispen Munkuli, Lubimbi Ward and John Sikabotu representing Siachilaba ward.
They are said to have been consistently working and ever pushing the agenda of the CCC. They are said to have even campaigned for a CCC candidate.
“The councillors were found to have been all along working with and for CCC. They heavily campaigned for the same party’s candidates ahead and during the 2018 elections.
At council chambers they were also pushing an agenda foreign to MDC-T hence their recall,” said MDC-T national spokesperson Mr Witness Dube.
Binga has 21 wards largely controlled by the opposition.
Sources within the party yesterday said more recalls will be coming in the next couple of days as Senator Mwonzora pushes for total control of the party ahead of the yet to be announced congress dates where he is certain to square off against his chairman, Senator Morgan Komichi.
There have been rumblings within the party on the delays by Sen Mwonzora to announce the congress dates with the pro-Komichi camp arguing that the delays are deliberate and meant to give the incumbent more time to sell his agenda to the membership under the cover of “rebuilding MDC-T.”
Meanwhile, Sen Mwonzora visited incarcerated Job Sikhala in prison on Saturday amid indications that CCC leadership are still pushing for the MDC-T to recall him.
Mr Dube reaffirmed that calls for Sikhala’s recall are louder at the top of the CCC leadership.
“@MDC263 President @DMwonzora visited #Sikhala & the Nyatsime inmates at 13:00hrs yesterday, PERIOD! We acted in solidarity with him at his time of need, & are no longer interested in the childish, misplaced & totally nonsensical social media debate raging around our visit!
The biggest push to recall @JobSikhala1 has come from some top leadership of @CCCZimbabwe. We view this exaggerated social media debate on our visit to him as an attempt to bait us to recall him.
We will not allow political influence from without to dictate to @mdc263,” wrote Dube on his personal Twitter account yesterday. Chronicle

Zanu PF Barbarism Reaches Another Level

In Matobo, Zanu PF hoooligans terrorised CCC supporters at the weekend.

“ZANU PF’s orgy of violence is continuing in Matobo Ward 2.
Champion Mahlambikazi and Hon Phulu have been badly beaten. All our vehicles have been deflated by Zanu PF thugs. Our members are unable to leave.

Man Swallows Mbanje Sachet To Evade Arrest

A man choked and breathed with difficulty as a small pack of dagga he had swallowed got stuck in his throat as detectives pounced on him for allegedly peddling dagga.

A court heard that detectives received a tip-off that Shadreck Marumure (37) was peddling dagga at his home in Entumbane suburb and they swooped on his home last week on Friday at around 4am.

Upon seeing them Marumure reached for a pack of dagga that he had placed on the chair in his bedroom and tried to swallow it but it got stuck in his throat and choked him, forcing him to cough persistently, the court heard.

It is said detectives got suspicious and tried to force him to spit it but he could not as it was firmly stuck in his throat causing him to breathe with difficulty.

They then thoroughly searched for dagga in his house and found two small packs wrapped in his underwear while hidden under his mattress and they arrested him.

They rushed him to Mpilo Central Hospital where the medical practitioners helped in drawing it out.

It is estimated that the recovered dagga has a street value of $247 500.

Marumure appeared for trial before Western Commonage Courts magistrate Shepherd Mjanja facing a charge of peddling dagga.

He pleaded not guilty to the charge and was remanded in custody to next week on Monday for continuation of trial.

Karim Benzema Wins Ballon d’Or

By Ezra Tshisa Sibanda

Karim Benzema made history as he was crowned the Ballon d’Or winner for 2022, the first Frenchman to win since Zidane in 1998.

It’s deserved recognition for the 34-year-old after his tremendous form this calendar year. Meanwhile, Bayern Munich’s Sadio Mane first runner up and Manchester City’s Kevin De Bruyne second runner up came agonisingly close but in the end were pipped by the prolific Frenchman.

For the past 17 years or so, without Messi even kicking a ball at the beginning of the year, he already had a 50% chance of winning the Ballon d’or. In case you didn’t know, CR7 owned the remaining 50% and remains the only living footballer who is (and will be) forever compared to Messi. All this was because both of them played in La Liga which appears to be the award’s favourite league.

I repeat the French based award favours Spanish based players especially from Real Madrid and Barcelona. The 2 players were absent from the 2022 award because they left La Liga to play elsewhere.

The Ballon d’Or has become a popularity contest these days. The integrity of the award alongside many other individual accolades has been called into question in recent years. Frankly, the Ballon d’Or really doesn’t matter anymore.

This is the most prestigious individual accolade in world football, awarded to the male player deemed to have performed to the highest standard over the previous year.

It used to be only journalists who had a say, but from 2007, coaches and national-team captains have been able to vote for their friends and teammates, oh, sorry, the players they think have been the most impressive.

Congratulations to Mane and De Bruyne for being runners up and welll done Benzema.

Congratulations, you finally won it and deservedly so.

Ziyambi Ziyambi In Contempt Of Court

High Court judge Justice Jacob Manzunzu has ruled that Justice Minister Ziyambi Ziyambi and Attorney-General Prince Machaya breached their obligations after they failed to enforce laws compelling government officials to disclose their assets.

This follows a successful court application by Harare North legislator Allan Markham (CCC) who took Ziyambi and Machaya to court demanding action on asset disclosure by public officials.

The lawmaker said corruption was now rampant because there were no laws in place to deal with graft.

Manzunzu concurred and ruled that Ziyambi and Machaya are in contempt of their Constitutional obligations.

“It is clear from the set of facts before the court that the respondents (Ziyambi and Machaya) failed to act within a reasonable time and therefore are in breach of their Constitutional obligation.

“The fact remains that Constitutional obligations, must be performed diligently and without delay. A delay of seven years is by no means classified as reasonable. The respondents gave no indication, in terms of time frame as to when the obligation will be performed apart from the fact that research has started and was meant to be completed by 30 April 2021.

“The facts also justify the granting of a mandamus .It is the period (as suggested by Markham) within which the respondents are to act which I find to be too short. Courts should make orders which are realistic of performance,” Justice Manzunzu ruled.

He ordered Ziyambi to gazette a Bill as envisaged by section 198(a) of the Constitution of Zimbabwe within three months from the date of the court order.

“Ziyambi and Machaya’s failure to enact an Act of Parliament as stipulated in section 198(a) of the Constitution is a breach of section 324 of the Constitution, and they should be ordered to enact a Bill covering the issues defined in section 198(a) of the Constitution within 45 days from the date of this order,” he said.

Section 198 (a) of the Constitution  states that an Act of Parliament  must provide  measures  that require public officers  to make regular  disclosures  of their assets, establishing a code of conducts  to be observed  by public officers, specifying  the standards  of good  corporate governance  to be observed  by government  controlled  entities  and other commercial  entities owned  or wholly  controlled  by the State, and to provide for the disciplining of persons  who contravene  the provisions  of the chapter, or any code of conduct or standard.

Ziyambi and Machaya had challenged the lawsuit arguing that they were not the only players in the Legislature.

“There is, therefore, no basis to hold us at ransom when there are so many other functionaries involved in the law-making process.”

They also argued that Section 198 did not create or impose any obligation on them.

Dangarembga, Barnes Seek To Overturn Conviction Over Anti-Govt Protest

Zimbabwe’s award winning and renowned novelist, filmmaker and cultural activist Tsitsi Dangarembga and Julie Barnes, a pro-democracy campaigner have asked the High Court to set aside their conviction and sentence for allegedly promoting public violence after they were arrested two years ago for taking part in an anti-government protest.

Dangarembga and Barnes were on 29 September 2022 convicted by Harare Magistrate Barbra Mateko and sentenced to pay ZWL70 000 each or three months imprisonment in default of the fine and in addition three months imprisonment wholly suspended for five years on condition that each of them does not commit any offence involving participating in a public gathering with intention to promote public violence, breach of peace or bigotry.

The duo, represented by Chris Mhike of Zimbabwe Lawyers for Human Rights, had been on trial after they were arrested on 31 July 2020 and charged with participating in a public gathering with intention to promote public violence, breach of peace or bigotry as defined in Section 37(1)(b) of the Criminal Law (Codification and Reform) Act.

During trial, prosecutors alleged that they participated in a demonstration in Borrowdale suburb in Harare while holding some placards inscribed “Free Hopewell, free Jacob #Zimbabwe”, “We want better reform our institution” and “Free our journalists”.

On Thursday 13 October 2022, Mhike filed a notice and an appeal against both conviction and sentence of Dangarembga and Barnes at the

High Court arguing that Magistrate Mateko fundamentally misdirected herself in finding the duo guilty in the absence of evidence linking them to participating in a public gathering with intention to promote public violence, breach of peace or bigotry.

Mhike argued that Magistrate Mateko grossly misdirected herself in abandoning the analysis on whether or not the words written on some placards which they were accused of holding during the 31 July 2020 anti-government protest, were obscene, threatening, abusive or insulting.

The human rights lawyer also argued that placing Barnes and Dangarembga on their defence after dismissing their application for discharge at the close of the prosecution case amounted to a gross misdirection on the part of Magistrate Mateko because all three state witnesses had exonerated them of committing an offence as they had confirmed that the accused persons’ messages were not obscene, threatening, abusive or insulting.

Mhike accused Magistrate Mateko of exhibiting bias against the award winning novelist and pro-democracy campaigner by relying on some baseless speculation and conjecture regarding potential breach of peace through social media.

He also contended that the sentence imposed against Dangarembga and Barnes was disproportionate and induced a sense of shock.

He wants the High Court to allow Dangarembga and Barnes’s appeal and set aside the conviction and sentence of the two and pass a not guilty verdict.

Alternatively, Mhike said Dangarembga and Barnes should be cautioned and discharged.

Human Rights Lawyers Condemn Matobo Violence

ZIMBABWE Lawyers for Human Rights (ZLHR) condemns in the strongest terms, the barbaric conduct of some ruling ZANU PF party supporters, who unleashed violence on opposition Citizens Coalition for Change (CCC) party supporters in Matobo in Matabeleland South province.

On Sunday 16 October 2022, several CCC party supporters sustained injuries after they were assaulted and roughed up by some ZANU PF party supporters who they encountered while preparing for a local authority by-election for Ward 2 in Matobo in Matabeleland South province scheduled for 22 October 2022.

Some women were indecently abused, as they were forced to undress, by the ZANU PF party supporters.  Several vehicles and houses were also damaged while some goods were reported to have been looted at a local shop and at a homestead.

ZLHR condemns this unacceptable, violent, inhuman, dehumanising and degrading treatment of people, which has no place in a civilised society.

The deplorable acts of violence by supporters of ZANU PF party are extremely concerning considering that they are happening ahead of general elections scheduled for 2023.

Violence has no place in an aspiring democracy and is a monumental threat to the peaceful co-existence of all Zimbabwean citizens and such acts by some misguided political party supporters threaten Zimbabwe’s democratic trajectory.

Tolerance towards people who hold differing political views and utmost respect for fundamental rights and freedoms of everyone by all members of society is key to achieving a thriving democracy.

Section 52(a) of the Constitution guarantees everyone the right to be free from all forms of violence while section 155 of the Constitution also prescribes that electoral processes must be free from violence and other electoral malpractices.

The acts of violence perpetrated by ZANU PF party supporters on CCC party members contravene these constitutional provisions and are a malicious disregard for fundamental rights and freedoms such as the right to life, the right to human dignity, the right to personal security, freedom of assembly and association and political rights.

In recent months and weeks, ZLHR has also noted rising incidents of political violence across the country where opposition political party supporters have been subjected to wanton violence.

This onslaught bears all the hallmarks of a pre-meditated attack, which is aimed at intimidating political contestants and their supporters and block them from accessing potential voters and constituents.

The actions of ZANU PF party supporters fly in the face of contents of a report released during the United Nations Human Rights Council’s 50th session by Clément Nyaletsossi Voule, the Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association, who raised concerns about the violation and curtailment of freedoms of association, peaceful assembly and expression and asked government to take measures consistent with his recommendations produced through his country visit to Zimbabwe.

Sadly, the perpetration of violence by some ZANU PF supporters comes some few days after Zimbabwe recently joined the world to commemorate the International Day of Non-Violence, which is a global observance that promotes non-violence.

The unprecedented levels of polarisation can only be addressed when there is political will from leaders of offending political parties, who must preach tolerance, diversity of political beliefs and thought and decisively dissuade their supporters from resorting to barbaric and stone-age tactics of settling perceived political differences.

To stem the culture of violence, ZLHR calls upon;

•ZANU PF party supporters to shun political violence and all forms of intolerance towards members of different political parties;

•Leaders and members of ZANU PF party to condemn and desist from all violent activities and to inculcate a culture of tolerance and non-violence in settling disputes;

•Zimbabwe Republic Police to urgently and thoroughly investigate the acts of violence that took place in Matobo and all other incidences of political violence across the country and bring perpetrators of violence to account irrespective of their political party affiliation.

Mwonzora Axes Binga Councillors

By- MDC-T President Douglas Mwonzora has fired six Binga Rural District Council councillors after they were allegedly found to be agents of Nelson Chamisa’s Citizens Coalition for Change (CCC) party .

Chronicle

Married Woman Seduces Schoolboy

A MARRIED Zimunya woman (27) dazzled a 15-year-old boy with her bedroom antics, resulting in him absconding school.

However, this terribly backfired on Ruth Maenzanise who will be a guest of the State for the next 24 months after being convicted of being int!mate with a minor.

She will, however, spend 18 months behind bars after six months of the sentence were suspended for five years on condition that she does not commit a similar offence.

Maenzanise appeared before Mutare magistrate, Ms Perseverance Makala, while Ms Loice Mazvita Kadenha prosecuted.

Ms Kadenha said the two started dating last month in Chitakatira Village.

“The boy visited his friend on September 23 and his friend told him that his landlady had a crush on him.

“The boy told his friend that he was too young to date the woman.

“The following day, the boy visited his friend again and Maenzanise also arrived at the homestead. She opened up about her feelings for the young boy.

“She told him how much she loved and felt about him. The boy could not resist her advances and the two fell in love,” said Ms Kadenha.

On September 25, the two agreed to meet in the evening to consummate their relationship.

The boy’s friend provided the room and the lovebirds were intimate that night.

The boy did not return home and started cohabiting with Maenzanise.

This happened for some days and his concerned mother went to his school to check if he was attending classes.

Since he was not showing up at home, she assumed that he was doing studies with his friend.

The mother found out that her son was no longer coming to school and questioned him about his moves.

However, he did not divulge what was happening.

The boy later explained to the school head what was happening and a police report was made.

Maenzanise was arrested, while the boy was sent for medical examinations.

In court, Maenzanise admitted to sleeping with the teenager.

Zanu PF Hooligans Wreak Havoc In Matobo

Tinashe Sambiri| There is no doubt that those who celebrated Mr Emmerson Mnangagwa’s illegal ascendancy are now punching the air in anguish.

Mr Mnangagwa’s crocodile character is now manifesting as evidenced by the escalation of political violence in the country.

Mr Mnangagwa, who claims he is as soft as wool, is mum on the rising political tension.

Hon Ilos Nyoni’s truck has been ransacked. The thugs have blockaded roads,” CCC said in a statement.

“Scared of losing: Zanupf has turned Matobo ward 2 into a war zone. Stealing money, assaulting our member, smashing cars and abducting people. Nonhlanhla Mlotshwa and Hon Phulu have been badly injured.

It’s election without democracy,” CCC deputy spokesperson Gift Ostallos Siziba said on Sunday.

CCC Denounces Zanu PF Hooliganism

Tinashe Sambiri| There is no doubt that those who celebrated Mr Emmerson Mnangagwa’s illegal ascendancy are now punching the air in anguish.

Mr Mnangagwa’s crocodile character is now manifesting as evidenced by the escalation of political violence in the country.

Mr Mnangagwa, who claims he is as soft as wool, is mum on the rising political tension.

Broke Medical Aid Shut Down Own Hospitals

Workers at the Premier Service Medical Investments (PSMI) say they have gone for months without being paid with some departments at PSMI’s West End and Claybank clinics being closed.
Although PSMI spokesperson Obey Nhakura said the health centres were fully operational, workers at West End Hospital in Chitungwiza and Claybank Clinic in Gweru told NewsDay that the casualty departments had been closed.

On salary arrears for workers, Nhakura referred NewsDay to a statement by PSMI, which acknowledged that the company has been experiencing cashflow problems.

“The PSMI board acknowledges the fact that employees have gone for three months without salaries and how the unfortunate circumstances continue to affect the employees’ well-being and their capacity to report for work and effectively discharge their duties,” the statement read in part.

“The challenges at PSMI have been in the public domain for the better part of the year, and they mainly emanate from cashflow ceilings currently affecting the major client Premier Service Medical Aid Society (PSMAS).”

It said the PSMI board, PSMAS and government were working to solve the problems.

On medical aid services, it said members could conveniently access healthcare services at PSMI without the burden of paying shortfalls.

PSMI said government had intervened to capacitate it with stocks.

“Through government efforts, PSMI is also currently working with NatPharm in ensuring consistent availability of affordable medicines to the convenience of the PSMAS members and the nation at large,” the PSMI statement read. – Newsday

Mnangagwa Tramples On Human Rights

Tinashe Sambiri|CCC Namibia has challenged the Zanu PF leader, Mr Emmerson Mnangagwa, to release jailed party activists with immediate effect.

According to CCC Namibia, the prolonged detention of Hon Job Sikhala, Hon Godfrey Karakadzai Sithole and the Nyatsime activists is a violation of the African Charter on human rights.

Read statement below:

Comply with Article 7(1) of the African Charter on Human and People’s rights! CCC Namibia demands justice for Job Saro Wiwa Sikhala & others.

14 October 2022

Citizens in Namibia comprehend that Zimbabwe is a party to the African Charter on Human and People’s Rights hence she must comply with Article 7(1) which affords an accused the fundamental right to be presumed innocent until proven guilty by a competent court of law. The continued incarceration of Honourable Job Saro Wiwa Sikhala, Godfrey Sithole, and the Nyatsime 14 is an attempt to deter social democrats from demanding justice, equality, and freedom. This is not only abusing the supreme law of the country but regional, continental and international laws as well.

Demanding justice for Moreblessing Ali does not warrant this arbitrary arrest, subsequent denial of bail, and prolonged pre-trial detention. This is undoubtedly a ploy to intensify the weaponization of the law to punish dissenters. Courts in the motherland are being manipulated and used as fortified tools of state repression ahead of the harmonized elections in 2023. Zanu-PF’s abuse of the criminal law not only punishes the legitimate assertion of freedom of expression but is often done in violation of the basic fair trial rights protected under Zimbabwe, regional, continental, and international law and the fundamental fair administration of justice.

It is quite pathetic that the politically-inept ZANU-PF is leveraging its position to strike fear by exploiting the very laws that were enshrined to protect the individual and society as a whole. Citizens Coalition for Change Namibia is cognizant of the provisions in Section 50(1)(d) of the Zimbabwean Constitution which prescribes that any person who is arrested “must be released unconditionally or on reasonable conditions, pending charge or trial unless compelling reasons are justifying their continued detention”.

Moreover, the International Covenant on Civil and Political Rights(ICCPR) to which Zimbabwe is a party, reflects the universal nature of this standard. Article 9(3) furnishes “Anyone arrested or detained on a criminal charge shall be brought promptly before the judge to exercise judicial power and shall be entitled to trial within a reasonable time”. Change champions in Namibia are greatly disappointed in the continued lawfare which has seen Job Saro Wiwa Sikhala and others languishing at Chikurubi Maximum Prison from 14 June to date for demanding justice for the deceased change seeker, Moreblessing Ali who was butchered in cold blood by known ZANU-PF thugs.

We reiterate that the right to pre-trial release or bail is essential to upholding the presumption of innocence, a significant tenet of the rule of law and constitutionalism in Zimbabwe. The Nyatsime 16 are being tormented for belonging to the change that delivers. Spending more than three months in the maximum prison for defending the constitution is unacceptable and must be resisted with equal measure. We demand the immediate release of our lawmakers and change champions. It is not a crime to subscribe to the organic leadership of President Advocate Nelson Chamisa.

Citizens Coalition for Change Namibia Rundu Branch champion Simbarashe Ndoda urged all social democrats across the globe to amplify their revolutionary voices demanding justice for Job Saro Wiwa Sikhala, Godfrey Karakadzayi Sithole and the Nyatsime 14. Solidarity is a core value of social democracy, champion Ndoda further elaborated. He emphasized the dire need for unity with the incarcerated change champions. Our members of parliament, councillors, and the entire membership should act for change.

Theft Charges Against School Head

The headmistress of Rugare Primary School in Harare was yesterday arraigned before the courts on allegations of stealing timber and asbestos sheets from the school.
Calister Tarisai Matsitsiro (58) was remanded in custody.

It is the State’s case that on August 19, Matsitsiro went to a grade 7 class and ordered students to load 22×3,6 metres of asbestos sheets, and five six-metre- long pine timber into the school bus.

During loading, deputy headmaster Themba Mangwiro demanded to know where the asbestos and timber was being taken to. He was told it was being taken to the headmistress’ house in Rugare where she is constructing a fowl run.

It was later established that the timber and asbestos were taken without the approval of the school development association.

A police report was made, leading to the arrest of the accused person.- Newsday

Zanu PF Snubs Matemadanda

By- Former Zanu PF political commissar and ambassador to Mozambique Victor Matemadanda has reacted angrily after being snubbed for central committee (CC) position in the Midlands province.Sources said Matemadanda was invited to contest for a position in the CC for Gokwe but refused, saying he wanted to give others a chance since he was working outside the country.
But the Zanu PF DCC chairperson Tawanda Karikoga reportedly persuaded him to participate and Matemadanda told him that he wanted to “consult.”
“After Matemadanda had consulted, he agreed to take part. However, towards the elections, he was told that he failed to make the grade to represent Gokwe in the Central Committee and they had opted for (allies of former Security minister, Owen) Ncube and this irked the ambassador,” the source said.
However, in responding to the fiasco, Matemadanda singled Karikoga out to express his displeasure.
“I am what l am, not because of an accident but because l have invested in this thing called Zanu PF and l even invested in my own education which no one is going to take away from me. I have worked hard for who and what l am. l am not at that level which you want to put me. Please respect me.
“I am disappointed that my name is being put into denigration for no apparent reason. You (Karikoga) approached me asking me to stand in the CC. In fact, your words were that you as Gokwe had decided that you put me in the CC and l refused, telling you that I wanted to go give others a chance. You persuaded me until I consulted,” Matemadanda said in an audio to Karikoga acquired by NewsDay.
“After consulting, I came back and I have the communication. You persuaded me and I then said yes but I told you that I don’t want to block anyone and now you are having a rally to insult me for what you invited me for?” Matemadanda asked.
On Friday, last week Zanu PF leaders in the province held a rally at Gokwe Centre which was graced by Ncube, Provincial chairperson Larry Mavhima, and Karikoga among other senior party leaders at which they allegedly attacked Matemadanda.
According to a reliable source, the Ncube camp also castigated the recently elected legislator for Gokwe Central Davison Masvisvi and councillor for Ward 1 Sesame Davis Taruvinga, for allegedly working with Matemadanda.
The diplomat said he was surprised that Karikoga and his team held a rally to denigrate him.
Karikoga’s phone went unanswered when contacted for comment. Newsday

Zimbabwe: Cyber Crime Shoots Up

HARARE- As online financial transactions are becoming increasingly popular, many Zimbabweans are adopting the use of mobile wallets and online banking services across the country. While the ease that digital payments offer is unparalleled, making transactions and receiving payments online also comes with the risk of cybercrime.

Susan Sitemere, Worldremit Country Manager Zimbabwe _ South Africa -
Susan Sitemere, Worldremit Country Manager Zimbabwe _ South Africa –

With the growing trend of cyber risk threats across the country, cyber resilience is needed, and securing end-to-endpoints in the financial services ecosystem cannot be over-emphasized.1 To keep Zimbabweans’ hard-earned money safe, WorldRemit continues to put its customers’ security at the core of its business, ensuring they can receive money from the diaspora without worry.

“WorldRemit ensures that international remittances are not just convenient and accessible for our customers, but most importantly, safe and secure amidst rising cases of cyber fraud incidents in Zimbabwe,” said Susan Sitemere, Country Manager, Zimbabwe, and South Africa, WorldRemit. “We take cyber security very seriously and understand many of the tricks and techniques behind some of the most popular scams.”

Reducing the risk of financial crime

In Zimbabwe, the upsurge in the use of mobile money, online banking and shopping during the COVID-19 lockdown came with a greater need for cybersecurity. The country experienced an increase in cybercrime and computer-related crime from money-related fraud, card cloning and identity fraud cyber incidents.2

Additionally, according to the National Risk Assessment (NRA) Report of 2020, cyber risks, mainly through digital financial channels, contributed to an estimated US $900 million of illicit proceeds generated from criminal activity annually in Zimbabwe.3

To counter cyber-attacks and provide better data protection, the government of Zimbabwe passed the Cyber Security and Data Protection Bill in 2021 which aims to punish the people who misuse and abuse the internet, social media, and communication network. In addition to that, it aims to support the financial digital system of Zimbabwe for better protection and efficiency.4

To make sure its customers’ money is protected, WorldRemit has taken a proactive stance toward prevention. For instance, the company refuses to work with correspondent partners who lack effective controls for combatting fraud and financial crime and have implemented additional risk-based controls for customers who need to send to destinations where there is an elevated money laundering or terrorism financing risk.

Additionally, WorldRemit collaborates with other industries and companies to share best practices and information in order to better watch over the financial transactions it processes.

“The international remittance space is exposed to several key risks, including money laundering, fraud, terrorism financing, and sexual exploitation, so working with other leading bodies to combat this is essential,” said Susan Sitemere.

“Technology helps us understand and detect the known patterns of suspicious behavior signaling the misuse of a customer account when sending money is the priority,” she said.

The company advertises safety measures on its website.

Mnangagwa Provokes Gukurahundi Memories

By-Zanu PF President Emmerson Mnangagwa was at the weekend in Bulawayo to launch a Gukurahundi dialogue.

In the dialogue, Mnangagwa said he would meet the traditional leaders and engage in Gukurahundi issues.

The traditional leaders have already produced a working manual which will guide them as they conduct public hearings on Gukurahundi.
The Second Republic has committed to working towards national healing.
After today’s launch, traditional leaders are expected to lead public hearings and also come up with resolutions on what needs to be done to heal society. During a press briefing yesterday, Information, Publicity and Broadcasting Services Permanent Secretary Mr Nick Mangwana said President Mnangagwa said Zimbabweans will learn more of the Gukurahundi public hearings road map after today’s meeting.
“His Excellency, the President arrived today for the launch of the community engagement and consultation meeting regarding the Gukurahundi conflict. He is in town and the function will be at State House tomorrow,” said Mr Mangwana during the press conference that was also attended by Justice, Legal and Parliamentary Affairs Permanent Secretary Mrs Virginia Mabiza.
He said today’s engagement is a confirmation that the Second Republic is walking the talk in terms of addressing concerns of Zimbabweans.
Gukurahundi remains an unfortunate chapter in the country’s history and members of the public in Matabeleland provinces have blamed it for contributing to under development in the region.
Some families of victims of Gukurahundi were reportedly failing to obtain national documents.
President Mnangagwa had to intervene, instructing the Civil Registry Department to relax stringent conditions that were contributing to members of the public failing to obtain the national identity documents.
“Tomorrow His Excellency, the President will be launching the beginning of the consultation and engagement process in the communities regarding the past conflict cases of Gukurahundi and the issues that came from that. He will be engaging the chiefs and setting them off to go and meet their communities,” said Mr Mangwana.
He said traditional leaders were selected to lead the process as they are at the heart of where Gukurahundi occurred and understand community challenges better.
“Chiefs are the leaders of the people. Therefore, the leaders of the people will be meeting their communities,” he said.
Mr Mangwana said traditional leaders are the custodians of cultural practices and they are best suited to understand what needs to be done to conduct cultural rituals.
He said chiefs have been independently operating in preparing for the coming public hearings.
Mr Mangwana said Government is not even aware of the contents of the working manual that traditional leaders produced.
He said officials will also learn of its contents tomorrow as they make their presentation to President Mnangagwa before they start engaging communities. “We have no idea on what is in the manual, it shows that chiefs take full ownership of that document. They are the leaders; they own it so there is no interference from Government regarding their manual. They probably came up with that after consulting the communities. So, we can say it is owned by the chiefs and also owned by the communities,” said Mr Mangwana.
President Mnangagwa in his Unity Day message last year in December said he had made it his personal mission to resolve the Gukurahundi issue and created a united nation.

Mnangagwa Targets NGOs Ahead Of 2023 Polls

By-President Emmerson Mnangagwa is pushing Parliament to finish the debate on the controversial Private Voluntary Organisations Bill so he can sign it into law.

The Bill amends the PVO Act and the government says it will curb money laundering and PVOs’ participation in politics. It proposes harsh penalties, including jail time of up to one year for perceived offences.

Opposition legislators and human rights activists say the proposed Bill is flawed and that it contains controversial clauses that should be subjected to scrutiny and debate.

Writing in his column in The Sunday Mail, a weekly state-run publication, Mnangagwa said:

The PVO Act will put an end to foreign meddling

I have had to stress this point because we continue to get reports of a few hostile countries that are trying, through their embassies here, to persistently meddle in, and to manipulate our electoral processes.

Today, I call them to order, warning them against challenging our hard-won sovereignty, which is embodied in all our national processes, including elections.

Quite often, these hostile countries use political NGOs they deliberately set up; they fund and run as Trojan Horses here.

It is this kind of mischief, this wanton abuse of our goodwill, which has forced us to introduce the PVO Bill in our Parliament.

I am ready to sign this Bill into law once Parliament has done its part. Those peddling or saddled with foreign interests and agendas have a lot to worry about, we will act on them once we establish they have betrayed their mandate. This includes banning and kicking them out of our country.

The ruling ZANU PF portrays NGOs as hostile entities that are pushing a regime change agenda in Zimbabwe.

If the new Bill is signed into law, critics say hundreds of NGOs in Zimbabwe may be forced to close shop.

Mwonzora Fires Chamisa Aligned Councillors

By- MDC-T President Douglas Mwonzora has fired six Binga Rural District Council councillors after they were allegedly found to be agents of Nelson Chamisa’s Citizens Coalition for Change (CCC) party .

Chronicle

Matemadanda Thrown Under The Bus

By-Zimbabwe’s ambassador to Mozambique, Victor Matemadanda, has reacted angrily after being snubbed for the central committee (CC) position in the Midlands province.

This comes after Matemadanda, a former ZANU PF political commissar, had initially turned down an invitation from some party officials in the province to contest for a position in the CC for Gokwe saying he wanted to give others a chance since he was working outside the country.

ZACC Commissioner Makamure Chased Away From Mnangagwa’s Precabe Farm

Zimbabwe Anti-Corruption Commission (ZACC) spokesperson, John Makamure had a weekend to forget after he was chased away from President Emmerson Mnangagwa ‘s Precabe farm where he had gone to plead for clemence over his imminent dismissal from the anti-graft body.

Security details who spoke to a local online publication confirmed that Makamure arrived at the farm in the company of recently elected Gokwe Kubuyani legislator Spencer Tshuma, who was apparently acting as his emmissary.

Mnangagwa has since appointed Retired Justice Maphios Cheda to lead a commission that will investigate Makamure and determine his suitability to continue in office.

He is being accused of not disclosing his association with the Southern Africa Parliamentary Support Trust (SAPST) and his involvement in political activities.

“To investigate whether or not Commissioner John Makamure directed one Lee Sung to fund his political campaigns in Gokwe in return for his protection,” reads part of the terms of reference of the Justice Cheda’s assignment.

In terms of the 2013 constitution, members of independent commissions are not permitted to participate in politics.

“It apparently came to Makamure’s attention that a commission was to be established to investigate him for possible removal from office on Friday last wek. He then teamed up with Tshuma and attempted to meet with the president,” a source said.

“So on Sunday, the two of them visited the president at the farm and tried to meet him. However, they were chased away at the gate after he (Mnangagwa) instructed security to turn them away as he did not want to see them. So their mission flopped,” the source said.

Efforts to get a comment from Makamure were fruitless as his phone went unanswered.

When contacted for comment, Gokwe Kubuyani MP Spencer Tshuma went ballistic.

“I do not know anyone by the name Makamure, I never went to president’s farm,” he said.

Escalation Of Zanu PF – Sponsored Violence Worrisome

Tinashe Sambiri|The Citizens Coalition for Change led by President Nelson Chamisa says the escalation of violence in the country is worrisome.

Known Zanu PF activists attacked CCC supporters in Matobo at the weekend.

Vehicles were stoned and women were forcibly undressed during the ensuing melee.

Zanu PF hoooligans vowed to thwart CCC activities in the area.

See CCC Namibia statement below:

Escalation of ZANU-PF-Sponsored political violence in Matobo worries CCC Namibia ahead of 2023!

17 October 2022

Citizens resident in Namibia would like to genuinely express their disgruntlement in the incessant torture, politically motivated violence, state-sponsored human butchery, and abductions of change champions on account of politics.

Social Democrats who subscribe to the yellow train were quite troubled last night regarding the safety of the diligent Honourable Molokele, abducted women, and other change champions, after an orgy of ZANU-PF-sponsored and orchestrated violence in Matobo.

It is quite perturbing that while Citizens Coalition for Change was mobilizing its structures from even beyond the ward to drum up support, the clueless and desperate ZANU-PF party was busy mobilizing the whole province, to brutalise peaceful change champions.

They unleashed a strong wave of violence to disrupt the recruitment and moblisation drive in Matobo where change champions will be represented by u-Sindiso Ngwenya, thanks to our organic legislator Hon Molokele for raising the alarm.

After CCC mobilizers had spent the whole day mobilizing and radicalizing voters ahead of the impending by-election, ZANU-PF thugs violently descended on the enthusiastic change champions resulting in severe bodily harm, destruction of property and vehicles, as well as scars on the ecstatic community.

State-sponsored violence, especially targeting helpless women has no room whatsoever in the purported Second Republic under the so-called new dispensation.

This should be exposed and challenged. Our innocent women were stripped naked after the abduction yesternight, this is unacceptable and must be resisted with equal measure.Namibia district has the conviction that politics should only be a contestation of ideas, not vice-versa.

What transpired in Matobo and Nyatsime is a clear pointer to the impossibility of violence-free elections in 2023. As a movement, we should gear up to vote and defend the vote from these marauding ZANU-PF thugocrats.

It is now imperative to gather the valour, mettle, and nerve to confront the beast in the eye before we are eliminated one by one. Last year, we lost Nyasha Zhambe in Gutu, in March 2022, Mboneni Ncube was killed in Kwekwe, in Bulawayo, Langelihle Dube was also butchered and Chinembiri lost his life in Chitungwiza, all in the name of politics.

Moreover, Moreblessing Ali was murdered in Chitungwiza, Nyatsime on account of politics, right now Hon Job Saro Wiwa Sikhala and 16 others are languishing in prison for demanding justice for the deceased change champion.

Citizens in Namibia seriously condemn violence as a tool for resolving political differences. We demand a level playing field ahead of the 2023 elections, violence is a sign of political ineptitude and ZANU-PF must be called to order. Hands off to our change champions!

Man Nearly Dies After Swallowing Mbanje

Mbappe Speaks On PSG Future

Kylian Mbappe has broken his silence on the reports suggesting that he is set to leave PSG in January after becoming unhappy at the club.

The 23-year France international extended his stay at the club for another three years in May after it was widely-speculated that he would move to Spanish giants Real Madrid.

But five months into his new contract, reports emerged last week that he has asked to leave the Paris giants and is considering buying his contract out because the club’s management has failed to deliver the promises made when the deal was signed.

The French international’s relationship with his teammates is also allegedly at an all-time low with a large majority of the dressing room said to be angered by his attitude and the power he was given by club chief Nasser Al-Khelaifi

Speaking to RMC Sport, as cited by the Mail, Mbappe dismissed the reports and admitted he is committed to the French champions and has never asked to leave.

“I’m very happy. I never asked for my departure in January,” he said.

“The info that came out on the day of the match (against Benfica) I I didn’t understand. I was just as shocked as everyone else.

“There are people who may think I’m involved in this, but I’m not involved, I was taking a nap.

“My entourage was at my little brother’s game, all the people who take care of me weren’t there so we were flabbergasted when we heard about it.

“Afterwards, we had to deal with it, there was a game to play. Just to say that it is completely wrong and I am very happy.”- Soccer24 Zimbabwe

Real Madrid Outclass Barcelona

Real Madrid defeated Barcelona 3-1 in the opening El Clasico of the season to put a strong claim on the LaLiga Santander championship.

Toni Kroos, Luka Modric, and Fede Valverde dominated their opponents in the middle of the field to help Los Blancos get out to a strong start that ultimately made the difference.

Ferran Torres’ late goal for Barcelona cut the lead in half, but a last-second penalty from Rodrygo gave the hosts the victory.

Real Madrid built a comfortable lead without having a particularly strong game. Vinicius broke clear of the Barcelona defence before his shot fortunately rebounded into the path of Karim Benzema for 1-0.

When Valverde was allowed too much time and space at the edge of the box by Madrid, Ferland Mendy was able to double their advantage.

To give his team a sizable advantage at the break, the Uruguayan expertly placed the ball beyond Marc-Andre ter Stegen.

Before the second goal, Robert Lewandowski missed a great opportunity when his outstretched boot from within the six-yard box could only send the ball over the bar.

The visitors took control of the game in the second half.

Ansu Fati, who was filling in, lit the fuse. Midway through the second half, his attempt narrowly missed the goal post.

Dani Carvajal then hauled down Lewandowski in the box, but neither the referee nor VAR intervened.

With ten minutes remaining, the lead was cut in half thanks to some excellent work from Fati, who left two defenders for dead before crossing to Ferran Torres, giving Barcelona hope.

Madrid, though, won the match in the dying minutes.

Rodrygo was brought to the ground by Eric Garcia’s light contact, and this time the VAR alerted the referee immediately that a foul had been committed.

For Madrid to defeat Barcelona 3-1 and move three points clear atop the standings, Rodrygo stood up to take the penalty. – enafrica sports

Hon Matambo Mourns Tynwald School Pupils

CONDOLENCE MESSAGE FROM HON. J MATAMBO (MP)

On behalf of Kuwadzana Constituency, my family and, indeed, myself, I join the bereaved families of the pupils of Tynwald Primary School whose innocent lives were untimely lost in a road traffic accident in Nyanga on Friday 14th October 2022. We grieve over and, mourn all the six who, needless to explain, the nation was looking up to as nation builders in various capacities. Indeed, without them, Zimbabwe is poorer. May their pure souls rest in perfect peace. May their families be consoled and find solace in Christ. And, may the injured pupils and members of staff be healed fast.

Meanwhile, the MP also wishes to express grave concern, disdain and utter disgust at a video that has since gone viral in which pupils, both boys & girls from Kuwadzana High 1 School are seen, seemingly intoxicated, stripping each other semi-naked and shouting obscene language in which girl pupils are soliciting for sexual intercourse fom their male peers in front of a camera. What makes the whole episode more painful is that girls are seen forcibly stripping each other and forcing each other to have sexual intercourse with their boy counterparts when they should be protecting each other.

The MP shall be meeting with the school head on Monday 17th October as a forerunner meeting with the School Development Committee and other stakeholders to discuss that and several other worrisome events involving pupils from the school. Barely, three weeks ago, two girls from the school allegedly committed suicide separately, over alleged illicit love affairs. Something must be done urgently to halt this worrying trend which could be attributed to drug and substance abuse, poor if not bad parenting, the unconducive soci-economic and political environment in which all forms of moral & social vice seem to be thriving without restraint and requisite interventions to curtail the problem from all responsible authorities.

It’s time we took collective responsibility of our communities to restore ubuntu and to inculcate good values in our children for the future of our nation lies in their hands. Responsible parenting is an urgent need of the hour.

Thank you.

Hon. J Matambo (MP).

CCC Denounces Matobo Violence

Tinashe Sambiri| There is no doubt that those who celebrated Mr Emmerson Mnangagwa’s illegal ascendancy are now punching the air in anguish.

Mr Mnangagwa’s crocodile character is now manifesting as evidenced by the escalation of political violence in the country.

Mr Mnangagwa, who claims he is as soft as wool, is mum on the rising political tension.

Drama As Man Swallows Mbanje To Evade Arrest

Zanu PF Hooligans Run Amok In Matobo

Woman Rewarded For Handing Over Pangolin

By A Correspondent- A woman from Figtree in Matabeleland South Province and her family were given groceries worth US$50.00, T-shirts and conservation books by the Zimbabwe Parks and Wildlife Management Authority (Zimparks) after she handed over a live pangolin that she had encountered in the veld.

Portia Moyo from Mahenya Village received the gifts from Zimparks principal wildlife investigation and security officer Amos Gwema.

Gwema told VicFallsLive that the gift was meant to encourage communities to conserve wildlife. Gwema said:

I handed over a grocery hamper worth US$50 to Portia Moyo of Mahenya Village after she picked a live pangolin while she was cutting thatching grass.

I also handed three T-shirts to the family with a conservation message to appeal to the community against committing wildlife crimes.

Portia Moyo was very thankful and she encouraged me to continue doing the good work because she said the community is rarely recognised in wildlife conservation.

She spoke touchingly saying ‘You are a rare person, who remembers us, poor villagers, most funds are used by elites on meetings and on hotels without recognising the poor villagers who reside side by side with these animals.

Gwema said the pangolin has been released back to the Hwange National Park.

Police Arrest Chitungwiza Councillor For Convening A Meeting That Went Against July Moyo’s Wish

POLICE in Chitungwiza have arrested suspended Citizens Coalition for Change (CCC) councillor Peter Matiringe on allegations of convening an ‘illegal’ meeting to elect a substantive mayor.

The arrest was confirmed by former mayor Lovemore Maiko, who was also suspended by Local Government minister July Moyo last week.

“Matiringe was arrested on allegations of convening an illegal meeting to elect the mayor. He is at St Mary’s Police Station right now. Rumour says the police want to arrest the six of us but they have not informed us yet,” Maiko said.

“That meeting was not illegal in any way. Everything was done according to standing orders, the Urban Councils Act and Constitution. How can they arrest a few people out of the 16 who attended the meeting? This is just weaponisation of State apparatuses.

“It’s purely politics because they are trying to safeguard acting mayor Kiven Mutimbanyoka. It is a clear act of victimisation.”

Police spokesperson Paul Nyathi could not be reached to shed light on the issue.

Last week, Moyo suspended former deputy mayor and ward 19 councillor Musa Makweza, Richard Chamutsa (ward 5), Matiringe (ward 10), Kuda John (ward 21) and ward 14 councillor Chengetai Nyagondo on allegations of illegally convening a meeting which reinstated Maiko as mayor.

Two Hospitals Shut Down As PSMI Fails To Pay Staff

HARARE – The Premier Service Medical Investments (PSMI) has closed down West End Hospital in Harare and Claybank Hospital in Gweru after failing to pay staff, including nurses and doctors, for three months.

In a notice on Friday, PSMI blamed the crisis on “cash flow ceilings currently affecting the major client, Premier Service Medical Aid Society (PSMAS).”

PSMAS, which was formed by civil servants, runs a medical insurance scheme for government workers. PSMI is PSMAS’ investment arm.

The scheme has been on the verge of collapse for years due to low premium contributions by members, and the government’s refusal to raise its own contribution.

The PSMI board said in a statement that it “acknowledges the fact that employees have gone for three months without salaries, and how the unfortunate circumstances continue to affect the employees’ wellbeing and their capacity to report for work and effectively discharge their duties.”

It said it was working with the government and PSMAS “to address the cash flow challenges given their continued adverse effects on PSMI operations, staff welfare as well as civil servants’ ability to conveniently access quality healthcare services, as was the case before.”

PSMI has been charging members “shortfalls” before they receive treatment. It said these charges kept the medical insurance afloat as the money was used to “fund day-to-day business continuity requirements pending capacitation.”

It added: “Shortfalls had also been adopted in efforts to close the gap between the cost of service delivery and the obtaining medical aid tariffs which are unsustainable under the current hyperinflationary environment.

“However, the issue of shortfalls has since been overtaken by events following a board resolution to remove the shortfalls for all services effective October 1, 2022, except in circumstances where a member would have exhausted their benefits.”

Biti Spills The Beans On Scandalous Airport Road Construction Project

The scandal surrounding the incomplete Harare Airport Road has taken centre stage in the trial of former Finance minister Tendai Biti, who is facing charges of assaulting a businesswoman with the opposition stalwart using the trial to show how his accuser has allegedly captured state institutions in Zimbabwe.

Biti, who is a senior Citizens Coalition for Change leader and Harare East legislator, wants the Harare magistrates’ courts to refer his case to the Constitutional Court as he fears that he will get an unfair trial.  He is accused of verbally assaulting Tatiana Aleshina two years ago.

Aleshina is a business partner to businessman Ken Sharpe who owns Augur Investments that was controversially awarded the Harare Airport Road construction contract on May 30, 2008 without going to tender.

Augur was supposed to construct the Airport Road with an understanding that 90% of the costs would be paid in the form of land and 10% in cash.

Augur went on to subcontract Fairclot, who withdrew all their equipment and stopped work on the road after doing 2.7km of the 10km due to non-payment. The road was supposed to connect the Robert Mugabe International Airport to Harare’s central business district.

Government later cancelled the contract, but Harare City Council had already transferred a total of 273 299 hectares of land in Borrowdale’s Pomona area to Augur.

The original title deeds for the land known as stand number 654 Pomona measuring 273 299 hectares is still held in escrow by Fairclot’s lawyers Coghlan, Welsh and Guest.

Testifying in court last week, Biti said he was a victim of state capture by Aleshina whom he said had unusual influence over state institutions to an extent that she would violate the law without any consequences.

After spirited attempts by prosecutor Michael Reza to block him from making reference to the Harare Airport Road, the politician-cum lawyer went on to detail  how the  businesswoman of Ukrainian origin allegedly used their links with “in high”  offices to grab vast tracts of land.

According to Biti, the expose` was relevant to the assault case to show how the complaint was an alleged “mastermind of malicious prosecution against him” and had abused other institutions in what he said was state capture.

“I will demonstrate your worship how a company called Augur Investments extracted thousands and thousands of hectares of land from the city of Harare and from the government of Zimbabwe by this company that the complaint is at the centre of,” he submitted.

He cited the May 2008 agreement between the city of Harare and Augur Investments for the Airport road project.

“The second agreement relates to an agreement executed in 2007 between Augur Investments and the City of Harare to create a company called Sunshine Development Private Limited, a joint venture company but once again Augur Investments received thousands and thousands of hectares of land with Augur Investments and the complaint putting absolutely nothing into the capital account of Sunshine Development,” Biti said.

“Sunshine Development was used to extract thousands of hectares of land in respect of which Augur Investments did not put a single cent in the capital account as they were obliged to do in terms of the agreement.

“Augur Investments was obliged to put US$30 million into the capital account of Sunshine Development with the city of Harare putting in land.

“The shareholder agreement was very clear that Augur was supposed to put money, and that it was not going to securitise the land transferred to it.

“But in fact, Augur did so and they went to the market to borrow substantial amounts of money from a commercial bank.

“The City of Harare then reported Augur Investments. The complaint then wrote letters to the state saying why ‘are you prosecuting when we have indemnity arising from the deed of settlement’ and the prosecution stopped as a result of those letters.

“Those letters amount to interfering with justice. If someone is so powerful to stop prosecution over a very serious matter, what more influence can she have over a misdemeanour of assault?”

Government cancelled the agreement between Augur Investments and City of Harare for the Airport Road project in May 2014 after construction had stopped, but Augur went on to demand more land, Biti added.

“Despite the fact that they did not perform, the complaint then demanded additional land as a penalty against the City of Harare, which land did not even belong to the city of Harare.

“It belonged to the state and was owned by the president of the Republic of Zimbabwe. Litigation commenced.”

Augur Investments then proceeded to transfer stand 654 Pomona into one of its satellite companies, according to Biti.

“Using her influence, a few days before the matter was heard on appeal at the Supreme Court of Zimbabwe, she went to the highest offices in the land and extracted a deed of settlement in respect of which  not only did she get stand 654 Pomona township but also immunity against prosecution from herself and from her colleagues,” he argued.

“Pursuant to that, notwithstanding the fact that the title deed of stand 654 Pomona was being held in escrow as security for amounts owed to Fairclot, and notwithstanding that the president of Zimbabwe did not sign a power of attorney authorising transfer of stand 654 Pomona, stand 654 Pomona was in fact transferred not to Augur Investments but to a satellite company of Augur Investments, Doorex Private Limited.”

Reza then vehemently protested against Biti’s submissions saying they were offside, and not related to the case on trial.

Reza said the Airport Road contract and payments were done above board. He argued that this was evidenced by the City of Harare’s acceptance to settle debt owed to Augur Investments.

“The airport road highway contract was above board and the payments to Augur were in good faith and due to the work done,” he said.

“This has been confirmed by the City of Harare as evidenced by its acceptance to settle the debt owed to Augur.

“It is a complete fallacy to try and link the airport highway and an assault case which Mr Biti is standing trial for.

“(The) 2008 events, which were above board have no bearing on the assault charge being faced by Biti.”

The trial is set to resume on October 18.

Third Force Threatens National Security

Tinashe Sambiri|CCC Member of the House of Assembly for Kuwadzana, Hon Johnson Matambo, has pointed out that the presence of “the third force” in the country is a threat to national security.

Hon Matambo raised the matter in Parliament on Wednesday.

Said Hon Matambo:
In the continued absence of the Minister of State Security, I will pose my question to the Leader of the House. What is the Government’s policy regarding threats or claims to State Security? On three occasions, Government mentioned the presence of a third force in the country and up to this very day, nothing has been done to apprehend the third force.

I have seen that the victims, when the Government mentioned the presence of the third force, are the ones who have been arrested…”

The MP directed the question on national security to the Leader of the House in the absence of State Security Minister.

The Deputy Speaker of Parliament then advised Hon Matambo to put the question in writing as it was sensitive.

Government is reluctant to act on cases of rising political violence in the country.

Mnangagwa Violates Human Rights Charter

Boy(15) Elopes With Sugar M*ma

Mnangagwa Gets Mangorized By Baba Harare, Whole World Watching

By Showbiz Reporter | Did the capital city Harare’s biggest brand, lose his morals to snake down for the ZANU PF coup leader on Saturday? Not at all because Mnangagwa got totally mangorized by the city’s father of music.

Graphic illustrating how Emmerson Mnangaga was duped by Baba Harare

Braveman Chizvino, is on video appearing as if staging for Mnangagwa in what the politician’s spokesman, George Charamba celebrated as a defection. In the below video he is singing, “the reason why the reason why.”

Other Zimbabweans said the man is simply duping Mnangagwa.

This was just as Govt spokesman Nick Mangwana was more poetic, to say CCC members were busy interfacing with Mnangagwa. Said Mangwana:

But the truth is Harare is playing on the politician’s obsession for self praises, said analyst Honde Huva. Soccer legend, Memory Mucherahowa also weighed in to say Mnangagwa has been hit by a singing green mango.
Said the soccer player of the poetic violence depicted by a fruit on its way to ripening by next year 2023.:

EPL Honours Peter Ndlovu

The Premier League has recognised Peter Ndlovu’s contribution in the English top-flight.

The former Warriors international became the first African to feature and score in the rebranded first division when he played at Coventry City in 1992.

As part of the League’s celebration for the Black History Month, Ndlovu has been honoured for this achievement.

The Black History Month remembers important people and events in the history of the African diaspora.

The PL said: “Peter Ndlovu will forever have the honour of being the Premier League’s first African player and goal scorer, as part of an exciting Coventry City FC side.

“We’re celebrating iconic players from around the world who’ve starred in the PL as part of Black History Month.”- Soccer24 Zimbabwe

England’s Reece James To Miss World Cup ?

Chelsea star Reece James could miss England’s campaign at the World Cup after rupturing knee ligaments on Wednesday.

James sustained ligament damage in the Blues’ 2-0 Champions League win over AC Milan and will spend eight weeks but the defender will not have a surgery.

“Following the knee injury sustained in our away match against AC Milan, Reece has received treatment from the Chelsea medical department and visited a specialist this weekend.

“After consultation between all parties, Reece will now undergo a rehabilitation programme and is expected to be out for eight weeks,” Chelsea said in a statement.

The setback is likely to rule him out of the World Cup which starts next month.

The Blues fullback has been in top form this season and was expected to be a preferred option at right-back for Gareth Southgate at the World Cup.

England are in Group B and will open their campaign against Iran on 21 November before facing USA four days later and Wales on the 29th of the month.- Soccer24 Zimbabwe

Baba Harare Responds To Backlash Over Mnangagwa Handshake

Tinashe Sambiri|Popular Zimbabwean musician Braveman Chizvino has responded to public anger over his presence at the Zanu PF leader Mr Emmerson Mnangagwa’s rally.

Passion Java, who has been attacking Baba Harare from all angles, praised the tall singer for attending the Zanu PF rally.

“Pamberi na President ED chagona chi BABA HARARE,” Java wrote on Facebook.

However, Baba Harare responded :

“Whilst I might understand my fans disappointment at me shaking the president’s hand, what I will not allow is a clown like you to use me as a campaign strategy. Tambai yamuri kutamba but me shaking mukuru wenyika’s hand doesn’t mean anything. Ndakabva kuvanhu if I am asked to greet ED wanga uchida kuti ndirambe? Siyana neni hatitambe tese. The controversial preacher then retorted:

“Baba Harare Saka hauna kubva kumba uchiti I’m going ku Zanu Pf rally and wangausingade ku mhoresa President, ndiwe watokumbirwa na President manje ?”

Below are comments on Baba Harare’s presence at Mr Mnangagwa’s rally…

What You Need To Know About Dementia …

Key facts

Dementia is a syndrome in which there is deterioration in cognitive function beyond what might be expected from the usual consequences of biological ageing.
Although dementia mainly affects older people, it is not an inevitable consequence of ageing.

Currently more than 55 million people live with dementia worldwide, and there are nearly 10 million new cases every year.

Dementia results from a variety of diseases and injuries that primarily or secondarily affect the brain. Alzheimer’s disease is the most common form of dementia and may contribute to 60-70% of cases.

Dementia is currently the seventh leading cause of death among all diseases and one of the major causes of disability and dependency among older people globally.

Dementia has physical, psychological, social and economic impacts, not only for people living with dementia, but also for their carers, families and society at large.
Dementia is a syndrome – usually of a chronic or progressive nature – that leads to deterioration in cognitive function (i.e. the ability to process thought) beyond what might be expected from the usual consequences of biological ageing. It affects memory, thinking, orientation, comprehension, calculation, learning capacity, language, and judgement. Consciousness is not affected. The impairment in cognitive function is commonly accompanied, and occasionally preceded, by changes in mood, emotional control, behaviour, or motivation.

Dementia results from a variety of diseases and injuries that primarily or secondarily affect the brain, such as Alzheimer’s disease or stroke.

Dementia is currently the seventh leading cause of death among all diseases and one of the major causes of disability and dependency among older people worldwide. Dementia has physical, psychological, social and economic impacts, not only for people living with dementia, but also for their carers, families and society at large. There is often a lack of awareness and understanding of dementia, resulting in stigmatization and barriers to diagnosis and care.

Signs and symptoms
Dementia affects each person in a different way, depending upon the underlying causes, other health conditions and the person’s cognitive functioning before becoming ill. The signs and symptoms linked to dementia can be understood in three stages.

Early stage: the early stage of dementia is often overlooked because the onset is gradual. Common symptoms may include:

forgetfulness
losing track of the time
becoming lost in familiar places.
Middle stage: as dementia progresses to the middle stage, the signs and symptoms become clearer and may include:

becoming forgetful of recent events and people’s names
becoming confused while at home
having increasing difficulty with communication
needing help with personal care
experiencing behaviour changes, including wandering and repeated questioning
Late stage: the late stage of dementia is one of near total dependence and inactivity. Memory disturbances are serious and the physical signs and symptoms become more obvious and may include:

becoming unaware of the time and place
having difficulty recognizing relatives and friends
having an increasing need for assisted self-care
having difficulty walking
experiencing behaviour changes that may escalate and include aggression.
Common forms of dementia
There are many different forms of dementia. Alzheimer’s disease is the most common form and may contribute to 60-70% of cases. Other major forms include vascular dementia, dementia with Lewy bodies (abnormal aggregates of protein that develop inside nerve cells), and a group of diseases that contribute to frontotemporal dementia (degeneration of the frontal lobe of the brain). Dementia may also develop after a stroke or in the context of certain infections such as HIV, harmful use of alcohol, repetitive physical injuries to the brain (known as chronic traumatic encephalopathy) or nutritional deficiencies. The boundaries between different forms of dementia are indistinct and mixed forms often co-exist.

Rates of dementia
Worldwide, around 55 million people have dementia, with over 60% living in low- and middle-income countries. As the proportion of older people in the population is increasing in nearly every country, this number is expected to rise to 78 million in 2030 and 139 million in 2050.

Risk factors and prevention

Although age is the strongest known risk factor for dementia, it is not an inevitable consequence of biological ageing. Further, dementia does not exclusively affect older people – young onset dementia (defined as the onset of symptoms before the age of 65 years) accounts for up to 9% of cases. Studies show that people can reduce their risk of cognitive decline and dementia by being physically active, not smoking, avoiding harmful use of alcohol, controlling their weight, eating a healthy diet, and maintaining healthy blood pressure, cholesterol and blood sugar levels. Additional risk factors include depression, social isolation, low educational attainment, cognitive inactivity and air pollution.

Mnangagwa In Trouble For Violating African Charter On Human Rights

BREAKING: Sikhala Angry With Mwonzora’s Lies On Chikurubi Visit | FULL TEXT

Statement By Hon Job Sikhala’s spokesperson | Hon. Sikhala and Hon. Sithole want the public to know that on the 14th of October 2022, they were advised that Senator Douglus Mwonzora intended to visit them. This information came through the prison security team. The two declined the request and gave the officials their reasons, which were communicated on that very same day.

On Saturday the 15th of October 2022, the same senior prison security officials came, informing them that Sen. Mwonzora had come to visit them, despite their express statement declining the request. Hon. Sikhala and Hon. Sithole again refused and opted to remain in their cells whilst Sen. Mwonzora waited outside the gate. Some prison officials confirmed today that Sen. Mwonzora did not even make it to the second gate. There are five gates one has to pass through to be able to see inmates. It is very sad and unfortunate that a person as senior and learned as Sen. Mwnonzora would mislead the public into thinking that he met Hon. Sikhala and Hon. Sithole in prison.

His public statement which he issued to members of the press whom he went with to Chikurubi Maximum claiming to have met both Hon. Sikhala and Hon. Sithole is therefore incorrect and should be dismissed with uttermost contempt. Hon. Sikhala and Hon. Sithole are very angry at some senior officials at Chikurubi for wanting to impose a visit on them. The security officials even made a suggestion that Sen. Mwonzora be allowed to come directly to their cells and guarantee privacy, a request that was turned down.

As much as the gesture is appreciated, the Honourable MPs wonder why Sen. Mwonzora invited members of the press to come with him if the visit was genuine. Secondly, why would he even insist on visiting them when they had made it dear that they were not comfortable meeting him? The two are also questioning why officials allowed Sen. Mwonzora permission to visit them yet a similar request was denied for President Nelson Chamisa. The two are now worried and concerned about their welfare and security. – Freddy Masarirevu

Jamwanda: CCC Must Have Structures To Qualify For 2023 Polls

Presidential advisor, George Charamba reveals his Jamwanda weeklie as he says Nelson Chamisa’s CCC party will need to form structures in order to contest for the 2023 elections.

FULL TEXT:

Thursday issue of The Daily News ran a story on Triple C’s plans to unveil formal structures before next year’s harmonised general elections. The story is attributed to one David Coltart, the ex-Rhodesian policeman who turned to studying law in apartheid South Africa, in the dying days of Rhodesia.

Whatever the political consequences on Triple C, Coltart is to be admired for his impolitic sense of candour, including exposing and confirming Chamisa’s vulnerabilities or soft underbelly. All along, the CCC line of the day was that the thing would not have structures, would not have a constitution, would not hold congress and, above all, would have a “levelled” leadership in which Chamisa and his coterie of darlings tower above the rest, and combine all functions of running the outfit!

The reason given is that of fear of infiltration by Zanu-PF. Functionally, this levelled leadership has reduced to Chamisa himself at the zenith, with Fadzai Mahere and young Ostellos just below and in tow. You also have Advocate Fulcrum Mpofu and Hopewell Chin’ono who swear do not belong to the party, dutifully hovering, as if in search of carrion.

There was no talk of transition which Coltart now mentions; there was no talk of party structures or of a constitution, both straitjackets Chamisa is best without.

Not even a congress whose outcome would diminish Chamisa’s glory, both by being the body supremely above, and by being the author of structuring resolutions which would reduce scope for running Triple C by whim and caprice.

ED, don’t leave me behind!

It now makes sense for embittered Mhofu Hwende – who all along thought he was the secretary general — to plead with the President and First Secretary of ZANU-PF — a rival party — to live true to its mantra of “leaving no person and place behind”.

Of course when Hwende made this plea in Kadoma, he creatively gave Zanu-PF’s mantra a new twist: leaving no party-less person behind. It was a plaintive cry of the stressed, a plea for notice and rescue. I hope ED has the heart to come to Hwende’s rescue!

Structures for GoFundMe

Coltart’s bout of candour took us further. He added: “…let me just stress that we are working towards setting up those structures because they are critical towards raising the necessary funds in the run-up to the election. When we get closer to the election, there will be more formal structures set up which will enable people to donate.

In the run-up to the election, obviously the costs will dramatically escalate and we’re going to need our supporters within Zimbabwe and right across the world to donate generously hence there must be structures”, including a bank account which is “specifically designed for the elections-related expenditure.” This is decidedly loaded!

The sponsors have spoken

First, it neatly harkens to Stephen Chan, himself a human deep-stick by which the British Establishment gauges likely electoral outcomes here, Chan’s excoriation, call and exhortation to Chamisa to stop behaving like a schoolboy. Chan, and through him the British, want Chamisa to justify the stupendous investments on him; he has to exhibit serious behaviour of an opposition ready to govern; a serious opposition with solid structures, and instruments of proper constitution, indeed a serious opposition properly manned by shadow figures available for appraisal and endorsement by the sponsoring and handling West.-state media

Mwonzora Visit To Job Sikhala Mystery Deepens

CITIZENS Coalition for Change (CCC) leader Nelson Chamisa has been barred by prison authorities from visiting incarcerated legislators Job Sikhala and Godfrey Sithole but his nemesis Douglas Mwonzora has been granted access.

But Sikhala’s lawyers yesterday said the opposition legislator was not interested in seeing Mwonzora.

Mwonzora yesterday visited Chikurubi Maximum Security Prison where 14 other Nyatsime residents charged alongside Sikhala and Sithole have been detained since June 14. His spokesperson, Witness Dube claimed the MDC T leader had met with Sikhala but Sikhala’s spokesperson Freddy Masarirevu told The Standard that was not true.

Mwonzora visited the Chikurubi Maximum Security Prison with fellow party members.

“I don’t want to comment on Mwonzora’s visit,” Masarirevu said. Just like any other person, he is allowed to visit Chikurubi Maximum Security Prison but I was with comrade Sikhala (yesterday) from 9 am to 12pm and he told me clearly that he was not going to see Mwonzora. He does not want to see him. If they say he (Mwonzora) saw him, they are lying”.

But Mwonzora’s spokesperson Witness insisted that Mwonzora met with Sikhala.

Addressing journalists outside Chikurubi Maximum Security Prison, Mwonzora said he did not need permission from anyone to see Sikhala, Sithole and the 14 others while calling for their unconditional release.

Meanwhile, lawyers representing Chamisa said the CCC leader has been denied access to Sikhala, Sithole and the 14 others since their arrest in June. They have threatened to take legal action against this embargo.

In a letter dated October 13, 2022 addressed to Zimbabwe Prisons and Correctional Service (ZPCS) commissioner general Moses Chihobvu, Shava Law Chambers representing Chamisa said such a restriction was unlawful.

“He (Chamisa) was advised by the prison guards that he was specifically barred from visiting anyone in prison detention without your written permission. The basis for this requirement could not be easily ascertained from these guards,” the lawyers said.

“We advise that in terms of section 50(5)( c) any person who is detained, including a sentenced prisoner, has a right to communicate with, and be visited by a relative or anyone else of their choice, subject to reasonable restrictions which may be imposed for the proper administration of prisons or places of detention.

“Further, a careful perusal of your prison policies would reveal that there is only a single category of visitors that are not allowed visits, these are those in need of conjugal rights.”

Sikhala faces a separate charge of obstruction of justice. He has been denied bail countless times with the courts pointing out that the legislator is a repeat offender not fit for bail.

“We are of the firm view that the guards, in trying to implement a patently unlawful policy, which seems to be targeted at one individual, our client, might have acted without your blessings,” Chamisa’s lawyers said.

They said denying Chamisa access to Sikhala, Sithole and 14 others was a violation of section 56 of the constitution which guarantees ‘our client the right to equal protection of the law.’

“It is within the above context that we are of the firm view that this is a matter capable of resolution without resorting to costly litigation process which, in any event, would put your office under unnecessary spotlight,” they said.

“We found no reason to approach the courts for recourse before having inquired from you on whether or not it is now a requirement that our client must first get permission from yourself before visiting the aforementioned individuals, and if so kindly furnish us with a copy of the said policy document.”

While addressing the media at Chikurubi yesterday Mwonzora said: “Our view as the MDC is the continual pre-trial incarceration of Job Sikhala and his colleagues  is totally unjustified, we are appealing to the government to release them so that they can be tried while they are coming from home,” said Mwonzora.

“This is an issue about humanity, it’s an issue about the families that were left behind and it is an issue about constitutional right to liberty. I do not require permission in terms of the law from any quarter to see accused people. This is a political issue that must be resolved politically. We believe that the opposition must show solidarity with one another.”

Sikhala says he is a political prisoner.

Recently, hundreds of citizens and other foreign nationals petitioned President Emmerson Mnangagwa pleading with him to intervene to secure the release of the CCC legislators and other members.

But government spokespersons have said Mnangagwa would not intervene out of respect of separation of powers between the Judiciary and the Executive.

Constitutional law expert and politician Lovemore Madhuku has said the arrest and detention of Sikhala and others needed a political solution.

The detainees face charges of incitement to public violence following violent skirmishes at the funeral of slain opposition activist Moreblessing Ali.

Mwonzora Humiliated By Wiwa, After Winning Access To Sikhala Ahead Of Chamisa

The detainees face charges of incitement to public violence following violent skirmishes at the funeral of slain opposition activist Moreblessing Ali.-Standard

Urban Dwellers Labelled Sell-Outs By Mnangagwa

PRESIDENT Emmerson Mnangagwa yesterday described urban dwellers as “sell-outs” for continuing to vote for the opposition.

Addressing thousands of Zanu PF supporters at a rally in Mutasa South constituency, Manicaland to celebrate the party’s March by-election victory, Mnangagwa said evidence dating to days in the liberation war showed that most “sell-outs” were residing in cities and towns.

“I have heard that some parts of Mutasa South are rural and urban. I know that in urban areas when we fought the liberation struggle that’s where most sell-outs ran to. It honestly does not surprise me that those from urban areas don’t support the revolutionary movement because they are sell-outs,” Mnangagwa thundered.

The ruling party has failed to win Mutasa South since the formation of the opposition MDC in 1999.Zanu PF is now on a drive to win urban constituencies in the hands of the opposition, with the party dangling title deeds to urban dwellers, especially in Harare to win votes.

Mnangagwa said youths supporting the opposition were unpatriotic.

“This next generation should be taught to be patriotic about their country. They should be taught that their freedom was brought through the liberation struggle. They are the ones to whom we are going to leave the leadership of this country,” he said.

Mnangagwa said Mutasa South would now benefit from government projects after falling into the hands of the ruling party.

Mnangagwa warned non-governmental organisations to stay away from politics or risk being banned. He also warned against stealing presidential inputs meant to benefit the masses, saying there would be serious consequences.

“If we catch you stealing presidential inputs tikakubata mazuva ako anowunyana (your days will shrink) but if you do the right thing mazuva ako anotandavara (your days will increase).”

Many Zanu PF officials have been caught red-handed looting free presidential inputs amid claims by the opposition that the inputs were being distributed in a partisan manner to buy votes for the ruling party.

Prison Escape

…In 2021, 64 inmates escaped from our prisons, and 52 inmates in 2022 up to date, making a total of 116…

One hundred and sixteen inmates escaped from correctional facilities between January 2021 and October this year, the Zimbabwe Prisons and Correctional Services (ZPCS) has confirmed.

Most of the fugitives were B class inmates, who were allowed to be outside for work duties while serving their terms at medium-security prisons.

In an interview, ZPCS national public relations officer, Chief Superintendent Meya Khanyezi, said Harare Central and Chikurubi Farm prisons had high incidences of prison escapes.

“In 2021, 64 inmates escaped from our prisons, and 52 inmates in 2022 up to date, making a total of 116,” she said.

“Harare Central and Chikurubi Farm prisons have a high incidence of escapes since these stations have more B class inmates, who go out of prison to work.”

Police, however, recaptured 40 escapees during the same period. After escaping, 40 inmates were recaptured — 18 in 2021 and 22 in 2022,” added Chief Supt Khanyezi.

Most fugitives, she said, sneak away after asking for permission to answer the call of nature.

“Some A class inmates also abscond since they will no longer be under escort of a prison officer, given that they are of less risk and would have exhibited good behaviour.”

ZPCS is installing closed-circuit television (CCTV) systems at maximum prisons, arming its officers and reinforcing the canine section to avert future prison breaks.

In March, a convicted armed robber was recaptured by police after escaping from Harare Central Prison. He spent four months on the run. Richard Sasumba (40) was subsequently charged with attempting to escape from lawful custody.

It was alleged that on October 7 last year, Sasumba, who was serving his sentence at Harare Central Prison after having been convicted at the Bindura Magistrates’ Court of armed robbery, escaped from custody.

On March 9, 2022, police received a tip-off that Sasumba was seen loitering at a shopping centre in Epworth. Police proceeded to the shopping centre and arrested him.-state media

July Moyo Faces Arrest

By-The Parliament would soon be summoning Local Government and Public Works Minister July Moyo over the use and management of Devolution funds.

Parliament intends to understand the conduct and manner in which Devolution funds are being allocated, disbursed and spent.

Combined Harare Residents Association recently petitioned Parliament over the issue.

On 10 August 2022 CHRA wrote to the Parliament alleging that Devolution funds were being used without supporting legislation and in violation of the principles of devolution provided in Section 264 of the Zimbabwean Constitution.

Key examples of unconstitutional actions that were raised in the petition include;

1) The Local Government Minister’s directive for the City of Harare to use “devolution funds” to purchase water pumps from Petrichor Irrigation at a cost of USD$9.3 million without going to tender.

2) The Local Government Minister’s directive to the City of Harare through a circular dated 14 June 2022 instructing the Local Authority to purchase fire tenders costing USD$464 000 each from a Belarus company using “devolution funds”, without going to tender and without consulting residents and the Local Authority.

To that note, CHRA beseeched Parliament to:

i. Summon the Minister of Local Government to appear before Parliament and explain the Constitutionality of its actions.

ii. Summon the Minister of Local Government to appear before Parliament and share the revenue allocation formulae used to allocate and disburse “devolution funds” to Local Authorities and an update of “devolution funds” disbursed to the City of Harare.

iii. Summon the Minister of Local Government to bring Bills that will guide devolution implementation as provided by the Constitution so that Parliament behind can enact enabling legislation (Act of Parliament), which guides the allocation of “devolution funds” and devolution implementation.

iv. Summon the City of Harare to appear before Parliament and share on the performance of “devolution funds” allocated to it for the periods January to December 2021 and January to June 2022 by the Minister of Local Government.

Zvinyau Attack Learners

By- Thugs, believed to be Gure dancers, stormed Zengeza 2 High School twice and savagely attacked learners, leaving several nursing injuries.

The hoodlums are said to be Nyau dancers from the Kumapositori area in St Mary’s.

They are reported to have removed some precast wall panels to gain entry into the school premises and attacked pupils, confiscating their cellphones and laptops.
A teacher, who identified himself as Mr Sibiya, told H-Metro the incident was reported to the police, who are conducting investigations.
“There were a number of hooligans who stormed the school and attacked some learners,” said Sibiya.
“The matter is now being handled by police and the precast wall panels destroyed are being replaced.
“A number of teachers were away attending a funeral on the day the thugs terrorised learners in their classrooms,” he said.
Pupils marched to the school’s administration block demonstrating against school authorities for failing to stem continued bullying at the school.
A teacher, who identified himself as Mr Sibiya, told H-Metro the incident was reported to the police, who are conducting investigations.
“There is a lot of bullying at the school,” said one of the learners.
“We demonstrated against school authorities for not taking action since a number of these ugly incidents took place in front of their eyes.
“Vana veForm 2 vakarohwa vakatarisa uye hakazi kekutanga kuti vanhu vanopinda pachikoro vachirova vana.
“We are appealing for urgent attention on this matter because some of the pupils are now hesitant to come to school.
“School authorities fear these so-called Nyau dancers, but we cannot be exposed to such brutality.
“Deputy head tavaudza vakati madii kutiza. Our security at school is compromised, and we are not safe,” said the pupil.
The attack followed a fight between two students over a hat.
One of the pupils, from the Mapositori area in St Mary’s, is believed to have called the Nyau dancers to attack other learners, in retaliation.
The school has had its fair share of violent incidents.
A Zengeza 2 High pupil teamed up with his friends and went to a private school, in Manyame Park, where he killed a pupil in a knife attack, last year.
Two cops were patrolling the school yesterday when an H-Metro crew visited.
Repair of the damaged precast wall was also in progress. H Metro

Respect African Charter On Human Rights, Mnangagwa Told

Biti Blasts Thieving Zanu PF Regime

Tinashe Sambiri| CCC vice president Hon Tendai Biti has slammed the Zanu PF regime for attempting to rob miners.

The Zanu PF leader Emmerson Mnangagwa says a new policy that compels miners to pay half of their royalties in commodities and half in cash will be effected from this month as the country attempts to build precious metal and mineral stockpiles for the first time.

However, Biti has described the regime as clueless and desperate.

“The regime’s directives that half of mining royalties must be paid as processed ore with effect from October is one of those ill thought zany ideas that reflect vacuousness & cluelessness

For starters no changes in royalties regime can be made without changes in the law & parliament s involvement & approval. Secondly whilst a case can be made for building gold reserves , it is absolute insanity to keep reserves of chrome ,lithium or platinum . Why and what for ?

Minerals are not liquid & have fluid values determined by international commodity markets . Determining value for royalty purposes will always be a challenge . Particularly for platinum which has at least 6 derivative metals including rhodium. nickel , gold & silver,” Hon Biti argued.

Kante Not Going To World Cup

N’Golo Kante has reportedly been ruled out of the upcoming World Cup after suffering a reaction to an existing hamstring injury.

The 31-year-old France international has not played since mid-August due to the hamstring issue.

“He returned to training a week ago but suffered the reaction on Monday.

“He’s due to see a consultant at the weekend. It’s a setback, it’s not good news, but I can’t give you anything more at this stage,” Chelsea coach Graham Potter told the press on Friday.

“Historically there are things which have happened which is a concern, so we need to get to the bottom of that.

“It’s a setback at this stage of this rehab which is worrying but all we can do is get the right diagnosis, get the right consultation, and try and help him get back to full fitness and enjoying his football.”

According to L’Equipe, it has now been revealed that the midfielder will not be fit in time to play at the World Cup.

The update has already been communicated by Potter to the France Football Federation (FFF).

The midfielder was vital to France’s success in Russia four years ago and would be a big miss for Didier Deschamps’s side.- Soccer24 Zimbabwe

Govt Says People Like Mnangagwa Disqualified From Running Public Office

ZIYAMBI ZIYAMBI

Govt has announced that ex convicts the type of ZANU PF leader Emmerson Mnangagwa cannot run for office.

Individuals convicted of offences related to public violence, breach of trust and dishonesty at least a year before sitting of the nomination court would be ineligible to contest for public office under proposed amendments to the Electoral Act set to be tabled in Parliament soon, it has been learnt.
The planned amendments will also make a driver’s licence inadmissible as proof of identity for voting.

Mnangagwa was convicted of sabotating a train in 1965 and the offence was serious to the point that he nearly got the death penalty.

In addition, duly nominated candidates for National Assembly and local authority elections can now only withdraw their candidature 21 days before a poll.

Presently, time limits to the withdrawal of candidacy are only limited to presidential candidates.

This provision is designed to afford the Zimbabwe Electoral Commission (ZEC) sufficient time to make changes to ballots and advise the electorate.

Overall, there are four broad changes to the country’s electoral code that were approved by Cabinet a fortnight ago.

The new Bill essentially seeks to complete the alignment of the Electoral Act with the Constitution as amended last year, including making provisions for the introduction of the 30 percent female quota in all local authorities and the youth quota in the National Assembly.

Crucially, it also seeks to operationalise Section 129 (1)(i) of the Constitution, which bars politicians convicted of physical violence, breach of trust and dishonesty from running for public office.

The Bill’s memorandum seen by The Sunday Mail reads: “An offence of this nature is one for which a Member of Parliament is presently under Section 129 of the Constitution required to vacate his or her seat.

“For the sake of consistency, it is proposed that persons who would be disqualified from continuing as MPs for committing such an offence should not also be allowed to stand as candidates for election.

“Guided by the principle that offenders who would be disqualified from continuing to sit in Parliament should not be admitted into Parliament, this clause will require every candidate to make a solemn declaration in a nomination form or by means of an attached affidavit that he or she is not convicted of a disqualifying offence or has received a pardon for such offence.”

With less than a year before the next general elections, some politicians currently appearing before the courts on charges of public violence could face disqualification if convicted.

In its present form, the Electoral Act requires a prospective voter to present either a national ID card, valid passport or driver’s licence to a polling officer to cast their ballot.

However, the envisaged changes will exclude the driver’s licence.

“Some driver’s licences do not reflect citizenship on the face of them,” the memorandum reads.

“In terms of the Constitution of Zimbabwe, one has to be a citizen in order to qualify as a voter.

“Accordingly, only a valid passport or national identity will be accepted as proof of identity.”

According to Section 107 (1) of the Electoral Act, a presidential candidate can withdraw his or her candidature 21 days before polling.

The Act, however, is silent on time frames for the withdrawal of National Assembly and council election candidates.

“To afford sufficient time for ZEC to make changes to the design of the ballot and to advise the electorate of any changes to the candidature of that election, these clauses seek to amend Sections 49 and 126 of the Electoral Act so that they are aligned to Section 107 (1) of the principal Act for withdrawal of candidature to be done 21 days before polling.”

Amendments to the Constitution, passed into law last year, provide for the setting aside of 30 percent of seats in local authorities for women and the creation of 10 new proportional representation seats for youths in the National Assembly.

The Electoral Act is now being amended to include provisions to operationalise these changes as set out in the supreme law.

Reads the Bill: “For every electoral province, there shall be elected by indirect proportional representation one youth member; that is, a person aged from twenty-one to thirty-five years of age.

“For every local authority (whether that local authority is a rural district council, city, municipal council, town council or local board) there shall be elected by indirect proportional representation the number of women party list councillors equal to the integer or nearest integer ….”

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said changes to the Act were informed by the need to operationalise new electoral provisions introduced when Constitutional Amendment Number 2 was signed into law.

“Broadly, we are introducing four major changes to the Electoral Act that encompass disqualification of candidates, proof of identity, withdrawal of candidates and the introduction of the women and youth quotas in councils and the National Assembly, respectively,” he said.

“The first one has to do with removing the driver’s licence as an acceptable proof of identity for the purposes of voting. This is because these documents do not show status in terms of citizenship.

“In terms of the law, voting is only for Zimbabwean citizens, so we cannot have a non-citizen with a Zimbabwean driver’s licence voting in our elections.”

Minister Ziyambi said candidates will be disqualified from contesting in elections particularly for offences similar to those that force an MP to vacate his seat once convicted.

“It aligns the Act to Section 129 of the Constitution.”

Zimbabwe Election Support Network chairperson Mr Andrew Makoni said the proposal to codify the women and youth quotas is in keeping with recent amendments to the Constitution.

“Providing for a period within which one can withdraw her or his candidacy before an election is also positive as this will allow ZEC enough time to print ballots for the elections.

“We can only comment on the other provisions of the proposed Bill once it has been published,” he said. Sunday Mail

Apprehend Third Force, MP Tells Government

Woman Kills Lover Over Food

A 31-YEAR-OLD woman from Lobengula suburb in Bulawayo who allegedly stabbed her 47-year-old live-in boyfriend to death following a dispute over late supper has appeared in court charged with murder.

Agrenna Chimala allegedly cold bloodedly murdered her boyfriend Mxolisi Sibanda who was self-employed as a builder. This was after she allegedly stabbed him with a kitchen knife once in the neck.

Agrenna was not formally charged with murder as defined in Section 47 (1) of the Criminal Law (Codification and Reform) Act Chapter 9:23 when she briefly appeared before Bulawayo magistrate Busani Sibanda who remanded her in custody to October 14.

The magistrate advised her to apply for bail at the High Court.

The court heard that on 27 September at around 12pm the now deceased and accused visited their friend McLean Dube at his place where they later had lunch together.

After having lunch they all went to Esiqongweni Tavern in Lobengula West to drink beer.
While drinking beer, the court heard that the now deceased received a phone call from his daughter who invited him to come to her house in Pumula South to collect a bag of mealie-meal.

The now deceased reportedly left the accused in the company of Dube. Before he left he reportedly advised them that he was going to phone Dube on his way back so that they could meet him at the intersection of Intemba and Luveve road and assist him carry the mealie-meal.

Soon after her boyfriend had left, Agrenna reportedly requested Dube to escort her to Masunda Shopping Centre in New Lobengula to buy mealie-meal.

After buying it, the two then went together to the now deceased and accused’s place. Upon arrival, the accused further asked Dube to go to one of the houses in the suburb to collect her sister’s child and bring him home.

Dube went and when he came back with the child, the court heard, he found the now deceased shouting at Agrenna while quizzing her why she didn’t come to meet him at the intersection of Intemba and Luveve road.

The now deceased also shouted at Dube also questioning him why he didn’t come to assist him carry the mealie-meal.

In response Dube defended himself saying it was because the now deceased had not phoned him as they had previously agreed before he left.

The court further heard that after that brief quarrel Dube and the now deceased left home and went back to Esiqongweni Tavern to continue with their booze.

It is alleged that on the same day and at around 8pm the now deceased and Dube arrived home from Esiqongweni and found the accused who had not cooked anything seated on the sofa.

That, however, didn’t go down well with the now deceased who asked her why she had not cooked but the accused reportedly didn’t answer him.

In a fit of anger, the now deceased reportedly shouted at her with vul_gar words and sensing danger Dube quickly went out of the house and proceeded to his place leaving behind the two parties arguing.

It is reported that the now deceased and accused continued shouting at each other until the verbal war degenerated into a fist fight.

At the height of the fight the now deceased reportedly took a hammer and at the same time the accused also took a kitchen knife.

It is yet to be proven that when the now deceased tried to hit his lover with it, she blocked it with one of her hands and in the process she allegedly stabbed him once in the neck.

The accused reportedly tried to render first aid to the now deceased who was now lying on the ground unconscious but with no success.

She then tried to open the door and she failed to do so after she didn’t locate the keys which had been taken by the now deceased who was not able to talk.

In a state of panic, she used the hammer to break the bedroom window and escaped through it before she rushed to Dube’s place.

Upon arrival she narrated to Dube what had happened, and without wasting time they rushed back to the house where they found the now deceased still alive but not able to talk.

They both left the house and went to ZRP Magwegwe to report the matter.

The police reportedly phoned an ambulance which upon arrival found Sibanda dead and that subsequently led to Agrenna’ arrest.

Mnangagwa Violates African Charter On Human Rights

About Dementia
