Chebundo Attacks CCC

By A Correspondent- Former MDC legislator Blessing Chebundo has launched a scathing attack on the Citizen Coalition for Change (CCC), saying the opposition political party was a loud-sounding nothing.

Having been part of the opposition, Chebundo says he believes the Mr Nelson Chamisa-led party has nothing to offer to the electorate. Chebundo, who crossed floor to join Zanu-PF last year, said the opposition party had no identity.

“The CCC yellow party has no basis. It is a venture with nothing to offer to the people and no rational person can follow it.

“The yellow party has no constitution and structures and everything is only about Chamisa which reduces it to a one-man project.”

The former Member of Parliament pledged full support to Kwekwe Central Zanu-PF candidate, John Purazi in the 26 March by-elections, adding that Zanu-PF will record a resounding victory in next year’s general elections.

The Kwekwe central constituency seat fell vacant after the death of MP Masango Matambanadzo who was a member of the National Patriotic Front.

“I pledge my full support to the Zanu-PF candidate in the coming by-election in Kwekwe because it’s the only stable party with clear ideology, values and structures. The electorate is not docile.

“People follow ideologies, clear vision and this is what makes me so confident that Zanu-PF is going to win,” he declared.
Chebundo applauded the President Mnangagwa-led government for furthering development in the country and having a people centered approach. “Everyone can see that there is a wave of development across the country.

“The country is taking the right trajectory where roads are being modernised and Zanu-PF has a lot to tell in the positive,” he said.-statemedia

Boarding Schools Cash In On Uniforms

By A Correspondent- Several boarding schools across the country are cashing in on the sale of uniforms with some schools charging between US$400 and US$600 for a set.

Parents, especially of Form 1 students who spoke to The Standard accused schools of swindling them of their money by demanding mandatory purchase of “overpriced” uniforms at their institutions.

They said schools like Goromonzi High, Sandringham and Murewa Mission were demanding them to pay an arm and a leg for the uniforms.

“I sent my child for Form 1 at Goromonzi High School and the school demanded that we pay around US$600 for the uniforms only,” said one parent on conditions of anonymity.

“This money is separate from the tuition fees and other levies that we paid for. It’s for the uniforms only.”

Goromonzi High School headmaster Norman Gombera could not be reached for comment yesterday despite having called him on his mobile phone and sending messages on WhatsApp.

This publication established that Murewa High School was charging US$527 for uniforms while at Sandringham High School parents are forking out between US$400 and US$600.

However, teachers and headmasters’ organisations had different opinions with regards to the prices of uniforms in schools.

Zimbabwe National Union of School Heads secretary general Munyaradzi Majoni said the procurement and pricing of school uniforms was solely spearheaded by the School Development Committees (SDCs).

“As far as we are concerned as school heads we do not have control over the issue of uniforms,” Majoni said.

“As a matter of policy, we do not encourage any of our members to be involved in the procurement of uniforms.

“Heads of schools are not involved .The process is spearheaded by the SDCs.”

National Association of Secondary Heads president Arthur Maposa defended the pricing model of school uniforms as necessary to raise money needed for the running of the learning institutions.

“Schools have been hit so much by Covid-19 and schools like Goromonzi High were not spared,” Maphosa said.

“There was so much damage in schools that we are trying to sort out such as desks that promote physical distancing, replacement of torn mattresses and other things, which cannot be mentioned separately and, therefore, fit under uniforms.”

Maphosa said the prices were justified by the set of uniforms that the student gets that include uniforms for the summer and winter seasons as well as blazers, track suits and even sport attires.

“You can compare the price with some uniform retailers and other uniform manufacturing companies and you will see that schools are even cheaper as they have been trying to industrialise,” he said.

Petra Schools Trust chairman and former Education minister David Coltart said it was surprising that uniforms cost so much.

“Sadly, this can only be addressed through achieving the correct economies of scale and through government action in ensuring that the input costs for school uniforms are reduced, which can be done through tariff structures,” Coltart said.

“However, the overriding problem is that the economy is in crisis and most people have limited disposable income, which is a direct result of Zanu-PF’s ruinous economic policies and endemic corruption.

“Until that is tackled most people will continue to battle even to provide school uniforms for their children.”

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said the burden to fund basic education should ordinarily fall on the shoulders of the State.

“Parents are being forced to carry the State’s burden and the ministry’s position is that schools should not fleece parents through selling of uniforms,” Masaraure said.

“SDCs should stamp their authority and ensure that they defend the interests of the parents.

“Unfortunately, SDCs are usually captured and corrupted, so parents should make sure that they elect SDCs that are credible and independent.”

Progressive Teachers Union of Zimbabwe president Takavafira Zhou added: “This is true and is unfortunate and ill conceived, more so when schools have a monopoly over selling of such uniforms.

“Uniforms should be affordable and parents should be given an opportunity to source uniforms from any provider,” he said.

Educators Union of Zimbabwe president Tafadzwa Munodawafa said the prevailing situation was being caused by the gross incapacitation of teachers.

“They are trying to cash in in any way that they can and the only person they have much access to is the parent,” Munodawafa said.

“It is indeed unfair. All parents out there are struggling as well as teachers.”

Director of communications and advocacy in the Primary and Secondary Education ministry Taungana Ndoro said it was not mandatory for parents to buy uniforms from schools.

“Parents are free to choose where to buy uniforms as long as the colour codes are the same,” Ndoro said.-standard

Bomb Explosion Injures Tsholotsho Minors

By A Correspondent- The Zimbabwe Republic Police (ZRP) is investigating a suspected bomb explosion that injured two minors in Tsholotsho on Friday.

Police said the two minors, aged 3 and 12, were playing in the bush at Magotsha line, Chief Ngqoya, Tsholotsho, when they picked up what they thought to be just metal and started playing with it before it exploded. ZRP said:

One of the victims sustained a laceration on the nose, left knee, thigh and groin area while the other sustained injuries on the stomach, nose, right hand, chin and thigh.

Investigations are underway to determine the nature and type of the explosive device.

In November last year, a Beitbridge man and his son died in a horrific explosion after the father tried to open a motor bomb he had picked up in the bush.

Realise Mpofu (26) of Mandate Village under Chief Matibe’s area and his son (7) were killed when the father used pliers and a hammer to open the bomb whose origins is not known.

An internal police document at the time indicated that Mpofu got his legs and palms blown off in the explosion.

Mwonzora Brags For Meeting Mnangagwa

By- MDC-T president Douglas Mwonzora said Zimbabweans should praise him for meeting President Emmerson Mnangagwa at State House.

Mwonzora also claimed that other opposition leaders mock Mnangagwa on social media platforms were afraid of meeting him face to face.

Mwonzora has met Mnangagwa twice at State House since he was controversially elected leader of the MDC-T in December 2020.

He made the remarks on Saturday while addressing MDC-T supporters at Pelendaba Hall in Bulawayo.

Said Mwonzora:
When I left the State House many accused me of being a sell-out, but I said no I didn’t.
But the problem is that you are scared of Mnangagwa, you only resort to insulting him on Twitter, Facebook and WhatsApp where he can’t see you.
But for myself, I went to see him face to face. I am never afraid, so I should be praised for that.
Mwonzora told his supporters that dialogue with Zanu PF was the only route towards solving the country’s chronic socio-economic crisis.

46 Years In Marriage Without Cheating

By- Sihlesenkosi Dube nee Ndlovu (65) still fondly remembers how eager she was to walk more than two kilometres from her home to Mvundlana Primary School, Tsholotsho in the 1970s, just to receive a letter from her prospective boyfriend.

Back then, letters were the quickest form of communication and the only way she could keep in touch with a man who had proposed love to her.
She had made a covenant with her heart to give Mehluli Dube a hard time before saying yes to his proposal, at least that made sense to her generation.

The long walks to the school lasted five months and in all his letters, Dube maintained the fact that he loved and wanted to marry her.
She eventually gave in and this year she celebrates 46 years of blissful marriage with her sweetheart whom she spotted in April 1975 during a church service at a Seventh Day Adventist church in Tsholotsho.
The love struck ‘girl’ said she still does not regret saying yes to her husband who has maintained his love, romance and commitment for the past years.
Dube who was working at Datlabs then could not frequent Tsholotsho to see the ‘petite girl’ whom he knew was going to be his wife.
Sharing her love story with Chronicle this week, Gogo Dube said hers was love at first sight and she does not regret meeting the man of her dreams.
“I met him after church sometime in April and he confessed that he had been admiring me from afar and was interested in a relationship.
I liked him there and then but I could not show my interest immediately, he could have thought I was an easy target,” she said laughing at the thought.
“He used to write me letters begging and asking that I give him a chance. After five months I decided to give in and 45 years later, I am still happy to be his woman,” she says with eyes full of love.
Gogo Dube said her husband was a romantic charmer boy from day one, one who is not shy praising her at gatherings and gets her presents even up to today.
“I have been a fan of Choice Assorted biscuits and toffee sweets from day one and after such a long time, Khulu buys them and still hides some little surprises for me under the pillow, just like he did during our first day in marriage.
It’s like I fall for him every single day and I can confirm that true love exists because this man has never made me doubt his commitment from the day we got married on 29 June 1976,” she said.
She also said Khulu Dube still gets her presents for birthdays, Mother’s Day and anytime gifts to keep their love burning.
“Our sex life has been amazing too and I sometimes wonder what I did right because Khulu has never cheated on me, not that he is perfect but he commits to our love daily and that keeps me glowing, as old as I am,” she said.

For Gogo, the secret behind her happy marriage has been prayer, trust, patience and showering each other with love despite circumstances.
“I have been a housewife my whole life but Khulu never gave me reason to wish I was working because even financially he has been amazing.
I think the other reason is because I have respected him from day one and that keeps him motivated to shower me with all the love,” she said. She said young couples should never tire in mastering love languages and working on improving their unions daily.
“Marriage is hard work, you can never get to a point where you can relax, and now you put in efforts every day of your life,” she said.
To younger women, Gogo said they should always respect their man, put an effort to maintain clean homes and be patient with men for happier homes.
“We cannot have women who are always sick and will have excuses on why they are not having sex or doing other chores which are part of their duties as wives.
Khulu always likes it when I wash his clothes and iron myself that I still do even today because I know it makes him happy. I think couples should focus on basics and small gestures that can surprisingly keep their love lives burning,” she said.
For ‘sweet’ Khulu Dube who is turning 73 this June, his sweetheart was an answered prayer and he draws inspiration from the Biblical Adam who loved his wife more than himself.
“Love is the only gift from God that keeps us going and I aim to love my wife till the end of time because she deserves it. When I first spotted her back in 1975 while visiting my aunt, she was a petite shy girl and after consulting my elders I knew that she would be my wife,” said the slim built Khulu Dube who spots a unique hairstyle “umqhekezo”.
“It is possible to maintain happy homes as long as both parties play their roles in keeping each other happy. There is no perfect marriage but I believe two people can agree to make their marriage the best by how they treat each other,” he said.
Khulu Dube said the high number of divorces these days is fueled by the fact that people chose not to be content. He said marriage should be founded on real love and not material things like beauty and wealth as these may vanish.
“We should commit ourselves to loving one woman and if you teach yourself to be content you will be able to love only one woman. I also encourage men to also learn to say sorry, it really helps to keep happy homes,” he said. Khulu said due to the undying love for his wife, he had already finished payng her bride price as she was worth everything.
“Yes, we fight and have disagreements but we talk about them and find a solution together because we are a team. I believe I should never ever give my wife a reason to regret why she said yes to me 45 years ago. It’s my daily aspiration,” he said as he cast a loving eye on her.
He encouraged couples to refrain from entertaining other people interfering in their marriages including parents, relatives and friends.
“We should respect our wives and protect them even from our own families to sustain marriages. They are not sex slaves, in fact sex should be enjoyed by both parties without restrictions or excessive demands.
We must spice things in the bedroom. God should reign in our hearts and he will inspire us to lead happy and abuse-free homes so that we stay longer in marriage,” he advised. The couple said while many wait for days like Valentine’s to buy gifts, to them love is expressed daily.
“Men should love their women, provide for them and ensure that they do everything to keep them happy. It is easy to love and commit to one woman if you are connected to the Source of Love –God Himself,” added Khulu Dube.
The Dube family was blessed with four children, three girls and a boy who have borne six grandchildren in total. They used to stay in Entumbane suburb before Khulu Dube retired at Datlabs in 2014 and they have moved to their homestead in Mtshazo Village, Gongwe Area, Gwanda, Matabeleland South.

Embarrassed Mnangagwa Reaches Out To Hichilema

By-Zanu PF recently sent a delegation to Lusaka, Zambia, led by Secretary for Administration Obert Mpofu in an attempt to improve diplomatic relations with the neighbouring country’s ruling United Party for National Development (UPND).

This comes after main opposition leader Nelson Chamisa, who is reported to be close to Zambian President Hakainde Hichilema’s ruling UPND, launched a new party, the Citizens’ Coalition for Change (CCC).

The NewsHawks reported sources on both sides of the Zambezi River as saying the Zanu PF delegation visited Lusaka this week.

The delegation included the party’s secretary for foreign affairs Simbarashe Mumbengegwi and secretary for finance Patrick Chinamasa.

Part of the agenda of the meeting included formal party-to-party introductions; developing a fraternal relationship between the two parties which never existed and opening new lines of communication for engagement, among items. 

A source told The NewsHawks:

There were many issues that arose during the meeting that Zanu PF sought. However, for Zanu PF the bottom line was sovereignty and non-interference in internal affairs – a Mugabeist philosophy and mindset that still lingers on, while also isolating the CCC in. the process.

For the UPND, it was the issues that Hichilema campaigned on that mattered the most: Democracy, good governance, anti-corruption and economic reform, as well human right and change.

That is why in the end, there was no meeting of minds. Both parties hold mutual contempt for each other, hence worlds apart.

President Emmerson Mnangagwa and Zanu PF are reportedly worried Hichilema would snub them and support Nelson Chamisa’s CCC.

Zanu is worried Hichilema will become part of a network in the region that may support change in the region and fund the opposition, including the CCC.

Hichilema campaigned on the ticket of democracy, good governance, anti-corruption and reform – values and issues the Zanu PF-led government detests.

By A Correspondent- MDC-T President Daglous Mwonzora has spoken out on the collapse of his party.

Mwonzora at the weekend told his supporters in Bulawayo that he regretted the split of the opposition movement.

MDC-T recently spilt after the party’s deputy, Thokozani Khupe, announced that she was now leading another faction. That was after Mwonzora had fired her for insubordination.

Mwonzora said he did not want the split.

“It’s never something that we wanted; we wanted a united party, but as the president, what could I have done? So, I am sorry that this had to happen.
But what consoled me is that Bulawayo province wrote a letter saying they were not in agreement with what had happened.

The audio has gone viral on various social media platforms.

ZRP has also set stringent conditions Chamisa’s Sunday rally.

The police have said that they warned that they would disperse the gathering if the conditions were not met.

Zanu PF Speaks On Chamisa’s Sunday Rally

By-Zanu PF has been shaken by the Nelson Chamisa-led Citizens Coalition for Change (CCC), planned star rally.

Chamisa is today holding a star rally to launch the party’s by-elections campaign.

Zanu PF national spokesperson Christopher Mutsvangwa told the state media that they were not working in cahoots with the Zimbabwe Republic Police (ZRP) to sabotage CCC rallies and programmes.

He said:
The issue of the size of the crowd is neither here nor there. A rally attendance is not a voting booth.
A rally in a particular place is definitely not an arbiter of total national power dispensation.
The deep chasm of mistrust and the questionable loyalty of the MDC-Chamisa Chete Chete personalised political outfit to the Zimbabwe State would be of concern.
Here it needs to be recalled that the state of free Zimbabwe is two decades older than the later arrivist MDC-CCC opposition.
This is an issue the late (Morgan) Tsvangirai (the late MDC president) was finally grappling with as he matured in national statecraft.

Arts Guru Blasts Zanu PF For Abusing Artists

Arts guru Cont Mhlanga has blasted politicians for abusing artistes and the arts industry to advance their political careers.

Mhlanga was reacting to the recent trend whereby artistes have turned to politicians for revenue streams.Chillspot Records’ Levels and Fantan performed at President Emerson Mnangagwa Zanu PF star rally in Epworth.

Sandra Ndebele is leading the Bulawayo chapter of the Young Women for ED movement while Mai TT openly supports the Zanu PF leader.

Comedian and musician Kapfupi also openly confessed his admiration for Mnangagwa while urban grooves pioneer Sani Makhalima, Loraine Guyo, Seh Calaz among others have also been rooting for the leader of the opposition Citizens Coalition for Change, Nelson Chamisa.

“It’s all about the confusion in the arts industry. The confusion was deliberately caused by politicians, after there was a rise in opposition,” Mhlanga said.

“Politicians are desperate for numbers so they moved into using arts which is a huge constituency; hence they used artists for mileage.“The arts industry is dead, we are only left with the political industry hence artists have ceased to be artists, and we now have activists masquerading as artistes.

“If one aligns himself or herself to a certain political party you are no longer an artist, but a political activist. You will be compromised to then give people artistry, which is free and fair.”

Mhlanga said the audience was not gullible to follow trends and politicians.“The audience is not that gullible and they can see what the artistes are doing and stop aligning with them,” he said.

“The people are not fools, look at the artists who have aligned themselves with politicians, most of them if not all have not performed for a paying public in years, which should show you that people are not gullible.”

Mhlanga added that the advent of new television channels and new media platforms will soon free arts from political capture.

“With the advent of new television channels and other forms of media there will be more demand for content and artistes will go to the new platforms and politicians will be left with no one,” he said.

“The television revolution will change content consumption and the artistes that are going to survive the revolution are the ones that are not part of political campaigns.”

Beitbridge Border Remains Closed Despite Cabinet Pronouncement

The Government is still finalising legal instruments to operationalise a recent Cabinet decision for land borders to be opened to vaccinated ordinary travellers, it has been established.

Immigration officials yesterday said they have not been given the green light to allow ordinary travellers to pass through but were still handling essential travellers as before.

Regional Immigration officer-in-charge of Beitbridge Mr Joshua Chibundu told Sunday News yesterday that although they were yet to get the legal instruments in line with the Cabinet decision, they were fully prepared to handle the anticipated high volume of general travellers.

“We are ready to deal with any volume of traffic like we have done before and currently, we are waiting for the standard operating procedures to be complete before the new regulations may kick in.

At the moment it’s business as usual, the travellers are very cautious and we haven’t had any issues with people being turned away for failing to qualify under the essential travellers bracket.We are hopeful, that soon we will be having a clear position on what needs to be done, but generally everyone is ready to deliver in line with their mandates.”

So far, an average of 2 500 people are crossing the Beitbridge Border Post daily and these are being subjected to tight screening for Covid-19 by health officials. Beitbridge is the only land border that links Zimbabwe and South Africa and the rest of the countries north of the Zambezi River.

Before the Covid-19 pandemic, the border would handle at least 15 000 people daily and the figure would increase to 35 000 during peak periods.Matabeleland South Provincial Medical Director Dr Rudo Chikodzore, said last week that they will continue using tight screening and surveillance measures at the ports of entry in line with the set Covid-19 protocols.

“We have been very busy during the lockdown and we are ready to deal with huge volumes of traffic. Adjustments will be made depending on the context of the situation on the ground.In fact, it’s going to be business as usual for our teams which we beefed up during the lockdowns. These have been dealing with huge volumes of traffic mainly of returning immigrants averaging around 500 daily.”

Cabinet last Tuesday approved the opening of all land borders which have been closed for the general public since the pandemic struck, as a measure to contain the spread of Covid-19.

Prior to the latest decision, only commercial cargo,Zimbabweans with permits to study or work in other countries were allowed to depart via land borders. Already, stakeholders countrywide have lauded the Government’s latest decision.

Beitbridge Town Clerk Mr Loud Ramakgapola said, “The opening of the border will help spur the informally dependent economy of Beitbridge. Our town relies heavily on its growth through cross-border trade. The opening of the border is thus very welcome.”

Zimbabwe Chamber of Informal Economy Associations (ZCIEA) and president of Street Net International, Ms Lorraine Sibanda said the opening of land borders was a positive move for informal traders.

She said cross-border trade makes up a large part of the informal economy worldwide.

“For many women working in the informal economy, cross-border trading is a source of livelihood and income. The closure of land borders due to the Covid-19 pandemic took away the opportunity to work and subsequent loss of income for many informal traders and their dependents.”

Meanwhile, bus operators that ply the Bulawayo-Johannesburg route said they have not yet reduced their fares.Before Covid-19 induced restrictions, the bus operators were charging between R250 and R500 for a one way trip to Johannesburg.

However, when the strict travelling arrangements were introduced the bus operators raised their fares to between R1 000 and R2 000 even for returning citizens who had all the necessary documents.

Operators who spoke to Sunday News yesterday said depending on the volume of business, they will consider new fares once borders start allowing ordinary travellers to pass through.

Announcing the decision to open borders after last Tuesday’s Cabinet meeting, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said the country took the decision after realising the declining numbers of Covid-19 cases and deaths.

“With a declining testing positivity rate that is indicating that the community transmission has gone down, all ports of entry be reopened but ensuring that all the recommended Covid-19 prevention measures are adhered to,” she said.

In addition, Cabinet resolved that all persons entering Zimbabwe must have undergone a valid Covid-19 polymerase chain reaction (PCR) test not more than 48 hours from the time of their departure for Zimbabwe, and should be fully vaccinated.

Chamisa Denounces Mnangagwa Over Persecution Of Citizens

President Chamisa has also condemned the beating and torture of Citizens’ Coalition For Change members by ZRP cops at Harare Central Police Station on Friday.

CCC members were arrested, tortured and brutally assaulted by overzealous police details in the capital.

President Chamisa described the harassment of CCC members as evil and barbaric.

Cancer Prevention And Treatment

Cancer is one of the world’s leading causes of death, and its burden is growing. In 2021, the world crossed a sobering new threshold – an estimated 20 million people were diagnosed with cancer, and 10 million died. These numbers will continue to rise in the decades ahead. And yet all cancers can be treated, and many can be prevented or cured.

Care for cancer, however, like so many other diseases, reflects the inequalities and inequities of our world. The clearest distinction is between high- and low-income countries, with comprehensive treatment reportedly available in more than 90% of high-income countries but less than 15% of low-income countries.

Similarly, the survival of children diagnosed with cancer is more than 80% in high-income countries, and less than 30% in low- and middle-income countries. And breast cancer survival five years after diagnosis now exceeds 80% in most high-income countries, compared with 66% in India and just 40% in South Africa.

Furthermore, a recent WHO survey found that cancer services are covered by a country’s largest, government health financing scheme in an estimated 37% of low- and middle-income countries, compared to at least 78% of high-income countries. This means that a cancer diagnosis has the potential to push families into poverty, particularly in lower-income countries, an effect that has been exacerbated during the COVID-19 pandemic.

Closing the care gap

For all of these reasons, the theme for this year’s World Cancer Day is “closing the care gap”.

And fortunately, much is being done to bring quality cancer care to countries for which, up until now, it has been out of reach.

WHO’s efforts are focused on breast cancer, now the most common cancer; cervical cancer, that can be eliminated; and childhood cancer. The focus for each of these initiatives is low- and middle-income countries, where the biggest public health gains are to be made.

These integrated global cancer initiatives are being implemented by more than 200 partners around the world, including many development banks who have significantly increased their investments in cancer research, prevention and care.

National cancer centres: key to a comprehensive approach

Experience has shown the importance of national cancer centres in ensuring a comprehensive approach to cancer treatment. Bringing services for prevention, diagnosis, multidisciplinary treatment and supportive care together in one place makes it easier for patients to navigate services and leads to a greater concentration of expertise, and subsequently better health outcomes. Furthermore, cancer centres serve as training and research hubs, and in this way, help build country capacity and expertise.

Setting Up a Cancer Centre: a WHO-IAEA Framework, being released by the World Health Organization and the International Atomic Energy Agency for World Cancer Day, proposes a framework for both establishing a cancer centre and strengthening the provision of services in existing centres. Intended for policy-makers, programme managers and health professionals, it provides details of the infrastructure, human resources and equipment required for essential services, taking into consideration local context and resources available.

Facilitating decisions on screening

Screening is another important element of comprehensive cancer prevention and control but decisions on what to include in a cancer programme require consideration of a number of complex factors. To support decision-making on such issues in countries, WHO has just released A short guide to cancer screening. Increase effectiveness, maximize benefits and minimize harm.

Reinvigorated efforts to increase access to radiotherapy

Radiotherapy is among the most cost-effective, efficient and widely-used cancer treatments, and may be considered as a treatment option for an estimated half of cancer patients. Despite being a critical component of cancer care, however, worldwide access to radiotherapy is still inadequate, particularly in lower-income countries.

To reinvigorate efforts to address this problem, WHO is joining forces with the IAEA, as it launches Rays of Hope. This new project will prioritize a limited number of high-impact, cost-effective and sustainable interventions in line with national needs and commitment, starting in Africa.

Scale-up critical given the impact of the pandemic

Increased efforts to scale up high quality cancer programmes at international, national and community levels are all the more important given disruption to cancer programmes during the COVID-19 pandemic. In a survey published in October 2021, more than half of countries reporting indicated that cancer screening and treatment had been partially or completely disrupted during the pandemic.

By collaboration, commitment and solidarity, however, hope can be provided to the many millions of people for whom cancer treatment has in the past been little more than a dream.

Mighty Warriors Lose To Botswana

Botswana beat Zimbabwe 3-1 in the Africa Women Cup of Nations (AWCON) Qualifier played at the National Sports Stadium on Friday.

The game had a cagey start with no meaningful chances created on either side in the opening quarter-hour.

The visitors tried to shift the gears up on minute 21 but were denied by goalkeeper Lindiwe Mangwende.

A few moments later, on the opposite end, Zimbabwe thought they have drawn first blood through Rudo Neshamba’s header.

However, the assistant referee’s offside flag quickly went up.

Reports in England indicate that English Premier League side Burnley are interested in signing France-based Warriors star Tinotenda Kadewere.

Teachers Resort To Extra Lessons: REPORT

By A Correspondent- Some teachers who are reporting for duty in Manicaland’s public schools are reportedly charging US$1 per day for afternoon extra lessons that are being conducted in the classrooms.

Primary school teachers allegedly ask pupils to bring a dollar every day for afternoon in-class extra lessons when serious learning takes place.

In secondary schools, the teachers are reportedly providing extra lessons at home at an average weekly fee of US$2.50 per student in each subject.

The majority of teachers boycotted classes when schools opened for the 2022 second term on 7 February, demanding the restoration of their pre-October 2018 lessons when they were paid US$540 per month.

Speaking to The Manica Post, Acting Manicaland Provincial Education Director, Richard Gabaza said teachers’ attendance has improved across the province.

On the issue of extra lessons being conducted at schools, Gabaza said he was yet to receive formal reports. He said:

Generally, teacher attendance has greatly improved since the start of the week. We will continue monitoring the situation on the ground as we do not want the students to be disadvantaged.

We have not yet received reports of extra lessons being conducted by the teachers.

It is a cause for concern if indeed it is happening. We will get on the ground and investigate that.

It is unacceptable and once the culprits are caught, they will certainly face the music.

We strongly discourage overburdening our parents and guardians by making them pay extra money on top of what is charged by the school.

Former Mines Perm Sec Guilty Of Graft. Court Rules

By A Correspondent- In the latest high-profile corruption conviction, former Mines and Mining Development Permanent Secretary Francis Gudyanga was yesterday convicted of corruptly claiming US$29 000 from the Minerals Marketing Corporation of Zimbabwe (MMCZ) in board and sitting allowances over three years when there was no board.

He was charged with criminal abuse of office as a public officer after claiming sitting allowances for a board that was dissolved in 2013 and after being convicted by Harare magistrate Mrs Barbra Chimbodza, he was remanded in custody to Wednesday for sentence.

Prosecuting, Mr Michael Chakandida proved that when in December 2013 the MMCZ board was dissolved, Gudyanga sat as MMCZ’s sole board member from December 2013 to September 2016.

But according to the MMCZ Act, a board constitutes a minimum of six members and a maximum of 10, so no legal board was in existence.

He then corruptly claimed US$28 910 as board and sitting allowances, prejudicing MMCZ.

He claimed US$875 a month in board fees and US$460 for each of the 21 sittings of that non-existent board.

Besides this case, Gudyanga is also facing charges in a separate trial of defrauding the State of over US$1,6 million in deals with an Israeli company called Nikuv.

In that case, the State alleged that during the period extending from September 2014 to December 2015, Gudyanga, acting in his capacity as the Permanent Secretary for Mines and sometimes as the board chairperson of the MMCZ, misrepresented to MMCZ that the parastatal paid US$1 629 500 to Glammer (Pvt) Ltd, a foreign company through a local agricultural company, Pedstock.

Gudyanga allegedly further misrepresented that the money be accounted for as dividends due to the sole shareholder, the Government.

MMCZ, allegedly acting on Gudyanga’s misrepresentation, released the US$1 629 500 to Pedstock when in fact the money was not being paid to the Government as a dividend, but allegedly for a private arrangement which had nothing to do with the parastatal.

The dividends were supposed to be paid through the permanent secretary, the normal procedure for State-owned companies, for accounting by the Government and this allegedly was not the case in this particular            transaction.-statemedia

Primary School Girls Poisoned, One Dies

By A Correspondent- Police said the owner of the food and drink offered them to the three girls during break time and did not consume the food herself.

Confirming the tragedy yesterday, acting Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele said the two girls were receiving treatment and were in a stable condition.

“Police in Bulawayo are investigating a case of sudden death by suspected food poisoning which occurred at Emakhandeni Primary School at around 10AM.

The deceased Zanele Ndlovu (9) was seated on the veranda outside their class with three other girls. One of them took out a packet of tomato flavoured snacks (a popular brand) from her satchel,” said Asst Insp Msebele. “Zanele then took the snacks from the girl’s lap, opened the packet and they started eating.

“The owner of the snacks told Zanele that the snacks did not taste nice which prompted Zanele to crush some of the snacks, mix them with mahewu and then drink the mixture.”

She said the other girl also took out her homemade popcorn from her bag, mixed them with the remaining snacks and shared them with the now-deceased and the other girl whilst the girl who brought the snacks did not eat the mixture.

“After eating the popcorn, Zanele and the other two girls started vomiting which attracted the attention of their class teacher who attended to the victims. The class teacher then called Zanele’s grandfather (74) who was attending a meeting at the school,” she added.

“On arrival, he noticed that Zanele was shivering with froth coming out of her mouth and nose. The informant, with the assistance of the teacher took Zanele to a tree shade. He then rendered first aid and an ambulance was summoned.”

Asst Insp Msebele said Zanele and her two classmates who were also in pain were ferried to Mpilo hospital for treatment.

She said the girl who brought the snacks did not fall ill hence she was not ferried to the hospital.

“Zanele was pronounced dead on arrival at the hospital while the other two are still admitted to Mpilo paediatric ward and are in a stable condition. The body of the deceased is at Mpilo mortuary waiting for post-mortem results and investigations are in progress,” said Asst Insp Msebele.

“We urge parents to check and monitor their children’s food and snacks before they take them to school. If possible, may they also teach their children to have what they bring from home and avoid taking food from their peers.”

Chronicle caught up with the grief stricken Ndlovu family yesterday.

The family’s spokesperson, Mr Sir Julius Ndlovu said they were shaken by Zanele’s death.

“We are still shocked. Our child went to school on Wednesday only to be told that she had died a few hours later. We can’t stomach all of this and we hope police will get to the bottom of this. We are too shaken to say anything, but we are surely hurting,” said Mr Ndlovu who is Zanele’s uncle.

Mpilo acting chief executive officer Professor Solwayo Ngwenya said the two girls who were hospitalised were stable and are likely to be discharged soon.

“We received three girls on Wednesday and unfortunately one was brought in already dead and we admitted the two. They have been observed and they are receiving care as we anticipate their full recovery soon,” said Prof Ngwenya.

“We suspect that the one who died could have ingested more of the suspected poison. We are saddened by this incident and extend our sincere condolences to the family. At the same time, we hope police will get to the root cause of this and if anyone is guilty, they should be brought to book so that we all understand that life is sacred and cannot be taken away in this manner.”

NPF “Donates” Seat

By- The opposition National Patriotic Front (NPF), which was linked to the late former president Robert Mugabe will not be contesting the Kwekwe Central seat in the 26 March by-election.

NPF candidate, the late Masango “Blackman” Matambanadzo, who died in 2020, won the Kwekwe Central seat in the 2018 general election, the only seat won by the opposition party.

In Kwekwe, some former NFP members have rejoined Zanu PF while others have gone into hibernation.

Matambanadzo’s former secretary Angela Nyathi and director in his office Aggrity Dube have defected to Zanu PF.

Speaking at a campaign launch for Zanu PF’s Kwekwe Central parliamentary aspirant John Mapurazi last week, Nyathi said:

We have decided to retrace our footsteps back to Zanu PF after we realised we were lost.

ZANU PF is the only revolutionary party; the only party with the interests of Zimbabweans at heart.

Take it from us who have once been in Zanu PF and decided to leave the party. It is cold out there.

We beg for your forgiveness because we were lost. We have been Zanu PF members and at some point, we left the party for some reason during that time.

We had to retrace our steps back to the party.

And for some of us who have been outside, we know what it is like. So be warned, don’t make the mistake of leaving the party.

President Chamisa has also condemned the beating and torture of Citizens’ Coalition For Change members by ZRP cops at Harare Central Police Station on Friday.

CCC members were arrested, tortured and brutally assaulted by overzealous police details in the capital.

President Chamisa described the harassment of CCC members as evil and barbaric.

“Mr ED this is criminal, cruel and unconstitutional.

Imagine you or your children being so badly treated!The use of violence against CITIZENS is vile,evil & barbaric. Nothing lasts forever.This breeds unwarranted resentment against our national institutions.
Stop this terrorism,” President Chamisa wrote on Twitter.

Citizens Coalition For Change (CCC) has also denounced the persecution of its members by the Zanu PF regime.

“Our lawyers have confirmed that the total number of our #CCC members held at Harare Central Police Station is 13 – 12 men and 1 woman.

The lawyer confirms that they were tortured & assaulted heavily before the lawyers obtained access to them.

Charges remain unclear.

Rebellious CCC Member Boycotts Confirmation Meeting

By- One of the two Citizens Coalition for Change (CCC) aspiring candidates for ward 26, Alderman Norman Hlabano boycotted for the fourth time a candidate confirmation process, Friday, with some party officials pushing for his rival Mpumelelo Moyo to be endorsed as the sole candidate.

Hlabano and Moyo both successfully filed their papers at the Nomination Court last month.
The former was the councillor before he was recalled together with seven other Bulawayo councillors in September 2020.
The opposition party has been holding meetings to select one candidate to represent the party in the mini polls.
The latest confirmation meeting was presided over by Mqabuko Ndlovu who was standing in for the national organizing secretary, Amos Chibaya.
“This is the fourth meeting we are holding in the ward and the former Alderman Norman Hlabano has never attended all those meetings, we don’t know what is happening,” said Beauty Thebe Organising Secretary CCC, Nketa District Women Assembly.
She said during the second meeting Hlabano disappeared during the process.
Nketa Constituency CCC Provincial member, Phumulani Sibanda said the community has thrown its weight behind Moyo.
“This is the fourth time we are here while Hlabano is not turning up and the party members want Mpumelelo Moyo as the candidate.”
Moyo refused to comment saying he was not authorized to speak with the media.
Alderman Hlabano vowed not to participate in the confirmation meetings.
“This is a wild cat idea meeting, so this one we are not associated with it, it the same as when a father says something and you defy the father’s decision, our President had made a decision,” said Hlabano.
“We are not participating and we will never participate, we made that decision to not participate because we can not go back to grade one when we are in form 6.”

Court Sets Mnangagwa Minister Verdict Date

By-Harare regional magistrate Mr Ngoni Nduna is set to deliver his ruling on whether former Cabinet minister Prisca Mupfumira and ex-NSSA manager Barnabas Matongera should be acquitted or not.

Mupfumira and Matongera were alleged to have fast-tracked the signing of an agreement between the National Social Security Authority (NSSA) and Drawcard Enterprises for the construction of low-income houses in Gweru.
Mr Nduna said he will deliver his judgment on March 4, after Mupfumira and Matongera applied for discharge at the close of the State’s case.
The State is now expected to respond to the application.
A court can discharge an accused at the end of the prosecution case if the magistrate or judge finds that the State has not shown a crime was committed or that the accused could have committed the crime.
But if the court finds that the State has shown there was a crime committed and that the accused could have committed it, then the accused has to present a defence to knock down the State case.
Yesterday, Mr Nduna refused to discharge Matongera even though the State had conceded that it had failed to prove a case against him, saying the court was not bound by the concession to acquit him.
So, Matongera should wait until March 4 when he delivers his judgment.
Matongera, through his lawyer Mr Richard Masinire, did not make further submissions after Mr Nduna’s decision.
Mupfumira, through her lawyer Admire Rubaya, made further submissions saying by conceding that Matongera had no case to answer, the State was now implying Mupfumira allegedly committed the offence alone.
The defence argued that it was unfathomable to allege that Mupfumira committed the alleged offence on her own since she did not sign the agreement in question nor did she witness its signing.
In addition, it was argued, Matongera was not implicating Mupfumira as the person who made him sign the agreement.
Neither of them was the accounting officer of NSSA at the relevant point in time.
Mupfumira, in her submissions, said Liz Chitiga, who was the accounting officer at NSSA, was the one supposed to have been taken to court to explain how the agreement was entered into in the alleged manner and that the State should have obtained evidence from her before seeking to place Mupfumira on her defence.
“In the absence of any incriminating evidence from these witnesses, the State cannot say it has a prima facie case,” she said.
Mupfumira told the court that the State had failed to explain the contradictions of State witnesses in its response.
The State led by Mr Whisper Mabhaudhi and Mr Loveit Masuku is expected to file submissions on Wednesday next week before Mr Nduna makes the judgment on March 4.

Police Target Chamisa Sunday Rally

By A Correspondent- The Zimbabwe Republic Police has banned car rallies, which Nelson Chamisa’s new political grouping has adopted.

The police said these car rallies were “blocking roads and disrupting the smooth traffic flow”.

Chamisa is scheduled to hold a rally on Sunday to launch its campaign for by-elections planned for the 26th of March.

Mliswa Praises G-40 Queenpin

By- Norton MP, Temba Mliswa has hero-worshipped former Zanu PF Women’s League national treasurer Sarah Mahoka, who died Thursday.

Mahoka, a former Hurungwe East legislator, died in a traffic accident on Thursday evening at Buffalo Downs, just under 3km from her farm.

Mliswa served in Zanu PF together with Mahoka in Mashonaland West when he was the party’s chairman for that province.

Posting on his Twitter handle Thursday breaking Mahoka’s death Mliswa said Mahoka was a Lionness.

Mugabe Terror Campaign Gang Leader’s Wife Faces Eviction

By- The former deputy minister for Lands and Resettlement Tendai Savanhu’s widow, is facing eviction from her Glen Lorne Mansion.

Savanhu was also the founder of the Mbare based Zanu PF terror group Chipangano, which used to terrorise opposition party members in Harare.

Mrs Savanhu recently got her property attached for failing to settle rental arrears.

The company owning her Glen Lorne mansion, obtained a High Court order for her eviction.

T and S Marketing, is a family company in which the house, number 1 High Saddle Close Folyjon Crescent, Glen Lorne, Harare, is registered under.
The widow is embroiled in an acrimonious legal combat with her late husband’s estranged wife who has teamed up with her children to disinherit the surviving spouse of the late Savanhu’s estate.

On the strength of a default judgement, T and S Marketing has set in motion processes to eject Tendai and her children who have been struggling to service their utility bills since the death of Savanhu.

Savanhu succumbed to Covid-19 related complications.
T and S Marketing was granted a default judgement after Tendai failed to show up at the High Court to oppose the application that sought her ejection.
“Whereupon after reading papers filed of record and hearing counsel, a default judgment be hereby entered against the Defendant,” reads the order that was granted last week on Thursday.
“Defendant (Tendai) and all persons claiming title through her from the premises known as House No. 1 High Saddle Close Folyjon Crescent, Glen Lorne, Harare, which premises belong to the Plaintiff be and are hereby evicted from the premises. Defendant to pay any outstanding electricity, water charges and levies over the above mentioned property.
“Defendant be and is hereby ordered to pay holding over damages in the sum of USD6500 or its equivalent at the official exchange rate calculated on the date to payment, per month representing the market rental payable for the property with effect from 1st of October 2021 and for each and every successive month or part thereof during which the Defendant and all those claiming occupation through her remain in occupation.”
The order further reads, “Interest on the above sums at the prescribed rate namely 5 percent per annum with effect from the date of summons to date of payment in full. An order declaring all movable property of the Defendant executable.”
On Tuesday last week, the messenger of court attached Tendai’s property for failing to pay electricity, water charges and levies.
The property attached includes carpet, microwave, three-piece sofas, two plasma televisions, double door fridge and 10 chairs.
According to the notice of execution the estimated values and actual values of the attached property will be determined on the auction date by the auctioneer.
Since November last year, Tendai has been embroiled in massive showdowns with her husband’s former wife Sabina Mashayamombe.
The widow dragged Sabina and her son Tatenda to the High Court on allegations of trying to disinherit her and her children.

Somizi Returns To Idols SA With Two New Judges

South African artists Thabo ‘JR’ Bogopa and Thembi Seete have been named as new judges of Idols SA season 18.

They will join actor and choreographer Somizi Mhlongo, who recenty returned to the show after a brief hiatus from the music contest.JR and Thembi Seete.

Mliswa: Govt HeavyHandedness Causing Brain Drain: Teachers, Nurses

The Norton MP Temba Mliswa has announced saying the government heavy handedness is responsible for the corrosive brain drain among teachers and nurses. Speaking in parliament, Mliswa confronted the government saying its disrespect of teachers and health workers is what has caused a massive flight of experts from the country.

(v)HON. T. MLISWA: It is quite important in terms of the attendance of Ministers, and Members of Parliament as well whom I think in a way are not – if you look at the participants…
          THE HON. SPEAKER:  That is your point of observation.

          (v)HON. T. MLISWA: There are only 131 participants yet we are supposed to be 270.  The Ministers should attend – we cannot start the year on such an attendance, most of the Ministers who hold key positions to the transformation of this country economically are not there.  It is important that they respect this House by attending such a session, which is the first after the festive season.  It is also good to see their faces, whether they are well or not. 

*Sometimes it is good to greet others and check if they are okay or not.  Members of Parliament are running away; only 131 are attending Parliament, they are given data, why are they not coming?  Thank you very much.

          *THE HON. SPEAKER: Thank you very much, Hon. Members of the Executive I have announced are on national duty and the majority have travelled with His Excellency the President on an international engagement.  As for the MPs, others are following proceedings from their hotels.  We have limited the number of those who should attend physically to 80 in the National Assembly and 80 in the Senate.  So the attendance is fairly good and we are quite happy about that.  As to whether they are well or not, why do you not send them some WhatsApp messages and talk to them individually, I am sure they will be happy to receive some compliments of the season from Hon. T. Mliswa.
          (v)HON. T. MLISWA:  Thank you Mr. Speaker Sir.
          (v)HON. MUCHIMWE: Point of privilege Hon. Speaker.

HON. T. MLISWA: It was in terms of the rule of law, I do not know which ones fall under him but can he coordinate it as well because the rural roads are looking so good while some may not be under him, he is a competent Minister to be able to speak to the line Ministry in terms of local authorities because rural roads are also in a bad state.  If he can also bring a record as what Hon. Markham asked for the rural roads as well.

          THE HON. SPEAKER: I do not want confusion here, let the Hon. Minister stick to his portfolio.  If you want rural roads, that fall under rural district council or local authorities. You ask the appropriate authority accordingly, who is the Minister of Local Government.

          (V)*HON. T. MLISWA: It is only that he does due diligence to his work and I applaud him for that.

          *THE HON. SPEAKER: Yes, he is very good in doing his work and we must not ask him questions that do not pertain to his Ministry

HON. T. MLISWA: My question is directed to the Minister of Public Service, Labour and Social Welfare.  What is being done in order to address the issue of the welfare of teachers?

          HON. MATUKE: Most of the issues which were affecting the teachers were addressed.  The teachers were awarded 75 USD for COVID allowance and on top of that they were given 100 USD to supplement their salaries.  Above that they were given 20% increment and in addition, the Government is going to pay for three biological kids school fees.  The other issue which is very important which was added again to the teachers is that they are going to get duty free vehicles. The scheme was already in existence and is going to be speeded up so that teachers get their vehicles as soon as they pay for them duty free. 

          There may be a question as to those teachers who could not turn up for duty.  They have been given up to 22nd February, 2022 so that if they do not turn up for duty, then they are deemed to have been fired by the Public Service Commission.  Teachers who will be reporting for duty and just sit without teaching, will also be treated the same.  I thank you.

          (v)HON. T. MLISWA:  My supplementary question is, the Hon. Minister has spoken about the package but as usual, nothing gets to the people.  The USD$75.00 allowance and USD$100.00 allowance baffles my mind when the Government has RTGS Zimbabwe Dollar.  They seem to have more USD$ than the Zimbabwe Dollar.  Is the Government not supposed to pay them in RTGS because by paying them in USD$, you are more or less saying that the USD$ is the currency of the day.

          It invites a further question that why do we not dollarise but more importantly, why has the Ministry of Primary and Secondary Education fired the teachers when the Hon. Minister himself has admitted that the Public Service Commission is responsible for that?  The firing of the teachers is by the Public Service Commission and not the Ministry of Primary and Secondary Education. 

I need him to clarify that and I hope the Minister of Public Service, Labour and Social Welfare will issue a statement and  Mr. Vincent Hungwe, who is the key person there.  So there is some confusion as to who they report to and who fires them.

          THE HON. SPEAKER:  On the first part of firing, I thought that the Hon. Deputy Minister was very clear.  He said that all those who suffered some disciplinary action are given up to 22nd February, 2022 – so no action has been taken so far.  So wait for 22nd February and see what happens according to what …
          (v)HON. T. MLISWA:  Mr. Speaker Sir, the brain drain that we talk about in the country is as a result of the Government being heavy handed in firing teachers and nurses.

THE HON. SPEAKER:  Order, order, order!  Please accept that no teacher has been fired until 22nd February. That is the reply from the Minister responsible for hiring civil servants.  So that is clear, there is no debate on that one. 
Perhaps the Hon. Minister may want to comment on the issue of mixed payment in USD$ and RTGS.

HON. MATUKE:Thank you Hon. Speaker Sir.  I think the Government was responding to a request that was put forward by the different unions.  I think the teachers and civil servants had been appealing for a mixed bag so that they are not affected by the fall of the ZWL$.  I think we should thank the Government for providing such a good reward.  I do not think, going forward, we will get teachers complaining but as our economy improves, I think we will still revert to our Zimbabwe Dollar 100%.  I thank you. – [HON. MEMBERS: Hear, hear.] –
(v)HON. T. MLISWA:  So it is an admission Hon. Speaker Sir; clarity.  It is an admission that the ZWL$ has failed and the USD$ is stronger.  So why do you not just pay them in USD$ all the way?

Buchwa Policeman Assaults His Pregnant Wife To Death

A police officer based at Buchwa Support Unit appeared at the Harare Magistrates Court facing murder charges after he allegedly assaulted his pregnant wife to death.

Hilary Gororo (30), who was represented by MacKenzie Ndebele and Echaria Makaka of Zimudzi and Associates appeared before magistrate Yeukai Dzuda.

The State alleges that sometime in October last year, in Maro village under Chief Chinamhora, Domboshava, the now-deceased Mavis Nyagumbo, who was a student at Bondolfi Teachers College, was assaulted by Gororo following a domestic dispute.

It is alleged that Nyagumbo told her father Saul Nyagumbo, who was in Masvingo and her aunt Mary Mufute of Zimunya township, Mutare of the assault. She was taken to Makumbe Hospital for treatment and later transferred to Parirenyatwa Hospital.

The matter was not reported to the police.

Her health deteriorated resulting in her giving birth to a stillborn baby.

On January 4, she was referred to Victoria Chitepo Provincial Hospital and died on January 5.

A post-mortem conducted on January 25 at Parirenyatwa Hospital concluded that the cause of her death was head trauma after she was struck with an unknown object.

By A Correspondent| Following his admission back in Zanu PF, former Chivi South legislator Killer Zivhu has said his dining with opposition CCC supporters on social media was just a game plan.

Posting on Twitter, Zivhu said from now going into the 26 March by-elections, his focus will be on Zanu PF retaining the Chivi South seat while bidding farewell to CCC supporters.

“From today onwards I will post my projects only, to my fellow yellow friends it was just a game plan. Ndatsiurwa nevakuru vangu ve ZANU PF ndikateerera somwana, I will do my best kuti seat ridzokere ku Zanu PF, once Zanu pf Will die Zanu pf, goodbye yellow and sunflower,” said Zivhu.

Following his dismissal from Zanu PF, Zivhu has been dining with opposition supporters on social media, attacking his former party for mismanagement of the economy.

Top Economist Predicts Zim Dollar Will Collapse In June

A Top economist has warned that Zimbabwe’s economy could dollarise by June.Gift Mugano, a leading economist and executive director at Africa Economic Development Strategies, spoke as Reserve Bank of Zimbabwe governor John Mangudya told the Confederation of Zimbabwe Industries that Zimbabwe would be using its currency as the main medium of exchange by 2027.

However, the economist said he was convinced that the Zimbabwe dollar would collapse due to a massive erosion of value on the black market by June.

His comments came as the disparity between the official and parallel market rates has widened.

The official exchange rate was this week pegged at US$1:$120, while the black market rate was at US$1:$235.

The exchange rate volatility has triggered skyrocketing prices of basic commodities.

It has also resulted in increased demand for payment of salaries in US dollars.Addressing participants during an Employers Confederation of Zimbabwe symposium in Harare yesterday, Mugano projected that inflation would shoot to 100% by June this year.

At that point, Mugano said the official and parallel market rates would shoot further.He said this would be driven by huge payments in Zimbabwe dollars, which would then be used to buy foreign currency on the black market.

“When you pay Chinese construction companies in RTGS (local currency), do you think they will take RTGS back to China? They will go to Roadport (the parallel market) to buy United States dollars),” he said.

Mugano said with foreign contractors and farmers already rushing to the parallel market, the rate would shoot up sharply in June when tobacco farmers join the queue to buy United States dollars, using the local currency component which they would have been paid by government.“By June, we will be dollarised,” he projected.

He urged businesses to find ways of dollarising their operations to remain viable.

Mugano said money received from the International Monetary Fund through Special Drawing Rights in August 2021 was being allocated to projects which were not urgent such as the US$144 million allocated to the Masvingo Road Interchange Development Project, popularly known as the Mbudzi roundabout.

He also queried the allocation of US$77 million towards the purchase of COVID-19 vaccines, particularly after government had already declared that it had bought sufficient vaccines to combat the pandemic.

Mugano said although the country received US$9,7 billion in foreign currency remittances, there was nothing to show for it in terms of the quality of  the lives of citizens.

He added that despite government boasting about a budget surplus, this was not reflected in the living conditions of the citizenry.

He said despite the positive growth rates projected by Treasury of up to 5,5% , “the evil and ugly head of poverty”continues to be prevalent.

Mugano said the major reason for the country’s failure to benefiting from foreign currency receipts was high levels of corruption that continued to deprive the majority of Zimbabweans decent livelihoods.

Mugano revealed that since President Emmerson Mnangagwa’s government came to power, more than 600 statutory instruments had been issued, creating uncertainty on the market.

He added that this was a major impediment to luring the much-needed investment into the country.

‘No Voter Registration Slip, No S=x’

A Bulawayo woman has launched a “no voter registration slip, no sex campaign” targeting women so that they encourage their spouses to register.

Cora Ndebele (39) from Pumula South high-density suburb said her campaign was motivated by the low numbers of registered people in Bulawayo and Matabeleland region in general.

The region is at risk of losing some constituencies in the delimitation exercise set for later this year if the number of registered people does not increase.

In an interview with online news agency, CITE, Ndebele said women had to take decisive action and urge their spouses, children, helpers and tenants to register.

“One converted member in a household should convince the whole family and community to register for better. Women have to take a lead and make things happen for their homes and household.

“Change starts at the home, so as mothers we must make sure we are registered then turn attention to our partners, children, domestic helpers and everyone in the household above 18 years,” she said.

There has been a low response to the ongoing voter registration blitz.

“This is why we must take the campaign to the household level, say no to non-registered citizens in our homes. Those informed at the household level should take a lead and women are encouraged to be on the forefront of this campaign,” she said.

“We women are the ones who bear the burden of suffering of all kinds yet as women we also make things happen at our homes. We turn a house into a home in the same vein, let’s encourage all our family members to be responsible and register and appear on the voters roll.”

Ndebele added that if the situation remained unchanged, women could withhold certain privileges to their partners.

“Your ‘hubby’ that we love so much, should register. If not, no to sex until he is registered. He must show you his registration slip to show that he is registered.

“Even our boyfriends; you can’t be in love with an irresponsible citizen. No hugs, kisses and everything until he is registered. Our tenants should be registered, if not give them notice or they show you their registration slip to prove he or she is a responsible citizen.”

Matabeleland region, especially Bulawayo which has the least number of registered voters compared to other provinces as of 2018 polls, is at the highest risk of losing at least a constituency when the Zimbabwe Electoral Commission conducts the delimitation exercise.

Parking: USD2 Per Hour

Bulawayo Municipality has begun charging parking fees at USD2 per hour. Motorists yesterday all but abandoned parking bays in the city centre’s new parking zone where drivers must pay US$1 to park for 30 minutes.

A new parking system came into force yesterday in the city centre that will see motorists paying more.

The project is being implemented in phases.

Parking in Zone one, a prime parking area covering Leopold Takawira Avenue to 11th Avenue and Fife Street to Joshua Mqabuko Nkomo Street came into force yesterday with motorists avoiding parking there due to the US$1 per 30 minutes parking.

According to the local authority, Zone two where motorists will be parting with US$1 to park for an hour is yet to be operationalised.

The parking fees are paid in local currency at the prevailing official exchange rate which is currently standing at US$1: ZW$120. Therefore, parking space charges are $120 per 30 minutes in the prime zone.

The new system is implemented by Bulawayo City Council (BCC) in partnership with Tendy Three International (TTI).

The local authority will receive 30 percent of revenue, while TTI will take 70 percent.

A Chronicle news crew moved around the city centre and observed that motorists were not daring to park in Zone one.

Those who had no idea of the new parking system would turn away as soon as they were told of the new fees.

Less than four cars at a time would be parked along Jason Moyo Street between 8th and 9th avenues, while in other streets outside Zone one, cars were competing for parking space.

There was so much anger that was directed at parking marshals with several drivers telling them that they were going to park their cars elsewhere and walk to the area.

Most motorists felt paying US$1 per 30 minutes was daylight robbery and said council must concentrate on fixing the roads that are littered with potholes first.

“You will be left alone on this street. We are moving away to park our cars elsewhere. We can’t be giving you money while we are hungry citizens. If you implement the system on all streets then all of us will start walking.

We can’t be scammed like this. This is daylight robbery,” said a motorist driving slowly along Jason Moyo Street.

A woman who had parked her car without knowledge of the new system was initially reluctant to pay the fee. She claimed she does not carry bond notes, and had US$100 notes.

“The only US$1 I had was used to buy bread at OK supermarket so it’s either you look for my US$99 change right now or just let me go because I don’t have time. Next time you will learn to plan properly with your bosses, always have change,” she said.

After debating for a while, she paid the dollar and drove off.

Another driver, Mr Tanaka Ngwenya said the new parking system was unfair and also pleaded for parking marshals to improve their communication skills.

“These guys just do not know how to approach people and explain the whole process. They assume that everyone knows about these parking fees. What these authorities are doing is unexplainable, they lack planning, instead of fixing the roads which are full of potholes they are busy sourcing money from poor souls,” he said.

“US$1 per 30 minutes is too much, it means in an hour it’s US$2 and someone working at the shops along the respective street would want to park their car closer to them. If they park at 9AM and they knock off at 5PM it means they are paying US$16 a day for five days a week, which is insane considering the economic situation of our country.”

Ms Precious Moyo said the problem is that people think that if one owns a car, they have got lots of money to throw around.

“We are as equal as the people who walk, we do not have the money. Owning a car does not mean we are loaded. I feel like this is overcharging, they should just charge US$1 a day then we can comply,” she said. -Chronicle

Infant (9) Dies Of Food Poisoning After Sharing Snacks With Friends At School

Police in Bulawayo are investigating a case of sudden death by suspected food poisoning which occurred at Emakhandeni Primary School at around 10AM.

The deceased Zanele Ndlovu (9) was seated on the veranda outside their class with three other girls.

One of them took out a packet of tomato flavoured snacks (a popular brand) from her satchel,” said Asst Insp Msebele.

“Zanele then took the snacks from the girl’s lap, opened the packet and they started eating.

“The owner of the snacks told Zanele that the snacks did not taste nice which prompted Zanele to crush some of the snacks, mix them with mahewu and then drink the mixture.”

She said the other girl also took out her homemade popcorn from her bag, mixed them with the remaining snacks and shared them with the now-deceased and the other girl whilst the girl who brought the snacks did not eat the mixture.

“After eating the popcorn, Zanele and the other two girls started vomiting which attracted the attention of their class teacher who attended to the victims.

The class teacher then called Zanele’s grandfather (74) who was attending a meeting at the school,” she added. 

“On arrival, he noticed that Zanele was shivering with froth coming out of her mouth and nose. The informant, with the assistance of the teacher took Zanele to a tree shade. He then rendered first aid and an ambulance was summoned.”

Asst Insp Msebele said Zanele and her two classmates who were also in pain were ferried to Mpilo hospital for treatment.

She said the girl who brought the snacks did not fall ill hence she was not ferried to the hospital.

“Zanele was pronounced dead on arrival at the hospital while the other two are still admitted to Mpilo paediatric ward and are in a stable condition.

“The body of the deceased is at Mpilo mortuary waiting for post-mortem results and investigations are in progress,” said Asst Insp Msebele.

“We urge parents to check and monitor their children’s food and snacks before they take them to school. If possible, may they also teach their children to have what they bring from home and avoid taking food from their peers.”

Chronicle caught up with the grief stricken Ndlovu family yesterday.

The family’s spokesperson, Mr Sir Julius Ndlovu said they were shaken by Zanele’s death.

“We are still shocked. Our child went to school on Wednesday only to be told that she had died a few hours later. We can’t stomach all of this and we hope police will get to the bottom of this. We are too shaken to say anything, but we are surely hurting,” said Mr Ndlovu who is Zanele’s uncle. 

Mpilo acting chief executive officer Professor Solwayo Ngwenya said the two girls who were hospitalised were stable and are likely to be discharged soon.

“We received three girls on Wednesday and unfortunately one was brought in already dead and we admitted the two. They have been observed and they are receiving care as we anticipate their full recovery soon,” said Prof Ngwenya.

“We suspect that the one who died could have ingested more of the suspected poison. We are saddened by this incident and extend our sincere condolences to the family. At the same time, we hope police will get to the root cause of this and if anyone is guilty, they should be brought to book so that we all understand that life is sacred and cannot be taken away in this manner.”

Mupfumira Money-Laundering Case Latest

Harare regional magistrate Mr Ngoni Nduna will early next month rule on whether former Cabinet minister Prisca Mupfumira and ex-NSSA manager Barnabas Matongera need to be put to their defence to explain themselves on criminal abuse of office charges or should simply be acquitted.

Mupfumira and Matongera were alleged to have fast-tracked the signing of an agreement between the National Social Security Authority (NSSA) and Drawcard Enterprises for the construction of low-income houses in Gweru.

Mr Nduna said he will deliver his judgment on March 4, after Mupfumira and Matongera applied for discharge at the close of the State’s case.

The State is now expected to respond to the application.

A court can discharge an accused at the end of the prosecution case if the magistrate or judge finds that the State has not shown a crime was committed or that the accused could have committed the crime.

But if the court finds that the State has shown there was a crime committed and that the accused could have committed it, then the accused has to present a defence to knock down the State case.

Yesterday, Mr Nduna refused to discharge Matongera even though the State had conceded that it had failed to prove a case against him, saying the court was not bound by the concession to acquit him.

So, Matongera should wait until March 4 when he delivers his judgment.

Matongera, through his lawyer Mr Richard Masinire, did not make further submissions after Mr Nduna’s decision.

Mupfumira, through her lawyer Admire Rubaya, made further submissions saying by conceding that Matongera had no case to answer, the State was now implying Mupfumira allegedly committed the offence alone.

The defence argued that it was unfathomable to allege that Mupfumira committed the alleged offence on her own since she did not sign the agreement in question nor did she witness its signing.

In addition, it was argued, Matongera was not implicating Mupfumira as the person who made him sign the agreement.

Neither of them was the accounting officer of NSSA at the relevant point in time.

Mupfumira, in her submissions, said Liz Chitiga, who was the accounting officer at NSSA, was the one supposed to have been taken to court to explain how the agreement was entered into in the alleged manner and that the State should have obtained evidence from her before seeking to place Mupfumira on her defence.

“In the absence of any incriminating evidence from these witnesses, the State cannot say it has a prima facie case,” she said.

Mupfumira told the court that the State had failed to explain the contradictions of State witnesses in its response.

The State led by Mr Whisper Mabhaudhi and Mr Loveit Masuku is expected to file submissions on Wednesday next week before Mr Nduna makes the judgment on March 4. -Herald

FIFA Boss Pays Tribute To Charles Yohane

FIFA president Gianni Infantino has sent a condolence message to the Zimbabwean football fratenity following the death of former Warriors left-back Charles Yohane.

Yohane was hijacked and shot dead in South Africa. He was 48.

“I would like to express my sincerest and heartfelt condolences on the tragic passing of former international player Charles Yohane. Words seem inadequate to express the sadness we feel for this
loss,” wrote Infantino to ZIFA.

“During his international career, Charles Yohane was capped more than 20 times by Zimbabwe, notably participating in the 2004 and 2006 editions of the Africa Cup of Nations. At club level, he will be remembered for his career at Bidvest Wits FC, in South Africa, where he played for nearly a decade.

“He also played at Fire Batteries FC and CAPS United FC in Zimbabwe, as well as in other South African clubs.

“Legend of Zimbabwean Football, leader, disciplined and dedicated player, his personality and his human qualities will not be forgotten and he will be truly missed.

Mnangagwa “Bans” Car Rallies Due To Fear Of President Chamisa

The Zimbabwe Republic Police has noted with concern the conduct by some politicians and supporters who are holding car rallies and in the process block traffic thereby interfering with the smooth flow of traffic in urban areas, Central Business Districts and other public places.

In terms of Maintenance of Order and Peace Act Chapter 11:23, conveners of gatherings should stick to the notified venue and avoid breaching public peace.

Bogus Mnangagwa “Driver” Nabbed

By-A bogus Central Intelligence Organisation officer has been arrested for misrepresenting that he was President Emmerson Mnangagwa’s driver and demanding money under the pretext that he would give Mnangagwa to facilitate a favourable court judgement.

Prince Ndawana (40) was facing fraud charges when he appeared before magistrate Mrs Munashe Chibanda.

The court heard that Ndawana allegedly misrepresented to Thabo Enock Ndhlovu after the complainant saw him while standing next to President Mnangagwa’s vehicle known as “Zim 1”.
Ndawana, who is also facing impersonation was remanded to tomorrow for bail application.
Allegations are that on the date unknown to the prosecutor but during the month of July 2021, the complainant was introduced to the accused person by a friend, Edward Ruzvidzo.

It is alleged that the complainant sought for assistance from the accused person to obtain a land issue court judgement faster since it was taking long to be delivered.
The accused person then stated that he was a member of Central Intelligence Organisation in B7 Department and a driver to the president saying he could do that for him.
Ndawana then demanded US$800-00 for the process and he was given the money on that day.
In August 2021, the accused went to the complainant demanding another US$450-00 saying that the money he was given previously was not enough for the process.
It is alleged after being given the money, the accused disappeared.

The total value defrauded is US$1 350 and nothing was recovered.

Citizens’ Coalition For Change has strongly denounced Zanu PF barbarism.

“One of our disabled members popularly known as DJ Vaneldo has been attacked by Zanupf thugs at his home in Highfields.

The thugs have also beaten up his mother, father & people around the house. This continued violence against our members must be stopped. #ByelectionsViolence

Political violence is bad. Attacking persons with disabilities is despicable. The escalation of political violence by Zanu PF is SHAMEFUL!

According to the provincial organising secretary P. Madzore, the thugs went on to lock them inside the house,” Citizens Coalition For Change said in a statement.

About Radiotherapy

Cancer is one of the world’s leading causes of death, and its burden is growing. In 2021, the world crossed a sobering new threshold – an estimated 20 million people were diagnosed with cancer, and 10 million died. These numbers will continue to rise in the decades ahead. And yet all cancers can be treated, and many can be prevented or cured.

Care for cancer, however, like so many other diseases, reflects the inequalities and inequities of our world. The clearest distinction is between high- and low-income countries, with comprehensive treatment reportedly available in more than 90% of high-income countries but less than 15% of low-income countries.

Similarly, the survival of children diagnosed with cancer is more than 80% in high-income countries, and less than 30% in low- and middle-income countries. And breast cancer survival five years after diagnosis now exceeds 80% in most high-income countries, compared with 66% in India and just 40% in South Africa.

Furthermore, a recent WHO survey found that cancer services are covered by a country’s largest, government health financing scheme in an estimated 37% of low- and middle-income countries, compared to at least 78% of high-income countries. This means that a cancer diagnosis has the potential to push families into poverty, particularly in lower-income countries, an effect that has been exacerbated during the COVID-19 pandemic.

Closing the care gap

For all of these reasons, the theme for this year’s World Cancer Day is “closing the care gap”.

And fortunately, much is being done to bring quality cancer care to countries for which, up until now, it has been out of reach.

WHO’s efforts are focused on breast cancer, now the most common cancer; cervical cancer, that can be eliminated; and childhood cancer. The focus for each of these initiatives is low- and middle-income countries, where the biggest public health gains are to be made.

These integrated global cancer initiatives are being implemented by more than 200 partners around the world, including many development banks who have significantly increased their investments in cancer research, prevention and care.

National cancer centres: key to a comprehensive approach

Experience has shown the importance of national cancer centres in ensuring a comprehensive approach to cancer treatment. Bringing services for prevention, diagnosis, multidisciplinary treatment and supportive care together in one place makes it easier for patients to navigate services and leads to a greater concentration of expertise, and subsequently better health outcomes. Furthermore, cancer centres serve as training and research hubs, and in this way, help build country capacity and expertise.

Setting Up a Cancer Centre: a WHO-IAEA Framework, being released by the World Health Organization and the International Atomic Energy Agency for World Cancer Day, proposes a framework for both establishing a cancer centre and strengthening the provision of services in existing centres. Intended for policy-makers, programme managers and health professionals, it provides details of the infrastructure, human resources and equipment required for essential services, taking into consideration local context and resources available.

Facilitating decisions on screening

Screening is another important element of comprehensive cancer prevention and control but decisions on what to include in a cancer programme require consideration of a number of complex factors. To support decision-making on such issues in countries, WHO has just released A short guide to cancer screening. Increase effectiveness, maximize benefits and minimize harm.

Reinvigorated efforts to increase access to radiotherapy

Radiotherapy is among the most cost-effective, efficient and widely-used cancer treatments, and may be considered as a treatment option for an estimated half of cancer patients. Despite being a critical component of cancer care, however, worldwide access to radiotherapy is still inadequate, particularly in lower-income countries.

To reinvigorate efforts to address this problem, WHO is joining forces with the IAEA, as it launches Rays of Hope. This new project will prioritize a limited number of high-impact, cost-effective and sustainable interventions in line with national needs and commitment, starting in Africa.

Scale-up critical given the impact of the pandemic

Increased efforts to scale up high quality cancer programmes at international, national and community levels are all the more important given disruption to cancer programmes during the COVID-19 pandemic. In a survey published in October 2021, more than half of countries reporting indicated that cancer screening and treatment had been partially or completely disrupted during the pandemic.

By collaboration, commitment and solidarity, however, hope can be provided to the many millions of people for whom cancer treatment has in the past been little more than a dream.

As Zimbabwe stands on the cusp of crucial by-elections and a watershed plebiscite in 2023, it is important that media reforms be implemented as part of a comprehensive reform package that must ensure free, fair and credible elections are held in the country.

In December last year, this column detailed the specific reforms needed so as to improve the quality of our elections. These are reform proposals that we have since tabled before the Zimbabwe Electoral Commission. The reforms include a truly independent ZEC, a real time, auditable result transmission, management and announcement system, non- involvement of the security services sector in elections, protecting and ensuring the right to vote for all citizens including those in the Diaspora, depoliticised State institutions, inclusive voter registration, an accessible, auditable voters roll as well as media and political reforms. Depoliticised distribution of inputs and food handouts as well as agreement on the procurement and storage of all election material will all go a long way in enhancing credibility and improving the quality of our plebiscites.

But what we have seen so far in the run-up to these by elections is a disaster. For instance, ZEC has dismally failed to satisfactorily explain the massive voter transfer of voters to other wards and constituencies other than those in which they voted on the last election. I have been on the ground exhorting people to register to vote in my rural hood of Domboshava and in Pote, Munyawiri and in Mawanga ward 2 I saw massive disenfranchisement. On Monday, at Makumbi High School situated in my mother’s village, I saw evidence of a ZEC colluding with the system to ensure young people did not register to vote as most youth around the area did not have IDs. I only accompanied to the registration centre a team of my relatives who are first time voters that included three uncles, two nieces and a sister. It is telling—and appears very deliberate— that the current ZEC blitz did not include the RG’s office as had been previously agreed. As a result, most young people without IDs remain disenfranchised in the current exercise.

Tomorrow, I will be accompanying some first time voters, nine young men and young women who are fortunate to have IDs, from my own Tamborenyoka village when the ZEC team comes for registration at Tsatse High School in my home area. Otherwise across the whole of Domboshava, most eligible voters will not be able to register because the ZEC blitz flouted the initial agreement to involve the RG’s office so as to enable young school leavers the opportunity to procure IDs then register to vote all in the current blitz.

It is also telling that ward four of Goromonzi West, by far the biggest ward which accounts for more than half of the people in Goromonzi West, will only have two registration centres at Nyamamde and Chinamhora Community Hall while other smaller wards were favoured with three registration points.The plot is
to suppress voter registration in the opposition strongholds.

When the blitz goes to wards 7 and 8 of Goromonzi West, which are mainly farming areas, the uptake for registration will be low as most citizens there, particularly the youth, desperately need IDs. What makes the situation worse is that ZEC did not even carry out a massive voter education campaign ahead of the blitz, in line with their mandate. ZEC’s current disposition gives one the impression that their remit is to ensure that the voter turnout during elections is as low as possible.

The pending by-elections have exposed the urgency for the implementation of a comprehensive reform agenda.

But this week, I will be concentrating only on one reform item—media reforms. It is a reform that touches the very strings of my heart because of my professional background as a journalist. Journalism is my hallowed profession in which I served for some 10 years and in which my fellow scribes exuded so much faith in my aptitude when at one time they overwhelmingly elected me as the secretary-general of the Zimbabwe Union of Journalists.

The run-up to these by-elections has been a disaster from a media coverage point of view particularly by the public media. Bissed coverage, lack of media monitoring by ZEC, a deliberate blacking out of the newly formed Citizens Coalition for Change party and its leader Nelson Chamisa as well as dedicated live coverage only for Mr Mnangagwa, his Zanu PF and its candidates as we saw in Epworth on Saturday last week. The ZEC chair, Priscilla Chigumba whose Commission has pledged to closely monitor media coverage ahead of these by-elections is a former judge and she knows that section 155 (2) (d) of the Constitution exhorts the public media to grant fair and equal coverage to all contesting parties and candidates during elections.

We await to see whether there will be live coverage when Advocate Nelson Chamisa launches his party’s campaign at Zimbabwe Grounds in Highfield l, Harare, on Sunday ahead of the by-elections in March.

Any hope that independent television stations would fill the void and break the ZBC’s monopoly were dashed when the Broadcasting Authority of Zimbabwe doled out six television stations to the regime’s surrogates. It was certainly more of the same as the broadcasting sector too has now been POLAD-ised. Once again, the country’s military has shown its overarching hand across the body politic as the army are deemed to be stakeholders in two of the six companies granted television licences. The rest are simply the regime’s surrogates.

The military has direct interest in Rusununguko Media, directly owned by the Ministry of Defence. The same military is also said to have a stake in Fairtalk Communications which was also awarded a television licence. Fairtalk are already running Skyz Metro FM, a radio station based in Bulawayo. Other companies awarded television licences include my erstwhile work station, The Daily News, now fully captured to the extent that I am now embarrassed to be in any way associated with them. We are told a Mnangagwa ally, Harare’s Minister of State for Provincial Affairs Oliver Chidawu, is now one of the shareholders of The Daily _News’ Jester Media (Pvt) Ltd, which trades under the name 3K TV. Indeed, it is no jest Zanu PF is all over the so-called privately owned media houses, once the cradle of audacious journalism during our day. Zimpapers, which runs a newspaper stable and radio stations, was also unsurprisingly awarded a television licence.

Channel Dzimbabwe, owned by war veteran and former ZBC CEO Happison Muchechetere, is also part of the cast of the so-called independent players granted the six television licences. It is telling that our dear Happison recently contested and lost the Mash West Zanu-PF provincial chairmanship elections. Serial bed-hopper and Zanu-PF’s Goromonzi DCC’s Women’s League chairperson Sharon Mugabe’s Acacia Media Group, was also granted a television licence. Sharon is now wife to a Cabinet Minister and Zanu PF provincial chair for Mash East. That’s media plurality for you!

So much for Zanu-PF’s media reform and diversification crusade!

The public media and the disdain for Constitutionalism

The ZBC and the Zim papers group form part of the country’s public media that are funded by the taxpayer and have a higher obligation to comply with the Constitution and to prudently and impartially serve the diverse spectrum of Zimbabweans. Historically, the public media have operated as an extension of Zanu PF, dismally failing to give equal coverage to other political parties, a development that has become patently illegal with the advent of the new Constitution in May 2013.

Yet notwithstanding the new Constitution’s explicit provisions demanding that the public media be impartial, flight divergent views and grant equal coverage to all parties contesting in elections, the ZBC and Zimpapers have continued to behave as if the supreme charter of the of the land did not even exist. A year ago, we saw the public media willingly becoming Zanu PF’s propaganda megaphone by invading the privacy of Harare West MP Joannah Mamombe all in a vain hatchet job to lie to the world that she and her two colleagues had not been abducted.

For purposes of this instalment, it is pertinent to state that in July 2019, the High Court handed down a landmark judgement that pronounced that Zimbabwe’s public media were biased in favor of ZANU PF in the July 2018 elections and should strive to ensure that they comply with the Constitutional obligation that exhorts them to be impartial and to present divergent views.

It is trite to point out that in every election the Zimbabwe Broadcasting Corporation (ZBC) and the Zimbabwe Newspapers parrot the ZANU PF voice, even though they are required by the Constitution to be impartial as they are funded by the taxpayer.

Zimpapers and the ZBC are are by the far the largest media concerns in the country, owning several newspapers and electronic broadcasting stations between them. The two media houses are publicly-owned and they have an obligation to reflect the diversity of the very public that owns them by being impartial so as to ensure that Zimbabweans make informed choices, especially during elections.

At the centre of the demands by Zimbabweans in general ahead of next elections is the strident call for the implementation of a comprehensive reform agenda, including media reforms. Media reform must ensure that the public media do not embed themselves with ZANU PF but that they comply with the Constitution to truly become impartial and reflect the diversity of the very Zimbabweans who fund them and who they ought to prudently serve.

The advent of a new Constitution in 2013, made and affirmed by the people in a referendum, came with clear and explicit provisions that exhorted the public media to conform to the cardinal obligation to impartiality and presentation of divergent views. While the Constitution is clear, the public media have fallen far short when it comes to compliance.

The High Court last year ordered the public media to stick to the sacred strictures of Constitutionalism. In a landmark ruling, High Court judge Justice Joseph Mafusire ruled that Zimpapers and the Zimbabwe Newspapers had failed their Constitutional obligation for impartiality and presentation of divergent views in the election of 2018.

He ordered the public media to exercise impartiality and independence in the editorial content of their broadcasts and other communication. He said they should ensure that their communication does not show bias in favour of one political party and its candidates against the others.

Mafusire’s judgement reflects our simple demand since 2013; that the public media must remove themselves from the firm clutches of ZANU PF and must conform to the letter and spirit of Constitutionalism.

Even the region, SADC, had given the same order at its summit in Maputo on 15 June 2013 that Zimbabwe must not rush into an election until a conducive environment had been created in the country. The summit unambiguously urged the implementation of reforms, including media reforms, as a prerequisite for the 2013 plebiscite to be held credibly. However, ZANU PF had contrived the much-vaunted Mawarire case to stampede the nation into a rushed election without the institution of the requisite reforms.

At the centre of any truly free and fair election is a neutral and impartial public media that presents all the divergent political views to enable the electorate to make informed choices. However, in Zimbabwe, the public media have thrown best international practice out of the window and have embarrassingly been mere propaganda wings of ZANU PF—in flagrant and brazen violation of the supreme law of the land.

The Constitutional stipulations for impartiality

The Zimbabwe Constitution (2013) is clear that the public media ie. Zimpapers and the ZBC, must be impartial and must present divergent views. The ZBC is the country’s biggest broadcaster with a television channel and several radio stations. ZImpapers is the biggest print media house with two daily newspapers and several weekly titles, including provincial newspapers, as well as a radio station. Zimpapers are also among the frontrunners for a TV license if current indications are anything to go by.

Section 61 of the Constitution makes it clear that all broadcasting and other electronic media of communication have to be independent of control by government or any political or commercial interests. Section 61 (4) (b) and (c) of the Constitution are explicit that publicly-owned media of communication, such as the ZBC and Zimpapers, must be impartial and must present divergent views.

However, despite these clear and explicit provisions, the ZBC and Zimpapers have parroted the ZANU PF voice ad nauseam , ad infinitum , as if the sacred law of the land did not even exist. It is pertinent to point out that the 2018 election, to which Justice Mafusire’s judgment makes reference, was held under the so-called new dispensation that has tried to mislead Zimbabweans and the world that government has now adopted a new culture. In fact the regime has publicly committed itself to implementing a basket of reforms but current indications are that there are better chances of the Pope getting pregnant than anything like that happening.

Added to the provisions under section 61 is yet another provision under section 155 (2) (d) that specifically urges the State to:

provide all political parties and candidates contesting an election or participating in a referendum with fair and equal access to electronic and print media .

Thus, the behaviour and deportment of Zimpapers and the ZBC is steeped in clear, explicit and unambiguous Constitutional provisions. What we have seen over the years is a nauseating Zanufication of public media houses funded by the taxpayer, despite clear provisions that they must be fair, impartial and must present divergent views.

Justice Mafusire’s ruling has simply echoed these cardinal provisions and going forward, there has to be robust political pressure to ensure compliance with the exhortations of the sacred charter of the land. Any half-hearted, scarfed attempt will not wash.

That is the sole reason why the citizens are now itching for peaceful but robust political pressure to ensure the full implementation of a comprehensive reform package that, among other things, ensures strict compliance with the supreme law of the land.

The dictates of regional and international protocols

Zimbabwe is a member of the United Nations, the African Union and SADC. This makes the country a party to protocols such as the Universal Declaration of Human Rights, the Windhoek Declaration, the African Charter on Broadcasting and the SADC Protocol on Culture, Information and Sport. These declarations and protocols require that member States and public institutions respect human rights; especially freedom of expression, impartiality and reflection of divergent views.

The protocols also call for member States to create an enabling environment for media freedom, impartiality, pluralism and diversity. More importantly, most of the above protocols and declarations set minimum standards for the transformation of State broadcasters into genuine public service broadcasters (PSBs) that are protected against partiality and political interference and whose programming serve not the State but the public interest in its diversified sense. In this respect, the Mass Media Trust used to own all Zimpapers titles on behalf of the people of Zimbabwe. But the MMT was unprocedurally disbanded so that government could have direct, unfettered control to achieve partisan ends.

It is important to state that there is a world of difference between a State broadcaster and a public service broadcaster. A State broadcaster is owned and controlled by the State while a public broadcaster is owned and controlled by the tax-paying public. And the ZBC and Zimpapers are public-owned and not State – owned media houses. Or at least they are supposed to be.

In other countries such as South Africa, the board and senior management of a public broadcaster are employed through a public process that involves Parliament while in Zimbabwe, the State has taken over what in essence should be public as opposed to State institutions, in this case Zimpapers and the ZBC.

Our tenuous experience with the public media

Our experience with the public media has been grueling and tortuous. The public media, ie the ZBC and Zimpapers, have overtly and brazenly supported ZANU PF while excoriating and denigrating other political parties, even after the advent of a new Constitution in 2013 with its clear and explicit provisions urging them to be impartial and to present divergent views.

For example, in its survey of the 2018 elections, the Zimbabwe Election Support Network revealed that 91 percent of the stories in the public media gave positive coverage to ZANU PF, 9 percent of the coverage was neutral while negative coverage of Zanu PF was zero. Of the stories that covered the MDC, 89 percent were negative, 11 percent represented neutral coverage while positive coverage of the MDC stood at zero percent.

This represents unadulterated and embarrassing partiality.

During the 2013 election when we were still in the MDC , some of the MDC’s paid adverts were never flighted for no apparent reason. We engaged in running arguments with the ZBC after the adverts we had developed and submitted to the ZBC through our advertising agency were never flighted. Even though we had paid, they were not flighted and to date, the court case we filed against the ZBC has not been heard!

In some cases, the adverts we wanted flighted on specific days were delayed by several days. I was to learn through my moles at ZBC that the adverts were first submitted to a ZANU PF team then led by Jonathan Moyo to enable them to first develop counter-adverts before our own electronic adverts could be flighted. When they were eventually flighted, the ZBC would then immediately flight a counter Zanu PF advert admonishing the content in our advert , even in instances where our advert was appearing on radio or television for the very first time.

On 5 July 2013, the ZBC covered live ZANU PF’s election campaign launch at Gwanzura stadium in Highfield, Harare. On 6 July 2013, in my capacity as the spokesperson for president Morgan Tsvangirai and in the spirit of fair and equal coverage, I wrote to the ZBC requesting the same live coverage for our party’s election campaign launch at Rudhaka stadium in Marondera. The ZBC turned down the request before later agreeing to grant us live coverage provided we paid US$165 000, even though ZANU PF’s campaign launch had been covered for free.

We refused to pay. And we did not receive the live coverage, in blatant violation of the Constitution that calls for fair and equal coverage to all contesting parties and candidates.

Ironically, in its verdict after the 2013 polls, the African Union Election Observer Mission (AUEOM) report curiously deemed the poll free, fair and credible even after it had made the following damning assessment in its report:

The AUEM’s emphasis was on the function of the public broadcaster which has a central role in elections in terms of the AU Charter (2007) , to provide a platform for airing political messages or news coverage emanating from all political contestants .
Further , the Constitution of Zimbabwe provides fair opportunity for the presentation of divergent political views and opinions . In this regard , the AUEM noted that the national broadcaster tended to provide live and in-depth coverage largely to a single political party , Zanu PF .

Surprisingly, even after making this poignant observation of partisanship about the country’s sole broadcaster, the African Union still branded the 2013 polls as having been free, fair and credible.

The public media’s bias had been a long-drawn story even in previous elections. Ahead of the next plebiscite, the public media have to be stampeded into abiding by the supreme law of the land, whatever it may take. After all, one of our key five fights is defending the Constitution and Constitutionalism.

In 2018, even after the advent of a new Constitution with its explicit provisions calling for impartiality, the ZBC and Zimpapers operated simply as ZANU PF megaphones.

President Nelson Chamisa was given scant coverage, if any at all while all prime time viewing on ZBC and acres of space in the Zimpapers titles were accorded to Mr Emmerson Mnangagwa and ZANU PF.

This must stop now.

The public media’s embededness in ZANU PF

Not only did the ZBC and Zimpapers give more than ample coverage to ZANU PF and the ZBC. We even had the embarrassing situation in 2018 where journalists in these stables submitted their CVs expressing their wish to contest as candidates in Zanu PF primary elections against the ethics of journalism.

Journalists Tendai Munengwa and Andrew Neshamba both of the ZBC and Garikai Mazara of The Sunday Mail submitted their CVs and ran as candidates in Zanu PF primary elections. How could practising journalist claim neutrality in cases where they seek to run as candidates of political parties? Only last year, if we had not made noise, ZBC chief correspondent Reuben Barwe would have been the Zanu-PF Makoni DCC Secretary for Information and Publicity.

Once you decide to join a political party, you must leave this sacred profession, as I did on 28 October 2005 when I left my Chief News Editor’s role with The Daily _News_to join the MDC. That is what ethical and self-respecting journalists do.

The Way forward

The way forward is that we will be doing all it takes to implement a raft of comprehensive reforms and to ensure the public media complies with the Constitution. When we served as party spokespersons in the now redundant political formation, Fortune Daniel Molokele and I moved around various media houses meeting the top executives, including at the ZBC where we engaged them on a host of issues, including the unambiguous Constitutional dictates for impartiality and presentation of divergent views. They pretended to listen, but it was clear that compliance would take more than meetings and sermons.

The public media must simply serve the public in its diversity, without fear or favor. They must not only provide fair and equal coverage but must ensure the expression of divergent views.

Fifteen years ago, even before the advent of a new Constitution, the Media Institute of Southern Africa-Zimbabwe chapter exhorted our public media to present divergent views in line with international best practice:

Zimbabwe is a country with many voices and these must be allowed to express themselves as part of a holistic nation-building project that does not hold one view as better than the rest . The basic principle of election coverage or political reporting is that all contesting parties and candidates must be given equal opportunities to spell out their programmes to the electorate . In line with this principle , we recommend that in the coverage of plebiscites , the ZBC must give reasonable and equal opportunities to all political parties contesting the elections (MISA 2007:7).

Indeed, this is as it should be.

Conclusion

We are on the brink of a decisive moment in Zimbabwe. The citizens shall be taking robust practical steps to clamour for their rights.

The citizens of this country want reform but there can’t be any reform without reformers. And Mr Mnangagwa is definitely no reformer.

We, the citizens, shall be peacefully and constitutionally instituting various methods of political pressure to encourage the addressing of a host of issues, including a comprehensive reform agenda in the country.

We want genuine reforms, not a half-hearted scarfed attempt to hoodwink Zimbabweans and the international community. No to these feeble attempts to manicure and pedicure repressive laws in the name of reform.

They lied to the world that they were reforming POSA but the Maintenance of Public Order Bill turned out to be just but another POSA in a scarf!

Scarfed reforms will not wash. They are now claiming to be repealing AIPPA but the successor Bills are just as repressive, if not worse. As the late Eddison Zvobgo would say, the proposed legislation is bristling with arrows aimed at the very heart of freedom.

However , the pith of this instalment is that the ZBC and Zimpapers are compelling cases for Constitutional compliance and comprehensive reform.

And yet there used to be great men of the pen in the public media, great journalists such as Geoff Nyarota and the late Willie Dzawanda Musarurwa who understood that true role of the public media was to tell truth to power.

In one of his stinging editorials, Musarurwa wrote in a Sunday Mail editorial:

A psychophantic press , which showers government leaders with undeserved and worshipful adulation , is as good as Judas Iscariot . It eventually betrays those that it flatters and lulls them into a stupor of complacence and a false sense of infallibility .”

Rest in peace, gallant warrior of the pen!

In the meantime, we shall do all we can, including engaging in robust political pressure, to ensure comprehensive reforms are implemented and that the public media strictly comply with the letter and spirit of the dictates of the supreme law of the land.

We owe it to ourselves and to future generations!

Zanu PF Member Fired For Wearing Yellow Suit

By-Zanu PF has fired Former ZBC radio DJ Eric Knight for posting pictures on social media wearing a yellow suit.

The Nelson Chamisa led-party Citizen Coalition is using the yellow colour for Change.

Knight’s expulsion from the ruling party comes after he posted pictures of himself whilst wearing a yellow suit on Facebook which he captioned:

Advocate General Eric Knight says…I stand in solidarity with Zimbabwe’s citizens.

This is the right direction!

Mliswa Hero-Worships Grace Mugabe Queenpin

By- Norton MP, Temba Mliswa has hero-worshipped former Zanu PF Women’s League national treasurer Sarah Mahoka, who died Thursday.

Mahoka, a former Hurungwe East legislator, died in a traffic accident on Thursday evening at Buffalo Downs, just under 3km from her farm.

Mliswa served in Zanu PF together with Mahoka in Mashonaland West when he was the party’s chairman for that province.

Posting on his Twitter handle Thursday breaking Mahoka’s death Mliswa said Mahoka was a Lionness.

ZEC Sweats Over Rigging Reports

By- The Zimbabwe Electoral Commission has laboured to defend reports of the electoral body over tempering with the voters’ roll.

In a statement to the state media, ZEC said various social media messages attacking its credibility of the voters’ roll and accreditation processes were false.

The rebuttal of the allegations was issued by acting chief elections officer Mrs Jane Chigidji.

Mrs Chigidji said the allegations were baseless and meant to soil ZEC’s image and the country’s electoral processes.

Robbers Vanish With US$25 000 Safe

By- Police in Rusape are hunting for three robbers who allegedly stole a safe containing US$25 000 after breaking into the cash office at Rusape Steel Company.

The heist saw employees being arrested and interrogated for possible involvement in the case.

The suspects stole the safe after holding the security guard manning the chromodek and IBR manufacturing company captive.

Acting Manicaland provincial police spokesperson, Assistant Inspector Wiseman Chinyoka said the robbery occurred after midnight on February 12.
The security guard – Mr Clyde Nyamanyunzu (25) – of Mabvazuva, Rusape, was manning the main gate when the three armed robbers who had their faces covered with balaclavas stormed onto the property.
“Mr Nyamanyunzu was on duty manning the main gate alone when he was approached by three unknown male persons who were wearing face masks and holding iron bars.
“They manhandled the security guard, searched his trousers pockets and took his handcuffs which they used to handcuff him. He tried to resist and was hit with an iron bar once on the head,” said Assistant Inspector Chinyoka.
He said the robbers gagged Mr Nyamanyuzu’s mouth with a tape before dragging and tucking him beneath a parked lorry.
“Two of the robbers proceeded to the cash office, leaving one on guard. They used iron bars to forcibly open the office doors to gain entry. They stole a safe containing cash US$25 000 and drove away in an unidentified gateway vehicle that was parked outside, leaving the complainant under the lorry,” he said.
Later on, Mr Nyamanyuzu managed to remove the tape. With his handcuffs still on, he crawled to the guardroom, took his cellphone from the charger and called his employer, Mr Naison Sanaco (38).
Mr Sanaco made a report at Rusape Central Police Station.
Rusape Steel Products manufactures chromodek, gulvanised IBR, corrugated, Qtiles roofing sheets and gutters.
Investigations are in progress.
A distraught Mr Sanaco said all the employees who knew where they kept the money were taken questioning.
Mr Sanaco said the stolen money was the previous day’s takings and was due for banking on the fateful day.
Assistant Inspector Chinyoka appealed to anyone with information about the raid to contact their nearest police station.

By- A Bulawayo woman’s accidentally sent her nudes with another man to her lover.

Natasha Moyo, from Southwold suburb, sought to surprise her boyfriend Melusi Ncube with naked pictures of herself while appreciating all the time they have spent together, got more than what she had bargained for.

For her it all looked like the present of the saucy pictures had been very well received until her horrified lover asked her to check one of the images which featured another man’s private parts.

The incident, however, sounds like a terrible plot twist of a romantic comedy, but it really happened on Monday when love was in the air as affectionate lovebirds were celebrating Valentine’s Day.

To prove how much she loved Melusi, Natasha decided to send him saucy pictures of her naked body, but she didn’t realise that one of the photos she chose featured another man’s uncircumcised joystick.

Natasha was left mortified after she realised she had accidentally sent a picture of another man’s penis to her lover Melusi.
Shocked, the man decided to call it quits.
According to a source who declined to be named, the seemingly infuriated Melusi reportedly dumped his lover and subsequently called off their wedding.
His family too, reportedly supported his decision.
“They got engaged in December last year and were due to get married soon.
Things went smoothly until Monday, on Valentine’s Day when Natasha accidentally sent her lover nude pictures of another man’s organ.
“For Natasha it all looked happy until, her lover Melusi asked her to check one of the pictures which featured another man’s organ.
Her annoyed boyfriend quickly told her it was over.
“Natasha begged for forgiveness while explaining that the picture which she had accidentally sent was in her phone’s gallery and had been sent by one of the ladies from a salon WhatsApp group,” the source said.
Contacted for comment, Natasha cut the call soon after this reporter introduced himself that he was from B-Metro.
B-Metro also contacted Melusi and his mobile rang unanswered.
He also did not respond to text and WhatsApp messages sent to him.

Wife Smashes Huby’s Car Over WhatsApp

By – A Harare woman smashed her husband’s car after a row over her cellphone.

Tonderai Masenda’s car was reportedly damaged by his wife after he went through her mobile phone without her permission.

Witnesses, who spoke on condition of anonymity, said the wife was caught smiling into her phone whereupon her husband grabbed it and sped off.

“I just heard noise while I was walking along Harare Street so, because I love stories, I then rushed to where the noise was coming from,” a witness said.
“When I got there, the wife was still there but the husband had left. It is said the lady was over the counter on WhatsApp, smiling and giggling while the husband was standing at the door.
“The husband got jealous and walked towards his wife and grabbed the phone and ran away with it.
“The wife tried to run after the husband but it was already too late because the guy had already left. The lady, in anger, then started smashing the husband’s car.”
Contacted for comment, Masenda denied having his car damaged although this publication is in possession of pictures of the smashed vehicle.
“I don’t know what you are talking about; the car was never smashed,” Masenda said.
His wife’s phone was not available when H-Metro tried to get a comment from her.

Zanu PF Chipangano Founder Member’s Wife Faces Eviction

By- The late former deputy minister for Lands and Resettlement, Tendai Savanhu’s widow, Tendai, is facing eviction from her Glen Lorne Mansion.

Savanhu was also the founder of the Mbare based Zanu PF terror group, which used to terrorise opposition party members in Harare.

Mrs Savanhu recently got her property attached for failing to settle rental arrears.

The company owning her Glen Lorne mansion, obtained a High Court order for her eviction.

T and S Marketing, is a family company in which the house, number 1 High Saddle Close Folyjon Crescent, Glen Lorne, Harare, is registered under.
The widow is embroiled in an acrimonious legal combat with her late husband’s estranged wife who has teamed up with her children to disinherit the surviving spouse of the late Savanhu’s estate.

On the strength of a default judgement, T and S Marketing has set in motion processes to eject Tendai and her children who have been struggling to service their utility bills since the death of Savanhu.

Savanhu succumbed to Covid-19 related complications.
T and S Marketing was granted a default judgement after Tendai failed to show up at the High Court to oppose the application that sought her ejection.
“Whereupon after reading papers filed of record and hearing counsel, a default judgment be hereby entered against the Defendant,” reads the order that was granted last week on Thursday.
“Defendant (Tendai) and all persons claiming title through her from the premises known as House No. 1 High Saddle Close Folyjon Crescent, Glen Lorne, Harare, which premises belong to the Plaintiff be and are hereby evicted from the premises. Defendant to pay any outstanding electricity, water charges and levies over the above mentioned property.
“Defendant be and is hereby ordered to pay holding over damages in the sum of USD6500 or its equivalent at the official exchange rate calculated on the date to payment, per month representing the market rental payable for the property with effect from 1st of October 2021 and for each and every successive month or part thereof during which the Defendant and all those claiming occupation through her remain in occupation.”
The order further reads, “Interest on the above sums at the prescribed rate namely 5 percent per annum with effect from the date of summons to date of payment in full. An order declaring all movable property of the Defendant executable.”
On Tuesday last week, the messenger of court attached Tendai’s property for failing to pay electricity, water charges and levies.
The property attached includes carpet, microwave, three-piece sofas, two plasma televisions, double door fridge and 10 chairs.
According to the notice of execution the estimated values and actual values of the attached property will be determined on the auction date by the auctioneer.
Since November last year, Tendai has been embroiled in massive showdowns with her husband’s former wife Sabina Mashayamombe.
The widow dragged Sabina and her son Tatenda to the High Court on allegations of trying to disinherit her and her children.

Chiwenga Top Aide In Mysterious Death

By A- Vice President Constantino Chiwenga’s top Lieutenant Colonel Israel Mandizvidza has died.

Lt Col Mandizvidza died at West End Hospital on Wednesday after a short illness.

Chiwenga described him as a dedicated officer who served the country with distinction in a statement.

“Lt Col Israel Mandizvidza was a dedicated, loyal and patriotic officer who served in my office with unparalleled diligence as a Deputy Director,” he said.
“Israel was a versatile officer with an agile mind and disposition.
“By and large, he combined his rich military and academic background in the discharge of his duties. He paid meticulous attention to detail, a feat that made his work stand out among his peers and superiors. The void he has left will be difficult to fill.
“On behalf of the office and my behalf, I wish to convey my heartfelt condolences to his spouse Lister, children Tanatswa Ronia and Tavonga Gideon; the Mandizvidza family and the Zimbabwe Defence Forces on this sad loss. May you be comforted by the knowledge that he is now resting in a better place.”

Lt Col Mandizvidza was attested in the Zimbabwe National Army on January 1, 1995 as an Officer Cadet.

He was a holder of a BSC Honours Degree in Geo-Spatial Intelligence attained from the University of Zimbabwe.

Radiotherapy And Cancer Treatment

Cancer is one of the world’s leading causes of death, and its burden is growing. In 2021, the world crossed a sobering new threshold – an estimated 20 million people were diagnosed with cancer, and 10 million died. These numbers will continue to rise in the decades ahead. And yet all cancers can be treated, and many can be prevented or cured.

Care for cancer, however, like so many other diseases, reflects the inequalities and inequities of our world. The clearest distinction is between high- and low-income countries, with comprehensive treatment reportedly available in more than 90% of high-income countries but less than 15% of low-income countries.

Similarly, the survival of children diagnosed with cancer is more than 80% in high-income countries, and less than 30% in low- and middle-income countries. And breast cancer survival five years after diagnosis now exceeds 80% in most high-income countries, compared with 66% in India and just 40% in South Africa.

Furthermore, a recent WHO survey found that cancer services are covered by a country’s largest, government health financing scheme in an estimated 37% of low- and middle-income countries, compared to at least 78% of high-income countries. This means that a cancer diagnosis has the potential to push families into poverty, particularly in lower-income countries, an effect that has been exacerbated during the COVID-19 pandemic.

Closing the care gap

For all of these reasons, the theme for this year’s World Cancer Day is “closing the care gap”.

And fortunately, much is being done to bring quality cancer care to countries for which, up until now, it has been out of reach.

WHO’s efforts are focused on breast cancer, now the most common cancer; cervical cancer, that can be eliminated; and childhood cancer. The focus for each of these initiatives is low- and middle-income countries, where the biggest public health gains are to be made.

These integrated global cancer initiatives are being implemented by more than 200 partners around the world, including many development banks who have significantly increased their investments in cancer research, prevention and care.

National cancer centres: key to a comprehensive approach

Experience has shown the importance of national cancer centres in ensuring a comprehensive approach to cancer treatment. Bringing services for prevention, diagnosis, multidisciplinary treatment and supportive care together in one place makes it easier for patients to navigate services and leads to a greater concentration of expertise, and subsequently better health outcomes. Furthermore, cancer centres serve as training and research hubs, and in this way, help build country capacity and expertise.

Setting Up a Cancer Centre: a WHO-IAEA Framework, being released by the World Health Organization and the International Atomic Energy Agency for World Cancer Day, proposes a framework for both establishing a cancer centre and strengthening the provision of services in existing centres. Intended for policy-makers, programme managers and health professionals, it provides details of the infrastructure, human resources and equipment required for essential services, taking into consideration local context and resources available.

Facilitating decisions on screening

Screening is another important element of comprehensive cancer prevention and control but decisions on what to include in a cancer programme require consideration of a number of complex factors. To support decision-making on such issues in countries, WHO has just released A short guide to cancer screening. Increase effectiveness, maximize benefits and minimize harm.

Reinvigorated efforts to increase access to radiotherapy

Radiotherapy is among the most cost-effective, efficient and widely-used cancer treatments, and may be considered as a treatment option for an estimated half of cancer patients. Despite being a critical component of cancer care, however, worldwide access to radiotherapy is still inadequate, particularly in lower-income countries.

To reinvigorate efforts to address this problem, WHO is joining forces with the IAEA, as it launches Rays of Hope. This new project will prioritize a limited number of high-impact, cost-effective and sustainable interventions in line with national needs and commitment, starting in Africa.

Scale-up critical given the impact of the pandemic

Increased efforts to scale up high quality cancer programmes at international, national and community levels are all the more important given disruption to cancer programmes during the COVID-19 pandemic. In a survey published in October 2021, more than half of countries reporting indicated that cancer screening and treatment had been partially or completely disrupted during the pandemic.

By collaboration, commitment and solidarity, however, hope can be provided to the many millions of people for whom cancer treatment has in the past been little more than a dream.

Government Blocks Masvingo Youths From Registering To Vote

Tinashe Sambiri|Community Tolerance Reconciliation and Development( COTRAD) has expessed concerns about the snail-slow pace at which the registrar’s department is issuing national identity cards.

In a statement, COTRAD described the process of obtaining identity documents as dreadful.

Analysts say government is deliberately sabotaging the issuance of identity documents to prevent young people from registering to vote.

Securing national identity documents has become a dreadful experience for youth in Masvingo.

Securing national identity cards has become a horrendous experience for young people in Masvingo. This comes after the Registrar General’s office recently introduced the booking system. Through the system, and in order to be issued with a national identity card, one has to book for a future date. The information gathered by Community Tolerance Reconciliation and Development (COTRAD) currently shows that the Masvingo Registrar General’s office is already booking for March 2022 since February is fully booked.

The COVID 19 pandemic and the lockdowns resulted in disruptions in the issuance of national identity cards. The interruption increased pressure on the already overwhelmed Registrar General’s office following the uplifting of lockdown restrictions. Currently at Masvingo Registrar General’s office only 50 people are being issued with national identity cards per day and this implies that only 250 people are issued with national identity cards per week. However, the numbers are very low considering the population which requires the national identity cards.

COTRAD calls upon the Registrar General’s office to ensure easy access to national identity cards. Section 35 (3) (c) of the national constitution states that all Zimbabwean citizens have a right to identity documents issued by state. Booking system negatively impacts upon young people. The system implies that more trips to and from the Registrar General’s office are now a prerequisite for one to be issued with a national identity card. The first trip occurs during the booking and the second trip occurs during the issuance of the national identity cards.

This has resulted in more people crowding at the Registrar General’s office for the booking and the issuance of the national identity cards. The booking system is more consuming in terms of travelling costs to and from the Registrar General’s office. It is again time consuming in terms of time to book and time to be spent when being issued with the national identity cards. This comes at a time Zimbabwe Electoral Commission (ZEC) is conducting the mobile voter registration exercises in light of the impending 2023 general elections. This has resulted in very few young people registering to vote in Masvingo.

BREAKING: ZEC Suspends Officials Who Dished Out 2022 Voters Roll

The Zimbabwe Human Rights Lawyer, Obey Shaba, said officials who made the report disclosure have been sent home.

“ZEC has suspended officials who provided a stakeholder with a 2022 voters roll which unearthed serious irregularities leading to allegations of rigging on social media.”

The solicitor went on to explain the reasons for the suspension, saying:

“ZEC says the officials did not follow procedure in handing out the voters roll.”

It’s now imperative for Citizens Coalition For Change (CCC) to demand comprehensive political and electoral reforms from ZEC: CCC Namibia echoes!

Citizens Coalition For Change Namibia has the conviction that civil society, yellow democrats and human rights defenders must now pent up their political wrath charging towards Zec to deliver on the much anticipated comprehensive political and electoral reforms ahead of the historic poll in 2023. As an organic and visionary external assembly in the Yellow Revolution led by President Advocate Nelson Chamisa, we subscribe to the notion that change seekers in Zimbabwe and abroad should now challenge the Zanupf-controlled Zimbabwe Electoral Commission(ZEC) to implement reforms and cease to operate on a partisan basis.

Namibia district remembers that in 2018, the compromised Chairperson of ZEC Priscilla Chigumba confessed before parliament that at least 15% of their staff were former military officials.

This is incontrovertible evidence to state capture and weaponisation of ZEC to defend the unpopular Harare regime.

The deployment of former military personnel is a testament to their insatiable appetite to remote control the institution so that they could manipulate the will of the voters through unquestioned rigging. For free,fair and credible elections to be conducted, social democrats should advocate for the removal of all state functionaries in the purported independent body.

Moreover, in the past the military used to lurk in the shadows of politics but surprisingly, in the post-coup era the Zimbabwe Defence Forces are now openly involved in all aspects of politics with its former Army General Chiwenga Constantino appointed vice president after the coup. One automatic reason is that the army’s financial interests are directly centred on Zanupf’s political survival hence rigging will be inevitable. It is an open secret that the army had joined the Zanupf thieving racket as they are using their military prowess for the primitive accumulation of wealth, concealed and untaxed- interests in mining ,health, telecommunications and the media.

Furthermore, Citizens Coalition For Change Namibia maintains that independent media plays a pivotal and fundamental role in elections ,but Zimbabwe suffers from a Hitlerist censorship of press where state media displays pure bias in favour of the ruining party. We demand the independence of the media. Namibia district advocates for unbiased publicity especially during campaigns until results are out to the public domain. Zanupf should allow state media to cover all citizens in the so-called new dispensation.

Moreso, most judges are perceived as sympathetic to the satanic Zanupf ruining party’s interests because of its patronage network. We are quite aware of the fact that Malaba did not retire because he has another dirty task to defend Zanupf after stealing the voice of the people in 2023. Citizens Coalition For Change Namibia demands the independence of the courts. The judiciary should not take instructions from the Shake Shake Building. Same applies to the captured police and other state security agents. Law must not be weaponised or applied selectively. We advocate for equality before the law.

As the Yellow revolutionaries in Namibia, we absolutely challenge the deliberate change of polling stations between 2018 and 2022. It was unearthed that Zec has illegally transferred over 170 000 voters from their original constituencies and wards on the voter’s roll to be used for the March by-elections, a satanic endeavour to rig in favour of Zanupf as usual. This must be resisted with equal measure through massive peaceful protests as enshrined in the 2013 constitution. It’s high we demand transparency and accountability at Zec.

In a nutshell, we have seen high levels of human butchery,torture and forced disappearances of social democrats in Zimbabwe during and after elections. Our message to change seekers in the motherland is that revolutionary intellectuals should defend themselves against Zanupf Satanists and thugocrats. It is now time to show them they don’t have monopoly over violence. Let’s fight back if we are attacked by Zanupf militia. We are all bonafide citizens in Zimbabwe, we are equal before the law.

Govt In Fresh Threats Against Teachers

By A Correspondent- Government yesterday threatened to expel all striking teachers and school heads who fail to report for duty by Tuesday next week and replace them with college graduates and unemployed trained educators.

The threat came despite the High Court yesterday overturning last week’s suspension of educators by Primary and Secondary Education minister Evelyn Ndlovu.

Teachers dragged Ndlovu to the High Court after she summarily dismissed those who had not reported for work since schools opened for the first term on February 7 citing incapacitation.

But the Public Service Commission (PSC), in a statement, said teachers, who failed to report for work by February 22, would be deemed to have resigned from the civil service and would not be allowed to reapply.

Teachers and school heads, who are demanding the pre-October 2018 salary of US$540, have rejected the government offer of a 20% pay increase and US$100 cash to be deducted from their local currency salary component.

“The opening of schools has brought to the fore the importance of safeguarding the inalienable right of every Zimbabwean child to an education as provided for in section 75 of the Constitution,” the PSC statement read.

“Unemployed trained teachers, university and college graduates in the sciences, engineering, vocational areas and other disciplines who are interested in joining the teaching profession should ensure that they are registered at the nearest district education offices as the recruitment process shall begin soon after February 22, 2022.

“Those reporting for duty but not teaching will also be deemed to have resigned. Those deemed to have resigned shall not be eligible for this recruitment. Government has taken the position that it will now work with those who demonstrate their commitment by performing their duties at all times to serve the nation.”

Teachers’ representatives said they would fight for their rights.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe said: “We warned the government that it was going to be an uphill task to call teachers to schools without paying them first. Teachers are incapacitated and we need a comprehensive roadmap to be followed in addressing our issues.”

The PTUZ also petitioned Education International, a global federation of teachers’ trade unions which is headquartered in Brussels, Belgium, where President Emmerson Mnangagwa is attending the European Union/African Union summit, to intervene to resolve their impasse with the government.

“We are requesting Education International to intervene on our behalf and engage the government of Zimbabwe to avert a labour crisis.  It is important to note that the government can afford to act in blatant disregard of normal labour relations with workers because it has consistently failed to adhere to International Labour Organisation Conventions 151 and 154 which obliges it to adhere to good labour relations,” the PTUZ letter dated February 15, read.

Federation of Zimbabwe Educators Union chairperson Obert Masaraure said: “The employer cannot resign on behalf of the employee. Government is in a clear state of confusion.  Our members remain incapacitated despite the government threats that they will fire those who cannot attend duty. We have already taken steps for our legal action against the goverment directive.”

Legal expert Tawanda Mapuranga said government’s decision had no legal backing.

“It’s a silly decision, it is legally incompetent. It is a decision that has been motivated by political interests. The government cannot give an order on a blanket level like that. Legally, they have to start at an individual level. ”

Parents that spoke to NewsDay yesterday said the government ran the risk of employing inexperienced teachers, compromising education standards.

Meanwhile, High Court judge Justice Fatima Chikapamambo Maxwell set aside the suspension of teachers which was announced by Ndlovu last week. This was in response to a court application by the Amalgamated Rural Teachers Union of Zimbabwe (Artuz) seeking nullification of Ndlovu’s statement which suspended teachers.

Artuz was represented by Noble Chinhanu and Tatenda Zvobgo of the Zimbabwe Human Rights NGO Forum.

In her ruling, Justice Maxwell declared: “The Press statement by the respondent is hereby declared to be unconstitutional and unlawful and is hereby set aside in its entirety.

Ndlovu did not file an opposing submission. She also did not attend the hearing and was ordered to meet the cost of the suit.-newsday

Mujuru In Soup Over Forgery

By A Correspondent- Former Vice-President Joice Mujuru has been taken to court by her step-daughter on allegations of forging company documents to claim ownership of her late husband, Solomon Mujuru’s business empire.

Mujuru’s step-daughter, Nyasha Noreen Nyorovai Dei Campo nee Mujuru, filed papers at the High Court accusing Mujuru of altering the documents for Dahaw Trading (Private) Limited, a company which has a 39,55% controlling stake in brick production company, Willdale Limited, which is listed on the stock exchange.

Dei Campo is seeking an order to stop the disbursement of the company’s 2020-2021 dividends to Mujuru, who is cited as the first respondent in the application.

In the application, Dei Campo sued Mujuru together with her daughters Kumbirai, Chipo and Kuzivakwashe.

Accounting firm, Vali Chartered Company Secretaries is listed as the fifth respondent, while the Registrar of Companies and Willdale Limited are cited as sixth and seventh respondents, respectively.

Dei Campo wants the court to prohibit Willdale Limited from disbursing the dividend due to Dahaw Trading directly to Mujuru until the finalisation of the shareholding wrangle.

She said she was appointed as the director for Dahaw (Pvt) Ltd by her late father, Solomon, who was the only shareholder in the company, in 2014.

“On September 11, 2005, my late father transferred 20 000 shares in the company to me,” Dei Campo said.

“During that time, my late father also transferred various shareholdings to me and my three siblings in various companies, among them Rylance Farms Pvt Ltd, Kalmic Investments (Pvt) Ltd and Athienitis Properties (Pvt) Ltd and many others.

“The third respondent was given the majority shareholding in most companies as she was the apple of our father’s eye. To put the court into perspective, the first respondent (Mujuru) was never appointed shareholder or director in any of my late father’s companies.”

The applicant is also seeking a court declaration that the unilateral alteration of the shareholding structure of Dahaw Trading by Vali Chartered Company Secretaries was null and void.

She also wants the court to nullify the appointment of Mujuru and her daughters as directors and shareholders of Dahaw.

Dei Campo wants the Registrar of Companies to cancel the CR6 and CR11 filed with Vali Chartered Company Secretaries.

Tropical Emnati Heads Towards Indian Ocean

By A Correspondent- A severe Tropical Storm Emnati has formed and is tracking westwards in the Indian Ocean.

As of February 17, 2022, at 16:00 MUT, the storm’s center of circulation was approximately 1006 km (625 miles) northeast of Port Louis, Mauritius.

Forecast models indicate the system will strengthen as it tracks firstly westwards then west-southwestwards, becoming a tropical cyclone before passing to the north of Mauritius and Reunion between February 19 and 21.

Although Emnati’s center of circulation is currently forecast to pass around 400 km (249 miles) north of Mauritius and Reunion, the islands are still likely to be impacted by strong winds, rough seas, and heavy rainfall as the storm system passes.

Emnati is forecast to weaken slightly as it continues to track west-southwestwards towards Madagascar’s east coast and is currently expected to make landfall over central Madagascar as a tropical cyclone late February 22.

Some uncertainty remains in the track and intensity forecast, and changes could occur in the coming days.

On February 17, the Mauritius Meteorological Services issued a cyclone warning class 1 (the lowest level on a four tier-scale) for Rodrigues Island. Heavy rainfall, thunderstorms, strong winds, and rough seas are forecast to impact the island from late February 17 through at least February 18.

Authorities will likely issue new warnings or update existing advisories throughout the system’s progression in the coming days.

Sustained heavy rainfall could trigger flooding in low-lying areas and those with easily overwhelmed drainage systems. If weather conditions prove hazardous, localized evacuations, flash flooding, and landslides are possible.

The inclement weather could trigger localized business, transport, and utility disruptions and render some bridges or roadways impassable. Flight disruptions at airports on the affected islands and temporary closures of ports are also possible.

Stagnant pools of water during and after flooding increase insect- and waterborne diseases, such as dengue fever, cholera, and malaria. Exposure to raw sewage and other hazardous materials mixed with floodwaters poses a serious health threat.

Members of the public are advised to activate contingency plans in areas where officials forecast tropical storm conditions. They’re also advised to:

  • Heed any evacuation orders that may be issued.
  • Use extreme caution in low-lying coastal areas and near streams, creeks, and other waterways due to the potential for severe flooding and storm surge.
  • Stockpile water, batteries, and other essentials in advance.
  • Charge battery-powered devices when electricity is available; restrict the use of cellular phones to emergencies only.
  • Power down mobile devices when not in use.
  • Keep important documents and necessary medications in waterproof containers.
  • Observe strict food and water precautions, as municipalities could issue boil water advisories following flooding events.
  • Take precautions against insect- and waterborne diseases in the coming weeks.
  • Plan accordingly for protracted commercial, transport, and logistics disruptions in areas in the path of the storm, especially if the vital infrastructure is damaged.
  • Seek updated information on road conditions before driving or routing shipments through areas where flooding has occurred. Confirm flights before checking out of hotels or driving to the airport; clearing passenger backlogs may take several days in some locations.

Mwonzora’s Aspiring Councillor Faints After Losing To CCC Candidate

By A Correspondent- Mutare councillor Farai Bhiza (MDC Alliance) who was acting mayor yesterday fainted at the Mutare Civic Centre after he lost mayoral elections to lawyer, Simon Chabuka, who contested the elections under the ticket of the Citizens Coalition for Change (CCC) party led by Nelson Chamisa.

The mayoral elections were held to replace former Mutare mayor Blessing Tandi, who was recalled last Friday by the MDC Alliance led by Douglas Mwonzora.

Bhiza was acting mayor before yesterday’s elections, which resulted in him losing the seat to Chabuka by six votes to five.

Mutare has 11 remaining councillors after seven of them were recalled.

The seven vacant council seats are up for grabs during the March 26 by-elections.

Bhiza was reportedly confident of winning the elections, which he contested under the MDC Alliance ticket.

Council spokesman Spren Mutiwi confirmed Chabuka’s win yesterday.

“It’s true that we have just finished our elections and I have won,” Chabuka said.

A councillor, who attended the meeting, said Bhiza fainted when the results of the mayoral election were announced.

“It’s sad that councillor Bhiza fainted after the announcement of the mayoral election results.  He had to be attended to by council paramedics and nurses from the city health department. He is, however, now safe,” the councillor said.

CCC Manicaland provincial spokesperson David Panganai said he was happy with Chabuka’s win.

“Our councillors voted wisely and councillor advocate Chabuka managed to win. Our councillors also told me that councillor Bhiza collapsed in the chambers after the announcement of the results,” Panganai said.

Efforts to get a comment from Bhiza were fruitless.-newsday
