Chiefs Storm Out Of Council Meeting

By- Five chiefs have stormed out of a meeting with the Tsholotsho Rural District Council councillors after one of the councillors accused them of politicking.

This event happened last Thursday after the councillors said the chiefs lied to the Government on the procedures that were followed, leading to the slashing of elephant trophy fees from US$40 000 to US$10 000.

The councillor, from Ward Eight, Christopher Sibanda, claimed the chiefs were trying to impose their preferred persons as councillors.

First to walk out of the meeting at the council chambers was Chief Gampu, who signed on behalf of the chiefs, the hard-hitting letter that also accused some councillors of corruption that has seen them acquiring unexplained wealth soon after the jumbos were sold.
A council insider told Chronicle that Cllr Sibanda, representing councillors, first read the letter that the chiefs wrote to the Minister of Local Government and Public Works July Moyo complaining about how the council handled the whole elephant trophy sales issue and corruption claims. After finishing, he then shot from the hip and accused the cultural custodians of politicking and misrepresenting facts to the Government.
“Everyone inside the Chambers was taken aback except a few councillors because before the meeting councillors had a short caucus chaired by council chairman Esau Siwela where they agreed not to bow down to the demands of the chiefs. After those utterances by Cllr Sibanda, Chief Gampu, who was the signatory to the letter, immediately walked out of the room in clear anger as he felt the insult was directed at him,” said the insider.
As the drama unfolded, there was a brief moment of silence before Cllr Siwela requested the District Development Coordinator (DDC), Mr Aaron Gono to engage the traditional leaders, the source said.
The discussions between Mr Gono and the four chiefs, Chief Siphoso, Chief Mathuphula, Chief Tategulu and Chief Magama, were held outside the council chambers but yielded no positive outcome as the Chiefs told Mr Gono that they could no longer continue with the meeting since one of them had already walked out and showed no intentions of returning.
“The chiefs went back to the Chambers, collected their diaries and drove off,” said the source.
Contacted for comment, Chief Magama confirmed that the meeting did not end well but said he could not add more “because council has dispatched a delegation to apologise to us. ”
Cllr Siwela also confirmed the unusual scenario and said that he apologised on behalf of the councillor whom he chose not to name.
“Indeed, we had a meeting with the chiefs and committees for natural resources and the Campfire project. I think at the start of the meeting there was a comment from one councillor who said they have been doing a lot for the chiefs from Campfire funds so they must not claim that nothing was being done for them.

“He then went on to say the chiefs must not criticise councillors as if they have their own people that they want to be councillors. I think that was an unfortunate statement. I apologised on his behalf but it seems that statement did not go down well with Chief Gampu who walked out of the meeting. Chief Tategulu said the meeting must stick to the agenda instead of dwelling on unrelated issues.

“However, Chief Mathuphula said before the meeting could continue, the councillor must first withdraw his statement which was done but Chief Siphoso said while the withdrawal had been done the meeting could no longer continue in the absence of Chief Gampu,” said Cllr Siwela.
Mr Gono said the chiefs walked out because they felt they were being attacked, belittled and disrespected by their subjects, especially when the whole agenda of the meeting was basically meant to bring the two parties together.
“What happened was really so unfortunate, the meeting was meant for the two parties to smoke the peace pipe but the chiefs felt attacked by utterances from the Ward Eight councillor, in particular, Chief Gampu because he was the one who signed the letter on behalf of the other chiefs.
“This meeting also came following recommendations by the Local Government and Public Works Deputy Minister Marian Chombo but unfortunately, an unexpected situation happened,” said Mr Gono. Chronicle

Teachers’ unions on Sunday expressed anger over Finance and Economic Minister Mthuli Ncube’s claims that the Government has done a lot to improve teachers’ conditions of service.

Last week Ncube told Parliament that teachers were never paid US$540 before October 2018 when the Government effectively brought to an end the policy that had placed bond notes at par with US dollars.

Teachers and other civil servants are demanding the restoration of their pre-October 2018 salaries.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe accused Ncube of creating falsehoods. Said Majongwe:

He can’t create falsehoods. If he isn’t aware that we earned US$540, he can go back to government files and see that.

Soon, we’ll be told that we are not Zimbabweans. The so-called middle-income economy can’t be achieved without teachers.

Our families are here and we want the country’s wealth to be shared equally.

Educators Union of Zimbabwe secretary-general Tapedza Zhou told NewsDay that it was Ncube who was misleading the nation. He said:

Mthuli Ncube should not misinform the nation and himself as well by some cheap semantics.

To then claim that they have done a lot to improve salaries for civil servants when he presided over the loss of value for the local currency makes us want to know if the minister is good at addition and subtraction.

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure accused Ncube of arrogance. He said:

The statement is reckless and hinges on arrogance. It is a fact that the cost of living is rising both in US$ and local currency terms.

Zimbabwe Union of School Heads secretary-general Munyaradzi Majoni said:

The statements are not only untrue but unfortunate. We don’t know the technical explanations he will use to justify his false assertion on pre-October 2018 salaries. – NewsDay

Senior CCC Official Arrested

Opposition Citizens Coalition for Change secretary general for Manicaland was Sunday arrested for addressing a political gathering in Doradombo at Mambondiyani mountain.

Godfrey Mubatsa, was reportedly picked up for contravening Section 7(5) of Maintenance of Peace and Order Act (MOPA) in a dramatic detention where he sacrificed himself for other 19 political activists.

Sources say Mubatsa is being held at Mutare Central Police station.

It is reported he offered to be arrested and shield his colleagues who also participated in the exercise to charm the rural electorate ahead of 2023 elections.

Manicaland police spokesperson Inspector Nobert Muzondo he was not aware of the arrest.

Muzondo said the Law-and-Order section would confirm as he warned against possible politicisation of the arrest of opposition figures.

CCC provincial spokesperson David Panganayi confirmed the arrest stating that the party was refuting police claims, while an internal fact-finding mission is underway through liaison with its structures to get concrete evidence on the matter without pre-emptying the accused defense in courts.

Panganayi said political persecution of the party’s leadership was common cause of police actions.

He said there was selective application of the law and targeted assaults.

He also said the police are working in cahoots with the ruling Zanu-PF, in well-orchestrated manhunts to thwart opposition programs in rural areas.

“It is true that Mubatsa was arrested yesterday and we understand it was for allegedly addressing a gathering that was not cleared.

“While I don’t have sufficient details, it is still sketchy but we have information that he is detained at Mutare central pending appearance before Mutare Magistrate,” he said.

Latest On Chinhoyi Horror Crash

By- The Zimbabwe Republic Police (ZRP) said that (4) people died in a Zupco bus accident this morning.

ZRP said this was contrary to their earlier statement indicating that seven (7) people died in the horror crash.

In an update on the accident on Monday afternoon, ZRP said that 67 people were injured in the accident. Police said:
Update on the fatal RTA which occurred today at around 0745 hours at the 101 km peg along Harare-Chirundu Road between Banket and Chinhoyi near Dondo River Bridge.
The ZRP wishes to advise the public that after a full scene attendance by police officers on the ground and verification, the death toll is now confirmed to be 4 with 67 people being injured.
Earlier on Monday, ZRP issued a statement saying two Zimbabwe United Passenger Company (ZUPCO) buses collided head-on at the 101 km peg along the Harare-Chirundu Road at 7.45 AM. Read the statement:

The ZRP confirms a fatal road traffic accident that occurred today (23/05/22) at 0745 hours at the 101 km peg along the Harare-Chirundu Road between Banket and Chinhoyi near Dondo River Bridge where seven people died after two ZUPCO buses collided head-on.
The 1st ZUPCO bus tried to overtake a haulage truck on its way to Banket whilst the other ZUPCO bus was proceeding in the opposite direction.
Both drivers died on the spot and were trapped under the buses while five passengers died and were taken to Chinhoyi Provincial Hospital for post-mortem.
32 passengers sustained serious injuries and are receiving treatment at the same hospital.

Bulawayo Man Arrested For Exposing Genitals To Church Women

A man from Bulawayo was arrested last week after he entered a church building and dangled his male organ in front of two women who were cleaning the place of worship in the North End suburb.

The suspect, Gabriel Tshalibe, whose age and address were not given, allegedly exposed his genitals to Sipho Ndlovu (62) from Pelandaba West suburb and her churchmate Ntombizodwa Tshabalala.

Allegations are that on 17 May 2022, at around 1 PM Ndlovu and Tshabalala were at the Centre of Miracle Church of Christ in North End suburb cleaning.

It is further alleged that Tshabile approached the two women and then unzipped his trousers and pulled his privates out of his pants in their full view.

Tshabile allegedly approached the women while holding his organ, prompting them to flee to their pastor Emmet Ndlovu’s house which is located a few metres away from the church.

The two women told their pastor what had transpired and the pastor quickly phoned members of the neighbourhood watch committee who immediately came to the church.

Tshalibe who had left the scene was apprehended along Athlone Avenue while on his way to town and they took him to ZRP Kumalo.

Tshalibe appeared before Bulawayo magistrate Nomagugu Maphosa facing a charge of public indecency.

He was not asked to plead and was remanded in custody to 2 June.

WarVet Number Shoots Up from 34,000 To 142,000

The number of war veterans has more than quadrupled from 34 000 in 1997 to over 142 000 this year following a government decision to compensate more ex-freedom fighters, with critics warning that the move could have long-term repercussions for the economy.
The number now includes ex-political prisoners, detainees and restrictees from the war that led to independence from Britain in 1980.

Critics say the compensation is meant to grease them to support the ruling Zanu PF party ahead of the 2023 general elections.

Zanu PF has since 2000 been accused of using the war veterans in violent campaigns in a bid to retain power.

Buckling under pressure from the militant ex-combatants, the late former President Robert Mugabe administration paid them a once-off $50 000 (US$4 300) in 1997, which sent the Zimbabwe dollar crashing in what was later dubbed as Black Friday.

When the war veterans were paid their gratuities, some of them claimed that they had sustained 99% injuries during the war and yet they had no visible disabilities.

In a recent statement, Defence and War Veterans minister Oppah Muchinguri stated: “In terms of section 8 of the Veterans of the Liberation Struggle Act, those who were successfully vetted, 144 200 are deemed to be provisionally successful until their names are published in the Government Gazette for 30 days.”

Muchinguri said if there were no representations days against their accreditation after 30, those registered would be deemed accredited.

Zimbabwe National Liberation War Veterans Association chairperson Christopher Mutsvangwa did not respond to questions from NewsDay yesterday saying he was in a meeting.

Last year, some war veterans were arrested after protesting in the Africa Unity Square in Harare over poor living conditions and gratuities.

Despite that the 2022 national budget did not provide for war veterans’ gratuities, the ex-combatants are assured of compensation as the country heads towards the 2023 elections.

Political commentator Farai Gwenhure said the ruling party was going back to its default setting of dishing out trinkets to war veterans in exchange for retaining power.

“When Zanu PF starts to talk about the welfare of war veterans, know that it has been cornered. The war veterans have been the mainstay of the ruling party,” he said. “It is sad that the war veterans continue to be used and abused by a few people who want to retain power at all costs.” –Newsday

CCC Zaka Members Granted Bail

Tinashe Sambiri| Four CCC members who were arrested in Zaka on Saturday have been granted RTGS 10 000 bail each.

The four were arrested for “convening a public meeting without approval of regulatory authority.”

Johannes Chongore, Manners Mundoga ,Method Gwangwava and Tendai Machisani were arrested and taken to CID Law and Order Masvingo.

They appeared before Masvingo Magistrate Farai Gwitima on Monday morning.

Their lawyer Martin Mureri said :”We have successfully applied for bail and the four will back in court on June 22 .
They are accused of convening a public meeting without approval of regulatory authority,” said Mureri.

In a statement CCC denounced the harassment of innocent party members.

China Sponsors ZANU Youths

The Chinese Communist Party (CCP) has sponsored 20 Zanu PF youths to attend an ideological exchange programme in Tanzania.
Addressing youths and some Zanu PF supporters during the send-off ceremony held at the party headquarters in Harare yesterday, Zanu PF secretary for finance Patrick Chinamasa urged the youths to be good ambassadors.

He said they would be trained at the Julius Nyerere School of Ideology in Tanzania, where they would meet other liberation movements.

The ideological exchange programme is set to begin today in Dar es Salaam, Tanzania.

“The Chinese Communist Party always wants us to remain on the revolutionary path and they are sponsoring the 12-day seminar,” Chinamasa said.

Former Zanu PF deputy secretary for youth affairs Tendai Chirau, who is leading the delegation, said: “Former liberation parties will share ideas. Zanu PF is based on ideology and we have always worked with such liberation movements. Remember the Communist Party of China provided weaponry and military training to our comrades so that we attain the independence we are enjoying today. We have Frontline States like Frelimo from Mozambique which are going to be part of the leadership training, and we have worked with such liberation movements.”

Chirau said the leadership training was very important as it fit well with the Africa Day agenda on May 25.

Some of the liberation movements attending the 12-day seminar are Tanzania’s Chama Cha Mapinduzi, The People’s Movement for Liberation of Angola and the South West African People’s Organisation of Namibia, among others.— Newsday

Mnangagwa Gangs Up With Dictator Masisi for Protection At Davos

Emmerson Mnangagwa, in Davos attending the World Economic Forum, has ganged up with Botswana’s Mokgweetsi Masisi and several other dictators.

The development means Mnangagwa is saved from hard hitting questions.

Mnangagwa will co-chair a breakfast discussion around Africa Continental Free Trade Area (AfCFTA).

Mnangagwa will co-chair the session alongside with Botswana President Mokgweetsi Masisi, Namibia President Hage Geingob, Rwanda President Paul Kagame and Nigeria Vice President Yemi Osinbajo.

Running under the theme “Friends of the African Continental Free Trade Area”, the breakfast meeting will explore how public-private partnerships can support the implementation of AfCFTA.

AfCFTA is comprised of 55 countries with a population of 1,3 billion and combined GDP of about US$3,4 trillion, making it the largest free trade area in the world, both by area and by the number of countries.

The World Bank estimates that, if implemented properly, by 2035 AfCFTA is set to lift 30 million Africans out of extreme poverty and 68 million from moderate poverty.

The same World Bank study finds that the AfCFTA has the potential to increase intra-African trade by 81 percent by 2035. Currently, 54 of the 55 African countries have signed the agreement, and 41 countries have ratified it.

Zimbabwe is finalising its tariff offer under AfCFTA and hopes to reap huge trade benefits under the agreement, according to Industry and Commerce Minister Dr Sekai Nzenza, in a speech last month.

President Mnangagwa interacts with Zimbabweans living in Switzerland on arrival in Zurich for the World Economic Forum (WEF) yesterday.

Mr Borge Brende, the President of the World Economic Forum, will moderate the session while closing remarks will be delivered by Ms Vera Songwe, executive secretary of the United Nations Economic Commission for Africa.

Later in the day, President Mnangagwa is expected to deliver opening remarks at a workshop themed “Unlocking New Investment and Services Markets”.

The workshop comes as vast sums of money are available for productive investments in emerging markets, but due to regulatory bottlenecks “this capital is not flowing to where it is most needed”.

The workshop will thus explore how public-private collaboration can accelerate the scale and impact of investment in emerging markets.

Another event where President Mnangagwa will participate is a roundtable on Restoring Peace and Order amid intensifying geopolitical fractures undoing progress on key global goals.

Mid-morning, the President will attend another informal gathering of world economic leaders roundtable discussion on “Resilience for Sustainable Growth”.

The discussion, to be attended by political and economic leaders alone, without the media, will focus on the conflict in Ukraine, the Covid-19 pandemic and the effects of climate change on the “brittle nature of food systems, global supply chains and energy networks”.

Participants are expected to come up with steps necessary to build greater resilience at both the global and national levels.

Speaking ahead of tomorrow’s packed programme, Stuart Comberbach, Zimbabwe’s Ambassador and Permanent Representative to the United Nations and other international organisations in Geneva, Switzerland, said the WEF is a very important forum for Zimbabwe and the fact that Zimbabwe was invited means it is being recognised among the international community of nations.

He said the WEF is not for speeches, “which are actually actively discouraged”, but interactive discussions that proffer strategies and solutions.

The whole idea is to allow participants to be very open and honest on the challenges being faced globally and what can be done to address them, according to Ambassador Comberbach.-state media

WHO Closely Monitors Monkeypox

WHO and partners are working to better understand the extent and cause of an outbreak of monkeypox. The virus is endemic in some animal populations in a number of countries, leading to occasional outbreaks among local people and travelers. The recent outbreaks reported across 11 countries so far are atypical, as they are occurring in non-endemic countries.

There are about 80 confirmed cases so far, and 50 pending investigations. More cases are likely to be reported as surveillance expands.

WHO is working with the affected countries and others to expand disease surveillance to find and support people who may be affected, and to provide guidance on how to manage the disease.

We continue to convene meetings of experts and technical advisory groups (such as the meeting today of the Strategic & Technical Advisory Group on Infectious Hazards with Pandemic and Epidemic Potential [STAG-IH]) to share information on the disease and response strategies.

WHO continues to receive updates on the status of ongoing outbreaks in endemic countries.

Monkeypox spreads differently from COVID-19. WHO encourages people to stay informed from reliable sources, such as national health authorities, on the extent of the outbreak in their community (if any), symptoms and prevention.

As monkeypox spreads through close contact, the response should focus on the people affected and their close contacts. People who closely interact with someone who is infectious are at greater risk for infection: this includes health workers, household members and sexual partners.

Stigmatizing groups of people because of a disease is never acceptable. It can be a barrier to ending an outbreak as it may prevent people from seeking care, and lead to undetected spread.

As the situation is evolving, WHO will continue to provide updates we learn more.

PVO Bill Dismissed As An Act Of Terrorism Against Citizens

Opposition legislators have rubbished the Private Voluntary Organisations Amendment (PVOs) Bill describing it as an act of terrorism against citizens.

The MPs believe the Bill, currently at the Second Reading Stage in the National Assembly, will stifle operations of non-governmental organisation that have been assisting vulnerable communities.

Other critics of the Bill have also dismissed it as unconstitutional and a piece of legislation aimed at abolishing civil society organisations and their operations in Zimbabwe.

Government, however, says the Bill will help curb money laundering.

Contributing to debate on the Bill last Thursday, Norton legislator Temba Mliswa (Independent) said: “The citizens of Bulawayo are saying by passing this Bill, the government will be doing an act of terrorism against its citizens because right now they have nothing; they have no food, they cannot send their children to school and this is the role that the NGOs and the PVOs are playing in the country. I implore Justice minister Ziyambi Ziyambi that this Bill must not see the light of the day, if he cares about citizens.”

Bulawayo proportional representation MP Jasmine Toffa (Citizens Coalition for Change) said the Bill was being crafted at a time when people in places like Bulawayo were not given the opportunity to air their views on its provisions.

“During public hearings in Bulawayo, there was a lot of chaos. The citizens of Bulawayo were not given an opportunity to air their views. There were people who were sponsored to create chaos. It was said that the non-governmental organisations and the PVOs are committing acts of terrorism against the government,” Toffa said.

Government gazetted the PVOs Amendment Bill in 2021 saying the amendments will align the existing PVO Act with the financial Action Task Force recommendations against money laundering and financing terrorism.

But NGOs have said about 18 000 jobs will be lost if the Bill sailed through Parliament as it sought to give government too much power to regulate and silence them against speaking out on corruption and human rights abuses, and demanding transparency and accountability.

Dzimbanhete was an active change champion in Rugare .

Police Arrest 12 Conductors At Beitbridge Border Post

By-The Police have announced the arrest of 12 bus conductors for trying to bribe police officers who were implementing an operation code-named “No To Cross Border crimes” in Beitbridge.

This comes as South African police have expressed concern over an increase in the smuggling of stolen goods from South Africa to Zimbabwe, or vice versa, through the Beitbridge Border Post.

Buses have been smuggling people or goods, through the Beitbridge Border, especially during the rainy season, when the Limpopo river will be flooded.

As of May 4, police had arrested more than 150 000 people under the operation targeting cross border crimes.
Police in Beitbridge were offered cash amounting to R4 150 plus US$23 by bus conductors.
“On 20/05/22, members of the National Taskforce attached to ‘No To Cross Border Crimes,’ in Beitbridge arrested 12 bus conductors, Proceed Mugadza (34), Mahsya Darlington (45), Titos Nyagara (55), Anyway Chizombe (39), Edmore Mavhiza (50), Blessing Gune (32), Previous Nyangoro (45), Laston Katsande (41), Elvis Mashira (34), Kudakwashe Ndlovu (42), Peter Muronza (34) and Onias Mungwanda (37) for bribery at Bubi Roadblock along Beitbridge-Masvingo Highway,” police spokesperson Assistant Commissioner, Paul Nyathi, said.
“The suspects had offered to bribe the police officers by offering them various amounts of cash so that the buses could be allowed free passage without being searched.
“The total amount of cash offered as bribe is R4150 and US$23. Investigations are in progress”
Meanwhile, police in Harare are investigating a case of robbery which occurred at a company along Shamwari Road, Mt Hampden.
“Eleven suspects, who were armed with unidentified rifles, iron bars and machetes, pounced on five security guards who were on duty before tying their legs and hands with shoe laces as well as ropes,” Ass Comm Nyathi said.
“The suspects stole five cellphones and Z$206 from the security guards.
“They also stole 25mm by 1000 metres plain copper cable and 50-metre armoured cable all valued at US$24 280.
“Anyone with information to contact any nearest police station.” H Metro

Chamisa Mourns Youthful Lupane Chief

By-The opposition CCC has expressed shock over the death of Lupane District traditional leader, Chief Vusumuzi Mabhikwa, who died at a local hospital after he was involved in a road traffic accident on Sunday night.
The late Chief Mabhikwa was a close relative of a senior CCC official in Bulawayo Province. CCC said in a statement:
Shocked by the untimely death of Chief Nicodemus Vusumuzi Mabhikwa (29) of Lupane District in Matabeleland North who died today in a road motor accident.
The late Chief Vusumuzi assumed chieftaincy in 2012 after the death of his father, the late Chief Nicholas Edwin Mabhikwa.
The late Chief Vusumuzi Mabhikwa, who died after an accident with a haulage truck at St Luke’s Hospital in Lupane, was the only son of the late Chief Nicholas Edwin Mabhikwa.
He (Chief Vusumuzi Mabhikwa) was closely related to a top Citizens Coalition for Change Bulawayo Province member. MHSRIP.
Zimbabwe Republic Police (ZRP) spokesperson in Matabeleland North Province, Inspector Glory Banda said that the chief’s Isuzu Twin cab sideswiped with a haulage truck on the 195km peg along Bulawayo- Victoria Falls Road on Sunday. Said Banda:
The other driver was driving a haulage truck while the chief was driving his Isuzu twin cab.
After the sideswipe, the vehicle veered off the road to the left and it was only the chief who was injured but the driver of the truck escaped unhurt.
The chief was referred to St Luke’s hospital.

Youthful Chief Dies In Horror Crash

By-Chief Mabhikwa, born Nichodemus Vusumuzi Khumalo, has died.

Chief Mabhikwa of Lupane District in Matabeleland North Province died at St Luke’s Hospital after he was involved in a car crash.
The permanent secretary in the Ministry of Information, Publicity and Broadcasting Service, Nick Mangwana, announced the traditional leader’s demise.
He said:
We learn with grief of the death of Chief Mabhikwa (Born Vusumuzi Khumalo) in a car accident. Chief Mabhikwa was a member of the [Broadcasting Authority of Zimbabwe] Board.
A very dynamic young chief. Condolences to his family, colleagues and those whose affairs he presided over. MHSRIP.
Family spokesperson, Donald Khumalo, confirmed Mabhikwa’s death in a brief interview with Chronicle.

He said Chief Mabhikwa died after a car accident along the Bulawayo Victoria Falls Highway at around 10 PM on Sunday. Said Khumalo:
It’s true, unfortunately, Chief Mabhikwa has died. We are in mourning as a family. Details from the family say he was involved in a collision with a haulage truck around 10 PM along the Bulawayo Victoria Falls Highway.
He was, later on, rushed to St Luke’s Hospital in Lupane where he died.

Chief Mabhikwa was installed chief in 2012 at the age of 19, six years after the death of his father Edwin.

Man Displays Manhood In Church

A man from Bulawayo was arrested last week after he entered a church building and dangled his male organ in front of two women who were cleaning the place of worship in the North End suburb.

The suspect, Gabriel Tshalibe, whose age and address were not given, allegedly exposed his genitals to Sipho Ndlovu (62) from Pelandaba West suburb and her churchmate Ntombizodwa Tshabalala.

Allegations are that on 17 May 2022, at around 1 PM Ndlovu and Tshabalala were at the Centre of Miracle Church of Christ in North End suburb cleaning.

It is further alleged that Tshabile approached the two women and then unzipped his trousers and pulled his privates out of his pants in their full view.

Tshabile allegedly approached the women while holding his organ, prompting them to flee to their pastor Emmet Ndlovu’s house which is located a few metres away from the church.

The two women told their pastor what had transpired and the pastor quickly phoned members of the neighbourhood watch committee who immediately came to the church.

Tshalibe who had left the scene was apprehended along Athlone Avenue while on his way to town and they took him to ZRP Kumalo.

Tshalibe appeared before Bulawayo magistrate Nomagugu Maphosa facing a charge of public indecency.

He was not asked to plead and was remanded in custody to 2 June.

AFCON Participation Not A Priority- Government

Sports and Recreation Commission (SRC) chairman Gerald Mlotshwa says Zimbabwe’s participation in the Africa Cup of Nations (Afcon) 2023 qualifiers is not a priority, all but pouring cold water on the possibility of the Warriors taking part.

The sports regulatory body suspended the Felton Kamambo-led Zifa executive last year for several violations, chief among them failure to account for public funds, a decision which led to Zimbabwe being suspended by Fifa for ‘third party interference.’

Despite the suspension, Caf put the Warriors in the group stages draw for the Afcon 2023 qualifiers on condition that the Fifa suspension be lifted at least two weeks before match day one.

Mlotshwa, who has to lift the SRC’s suspension first before Fifa is approached, said the qualifiers are not a priority.

“Let me be brutally clear about this, Afcon qualifiers are not a priority or a decision for the SRC right now. It’s as simple as that,” Mlotshwa told The Standard

There were reports last week suggesting that the SRC had approached the Court of Arbitration (CAS) for Sport seeking the reverse the Fifa ban, but Mlotshwa rubbished them, saying its not true.- Soccer24 Zimbabwe

Guardiola Celebrates Premier League Triumph

Manchester City boss Pep Guardiola believes that winning the English Premier League is more difficult than clinching the Champions League.

The Manchester club, under Guardiola, has won the EPL three times and could take the tally to four if they beat Aston Villa on the final day of the campaign.

The Citizens, however, are yet to win a Champions League trophy. The team managed to reach the final of the previous edition but lost it to Chelsea.

Despite failing to capture the Champions League glory, Pep has stated it’s England’s top flight that is the hardest to win.

“I would say it [winning the Premier League title] is more difficult,” Guardiola told reporters ahead of Villa clash.

“There are a lot of weeks and games, struggles with injuries, good and bad moments with different situations, tough opponents.

Aston Villa Sign Nakamba Cover

Aston Villa have completed the signing of Boubacar Kamara from Olympique Marseille on a free transfer.

The French youth international, whose deal at Marseille expire at the end of the season, was the subject of extensive interest from several European clubs including Atletico Madrid who had been leading the chase to snap up the defensive midfielder.

SRC Speaks On AFCON

Sports and Recreation Commission (SRC) chairman Gerald Mlotshwa says Zimbabwe’s participation in the Africa Cup of Nations (Afcon) 2023 qualifiers is not a priority, all but pouring cold water on the possibility of the Warriors taking part.

The sports regulatory body suspended the Felton Kamambo-led Zifa executive last year for several violations, chief among them failure to account for public funds, a decision which led to Zimbabwe being suspended by Fifa for ‘third party interference.’

Despite the suspension, Caf put the Warriors in the group stages draw for the Afcon 2023 qualifiers on condition that the Fifa suspension be lifted at least two weeks before match day one.

Mlotshwa, who has to lift the SRC’s suspension first before Fifa is approached, said the qualifiers are not a priority.

“Let me be brutally clear about this, Afcon qualifiers are not a priority or a decision for the SRC right now. It’s as simple as that,” Mlotshwa told The Standard

Man “Shows Off” Genitals In Church

A man from Bulawayo was arrested last week after he entered a church building and dangled his male organ in front of two women who were cleaning the place of worship in the North End suburb.

The suspect, Gabriel Tshalibe, whose age and address were not given, allegedly exposed his genitals to Sipho Ndlovu (62) from Pelandaba West suburb and her churchmate Ntombizodwa Tshabalala.

Allegations are that on 17 May 2022, at around 1 PM Ndlovu and Tshabalala were at the Centre of Miracle Church of Christ in North End suburb cleaning.

It is further alleged that Tshabile approached the two women and then unzipped his trousers and pulled his privates out of his pants in their full view.

Tshabile allegedly approached the women while holding his organ, prompting them to flee to their pastor Emmet Ndlovu’s house which is located a few metres away from the church.

The two women told their pastor what had transpired and the pastor quickly phoned members of the neighbourhood watch committee who immediately came to the church.

Tshalibe who had left the scene was apprehended along Athlone Avenue while on his way to town and they took him to ZRP Kumalo.

Tshalibe appeared before Bulawayo magistrate Nomagugu Maphosa facing a charge of public indecency.

He was not asked to plead and was remanded in custody to 2 June.

WHO and partners are working to better understand the extent and cause of an outbreak of monkeypox. The virus is endemic in some animal populations in a number of countries, leading to occasional outbreaks among local people and travelers. The recent outbreaks reported across 11 countries so far are atypical, as they are occurring in non-endemic countries.

There are about 80 confirmed cases so far, and 50 pending investigations. More cases are likely to be reported as surveillance expands.

WHO is working with the affected countries and others to expand disease surveillance to find and support people who may be affected, and to provide guidance on how to manage the disease.

We continue to convene meetings of experts and technical advisory groups (such as the meeting today of the Strategic & Technical Advisory Group on Infectious Hazards with Pandemic and Epidemic Potential [STAG-IH]) to share information on the disease and response strategies.

WHO continues to receive updates on the status of ongoing outbreaks in endemic countries.

Monkeypox spreads differently from COVID-19. WHO encourages people to stay informed from reliable sources, such as national health authorities, on the extent of the outbreak in their community (if any), symptoms and prevention.

As monkeypox spreads through close contact, the response should focus on the people affected and their close contacts. People who closely interact with someone who is infectious are at greater risk for infection: this includes health workers, household members and sexual partners.

Stigmatizing groups of people because of a disease is never acceptable. It can be a barrier to ending an outbreak as it may prevent people from seeking care, and lead to undetected spread.

As the situation is evolving, WHO will continue to provide updates we learn more.

Go Well Champion Eunice Mucherechedzo

The late Champion Eunice Mucherechedzo: CCC Slough branch, South West District

The UK and Ireland Interim Provincial, District, Branch and South West Assembly of Women Champion leaders were in Walsall, Saturday 21 May to pay their respects for the late Champion Eunice Mucherechedzo.

Champion Eunice was a dedicated CCC Slough branch member. She was a truly remarkable young woman, a committed Christian, Sunday school teacher, who worked tirelessly supporting the CCC movement.

Mourners who gathered at her home shared amazing testimonies of her life, respect and love for others as well her kindness and generosity.

She will be sadly missed.

Gone too soon, rest in peace Champion Eunice.

CCC Zaka Members Granted Bail

Tinashe Sambiri| Four CCC members who were arrested in Zaka on Saturday have been granted RTGS 10 000 bail each.

The four were arrested for “convening a public meeting without approval of regulatory authority.”

Johannes Chongore, Manners Mundoga ,Method Gwangwava and Tendai Machisani were arrested and taken to CID Law and Order Masvingo.

They appeared before Masvingo Magistrate Farai Gwitima on Monday morning.

Their lawyer Martin Mureri said :”We have successfully applied for bail and the four will back in court on June 22 .
They are accused of convening a public meeting without approval of regulatory authority,” said Mureri.

In a statement CCC denounced the harassment of innocent party members.

ZUPCO Buses Collide In Chinhoyi, 7 Confirmed Dead

Two ZUPCO buses were involved in a road traffic collision between Banket and Chinhoyi this Monday, killing seven people and seriously injuring 32.

Police have confirmed the tragic incident.

“The ZRP confirms a fatal road traffic accident that occurred today (23/05/22) at 0745 hours along the 101 km peg Harare-Chirundu Road between Banket and Chinhoyi near Dondo River Bridge where seven people died after two ZUPCO buses collided head-on.

“The 1st ZUPCO bus tried to overtake a haulage truck on its way to Banket whilst the other ZUPCO bus was proceeding in the opposite direction. Both drivers died on the spot and were trapped under the buses while five passengers died and were taken to Chinhoyi Provincial Hospital for post-mortem. 32 passengers sustained serious injuries and are receiving treatment at the same hospital,” said police.

Vic Falls Mayor Appeals For Fence Around City

By A Correspondent- Victoria Falls mayor Somvelo Dlamini has appealed to the Government and the Zimbabwe National Parks and Wildlife Management (Zimparks) to assist the local authority to erect a perimeter fence around the resort city to keep dangerous animals away.

This comes after a man from Mkhosana high-density suburb and another man from the Mfelandawonye area were trampled to death by elephants in one week.

Dlamini told VicFallsLive that although Zimparks quickly responded by putting down the two elephants, killing the jumbos was not enough. Said Dlamini:

We have lost quite a number of people in this town to these human-wildlife conflicts, but I think it’s not warranted to keep losing souls.

We understand that we are in close proximity to wild animals as we are bordering national parks areas, but I believe that there must be control measures put in place so that we don’t keep experiencing these losses.

We used to have a perimeter fence just outside town that used to protect people from these wild animals, but it was vandalised.

I believe with the government working with parks and local authorities, the fence can be put back so that we avoid stray elephants and buffalos getting into residential areas.

I think this should be a quick and long-lasting solution as (the killing of people by elephants) has left many children broken and fatherless.

Mine Workers Get 100% Salary Increment

By A Correspondent- The Associated Mine Workers Union of Zimbabwe and the Chamber of Mines have agreed on a more than 100% salary increment for mine workers.

Under the deal, the lowest-paid mine worker will take home $93 074 up from $44 640 while the highest-paid mine worker will be getting $215 872 up from $103 535.

In a notice, the National Employment Council (NEC) Mining Secretary-General Taurai Kabote said:

This notice serves to bring to your attention the following new minimum rates of pay for grades 1-3 which were agreed upon in dual currency (US dollars and ZW dollars) by the Associated Mine Workers of Zimbabwe and the Chamber of Mines of Zimbabwe, on 19 May 2022 and will be subsequently sent to the Ministry of Labour and Social Services for registration and publication.

The agreement carries an exemption clause as stipulated in the Principal Agreement Statutory Instrument 152 of 1990, Clause (Exemptions Variations and Savings).

Non-foreign generating companies, upon being granted an exemption, may be allowed to pay the full US dollar amount in ZW dollars equivalent using the official Reserve Bank of Zimbabwe (RBZ) auction rate.

Chamisa Pulls Hundreds At Dzimbanhete Funeral

Motorists Sold Fuel Contaminated With Water

By A Correspondent- A fuel service station at Lupane centre is allegedly selling petrol contaminated with water.

Motorists who spoke to Chronicle said three cars failed to start after topping fuel at the station and they immediately engaged the garage petrol attendants who drained the fuel from the cars. Said one of the affected motorists:

I went to the station where I bought fuel and upon leaving, my car showed warnings on the dashboard and could not start.

I had driven about 300 metres from the garage. I noticed they had sold me contaminated fuel and went back to make a complaint.

They offered to drain the contaminated fuel and promised that the car would not be affected as they had drained another car with a similar problem.

They flashed it out and the car is moving now but it releases thick white smoke from the exhaust.

The pump was damaged and I suspect the injectors were damaged too which has affected combustion.

Zimbabwe Energy Regulatory Authority (ZERA) chief executive Addington Mazambane on Sunday said  ZERA will investigate the allegations. Said Mazambane:

We encourage our stakeholders to quickly alert us when they have such a problem so that we immediately engage the retailer before many people are affected. Our Bulawayo team is going to investigate.

He also urged motorists to quickly report all cases of suspected fuel contamination so that the authorities can investigate and institute corrective measures.-statemedia

Butau Seeks Readmission Into Zanu PF

By A Correspondent- ZANU PF Mahuwe District has recommended that the former Mbire legislator David Butau be readmitted into the ruling party.

In a letter dated 5 May 2022, addressed to the Mushumbi District Coordinating Committee chairperson, Mahuwe district vice chairperson, Daniel Mumbamuchena said they had agreed that Butau should be readmitted into the ruling party.

Mumbamuchena said Butau involved everyone to implement developmental projects in Mbire and also initiated personal projects to uplift the livelihoods of people in the entire district.

He also argued that Butau was involved in developing public places like hospitals, schools, and roads and also donated learning materials such as books and computers to most of the schools in the district.

Butau is also said to have assisted orphans and the most vulnerable people in Mbire District and was involved in helping people who were affected by natural disasters. Said Mumbamuchena.

We, therefore, recommend Cde David Butau to be admitted to ZANU PF party to continue with his good works and also assist the President of Zimbabwe Cde E D Mnangagwa in mobilising the five million voters to rally behind ZANU PF in the impending 2023 general elections.

Butau, together with several other ZANU PF members linked to former Vice President Joice Mujuru’s Gamatox faction, was expelled from the ruling party in 2015.

They were accused of gross misconduct for their alleged involvement in a plot to unconstitutionally unseat the late former President Robert Mugabe.

Mugabe Exhumation Judge Demoted

By A Correspondent- Former Mashonaland West provincial magistrate Ruth Moyo, who rose to prominence after presiding over the exhumation appeal case of late former president Robert Mugabe, has been demoted to an ordinary magistrate on allegations incompetence.

Moyo has since been shunted to the Harare Magistrates Court in.

She was replaced by former Bindura magistrate, Langton Ndokera.

According to a recent leaked Judicial Service Commission (JSC) report compiled following station visits, JSC secretary Walter Chikwanha recommended Moyo’s demotion after noting her inability to manage the affairs at various stations, including the long-standing and contentious understaffing at, and under-resourcing of, Kariba Magistrate’s Court.

“The provincial head (Moyo) who is apparently quite junior in the system was clearly struggling to manage the affairs of the province. It is also clear that her appointment to that position was prematurely done as she was appointed hardly one year after being appointed as provincial magistrate,” the report said.

“She obviously does not have the necessary experience to manage such a big province. The Chief Magistrate has been requested to redeploy her and move a more experienced magistrate to the province,” Chikwanha wrote

The recommendation was promptly implemented.

Among cases that led to her inglorious transfer was the mishandling of staffing and resources allocation matters at Kariba, which witnessed successive magistrates resigning out of frustration.

Since Moyo’s removal, case management has improved at Kariba, which is now operating with two magistrates, a shift from her imposed tradition of working as a “one-man court.”

Former Kariba magistrate Tafadzwa Mhlanga, forced to resign citing “burnout” October last year following alleged victimisation by Moyo, said he was vindicated by JSC’s decision to downgrade her and appoint an experienced officer.

“Kariba court had to go for almost a year without a station vehicle and l was using my own vehicle without getting fuel reinbursements from JSC. So finally justice was done, the truth came out on who was responsible,” said Mhlanga.

“Demoted Moyo attempted to create false charges against me during the run up to my resignation.”

Civil Servants Request Crunch Salaries Meeting With Employer

By A Correspondent- Civil servants’ representatives have submitted a request to the Government for a National Joint Negotiating Committee (NJNC) meeting.

NJNC comprises Government and public service representatives under the banner of the Zimbabwe Confederation of Public Sector Trade Unions.

It is a platform where the two parties meet to deliberate on civil servants’ conditions of service.

Public Service, Labour and Social Welfare Minister Professor Paul Mavima said:

I am aware that civil servants have requested a meeting of the NJNC.

It will be arranged at the earliest convenience for both parties and in line with the Government’s commitment to always review and improve the conditions of service of civil servants.

Public Service Commission (PSC) Secretary, Jonathan Wutawunashe, said the Government understands the challenges civil servants are facing. Said Wutawunashe:

In the normal rhythm of things, civil servants are responding to inflationary pressures and are seeking an improvement in their salaries.

I think we need to commend the civil servants because they are continuing to come to work taking advantage of some cushioning measures taken by the employer.

Last week, Wutawunashe announced that the Government had released $2.6 billion for tuition fees for teachers’ children. He said:

Details of 103 556 children of some 52 171 teachers from all the 10 provinces have so far been identified by schools as eligible for this benefit.

In February this year, as a way of improving the welfare of teachers and as part of a host of other incentives extended to civil servants, the Government made an undertaking to pay school fees for up to three biological children per teaching family, paying up to $20 000 per child per term. These payments would be made directly to schools.

Given the sheer scale of the exercise, Government is aware that there may be schools which are yet to furnish the requisite details but has taken the decision to make disbursements in respect of schoolchildren whose details have been verified and submitted by schools while awaiting the completion of the exercise in respect of those whose details may still be outstanding.

For that reason, parents whose children’s details have been provided will shortly receive the benefit in respect of Term 1, which will be followed by the disbursement by the Government of fees due for Term 2.

Coltart Clarifies Relations With Chamisa

By- CCC Treasurer General David Coltart has clarified his relationship with the party President, Nelson Chamisa.

Rumours have raged on that he is not in fluid relations with Chamisa following several recent developments. Chamisa’s choice of spokesperson, Fadzai Mahere, who is an established coup establishment-activist, is the daughter to the notorious ZANU PF activist, Stephen Mahere who used to torture and trouble teachers at the Education Ministry when Coltart was Permanent Secretary.

Coincidentally, Mahere defends her father in the face of well documented evidence of his violent past, saying he has never been a ZANU PF activist.

Coltart posted on social media during the weekend saying all is well. Coltart said:

“Just to be clear, I am not being sidelined. Hon Chamisa and I are in regular, constructive contact & continue to work extremely well together.

“There are certain processes which we need to go through to make sure the party is properly organised.

“Everything in its right time.”

Mnangagwa Minister Pleads For Freedom

By- Deputy Lands, Agriculture, Fisheries, Water and Rural Resettlement, Minister Douglas Karoro will today appear in court for bail application.

Karoro is facing theft charges.

He appeared at the Harare Magistrates Court on Saturday on fraudulently acquiring inputs, which were meant to benefit farmers in the Mbire constituency, from the Grain Marketing Board under the Presidential Inputs Scheme.
Karoro, who is jointly charged with Jeremy Phiri and Dean Dzimunya, was not asked to plead to the charges when he appeared before magistrate Mrs Tafadzwa Miti charged with fraud.
Karoro and his co-accused, who were also remanded in custody, reportedly seized 700 bags of fertiliser, US$18 000 worth of maize seed and 5 000 vegetable seed kits and sold them.
The inputs came from the Grain Marketing Board Mushumbi Pools Depot in Mbire, Mashonaland Central Province, and were intended for farmers.

Commenting on the theft allegations earlier, Alex Tawanda Magaisa, a former Chief of Staff in the office of the late former Prime Minister of Zimbabwe, Morgan Tsvangirai, said Karoro should be a beginner in these matters. He said:
If these allegations are true, then Karoro is surely a rank amateur in this game of organised crime. A minister going down to a scene of the crime like KumaBanana to personally oversee a transaction? But this is just a glimpse of how Command Agric was looted.

Karoro is not the first senior government official to be arrested over corruption.
Many other political elites including former Local government minister Ignatius Chombo were arrested in the past.

Mnangagwa Plans To Bribe War Vets

By- The Zanu PF government is planning to pay one-off rewards and monthly pensions to a new batch of 160 000 war veterans who missed out during the first round of compensation in 1997.

The announcement’s timing might be wrong, considering that the country’s economy is heading south and comes just months ahead of general elections next year, which will raise vote-buying concerns in some quarters.
In 1997, the government paid out unbudgeted lump sums of nearly ZW$50 000 (US$4 300 at the time) to war veterans following months of protests.
This led to the collapse of the local currency which has never recovered.
The Ministry of Defence and War Veterans Saturday said it had vetted 165 130 of 207 103 people who submitted applications for compensation in the latest round of calls and:

a). 144 200 were successful,
b). 20 930 had their compensation bids thrown out
c). 41 973 applications are still being considered.
Using the success rate, it is projected that over 162 400 people are in line for the new payouts.

ZimLive reports that the names of those who were successfully vetted are set to be published in the government gazette.
Those who were unsuccessful can still appeal to the Veterans of the Liberation Struggle Board within 30 days of publication.

Mnangagwa Under Pressure To Implement Reforms

ZIMBABWE has failed to take steps to implement electoral reforms that would guarantee free and fair elections next year, a European Union observer mission (EUOM) said yesterday.

The EU mission made 23 recommendations after the hotly contested 2018 elections, including the alignment of the Electoral Act to the Constitution and ensuring the independence of the Zimbabwe Electoral Commission (Zec).

In its follow-up assessment on the implementation of the recommendations, the EU noted that progress has been slow, especially as the country is due for polls next year, which will likely produce another contested result.

“To date the progress on the implementation of the EUOM recommendations has been limited, with the majority of the majority of the priority ones not yet adequately addressed,” chief of EU election follow-up mission Elmar Brok told journalists yesterday.

The EU mission met with Zec, civil society organisations, government ministries, the ruling Zanu PF party and opposition political parties among other organisations to check progress on implementation of its recommendations.

“If the authorities and the legislators do not address recurring problems related to vote registration, constituency delimitation, level playing field in the campaign, partisan behaviour of traditional leaders and public administration, freedoms of expression, assembly and of the media, they will undermine progress towards achieving an environment conducive to a greater level of public trust in the electoral process and peaceful elections,” Brok added.

Zimbabweans went to the polls for the first time under COVID-19 on March 26 to fill 28 parliamentary and 122 local government seats mainly because of recalls of MDC Alliance legislators and councillors.

Zec attracted attention over its handling of the polls after data experts unearthed a number of inconsistencies in the voters roll, including fake names and addresses, with critics accusing the elections body of rigging.

The commission disowned its own voters roll, shockingly claiming it had been tampered with.

Analysts said the polls were a precursor to the 2023 elections.

“The election follow-up mission welcomes that stakeholder consultations on some legal reforms have taken place or are ongoing but note with concern that the adoption of important reforms, such as amendments to the Electoral Act, remain outstanding,” Brok said.

Poland Assisting Ukraine Join EU

Turning down suggestions that Kyiv should cede part of its territory to Russia,
Polish President Andrzej Duda said Ukraine’s future must be determined only by itself.

“Worrying voices have appeared, saying that Ukraine should give in to Putin’s demands,” Duda told Ukrainian lawmakers, referring to Russian President Vladimir Putin. “Only Ukraine has the right to decide about its future… nothing about you without you,” he added, to a standing ovation in the chamber.

Duda, the first foreign leader to give a speech in person to parliament since Russia’s February 24 invasion, said the international community must demand that Moscow completely withdraw its troops from Ukrainian territory.

“If Ukraine is sacrificed for… economic reasons or political ambitions — even a centimeter of its territory — it will be a huge blow not only for the Ukrainian nation, but for the entire Western world,” Duda said.

The Polish leader, whose country has accepted more than 2 million Ukrainian refugees fleeing the war, said he “will not rest until Ukraine becomes a member of the European Union.”

As Duda spoke, more fighting erupted in Ukraine’s eastern Donbas region after Russia declared that it had full control of the sprawling Azovstal steel plant in the port city of Mariupol. Russia launched artillery and missile attacks in Ukraine’s industrial heartland, where Russia-backed separatists have clashed with Kyiv’s forces since Moscow’s 2014 seizure of Ukraine’s Crimean Peninsula.

Ukrainian President Volodymyr Zelenskyy said in a Saturday night address to his nation that “the situation in Donbas is extremely difficult,” but that his country’s ability to withstand nearly three months of full-scale war against Russia “is good news.”

“Every day that our defenders take away from these offensive plans of Russia, disrupting them, is a concrete contribution to the approach of the main day. The desired day that we are all looking forward to and fighting for: Victory Day,” Zelenskyy said.

He said the 27-nation EU should consider Ukraine’s desire to join the bloc as soon as possible within the context of Russia’s invasion.

“I want to emphasize that our European integration path is not just about politics,” Zelenskyy said. “It’s about quality of life. And about the fact that Ukrainians perceive the values of life in the same way as the vast majority of Europeans.”

Mykhailo Podolyak, Ukraine’s lead negotiator with Russia and an adviser to Zelenskyy, said there will be no cease-fire or concessions to Moscow.

Podolyak said, “The war will not stop (after concessions to Russia). It will just be put on pause for some time. They’ll start a new offensive, even more bloody and large scale.”

Ukrainian forces said via Facebook that at least seven people had been killed in Donetsk in the previous 24 hours when Russians, using aircraft, artillery, tanks, rockets, mortars and missiles, pummeled civilian structures and residential areas.

The Ukrainians said they had turned back nine attacks, destroying five tanks and 10 armored vehicles, according to the Facebook post.

In another development Saturday, Russia published a list of nearly 1,000 Americans who are permanently banned from entry into Russia because of their support for Ukraine. U.S. President Joe Biden and Vice President Kamala Harris are among those on the list that includes members of the president’s Cabinet.

Concern for the treatment of fighters who surrendered to Russian forces after weeks of fighting at the Azovstal steel plant in the southern port city of Mariupol increased Saturday when Denis Pushilin, the pro-Kremlin head of an area of eastern Ukraine controlled by Moscow-backed separatists, said they would face tribunals.

Pushilin said 2,439 people were already in custody, including some foreign nationals.

Deputy Prime Minister Iryna Vereshchuk said Saturday that Ukraine would fight for the return of every soldier.

There was no immediate confirmation from Ukraine that Mariupol was fully under Russian control.

The port city is the scene of the war’s bloodiest siege, with Russian forces bombarding it for nearly three months. Much of Mariupol has been reduced to rubble, and more than 20,000 civilians are feared dead.

Mariupol’s capture, Russia’s most significant conquest of the war, adds to Moscow’s goal of a land route from Russia to the Crimea and perhaps beyond.

Russia destroyed a Ukrainian special operations base near Odesa, Ukraine’s main Black Sea port, Saturday, as well as a significant cache of Western-supplied weapons in northern Ukraine’s Zhytomyr region, Russian Defense Ministry spokesman Igor Konashenkov said. Kylian Mbappé has reportedly made a final decision regarding his future.

Is It Fair to Ban Football Bouncers?

TEAM bouncers will not be allowed on the field of play when the Castle Lager Premier Soccer League resumes next weekend as the league moves to curb violence and pitch invasions.
The presence of team bouncers on the pitch will attract a US$2 000 fine from the PSL.

Following a security Indaba to address pitch invasion and hooliganism incidents stalking local football, the PSL believes having non-accredited people on the field, starting with bouncers, who escort teams “guarding” the field before kick-off barred from the pitch is the first step towards bringing sanity.

Nasty engagements involving shoving between home and away bouncers before kick-off in glaring sight of fans has been viewed as among the factors inciting pitch invasions and hooliganism.

PSL chief executive officer Kennedy Ndebele said only the technical staff, players, medical personnel, referees, match commissioners and accredited photographers will be allowed on the pitch.

“With immediate effect, we don’t want to see anyone other than accredited personnel who have been cleared to be part of that zone (on the pitch).

“The playing area is for participating teams, technical staff, accredited photographers who are branded by the league, medical team, referees and the match commissioner. Not even PSL employees or club officials will be allowed on the pitch.

“Those bouncers we have seen in some games roaming on the pitch are no longer allowed and if one of them goes on to the pitch, the club will be fined US$2 000. The match commissioner will only allow accredited people on the pitch,” said Ndebele.

Cricket is one sport strict with following zones, with certain areas restricted for non-accredited individuals.

Following the security Indaba, Ndebele said clubs have to identify marshals to undergo training on dealing with crowds.

“It was good to have security officers, not bouncers, but trained people attending the symposium. Their contributions were insightful. The police have agreed to work together to train the marshals. Now clubs have to identify and recommend those marshals for training on how to handle crowds. Marshals and stewards should be the first line when dealing with fans,” Ndebele said.

Going forward, the PSL believes there shouldn’t be an over reliance on police and want to copy the South African system whereby there are few police officers at the stadium.

The PSL intends to come up with a safety and security manual to be followed in event management.

“The next stage as a request from security officers is to have stadium maps and signage improved. It’s mandatory to have a PA system and correct people operating it in the stadium.

Those who should be at the PA system are police, club security officers, stadium announcers for home and away teams. The police should be the ones announcing stadium evacuation in the event that fans need to go out instead of dispersing them with tear smoke,” Ndebele said.

On dealing with fans, the league said clubs must have communication channels with their followers.

The PSL plans to have a fully-fledged club administrators and management course subject to the board’s approval

The Isaiah Mupfurutsa-led administration announced yesterday that head coach Tonderai Ndiraya had been suspended but did not give reasons for the decision.

A senior player at the club, who spoke to Soccer24 and will not be named for obvious reasons, said the executive has always disliked the coach, and the fact that the team was winning, actually irked them because they had no excuse to sack him.

“Those people (the executive) do not like the coach, they never liked him. They always fought him and just took advantage of every opportunity to criticize him,” the player said.

“What the executive needs to do is to pay us our outstanding winning bonuses, we got nothing for all those games we won to remain at the top of the league table.

“Its funny, there are times when we end up thinking that these guys (the executive) don’t want us to win because they don’t want to pay winning bonuses. It is bizarre but we end up believing it, because the way they handle the winning bonuses issue forces us to.

“If they sack him (Ndiraya), it will obviously affect us as a team in the title race. I can assure you though, the problem at Dynamos is the executive, which lacks professionalism, not the coach,” the player added.- Soccer24 Zimbabwe

US Says Mnangagwa Has Done Little to Change

The United States says President Emmerson Mnangagwa’s government has done little to ensure relations between Harare and Washington are normalised as concerns grow that Zimbabwe might have yet another disputed election next year.

Since coming into power following a 2017 coup against long time ruler Robert Mugabe, Mnangagwa has been on an overdrive to try and normalise relations with Western countries, which became sour at the turn of the millennium over human rights abuses.

The Zanu PF leader, who is battling international isolation, has also spent millions of dollars hiring international public relations firms to lobby on behalf of his administration, but without success.

Western countries initially warmed up to Mnangagwa soon after the coup, but a pattern of continued human rights violations have seen them withdraw support.

US acting ambassador to Zimbabwe Thomas Hastings, who is also the charge d’affaires, told The Standard in an interview that Mnangagwa has done little to erase the country’s ‘bad-boy’ image for the normalisation of relations and lifting of targeted sanctions to happen.

“The sanctions are still in place so obviously when my government believes they are no longer necessary, they will be removed,” Hastings said.

“We do try to continue to talk to the government about the underlying concerns, but the human rights and democracy concerns, which are the reasons why my government imposed the sanctions in the first place are still there.”

The US and the European Union first imposed sanctions on Zimbabwe in 2002.

The ruling Zanu PF government blames the sanctions for the tanking economy.

Washington has continued to renew the sanctions saying they would not be removed unless political reforms are in place.

Hastings said there was no political will to implement the reforms as he noted concern on the Private Voluntary Organisations (PVO) Amendment Bill, which seeks to regulate operations of non-governmental organisations (NGOs) and civic groups.

He said the PVO Bill would further shrink the democratic space as the country marches towards the 2023 elections.

“We shared some of our concerns (over by-elections) publicly afterwards like active violence, some confusion about who should vote where.

“I saw this with my own eyes at some polling stations,” Hastings said.

“So we will be watching all those things closely because free and fair elections are a priority.

“The PVO Bill is a concern to us…if those organisations are not permitted to operate freely that will definitely have a concern to us, have an implication for assistance and more importantly it’s a concern just in terms of freedom.”

Government says the PVO Bill is necessary to regulate the NGOs and civic groups which it accuses of pushing a regime change agenda.

“That these organisations should be free to operate receiving money from an international partner such as us does not mean we will be doing something unpatriotic,” Hastings added.

Zanu PF plans to use its parliamentary majority to railroad the PVO Bill and the Patriotic Act which seeks to punish citizens accused of speaking ill of the country. -Standard

ZANU PF Unity Accord Nullified

The 1987 UnityAccord between ZANU and the ZAP, has been nullified, the dethroned Ntabazinduna Chief Nhlanhlayamangwe Ndiweni has said.

Emmerson Mnangagwa’s administration effectively dumped the 1987 Unity Accord by not appointing a Zapu side Vice-President, he said.

The Unity Accord was signed between then Prime Minister Robert Mugabe of Zanu PF and Joshua Nkomo of Zapu, who became Mugabe’s vice-president afterwards, under the guise of ending the Gukurahundi violence.

Currently, government has one Vice-President after Kembo Mohadi unceremoniously resigned last year, but remained a second Zanu PF party vice-president.

“The Unity Accord was broken by Zanu PF. Zanu PF kept the name Zanu PF and removed Zapu from positions within the government of the day. The current President Mnangagwa has refused to give Zapu the Vice-President position, an act that speaks volumes that, indeed, the Unity Accord is dead,” Ndiweni said.

He also complained that the manner and descriptions given to Gukurahundi by the Zanu PF government since Mugabe’s time show that the perpetrators are belittling the killings.

Between 1983 and 1987, the Zanu PF government unleashed the North Korea-trained Fifth Brigade Regiment in Matabeleland and Midlands to stem what it termed a dissident menace.

Over 20 000 unarmed civilians including men, women, children and unborn children, were killed.

Thousands of women and girls were reportedly raped, thousands more were injured and nearly a million were displaced.

The Unity Accord silenced the guns of genocide in 1987.

Ndiweni said the Zanu PF government sought to destroy evidence by blocking exhumation of victims.

Ndiweni noted that justice was needed to resolve Gukurahundi, adding that the criminals would get away with murder in the absence of a judicial process.

His remarks come at a time when Mnangagwa had tasked chiefs to deal with the emotive issue. -Newsday

Today’s Exactly 9ys after Zim Constitution Was Published.

By Brian Mari |Today is 22 May 2022 and it is exactly 9 years after Constitution of Zimbabwe was published.

Despite section 7 of the constitution which compels the state institutions to teach and inform citizens of their constitition, many people still do not know it and cannot make sound decisions because of that.

I have chosen to talk about POWER and AUTHORITY as it relate to our constitution.

The new constitution has a Preamble that begin with the two letter word “We”. Take it any how. This word is a plural word that cannot be divided and still remain intact.

It is this word we must cherish today as we celebrate 9 years of our constitution. Often people through their misunderstanding of POWER and AUTHORITY tend to divide the word WE and try to come up with different versions and get misled.

When the question is about influencing or manipulating others, two things that go side by side in the field of political campaigns are Power and Authority. These two are used to make people respond in the manner directed.

Those that are in office are given a tag and those that are not in office another tag. Call it “ruling party” for those in office and “opposition” party for those outside the office

POWER is referred to as the capacity of an individual to influence the will or conduct of others. As against, AUTHORITY is termed as the right possessed by a person to give the command to others.

From the two definitions one can go back to our Preamble and start from there to understand his role.

Many of us think that these two terms are one and the same thing, but there exists a fine line of difference between POWER and AUTHORITY. While the former is exercised in a personal capacity, the latter is used in a professional or official capacity. So, on this article, I am going to throw light on the basic differences between the two, have a look

The difference between POWER and AUTHORITY can be drawn clearly on the following grounds:

Power is defined as the ability or potential of an individual to influence others and control their actions. Authority is the legal and formal right to give orders and commands, and take decisions.

Power is a personal trait, i.e. an acquired ability, whereas authority is a formal right, that vest in the hands of high officials or management personnel.

The major source of power is knowledge and expertise. On the other hand, position and office determine the authority of a person.

Power flows in any direction, i.e. it can be upward, downward, crosswise or diagonal, lateral. As opposed to authority, that flows only in one direction, i.e. downward (from superior to subordinate).

The power lies in person, in essence, a person acquires it, but authority lies in the designation, i.e. whoever get the designation, get the authority attached to it.

Authority is legitimate whereas the power is not.

I am not writing a book on this but I need to draw the attention of all Zimbabweans to the two letter word “We” which is the beginning of our collective agreement.

We have three distinct forms of authorities covered in our constitution.
That is to say section 88 states that ” Executive authority derives from the people of Zimbabwe and must be exercised in accordance with this Constitution”.

Section 117 states that “The legislative authority of Zimbabwe is derived fromthe people and is vested in and exercised in accordance with this Constitution by the Legislature”.

Section 162 states that “Judicial authority derives from the people of Zimbabwe and is vested in the courts, which comprise— (a)the Constitutional Court; (b)the Supreme Court; (c)the High Court; (d)the Labour Court;(e)the Administrative Court; (f)the magistrates courts; (g)the customary law courts; and (h)other courts established by or under an Act of Parliament”.

Before going for we take a look at two principles mentioned in section 3(2) of our constitution. (e)observance of the principle of separation of powers; (f)respect for the people of Zimbabwe, from whom the authority to govern is derived.

It should be clear that “We” the people of Zimbabwe are the source of Execitive, legislative and Judicial authority and who so ever is vested with one of such authority cannot claim to have another authority.

To be blunt , the President is only vested with Executive authority and he or she cannot have judiciary authority of his own outside the “We” authority to give to anyone. While the legislature can legislate any law or amend the constitution but the legislation that can come out cannot give anyone a Judicial authority or Executive authority.

The three authorities are well spelt that they are directly derived from the people of Zimbabwe. The Executive will have a President directly elected by the people. The legislature is directly elected by people.
In our own constitution we voted for all Judges of courts must be appointed after a public interview and citizens directly challenge the candidates.

Now 9 years down the line. Power has been confused to be authority. People in positions are imposing judges into courts.

Many of us are not aware that in 2013 we voted for the old Supreme Court, High Court and all labour courts and their decisions to be reconstituted as such.

Many of us are not aware that we voted for pending cases that were before courts to be handled in a certain manner.

What has changed? Where did Mnangagwa get the Judicial authority to confer to judges?

Whose courts are they?
If all our memories serve us well. We did not have a constitutional court before 2013. We had Supreme Court Judges.
In a referendum we all voted for the 9 judges that we Sitting in Supreme Court of that time to sit as Constitutional Court for 7 years.
Should there be any vacancy then only a Judge of Supreme court would fill that vacancy.
We all voted in the referendum that any public officer who was in office on the effective date of new constitution would continue to serve in the constitution under the conditions of old constitution until they all retire.

Who has changed this?
Can an Act of parliament seeking to amend constitution on anything to do with direct authority of citizen ever give someone Judicial Authority?

Can a judgement from any court ruling that a person who did not seek judicial authority direct from citizens of Zimbabwe ever give someone Judicial Authority?

Is a Vice President a President? Yes or No. Of course Yes. If Executive authority is derived directly from people of Zimbabwe, how can a Vice President who is not directly elected by people have Executive authority?

Is a PR member of parliament a product of election results held on a ballot paper befitting section 57 of Electoral Act? Yes or No. How can Priscilla Misiharabgwi vacant seat be the same as Thokozani Khupe seat?.

As Celebrate this day “We” must remember and be fortified by section 196(1) we all voted for and I quote “(1)Authority assigned to a public officer is a public trust which must be exercised in a manner which— (a)is consistent with the purposes and objectives of this Constitution; (b)demonstrates respect for the people and a readiness to serve them rather than rule them; and (c)promotes public confidence in the office held by the public officer.”

When you see things happening and individuals are flexing muscles and doing things we never voted for then know they are using power and not authority and it is illegitimate.

As I conclude I call upon all citizens to converge and demand that the President call for a referendum in terms of section 110(2)(f) in order to restore Judicial authority in Constitutional court. As it stand no one is legally and constitutionally occupying the bench.

Forget about power that so and so wields. The constitution is clear to the fact that Judicial authority is derived from us citizen. The constitution is clear to the fact that Schedule Six override any provision.
That all the judges masquerading as constitution court judges were judges appointed in terms of section 84 of old constitution and serving a tenure in section 86 of old constitution. No amendment of new constitution can change their tenure.
We have it on record that every presidential election end up in constitutional court, that in in terms section 162 of Electoral Act only a constitutionally appointed Chief Justice with judicial authority from people of Zimbabwe can appoint an electoral court.

How do we intend to have 2023 elections? For what benefit?

The right to fair trial cannot be limited by any law. Standing before imposters intending to get justice is injustice.

The ball is in your court. Do not call for reforms when you yourself have not reformed.

All authority is in a citizen.

Let this knowledge be your power.

The Foreign Press Association, Africa registers its displeasure against media outlets using images of black people alongside stories of the #monkeypox outbreak in North America and the United Kingdom.


The Foreign Press Association, Africa registers its displeasure against media outlets using images of black people alongside stories of the monkeypox outbreak in North America and the United Kingdom.
According to the World Health Organisation, Monkeypox is a zoonotic disease caused by monkeypox virus, a member of the Orthopoxvirus genus in the family Poxviridae. As any other disease, it can occur in any region in the world and afflict anyone, regardless of race or ethnicity. As such, we believe that no race or skin complexion should be the face of this disease.
It is therefore disturbing for European and North American media outlets to use stock images bearing persons with dark/black and African skin complexion to depict an outbreak of the disease in the United Kingdom and North America.
Shouldn’t it be logical that if you are talking about the outbreak of monkeypox in Europe or the Americas, you should use images from hospitals across Europe or the Americas? Or in the absence of such use a collection of electron micrographs with labelled subcellular structures?
We condemn the perpetuation of this negative stereotype that assigns calamity to the African race and privilege or immunity to other races.
What is the convenience of using such images to tell the world how Europe and America are reeling from the outbreak of MonkeyPox? Is the media in the business of “preserving White purity” through “Black criminality or culpability”?
We find these actions to be very insensitive. It is glaring in the lack of dignity afforded to Black and brown-skinned victims of disease outbreaks. It is a lack of nuance and empathy given to people suffering from this disease.
At a time when the world is forging alliances against systemic racism and racial stereotypes, the media should be at the forefront of shaping positive images and narratives.
The Foreign Press Association, Africa urges that editorial managers in news outlets based outside Africa update their image policies and censure their staff from the allure of using images of Africans, people of African descent or people living in Africa to depict outbreaks of diseases or any calamities.
FPAA offers its readiness to support media houses seeking to review their editorial policies to reflect correct framing of Africa, people of African descent and people living in Africa.

Mnangagwa Aide Spends Weekend In Jail

By- Deputy Lands, Agriculture, Fisheries, Water and Rural Resettlement, Minister Douglas Karoro was Saturday remanded in custody to Monday for bail application.

Karoro is facing theft charges.

He appeared at the Harare Magistrates Court on fraudulently acquiring inputs, which were meant to benefit farmers in the Mbire constituency, from the Grain Marketing Board under the Presidential Inputs Scheme.
Karoro, who is jointly charged with Jeremy Phiri and Dean Dzimunya, was not asked to plead to the charges when he appeared before magistrate Mrs Tafadzwa Miti charged with fraud.
Karoro and his co-accused, who were also remanded in custody, reportedly seized 700 bags of fertiliser, US$18 000 worth of maize seed and 5 000 vegetable seed kits and sold them.
The inputs came from the Grain Marketing Board Mushumbi Pools Depot in Mbire, Mashonaland Central Province, and were intended for farmers.

Commenting on the theft allegations earlier, Alex Tawanda Magaisa, a former Chief of Staff in the office of the late former Prime Minister of Zimbabwe, Morgan Tsvangirai, said Karoro should be a beginner in these matters. He said:
If these allegations are true, then Karoro is surely a rank amateur in this game of organised crime. A minister going down to a scene of the crime like KumaBanana to personally oversee a transaction? But this is just a glimpse of how Command Agric was looted.

Karoro is not the first senior government official to be arrested over corruption.
Many other political elites including former Local government minister Ignatius Chombo were arrested in the past.

Police Torment CCC Members

Tinashe Sambiri| Four CCC officials were arrested while conducting a party programme in Zaka North Constituency on Saturday.

The four, Johannes Chongore( 55), Manners Mundoga (51) Method Gwangwava (41) and Tendai Machisani (58) were arrested in Zaka and taken to CID Law and Order Masvingo.

They are being represented by Advocate Martin Mureri.

The four are expected to appear in court on Monday morning.

A new World Health Organization (WHO) report titled Scope and impact of digital marketing strategies for promoting breast-milk substitutes has outlined the digital marketing techniques designed to influence the decisions new families make on how to feed their babies.

Through tools like apps, virtual support groups or ‘baby-clubs’, paid social media influencers, promotions and competitions and advice forums or services, formula milk companies can buy or collect personal information and send personalized promotions to new pregnant women and mothers.

The report summarizes findings of new research that sampled and analyzed 4 million social media posts about infant feeding published between January and June 2021 using a commercial social listening platform. These posts reached 2.47 billion people and generated more than 12 million likes, shares or comments.

Formula milk companies post content on their social media accounts around 90 times per day, reaching 229 million users; representing three times as many people as are reached by informational posts about breastfeeding from non-commercial accounts.

This pervasive marketing is increasing purchases of breast-milk substitutes and therefore dissuading mothers from breastfeeding exclusively as recommended by WHO.

“The promotion of commercial milk formulas should have been terminated decades ago,” said Dr Francesco Branca, Director of the WHO Nutrition and Food Safety department. “The fact that formula milk companies are now employing even more powerful and insidious marketing techniques to drive up their sales is inexcusable and must be stopped.”

The report compiled evidence from social listening research on public online communications and individual country reports of research that monitors breast-milk substitute promotions, as well as drawing on a recent multi-country study of mothers’ and health professionals’ experiences of formula milk marketing. The studies show how misleading marketing reinforces myths about breastfeeding and breast milk and undermines women’s confidence in their ability to breastfeed successfully.

The proliferation of global digital marketing of formula milk blatantly breaches the International Code of Marketing of Breast-milk Substitutes (the Code), which was adopted by the 1981 World Health Assembly.

The Code is a landmark public health agreement designed to protect the general public and mothers from aggressive marketing practices by the baby food industry that negatively impact breastfeeding practices.

Despite clear evidence that exclusive and continued breastfeeding are key determinants of improved lifelong health for children, women and communities, far too few children are breastfed as recommended. If current formula milk marketing strategies continue, that proportion could fall still further, boosting companies’ profits.

The fact that these forms of digital marketing can evade scrutiny from national monitoring and health authorities means new approaches to Code-implementing regulation and enforcement are required. Currently, national legislation may be evaded by marketing that originates beyond borders.

WHO has called on the baby food industry to end exploitative formula milk marketing, and on governments to protect new children and families by enacting, monitoring and enforcing laws to end all advertising or other promotion of formula milk products.

Police Arrest President Chamisa Aides In Zaka

Tinashe Sambiri| Four CCC officials were arrested while conducting a party programme in Zaka North Constituency on Saturday.

The four, Johannes Chongore( 55), Manners Mundoga (51) Method Gwangwava (41) and Tendai Machisani (58) were arrested in Zaka and taken to CID Law and Order Masvingo.

They are being represented by Advocate Martin Mureri.

The four are expected to appear in court on Monday morning.

Advocate Mureri said :” We expect the four to appear in court on Monday morning.”

Police have been widely criticized for targeting CCC members while Zanu PF hooligans are perpetrating acts of terror across the country at will.

President Chamisa Mourns Democracy Champion

ED Speaks On Xenophobia Against Zimbos In SA

By A Correspondent- President Emmerson Mnangagwa has expressed concern over xenophobic attacks in South Africa which have often targeted African immigrants. 

His remarks, which come shortly before Africa Day, follow the eruption of movements such as Operation Dudula that are championing the “put South Africans first” mantra.

 Writing in his weekly column in The Sunday Mail, Mnangagwa said:

Yet no white immigrants are affected, even though South Africa’s Economy largely remains in white and foreign hands, as is also the case in many African countries.

This is a racialised war of black African underdogs, couched as nationalism, a fight for servitude by equally disempowered Africans, whatever their countries of origin. This attacks the very heart and soul of our solidarity as Africans uniformly objectified by long colonialism.

Movements such as Operation Dudula have been pushing anti-immigrant campaigns targeting mainly undocumented foreign nationals in South Africa. They have, however, in the past indiscriminately attacked foreigners, some with the required documents.

Many foreigners are living in fear following the death of Elvis Nyathi, a Zimbabwean national who was tortured and burnt alive last month.

Some have since returned to their countries.

Meanwhile, Africa Day, which is the annual commemoration of the foundation of the Organisation of African Unity on 25 May 1963, has for long been used as a day for Africans to celebrate the values of brotherhood and sisterhood in unity.

Gvt To Compensate 160k War Vets

By A Correspondent- The Zimbabwe government plans to pay one-off rewards and monthly pensions to a new batch of 160 000 war veterans, war collaborators and ex-political prisoners who missed out during the first round of compensation in 1997.

The timing of the announcement might be wrong considering that the country’s economy is heading south and also comes just months ahead of general elections next year, which will raise vote-buying concerns in some quarters.

In 1997, the government paid out unbudgeted lump sums of nearly ZW$50 000 (US$4 300 at the time) to war veterans following months of protests.

This led to the collapse of the local currency which has never recovered.

The Ministry of Defence and War Veterans Saturday said it had vetted 165 130 of 207 103 people who submitted applications for compensation in the latest round of calls and:

a). 144 200 were successful,

b). 20 930 had their compensation bids thrown out

c). 41 973 applications are still being considered.

Using the success rate, it is projected that over 162 400 people are in line for the new payouts.

The notice, seen by ZimLive.com, says the names of those who were successfully vetted are set to be published in the government gazette.

Those who were unsuccessful can still appeal to the Veterans of the Liberation Struggle Board within 30 days of publication.

Meanwhile, defence minister Oppah Muchinguri-Kashiri said those who still wish to be vetted have until August 31, 2022, to submit details to the district and provincial offices of the Department of War Veterans Affairs.

Finance minister Mthuli Ncube did not budget for the compensation in the current financial year, suggesting that any payments would be made in the new year

City Fathers Threaten Residents Over Arrears

By A Correspondent- Harare City Council has threatened to evict Mbare residents who reside in council-rented houses over arrears in excess of ZW$17 billion.

The local government authority has issued notices of eviction to tenants in Mbare Joburg lines ordering the tenants to vacate their properties.

In a notice, HCC also threatened legal action without further notice. Reads the notice:

Please be advised that since you have ignored various reminders and notices to clear the outstanding rental arrears you are hereby served with a notice to vacate the property to avoid continuous prejudice to council. Failure to pay monthly rentals is a serious breach of the agreement of lease which mandates City of Harare to evoke the conditions of lease and recover holding costs from the same.

Notwithstanding the availability or none of the lease agreement, council shall not be prejudiced in its rights to recover holding costs from the lessee for breach of mutual understanding.

Furthermore, be advised that council will initiate litigation proceedings to evict you or whosoever derives the illegal occupation from you without further notice. Also, take note that failure to liquidate the legacy debt incurred by yourself will also result in you being blacklisted as a delinquent debtor.

Man Dies From Drug Overdose

 By A Correspondent- A 21-year old man from Tshabalala in Bulawayo died after a suspected overdose of crystal meth, one of the drugs that have wreaked havoc among youths, bringing to fore how the drug menace has continued to destroy communities in the country.

The death of Themba Mwanza at Mpilo Central Hospital last Saturday has now stoked tensions in the suburb with some residents baying for the blood of suspected drug dealers, as more young people in the area are getting hooked on the highly addictive and the potentially deadly drug.

Mwanza died after he complained of stomach pains a day after he took the drugs.

According to post-mortem results, Mwanza died as a result of a drug overdose. His death has inflamed tensions in a community where there is a belief that drug dealers are peddling crystal meth to the young and vulnerable.

When Sunday News visited Tshabalala last week, members of Mwanza’s family, together with some community members, were preparing themselves for a raid on one of the drug dens where Mwanza is said to have bought the deadly concoction of intoxicants that eventually claimed his life.

A community meeting, on how to tackle the drug scourge, was scheduled for yesterday.

Known scientifically as methamphetamine, crystal meth is a highly addictive stimulant used for its powerful euphoric effects.
The rock-like substance is usually decrystallised into a brown smoking smear, which is smoked using curved pipe made from fluorescent tubes from disused energy-saver light bulbs that are cleaned and sold to drug users.

Speaking to Sunday News, Mwanza’s uncle, Mr Godknows Ndlovu, said his nephew started complaining of stomach pains on Saturday afternoon.

“He was drinking (alcohol) normally on Saturday during the day but towards the evening he started complaining of stomach pains. During that time, I noticed that his stomach was rock hard, as if there was something that had tied it in knots.

Throughout the night he was complaining about his stomach and in the morning, it was getting worse and that’s when we decided to take him to Mpilo,” he said.

At Mpilo, Mr Ndlovu said, health practitioners immediately told them that he was likely the victim of a drug overdose, as they had seen many young people exhibiting similar symptoms recently.

“They told us that he had probably overdosed on drugs because they had been taking in a lot of patients of a similar age who had overdosed. They also said the victims usually didn’t survive for long,” he said.

Mwanza passed away on Saturday afternoon, a few hours after being admitted. According to Mr Ndlovu, his friends later on revealed that they had taken crystal meth bought from a dealer in Sizinda.

“Initially we thought it was the alcohol that he had been drinking but as we spoke to his friends, they revealed that they had gone to Sizinda to buy the drugs in-between the drinking,” he said.

Mr Ndlovu, who described his nephew as a mild-mannered young man who did not like to pick fights with anyone, said they had repeatedly warned him and others against consuming some of the drugs now being peddled on the streets of Tshabalala.
According to other community members who spoke to Sunday News, users of the drug had a tendency to become overly aggressive and seemed to have boundless energy after a “hit”.

“We knew they were taking these drugs and we kept on warning them. This is now a problem that is widespread within the community and we want to raise alarm against its devastating effects. My nephew died in a painful way and I want his story to be heard,” said Mr Ndlovu.

Ward 21 Councillor Tinevimbo Maposa, bemoaned the widespread drug use in the community, while calling on law enforcement officers to act to nip the problem in the bud.

“It’s sad that we had such a development, losing lives due to drugs. We have a duty as parents, as communities as leaders in all spheres to do something about drug abuse before we lose a generation. Law enforcement agencies must also deal with those who sell or manufacture such drugs,” he said.

Mwanza was buried on Friday at Umvutsha Park Cemetery. Police could not immediately comment on the issue.

Emerson Kills Wife Over Roadrunner

By- A Chegutu man has killed his wife over a roadrunner.

Emerson Manjengwa was caged for three years for murdering his wife following a dispute over a roadrunner chicken. 

One year was suspended on the condition of good behaviour.

Emmerson Manjengwa was convicted by High Court judge, Justice Priscilla Munangati-Manongwa, after pleading to a lesser charge of culpable homicide.

The judge said he had managed to prove that he did not intend to kill his wife, Beauty Sando, when he assaulted her using a switch.

Manjengwa was charged with murder after he killed his customary wife in January 2020 at Plot 1, Savannah, Chakari, Chegutu.

Prosecutors told the court that on the day of the murder, Manjengwa instructed the deceased to give one Shepherd Tauro a chicken as a congratulatory gift for his new marriage.

Sando refused to do as instructed and left the couple’s home and Manjengwa followed her, persuading her to come back home but she refused.

Manjengwa slapped the deceased once in the face and proceeded to pluck a switch from a nearby Mudondoro tree and struck Sando in the face. 

Sando fell down on her back and Manjengwa struck her once more on the back and the deceased began convulsing.

She was rushed to a clinic before she was transferred to Kadoma Hospital, where she was pronounced dead upon arrival on January 3.

Postmortem confirmed that Sando’s cause of death was Intracranial hypertension and severe head trauma.

In sentencing Manjengwa, the court took into consideration the mitigating factors he submitted. Manjenwa said:

i). he was the remaining parent with four minor children, the youngest being seven years old.

ii). he had paid 14 beasts to his wife’s relatives and US$ 800.

The judge said:

The circumstances of the case, as read from the agreed facts, are that the accused did not in the least intend to kill his wife. The degree of assault and the switch used may not have had fatal sequences had the deceased not fallen down.

At the same time, a message needs to be sent that domestic violence has no place in society.

It was not warranted for the accused to attack his wife for the mere reason that she refused to give a chicken to the man that had visited the accused and deceased’s home.

NewZimbabwe reports that the judge added that lives were being lost over petty issues hence the need for the courts to take a firm position to eradicate gender-based violence.

The judge, however, commended that Manjengwa had prior to commencement of trial, taken the traditional route of making payments to the deceased’s family, saying it befits receiving due consideration.

Kombucha Hits Harare Streets

By A Correspondent- Thirty two-year-old Takunda Dube says he has been battling erectile dysfunction and decreased libido since he was 21.

The condition is common, but can be a frustrating and embarrassing experience for many.

“I could not maintain an erection and that problem started when I was 21.

“I tried medical doctors, but I still can’t get a sustainable solution,” Dube said.

But Dube says he never gave up and has been drinking all types of concoctions as his body was also not responding to other sex enhancing tablets such as Viagra.

It was not until the day he was directed to downtown Harare where there are tuckshops that sell a 330ml “drink” known as “kombucha”, which is proving popular with men with decreased libido.

“But after I started using kombucha drink, I am happy though I still hunt for a permanent solution as the thought of getting married sometimes scares me,” Dube said.

Now I make sure that I have one extra Kombucha drink in case it’s out of stock.

Kombucha is a fermented drink made with tea, sugar, bacteria and yeast.

It is made by adding the colony to sugar and tea, and allowing the mix to ferment.

The resulting liquid contains vinegar, vitamins and a number of other chemical compounds, according to Mayo Clinic.

Another satisfied customer, who spoke to this publication on condition of anonymity, said peer pressure pushed him to buy the Kombucha drink.

“I used it once and my wife questioned me why I had so much energy.

“I think Kombucha drink was specifically made to boost male sexual libido,” he said.

“I usually buy Tadalafil from the pharmacy to treat erectile dysfunctional but I cannot afford to buy them every time, so I only have sex when I have money to buy the medication.”

So many people resort to street herbs instead of modern drugs for treatment of their health problems despite the negative impacts of uncertified medicinal herbs on people’s health.

Erectile dysfunction can occur at any age, but it is more common in men older than 75 years of age, according to urologist Milton Lakin.

It can also be the result of something as benign as a medication side effects to a different health condition entirely.

Other causes include hormonal imbalances, diabetes, obesity, neurological issues, nerve disorders, untreated mental health problems such as depression, and anxiety.

But an underlying condition does not even have to be present.

A lack of sleep, stress or having one drink too many can also cause challenges in the bedroom.

Harare medical doctor Johannes Marisa said people were resorting to traditional drugs due to their affordability and some perpetuated beliefs that they were effective.

“There is a general belief that conditions like sexual dysfunction can be rectified by the use of traditional drugs and because some people believe that sexual dysfunctional is a result of misfortune or evil spirits, which makes people resort to traditional drugs,” Marisa said.

“The issue of affordability of western drugs that are used to treat erectile dysfunction is a cause of concern.

“Drugs like Tadalafil, Sildenafil are not affordable to everyone, which makes people resort to street drugs or drinks like Kombucha.”

Kombucha is smuggled from Zambia.

One of the dealers told The Standard that they pay bribes to police, army and Zimbabwe Revenue Authority (Zimra) officials at legal and illegal crossing points to smuggle the drinks.

“We communicate before we even reach the border and give the car details, like the colour, number plate and the type of a car,”  he said.

“So when we arrive, they don’t open to check what we are carrying because we would have communicated with them before.”

Zimra official also said the product was being smuggled into the country.

Zimra head of communications Francis Chimanda said: “There is no record of its importation or any encounters with the product during our various enforcement activities at points of entry or any other areas under Zimra’s jurisdiction.”

Customers who are between 30 to 40 years buy Kombucha drinks as soon as the grocery tuck-shops along Mbuya Nehanda Street in Harare open in the morning.

According to the wholesalers and retailers, only male customers buy Kombucha drinks.

“Usually we open our shop around eight  in the morning and our first customers are males who buy Kombucha drinks every day,” Portia Moyo said, pointing to the one bottle of Kombucha in a refrigerator.

“My male friends who use it say the drink is very effective for erectile dysfunction treatment.

“We sell more than 60 bottles per day and we have made sure that we always have it in stock because it’s on demand since February this year.

“We only display one bottle and we sell from the storeroom since we heard some people saying it’s illegal.”

Police spokesperson Assistant Commissioner Paul Nyathi said police were still engaging with the Medicines Control Act of Zimbabwe for an official position.

“Some say it is a traditional herb to clean the male system and some say it is a concoction to boost male sexual potency so there is no one position…we are still engaging the MCAZ so that we analyse it and come up with one position,” Nyathi said.

“However, as it may, smuggling is a criminal offence.”

MCAZ acting director-general Richard Rukwata reiterated that the Kombucha drink was just a fermented tea with perceived health benefits.

“Kombucha is very popular in some Asian countries and it’s sold as a soft beverage in Asian states and in many other places in the world. If people are buying it and it’s very popular we do not believe there is anything nefarious about that,” Rukwata said.

The Zambian made Kombucha drink is so popular that there is now a Zimbabwean version of the ‘Kambucha’ drink manufactured in Harare which some say it is an imitation.-standard

ZACC Camps At NSSA Offices

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) this week invaded and camped at the National Social Security Authority (Nssa) offices in Harare to investigate complaints of alleged malpractices, corruption, corporate governance failures and suspicious movements of senior officials at the statutory corporate body tasked by the government to provide social security, it has emerged.

Zacc investigators have been camped on the 10th floor of Nssa building where they are investigating, among other issues, corporate governance in critical departments that include audit, finance, investments, procurement and property in a bid to establish if corporate processes and procedures are being followed by the departments in executing their mandate.

 Nssa was created by an Act of Parliament and the law empowers the minister of Labour and Social Welfare to establish social security schemes for the provision of benefits in respect of all employees.

Nssa’s mandate is to administer every scheme and fund established in terms of the Act and advise the minister on all matters concerning the operations of the schemes and on matters relating to social security in general.

Impeccable sources confirmed to The NewsHawks that the anti-corruption investigators arrived at the Nssa offices this Monday to initiate the probe process. They are asking for documents and interviewing several officials.

Several Nssa departmental officials have been questioned by the Zacc. This comes amid allegations that the top management is interfering with internal corporate governance processes, providing a useful glimpse into how Nssa subsidiaries, including the National Building Society (NBS), are run.

As part of the process, the Zacc investigators are probing the recent deployments and redeployments of key senior staff members in those departments.

Sources said some of the key members of staff at the company have been removed, some redeployed and others frozen out completely. It emerged that the Zacc probe was necessitated by staff changes and serial violations of corporate governance processes.

Among some of the key people interviewed are the heads of human resources, property, special projects, audit and investments. Zacc investigators are particularly keen on finding out why some senior staffers were shifted. They also want to find out why in one case a junior employee from the NBS finance epartment has been elevated to the post of Nssa’s acting finance director.

The anti-graft body’s spokesperson, John Makamure, was not immediately available for comment. A senior Zacc official confirmed that a probe is underway at Nssa, but without getting into detail.

“We cannot speak on the issue now,” the Zacc official said curtly, but after confirming the investigation.

 Nssa spokesperson Tendai Mutseyekwa was also not reachable for comment despite several attempts by The NewsHawks to reach out to him.

Chiwenga In Arms Deal

By-The opposition CCC has voiced over reports that Vice-President Constantino Chiwenga, who is currently in Indonesia, will hold talks with an arms manufacturing company to buy military hardware for Zimbabwe.
These reports come as Zimbabwe is preparing for elections next year.
Some of the elections held previously were marred by violence with 2018 and 2008 harmonised elections being typical examples.
Chiwenga, a former army general, landed in the Indonesian capital, Jakarta, on 15 May on government business to attend a water conference set for 18 and 19 May.
On Tuesday, Chiwenga with his entourage visited Indonesian Vice-President Ma’ruf Amin.

The state media news agency Antara later reported that Chiwenga was set to visit PT Pindad in Bandung. Reported the news agency:
Chiwenga will be offered weapons and arms to modernise the Zimbabwean military, as well as other heavy equipment to improve the Zimbabwean mining industry.
Zimbabwe usually buys military hardware from Eastern Europe, China, Brazil and African countries such as South Africa, Namibia and Egypt.

Before the European arms embargo, it bought arms from Britain and other European countries.
Gift Siziba the CCC deputy spokesperson, told the NewsHawks that, “it is worrying that the regime in Harare would want to buy arms as a priority for a country with so many urgent problems when it is not at war.” He added:
We are not Somalia. We have relative stability, so the country doesn’t need arms as a top priority. The real challenge is the economic crisis due to a political situation flowing from lack of legitimacy for Mnangagwa’s leadership.
He said the alleged bid to acquire weapons reflected how the Mnangagwa administration is desperate to cling on to power after losing elections.

Mnangagwa Minister Jailed

By- Deputy Lands, Agriculture, Fisheries, Water and Rural Resettlement, Minister Douglas Karoro was Saturday remanded in custody to Monday for bail application.

Karoro is facing theft charges.

He appeared at the Harare Magistrates Court on fraudulently acquiring inputs, which were meant to benefit farmers in the Mbire constituency, from the Grain Marketing Board under the Presidential Inputs Scheme.
Karoro, who is jointly charged with Jeremy Phiri and Dean Dzimunya, was not asked to plead to the charges when he appeared before magistrate Mrs Tafadzwa Miti charged with fraud.
Karoro and his co-accused, who were also remanded in custody, reportedly seized 700 bags of fertiliser, US$18 000 worth of maize seed and 5 000 vegetable seed kits and sold them.
The inputs came from the Grain Marketing Board Mushumbi Pools Depot in Mbire, Mashonaland Central Province, and were intended for farmers.

Commenting on the theft allegations earlier, Alex Tawanda Magaisa, a former Chief of Staff in the office of the late former Prime Minister of Zimbabwe, Morgan Tsvangirai, said Karoro should be a beginner in these matters. He said:
If these allegations are true, then Karoro is surely a rank amateur in this game of organised crime. A minister going down to a scene of the crime like KumaBanana to personally oversee a transaction? But this is just a glimpse of how Command Agric was looted.

Karoro is not the first senior government official to be arrested over corruption.
Many other political elites including former Local government minister Ignatius Chombo were arrested in the past.

NewZimbabwe reports that the judge added that lives were being lost over petty issues hence the need for the courts to take a firm position to eradicate gender-based violence.

The judge, however, commended that Manjengwa had prior to commencement of trial, taken the traditional route of making payments to the deceased’s family, saying it befits receiving due consideration.

Govt Loses Case Blocking Mnangagwa’s Removal

The courts have removed the barriers to make way for Emmerson Mnangagwa’s possible removal from Presidency over the ruling ZANU PF party.

The magistrates courts ruled that the man seeking to make Mnangagwa jobless, cannot be blocked on the basis of a home address mismatch.

Musengezi was granted $30 000 bail on Friday when he appeared before magistrate Yeukazi Dzuda after spending days in remand prison in a case where he faces charge of falsifying his address to obtain Zanu PF membership.

Musengezi filed papers at the High Court in October 2021 seeking a ruling declaring null and void a November 19, 2017 Zanu PF central committee meeting that confirmed Mnangagwa as the acting party president.

Mnangagwa later assumed the party and country’s presidency.

In opposition papers, Zanu PF argued Musengezi was a bogus party member, who could not challenge Mnangagwa’s legitimacy.

He was arrested over a week ago with the state accusing him of supplying fake addresses to obtain a Zanu PF membership card and to enjoy ruling party benefits including participating in its internal elections.

In granting him bail on Friday, Dzuda said Musengezi was eligible for a Zanu PF membership.

“The facts as they fully appear on the request for remand form and submissions made by both counsel in court reveal that the applicant became eligible for Zanu PF membership and held positions within the ruling Zanu PF party,” Dzuda ruled.

“Investigations proved that the alleged addresses where it is being said that they were fictitious were not supplied by the applicant but by state’s informants.

“The state witness confirmed under investigations that number 410 Sandton Park, an address supplied by the applicant has since been verified.”

Musengezi will be back in court on June 10.

Musengezi’s lawyers said they felt vindicated after their position that Musengezi was being persecuted for challenging Mnangagwa’s ‘unconstitutional’ takeover of power following the military coup was confirmed by the ruling.

“The magistrates finding that he was eligible for Zanu PF membership when he became a member of Zanu PF really underscores how baseless these charges are,” Doug Coltart told The Standard on Friday.

“If he was eligible then he could not have defrauded Zanu PF by becoming a member, and it really demonstrates that this case is all about persecuting him for being someone who had a different open view within the party, and who spoke up and took action against unconstitutional practices within the party.”

Musengezi cited Zanu PF, Mnangagwa, Zanu PF secretary for administration Obert Mpofu, party finance secretary Patrick Chinamasa, former deputy president Phelekezela Mphoko and ex Zanu PF finance secretary Ignatious Chombo as the first to fifth respondents respectively in his application challenging Mnangagwa’s legitimacy.

In his opposing papers, Mpofu argued the High Court had no jurisdiction to hear the case, saying Mnangagwa enjoyed presidential immunity.

Man Killed By Mutoriro

A 21-year old man from Tshabalala in Bulawayo died after a suspected overdose of crystal meth, one of the drugs that have wreaked havoc among youths, bringing to fore how the drug menace has continued to destroy communities in the country.

The death of Themba Mwanza at Mpilo Central Hospital last Saturday has now stoked tensions in the suburb with some residents baying for the blood of suspected drug dealers, as more young people in the area are getting hooked on the highly addictive and the potentially deadly drug.

Mwanza died after he complained of stomach pains a day after he took the drugs.

According to post-mortem results, Mwanza died as a result of a drug overdose. His death has inflamed tensions in a community where there is a belief that drug dealers are peddling crystal meth to the young and vulnerable.

When Sunday News visited Tshabalala last week, members of Mwanza’s family, together with some community members, were preparing themselves for a raid on one of the drug dens where Mwanza is said to have bought the deadly concoction of intoxicants that eventually claimed his life.

A community meeting, on how to tackle the drug scourge, was scheduled for yesterday.

Known scientifically as methamphetamine, crystal meth is a highly addictive stimulant used for its powerful euphoric effects.

The rock-like substance is usually decrystallised into a brown smoking smear, which is smoked using curved pipe made from fluorescent tubes from disused energy-saver light bulbs that are cleaned and sold to drug users.

Speaking to Sunday News, Mwanza’s uncle, Mr Godknows Ndlovu, said his nephew started complaining of stomach pains on Saturday afternoon.

He was drinking (alcohol) normally on Saturday during the day but towards the evening he started complaining of stomach pains. During that time, I noticed that his stomach was rock hard, as if there was something that had tied it in knots.

Throughout the night he was complaining about his stomach and in the morning, it was getting worse and that’s when we decided to take him to Mpilo,” he said.

At Mpilo, Mr Ndlovu said, health practitioners immediately told them that he was likely the victim of a drug overdose, as they had seen many young people exhibiting similar symptoms recently.

“They told us that he had probably overdosed on drugs because they had been taking in a lot of patients of a similar age who had overdosed. They also said the victims usually didn’t survive for long,” he said.

Mwanza passed away on Saturday afternoon, a few hours after being admitted. According to Mr Ndlovu, his friends later on revealed that they had taken crystal meth bought from a dealer in Sizinda.

“Initially we thought it was the alcohol that he had been drinking but as we spoke to his friends, they revealed that they had gone to Sizinda to buy the drugs in-between the drinking,” he said.

Mr Ndlovu, who described his nephew as a mild-mannered young man who did not like to pick fights with anyone, said they had repeatedly warned him and others against consuming some of the drugs now being peddled on the streets of Tshabalala.

According to other community members who spoke to Sunday News, users of the drug had a tendency to become overly aggressive and seemed to have boundless energy after a “hit”.

“We knew they were taking these drugs and we kept on warning them. This is now a problem that is widespread within the community and we want to raise alarm against its devastating effects. My nephew died in a painful way and I want his story to be heard,” said Mr Ndlovu.

Ward 21 Councillor Tinevimbo Maposa, bemoaned the widespread drug use in the community, while calling on law enforcement officers to act to nip the problem in the bud.

“It’s sad that we had such a development, losing lives due to drugs. We have a duty as parents, as communities as leaders in all spheres to do something about drug abuse before we lose a generation. Law enforcement agencies must also deal with those who sell or manufacture such drugs,” he said.

Mwanza was buried on Friday at Umvutsha Park Cemetery. Police could not immediately comment on the issue. -Sunday News

Reshuffle Cabinet To Avoid Defeat, Mutodi Tells Mnangagwa

Outspoken Goromonzi West MP, Energy Mutodi (ZANU PF), has urged President Emmerson Mnangagwa to reshuffle his Cabinet as a matter of urgency to avoid a humiliating defeat in the 2023 elections.

Mutodi is not convinced that some cabinet members have what it takes to help Mnangagwa solve the country’s economic challenges.

Said Mutodi:
ZANU PF will not be able to retain power with its current cabinet. President ED Mnangagwa is being called upon to take immediate and effective action to extricate the party from a humiliating defeat.

Mutodi is a former Deputy Minister of Information, Publicity and Broadcasting Services.

Mnangagwa fired Mutodi on 20 May 2020 after a series of public clashes with the late then Foreign Affairs minister Sibusiso Moyo.

Mutodi had publicly criticised the then Tanzanian President John Magufuli’s handling of the coronavirus outbreak in the East African country, prompting Moyo to publicly criticise him.

Mutodi, however, did not accept Moyo’s public censure and accused the former military general of behaving like a prime minister.

He recently criticised Finance Minister Ncube in the National Assembly, asking why it took him such a long time to realise that buying and selling foreign currency has become the primary business in the country.

Mutodi also asked Ncube why Zimbabwe continued to use bond notes when he (Mthuli) has previously stated that “bad money drives out good money” before he became a Cabinet Minister.

Emmerson Ramakopa Registers “Ngaapinde Hake Mukomana,” Party

It’s never brains for Emmerson Mnangagwa’s party members, some who have copied Nelson Chamisa’s party moto, Ngaapinde Hake Mukomana as a politial party.

This is a fresh plot to confuse supporters of the Nelson Chamisa-led Citizens Coalition for Change (CCC) after a shadowy political group notified the Zimbabwe Electoral Commission (Zec) that it was registering one of CCC’s popular campaign slogans as theirs, a source said.
The unknown group using a Harare address is said to have notified Zec that a party known as Ngaapinde Hake Mukomana (NHM) loosely translated to “let him in” in English will contest future elections.

It indicated 95 Jason Moyo Avenue, Harare as its address.

A check at the address revealed that the building houses different retail shops and there was no office for a political party.

The letter signed by the purported new party’s secretary general one John Pindura claimed that a Frank Mandipa was their leader.

An online search of the two names yielded nothing, which could suggest that they are virtually unknown or might not exist at all.

CCC deputy spokesperson Gift Ostalos Siziba said the purported letter, now trending on social media, was an attempt by Zanu PF to derail CCC, which was formed in January.

The party went on to win the majority of parliamentary and local government seats in by-elections held in March and early this month.

Siziba said they were seeing a Zanu PF hand in the alleged attempt to torpedo Chamisa’s campaign ahead of the 2023 elections where he is set to contest against President Emmerson Mnangagwa for the second time.

“It is a sign that Zanu PF is desperate. It’s foolish for Zanu PF to think that they can hijack the revolution by using the NHM,” Siziba said.

“NHM is not a trademark of the CCC, but just a philosophical mass mobilisation watchword.”

He said the move proved that CCC was causing Zanu PF sleepless nights.

“The attempt to register a party in the name of our watchword is a sign that CCC is a popular party,” Siziba said.

“Zanu PF lacks intellectual rigour and that is why they are always following us trying to hijack every idea we have. We lead them in terms of ideas.

“We will not be worried about that anyway. We will always have new ideas.”

Effie Ncube, a Bulawayo-based political commentator, said the move to register a slogan associated with CCC as a name for another party could have been triggered by the performance of Chamisa’s party in the by-elections.

“There is no doubt at all that Zanu is spending sleepless nights worrying about the growth and the resilience of the CCC party. Therefore it is coming up with all sorts of shenanigans including forming political parties to try and disturb the inevitable demise of Zanu PF,” Ncube said.

Zanu PF director of communications Tafadzwa Mugwadi yesterday said the ruling party had no business sponsoring opposition parties.

“We have no business commenting on matters that have no bearing on our trajectory,” Mugwadi said.

“However, it would be a sad day in history if any political player were to frown on the formation of other new political players.

“The president is clear that we are a multiparty democratic state and everyone has a right to form what is formable.

“The ballot shall be the equaliser and we will teach them a lesson of their life in 2023 through the ballot.”

In 2021, another shadowy group calling itself Citizens Convergence for Change wrote to ZEC to register the CCC acronym which at the time was linked to Chamisa before he officially launched the party.

The outfit mentioned prominent Bulawayo lawyer Tavengwa Hara as the party’s legal representative. Hara, however, distanced himself from the party.

Zec spokesperson Jasper Mangwana said he could not comment on the latest developments.

“We can’t comment until we receive something on the notice of elections.” Mangwana said.
