At the oversubscribed rally, the youthful opposition leader said that he was endorsed by many founding leaders of Zimbabwe, the living and the departed to be the President of Zimbabwe.

He said:

Dabengwa endorsed me, Morgan Tsvangirai endorsed me, (former President Robert endorsed me. Until the anointed one is on the throne, Zimbabwe will not have peace, the economy won’t stabilise.

He said the CCC is the only hope and solution to the country’s economic, humanitarian and political crises.

Police in Bulawayo are investigating a murder case where an infant (3) died in the custody of a stepmother (27) after eating sadza and sour milk on 03/02/22.

The victim started vomiting before being taken to hospital where she died on admission.

Bruises and fresh cuts were observed on the victim’s body and the suspect confessed that she assaulted her with a cooking stick and switches. Meanwhile, the body was conveyed to Mpilo Hospital for post-mortem.- ZRP

By A Correspondent- A 25 year old hit and run suspect tried to evade arrest by faking an accident minutes after fleeing from the scene.

Ngqabutho Brian Sibanda of Nkulumane, Bulawayo was arrested by the police after he allegedly ran over Mr Mandlenkosi Sibanda (52) along Luveve road on 28 February.

The now deceased, Mandlenkosi Sibanda, was found lying beside the road along Luveve road opposite a private clinic in Luveve 4.

After fleeing the first scene, Brian Sibanda went on to try and conceal the hit and run by faking an accident, claiming he had veered off the road and fell into a trench.

Police officers who attended the scene were, however, quick to unearth the fake accident as the car had blood stains and other signs that were not  corresponding with the accident.

Bulawayo provincial police spokesperson Inspector Abedinico Ncube told Sunday News that Brian Sibanda was immediately arrested.

“Police arrested Ngqabutho Brian Sibanda in connection with a fatal accident that occurred on 27 February 2022 at around midnight.

He ran over Mandlenkosi Sibanda along Luveve road.

“The driver tried to fake an accident to conceal the hit and run, but police who attended the fake accident observed that the damages on the vehicle and blood stains were not corresponding with the accident.

Upon being questioned further the driver admitted to have been involved in an accident along Luveve road on 27 February 2022 at around 12 midnight.

“The same debris which were found at the scene matched with those found on the accused’s motor vehicle and he was arrested,” said Insp Ncube.

It also emerged that the suspect was not a holder of a driver’s licence.-statemedia

By A Correspondent- Police have busted a notorious gang that had wreaked havoc in Inyathi through unlawful entry and theft.

The five-member gang was arrested after one of its members who was on a failed solo mission was apprehended leading to their implication.

Matabeleland North province police spokesperson, Inspector Glory Banda told Sunday News that the  arrest of Eddington Machazi had led to the recovery of property worth thousands of US dollars.

“On 3 March 2022, police at Inyathi in Bubi District arrested Eddington Machazi (29) in connection with cases of unlawful entry and theft.

“The circumstances are that on the same day, Machazi who resides at Badala Village 2 in Inyathi entered the complainant’s house through an open window and upon being discovered he ran away.

“The complainant advised the police who gave  chase and caught him.

Further investigation led to the recovery of various stolen electronic gadgets ranging from four television plasma sets, 2×100 watts solar panels and 24 cellphones, among other valuable items,” said Insp Banda.

He said upon further interrogation Machazi implicated four members of his gang leading to their subsequent arrests.

Interestingly the arrest of the five men led to the solving of 11 unlawful entry and theft cases that had begun to pile up for investigators.

“The accused implicated four accomplices in these cases of unlawful entry and theft and they have all been arrested.

“The arrests led to the clearance of 11 cases of unlawful entry and theft that were reported by several complainants living within Inyathi.

“Various complainants have since identified and recovered their stolen property.

The value recovered is yet to be ascertained and investigations are still in progress.”

Meanwhile, residents have been urged to maximise the security of their properties by installing alarms and CCTVs.

“We implore citizens to maximise security in their premises through use of alarm systems and closed circuit televisions (CCTVs).

Citizens should consider building low precast walls so that neighbours can have full view of the goings-on and assist as and when crime is in progress,” he added.

 By A Correspondent- A 23 year old man from Njube in Bulawayo has been convicted for having sexual intercourse with his 15-year-old girlfriend.

Nicky Mpofu, of D15 Njube, was convicted on his own plea of guilty to having sexual intercourse with a minor when he appeared before Western Commonage magistrate, Mr Jochonia Ncube last week.

He was sentenced to 12 months imprisonment of which four were suspended on condition that he pays a fine of $20 000 and six months were suspended on condition he does not commit a similar offence within five years.

The remaining two months were suspended on condition that he performs community service.

Mpofu was charged with the crime of having sexual intercourse with a young person as defined in Section 70(I) of the criminal law (Codification and Reform) Act Chapter 9:23.

Prosecuting, Ms Patience Madziwa said Mpofu and the girl were in a relationship.

On the unknown date in December 2020 Mpofu proposed love to the girl and she agreed.

In the same month, the two started having sexual intercourse at Mpofu’s residence without protection.

The matter came to light when the girl discovered that she was pregnant.

She was referred to hospital and a medical report was produced in court as evidence.

Meanwhile, in a related matter a man from Nyamandlovu has also been sentenced to 315 hours of community service for sleeping with his 16 year -old girlfriend.

The matter came to light when Ndabakazulu Khumalo appeared before Tsholotsho magistrate Mr Victor Mpofu facing charges of having sex with a minor.

Prosecuting Miss Sharon Phiri told the court that on 5 February at around 4pm, the 16-year old left her elder sister and her siblings at home to fetch firewood at a nearby bush.

She met Khumalo who proposed love to her and she agreed.

They immediately proceeded into the bush where they had protected intercourse.

During the act, the girl’s sister caught them and questioned them about what they were doing.

The two jumped in fear and begged for her forgiveness and for her not to tell their father.

The sister informed their parents and the matter was reported to the police and the girl was referred to hospital for medical examination and it was discovered that she was already four months pregnant.

Upon being interviewed, she revealed that she had previously had sexual intercourse with someone else whose whereabouts were not mentioned in court.

By A Correspondent- Opposition leader Nelson Chamisa pulled a bumper crowd at White City Stadium in Bulawayo yesterday as campaigns ahead of the March 26 by-elections hit the home stretch.

Chamisa, whose Citizens Coalition for Change (CCC) is only a few weeks old after he was forced to start afresh following the controversial grabbing of the MDC Alliance by a Douglas Mwonzora-led faction, has already held well-attended rallies in Harare and Kwekwe.

A rally in Gokwe was thwarted by police, but thousands of CCC supporters defied the law enforcement agents to meet their leaders.

The Bulawayo rally held at White City Stadium in Imenyela – the second biggest stadium in the city – was a sea of yellow.

Mwonzora’s outfit held its own rally at the nearby town hall in Pelandaba last month where attendance was estimated at less than 300.

On Friday, Vice-President Constantino Chiwenga addressed a relatively small crowd in Pumula despite the ruling party pulling all stops – including bussing people to the venue – to bump up the crowds.

Bouyed by the large White City crowd, Chamisa promised to solve long-standing grievances of marginalisation and economic deprivation in Matabeleland, if his party wins the elections.

“Matabeleland we have your answers and your answers are ready,” he told the crowd.

“The first thing that we have to do as your government is to make sure that we restore Matabeleland as the industrial capital of our land.

“I know there is the issue of Gukurahundi. I am the only leader who is going to deal with truth and reconciliation in this country.”

Gukurahundi, which refers to the massacres by the army in Matabeleland and Midlands provinces in the early years of independence, remains unresolved several decades on.

Chamisa said Zanu-PF would never destroy him as he claimed there were plots to assassinate him by his rivals.

He asked: “Do you agree that (President Emmerson) Mnangagwa must rest?

“Do you know that in other countries the leader of the opposition is actually given security protection?

“But in this country the leader of the opposition is being plotted against, assassination plots, traps, arrests, and violations.

“They are trying every trick in the book, but they do not know one thing that I am like David, I am walking in the anointing that is with me. They will never destroy me,” Chamisa added.

Chamisa said he was ready to lead and drive Zimbabwe to prosperity.

“I’m ready. I am ready. In 2023 there is going to be a better government. In 2023 Matabeleland will never be Zanu-PF again. I want you to be an ambassador for change,” the CCC leader said.

“Mnangagwa, your dear one Chiwenga was saying he is like Goliath. Goliath I am coming there. David is coming.”

In the Bible, Goliath was an enemy warrior who was defeated by a young shepherd David, with a sling.

“They are shocked and panicking because they thought they had buried us, but they didn’t know that they had planted a seed,’ Chamisa said.

“Everyone is saying we believe in this thing because it’s a citizens’ movement.”

The parliamentary and local government elections are being held to fill vacancies largely created by the recall of elected representatives by Mwonzora and the PDP led by Lucia Matibenga under controversial circumstances.-standard

By A Correspondent- The Zimbabwe School Examinations Council (Zimsec) says it is targeting to finish marking of O and A- Level examinations this week with results expected to be released shortly after.

This comes after the examinations body settled outstanding allowances for markers who were threatening industrial action over payments.

Markers have since resumed their duties and are now working round the clock to conclude the exercise.

In an interview with our Harare Bureau, Zimsec spokesperson Ms Nicky Dhlamini said despite delays, the release of results is still within schedule, thereby giving forthcoming Lower Six pupils enough learning time before the first term ends.

“Marking is going on well. Examiners at various marking venues are rounding up and we hope to conclude in the next week (this week).

Processes thereafter to produce results will determine the date of the release of results.”

She said those that are yet to receive their allowances will get them without fail, as all payments have been approved and are currently being processed.

“The payment of markers has been processed and all outstanding allowances are being settled in accordance with timeliness set in the contracts.

As Zimsec we do not determine the school calendar but we will be releasing results as scheduled.”

Ms Dhlamini also dismissed media reports which suggested that markers were working under protest.

The secretary-general for the Zimbabwe Schools Development Committees, Mr Everisto Jongwe, urged Zimsec to quickly conclude marking of exams, saying the late release of results puts extra pressure on parents.

“The delayed release of O and A Level results has left both parents and learners worried. And the stand-off with markers did not help because it consumed a lot of time.

Now there is a danger that our Lower Six pupils may not have enough time to learn in the first term.

It is our plea that stakeholders should look into these issues so that our standard of education is not compromised.”

Last year’s O and Level exams were delayed as a result of the Covid-19 pandemic that affected a number of schools.

The exams, which traditionally end in early December or late November, were completed in late January this year.-statemedia

Zec has been at pains to explain discrepancies uncovered in the voters roll and has dismissed the document as fake and tampered with to discredit the electoral body.

The elections body has also accused politicians of causing confusion by signing affidavits with fake addresses for their supporters for use in voter registration.

Zec has also threatened to sue pressure groups, data activists and other stakeholders for publicising alleged discrepancies with registrants’ particulars arguing this posed a security risk.

Zec chairperson Priscilla Chigumba has been accused of fuelling the confusion after she claimed that the elections management body was only accountable to Parliament.

Moyo said Zec’s defensive approach to criticism must invite lawsuits from the public and other stakeholders to ensure transparency and  to safeguard the credibility of the March 26 by-elections.

“It is very clear that Zec, through its chairperson Chigumba and its chief elections officer Utoile Silaigwana, is contemptuous of voters and prospective voters; and the time has come for voters and prospective voters to hit ZEC very hard with lawsuits from left, right and centre,” Moyo said in an interview with The Standard.

“That is what now needs to be done, by voters and prospective voters.

Zec must be sued like hell.

“Civil society and other well-wishers, who want to see free and fair elections in Zimbabwe, must brace themselves and get ready to assist voters and prospective voters to support public interest litigation by voters and prospective voters.”

Some of the discrepancies uncovered include the movement of over 170 000 registered voters from their constituencies.

Independent election watchdog, the Zimbabwe Election Support Network (Zesn) urged Zec to subject the voters’ roll to independent data experts to allay the confusion and safeguard the credibility of the elections.

“Otherwise, Zec is accountable to the public; that is why section 233 (d) of the constitution requires Zec, and indeed all Commissions, “to promote transparency and accountability” as a public institution.

“Zec is required by the constitution to do this, that is to promote transparency and accountability, as an independent body which is not subject to the direction or indirect control of anyone, not even Parliament,” Moyo added.

“So, it is very clear that as an independent constitutional body in a constitutional democracy, Zec is without any doubt accountable to the public in accordance with the law.

“That is the essence of a constitutional democracy, full stop.

“There is absolutely no way that an electoral body operating outside the law can ensure the conduct of elections and referendums that are efficient, free, fair and transparent in accordance with the law.

“It is for this reason that the current Zec commissioners and senior managers must be disbanded and replaced.”

Zec has in the past dismissed accusations that it rigs elections on behalf of the ruling Zanu-PF party.

By A Correspondent= The outbreak of the Covid-19 pandemic has left a sad trail of hopelessness in many poverty stricken communities around Zimbabwe.

While some urban settlers are receiving some cushion against the effects of the pandemic, rural communities have endured the brunt of the scourge in silence.

It is this despondency and state of hopelessness that led South Africa-based Bishop Luckie Peter Bepete, who has been supporting urban folks especially the elderly and the orphaned to turn his eyes to the rural folk.

Bepete’s efforts saw Damba School in Binga North receiving a donation of school fees covering the entire enrolment of over 500 pupils.

Damba headmaster Bongani Mudenda said it had become difficult for school development committees to see through their plans as parents hardly have enough money for fees.

The school only has two classrooms and the majority of the pupils learn from under the trees dotted around the school yard.

When it rains, they all scurry for cover in the two classrooms.

Oliver Kapepa, who coordinates the church’s local activities, praised Bepete’s Life Ministries for travelling all the way from Cape Town to help local communities.

The nearby Masibinta High School also received six months’ supply of sanitary pads for its 131 girl children from Grace for Girls, a ministry founded by South African born Pastor Maria Sibongile, wife to Bepete.

The well-travelled Bepete, who hails from Goromonzi and has been living and pastoring in South Africa since 1998, said he was happy to have paid school fees for the pupils at Damba.

When the pandemic started, he began feeding the homeless and the economically stranded in Cape Town, dishing out more than 200 loaves of bread and soup every day.

He also started distributing out food parcels to more than 200 elderly and the orphaned in areas such as Chiweshe, Epworth, Mabvuku, Mufakose and recently in Dzivaresekwa in Harare.

By A Correspondent- Opposition Citizens Coalition for Change (CCC) leader Nelson Chamisa yesterday said his party supporters must not panic over reports that the MDC-T faction leader Thokozani Khupe was on the verge of joining them as there would be no imposition of leaders.

Speculation has been rife on social media that Khupe wants to join CCC after her fallout with MDC Alliance leader Douglas Mwonzora in January.

Chamisa, without mentioning names, said he was aware of disgruntlement in the rank and file of the party over some politicians joining the CCC.

“We want to work with everyone who is progressive,” he said.

“On various platforms people were talking about a lot of things. We are beginning afresh.”

He said CCC was a new formation and no one held positions in the party.

“We are starting from zero. We don’t have an MP, councillor. Yes, others are joining every day,” Chamisa said.

“We are here; we are very inclusive.

“It’s a new start, a new beginning.

“What is going to be different is that we are going to have a roadmap. We want big numbers. We want to repeat what was done in Zambia.”

Zambian President Haikande Hichilema, a close ally of Chamisa, caused a major upset last year when he beat incumbent Edgar Lungu to take the presidency.

The CCC leader said an overwhelming vote for his party would stop rigging.

“If we have huge numbers, there is no rigging. Let’s work together,” Chamisa said.

“It’s not about positions, but the change we want for the people of Zimbabwe.

“There is enough space for everyone.

“We want to make sure that we build a CCC. Once bitten twice shy.

“We are going to make sure that we don’t allow Zanu-PF to infiltrate us.”-standard

By A Correspondent- The Zimbabwe Republic Police (ZRP)  has announced the arrest of a 55-year-old man over the theft of a Mazda B1600 vehicle in Bulawayo on Friday.

In a statement, police said the vehicle was installed with a car tracking system which made it easy to track it. We present the statement below:

On 04/03/21, Police in Bulawayo arrested Ignatius Sounds Mudzudzu (55) for theft of a motor vehicle case which occurred in Bulawayo CBD on 04/03/22 at about 1000 hours.

The suspect was intercepted by the Police while driving the stolen Mazda B1600 vehicle, installed with a car tracking system, at Crocodile area in Esigodini.

A container of Glue Devil spray paint which he used to deface the company’s vehicle logo was recovered in the vehicle. Further investigations linked the suspect to two more cases which occurred in Bulawayo CBD on 07/02/22 and 20/02/22, in which he allegedly stole two vehicles and sold them in Mozambique.

By A Correspondent- Nelson Chamisa who leads the newly-formed Citizens’ Coalition for Change (CCC) has criticised vindictive politics by the ruling ZANU PF which he claimed forced former cabinet ministers including Saviour Kasukuwere and Professor Jonathan Moyo to skip the country’s borders.

Chamisa made the remarks while speaking to dozens of CCC supporters who attended the party’s rally held at Mkoba, Gweru to mobilise for votes ahead for the 26 March by-elections and 2023 harmonised elections.

Chamisa said when he is in power, he will make sure that Zimbabweans in the diaspora come back “and enjoy in the new Zimbabwe.” He added:

I don’t agree with Kasukuwere on many issues, but he should not be scared to come back home. Jonathan Moyo is now in Kenya. They should not be scared for their lives.

Many former government officials including Kasukuwere (former Local Government Minister), Moyo (former Information Minister), Walter Mzembi (former Tourism Minister), and Patrick Zhuwao (former Youth Minister) fled the country following the ouster of the late former President Robert Mugabe.

By – The Citizens Coalition for Change Vice President Tendai Biti said his party will bring joy to all Zimbabweans if voted into power next year.

By- Opposition Citizens’ Coalition for Change (CCC) leader, Nelson Chamisa, has reached out to ZAPU and “all those in the other parties” to join with his party in a bid to dislodge the ruling Zanu PF from power.

Chamisa was addressing CCC supporters at the White City Stadium in Bulawayo where the party was campaigning for the 26 March by-elections and 2023 harmonised elections.

He said:

We want to work with everyone progressive… People have been speaking on various platforms, but we are starting afresh… It’s no longer about parties. We’re saying to ZAPU let’s work together, … we’re saying to all those in the other parties, come and let’s work together. It’s not about positions, it’s about the change we want for the people of Zimbabwe. There is enough space for everyone. I know that a lot of you have said so and so but, no, we want to make sure that we build a citizens’ coalition for change.
He urged Zimbabweans to vote in the upcoming elections adding that it will be difficult to rig if enough people vote.

Chamisa makes the remarks when some CCC supporters, including some senior party officials, have made it clear that they do not want former Deputy Prime Minister, Thokozani Khupe, to have a coalition with the party.

They accuse her of working with the ruling Zanu PF to dismantle the opposition in the country.

By- Zanu PF President Emmerson Mnangagwa has attacked the opposition MDC parties and said he was not associated with any of them.

Despite meeting MDC-T President Daglous Mwonzora several times at statehouses and on undisclosed agendas, Mnangagwa said this.

“We are going for by-elections, some seats came through deaths but the majority came through recalls from Parliament by the opposition. They are always plotting against each other, but they want to blame Zanu PF. We have nothing with their troubles, they write to Parliament and a person is recalled”, Mnangagwa said this in Chegutu on Friday, when he was addressing a Zanu PF rally.

Chamisa told The NewsHawks this week that the state killed former Prime Minister, the late Morgan Tsvangirai who succumbed to cancer on 14 February 2018. 

There has been a rise in reported cases of intra-party and inter-party political violence across the country since 2020.

 This is happening as the country is preparing for 26 March 2022 by-elections and 2023 harmonised elections. 

Zimbabwe has in the past experienced political violence before, during and after elections, a situation that undermined polls’ credibility.

The development comes at a time a 29-year-old man who admitted to using “Mutoriro” was last year jailed for two and half years. Mathew Hopkins was initially jailed for four years when he appeared before Chief Magistrate Mr Munamato Mutevedzi charged with possession of dangerous drugs.

Mr Mutevedzi set aside 18 months of the sentence for five years on condition that he does not commit a similar offence within that period.

Hopkins told the court that he bought the crystal methamphetamine in Mbare, Harare for personal consumption. In sentencing Hopkins, Mr Mutevedzi said the abuse of such drugs was on high prevalence among youths.

The Chief Magistrate said the Government and other stakeholders should raise awareness on the dangers of using such dangerous drugs.

This has endangered the lives of villagers in the area, according to Team Pachedu.

“Chinese mine, Ming Chang Sino Africa, has poisoned Simona Village in Bindura with cyanide.

They are mining very close to residential areas and locals are also complaining about tremors, sound pollution and noise pollution.
ZANU is a danger to Zimbabwe,” Team Pachedu said in a statement on Friday.

By A Correspondent- Zimbabwe’s police service could collapse if no urgent action is taking to lift the morale of police officers through better pay, fixing key infrastructure and providing modern operational tools, a cross-party parliamentary committee has warned.

The “morale of officers across the entire police service was at its lowest ebb despite their demonstration of resilience and patriotism” and “further procrastination to redress the various challenges in the entire organisation has the potential of collapsing the policing system due to increased indiscipline and poor service delivery,” the portfolio committee on defence, home affairs and security services said.

The committee conducted an inquiry into the state of infrastructure and service delivery by the Zimbabwe Republic Police between October and November last year.

In a report presented to parliament, the MPs said “the state of infrastructure across the 10 provinces leaves a lot to be desired.”

“Dilapidated institutional and residential accommodation, poor ablution facilities resulting in officers opting for the bush system, obsolete office furniture, inadequate tools of trade, use of ineffective policing equipment which is inconsistent with contemporary policing technology, inadequate transport and fuel supplies are just but a few of the many signs and symptoms of an ailing policing system,” the lawmakers said.

The committee, chaired by retired Brigadier General Levy Mayihlome (Zanu-PF), said it “deduced that the majority of the challenges faced by the ZRP are a result of underfunding and delayed release of funds by the treasury.”

The committee said accounting mechanisms could be put in place to allow the ZRP to retain some funds, including fines and proceeds from its economic activities.

Lawmakers found that police stations, especially in rural areas, had no working landline phones with officers using their personal mobile phones to conduct business.

The report went on: “Poor remuneration and lack of incentives have the potential of fueling collusion and corruption amongst members of the police service, especially along the country’s borders thereby affecting service delivery and compromising the security of the nation.

“The use of personal communication devices and computers in policing seriously compromises the security of information and should be discouraged at all costs.

“The absence of an integrated communication system that promotes intra-station, inter-station, intra-district and inter-district, intra and inter-provincial linkages has far-reaching implications on effective policing and service delivery. A switch to the use of contemporary and robust communication devices and strategies that are in tandem with global policing trends should be prioritised by the relevant ministry if improvements on service delivery are to be realised.”

Members of the public have “lost confidence in the service delivery of the ZRP due to increasing cases of indiscipline especially among junior staff officers within and outside the working environment,” the MPs said.

The MPs were critical of the state of the general infrastructure at police stations, including holding cells where suspects are detained before making a court appearance.

“Ventilation was very poor in the majority of cells that were visited by the committee. Some had toilets which were no longer usable. In worse scenarios, some stations did not have holding cells thereby resorting to using charge offices for detaining suspects while others used wooden or metal shacks which were hardly secure for the purpose. This was noted as risking the lives of both officers and suspects in one way or the other,” the MPs noted.

There was also a “scarcity of food and linen for detained suspects.”

“Suspects depended on food provisions from their relatives. In worst scenarios, officers at the stations would provide their personal food to feed detained suspects,” the report said.

The MPs want police officers being transferred to receive a disturbance allowance. They want MPs deployed to “harsh environments” like Kariba, Hwange, Mount Darwin, Nyamapanda and Chiredzi where temperatures are extremely high to receive “heat allowances.”

Allowances should also be paid to officers leaving outside police camps to help with their rentals; undercover officers who do not wear uniforms as well as travel and subsistence.

The ZRP, the lawmakers found, requires about 7,000 vehicles to function efficiently but it currently has 2,167 and only 807 of those were on the road.

It was observed that in its Charter, the ZRP pledges to answer at least 90 percent of all telephone calls within ten seconds or three rings as well as attend to radio calls within three shouts. But as the MPs found, not only do some police stations not have working landlines, there was also no mobile phone connectivity.

“Police stations, especially those in rural and peri-urban areas, did not have working telephone lines while their radio communication gadgets were down for a long time. Police officers had since resorted to using their personal mobile phones thereby making supervision under this sub core area difficult,” they noted.

“To exacerbate the situation, some stations across police provinces did not have mobile network connectivity, making the state of affairs even direr. Instantaneous inter-station and inter-district communication mechanisms were poor, if not non-existent, particularly in remote areas and thus made effective policing very complicated.”

The report said “most stations” were using computers personally owned by police officers, “whilst some relied on external typing services which had to be paid for, posing threats of having confidential information falling into wrong hands.”

“Contemporary technological equipment such as biometric fingerprint machine, photographing and video filming gadgets, CCTV and scanners for use in information and crime management, is essential in modern day policing,” the MPs said.

By A Correspondent- The Zimbabwe Electoral Commission (Zec) has vehemently denied responsibility for the messy voters roll and accused political parties of causing the fiasco by issuing their supporters affidavits with similar addresses during the voter registration exercise.

Pressure groups and opposition political parties have been highly critical of ZEC after discrepancies were identified in the voters roll to be used in the March 26 by-elections.

Two weeks ago, the electoral body came under fire after pressure group Team Pachedu revealed that about 40 people were sometimes registered under one residential address.

ZEC however denied being responsible for the anomaly.

Data experts studying the voters’ roll have unearthed several other anomalies on the voters’ roll, among them names of 3 253 people aged 100 years or more, including 11 who are older than the oldest known surviving person on earth in the Guinness World Book of Records.

This has led to suspicions ZEC was plotting to rig the elections in favour of the ruling party, Zanu-PF.

However, in a statement Friday, ZEC disowned the voters’ roll which was recently leaked, saying the document was tampered with so as to discredit the elections management body.

Zec chief elections officer Utoile Silaigwana said political parties, without naming any, were corruptly issuing affidavits with the same addresses to their supporters to register to vote resulting in the confusion.

He said investigations showed that some affidavits had as many as 40 people sharing the same residential address.

“Some politicians are the chief culprits of this problem. The commission has now and again deliberated on this issue in our multi-party liaison committees, but to no avail,” Silaigwana said.

“They are the ones who facilitate their supporters to be registered and some of them have been doing so during the current voter registration blitz and have set up desks where they commission affidavits for their supporters for presentation to our registration officers as proof of residence,” he said.

“Our registration is done offline and there is no way the commission can tell that there is a high number of people who have registered under the same address.”

Silaigwana said the commission did not have the capacity to determine whether the addresses provided were genuine.

“As long as the proof of residence provided meets the requirements of the law, Zec is obliged to register that voter. The Legislature also seems to have taken this into account and provided for objection by voter procedures in the law,” he said.

“In terms of sections 28 of the Electoral Act, a voter may object to the retention of any name of the voters’ roll of the constituency in which the object’s voter is registered and he or she may request the removal of such a person’s name from the voters’ roll. The onus to object to the registration of any name on the voters’ roll is, therefore, squarely on those who are aggrieved.”

But the parties, in separate interviews, refused to take the blame.

Zanu-PF spokesperson Christopher Mutsvangwa challenged Zec to name and shame the political parties involved in the alleged scam.

“Zanu-PF, as the ruling party, stands by the laws of the land which it played a principal role is sponsoring and voting through Parliament, laws which the President (Emmerson Mnangagwa) who is its party leader assented to,” Mutsvangwa said.

“Clearly, the averted statement shows the law being transgressed. If it is true, then Zec and other associated law enforcement agencies should bring culprits to book regardless of party affiliation.”

Citizens Coalition for Change interim vice-president Tendai Biti rubbished ZEC’s claims, saying: “This is the body that has not been playing fair and independent. So it should zip its mouth shut. The key issue here is that the resident requirement would then make sense and they place difficulties on citizens.”

“So, Zec can’t attack the lawyers and commissioners that are trying to help people that are desperate.”

MDC Alliance leader Douglas Mwonzora said: “It’s not the fault of the political party at all….Anyway, phone the spokesperson of the party. I no longer want to comment.”

By A Correspondent- A 44 year old Harare resident yesterday appeared before magistrate Yeukai Dzuda charged with defrauding Air Zimbabwe of US$127 000.

Dzuda remanded Washington Hamunakwadi to today for trial date after granting him $20 000 bail.

Hamunakwadi was represented by Takunda Nyambira.

The State alleges that in 2016, Hamunakwadi illegally entered into the Air Zimbabwe staff residential area masquerading as a caretaker.

He later allegedly leased the properties to six tenants after claiming to be the rightful owner of the houses.

It is alleged that he collected rentals amounting to US$127 000 between 2016 and 2022 until the matter was uncovered, leading to his arrest.

Lyntee Gwarisa prosecuted.

In an unrelated case, Geofree Nyagadza also appeared before Dzuda charged with defrauding the Zimbabwe Manpower Development Fund (Zimdef).

Nyagadza was remanded out of custody to March 28 for a trial date on $80 000 bail.

According to court papers, sometime between November 25 2020 and January 8 this year, Nyagadza who is a tenant at Zimdef Willowvale flats, doctored receipts for rental payments totalling $135 981, before the scam was unearthed during an audit.

Chiwenga made the remarks while addressing Zanu-PF supporters in Kwekwe last Saturday.

Following Chiwenga’s remarks, a CCC supporter Mboneli Ncube was killed the following day at a rally by thugs identified by police as Zanu-PF youths.

Civil society organisations and opposition parties have since then sharply rebuked the former army chief and asked him to retract the statements.

Addressing Zanu-PF supporters in Bulawayo’s Old Pumula suburb, Chiwenga   appeared to be singing a different tune.

“We also want the election process to be defined by peace. We don’t want any violence. We condemn it and give it the utmost contempt it deserves. Violence is not developmental,” Chiwenga said.

The former Zimbabwe Defence Forces (ZDF) commander said Zimbabweans were one people and there is no justification violence.

“Let us remind each other, including those in opposition that being in opposition today is not permanent. So we remain as brothers and sisters of one Zimbabwe. An election is certainly not a justification for any form of violence,” he said.

Chiwenga also accused the MDC-T councillors of running down the city of Bulawayo.

“It is high time that we say enough is enough. We are all aware that Bulawayo City Council, has farms in the peri urban environments, the farms used to be massive sources of employment particularly for the local people, the sad story is that the farms have been parcelled and rented out to council employees,” claimed Chiwenga.

“This council has dismally failed. They have failed the electorate and people of Bulawayo,” said Chiwenga.

“The city council used to own and run numerous strategic business units as part of diversification, so that they do not solely depend on revenue from rates. It is undisputable that such suburbs as Emkahandeni, Entumbane, Magwegwe, Nkulumane, Magwegwe and Pumula were built through ventures run by council. The strategic intervention were crucial for social service safety nets. The business created both employment and recreation for the people.”

“Is it not a shame that the current opposition led councils have selfishly decided to rent out revenue streams to themselves and changed business, where is their conscience,” he claimed.

Chiwenga had likened the opposition CCC to lice that will be crushed when the time is ripe, remarks that were viewed by civil society organisations and opposition parties as inciting violence. Some defended him saying it was figurative.Addressing ZANU PF supporters in Bulawayo’s Old Pumula suburb, Chiwenga preached peace.

He said:

By A Correspondent- Citizens’ Coalition for Change (CCC) vice president Tendai Biti and dozens of his supporters were Friday injured after they were attacked with stones by suspected ZANU PF activists in Mabvuku, Harare.

Biti was campaigning in the Mabvuku suburb ahead of the 26 March By-elections, when his convoy was intercepted by the assailants who threw stones.

 reports that Biti’s campaign vehicles were severely damaged in the skirmishes, as Biti himself sustained a swollen arm after he was hit during the attack.

The former Finance Minister described the incident as barbaric and called on the electorate to dump the “unelectable, violent” ruling party in the upcoming by-elections.

This comes when Biti’s home was attacked by 4 men armed with machetes, axes and a gun in the early hours of this Wednesday. His guard was attacked and suffered bad injuries to his head and had to receive urgent medical attention. The men did not take anything.

By- The Zimbabwe Electoral Commission (ZEC) said it had registered 77 000 new voters and accredited 352 local and foreign observers for the March 26 by-elections.

ZEC’s chief elections officer Mr Utloile Silaigwana said this during a workshop with the Portfolio Committee on Justice, Legal and Parliamentary Affairs on the level of preparedness for the elections.

He said of the 352 observers accredited as at February 28, 342 were local with the rest being foreign diplomats from local embassies.

The ZEC chief elections officer also told the committee that 76 661 new registrants had been registered while 50 486 had transferred during the registration blitz held last month.
“The figures are, however, low despite the publicity campaigns carried out by the commission,” he said.
Mr Silaigwana added that a second registration blitz would be held next month and would run concurrently with a similar campaign by the Registrar-General’s Office for people to obtain national identity documents.

By- President Emmerson Mnangagwa has hinted that his government would implement a compulsory National Clean-Up Day.

In the forced clean-up campaign, Mnangagwa said the business community would be forced to set aside two hours during the first Friday of each month to clean their surroundings.

Mnangagwa started in 2018 and did it on the first Friday of every month.

Yesterday Mnangagwa led a Clean-Up programme in Chegutu’s Kaguvi High-Density Suburb ward before addressing a Zanu PF rally.

The opposition party that recalled MPs is the MDC that Daglous Mwozora is leading.

The Zimbabwe Electoral Commission (ZEC) said it had accredited 352 local and foreign observers for the March 26 local authorities and National Assembly by-elections.

ZEC’s chief elections officer Mr Utloile Silaigwana said this during a workshop with the Portfolio Committee on Justice, Legal and Parliamentary Affairs on the level of preparedness for the elections.

He said of the 352 observers accredited as at February 28, 342 were local with the rest being foreign diplomats from local embassies.

The ZEC chief elections officer also told the committee that 76 661 new registrants had been registered while 50 486 had transferred during the registration blitz held last month.
“The figures are, however, low despite the publicity campaigns carried out by the commission,” he said.
Mr Silaigwana added that a second registration blitz would be held next month and would run concurrently with a similar campaign by the Registrar-General’s Office for people to obtain national identity documents.

By-A Bulawayo man has been arrested for beating up his wife and threatening to burn his in-laws’ house after stumbling on a s-x tape of his wife in a sexual encounter with another man.

Last Phiri (37) of Old Pumula suburb got wind that his wife Monica Ncube (34) was two-timing him with another man. A friend gave him a sex tape which he used to confront his wife.

Phiri asked her why she cheated on him, but she vehemently denied.
He showed her a sex tape that she had recorded with her lover in their matrimonial bedroom before he grabbed her by the neck and punched her in the face and all over the body.
Ncube managed to free herself from his tight grip and sprinted to a police station and reported the matter. Phiri was then arrested.
While the pair were at the police station, Phiri became violent as he threatened to kill his wife and said he would then burn her parents’ house as he alleged that they were influencing her to cheat on him.
Last appeared before Western Commonage magistrate Shepherd Mnjanja for physical abuse as defined in Section 3(1)(a) of the Domestic Violence Act chapter 5:16 and threats as defined in section 186(1) of the Criminal Law Codification and Reform Act Chapter 9:23.
He pleaded not guilty to the physical abuse charge, but pleaded guilty to a charge of threats.
He was remanded out of custody to next week on Wednesday for sentencing. B Metro

By- The opposition Citizen Coalition for Change’s aspiring parliamentary and council candidates in Marondera have filed a police report over the defacing of their campaign posters ahead of the March 26 by-elections.

Marondera Central Citizens Coalition for Change (CCC) candidate Caston Matewu claimed that his posters were being defaced on daily basis.
The case is being investigated under RRB 5033552.

“My posters are being defaced or removed on a daily basis and replaced with those of a Zanu PF candidate.

This is a violation of the Electoral Act. I have since reported the matter to police, and nothing has been done yet,” Matewu said.

The Marondera Central seat fell vacant after the recall of Matewu by the Douglas Mwonzora-led MDC-T.
Six councillors were also recalled.
Matewu will contest against Zanu PF’s Ignatius Mateveke, MDC Alliance’s Witness Muzavazi and independent candidate Carlos Pindire.
Pindire said the removal of posters was dealing a major blow to his campaign.
“I have three posters left in Marondera. This is unfair, the ground is not even. I am an independent candidate who is campaigning using personal funds where do I get money from to print posters daily? I have since resorted to campaigns using fliers instead of posters,” he said.
Muzawazi described the removal of posters as unfair.
Efforts to get a comment from Zanu PF were fruitless.
Opposition parties have been complaining of unfair electoral practices which they said favoured the ruling party.
Speaking during an Open Parly discussion yesterday, CCC deputy spokesperson Ostallos Sibiza said the electoral environment was uneven.
“Zanu PF does its rallies without application from the police. State securocratic institutions, in particular, the police at Zanu PF rallies provide security securing everyone at a programme that is a party one and not a government one and so forth,” Newsday
Siziba said.
Lead secretary-general Precious Musarurwa said: “While we believe that the regime’s style of doing business during elections has always remained the same, I believe we are at a stage as opposition parties to claim our space and work towards achieving the goals we promised the electorate.”

By-A man from Chizororo village under Headman Gumunyu in Gokwe North died after he allegedly consumed beer laced with a concoction meant to enhance his libido.

Herimani Tererai Mudhefi, who was popularly known as Chitova in his area, died after he was allegedly given the concoction by Livison Chizema also popularly known as Mabvuhu from Tavengwa village.

Mudhefi died a few days later at Mutora Clinic where he had been taken for treatment.
There are, however, two versions to Mudhefi’s death with some claiming he was given the concoction by Chizema under the pretext that it was meant to boost his libido while others are claiming it was a kidney-cleansing concoction.
Mudhefi’s still mystified family is reportedly demanding answers from Chizema.
According to a source from the area who claimed to have intimate details of the shocking incident, the deceased felt pain and started vomiting soon after drinking the “poisoned” beer.
“His family is still shocked by the incident and is demanding answers from Chizema. What happened is that the two were drinking beer when Chizema gave Mudhefi a concoction claiming it was meant to enhance his libido though some are saying he lied to him that it was meant to clean his kidneys.
Chizema sternly instructed him that he should drink the concoction alone since he was the one who had a problem.
“A seemingly unsuspicious Mudhefi went on to lace his beer with the concoction and subsequently consumed it,” said the source who declined to be named.
Chizema is reported to have told the now deceased that if he felt pain, it meant the muthi was working.
After about 10 minutes, Mudhefi is reported to have started vomiting and seeing that his victim’s condition had started deteriorating, Chizema disappeared from the scene.
“Mudhefi was vomiting now and again after drinking the concoction. When he went home, his wife asked him about the concoction he had consumed and he told her that he was given by Chizema,” said the source.
Mudhefi’s family reportedly summoned Chizema to come and explain to them about the concoction he had given to Mudhefi and he refused.
“He later complied after the family had threatened to dump Mudhefi who was writhing in agony at his home. When they asked him about the concoction, he said he got it from his daughter-in-law.
When investigations were made, it then emerged that Chizema had deliberately swapped the concoction he was given by his daughter-in-law with the one suspected to have been laced with poison”.
Added the source: “They tried to save him, by taking him to Musadzi Clinic and he was later transferred to Mutora Hospital where he later died. The doctor who attended to him before he died told his family that it was poison”.
A post mortem was reportedly not conducted since the matter was not reported to the police.
Although Headman Gumunyu was not available for comment, B-Metro established that he had since summoned village heads – Chizororo and Tavengwa to discuss the matter.

The By-United States of America has extended sanctions on Zimbabwe.

 The Us President Joe Biden announced the extension of the sanctions in a statement released by the White House, Thursday.

On March 6, 2003, by Executive Order 13288, the President declared a national emergency and blocked the property of certain persons, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions.

These actions and policies had contributed to the deliberate breakdown in the rule of law in Zimbabwe, to politically motivated violence and intimidation in that country, and to political and economic instability in the southern African region.

On November 22, 2005, the President issued Executive Order 13391 to take additional steps with respect to the national emergency declared in Executive Order 13288 by ordering the blocking of the property of additional persons undermining democratic processes or institutions in Zimbabwe.

On July 25, 2008, the President issued Executive Order 13469, which expanded the scope of the national emergency declared in Executive Order 13288 and authorized the blocking of the property of additional persons undermining democratic processes or institutions in Zimbabwe.

The actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions continue to pose an unusual and extraordinary threat to the foreign policy of the United States.

For this reason, the national emergency declared on March 6, 2003, and the measures adopted on that date, on November 22, 2005, and on July 25, 2008, to deal with that emergency, must continue in effect beyond March 6, 2022.

Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13288.

This notice shall be published in the Federal Register and transmitted to the Congress.

By- A 38-year-old Chiredzi man who duped the company into believing that his dead mother was still alive before going on to open a life assurance policy for her and claiming money a year later has been convicted.

Phillip Kasu was slapped with a five-year jail term after he pleaded guilty to fraud when he appeared before Ms Fungai Muringi at Mutasa Magistrates’ Court.
Kasu will serve an effective three-year jail term after two years were suspended on condition of good behaviour.
Public prosecutor, Mr Tinashe Madziwa said the offence was committed in January 2021.
“On August 1, 2020, Kasu’s mother, Mrs Ethel Kasu died and was buried under the Johanne Marange Church customs. The death was not registered.
“On January 15, 2021, Kasu hatched a plan to defraud Econet Mutare and registered his mother under the EcoSure Premium package on the pretext that she was alive and he was the beneficiary of that policy. The accused person started paying monthly premiums,” said Mr Madziwa.
On December 10, 2021, Kasu approached his village head, Mr Rufairi Tafamombe and ordered him to stamp and sign a blank page.
Kasu went home and fraudulently wrote on the blank page that his mother had died on December 5, 2021.
Equipped with the letter, Kasu went to Mutasa Registrar General’s office and produced an affidavit plus the letter for processing of a death certificate.
He was subsequently issued with the document.
Kasu then went to Econet Mutare to claim a payment from his mother’s policy.
He submitted the death certificate, as well as a claim form signed by Fungai Kasu and Enock Gwetanyi corroborating that Mrs Ethel Kasu had died on December 5, 2021.
The offence was discovered just before $750 000 was transferred into the accused person’s ZB account. Manica Post
