Teachers In Showdown With Education Minister Over Invigilation

Teachers and Primary and Secondary Education minister Evelyn Ndlovu will today meet in Harare under the cloud of threats to boycott public school examinations that are scheduled to begin today.

Teachers have registered their displeasure over disparities in salaries with other government workers, among several other issues about their conditions of service.

Progressive Teachers Union of Zimbabwe president Takavafira Zhou confirmed the meeting yesterday, saying it would include government and other stakeholders in the educations sector.

Zhou said it would discuss several issues, including that of teachers threatening to boycott invigilation of the Zimbabwe Schools Examination Council (Zimsec) “O” and “A” Level examinations if they were not paid for the services.

“It’s a final meeting that would apprise the minister of an array of challenges affecting teachers such as pathetic salaries and the need to restore the purchasing power parity of teachers’ salaries to the pre-October 2018 position of an average of US$540,” Zhou told NewsDay yesterday.

“While this is a sole responsibility of the Public Service Commission (PSC), the line ministry needs apprisal so that it can inform the PSC, Cabinet and Treasury to address the issue as a matter of urgency.

“The issue of contract/payment for invigilation will be discussed. The current united front position of teachers is that no contractual agreement/payment, no Invigilation unless Zimsec is brought to pay teachers for the invigilation of public examination under its auspices, and teachers will not invigilate such examinations,” Zhou said.

Zimbabwe Teachers Association chief executive Sifiso Ndlovu said the issue of boycotting of Zimsec examinations would come up for discussion, among several other issues affecting teachers. But he said the decision to boycott would be up to individual teachers to make.

“To us, the contracts have to do with individual teachers, but at the moment, what we are engaged with is the discussion on the issue of examination management and related allowances. We are not going to look at invigilation only,” Ndlovu said.

“We are looking at all various issues. The new curriculum is dictating that there be continuous assessment, which then makes examinations only a component of 30%, and with that, it means every teacher, who has been involved, is an examiner and in that instance, we are introducing a new paradigm, where we are asking the authorities now to introduce a policy that recognises the new paradigm that will remunerate all those involved in all those activities.

“That level of engagement will see us tomorrow (today) engaging the ministry together with other stakeholders to concretise them on that. Our position has always been that we want teachers paid for invigilation, but we have not yet said we are going to boycott invigilation.”

He said during today’s meeting, teachers would make appropriate claims against government.

“The boycott position has not been communicated, and it will come to that if we have challenges along the way. At the moment, let us cross that bridge when we see it,” Ndlovu said.

Smaller unions like the Amalgamated Rural Teachers’ Union of Zimbabwe have already made their position clear that their members will boycott invigilating the examinations as long as there was no written agreement to pay them for the services.

Primary and Secondary Education ministry spokesperson Taungana Ndoro last week made it clear that if teachers boycotted invigilation of examinations, government “will use anyone” to invigilate them.

Ndoro also said there were several non-unionised teachers that could invigilate for free.

Last year, government used school ancillary staff and villagers to invigilate the examinations after teachers boycotted.

By Farai D Hove | The Chief Executive Officer of the Zimbabwe Investment Development Agency, Douglas Tawanda Munatsi has been killed in a house fire just before meeting his boss, Emmerson Mnangagwa on Monday.

The tragic incident happened early morning Monday at his flat in the capital, Harare.

Doug Munatsi

Govt To Recruit 10 000 Teachers In 2022

Government has announced plans to employ 10 000 teachers in 2022 in a bid to reduce the teacher-to-pupil ratio and decongest schools.

While presenting the 2022 national budget last Thursday, Finance minister Mthuli Ncube told Parliament that he will allocate $11,6 billion to decongesting schools and support infrastructural refurbishment of primary and secondary schools, as well as tertiary institutions.

The current teaching workforce is around 136 000, while the teacher-to-pupil ratio is 1:70 on average. “Government seeks to reduce the teacher-to-pupil ratio, and has set aside resources for the recruitment of 10 000 teachers in 2022,” Ncube said.

“To implement the ministry’s priority projects, an amount of $11,6 billion is being allocated to the Primary and Secondary Education ministry under the 2022 national budget. The demand for education services covering primary, secondary, higher and tertiary levels have been growing over the years. This has not been matched with infrastructural development programmes due to resource and capacity constraints, among others.

“Furthermore, the need to decongest existing schools in the wake of the COVID-19 pandemic and reduction of walking distance has prompted the need for additional facilities,” he said, adding that information communication technology gadgets to promote e-learning during the COVID-19 era through radio and online lessons would be procured.

He said currently schools were open for physical attendance at an average of three days per week, hence the need to support e-learning.

On procurement of personal protective equipment at public schools, Ncube said he would allocate $1 billion in 2022, while $2,3 billion would be utilised for procurement of teaching and learning materials, as well as assistive devices for learners with disabilities.

He said under the enhanced maintenance programme, 130 schools would be earmarked for rehabilitation, with $650 million having been allocated.

“As part of efforts towards upscalling the uptake of science, technology, engineering and maths (STEM) subjects in schools under the programme of providing mobile science laboratories in schools, resources amounting to $106 million were availed for delivery and installation of 135 laboratories countrywide,” Ncube said.

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said while government had indicated that it would recruit 10 000 teachers, it failed to make a fiscal commitment to that effect through the budget.

Former Harare Mayor Tendai Mahachi Acquitted

By A Correspondent- Former Harare City town clerk Tendai Mahachi has been acquitted by the Supreme Court in a matter where he was accused of criminal abuse of office by corruptly awarding millions of United States dollar tenders for waterworks during his tenure in office.

Mahachi, who was represented by Tapson Dzvetero, was being charged together with Simon Muserere, Christopher Magwenzi Zvobgo, Misheck Bvumbi, Masiye Kapere, Wilton Janjazi, Pauline Macharangwanda and Urayai Mangwiro for allegedly corruptly awarding a tender valued at US$13,8 million for the rehabilitation of the Firle Sewage Digester and Ancillary Works.

They were also accused of corruptly awarding a tender for the rehabilitation of Firle and Crowborough Sewage Works valued at US$18,1 million to Sidal Engineering (Pvt) Ltd, which had no capacity to execute the required work.

Sidal allegedly, in turn, sub-contracted Energy Resources Africa Consortium to do the work, thereby breaching Harare City Council tender procedures.

The High Court had acquitted the accused persons on the basis that the manual used as evidence had been put in place by an illegal commission and had not been adopted or regularised.

But State prosecutor chief law officer Chris Mutangadura appealed to the Supreme Court, saying the High Court erred in discharging the accused persons.

A Supreme Court bench comprising Justices Nicholas Mathonsi, Alphas Chitakunye, and Lavender Makoni dismissed the State’s appeal saying the accused person’s guilt was not proved beyond reasonable doubt, and that the appeal by the State was without merit.

“The guilt of the respondents was not proved beyond reasonable doubt. The appeal is without merit. In the result, it be, and is hereby ordered that the appeal is dismissed,” the bench ruled.

Restructuring Haunts Zanu PF

By A Correspondent- Zanu-PF is battling to conclude its restructuring exercise due to violent clashes among supporters, which have affected several provinces, it has emerged.

Several provinces, especially in Midlands, Mashonaland West, Harare and Mashonaland Central, have been affected by factional fights as the ruling party prepares for provincial elections next month.

In Manicaland, two Zanu-PF youths were dragged to court on Thursday to answer to charges of malicious damage of property after they allegedly stoned a vehicle belonging to Zanu-PF Manicaland provincial chairman Mike Madiro.

The accused youths, Malcolm Masarira (31) and Occasion Chimwendo (33) appeared before Mutare magistrate Langton Kata and were remanded on $10 000 bail each to December 14.

Court papers allege that the two stoned Madiro’s Toyota Land Cruiser vehicle in October at the 220km peg along Harare-Mutare Highway.

The vehicle was being driven by Ndava Mapungwana, who is the Transport deputy minister’s official driver.

One of the stones allegedly struck the windscreen of the vehicle, hit the driver on the chest and damaged the steering wheel.

In Harare, acting chairperson Godwills Masimirembwa and aspiring chairperson Godwin Gomwe are also embroiled in a legal battle after violence erupted in Epworth last month.

Gomwe is accused of assaulting Masimirembwa, who last week told NewsDay that “body movements” were normal in any contestation.

There were gunshots in Kwekwe two weeks ago when two rival factions clashed at the party district offices as factionalism continued to rear its ugly head in Zanu-PF.

Several people have been appearing in court in the Midlands province on various charges, including violence that engulfed the district since the beginning of the restructuring exercise.

In Mashonaland East, Zanu-PF women’s league national secretary for administration Monica Mutsvangwa and legal affairs secretary Munyaradzi Paul Mangwana are in a fierce fight over the party’s provincial chairperson post, a development that has irked members of the province.

The chaos in the province started after the reinstatement of provincial co-ordinating member Nyarai Tsvuura as the provincial women’s league boss following resolutions made by the central committee at the October national annual conference held in Bindura.

Tsvuura was removed from the top post in 2019 after being accused of “gossiping”, but was found not guilty by the national disciplinary committee, leading to a central committee decision to reinstate her. She was, however, blocked from resuming her duties, with Mutsvangwa and Mangwana claiming the move had been overtaken by events.

In a letter addressed to provincial chairperson Michael Madanha dated November 15 and seen by NewsDay, Mutsvangwa said the position taken by both the central committee and the provincial co-ordinating committee (PCC) was incorrect.

“This position taken by your PCC is incorrect, and an abrogation of Zanu-PF procedures. The NDC reinstated Tsvuura in June 2019 which the central committee report correctly captures. However, what the report does not capture is that after NDC reinstated Tsvuura as acting chairperson, this was implemented by the late JB (former Transport minister Joel Biggie) Matiza, who was the provincial chairperson by that time,” the letter read in part.

“A team led by the national secretary for commissariat, in the women’s league, (Maybe) Mbowa was deployed to the province and held a meeting with the provincial women’s league executive on September 25, 2020. During this meeting, an election to choose a substantive chairperson was conducted and the candidates were Tsvuura and Gororo. The results were 25 for Gororo and three for Tsvuura.”

Another letter from Mangwana addressed to the Zanu-PF women’s league boss, Mabel Chinomona, dated November 16 also said that the central committee could not nullify what was already on the ground.

The provincial members have said they would only comply with the central committee recommendations.

In a letter in response to Mutsvangwa dated November 17, provincial secretary for administration Kudzai Majuru, who recently announced Tsvuura’s reinstatement, said only the central committee could reverse the decision.

Majuru claimed that the province was correct in reinstating Tsvuura as the provincial women’s league boss.

Chamisa In Fresh Call For Dialogue Following Murder Of MDC Activist – Implement Reforms, Hypocrite

By Nomusa Garikai- The sheer hypocrisy and duplicity of MDC leaders when it comes to dealing with the thorny issue of Zimbabwe’s political culture of violence, never seize to infuriate me!

“That’s an issue of impunity and fertilises the breakdown of security of the person and security of the citizen,” said Nelson Chamisa.

“We have so many cases of so many people, who have been attacked like this over the past years and how do you kill  somebody like a fly like that?”

“There is no shame or sense of accountability on the part of those responsible.

“This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.”

Chamisa was speaking of the murder of a Gutu MDC activist, Nyasha Mawere, by Zanu PF thugs. Nyasha was attended by his assailants for attend a rally address by Chamisa. The names of the three assailants were given to the Police but, as usual, there have been no arrests.

During the 2008 elections, over 500 innocent Zimbabweans were murdered and hundreds of thousands were beaten and/or raped and millions were subjected to all manner of harassment and abuse. The elections was a watershed in that the nation witnessed some of the worst wanton violence in the country’s history.

The heinous crimes were committed by Zanu PF youths and war veterans, as the foot soldiers, backed up by the Police, Army, CIO and Prison Services personal who carried out the heavy duty stuff of abducting and killing. This was a Zanu PF instigated “Operation Mavhotera ani!” (Operation Whom did you vote for!) to punish the people for daring to vote for the MDC in the earlier, March 2008 vote.

Of course, none of the perpetrators of the wanton 2008 violence were ever arrested and faced justice. The Police, Army, etc. were and still are to this day captured by Zanu PF; the Police, Army, etc. are nothing but a department of Zanu PF there to serve the party’s selfish interest of no regime change.

So Nelson Chamisa is right to moan about the culture of impunity and no sense of shame on the part of those responsible for upholding the rule of law and protecting the sanctity of human life.

Nelson Chamisa and his MDC friends are shameless hypocrites for three reasons:

  1. MDC had the golden opportunity during the 2008 to 2013 GNU to implement the democratic reforms which would have dismantled the Zanu PF dictatorship, end the party’s strangle hold on the Police, Army and all the other state institutions and restore the individual freedoms and rights including the right to free elections and the right to life. They failed to implement even one reform in five years because Mugabe bribe them. They forgot about the reforms because they had their snouts in the feeding trough.
  1. Everyone has argued that Zimbabwe must implement the reforms first before holding elections. It is none other than MDC leaders who have stubbornly insisted on having elections with no reforms. Zanu PF has been offering a few gravy train seats to entice the opposition to participate and MDC and company have found the bait irresistible. Mnangagwa has increases the bait by creating POLAD, a superfluous political body to reward all presidential candidates who endorsed him as the legitimate winner of the rigged 2018 elections.
  1. By participating in these flawed and illegal elections, MDC and company are giving legitimacy to the vote rigging Zanu PF. Of course it is an outrage that the country’s fight to end the Zanu PF dictatorship and the corse of bad governance is now being frustrated by MDC who then have the chutzpah to pontificate over suffering and deaths of the victims of their blatant betrayals.

Yes, Zanu PF have created and ruthlessly retained this de facto one party dictatorship. However, we cannot deny that the 2008 to 2013 GNU was our get out of jail card which Morgan Tsvangirai and his mates failed to use by implementing the raft of democratic reforms to dismantle the dictatorship.

We can evoke the get out of jail card by demanding the implementation of the reforms before elections and it is MDC leaders who are refusing to do so under the pretext they have “winning in rigged elections strategies!” All nonsense of course because none of these strategies have worked and after 41 years of rigged elections the insanity must be stopped.

“There is the concept of always sitting  around a fireplace as a family to look at issues and if that fails, we always invite a neighbour,” continued Chamisa.

It was SADC who facilitated the 2008 to 2013 GNU and MDC failed to implement even one reform in five years because MDC leaders are corrupt and breathtakingly incompetent. Another GNU will accomplish nothing, not as long as the same corrupt and incompetent Zanu PF and MDC leaders are allowed to play leading roles.

Zimbabwe cannot afford yet another meaningless election process just to give vote rigging Zanu PF legitimacy and another five more years in power. We have the get out of jail card, we must evoke it by demanding reforms before elections.

Just because MDC and Zanu PF leaders have proven to be corrupt and incompetent beyond the pale does not mean no one else can implement the reforms. We just need competent men and women to implement the reforms and not these hypocrites; the reforms themselves are not rocket science.

Zim women Confront Chiwenga Over Marry Abuse

By A Correspondent- Women rights defenders are convening a virtual indaba tomorrow to deliberate on the continuous harassment and alleged abuse of Vice-President Constantino Chiwenga’s estranged wife, Marry Mubaiwa Chiwenga, by the former military boss. Marry, who is facing charges of attempting to kill Chiwenga , has allegedly been blocked from receiving treatment outside Zimbabwe for a life threatening ailment by the VP after their marriage broke down.
A visibly sick Marry has been a subject of pity from across the political divide though Zanu PF and government have chosen to remain mum on the issue insisting this was a private matter.
Marry says President Emmerson Mnangagwa and first lady Auxillia have let her down by not intervening in the fight with her estranged husband.
She lost custody of her three minor children after Chiwenga, who also doubles up as Health and Child Care minister, appealed against an earlier judgement in her favour.
Chiwenga argued his ex-wife was not mentally fit and was a drug addict.
Human rights defenders have since organised the virtual discussion under the Women’s Academy for Leadership (Walpe) banner to debate the Marry “abuse” issue.
The discussion will feature known human rights defenders, including Margaret Mutsamvi (gender rights advocate, Sitabile Dewa (human rights defender), Samkeliso Tshuma (women’s rights expert), Maxine Chisweto (a lawyer) and prominent author Tsitsi Dangarembga and will be hosted under the theme: Women’s human rights are a yardstick of national progress: A case of Marry Chiwenga.
The rights’ defenders have also started a #JusticeforMarry campaign to fight against the decision that denies her access to medical attention outside the country while her health continues to deteriorate.
Marry, who suffers from lymphoedema, has had her applications for release of her passport to seek medical attention outside the country dismissed by the courts.
The opposition MDC Alliance also weighed in on the Chiwenga has wife saga.
“The MDC Alliance assembly of women notes with concern the increased incidences of gender based violence that has become the hallmark of Mnangagwa’s government.
“The most recent example of the regime’s toxic culture of abusing women and weaponising the law against them is the harassment and torture of Marry Chiwenga, estranged wife of VP Chiwenga,” MDC Alliance assembly of women spokesperson Barbara Tanyanyiwa said.
She said Mubaiwa was a victim of people settling political scores and that should not be tolerated as she continues to suffer.
Marry was on Friday remanded to tomorrow when the latest medical report on her mental state to stand trial will be presented in court.
She filed an application to stop her trial, saying she was not fit to stand trial citing ill-health.

UK Lifts Ban On SA Direct Flights

By A Correspondent- Direct flights between South Africa and the United Kingdom (UK) will resume next week, the Department of International Relations and Co-operation said on Sunday.Spokesperson Clayson Monyela said British Airways would resume direct flights to South Africa from Tuesday, with the first flight to London on Wednesday.
“It will be one daily flight to Cape Town and OR Tambo International Airport [ORTIA], Virgin flies three times a week into ORTIA. They have not stopped theirs,” Monyela said in a tweet.
The United Kingdom High Commission in South Africa said entry would still be restricted to United Kingdom/Irish nationals and those with residence rights would need to undertake 10 days quarantine in a government approved hotel.
The United Kingdom (UK) imposed a travel ban on South Africa and other five southern African countries with effect from November 26, following the detection of a new Covid-19 variant known as Omicron first detected in Botswana and subsequently South Africa.
The other countries on the UK red list were Botswana, Lesotho, eSwatini, Zimbabwe and Namibia.
Botswana said the Omicron variant was detected on four foreign nationals who had entered the country on November 7, on a diplomatic mission. They tested positive for Covid-19 on November 11 as they were preparing to return.
Botswana Health Minister Dr Edwin Dikoloti said the country has recorded 15 more Omicron variant cases, taking the country’s tally to 19.
One of the cases was a South African who was in the country visiting family.
In a televised national address on Sunday, President Cyril Ramaphosa said he was deeply disappointed in the reaction to SA regarding the Omicron variant
He said there was no scientific justification for keeping imposing restriction on South Africa.
The emergence of the Omicron variant should be a wake-up call to the world that vaccine inequality cannot be allowed to continue.
“We have said that vaccine inequality not only costs lives and livelihoods in those countries that are denied access, but that it also threatens global efforts to overcome the pandemic,” Ramaphosa said.
He added that the restrictions were unjustified and unfairly discriminated against South Africa and southern African countries.
“The prohibition of travel is not informed by science, nor will it be effective in preventing the spread of this variant.
“We call upon all those countries that have imposed travel bans on our country and our southern African sister countries to urgently reverse their decisions and lift the bans they have imposed before any further damage is done to our economies.”

Nude Miss Zim Reinstated

By A Correspondent- The Miss Tourism board has made a shock U-Turn and reinstated Chipo Mandiudza, who had only reigned for two days before she was dethroned over nudes scandal. She was crowned on October 19 at a ceremony in Bulawayo, which was followed by controversy after her supposedly nude pictures made rounds on social media platforms.
In the pictures were screenshots from a video in which Mandiudza looks like she was in gyrating dances clad in skimpy outfits.
Mandiudza reportedly wrote to the Miss Tourism board tendering her resignation. But the model fired back at the board and revealed in the media that she was forced to resign.
In a press statement released by Miss Tourism Zimbabwe board chairperson Busi Dube-Muleya, said Mandiudza a marketing student at Lupane State University has been restored as reigning queen till the next contest.
“It is common cause that in the last edition of the Miss Tourism Zimbabwe beauty pageant, the crown had been awarded to Chipo Mandiudza upon her successful virtual competing against other contestants,” Dube-Muleya said.
“Subsequent to her winning of the top chair, Chipo was disqualified on account of inappropriate personal materials that went into the public domain.
“The Miss Tourism Zimbabwe pageant carries the name of the country’s tourism sector and for this reason, we apply the highest standards on pageant contestants on moral uprightness.
“As and when disciplinary measures will have been taken against a contestant, there is room for an appeals process in our disciplinary and grievances procedures.
“After Chipo had hurriedly handed us her resignation letter she automatically became suspended from the Miss Tourism Zimbabwe throne.
“She then formally appealed, presenting all the photographic materials that had caused the disciplinary measures against her during, which period the deadline for the Miss Tourism International entry lapsed thereby deeming it impossible for Chipo to compete.
“The Miss Tourism board has carefully looked at all the photographic images presented by Chipo on appeal.
“That process proved that though inappropriate, in fact on all the photos that caused the public stir, there was no nudity.
“Accordingly, the Miss Tourism Board reconsidered the circumstances and determined that Chipo Mandiudza be restored back to the throne with immediate effect as the reigning Miss Tourism Zimbabwe 2021 until the next MTZ pageant.”
Mandiudza will represent Zimbabwe in the Miss Tourism International search that will be held virtually due to the Covid-19 outbreak.
The global finals will be held on December 15.

Mnangagwa Aides Assault Motorist

By A Correspondent- Members of President Emmerson Mnangagwa’s escort Saturday assaulted a Harare motorist and later detained him on charges of intercepting his long motorcade.

The incident happened at the intersection of Seke and Cripps roads in the morning.

Malvern Samakande was detained at Mbare police station after police cut him off and assaulted the 25-year-old on charges of obstructing the presidential motorcade.

He was only released after paying an admission of guilty fine of $2000 following the intervention of Human Rights NGO Forum lawyer Nobel Chinhanu. Chinhanu confirmed the incident. He said:

The Forum has attended today at Mbare Police Station to represent Samakande, who was accused of failure to obey road signs and signals.

Allegations are that Samukande failed to give way to the presidential motorcade.

It was alleged that Samukande failed to obey multiple police officers stopping the movement of traffic and was only stopped by the presidential guards.

He was released after the payment of an admission of guilty fine.

Several motorists were in the past assaulted by the late former president Robert Mugabe and now Mnangagwa’s security men for not giving way to the presidential motorcade.

Riders on the motorcade have also been killed after motorists failed to observe the unwritten law of giving way to the presidential motorcade.

In 2016, Joseph Chakanetsa was jailed for two years for cutting Mugabe’s motorcade in the capital after the court found him guilty of negligent driving.

He was slapped with another 60-day jail term for failing to stop after committing the offence.

His driver’s licence was cancelled and he was banned from driving heavy vehicles and public transport for life.

South Africa ZEP: MDC Alliance Defends Stranded Zimbabweans.

The MDC Alliance has come out to defend Zimbabweans stranded in South Africa.

The party, has stood out to confront the South African government over the plight of the nearly 200,000 set to loose their immigration status as the neighbouring country ends the Zimbabwe special dispensation permit grants.

Our message to all the affected individuals and families is that we will not leave any Zimbabwean behind, the party said in a statement. FULL TEXT BELOW

On the 25th of November 2021, the South African Government announced that it will no longer be extending Zimbabwean Exemption Permits (ZEP) which expire on the 31st of December 2021.

South Africa’s latest position will affect more than 182 000 Zimbabweans. We respect the decision of the South African government and we appreciate South Africa’s help. The nation has repeatedly supported Zimbabwean citizens who were fleeing poverty, injustice and corruption.

Our people left the country in search of better opportunities and jobs following the socio-economic and political crisis created by the regime in Harare. As a social democratic party whose core value is to champion a better society for the people of Zimbabwe, we are extremely concerned with the plight of our brothers and sisters who have become perpetual victims of the authorities that deliberately renege on their responsibility to serve and protect the people.

At the core of Zimbabwe’s problem is a legitimacy crisis flowing from the disputed election of 2018, illegal and unconstitutional accumulation of wealth through looting, corruption and abuse of state institutions. Zimbabwe has become one of the worst governed countries in the world due to the regime’s misrule and maladministration. ZanuPF’s anti-poor policies have driven the citizens away.

South Africa, SADC and the rest of Africa will have to deal with the harsh reality that as long as they ignore the call to encourage Zimbabwean government to conduct free and fair elections, observe the rule of law, respect human rights and other key constitutional mandates, the immigration problems will continue to affect the neighbouring countries and beyond. Instead of championing a better society anchored on democratic values, the regime in Harare is focusing on authoritarian consolidation.

As the MDC Alliance, we stand in solidarity with our brothers and sisters domiciled in South Africa. We are appealing to SADC to assist the struggle by playing their part to hold the regime to account when they abuse the citizens and practice bad governance contrary to the principles enshrined in the SADC Treaty.

Our recently launched Diaspora Affairs and Mobilisation Department will be fully seized with this issue, engaging with stakeholders to find a lasting solution within the twelve months’ grace period given by the South African government.

Our message to all the affected individuals and families is that we will not leave any Zimbabwean behind as we prepare for the 2023 election victory by President Nelson Chamisa.
Together, we will win Zimbabwe for change.

Biti Dismisses Mthuli Ncube Budget

Tinashe Sambiri|MDC Alliance vice president Hon Tendai Biti has described Mthuli Ncube’s budget presentation as an exercise in mediocrity.

According to the former Finance Minister, the budget does not at all address fundamental issue tied around the nation’s economy.

Below is Hon Biti’s argument:

That Budget presentation was made by a man just going through a ritualistic formality It was a sordid exercise in mediocrity , mendacity & lackadaisity.A lacklustre & vacuous presentation berefit of substance or form. One totally oblivious to the structural challenges facing Zim.

The failure to address the structural issues around currency ,the auction rate, deficits ,corruption & the debt question makes the budget irrelevant. The illicit takeover of RBZ s legacy debts ,3 years after the RBZ Debt assumption Bill is criminal.RBZ is haven for crime &deficits

We have always argued that the class of 2018 is the worst Government in the history of Governments. We respectfully submit that the 2021 Budget is proof beyond reasonable doubt of this contention

And just before they get too excited , Mnangagwa and his lot must know that any amendment in the constitution altering term limits must be approved by Zimbabweans in a referendum over and above the requisite two thirds constitutional threshold. #AsifuniBumbulu

‘Omicron’ Variant In VP Chiwenga’s Mother-Tongue-Twister

As Zimbabwe awaits Vice President Constantino Chiwenga’s crisis program on handling the Omicron Variant, Border testing and movement controls are being tightly enforced for travellers crossing into Zimbabwe, especially on the southern and western borders, in the wake of the discovery of the variant in neighbouring South Africa and Botswana.

Officially designated Omicron, the fifth “variant of concern” by the World Health Organisation, it has already seen a bloc of Southern African countries being walled off by most of the world with direct flights banned and those flying in from these countries forced to undergo compulsory quarantine.

VP-Chiwenga__

Apart from the US, from today, and the European Union from late last week, Britain, Australia, the United Arab Emirates, Japan, India and other countries around the world have now announced travel bans or restrictive measures against travellers from South Africa, Zimbabwe, Eswatini, Lesotho, Namibia, Mozambique, Malawi, Angola and Botswana following the detection of the Omicron variant by South African scientists.

Zambia, an enclave sticking into this group of nine countries, has yet to be included while some countries have extended the ban to Seychelles, where almost the entire adult population has been vaccinated.

Cases of Omicron are now appearing in other parts of the world as countries test for the variant.

Health authorities in Matabeleland South said the tight screening of travellers entering or leaving the country through Plumtree and Beitbridge border posts, in place for many months, was being adhered to.

Matabeleland South Provincial Medical Director, Dr Rudo Chikodzore, who has these two busiest border posts in her province, said her staff was on high alert for the new variant.

“We have boosted our testing capacity for Covid-19 at the borders where there is a relatively high volume of transit traffic. We need to understand the impact of the condition in terms of contraction and fatality levels,” she said.

Besides screening for signs and symptoms, visitors or returning residents were expected to produce a PCR Covid-19 clearance certificate valid for under 48 hours.

Wheel baths, foot baths, hand sanitisers and handwashing basins have been installed at all entry points to buildings around the border posts.

Botswana and Zimbabwe share four ports of entry, Plumtree, Mpoengs, Maitengwe, and Mlambapele but only the Plumtree border is open to essential traffic and returning residents.

Chief co-ordinator of the national response to the Covid-19 pandemic in the Office of the President and Cabinet, Dr Agnes Mahomva, said: “We are now moving forward to ensure we strengthen our response so that we do not get hit by a fourth wave and, if we do, it will not be as bad as the third wave. A lot of capacities have been built. Covid-19 confirmatory testing was initially done at the national level but now it is available throughout all the 52 districts.

Vice President Dr Constantino Chiwenga, who is also the Minister of Health and Child Care, on Friday confirmed the tightening of control measures saying authorities would intensify screening at all ports of entry.

“Strict monitoring of movements at points of entry and border posts is being intensified to minimise the introduction of this new variant into the country,” said VP Chiwenga.

Chief Director in the Ministry of Health and Child Care Dr Maxwell Hove said border towns were among the high-risk areas for new Covid-19 infections due to the prevalence of cross-border related businesses.

He said vaccinating those in such areas, will help protect the communities and also open up economic activities in such towns. An average of 150 people are crossing between Botswana and Zimbabwe daily, while at Beitbridge, which is the only land border between Zimbabwe and South Africa, authorities are handling at least 2 100 travellers per day.

Government is targeting to vaccinate the entire 9.4 million Zimbabweans aged 16 and above, with that target likely to rise as younger age groups are confirmed to be safe for vaccination.

As of Friday, 3 756 498 people had received the first dose while 2 786 976 had been administered the second dose. Herald

Ignoring Tagwirei-Looting, Mthuli Says Povo Abusing Duty Rebate

Govt has tightened the conditions for businesses benefiting from the rebate of duty facilities amid concerns over lack of transparency and accountability, which has seen some beneficiaries making false declarations and flouting tax regulations among other unethical practices.

Since 2009 to date, the Government, through the national budget, has availed tax rebates and Value Added Tax (VAT) deferment to manufacturing, mining, tourism, agriculture, transport, energy and health sectors.

Mthuli Ncube

A “rebate of duty” is simply a refund of part of the customs duty that was originally paid.

While the primary function of tax laws is to mobilise resources, Treasury has exempt some key industries from paying some taxes as part of measures to reduce production costs in order to ramp up output.

The support interventions have come at a time when the productive sector is seeking to recover from years of stagnation and loss of capacity. Under the National Development Strategy (NDS1:2021-2025), re-industrialisation and realising strong export-led growth is one of the top priorities.

However, provision of such concessions reduces the amount of tax revenue that would otherwise have been collected by the Government for financing different development programmes.

For instance, between 2016 to August 2021 the value of goods imported under the rebate of duty by the productive sector was Z$225,8 million and revenue foregone during the period amounted to Z$59,6 million, according to a Treasury report. Among the beneficiaries are players in the mining, manufacturing, tourism, transport and energy sectors.

Presenting his 2022 National Budget statement on Thursday, Finance and Economic Development Minister, Professor Mthuli Ncube, revealed that instead of reciprocating Government efforts to transform the industry, the rebate on duty scheme was being abused by some businesses.

Unlike other spending programmes, the minister said the tax revenue forgone through such concessions is not subject to appropriation.

“Whereas availing of tax rebates and VAT deferment has gone a long way to enhance productivity, issues of concern observed during beneficiary company tours include the following, among others; false declaration of minerals produced, export of unpolished granite, non-submission of monthly returns to the ministry responsible for Mines and Mining Development,” he said.

Others include; “environmental degradation, lack of social corporate responsibility such as community schools, hospitals, water and housing suitable for human habitation especially in the mining sector, non-provision of safety wear for employees, false declaration of physical address and transfer of capital equipment to a new site without Zimra approval”.

Going forward, and in order to enhance transparency and accountability in the administration of rebate facilities and address the deficiencies that have been identified, the Treasury boss has proposed to tighten screws on the scheme and applicants will now be required to provide among other documents, a Zimra certified tax payment for the period prior to the application.

“Exporting companies will now be required to produce CD1 Form discharged for the period prior to application, documents proving corporate social responsibility executed and activities to protect the environment against degradation,” said Prof Ncube.

He said in the case of mines, they have to submit monthly returns to the Ministry of Mines and Mining Development.

“Treasury will publish an evaluation report on assessments undertaken to establish the transparency and accountability in the utilisation of Rebate of Duty facilities,” said Minister Ncube.

He said as part of the process to evaluate the impact of tax concessions availed to date, Treasury in collaboration with the Zimbabwe Economic Policy and Research Unit (Zeparu) and support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), under the framework of “Good Financial Governance Programme”, will soon commission a study to “Evaluate the Impact of Tax Incentives on Socio-Economic Outcomes in Zimbabwe”. The study will focus on the manufacturing sector.

Contacted for comment, economist and local businessman Mr Dumisani Sibanda said while tax concessions were critical in assisting businesses, it was unfortunate that beneficiaries were abusing the facility.

“When you give tax concessions, it means you’re trying to grow that sector and encourage production,” he said, adding that the proposed study would help unravel a lot of critical insights about the scheme, which would assist the Government in policy formulation. Additional reporting -Herald

ZACC Arrests MDC And ZANU PF Councillors

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested four ZANU PF and two MDC Alliance Councillors.

The Karoi Town Council’s chairperson, five councillors and two officers were arrested on various allegations.

ZACC chairperson Loice Matanda Moyo

The arrested are accused of allocating themselves residential and commercial stands and awarding themselves unapproved travelling and subsistence allowances.

Town secretary, Wellington Mutikani, who was recently suspended during a special council meeting, is facing four counts of unprocedurally allocating himself four residential stands and a tender between 2015 and 2021.

Council chairperson, Abel Matsika, is alleged to have unlawfully allocated himself a residential stand, while the other five councillors were arrested on allegations of unprocedurally awarding themselves unapproved travelling and subsistence allowances.

The five are Ward 3 councillor Stewart Jena, Thomas Mbiri of Ward 5, Kenson Kamuponda of Ward 8, Ward 9’s Nicholas Murwira and Rangarirai Hungwe of Ward 10.

The other second accused council official, Mr Hastings Makunda, an administration officer and acting town secretary, is facing allegations of unlawfully allocating himself a residential stand.

All the accused appeared in court yesterday and are out on bail with varying conditions for each.

This comes after three top Zvishavane Town Council officials were earlier this year arrested by ZACC on allegations of flouting tender procedures and awarding the same contract twice to a company, JM Construction, which had failed to fulfil the terms of the first contract.- Herald

Lucky Barcelona Edge Battling Villarreal

Barcelona have won back-to-back games in La Liga for the first time this season thanks to a hard-fought 3-1 victory away to Villarreal. Barça played their worst match under Xavi and left it very late, but got two goals in the last six minutes and escaped El Madrigal with three crucial points.

FIRST HALF

The first 10 minutes were wild at the Madrigal, with Dani Parejo almost breaking Sergio Busquets’ ankle in the first minute and not even getting a yellow card, Ez Abde having a header brilliantly saved by Gerónimo Rulli onto the crossbar, Gerard Piqué saving a shot by Arnaut Danjuma with his hand and not being called for a penalty, and both Memphis Depay and Gavi missing clear chances.

Barça dominated the next 10 minutes with some excellent offensive football and created a huge chance when Frenkie De Jong played a sensational through ball to put Memphis one-on-one with the keeper but Depay somehow missed the target completely. Barça had almost 80% possession in the first 20 minutes, and it looked as though they would be in control for the entire half.

But Unai Emery’s side grew into the game and started exploring a clear weakness in the Barça defense: young Ez Abde on the right wing and Eric García at right-back. The two players looked completely lost trying to track their men and Alfonso Pedraza became the most dangerous player on the pitch by constantly losing Ez Abde and running into the space vacated by García.

Villarreal created chance after chance that way, with two big ones falling to Danjuma but the Dutch winger was unable to beat Marc-André ter Stegen in goal. The Yellow Submarine finished the half as the superior side, and at halftime Barça were on the ropes and Xavi needed to make some serious adjustments to avoid disaster in the second half.

SECOND HALF

There was no tactical adjustment at the half, but Barça changed the game in the final period with an early goal: after a cross from Jordi Alba on the left, Memphis had his shot saved by Rulli but De Jong scored on the rebound into an open net and Barça took the lead just five minutes into the second half.

Villarreal stepped up their pressure after going behind and Barça completely lost their shape. The Blaugrana struggled to keep possession and their defense looked more and more disorganized, and they finally paid for it when Manu Trigueros played a ball over the top, Danjuma got to it before Piqué and Samuel Chukwueze then anticipated Óscar Mingueza and found the back of the net for the equalizer.

The home team continued to dominate in the final 15 minutes and had several really good opportunities to find the winner, but somehow, someway, the winner was scored by the visitors: after a long ball by Ter Stegen was not properly cleared by Pervis Estupiñán, Memphis Depay got to the ball before the Villarreal defense, rounded the keeper and nutmegged the defender at the line to give Barça the lead.

There was still time left for Villarreal to find an equalizer, but Barça made sure of all three points when Philippe Coutinho won a penalty and scored from the spot to make it 3-1. The final whistle came, and Barça have won two games in a row for the first time in the league this season.

This was by far the worst performance of the week, and Xavi didn’t help his team either. Barça were very lucky to win this one, but they never won these sorts of games under Ronald Koeman. Perhaps luck is on Xavi’s side, but he has a lot of work to do.- Barca Blaugranes

Musengezi Unmoved By Mnangagwa Threats …

ZANU PF activist, Sybeth Musengezi, Friday vowed to continue with his court action where he is challenging the constitutionality of President Emmerson Mnangagwa’s ascendancy as ZANU PF leader in 2017.

Mnangagwa and Zanu-PF recently threatened to sue Musengezi’s lawyers demanding withdrawal of the court challenge.

Musengezi’s lawyers have accused Mnangagwa and ZANU PF’s lawyers of using bullying tactics and reported them to the Law Society of Zimbabwe.

The ZANU PF activist is seeking a court order declaring null and void a November 19, 2017, ZANU PF central committee meeting that elected Mnangagwa as party leader after the late Robert Mugabe’s dismissal.

In an opposing affidavit, ZANU PF secretary for administration Obert Mpofu argued that Mnangagwa enjoyed presidential immunity. He also dismissed Musengezi as a bogus ZANU PF member.

Musengezi cited ZANU PF, Mnangagwa, Mpofu, acting finance secretary Patrick Chinamasa, former Vice-President Phelekezela Mphoko and ex-ZANU PF finance secretary Ignatius Chombo as the first to fifth respondents respectively in his application. Musengezi said in his answering affidavit filed through his lawyers Ncube Attorneys:

Applicant clearly has sued the second respondent in his official capacity as the President and first secretary of the first respondent. To suggest that the applicant is thereby suing the office of the President is self-servingly misleading.

He said the fact that Mnangagwa is the President of the Republic of Zimbabwe does not bar a suit against him in his capacity as President and 1st Secretary of ZANU PF.- NewsDay

Supporting Emmerson Mnangagwa Is Not Patriotism

BY SIMBA MUKORI

Zimbabwe is a country in deep crisis. It is embroiled in a multi-faceted crisis of an unprecedented magnitude on numerous fronts-be they socio-legal or politico-economic.The country has experienced massive structural regression characterized by alarming levels of unemployment, infrastructural decay and enormous deterioration in the provision of critical social services.Endemic corruption, gross economic mismanagement, flagrant violations of human rights, blatant disregard of the rule of law and its selective application constitute an avalanche of problems that citizens continue to grapple with daily in contemporary Zimbabwe.

From war veterans bemoaning the harsh deterioration of their welfare to workers in various sectors of the economy lamenting the ruthless erosion of the value of their monthly incomes;from students protesting the denial of academic freedoms and access to quality, affordable education to peasants and the rural populace tearful about arbitrary displacements from their ancestral lands to pave way for ruling party’s Chinese friends,Zimbabwe at the present historical juncture has degenerated into an autocratic, authoritarian and tyrannical state that denies its citizens peace and happiness in their lifetime.

Amid these torrid and painful conditions, the broad mass of the people have become critical of the government and state, unhappy about the direction the country is taking.Instead of responding positively to the genuine concerns of the people, the government under Zanu pf always resort to coercive and repressive apparatuses of the state to deal with public discontent.
Of great concern is the labeling of anyone critical of the government as being unpatriotic and a sell-out!Any citizen who dare oppose the government’s heavy-handedness,excesses and ruinous policies is labelled unpatriotic.Actually,a whole discourse dubbed patriotic history has been widely deployed whose agenda is to indoctrinate the naive,to portray and privatize politics as the sole preserve of those who participated in the nationalist liberation movement prior to the independence of this beautiful land-locked country Zimbabwe.Zanu pf has been hitherto fostering a narrative that seeks to disqualify anyone who becomes critical of its administration from being considered a patriotic citizen. It has become unequivocally clear along the years that anyone who does not agree with the ruling, ruining party is labelled unpatriotic and a sell-out,even those who participated in the struggle for liberation like Cde Rugare Gumbo,Mai Mujuru and Dzikamai Mavhaire.Indeed,it is such notorious and treacherous shenanigans by Zanu that has provoked my interest to interrogate the meaning of patriotism in contemporary post-colonial Zimbabwe.

What does it mean to be patriotic? Can patriotism be reduced to mere partisanship,to a mere party affiliation or its much more broader and all-encompassing given the plurality of political parties with different ideologies and policy persuasions in a multi-party constitutional democracy? In the ultimate analysis, however,it must be unambiguously clear that Zanu must not be allowed to use the rhetoric of patriotism as a weapon for its hegemonic machinations and devices, risking a situation whereby all other citizens are relegated to second class citizens simply because they hold different opinions on how the country must be governed! Now they have even stooped so low as to enact a Patriotic Act whose obnoxious and nefarious agenda is suppression of people’s voices and repression of dissent and stifling democracy!

Many scholars have defined patriotism simply as being loyal to one’s country and motherland, with a greater emphasis on commitment and devotion to the values and beliefs a country holds dear.It denotes a sense of pride, dedication and affection in belonging to the motherland.True patriotism is reflected through active citizenship, which means active participation in the governance and development processes that contribute to the well-being of a nation-state and its people.

In most countries, the expressed will of the people, their aspirations, values, beliefs and hopes are enshrined in the constitution.Even in the case of Zimbabwe, reference can be made to the opening sections of the Supreme law that delineates lucidly what it terms national objectives, founding values and principles. It is beyond disputation that Zimbabwe is founded on respect for such principles like the supremacy of the constitution, rule of law, fundamental human rights and freedoms, recognition of the inherent dignity and worth of each human being, gender equality and good governance which emphasizes transparency and accountability and the equitable distribution of the nation’s abundant resources,to mention just a few.

The pursuit and promotion of such values, principles and ideals as enunciated in the constitution and loyalty to such noble objectives is what must constitute patriotism-which is love for one’s country, its people and all the resources in it.Suffice to say acts of commission or omission by the state and all its institutions and agencies of government at any level or any citizen that violate, disregard or undermine these values and principles that define our Zimbabwean nationhood amount to lack of patriotism!

Corruption is in violation of the founding values of the nation-state under good governance which entails transparency and accountability and therefore anyone guilty of such is unpatriotic.Hurting your citizens for daring to challenge how the affairs of the nation are managed is what must be deemed as unpatriotic.Using the state for personal enrichment at the expense of the broad mass of our people is unpatriotic.Colluding with exploitative and extractive callous Chinese capitalists to dispossess our people of their ancestral communal lands and deprive them of livelihoods is unpatriotic. To deny workers decent wages, students a better education and war veterans a better welfare is pure hatred for the people which is the opposite of patriotism.Multiple farm owners are damn unpatriotic! In fact,Zanu represents and is a true reflection of the lack of patriotism..if by patriotism we mean love of the country, the people and all its endowments.

How on earth can Hopewell Chin’ono who is exposing and fighting corruption be labelled unpatriotic while Obadiah and Priscilla Mupfumira who stole millions of United States dollars be considered patriots? How can Makomborero who is demanding democracy be regarded unpatriotic when villains like Henrietta Rushwaya smuggle our country’s gold but is embraced by those who have arrogated themselves powers to define patriotism? How can Netsai Marova,Cecilia Chimbiri and Joanna Mamombe be seen as unpatriotic for demanding household food security, respect for human rights and a stop to gender-based violence while those who abuse women like Mary Mubaiwa are celebrated as patriots?

It must be stated categorically that it was the love for and a pure vision of a Zimbabwe where democracy and respect for human rights would flourish and thrive that inspired the struggle for liberation. The supreme sacrifices that the illustrious gallant young men and women of yesteryear paid to get rid of settler white supremacist domination and subjugation was motivated by clear objectives. It was the desire to restore human dignity to all through respect for human rights and end all forms of discrimination, reclaim land previously lost through colonial dispossession, achieve equitable distribution of natural resources among the citizenry and establish a socio-legal order that would guarantee the security of persons and accord each and everyone an equal opportunity.
In the wake of an African nationalist victory,a more democratic and human rights-based society was the logical expectation.Regrattably, the authoritarianism, state brutality and maladministration of the colonial era seems to have reproduced itself in the present leadership as it is clear that for the past 41 years Zanu has failed to deliver on the promises and expectations of independence. In what others have termed the pursuit of the unfinished business of the liberation struggle,an intergenerational consensus that seeks to fight for the previously envisioned Zimbabwe has taken shape.Just like those who converged around the idea of black majority rule before independence were labelled terrorist by Rodhesian settlerism, today the citizens who are converging for change, who are fighting for a better Zimbabwe that performs for all are like wise being labelled unpatriotic and sellouts. This labeling is not new.

The fight against corruption is an act of patriotism. The desire for a developmental state that improves the quality of life of the broad mass of our people is an act of patriotism.Broadly speaking, the fight for a post-nationalist democratic alternative that is inclusive, accountable, transparent and responsive to the needs, aspirations and desires of the people is a reflection of patriotism.

Zanu must never be allowed to define patriotism to suit its own insidious agendas and to delegetimise other citizens from the historiography of Zimbabwean nationhood. It is the love for this country that is the motivation behind all the fight by progressive Zimbabweans for a better country. This is a discourse that we must contest and define what patriotism means to us as a people. We cannot leave this noble duty to lootocrats and kleptocrats in Zanu pf.

Until victory!!

Latest On Mnangagwa, Musengezi Showdown

Nakamba Enjoys New Lease Of Life Under Gerrard Tutelage

Has Gerrard revived Nakamba already?

When Dean Smith, the coach who brought Marvelous Nakamba to Aston Villa, was sacked by the club, many predicted a gloom future for the Warriors midfielder.

Nakamba arrived at Villa Park from Club Brugge in 2019, for a reported £11 million, to end a nine-year wait for a Zimbabwe international to rub shoulders with the world’s finest in the English Premiership League.

He started like a house on fire, and cemented his place in the Claret and Blue engine room but fizzled- out along the way.

Smith preferred Brazilian Douglas Luiz in the holding midfield role for most of the 2019-20 season, with same being the case in the 2020-21 season.

Nakamba was a reduced to a peripheral role and rarely featured for Villa.

Understandably, when Smith was shown the exit door, many were quick to suggest that the Hwange-bred midfielder would struggle.

However, the arrival of Steven Gerrard has breathed a new lease of life to the midfielder’s game, particularly his confidence.

He has started in both games under the former Liverpool midfield ace- the 2-0 win over Brighton and Hove Albion, as well as last night’s 2-1 triumph at Crystal Palace.

It was in last night’s game in particularly, that Nakamba showed signs of revival.

He made 51touches, 34 out of 39 succesful passes, won five out of nine ground duels, won three out of four tackles, 10 recoveries, two clearances and one interception.

One Villa fan even joked on Twitter that the club had fielded Chelsea midfield ace N’Golo Kanté in their midfield.

Club correspondent Ashley Preece believes Nakamba is guaranteed a starting place when Villa host Manchester City on Wednesday.

“Nakamba simply took the sting out of anything Palace tried to do. Superb once again and undroppable against City on Wednesday,” wrote Preece. – Soccer24 Zimbabwe

Fortunate Barca Beat Villarreal

New Twist To Prophet T Freddy’s Extortion Case

By A Correspondent- A police officer investigating a matter where a ZBC presenter is accused of extorting prominent preacher Tapiwa Freddy has been accused of unlawfully seizing her mobile phone.

In a letter addressed to one Assistant Inspector Mushurwa dated November 25, Rutendo Makuti’s lawyer Diana Kawenda said police officers, who arrested her on November 11 took her mobile phone without a court order.

“We note that there is no court order that was obtained by yourselves to conduct the search…”

“The digital evidence that is contained in that phone is tremendously personal to the extent that it called for the need to obtain a search warrant,” Kwenda wrote.

Makuti stands accused of extorting US$35 000 from the controversial cleric  known as T Freddy.

She appeared before magistrate Sheunesu Matova who granted her $5 000 bail.

Chiyangwa Exits COSAFA

By A Correspondent- COSAFA has revealed names of candidates in the running for executive posts at the association’s elective annual general assembly to be held in Mbabane, Eswatini, on December 19.

For the post of president, incumbent Phillip Chiyangwa has decided not to run for a second term, leaving Safa president Danny Jordaan to battle it out with Angola Football Federation president Artur de Almeida e Silva

There are seven candidates for five positions as ordinary members on the executive committee, which as per Cosafa regulations must include at least one woman.

They will stand for a position with Timothy Shongwe (Eswatini), Ranga Haikali (Namibia), Marshlow Motlogelwa (Botswana) and Andrew Kamanga (Zambia).

Chiyangwa was elected president of Cosafa in December 2016 after standing unopposed at the organisation’s annual meeting in South Africa.

War Vets Plot Takeover Of Properties Owned By White

By A Correspondent- A group of war veterans is angling for the takeover of properties owned by white businesspeople around the Lake Chivero Recreational Park in Harare accusing them of disrespecting President Emmerson Mnangagwa.

In 2004 and 2010, the Zanu-PF storm troopers invaded the recreational park, and yesterday they warned “another 2010” is coming.

Over 20 tourism facilities were invaded in 2010 by Zanu-PF activists wearing party regalia and claiming to be war veterans, a development that attracted global condemnation.

Reasons given for the latest takeover bid are that some of the property owners are racist because they refuse to hoist the country’s flag on their premises or to display Mnangagwa’s portrait.

“Gone are the days, 2010 is coming. Watch the space,” Michael Gomo, a Zanu-PF activist who also claims to be a war veteran warned in the Lake Chivero Whatsapp group platform.

Gomo told The Standard yesterday that there was no turning back on their threats.

“We took over some of these facilities after 2010 and it is coming back because we want to fight their actions,” Gomo said.

“We will do this our way as Zimbabweans and we will continue to fight them.

“We started fighting them in 2004 and we will continue until we win since we are now seeing changes.

“There are some, who remain there who think they own the Lake. They do not even hoist the president’s flag and that of the country, not even a picture of the president in his facility, nothing.”

Gomo vowed to fight on accusing those making complaints of using “Rhodesian laws.”

The war veterans say they are also happy about property owners who complain of noise pollution as people hold events around the lake.

“Is it noise when the people are celebrating in their own country? You can’t tell me about cutting down trees from other facilities. What does that have to do with what is happening here?,” Gomo said.

“They cannot control us and we cannot use the (former Rhodesian prime minister Ian) Smith laws and we say no to that.”

“They want to control us with Harare laws yet we are in Zvimba. I told them we are coming for them and we will toyi-toyi at their facilities.”

Land invasions have been on the rise under Mnangagwa regime with war veterans and Zanu-PF activists forcefully taking over farms, mines among other facilities.

War veterans invaded the facilities in 2010 when former vice president Joice Mujuru was acting president forcing protests in Spain where then Tourism minister Walter Mzembi was marketing the country as a safe tourism destination.-standard

Man Steals Own Car

By A Correspondent- A 33 year old man from Plumtree was arrested for allegedly stealing a car he had sold to someone.

Chido Abel Chifeku (33) from Dingimuzi suburb allegedly stole a vehicle he had sold to Irvine Muzenda (34) who is a teacher at Imvimila High School using its duplicate key.

Allegations against Chifeku are that on 15 October 2021 he sold a motor vehicle, Toyota Raum,   to Muzenda for US$1 100 through his friend Yeukai Jimu.

The car had no tyres and Muzenda paid US$600 before Chifeku gave him the vehicle’s original registration papers and one key.

The two parties then agreed that Muzenda would pay the remaining balance of US$500 by 31 December 2021.
After being given the vehicle Muzenda reportedly serviced it and parked it at his car wash.

It is reported that on 29 October 2021 Chikefu proceeded to the car wash in the absence of Muzenda and allegedly stole the car using a duplicate key.

He then allegedly sold the same vehicle to Muzi Dube of Kwite Primary school. The matter was reported to the police leading to Chifeku’s arrest.

For the offence Chifeku has since appeared in court charged with theft as defined Section 113 of the Criminal Law (Codification and Reform) Act Chapter 9:23.

He was not asked to plead and was remanded out of custody to November 30.-BMetro

Man Demands Lobola Back Over Cheating Wife

By A Correspondent- A married woman from Tsholotsho’s area of Mapengula was on 21 November busted by her husband indulging in sex with another man after the husband came home unannounced from South Africa.

The husband, Simon Mpofu (38), had been tipped off by one of the villagers that his wife, Mkhiwa Ndlovu (35), had a boyfriend.

Mpofu waited for nightfall before he made his way home, where he found his wife in bed with another man in their bedroom.

Out of fear and disgrace, Mkhiwa and her boyfriend ran away undressed.

They were spotted by villagers at Tsholotsho Business Centre running in different directions.

In a fit of rage, a furious Mpofu engaged people to talk with his father-in-law Gibson Ndlovu to see how he can compensate him for the damage caused by his daughter and pay him back the Lobola he had paid.

” I don’t want to fight. I bought donkeys and a cart that I was safe-keeping at my in-laws. I want my property back.

I also want them to repay me the lobola I paid for their daughter to end this chapter.

“My wife ran away and I don’t know where she is, so the father has to compensate me because she is his daughter,” said Mpofu.

Since the farming season has arrived Ndlovu feels punished by his son-in-law for demanding his belongings.

“Every year I use these donkeys to farm and I don’t know what will become of me this year this means I will be left with nothing and it seems next year I won’t reap anything,” said Ndlovu.

ED Soldiers Assault Motorist

By A Correspondent- Soldiers that were part of President Emmerson Mnangagwa’s escort yesterday assaulted a Harare motorist and later detained him on charges of intercepting his long motorcade.

The incident happened at the intersection of Seke and Cripps roads in the morning.

Malvern Samakande was detained at Mbare police station after police cut him off and assaulted the 25 year-old  on charges of obstructing the presidential motorcade.

He was only released after paying an admission of guilty fine of $2000 following the intervention of Human Rights NGO Forum lawyer Nobel Chinhanu. Chinhanu confirmed the incident.

“The Forum has attended today at Mbare Police Station to represent Samakande, who was accused of failure to obey road signs and signals,” he said.

“Allegations are that Samukande failed to give way to the presidential motorcade.

“It was alleged that Samukande failed to obey multiple police officers stopping movement of traffic and was only stopped by the presidential guards.

“He was released after the payment of an admission of guilty fine.”

Several motorists were in the past assaulted by the late former president Robert Mugabe and now Mnangagwa’s security men for not giving way to the presidential motorcade.

Riders on the motorcade have also been killed after motorists failed to observe the unwritten law of giving way to the presidential motorcade.

In 2016, Joseph Chakanetsa was jailed two years for cutting Mugabe’s motorcade in the capital after the court found him guilty of negligent driving.

He was slapped with another 60-day jail term for failing to stop after committing the offence.

His driver’s licence was cancelled and he was banned from driving heavy vehicles and public transport for life.

He had been convicted on his own plea of guilty.

During the same year, two Zimbabwe Republic Police members allegedly intercepted Mugabe’s motorcade in Harare and assaulted two of his outriders after they had been ordered off the road.

They were arrested and dragged to court.-standard

Harare Woman Nabbed For Infecting Lover With HIV

By A Correspondent- A woman from Hillside suburb in Bulawayo has been arrested over allegations of deliberately infecting her lover with HIV.

The 32-year-old woman, whose name is being withheld, allegedly didn’t disclose her HIV positive status to her 40-year-old lover when they started having unprotected sex sometime in February 2018.

The man discovered that his lover was HIV positive when he stumbled upon her HIV patient card which was reportedly hidden under the bed. This was also after his lover’s brother informed him of her status.

The woman has since appeared in court charged with a crime of deliberate transmission of HIV as defined in Section 79 (1) (a) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

She was not asked to plead and was remanded out of custody to December 16.

Circumstances are that on an unknown date but sometime in January 2018 the two fell in love before they started having unprotected sex in February 2018.

It is reported from that time until October this year they would meet at different lodges in the city and have unprotected sex.

It also emerged that before the two parties engaged in unprotected sex, they didn’t get tested.
The court heard that despite the complainant being informed about the accused’s HIV status by her brother, the two kept on indulging in unprotected  sex until the complainant stumbled on the accused’s HIV patient card which she was keeping under her bed.

When he went through the patient card, the complainant was shocked when he discovered that his lover had been on treatment since 2017 but did not tell him about it before they engaged in unprotected sex.

It is reported that on October 2, the complainant got tested and discovered that he had been infected with HIV.

Irked by the results, the complainant went and reported the matter to the police  leading to the arrest of his lover and her subsequent appearance in court.

Meanwhile, Zimbabwe is moving towards the decriminalisation of willful transmission of HIV as part of efforts to end stigma and discrimination that surrounds HIV infection.

Through an amendment in the Marriages Bill 2019, Parliament is seeking to repeal Section 79 of the Criminal Code which modernise and humanise the country’s HIV response and would no longer make it an offence to knowingly infect another.-BMetro

Robbery Gang Nabbed

By A Correspondent- Police in Gweru have busted a gang of five robbers who specialised in committing robberies along highway roads in and around Gweru.

The five have been arrested and are assisting police with investigations. Midlands provincial police spokesperson Inspector Emmanuel Mahoko confirmed the arrests. He said the arrests were made between 20 and 22 November and police have since recovered seven vehicles.

Insp Mahoko said Carlisto Banarbas Sakume (25) of Chiundura, Richard Maingehama ( 41) of Mkoba 13, Tafara Tenson Muzanenhamo (36)of Mkoba 6, Farirai Brandy (43) of Ascot, and Romeo Tinashe Mukwada (31) of Mkoba 3, Gweru have since appeared in court and were remanded in custody to 7 December for trial.

“In their modus operandi, they would board lifts pretending to be undertaking journeys. After travelling for some distance, they tell the driver to stop. They go on to threaten to kill the driver, brandishing a pistol and knives before forcibly taking away the car and other belongings,” he said.

Insp Mahoko said property they stole include a Toyota Bubble motor vehicle stolen from Makhosana Sibanda (44) of Bulawayo, a Honda Fit  stolen from Emmanuel Mundandi (38) of Gweru, a Honda Fit stolen from Stephene Deraruwa ( 36) of Kadoma, a Honda Fit stolen from Maxwell Seta (32) of Kadoma, a Honda CRV stolen from Freddy Shutu (38) of Redcliff, a Honda Fit stolen from Simbarashe Mucharwei (33) of Gweru and another Honda Fit stolen from Eric Bishi Mangozhe (66) of Kwekwe.

“The motorists were also robbed of cash and gadgets such as cellphones and laptops. The suspects would use the motor vehicles they stole for a day or two, usually for pirating before dumping them. The total value stolen and recovered are yet to be quantified,” said Insp Mahoko.

So far the syndicate, he said, has been linked to 21 armed robbery cases and expectations are that more cases would be uncovered and more arrests made as investigations continue.

“May members of the public co-operate with us by supplying any information they think will be useful in these cases.

You may get in touch with Criminal Investigations Department, Gweru or any nearest police station. Also the public should desist from boarding private motor vehicles and looking for transport at undesignated places so as not to fall victim to robbers,” said Insp Mahoko.

Chinese Firm To Commence Contract Implementation 7 Months Later

By A Correspondent- The multi-million-dollar contract to fix Zimbabwe’s Air Traffic Control Communication Systems (ATCCS) by China Harbour Engineering Company (CHEC) is yet to commence, seven months after the Chinese multi-national signed a contract with the Civil Aviation Authority of Zimbabwe (CAAZ).

A senior government official has blamed the delay on the failure by the Reserve Bank of Zimbabwe (RBZ) to release the money required to fund the project.

The contract, awarded by CAAZ in 2020 through the Ministry of Transport and Infrastructural Development, entails that CHEC will supply and install air traffic control communication systems at a cost of US$4,810,177 and accessories that would cost US$87,163, bringing the total to close to US$5 million.

This publication, working with Information for Development Trust — a non-profit organisation sponsoring and facilitating in-depth coverage of matters relating to public accountability, revealed in a story early this year that government awarded the lucrative project to a company with a tainted history of non-delivery, blacklists and bribery reports in some countries.

At the negotiation stage, the contract hit some humps when CHEC insisted on getting its payment once it had delivered the specified communication products required to revamp the aviation system, while CAAZ argued that the Chinese company must install the equipment to ensure it worked, and this carried the day.

CAAZ eventually had its way with CHEC finally securing the bank guarantee on its own.

In an interview, Transport ministry permanent secretary Thedius Chinyanga insisted that the project was within the agreed time frame but blamed the slow pace on the central bank which he said was delaying the release of an advance payment to CAAZ, which would then pay CHEC to start the ATCCS works.

Chinyanga exonerated CHEC from blame saying the company did not “contract itself,” but was waiting for its Zimbabwean partners to fulfil their end of the bargain.

“In any contract, there are two parties. In any event, so far CHEC has performed according to the dictates of the contract. They have signed the contract.

“They have provided a bank guarantee for the contractually provided advance payment.

“They have caused commencement of manufacture of the equipment, which is not an off the shelf equipment.

“This will be followed by client experts travelling to China next year for a quality assurance mission,” said the ministry’s top bureaucrat.

Chinyanga said the project was initially billed to commence in 2022, but expressed measured concern that the RBZ delay would negatively affect the project.

“CHEC has so far performed but such continued performance is premised on the reciprocal performance by the client.

“So far there is a delay in the release of the advance payment by RBZ, which in itself will have a ripple effect on the agreed schedule,” he said.

Chinyanga, though, told The Standard that CHEC had commenced the manufacture of equipment needed for the ATCCS even though it had not been paid.

This raised questions on how CHEC was funding the reported manufacture of the equipment.

The permanent secretary, however, said CHEC could still go ahead with the manufacture of the equipment as it awaited the funds from RBZ.

“They are contractors and once someone participates in a tender, it means they know where to get their materials…It doesn’t mean the contractor waits till the advance is paid.

“If we don’t perform as a client, nothing stops the contractor invoking relevant breach clauses and reciprocate on such non-performance,” said Chinyanga.

Questions were raised on the choice of the blacklisted Chinese firm to undertake the project after initial indications pointed to a company that has had a foggy background when it comes to honesty.

In our previous story, we revealed that CHEC was one of the three Chinese firms that were shortlisted for the lucrative contract through a restricted bidding system that opened the bidding process to Chinese and Russian firms only.

European competitors that were initially part of the bidding process were viewed as a risk to the country because of the European’s Union’s sanctions regime against the Zimbabwe government that came into effect in 2002 and have been reviewed and renewed annually to date.

Details of the contract have been kept a closely guarded secret, with only the Office of the President and Cabinet, Transport ministry and CHEC having been given signed copies, procurement authority sources revealed.

Bidding history

Chinyanga refused to share the contract with The Standard insisting that “it is not a standard practice to give to journalists, contracts of this nature or any contract for that matter because of confidentiality clauses”.

Three bids were received from CHEC, Joint Venture of Beijing CSSCA Technology working with Nainjing Les Information Technology as well as JSC Azimut.

The tender closed on October 27, 2020 and CHEC emerged as the sole bidder since the other two lost the energy along the way and never returned, according to a source in the SPOC.

It was not immediately clear why the two other bidders did not complete the process despite being availed with bidding documents on September 1 2020.

While the Procurement Authority of Zimbabwe’s special committee on tenders recommended due diligence on pricing during tendering, it seems just about everyone ignored—conveniently or unknowingly—to check CHEC’s background, which, searches on open sources revealed, is littered with allegations of corruption and non-delivery.

The Beijing-based China Harbour says about itself that it focuses on basic infrastructure construction such as marine engineering, roads and bridges, airports and reclamation and prides itself for operating a US$10 billion business from 70 overseas branches and clients in 80 countries.

It is part of the China Communications Construction Company Ltd (CCCC) in which the Chinese government has a controlling stake.

In 2014, Ugandan president Yoweri Museveni, under mysterious circumstances, booted out China Civil Engineering Construction Corporation (CCECC) from the US$2 billion Standard Gauge rail project and replaced it with CHEC.

Numerous legislators protested against the decision and complained that CHEC kept raising the price of the project, from an initial $6.7 billion Ugandan shillings to $11.4 billion.

There were also allegations that CHEC had paid a whopping US$200 million to officials in government, while it was on record that the CHEC executives made private visits to Museveni at his farm.

To CHEC’s defence

However, Chinyanga defended the eventual choice of the firm.

“Issues concerning the blacklisting of CHEC are in the public domain. If you go onto the World Bank site you will appreciate that CCCC was the one blacklisted for its misdeeds. However, CHEC being a subsidiary of CCCC it was thus affected. The sanctions were lifted after expiration of the embargo as per WB policy and hence we felt that the history is not material.”

He said the tendering process was above board.

“Yes the tender was very much above board as all tender formalities were followed starting with expressions of interest which were floated through two specific friendly countries (Russia and China).

“Response came from five companies who were all issued with the tender document after they were shortlisted. At close of tender, CHEC is the only one that returned or submitted its tender. Upon evaluation they were compliant and PRAZ gave its approval,” Chinyanga said.

Initial reports suggested PRAZ was opposed to the awarding of the contract to the Chinese firm insisting the law had been broken when CAAZ invited bidders to express interest and advertised the tender without the knowledge of the special committee that scrutinises procurement contracts for adherence to set regulations.

Reached for comment, PRAZ chief executive officer C Ruswa could not be drawn to discussing the issue again.

In a brief response to questions , Ruswa said “the airspace falls under State Security, therefore the procurement process was guided by Section 54 the Public Procurement and Disposal of Assets Act (Chapter 22:23) as read together with Section 15 (17) of the Public Procurement and Disposal of Public Assets (General) Regulations, 2018”.-standard

Shock As Pregnant Women Raped At Hospital

By A Correspondent- Two more pregnant women were yesterday morning raped at Maphisa District Hospital in Matobo District, Matabeleland South Province by yet to be identified alleged criminals who broke into the maternity waiting home.

The incident comes barely four months after a similar incident took place at the same hospital, with the criminals using the same modus operandi.

While confirming receiving the report, Matabeleland South police provincial spokesperson Inspector Loveness Mangena said police officers were still conducting their investigations to determine what transpired.
“So far details are a bit sketchy as our investigating officers are still on the ground conducting the necessary investigations,” said Insp Mangena.

Sources at the hospital revealed that they suspected that the same people who had attacked the hospital in July were the ones who had carried out the latest criminal act, judging from the manner in which the rape incidents were done.

“The manner in which these criminals broke into the hospital is the same way those people broke into the hospital last time. This took place in the early hours of Saturday morning. We suspect that this is a syndicate that is taking advantage of the relaxed security at the hospital.

“What worries us as employees is that despite this happening in July there has been no movement in terms of upping security at the hospital,” said the source.

In July, the suspects allegedly used the window to sneak into the maternity home where three pregnant women were sleeping. The victims had only locked the doors and left the windows open.

The fourth woman who was in the room managed to escape unharmed. Pregnant women who are close to their due dates camp at the hospital so as to get attention immediately because of long distances they have to travel from their homes to the hospital.

Matabeleland South provincial medical director Dr Rudo Chikodzore, said cases of women being raped at hospital maternity homes have been escalating during the past few months with cases of Gender Based Violence (GBV) also escalating at growth points.

“The raping of women has been an issue at the growth point and around the district so there has been a multi-sectoral response to GBV and sexual assault involving the police and all stakeholders in the Rural District Council.

Police are doing patrols around the growth point. We have also educated the community to avoid travelling at night to avoid being mugged or raped,” she said.

The incident happened as the country has joined the world in the 16 Days of Activism against Gender Based Violence that started on Thursday.

Definition Of Unpatriotic Misplaced

BY SIMBA MUKORI

Zimbabwe is a country in deep crisis. It is embroiled in a multi-faceted crisis of an unprecedented magnitude on numerous fronts-be they socio-legal or politico-economic.

The country has experienced massive structural regression characterized by alarming levels of unemployment, infrastructural decay and enormous deterioration in the provision of critical social services.Endemic corruption, gross economic mismanagement, flagrant violations of human rights, blatant disregard of the rule of law and its selective application constitute an avalanche of problems that citizens continue to grapple with daily in contemporary Zimbabwe.

From war veterans bemoaning the harsh deterioration of their welfare to workers in various sectors of the economy lamenting the ruthless erosion of the value of their monthly incomes;from students protesting the denial of academic freedoms and access to quality, affordable education to peasants and the rural populace tearful about arbitrary displacements from their ancestral lands to pave way for ruling party’s Chinese friends,

Zimbabwe at the present historical juncture has degenerated into an autocratic, authoritarian and tyrannical state that denies its citizens peace and happiness in their lifetime.

Of great concern is the labeling of anyone critical of the government as being unpatriotic and a sell-out!Any citizen who dare oppose the government’s heavy-handedness,excesses and ruinous policies is labelled unpatriotic.

Actually,a whole discourse dubbed patriotic history has been widely deployed whose agenda is to indoctrinate the naive,to portray and privatize politics as the sole preserve of those who participated in the nationalist liberation movement prior to the independence of this beautiful land-locked country Zimbabwe.Zanu pf has been hitherto fostering a narrative that seeks to disqualify anyone who becomes critical of its administration from being considered a patriotic citizen.

Many scholars have defined patriotism simply as being loyal to one’s country and motherland, with a greater emphasis on commitment and devotion to the values and beliefs a country holds dear.It denotes a sense of pride, dedication and affection in belonging to the motherland.

True patriotism is reflected through active citizenship, which means active participation in the governance and development processes that contribute to the well-being of a nation-state and its people.

The pursuit and promotion of such values, principles and ideals as enunciated in the constitution and loyalty to such noble objectives is what must constitute patriotism-which is love for one’s country, its people and all the resources in it.

Suffice to say acts of commission or omission by the state and all its institutions and agencies of government at any level or any citizen that violate, disregard or undermine these values and principles that define our Zimbabwean nationhood amount to lack of patriotism!

Corruption is in violation of the founding values of the nation-state under good governance which entails transparency and accountability and therefore anyone guilty of such is unpatriotic.Hurting your citizens for daring to challenge how the affairs of the nation are managed is what must be deemed as unpatriotic.

Using the state for personal enrichment at the expense of the broad mass of our people is unpatriotic.Colluding with exploitative and extractive callous Chinese capitalists to dispossess our people of their ancestral communal lands and deprive them of livelihoods is unpatriotic.

In the wake of an African nationalist victory,a more democratic and human rights-based society was the logical expectation.

Regretably, the authoritarianism, state brutality and maladministration of the colonial era seems to have reproduced itself in the present leadership as it is clear that for the past 41 years Zanu has failed to deliver on the promises and expectations of independence.

In what others have termed the pursuit of the unfinished business of the liberation struggle,an intergenerational consensus that seeks to fight for the previously envisioned Zimbabwe has taken shape.Just like those who converged around the idea of black majority rule before independence were labelled terrorist by Rhodesian settlerism, today the citizens who are converging for change, who are fighting for a better Zimbabwe that performs for all are like wise being labelled unpatriotic and sellouts. This labeling is not new.

The fight against corruption is an act of patriotism. The desire for a developmental state that improves the quality of life of the broad mass of our people is an act of patriotism.

Broadly speaking, the fight for a post-nationalist democratic alternative that is inclusive, accountable, transparent and responsive to the needs, aspirations and desires of the people is a reflection of patriotism.

Chamisa Speaks On Murdered Activist

By A Correspondent- MDC Alliance President Nelson Chamisa has accused Zanu PF of murdering a party activist, Nyasha Mawere, who succumbed to injuries sustained after being assaulted during Chamisa’s tour of Masvingo a month ago.

Nyasha Mawere was buried in Gutu on Saturday.

Chamisa told The Standard in an exclusive interview on Saturday that the father of one was “killed like a fly.” Said Chamisa:

That’s an issue of impunity and fertilises the breakdown of security of the person and security of the citizen.

We have so many cases of so many people, who have been attacked like this over the past years and how do you kill somebody like a fly like that?

There is no shame or sense of accountability on the part of those responsible.

This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.

ZANU PF denied responsibility.

Chamisa warned perpetrators of violence that their actions shall haunt them one day adding that “nobody stays in charge forever.”

Zimbabwe has a long history of political violence that dates back to the 1980s where Mugabe unleashed the Fifth Brigade in the Midlands and Matabeleland where supporters of opposition ZAPU led by the late vice president Joshua Nkomo were targeted.

Chamisa said Zimbabwe needed genuine dialogue facilitated by the Southern African Development Community, African Union, South Africa and Zambia to address a “man-made and authored” political and governance crisis.

BREAKING: Journalists Arrested At ZEC Offices

By A Correspondent- The arrested journalists who were covering an opposition MDC Alliance protest outside the Zimbabwe Election Commission (ZEC) provincial offices in Harare

They are currently being held at Harare Central police station.

All the arrested journalists, Thomas Madhuku, Nyadzashe Ndoro, Leo Munhede, Marshall Bwanya, Gaddaffi Wells, Adrian Maratu, Tongai Mwenje, Charles Dzimwasha, Tinashe Muringayi and Robert Tapfumaneyi work for local media organizations.

According to International Federation of Journalists (IFJ) the move to detain journalists is blatant intimidation and harassment by the state.

The General Secretary of the IFJ said: “There seems to be no basis for the arrest of our colleagues and their arbitrary detention is a clear attempt to prevent them from doing their job and informing the public. This is blatant intimidation and harassment against journalists who are simply doing their job.”

Zimbabwe Union of Journalists said in a statement that “[we] find such police action highly unacceptable and were clearly designed at foiling the journalists’ coverage of the ZEC proceedings and thus stifling truth, which is fundamental to national development.”

Sikhala Tries To “Arrest” Zanu PF Murderer

By A Correspondent-Opposition MDC Alliance’s co-national vice-chairperson, Job Sikhala, says he tried to effect a citizen arrest on Saturday following the assault and eventual death of an MDC Alliance member Nyasha Mawere.

The deceased succumbed to injuries sustained from an assault by suspected a ZANU PF mob last month when Chamisa toured Masvingo province to mobilise voters ahead of the 2023 elections.

Mawere was buried on Saturday in Gutu.
Sikhala says the case is being investigated by the Zimbabwe Republic Police (ZRP). He said:
Dear Zimbabweans: Nyasha Zhambe Mawere died after he reported by name the ZPF thugs who murdered him. Sgt Nyoni of Gutu Police Station is the Investigating Officer of the case & has done nothing. I even visited his assailants yesterday 2 effect a citizen arrest & they ran away.

Meanwhile, MDC Alliance has condemned political violence in the country. Said the party:
The MDC Alliance continues to mourn the sad passing of Nyasha Mawere who passed away last week. He was beaten by ZANU PF thugs & suffered injuries. He died a few days later. We call for an end to the primitive politics of violence against citizens for their political choices.

The party’s spokesperson, Fadzayi Mahere also castigated political violence in the country.

She said:
We must all take heed of this powerful message by VP @KarenyiKore at the burial of Nyasha Mawere yesterday. Political violence is unacceptable. It must never be tolerated. It is not a crime to demand a better society. Nobody should be beaten for calling for change & sound Govt.

Election watchdogs have also castigated political violence in the country saying it will jeopardise 2023 elections and by-elections scheduled for 2022.

Andy Muridzo Speaks On “Cheating” Wife

By A Correspondent- Muridzo has trashed reports suggesting his wife, Chido Manyange, better known as Mai Keketso, is cheating.

The Afro-fusion singer said the rumours were being peddled by detractors who do not want “to see him happy”.
The couple reunited some three or so months back after spending some time apart, during which the “Dherira” hitmaker publicly flirted with two different women on different occasions, both of whom he promised to marry.
But, there are claims the singer’s marriage is not smooth-sailing. It is alleged that Andy Muridzo recently got hold of steamy messages between Mai Keketso and his former manager.
And the reports further suggest that this is not the first time the talented singer has caught his wife offside. In fact, it is alleged that this was the reason they separated in the first place.
However, the musician said he was dumbfounded by the rumours.
“To be honest, I was shocked by the gossip. Those are just false and malicious statements being spread by my detractors. They are against my happiness and want to see me suffer,” he said.
His life, he added, is now back on track after reuniting with his family.
“I know some are wishing me bad, but I have no problem with my wife at the moment. We are enjoying every moment of our love life.”
Mai Keketso said she was not in the least concerned by the rumours.
“We are being targeted by jealous people who are not happy to see us together. They are trying every trick possible to separate us again. However, I say shame on them. We are now inseparable till death do us apart,” she said.

Zim Museum Chases Tourists

By A Correspondent- Tourists are being turned away from the Natural History Museum of Zimbabwe in Bulawayo after Zesa cut electricity from the facility three weeks ago over a $700 000 debt.
The museum’s director Dr Moira Fitzpatrick said the debt accumulated over the past one and a half years as they were struggling to operate due to Covid-19 pandemic induced lockdowns.
“We are a victim of Covid-19 and we have not had income for the past one and a half years because of the pandemic and we had no tourism. We are at the point now where we cannot afford to pay our electricity bill which stands at about $700 000,” said Dr Fitzpatrick.
“People can come in and see a little bit if they are willing to pay but they aren’t. We have been largely closed for the past three weeks. The offices, those being powered by solar, are open, but largely everything else is closed.”

Before the onset of Covid-19, the museum would receive about 5 000 to 6 000 visitors monthly, but due to the Covid-19 pandemic, it is receiving a little over 1 000. Tourists pay US$10 each and locals pay the equivalent of US$3 per adult and US$1 per child per each visit.
Dr Fitzpatrick said they had made a request through their headquarters in Harare to the Ministry of Home Affairs and Cultural Heritage for intervention.
“We fall under the Ministry of Home Affairs and Cultural Heritage and we requested three weeks ago for the ministry to pay or help us out and we are hoping they will give us some money. We are still waiting and hopeful that they will intervene,” said Dr Fitzpatrick.
She said they had installed solar power for some sections of the museum and the institution needs between US$30 000 and US$40 000 to complete the project.

“We started the first phase, but we could not continue due to Covid and lockdowns. We had the money in reserve to put in solar, but had to use it to keep afloat as an institution and now it’s been exhausted. We would probably need between US$30 000 to US$40 000 for us to complete the solar project,” said Dr Fitzpatrick.
“We do have a bit of solar power, and few of our galleries are lit up and we can’t expect the tourist to pay the entrance fee while we are in darkness. At this point now we can’t receive any income in order to pay our bills such as the Zesa one.”
The museum contains exhibits illustrating the history, mineral wealth and wildlife of Zimbabwe, including the second largest mounted elephant in the world. It is one of the five national museums nationwide and the only natural history museum in Zimbabwe.
It is part of the Heritage Corridor trail that starts at the Inxwala Grounds, The Hanging Tree some metres away from the Inxwala site, headed south on Joshua Mqabuko Street.
The trail continues to the iconic Joshua Mqabuko statue in the middle of Joshua Mqabuko Street and 8th Avenue in the CBD then the St Mary’s Cathedral Basilica Parish, that is found at 9th Avenue and Lobengula Street. Part of the Heritage Corridor takes tourists to the Joshua Nkomo Memorial Museum along Aberdeen Road in Matsheumhlope, some 8km from the CBD. The last leg of the Heritage Corridor tour is Natural History Museum corner Park Road and Leopold Takawira.

Nine Zim Soccer Players Fired For Age Cheating

By A Correspondent- Nine members of the Zimbabwe Under-17 national football team have failed tests that are conducted to determine the ages of players allowed at age-group tournaments.

Of the 25 players who were in camp, preparing for the African Union Sports Council Region Five Youth Games, nine of the footballers failed the Magnetic Resonace Imaging (MRI) scans, which were conducted this week.
It’s a huge number given that it represents 36 percent of the players who have been in camp, preparing for the tournament, set for Maseru, in Lesotho, from next Tuesday.
It is also the latest blow to hit the Young Warriors, who are only returning to action, after the humiliation they suffered, last year, when they were thrown out of the COSAFA Cup, over age-cheating allegations.
However, ZIFA questioned their expulsion, from the tournament, insisting their tests had given all the players the clearance to feature in the regional tournament.
“The Zimbabwe Football Association received with great disappointment, the correspondence from COSAFA to the effect that our Under 17 team has been disqualified from 2020 edition after one of the players failed a Magnetic Resonance Imaging (MRI) test,” the association said, in a statement, shortly after the team’s expulsion.
“This is, indeed, surprising and questionable since we carried out similar tests on the boys and disqualified six for failing to satisfy the bone fusion criteria, taking only those determined to be of the correct age.
“ZIFA does not condone age cheating and will conduct further investigations on how the six, who were dropped, failed the tests.
“All the boys that travelled for the tournament were tested at a reputable MRI centre in Harare prior to their departure and the centre used a fairly powerful 1.5 T machine.
The MRI results were also reviewed by a Specialist Radiologist, Dr Z Sirdar.
“Our chief medical officer Dr Edward Chagonda is also a CAF certified medical officer.
“Our team doctor Dr Rabson Zhou who travelled with the team has all the test results with him as proof.
“We have appealed against the CAF and COSAFA decision and we are confident that we did not deliberately breach regulations governing the Under-17 tournament.”
The saga eventually forced the Sports and Recreation Commission to suspend ZIFA chief executive, Joseph Mamutse.
Exactly a year later, the controversy has reared its ugly head again, with nine of the players, who have been in camp, failing the test.
The latest developments are likely to provide ammunition, to those critics, who have kept saying there is something wrong, with the way the country’s junior national football teams, are selected.
The football tournament at the regional Games is set to get underway on Tuesday.
The Young Warriors technical team, led by coach Tafadzwa Mashiri, were hoping to finalise the team on Thursday, after the scans.
However, they could not do so, after nine of the 25 players, failed the MRI scans.
Speaking to The Herald yesterday, Mashiri said they were running around to find replacements, so that they can finalise the final 18 players, to travel to Maseru.
“Right now, we don’t have the final 18 but I think soon,’’ said Mashiri.
“We have a challenge with the MRI, so we have to replace those that have been affected by the bone tests, the MRI scan.
“Nine players were affected, so we are left with 16 players.
“The way forward is to look at the players we had dropped, then we follow them up, and we try to fill in the slots.
“So, we are busy with that process right now.’’
Mashiri this week said they were in a difficult situation, since the Under-17 players have not been active, because of the Covid-19 pandemic.
“However, it must be noted that players were inactive for the past two years due to the Covid-induced inactivity,’’ he said.
“So, it’s a very difficult situation that we find ourselves in and schools were not operating so, basically, we can say these players were not involved in fotball.
“But, the good thing is sport has been opened. “It’s an oportunity so that they can continue with the career path and competing at these Games will give them the international exposure. “It will give them the experience that is needed for their development.
“Besides where we are coming from, the Covid-19 induced hardships, it’s good finally they are taking part and we are grateful to the Government for that.’’
Member-in-charge of media liaison and publicity for Team Zimbabwe, Ranson Madzamba, said they were expecting the Covid-19 results, late yesterday.
“We are closely working with our Team Zimbabwe medical doctor and his team.
“We will receive the PCR results for the team by end of day today and from there we will give an informed statement,” said Madzamba.
Zimbabwe will take on hosts Lesotho, Eswatini and Madagascar in Group A.
Group B is made up of South Africa, Angola, Botswana and Mauritius while Group C will feature Zambia, Malawi and Seychelles.
Zimbabwe will field both boys and girls teams at the Games.
In the girls’ category, Zimbabwe were drawn against Zambia, Botswana and Comoros in Group A. The final team for the girls is still to be finalised as well.
Group B is made up of South Africa, Mauritius and Namibia.
The football teams were expected to leave for Maseru today but Madzamba said this will no longer be the case as they are required to travel a day, or two days, before the start of competition.
Zimbabwe will compete in athletics, basketball, boxing football, gymnastics, judo, netball, swimming, taekwondo, tennis and volleyball at the regional games.

New Helicopter For Mnangagwa After Two Near Death Incidences

Government has set in motion plans to acquire a helicopter for President Emmerson Mnangagwa amid concerns over his security following a spate of hair-raising incidents aboard ageing and unreliable Air Force of Zimbabwe choppers, inside sources have told The NewsHawks.

The sources say the plan is to get a new-model helicopter for Mnangagwa from either Russia or China. The issue is being treated as an urgent matter, as election season nears.

Although both Mnangagwa’s spokesperson George Charamba and Information permanent secretary Nick Magwana did not respond to several phone calls and messages from The NewsHawks, high-level sources say that the acquisition of a new helicopter is being treated as a priority.

This is not only for safety reasons, but also in view of the impending 2023 general elections, which will see Mnangagwa hitting the campaign trail in earnest next year seeking re-election under tougher conditions than in 2018.

“It is a real big issue. The President needs a safe and modern helicopter for the local trips, seeing that 2023 is around the corner. Apart from that, he needs to be going around the country to assess the various projects by government, which are also now being used as part of the Zanu-PF campaign,” an official said.”It’s a matter of time before they buy it.

“A government official also pointed to a tweet by Mangwana on 11 November hinting that the acquisition of a helicopter was a priority following the President’s frightening mid-air incidents.

“Whatever the veracity of this story, a case for a new, safe and dynamic presidential helicopter has been made,” Mangwana wrote on his verified Twitter account on 11 November in response to a story by a local daily newspaper.

The report had said two of Mnangagwa’s helicopters were on 10 November forced to turn back and make a sudden landing at Marondera Golf Course while on his way to Chimanimani, due to a technical fault. Government officials, however, said it was an issue of bad weather.

This incident followed another hair-raising episode which left heads rolling in the Air Force after Mnangagwa’s presidential helicopter was dramatically forced into an emergency landing more than 60 kilometres south-west of Harare in August due to technical failure.

The emergency landing incident happened in the Sandringham area, Matsvaire village, in Chegutu district, when Mnangagwa was coming from his Kwekwe farm. The President frequently flies out of Harare to his Precabe Farm in Sherwood, Kwekwe.

The 79-year-old leader, who has spoken several times about his passion for farming, including in his recently published biography, A Life of Sacrifice: Emmerson Mnangagwa, often leaves his state residence in Harare on Sunday mornings for the farm where he grows several crops and rears livestock.

Upon the Sandringham incident, Mnangagwa’s security details, including an aide-de-camp, marksman from the Presidential Guard, a medic and intelligence officers, scrambled to cordon off the scene, as the team also worked out an emergency rescue plan to complete their 45-minute journey.

Again in August, Mnangagwa was forced to make a last-minute postponement of his flight to Mutare, where he had been expected to officially open an industrial and medicinal oxygen plant, due to bad weather.

The NewsHawks in September reported that Mnangagwa’s fleet of presidential helicopters was depleted in April when an Air Force of Zimbabwe chopper crashed in Acturus, 30 kilometres east of Harare.

As investigations into the emergency landing of one of Mnangagwa’s choppers progressed, information gathered by The NewsHawks indicated that the Augusta Bell 412 which crashed in April, killing two pilots, as well as a technician and a child on the ground, was on a test flight for presidential use.

The Air Force, which maintains Mnangagwa’s helicopter and military choppers that escort him when he flies within the country, has been blighted by aviation accidents in recent years due to bad weather, human error and the use of ageing aircraft.

Earlier reports had suggested that in a bid to replace the dilapidated equipment, Mnangagwa in April this year acquired a new helicopter, but that has not been seen flying.

Salary, Bonus, Invigilation etc: Teachers Engage a High Gear

Bonus has never been the thrust of our struggle but it is now long overdue. Lies have short legs, and what teachers expect before the end of November is to get hard US$ for bonus.

There will be no excuse whatsoever, and the sooner the money is deposited in every teacher’s Nostro account, the better.

For the avoidance of doubt, Ptuz or its SG, Raymond Majongwe, has not discussed about disbursement of bonus with any gvt official.

That we see his name associated with a purported meeting that exist in the figment of imagination of the writer baffles logic. Its known that it is only the colleagues in Apex who would purport to discuss an issue that has long been unilaterally determined.

However, there is a meeting between the United Front of Teacher Unions and the Minister of Primary and Secondary Education on Monday, where the bonus issue may feature as a side show of many pertinent issues such as sectoral allowances and invigilation of Public Examinations.

Unless there would be a new position navigated on Monday, our current position communicated to Zimsec and PSC, and copied to our line Ministry is *No contract/no payment, No Invigilation* Teachers must therefore walk their talk in order to communicate a bold message to Zimsec that has decided to be dishonest with the truth and take teachers for granted.

The battle for the restoration of the purchasing power parity of teachers’ salaries is our key pre-occupation that must unite teachers across the teacher union divide. Gvt has accepted that the RTGs is an affront and useless denomination, and the time is now to ensure that henceforth, teachers would be paid US$ dominated salaries.

Teachers do not need an increment but restoration of their pre-October 2018 salaries pegged at an average of US$540 as a matter of urgency.

It’s either we get US$540, or else we will scale up our incapacitation struggle. Our action over payment for invigilation of public examinations must be a dress rehearsal for the restoration of the purchasing power parity of teachers’ salaries.

No teacher must afford to stand on the touchline to watch a game we should all be playing.

All teachers must be part of the solution and not part of the problem. Let’s walk our talk and defend the teaching profession.

Lightning Strikes Two To Death In Masvingo

Two people died when they were struck by lightning during a storm that hit parts of Masvingo last week.

Masvingo provincial police spokesperson Inspector Kudakwashe Dhewa confirmed the incidents and said in the first case, 15-year-old Kudakwashe Mataruse of Mabondo Village, Chief Charumbira was struck by lightning while on his way from fetching firewood last Sunday.

On the same day 35-year-old Tichaona Manyonga was struck at the Chitima Market in the city.

“On 21 November Mataruse was in the company of Tavonga Muchengeti on their way from fetching firewood when it started raining.

Muchengeti advised that they leave their wheelbarrow behind until it stops raining and they parted ways.

Mataruse, however, decided to go back to where they had left their wheelbarrow and collect the firewood.

“At around 5.45pm he was found electrocuted and stuck to the wheelbarrow by one of his neighbours. He was having difficulties in breathing and the villagers hired a taxi to ferry him to the hospital. He, however, died on his way to the hospital.”

Insp Dhewa said in the other incident, Manyonga, a vendor at the Garikai Supermarket commonly known as Chitima is said to have been coming from the public toilets when he was struck by lightning.

“On 21 November again at around 5.45 pm Manyonga was at Chitima Market and was walking from the toilets when a bolt of lightning struck him. He had difficulties in breathing and was taken to Masvingo Provincial Hospital by his wife Tichaona Saizi (34). On 22 November a report was made to the police.”

A post-mortem that was conducted showed that the death was a result of cardiac arrest and secondary electrocution by lightning.

Insp Dhewa encouraged members of the public to remain indoors during thunderstorms.

Police Bust Fawcett Money Hesit Gang

Investigations into the US$334 000 heist from a cash-in-transit vehicle from Fawcett Security Company that happened on Thursday along the Harare-Bulawayo highway have revealed that it was an inside job, police said yesterday.

In a statement, national police spokesman Assistant Commissioner Paul Nyathi said police have since arrested Fawcett Cash-In-Transit guard, Bongani Mpofu (29) and his colleague in the security, Blessing Luwizhi and Josephine Ndlovu who is Luwizhi’s wife.

Their accomplices Sibusiso Ngwenya, Mandla Ncube, Nqobile Moyo, Khumbulani Nyathi, and “King” are on the run and wanted by the police.According to initial reports after the guards had filed a complaint with the police, the “robbers” allegedly posed as police officers and mounted a roadblock just after Connemara between Gweru and Kwekwe, and                                proceeded to stop the cash-in-transit vehicle which was on its way from Bulawayo heading for Harare.

It was said in the initial report that after stopping the vehicle one of the robbers armed with an AK-47 rifle introduced himself as a police sergeant before ordering the driver to disembark. Two other robbers who were armed with pistols got into the vehicle and diverted it into a gravel road before stopping.

Three more robbers armed with AK-47 rifles emerged and disarmed the Fawcett team members of their two service pistols, tied their hands and covered their faces with cloth. They then forcefully opened the back of the car and took US$334 290 cash before disappearing.

However, Asst Comm Nyathi said investigations have revealed that Mpofu was in fact the mastermind, conniving with his colleague Luwizhi, fabricating the “fake cops” story to throw off investigators and hiring the “armed robbers” who made off with the loot.

“The Zimbabwe Republic Police wishes to clarify information on the alleged armed robbery case involving a cash-in-transit vehicle from Fawcett Security Company on 25 November 2021 at the 243km peg along Harare-Bulawayo Road, near Connemara, where US$334 290 was stolen.

“Police have now arrested Fawcett Security guard, Bongani Mpofu, Blessing Luwizhi and Josephine Ndlovu in connection with this case which has turned out to be a pure theft episode. It is now a fact that the guards were lying that they had been approached by two police officers and four civilians who were armed and driving an unidentified vehicle,” he said.

Asst Comm Nyathi said investigations carried out including a physical examination of the supposed roadblock was in fact the site of a broken-down truck at the time in question.

He said the Fawcett vehicle was seen by two witnesses driving past Connemara before stopping at a shopping centre for as yet unknown reasons which are being investigated.

“Two other witnesses saw the security vehicle passing through Connemara and stopping at a shopping centre for unknown reasons which are now subject to investigations. This clearly indicates an element of inside job and dishonesty on the part of the security guards,” he said.

Information availed by the police alleged that the criminals were picked up in Bulawayo by the guards in their company vehicle disguising the pick-up as “pirating”.

Two other women going to Gweru also got into the vehicle. All the passengers including the criminals dropped off in Gweru while the drivers went to their Gweru depot to pick up US$11 000.

After the guards were done at their Gweru depot, they again picked up their accomplices and they drove towards Kwekwe where upon arrival at the 243km peg near Zvakanaka Shops between Connemara Open Prison and Hunters Road Shopping Centre, the gang proceeded with their plan and executed the false robbery scene and circumstances.

After removing the boxes of money which had been opened using a bolt cutter from the Fawcett vehicle, the gang loaded them and the two company pistols into the criminals’ Honda Fit which had been following closely from Bulawayo.

It is alleged that one of the criminals, Mandla Ncube delivered US$18 000 to Luwizhi’s wife, Josephine as part of his share of the loot. The US$18 000 has since been recovered by detectives.

“The Zimbabwe Republic Police is therefore appealing for information which may lead to the arrest of the outstanding suspects Sibusiso Ngwenya, Mandla Ncube, Nqobile Moyo, Khumbulani Nyathi, and ‘King’,” said the police spokesperson.

At the time of going to print, this publication was yet to establish the fate of the outstanding US$316 290.

Fake Lawyer

A Harare man, who allegedly masqueraded as a lawyer and was paid US$3 000 for his “services”, appeared before a Harare court on Friday charged with fraud.

Crowborough North in Harare was denied bail by magistrate Mr Dennis Mangosi, who remanded him in custody to November 29.

Prosecutor Mr Anesu Chirenge said on July 9, 2021, the complainant, Ms Evelyn Chirengwa, met the accused at Zimbabwe Open University offices in Harare while seeking legal services following her husband’s conviction for possessing ivory.

“The accused person indicated to the complainant that he was a lawyer attached to Dube, Tichaona and Tsvangirai law firm and was able to assist with processing bail pending appeal at the High Court in respect of the complainant’s husband who was imprisoned.

“During the period extending from July 10 to September 14, 2021, the accused person demanded various legal fees from the complainant and she paid a total of US$3 000 in form of cash, and on November 17, the complaint requested for a receipt from the accused person and he failed to give her,” said Mr Chirenge.

Upon checking with Dube, Tichaona and Tsvangirai law firm, Chirengwa was advised that the accused person did not work there.

She subsequently made a police report.

When he was arrested, Chipunza was found in possession of a lawyer’s practicing certificate belonging to Mr Tungamirai Muganhiri, a bona fide legal practitioner attached to Machaya and Associates.

Checks at the Law Society of Zimbabwe confirmed that Chipunza did not appear among registered legal practitioners in Zimbabwe. -Sunday Mail

Armed Robber Shot, Wounded

By A Correspondent- One of the four armed robbers who attacked a couple along the Harare-Bulawayo highway in September and got away with about US$32 000 was shot and wounded before being arrested on Monday last week.

Vincent Mpofu (29) who has been on the run since September, was shot in the neck and arrested after he was cornered by detectives at his hideout in Bulawayo after he and five accomplices robbed several people at Silozwe Business Centre, Matopo on November 21.

According to the police, the four attacked a couple along the Harare-Bulawayo highway after blocking them using a Honda Fit. The four armed with machetes and an unidentified pistol robbed the hapless couple of US$32,078 in cash before fleeing.

Police have also been looking for Mpofu for defaulting on court appearances where he was facing several robbery charges including four cases in Entumbane alone.

“When Vincent Mpofu was arrested, the officers realised that he has several outstanding arrest warrants for defaulting from appearing in court where he was facing several robbery charges. He was also wanted in connection with an armed robbery case thar occurred along the Harare-Bulawayo highway where they attacked a couple and got away with US$ 32,078 in cash,” said national police spokesperson, Assistant Commissioner Paul Nyathi.

“Police in Bulawayo have been investigating the circumstances of an armed robbery that occurred on September 7 along the Harare-Bulawayo Road. Four suspects armed with machetes and an unidentified pistol stole some US $ 32,078 in cash. Mpofu, Eric Glen Mbongeni Mathema and two as yet unidentified men are suspected of robbing the couple and were wanted by the police.”

Assistant Commissioner Nyathi said Mpofu was cornered after one of his accomplices in the Matopos robberies, Lidion Moyo (51) was arrested on Monday following a tip-off about his whereabouts and he implicated the other members of the gang including Mpofu.

Information from Lidion Moyo also led to the arrest of Liberty Moyo (25) while Melenkosi Dube and two other unnamed suspects remain at large.

“On November 22, our detectives received information about the whereabouts of Lidion Moyo who was a suspect in the armed robbery of five people at Silozwe Business Centre in Matopos. The detectives then proceeded to Moyo’s hideout and managed to apprehend him.

“During interrogation, the suspect then implicated his five accomplices which led to the arrest of Vincent Mpofu and Liberty Moyo. He also gave up three more members of the gang namely Melenkosi Dube and two as yet unidentified suspects who are all still at large,” said Assistant Commissioner Nyathi.

On the same day, police then proceeded to raid the homes of Mpofu and Moyo and apprehended them. When the police arrived at his home, Mpofu attempted to evade arrest, scuffling with the arresting officers who then shot in the neck.

The armed robber is recovering from his injuries under police guard at the United Bulawayo Hospitals (UBH).

After he was arrested, the police officers searched his house and found a Colt automatic pistol with two rounds in the magazine in his wardrobe.

Further investigations by the police revealed that the pistol was stolen during a robbery in Gwanda on November 16 during which the complainant was robbed of ZAR 70 000, US$3 500 and a pistol with 10 rounds of ammunition. The gang has been linked to 14 other cases of armed robbery along Bulawayo-Harare highway.

Mthuli Ncube Budget Lacklustre

Two Pregnant Women Raped Inside Hospital

Two more pregnant women were yesterday morning raped at Maphisa District Hospital in Matobo District, Matabeleland South Province by yet to be identified alleged criminals who broke into the maternity waiting home.

The incident comes barely four months after a similar incident took place at the same hospital, with the criminals using the same modus operandi. Matabeleland South police provincial spokesperson Inspector Loveness Mangena, while confirming receiving the report said police officers were still conducting their investigations to determine what transpired.

Rudo Chikodzore

The incident happened as the country has joined the world in the 16 Days of Activism against Gender Based Violence that started on Thursday.- Sunday News

Commotion At Doves Offices

A Bulawayo family yesterday staged a mini-demonstration at Doves Funeral Service in the Central Business District against the husband of a South Africa-based Zimbabwean, who died under alleged mysterious circumstances in the neighbouring country.

Ms Constance Tshuma (39) is said to have committed suicide, a couple of weeks ago, by jumping off a three-storey building in SA’s upmarket suburb of Midrand.

However, her family said they suspected she had been murdered by her estranged husband, who they claim was abusive towards her.

Relatives carried placards outside the funeral palour, with various messages on gender based violence, with some threatening to mete out instant justice on Mr Medisen Mugwagwa who had travelled with the late Ms Tshuma’s body from South Africa.

Some of the messages on the placards read; “Stop killing women: No to Gender Based Violence”, “Where is my mother, Meddy is asking” and “Mobilise commitment and action to end Gender Based Violence”.

Questioned on the circumstances leading to his wife’s death, Mr Mugwagwa rebuked this reporter telling him that he had no right to question anyone on the death.

“Who are you, I saw you talking to those arrogant relatives, you must first come to me and I grant you that right, please leave me alone,” said Mr Mugwagwa.

A brother to the late, Ms Tshuma, Mr Thembani Jubane said all they wanted were answers because a lot of things were not adding up.

“My brother-in-law claims they had a small fight in the house on the fateful day, which resulted in my sister jumping from the flat which resulted in her death.

‘‘The reason we do not believe this story is because my sister was naked and the distance which she is said to have jumped is not much to result in death and even the landing area was a thick layer of lawn.

“All we want is to get to the bottom of this issue. When we got to the scene she just had a cut on her lip, pathologist told us that she died from blunt injuries because she landed on her stomach and chest, so there was internal bleeding,” said Mr Jubane.

He revealed that they hoped to get closure once they get a detailed post mortem report so as to get an understanding of the cause of Ms Tshuma’s death.

“What we know as a family is that our sister was in an abusive relationship, she was on depression medication and had constantly complained about Mr Mugwagwa’s conduct towards her.

‘‘Further, the manner in which Mr Mugwagwa is treating us as a family is leaving us with more questions than answers.

‘‘He has boasted that no one in the family can do anything to him, of which we feel is unfortunate especially to our parents who just want closure on what happened to their daughter,” said Mr Jubane.

Another relative who preferred anonymity said their fear was that Ms Tshuma’s death will not get the justice it deserved.

“The fact that Mr Mugwagwa is walking free shows us that our daughter’s death will just be forgotten, which is the reason we came here and held this demonstration so that everyone, even Mr Mugwagwa, knows what we really feel,” said the relative.

Ms Tshuma was buried at Athlone Cemetery in the city yesterday. -Sunday News

U.S. Piles Pressure On Mnangagwa To Implement Reforms

Tinashe Sambiri| The U.S. has dismissed claims by the Harare regime that the Zanu PF leader Emmerson Mnangagwa held a meeting with President Joe Biden.

The U.S. also piled pressure on Mr Mnangagwa’s administration to implement key reforms before polls.

Below is Team Pachedu’s brief statement:

Team Pachedu

The US has officially confirmed that there was NO meeting between ED and Biden in Scotland.

They also clarified on sanctions saying, “We have made it clear the easing of sanctions will only occur following credible, transparent, and lasting democratic reforms.”

Supporting Zanu PF Is Not Patriotism

Zim In Deep Constitutional Crisis

Silent Killer Nabbed For Assaulting DJ Fantan’s Brother

Popular Zimdancehall music producer DJ Fantan, born Arnold Kamudyariwa, has shed more light on the brutal attack on his younger brother Tinashe, by Zimdancehall chanter, Jimmy Mudereri and his colleagues.

Tinashe was brutally assaulted by Mudereri, better known as Silent Killer, and his colleagues Ella B, Donny, and a fake police officer on Thursday in Mbare, Harare over an undisclosed issue.

Harare provincial police spokesperson Inspector Tendai Mwanza said Silent Killer was arrested on Thursday together with two other alleged accomplices while the other accomplice is still at large. He said:

One of the accomplices is still at large and police are making efforts to arrest him. Investigations are underway to establish what actually transpired. Jimu Mudereri is detained at ZRP Stoddart.

We condemn violence and people should never use violence as a tool to settle misunderstandings. Those who engage in violence will be arrested.

In a video uploaded on social media site Instagram, Dj Fantan revealed that they were informed by someone that Tinashe had been murdered by Silent Killer, prompting a frantic search for his brother. He said:

I received a call from my mother yesterday morning. She was crying saying that my young brother had been brutally murdered by Silent Killer and his 3 friends of which one of them was a police officer.

We ran to Mbare Police Station and the police informed us that there was no report of such a crime. We then drove to Matapi police station and there was no such case.

We then took the police to where Silent Killer stays and we found my young brother lying down, with blood all over his clothes, bed and on the floor.

Silent Killer had blood on his clothes. My young brother was not dead by critical condition and was unable to speak.

When he eventually managed to utter some words, Tinashe said that Silent Killer and his accomplices handcuffed him before pummelling him with bricks and rocks until he fell unconscious.

He was ferried to Sally Mugabe Central Hospital, formerly Harare Central Hospital, where he was admitted.- iHarare

Why Are Southern African Countries Being Punished Like This? Zvichiri Zve-Covid Here Izvi?

By Dr Masimba Mavaza | Zimbabweans in the UK are experiencing the saying “it never rains “ as their country is pushed back into the red list; just as COVID 19 rears its ugly head in South Africa.

Zimbabwe, South Africa, Botswana, Eswatini, Lesotho and Namibia have been moved onto the red list at 12.00 midday Friday 26th November 2021. This means that there is now a ban on all direct commercial and private flights from these countries from 12.00 midday Friday 26 November to 4am Sunday 28 November 2021.

Those who have been in any of these counties and arrive in England between 12.00 midday on Friday 26 November and 4am Sunday 28 November, will follow special guidance on how to complete the passenger locator form; they will be asked to quarantine at home or at alternative appropriate accommodation. They will be offered a free PCR tests to take during quarantine.

After 4am Sunday 28 November 2021 you there will be mandatory quarantine in a managed hotel. This means people will book a quarantine hotel package, including 2 COVID-19 tests, before you arrive in England.

This has impacted greatly on the Zimbabweans who have booked for journeys to Zimbabwe to be together with family during Christmas.

If you have been in a country or territory on the red list in the 10 days before you arrive in England, you will only be allowed to enter the UK if you either are a British or Irish National or have residence rights in the UK. This will mean those who had booked to visit their children or relatives in the UK will not be allowed to come to the UK.

The whole of Europe is witnessing a growing death toll from COVID-19 as Zimbabwe is punished for a very minimal number of new infections.

The coronavirus outbreak has turned into a global pandemic as the world writhes under the heavy onslaught of its population. But the pointing of bleeding fingers to Africa and place Southern Africa into a red zone is satanic political vindictive and not issues of health care.
There are countries which have the highest rate of of infections but they have a green passage into Britain.

Thousands of people are dying because of this virus yet the hard measures are piled on Africa. The strict rules are that,
If you live in England, you should not travel to countries or territories on the red list. Which simply means Zimbabweans who planned to travel home from England are once again put on hold.

There are different rules for entering England if you have not been in a red list country or territory. Most of the non red zones are not African countries.

Before you travel to England you must, take a COVID-19 test, you must take the test in the 3 days before you travel to England book a quarantine hotel package, including 2 COVID-19 tests, complete a passenger locator form
You must do this even if you are fully vaccinated.

When you arrive in England you must quarantine in a managed hotel, and take 2 COVID-19 tests.

You must do this even if you are fully vaccinated. For the first time in the history of the pandemic Children aged 11 to 17 are forced to take a COVID-19 test in the 3 days before travel to England.
On arrival in England children aged 5 to 17 must quarantine in a managed hotel for 10 full days and take 2 COVID-19 tests.

Children aged 4 or under do not have to take any travel tests but must enter managed quarantine.

Do this traffic light” system introduced by UK is yet another attempt to contain and mitigate the effects of COVID-19. But it is surprising that Africa gets the brunt of these measures. The system assigned the status of either red, amber, or green to other countries with each colour indicating different rules for a range of things including terms of travel and quarantine requirements. So Zimbabwe which is seeing great decline in the Covid cases is rewarded with a red card.

Attempting to determine the justification for the lists and accurate details about them is less than straightforward. The rules for which countries are in or out is far from transparent making it difficult to find any justification for why a country is placed on the red list and, perhaps more importantly, how they get off it.

Of the 54 countries which were on the red list 22 (approximately 41%) are from sub-Saharan Africa. Put another way, of the 48 countries making up the sub-Saharan region, 21 (approximately 44%) are on the UK’s red list.

The flimsy reasons given by the UK is that the UK Government’s justification for placing a country on the red list include: known variants of concern; known high-risk variants that are under investigation; and very high in-country or territory prevalence of COVID-19.

These justifications are difficult to understand on a number of levels. The revised rules reported on the UK government’s website are similarly opaque.

Just take the issue of variants. An important feature about viruses like COVID-19 is that mutations are a natural phenomenon. Some mutations present additional risks but many are inconsequential . And, of course, knowledge about the variants present in any country at any particular time depends entirely on the accuracy and extent of testing taking place.

This is just one reason why the red list has kicked up a storm, with some recommending that it be “scrapped in its entirety”. In South Africa scientists have been critical of the reasons cited as justification for retaining their country on the red list.

When the UK’s red list is considered at perhaps a more granular level, the difficulties become immediately apparent. Two scenarios point to the flawed logic being applied.

Zimbabwe is on the red list together with South Africa yet the numbers available about COVID-19 in the two countries point to this being a ridiculous call.

Current estimates are that South Africa has a rate of daily new confirmed cases per thousand of thirty percent Zimbabwe’s rate is less at 0.001 On top of this Zimbabwe’s rate of total vaccinations per 100 is 9.5 South Africa’s is much lower at 0.84.
Zimbabwe has a rate of total deaths per thousand of 0.00 while South Africa’s rate is 10.36.

At the end of November south Africa has confirmed the presence of the new variant while the spread of the variant in Zimbabwe had not been confirmed. So why is it necessary to paint Zimbabwe red.

One may well question what these data tell us about the two countries. It is very hard to make firm conclusions in the absence of information about the health systems and other important factors in the two countries. Comparisons become difficult and somewhat arbitrary.
This is precisely the difficulty with the red list.

The biggest problem we have with UK is that they seriously think that Zimbabwe is a province of South Africa. They will feel embarrassed if Zimbabwe is to prove that it is better than South Africa in the fight against COVID. They then hive Zimbabwe what they give South Africa as long as it is trouble.

Is it a case of cherry-picking the data? At the very least it indicates an opaqueness to decision-making that should be unacceptable in an era of rigorous scientific thinking and evidence-based policy making. When difficulties arise, we need to raise, rather than lower, the bar on our standards of what counts as credible evidence. Putting Zimbabwe on the red zone is racist and total nonsense.

The rules around the red list and vaccination status is equally baffling and difficult to fathom.
The UK Government website states that from 4am on 26 October, you will qualify as fully vaccinated according to two criteria. The first specifies an approved vaccination programme from a small number of countries. The second stipulates a full course of one of four named vaccines from a “relevant public health body” in 18 different countries. None are in Africa.
Also, from that date if you have been in a red list country in the last 10 days, you will only be allowed to enter the UK if you are a British or Irish national or you have residence rights in the UK.

Zimbabwe is a country that acted swiftly and decisively with clear and transparent leadership from the earliest indications of the monumental significance of the virus.

Despite all this, you will be unable to visit the UK under any conditions. Dr Murandu from Bristol England said
“It is unfathomable to me how this can be achieving anything other than an exacerbation of existing inequities. What possible difference can it make where I had my vaccinations? Is there some reason that being vaccinated in Rwanda or South Africa is inferior to being vaccinated in Barbados.”

In fact the World Health Organisation recently commended Zimbabwe’s vaccination drive. Yet it remains on the UK’s red list and Zimbabwe is not listed as a country with an approved vaccination programme.

More fancy footwork with numbers perhaps? Or simply skewed thinking.
The World Health Organisation is clear that vaccination will not bring an end to this pandemic until it is distributed to everyone around the world.

Yet some countries, predominantly high-income ones, are stock piling far more vaccines than they need and providing booster shots to people who don’t require them.

COVID-19 is providing us with opportunities to learn a great many things about health and health systems. But perhaps it’s most valuable lesson is the inescapable importance of equity to the global community. That lesson is ignored to the peril of us all.

Maybe rather than focusing on a red list country club with unclear and questionable criteria, we should create a red list of countries that are actively creating vaccine distribution inequities.
Only a few are being recorded and passed on as statistics.

Some countries hide the figures in order to protect their images. Many nurses in Europe, moreso in England, are contracting this disease while an estimation of four in every seven health workers have the virus.

But in a bid to avoid panic, the figures are greatly played down.
In England, people are advised to quarantine themselves and are asked to come to hospital only when they get serious.

The actual number of the infected will never be known since only the few who end up in hospitals are recorded.

World Health Organisation said the outbreak, which has been teetering on the verge of a pandemic for weeks, had now surpassed the level of epidemic and warned the worst was still to come.

The UK is experiencing a rise in the infected and the dying.
Germany has reported a huge percentage spike in cases, taking the official toll to unimagined figures — mind you these are only those who were reported to the authorities.

The UN health body, which has previously described the situation as a ‘public health emergency of international concern’, defines a pandemic as an epidemic that spreads throughout the world through local transmission.

No one is immune to COVID-19.
All measures to prevent the spread of the virus must be taken seriously; but this must not show the inequality and discrimination it must mend it.

So many Zimbabweans will suffer from Homesickness which is the distress caused by being away from home. Its cognitive hallmark is preoccupying thoughts of home and attachment objects. Homesickness is a feeling of stress or anxiety caused by separation from people and places that you know.

It is already worse that you are abroad but now being painted red is the dilemma of the Zimbabweans in the UK.

Donations Looted At Zanu PF Conference

By A Correspondent- Zanu PF Mashonaland Central provincial executive committee is demanding an audit of donations made at their just ended conference.

This comes after the provincial  chairperson Kazembe Kazembe  has been accused of looting food  left overs and dishing it to his supporters in the province to boost his support in trying to retain his post which is hanging by a thread due to lack of grassroot support.

Kazembe confirmed  that the  executive is demanding an audit but dismissed  the looting allegations.

“The provincial  executive is even demanding an audit so that the committees can explain how much was received from donations and how much was actually  used,” confirmed Kazembe.

In dismissing  the allegations Kazembe said he was not in-charge of storage.

“I was never in charge of storage of thr food and was never involved as there was a committee responsible for that and l will not stoop that low to use the left overs even if l had access and you know me very well,” he said.

Kazembe who is also the Home Affairs Minister said he donated food hampers to  all delegates from Mash Central  and the hampers came from his farm house in Concession.

“Talking of food hampers I actually donated food hampers to all the delegates from Mash Central.  hampers were actually collected from my farm. These are good hampers I had kept for my constituency,” explained  Kazembe

“These were loaded from my farm to the conference. In fact three trucks and a combi came to my farm to collect hampers which were distributed at the conference and you turn around and say I am using left overs when I’m the one who actually donated ?‍♂️?‍♂️ zvimwe zvacho zvinonyadzisa.”

The provincial  fundraising  chairperson for the conference  committee Lazarus  Dokora refused to comment on the issue.

ED Pampers War Vets

By A Correspondent- After exerting pressure on the authorities through protests demanding an increase in their pension allowances, veterans of the armed liberation struggle got a big Christmas gift courtesy of the minister of Finance who allocated a whopping ZW$61.5 billion to the ministry of Defence and War Veterans Welfare in the 2022 National Budget.

A month ago, 39 war veterans spent four days in detention after being arrested by police in central Harare. They were charged with participating in a gathering with intent to promote public violence.

This came after they mounted a protest intending to deliver a petition to Parliament, as well as President Emmerson Mnangagwa’s office at Munhumutapa Building. In his 2022 budget remarks, Finance minister Ncube emphasised the importance of capacitating security organs of the state to enable them to effectively execute their mandate.

“Madam Speaker ma’am, the prevailing peace and security is important for sustainable economic development and must be preserved at all cost. Government will continue to capacitate the Security Organs of the State to ensure that our security services are fully funded to enable them to effectively execute their mandate of reducing crime in order to create a conducive environment for development. An amount of ZWL$49.4 billion is being allocated to the Ministry of Home Affairs and Cultural Heritage and ZWL$61.5 billion for the Ministry of Defence and War Veterans Welfare,” he said.

The ministry of Defence and War Veterans Welfare received the third-largest budget allocation after the ministry of Health which got ZW$117.7 billion and Lands, Agriculture, Water, Climate and Rural Development which got ZW$124 billion.

Gvt Mulls Acquiring New Helicopter For ED

By A Correspondent- Government has set in motion plans to acquire a helicopter for President Emmerson Mnangagwa amid concerns over his security following a spate of hair-raising incidents aboard ageing and unreliable Air Force of Zimbabwe choppers, inside sources have told The NewsHawks.

Apart from that, he needs to be going around the country to assess the various projects by government, which are also now being used as part of the Zanu-PF campaign,” an official said.

“It’s a matter of time before they buy it.”

A government official also pointed to a tweet by Mangwana on 11 November hinting that the acquisition of a helicopter was a priority following the President’s frightening mid-air incidents.

Earlier reports had suggested that in a bid to replace the dilapidated equipment, Mnangagwa in April this year acquired a new helicopter, but that has not been seen flying.-newshawks

Age- Cheating Scandal Rocks Young Warriors

The national U17 Boys’ team has been rocked with an age-cheating again after nine players in the squad for the African Union Sports Council Region Five Youth Games failed the Magnetic Resonace Imaging (MRI) tests.

The national side is in camp, preparing for the tournament which is scheduled for Maseru, in Lesotho, from next Tuesday.

According to the Herald, the whole squad, consisting of 25 players, underwent MRI scans this week to determine their exact age ahead of the trip. However, nine failed the tests and have since been expelled from the selection.

This is the second time the players from the U17 team have been caught cheating their age.

In the last year’s edition of the COSAFA U17 tournament, Zimbabwe was disqualified from the competition over age-cheating allegations.

The (MRI) tests, conducted at the competition, found that a couple of players in the Young Warriors squad had falsely presented their age. – Soccer24 Zimbabwe

Mthuli Ncube Budget An Exercise In Mediocrity – Biti

CONTESTING THE MEANING OF PATRIOTISM IN POST-COLONIAL ZIMBABWE

Latest On Marry Chiwenga

By A Correspondent- Vice President Constantino Chiwenga’s estranged wife Marry Mubaiwa was yesterday remanded to Monday when a latest medical report on her mental state to stand trial will be presented in court.

Mubaiwa, who was represented by Jabulani Ndlovu in place of Beatrice Mtetwa, appeared before magistrate Lazini Ncube.

She filed an application to stop her trial, saying she was not fit to stand trial citing ill-health.

But prosecutor Michael Reza said the trial could proceed if the doctors certified that she was fit.

This was after Reza told the court that Mubaiwa was medically examined recently while in custody.

Reza said a medical affidavit would be tendered within three days and asked the court to postpone the matter to Monday.

Mubaiwa is facing money-laundering, assault, attempted murder and fraud charges.

She was diagnosed with lymphoedema at a time when she is also facing several criminal allegations which started in 2019 after Chiwenga applied for divorce.

Apart from the divorce and criminal cases, she has been fighting to get custody of her three children.

She is accused of attempting to kill Chiwenga while he was hospitalised in South Africa.

Mubaiwa is also accused of forging signatures in a bid to formalise her marriage to Chiwenga.

The State also accuses her of assaulting her helper soon after her fallout with Chiwenga.

Opposition MDC Alliance has said the government needs to end bad governance and also to protect Zimbabweans in the diaspora. This comes as South Africa announced that it will not be extending Zimbabwean Exemption Permits (ZEP) which expire on the 31st of December 2021. Pondula News presents the party’s statement:

END BAD GOVERNANCE, PROTECT CITIZENS DOMICILED ABROAD

Bail For Husband To Anna Machaya

By A Correspondent- High Court judge Justice Isaac Muzenda on Thursday granted $50 000 bail to Hatirarami Momberume, who is facing murder charges after his 14-year-old bride died while giving birth.

Anna Machaya died on July 15 this year during labour at a church shrine in Marange, Manicaland province.

Justice Muzenda questioned why the State preferred murder charges and said the State should prove the essential elements of murder in Momberume’s case before granting him bail.

Part of his bail conditions included residing at Marange St Noah College until the matter is finalised, reporting to Bambazonke Police Station every week and not interfering with witnesses.

He will be back in the regional court on December 7 for trial.

Momberume faces a second charge of “having sexual intercourse or performing indecent acts with a young person”, which carries a maximum sentence of 10 years in prison.

Momberume was represented by Brian Majamanda of Khupe and Chijara Law Chambers.

According to the State, Momberume unlawfully caused the death of Machaya by failing to take her to a medical facility to receive healthcare services during labour.

Momberume, instead, took Machaya to Johanne Marange traditional midwives, where she delivered and died after some labour complications.

He hid the news of her death and proceeded to bury her without notifying authorities.

In order to cover up the offence, the accused and his relatives claimed that the person who had died was Memory Machaya born on January 2, 1999.

Investigations later revealed that the person who was married to the accused was, indeed, Anna and not Memory, leading to his arrest.
