By A Correspondent | Vice President Constantino Chiwenga faces arrest over his utterances threatening King Munhumutama descendant and chief Murinye.
Chiwenga on Friday said Murinye must be punished over his criticism of corruption in government, during the burial of a villager from his area.
Legal experts told ZimEye the constitution is clear on the offence allegedly committed by VP Chiwenga.
The prolific Chief Felix Ndiweni told ZimEye,
“I am calling for Lawyers in Zimbabwe if they can to report this matter of threats to the Chief for prosecution under the Traditional Leaders Act Section 48 containing the enclosed responsibilities ” Of Hindering a Traditional Leader in the course of their Work.”
“This is a Criminal Offence, level 5 fine and or imprisonment. It is very straightforward that that offence has been committed here against the Chief in question.
“He was doing his responsibilities as a chief. At funerals ALL Chief speak at the end of such occasions and MUST. bring in current local issues.”
Legal expert and ZANU PF aligned analyst, Dr Masimba Mavaza said there is nothing wrong the Chief did when he criticised corruption at the funeral of an MDC Alliance member.
Said Mavaza: ” People who are condemning Chief Murinye are tarnishing the name of our country Zimbabwe and the name of our good president. By believing that Murinye was asking for a coup when he asked if people want Valerio Sibanda is to be requested to come and arrest those criminals surrounding the president, means that he was asking for a coup is mischievous.
“This thinking will be suggesting that there was a coup in Zimbabwe in 2017; There was never a coup in Zimbabwe.”
It could not be established at the time of writing if the police are going to follow the constitution and perform an arrest of Chiwenga and contacted for a comment the vice-presidents phone was switched off for the good part of the day on Saturday. – ZimEye
By- President Emmerson Mnangagwa reverses the late President Robert Mugabe’s directive to respect the remains of British imperialist Cecil John Rhodes in Matopos National Park in Matabeleland.
Mnangagwa, told Chiefs that Rhodes’s remains should be returned to the United Kingdom.
Mnangagwa said the remains of the founder of the former British colony, Rhodesia, were of no importance to the country.
Rhodes, who was born in 1853 and died in 1902 was an imperialist, businessman and politician who played a dominant role in southern Africa in the late 19th Century, driving the annexation of vast swathes of land.
He founded the De Beers diamond firm which until recently controlled global trade.
Rhodes dreamt of an uninterrupted railway link stretching from Cape Town to Cairo, Egypt — the entire north to south controlled at the time by the British Empire.
Rhodes’ remains lie atop a granite hill in Matopos.
“We still have Rhodes’ remains in Matobo.
“What do you think about it? If you go to the shrine, you don’t know whether you are talking to Rhodes or our ancestors,” Mnangagwa said.
“His remains must be returned to where he hailed from and we can also have our ancestral remains which are being kept in Europe.”
In 2012, the late former president Robert Mugabe blocked ex-combatants and members of his ruling Zanu PF party from exhuming his remains, saying his legacy was part of the country’s history.
In May 2020, the Rhodes Stable located at the Matopos National Park was burnt down by unknown people.
The stables, built in 1897, are one of the oldest buildings in the country where Rhodes used to shelter his horses.
In South Africa, statues and monuments of colonial-era leaders were once targets of the Black Lives Matter (BLM) protests.
In 2015, South Africa’s University of Cape Town removed the statue of the British colonialist and 19th Century figure, unveiled in 1934.
By- Opposition MDC-Alliance leader Nelson Chamisa will spend this festive season in the rural areas targeting gatherings in the countryside where people are merry-making.
MDC Alliance leader Nelson Chamisa has been on a whirlwind tour in rural areas to drum up support for the opposition party ahead of the upcoming 2023 elections.
Chamisa’s entourage and his supporters have been attacked on several occasions during the rural campaigns by suspected Zanu PF supporters.
The violence claimed the life of MDC Alliance activist Nyasha Zhambe of Gutu, Masvingo.
Zanu PF recently admitted that Chamisa’s inroads into rural areas were a cause for concern for the party, which often boasts majority support in the countryside.
MDC Alliance secretary for rural mobilisation and strategy Happymore Chidziva told The Standard that they would capitalise on festive gatherings in the rural areas including encouraging new voters to register to vote in the upcoming elections.
“There is no festive season for us this time,” Chidziva said.
“We are not going to take a break; we are going on with our rural mobilisation exercise. We don’t break because those are the communities we live in, so we will keep on mobilising.”
The opposition party is targeting six million voters in its voter mobilisation campaign plan.
Zanu PF party wants to increase the number of its registered voters to five million and to ensure a 65% election victory.
Recently, Zanu PF political commissar Mike Bimha told journalists that the ruling party had so far reached four million people following the restructuring exercise.
Chidziva said: “We are getting there. We have won the hearts of many people in the rural communities and that is why we are not breaking the mobilisation exercise.
“Voter registration is a key part of our electoral campaign and we target seven million votes for change.”
The opposition party narrowly lost to Zanu PF in the 2018 elections with Chamisa getting more than two million votes.
Zanu Pf has said it will use the March by-elections to gauge its popularity after conducting a restructuring exercise.

By – Norton member of parliament, Temba Mliswa has challenged Vice President Constantino Chiwenga to respect divergent views and stop intimidating citizens who would have expressed themselves.
In a Twitter thread, Mliswa said the “New Dispensation” is operating just as the late former president Robert Mugabe did, that is, threatening people who held divergent views.
The outspoken former ZANU PF Mashonaland West provincial chairman was responding to Chiwenga’s threats to discipline a traditional leader for speaking his mind.
Chief Murinye of Masvingo ruffled Chiwenga’s feathers he warned President Emmerson Mnangagwa of a possible coup if he failed to deal with worsening corruption.

The award-winning scribe of several books including “Nervous Conditions” drew public outrage when she attacked the singer Winky D saying his fixation with white women in his videos is becoming a problem. She, writing on the Twitter website said:

Dangarembga was commenting on Winky D’s latest video “Happy Again” in which the singer approaches a white royale for marriage. In his previous hitsong he was also with another white bride, the singer, Gemma Griffiths.
By Jacob Ngarivhume| I got to know Dewa from our days at the University of Zimbabwe. We were both R98, meaning we registered at the UZ in 1998.
The University of Zimbabwe then was a breeding ground for leaders, activists and fearless cadres.
Those who were opposed to the regime’s oppressive policies often took up leadership roles to rally students and organize them into fighting oppression.
When we talk of student leadership at the UZ we can’t forget to mention Prof AGO Mutambara who were some of the early pioneers of the students resistance to one party state by Zanu Pf. Learnmore Jongwe was a brilliant student who was one of the pioneers of Zimbabwe’s biggest opposition political parties, the MDC.
The culture of resistance to dictatorship was well established by 1999 when we were at the University of Zimbabwe. Dewa Mavhinga contested to be SRC president in 2000 after Takura Zhangazha served his term out. I was the MDC UZ Branch Chairperson then. I ordinarily became his campaign manager. That brought me close to the man.
I saw his ups and downs and we shared very close moments from that campaign. Dewa contested against a very brilliant, vibrant young student called Courage Shumba.
Both were studying Law and were in the same class. It was unlikely that Dewa would win that election. We campaigned in the church at the University to boost our votes. Dewa won that election narrowly.
He was as surprised as I was because at one time both of us talked about preparing our concession speech.
Dewa was very humble, ready to accept defeat. From that campaign I learnt one virtue in the life of Dewa, he was a human rights defender, ready to stand up for the weak, oppressed and down trodden.
That virtue would come to define his life years after he left the University of Zimbabwe.
Dewa loved people, and was very respectful to humanity. He was sociable, building a team of many friends across the globe especially in human rights work.
As years went by, my friend became a fearless human rights fighter exposing gross human rights violations in Zimbabwe.
I remember one day when he was SRC president, we called for peaceful demonstrations at the University of Zimbabwe. Riot police came in cohorts with local university security and sprayed teargas injuring hundreds of students. It was on a Sunday.
That evening, one inocent young student Batsirayi Hadzizi was on his way from church and got back to campus unaware there was a demonstration where police were beating up students. They pounced on him and beat him up until he died. He was from Gutu.
When we went to burry him, university authorities were warned by the CIO and Zanu Pf leadership not to mention that he was killed by the police at the funeral.
When Dewa stood up to give his speech I remember him emotionally announcing that “vabereki mwana akapondwa nemapurisa” with tears running down his face.
Such became the defiance in his character to speak truth to power. Dewa was loved by many of us who knew him. He in the process created many enermies as well.
Those responsible for destroying human rights in Zimbabwe obviously did not want him alive. They saw him as a threat. Dewa Mavhinga fought a good fight. When I received the shocking news that he had died, I nearly went into a depression. Why would such a young icon go so soon.
As I am writing this I am in tears, still refusing to accept that my good friend is gone. I will meet him one day at that famous golden bridge, zambuko rine ndarama, I will ask him why did you go too soon my friend and brother.
I will also ask him who killed you and I know this will end my suspicions about his death. Meanwhile as we lay him to rest today, we celebrate a life well lived.
Dewa was a fighter all his life and he lived up to it. Human rights work lost a cadre and leader. Go well my brother go well cadre, go well leader. We will miss you in this world. We will meet in heaven neropa raJesu. ?????????????¹
By A Correspondent| Self exiled former ZANU PF politburo member Professor Jonathan Moyo has fired shots at University of Kent law lecturer Alex Magaisa over his latest Big Saturday Read (BSR) edition where he tackled what he termed Post Power Syndrome.
In his BSR, Magaisa said post power syndrome is a situation where someone who once wielded power or influence upon losing may fail to get over the fact that the situation would have changed.
“Whether you were a headteacher, manager, sportsperson or government minister, or senior civil servant, we are all vulnerable to a post-power syndrome, believing that we have power and influence when we no longer have it; believing we are relevant when we have lost relevance. Psychologists say post-power syndrome manifests in anxiety and sometimes depression even when we do not see it,” said Magaisa in conclusion.
This may not have gone too well with Professor Moyo who felt it was in reference to his recent criticism of the opposition MDC Alliance and Nelson Chamisa over their approach to politics since their loss to President Emmerson Mnangagwa in 2018.
Professor Moyo accused Magaisa of borrowing undergraduate concept to unpack what he termed sophomore composition.
He also labelled the people who were revving about Magaisa’s article for being thoughtless trolls.
“Zizi risina nyanga rinotora a concept from a political science textbook for undergraduate freshmen; roghaya kuti better riyishandise as a psychoanalytic tool for a sophomoric composition about the dynamics of political power; to entertain and amuse legions of thoughtless trolls,” said Prof Moyo.

Writing on Saturday afternoon, Nyamuziwa responded to a complaint by a female lawyer by saying:
“Winky D has been MDC ever since that time he released the Jecha song and performing wearing the MDC regalias.
“I used to like him but ipapo zvakabva zvapera- on that day my love for him quickly ended.”
Nyamiziwa stressed saying the problem with the singer is that he performs while wearing MDC Allianc regalia.
The only regalia Winky D has performed wearing is prison garb.
“This prison garb is what you call MDC regalia? Winky D does not wear party regalia, ” said one BaOranji.
Meanwhile, the learned lawyer had earlier on passed her complaint saying she won’t listen to Winky “I love Winky D but because his music has been politicized and aligned, I won’t listen to it,” she said.

Eight Shamva based illegal gold miners are in soup for attempting to kill a rival group in a gold rush.
Lloyd Musemwa, Tafadzwa Bandawa, Evidence Musemwa,Talent Bhobho, Khedha Madhoti, Fyrum Chatura, Low Zvemanyati and one Gora appeared before Bindura magistrate Samantha Dhlamini.
The eight were not asked to plead to their charge and were remanded in custody to December 30.
Prosecutor Shieller Kudzai Maribha alleges on December a gang of Shamva illegal gold miners hatched a plan to drive away gold panners from Midlands.
Armed with machetes, axes, wooden logs and stones they approached Trust Mupedziswa who was seated in his Honda Fit registration number 3584 and deflated the tyres before destroying all the glasses and doors and ordered him to lie down before assaulting him all over the body leaving him with deep cuts and soaked in blood.
A police report was filed leading to their arrest.
Two illegal gold miners were trapped to death in separate incidents while prospecting for gold in Mashonaland Central province last week.
Kenmore Bambama (27) of Hatcliff Harare was trapped to death in Mazowe while Tichaona Kadzekere (38) of Mutorashanga was trapped to death at Mbada mining site,Bindura.
Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the incidents which both occcured on Thursday.
Allegations are that Bambama was prospecting for gold in a disused shaft shaft together with Freddy Chigudu and Travour Bambama when a large rock fell on top of the now deceased Kenmore killing him on the spot while Chigudu escaped with minor injuries.
The body of the deceased was retreaved by other illegal miners who then files a police report.
Kadzekere was trapped after the shaft collapsed on him.
Police warned illegal miners to regularize their operations and practise safe mining.

POLAD, a grouping of Emmerson Mnangagwa’s political lapdogs have this week shocked all and sundry by laying out some funny electoral reforms proposals.
Surprisingly among their facade list of reforms, the gang is silent about abuse of tax payers money by elections rejects.
POLAD members have criminally benefited from tax payers money yet they do not possess any ounce of a social contract with the masses.
Rejects and losers must never determine the course and direction our country must take. They lack moral probity and public endorsement hence they should not force their rotten political ideas to the very people who rejected the same ideas on ballot.
By embracing Emmerson Mnangagwa, POLAD members have embraced criminality, human butchery, corruption, human rights abuses and all the ills of the so-called Second Recond Republic. It’s folly to accept a witch and condemn witchcraft.
If POLAD members are genuine about reforms, then their first port of call must be to genuinely call for release of all political prisoners like Makomborero Haruzivishe.
If POLAD members are sincere on reforms then they must return Mnangagwa’s vehicles which they were corruptly awarded.
POLAD members are accomplices to this unjust system that has left our people economically, socially and politically disenfranchised. We can not allow accomplices of thievery and corruption to suggest what’s good for our society for they religiously serve interests of their masters.
If POLAD members are sincere about reforms then their first port of call must be to call for the resignation of chief electoral thief, Emmerson Mnangagwa who ordered the butchering of unarmed and defenseless civilians by the military on 01 August 2018.

PRESIDENT Emmerson Mnangagwa yesterday gagged traditional leaders from criticising him in public, a development seen as part of the Zanu PF regime’s strategy to further shrink the country’s democratic space.
Mnangagwa held an emergency meeting with traditional leaders from across the country in the capital yesterday, three days after Chief Murinye of Masvingo publicly castigated him for failing to rein in “rogue” associates “surrounding him”
Murinye warned that Mnangagwa risked losing the 2023 presidential elections, or being toppled via a coup. He was speaking at the burial of top civil servant Elson Gonye, the head of Pay and Benefits Development and Management Agency in Masvingo province
The burial was attended by senior government officials.
Mnangagwa’s deputy Constantino Chiwenga and Chiefs Council president Fortune Charumbira said Murinye’s comments were unacceptable, would not be tolerated and would be investigated.
“Chiefs have been guided accordingly,” a visibly angry Chiwenga said.
“Chiefs should know channels to raise issues. Chief Murinye’s conduct is not tolerated and thus will be investigated. The President should be respected by all and sundry. The President has my total support.
Charumbira chipped in: “My great Monomotapa (in reference to Mnangagwa) cannot be touched as long as I am alive. What we have seen recently should never be repeated. Zvinoitwa nevakanwa mutoriro zviya (Murinye’s conduct is only attributable to those who abuse crystal meth),” he said.
“Chieftainship is given by the paramount chief and if you are stubborn, the paramount chief has the powers to withdraw you from the chiefdom.”
Charumbira added: “We are with you as the National Council of Chiefs. Chief Murinye’s utterances should be regarded as his individual view and not that of the national council of chiefs.”- NewsDay
Sports and Recreation Commission (SRC) Chairman Gerald Mlotshwa has boldly stated that FIFA can do whatever they want in deciding the fate of Zimbabwean football, after appointing a ZIFA ‘restructuring committee’, further risking the Warriors being banned from AFCON 2021.
The tiff between the sports regulatory body and the suspended Felton Kamambo-led ZIFA board took a new twist yesterday, after Mlotshwa appointed a nine member committee comprising of Blessing Rugara, Anna Mguni, Joyce Kapota, Brian Moyo, Desmund Ali, Rudo Mugandani, Tommy Sithole, Charles Sibanda and Joel Gombera to restore sanity at 53 Livingstone Avenue.
The move by the SRC further increases the chance of Zimbabwe being banned from international football, starting with the AFCON finals next month as FIFA laws do not allow government interference in the running of the game.
Mlotshwa says the world governing body can act anyhow they please.
“A Fifa ban has been on the cards since the day we opened our mouths to say we are suspending the Zifa board. Fifa statutes oblige them to sanction a board that has been interfered with. Warriors star Marvelous Nakamba underwent a successful surgery and will be out for approximately 3-4 months, Aston Villa manager Steven Gerrard has said.
The 27-year old injured his knee against Liverpool at Anfield this past weekend, a setback which has ruled him out of the Africa Cup of Nations finals.
In his press conference ahead of this weekend’s Premier League clash against Burnley, Gerrard was asked to give update on the Zimbabwe international and said: “He’s had successful surgery. The surgeon is really happy with his operation and how it’s gone and now he’ll start his recovery process and recovery plan.
“He’s going to be missing for somewhere in the region of 12 weeks if it is a fantastic rehab or it could be up to 16 weeks. It will be somewhere in the middle of 12-16 weeks,” Gerrard added.- Soccer24 Zimbabwe

Surprisingly among their facade list of reforms, the gang is silent about abuse of tax payers money by elections rejects.
POLAD members have criminally benefited from tax payers money yet they do not possess any ounce of a social contract with the masses.
Rejects and losers must never determine the course and direction our country must take. They lack moral probity and public endorsement hence they should not force their rotten political ideas to the very people who rejected the same ideas on ballot.
By embracing Emmerson Mnangagwa, POLAD members have embraced criminality, human butchery, corruption, human rights abuses and all the ills of the so-called Second Recond Republic. It’s folly to accept a witch and condemn witchcraft.
If POLAD members are genuine about reforms, then their first port of call must be to genuinely call for release of all political prisoners like Makomborero Haruzivishe.

By Dr Masimba Mavaza | People who are condemning Chief Murinye are tarnishing the name of our country Zimbabwe and the name of our good president. By believing that Murinye was asking for a coup when he asked if people want Valerio Sibanda is to be requested to come and arrest those criminals surrounding the president, means that he was asking for a coup, is mischievous.
This thinking will be suggesting that there was a coup in Zimbabwe in 2017. There was never a coup in Zimbabwe. Instead the army came in to keep peace and arrest the thieves who were surrounding the president.
The same call will only scare the corrupt and cause of joy to the citizens. The Fight against corruption has huge significance in ensuring state security. Corruption endangers unimpeded functioning of public sector, weakens the public trust towards state institutions, and hinders democratic and stable development of the country.
Corrupted public servants represent potential targets of foreign special services and criminal groups. Hence, fight against corruption is the concern of state security. So to succeed in fighting corruption every individual must take part in this fight. We are all soldiers in the army, we have got to fight to the end.
One of the main priorities of the new dispensation is to prevent, detect and suppress malfeasance, conflict of interests in public service and corruption facts.
Corruption is very difficult to fight and the perpetrators of corruption are from the man in the street to very high offices.
There are no comprehensive statistics available with government official’s integrity, and there is not data on all criminal arrests of law enforcement officers in the country for corruption.
President Emmerson Mnangagwa considers corruption as a major challenge to its twin goals of ending extreme poverty by 2030 and boosting shared prosperity for the poorest 40 percent of people in Zimbabwe.
Corruption has a disproportionate impact on the poor and most vulnerable, increasing costs and reducing access to services, including health, education and justice. Corruption in the procurement of drugs and medical equipment drives up costs and can lead to sub-standard or harmful products. The human costs of counterfeit drugs and vaccinations on health outcomes and the life-long impacts on children far exceed the financial costs. Unofficial payments for services can have a particularly pernicious effect on poor people. Reality has shown that the poor pay the highest percentage of their income in bribes. the poor may even be preyed upon since they are seen as powerless to complain. Every stolen or misdirected dollar robs the poor of an equal opportunity in life and prevents governments from investing in their human capital.
Corruption erodes trust in government and undermines the social contract. It is this trust which chief Murinye is trying to restore. Now the backlash Chief Murinye is getting is shocking and knee jerking. This is cause for concern across the nation,but particularly in contexts of fragility and violence, as corruption fuels and perpetuates the inequalities and discontent that lead to fragility, violent extremism, and conflict.
People who are blaming Murinye for asking the president to act have something they are hiding.
A political commentator and a specialist on Zimbabwean Current affairs MR Abedinigo Shumba said “ The trouble with most of us is that we would rather be ruined by praise than saved by criticism.”
The Zimbabwean Political landscape is watered by bootlicking and praise singing. It has become very difficult to become a whistle blower. There are people in ZANU PF who would rather see the party die than to tell the president the truth.
Many party stalwarts believe that the president is amused by praise singers and worshipers.
The biggest problem which hinders progress in the political landscapes is bootlicking, praise singing parrots who have nothing to contribute to the party but praises. Most high profile meetings will have no resolutions but praises and formation of new slogans. Sloganeering characterises most meetings, gatherings and funerals.
It is shameful that as an independent nation we attack Murinye for giving a warning.
Looking at Murinye’s video it is clear that the video was a reconstruction and whoever did it had his own agenda. Despite the stitching of the video nothing said by Murinye constitutes inciting a coup or anti government sentiments.
The issue emanates from a forty five minutes funeral speech by chief Murinye. The speech was captured in two minutes video which cut out a lot of statements and constructed a short one which was ambiguous vague and embarrassing.
The detractors tried to spin an otherwise good intended speech.
Murinye was addressing mourners at MR Gonye’s funeral who was a finance director in the Pension Fund. Murinye said Gonye started his position at work with Two hundred million dollars which he invested into billions. Murinye said MR Gonye presided over billions yet he had a modesty house. He said if it was some people they would have looted that fund to develop their homes. From there Murinye said there are some government officials who are near the president who are corrupt.
He then urged the president to get rid of them and crate a corrupt free environment.
He then issued a warning that if the president does not deal with those around him he will not make it in 2023.
This where the problem started. There are idiots who have lied to the president that 2023 is a foregone conclusion. They found Chief Murinye’s speech contradicting their lies and sought to dispute it. But they decided to make Murinye an enemy so that it’s easy to denounce him.
Furthermore Murinye asked a question “ Should we call Valerio Sibanda to come and arrest the corrupt people surrounding the President”. This is the question which made Vice President jump with anger.
But looking at the question it does not at all incite a coup. It will be vindictive for the people to crucify Chief Murinye over this question.
Politicians have a bond like no other – both to each other and their communities. Chiefs and Politicians are sworn to protect people against the horrible things of the world. But what happens when that bond is broken, and the officials aren’t the ones stopping crime but creating it? Sadly, there are plenty of examples of politicians and government officials who committed heinous crimes, and often the only reason these rogue politicians are caught is thanks to whistleblowers like Chief Murinye. These whistleblower should be counted among the most honorable and noble officers because of their dedication to justice. These anti-corruption people are against the misdeeds of their fellow officials and fought against those in the system when they see something wrong. Some of them are hailed as heroes, while the others paid dire consequences. Chief Murinye is being persecuted for simply sounding a warning. He is being persecuted for doing his job.
It’s a pity some chiefs in his province have found a chance to fight their ongoing wars. Now they have found a chance to give him a blow as he lie down nursing wounds caused by friendly fires fired by enemies within.
Many people seem to be loosing focus with these public threats coming out of the Vice Presidency. It is not his place, or the politicians place. Chiefs have the Constitutional authority to speak their minds.
During the operation restore legacy the chiefs met the General the now Vice President to demand answer to the letter they had written.
The Chief’s had written a letter to the new leaders of the country stating that “we hear you have taken over the country, Please explain why you did that and
Please explain what led up to this.
Please explain what you intend doing with this country now that you have obtained it,and Please explain what you intend to do with the civilian population and Please tell us what will happen to ex- president Robert Mugabe.
And indeed many other such questions.
For that is the role of Traditional Chief’s. It is to hold the government to account. It is to be independent as individual Chief’s and also as an institution. This
means that Chiefs must also hold all political parties to account. That also includes the Ruling party, Zanu PF and any other party. The Chief’s work in this regard is not confined or limited to traditional matters only.
When required Chief’s MUST give the government of the day advise and warn the government if it is putting the citizens at a disadvantage.
Chief Murinye of Masvingo spoke out about the state of looting and corruption in our current government. Many, many, many, many Chief’s are of this mind. Indeed many have been of this mind for sometime privately. On this occasion Chief Murinye, could no longer contain himself. Indeed it was bound to happen, soon or later.
What is evil is to try and turn what he said and make it appear as if as he maliciously and carelessly incite a coup.
It is those with dubious characters who are quick to condemn Murinye.
Chiefs have a key role to play in the fight against corruption. For governments to effectively tackle corruption we must focus on strengthening their three main functions: legislation, oversight and representation. When these are strengthened corruption reduces. Chiefs by their operation are an extended arm of the government.
Chiefs if given a chance can government to become better equipped to manage corruption. We should stress the importance of protecting whistle-blowers.
Chief Murinye must not be made to feel bad but encouraged to reveal the names of the corrupt ones.
In the fight against corruption, the role of chiefs is enormously important. Ideally, an institution which represents the people born of the culture and tradition from the people and acts for the people; he should have both primary interests and strong capacities in effectively fighting corruption. Nevertheless, instances many chiefs cease to perform this role, and quite often become ‘rubber-stamps’ due to internal political games. Moreover, some chiefs are very corrupt hence the vicious fight against Murinye by other chiefs. Some chiefs are actively participating in corruption directly or indirectly through their nominees and proxies. Certainly, this is not the right way to proceed.
Maintaining a strong rule of law does not necessarily come automatically. It is an everyday challenge. We are all called upon every day to uphold the rule of law when carrying out our duties. This is not always easy, especially in difficult economic times.
We are again expected to call out corruption when we see it being practiced.
Chief Murinye is being victimised and the truth is clear.
Let our chiefs be chiefs. Shun corruption and support the vision 2030.

By -Zanu PF national political commissar Mike Bimha has announced rules for holding the party’s chaotic Provincial Coordinating Committee elections.
He said anyone over the age of 35 was not allowed to contest in the youth league.
“As we are preparing to hold the provincial elections in due course, all provinces are advised to stick and adhere to the following guidelines and parameters; that all aspiring youth candidates must be 35 years or below,” the circular read.
Two Zanu PF provincial youth leaders, Kelvin Mutsvairo and Vengai Musengi from Mashonaland East and West will contest for the provincial chairmanship posts.
The provincial chairperson’s post has no age limit.
Mutsvairo will contest against businessman Ozias Bvute, Herbert Shumbamhini and Michael Madanha for the Mashonaland East provincial chairperson’s post, while Musengi is likely to battle it out against Mary Mliswa-Chikoka, who is Mashonaland West Provincial Affairs minister.
The provincial leadership is expected to mobilise support for the party, with its target being five million more votes for the 2023 elections.
Bimha said all provinces should conclude the district executive verification processes this weekend. The looming provincial elections have left Zanu PF divided as factionalism has torn the party apart as prospective candidates jostle for control of the party provincial structures.

By-A TOP army General one Colonel Gwanzura has evicted Karoi commercial farmer Garry Hobbs.
The evicted farmer had close links with the late former President Robert Mugabe.
Hobbs previously offered to downsize his Chisuwa Farm, also known as John Impi, situated about 30 kilometres north of Karoi town in Hurungwe North constituency.
He was one of the few white farmers who supported the ruling party.
“He enjoyed immunity from the chaotic land reform as he was close to Mugabe as he was looking after his (Mugabe’s) in-laws that he supported with all farming expertise,’’ said a senior Zanu PF source speaking on condition that he is not named.
Hobbs and his family, despite having an offer letter, woke up on Thursday to a team from the Sheriff’s Office accompanied by armed police officers to enforce the eviction order.
A removal truck was ready to ferry the farmer’s household furniture, while tractors and other farm implements were removed from the premises.
It is believed that Hobbs was served an eviction order in November last year and an eviction notice came in March 2021.
Both Gwanzura and Hobbs could not be reached for comment.
But Information permanent secretary Ndavaningi Mangwana said Hobbs would remain on the farm despite the eviction order.
“Mr Hobbs remains at his farm. He has not been evicted.
The Second Republic stands for sanity on all farms and its policy is that all agricultural land should be used productively by beneficiaries. The boundary confusion is being resolved by relevant authorities,” Mangwana tweeted.
By-South African Home Affairs minister Aaron Motsoaledi blamed officials from his office for the confusion that engulfed the withdrawal of a directive that could have seen special permit holders from Zimbabwe lose their jobs, bank accounts and other services by December 31.
He told the media in South Africa on Tuesday that no rescission was made on the recent cabinet decision which resolved that they would not be renewed when they expire on December 31.
According to sources in Pretoria, Home Affairs Directive No. 10 of 2021 would have seen ZEP holders who failed to apply for the visas face the closure of their bank accounts, termination of employment, loss of places at academic institutions and other essential services.
Financial institutions in South Africa including banks had already advised ZEP holders to produce new permits or visa application receipt for accounts to remain active. Lawyers representing the ZEP holders successfully filed an urgent court application on December 7 against the directive issued on November 29 following the cabinet decision.
A group of Civil Society Organisations have also petitioned Motsoaledi arguing that the cabinet decision had thrown into disarray the ZEP holders’ lives appealing for the withdrawal of the resolution on humanitarian grounds.
However, Zimbabwean Ambassador to South Africa David Hamadziripi advised the ZEP holders to comply with the South African cabinet decision.
Motsoaledi said his department takes the blame for the confusion.
“It is true, the confusion erupted from the department, from officials in the department. They issued a circular purporting to clarify a Cabinet decision. The Cabinet decision is very clear: it does not need any circular to clarify it.
“What has been withdrawn, and I think that caused the confusion now, yesterday (Monday), I instructed that the circular be withdrawn – because I don’t see any purpose it is serving,” he said.
The minister said the circular was not even supposed to be issued.
“It was serving no purpose but just causing confusion. The Cabinet decision was clear. It was outlined by the Minister in the Presidency (Mondli) Gungubele on what the decision was about. Matters should have rested there, and they indeed must rest there,” he said.
Hamadziripi said: “The only advice I have for ZEP holders is that they should comply with the decision of the government of South Africa concerning the regularisation of their stay in the country following the non-extension of the special permits.”
The lawyer representing the ZEP holders, Advocate Simba Chitando, also took time to clarify the situation saying the victory was on the withdrawal of Directive 10 of 2021, which he described as oppressive.
He said on October 12 this year, the Zimbabwe Exemption Permit Holders and African Amity filed an application before the Pretoria High Court to assert their rights.
Motsoaledi filed a notice to oppose the application but did not file an opposing affidavit in the matter. He said the cabinet resolution on November 24 was made before Motsoaledi had filed his opposing papers to the earlier application.
Home Affairs director general Livhuwani Tommy Makhode issued Directive No.10 of 2021 requiring all ZEP holders to apply for mainstream visas by the end of this month.
“On December 7, 2021, my clients filed an urgent application, to be heard on December 14, 2021, to set aside the draconian November 29 Directive 10 of 2021 issued by the Director of Home Affairs,” Chitando said.
The home affairs department withdrew the Directive No. 10 on December 13 and Chitando withdrew the application challenging the directive because it had been withdrawn a day before. He also reiterated that the November 24 directive remains.
“We are still challenging that decision and seeking permanent residency for ZEP holders. We celebrated the withdrawal of the oppressive November 29, 2021 directive,” he said.
Meanwhile, the coalition of CSOs said Zimbabwe remained a country in turmoil which continues to experience serious economic and political challenges and violence.
“Further, given that this special dispensation covers a timespan of over a decade, many Zimbabweans have built their families, lives and homes in South Africa.
“Estimates indicate that up to half a million children will be affected by this decision resulting in severe trauma through uprooting their lives in South Africa and exposing them to trauma and suffering in Zimbabwe, undermining the best interests of the child principle enshrined in South Africa’s constitution,” the CSOs argued.
They also argued that ZEP holders had contributed to the South African economy, communities and society with the decision affecting the whole country.
The CSOs also demanded a written response by no later than close of business today (December 17, 2021).

By -Zanu PF has barred anyone over 35 years from contesting in elections for the youth league.
In the past, the party had many people, including the late Absolom Sikhosana and Pupurai Togarepi, who were over 35 years old but held positions in the youth league.
Zanu PF is expected to conduct provincial elections as the party embarks on a massive restructuring exercise ahead of the 2023 harmonised elections.
In a circular dated December 15 and addressed to all provincial chairpersons, national political commissar Mike Bimha ordered provinces to adhere to the youth league age limit of 35 years and below.
“As we are preparing to hold the provincial elections in due course, all provinces are advised to stick and adhere to the following guidelines and parameters; that all aspiring youth candidates must be 35 years or below,” the circular read.
Two Zanu PF provincial youth leaders, Kelvin Mutsvairo and Vengai Musengi from Mashonaland East and West will contest for the provincial chairmanship posts.
The provincial chairperson’s post has no age limit.
Mutsvairo will contest against businessman Ozias Bvute, Herbert Shumbamhini and Michael Madanha for the Mashonaland East provincial chairperson’s post, while Musengi is likely to battle it out against Mary Mliswa-Chikoka, who is Mashonaland West Provincial Affairs minister.
The provincial leadership is expected to mobilise support for the party, with its target being five million more votes for the 2023 elections.
Bimha said all provinces should conclude the district executive verification processes this weekend. The looming provincial elections have left Zanu PF divided as factionalism has torn the party apart as prospective candidates jostle for control of the party provincial structures.
By-The National Security Task Force has recovered a pistol and an assortment of tools that can be used to commit crime from two men, believed to be armed robbers, it intercepted along the Limpopo River.
Terrence Tiyengani (23) and Narvick Mhowa (26) were arrested on Thursday evening near the Pountain Base, 60km east of Beitbridge Border Post.
National police spokesperson Assistant Commissioner Paul Nyathi said the pair was intercepted by an alert security team after crossing illegally from South Africa.
“They were initially arrested for illegal migration and a search of their belongings was conducted, leading to the discovery of one Star Pistol/CZ9MM Parabellam, a magazine with one round, one pepper spray, one black pouch, two pairs of black industrial gloves and one black wool ninja mask,” he said.
“We suspect they could be part or some armed robbers who are conducting crimes between Zimbabwe and South Africa’s border.
“However, the matter is still under investigations and so far, they are being charged for illegal migration and unlawful possession of a firearm.”
Asst Comm Nyathi said security forces will not relent in their quest to bring sanity along the country’s borders.
He said the police will not take kindly to those people smuggling goods, skipping the border and taking the Covid-19 virus across borders.
Asst Comm Nyathi said deployments had been adequately made to deal with crime along the border and all crime hotspots.
“Let those who are in the habit of smuggling firearms and ammunition through the borders be warned,” he said. “Their days are numbered. We are very concerned with a wave of armed robberies and hence we won’t relent.”
Asst Comm Nyathi said it was critical for people to use the legal channels to travel and import or export goods.
In January this year, the Government deployed the NTF to deal with intrusive leakages along the border with South Africa under operation “No to Cross-border Crimes-Fhasi Ngamilandu Yamukanuni Yamashango—Mhosva Pamiganhu Ngadzipere-Amacala Kawaphele Emingceleni Yelizwe”.
Over 70 000 people have been arrested for various offences between January and November this year under the same operation.

He said: “We have one Munhumutapa (President Mnangagwa), we have one leader and it is that leader we give respect. It is that leader we show the entire nation what respect is all about. So, what has been done by Chief Murinye is going to be investigated by the Minister of Local Government and the chiefs’ council and if found guilty, disciplinary action would be taken.
“This is Zimbabwe. I thought I should say this, I respect Munhumutapa (President Mnangagwa) and no one touches him as long as I live.”
Chief’s Council president Chief Fortune Charumbira distanced the traditional leaders from Chief Murinye’s utterances.
“I want to tell the President that we are with you as an institution, what was said is an individual’s views and does not reflect the views of the institution, in fact, it’s the direct opposite of our views,” he said.

For that is the role of Traditional Chief’s. It is to hold the government to account. It is to be independent as individual Chief’s and also as an institution.
Which means that Chief’s must also hold ALL political parties to account. That also includes the Ruling party, Zanu PF.
The Chief’s work in this regard is not confined or limited as far as such work is concerned.
That is why on the 2nd of December 2021, a Constitutional Substantive Chief went to 10 Downing Street, on behalf of 5.5 Million Zimbabwean citizens, who so happen to live in the diaspora. That was Chief Nhlanhlayamangwe Ndiweni.
Irrespective of what ever new legislation is drawn,up, to try and restrict the democratic space in Zimbabwe, chief’s will continue to function in this manner. To seek to confine chief’s in this regard, is equal to trying to empty the Atlantic ocean with a tea spoon.
When required Chief’s MUST speak against the government of the day, if it is putting the citizens at a disadvantage.

The College of Chief’s has over 62 Chief’s with this view. And the number is growing. For the institution is beginning at last to find it’s feet.
The institution is kept in existence by the people, who have repeatedly resuscitated the institution, when a government has tried to confine or abolish it. Only for the same said government, to concede at the behest of the people.

Molver Chigwada, 47, his wife Loveness Chigwada, 42, and son Ben Chigwada, five, were all hit by a car registration (ABV 5164) during a prayer meeting.
Family spokesperson Walter Tinashe Chigwada told H-Metro that Molver was admitted in the intensive care unit while Loveness and Ben were treated and discharged.
“The mishap happened when the three were among worshippers at a church along High Glen Road.
“It is disturbing to learn that our relatives were the only ones hit and the driver was reported to have been drunk,” said Chigwada.
Harare Provincial police spokesperson Inspector Tendai Mwanza confirmed the report saying investigations have since begun.

The Vice President Constantine Chiwenga has issued a chilling threat to Chief Murinye born Ephius Munodawafa for asking President Emmerson MNANGAGWA to reign in corrupt people surrounding him.
Chiwenga took time out of his prepared speech to lambast Chief Murinye for calling for corrupt senior government officials to be arrested.
Chief Murinye bravely warned the President that if he does not reign in the corrupt bad apples in the government, he will not make it in 2023.
Irked by this call, Chiwenga called upon the minister of local government, July Moyo, to institute investigations against the outspoken Chief.
In a more shocking deliberate breach of the rule of Law, Chiwenga ordered the disciplinary committee to find Murinye guilty before he was even tried. Such attitude from Chiwenga is the one giving the nation a bad name.
Commenting on Chiwenga’s outburst MR John Taderera a Constitutional Lawyer said “ Chiwenga has lost the plot. If he urges a committee that has not been set to find Chief Murinye guilty who hasn’t been tried, then things fall apart. Is this the New dispensation at work! It’s a shame.”
Margaret NCUBE of the Woman’s action said “ The way Chiwenga bullies institutions of justice shows that Marry Chiwenga has no chance in Zimbabwean courts. We have been saying the courts are compromised. What can you say now? Chiwenga orders Murinye to be convicted before the trial begins.”
Chief Murinye was recorded during the funeral of MR Gonye who was in charge of the Pension Fund.
In his graveyard speech, Chief Murinye said Gonye was in charge of billions of dollars, yet he had a very modest house.
He went on to say there are some people around the President who are corrupt. The President must reign them in. If he does not do that now, 2023 will be hard to win Murinye paused a question. A rhetoric question. “ shall we ask Valerio Sibanda to come and arrest the thieves surrounding the president”. These are the words Murinye is being tormented for.
Ironically the man who led a move against thieves surrounding the President in 2017 is the one now freaking out when a suggestion of the same is raised.
“The thieves surrounding the president are deliberately taking the words of Chief Murinye out of contest.” Said Paradzai Chimonyo an ex-soldier now in the UK.
Chief Murinye has since apologised for the misunderstanding, but he reiterated that the thieves around his uncle the President must be reigned in.
The presidential spokesman Mr George Charamba could not be reached on his phone. Commenting on the speech of chief Murinye Naison Mapani a lawyer in London said there is no crime in the statement of Chief Murinye.
Speaking on the condition of anonymity one Chief said “ What Murinye said is not the problem. The problem is Chief Charumbira has fed Chiwenga with falsehoods. In the briefing before Chiwenga addressed the Chiefs Conference Charumbira told Chiwenga that Murinye has been boasting that he is the descendant of Monomotapa and thus untouchable. Armed with this gossip Chiwenga dug into Murinye.
President MNANGAGWA has declared war against Corruption and he should be happy with the whistleblowing by Murinye.
The threats by Chiwenga is a blow to the fight against Corruption.
This strikes very cold chills down the spines of Zimbabweans as it reminds people about Mugabe era where any whistle blower was labelled a traitor or MDC. Grace became infamous when she tormented ED for calling for the arrest of Jonathan Moyo for Fraud and Corruption.

By Wilbert Mukori | “As rare flue cases increase in the country, a senior local World Health Organisation (WHO) official says there is a possibility of a new peculiar Covid-19 variant circulating in Zimbabwe.
This was said by WHO head of country Alex Gasarira during a virtual cross-border media cafe on Covid-19 and HIV new variants,” reported New Zimbabwe.
“We can’t reach a firm conclusion as to what proportion of Omicron, Delta, and other variants of interest, because the number of samples that have been processed to date is very small,” Gasasira said.
Gasarira added that although the Health Ministry and various partners were doing their best the rate of sample sequencing remained very low.
Zimbabwe is one of the countries that has failed to test, trace, track and isolate covid-19 cases as per WHO recommendation and as common-sense dictates ever since the outbreak of corona virus pandemic two years ago. It is interesting to note the country’s local WHO representative is only now acknowledging “the number of samples that have been processed to date is very small”.
In December last year, for example, at the peak of the second covid-19 wave in the region, SA was carrying out 44 074 tests per day. Zimbabwe, with ¼ of SA’s population, should have been doing 11 000 tests per day and yet was barely doing 1 500 tests per day or 10%.
Since a country’s official covid-19 cases and deaths are based on tested and confirmed cases; Zimbabwe’s official figure could well be 10% of the real figures.
As of 17 December 2021 SA had 3 276 529 cases (328 317 in the last 28 days) 90 297 deaths (707 in the last 28 days). The corresponding figures for Zimbabwe are 186 304 cases (48 464) and 4 771 deaths (60), according to the Johns Hopkins University. Zimbabwe’s economy is in total meltdown and its health care services has all but collapsed are yet the country would seem to have defied logic!
The Zimbabwe government has bragged about the country’s low covid-19 cases and deaths; the figures are taken as read and thus proof the measure adopted by the regime to contain the pandemic have worked. The real figures, which will never be known, would tell a totally different story!
The most obvious consequence of failing to test, trace, etc. diligently is that many infected individuals who would otherwise be diagnosed and isolated are allowed to mix and thus spread the virus far and wide. And so, many more people are infected and died. Of course, the more people the virus infect the more it will mutate and thus increasing the chance of new variants emerging.
Alex Gasarira is right and the rare flu cases turn out to be a new corona virus variant then this Zanu PF regime must shoulder the blame for it because the country’s repeated failure to carry out testing, tracing, etc. as per WHO guideline have certainly contributed to this. Mutami made headlines claiming that she was having torrid times with the Mliswa twins.
Highly placed sources who are close associates of Mutami told ZimEye.com that the socialite does not have twins.
“We are always together here, and she does not have twins. She said we should not tell anyone about this,” said the sources.

The below is a trail of event twists that involved high profile ministers caught between two scandals, one on the sale of stands and one of trappings using a self-proclaimed anti-terrorism expert, Susan Mutami.
It was all triggered when earlier in the year, the Special Anti Corruption Unit head, Thabani Mpofu was close to arresting Local Govt Minister, July Moyo over the alleged sale of stands in Harare, Kwekwe and Gweru for his own benefit. There were several beneficiaries listed on this reported scandal who are in the ministry of Justice; so to hide this, a quick plan was hatched to get Mpofu fired.
Mpofu, who leads the controversial taskforce, was swiftly accused of authoring letters for MDC Alliance Vice President Tendai Biti advising the opposition icon on ways if navigating through the justice system. Close sources allege that, when this was about to happen, the Norton MP Temba Mliswa went over to president, Emmerson Mnangagwa to advise him to ignore the calls to fire Mpofu, doing this in order to settle scores with the enemy of an enemy (Mliswa had heard that Thabani Mpofu had been set up by July Moyo, Owen Ncube, and Virginia Mabhiza). Mliswa has had several bones to chew with Thabani Mpofu. Mliswa reasoned with Mnangagwa saying: how could Thabani Mpofu author letters for MDC Deputy President Tendai Biti in this age and time when he could simply pick a phone call. Parallel to all this, Temba Mliswa was the subject of an ongoing probe in which he was entangled with an ex girlfriend Susan Mutami. Facts became clear mid February that, Susan Mutami, the centre of the axis, was used to incriminate Mliswa. Mutami is an enigma. She claims she bedded the late SB Moyo, Killer Zivhu, Temba Mliswa. She is even openly announces saying she has bedded the President Emmerson Mnangagwa. She says she has Mliswa’s twins, while at the same time naming her son after his arch enemy, Owen Ncube.

By A Correspondent| Prominent human rights defender Dewa Mavhinga who died under mysterious circumstances in South Africa will be buried tomorrow in his rural home of Chivhu.
Mavhinga was the Southern Africa director for Human Rights Watch.
Yesterday, friends and relatives in South Africa bade farewell to Mavhinga before his body was airlifted to Zimbabwe for burial.
Mavhinga has been hailed as unifier whose contribution to the fight for democracy and human rights saw him being targeted by the state on countless times.

The Governance and Legislative Agenda Thematic Committee of the Political Actors Dialogue (POLAD), has proposed a number of electoral reform recommendations which will be presented to Parliament for consideration.
POLAD principals met in Harare this Friday and finalised a draft document on proposed electoral reforms compiled by their Governance and Legislative Agenda Thematic Committee. It proposed the following:
1. Zimbabwe must move to the proportional representation electoral system
2. All election-related laws to be in the Electoral Act.
3. State funding of political parties must be widened to promote a multi-party democracy
4. Regulation of political campaign meetings must be kept to a bare minimum during the period from the proclamation of elections up to polling day.
5. The Electoral Act must have a specific provision giving each political party fielding candidates in an election a free statutory 2 hour period on each public media platform to propagate its campaign message and a minimum of 5 articles.
6. The formula for a 30% female quota in local authorities recently introduced by the constitution must be provided for in the Electoral Act in time for 2023.
7. ZEC regulations must be promulgated at least 6 months before the elections.
8. Proclamation of Election date must be at least 90 days before polling day.
9. Voters roll to be closed 14 days after the date of proclamation.
10. The voters’ roll must be published and made available at least 7 days before the nomination court.
11. Nomination of candidates must take place over a period of 5 days with the nomination court only sitting on the 5th day to announce the final list of successful candidates.
12. The number of nominators for Presidential candidates be increased from 100 to 200 with the nominators.
13. ZEC must be obliged by a specific provision of the Electoral Act to inform voters via both print and electronic public media of the names of candidates.
14. Ballot papers must have a single vertical column of names of candidates in alphabetic order of surnames, whatever the length.
15. There must be braille voting for blind voters.
16. Assisted voting on account of illiteracy to be restricted to voters above 70 years.
17. Election results must be announced with a maximum period of 72 hours.
18. Media is permitted to publish any election result already posted outside a polling station or ward centre or constituency centre.

A 47-YEAR-OLD Marondera woman has been arrested for allegedly inserting a cooking stick in her 14-year-old stepdaughter’s private parts to test if she was still a virgin.
The woman from Gomo village, in Masomera, under Chief Svosve, who cannot be named to protect the identity of the victim, has been charged with aggravated indecent assault.
Mashonaland East Provincial police spokesperson Inspector Simon Chazovachii yesterday confirmed the arrest of the suspect.
“I confirm the arrest of a Marondera woman who was charged with aggravated indecent assault. We urge the public to desist from such acts as it is an offence,” Chazovachii said.
Allegations are that last month, the woman approached her stepdaughter, who was preparing to go to school, and ordered her to lie on her back.
The woman reportedly covered the girl’s face with a cloth before inserting a cooking stick in her private parts saying she was testing her virginity.
It is reported that after a week, the woman inserted her fingers in the girl’s private parts in continuation of the virginity tests.
The matter came to light on Monday after the girl told her class teacher about the incidents.
A report was filed at ZRP Marondera Rural, leading to the arrest of the suspect.

A South African court has jailed two Zimbabwean nationals for stealing cell tower batteries belonging to mobile network operator MTN.
The two men, Munyaradzi Kachingwe (32) and Cosmos Ziwande (38), together with a Congolese national, Reddy Mbangula (29) were arrested in July and denied bail.
The trio was arrested by the police on July 17, 2021, after they were caught driving a bakkie with MTN tower batteries in Clanwilliam.
The three were charged with possession, tampering or damaging essential infrastructure. They were also charged with contravening the Immigration Act
.The two Zimbabweans appeared in court on several occasions until they were found guilty on all counts in October 2021.
However, sentencing was postponed to December.On Wednesday, the Vredendal Regional Court sentenced the two Zimbabweans to seven years each, direct imprisonment for damaging the essential infrastructure.
Their Congolese colleague Mbangula was found not guilty on the charge of damaging essential infrastructure. He was, however, convicted for contravening the Immigration Act and sentenced to 30 days imprisonment or a R300 fine.

PRESIDENT Emmerson Mnangagwa yesterday gagged traditional leaders from criticising him in public, a development seen as part of the Zanu PF regime’s strategy to further shrink the country’s democratic space.
Mnangagwa held an emergency meeting with traditional leaders from across the country in the capital yesterday, three days after Chief Murinye of Masvingo publicly castigated him for failing to rein in “rogue” associates “surrounding him”
Murinye warned that Mnangagwa risked losing the 2023 presidential elections, or being toppled via a coup. He was speaking at the burial of top civil servant Elson Gonye, the head of Pay and Benefits Development and Management Agency in Masvingo province
The burial was attended by senior government officials.
Mnangagwa’s deputy Constantino Chiwenga and Chiefs Council president Fortune Charumbira said Murinye’s comments were unacceptable, would not be tolerated and would be investigated.
“Chiefs have been guided accordingly,” a visibly angry Chiwenga said.
“Chiefs should know channels to raise issues. Chief Murinye’s conduct is not tolerated and thus will be investigated. The President should be respected by all and sundry. The President has my total support.
Charumbira chipped in: “My great Monomotapa (in reference to Mnangagwa) cannot be touched as long as I am alive. What we have seen recently should never be repeated. Zvinoitwa nevakanwa mutoriro zviya (Murinye’s conduct is only attributable to those who abuse crystal meth),” he said.
“Chieftainship is given by the paramount chief and if you are stubborn, the paramount chief has the powers to withdraw you from the chiefdom.”
Charumbira added: “We are with you as the National Council of Chiefs. Chief Murinye’s utterances should be regarded as his individual view and not that of the national council of chiefs.”- NewsDay
Zanu-PF’s factional fights have spilled into the National Peace and Reconciliation Commission (NPRC), where President Emmerson Mnangagwa has reconfigured the commission booting out a top commissioner suspected to be aligned to his deputy, Constantino Chiwenga.
The NPRC is tasked with addressing the country’s past conflicts, including the emotive Gukurahundi issue that left over 20 000 civilians dead in the Midlands and Matabeleland regions.
Mnangagwa has been cited as a key player in the 1980s mass killings as he was State Security minister at the time.
Mnangagwa demoted NPRC vice-chairperson Lillian Chigwedere, who is believed to be aligned to a faction loyal to Chiwenga, and replaced her with reverend Chiropafadzo Moyo of the Evangelical Lutheran Church.
Chiwenga and Mnangagwa are reportedly locked in a fierce battle for control of Zanu-PF and government.
Prior to the new appointment, Moyo was an ordinary commissioner.
Chigwedere is one of the two commissioners retained from the previous commission, whose term of office expired early this year.
She has been acting as NPRC chairperson in the past few months in the absence of Retired Justice Selo Maselo Nare, who has not been well.
NPRC spokesperson Obert Gutu confirmed Moyo’s elevation but declined to comment on Chigwedere’s issue.
“I can confirm the Reverend Dr Chiropafadzo Moyo is the new vice-chairperson of the NPRC.
But on the issue of why there are such changes, I cannot comment. I am just a spokesperson and I can’t comment on that,” he said.
According to an internal NPRC memo seen by NewsDay, Moyo’s new appointment is effective from November 18, 2021.

Sources told NewsDay that Moyo was strategically positioned at the top NPRC post to guard against possible threats on Mnangagwa’s office within the commission tasked with peace-building initiatives and reconciliation.
“She is not only now influential in the commission, but she will enjoy heft salary benefits,” a source who spoke on condition of anonymity said.
“There is a huge salary gap between the chairperson and the vice-chairperson and also a commissioner. Now that she (Moyo) has been elevated from being a commissioner to become the vice-chair, it means her package has also been raised.
“Insiders claimed that Moyo had been very influential in the irregular appointment of staffers, which caused an uproar within the institution in the past few weeks.
It is alleged that she attempted to elevate NPRC general manager for research and knowledge management Donald Chirunga to a non-existent position of deputy executive secretary without following due process, a plot which was, however, foiled.”Commissioner Moyo has been very powerful of late,” another source said.
“She orchestrated the elevation of employees which was, however, not procedural. She tried to facilitate the promotion of Donald Chirunga, a general manager to become deputy executive secretary, but the plot failed.”
The executive secretary is Sibusisiwe Zembe.
Contacted for comment, Chigwedere said she was not feeling well.
“I am not at work. I am actually at home and not feeling well. I cannot comment on those issues,” she said curtly.Chirunga professed ignorance on his alleged “unprocedural” promotion, which has since been reversed.
He said: “I joined NPRC just recently and how can that be? I am not aware of such claims. They are baseless. I am hearing it for the first time.”
Efforts to contact Moyo were fruitless as she was unreachable on her mobile phone.

By A Correspondent- Former Shabani Mine and Orlando Pirates defender Zvenyika Makonese has been fined R3 000 for stealing a police officer’s G-tel A718 cellphone valued at US$468.
Makonese, a former Warriors defender, is now employed as an assistant bus conductor by K&M buses.
He pleaded not guilty to a charge of theft when he appeared before resident magistrate Gloria Takundwa but was on Thursday convicted on the strength of overwhelming evidence.
The magistrate slapped Makonese with one-month imprisonment with an option of a fine.
The complainant in the case, Melody Masiya, had asked one of the bus crews at the Beitbridge border post to recharge her phone using the bus phone charger.
Prosecutor, Jabulani Mberesi alleged that on an unknown date but in August this year, the police officer, who was at Beitbridge Border Post, asked Farai Chinyani, a driver at Ngonweni bus services, to recharge her phone using the bus phone charger.
Mberesi further told the court that Makonese entered the bus while the driver was fast asleep and stole the complainant’s phone.
He allegedly gave the cellphone to one Calisto Tobaiwa in Zvishavane who sold it on his behalf.
When the police officer went to the bus driver intending to collect her phone, the phone was nowhere to be found prompting her to report the case to the police.
Makonese was arrested following thorough investigations that linked him to the missing cellphone.

Coal miners are seeking US dollar payments for supplies to power utility Zesa citing high operating costs and failure to access forex on the auction system.
About 90% of coal produced by local miners is consumed by local power stations.
Energy Minister Zhemu Soda: “They want Zesa to pay in forex because they are not getting enough from the auction system,”. “They need to import fuel, consumables & spares. It is something that we are looking at but for now we are trying to see if they can access RTGS fuel.”
The price of coal is pegged at US$30/t, payable at the official exchange rate. Coal Producers Associat chair Linos Masimura confirmed requesting US$ payments for coal supplies.”We have sent the request and we are waiting for feedback,”

Warriors and Aston Villa midfielder Marvelous Nakamba has been ruled out of the 2021 Africa Cup of Nations (AFCON) finals scheduled to take place in Cameroon from 9 January to 6 February next year.
Nakamba underwent an operation that may keep him out of action for up to 16 weeks after sustaining a knee injury in Aston Villa’s 1-0 defeat to Liverpool on Saturday.

The National Security Task Force has recovered a pistol and an assortment of tools that can be used to commit crime from two men, believed to be armed robbers, it intercepted along the Limpopo River.
Terrence Tiyengani (23) and Narvick Mhowa (26) were arrested on Thursday evening near the Pountain Base, 60km east of Beitbridge Border Post.
National police spokesperson Assistant Commissioner Paul Nyathi said the pair was intercepted by an alert security team after crossing illegally from South Africa.
“They were initially arrested for illegal migration and a search of their belongings was conducted, leading to the discovery of one Star Pistol/CZ9MM Parabellam, a magazine with one round, one pepper spray, one black pouch, two pairs of black industrial gloves and one black wool ninja mask,” he said.
“We suspect they could be part or some armed robbers who are conducting crimes between Zimbabwe and South Africa’s border.
“However, the matter is still under investigations and so far, they are being charged for illegal migration and unlawful possession of a firearm.”
Asst Comm Nyathi said security forces will not relent in their quest to bring sanity along the country’s borders.
He said the police will not take kindly to those people smuggling goods, skipping the border and taking the Covid-19 virus across borders.
Asst Comm Nyathi said deployments had been adequately made to deal with crime along the border and all crime hotspots.
“Let those who are in the habit of smuggling firearms and ammunition through the borders be warned,” he said. “Their days are numbered. We are very concerned with a wave of armed robberies and hence we won’t relent.”
Asst Comm Nyathi said it was critical for people to use the legal channels to travel and import or export goods.
In January this year, the Government deployed the NTF to deal with intrusive leakages along the border with South Africa under operation “No to Cross-border Crimes-Fhasi Ngamilandu Yamukanuni Yamashango—Mhosva Pamiganhu Ngadzipere-Amacala Kawaphele Emingceleni Yelizwe.”
Over 70 000 people have been arrested for various offences between January and November this year under the same operation.- Herald

The Vice President Constantine Chiwenga has issued a chilling threat to Chief Murinye born Ephius Munodawafa for asking President Emmerson MNANGAGWA to reign in corrupt people surrounding him.
Chiwenga took time out of his prepared speech to lambast Chief Murinye for calling for corrupt senior government officials to be arrested.
Chief Murinye bravely warned the President that if he does not reign in the corrupt bad apples in the government, he will not make it in 2023.
Irked by this call, Chiwenga called upon the minister of local government, July Moyo, to institute investigations against the outspoken Chief.
In a more shocking deliberate breach of the rule of Law, Chiwenga ordered the disciplinary committee to find Murinye guilty before he was even tried. Such attitude from Chiwenga is the one giving the nation a bad name.
Commenting on Chiwenga’s outburst MR John Taderera a Constitutional Lawyer said “ Chiwenga has lost the plot. If he urges a committee that has not been set to find Chief Murinye guilty who hasn’t been tried, then things fall apart. Is this the New dispensation at work! It’s a shame.”
Margaret NCUBE of the Woman’s action said “ The way Chiwenga bullies institutions of justice shows that Marry Chiwenga has no chance in Zimbabwean courts. We have been saying the courts are compromised. What can you say now? Chiwenga orders Murinye to be convicted before the trial begins.”
Chief Murinye was recorded during the funeral of MR Gonye who was in charge of the Pension Fund.
In his graveyard speech, Chief Murinye said Gonye was in charge of billions of dollars, yet he had a very modest house.
He went on to say there are some people around the President who are corrupt. The President must reign them in. If he does not do that now, 2023 will be hard to win Murinye paused a question. A rhetoric question. “ shall we ask Valerio Sibanda to come and arrest the thieves surrounding the president”. These are the words Murinye is being tormented for.
Ironically the man who led a move against thieves surrounding the President in 2017 is the one now freaking out when a suggestion of the same is raised.

By A Correspondent | INVESTIGATIVE | Controversial Australian-based socialite Susan Mutami has confessed that she only has one child with Norton Law-maker Temba Mliswa.
Mutami made headlines claiming that she was having torrid times with the Mliswa twins.
Highly placed sources who are close associates of Mutami told ZimEye.com that the socialite does not have twins.
“We are always together here, and she does not have twins. She said we should not tell anyone about this,” said the sources.
Contacted for a comment, Miss Mutami avoided answering.
ZimEye.com also exposed Mutami’s several scandals, which included the government minister.
The below is a trail of event twists that involved high profile ministers caught between two scandals, one on the sale of stands and one of trappings using a self-proclaimed anti-terrorism expert, Susan Mutami.
It was all triggered when earlier in the year, the Special Anti Corruption Unit head, Thabani Mpofu was close to arresting Local Govt Minister, July Moyo over the alleged sale of stands in Harare, Kwekwe and Gweru for his own benefit. There were several beneficiaries listed on this reported scandal who are in the ministry of Justice; so to hide this, a quick plan was hatched to get Mpofu fired.
Mpofu, who leads the controversial taskforce, was swiftly accused of authoring letters for MDC Alliance Vice President Tendai Biti advising the opposition icon on ways if navigating through the justice system. Close sources allege that, when this was about to happen, the Norton MP Temba Mliswa went over to president, Emmerson Mnangagwa to advise him to ignore the calls to fire Mpofu, doing this in order to settle scores with the enemy of an enemy (Mliswa had heard that Thabani Mpofu had been set up by July Moyo, Owen Ncube, and Virginia Mabhiza). Mliswa has had several bones to chew with Thabani Mpofu. Mliswa reasoned with Mnangagwa saying: how could Thabani Mpofu author letters for MDC Deputy President Tendai Biti in this age and time when he could simply pick a phone call. Parallel to all this, Temba Mliswa was the subject of an ongoing probe in which he was entangled with an ex girlfriend Susan Mutami. Facts became clear mid February that, Susan Mutami, the centre of the axis, was used to incriminate Mliswa. Mutami is an enigma. She claims she bedded the late SB Moyo, Killer Zivhu, Temba Mliswa. She is even openly announces saying she has bedded the President Emmerson Mnangagwa. She says she has Mliswa’s twins, while at the same time naming her son after his arch enemy, Owen Ncube.

By-Over 2 200 nurses and doctors have left Zimbabwe for greener pastures in 2021 alone.
The US, UK, Australia, and neighbouring states absorbed these health professionals.
According to the government’s Health Service Board (HSB), the figures are more than double the number of doctors, nurses and pharmacists who left last year, and three times the number that left in 2019.
In 2019 – a total of 767 health professionals left the country while the figure was 756 in 2018.
HSB executive chairperson Paulinus Sikosana said the health sector remains dynamic and needs tailor-made solutions to counter the impact of such challenges.
“Unlike the preceding years, 2021 was a year that the board did not experience any collective job actions and was therefore able to focus on strengthening the quality service delivery,” he said.
“By June 2021, the health Service had lost more than twice the number of nurses that left the service in the whole of 2020.”
Health officials say the exodus has affected an already fragile health system, which suffers from a lack of medical equipment and medicines.
The World Health Organisation (WHO) recommends a minimum of 23 doctors per 10,000 people, which Zimbabwe is far from meeting. When the last survey was done in 2015, there was an average of just 1.6 doctors per 10,000 people.
Despite repeated government promises to improve wages they remain low.
An average worker in the public sector takes homes less than $200 a month, while in the UK – which relaxed visa restrictions for health workers in 2020 – they can earn 10 times as much.

By-A South Africa-bound bus Thursday dumped a sick Bulawayo woman on the road.
Sithabile Maseko (49) was left battling for life in the street next to Regional Coaches bus rank around 4 PM just before the bus left for South Africa.
Two men agreed with the bus driver to drag Maseko out of the bus after she asked to get some fresh air as she wasn’t feeling well.
It is alleged that other passengers asked the woman what her problem was and she said she had a kidney ailment and was going to South Africa for treatment.
On realising that she had difficulties in breathing, the bus driver ordered two men to remove her from the bus.
They reportedly dropped her handbag and a plastic bag with her national ID, bus ticket and medical record but left with her suitcase in the boot of the bus.
Irate witnesses informed the bus company supervisors about the incident but were snubbed.
A Good Samaritan called an ambulance which came and took the woman to the United Bulawayo Hospitals.
The Good Samaritan, who now had the woman’s daughter’s contact numbers in South Africa, called her and informed her about her mother’s luggage that was in the bus travelling to South Africa.
By-Vice President Constantino Chiwenga, Thursday for the first time after a long time meeting face to face with his wife, Marry, at the Harare Magistrates Court.
It was the first meeting for the couple in a long time after a dramatic fallout.
Chiwenga took the witness stand in-camera before Harare magistrate Lazini Ncube, who ruled that the State vice president must be protected because of his high office.
Marry’s lawyer, Beatrice Mtetwa on Wednesday argued that Chiwenga must not get special treatment and the matter must be heard in a public court.
However, Ncube ruled that the State had made it clear that it is the office of the complainant that needs to be protected. Said Ncube:
The defence has a duty to put questions to the complainant, which was still going to happen if it was in an open court.
It is my view that nothing has been put in place to show the prejudice the complainant would suffer if the case is heard in camera.

Speaking to journalists after court, Mtetwa said Chiwenga did not say anything warranting camera proceedings.
Chiwenga arrived at the Magistrates Court around 10 AM escorted by three top-of-the-range vehicles and five security aides.
He entered the courts’ building using an entrance reserved for magistrates, avoiding reporters who had gathered.
Chiwenga accuses Marry of trying to fraudulently acquire a marriage certificate without his knowledge in 2019, allegations that she has consistently denied.
The matter was postponed to 17 January for the continuation of the trial.
By-Scandal ridden Doves Holdings has donated a bus to President Emmerson Mnangagwa’s ED-UNZA (University of Zambia) Scholarship Trust.
Doves which has been making headlines for burying an empty coffin in Nyanga, donated a 40-seater bus with funeral cover for all the beneficiaries.
Faramatsi Motors and Instant Tar Zimbabwe also donated.
The President received the donation at State House this morning, where he expressed gratitude to the three firms.
Doves Holdings, Faramatsi Motors and Instant Tar Zimbabwe group public relations manager Mr Innocent Tshuma said the donation was in fulfilment of a pledge made during the ED-UNZA (University of Zambia) inaugural fundraising dinner recently.
“If you look at the 15 students who are covered by the President’s initiative, they come from very humble backgrounds,” he said.
“As a cooperation – Doves Holdings, Faramatsi Motors and Instant Tar Zimbabwe – we saw it fit to come and pledge funeral cover in the unlikely and unfortunate event something befalls of these students.
“We will cover them wherever they are, whether in Zambia, in Zimbabwe or vice versa. Over and above that, we then decided the Trust needs a form of transport. We then donated a 40-seater bus for the Trust to use in providing for its needs.”

Sergio Aguero has announced his retirement from playing football.
The 33-year-old was recently diagnosed with a cardiac arrhythmia (irregular heartbeat) after he complained of chest pains and dizziness on his second league start for Barcelona against Alaves in October.
He was initially sidelined by the condition for at least three months.
But the Argentine has now been forced to hang his boots to avoid more complications.
Aguero announced the news at a press conference in Barcelona on Wednesday.
“My health comes first. Medical staff have told me it’s best to stop playing and so I’m now leaving Barcelona and retiring from professional football,” the striker said.

Bournemouth coach Scott Parker has confirmed that Jordan Zemura will play for the Warriors at the 2021 Afcon tournament in Cameroon next month.
The defender recently started light training after recovering from an ankle injury.
He sustained the knock in the Cherries’ Championship match against Reading at the end of October.
The setback ruled the 22-year-old out of the Warriors’ final two games in the World Cup Qualifiers and there had been fears he would miss the Afcon also.
But Parker expects Zemura to be part of the Zimbabwe squad for the continental showpiece.
The gaffer told the Bournemouth Echo newspaper: “Depending on how he (Zemura) does come out of this injury, because he has still got some bits to do, he is still not over the line here.
“But yeah, in January he will be leaving, probably to go to the African Nations.”

By A Correspondent- President Emmerson Mnangagwa says the Government is closely monitoring the COVID-19 situation in the country and is ready to implement new measures to stem the tide of new infections.
The President said this on Wednesday while officially launching the Presidential Rural Development Programme at Jinjika Village, Makorokoro area of Mangwe District, Matabeleland South. He said:
I urge us all to remain vigilant following the recent resurgence and spikes of the COVID-19 pandemic.
Let us not panic, my Government is monitoring the situation and stands ready to make timely decisions.
Zimbabwe, like most countries around the world, is facing the fourth wave of coronavirus infections fuelled by the novel Omicron variant that is more transmissible than the Delta variant.
President Mnangagwa implored citizens to be vaccinated against COVID-19 and those fully vaccinated to get booster jabs.
He said:
I urge those who are yet to receive their vaccine doses to get vaccinated. We can only be safe until everyone is safe.
Please get vaccinated, you won’t die as this is actually a form of protection from the virus.
Zimbabwe is currently experiencing the fourth wave of coronavirus infections, with daily confirmed cases remaining above 3 000.
Statistics released by the Ministry of Health and Child Care show that 4 247 new cases and 12 deaths were recorded on Thursday, 16 December 2021, with the 7-day rolling average for new cases now at 4 355.
To date, 4 023 013 people have received the first jab, while 3 035 192 citizens are now fully vaccinated.
Permanent secretary in the Ministry of Information, Publicity and Broadcasting Services Nick Mangwana has said Karoi farmer Garry Hobbes has not been evicted and remains on his farm.
Hobbes, who has an offer letter from the Ministry of Lands, was initially served an eviction order in November 2020, with the eviction notice following on 30 March 2021.
The farmer and his family on Thursday woke up to a team from the Sheriff’s Office accompanied by armed police officers to enforce the eviction order.
But posting on Twitter on Thursday night, Mangwana said there was a farm boundary confusion that is being attended to by relevant authorities.
“Mr Garry Hobbs remains at his farm. He has not been evicted. The Second Republic stands for sanity on all farms and its policy is that all Agricultural Land should be used productively by beneficiaries,” said Mangwana.
“The boundary confusion that obtained is being resolved by relevant authorities,” added Mangwana.
Hobbs was initially spared his farm during the violent and chaotic land invasions led by war veterans in the year 2000 after he voluntarily surrendered a portion of his farm.

Zimbabwe needs to come up with fit-for-purpose interventions to mitigate the impact of an unprecedented staff exodus which saw the country losing more than 2 000 health professionals this year, more than double the number lost last year.
The health sector has over the past few years been hit by challenges including the movement of nurses, doctors, pharmacists among others to other countries.As at November 30 this year, a total of 2246 health care professionals had left the service, more than double the number that left in 2020 which stood at 993.
In 2019 and 2018 a total of 767 and 756 employees left the sector respectively.This has been impacted by the Covid-19 which has increased demand for healthcare workers across the globe.
Speaking at the Health Service Board (HSB) strategic planning and review in Victoria Falls this week, executive chairman Dr Paulinus Sikosana said the health sector remains dynamic and needs tailor made solutions to counter the impact of such challenges.
“Unlike the preceding years, 2021 was a year that the board did not experience any collective job actions and was therefore able to focus on strengthening the quality service delivery.
However, the year had its own challenges, some of which included the unprecedented staff attrition from the service, particularly from such categories as nurses, doctors, pharmacists and other staff categories who were being actively recruited by agencies from developed countries and some setting their sights at neighbouring countries.
“By June 2021, the health Service had lost more than twice the number of nurses that left the service in the whole of 2020,” he said.
He said while disparities between staff establishments at local level against those at national level remained, the magnitude of such discrepancies had been narrowed down to a few provinces.
Dr Sikosana said the shortage of critical skills still persisted in the sector despite invitations for retired nurses to re-join the service as the sector is generally perceived to be unattractive, especially by skilled and experienced staff.
Government has already embarked on a deliberate plan to improve the lives and conditions of services for health care workers through the provision of non monetary benefits among others.
The move is expected to reduce the rate at which skilled staff is leaving service.
Dr Sikosana said the HSB would work towards refining its strategy for the period 2021-2023 in line with national priority areas defined in the National Development Strategy-1 (NDS-1) with particular focus on making inputs towards human capital development and the health and well-being of Zimbabweans.
“We will develop a rolling plan that is premised on the work we started at the beginning of 2021 and whose cumulative outputs will be reviewed at the end of 2023.
“The year 2022 therefore will thus provide an opportunity to undertake a mid-term review of the 3-year plan.
“The whole-of Government approach as embedded in the Integrated Results Based Management system demands a culture of high performance, continuous improvement, accountability and quality health service delivery across the health sector.
“In order to respond and comply with these requirements, the Board will rely on the existing strengths within the health system that include a skilled, knowledgeable and professional health work-force as well as promoting development and harnessing innovation, research and development,” added Dr Sikosana.
He reiterated the importance of adopting principles of continuous improvement of systems to help monitor progress towards achievement of set results, goals and outcomes.
Some of the key areas to be budgeted for during the period include governance and administration, pay and benefits management,human capital development as well as improved operational efficiency, conditions of service, staff establishment, human resources for health performance in the sector and increased specialised skills.

By A Correspondent | 4 years after Emmerson Mnangagwa tried to bribe the then US president Donald Trump with Vic Falls land, the ZANU PF leader has dished out 15 hectares of ancestral property in the rich tourism town to the Facebook based prophet Passion Java.
The development comes as thousands of Vic Falls locals are languishing in foreign lands without a square metre of property to their name in their own hometown.
While an official report was awaited at the time of writing, impeccable sources told ZimEye Mnangagwa parceled out the real estate during his visit to the town last week.
‘This was just as he announced that the preacher is now his election campaign manager,; a source told ZimEye.

The Zimbabwe Lawyers for Human Rights (ZLHR) yesterday challenged a move by the government to award CBZ Holdings a monopoly to collect application fees for the e-passport.
The lawyers also challenged Home Affairs minister Kazembe Kazembe’s decision to phase out current passports by December 31, 2023 arguing that he did not have Constitutional powers to make the declaration.
President Emmerson Mnangagwa launched the e-passport on Tuesday where he announced that CBZ Bank will collect the US$20 passport application fees.
On the same day, Kazembe gazetted Statutory Instrument (SI) 273 of 2021 introducing the e-passport and announced that old passports will be unacceptable after December 31, 2023.
But the ZLHR in a letter to Kazembe gave the minister a 48-hour ultimatum to furnish them with the procedures and criterion used to select CBZ Holdings to receive and process passport application fees.
“Further, we note that in terms of Section 35(3) of the Constitution, it is the State’s primary obligation to provide citizens with passports and other identity documents,” the lawyers said.
“In terms of the aforesaid regulations, we note that CBZ bank is charged with the processing of all applications at an additional cost of a US$20 fee. In the interest of public accountability and transparency, we kindly request to be provided with the procedures and criterion used to designate CBZ bank as the entity to be processing e-passports.”
Businessman Kudakwashe Tagwirei reportedly owns a 30% stake in CBZ Holdings.
ZLHR argued that Kazembe’s decision to phase out current passports was grossly unreasonable, unfair to passport holders and in violation of the Citizenship of Zimbabwe Act.
“The enabling Act of Parliament being the Citizenship of Zimbabwe Act does not give you the powers to promulgate regulations regulating the issuance, phasing out of passports and the stipulation of passports fees,” the lawyers said.”
The enabling Act gives power to the Minister of Home Affairs to promulgate regulations dealing solely with citizenship and matters in relation to which you may regulate in terms of the Act are specified in Section 22 of the Act and you are empowered to promulgate regulations dealing with the issuance of passports. Consequently, it is our respectful view that by promulgating the Citizenship (passport fees) regulations you acted ultra vires the powers conferred on yourself by the Citizen of Zimbabwe Act.

Five armed robbers attacked a CAG Travellers Coaches bus near Karoi, stripped them naked and vanished with their clothes.
The robbery happened on Tuesday at around 6.30 pm, and the attackers also escaped with more than US$20 000.
The suspected robbers were wielding an unknown firearm, which they used to scare passengers and the bus crew.
National police spokesperson Assistant Commissioner Paul Nyathi said investigations were underway.
The robbers stole US$19 050, R2 000, $690 and K1 137, and other valuables. They had boarded the bus in Karoi pretending to be genuine passengers. Police are anxious to hear from anyone who might be able to give information.
In an interview, CAG director Dr Sam Nanhanga said the suspects boarded the bus in Karoi intending to go to Chirundu.
“I am told one of them pretended to be feeling like vomiting while walking in the aisle. He pulled out a gun and fired two shots into the roof of the bus and the other pulled out another gun and shot the screen of the bus. They then ordered everyone on the bus to remove their clothes and put them in a sack which the other robber was holding. All the men and women, were stripped naked.
“The challenge I have is that there is a man who was seen by the passengers, before waving for the bus to stop intending to board as a passenger. When the bus tried to stop, the robbers said if the bus stops they were going to kill everyone. The man then sped off and reported the incident at a roadblock that was 2km away, which means the incident happened 2km before the next roadblock,” he said.
Dr Nanhanga said the people who robbed the bus had pistols while their colleagues who followed the bus with a small car had larger firearms, which could have been easily identified if one attempted to board the bus.

By A Correspondent- Zimdancehall artiste, Freeman born Sylvester Chizanga, was on Tuesday questioned by police after a picture of himself and one of the three robbers gunned down during the Chadcombe shoot-out started circulating on social media.
The circulation of the picture and the shooting of the armed robbers came just a few days after Freeman released his album titled “Robbery”.
In the picture, Freeman was with one of the armed robbers, Charles Chirara, hugging behind a parked car. Chirara was shot dead by former CID detective, Joseph Nemaisa.
This prompted detectives from the CID Homicide Section to contact him so that he could clarify the association.
Freeman was summoned at Harare Central Police Station on Tuesday morning where he was questioned and released after a few hours.
Sources close to the investigations said when he was questioned, Freeman revealed that the picture was taken sometime in 2016 and that he personally knew Chirara as a fan and voluntary show bouncer.
Freeman said he was not aware that Chirara, a former soldier who used to attend his live shows and ask for photographs, was an armed robber since he did not inquire much into his fans’ private lives.
The Joina City hitmaker said he only learnt from the media when Chirara was gunned down at Nemaisa’s house.
The picture of Freeman and Chirara that has been circulating has a message which reads,

The three dead were identified as Brian Koga Tendere (38) of Murehwa, Charles Chirara (30) of Ushewokunze and rogue soldier Tariro Gora of 1 Commando Barracks, Harare.
Those arrested by CID Homicide are former constable Francis Takura (33) and a soldier Private Virimai Nyandoro (37) and the informer, Tanaka Shine Nyamunga (21).
By A Correspondent | In a shocking case of abduction, one of Zimbabwe’s most expensive private schools charging over USD6,235 per child, Riverton Academy has announced it is detaining kids over unpaid fees.
The development is revealed in email correspondence to parents who have been told their children are being detained over the Christmas period due to unpaid fees.
The school confirmed the development to ZimEye early Friday morning with an administrator on the phone asking, “was the latest sent to you? We only communicate to parents of Riverton.”
ZimEye asked several other questions before the call was swiftly dropped.
“Please note that ALL students with outstanding fees will remain at school over the Christmas holiday until their parents pay up,” the email reads.

The Zimbabwe Republic Police expresses its deepest condolences to the bereaved families of four (4) people who died in a road traffic accident that occurred at the 151km peg along the Harare – Masvingo Road on 15 December 2021 at 0300 hours.
A Freightliner truck towing two trailers which was travelling towards Masvingo sideswiped a stationary Shacman tipper parked by the roadside facing the same direction and swerved to the right resulting in a head-on collision with an Iveco omnibus which was approaching from the opposite direction with 21 passengers on board.
Four (4) people died on the spot including the Freightliner truck driver and three (3) passengers from the omnibus whilst 19 others were injured. The victims were taken to Chivhu General Hospital mortuary for post mortem whilst the injured were referred for medical attention.
The victims have been identified as: –
• William MAFUWU a male adult aged 61 years,
• Florence AARON a female adult aged 31 years,
• Devese Lewis GUGU a male infant aged 2 years and
• Chipo MANDEYA a female adult aged 39 years
We urge motorists to observe the Government’s curfew regulations and drive safely on the road to avoid accidents as well as saving lives.

By A Correspondent- Police in the Midlands have said local hospitals are being overwhelmed by unclaimed bodies piling up in their mortuaries, with their next of kin or relatives not known.
In the latest incident, Midlands provincial police spokesperson Inspector Emmanuel Mahoko said the police were appealing for anyone to help identify a victim of an accident which occurred along the Kwekwe-Gokwe Highway who remains unclaimed since October.
The victim only identified as Alboy Ncube was involved in the accident near Tiger Reef on 21 October and died on the spot.
“We appeal for anyone who might have a missing relative to check with Kwekwe District Hospital,” said Insp Mahoko in a statement today.
“Zimbabwe Republic Police is concerned with cases of deaths of people without identification particulars in areas where they are not known, making their identification difficult.”
