Teachers Launch Massive Voter Registration Campaign

Chikomba – The Amalgamated Rural Teachers’ Union in Zimbabwe (ARTUZ) has launched a campaign to urge as many people as possible to vote in the 2023 harmonised elections.

ARTUZ president Obert Masaraure who addressed a meeting in Chivhu on Saturday said that his reason for embarking on the campaign is that the organisation believes that the problems bedeviling the education sector could be solved in the ballot box.

Masaraure addressed the meeting at the house of Ward 10 councilor Edwin Maseva in Chivhu Location. The meeting started at 1100 houra and there were about 60 people who attended.

ARTUZ has since launched the campaign in four districts namely Chipinge, Lupane, Zaka and Hurungwe.

Nine people were appointed to lead the campaign in Chivhu and they will be given stationery to donate at their favourites schools. They are also to encourage students who have reached the age of 18 to register to vote.

“We reached this resolution because the education sector is collapsing and we believe that some of the problems can be solved in the ballot box. The right to education can be achieved through voting, he said.

“It is the responsibility of the State to provide education. We have formed a Parents and Teachers Association because parents are finding it hard to pay fees and as teachers we want salaries.

“Teachers are recruiting voters in schools for those who have reached the age of majority,” said Masaraure.
He also said their aim is to have registered at least 3000 people to vote by next year. A number of people were registered during the campaign. – Masvingo Mirror

Alarm Over Spate Of Child Kidnappings in South Africa

PRETORIA – Following the spate of abductions reported in different parts of South Africa, human rights NGO Amnesty International has called on the authorities in Pretoria to be transparent about the cases of kidnappings, and to bring the perpetrators to justice.

“It is extremely disturbing that children are targets,” Amnesty International South Africa executive director Shenilla Mohamed said.

On Wednesday, Gauteng Education MEC Panyaza Lesufi expressed “deep concern” about the alleged kidnapping of a Grade 5 female learner, who was seized from the EP Baumann Primary School in Mayfair, Joburg.

It is alleged that the learner was kidnapped at gunpoint by three men who were travelling in a “new shaped Silver/White Toyota Yaris with the registration number JS62CS GP”, according to the provincial education authorities.

The Gauteng department of education has pleaded with any community member who may have additional information pertaining to this incident “or may have made any sighting of the vehicle” to contact the police.

Last week, South Africans woke up to the news that the four Moti brothers, who were kidnapped three weeks ago while on their way to school in Limpopo, had been reunited with their parents, Naazim and Shakira Moti.

Police spokesperson Brigadier Vish Naidoo said officers in Vuwani received a call from a resident on Wednesday night, saying that the children had arrived at their house.

Mohamed said there was little information provided regarding what had happened to the Moti brothers, and how they were released.

“While we are relieved that the four Moti brothers, who were abducted in October, have been returned to their family, there has been very little information on what happened and what led to the children being released.

“It is also important for authorities to be open and transparent about the issue and about who they believe are behind this spate of abductions and what they are doing to prevent further kidnappings,” Mohamed said.

“We understand that authorities cannot give details while they are tracking the perpetrators, but they can reveal the truth in bringing forth justice. The people of South Africa have a right to know what is going on. The authorities must get to the bottom of the kidnappings and bring those involved to justice.”

Malawi Bank Awards Christmas Bonus To Vaccinated Employees Only

First Capital Bank has awarded its Covid-19 vaccinated staff an early Christmas Bonus of two week of basic pay as part of the December basic payroll.

According to a memo signed by the bank’s Chief Executive Officer (CEO) Jaco Viljoen which this publication has seen, the bonus is a show of gratitude toward those who have received the vaccine.

“The impact of Covid-19 in Malawi seems to have slightly subsided over the past months, but there is unfortunately no end in sight for the ongoing negative impact on the health of individuals and communities as can be seen by the new Omicron variant.

“The arrival of vaccinations provide everyone with the opportunity to take precautions against the potentially deadly symptoms of Covid-19. It is not only about you and me as an individual but the fact that we can transfer the virus to vulnerable people like our elderly parents, friends with illnesses among others. One of values is citizenship, for me this value talks to our responsibility to get vaccinated to protect ourselves. Families and communities.

“As Bank staff we risk exposure to Covid-19 because of the direct contact we have with people every day. It is, therefore, imperative that we get ourselves vaccinated,” reads part of the memo dated November 30, 2021 copied to all staff

Viljoen said more than half of the bank’s staff already made the responsible decision to get vaccinated that’s why management agreed to show appreciation towards them.

“Staff who had Covid-19 are not excluded from getting the vaccination and are being urged to get it. Ministry of Health is still administering Covid-19 vaccinations at various health facilities and sites across the country, and we encourage you to go and have yourself vaccinated,” reads the memo.

Two Soldiers Killed In Horrific Crash

By A Correspondent- Two Zimbabwe National Army (ZNA) officers died Tuesday in a horrific crash after the vehicle in which they were travelling in collided with a haulage truck in Chiredzi.

The two soldiers, who were travelling in a Mazda Primacy, had the fateful accident on the 95km peg along Ngundu-Tanganda road.

Police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident to NewZimbabwe.com, and said investigations into the accident are ongoing.

“We are yet to find out the total number of people who were involved in the accident so far it’s not yet clear, but the police are still conducting investigations. You can check with the army for more details and identification of the deceased,” Nyathi said.

However, ZNA public relations director, Lieutenant Colonel Alphios Makotore, could not be reached for comment as his mobile phone went unanswered.

The deceased soldiers have been identified as Tatenda Nyambi and Nehemiah Mabutho who are both stationed at Buffalo Range.

Sources said Mabutho was driving the car and failed to indicate that he was turning right at the Buffalo Range turnoff, whilst the haulage truck was overtaking.

The two soldiers were coming back from Chiredzi town where they had gone to pick up some groceries.

The haulage truck which was being driven Anesu Marume hit the soldiers’ vehicle on the right side before it swerved off the road and hit a tree.

Efforts to save the two were in vain since they were both declared dead upon arrival at the hospital.

Postmortem is being conducted at Chiredzi General Hospital.

New Covid-19 Variant- Children Under 5yrs Admissions Soar

By A Correspondent- Children under five are being admitted with COVID19 symptoms to the hospital, according to the Head of Intensive Care at Chris Hani Baragwanath, Rudo Mathivha.

She says the shift in demographics is very worrying. Mathivha said:

The number of ill patients presenting to hospitals has increased exponentially.

We are seeing definitely a change in the demographic profile of patients. We are seeing toddlers under five presenting with symptoms and they are sick enough to require admission and to require supplemental oxygen.

Last month, the American Academy of Pediatrics and the Children’s Hospital Association reported that in the United States of America, children represent about 16% of all COVID-19 cases.

While all children are capable of getting the virus that causes COVID-19, they don’t become sick as often as adults. Most children have mild symptoms or no symptoms.

According to the Centers for Disease Control and Prevention (CDC), however, some children become severely ill with COVID-19 and might need to be hospitalised, treated in the intensive care unit or placed on a ventilator to help them breathe.

In addition, children with other health conditions, such as obesity, diabetes and asthma, might be at higher risk of serious illness with COVID-19.

Children who have congenital heart disease, genetic conditions or conditions affecting the nervous system or metabolism also might be at higher risk of serious illness with COVID-19.

Meanwhile, many governments have been reluctant to inoculate children with COVID-19 vaccines prioritising the most vulnerable groups.

Madam Boss To Be Killed, Analyst Says

By Farai D Hove | The sociallite Madam Boss faces elimination, an analyst has claimed.

Writing on Wednesday morning, Talent Rusere said Tarisai Chikosho has been targeted due to her recent Facebook post in which she complained about outstanding refuse collection in Harare.

In the referenced post, Madam Boss cries out against uncollected bins, and at the end signs off with the emotive Nelson Chamisa, “Ngaapinde Hake Mukomana,” slogan.

Rusere’s comment comes a few days after a sociallite with a long history of hiring bouncers to assault enemies, Mai Titi, published insults against Madam Boss, weeks after claiming she had reunited with her.

It also comes at a time when the diaspora returnee, and CEO for the Zimbabwe Investment and Development Agency Doug Munatsi was killed in a suspected arson incident at his flat in Harare on Monday morning.

A comment from the State Security ministry was not possible at the time of writing.

Meanwhile, Rusere, who also spoke to ZimEye today, stated in full:

Dear Madam Boss

There is a plot on your life, you have been considered an enemy to the state and marked for elimination before mid 2022 due to this post yawakaita “yemadhodha binhi”, distance yourself from those who pretend to be friends when they are actually your rivals.

Investigation. As Covid-19 Cases Spike At Masvingo Teachers College

By A Correspondent- The Masvingo provincial Covid-19 taskforce has, together with ministry of Health and Child Care, launched investigations to establish a sudden spike in Covid-19 cases at Masvingo Teachers College.

By Saturday last week a total of 81 students had tested positive to the novel virus at the institution bringing fears that it could be the new Omicron variant which has sent shock waves across the world.

Masvingo provincial medical director Amadeus Shamhu confirmed the developments saying specimens were sent to Harare for clinical tests.

“We are conducting investigations into the issue, we sent specimens to Harare today (November 29) for genomic sequencing so results are being expected this week,” Shamhu said.

More tests are reportedly being conducted at the institution and contact tracing has since been launched.

Masvingo Provincial Covid-19 taskforce spokesperson, Rodgers Irimayi also told this publication that they were investigating the spike in Covid-19 cases but stated that the index case had no history of travelling outside the country.

“The index case has no history has no history of traveling to any other country, it is a local transmission. We are yet to get to the bottom and know how it started but the current position is that this is a local infection at the institution,” he said.

Earlier this year another local institution, Bondolfi Teachers College, was hit by Covid-19 and over 90 students tested positive to the deadly virus.

Last week the Zimbabwe Republic Police (ZRP) issued out a statement after 76 returnees from South Africa evaded quarantine risking spread of Covid-19 amongst locals.

Zim Man Apologises For Alleging Makandiwa Is Killing People

By A Correspondent- South Africa-based Zimbabwean social media troll, Tinashe Exevier Mutamiri, has apologised to United Family International Church (UFIC) leader Emmanuel Makandiwa for claiming he was killing people.

Mutamiri pulled down videos, which he had posted on social media attacking pastor Donald Mhandu and other pastors in Makandiwa’s church.

Mutamiri pulled down the videos following a directive by a South African court.

This was after Mhandu had approached the Gauteng High Court on November 9 seeking an interdict to bar Mutamiri from repeating the defamatory statements.

Through his lawyer Henk Horn, Mhandu successfully secured an order to compel Mutamiri to delete the defamatory posts, which accused the pastor of aiding Makandiwa to allegedly kill people opposed to his church.

In a video published online, Mutamiri said he did not apologise under duress.

He apologised to Mr Donald Mhandu “for all the information that I was made to publish on my account, for all the defamatory statements, I would like to retract it.”

He added:

I would also like to extend my apologies to your father, prophet Emmanuel Makandiwa. You became collateral damage. All I published had no factual background.

Mutamiri also apologised to everyone he defamed on his Facebook account, claiming he was misled by faceless moles who eventually did not turn up to give their testimonies probably “because of fear that what they were saying was false.”

Diarrhoea Outbreak Haunts Byo

By A Correspondent- Tshabalala Extension in Bulawayo has been hit by diarrhoea, with over 500 families affected after they allegedly drank contaminated water.

Bulawayo City Council (BCC) is struggling to provide potable water to residents.

Tshabalala Extension Residents Association chairperson Webster Tsondayi yesterday told Southern Eye that residents experienced running tummies after drinking council water during the weekend.

BCC adopted a 72-hour water-shedding regime, saying it was necessitated by power cuts.

Residents said when water was restored, it was not clean.

“There are about 500 households that are affected. Most people started falling sick on Saturday. There was no water from Monday to Thursday and when it was restored, people drank it and fell sick.  People are experiencing running stomachs, vomiting, backaches, body weakness and loss of appetite,” Tsondayi said.

He said the matter was reported to council, which promised to visit the affected area to collect samples, adding that arrangements would be made to ensure sick residents are treated at the local council clinic free of
charge.

Sibonginkosi Ngwenya, a resident, told Southern Eye that members of her family were affected, including her 19-year-old son who is set to sit for Advanced Level examinations tomorrow.

“My son is likely to miss the examinations because of the illness.  The worst part is that he is supposed to sit for the Maths paper. I do not know whether he will be allowed to sit in future,” she said.

Paul Makhureya said he and his family were rushed to hospital where they were admitted after the infection.

Council’s health services deputy director Charles Malaba said they were seized with the issue.

“I am aware of the issue, but I cannot comment on whether they (infections) were caused by contaminated water or not. We have collected samples for testing and the results take about two to three days to come out,” Malaba said.

In 2020, a diarrhoea outbreak hit Luveve suburb where it claimed 13 lives and infected over 1 000 others.

In July, reports emerged of a diarrhoea outbreak in Emganwini high-density suburb.  Residents complained of sewage flowing into their homes, exposing them to water-borne diseases.

Instructor Left Shocked As Learner Drives Off With Motorcycle

Police say the instructor was yet to record the suspect’s identity details. Sid police in a statement:

The ZRP is investigating circumstances surrounding a case of theft of motorcycle which occurred on 29/11/21 at Robert Mugabe Square, near Rotten Row Magistrate Court, Harare where an unknown suspect, who was conducting riding lessons, rode off with a motor-cycle (ADO 7409) belonging to a local driving school.

He left the instructor shocked and waiting. The instructor had not recorded any particulars of the suspect

Zanu PF At It Again- Parades Students As MDC Alliance Defectors

By A Correspondent- Zanu-PF on Saturday allegedly bussed students from various tertiary institutions to Marymount Teachers College in Mutare for a party event and later paraded them as MDC Alliance defectors.

The event, which was attended by Zanu-PF acting national political commissar Patrick Chinamasa and acting party spokesperson Mike Bimha, was meant to welcome defectors from the MDC Alliance.

The ruling party claimed at the event that 400 MDC Alliance members had defected from the opposition party. Marymount Teachers College students led by their lecturer Joshua Matume were presented as defectors during the event.

The students were transported to the institution by the college bus.

“We were just told that we should attend a Zanu-PF meeting and that is what we are just doing and there is no way you can refuse your bosses’ order,” one student, who was bussed to the event, said.

“I just attended the meeting after I was told to do so by my lecturers.”

Zanu-PF Mutare district co-ordinating committee chairperson Binali Yard told NewsDay that there was nothing wrong with bussing the students to a ruling party event.

“We had a false start because of some logistical challenges which we later addressed. On the issue of students, they have been part of programmes of late, if you are not aware,” he said

Meanwhile, Zanu-PF Mashonaland East province has claimed that about 78 opposition party members drawn from Marondera, Murewa and Goromonzi defected to the ruling party on Sunday.

They were paraded at Zanu-PF provincial headquarters in Marondera.

The group was mobilised by former MDC Marondera mayor Farai Nyandoro and former Harare deputy mayor Emmanuel Chiroto who recently joined Zanu-PF.

Chiroto and Nyandoro left the Nelson Chamisa-led opposition party and joined Douglas Mwonzora’s MDC-T before defecting to Zanu-PF.

“We are here to build a formidable force of Zanu-PF within urban authorities. Moreover, people are now appreciating the works of the second republic, for example the massive infrastructural projects being implemented across Zimbabwe,” Nyandoro told NewsDay.

MDC Alliance Mashonaland East provincial spokesperson Chengetai said the defectors did not belong to the party.

“Those who defected are not our members, they joined Mwonzora’s MDC-T some time back and they are now joining Zanu-PF,” he said.

SRC Dialogues With FIFA Over ZIFA Suspension

By A Correspondent- The Sports and Recreation Commission (SRC) has started a dialogue with FIFA over the suspension of the Zimbabwe Football Association.

Meanwhile, the suspended Zimbabwe Football Association (ZIFA) board has said it will be taking the SRC to the Administrative Court for recourse.

The SRC suspended the ZIFA board two weeks ago citing irregularities in the handling of finances as well as breaching COVID-19 protocols, among other transgressions.

Zifa has since escalated the case to CAF and FIFA.

On Monday, the SRC announced that it had reached an “agreement” with FIFA on how the ZIFA issue would be addressed following a meeting on Saturday.

According to SRC, dialogue with Fifa is an ongoing process, but the ZIFA board led by Felton Kamambo remains suspended.

Yesterday, Zifa legal advisor Chenaimoyo Gumiro responded to the charges that led to the board members’ suspension, saying SRC took a wrong approach and should have engaged the football mother body the same way it had engaged FIFA.

He said:

We are aware of the engagements of SRC and Fifa and we believe that is the way to go about it. Fifa promotes fair governance and it does not rush to make decisions before engaging all parties involved.

This is what the SRC should have done and if that engagement with Zifa had been done, surely we would not have come to where we are. While the engagements between SRC and Fifa take place, we will seek to get the suspension lifted locally by approaching the Administrative Court.

Other suspended board members, who include Philemon Machana, Farai Jere, Barbra Chikosi and Bryton Malandule, want their suspension to be set aside.

While SRC is saying ZIFA mismanaged public funds at the 2019 Africa Cup of Nations finals in Egypt, the association says it only got US$53 000 from the government and the money was disbursed to players.

Gumiro challenged SRC to explain what happened to the funds that were raised by a committee established for that purpose ahead of the tournament.

“Vote For Donkey To Rid ED”- Knee Jerk Doomed To Fail In 2023 As In 2008

By Nomusa Garikai- It was Professor Jonathan Moyo who said in 2008 that, “If Zimbabweans were given the choice between voting for Robert Mugabe or a donkey. They would vote for the donkey!”

The allegory illustrated four key points:

  1. the nation was so desperate to be rid of Mugabe they did not care whom they were voting for to replace him
  1. of course, the nation is in this untenable position precisely because we were not as diligent and through and hence the reason we ended up stuck with this corrupt, incompetent, murderous and to crown it all, vote rigging Zanu PF dictatorship.
  1. in the 2008 election, it was self-evident we had not learned the about be diligent and through in electing our leaders; for in our desperation we did, for all intent and purpose, vote for a donkey in the March 2008 vote, the only free vote we have ever had.
  1. As a nation, we really need to sit up and pay attention because we are not getting out of this man-made hell-on-earth Zanu PF has landed us into, until we stop panicking, implement the democratic reforms to ensure free and fair elections and elect competent leaders.

Points 1) and 2) above are self-evident and need no further explaining and so will focus on the remaining two points.

The March 2008 vote is the nearest Zimbabwe has ever got to holding free, fair and credible elections, SADC leaders had pressured Zanu PF to accept a number of democratic reforms.

However when Emmerson Mnangagwa and his fellow Joint Operation Command Junta released that Zanu was heading for a resounding defeat, they stopped ZEC declaring the results.

The Junta ordered a recount that lasted six weeks, counting five million votes. Morgan Tsvangirai’s 73%, by Mugabe’s Freudian slip, vote count was whittled down to 47% to justify the run-off.

The Zanu PF vote rigging machine swung back into operation for the 2008 run-off and has remained back in service ever since. For Zanu the run-off was about punishing the voters for having rejected the party in the March vote. And punish they did; Zimbabwe witnessed the worst wanton election violence.

SADC leaders refused to recognise Zanu PF as the legitimate government given the blatant cheating and wanton violence in the 2008 elections. SADC leaders forced Mugabe to agree to the implementation of a raft of democratic reforms designed to restore the individual freedoms and rights including the right to free elections.

The task of implementing the reforms were left to Morgan Tsvangirai and his MDC friends. They failed to implement even one reform in five years confirming why electing him and his party had been such a total disaster for the nation.

It was USA ambassador to Zimbabwe 2004 to 2007, Chris Dell, who described Morgan Tsvangirai as “a flawed and indecisive character who will become an albatross round the nation’s neck if he ever got into power!”

If USA Ambassador Chris Dell was able to see Morgan Tsvangirai for what he is, a flawed and indecisive character who would be a burden to the nation; the people of Zimbabwe should have come to the same conclusion too by 2008, if they had been diligent.

Worse still, why are the people of Zimbabwe still following MDC leaders even now in 2021 given the evidence of MDC leaders’ corruption and breathtaking incompetence especially during the 2008 to 2013 GNU?

The EU, the Commonwealth, the Americans and even SADC leaders have all advised that Zimbabwe should first implement the democratic reforms before going ahead with the elections. MDC leaders have insisting in participating in the elections with no reforms, first the 2013 then 2018 and now 2023 elections.

Zanu PF has blatantly rigged the 2013, 2018 and is set to rig the 2023 elections too. All MDC leaders have done by participating in these flawed elections was to give vote rigging Zanu PF legitimacy. The MDC have become the milestone dragging the nation into the crashing abyss and this must be stopped.

Unemployment has soared to 80% plus in 2006/7 during the hyperinflation years and dragging the economy down with it and has never recovered. Basic services such as education and health care have all but collapsed. A 2020 WB report showed that 49% of our people were living in extreme poverty.

It is tempting to go for the usual knee-jerk reaction of “voting for the donkey just to be rid of Emmerson Mnangagwa.” This failed to get rid of Mugabe in 2008 and will similarly fail to get rid of Mnangagwa in the 2023 elections.

Indeed, participating will give vote rigging Zanu PF legitimacy instead. After 41 years of rigged elections, this is insane and must stop.

The 2023 elections will go ahead with no reform in place; there is very little the ordinary Zimbabwean can do to stop Zanu PF going ahead and MDC and the rest of Zimbabwe’s sell-out opposition participating.

What the people can and should do is demand that there should be no elections without implementing the reforms and refuse to have anything to do with these flawed and illegal elections.

Zimbabweans must demand that these flawed elections must be declared null and void in advance because the process in being rigged in advance.

Former Lesotho Prime Minister In Court For Murdering His Estranged Wife

MASERU, Nov 30 (Reuters) – Lesotho’s former prime minister, Thomas Thabane, was charged on Tuesday over the murder of his estranged wife in a case that has shocked the southern African highland kingdom.

His current wife, Maesaiah Thabane, who has also been charged over the murder, sat beside him as the charges against them were read out at a preliminary court interview in closed chambers at the High Court of Lesotho.

Maesaiah Thabane, 43, and the former premier, now 82, have both denied involvement in the killing. Clad in a navy blue pin-striped suit and a light blue shirt, Thomas Thabane sat calmly next to his wife, who wore a maroon dress and a straw hat, as the charges were read out.

Lipolela Thabane was shot dead as she sat in her car near her home in the capital, Maseru, days before Thomas Thabane was sworn in as premier in June 2017. They had been going through an acrimonious divorce at the time of her death.

Police allege that Maesaiah hired eight assassins to kill Lipolelo but was not present at the shooting.

Thomas and Maesaiah Thabane, who married two months after the shooting, are also charged with the attempted murder of Thato Sibolla who was with Lipolelo Thabane when she was shot, and with malicious damage to property — the victim’s car.

Thomas Thabane resigned in May 2020 after pressure to quit from his All Basotho Convention (ABC) party, opposition figures and South African mediators.

The case will be heard on 8-10 March, 2022.

Crisis Coalition in Zimbabwe Letter To Ziyambi Ziyambi Over PVO Amendment Bill

Re: ZIMBABWEAN CIVIL SOCIETY’S CONCERNS ON THE PVO AMENDMENT BILL 2021

The Crisis in Zimbabwe Coalition (CiZC), a conglomeration of 350 citizens’ organizations including the Church, Labour, Women, Youth, Students, Farmers, War Veterans and the informal sector variously organised as Private Voluntary Organisations (PVOs), Non-Governmental Organisations (NGOs), Civil Society Organisations (CSOs), Community-Based Organisations (CBOs), Trusts and social movements, is writing to you in your capacity as the Leader of Government Business in Parliament and Minister of Justice, Legal and Parliamentary Affairs.

This letter presents the position of these organisations.

  1. We refer to the Private Voluntary Organisations (PVO) Amendment Bill 2021 (the Bill) gazetted on the 5th of November 2021.
  1.  We have taken note of the Memorandum to the Bill which asserts that the purpose of the amendments are to:

i.   Comply with the Financial Action Taskforce (FATF) recommendations to align the country’s laws with Recommendation 8, whose objective is to ensure that NGOs/PVOs are not misused by terrorist organisations.

ii. To prevent the exploitation of legitimate entities as conduits for terrorist financing;

iii. To streamline administrative procedures for PVOs to allow for efficient regulation and registration; and

iv. To ensure that PVOs do not undertake political lobbying.

  1. Kindly note our dismay and concern at the processes around the formulation as well as the contents and the spirit of the Bill, which we outline below:

3.1      The Financial Action Task Force (FATF), under whose premise the current PVO Amendment Bill is based, implores Governments to broadly consult in their bid to develop and implement FATF rules and regulations. We are concerned by your current disregard for broad consultations as recommended and we view the current overtures by your Ministry as not in good faith.

3.2      Clause 2 broadens the scope of organisations that will be regulated under the Private Voluntary Organisations Act, to include NGO trusts and common law universitas organisations collecting funds from the public and from outside the country. It provides for criminal liability for failing to register or sign a declaration relating to sources of funding, as directed.

Regulation and registration of the not-for-profit sector must not amount to interference, or be disproportionate to the extent of converting private voluntary actors into quasi-state institutions.

3.3      It is our considered view that the phrase ‘political lobbying’ is vague, and is open to abuse by any individual tasked with the implementation of the proposed Act. As feminist theory has shown us, the ‘personal/private is political’, and a lot of the work of private voluntary actors borders on issues that connect with what can be construed as political; whether these are socio-economic, cultural, environmental, children, women, youth, PWDs, or legal issues.

We are deeply concerned that such wording in the Bill can be used to stifle the operations of bona fide and well-intentioned private citizens in the name of the law.

3.4      A number of private voluntary organisations from different sectors continue to report the continued and illegal enforcement of a non-existent law by asking for “Memorandum of Understanding” (MOUs) for them to operate in various districts of Zimbabwe in-spite of a High Court order declaring such requirements illegal.

3.5      The GoZ has expressed open hostility towards private voluntary actors, and vilified them as agents of the West/regime change agents; terrorist groups, and purveyors of fake news. The President has repeatedly threatened NGOs, declaring that they are “… operating outside of their mandates and out of sync with the government’s humanitarian priority programmes” and that they are venturing into partisan politics, setting the tone for the implementation of restrictive measures in relation to the administration of NGOs/PVOs.

Our constitution makes it explicitly clear under section 58, that ‘every citizen has a right to freedom of assembly and association….’, and yet the PVO Amendment Bill highlights a penchant towards usurping such rights.

3.6      We are concerned that the Government of Zimbabwe (GoZ) is increasingly imposing restrictive measures narrowing civic and democratic space. We have been following with interest the fast track passing of laws such as the Cyber Security and Data Protection Bill, Maintenance of Peace & Order Act (MOPA), Constitutional Amendment No. 2, and recently the gazetting of the Private Voluntary Act Amendment Bill which in our view are all retrogressive pieces of legislation in Zimbabwe.

  1. It is our considered view that your Ministry and Government want to deceptively hide behind contemporary notions of “money laundering and terrorist financing” to restrict civil and democratic space. We are deeply concerned about the role your Ministry continues to play in crafting Bills, which in our view are not progressive and reflect lack of respect for the constitution that came through the participation of Zimbabweans.

We have noted that since the coming in of the Second Republic, the Government which you serve has exhibited an insatiable appetite to enact repressive laws which, for all intents and purposes, are against the spirit and letter of our constitution. These laws in one way or the other are in violation of the supremacy and sanctity of the constitution of the Republic of Zimbabwe.

  1. We are surprised to notice that your Ministry and Government look eager to disregard both the intended and unintended consequences of enacting the amended PVO Act.

As a Coalition, we want to draw your attention to the broader consequences, beyond the legal implications on constitutionally prescribed rights and freedoms if the Bill is going to be fast tracked into law:

5.1      The Bill seems oblivious to the broader impact of the closure or banning of private voluntary activities or actors.

5.2      The Bill seems not to foresee the potential humanitarian impact of its implementation given the support that our national budget receives from private voluntary actors. A very significant proportion of our health, education, water and sanitation, humanitarian, research and wildlife protection budgets are supported through international financing and the work of private voluntary actors. The restriction and withdrawal of humanitarian agencies will have a dire effect on the dignity and lives of ordinary people, especially children, the girl child, orphans, people living disabilities, food insecure regions of the country and ethnic minorities among other vulnerable communities.

5.3 The Bill does not consider the political cost of its implementation, notably the Second Republic’s engagement and re-engagement efforts. The action to continuously flout principles and values of democracy through enactment of repressive and unjust laws is a drawback on these efforts.

5.4      The Bill seems bent on reversing the strides made by the private voluntary actors in addressing issues of marginality, especially of social groups. Private voluntary actors have been at the fore-front of addressing issues salient to women, youth, orphans and vulnerable children, among many others; all this in complementing government efforts towards the same. With the devastating socio-economic effects of the COVID-19 pandemic, the complementary role of private voluntary actors in mitigating its effects cannot be over-emphasized.

5.5      The grant and development funds coming into the country through private voluntary actors continue to contribute to the foreign currency reserves  in the country. The sector contributes to employment and ultimately to the government’s tax revenue, not to mention the operations of the banking sector. Destabilizing this ecosystem can have potential effects on the broader economy.

5.6      The government seems to be concerned with power retention rather than preserving the gains of our hard-won liberation and independence, and the sacrosanctity of our locally developed progressive constitution.

  1. In view of our clearly stated analysis and positions above, we recommend the following:

6.1      Respect the Zimbabwean constitution, especially Section 58 which states that, ‘every citizen has a right to freedom of assembly and association….’

6.2      That you frame your policy processes in line with President Emmerson Mnangagwa’s November 2017 inauguration speech after taking over from President Mugabe; the president has always stated that his administration has an open-door policy; kindly consider broadening your consultations on the proposed Bill.

6.3      That the country considers inviting the Financial Action Task Force (FATF) to Zimbabwe to facilitate an inclusive and participatory risk assessment on financial terrorism and money laundering, and use that shared analysis to frame the scope and content of the Bill such that it addresses substantive rather than speculative issues.

6.4      Allow private voluntary actors to work with the state in supporting vulnerable sections of society, especially in education, health, livelihoods and targeting socially marginalized groups including, women, people with disabilities, the elderly, orphans, girls and young women, ethnic minorities and various victims of climate change.

We will keep engaging with your Ministry and other stakeholders in a bid to discuss the issues raised in this letter in the spirit of fostering progressive dialogue in our common interest of a democratic and economically developed Zimbabwe. We will however not support any move that seeks to withdraw agency from ordinary citizens, and usurping their right to participate in the development of the country.

Yours sincerely,

Rashid Mahiya

South Africa Must Freeze Assets Of ZANU PF Leaders To Fix Economy.

By Dorrothy Moyo | In order to address its economic challenges, South Africa must take a stand and freeze the assets of ZANU PF leaders Hidden in that country.

This was proposed by ActionSA leader Herman Mashaba in a 2020 nation address video.

Mashaba breaks ranks with corrupt ANC leaders who have defied South Africa’s Supreme Court rulings on prosecuting ZANU PF terrorists who are causing messes to flee into that country. Said Mashaba:

…our gvt has watched while Zanupf destroy a country once capable of feeding…Southern Africa. This crisis impacts on our country… … we must adopt the harshest policy … and not punish the people of Zim. This should start by freezing the assets of ZANU PF leaders in SA…

ZESN Worried Over Disenfranchising New Voters As ZEC Suspends Voter Registration

The Zimbabwe Electoral Commission (ZEC) has postponed the Mobile Voter Registration which was scheduled to commence on 6 December 2021 to February 2022, after realising that the Registrar General’s Office is currently not in a position to issue out national identity cards (IDs), citing lack of resources. ZEC has said that it cannot conduct its massive voter registration blitz, unless and until eligible voters have acquired national identity cards (IDs), which are a prerequisite for voter registration. Zimbabwe Election Support Network (ZESN) implores government to resource the Civil Registry in order to empower it to conduct an inclusive exercise of issuing national identity cards to eligible citizens.

Voting is a democratic right which only those who are registered to vote can enjoy. A national ID or valid passport is a requirement for one to be able to register to vote. Young people, citizens who lost IDs and those who have become eligible have been finding it difficult to get the IDs, threatening their disenfranchisement in electoral processes. Given that young people constitute the biggest demographic group in Zimbabwe, their participation in elections is critical as democracy is essentially about the participation of the majority.

The Network hopes that the Ministry of Home Affairs and Cultural Heritage will heed to President Emmerson Mnangangwa’s call, while addressing his party supporters in Gokwe earlier this month, to decentralise the process of acquiring birth certificates and national identity cards so that everyone can easily register to vote.

ZESN calls upon the government to address challenges that affect meaningful participation of youths in democratic electoral processes, chief among them the ease of getting national identity particulars. Further, there is need to decentralize the issuance of national documents to enable all citizens and youths, including those in High Schools who have attained the voting age, to take part in voter registration which is a key electoral process that bears on the overall credibility of an election.

The Network reiterates its call to government to avail adequate resources to the Civil Registry’s office to enable them to procure the necessary materials needed for processing national documents. ZESN envisages that by February 2022 when ZEC is set to commence the voter registration blitz ahead of by-elections and the boundary delimitation exercise, the Civil Registry would have complemented ZEC through issuance of the relevant national documents to the eligible voters to ensure their participation in the key electoral processes.

The Network has also taken cognizance of the efforts by ZEC in cleaning and updating of the voter’s roll in which 22 656 people registered as deceased were removed from the voters’ roll between September 2017 and September 2019. It is the Network’s hope that by 2023, when the country holds its harmonized elections, the voters’ roll will be up to date.

Furthermore, ZESN encourages ZEC to avail its full calendar of activities to enable stakeholders to plan their activities on time. Voter registration is a continuous process, citizens are encouraged to register to vote at their nearest ZEC district and provincial offices now and to take advantage of the voter registration blitz early next year to ensure that they register as voters ahead of the 2023 Harmonised General Elections

High Court Rules In Favour Of Mnangagwa Linked Covid-19 Tender Corruption Scam

By A Correspondent- The High Court has ruled that the US$20 million contract entered between Drax Consult SALG (Drax) the National Pharmaceutical Company (Natpharm) for the supply of medicines and medical sundries by the former to the latter was valid.

Drax is owned by Delish Nguwaya, who is a close friend of President Emmerson Mnangagwa’s sons.

The ruling comes after Drax approached the High Court, contesting an arbitral award nullifying the tender it had been granted for the supply of the medicines and surgical sundries.

Justice Webster Chinamora today granted the application by Drax finding that the Procurement Regulations of Zimbabwe Authority Zimbabwe gave authority to Natpharm to act in accordance with a resolution that had been made in procuring the required medicines and surgical sundries.
The contract was brusquely cancelled after a national public outcry following corruption allegations surrounding it.
However, Drax local representative Delish Nguwaya and former health minister Obadiah Moyo who were arrested in connection to corruption charges relating to the contract, have since been cleared of the charges while three Natpharm top executives have since been removed from remand over the same charges.

Thieves Switch-Off Bulawayo

By A Correspondent-Some residents in Bulawayo’s Tshabalala suburb have gone for a week without electricity following the theft of copper cables.

The residents said they intercepted the daring thieves while cutting the cables and they fled in panic, leaving the cables lying on the ground before they hopped into a ZESA branded vehicle and sped off.

A witness, Bongani Dube, told CITE that the incident happened on November 23, 2021, around 2 am.

Dube said he was in the house studying when he heard a loud noise outside and went to investigate.

“Initially I thought maybe it was people trying to break into my car. I got a torch and went outside. I discovered they had actually stepped on my garage roof but it gave in because of their weight because the zinc is now very old,” narrated Dube.

“When I got outside I saw a man running on top of the precast wall. I rushed outside the gate and I saw him jump into a car with ZESA branding which was parked on the road. The car had no number plates.”

Dube said they made a report to the police but they were referred to ZESA.

“The police said this is a ZESA issue. We have been to the ZESA offices countless times but they haven’t come here. We fear for our safety. These cables have been lying here since then and we don’t know if they are live or not. We are also in the rainy season so we fear the worst. My neighbours are now using the back entrance because these cables are right on their gate,” he said.

ZETDC acting spokesperson Prisca Utete could not immediately comment on the issue but asked that the questions be emailed to her.

Hwange Community Mourns Girl Burnt By Underground Fire

Alisha Sekina Muzvite, an eight-year-old Hwange girl who has been battling for life at Mpilo Central Hospital in Bulawayo after being burnt by underground fires has died.

She died only days after doctors had amputated her both legs to minimize the effects of the injuries.

She suffered third-degree fire burns when she was literally swallowed waist-deep by a fire hole at an old dump site in Makwika village, Hwange about three weeks ago.

Alisha had gone to relieve herself and was in the company of her aunty when the incident occurred around 4 pm.

Her mother Ms Ethel Ncube confirmed that Alisha passed on at Mpilo on Monday night. She said:

She died last night just before 10 pm. They cut both her legs last Wednesday as doctors said the injuries were third-degree as the fire had damaged her legs. On Friday she looked coping as she was talking. They gave her blood transfusion and her body started swelling and her condition continued to deteriorate.

Meanwhile, Greater Whange Residents Trust condemn the increase of cases of burnt children at dumpsites saying it appears Hwange Colliery Company is not doing enough to address these issues.

Government To Recruit 10 000 Teachers

By A Correspondent- The government of Zimbabwe has announced plans to recruit 10 000 teachers in 2022 in a bid to reduce the teacher-to-pupil ratio and decongest schools.

While presenting the 2022 national budget last Thursday, Finance minister Mthuli Ncube $11.6 billion will be allocated to the education sector.

He said the main objective is to decongest schools and support the infrastructural refurbishment of both primary and secondary, and tertiary education institutions.

The current teaching workforce is around 136 000, while the teacher-to-pupil ratio is 1:70 on average. Ncube said:

Government seeks to reduce the teacher-to-pupil ratio, and has set aside resources for the recruitment of 10 000 teachers in 2022.

To implement the ministry’s priority projects, an amount of $11.6 billion is being allocated to the Primary and Secondary Education ministry under the 2022 national budget. The demand for education services covering primary, secondary, higher and tertiary levels have been growing over the years. This has not been matched with infrastructural development programmes due to resource and capacity constraints, among others.

He added that the need to decongest existing schools in the wake of the COVID-19 pandemic and reduction of walking distance has prompted the need for additional facilities.

The minister also said there will be a need to procure information communication technology gadgets to promote e-learning during the COVID-19 era.

Meanwhile, teachers have in the past two years been protesting periodically over poor salaries and working conditions.-newsday

By A Correspondent- Some 66 passengers aboard a cross border MBT bus to South Africa were yesterday robbed of R167 050 and $7 367 after three armed robbers who had pretended to be genuine passengers drew out pistols and started shooting at passengers and at the roof of the bus while ordering the bus driver to stop.

Police confirmed the incident which occurred at the 186km peg along the Harare-Masvingo Highway near Mvuma around 11pm.
The bus driver, Mr Lazarus Mungadzi (46) and three passengers were injured.
One female passenger was shot on the chest and is in a critical condition and admitted to Gweru Provincial Hospital. Some of the passengers who spoke to The Herald said they were traumatised.

“I complied with their orders when they approached me, I was just honest with them that I was not a cross border as my destination was Masvingo, but for failing to get a cent out of me, I was slapped kicked and shoved against the seats,” he said.
Mr Mashoko said after searching everyone, taking away cash and cellphones, the robbers ordered everyone to get back to their respective seats.
“They then disembarked and ordered the driver who was bleeding from gun wounds to drive off, we then drove to Mvuma police station where we filed a report,” he said.
According to the police, the scene was later attended to at around 9 am yesterday and four spent cartridges were recovered.
“There were also blood stains all over the bus,” he said. Herald

Mnangagwa Has Not Changed At All – President Chamisa

Tinashe Sambiri| MDC Alliance leader President Nelson Chamisa has warned Mr Emmerson Mnangagwa against using State institutions to suppress dissenting voices.

President Chamisa condemned the brutal murder of Movement for Democratic Change Alliance member Nyasha Zhambe by known Zanu PF agents.

President Chamisa, quoted by The Standard, accused the Zanu PF regime of murdering thousands of innocent citizens.

In an exclusive interview with the publication President Chamisa said:

“There is no shame or sense of accountability on the part of those responsible.

This is one of many cases we face as opposition and human rights defenders who continue to be treated in such a manner.

It is clear the leopard has not and will not change its spots,” said President Chamisa.

“This is an ominous sign of a dark cloud hovering over our nation, but nobody stays in charge forever.

No power is permanent and no authority is endless. Let us understand that all we do will hurt and haunt us one day.

It’s not good to have such impunity.

The nation needs healing and we need peace-builders not those who burn bridges.

The most unfortunate thing is we have the latter in the majority by those who are responsible.”

I have heard so many reports of people being followed door to door in Mhondoro where some headmen’s houses were searched, with those involved accusing them of harbouring ploughs and seeds I was said to have given them.

We have had cases of the military having meetings with chiefs where I had addressed like they did in Manicaland. It’s all part of the intimidation process.

The Zimbabwean crisis is man-made and authored by bad politics and bad governance,”he added.

“We can point at any external source, but for one finger pointing at that, four fingers are pointing at us.”

Auxillia Mnangagwa’s Buses Arrive Herald Says They’re ZUPCO | WILL IT WORK?

Ninety new Zupco buses arrived in Harare this afternoon as Government moves to curb transport shortages as the festive season approaches.

(ZUPCO) Auxillia Mnangagwa’s white buses arriving in Harare

This is part of the Government’s measures to address transport challenges nationwide by capacitating Zupco.

The contingent of Golden Dragon buses was imported by the Government through the Durban Port in South Africa before being taken to Beitbridge by road.

The buses, which are expected to be commissioned this week, will aid in providing efficient and effective transport services to travellers who will be travelling to different destinations during the holidays.

This comes at a time when law enforcement agents are battling with mushikashika, illegal transporters and unregistered vehicles who are carrying travellers at undesignated points creating chaos and unnecessary traffic jams.

Zupco acting chief executive officer Mr Evaristo Mudangwa said the buses are at the Zupco depot in Belvedere in Harare where they will be commissioned before being distributed across the country.

“We have received 90 buses today and the date of commissioning is yet to be announced,” he said.

Recently, President Mnangagwa commissioned 50 Golden Dragon Zupco buses from China which were distributed in areas that were hit by transport challenges across the country. -Herald

Since the COVID 19 pandemic started the MDC A under Nelson Chamisa have taken turns to blame the COVID on ZANU PF Rule. They have actually raised wrong flags just to put pressure on Zimbabwe.

Since the death of Tsvangirai Chamisa imposed an increasingly ruinous rule on MDC for 4 years. Since then, misinformation has been described as a “tsunami”.

Now, as elsewhere, misinformation has become part of the country’s political game. But the sad thing is it is these lies by MDC which are having ripple effects on all Zimbabweans.

“Most often the elite in the MDC leadership are benefiting from mis- and disinformation on the fight against COVID 19 in Zimbabwe. This becomes ammunition for the West to punish Zimbabwe.

Unfortunately the punishment has now gone to affect the whole region. The MDC is using disinformation to paint itself in a good light and portray itself as a victim of mishandling of the Covid 19 pandemic by Zimbabwe. These politicians from the opposition parties particularly Tendai Mbiti also use false stories to try and discredit the work that Government is doing.

The opposition now uses Covid 19 as another dangerous weapon in their locker which they share with their handlers to punish Zimbabwe.

The opposition has been  misleading the public for political gains. In a speech in November, Tendai Biti, the second Vice President of the Movement for Democratic Change Alliance, criticised the government’s handling of the pandemic, claiming Zimbabwe had the  world’s lowest per capita rate of COVID-19 testing. This is what the United Kingdom referenced on when they put Zimbabwe under the red list. Despite the trigger happy attitude of the UK government in putting Zimbabwe in the red list, Zimbabwe actually had better rates of testing than several of the regional countries that Biti had cited. The top brass of the MDCA has endorsed the ravages of Covid 19 as the latest weapon in their armoury for regime change in the same way they have used sanctions to demonise the government and people of Zimbabwe. Through misinformation and manipulation of the government’s handling of the pandemic the whole region has been demonised. The adage that an injury to one is an injury to all has become real in this instance. Despite the glaring successes of Zimbabwe’s handling of the pandemic the MDCA has opted to go for yet another scorched earth policy, “kudira majecha”. The MDC’s attitude towards COVID19 is disgusting yet the media world wide believes them.

It is now that the region has experienced domestic terrorism first hand when the effects of misinformation are translated into travel ban reached hastily with no proper investigations into the the new variant.

It is true that Omicron is not a Southern African variant.
Omicron – which has 32 mutations on its spike protein – was first identified in the region, although cases are now being found all over the world, including more in the UK. The suggestion is that the UK might have had the variant long before South Africa. The reality of the matter is that South Africa and Botswana were the first to identify it and rightfully warned the world.

It is ironically that Southern Africa is being punished for being diligent and honest.
It appears the Zimbabwe has been too tolerant of the nuisance to the point of endorsing treasonous acts of sabotage. Now we are in the red list because our efforts as a country are being turned political by the MDC and its splitting crew. There is a clamour for radical action from various quarters and one can understand why there is growing anger over the MDCA. There is an argument that the MDCA seem to be putting forward an argument supported by their masters suggesting that the democratic space is not free. Surely the MDCA is holding the government and the people of Zimbabwe to ransom as part of the neo-colonial agenda to extend the dominance of western powers in the affairs of an independent Zimbabwe.
A claim by MDCA that Zimbabwe and SADC are not disclosing full details of the Covid 19 crisis is the reason why Southern Africa has been put on economical isolation in the name of the new variant.
The British government which has been singing in parliament that Zimbabwe is using Covid 19 to avoid by-elections are the ones now quick to isolate Zimbabwe. If it is in their country they take quick action but if Zimbabwe does the same is labelled. This has been done with the help of the MDC. MDC has now become a liability in the region as their unguided speeches and unfounded allegations are now costing the whole region.

The MDC has twisted the genuine deaths from Covid and make them political.
Again Botswana confirms that the first people to test positive to the variant were diplomats on diplomatic mission.
Out of respect the Tswanas did not disclose the nationality of the diplomats. If it was an African diplomats the Western government would have published their nationalities their names, their dates of birth, their children’s names and their complexion. This goes to show how Africans respect individual privacy and will not overreact. The maturity shown by the Tswanas was nit reciprocated. Instead that was taken as a sign of weakness leading to a total isolation.
With all this unfairness taking place in the Western world we have the terrorists in our midst. They have applied their destruction of the region through their vilifying of Zimbabwe.

If it was not for the misinformation being spread by the MDC there would be no isolation of Zimbabwe and Southern African states.
It is a shame that MDC has nothing to say except demonising Zimbabwe. Now the whole of Africa is groaning under the evil misinformation of the MDC.

The MDC is prepared to drag Zimbabwe into the grave for them to rule.

They are so obsessed with power and are willing to take the whole country down with them.

FORUS PRESIDENT’S SPEECH TO ZIMBABWE – “I am the truth to Power and power belongs to you the voter”

Today is a historic day in the FORUS family and Zimbabwe at large as we collectively embark on this first step towards total transformation of our lives. Through consultative engagement that we have been doing over the years and countrywide toured that I did with my team in the country’s ten provinces, we came up with a FORUS Party Manifesto with substance towards excellency in service delivery and practical solutions for Zimbabwean problems as demonstrated by our policies. Nehanda The Most Praised But Forgotten Heroine

By Dr Masimba Mavaza | Many people lost their lives fighting for Zimbabwe. Some died in the foreign land like in Mozambique Zambia Tanzania and many countries. Some were brought home to their families and laid to rest, others were buried on the foreign soil where they died and many went missing in action. However, these heroes are never forgotten. But the remains of the first Chimurenga heroes were taken to England.

Taking them to England was a sign to show their followers that they are following useless people.

Before Nehanda died she screamed and said “ mapfupa angu achamuka” my bones will rise again. This became the prelude to battle cry of the Chimurenga 2.

Believe it or not the name Mbuya Nehanda became synonymous with the war and indeed the fighters felt protected by her name.
One can not even imagine being killed in action and then being left there. But Nehanda was killed in action and humiliated by being denied a decent burial. Instead her scull has been displayed in a museum even to this date. Nehanda has become a sign of humiliation and this has plunged the country into a curse. Any soldier would want to come home any way possible.
ZIMBABWEANS SHOULD BE ASHAMED.
Mugabe failed to bring Nehanda home and he was burried in an unknown grave. Mugabe’s burial can be taken lightly but in Shona culture if your butial is done by your wife it is a curse on you and your chikdren. Mugabe was buried by the direction and influence of his wife. “Akavigwa nevatorwa”. One can enjoy power now but if you muss the opportunity to do the right thing because you are busy doing something sooner or later it will catch up with you.
Now people are trying to rebury Mugabe. Who ever thought that Mugabe would be buried in a tiny room away from the public he has become a hero to. Who ever thought that a junior Father from the catholic church will bury Mugabe. Lessons must be learnt from this.
The world over has sought to embarrass victims of war or defeated leaders by burying them in a shallow unmarked grave. Burying them like animals like dogs. The humility of defeat followed them to the unknown grave. Their efforts and names are forgotten as they are thrown in an unknown grave.

Many leaders who were defeated were humiliated even in their deaths. Their burials are reduced to nothing. They are called dictators or evil people. This is the list Zimbabwe has condemned Mbuya Nehanda to.
Lybian laid Muammar al-Qaddafi to rest in a secret, unmarked desert grave to prevent his burial place from becoming a shrine for his supporters or a target for his opponents. The drainage pipes outside Sirte where Qaddafi was captured and the cold storage facility in Misrata where his corpse was temporarily stored, pictured above, have already become major attractions for Libyans. Up to today Lybians do not know where Gadaffi was buried. Zimbabweans have shown Nehanda a muddle finger.

They have cut down the tree where she was hanged. They have replaced it with a statue yet her bones are displayed in a museum.

The U.S. officials cited concerns about creating a shrine as the reason why they committed Osama bin Laden’s body to the sea.
This fear of establishing shrines for reviled figures has a long history; the English ruler Oliver Cromwell, for example, was posthumously hanged in the 17th century and his head wasn’t laid to rest until 1960. But the concern over Qaddafi’s final resting place had us wondering: Do the burial places of controversial leaders really become shrines? In short, yes.

Neganda’s story is a sad story to live with. She has been out in the list of some of the people who are known to have history emanating from evil spirits to dismembered hands are almost too bizarre to be believed. But yes thats the list Nehanda has been put to by her own people. The government has become too tired to fight for her bones back.

Nehanda has been out in the group of those who had contentious burials, from Hussein to Hitler. What a shame?

Zimbabwe must set an Accounting Agency’s mission to provide the fullest possible accounting for missing personnel to their families and the nation.
America On Sept. 13, brought home 26 fallen WWII heroes from around Europe.
“Our director likes to say, ‘the mission we do here is a sacred one with a moral imperative,’” explained U.S. Army Capt. David Macaspac, DPAA recovery team leader. “It’s the right thing for us to do considering the sacrifice they made for us.” Yet Zimbabweans think this is demonic. They have embraced Christianity in a very confused way. Those who introduced you to Christianity are going all over the world collecting the remains if their heroes. But we believe it is demonic.
The Americans boasted after bringing remains home “This mission couldn’t be accomplished alone. Being a key Air Mobility Command base, Joint Base Charleston was tasked to provide the airpower and rapid mobility needed to return these WWII soldiers back to American soil.@.
“We want to support those who sacrificed their lives to the fullest,” Dixon said. “This is an extremely important mission for everyone involved. It’s very fulfilling and very moving to be able to bring these folks home. It means the world to me. ”
“The remains returning to U.S. soil is just the start of the identification process. They are then taken to the DPAA laboratory at Offutt Air Force Base, Nebraska, to conduct DNA testing so the remains can be positively identified. Once their identities are determined, they are returned to their families and loved ones.
“The end goal is to bring closure to the family. It’s an amazing experience.”

We know that Bringing home those missing in action can be hard work, however, finding and recovering the remains affords these fallen heroes the chance to have the respectful burial and repatriation they earned. It is painful that Zimbabwe is the only country not repatriating its heroes. Have we already forgotten what they have done for us.
It would be humbling and gratifying to know that 100 years later my country didn’t forget, and that they still made the effort to find me and bring me home, Nehanda would say from her humiliating museum display. That’s just very humbling.

We still wait for a day when As the Zimbabwean flag-draped coffins will be carried out of the Plane one by one, everyone in attendance linning the ramp to render a final salute to each hero returning home. This showed the utmost care the Zimbabwe gives to each service member who sacrifices their life.

Those who think that this is in Christian must thing again. In the UK at
the west end of the Nave of Westminster Abbey is the grave of the Unknown Warrior, whose body was brought from France to be buried here on 11th November 1920. The grave, which contains soil from France, is covered by a slab of black Belgian marble from a quarry near Namur. On it is the following inscription, composed by Herbert Ryle, Dean of Westminster:
BENEATH THIS STONE RESTS THE BODY
OF A BRITISH WARRIOR
UNKNOWN BY NAME OR RANK
BROUGHT FROM FRANCE TO LIE AMONG
THE MOST ILLUSTRIOUS OF THE LAND
AND BURIED HERE ON ARMISTICE DAY
11 NOV: 1920, IN THE PRESENCE OF
HIS MAJESTY KING GEORGE V
HIS MINISTERS OF STATE
THE CHIEFS OF HIS FORCES
AND A VAST CONCOURSE OF THE NATION
THUS ARE COMMEMORATED THE MANY
MULTITUDES WHO DURING THE GREAT
WAR OF 1914-1918 GAVE THE MOST THAT
MAN CAN GIVE LIFE ITSELF
FOR GOD
FOR KING AND COUNTRY
FOR LOVED ONES HOME AND EMPIRE
FOR THE SACRED CAUSE OF JUSTICE AND
THE FREEDOM OF THE WORLD
THEY BURIED HIM AMONG THE KINGS BECAUSE HE
HAD DONE GOOD TOWARD GOD AND TOWARD
HIS HOUSE
Around the main inscription are four texts:
(top) THE LORD KNOWETH THEM THAT ARE HIS,
(sides) GREATER LOVE HATH NO MAN THAN THIS
UNKNOWN AND YET WELL KNOWN, DYING AND BEHOLD WE LIVE,
(base) IN CHRIST SHALL ALL BE MADE ALIVE.
My heart bleeds when I read these. Why is it Zimbabweans are not worried about their own heroes. Are they eating so much that they are now blinded by the fruits of freedom which were watered by Nehanda.
Really when can Nehanda be brought home. For how long shall we dither. What more action do you want to bring our heroes home. These heroes deserve better.

Man Grabs Farm After Faking SA Based Businessman’s Death

A Bulawayo man allegedly faked the death of a South Africa-based businessman and fraudulently took ownership of his farm in Umguza District, Matabeleland North, through a court order.

Zephaniah Matiwaza (69) of Rosebank Farm in Umguza entered into an agreement of sale with Mr Colin Ian Venables of Roslee Farm in Umguza who is now based in South Africa.

According to the agreement, the price of the farm was US$25 000 and Matiwaza paid a deposit of US$10 000 through Mr Venables’ lawyers Coghlan and Welsh Legal Practitioners.

In terms of the memorandum of agreement, the parties agreed that the agreement of sale is subject to the parties obtaining a certificate of no present interest which is issued by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement.

In terms of the Land Acquisition Act, a certificate of no present interest in relation to any rural land is a written statement by the Lands Minister indicating that the President has no intention to acquire the land in question for the time being.

The agreement stated that in the event that the certificate was not acquired by August 30, 2009, the agreement of sale would fall away and be null and void.

Matiwaza failed to pay the remainder on an agreed date resulting in the cancellation of the agreement. Through his lawyers, he is alleged to have then fraudulently transferred the farm into his name under deed of transfer 71/2019.

This was after Matiwaza had faked Mr Venables’ death.

This emerged when Matiwaza appeared before Bulawayo magistrate Ms Rachel Mukanga facing perjury charges as defined in terms of section 183 of the Criminal Law (Reform and Codification) Act.

He was remanded out of custody to December 13 for commencement of trial.

Prosecuting, Mr Dominic Moyo said sometime in 2009, Matiwaza signed a memorandum of agreement with Mr Venables to purchase sub-division 3 of subdivision A of Imbesu Kraal also known as Roslee Farm.

The court heard that Matiwaza paid US$10 000 deposit on the understanding that he would pay the outstanding balance by September 30, 2009 as stipulated in the agreement of sale. He failed to meet the conditions of the agreement.

In December 2015, a local businessman Mr Dumisani Sibanda signed a memorandum of agreement to buy the same property.

He met the terms of condition of the agreement and was given a certificate of no present interest by the Lands Ministry.

This prompted Matiwaza to approach the High Court challenging the new arrangement under case number HC1113/18.

During the civil proceedings, Matiwaza allegedly made a sworn statement under oath alleging that Mr Venables had died.

He then filed a sworn statement under HC1333/18 demanding a security deposit of US$15 000 in lieu of legal fees to be lodged with the Registrar of the High Court alleging the Mr Venables had died. A default judgement was ruled in his favour.

Mr Venables through his agent Mr Sege Rene Finch then responded by filing an application for rescission of the fraudulently obtained order transferring the property to Matiwaza.

The court heard that despite evidence having been produced in court to prove that Mr Venables was still alive, Matiwaza went ahead with the court proceedings behind the back of Mr Venables’ lawyers resulting in him clandestinely obtaining a default judgment as an unopposed matter.

“Had the accused person’s lawyers advised Venables’ lawyers, he would have alerted the court of the perjured statement being used to obtain an order fraudulently,” said Mr Moyo.

The matter was reported to the police leading to Matiwaza’s arrest. -Chronicle

Understanding Omicron Variant

On 26 November 2021, WHO designated the variant B.1.1.529 a variant of concern, named Omicron, on the advice of WHO’s Technical Advisory Group on Virus Evolution (TAG-VE). This decision was based on the evidence presented to the TAG-VE that Omicron has several mutations that may have an impact on how it behaves, for example, on how easily it spreads or the severity of illness it causes. Here is a summary of what is currently known.

Current knowledge about Omicron

Researchers in South Africa and around the world are conducting studies to better understand many aspects of Omicron and will continue to share the findings of these studies as they become available.

Transmissibility: It is not yet clear whether Omicron is more transmissible (e.g., more easily spread from person to person) compared to other variants, including Delta. The number of people testing positive has risen in areas of South Africa affected by this variant, but epidemiologic studies are underway to understand if it is because of Omicron or other factors.

Severity of disease: It is not yet clear whether infection with Omicron causes more severe disease compared to infections with other variants, including Delta. Preliminary data suggests that there are increasing rates of hospitalization in South Africa, but this may be due to increasing overall numbers of people becoming infected, rather than a result of specific infection with Omicron. There is currently no information to suggest that symptoms associated with Omicron are different from those from other variants. Initial reported infections were among university students—younger individuals who tend to have more mild disease—but understanding the level of severity of the Omicron variant will take days to several weeks. All variants of COVID-19, including the Delta variant that is dominant worldwide, can cause severe disease or death, in particular for the most vulnerable people, and thus prevention is always key.

Effectiveness of prior SARS-CoV-2 infection

Preliminary evidence suggests there may be an increased risk of reinfection with Omicron (ie, people who have previously had COVID-19 could become reinfected more easily with Omicron), as compared to other variants of concern, but information is limited. More information on this will become available in the coming days and weeks.

Effectiveness of vaccines: WHO is working with technical partners to understand the potential impact of this variant on our existing countermeasures, including vaccines. Vaccines remain critical to reducing severe disease and death, including against the dominant circulating variant, Delta. Current vaccines remain effective against severe disease and death.

Effectiveness of current tests: The widely used PCR tests continue to detect infection, including infection with Omicron, as we have seen with other variants as well. Studies are ongoing to determine whether there is any impact on other types of tests, including rapid antigen detection tests.

Effectiveness of current treatments: Corticosteroids and IL6 Receptor Blockers will still be effective for managing patients with severe COVID-19. Other treatments will be assessed to see if they are still as effective given the changes to parts of the virus in the Omicron variant.

Studies underway

At the present time, WHO is coordinating with a large number of researchers around the world to better understand Omicron. Studies currently underway or underway shortly include assessments of transmissibility, severity of infection (including symptoms), performance of vaccines and diagnostic tests, and effectiveness of treatments.

WHO encourages countries to contribute the collection and sharing of hospitalized patient data through the WHO COVID-19 Clinical Data Platform to rapidly describe clinical characteristics and patient outcomes.

More information will emerge in the coming days and weeks. WHO’s TAG-VE will continue to monitor and evaluate the data as it becomes available and assess how mutations in Omicron alter the behaviour of the virus.

Recommended actions for countries

As Omicron has been designated a Variant of Concern, there are several actions WHO recommends countries to undertake, including enhancing surveillance and sequencing of cases; sharing genome sequences on publicly available databases, such as GISAID; reporting initial cases or clusters to WHO; performing field investigations and laboratory assessments to better understand if Omicron has different transmission or disease characteristics, or impacts effectiveness of vaccines, therapeutics, diagnostics or public health and social measures. More detail in the announcement from 26 November.

Countries should continue to implement the effective public health measures to reduce COVID-19 circulation overall, using a risk analysis and science-based approach. They should increase some public health and medical capacities to manage an increase in cases. WHO is providing countries with support and guidance for both readiness and response.

In addition, it is vitally important that inequities in access to COVID-19 vaccines are urgently addressed to ensure that vulnerable groups everywhere, including health workers and older persons, receive their first and second doses, alongside equitable access to treatment and diagnostics.

Recommended actions for people

The most effective steps individuals can take to reduce the spread of the COVID-19 virus is to keep a physical distance of at least 1 metre from others; wear a well-fitting mask; open windows to improve ventilation; avoid poorly ventilated or crowded spaces; keep hands clean; cough or sneeze into a bent elbow or tissue; and get vaccinated when it’s their turn.

WHO will continue to provide updates as more information becomes available, including following meetings of the TAG-VE. In addition, information will be available on WHO’s digital and social media platforms. –

Omicron Variant Detected In Europe Before SA

By A Correspondent- Dutch health authorities announced on Tuesday that they found the new Omicron variant of the coronavirus in cases dating back as long as 11 days, indicating that it was already spreading in western Europe before the first cases were identified in southern Africa.

The RIVM health institute said it found Omicron in samples dating from November 19 and 23.

Those findings predate the positive cases found among passengers who came from South Africa last Friday and were tested at Amsterdam’s Schiphol airport. The RIVM said:

It is not yet clear whether the people concerned [in the earlier cases] have also been to southern Africa.

RIVM added that the individuals had been informed of their Omicron infections and that local health services had started contact tracing.

The institute added that it would re-examine more samples from previous COVID test results.

Belgium and Germany have also said that sample tests confirm the variant was in those countries before South African health officials alerted the world on November 24 of its existence.

Omicron has now spread to about 20 other countries, and many nations have imposed travel restrictions on passengers from southern African nations.

This is amid fears that it could be significantly easier to pass from person to person and that it could have at least some resistance to current treatments and vaccines.

Meanwhile, criticism is growing over the travel restrictions on passengers from Southern African countries.

High Court Clears Mnangagwa Linked Covid-19 Tender Corruption Scam

By A Correspondent- The High Court has ruled that the US$20 million contract entered between Drax Consult SALG (Drax) the National Pharmaceutical Company (Natpharm) for the supply of medicines and medical sundries by the former to the latter was valid.

Drax is owned by Delish Nguwaya, who is a close friend of President Emmerson Mnangagwa’s twin sons.

Munatsi Last Seen With A Harare Slay-Queen

By A Correspondent- The late Zimbabwe Investment and Development Agency (ZIDA), chief executive officer Douglas Munatsi, was last seen in the company of a lady who did not identify her full name, latest reports suggest.

Munatsi died early Monday morning after failing to escape from his seven-roomed flat comprising three bedrooms, dining room, lounge, kitchen, and Gym.

Police forensic team is currently working with the Fire brigade to ascertain cause of explosion.

Police say they are also on the hunt for a guest who was recorded as the last person to visit the now deceased, a few hours before the fire.
She was recorded at the entrance as Colleta NFPK. It is not clear why she did not provide her full name.
The prominent banker is said to have cried for help when a fire broke out in his flat around 2:50AM on Monday.
“On 29 November 2021 at around 0250hours, the informant (Charles Gardner) heard some explosion-like noise and he woke up and went to the balcony to check where the noise was coming from, reads a police memo.

Mnangagwa Orders Urgent Probe In Munatsi’s Mysterious Death As Fresh Details Emerge

Banker Mr Douglas Munatsi (51) died early yesterday in a mysterious fire that authorities say is now under investigation.

The death of Mr Munatsi, who was the chief executive officer of the Zimbabwe Investment and Development Agency (ZIDA), triggered an outpouring of grief with President Mnangagwa describing his demise as a shocker.
It is said the businessman was alone in his penthouse at the upmarket Northfields apartments in Harare when an inferno engulfed his room.

In his condolence message to the Munatsi family, President Mnangagwa said the nation has been robbed of a “creative business leader and great patriot”.
“The death early this morning of our inaugural chief executive officer of ZIDA, in unclear circumstances came to me as a shock. A leading banker, visionary business leader, and outstanding farmer, Mr Douglas Munatsi had become our point man in operationalising our nation’s One-Stop Investment Project for improving the investment climate and ease of doing business for our country,” the President said.
The President added that the country had lost a great patriot who had represented the country well on the international arena, most recently, at the Dubai International Expo and the African Continental Free Trade Area that was held in Durban, South Africa.
“We have lost a creative business leader and great patriot, making our nation all the poorer for it,” said the President.

“On behalf of Government and my own behalf, I wish to console the Munatsi Family, especially Amai Munatsi and the children who now have to face the world without a husband and loving father respectively. As we await completion of police investigations into this fatal fire incident, may they continue to find comfort and solace in the visible footprints the late departed made in serving his country.”
Police said investigations are underway to ascertain the circumstances leading to the death of the renowned banker.
“The ZRP is investigating a fire incident, which occurred at C9 Northfield Flats, Cnr Fifth Street and J Tongogara Avenue, Harare, in which ZIDA CEO, Douglas Munatsi passed on. The incident is said to have occurred at 0300 hours (Monday) morning.”
In a statement, Northfields Owners Association chairperson Mr C Gardiner said a fire was detected at approximately 02.50AM on Monday morning in flat C9 where Mr Munatsi lived.
“There was no electricity at the time due to a cable fault. The occupant in C10 heard commotion and noise and went to his balcony to investigate further.
“There, he heard from the occupant of C9 that there was a fire and he asked to call the fire brigade. At 02.59, the fire brigade was called, and they arrived at 03.11. They fought the blaze for 2 hours, and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi. The association has engaged the services of a forensic fire investigator to assess the cause of the fire,” said Mr Gardiner.

Stakeholders in the industry and finance sectors expressed sadness on the passing of the respected banker.
Zimbabwe Investment Development Agency (ZIDA) chairman Busisa Moyo said Mr Munatsi was a goal-oriented leader who was determined to attain methods that would enhance the country’s ease of doing business environment for both the investor community and the private sector.
“Mr Munatsi was a passionate and competent executive leader at ZIDA. He was the first chief executive of the newly formatted organisation. ZIDA was launched under his leadership. He worked tirelessly to assemble a team at ZIDA and was committed to developing responsive and relevant processes for the private sector and the investor community among many other initiatives. The ZIDA board is deeply saddened at the passing on of Mr Munatsi,” said Mr Moyo.
Mr Munatsi was the first chief executive officer of the newly configured ZIDA which was launched in 2020.
A successful farmer, an associate of the Bankers Association of Zimbabwe (BAZ), and once BancABC chief executive, Mr Munatsi had a finance and investment background, holding a Master of Business Administration (Finance) degree from the American University in Washington DC.
Mr Munatsi joined the banking sector in 1985 as a graduate trainee and 10 years later in 1995, he established one of the first indigenous-owned banks, Heritage Investment Bank.
He began his career at Barclays after leaving university and later joined the World Bank under the International Finance Corporation.
Mr Munatsi was to later acquire First Merchant Bank (FMB) through a consortium that outdid fellow rivals for the bank’s stake after Anglo-American disposal of First Merchant Bank (FMB), the country’s oldest merchant bank.

In 2000, Mr Munatsi merged FMB with a leasing firm and a discount house, to set up the African Banking Corporation, now BancABC, which he went on to list in Botswana.
In March 2020, new legislation merged investment promotion agencies, the Zimbabwe Investment Authority, the Joint Venture Unit, and the Zimbabwe Special Economic Zones Authority to form ZIDA.
In 2019 Mr Munatsi was appointed to the RBZ’s monetary policy committee, a position he later relinquished to concentrate on ZIDA after his appointment at the agency.
Mr Munatsi was invited to lead the new ZIDA by President Mnangagwa given his track record, market credibility and private sector experience.

Facts About Omicron Variant

Mnangagwa Persecutes Prominent Journalist

Tinashe Sambiri|The Zanu PF regime is at war with every citizen perceived to be against Mr Emmerson Mnangagwa’s clueless regime, MDC Alliance Youth Assembly spokesperson Stephen Sarkozy Chuma has said.

On Monday the regime arrested and detained prominent journalist Blessed Mhlanga for allegedly assaulting a police officer.

Mhlanga on Monday indicated that police wanted to detain him overnight.

“I will be sleeping in police cells today after
@PoliceZimbabwe
changed the charges against me from disorderly conduct to assaulting a police officer 3 days after. I have been reporting 2 the police everyday by myself. I don’t know why they want to detain me. I am shocked,” Mhlanga wrote on Twitter.

He then posted:
“My lawyer
@ChrisMhike
fought a good fight, been released. Will now appear in court Thursday accused of assaulting a police officer. I don’t know how a camera can assault a person. I am the one with broken teeth, bruised wrists having been beaten by the police.
@misazimbabwe.”

Writing on Twitter, Chuma said the regime was running scared…

“The anti-people regime of
@edmnangagwa
is at war with everyone. Today journalist
@bbmhlanga
is sleeping in police cells for no crime at all. He is being punished for his hard hitting questions at ZANU PF officials on his Heart and Soul TV program.”

No Power Is Permanent- President Chamisa Warns Emmerson Mnangagwa

Employees Affected by Sudden Quarantine Rules During their Annual Leave in UK

By Muchie Shamuyarira, HR Director and HR, Employment Law Consultant in the UK
– Basic contractual options for employees in the UK who go on holiday to a country
and a quarantine is imposed suddenly for those returning from that destination!-

The UK has suddenly updated its Red list: https://www.gov.uk/guidance/red-list-of-countriesand-territories

Employees taking foreign holidays may find a quarantine is suddenly imposed for people returning from that destination, and employers will need to be flexible and assist employees following the quarantine requirements upon their return UK latest national guidance:

city of London

Employees also need to be responsible and flexible; disputes may arise if some notice is given that a quarantine is imminent, and the employee could perhaps have avoided the sudden quarantine by returning home promptly. Employers and employees can be completely unprepared for such decisions.

The basic options for quarantined employees are:
• Working from home/quarantine hotel if possible
– If the employee can work from home or in their quarantine place then they may
expect to be paid as normal. However, the employer may not be obliged to pay if the
employee cannot undertake their normal work or be allocated a special project.
• Using annual/ paid leave
– As employers have health and safety obligations to other staff, they may
decide following a risk assessment that protecting others in the workplace
means they should simply keep paying the employee for remaining at home
or being in a quarantine place even if they cannot work. This would effectively
amount to granting additional paid time off work in addition to normal holiday
leave or could mean using up the employee’s annual leave. This solution may
be most appropriate if the quarantine was imposed suddenly.
• Unpaid leave
– Employers could agree with employees that any quarantine period be taken as a
period of unpaid leave.
• Statutory Sick Pay (SSP) during quarantine
– Employees faced with a sudden quarantine period cannot claim SSP if they need to
quarantine just because of their trip. Post-travel quarantine is not a ground for
claiming SSP. However, if the employee begins to show symptoms at any point
including any 10-day quarantine period, then the usual rules and processes around
sick leave and SSP apply.

If you have been affected by sudden change of quarantine rules and have visited a red listed country, you are strongly advised to contact your employer and discuss options available to account for the quarantine period (if you have to, unless you are exempted). Failure to contact your employer and discuss the potential options may constitute ‘unauthorised absence’ unless you return early on the originally agreed date.

Bad Governance The Cause Of Zim Crisis – President Chamisa

Access Forex USSD Comes To The Rescue For SA Remitters Amid Lockdown Fears

Access Forex

By A Correspondent- Access Forex has launched a new USSD based remittance service for its clients in South Africa.

Christmas time is when many Zimbabweans living in South Africa go home to spend time with their loved ones, usually returning to South Africa just after New Years to resume work and fend for their families.

Following the detection of the Omicron variant, Ndumiso Chuma, like many other Zimbabweans is weighing up his options;

“I work as a gardener in Wynberg, and my biggest fear is that if they decide to do a lockdown, I won’t be able to go back to Cape town and then what happens to my son’s school fees needed in January? I can’t risk it, better to stay.”

But Access Forex is now providing a solution.

Using *134*3042#, it is now possible to send money to Zimbabwe from a cellphone. All you need is a South African line and network.

The USSD uses zero data.

Explained the head of sales and marketing for Access Forex, Shingai J. Koti:

You can register, select beneficiaries, and initiate the transaction all without leaving your home or place of work.

For those without bank accounts yet, the USSD allows them to complete the transaction by paying in the cash amount at any PEP, Shoprite, Game, USave, House & Home, Ackermans, Checkers, PicknPay, SPAR, Boxers or Makro.

It makes remittance completely paperless and works with any type of handset. Effectively this means that you avoid queues and paperwork normally associated with cash pay-ins.

The system will generate a code known as an SCode, and you simply proceed with this to any of the partner stores, submit the SCode to a teller there, together with the cash amount and your receiver gets their money in Zimbabwe, instantly.

To this end, the new channel of distribution will be launched today in a bid to make remittance products and services available and affordable to a larger number of Zimbabweans living anywhere in South Africa.”

She added that the technological addition from the company is geared towards enhancing customers’ experience and ease of remittance transactions under the stable of Access Forex.

“Access Forex’s thrust is to ensure customer satisfaction and the company will constantly look for ways in delighting its customers both in the diaspora and at home.”

“Zim Needs Help End The Culture Of Rigged Elections”

By Patrick Gura matunhu- “The Congress of South African Unions (Cosatu) has revealed plans to engage the government on behalf of Zimbabweans that are likely to be deported due to expiry of the Special Dispensation Permits (ZSP) on December 31 2022,” reported News Day.

“Around 300 000 Zimbabweans are in South Africa as holders of ZSP.”

Whilst one rightly join in expressing one’s gratitude to COSATU for the assistance in this matter; the truth is we are just kicking the can down the road. We need to address the underlying causes of Zimbabwe’s economic and political mass migration – rigged elections and bad governance.

If the 2023 Zimbabwe elections are rigged; as is now 100% certain to happen, given there have not been any meaningful reforms implemented since the rigged 2018 elections; then there will be a new wave of Zimbabwean economic and/or political refugees.

What Zimbabwe needs desperately is help to end the country’s curse of rigged elections and bad governance.

Zanu PF rigged the 2018 elections and SADC leaders endorse the process as “substantially free and fair” and thus giving vote rigging Zanu PF legitimacy. And yet it was public knowledge that ZEC had failed to produce something as basic as a verified voters’ roll, for example. The election process was a farce since nothing could be traced or verified.

No South African in his/her right mind would accept the blatant rigging by Zanu PF happening in SA. And yet South Africans turned a blind eye when it happened in Zimbabwe.

For the 2023 elections, Zanu PF has already announced that the party will deny the three million plus Zimbabweans in the diaspora the vote, “until the economic sanctions imposed by the West on Zanu PF leaders are lifted!” Mnangagwa had promised the vote after the 2018 elections but now has changed his mind.

There are 2 million or more Zimbabweans in the SADC countries alone and none of these country have imposed any sanctions on Zanu PF leaders. So why are Zimbabweans in SADC countries being denied the vote too? This is just a feeble Zanu PF excuse and must be dismissed with the contempt it rightly deserve.

President Mnangagwa was declared the winner of the 2018 elections with 2.4 million or 50.8% of the cast votes. The 3 million diaspora vote is clearly a very significant figure, 37% of the potential 8 million voters.

How can the 2023 election but free, fair and credible when one contestant, Zanu PF, is allowed to cherry pick the electorate and deny 37% plus of the potential electorate the vote?

Admittedly, Zimbabweans have been our own worst enemy in our fight for free, fair and credible elections. There is no denying that Zimbabwe had its best ever golden opportunity to implement the democratic reforms and dismantle the Zanu PF dictatorship during the 2008 to 2013 GNU. Sadly the MDC leaders, who were tasked to carry out the task, sold out big time and failed to implement even one meaningful reform in five years.

Whilst everyone else, including SADC leaders, have advised that Zimbabwe must postpone elections until meaningful reforms are implemented. It is really frustrating that it is none other than Zimbabwe’s opposition opportunists who have insisted in having the elections with no reforms.

By participating in these flawed and illegal elections, the corrupt and incompetent opposition have been giving vote rigging Zanu PF legitimacy.

“Right now we are trying to help comrades with the ZSP issue. It’s not looking good, especially because the government has already made a declaration… but we’ll try to see if there’s a way to get an extension at least,” said COSATU’s International relations secretary Sonia Mabunda-Kaziboni.

What will help the people of Zimbabwe greatly is for COSATU to engage:

  1. the SA government to meaningful address the problems of rigged elections and bad governance in Zimbabwe and stop glossing over the problem. It is inexcusable that SA, a country that has successfully held free, fair and credible elections since 1994, should endorse blatantly rigged elections as having “gone well!”
  1. Zimbabwe Congress of Trade Union (ZCTU), COSATU’s sister organisation in Zimbabwe, and ask them why they have continued to give their blind support to the MDC regardless of the overwhelming evidence of the party is now the one helping perpetuate the Zanu PF dictatorship.

Yes Zimbabweans in SA need help with their ZSP issues but most important of all the whole nation needs help ending the nightmare of rigged elections and bad governance! Nothing of substance can be accomplished in Zimbabwe until we cure ourselves of the curse of rigged elections. Absolutely nothing!

Yes Zimbabweans need help to stay in SA but they would not be in SA if Zimbabwe was not a pariah state ruling by corrupt, incompetent and vote rigging thugs. The people of Zimbabwe need help in restoring rule of law and good governance in the country.

Fire Victim Munatsi “Genuinely Wanted Zimbabwe To Succeed” – Phoenix Will Never Rise Whilst Corruption Burns Fiercely

By Wilbert Mukori- “I am saddened to hear that Doug Munatsi has passed on in a fire tragedy.

“He was one of the few people around President Mnangagwa who genuinely wanted to see Zimbabwe succeed, and at many times felt let down by his bosses.

“We used to argue about politics but we remained cordial and respectful.” wrote journalist, Hopewell Chin’ono on his FaceBook account.

If he was “one of the few people around President Mnangagwa who genuinely wanted to see Zimbabwe succeed, and at many times felt let down by his bosses”! One can only say, this will explain why the country is in this mess – there have been too few people genuinely interested in see Zimbabwe rise from the ashes like the phoenix after the decades of gross mismanagement and rampant corruption.

Or to put it more bluntly; there is no rising from the ashes like the phoenix for Zimbabwe whilst Zanu PF remain in power because the  fires of gross mismanagement and rampant corruptions are burning just as fiercely now as ever. Those who still think Mnangagwa will bring about change are naive, to say the least.

Zimbabwe’s political system is rotten to the core. It really is naive to expect Mnangagwa and his cronies; who risked all, during the war of independence, the 2017 military coup, etc. to  build of the de facto one party dictatorship and are its Godfathers and principal beneficiaries; to, of their own free will, give up absolute power and all the benefits and dismantle the dictatorship. That will never happen.

And as long as Zimbabwe remains a pariah state, a Banana Republic, ruled by corrupt, incompetent and murderous tyrants who have to rig election to stay in power; there will be no meaningful change and economic recovery. None!

After 41 years and counting of rigged elections and Zanu PF misrule; the people of Zimbabwe must bite the bullet and demand the implementation of the democratic reforms, the prerequisite for free, fair and credible elections. Nothing of any substance can ever be accomplished in Zimbabwe as long as the country remains a pariah state. Absolutely nothing!

Police Ban MDC Alliance Anniversary Celebrations

By A Correspondent- Police in Harare have reportedly banned the MDC Alliance’s belated 22nd anniversary celebrations scheduled for November 28, citing manpower shortages.

The opposition party’s secretary-general Chalton Hwende told NewsDay yesterday that they would challenge the police decision, which he described as politically-motivated.

“Firstly, the police claimed that they did not have enough manpower to monitor the gathering as they will be monitoring some members of the public who have a soccer match during a voter registration campaign scheduled for that same day,” Hwende said.

But Harare provincial police spokesperson Inspector Tendai Mwanza said he was unaware of the matter.

Hwende also claimed that Harare City Council had initially charged them US$192 for use of the hall, but later hiked it to US$1 069,50 following “orders from above”.

“The illegitimate regime led by (President Emmerson) Mnangagwa is afraid of the MDC Alliance leader Nelson Chamisa. That is why they are making efforts to stop us from participating in the political field. That is why they do not want to recognise us as a legitimate political party.

The council official who issued out the quotation told us that she was acting on orders from above,” he said.

“We had budgeted for the celebrations. We are not backing off, the rally is going ahead. We are mobilising our troops. We are nearing a confrontation season. We are going to disregard the illegal and unconstitutional directive that comes from this regime and that is the stage that we are now.”

Contacted for comment, Olivia Mutandwa, the council official who issued out the quotation, denied being made to inflate the charge for hiring the hall, saying she had erroneously underquoted.

“The one with a higher quotation figure of US$1 069 is the correct one, according to the 2021 council tariffs. I had initially given them a quotation for hiring for a wedding gathering, which costs US$192, which is less than quotation for a political gathering,” she said.

Meanwhile, Chamisa told party supporters in Umzingwane, Matabeleland South province at the weekend, that he had shifted focus to rural constituencies because “that’s where the people are”.

Addressing a campaign rally in ward 12, Umzingwane, on Saturday, the opposition leader also said he would not abandon his campaign despite attacks by suspected State agents and Zanu-PF supporters.

“This time around, we are going into rural areas because it’s where people are. I have been attacked in several places, but I’m not going to give up because I have the support of the people. Let us all go and register so that we can win the elections with many votes,” he said.

“There is going to be a new name for the party because our colleagues in the opposition have tried to steal our names. We are also going to change the colours of the part. This is a way of clearing confusion that has been caused in the party.”

Speaking at the same event, some villagers said they did not see any value in voting in an election whose results are predetermined, but the party leadership assured them that the 2023 poll would be a different ball game altogether.-newsday

Gvt Okays Covid-19 Mandatory Vaccination

By A Correspondent- The World Health Organisation (WHO) has allowed governments to impose mandatory COVID-19 vaccination as the world faces the threat of a new variant, Omicron.

WHO, however, warned that governments must exhaust all measures to encourage voluntary inoculation.

The Omicron variant was recently detected in South Africa and has since been detected in other countries including Botswana, the UK, and Israel.

In a recent audio clip, WHO head of health emergencies programme Mike Ryan said governments that wished to impose mandatory vaccination should avail the relevant information on the pandemic to enable informed choices.

Ryan said:

Our position in WHO is that mandatory vaccination should be only considered when the health gain that you are going to get from that is very clear and you have tried all other measures to get people vaccinated.

I still personally believe that the best way is to continue engaging with people and to continue to drive the idea of an informed choice, but there are circumstances in which the threat to society, the threat to the health system, and the threat to the economy is such that governments, having tried all other measures are able to make that decision.

This raises real issues around human rights and it’s something that governments should consider carefully, and they need to be sure that the benefits of doing this outweighs the risks and that they have done everything possible to address vaccine hesitancy and other issues, and they feel that they have no other alternative.

Zimbabwe Association of Doctors for Human Rights secretary Norman Matara said the government can utilise community health promoters to enhance awareness on vaccines.

Community Working Group on Health executive director Itai Rusike echoed Matara’s remarks saying Zimbabwe needs to identify community vaccine champions and ambassadors.

WHO’s stance comes as a huge fraction of the world population is resisting the vaccine citing various reasons.-Newsday

Headmaster Who Doubles As Zanu PF District Chairperson Threatens Teachers

By A Correspondent- The headmaster of Mbuso Primary School in Matobo district, Matabeleland South province, has been accused of abusing his position as Zanu-PF district chairperson to threaten teachers.

A villager, Darlington Dube, alleged that Maphosa was using his Zanu-PF position to threaten teachers.

“We have a serious problem at Mbuso Primary School. Maphosa, who is Zanu-PF Matobo district chairperson, and is victimising other teachers using his political position. Every teacher is now afraid of him, and some are resigning,” Dube said.

“Maphosa spends most of his time away from school, either on party business or importing fuel from Botswana for resale. Does the Constitution of Zimbabwe allow civil servants to be involved in politics?

“We demand his resignation, either from politics or civil service. He can’t have both. How is he going to develop our school when he is embedded in politics? Headmasters should be non-partisan.”

Zimbabwe’s Constitution bars civil servants from holding political office.

Maphosa asked Southern Eye to send questions in writing, but had not responded to them by the time of going to print yesterday.

Primary and Secondary Education ministry spokesperson Taungana Ndoro said he was yet to receive the report on Maphosa’s alleged misconduct.

“I haven’t received any report about that issue yet. I will find out about what is happening at the school,” he said.

“In the meantime, villagers should not panic. As soon as we get the full details, we will make a plan.”-Newsday

Worrying Spike In COVID-19 Cases As Threats Of Fourth Wave Firms

By A Correspondent| Yesterday, Monday 29 November 2021, Zimbabwe recorded a spike in Covid-19 cases.

This is happening at a time the world is grappling with threats of a fourth wave which is on Zimbabwe shores.

For the first time in over a month, Zimbabwe recorded over 100 cases after 235 people tested positive with the majority reported from a Masvingo school that had an outbreak.

Public Exams Commence Smoothly

By A Correspondent- Public exams started yesterday smoothly and without incident beginning with the Grade 7 Zimsec examinations in all registered primary schools, the Ministry of Primary and Secondary Education reported last night.

The Minister of Primary and Secondary Education also met teachers’ unions in Harare yesterday and advised them to bring forward all their concerns in writing.

Zimbabwe has put in place adequate measures, informed by the World Health Organisation guidelines, to ensure public examinations are held without risk to the safety of either learners or teachers.

Ministry of Primary and Secondary Education spokesperson Mr Taungana Ndoro gave the details last night.

“The exams started well across the country and we did not have any problems. It sailed smoothly and we are grateful to all those who played a part.

“The teachers’ unions have their concerns as well, and today they met the minister where they were advised to come up with a position for all their requests through ZIMTA,” said Mr Ndoro.

“We expect to finish these exams incident-free even for the upcoming O and A’ Level examination. This is not the first time we are having examinations under Covid-19. Last year we did well and we expect the same.”

That the examinations were held in an incident-free environment was corroborated by the heads who were upbeat of finishing the job at hand without any challenges.

National Association of Primary Heads president Mrs Cynthia Khumalo said all the reports she received were positive.

“We started well; everything was in place. Today there was one exam in the morning and on Wednesday they will write two examinations. We are just following the standard operating procedure prescribed by the Ministry of Health and Child Care which has meant that everyone remains safe,” said Mrs Khumalo.

She said they were not expecting any major challenges with the handling of public examinations following the protocols put in place and the support they were getting from the Ministry of Health and Child Care.

In keeping with social distancing rules, more classrooms and spacious halls are being used to space out the pupils writing the examination.

“It is not the first time we are holding public examinations under these conditions,” said Mrs Khumalo.

“We are now better prepared because of the experience we had last year and remember last year there were no incidents and exams were held in a safe manner. We are also holding end of year local examinations for our schools, so at times classes will be alternating, such that when we have a public exam in the morning local ones will be written in the afternoon.”

The Herald visited some schools in Harare and it was business as usual in most areas.-statemedia

Three Women Assist Duo Rape Robbery Victims

By A Correspondent- Three women are suspected to have ganged up with two men and assisted them to rape two victims in separate incidents.

This raises concerns over involvement of women in the perpetration of violence against other women.

One of the incidents occurred near Kelvin North industrial site in Bulawayo on Friday while the second was in the bushy area close to United Bulawayo Hospitals the following day.

The incidents come just days after Zimbabwe joined the rest of the world in commemorating 16 Days of Activism Against Gender-Based Violence (GBV).

Sixteen Days of Activism Against GBV is commemorated annually from November 25 to December 10 with the aim of preventing violence against women and the girl child.

Bulawayo deputy police spokesperson Assistant Inspector Nomalanga Msebele said they were investigating two cases in which women are suspected to have assisted men to rape women.

She said the first victim is a 26-year-old woman from Iminyela suburb, who had boarded a grey Honda Fit on her way home, but it diverted from her route and she was sexually assaulted.

Asst Insp Msebele said the vehicle had a male driver and two other females who sat in the back seat of the car and the victim sat in the front seat.

“The driver stopped the vehicle in a bushy area near Revival Turn along Nketa Drive and slapped the complainant once on the face accusing her of staring at him. He ordered her to remove her blouse which he blindfolded her with.

The two women joined in assaulting the complainant with fists. One of the accused persons searched and took the complaint’s cash and a Mobicel cellphone from her pocket,” she said.

“The two women held her hands and legs apart while the man raped her once without protection. After the act the accused persons drove off leaving the complainant lying on the ground.”

Asst Insp Msebele said the victim reported the matter to the police on Saturday and she was taken to Mpilo Central Hospital where a medical examination was conducted.

She said the second incident occurred on Saturday involving a 20-year-old from Inyathi, who had arrived in the city in the morning to buy groceries.

Asst Insp Msebele said the young woman was lured by another woman, who promised her a job as a domestic worker in Suburbs suburb.

Asst Insp Msebele said as they walked to the Suburbs home, the two met a man who accused them of picking up his money.

“The unknown female adult who was walking with the complainant then gave the accused US$50 and the man released her. The suspect then held the victim’s hand and walked with her from Harare Road to Gwanda Road into a bushy area near UBH. He forcibly removed the complainant’s trousers and had sexual intercourse with her once without protection and without her consent.

The accused then forcibly took cash and an Itel cellphone from the complainant,” said Insp Msebele.

She said both rapists and their accomplices have not been arrested.

Bulawayo Progressive Residents Association gender officer Ms Abigail Siziba said it was shocking that women were aiding men in violating women.

She said while 16 Days of Activism Against GBV focuses on male perpetrators, the society should also focus on abusive women.

“As you are seeing, women are accomplices in GBV, so we cannot say GBV is always committed by men. So, in dealing with this we should focus on both men and women because at times a woman can be an accomplice in having a man raping his daughter. Women are accomplices in GBV against women. We are usually blinded in focusing on men as perpetrators,” said Ms Siziba.

Mr Makhosi Sibanda of Men’s Conference said it is not expected for women to assist men in abusing women.

“Rape is not good for society and it worries us to have women playing an active part in perpetrating evil to other women.

It derails the efforts that we are making to prevent violence against women. Women should know better what rape does to women and society at large. We would expect women to protect other women,” said Mr Sibanda.

Bulawayo lawyer Mr Zibusiso Ncube said the women will be charged with rape.

“That one is straight forward, they will be charged with rape. They are accomplices. There have been incidents where we have had women being charged and convicted of rape,” said Mr Ncube.-statemedia

Over US$16b Road Rehabilitation Funds Unspent

By A Correspondent- About half of the $16 billion allocated for roads rehabilitation projects remains unspent due to slow procurement and improper accounting mechanisms, among other challenges.

This was revealed at the roads workshop organised by the Zimbabwe National Road Administration (Zinara) that started in Victoria Falls yesterday.

The workshop seeks to outline Zinara’s mandate, give an update on the Emergency Road Rehabilitation Programme (ERRP2) and role of the ERRP2 steering committee on monitoring and evaluation as well as capacitate roads authorities on their responsibilities in the national projects, among other objectives.

President Mnangagwa launched the US$400 million ERRP2 programme in March this year premised on the basis that roads are the network that promote beneficial social and economic activities through ensuring a smooth flow of goods and services.

The programme is in four phases spread over three years.

Permanent Secretary in the Office of Vice-President Constantino Chiwenga, Major Gen (Rtd) Godfrey Chanakira, who chairs the ERRP2 Steering Committee, implored roads authorities to prioritise service delivery and raise the performance bar going forward to improve on funds utilisation.

“We had a budget of $16 billion and as of last week we had used $8 billion, which means there is $8 billion remaining. We are hoping that what is available can be transferred to the dedicated account at Zinara so that projects are completed in the new year without stoppage,” he said.

Road authorities include the Department of Roads, District Development Fund and all local authorities.

He said the responsibility lies with local authorities because they were all advised of their budgets, but they have not been able to draw up budgets for executing works they have proposed.

Government, however, considers that this was the first year of operation of the programme and is a learning curve.

“People were slower in initiating procurement and we wonder what is happening. To Treasury this means that what was allocated is more than what you need. We are trying to discuss with Treasury to roll over what has not been spent to next year, and as we go forward, especially after this workshop, we should see a faster execution of this project.

Our worry is delay in procurement. Most authorities were using direct bidding whose period is 20 days and for ERRP, the Procurement Regulatory Authority of Zimbabwe (PRAZ) allowed this to be five days,” he said.

In a speech read on his behalf by Permanent Secretary in the Ministry of Transport and Infrastructural Development, Engineer Theodiuos Chinyanga, Transport Minister Felix Mhona challenged road authorities to play their part as Government is committed to road rehabilitation.

“This workshop has come at an opportune time as the Government in the Second Republic has intensified the rehabilitation of our road network under the Emergency Road Rehabilitation Programme 2. In every corner of

Zimbabwe as we speak there is a road project going on, funded by the Government. This is meant to facilitate trade and free movement of goods and people as we grow our economy towards an upper middle-income status.

“I am advised that there has been a low uptake of funds from Zinara for road rehabilitation as most road authorities are failing to utilise their disbursements due to lack of procurement and technical skills within their structures. This workshop is to learn about the processes from experts from PRAZ and Zinara, and as Government, it is our desire to see all funds allocated for road rehabilitation being utilised for that purpose.

As we implement our projects, let us also adhere to quality standards expected and work within timeframes,” he said.

The minister said Government is not going to tire in this regard and the New Dispensation has taken road rehabilitation to a level that has never been seen before, with a good road infrastructure a key catalyst for NDS1, which feeds into Vision 2030.

He reiterated that Government will not leave anyone or any community behind in terms of road infrastructure development.-newsday

False Accusation of PTUZ Leaders Would Not Address the Challenges Faced by Teachers

Instead of restoring the purchasing power parity of teachers’ salaries and allowing Zimsec to sign contractual agreements for invigilation of public examinatoons, Gvt (through ZBC News) has adopted a trajectory of falsehoods, accusing Ptuz leadership of working with the British for regime change.

Such ludicrous hallucination is not only baffling but madness of the worst order. Gvt must learn to shoot at the message rather than blaming the messanger. There is an urgent need to restore teachers’ salaries to pre-October 2018 level of an average of US$540.

A win-win situation over invigilation of public examinations can only be reached through a contractual agreement between Zimsec and teachers and payment for such invigilation. Attempts to silence Ptuz leadership through cheap blackmailing would not work, let alone find traction among teachers. The ball is now in teachers’ courts.

Its high time teachers must stop standing on rhe touchline to watch a game they should be playing. It is important for teachers in schools to liberate themselves from Zimsec abuse. We have, as Ptuz, notified both Zimsec and PSC, let alone copied communiques to the line Ministry. The time for practical action at the theatre of struggle, viz, schools, to influence decision making and a swift address of the impasse between teachers and Zimsec is now.

No amount of false accusation will stop an idea whose time is up. No pay, no invigilation, must henceforth come into effect.

Zanu PF “Monitoring” President Nelson Chamisa’s Movements

By A Correspondent- Zanu-PF acting national political commissar Patrick Chinamasa has said the ruling party was monitoring all movements made by Nelson Chamisa’s MDC Alliance to make sure it does not receive foreign funding ahead of the 2022 by-elections and the 2023 harmonised elections.

Chinamasa made the remarks at the weekend at Marymount Teachers College in Mutare, where he was welcoming MDC Alliance members who defected to the ruling party.

Among opposition members who defected were former Zengeza legislator Simon Chidhakwa, former Mutare ward 2 councillor Pamela Mutare and former Chipinge district chairperson Chadamoyo Machingura.

“We are very aware that the MDC Alliance works closely with the CIA (United States’ Central Intelligence Agency) and M15 (United Kingdom’s secret service) to destroy our country, and we are very much aware of their dealings. They are under surveillance from us,” Chinamasa said.

“We know the money they are receiving and in this country, we have 50 000 non-governmental organisations (NGOs) and these were formed by our enemies.

“The NGOs appear to be teachers of human rights, but this is not the case. Everyone is aware that in America and Britain, black people suffer the most because they are not wanted there, and so which human rights are they preaching?

The Zimbabwean government has gazetted the Private Voluntary Organisations Amendment Bill, which has been viewed as a ploy to silence NGOs against calling it out over human rights abuses. NGOs in the country are also viewed by government as regime change agents.

“We want to welcome you all who have defected to our party. I am happy that you saw light at the end of the day and with unity, we are going to work together,” Chinamasa said.

Zanu-PF acting spokesperson Mike Bimha, who is also the party’s economic empowerment and indigenisation secretary, in his address to the defectors, promised that they would be supported with empowerment projects.

In response to the defections, MDC Alliance deputy chairperson and Zengeza West MP Job Sikhala tweeted saying Chidhakwa actually stood as an independent parliamentary candidate in 2018 contesting against him for the Zengeza West constituency seat.

“He had 901 votes (against) my 12 670 votes,” Sikhala tweeted.

MDC Alliance Manicaland provincial spokesperson David Panganayi said: “We have not had anyone defecting from the party in the past two years. If you are referring to what we saw on State media, it is a lie that qualifies for Hollywood movies. Most people that defected contested against us as independent candidates in the 2018 elections and suddenly, they now want to be paraded as MDC Alliance members.”

“They (Zanu-PF) are doing surveillance on us because they are now feeling the heat. They know they are going to lose the elections in 2023, and even the upcoming by-elections,” he said.

President Emmerson Mnangagwa recently announced that by-elections would be held during the first quarter of the year.-newsday

Qatar Airways Flight Makes U-Turn, Drops Off Harare Passengers

By A Correspondent- Passengers who boarded a Qatar Airways flight in Harare over the weekend, became some of the first to be affected by the unilateral ban on travellers from Southern Africa imposed mainly by European countries and the United States.

It is understood that the Qatar Airways crew was told while in Lusaka, Zambia, picking up other passengers that travellers from five Southern African countries including South Africa and Zimbabwe, were barred from boarding the planes until there was clarity on the B.1.1.529 (Omicron) variant.

The variant was first detected in South Africa.

Sources say upon receiving information to leave Zimbabwean travellers, the flight then turned back to Harare and dropped the passengers.

Travellers that had pressing commitments in Europe and the US are said to have used other airlines and went via Tanzania with the hope of connecting to Addis Ababa, Ethiopia, then Europe or the US.

Although not many of the sources were keen to be quoted for professional reasons, they confirmed that a Qatar Airways flight was forced to return to Harare and drop off passengers.

Airports Company of Zimbabwe chief executive Mr Tawanda Gusha, told The Herald last night that the incident happened.

Asked to comment on the implications of that, Mr Gusha said: “I don’t think it affects the Airports Company (of Zimbabwe) alone, but the whole nation. So a comment is better off from the national level.”

Efforts to get a comment from Environment, Climate, Tourism and Hospitality Industry Minister, Mangaliso Ndlovu were fruitless as he was not picking his mobile phone.

Hospitality Association of Zimbabwe immediate past president Mr Clive Chinwada referred questions to New president Mr Farai Chimba, whose mobile phone was unreachable.

In a statement on Saturday, Qatar Airways said: “Due to the recent emergence of the new Covid-19 Omicron variant, and with immediate effect, Qatar Airways will no longer be accepting passengers travelling from five Southern African countries in our global network.

“However, we will continue to accept passengers for travel into these countries in-line with current restrictions.

Passengers who are booked on Qatar Airways flights from seven destinations, Luanda (LAD), Angola; Maputo (MPM), Mozambique; Johannesburg (JNB), Capetown (CPT), Durban (DUR), South Africa; Lusaka (LUN), Zambia and Harare (HRE), Zimbabwe, will not be accepted for travel until further notice.

“These restrictions will remain in place until we receive further guidance from the World Health Organisation (WHO). We will continue to review the situation on a daily basis as new information becomes available.”-statemedia

ZACC Probes Sale Of Shiri’s Estate

By A Correspondent- The Zimbabwe Anti-Corruption Commission (Zacc) has launched an investigation into the alleged illegal sale of part of the late national hero and Lands and Agriculture minister Perrance Shiri’s estate.

It is alleged that some of the late former Air Force commander’s children were behind the illegal sale of his assets, a year after the decorated soldier died from COVID-19 complications.

Shiri’s daughters, Tatenda and Cynthia allegedly connived with Tawanda Zulu, who is reportedly “Shiri’s son”, and sold Shiri’s Rarai Lodges at Arcadia Dam in Bindura for US$1 million to one Kangara, son of the late gold miner, Kudzai Kangara.

All the three are beneficiaries of the late Shiri’s multi-million-dollar estate.

Shiri’s Rarai Lodges have since been rebranded to Kangara Resort.

The matter is being investigated by Zacc under case reference number HCR116-09-21.

Shiri’s other daughter Rufaro Stephanie, also a beneficiary of his estate, has reportedly made an application at the High Court seeking to reopen her father’s estate, citing irregularities in the execution process, which includes appointment of executor.

She argued that as the Shiri family trust executor, the resort could not have been sold because it was part of the assets under the family trust.

Rufaro also alleged that the farming area of the properties where Shiri’s Rarai Lodge is located now belonged to Zulu.  She claims that Kangara, who has taken over the resort, is hosting musical gigs every Saturday.

Social media fliers also reveal that Kangara hosts gigs during weekends at Arcadia Dam charging US$20 for VIPs and US$10 for the general public.

Last weekend, musicians Tocky Vibes and Gemma Griffiths held a gig at the farm.

Rufaro said she was not consulted when her siblings and Kangara sealed the deal.

“I have distanced myself from anything to do with the estate. I don’t understand how the resort was sold. At first, they claimed it belonged to the government, but I knew that was a lie because my father would not have invested so much in a property that didn’t belong to him. So here we are today. They have sold the resort to Kangara for US$1   million. The question I have for Kangara is how could he have bought something before liquidation? Did he even do due diligence inquiries prior to purchasing the properties?”

Zacc spokesperson John Makamure confirmed that the matter was under investigation. “We have the case and we are investigating it,” he said.

Efforts to get a comment from Kangara were fruitless as his number was unreachable.

Rufaro also challenged the appointment of former Attorney-General Sobusa Gula-Ndebele as executor of the late national hero’s estate, accusing him of bias.

She also accused her siblings Cynthia and Tatenda of drafting a fake 1995 will purported to have been prepared by Shiri, which allocated them more inheritance than the “authentic will”.

In the 1995 will, Shiri bequeathed 50% of his bank savings and insurance policies to his now late son, Titus and the other half of savings to Tatenda and Cynthia, and all other children yet to be born.

A death notice filed at the master of the High Court showed that Tatenda, Cynthia, Zulu, Rufaro Stephanie and Tanaka Shiri, reportedly also known as Tanaka Musvamhiri, were listed as children and beneficiaries of the late Shiri’s estate.

Rufaro questioned why Tanaka and Zulu were included in the distribution list when they reportedly had no national identity documents bearing Shiri’s name, as well as why the other children received shares on Shiri’s properties when the 1995 will stated that they would only get bank proceeds.

“Tawanda stayed with the family for 10 years and still has no ID. Why is Tanaka included in the distribution account as Tanaka Stephanie Shiri when she has no ID? Tanaka is said to have taken DNAs with an uncle and the DNAs matched above 90% to suggest that he is her real father. And then on the master’s appointment, if he was appointed by the will, why is the executor dative not testamentary and the document has a stamp for the 20th when signed on the 21st of August.”

She questioned why a public office would forget to change date stamps.

“The letter also shows Mr Sobusa-Gula Ndebele came as an executor because he was appointed by the Master of the High Court. This proves the long-standing argument that he was no longer the late’s lawyer, that is why he didn’t come to read the will.”

Through her lawyers, Tapera Muzana & Partners, Rufaro Stephanie, wrote to the Master of the High Court on November 3, 2021, complaining about the deliberate and fraudulent omission of some properties in the distribution list of the late minister’s estate.

In response to her complaint, in a letter dated November 9, 2021, the Master of the High Court advised her to make a list of the assets that she alleged were left in the distribution lists.

Rufaro said she would challenge the Master, executor and Tatenda, Cynthia and Zulu’s shenanigans.

Zulu referred NewsDay to the Master of the High Court.

“Kangara had always had his farm in the said area. The Lands ministry can attest to that. His (Kangara) involvement in the matter is not necessary. I will not comment on this issue, but the executor or the Master of the High court can give you answers to the questions,” Zulu said.

Tanaka said she was very sure that she was Shiri’s daughter, adding that she had DNA evidence.

“Whoever is making the allegation is selfish. If we go by the 1995 will, why would the late Shiri list me as a beneficiary to his estate, if it is monetary when he knew I was not his daughter?”

Cynthia refused to comment and referred all questions to Gula-Ndebele.

“My father’s estate is being handled by the executor Ndebele. He is better placed to respond to your questions,” she said.

Repeated efforts to get a comment from Gula-Ndebele were fruitless as he was not picking up calls.

But in an emailed response to a D Ndlovu of Tapera Muzana & Partners last week, Gula-Ndebele & Partners stated that they had handled Shiri’s estate in compliance with the Administration of Estates Act.

“There is no legal basis for expecting a response from our office. We are actually waiting for the view of the Master of the High Court on that letter. We have handled the late General Shiri’s estate in compliance with the law being the Administration of Estates Act and the legally valid will.”

A close relative of the Shiri siblings, who spoke to NewsDay on condition of anonymity, said the row over the late Shiri’s estate among his children was an issue of concern.

“What we wanted was proper distribution of our late relative’s estate in a dignified manner.  We just hope that those involved in the legal procedure of distributing the estate will follow due process.”

Rufaro said no one was above the law in the Second Republic — be it a sister or relative, adding that they should face the music and stop treating her father’s estate like a tuckshop.-Newsday

Munatsi Died A Few Hours Before Meeting ED

By A Correspondent-   Mr Douglas MunatsiZIDA CEO who died in an inferno early Monday, had an appointment with President Emmerson Mnangagwa a few hours after his death, it has emerged.

President Mnangagwa has since said that circumstances surrounding the top banker’s death were unclear.

Munatsi’s family said he had been receiving death threats in recent weeks, believed to relate to a report on “land barons” he sent to

The police said they believed to be leaning on the side that the fire was started deliberately and that Munatsi had been “immobilised”, possibly drugged, to prevent him from escaping.

The fire was detected around 0300 hours and other tenants at a block of flats in Harare called the City of Harare Fire Brigade, which managed to put out the fire, but unfortunately could not save Mr Munatsi.

Mr Munatsi died in the fire in his 9th floor flat at the block located at the corner of Fifth Street and Josiah Tongogara Avenue.

Northfields Owners Association chairman only identified as C Gardiner said in the statement:

The association wishes to advise stakeholders that at approximately 02.50 AM, on Monday 29th November, a fire was detected by the occupant of flat C9 in Northfields.

There was no electricity at the time due to a cable fault. The occupant in C10 heard commotion and noise and went to his balcony to investigate further.

There, he heard from the occupant of C9 that there was a fire and he asked to call the fire brigade. At 02.59, the fire brigade was called, and they arrived at 03.11.

They fought the blaze for two hours, and despite their efforts, they were unable to save the occupant of C9, who is believed to be Mr Douglas Munatsi.

Thanks must be given to the professionalism and endeavours of the City of Harare Fire Brigade.

Without their intervention, is it very likely that more lives would have been lost and more property destroyed.

The Association has engaged the services of a forensic fire investigator to assess the cause of the fire.

Police said they were still investigating the case as possible arson.

Angry Villagers Detain, Torture Cattle Rustlers

By A Correspondent- A group of about 15 villagers from Gwanda allegedly kidnapped and tortured seven men for four days after accusing them of stealing their livestock.

The Chronicle news crew caught up with two of the injured men, Mr Emmanuel Mguni and Mr Thembinkosi Ndlovu who are admitted at Gwanda Provincial Hospital.

The other five victims have been discharged.
Mr Mguni who could not stand because of severe burns underneath his feet, said he was tortured for four days.
He said his assailants would heat stones, place them in a bucket and force him to stand on them while ordering him to reveal the location of their missing livestock.
He said they also tied him to a tree and whipped him. They also submerged his head in a bucket full of water and filled his ears with river sand.
Mr Mguni said he tried to explain to his kidnappers that he had not stolen their cattle but they would not entertain his explanation.
“They kidnapped me on the night of Sunday, 14 November and they took me to a bushy area in Manama. They were about 15 of them who comprised men and women. They asked where their cattle were and I told them I didn’t know what they were talking about.
They said my friend Jose confessed to have given me stolen cattle for safekeeping. I tried to explain that I was innocent but they would not listen,” he said.
“For four days I was subjected to severe torture. They tied me to a tree several times and whipped me. They put stones on a fire and forced me to stand on hot stones. They also submerged my head in a bucket full of water several times, poured river sand in my ears which has affected my hearing. They kept changing places where they were keeping us hostage.”
Mr Thembinkosi Ndlovu from Tshanyaugwe area said he was kidnapped and tortured by the same group for a day.
He said he found others who had been detained for three days.
Mr Ndlovu said while he was at his home on Wednesday, he heard dogs barking in the middle of the night. He said a group of people broke into his house and took him away.
“They took me to a group of people that had already been detained and they tortured me while asking about the whereabouts of the cattle that I didn’t know about. They burnt my feet, whipped me and poured river sand in my ears.
As I speak, I’m in excruciating pain and I can’t walk because of the burns underneath my feet,” he said.
Mr Ndlovu said they were freed the following day after police arrived at the scene and their assailants fled.
Matabeleland South provincial police spokesperson, Inspector Loveness Mangena said police received a tip off on the suspects who were holding people hostage.
She said investigations were underway and appealed to members of the public with information on the identity of the suspects to contact the police. Insp Mangena raised concern over cases of mob justice with some cases being fatal.
“As police we are concerned by the increasing cases of mob justice where members of the public choose to deal with suspects. Some of these cases end up in fatalities. We urge members of the public to surrender suspects to the police instead of taking the law into their own hands,” she said.
Insp Mangena said they had launched an operation targeting stock thieves.
The operation has curtailed cases of stock theft being recorded in Tshanyaugwe and surrounding areas in Gwanda which have become a breeding ground for cattle rustling syndicates in Matabeleland South province.
Under the operation police recently recovered 51 stolen cattle. The areas of Tshanyaugwe, Ngoma and John Dip are the hotspots of cattle rustling. Chronicle

Women Rise Against Chiwenga Over Abusing Marry

By A Correspondent-Women rights defenders are today convening a virtual indaba over the alleged harassment and abuse of Vice-President Constantino Chiwenga’s estranged wife, Marry Mubaiwa Chiwenga.

Marry, who is facing several criminal charges alleges that the former military boss blocking her from receiving treatment outside Zimbabwe for a life-threatening ailment.

A visibly sick Marry has been a subject of pity from across the political divide. She says President Emmerson Mnangagwa and first lady Auxillia have let her down by not intervening in the fight with her estranged husband.

She lost custody of her three minor children after Chiwenga, who doubles as Health and Child Care minister, appealed against an earlier judgement in her favour.

Human rights defenders have since organised the virtual discussion under the Women’s Academy for Leadership (WALPE) banner to debate the Marry “abuse” issue.

The discussion will feature known human rights defenders, including Margaret Mutsamvi (gender rights advocate, Sitabile Dewa (human rights defender), Samkeliso Tshuma (women’s rights expert), Maxine Chisweto (a lawyer) and prominent author Tsitsi Dangarembga.

It will be hosted under the theme: Women’s human rights are a yardstick of national progress: A case of Marry Chiwenga.

The rights defenders have also started a #JusticeforMarry campaign to fight against the decision that denies her access to medical attention outside the country while her health continues to deteriorate.

Marry, who suffers from lymphoedema, has had her applications for release of her passport to seek medical attention outside the country dismissed by the courts.
The former model says charges against her were manufactured by Chiwenga to punish her.

ZEC Acts On 22 000 Ghost Voters

By A Correspondent-More than 22 000 dead people have been removed from the voters’ rolls in the latest batch of such routine deletions, with a notification and appeal process in place in case a mistake was made, while the Zimbabwe Electoral Commission is now fully funded to prepare for and run the 133 by-elections likely early next year.

ZEC is now actively keeping the civil society organisations posted on what is happening. Friday’s meeting in Harare was to update them on the roadmap to the 2022 by-elections and the 2023 harmonised elections.

The National Assembly and local authority by-elections were necessitated by deaths, dismissals from political parties and recalls of MDC-T members from the National Assembly and local authorities.
Normally these would have been spread out, but all by-elections were halted on public health grounds in March last year when Covid-19 struck the country so they have been accumulating until public health authorities agreed they could now control the risk of large numbers of voters assembling.
President Mnangagwa, who by law sets the dates of all polls once informed of the vacancies, has suggested that the by-elections will be held during the first quarter of 2022.
As of October 22, Zimbabwe had a total of 133 elective by-elections at National Assembly and local authority levels.
The meeting with civil society follows the routine removal of 22 656 dead people from the voters’ roll as required by law.
Removal of the deceased from the roll is an on-going exercise with the names of the latest batch of those struck off have been published by ZEC chief elections officer Mr Utloile Silaigwana in the Government Gazette under General Notice 3379 of 2021 and in terms of the Electoral Act.
Mr Silaigwana said the names of those persons will be removed from the voters roll unless notice of appeal is given to ZEC.
While removing the names of those for whom death certificates have been sought and issued is relatively simple and automatic, there is a perennial problem when families do not seek a death certificate, common when the estate left is very small.
Speaking at the meeting with the organisations, ZEC chairperson Justice Priscilla Chigumba said the meeting was meant to discuss all electoral issues of concern.
“We discussed issues around polling, deferment of the mobile voter registration exercise and gazetting of the deceased as a precondition for voters’ roll cleaning,” said Justice Chigumba.
Justice Chigumba appealed to citizens who have lost their relatives to notify ZEC so that the names are removed from the voters roll.
“The issue of ghost voters has been misunderstood over the years. Monthly, the Registrar-General Office sends us a list of deceased voters and, members of the public must come forward and tell us about the death of their relatives. That is the only way we can remove deceased voters from voters roll,” she said.
She cleared the air on the postponement of the mobile voter registration exercise which was pencilled for December 6 saying the deferment was meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration. The mobile voter registration has been postponed to February 2022.
Justice Chigumba said: “The need to uphold inclusivity, which is one of the commission’s core values, has necessitated this postponement. Thus, this deferment is meant to allow all eligible stakeholders to acquire national identity cards, which are a requisite for voter registration.”
The period for the voter registration, she said, would have excluded some stakeholders without national identity cards but postponement gave the Civil Registry Department enough time to prepare for issuance of identity documents.
The voter registration was also intended to address under-registration in certain areas, afford those coming of age a chance to register as new voters where necessary, allow registrants to update their information and especially reflect the changes in their civic statuses, such as changes in names and places of residence.
Turning to the conduct of by-elections, she said the proposal to conduct by elections in the first quarter of next year was necessitated by the number of vacancies involved. ZEC needed ample time for preparations for so many by- elections.
“These preparations involve among other activities, effecting of transfers and removal of the deceased voters. This was going to be difficult if the mobile voter registration was not postponed,” she said.
The commission was currently seized with alpha list updating to factor in developments which had taken place in the polling areas since the last mapping in 2017. This basically requires ZEC to look at where voters now live to space out the polling stations and position them correctly so the number voting at each station is as close as possible
Attention is being given to areas that have seen rapid land use changes and new residential developments, which affect voter population dynamics,” Justice Chigumba said. The commission wants to assign each voter to their nearest polling station,
Another area of focus was composite polling stations that had many streams of voters. At the last general election voters were split by their surname. This time addresses will be used and so ensure that everyone in the same hosuehold goes to the same polling station, said Justice Chigumba.
Election Resource Centre director Ms Babra Dube thanked the commission for coming up with the meetings and briefings. “These sessions are really going to help us to understand ZEC’s preparedness both for the voter registration blitz as well as the by-elections and the 2023 harmonised elections,” said Ms Dube.
Women’s Coalition of Zimbabwe national Coordinator Ms Sally Ncube said the exercise was very informative. “We are hopeful that ZEC will be supported with adequate PPEs and adequate materials so that the process will be responsive to the requirements of Covid-19 control,” said Ms Ncube.

ZACC Investigates Dead Perrance Shiri’s Estate

The Zimbabwe Anti-Corruption Commission (Zacc) has launched an investigation into the alleged illegal sale of part of the late national hero and Lands and Agriculture minister Perrance Shiri’s estate.

3 Women Help Gang Rape 2 Victims

THREE women are suspected to have ganged up with two men and assisted them to rape two victims in separate incidents.

There have been incidents where we have had women being charged and convicted of rape,” said Mr Ncube. -Chronicle

LATE NIGHT VISIT: ZANU Thugs Arrive At Majongwe’s House Looking Enzo Ishall

By A Correspondent | Suspected ZANU PF thugs during the night have arrived at the home of the Progressive Teachers Union leader Raymond Majongwe demanding to see the singer Enzo Ishall.

Majongwe made the revelations Tuesday night saying everything was coinciding with a state media Herald newspaper article that accuses him of being a regime change agent.

Wrote Majongwe:

It’s sad we have gone back to the Mugabe terror tactics. All this intimidation is uncalled for. We are patriotic citizens hoping for nothing but the best for Zimbabwean teachers.

These unfortunate unfounded ludicrous hallucinations and baseless accusations must stop. Citizens hoping for nothing but the best for Zimbabwean teachers. These unfortunate unfounded ludicrous hallucinations and baseless accusations must stop.

Majongwe was responding to the below Herald article which says:

TEACHERS’ unions and other civil society organisations have been roped in to push the Western-funded regime change agenda in the country with handsome perks being given to the unions’ leadership. The illicit funding of teachers’ unions from countries like the United Kingdom and the United States has created a financial gulf between leaders and the people they purportedly represent.

At the centre of the latest regime change push against a democratically elected Zanu PF Government, are unions such as the Progressive Teachers Unions (PTUZ) and the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), with attempts being made to bring more unions on board.

Enzo Ishall

Last week, the British House of Lords exposed the extent covered in trying to create synergies between Trade Union Congress in the United Kingdom and local trade unions, as part of upsetting the status quo in Zimbabwe. Asked what the United Kingdom is doing to corner the Zanu PF Government, Minister of State, Foreign, Commonwealth and Development Office Mr Tariq Mahmood Ahmad said they are working closely with teachers’ unions in Zimbabwe.
“We certainly have been meeting in Harare with various unions, including teaching unions, most recently in September 2021 on salaries and the impact of Covid-19. Trade unions form an important part of civil society in any country, and we engage with them at all levels,” said Mr Ahmad as he exposed the UK’s hand in Zimbabwe’s internal political affairs. The insidious conspiracy to engage teachers by the Western countries is part of a broader plot to use local organisations as vehicles to push for regime change after failing to make headway with the fractured and often corruption-riddled opposition.

Apart from that, the civic society organisations are also being used as proxies for financing the same opposition which is prohibited under the Political Parties Finance Act from getting foreign funding. And ahead of the 2023 elections, more than US$5 million has been channelled towards the anti-Zimbabwe civic society organisations from the United States to run anti-Zanu PF campaigns, with organisations like Crisis Coalition and Zimbabwe Coalition for Debt and Development (Zimcodd), having already started their campaigns such as “The how far campaigns” to discredit the Government of the day. Frustrated by little headway in overthrowing a democratically elected Government, the British are now trying to coax the country’s neighbours to exert pressure on the Zanu PF-led administration.
“We are engaged very much with South Africa and, yes, it wants to see a progressive, inclusive Zimbabwe as part of the region and the wider world. Zimbabwe holds ambitions to join the Commonwealth as well. It is a collective effort. I do not think that one country alone can influence the progression and inclusiveness of democracy. It is therefore important that we, together with key partners, continue to play this role,” Mr Ahmad said.
On the other hand, the United States is funding NGOs to fight the Government through the courts of law. A US grant that will run for five years funded through the USAID will see NGOs being supported to influence the alignment of legislation with the Constitution and advance the implementation of key provisions through innovative and reinforcing advocacy action. The NGOs will also get funding for legal advocacy, litigation, and other strategies that seek to influence both the formal alignment of laws as well as the ongoing implementation of the Constitution.

Team Pachedu Slams Incompetent ZRP

Tinashe Sambiri|Police are deeply reluctant to arrest known Zanu PF hooligans who killed MDC Alliance member Nyasha Zhambe Mawere in Gutu District.

One Baster Mafio coordinated the Zanu PF hooligans who attacked Zhambe.

In a statement, Team Pachedu accused the police of failing to protect vulnerable citizens.

The late Nyasha Zhambe (MDC-A) was abducted and tortured by ZANU thugs led by Baster Mafio when Chamisa visited Gutu last month.

A police report was made (RRB45962/19), but the perpetrators were never arrested.

We do not have real police in Zimbabwe!

Facts About Omicron Variant
