Chiwenga Hunts Down Bedridden Ex-Wife

By Political Reporter- Vice President Constantino Chiwenga continues to press for the conviction of his bedridden ex-wife, Marry, by not withdrawing fraud and money laundering allegations against her. 

The case unfolded in a hospital where Marry has been admitted since January 11, 2024, with the proceedings observed from her hospital bed.

Unfortunately, news reporters were denied access to the hearing, but a High Court judge, Pisirayi Kwenda, arrived later to join the hearing, following Marry’s lawyer, Beatrice Mtetwa, and prosecutor Witness Mabhaudhi.

Mtetwa confirmed Marry’s serious illness, preventing her from standing trial, and stated that the matter had been postponed to February 14. 

The judge directed a government medical officer to prepare a medical report before the new hearing date.

Marry’s deteriorating health was emphasised by Mtetwa, who described her as constantly on heavy medication, with complications leading to a lack of blood circulation in both legs, similar to what happened to her amputated arm.

Fraud and Money Laundering Allegations:

Marry’s case, involving nearly US$1 million sent to China and South Africa in 2018, was moved to the High Court due to its complexity. 

Prosecutors allege that Marry used her drivers to transport $14,000 to China without proper procedures.

The accusations include instructing the managing director of her South African companies to create fake invoices for the purchase of goods, diverting funds to buy personal properties. 

Transactions involving CBZ and FNB accounts were flagged by the Zimbabwe Anti-Corruption Commission (ZACC), with seized properties by South African authorities.

Tshabangu In Desperate Bid To Save Harare Mayor, Six Others From Recall

By A Correspondent| Disgraced and self-styled Citizens Coalition for Change Secretary General Sengezo Tshabangu has reportedly countered the recall of Harare Mayor Jacob Mafume and six others by party leader Nelson Chamisa.

Tshabangu wrote to Local Government minister Winston Chitando instructing him to ignore Chamisa’s letter saying only his office had the mandate to effect recalls.

In his letter dated 16 January 2024, Tshabangu said he is the only CCC officer authorised to effect recalls and to communicate with public bodies.

He also indicated that a High Court provisional order interdicted him from effecting recalls pending the finalisation of the matter.

CCC challenged Tshabangu’s authority to recall legislators and councillors and the matter is still pending in court.

Tshabangu further advised Chitando to disregard the letters of recall until the pending matter is finalized.

The suspension, executed by District Development Coordinator Michael Mariga, a previously embattled officer with corruption allegations, lacks legal citation for the removal of the councillors .

Despite the absence of legal justification in the suspension notice, Mariga, backed by local authority security, forcibly removed the councilors from a full council meeting.

Brave Children Save Woman from Crocodile Attack

In a remarkable display of courage, two children, aged 12 and 9 from Domboshava’s Magaya Village, took swift action to rescue a woman ensnared by a 4-meter-long crocodile along the Mungezi River.

Victimisation Of CCC Officials Continues

In a situation raising concerns of harassment, four Chikomba RDC CCC councilors—Collen Zvarevashe, Amos Reza, Felix Zhakata, and Ishmael Maukazuva—face indefinite suspension after filing a civil case against the local authority in the High Court.

The suspension, executed by District Development Coordinator Michael Mariga, a previously embattled officer with corruption allegations, lacks legal citation for the removal of the councillors .

These councillors, aiming to challenge irregularities in council committee elections, assert that proper procedures were neglected.

Despite the absence of legal justification in the suspension notice, Mariga, backed by local authority security, forcibly removed the councilors from a full council meeting.

Mariga attributes the directive to the Mash East Provincial Development Coordinator and deflects all inquiries to him.

Mnangagwa Aide Speaks On Working With Tshabangu 

By Political Reporter- President Emerson Mnangagwa’s top aide and the Minister of State for Midlands Provincial Affairs, Owen Mudha Ncube has opened up on Zanu PF’s relationship with the Citizens Coalition for Change (CCC) rebel, Sengezo Tshabangu.

Addressing Zanu PF party supporters during a campaign rally in Mbizo, Kwekwe, at the weekend, Ncube praised Tshabangu for recalling CCC elected members:

CCC councillors were removed by CCC interim secretary-general Sengezo Tshabangu and not ZANU PF, the reason being that CCC leader Nelson Chamisa imposed his councillors.

This means there is no democracy in CCC. The opposition party is a one-man band, a party without a constitution, no ideology and no structures.

They are sell-outs just to impress Western countries — America and Britain.

Tshabangu has recalled dozens of the party’s MPs and councillors since the August 2023 general elections and is believed to be working with Zanu PF. 

Chamisa Councillors Fired For Challenging Dictatorship

By- Four CCC councillors in Chikomba have been suspended by the local District Development Coordinator (DCC), Michael Mariga, for filing a High Court application to declare all council committees null.

Collen Zvarevashe (Ward11), Amos Reza (Ward 10), Felix Zhakata (Ward 9) and Ishmael Maukazuva (Ward 12) were suspended during a full council meeting at council offices yesterday.

“This note serves to inform you that this office is in sync of a High court order following the suing of council by four councillors. In view of that order you are being advised to stop calling for any council business the following councillors, Reza Amos, Collen Zvarevashe, Ishmael Maukazuva and Zhakata Felix. Business for the above mentioned will only resume after court settlement,” reads the letter.

The four Citizens Coalition for Change (CCC) councillors approached the High Court in Harare seeking an order to nullify all council committees on the basis that they were imposed by the council chairperson Israel Dhikinya without elections being conducted.

“This application is an application for a decelerator in terms of Section 14 of the High Court Act (Chapter 7: 06). Precisely the applicants are seeking to have this court declare the appointment of council committees by the 2nd respondent (Dhikinya) ultra vires the standing rules of the Rural District Council and a nullity.

“On the 20th of September 2023 a council meeting was held whose agenda was to elect office bearers of different committees in the council …The 2nd respondent after the meeting went away to his office and unilaterally without the input of council members announced names of all the elected committee members,” reads part of the application seen by The Mirror.

The quartet initially approached Chivhu Magistrates Court but withdrew the application after agreeing to resolve the matter in a full council meeting with Zanu PF councillors and the Chief Executive Officer (CEO) Bullen Chiwara.

Top Judge Denies Mnangagwa Ally Bail

By- High Court Judge Justice Benjamin Chikowero has denied former Finance Deputy Minister Terrence Mukupe, his bail pending appeal following his imprisonment for fuel smuggling in February 2017.

Mukupe was among a group of four people jailed for three years after importing over 138 000 litres of diesel into Zimbabwe without paying duty.

The fraud involves misrepresenting the fuel as in transit through Zimbabwe to the Democratic Republic of Congo.

Mukupe said the High Court had misdirected itself on the facts and evidence.

He claimed the court grossly misdirected itself by basing on circumstantial evidence where the inference of guilt was not the only reasonable inference to be drawn from the facts and evidence.

However, Justice Benjamin Chikowero, dismissed the appeal saying the application was without substance.

The Judge noted that even though Mukupe did not import the diesel, he unlawfully and intentionally connived to import and dodged payment of duty.

“I consider that all the grounds of appeal are without substance. I do not think that there is any real prospect of the court finding differently.

“The court explained why Mukupe is caught in the ambit of being an importer and why it was satisfied that he imported the diesel in question.
“Further, it must always be borne in mind that even if the court had not found that he did not import the diesel, it still made a finding that he unlawfully and intentionally, therefore, assisted in or was an accessory to or connived in the importation of the diesel without payment of duty thereon,” ruled Justice Chikowero.
He said Mukupe’s conviction was not based on circumstantial evidence.
“It is for these reasons that I take the view that the first ground of appeal is frivolous.
“The second ground of appeal not only attacks findings of fact, some of which were based on an assessment of the credibility of all those who testified at the trial, but is erroneous.
“The conviction was not based solely on circumstantial evidence. It rested on a combination of direct evidence and circumstantial evidence. “Consequently, there is not and can be no substance in the second, being an incorrect ground of appeal.”
Justice Chikowero said that even if he could be confident Mukupe wouldn’t abscond, “everything else is against him”.
“He failed to tip the scales in his favour. The application for bail pending appeal against conviction and sentence be and is dismissed.”
Mukupe and drivers, Sam Kapisoriso, Joseph Taderera and Leonard Mudzuto were jailed in November last year following their conviction.

Mnangagwa Speaks On Missing Air Ambulances 

By Health Reporter- Presidential spokesperson George Charamba has said that Russian-made air ambulances the government received last year have no pilots.

President Emmerson Mnangagwa received the helicopters from the Russian State Corporation (Rostec) at Robert Gabriel Mugabe International Airport in Harare on 19 May 2023.

The Herald the following day said that the country would have received at least 32 helicopters from Rostec under a public-private sector partnership agreement before the end of 2023.

However, eight months down the line, the helicopters are still grounded because the country doesn’t have trained pilots and technicians to fly them.

Responding to one Peter Mupondi who had asked why the helicopters were not airlifting patients to hospitals from accident scenes during the festive season, President Emmerson Mnangagwa’s spokesman George Charamba, said:

Nobody Wants To Kill Tshabangu – CCC

The recent statement by Sengezo Tshabangu, alleging death threats from Honorable Amos Chibaya of the Citizens Coalition for Change (CCC), has been vehemently dismissed by CCC spokesperson Promise Mkwananzi.

In a statement released on Monday, Mkwananzi characterized Tshabangu’s accusations as “utter hogwash” and described the same as desperate and feeble efforts to undermine the citizens’ struggle.

Mkwananzi not only refuted the allegations but also emphasized the questionable motives behind Tshabangu’s claims.

He stated, “I have spoken to Honorable Chibaya and state unequivocally that he did not make any threats to Tshabangu or anybody.”

This robust denial seeks to quell any potential controversy surrounding the CCC and its representative, aiming to maintain the party’s integrity amid the upcoming February 3rd by-elections.

Tshabangu, in his public statement, portrayed the alleged threats as an attempt to intimidate him.

He asserted, “Yesterday I received some death threats from this young man Amos Chibaya.

I wish I could tell him that I’m a well-tried and tested politician who doesn’t fear anything whatsoever.”

Tshabangu’s response appears defiant, attempting to downplay the severity of the alleged threats and projecting resilience in the face of adversity.

Mkwananzi, however, dismissed Tshabangu’s narrative as part of a broader strategy to tarnish both the individual’s and the party’s image leading up to the crucial by-elections.

The CCC spokesperson urged the public to “disregard the falsehoods” and perceive them as nothing more than desperate attempts to create disarray within the political landscape.

ZLHR Jolts Parliament Into Action Over Complaints Commission

By A Correspondent| Parliament has called on members of the public to nominate suitable persons to be considered for appointment to serve as Commissioners on the Zimbabwe Independent Complaints Commission (ZICC), which will be tasked with probing complaints from aggrieved members of the public about misconduct on the part of members of the security services.

On Friday 12 January 2024, Parliament’s Committee on Standing Rules and Orders (CSRO) called on the public to nominate persons to serve as Commissioners of ZICC and set 31 January 2024 as the date when submission of nominations will close.

Among its functions, the ZICC will be tasked with investigating any complaints filed against delinquent members of the security services in the discharge or purported discharge of their duties and to inspect any facilities under the control of any security service, where persons are detained among other duties.

The move by Parliament to call for nominations for the appointment of ZICC Commissioners came after it was sued by Hon. Takudzwa Ngadziore, a legislator for the opposition Citizens Coalition for Change (CCC) political party, who on 5 December 2023 filed a constitutional application at the Constitutional Court, to consider the failure by Parliament to fulfil its constitutional obligations to facilitate the appointment of Commissioners to ZICC.

In the application, Hon. Ngadziore, who was represented by Kossam Ncube of Zimbabwe Lawyers for Human Rights (ZLHR), argued that Parliament failed to fulfill its constitutional obligations as enunciated in section 237(1)(a-e) of the Constitution in respect of the procedural steps it is mandated to implement in order to facilitate the process of appointment of members of ZICC by President Emmerson Mnangagwa.

The opposition legislator argued that Parliament had failed to protect the Constitution and promote democratic governance in Zimbabwe.

He asked the Constitutional Court to remedy Parliament’s constitutional failures by complying with and discharging its mandate as required of it in terms of the provisions of the Constitution and to in a period of two months, submit a list of nominees to be considered for appointment as Commissioners of ZICC by President Mnangagwa.

Hon. Ngadziore also asked the Constitutional Court to order President Mnangagwa to appoint members of ZICC within 10 days of submission of the list of nominees to him by Parliament.

In response to Hon. Ngadziore’s petition, Speaker of Parliament Hon. Jacob Mudenda, opposed the application arguing that Parliament had not failed to fulfill its constitutional obligations.

Hon. Mudenda argued that Parliament was seized with other pressing business, which required its immediate attention.

Hon. Mudenda also contended that Parliament’s business was disrupted in 2023 as it was an electoral year, which saw many petitions being filed against it related to electoral issues.

The matter is yet to be set down for hearing at the Constitutional Court.

Earlier on, ZLHR had in November 2023 given President Mnangagwa an ultimatum lasting up to 30 November 2023, to ensure that he complies with the provisions of the Constitution by appointing Commissioners of ZICC.

In a letter written to President Mnangagwa by Ncube on behalf of Nesbert Munyuki, a Harare resident, the human rights lawyer protested that President Mnangagwa had spent more than one year since the enactment of the Independent Complaints Commission Act in October 2022, without appointing ZICC Commissioners as required by section 6 of the Independent Complaints Commission Act.

This failure and the delay to appoint ZICC Commissioners, Ncube said, rendered the essence of the protection of members of the public as provided for in section 210 of the Constitution nugatory, as the complaints mechanism was compromised by the fact that President Mnangagwa’s Office had not fulfilled its statutory mandate of appointing Commissioners to deal with complaints filed against delinquent members of the security services.

Kwekwe Killer Back In Court On Assault Charges

A popular Kwekwe businessman who went on a rampage killing seven people in 2021, has once again been arraigned before the courts this time facing criminal insult and assault charges.

Thubelihle Kheshow (30) grabbed headlines when he brutally killed seven people, including infants in Redcliff three years ago.

Kheshow was however adjudged to be mentally ill when he committed the offence and was released in 2023.

The judge ruled that Kheshow could not be held legally responsible for murder as he was mentally ill at the time of committing the crime.

Justice Makonese, sitting at the Gweru High Court Circuit, returned a special verdict of not guilty to murder charges because of insanity in terms of the Mental Health Act.

Kheshow is however back in court after he reportedly assaulted a man and forced him to perform sexual acts at knife point.

Kwekwe Magistrate Ms Mildred Matuvi remanded him in custody to 18 January and ordered that he be mentally examined.

Prosecuting Mr Munodawafa Njovo told the court that on 10 January 2024, at around 10 AM, Kheshow called the complainant (name withheld) to his house under the pretext that he wanted to discuss s business with him.

“As the complainant arrived at the accused’s house, the accused locked the door with the complainant inside the house. He forced the complainant to remove all his clothes while threatening him with a knife,” the court heard.

Kheshow reportedly assaulted the complainant with a kitchen knife at the back of the head and he sustained a deep cut on the head.

He reportedly forced him to perform sexual moves and play with his male organ as he recorded the abuse with his mobile phone.

The complainant was later released and he reported the matter to the police leading to his subsequent arrest.

Night Clubs, Bars Struggle To Cope With Competition From Illegal Alcohol Sellers

Illegal alcohol sellers that have sprouted across the city are crippling the business of registered nightclubs and bars while Government has set high standards of operation to bring sanity to the distribution, trends, and patterns in the industry.

Popularly referred to as dollar deals, the illegal players are mostly selling their liquor from their cars, and backyard shops.

According to nightclub, bar and bottle store owners, the trend has diminished trends of patronage at popular leisure centres that are supposed to meet a set of 26 standard requirements to be licensed to operate.

Some clubs, however, are complying with the standards.

Brand management consultant for Famous Brands Group, which runs Cosmopolitan VIP Club and Crystal Night Club, Mr Ntando Ndlovu said they were making efforts to meet Government required standards although most of their establishments complied.

“Firstly, our hospitality group has two establishments operating using a night club licence currently under scrutiny and that is Cosmopolitan VIP Club and Crystal Night Club. Crystal Night Club, which is situated in the city centre is fully insulated and meets the standards,” he said.

“Cosmopolitan VIP Club is also not in a residential area but stands at 65 percent in terms of insulation and further measures will be taken bearing in mind these new measures.”

Mr Ndlovu said Government standards presented a challenge to those that have been operating under the radar, while for their establishments it meant minor adjustments needed attention.

He noted that the Liquor Licensing Board will have to give existing establishments flexible time to make the changes without interrupting regular service and business.

Mr Ndlovu said as clubs and bars, the city’s leisure runners needed to establish an association to enable them to speak with one voice.

“There is no association that I am aware of specifically for bars and clubs, but I think the industry needs it as soon as possible,” he said.

Another nightclub owner who requested anonymity said they have been failing to meet the standards since Covid-19, which crippled their business. “After Covid-19 no one came back to the bars. People prefer to drink from their homes or places where they can hang out. They are at every corner and nothing is being done to reprimand them,” he said.

“The standards that have been set by the Government will cripple us further. We are starting to build again and now we have to contend with these challenging conditions.”

He said for now it will be a mammoth task for them to meet some of these standards.

Mr Ngoni Mangoro who also runs an establishment in the city concurred with the idea of establishing an association.

“We did have an association during Covid-19 but it ceased to exist thereafter. We need to meet as club and bar owners and set up an association,” he said.

Government last year set new guidelines for the licensing of nightclubs which include that buildings should be fully soundproof so that operations do not affect residential homes.

The Local Government and Public Works Ministry set out the new guidelines ahead of the renewal of licences for nightclubs in the 2024/25 year.

The set of stringent rules will prevent alcohol traders whose establishments have a history of complaints from the public, a record of police fines or inadequate hygiene standards from having their operating licences renewed.

The new regulations, which are part of the Government’s broader efforts to fight drug and substance abuse, seek to address public safety concerns and curb the proliferation of illegal alcohol outlets.

The move is also in response to rising concerns over the increasing number of bars operating in unsanitary environments and contributing to public disturbances.

According to the rules, liquor retailers will not enjoy automatic (license) renewal for the year 2024 if their operations pose a threat to hibernation and public safety.

The licences are issued by the Liquor Licensing Board.

In a statement, the Local Government and Public Works Ministry said a nightclub should have a minimum total floor area of at least 40m2.

“Artist performance stage is allowable only to those establishments approved for live performances. The building must be fully soundproofed for all establishments within residential areas. Entrance to have double doors of a minimum width of 1,4m (opening outwards). Air conditioning or forced draught ventilation to be operational to ensure adequate air changes,” reads the new regulations.

Illuminated fire escape signs should be displayed at all times when the public is admitted to the building.

The ministry said a minimum of two water closets for each sex and at least three urinal bowels or three- meter-long urinals must be provided.

“Adequate storage for liquor stocks and empties must be at least 10 square meters in size or may be outside the premises in some form of enclosure which must be roofed. The provision of a bar is permitted and where this is established a liquor server may not be necessary,” read the statement.

“Where a bar as such is not permitted, a server for the dispensing of liquor by waiter service through a hatchway shall be provided. Where the bar wash-up is not an integral part of the bar, a wash hand basin with a tiled splash-back and piped water must be provided.”

The ministry said the countertop and the shelves for the storage of glasses should have a smooth impervious finish.

Metal receptacles for bottle tops and metal trays to reduce spillage should be provided behind the counter.

There should be adequate fire-fighting appliances, in general accordance with the Local Authority’s requirements, to be installed and maintained in good working order.

“Adequate fire-escape facilities, indicated by prominent notices to be provided and maintained in safe order. All to meet the local authority’s requirements. Insurance Adequate insurance to be forced against legal liability for loss or damage to guests’ property; and injury, accident or illness caused to persons not in the employ of the establishment,” read the statement.

Mayor Jacob Mafume, the outspoken voice of Harare’s discontent, bemoans the meager US$2 million that trickles back to the city, constituting a paltry 3% of the colossal sum amassed from motorists’ pockets.

Mafume insists that the existing funding model is not only flawed but actively working against the city’s interests.

In a statement Monday, ZBC said the 53-year-old
Murombedzi died at the Suburban Hospital in Harare on Monday afternoon.

RBZ Launches Inquiry On Kreamorn Investments Following Allegations of Auction Misconduct and Fraud

By A Correspondent| The Reserve Bank of Zimbabwe has launched an inquiry into Kreamorn Investments (Private) Limited, following gross allegations of misconduct.

The investigation was prompted by a complaint from Mr. Tendai Mashamhanda.

In a letter dated 7 December 2023, the Reserve Bank raised concerns over a payment of US$270,000 made by Kreamorn Investments to the High Court Sheriff bank account on 24 October 2018 for and on behalf of Kingstone Hamutendi Munyawarara and Bariadie Investments Private Limited.

The complaint alleges serious violations, accusing Kreamorn Investments of contravening sections 30(2) and 23(1)(c) of the legal framework governing the sale of immovable property through public auction. Additionally, there are claims that the company engaged in fraudulent transactions, producing falsified bank statements and deposit slips for non-existent deposits, in disregard of section 19 of the Microfinance Act.

The Managing Director of Kreamorn Investments, as addressed in the letter, has been given a seven-day ultimatum to respond to these allegations. The letter emphasizes the need for the company to provide documentary evidence to support its position.

Commenting on the unfolding investigation, Mr. Mashamhanda expressed his concerns, stating, “The allegations against Kreamorn Investments raise serious questions about the integrity of the auction process and the adherence to established financial regulations. The public deserves transparency and accountability in such matters.”

While some tuckshops are selling bread at the elevated price of US$1.20, traders in high-density suburbs are pricing it at US$1.10.

Grain Millers Association of Zimbabwe (GMAZ) Chairman Tafadzwa Musarara denies a hike in wheat prices, directing inquiries to the National Bakers’ Association of Zimbabwe (NBAZ).

NBAZ president Dennis Zinyama attributes the price surge to the introduction of new taxes by the Treasury.

He explains that the shift in bread’s taxable status from zero-rated to exempt supply means manufacturers can no longer claim input tax on production and distribution costs.

A US Womens Rights Director in Oct broke silence to call out the disgruntled barrister and former Harare East MP, over his accusations that his colleagues in the CCC party crashed his political career earlier this year.

Writing on Twitter, the outspoken Comfort Dondo said Biti created his own mess from scratch at a time when he could have saved the entire nation from the ZANU PF engineered collapse.

She said Biti had more than capacity to get Emmerson Mnangagwa banned for life from SADC, AU, and UN meetings, and after helping salvage the dictator’s career, it is him (Biti) who’s now been blocked by his own ‘baby,’ ED.

She spoke of how Biti even sabotaged her own attempts at stopping the ongoing abductions happening in Zimbabwe, and the winning legislator, Allan Markham, who Biti has accused of rigging even tried to help him (Biti) execute the Messaiahnic-role back in Sept 2022.

I spent nearly 2 weeks blowing 7K in Zambia waiting for you to turn up but you dodged even returning phonecalls.

I sat down for 2 hours with
Biti’s Zambian lawyer, who confirmed to me that he (Biti) and colleagues can obtain a Zambia Court UN level verdict that can before end of 2022 get ED de-registered at UN, SADC, and AU institutions over the coup he did between 1st and 9th Aug 2018. This is so since there is clear broadcast evidence that ED overthrew an elected govt at its inception on 1st to 9th Aug 2018, and the crime happened in 2 cities, Harare and Lusaka *culminating in the deportation of Biti. A record of events in Zambia shows with pristine clarity that it was a crime against humanity and part and parcel of Mnangagwa’s coup. There is thus more evidence of an insurrection in 2018 than there is for the 2017 coup, which needs to be cured, or at least announced for what it was/is. Without this UN level announcement, it would be difficult to enter the 2023 polls with changes of winning anything.

Biti looked away from this amazing opportunity.

Fast forwards to March 2023, Biti was phoned multiple times being warned that a ZANU PF businessman he is at loggerheads with has ordered the Justice Ministry to ensure that he fails to contest the 2023 elections. The instructions were very clear, but Biti who could have discouraged that plan did not care to return phonecalls.

How he now seems to blame his CCC colleagues for his failure to contest is just baffling.

Biti could have gotten ED blocked from attending SADC meetings at the earliest opportunity and in 2022, the Senior Zambian diplomat and Mnangagwa childhood friend, Ambassador Vernon Mwaanga emphasises of this: ” A firm commitment to democracy and to the holding of free and fair elections both the African Union and sad C have got very specific provisions to the protocols demanding that all member States should hold free and credible elections, whose outcome should represent the will of the people ….. The will of the people not the will of the leaders but the will of the people, because the people are the centre of democracy, so it has to be understood that as we move forward as a country and as the continent, that we must respect the wishes of the people by not interfering with elections, and by not interfering with people who are actually going to take part in voting the leaders of their choice.

“This is extremely important, unless members of SADC and the AU adhere to these provisions of the OAU; the AU, and SADC are committed to which we are all committed as member states because we approved those provisions, and it’s important that we should not just approve, we should always make sure that the will of the people is respected. “

Ambassador Mwaanga said under normal circumstances, someone like Emmerson Mnangagwa, whose administration recently banned a film that exposes his 2018 coup, should not be allowed into SADC meetings.

Mabvuku Man In Court For Attempted Extortion

By A Correspondent| The Zimbabwe Human Rights NGO Forum is representing a Mabvuku councillor, Alexio Nyakudya who is accused of attempted extortion.

The complainant, Patrick Chiremba, alleges that Nyakudya refused to allow the Mabvuku District Office to close off a ditch in Ward 21 of Mabvuku constituency, demanding that they withdraw criminal charges against former Mabvuku MP Munyaradzi Kufahakutizwi first.

Nyakudya denies the charges because they are calculated to victimise him on account of his political affiliations.

He was formerly charged with abuse of office which was changed to attempted extortion.

He appeared before Harare magistrate Ntombizodwa Sibanda who granted him free bail.

He is set to appear again in court on 11 March 2024 for trial.

Mthuli Ncube Sabotages Rwodzi’s Domestic Tourism Initiatives

This follows the recent toll fees hike which Rwodzi feels have affected domestic tourism.

Despite protests from motorists, the government implemented a 100% increase in toll fees earlier this month, leaving citizens and industry players disgruntled.

Rwodzi, acknowledging the negative repercussions, expressed her concerns during a media briefing last Friday.

She lamented that the toll fees hike acts as a significant deterrent for Zimbabweans who frequently embark on road trips for recreation.

Rwodzi disclosed that she attempted to negotiate with the Transport Ministry to lower the toll fees, but her efforts were in vain.

“We were not in support of the move. However, we negotiated for the fees to be reduced,” she stated, emphasizing the toll fees’ potential impact on domestic tourism.

She highlighted the burden on motorists, especially those traveling on key routes such as Harare to Victoria Falls, where multiple tollgates could accumulate a substantial cost.

The toll fees for prime roads, including Harare-Beitbridge and Plumtree-Mutare highways, have surged for various vehicle categories.

Light motor vehicles now pay US$4, up from US$2, while minibuses, buses, heavy vehicles, and haulage trucks face similar increments.

Rwodzi underscored the urgent need for the rehabilitation of the deteriorating Bulawayo-Victoria Falls Highway, expressing hope that improved road infrastructure would enhance accessibility and, consequently, benefit the tourism industry.

Renowned journalist Ezra Tshisa Sibanda has strongly criticized Plawn Motors, questioning the motivations behind their language requirements for the messenger position.

Mnangagwa’s Flagship Project Faces Scandal as Ministry Directors Face Anti-Graft Investigators

By A Correspondent| In a shocking revelation that threatens to expose widespread corruption within President Emmerson Mnangagwa’s administration, several directors at the Ministry of Transport are now under investigation by anti-graft authorities.

The Zimbabwe Independent can exclusively disclose that whistleblowers have leaked explosive details connecting these directors to the misappropriation of funds intended to compensate owners of companies and houses affected by the Mbudzi Interchange project in Harare.

The ongoing probe by the Zimbabwe Anti-Corruption Commission (ZACC) is expected to extend beyond the Ministry of Transport, potentially uncovering serious governance deficiencies within the government.

Last year, looters forced the Treasury to halt payments to contractors, a move that disrupted the Emergency Road Rehabilitation Programme (ERRP) touted by Mnangagwa as a key success of his administration.

Insiders suggest that high-ranking officials in the Ministry of Local Government and Public Works, as well as executives at two prominent real estate agencies involved in property valuations for the affected areas, may also come under scrutiny.

The extent of the fraud, reportedly involving manipulated figures to inflate property values, remains unclear. However, sources claim that the ill-gotten gains were shared between property owners and corrupt officials.

Last year’s estimated payout of up to US$35 million to around 130 affected companies and residential properties for relocation and restarting elsewhere now appears dubious.

Allegedly, a significant portion of the funds, around US$12 million, might have been siphoned off by corrupt individuals and businesses by the end of 2023, though the accuracy of these figures remains unverified.

Despite numerous attempts to seek clarification, Transport and Infrastructural Development Minister Felix Mhona has yet to respond to inquiries regarding these allegations.

The Mbudzi Interchange project, a US$88 million endeavor crucial to southern Africa’s transportation corridors, has become a symbol of Mnangagwa’s ERRP.

However, the joint venture executing the project, called Tefoma, now faces scrutiny as accusations of corruption threaten to derail its progress.

Masimba Holdings, Fossil, and Tensor, the firms involved in the consortium, secured the deal in 2021, intending to finance the project through a vendor financing model with a loan from Fossil.

The investigation comes at a critical juncture for the government, as Mnangagwa’s flagship ERRP faces setbacks and delays.

Contractors, facing cash flow problems, had threatened to pull out after accumulating an estimated ‘US$150 million’ in unpaid invoices.

The use of applications, technology and data analytics can play a significant role in public safety globally. The potential of data to improve public safety is multifaceted, and an exciting reality of what is available already, as well as what is to come. Locally, the potential is endless, yet compared to many international markets, very few of the opportunities available are being applied.

While South Africa may not be as advanced as many global counterparts when it comes to data-driven safety, there are projects that illustrate just what an impact this technology can have on society. During the pandemic we have seen a collaboration between technology solutions providers and telecommunications companies; enormous amounts of data were collected and used to identify pandemic hotspots, impacting the allocation of scarce medical and policing resources and potentially saving many lives.

Undoubtedly, the transformative influence of technology in public safety has seen a noteworthy partnership. Altron Systems Integration embarked on a proof of concept with the South African Police Service to look at the feasibility of using advanced image recognition tools and surveillance technology. The intention is to use cameras placed around different cities are able to use highly scalable, deep learning technology to identify objects, people, text, scenes, and activities in both images and videos, as well as detect any inappropriate content, far beyond only identifying facial features.

What this means is that the data collected could detect if someone is wearing glasses or even holding a weapon, with this new technology taking the use of image recognition to a whole new level, keeping our communities safer and making our cities smarter.

Balancing the innovation, privacy, ethics, and cybersecurity aspects of any data-driven technology is crucial, with the protection of personal information being non-negotiable.
Access control and compliance are key. All data can only be accessed when there is an investigation and police clearance will be required to access this data.

Additional access controls across the board include POPIA locally, and GDPR compliance for some of Altron’s UK-based clients, as well as the use of local partners to ensure that all data is kept in the country.

Particularly in a South African context, the responsible use of data analytics and predictive modelling, linking platforms to build profiles and identify trends in order to utilise the limited resources that we have more effectively, is where the magic lies.

From a crime prevention perspective, law enforcement and emergency services have the potential to access vast amounts of data to anticipate and prevent crimes or accidents, pinpoint trouble hotspots and allocate resources, thereby deterring incidents before they happen. This is where the analysing and management of data really is and will continue to build a smarter and safer society.

By Promise Mkhwananzi| Our candidates and our supporters are urged to remain focused on the campaign and preparing to vote in the upcoming by-elections to retain our elected representatives while our lawyers address this issue.

Our legal teams have advised that this matter is already before the Supreme court on an appeal basis following the initial barring of our candidates on the 9th of December 2023.

It is their considered view that the high court, to which this ill-fated appeal was lodged, being a lower court, must defer this matter to the superior court, which is the Supreme Court which is in the process of determing the matter anyway. So this appeal is not urgent and must and will be thrown away.

It must be noted that Tshabangu was barred from making any further recalls until the matter is finalised in another separate appeal before the Supreme court. What this means is that Tshabangu is unable to make any further recalls until the determination of that matter.

But because Tshabangu and his accomplices do not have any authority over the party or it’s deployees other than the threat of recalls, Tshabangu has no choice but to keep threatening party deployees with recalls in order to threaten and force them to comply with his criminal instructions, which explains even this attempt to bar @CCCZimbabwe
from contesting.

It is sad to note that @ZANUPF_Official
does not respect the will of the people and the outcome of the elections even going by their cooked figures of August 23, 2023.

Zimbabwe must put itself in positive light by being seen to be promoting rather than stiffling democratic competition. The barring of @CCCZimbabwe is a further dent on the regime’s image which already suffered immensely from the disputed outcome of the general elections roundly condemned by all observers.

The attempt to bar our candidates is further vindication that Zimbabwean authorities and @ZECzim are not interested or capable of allowing a free and fair election to take place.

Barring two or three MPs and a couple of councillors shows the extent they would have gone in August 2023 to ensure that President Nelson Chamisa’s victory was reversed.

Our lawyers are siezed with this matter and are confident that it will be thrown away as it should because it’s already before a superior court.

We are also engaged on this matter politically to ensure that we continue to defend the rights of Zimbabweans to contest elections and choose leaders of their choice. The right to vote and to be voted for was one of the primary reason of the liberation struggle. We will continue to fight for and to defend this inalienable right.

UNICEF Urges Continued Action, As Zim Scores Major Victory

Harare, Zimbabwe – In a major victory for child protection, Zimbabwe has raised the age of consent for sexual relations to 18 years, criminalizing sexual intercourse between adults and children. The move, lauded by UNICEF, is seen as a crucial step towards curbing the alarmingly high rates of child sexual abuse in the country.

“This new law marks a significant turning point in protecting Zimbabwe’s children,” said UNICEF.

“By criminalizing sex with minors, we send a clear message that such abuse is unacceptable and will not be tolerated.”

The urgency of this legislation is underscored by the stark reality: over a third of girls in Zimbabwe experience sexual violence before they turn 18, often at the hands of intimate partners.

The consequences of this abuse are far-reaching, impacting victims both physically and psychologically, disrupting their education, triggering mental health issues, and jeopardizing their future prospects.

Early pregnancies, often a result of sexual violence, can trap girls in child marriages and force them to drop out of school, curtailing their potential.

While applauding the new law, UNICEF emphasizes the need for continued efforts beyond legal frameworks. “Prevention and support programs are critical,” emphasizes UNICEF.

“We must invest in awareness campaigns, equip communities to become proactive, and ensure comprehensive support services for survivors.”

Internal Feud Erupts Over Leadership of Zimbabwe’s War Veterans

By A Correspondent| Zimbabwe’s National Liberation War Veterans Association (ZNLWVA) is embroiled in a bitter internal dispute, with two rival factions claiming rightful leadership.

On one side stands Christopher Mutsvangwa, a former chairman and influential government official. On the other, a newly elected executive led by Andreas Ethan Mathibela.

The recent statement by Mutsvangwa announcing upcoming elections for the ZNLWVA leadership has ignited the conflict. Edward Dube, Mathibela’s purported Secretary-General, refutes Mutsvangwa’s authority, declaring him ineligible to act since his term expired in 2019.

Dube further asserts the legitimacy of the newly elected executive and dismisses Mutsvangwa’s pronouncements as “invalid and without legal effect.”

This power struggle goes beyond internal squabbles.

Underlying the friction are questions of political influence and the ZNLWVA’s role in Zimbabwe’s wider landscape.

Moffat Elias Marashwa, a war veterans leader aligned with Mutsvangwa, suggests he wields authority delegated by President Mnangagwa, implying the faction enjoys government backing.

He accuses the Mathibela-Dube camp of working with the opposition, adding another layer of intrigue to the conflict.

This internal rift throws the ZNLWVA’s future into uncertainty.

Zimbabwe Is Failing To Supply Safe Water; Symptomatic Of Failed State

By A Correspondent| Zimbabwe is a failed state and the country’s failure to provide basic services such as clean water, in this day and age, is symptomatic of a failed state.

“Half of the boreholes in Harare’s western and northern districts are contaminated with human waste and could be potentially unsafe sources of drinking water,” reported Bulawayo 24.

“Water samples from boreholes in these areas, heavily relied upon by residents due to erratic municipal water supply, showed traces of sewer and E. coli bacteria, capable of causing water-borne diseases like typhoid and cholera.

“The discovery comes at a time when Harare was grappling with a raging cholera outbreak directly linked to water shortages.

“Harare City Council is presently supplying around 300 megalitres of potable water a day to the city against a demand of 1 200 megalitres.”

By failing to hold free and fair elections in August 2023 Zimbabwe confirmed the country was a pariah state, a failed state incapable of self governing. One of the many signs of a failed state is economic collapse and failure to provide basic needs such as clean water and sewage services. 

Zimbabwe has not become a failed state with collapse basic service overnight, the last five or ten years; we have been down this disastrous path ever since the country gained her independence in 1980. Zimbabwe has failed to hold free and fair elections these last 44 years and thus depriving ourselves the benefit of good governance. 

For free, fair and credible elections are more than just a basic human right, they are are the essence of good governance. Zanu PF has blatantly rigged elections starting with the 1980 elections and 43 years of this corrupt, incompetent and tyrannical Zanu PF misrule has left the country in economic ruin and political paralysis. 

The country’s de facto one-party dictatorship has stifled debate and all meaningful democratic discourse driving out all quality men and women out of politics. And hence the reason there are no quality leaders in the ruling party, Zanu PF, nor in the multitude of opposition parties, 130 of them at the last count.

Zanu PF thugs wanted absolute power and they did not hesitate to betray the “One man, one vote!” promise. It took the nation nearly 20 years for the penny to drop, for the people to realise Zanu PF would never hold free, fair and credible elections and give them a meaningful say in the governance of the country.

So if the nation was to end Zanu PF misrule, the nation must implement the democratic reforms necessary to stop Zanu PF rigging elections. There is nothing to make me believe Nelson Chamisa and his CCC friends are going to implement any reforms to ensure 2028 elections are finally free and fair; if they failed to do so during the GNU when they had the trump cards, it is naive to believe they will do so now when Zanu PF hold all the trump cards.

The fight for reforms and stopping Zanu PF rigging the 2028 elections starts with the national realisation that MDC/CCC leaders had the golden opportunity to implement the democratic reforms these last 23 years, especially during the GNU. They have failed to implement even one token reform because they are corrupt and incompetent.

Like it or not, MDC/CCC leaders will never implement the reforms and deliver free, fair and credible elections. We need competent opposition leaders who will implement the reforms or we are stuck with the Zanu PF dictatorship, the failed state and all that entails!

Why did it take Zimbabweans 20 years to risk all and demand democratic changes designed to stop Zanu PF thugs rigging elections? Why has it taken 23 years and counting for the people to realise MDC/CCC leaders are corrupt and incompetent, they will never ever implement any reform?

The ordinary people did not appreciate the importance of “One man, one vote!” in the 1980s no more than they appreciate the importance of democratic reforms now as a basis for good governance. The demand for “Democratic change!” has fallen into everyday usage although many Zimbabweans out there cannot even name one democratic change!

Indeed, the CCC members are now given to calling Nelson Chamisa “Change Champion in Chief!” Change Champion indeed, when MDC/CCC cannot name even one token democratic change they brought in 23 years!

If the povo do not understand what the reforms are about, it is no surprise they have no clue the primary purpose of the GNU was to implement reforms much less that MDC/CCC sold out by failing to implement even one reform. It is little wonder that even after 23 years, including 5 in the GNU, most Zimbabweans still continue to trust CCC leaders to deliver reforms and end the Zanu PF dictatorship.

Zimbabwe is a failed state because we are stuck with the vote rigging Zanu PF thugs, in the first instance. Tshabangu, who Zanu PF is using in this project, expressed this confidence on his social media platforms Friday after filing an urgent High Court application seeking to block the Nelson Chamisa anointed candidates.

“Yesterday (Friday) I successfully filed an urgent application to the High Court of Zimbabwe seeking to stop the participation of those stubborn 23 candidates from contesting in the upcoming February 3 elections under the CCC banner; they should learn from History as it has no blank pages”.

The 23 CCC candidates successfully filed their nomination papers at the Nomination Court on 18 December 2023.

This was despite the fact that a previous High Court order had barred fellow party members from contesting under the party name on the basis that they had ceased to be party members ahead of the 09 December 2023 by-elections.

In his application, through his legal representative, Nqobani Sithole of Ncube Attorneys, Tshabangu, who claims to be the CCC Interim Secretary General, cited the 23 members and the Zimbabwe Electoral Commission (ZEC) as respondents.

Tshabangu argued that the recalled candidates are no longer CCC members hence should not contest under the party name. Part of the application reads:

The application is made on the grounds that: On the 18th of December 2023, the Nomination Court sat consequent upon promulgation of the date for by-elections set down on the 3rd of February 2024.

First to twenty-third respondents submitted their nomination papers before the Nomination Court to be accepted as candidates in the by-election as “members” of a political party called Citizens Coalition for Change (CCC party.

This was despite the fact that in a prior and extant judgment, they had been found by this court to have ceased to be members of that party. The Nomination Court accepted the nomination papers.

The decision of the Nomination Court is unlawful in that it is contrary to an extant judgment of the High Court and was at any rate procured through an apparent act of defiance of that judgment.

The application seeks the court to set aside the Nomination Court’s decision to accept the 23 members’ nomination papers.

Unlike at the sitting of the nomination court for the 09 December by-elections, some recalled CCC members filed their papers as independent candidates for the 03 February by-elections to avoid being disqualified.

The makeshift “open field hospital” located at Mapanza, near Mukwasine Estates, highlights the dire state of healthcare in one of Zimbabwe’s most underdeveloped districts.

Commentators expressed dismay at the lack of dignity afforded to patients, questioning why a resource-rich country like Zimbabwe resorts to such conditions.

Presidential spokesperson George Charamba, responding on his social media account, seemed to dismiss critics, emphasising that the government provided medicines and covers health workers’ salaries. Charamba’s post read:
“By the way, who bought the life-saving saline fluid? Who employed and meets the salaries of the hard-working staff? The vehicle which ferried them to the affected areas? Kumeso kwenyu mese!”

In another post, Charamba targeted the opposition Citizens Coalition for Change (CCC), which dominates urban councils, accusing them of taking money from residents without providing basic services like garbage collection.

He attributed Chiredzi’s underdevelopment to the colonial government, replaced 44 years ago by the ZANU PF government.

According to state media reports, “Half of the boreholes in Harare’s western and northern districts are contaminated with human waste, presenting a dangerous health hazard.” With an unreliable municipal water supply, these boreholes, now shown to be rife with sewer contamination and E. coli bacteria, have become risky sources of water, heightening the threat of diseases like typhoid and cholera.

The issue is compounded by the Harare City Council’s failure to meet the city’s water demand, providing only 300 megalitres against a requirement of 1,200 megalitres. This deficiency has significantly contributed to the severe cholera outbreak plaguing the city.

This governance failure is glaringly apparent in the communal lands of Chiweshe, 100km north of Harare. The village of Dambo has recently become the epicenter of a cholera outbreak, directly linked to the contaminated water and inadequate health infrastructure. Despite Chiweshe’s agricultural richness and favorable climatic conditions, the village has fallen victim to this widespread epidemic.

The villagers’ traditional and cultural practices, like large gatherings to mourn the deceased, have inadvertently facilitated the spread of cholera. In Dambo village, mourners attended a funeral without following health guidelines for cholera-related deaths, further exacerbating the situation.

The story of Ward 13 councilor Edward Mutyavaviri, who narrowly survived cholera, highlights the outbreak’s severity and the initial community disbelief. The swift intervention by the Ministry of Health and Child Care in Mazowe District and aid from the Taiwan organization Tzu Chi Zimbabwe have been critical in managing the outbreak. However, these measures are temporary solutions to a broader systemic problem.

Sithule Tshuma: Qoki $25million ZIMRA Tax Evasion

The accusations suggest that Sithule, in collaboration with her lawyer Zibusiso Charles Ncube, manipulated land prices to artificially lower tax liabilities beginning with those of Douglasdale 1 and 2 farms.

Reports from Qoki women interviewed by ZIMRA recently state that they were directed by Sithule and Zibusiso to falsify figures. One interviewee disclosed, “We paid nearly $10,000 for a 700sqm plot, but Sithule Tshuma advised us to disclose only $3,800.” This raises concerns about the transparency and legality of these financial maneuvers.

The impacted women express apprehension about potential consequences for their properties in the context of tax evasion, emphasizing the need for clarity on the legality of such practices and hoping their compliance with Sithule’s directives will not jeopardize their future standing.

Reportedly, on almost all 38 projects, Zibusiso Charles Ncube pocketed a minimum of $30,000 from each project, noting that he represented both buyer and seller in most projects. These individuals, wielding minimal power and adopting less visible methods, have been the true agents of change. This pattern can be traced back to the Pioneer Column of settlers in the 1890s, who employed subterfuge rather than overt protests or organized movements to gain control.

Government Composition: The Legacy of the Liberation Struggle

A surprising reality is that many of the core participants in Zimbabwe’s liberation struggle are not part of the current government. Instead, the government has been infiltrated and shaped by individuals appointed by the Rhodesia Special Branch to undermine the efforts of the genuine liberation soldiers.

The Power of the Marginalized.

The real power in Zimbabwe, it seems, lies with the poorest and most disorderly individuals who operate independently, without formal organization or announcement. A case in point is Emmerson Mnangagwa, who rose from obscurity, avoiding traditional forms of protest and demonstration, to achieve a position of significant influence.

Mnangagwa’s journey is illustrative of the unconventional paths to power in Zimbabwe. Despite being dismissed and even ridiculed by his own family, he was chosen by the Rhodesia Special Branch for his roughness and seeming insignificance. His involvement in controversial acts and subsequent exile eventually led him to significant positions of power, influencing key figures and events in Zimbabwe’s political history.

#### Understanding Power Transfer in Zimbabwe.

The transfer of power in Zimbabwe does not conform to the conventional patterns observed in democratic societies. It is not tied to election cycles or visible political movements. Instead, as demonstrated in the “State Power Now” programs initiated in March 2021, power can shift unexpectedly and rapidly, often influenced by external or seemingly insignificant actors.

#### Tendai Biti is one person who a few months ago possessed power to remove Mnangagwa in one day, but he got sucked into his petty angers.

A US Womens Rights Director in Oct broke silence to call out the disgruntled barrister and former Harare East MP, over his accusations that his colleagues in the CCC party crashed his political career earlier this year.

Writing on Twitter, the outspoken Comfort Dondo said Biti created his own mess from scratch at a time when he could have saved the entire nation from the ZANU PF engineered collapse.

She said Biti had more than capacity to get Emmerson Mnangagwa banned for life from SADC, AU, and UN meetings, and after helping salvage the dictator’s career, it is him (Biti) who’s now been blocked by his own ‘baby,’ ED.

She spoke of how Biti even sabotaged her own attempts at stopping the ongoing abductions happening in Zimbabwe, and the winning legislator, Allan Markham, who Biti has accused of rigging even tried to help him (Biti) execute the Messaiahnic-role back in Sept 2022.

13 months later, now in Sept 2022, I was part of a mission spearheading a facilitation for Biti to launch his case, in a an attempt to beat time and do everything before the 2023 elections.

I spent nearly 2 weeks blowing 7K in Zambia waiting for you to turn up but you dodged even returning phonecalls.

I sat down for 2 hours with
Biti’s Zambian lawyer, who confirmed to me that he (Biti) and colleagues can obtain a Zambia Court UN level verdict that can before end of 2022 get ED de-registered at UN, SADC, and AU institutions over the coup he did between 1st and 9th Aug 2018. This is so since there is clear broadcast evidence that ED overthrew an elected govt at its inception on 1st to 9th Aug 2018, and the crime happened in 2 cities, Harare and Lusaka *culminating in the deportation of Biti. A record of events in Zambia shows with pristine clarity that it was a crime against humanity and part and parcel of Mnangagwa’s coup. There is thus more evidence of an insurrection in 2018 than there is for the 2017 coup, which needs to be cured, or at least announced for what it was/is. Without this UN level announcement, it would be difficult to enter the 2023 polls with changes of winning anything.

Biti looked away from this amazing opportunity.

Fast forwards to March 2023, Biti was phoned multiple times being warned that a ZANU PF businessman he is at loggerheads with has ordered the Justice Ministry to ensure that he fails to contest the 2023 elections. The instructions were very clear, but Biti who could have discouraged that plan did not care to return phonecalls.

How he now seems to blame his CCC colleagues for his failure to contest is just baffling.

Biti could have gotten ED blocked from attending SADC meetings at the earliest opportunity and in 2022, the Senior Zambian diplomat and Mnangagwa childhood friend, Ambassador Vernon Mwaanga emphasises of this: ” A firm commitment to democracy and to the holding of free and fair elections both the African Union and sad C have got very specific provisions to the protocols demanding that all member States should hold free and credible elections, whose outcome should represent the will of the people ….. The will of the people not the will of the leaders but the will of the people, because the people are the centre of democracy, so it has to be understood that as we move forward as a country and as the continent, that we must respect the wishes of the people by not interfering with elections, and by not interfering with people who are actually going to take part in voting the leaders of their choice.

“This is extremely important, unless members of SADC and the AU adhere to these provisions of the OAU; the AU, and SADC are committed to which we are all committed as member states because we approved those provisions, and it’s important that we should not just approve, we should always make sure that the will of the people is respected. “

Ambassador Mwaanga said under normal circumstances, someone like Emmerson Mnangagwa, whose administration recently banned a film that exposes his 2018 coup, should not be allowed into SADC meetings.
I’m personally very disappointed in this kind of politicking at the expense of Zimbabweans.

Bread Price Goes UP

By Business Reporter- In the wake of recent tax reforms implemented by Finance Minister Mthuli Ncube, the cost of bread has once again spiked, surging by 20% within a month.

Previously at US$1.00, a loaf of bread now stands at US$1.20, marking an additional increase from the briefly reduced prices of US$1.10 to US$1.20 earlier this month.

Retailers cite fluctuations in the exchange rate as the driving force behind the increment, with major supermarkets in Harare reflecting prices ranging between $10,000 and $11,000.

Denford Mutashu, president of the Confederation of Zimbabwe Retailers (CZR), attributes the hike to supply-side dynamics influenced by official and unofficial exchange rate movements.

While some tuckshops are selling bread at the elevated price of US$1.20, traders in high-density suburbs are pricing it at US$1.10.

Grain Millers Association of Zimbabwe (GMAZ) Chairman Tafadzwa Musarara denies a hike in wheat prices, directing inquiries to the National Bakers’ Association of Zimbabwe (NBAZ).

NBAZ president Dennis Zinyama attributes the price surge to the introduction of new taxes by the Treasury.

He explains that the shift in bread’s taxable status, from zero-rated to exempt supply, means manufacturers can no longer claim input tax on production and distribution costs.

As a result, these costs are now integrated into the overall production and distribution expenses, compelling a price adjustment.

This rise in bread prices compounds economic challenges for consumers, coming on the heels of government decisions to tax civil servants’ allowances, further impacting a population grappling with increased living costs.

Jah Prayzah’s Father Dies

Zimbabwean musician Jah Prayzah’s father, John Mukombe, has died.

The news was confirmed by Jah Prayzah’s management in a statement released on Sunday.

“It is with a heavy heart that we share the sad news of the passing of Sekuru John Mukombe, the beloved father of Jah Prayzah,” the statement read.

“He left us in the early hours of this morning.”

The cause of death has not been reported.

Popular music promoter Tinashe Mutarisi has also posted about Mr Mukombe’s death.

“It is with a heavy heart that I share the unfortunate news of the passing of Mukudzei Mukombe’s father. Today, we mourn the loss of Mr Mukombe a remarkable man who has touched our lives in countless ways. Tshabangu On Fresh Zanu PF Assignment, Targets 23 Chamisa Aides

 By- CCC rebel and the party’s self-imposed secretary general, Sengezo Tshabangu, has filed an urgent High Court application seeking to stop the participation of 23 candidates under the Citizens Coalition for Change (CCC) banner in the upcoming 03 February by-elections.

The 23 CCC candidates successfully filed their nomination papers at the Nomination Court on 18 December 2023.

This was despite the fact that a previous High Court order had barred fellow party members from contesting under the party name on the basis that they had ceased to be party members ahead of the 09 December 2023 by-elections.

In his application, through his legal representative, Nqobani Sithole of Ncube Attorneys, Tshabangu, who claims to be the CCC Interim Secretary General, cited the 23 members and the Zimbabwe Electoral Commission (ZEC) as respondents.

Tshabangu argued that the recalled candidates are no longer CCC members hence should not contest under the party name. Part of the application reads:

The application is made on the grounds that: On the 18th of December 2023, the Nomination Court sat consequent upon promulgation of the date for by-elections set down on the 3rd of February 2024.

First to twenty-third respondents submitted their nomination papers before the Nomination Court to be accepted as candidates in the by-election as “members” of a political party called Citizens Coalition for Change (CCC party.

This was despite the fact that in a prior and extant judgment, they had been found by this court to have ceased to be members of that party. The Nomination Court accepted the nomination papers.

The decision of the Nomination Court is unlawful in that it is contrary to an extant judgment of the High Court and was at any rate procured through an apparent act of defiance of that judgment.

The application seeks the court to set aside the Nomination Court’s decision to accept the 23 members’ nomination papers.

Unlike at the sitting of the nomination court for the 09 December by-elections, some recalled CCC members filed their papers as independent candidates for the 03 February by-elections to avoid being disqualified.

4000 Face Eviction

By-A looming crisis has struck Whitecliff, as 4,000 residents, predominantly civil servants who settled illegally in 2006, face imminent eviction due to the government’s failure to fulfill a promised US$44 million payment to the property owner.

The 1,065.7-hectare farm, owned by Edward Nyanyiwa Pfugari (Junior), was compulsorily acquired by the government in 2006 and subsequently distributed among civil servants.

However, after legal battles, Pfugari reclaimed ownership and obtained an eviction order for the illegal settlers.

Despite government assurances that the land belonged to them, recent revelations confirm residents’ vulnerability.

Pfugari, weary of unmet promises, has declared eviction plans by April 2024, stating that the government’s failure to pay the agreed settlement of US$44 million leaves him no choice.

While some residents are forming the Whitecliff South Residents Association in an attempt to negotiate and pay for their stands, political manipulation and false promises persist.

Zanu PF councillor Ephraim Tendaupenyu Gonzo is accused of selling Pfugari land to supporters, creating further uncertainty.

Zvimba East CCC MP Oliver Mutasa encourages residents to regularize their stands with Pfugari, emphasizing that negotiation or eviction are the only viable options.

Writing on Sunday, Mangwana sought to dispel the notion that the Rushwaya’s are elites getting preferential treatment above all over citizens. Members of the public have complained over how and why the Miners’ Federation Presidency, the State House staff, and the ZBC board are all led by members of one family, and Mangwana was at the time announcing the listing of top vacancies in the Independent Complaints Commission.

Low tariffs drive record high data usage, analysts say

By A Correspondent| Despite the ongoing debate about data costs and data pricing in the country, the statistics show that Zimbabwe’s mobile data usage soared to unprecedented levels in the third quarter of 2023, surging to 44.67 petabytes – a 6.2% jump from the prior quarter, according to a report by the telecommunications industry regulator.

The remarkable growth in customer usage of data is attributed to low tariffs, driven by rising inflation, giving access to mobile data and internet use to a broader market.

The Postal and Telecommunications Regulatory Authority (Potraz) revealed that mobile voice traffic also experienced a significant uptick, growing by a massive 30%, to record 3.29 billion minutes in the third quarter, up from 2.53 billion minutes in the second quarter of 2023. Potraz attributed the increase to eroded voice tariffs that hovered around USD 0.01 (One USD cent) for on-net calls throughout the quarter.

However, the surge in both mobile data and mobile voice usage has ignited concerns about the sustainability of the current pricing models, and their potential impact on sustained long-term investment in the ICT sector.

Francis Mukora, an industry analyst, acknowledged that very low mobile data had fuelled increased usage, especially for basic browsing and social media.

“While low tariffs contribute to a digital-savvy population and increased data consumption, they may hinder the industry’s ability to invest in the necessary infrastructure to meet growing demands,” said Mukora.

Investment expert and Global Renaissance Investment CEO Ngoni Dzirutwe concurred, stating that the current data pricing structure does not accurately reflect the true cost of maintaining network infrastructure.

“The current data pricing structure, which is pegged in local currency, doesn’t always reflect the true cost of providing and maintaining the network infrastructure. At these rates, it becomes challenging to keep pace with the ever-growing demand for data, which can ultimately lead to network congestion and poor user experience.”

Dzirutwe stressed that the impact of low tariffs extended beyond network quality, hindering investments in network upgrades and new, cutting-edge technologies such as 5G, which are crucial for future economic development and digital transformation.

Potraz, acknowledging the low tariffs, implemented a tariff increase in October last year, aimed at improving revenue-to-cost ratios (RCRs) for operators. The regulator hopes the move will stimulate improved investment in the sector, leading to enhanced service delivery through improved coverage and quality of service.

However, Potraz warned that the sector still faced inadequate foreign currency resources required to upgrade, expand and maintain reasonable service quality by the telecommunications operators.

“Low disposable incomes in the country remain a major constraint on service affordability and uptake by postal and telecommunication users. The sector is heavily affected by power outages, which increase the cost-of-service provision. These are operational realities that inhibit sector growth,” read part of the Potraz report.

Economic analyst Victor Bhoroma urged the regulator, mobile network operators, and consumers to work together to find a pricing model that promotes both data usage and sustainable investment in the sector.

“Despite the increase in data prices, the number of Zimbabweans that use the internet, and the time spent on the internet, have increased tremendously since COVID days. The internet is now a basic need that many cannot do without,” he said.

Equities analyst Rufaro Hozheri said the country should adopt cost-reflective USD-based tariffs to encourage investment in the sector.

“Because technology is fast evolving, investing in research and development and having capital expenditure are of the essence.

Typically, telecom companies would want to dedicate a portion of every US$1 generated, for instance, 30%, towards capex to remain efficient and in touch with (current) trends. Failure to do so, telcos run the risk of becoming irrelevant.”

Tshabangu Threatens Upcoming By-elections

Self-proclaimed party secretary-general Sengezo Tshabangu has launched a legal challenge to block 23 CCC candidates from participating, accusing them of falsely claiming party affiliation.

Tshabangu, whose controversial recalls of CCC MPs after the disputed August elections sparked internal turmoil, argues that these candidates “ceased to belong” to the party.

Tragic Collision Kills 6

In a devastating incident on the Mutare-Masvingo highway, six individuals lost their lives, and seven others sustained injuries when a haulage truck, experiencing brake failure, collided with a stationary Mazda BT50 vehicle.

The unfortunate accident was confirmed by Mr. John Misi, the Acting Director of Local Government Services in Manicaland.

According to Mr. Misi, four people perished at the scene, one succumbed to injuries on the way to Victoria Chitepo Provincial Hospital, and the sixth individual passed away upon admission.

Currently, seven injured individuals are receiving medical attention at Victoria Chitepo Provincial Hospital.

The 25-year-old midfielder, originally born in Victoria Falls, has inked a three-year deal with Bosso, marking an exciting addition to the squad.In an official statement, the Bulawayo giants expressed their delight over Sibanda’s arrival, stating:

“We’re delighted to announce the signing of Marvin Sibanda from Little Rock Rangers FC (USA).

The 25-year-old central midfielder penned a three-year-long contract with the Club.“Welcome to iTeam yezwe lonke.”This significant signing marks Highlanders’ first move of the pre-season, showcasing their commitment to strengthening the team.

Young Boy’s Boast Of Supporting ZANU PF Angers Nation

In a controversial statement, a young boy named Melusi Chiripowako has stirred frustration among Zimbabweans by proudly expressing support for ZANU PF during a period of economic hardships in the country.

Chiripowako shared on X platform: “This boy here loves ZANU PF, and ZANU PF loves him too.”

In response to Chiripowako’s remarks, a user known as M-Jay commented: “You’re too late bro. Elections are over. They won’t even give you a box of Chicken Inn. Get a passport and go find yourself a job. Comedians in normal countries don’t have to bootlick the ruling party to eat. You should be able to earn without bootlicking anyone.
So unfortunate!”

The incident highlights the frustration and skepticism among Zimbabweans regarding the economic challenges the country is facing and the perceived association of support for the ruling party with personal gain.

Mutsvangwa Blames Opposition For Urban Decay

In a recent media briefing, ZANU PF Spokesperson Ambassador Christopher Mutsvangwa announced the party’s commitment to tackling the long-standing urban decay in the City of Harare.

Pledging to spearhead urban renewal, the ruling party introduced “Operation Chenesa Harare” as a demonstration of its dedication to urban development.

Ambassador Mutsvangwa criticized the opposition, highlighting the deterioration of services over the past two decades under their leadership.

He questioned their ability to manage a townhouse and expressed concerns about their capability to govern the entire nation.

Operation Chenesa Harare is set to extend beyond the capital to address urban challenges in other areas.

Focusing on economic growth, ZANU PF aims to increase investments and expand economic activities, fostering stronger ties with neighboring countries.

Ambassador Mutsvangwa commended South Africa for its stance against Gaza attacks, acknowledging the country’s role in raising global awareness in solidarity with the people of Palestine. Additionally, he congratulated the African National Congress on its 112th anniversary.

Looking ahead, Ambassador Mutsvangwa revealed that the Zimbabwe National Liberation War Veterans Association would conduct elections later in the year, with the exact date to be announced.

Another Top Official Declines ANC Nomination

South Africa – In a significant setback for the African National Congress (ANC), Dr. Nkosazana Dlamini Zuma, a prominent party figure, has dealt another blow by declining to participate in the upcoming 2024 general election.

Dr. Dlamini Zuma conveyed her decision in a letter addressed to Kgalema Motlanthe, the Chairperson of the ANC’s Electoral Committee. 

In the communication, she unequivocally states her retirement from the South African Parliament, marking a departure that resonates as a major loss for the ruling party.

I appreciate the vote of confidence by the branches who have once again nominated me on the ANC’s 2024 National list.

My sincere gratitude to the entire leadership of the African National Congress from national, provincial, regional, and branch levels for affording me the opportunity and support to serve the country and the people of South Africa as a public representative and as a member of cabinet since 1994.

I also thank all the ANC Presidents under whose leadership and guidance I served as a member of the executive. I am eternally grateful for making it possible for me to serve the continent as the first woman at the helm of the African Union Commission and the first Chairperson of the commission from the Southern African Development Community.

It will not be necessary to schedule the interview for the 2024 national list because I have taken the decision to retire from being a member of the South African Parliament.

AFCON Tournament Kicks Off Today

The eagerly awaited 2023 Africa Cup of Nations (AFCON) is set to commence on Saturday, featuring the hosts Ivory Coast facing off against Guinea-Bissau in the tournament’s opening clash.

Ivory Coast, a powerhouse in African football with victories in 1992 and 2015, will showcase their prowess at Abidjan’s Alassane Ouattara Stadium, boasting a capacity of 60,000.Scheduled to conclude with the grand final on Feb.

11 in Abidjan, the 34th edition of AFCON promises thrilling encounters and intense competition. The Round of 16 is slated to kick off on Jan. 27, followed by the quarterfinals on Feb. 2 and the semifinals on Feb. 7.

Egypt, the most successful team in AFCON history with seven titles, will be among the top contenders.

Having lifted the trophy three times consecutively in 2006, 2008, and 2010, Egypt remains a formidable force in African football.

Cameroon, with five wins, stands as the second most successful team, followed by Ghana with four, Nigeria with three, and Ivory Coast, Algeria, and the Democratic Republic of Congo with two each.

Senegal, led by Sadio Mane, enters the tournament as the defending champions, securing their first AFCON title by defeating Egypt 4-2 on penalties in the 2021 final held in Yaounde, Cameroon.Originally scheduled for 2023, the AFCON faced a postponement to 2024 due to adverse weather conditions in Ivory Coast.

The tournament will feature six groups of four teams each, with the top two nations from each group advancing to the Round of 16.

Additionally, the four highest-ranked third-placed teams will join them in the knockout stage, promising an exhilarating and competitive football spectacle.
