Low tariffs drive record high data usage, analysts say

By A Correspondent| Despite the ongoing debate about data costs and data pricing in the country, the statistics show that Zimbabwe’s mobile data usage soared to unprecedented levels in the third quarter of 2023, surging to 44.67 petabytes – a 6.2% jump from the prior quarter, according to a report by the telecommunications industry regulator.

The remarkable growth in customer usage of data is attributed to low tariffs, driven by rising inflation, giving access to mobile data and internet use to a broader market.

The Postal and Telecommunications Regulatory Authority (Potraz) revealed that mobile voice traffic also experienced a significant uptick, growing by a massive 30%, to record 3.29 billion minutes in the third quarter, up from 2.53 billion minutes in the second quarter of 2023. Potraz attributed the increase to eroded voice tariffs that hovered around USD 0.01 (One USD cent) for on-net calls throughout the quarter.

However, the surge in both mobile data and mobile voice usage has ignited concerns about the sustainability of the current pricing models, and their potential impact on sustained long-term investment in the ICT sector.

Francis Mukora, an industry analyst, acknowledged that very low mobile data had fuelled increased usage, especially for basic browsing and social media.

“While low tariffs contribute to a digital-savvy population and increased data consumption, they may hinder the industry’s ability to invest in the necessary infrastructure to meet growing demands,” said Mukora.

Investment expert and Global Renaissance Investment CEO Ngoni Dzirutwe concurred, stating that the current data pricing structure does not accurately reflect the true cost of maintaining network infrastructure.

“The current data pricing structure, which is pegged in local currency, doesn’t always reflect the true cost of providing and maintaining the network infrastructure. At these rates, it becomes challenging to keep pace with the ever-growing demand for data, which can ultimately lead to network congestion and poor user experience.”

Dzirutwe stressed that the impact of low tariffs extended beyond network quality, hindering investments in network upgrades and new, cutting-edge technologies such as 5G, which are crucial for future economic development and digital transformation.

Potraz, acknowledging the low tariffs, implemented a tariff increase in October last year, aimed at improving revenue-to-cost ratios (RCRs) for operators. The regulator hopes the move will stimulate improved investment in the sector, leading to enhanced service delivery through improved coverage and quality of service.

However, Potraz warned that the sector still faced inadequate foreign currency resources required to upgrade, expand and maintain reasonable service quality by the telecommunications operators.

“Low disposable incomes in the country remain a major constraint on service affordability and uptake by postal and telecommunication users. The sector is heavily affected by power outages, which increase the cost-of-service provision. These are operational realities that inhibit sector growth,” read part of the Potraz report.

Economic analyst Victor Bhoroma urged the regulator, mobile network operators, and consumers to work together to find a pricing model that promotes both data usage and sustainable investment in the sector.

“Despite the increase in data prices, the number of Zimbabweans that use the internet, and the time spent on the internet, have increased tremendously since COVID days. The internet is now a basic need that many cannot do without,” he said.

Equities analyst Rufaro Hozheri said the country should adopt cost-reflective USD-based tariffs to encourage investment in the sector.

“Because technology is fast evolving, investing in research and development and having capital expenditure are of the essence.

Typically, telecom companies would want to dedicate a portion of every US$1 generated, for instance, 30%, towards capex to remain efficient and in touch with (current) trends. Failure to do so, telcos run the risk of becoming irrelevant.”

Tshabangu Threatens Upcoming By-elections

Self-proclaimed party secretary-general Sengezo Tshabangu has launched a legal challenge to block 23 CCC candidates from participating, accusing them of falsely claiming party affiliation.

This move casts uncertainty on the elections and raises questions about the legitimacy of Tshabangu’s leadership.

Tshabangu, whose controversial recalls of CCC MPs after the disputed August elections sparked internal turmoil, argues that these candidates “ceased to belong” to the party.

His contested position as interim secretary-general fuels the internal rift.

Citing a previous judgement upholding his recall authority, he claims the 23 candidates are ineligible to hold office under the CCC banner, accusing them of “contempt of court” and “forgery” for seeking nomination under the party’s name.

According to Mr. Misi, four people perished at the scene, one succumbed to injuries on the way to Victoria Chitepo Provincial Hospital, and the sixth individual passed away upon admission.

AFCON Tournament Kicks Off Today

It was a somber day in Masvingo as the Citizens Coalition for Change [CCC] mourned the loss of their esteemed member, Mr. Henry Damba. The news of his passing spread like wildfire, casting a pall of sadness over the entire community.

Today, the 13th of January 2024, the people of Masvingo and CCC family woke up to the heartbreaking announcement that their beloved brother had passed away early that morning at Dr. Madhombiro Surgery in Masvingo town.

Mr. Evans Chamisa, a prominent member of the CCC, confirmed the devastating news, saying, “Indeed, I can confirm that our beloved brother Henry Damba died today at Dr. Madhombiro in Masvingo town early this morning.”

The loss of Mr. Damba was felt deeply by his comrades and friends, leaving them in a state of shock and mourning.

Henry Damba, a veteran politician, had been residing in Runyararo West, ward 2, Masvingo West. He hailed from Mandamabwe, Chivi, and had been an integral part of the political landscape for many years.

Mr. Oliver Chirume, a close friend and former Gutu Central Member of Parliament, expressed his grief, stating, “Champion Henry Damba was sick for some time, and we are devastated about the news of his death. Rest in peace, my great friend.”

Mr. Damba had been among the first youth to join the MDC (Movement for Democratic Change), led by the late President Richard Morgan Tsvangirai. He played a vital role in the MDC’s youth leadership, serving under the able guidance of youth chair Nelson Chamisa. Throughout his political career, Mr. Damba rose through the ranks and held various leadership positions in Masvingo Province.

One of his significant contributions was spreading the gospel of MDC opposition politics in Chivi, alongside prominent figures like Mr. Chiondengwa, National organizer Amos Chibaya and Mr. Penememe.

In Masvingo West, he worked closely with CCC parliamentary candidate Mr. Pedzisai Gasva [Chifamba], former member of parliament Mr. Tichaona Mharadza, former Mayor Shantel Chiwara, and former Gutu Central Member of Parliament Mr. Oliver Chirume.

Mr Damba was a dedicated member of the CCC since its inception, working tirelessly to secure victories for the party in the harmonized elections in Masvingo West ward 2 and Chivi constituencies.

Mr. Damba’s commitment to the cause was evident as he attended all CCC rallies addressed by President Chamisa across Masvingo province. His unwavering support and hard work were greatly appreciated by his fellow party members.

Moses Mavhaire, a renowned lawyer and CCC Masvingo Central parliament candidate in 2023, reminisced about Mr. Damba’s dedication, saying, “Mr. Damba was a committed member of CCC led by President Chamisa. I remember he attended our President Chamisa’s campaign rally in Masvingo Central all the way from Chivi.”

In addition to his political involvement, Henry Damba was known for his fearlessness and outspoken nature. He was considered one of the chief political strategists in Masvingo Province, possessing a sharp mind and a keen understanding of the political landscape.

He was nicknamed Wiseman, for being political analyst.

Outside of politics, Mr. Damba was involved in property business ventures with his friend and former Gutu Central Member of Parliament, Mr. Oliver Chirume. Their partnership was a testament to their mutual trust and shared aspirations.

As the news of Henry Damba’s passing spread, the community was left in mourning. Burial arrangements were yet to be communicated, but the people held onto the memories of their beloved brother, friend, and political leader.

Mnangagwa Builds Own Army, Promotes 24 Top Soldiers

By A Correspondent| A Victoria Falls resident, Farai Chakawa, is suing TM Pick n Pay Zimbabwe for US$30,000 in damages over his unlawful arrest and malicious prosecution at their Joina City store in Harare.

In April 2023, while visiting the capital, Chakawa attempted to purchase goods at the store but was arbitrarily denied entry by an employee, Stanford Nyamukoroso.

After a brief disagreement, Chakawa was allowed to shop and bought a soft drink and whiskey.

As he left the counter, Nyamukoroso grabbed him, handcuffed him, and declared he would be detained for disobeying his arbitrary “no entry” rule.

Chakawa was taken to Harare Central Police Station, charged with disorderly conduct, and held for two days before being taken to court.

In May 2023, Chakawa was acquitted of all charges.

He then sought legal representation from Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights.

On January 10, 2024, Chinopfukutwa filed a lawsuit against TM Pick n Pay Zimbabwe, Nyamukoroso, and government officials seeking damages for:

Mnangagwa Gazettes New Mjolo Law

By Crime Reporter- President Emmerson Mnangagwa has invoked the Presidential Powers Act to amend the Criminal Law (Codification and Reform) Act to criminalise engaging in sexual activities with girls below 18, including trafficking them for sex work abroad.

Those guilty can now face up to 10 years in prison.

The revised regulations, outlined in the Presidential Powers (Temporary Measures) (Criminal Laws (Protection of Children and Young Persons)) Regulations, 2024 (Statutory Instrument 2 of 2024), specifically raise the age threshold for valid sexual consent from 16 to 18 years.
This legislative action addresses a gap in the law, as the Criminal Law (Codification and Reform) Act, prior to its amendment, defined a young person as one below 16, leaving those between 16 and 18 potentially exposed to sexual exploitation.
The constitutional definition of children as those below 18 prompted the Cabinet’s approval of principles to the Criminal Law (Codification and Reform) Amendment Bill in November of last year. The bill aims to criminalise sexual activity with a child below the age of 18, aligning with the government’s efforts to harmonise laws related to the age of sexual consent.

Armed Robbers Wreak Havoc, Rob Police Roadblock

By Crime Reporter- Armed robbers have wreaked havoc in Masvingo by shooting and killing people and robbing police, manning a roadblock.

According to the state media, four armed robbers this week killed a person at a business centre in Masvingo after they had initially robbed police officers manning a traffic checkpoint near Muchakata Business Centre.

At the roadblock, they left some of the officers naked after taking away their uniforms at gunpoint.

Two of the unidentified suspects, who were armed with a yet unknown number of pistols, had allegedly first hired a Honda Fit taxi at a top supermarket in Masvingo City centre under the guise they wanted to travel to Nemanwa Growth Point to seek the services of a prophetic healer. Along the way near Sikato Primary School, two suspects told the taxi driver to stop and collect their two other colleagues.

However, after the taxi driver had stopped near Sikato they robbed him of his vehicle at gunpoint and drove towards Muchakata Business Centre where they encountered a police roadblock along the Muchakata-Nemanwa road.

National police spokesperson Assistant Commissioner Paul Nyathi said the gang of four fired shots at the traffic police officers before ordering them to lie on the ground.

”The suspects robbed the police officers at the roadblock of their belongings including uniforms leaving some of them without clothes before they sped off,” said Asst Comm Nyathi.

”The suspects continued on the warpath and robbed another unknown person of his Toyota Fun Cargo vehicle which they took after dumping the Honda Fit. They arrived at a yet-to-be-disclosed business centre in Masvingo where they tried to rob people of various belongings before they fatally shot one person who tried to resist. They pumped three bullets in the person’s body but details on the victim’s identity and exact place of occurrence are still sketchy,” he said.

Assistant Commissioner Nyathi assured members of the public that police were hunting down the suspects and they would be soon nabbed to account for their actions.

“Behind Qoki’s Closed Doors: Sithule’s Gauteng Laundering Scheme Busted”

The 50 Qoki Mthwakazi women from the UK, USA, Canada, Australia, Botswana, South Africa, and Zimbabwe were persuaded to invest their $10,000.00 life savings per person, totaling over $500,000, in various projects without receiving proper legal documentation.

Despite Sithule’s assurances of due diligence by an expert team, including Bridget Dube (putative estate agent), Victor Masuku (putative Bulawayo City Council Town Planner), Portia Kumalo (Project manager), and Zibusiso Charles Ncube (Sithule’s Lawyer), they have not received necessary documentation for their investments since 2021.

Shockingly, some of the contributed funds were moved illegally from different parts of the world to South Africa, indicating that South Africa is Qoki’s primary hub for financial dealings. Sithule Tshuma reportedly involved her cousin, Nokuthula Eunice Buthelezi residing in Johannesburg, to carry the money wrapped around her body across the Beit Bridge border for the purchase of the bakery and butchery in Bulawayo, Zimbabwe.

The women are now demanding their legal documentation and accountability to no avail. They are also stressing that money laundering is a serious offense. The individuals, including Sithule Tshuma, Karen Kumalo, Nompilo Moyo, Bridget Dube, Victor Masuku, Portia Kumalo, and Zibusiso Charles Ncube, among others, are urged to face legal consequences for their involvement in the scam. The investigation is ongoing as authorities work to bring all perpetrators to justice.

Cholera Outbreak Exposes Mnangagwa Health Ministry’s Incompetence

Zimbabwe finds itself in the grips of a severe health crisis with the resurgence of a cholera outbreak, shedding light on the alleged health incompetence of the current administration led by Emmerson Mnangagwa.

The Citizens Coalition for Change (CCC) has issued a stark statement addressing the urgent need for the Ministry of Health and Child Care Zimbabwe (@MoHCCZim) to provide timely updates on the unfolding situation.

Expressing concern over the lack of recent information, the CCC calls for transparency from the Ministry, urging them to promptly share the total number of confirmed cases, deaths, and the current cholera hotspots.

The gravity of the situation is underscored by the revelation that the Ministry’s last update on cholera information dates back over a month.

In response to the crisis, the CCC advocates for proactive measures to combat the spread of cholera.

Viral Photos Spark Police Betting Ban in Zimbabwe

By A Correspondent| Two off-duty police officers in Zimbabwe drew online attention last week after photos of them placing bets at a local betting house, Mwos, went viral.

The incident prompted the Zimbabwe Republic Police (ZRP) to issue a new directive prohibiting police officers from engaging in sports betting.

The photos, apparently taken by fellow patrons, were widely circulated on social media platforms, raising questions about police conduct and professionalism.

In response to the public outcry, the ZRP, through a “radio signal” sent to all stations on January 6th, announced a strict ban on sports betting for all officers.

The directive, issued by the Commissioner of Police Operations (COMPOL OPS), instructed commanders to “arrest, detain and advise” any officers found participating in such activities.

While the specific charges for violating the ban haven’t been clarified, the Police Act outlines that officers engaging in “acting in an unbecoming manner… reasonably likely to bring discredit to the police force” can face disciplinary action.

Justice on Hold: A Botched Case Exposes Cracks in Zimbabwe’s Legal System

By A Correspondent| In a dimly lit courtroom in Shamva, Zimbabwe, Justice Munamato Mutevedzi slammed his gavel, his voice heavy with disappointment.

The case before him, a seemingly straightforward murder trial, had unraveled into a stark illustration of the deep-seated flaws within the country’s legal system.

The accused, Tinotenda Mangenja, stood accused of killing Nomater Zveushe, his fellow imbiber, in a drunken brawl over a missing pint of beer.

Yet, the path to justice seemed hopelessly obstructed by a shocking lack of professionalism from the very institution meant to uphold it: the National Prosecuting Authority (NPA).

Judge Mutevedzi’s ire was directed towards the prosecutor, whose negligence had cast a long shadow over the proceedings.

With nearly 20 witnesses present at the scene of the crime, the prosecutor had managed to record statements from only one, and that too, a police officer who offered little more than his name.

The judge’s words crackled with disbelief: “Out of that multitude, the prosecutor, in her wisdom, chose to rely on only three witnesses, one of whom is a police officer who came to court to say nothing other than telling us his name.”

This glaring omission wasn’t an isolated incident. Judge Mutevedzi’s frustration resonated with a broader concern: a worrying trend of prosecutorial apathy and incompetence plaguing the NPA.

He pointed out, “At times I stop to wonder if some prosecutors appreciate the enormity of their responsibilities in assisting the courts in the determination of the guilt or innocence of people accused of crimes.”

The judge’s closing remarks echoed a plea for reform. He urged the newly appointed Prosecutor-General, Loice Matanda-Moyo, to tackle this issue head-on.

“It must however be elementary that a prosecutor must not swallow hook, line and sinker that which the police bring to him/her,” he emphasized.

“Instead, it is the duty of the prosecutor to guide the police in the gathering of evidence necessary to successfully prosecute the case.”

Resident Complaint Spurs Mutare City Council To Action

By A Correspondent| Authorities at Mutare City Council (MCC) have procured and taken delivery of some fire tenders to enhance the local authority’s emergency response capabilities following a complaint filed against it by an aggrieved resident over poor service delivery.

In August 2023, Ephraim Matanda, a resident of Mutare, engaged the services of Peggy Tavagadza and Tatenda Sigauke of Zimbabwe Lawyers for Human Rights, who wrote a letter of complaint to the Town Clerk at MCC, raising concern and protesting about the local authority’s capacity to provide fire-fighting services through its fire-brigade department.

Tavagadza and Sigauke stated that Matanda was miffed by the lack of capacity and the laxness of MCC to provide service to residents and ratepayers, who need the local authority’s critical services.

The human rights lawyers cited various incidents of fire outbreaks in the eastern border city, which had resulted in catastrophic loss of life and damage to the property of residents.

The incidents, Tavagadza and Sigauke charged, had left Matanda in distress hence he wanted MCC to provide him with information regarding the measures which the local authority was taking and implementing to improve and ensure efficient service delivery in mitigating the dangers and risks of fire outbreaks and accidents.

In response to Matanda’s letter, officials at MCC’s Fire Department recently invited Matanda and his lawyers, Tavagadza and Sigauke, to visit their workshop, where they were advised about the acquisition of new fire-fighting equipment and taken through a familiarisation tour of the fire tenders, which should bolster the local authority to effectively respond to fire outbreaks and rescue people in Mutare.

The MCC officials revealed that they had decentralised the provision of fire and emergency services by deploying one truck at the local authority’s sub stations to service Dangamvura high-density suburb and dedicated another one for Chikanga high-density suburb to improve efficiency in its response time to fire and emergency related services.

BBC Whistleblower’s Daughter Dies After Threats From Uebert Angel

By Staff Correspondent | ZimEye | The daughter of a BBC whitleblower featured on the just released documentary exposing the late Nigerian preacher TB Joshua, has died in a suspicious death after receiving threats of violence announced by a Zimbabwean preacher.

Sihle (surname withheld) is one of the whistleblowers in the BBC documentary.

Her 10 year old daughter’s death comes on the same day the violence threatening Prophet Uebert Angel’s aide prophet Jay Israel announced he would retaliate on Sihle over her BBC report and Israel’s boss, Angel also pronounced a statement saying that he and the late Nigerian preacher are under attack so people need to be warned of what is coming.

It was on Wednesday when Jay Israel wrote publicly and also uttered during interviews with the ZimEye news network that he would retaliate against the whistleblower. He was at the time trying to discredit the BBC documentary by accusing her of over her late husband’s life, and he had abruptly ended the phonecall after being grilled over similar accusations he once made against his own late girlfriend last year.

Sihle’s daughter later woke up at around 2 am the next day day  complaining that she could not see and suffering from a seizure. She said: “mom I can’t see!” while suffering a seizure, her friend told ZimEye, adding that she died on the same day. She had never had a seizure in her life before, ZimEye was told.

The death circumstances are reminiscent of the sudden death of the late Malawian President Bingu Mutharika. Mutharika died soon after Joshua’s threatening prophetic proclamations. Mutharika was swiftly replaced by TB Joshua’s own loyale, Joyce Banda.

The circumstances are also similar to the tragic death of a Tanzanian who criticised Angel’s subordinate, Shepherd Bushiri. The Tanzanian was a vicious critic of the preacher and Bushiri is on video boasting over the death which was from alleged poisoning.

Uebert Angel and Jay Israel

Both Bushiri and Angel are on video threatening repercussions on critics, which announcing that they ‘occupy ranks in the spirit.’

After DSTV Multichoice announced they are disconnecting TB Joshua’s programs, Uebert Angel’s church business is now facing similar repercussions as those on his late colleague, Joshua.

The mourning mother was not available for comment.

Soon after her Kwanele Foundation had announced the death on Thursday, Sihle was slapped with new accusations by Jay Israel over her own daughter’s life, which are similar allegations as those he attempted the previous day over her husband who died 23 years ago.

Jay Israel refers to the GoldMafia implicated Uebert Angel as his spiritual father who operates a Theology that publicly instructs believers to execute violence on critics of prophets and for years orders followers to go and knock on the doors of critics armed with knives and unleash violence on them. Uebert Angel promises to release them from prison if they get caught.

“Do you think I’ll let you rot in jail if you’re jailed for me?

“No, I won’t!,” he says.

Sihle has been targeted for harrassment because she made one one of the most damning disclosures that reveal how she was in 2014 instructed by the late TB Joshua to go and issue cash payments to mourning families of building collapse.

Joshua was allegedly covering up his culpability over the killing of a preliminary 116 predominant South Africans and Zimbabweans who died when the preacher’s illegal building collapsed.

The whistleblowers speak one after the other beginning with Sihle stating:

I was in South Africa, that’s when Daddy called and the instruction was I needed to assist in going around to these families in South Africa, whose children husbands or wives had died at the building to go and give money bags of money. It was scripted— your relatives that have passed on they are more privileged than you because they have died in the house of the Lord. We would give the families cash. There were no transfers. We would give Cash. Will it tell them they mustn’t speak to Media, they mustn’t give reports of anything. Basically, we were silencing them.

When they came, we asked, I started searching for information; you start asking questions what are you hiding?

The families were lied to; the aeroplane story is just a pure lie. I can tell you the honest truth, on the 12th of September, somebody walked into the maintenance department, went to that guesthouse as he was there he realised that the building was unstable, it was shaking. By 12pm to 1 pm, the building collapsed they told us then that don’t say what you know, so he knew that there was something wrong with the building, but they were managing it.

The building collapse, is a good example of everyday life under TB Joshua, it’s just a series of coverups, it’s just that this one was so big, it was almost impossible for him to make it go away.

TB Joshua blocked the site immediately. He was trying to hide how brutal it was. Even the emergency unit, he never allowed them to go in at first.
So, because of that there were critical cases where people were trapped.

I even witnessed one of the guys that came he was trapped in the rubble there. As he was holding his leg, a church worker like me, told the Guy that the only option is they’re going to cut off his leg they have to bring this chainsaw, faaaaa!, chop off the leg. Issues like that was not handled without TB Joshua’s awareness.

He is the one that gave that instruction.

The next thing we hear is Emmanuel Emmanuel go and take your camera. The man of God needs to see what is happening here. The man of God wanted me to film, he prioritised filming over rescuing people.

The created a small hole, then they put in this halogen light. When I entered that hole, my God. Horrific scene. You could hear people help me help me and their voices are fading. You don’t know what they’re going through, but you are assuming that these people are dying off.

1/ Many are wondering about the whereabouts of the ZUPCO buses that were reportedly purchased and commissioned by Mr. Mnangagwa since 2019. Meanwhile, a new tender has been released, inviting local and international bidders to supply 550 buses and yet the whereabouts of those that were reportedly bought are unknown.

2/Since 2019, Mr. Mnangagwa has allegedly been commissioning ZUPCO buses every year, with over 600 buses reportedly commissioned to this day, but to this day, their location and status remain unknown. Private players had to step in to alleviate transportation challenges.

3/ For those unaware, ZUPCO is now part of the country’s sovereign wealth fund called MUTAPA investment fund. This dubious entity was created by Mr. Mnangagwa as a means to embezzle state funds.

4/ Following the introduction of this questionable scheme, Mr. Mnangagwa removed the Fund from the provisions of the country’s Public Procurement and Disposal of Public Assets Act, thus eliminating the need for transparency in transactions. This makes the scheme unaccountable to anyone.

5/ ZUPCO has been integral to Mnangagwa’s looting machinery since he assumed power in 2017. Taking advantage of COVID-19, Mnangagwa reintroduced ZUPCO and issued a presidential decree restricting operations to only ZUPCO and private operators franchised by ZUPCO.

6/ This led to a scandal involving Landela Investments, a company owned by controversial businessman Kudakwashe Tagwireyi. Through this company, 125 buses were purchased and resold to the government, generating a profit of US$154,000 per bus.

7/ Landela, having paid only 20% of the original bus value, signed the contract documents with Finance Minister Mthuli Ncube and his Permanent Secretary George Guvamatanga. Some reports suggest that as many as 600 buses were involved in this transaction.

8/ Investigations by @sentryorg revealed that Landela is also linked to Tagwireyi’s holding company, SOTIC, which is established in Mauritius. Since 2017, Tagwireyi has used Landela to extract t-bills for US dollars, a process that contributed to the devaluation of the RTGS, as highlighted in the @IMF’s September 2019 report.

9/ To date, the new buses that were showcased on ZBC have yet to be seen in operation on the streets of Zimbabwe. #Wakabvuta

10/ The management of ZUPCO services is also a concern. Currently, ZUPCO operates 818 privately-owned franchised kombis and 1121 franchised buses. These privately-owned buses and kombis under ZUPCO’s operation are paid without necessarily providing the services they are paid for.

11/ In 2022, the Zanu PF government spent US$2.5 million monthly on ZUPCO services. The burden of ZUPCO has extended to other government services owed money by ZUPCO, such as NSSA and NRZ.

12/ As Zimbabweans continue to suffer from the ZUPCO crisis and mismanagement of public transport, it is important to note that while some individuals have profited from ZUPCO transactions, ordinary commuters are subsidizing the government by paying for a substandard, unreliable, and sometimes dangerous service.

13/ There is an urgent need to revamp the public transport strategy. The Citizens’ Government is committed to developing a fast, environmentally-friendly urban commuter network.

14/ For now, citizens should not be deceived by Harare’s regime contracts that do not serve their needs. An audit of previous purchases is necessary to determine the whereabouts and usage of the buses. #Wakabvuta

Police Called To Order Over Gunning Down Of Suspected Armed Robbers

The shooting dead of suspected armed robbers by the Zimbabwe Republic Police (ZRP) seems to be getting out of hand, experts implies.

Of late ZRP detectives have shot dead armed robbery suspects, in purported exchange of fire.

In one such case, ZRP has reported the killing of suspected armed robber Godfrey Njoromore in Chitungwiza.

This case follows the killing of another alleged armed robber in Arcadia, during a reported shootout.

Apparently, security experts say the police shoot to kill policy is ill-conceived and should be revised because there are laws to deal with criminals rather than allow the law enforcement agents to gun-down ‘citizens’.

They suggested that police adopt a shoot to disarm policy rather than killing suspects who should be tried in the court of law.

Former police commander in Harare and Masvingo, Emmanuel Chimwanda, is on record saying the shoot to kill policy was not favourable in Zimbabwe where a peaceful environment is prevailing.

He accused the police of recklessness that at one time resulted in the death of innocent citizens. “The shoot to kill strategy can be entertained in a state which is in a war.

“That policy is good for countries like Colombia and Somalia where statistics show that police have been attacked,” he says.

Chimwanda added: “We have laws to deal with criminals in Zimbabwe, that’s why we don’t need police shooting citizens unless or if they are under attack.”

But the then police spokesman Andrew Phiri speaking at one time defended the strategy saying the police would use maximum force to deal with armed robbers.

“We are doing all we can to protect the lives of citizens,” he said.

After the death of one citizen Chatikobo, the then ZRP boss Augustine Chihuri said: “The ZRP will not stand akimbo and watch innocent citizens of this country, let alone police officers, being decimated by uncouth criminals.

“To this end, all unscrupulous elements, be they armed robbers, carjackers and others of that ilk, should be warned that the ZRP shall not hesitate to shoot to kill any such persons. Those who live by the sword will die by the sword.”

Chimwanda, however, said it was necessary for the police to ensure they are targeting the right suspects before firing guns. Rape and robbery cases, he said, did not require the police to kill the suspects but in cases where the law enforcement agents needed to protect the public from notorious gangs’ attacks.

Chimwanda said the question on many minds is why the police are shooting innocent civilians instead of dealing with dangerous criminals roaming the streets.

He said the policy should be revoked before many fall victim to the “ill-conceived” strategy.

Lawyer Jacqueline Sande argued that lethal force should only be a last resort, and that the execution of the death penalty should be left to the hangman.

“It should only be used as a matter of life and death to preserve the police officer’s life, not as a means of deterring criminal’s from committing further offences or as a means of apprehending and convicting a criminal,” Sande said.

She added: “I am in no way advocating for crime or the molly coddling of criminals. However instant execution should not be the norm and our police should not turn into the nation’s hangman indiscriminately.

“In the end, the right to be heard is enshrined in the constitution and dead men tell no tales. We will never know beyond doubt if they’re guilty of that for which they have been instantly executed for,” she adds.

However, former Norton Independent Member of Parliament Temba Mliswa implores police to employ the shoot to kill approach on armed robbers.

Mliswa says this would be deterrent to would be criminals adding that armed robbery should be a frightening idea.

“These armed robbers need a shoot to kill approach as a deterrence measure. It should be a frightening idea to become an armed robber.

“A Nemaise approach will work. There should be no mercy with these people ZRP. We can’t allow the country to become an armed robbery territory,” he says.

Media Kapfudza appeared before Magistrate Tamara Chibindi, stating that her husband, Joseph, had been involved in a relationship with their 17-year-old maid.

Media expressed concerns about Joseph’s alleged plans to take the maid as a second wife, fueled by his desire for a son after their 27-year marriage produced five daughters.

She further accused him of pressuring her to conceive at the risk of health complications, alleging sexual abuse and threats to chase her from the bedroom. Additionally, she claimed he kept a firearm in the house, causing her fear and insecurity.

Mnangagwa Gives His Niece Top ZBC Job

By- President Mnangagwa has appointed his niece to chair the new seven-member board of directors for the State broadcaster, the Zimbabwe Broadcasting Corporation (ZBC).

Helliate Rushwaya was Wednesday appointed to lead the board, whose other members are Mr Lewis Uriri, Mr Chipo Nheta, Ms Precious Charandura, Mr Charles Munganasa, Dr Henry Mukono and Dr Nanette Silukhuni.

Their appointment is for a four-year tenure with effect from January 9, 2024.
In one of the letters addressed to board members, the Minister of Information, Publicity and Broadcasting Services, Dr Jenfan Muswere said: “I am pleased to advise that His Excellency the President Cde Emmerson D Mnangagwa has authorised me to appoint you as a board member of the constituted board of directors for the Zimbabwe Broadcasting Corporation.
“The ministry looks forward to working with you in delivering on the strategic mandate of the ZBC. The ministry will draw up numeric contracts that are performance-based.”
The minister said he looked forward to the active participation in the organisation, which would include contributing to the turnaround of the organisation as production and distribution of commercially viable, innovative, high-quality content that projects the national voice locally and globally.
The board, he added, should also contribute to the turnaround of the organisation to become a viable business entity, ensure there is good corporate governance and zero tolerance to corruption and develop sustainable working arrangements with other State-owned entities.
Dr Muswere said the board is also tasked to develop and ensure innovative ways of revenue generation are introduced, and ZBC studios are modernised to match international standards.
Among other things, the board, said the minister, would also develop strategies aimed at enhancing human capital management to make the State broadcaster an employer of choice and ensure content production that cuts across social and economic divides is prioritised.
Minister Muswere said the seven-member panel of professionals should also develop and introduce other revenue streams and contribute to the broadcasting ecosystem and ensure local content production that is competitive and matches world standards.
Other duties of the board will be to develop sound and sustainable financial management systems, develop sound marketing and industrial relations, ensure that there is heritage-based broadcasting and take a leading role in the brand Zimbabwe campaign.
The new chairperson, Ms Rushwaya holds a Masters degree with vast experience in broadcasting management, locally and internationally, while Mr Lewis Uriri, an advocate, holds a Doctor of Laws, Masters in Business Administration and Master of Laws degrees.
Mr Munganasa, who will be the ministry representative, holds a Masters Degree in Journalism and Digital Media Studies with experience in film production while Dr Silukhuni is a holder of a PhD in Strategic Management.
Mr Nheta holds a Masters degree and has vast business management experience while Ms Charandura is a chartered accountant with a Bachelor of Commerce in Accounting (Honours) degree. She is also a registered public auditor.
Dr Mukono holds a Doctor of Commerce in Internal Auditing degree from Cape Peninsula University of Technology and a Masters of Commerce in Accounting degree from Great Zimbabwe University.

Man Brutally Kills Uncle

In Goromonzi, a 34-year-old man, Fanuel Masora, faced court charges for allegedly murdering his 71-year-old uncle.

Accused of striking his sleeping uncle four times on the head with a truck wheel spanner, Masora was remanded in custody during the hearing before Harare magistrate Mrs Munashe Chibanda.

The tragic incident occurred around 12:30 am at the uncle’s Phase 4 residence in Eastview, Goromonzi.

Masora allegedly disposed of the body at a neighbor’s half-built house, later confessing to his cousin Tatenda, leading to his arrest after a thorough investigation.

A tragic incident occurred at Gumira Primary School in Chipinge, where a Grade Six learner lost her life while out fishing with her friends.

The girl, named Winnie, was attacked by a crocodile at the confluence of Save and Dakate rivers on December 14.

According to Assistant Inspector Chinyoka, who confirmed the incident, Winnie’s friends ran home to notify their parents after the attack. The parents then went to the river and managed to retrieve part of Winnie’s remains.

Village head Kowanayi Machiya also confirmed the incident and stated that they sought help from members of ZimParks from Chipangayi, who attended the scene and killed the crocodile.

It was reported that Winnie had gone fishing with her three friends at Dakate River when the tragic incident took place.

The community is grieving over the loss of the young girl, and efforts are being made to ensure the safety of others in the area.

Uriri, who recently provided pro-bono legal services to CCC activist Sengezo Tshabangu, steps into this role following the dismissal of the previous board led by Dr. Josaya Tai.

The reshuffling occurred on Wednesday after the dismissal of the board and two presenters for airing content deemed anti-Ndebele.

Advocate Uriri, a prominent figure in Zimbabwe’s legal landscape, notably served as President Mnangagwa’s lawyer during the Constitutional Court challenge against Nelson Chamisa’s petition in the aftermath of the 2018 elections.

Uriri’s involvement in CCC activist Tshabangu’s legal matters garnered attention, particularly for his initial provision of free legal services.

Tshabangu, who claims to be CCC’s interim secretary-general, revealed on the Asakhe Online program, The Breakfast Club, that Uriri empathized with his financial challenges and kickstarted the legal proceedings without charge.

Speaking about Uriri’s support, Tshabangu stated, “He said he would get the ball rolling so that the people in general would know what was going on and understand my cause. He did the first appearance free of charge.”

Tshabangu further detailed the financial backing received from various sources, including members of the business community who understood and supported his cause.

The political journey of Tshabangu, formerly associated with the MDC and later part of the PDP, took a turn when he rejoined the mainstream MDC Alliance during its transformation into the CCC.

Top South African Politician Issues Xenophobic Threats To Zimbabweans

South Africa – The leader of the opposition political party Patriotic Alliance, Gayton McKenzie, is inciting xenophobia against Zimbabweans.

MacKenzie is doing this by issuing an ultimatum to what he calls undocumented Zimbabweans to leave South Africa for Zimbabwe immediately or risk being “forced to flee” after the upcoming general elections in May.

Zanu PF Influences Sikhala’s Continued Imprisonment

By Crime Reporter- The Zanu PF government, through Justice Minister Ziyambi Ziyambi, has reaffirmed its stance on the prolonged incarceration of former legislator Job Sikhala, insisting that his continued detention is justified.

Minister Ziyambi made this declaration during an interview at the commencement of the 2024 legal year in Harare.

Sikhala has been held in remand prison since June 14, 2022, facing charges of inciting public violence related to the disturbances at the funeral of CCC activist Moreblessing Ali, who was tragically killed by ZANU PF activist Pius Mukandi, also known as Jamba.

Mukandi was recently sentenced to 30 years in prison for the crime.

Responding to allegations that Sikhala is a political prisoner, Minister Ziyambi emphasized that the law operates impartially, and court decisions should not be anticipated to favor any particular side.

He underscored the independence of the courts, stating, “When you go to the courts, do not expect the outcome to be on your side… cases are looked at both sides.”
Minister Ziyambi cautioned against expecting biased judgments and highlighted Chief Justice Luke Malaba’s remarks on impartiality during the opening of the 2024 legal year.

He asserted that the courts are autonomous and operate without interference, urging fair expectations from those involved.

CCC spokesperson Promise Mkwananzi accused the government of exhibiting double standards, alleging that Sikhala is a victim of political imprisonment.

Human rights activists, both locally and internationally, continue to call for Sikhala’s release, asserting that justice is being denied.

ZBC Bosses, Presenters Fired Over Anti-Ndebele Broadcast

By- The Information Minister, Jenfan Muswere, has fired the Zimbabwe Broadcasting Corporation (ZBC) board and two presenters over a broadcast denouncing the Ndebele tribe.

This development follows a startling revelation on live television, where two presenters, Farai Juliet Magada and Victoria Manase, claimed that Ndebele King Lobengula Khumalo traded the nation’s mineral resources to British imperialists in exchange for sugar.

The fallout from their controversial statements has led to the suspension of both presenters, who not only asserted the partial justification of colonialism but also perpetuated the unfounded claim that King Lobengula sold the country to the United Kingdom for sugar.

Sources cited by The NewsHawks suggest that Muswere ousted the Dr Josaya Tai-led board due to various concerns, including performance, oversight, and corporate governance issues at ZBC.

Additionally, the allegedly divisive remarks made by the two female presenters played a pivotal role in the minister’s decision. An insider revealed:
“The minister (Muswere) has dismissed the ZBC board and directed the acting ZBC chief (currently standing in for Adelaide Chikunguru, on holiday leave) to suspend those two ignorant presenters who are peddling old tribal myths and lies on national television. Their show was scandalous.”

Major Robbery at Lomagundi School Following Staff Suspension Over Thefts

By Farai D Hove   | A significant robbery was reported at Lomagundi School, shocking the community just a day after a staff member was suspended due to theft allegations. The school’s board chairperson, Ntando Sibanda, provided a detailed account of the harrowing incident.

Safe but Shaken

In an official statement, Sibanda reassured that all children and staff are safe and accounted for. The event unfolded at around 8:30 PM on January 9, 2024, when a group of ten masked and armed individuals ambushed the school’s main gate security team, taking them hostage.

The Ambush and Robbery

The assailants, wielding weapons, captured Mr. Bilssombo, the Deputy Head, as he returned from town. They forced him and five security guards to the LC administration block, where they were tied up and made to lie on the floor. After disabling the alarm system and breaking into the offices, the robbers looted various valuables.

Stolen Assets

While the school fees, kept offsite, remained secure, personal funds from staff members’ offices were suspected to be stolen. The robbers also took several laptops and other valuable items, the full extent of which is still being assessed.

Escaping with Valuables and Hostages’ Belongings

The criminals fled in Mr. Bilssombo’s vehicle, carrying stolen guns from the security team and multiple mobile phones, including that of Mr. Bilssombo.

Police Intervention and Ongoing Investigations

The school staff managed to free themselves and reported the incident. Police arrived at around 2:00 AM for investigation. The administration block has been temporarily closed for police work.

Communication and Reassurance

The school is arranging alternative communication methods for parents, as the usual school lines might be unresponsive. Despite the distressing situation, Sibanda emphasized the safety of everyone and confirmed that the school program would continue as normal.

Future Safety Measures

Acknowledging parents’ concerns, the chairperson assured that efforts to enhance school security are underway. The school is cooperating fully with the authorities in the ongoing investigation.
