Trouble For Masvingo Man Caught Smoking Mbanje While On Community Service
MASVINGO – A-23-year-old man staying in Rujeko C, Masvingo, was caught smoking dagga behind the Magistrates Court on Tuesday this week where he is doing community service for theft.
He was left with 36 hours of community service on the theft charge.
Silence Alphias Hove (23) appeared before Masvingo Magistrate Ritaiswe Silaigwana yesterday facing charges of unlawful possession or use of dangerous drugs.
Magistrate Silaigwana ordered him to pay ZWL$10 000 fine or spend 15 days in jail.
Hove was arrested by Constable Shambare and Constable Hendrick who were attending a case at the court.
The court heard that Police received a tip-off at around 11:30 am yesterday that there was a person on community service at the backyard of Masvingo Magistrates Court who was preparing a cigarette of dagga.

Govt In Bid To Instill Fear In Striking Nurses
Nurses who went on strike protesting poor salaries have been summoned to disciplinary hearings, but labour unions say this is an attempt to cow them into silence.
Confirming the hearings, Health Service Board (HSB) chairperson Paulinus Sikhosana said: “That investigation is being done institutionally and we are not doing it at the board. These disciplinary actions are confidential. There are disciplinary principles in place and when something happens, they refer to the procedures that are there.”
Health workers, mainly doctors and nurses, last month withdrew their services across the country over poor remuneration.
In 2018, Vice-President and Health minister Constantino Chiwenga fired thousands of nurses who went on strike to demand higher salaries, in a hardline response by the country’s leadership to growing labour unrest.
Yesterday, Zimbabwe Professional Nurses Association president Robert Chiduku said the disciplinary hearings were an attempt to intimidate health workers.
“This is a tactic to instil fear in anticipation of the looming and pending industrial action that is meant to take place on July 22, 2022 and maybe prevent another action from taking place,” Chiduku said.
Zimbabwe Nurses Association president Enock Dongo added: “We cannot have a government that victimises people every time they ask for better salaries. We have a President (Emmerson Mnngagwa) who says he is a listening President and when the people he appoints behave like this, then it is not good.
“Nurses were demonstrating at the hospitals because they were incapacitated, they were never on strike.”

40-Year-Old Man Beaten To Death For Stealing 2 Cellphones In Norton
By Jane Mlambo| A 40-year-old man died in Norton after being assaulted by a mob for allegedly breaking into a house in Katanga, the Zimbabwe Republic Police has reported.
The man identified as Tapiwa Moyo has no known relatives and the police are desperately trying to locate his relatives so that they can collect his body from Norton General hospital.
“The ZRP is appealing for information which may assist to locate the relatives of a man identified as Tapiwa Moyo (40) who died on Monday in Norton after he was attacked by a mob for allegedly breaking into a house in Katanga before stealing two cellphones.
“The body of the victim is currently at Norton Hospital,” the police announced on Twitter.
Mahere Disowns Own Verified Account
CCC spokesperson Advocate Fadzayi Mahere has publicly disowned her verified Twitter account in a desperate bid to wriggle herself from a messy defamation lawsuit that was filed by fellow lawyer Advocate Tinomudaishe Chinyoka.
Advocate Mahere’s stunning denial of being the face behind the Twitter handle from which previous official CCC statements were issued, has raised questions not only about her integrity but also of the party she represents which presently operates Mafia-style, with no structures, and certainly no checks and balances.
However, her claims are exposed as Twitter requires account holders to among other things “provide a photo of a valid official government-issued identification document, such as your Driver’s Licence or Passport”, for a particular handle to be verified.
Adv Mahere is facing a US$100 000 million lawsuit from Adv Chinyoka, charges which emanate from a tweet she posted on March 10 alleging that the later had been suspended from the Petrotrade board for corruption.
“Corruption is killing us. They were appointed in June 2021. Before one year is up, they are facing allegations of corruption.
“Among the suspended are Advocate Tino Chinyoka and Lilian Timveos,” she said in the tweet which is now the subject of litigation.
However, the usually litigious Adv Mahere’s tweet was not factual as Adv Chinyoka is presently fighting the dissolution of the board he chaired.
“The defendant is Fadzayi Mahere, a private individual and lawyer — who controls an account on Twitter under the handle @advocatemahere,” Advocate Chinyoka averred, in papers filed with the High Court in May.
In her defendant’s plea submitted on June 6, Mahere denied Advocate Chinyoka’s assertion that she “has/runs/controls” the @advocatemahere account.
Although she denies being the face behind @advocatemahere handle, she vehemently defend the tweet in the same plea, saying “the contents of the tweet were true”.
Mr Chinyoka responded to Mahere’s plea in replication papers filed Friday (July 8), describing Mahere as dishonest.
“And, as the Defendant goes on to admit publishing the statements complained about, the denial that the Twitter handle ‘@advocatemahere’ belongs to her and the sanctimonious demand for Plaintiff to prove the fact is, in these unfortunate circumstances, facetious,” Advocate Chinyoka claims in a blistering response.
“Demonstrating her propensity and propinquity for mendacity and perfidy, the Defendant confuses herself by claiming that a verified (Twitter) account requires further proof that it is hers.”
However, Twitter has her digital footprints with pictures galore of herself in the company of other opposition functionaries.
This is not the first time that Adv Mahere has been locked in a legal battle with her case pending, again with a fellow lawyer Dr Petina Gappah at the High Court. —Herald
President Mnangagwa – Are You Aware Zanu PF Officials’re Busy Rigging Ahead of 2023 Elections?
Dear President Mnangagwa,
Not so long ago, I wrote to you regarding the incident in Gokwe where a Zanu PF official who I have now been able to identify by his second name Nyandoro, who is also the Councillor for ward 11 in Nemangwe addressed a rally and told people that he had received an order which originated from you to intimidate people in the area so that they vote for you and Zanu PF in the 2023 elections. One expects you should have issued a public statement against such behaviour if you did not originate the order as claimed by Nyandoro. If you issued any statement condemning Nyandoro, I missed it and would like to apologise for thinking that you did not make any public statement.
The Gokwe incident has been followed by several other incidents which you, as President of Zanu PF and as President of the country could have blamed. One incident was when Justice Minister Ziyambi Ziyambi stated that Zanu PF, not the Zimbabwe Elections Commission, was going to lead the delimitation exercise. For Zanu PF to lead the delimitation process is illegal, and as you are the leader of Zanu PF, the public would have expected you to clarify issues.
Another incident similar to the Gokwe incident of intimidating and threatening the electorate was witnessed in Chief Mapiravana’s area in Mberengwa North, where Abton Mashayanyika, known by the nickname of Bhito and an official of Zanu PF, addressed a Zanu PF rally and said Zanu PF wants to kill Advocate Chamisa. I have attached a video of the incident for you to see. I hope the police will be swift to arrest Mashayanyika for inciting violence. If Job Sikhala can be arrested for saying the killers of Moreblessing Ali should be brought to book, and if not Moreblessing’s avenging spirit will deal with the culprits, Mashayanyika deserves to be arrested too.
You should be firm, dear President, on the Zanu PF officials and supporters who are intimidating, harassing and killing people across the country. If you remain silent, we seem to be seeing a repeat of the 2008 presidential election re-run campaign period, where you forced an election re-run when the late Morgan Tsvangirai had won a clear majority. The late President Mugabe had conceded defeat as hinted by your very self, and confirmed by Nyandoro, the Councillor for ward 11 in Nemangwe, Gokwe.
These things tarnish your image across the world, my dear President. It is not too late for you to tell your officials and supporters to resort to a fair campaign in order to have a credible election in 2023. It is my hope that SADC, the African Union and the United Nations, bodies to which Zimbabwe belongs, and have an interest in what obtains in Zimbabwe, will advise you accordingly.

Mutsvangwa Says War Vets And Soldiers To Campaign For Zanu PF In 2023
By-Zanu PF spokesperson and Zimbabwe National Liberation War Veterans Association chairman Christopher Mutsvangwa said that the military and war veterans would help Zanu PF to win next year’s national elections.
Mutsvangwa told a Zanu PF press briefing in Harare Tuesday that his party, soldiers and war veterans are solidly related.
He said:
We are delighted as war veterans; we are going to make sure that we support you (ZANU PF). We also know that we have a very proud umbilical connection to our friends in the armed forces. We have the best army in the world. We have remained there to make sure that we have the best army in the world. We are always conscious of the role they are playing in defending our nation and making sure that we keep the enemies at bay.
We will not brook those who say there must be security sector reforms, our army is the best. We want to send a very strong warning to the opposition that the boys and girls are back in town.
Zimbabwe National Army spokesperson Colonel Alphios Makotore yesterday refused to comment on Mutsvangwa’s claims. Makotore said:
Mutsvangwa is a politician, therefore, the army does not comment on political issues.
In past elections, the army and war veterans have been accused of helping sustain ZANU PF rule through violence against members of the opposition and civilians.
Army generals are on record stating that they will never salute any president without liberation war credentials.
The army’s top leadership is composed of former fighters in the liberation struggle or those closely related to war veterans and political elites.
Some military men retire and join ZANU PF as politicians. These include Vice President Constantino Chiwenga who was at the helm of the army when the late former president Robert Mugabe was ousted in 2017.
Zanu PF says Opposition Of Planning To Rig 2023 Elections
By- Zanu PF has written to the Zimbabwe Electoral Commission accusing opposition political parties of fraudulent activities during voter registration processes to rig next year’s elections.
The ruling party is the one that has usually been accused of conniving with ZEC to manipulate electoral outcomes.
The accusations resurfaced recently following the appointment as ZEC commissioner of Mrs Abigail Millicent Ambrose-Mohadi, daughter to former vice president Kembo Mohadi.
Zanu PF’s Masvingo youth league secretary Charles Munganasa, said the party has already written to ZEC raising issues of electoral fraud.
Munganasa, who was addressing journalists during a Zimbabwe Union of Journalists (ZUJ) press club discussion in Masvingo Tuesday, accused unnamed opposition political parties of busing rural supporters to urban areas. NewZimbabwe.com quotes him as saying:
As the ruling party we have registered our concerns with ZEC because the opposition was doing voter fraud since 2018. They were busing people from rural areas registering them in urban areas where you can find over 10 people registered under the same address because they know that rural communities are our stronghold.
ZANU PF is always ready for elections regardless of any plans by our detractors. We have been winning elections since the 90s and we will always win.
Opposition Citizens Coalition for Change (CCC) Masvingo spokesperson Dereck Charamba distanced his party from Munganasa’s claims, arguing they were “a new political outfit which respects the Constitution.”
ZANU PF is targeting five million votes while the Nelson Chamisa led CCC is eyeing six million.
So far, just over 5.8 million people have registered to vote.
Sikhala Slapped With New Charges
By- Members of the Zimbabwe Republic Police Wednesday spent hours with CCC deputy chairman Job Sikhala at Harare Central Police Station before laying another charge against him.
The police picked Sikhala from Chikuribi Prison, where he is currently detained on allegations of inciting violence.
This is the second time after the police have taken Sikhala from Chikurubi.
According to the Zimbabwe Lawyers for Human Rights at Harare Central Police station, the police pressed another charge against the CCC senior official.

President Chamisa Takes Fight For Reforms To SADC, AU

Speaking at a media briefing in Harare on Tuesday, CCC deputy spokesperson, Gift Ostallos Siziba challenged the Zanu PF regime to release political prisoners.
Siziba also described ZEC’s conduct as disturbing and worrisome.
Rhodesian Gallery Shuts Down After 47yrs
Gallery Delta, located at number 110 Livingstone Avenue in Harare, has bowed to sustained economic pressure and closed its doors.
The closure of the gallery after about 29 years of hosting exhibitions is a serious blow to the artists and Zimbabwe’s arts industry at large.
Established in 1975, Gallery Delta had become an important institution in the country’s arts history as a number of prominent Zimbabwean artists launched their careers at the centre.
The gallery used to provide a unique historical, architectural and artistic environment for the presentation and sale of contemporary art.
Most current local visual artists have in one way or the other benefited from the gallery that used to host exhibitions of Zimbabwean paintings, graphics, mixed media sculptures and ceramics.
It has not been business as usual since the death of the gallery founders, Helen Lieros and Derek Huggins, who succumbed to COVID-19 within a week of each other in July last year.
The last exhibition at the gallery was Freedom, which paid tribute in part to Lieros, Huggins and Foundation for Arts and the Humanities.
Before its closure, about three months ago, the gallery’s board of trustees chairman Gregory Shaw said it had become increasingly difficult to sustain the effort and to remain true to the vision of the esteemed gallery founders.
Gallery Delta’s doors have been shut at a time the creative industry is now breathing a sigh of relief and trying to rise from the ashes of the COVID-19 pandemic.
In a statement, Shaw confirmed the closure of the gallery.
“We are indebted to our founders, Derek Huggins and Helen Lieros, and to Paul Paul and Colette Wyles for their support during the past three decades,” Shaw said.
“We also acknowledge the support of the patrons, friends of the Gallery Delta and the artists who have been a part of a history that spans almost 50 years and has played out within a rich period of the visual arts of Zimbabwe.”
Shaw said they look forward to seeing what may emerge within the arena of the arts as the future unfolds.
“While the Gallery Delta has closed, the Foundation for the Arts and Humanities under the Gallery Delta name remains, though it is inactive at present and for the foreseeable future.
“I have been honoured to be a part of this institution and am grateful to the Board of Trustees who have served the Gallery Delta Foundation since its creation and thank them for their dedication over the past years,” Shaw indicated.
The closure of the gallery has left a considerable hole within the local artistic community and the Zimbabwean arts industry in general.
Shaw added: “We acknowledge Huggins and Lieros for their extraordinary effort in the creation and development of Gallery Delta. We recognise the role played by Paul Paul and Colette Wiles through the gallery where art and history have intertwined.
“We pay tribute to the great number of artists who have emerged and thrived through the gallery, to those whose careers have flourished beyond our borders, and to those who have remained and participated from within, contributing to the rich Zimbabwean cultural discourse.
“We thank the multitude of patrons, donors and sponsors for their role in supporting and nurturing the arts in Zimbabwe during these years and are synthesis between these parts allowed not only the gallery to breathe, but the arts with all their complexity to exist as a living phenomenon at this space.”– Newsday
Mutsvangwa Blames Bad Economy On “Dark Forces”
Information and Publicity minister Monica Mutsvangwa yesterday alleged that currency woes afflicting Zimbabweans were the work of “dark forces”.
Addressing Harare Polytechnic journalism students, Mutsvangwa said government had made strides in turning around the economy only to be sabotaged by the country’s enemies.
“As it is, the economic fundamentals are all right. Why then are there currency woes that batter the living standards of the poorest to survival in abject poverty? Clearly, there are dark forces at play,” she said.
“Zimbabwe Democracy and Economic Recovery Act (ZDERA) sanctions are flailing and failing, syndicates of currency manipulators are angling to interfere.”
ZDERA, passed in 2001, restricts United States multilateral financing to Zimbabwe until the investment-hungry southern African nation makes specified political and economic reforms.
Analysts, however, said Mutsvangwa’s utterances reflected government’s unwillingness to address the fundamental economic challenges facing Zimbabweans.
“Who are the dark forces? Who shall bring in light to end the darkness? Authorities cannot claim ignorance when resource leakage channels are so apparent. Where is the intelligence machinery? Put in other words, it’s a confession of failure,” Zimbabwe Coalition of Debt and Development programmes manager John Maketo said.
Political analyst Kudakwashe Munemo said: “Such utterances simply reflect that the government is not willing and clueless on providing pragmatic solutions to the economic realities bedevilling the country.”
Economist Victor Boroma told NewsDay that economic fundamentals have to be followed to ensure economic stability.
“To build confidence, the government has to reform the central bank, live within taxable revenues and give the apex bank autonomy on monetary policy. Political interference has destroyed confidence in the banks and other local institutions, which are key to good economic governance,” Boroma said. —Newsday

It is quite pathetic to witness labor unionists enduring long pre-trial detentions for demanding a living wage of US540 per month. Amalgamated Rural Teachers Union of Zimbabwe was formed to fight against slave wages, contribute to the formulation of sound education policies, and the promotion of fair labour practices. Our leaders have the right to resist 24 loaves of bread as their salaries.
Founders of the Award Winning vibrant movement are cobra-headed at the targeted prosecution by the persecution of President Obert Masaraure and Secretary-General Robson Chere. Winning a Frontline Human Rights Defenders Award should not be criminalized because it is a fundamental basic freedom and right enshrined in the constitution of 2013. It appeared funny when Masaraure was bundled back into the hellhole of Chikurubi Maximum Prison for demanding the release of Sg Chere on social media, this daylight satanism should be resisted with equal measure.
We urge all educators to peacefully express their disgruntlement at the continued incarceration of innocent teachers who are being starved by a corrupt and greedy regime that does not care about its downtrodden teachers.
Teachers in Zimbabwe are wallowing in abject poverty while ZANU-PF leaders are enjoying their ill-gotten wealth. As founders of this mammoth union, we demand their immediate release. The unfortunate death of Roy Issa was concluded in 2016 and the relevant authorities ruled out foul play. Our leaders are suffering because they are genuinely representing the underrated educators.
It is now crucial to amplify our voices demanding justice for President Obert Masaraure, Sg Robson Chere, CCC Vice-Chairperson Job Saro Wiwa Sikhala, Godfrey Karakadzayi Sithole, Moreblessing Ali, the Nyatsime 13, Chimanimani 3 and all political prisoners. ZANU-PF must unconditionally release the yellow party leaders and labor unionists who are determined to promote the rule of law and constitutionalism. We can’t be mute when our leaders are being abused for speaking the truth to power against a politically inept regime.
In a nutshell, the founders of Artuz shall not fold their hands in the face of the brutality and inhumane treatment of the union leaders. Obert, Chere, Sikhala, Godfrey, and others are not criminals. They deserve bail as provided in the supreme law of the country.The irony is that substantial criminals in the names of Obadiah Moyo, Ignatius Chombo, Prisca Mupfumira, Henrietta Rushwaya only to mention but a few are walking scot-free after daylight looting of the national cake right under the nose of ZANU-PF goons who continue the plunder of our economy with impunity. The jailing of our fellow authors at Artuz signifies the insatiable appetite of the desperate regime to continue grabbing national wealth without transparency and accountability.
We demand the immediate release of our leaders. They are innocent! They are not criminals! They deserve bail! Trumped-up charges must be dropped now! ZANU-PF must just go because it has dismally failed to put the economy on a sounder footing since the coup which unconstitutionally removed Mugabe accusing him of corruption and gross governance.

About Global Hunger And Food Insecurity
UN Report: Global Hunger
The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.
The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.
The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).
The numbers paint a grim picture:
As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.
“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”
Repurposing agricultural policies
The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.
With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.
The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.
Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”
WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”
WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”
GLOSSARY
Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.
Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).
Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.

Severe food insecurity: a level of severity of food insecurity at which, at some time during the year, people have run out of food, experienced hunger and at the most extreme, gone without food for a day or more. Measured based on the Food Insecurity Experience Scale.
Undernourishment: a condition in which an individual’s habitual food consumption is insufficient to provide the amount of dietary energy required to maintain a normal, active, healthy life. The prevalence of undernourishment is used to measure hunger (SDG indicator 2.1.1).

Robber Kills Partner By Mistake
A robbery suspect was shot and killed by his accomplice while they were trying to rob a resident in the Nomakanjane area, Ikamvelihle in the Eastern Cape.
Police spokesperson Captain Andre Beetge announced on Monday that the incident happened on Sunday at about 8.30 pm.
Beetge said a 34-year-old man was walking home when he was approached by two armed men. IOL News cites Beetge as saying:
Fearing that they were going to rob him, he attempted to flee from them. They chased him, and after hitting him in the face with a firearm, he fled into a nearby shack.
One of the suspects went into the shack after him, while the other opened fire on the shack from the outside. One of the alleged robbers was shot and killed.
The suspect outside, realising that he shot and killed him, then grabbed his accomplice’s firearm and fled from the scene.
Beetge said the victim, who fled from the suspects had a small wound on his face which he sustained when he was whipped with a pistol.
A murder docket was opened and is being investigated by SAPS Ikamvelihle.
Beetge urged members of the public who may have information that could assist with the investigation to contact the Ikamvelihle Detectives, Detective Captain Debbie Steyn at 082 394 8369 or Crime Stop on 08600 1011.

Zanu PF Defends Mohadi ZEC Daughter, Says Opposition Wants To Rig 2023 Elections
By- Zanu PF has written to the Zimbabwe Electoral Commission accusing opposition political parties of fraudulent activities during voter registration processes to rig next year’s elections.
The ruling party is the one that has usually been accused of conniving with ZEC to manipulate electoral outcomes.
The accusations resurfaced recently following the appointment as ZEC commissioner of Mrs Abigail Millicent Ambrose-Mohadi, daughter to former vice president Kembo Mohadi.
Zanu PF’s Masvingo youth league secretary Charles Munganasa, said the party has already written to ZEC raising issues of electoral fraud.
Munganasa, who was addressing journalists during a Zimbabwe Union of Journalists (ZUJ) press club discussion in Masvingo Tuesday, accused unnamed opposition political parties of busing rural supporters to urban areas. NewZimbabwe.com quotes him as saying:
As the ruling party we have registered our concerns with ZEC because the opposition was doing voter fraud since 2018. They were busing people from rural areas registering them in urban areas where you can find over 10 people registered under the same address because they know that rural communities are our stronghold.
ZANU PF is always ready for elections regardless of any plans by our detractors. We have been winning elections since the 90s and we will always win.
Opposition Citizens Coalition for Change (CCC) Masvingo spokesperson Dereck Charamba distanced his party from Munganasa’s claims, arguing they were “a new political outfit which respects the Constitution.”
ZANU PF is targeting five million votes while the Nelson Chamisa led CCC is eyeing six million.
So far, just over 5.8 million people have registered to vote.
Mavaza Says: Job Sikhala Dared The Police To Arrest Him

The American government and others in Europe have accused Zimbabwe for refusing Zengeza MP Job Sikhala and his colleague Godfrey Sithole bail. Every time when it comes to the opposition, the European and American governments accuse Zimbabwe. It is true that Zengeza West MP Job Sikhala and his Chitungwiza North counterpart Sithole were denied bail following their court appearance on charges of incitement to commit public violence.
Harare magistrate Gibson Mandaza denied the two opposition lawmakers their freedom declaring they were a “threat to public security and likely to reoffend if released on bail”. They then lodged an appeal to the high Court. Citizens Coalition for Change (CCC) national spokesperson Fadzayi Mahere branded Mandaza’s ruling an unconstitutional ploy by Zanu PF to persecute and silence the opposition. This is the narrative which has been taken by the European and American governments.
But the truth of the matter is that they have filed a bail appeal through their lawyers, Alec Muchadehama and Jeremiah Bamu. This was again denied by the high court.
In her ruling the judge said courts attach conditions when granting bail for a purpose.
She said there was no misdirection on the lower court’s findings considering background circumstances, citing that Sikhala voluntarily volunteered information that he was arrested for the similar offence several times. She said this shows “Sikhala has a heightened propensity to re-offend” and his grounds of appeal have no merit.”
Prosecutors accused them of urging the public to avenge the death of Ali but they deny the charges.
Deputy chief magistrate Gibson Mandaza also said they two were men of means and acted in common purpose to mobilise people who attacked the homes of Zanu PF members in Nyatsime area to avenge Ali’s death.
“A person who is in custody in respect of an offence shall be entitled to be released on bail at any time after he or she has appeared in court on a charge and before sentence is imposed, unless the court finds that it is in the interests of justice that he or she should be detained in custody.” But what exactly is bail.
Bail is a way of allowing a person who has been remanded for trial at a later date to remain at liberty until his trial. To grant bail means to allow a person to enter into a contract or undertaking (called “a recognisance”) whereby he remains at liberty in consideration for his paying or guaranteeing to pay a sum of money if he fails to appear in court at the date, time and place appointed for his trial or further remand. Once bail is granted, the accused person should not be deprived of his liberty until his bail bond is terminated, unless he breaches any conditions under which bail was granted, and the State has an implied obligation to allow him to remain at liberty so long as he abides by those conditions.
The need for a mechanism such as bail must be understood in the light of the following principles:
1. Regardless of one’s political affiliation one has a right to be released, unconditionally or on reasonable conditions, unless there are compelling reasons justifying his continued detention.
2. It is the breath of the law that a person is presumed to be innocent until he has been convicted by a court of law. While his case is pending the court has to strike a balance between the liberty of the accused and the need to avoid continuation of the commission of crimes. He should not, therefore, A balance must be struck between these two interests.
3. It is not in the interests of justice for bail to be granted to a person who will not stand his trial or will abuse his liberty by, intimidating the witnesses against him or commit the same crime before boasting about doing so.
4. The courts always consider the constitutional rights of the accused person and his or her dependants.Where the accused is the primary care-giver of a child, the best interests of the child must be considered together with all the other circumstances.
Bail is non-penal in character, and neither the amount of bail nor the refusal of bail may be influenced by a desire to punish the accused or to deter other offenders. Nor should the grant or refusal of bail be used as an inducement to get the accused to make a statement to the police.
Although the grant of bail in any particular case is pre-eminently a matter for the judicial officer, he or she usually acts on information given by the prosecutor, so the prosecutor has a duty to place before the court any information he or she has relevant to the grant or refusal of bail. Refusal of bail does not mean that a conviction will follow.
Now the CCC and it’s handlers are deliberating misleading the people by politicising the crimes of Job and Sithole.
The fact that one is a politician does not mean that the crimes he commits are political. It is therefore infuriating that CCC deliberately misinform people about the real reasons for the arrest of Job Sikhala.
Job Sikhala being a lawyer the court expects him to know the difference between politics and law. Zimbabwe has a process it follows in granting bail. For the sake of the Americans and Europeans who are ignorant of the Zimbabwean bail procedure I will tabulate the procedure.
Application for Bail
A person has a right to ask to be granted bail so bail is not an absolute right. It has to been applied for.
An accused person who appears before a judge or magistrate before trial (for example, when he appears on remand) may apply verbally to be admitted to bail immediately; alternatively he may make a written application in the form prescribed in rules of court. Every such application must be dealt with promptly.
The Prosecutor-General or the local public prosecutor must be given reasonable notice of oral bail applications — though in practice applications are made by accused persons on their first remand without giving such notice.
In a bail application, the judge or magistrate can receive evidence on oath or by affidavit, and hearsay evidence is admissible. The prosecutor indicates his attitude to the grant or refusal of bail, and the judge or magistrate decides the question on the basis of what he has been told by the accused and the prosecutor. Bail proceedings, in fact, follow the inquisitorial rather than the adversarial model of criminal procedure. Both sides can be required to adduce evidence. If the accused gives evidence, however, the court must inform him that his evidence will be admissible and may be used against him at his trial.
An accused person “is compelled to inform the court” whether he has any previous convictions and whether he is facing other charges and, if he is, whether he has been granted bail on those charges. It is not clear if this means that he must volunteer the information or need disclose it only if asked. If he wilfully fails or refuses to give this information, or gives false information on these matters, he commits a crime.
If an application for bail is refused by a judge or magistrate, a further application cannot be made unless it is based on facts that were not placed before the judge or magistrate who first determined the application and which arose or were discovered after he made the decision. If no new facts arise, the only recourse the accused has is to appeal. It should be noted, however, that the passage of time can itself constitute a “new fact”: in other words, the fact that a long time has elapsed since an application for bail was made and refused can be placed before the court as a justification for a fresh application.What those accusing Zimbabwe for victimising Job Sikhala do not understand is the fact that the refusal or granting of bail is a vitally important part of the criminal process. Initial remand is an important step in a citizen’s loss of liberty. After arrest without warrant, it is the first time that his case is presented to a neutral body for arbitration of the issue whether or not, on the basis of mere suspicion, the citizen must lose his freedom. If he loses his freedom at that stage, before his guilt is proved, he may face total ruin. He may lose his job, or other means of his livelihood. He could lose his home too if he is a lodger or a mortgagee as he falls into arrears. This could drive his family into destitution and he is forced to rely on State support for livelihood whilst in custody. The consequences are just too ghastly to contemplate for both the rich and the poor. Magistrates are therefore to take the greatest care when approaching the question whether to deny or grant bail.”
The following principles govern were the principles used to deny or grant bail.
Section 50(1)(d) of the Constitution states that a person who has been arrested:
“must be released unconditionally, or on reasonable conditions, pending a charge or trial, unless there are compelling reasons justifying their continued detention.”
According to section 117(1) of the Criminal Procedure and Evidence Act, every accused person has a right to bail, subject to the interests of justice:
“[A] person who is in custody in respect of an offence shall be entitled to be released on bail at any time after he or she has appeared in court on a charge and before sentence is imposed, unless the court finds that it is in the interests of justice that he or she should be detained in custody.”
The constitutional provision protects liberty more stringently: an accused person must be released unless there are “compelling reasons” for keeping him in detention; the Criminal Procedure and Evidence Act on the other hand says that he may be detained if it is “in the interests of justice” to do so. Section 115C of the Act seeks to align the Act with the Constitution by saying, in effect, that the grounds listed in section 117 as justifying continued detention in the interests of justice must be regarded as “compelling reasons”. So the Job Sikhala issue depended solely on principles. It is impossible to define the term compelling circumstances comprehensively because what is compelling will vary according to the personal circumstances of each suspect and the facts of his or her case. There are four reasons which normally justify continued detention:
a)that the suspect is likely to abscond
b) that the suspect is likely to interfere with the evidence, e.g. by intimidating witnesses
c) that the suspect is likely to commit further crimes if released.
d) And that the suspect is in breach of another bail condition.
Whether those reasons, individually or in combination, will be compelling depends on the facts and circumstances of each case, as already pointed out. The more likely the suspect is to do any of these things, the more compelling the reason for keeping him in custody. In Job’s case giving him bail would have been an insult to our justice system.
Section 117 of the Criminal Procedure and Evidence Act
Section 117 of the Act seems to be based loosely on the equivalent provision of the South African Criminal Procedure Act, 1977, which in turn is based on section 35(1)(f) of that country’s constitution. Section 35(1)(f) states that everyone who is arrested has the right to be released from detention “if the interests of justice permit”. Our Constitution is different, as already noted. Arrested persons in Zimbabwe have a greater constitutional right to bail than is granted them in South Africa; so section 117 does not go far enough in guaranteeing to arrested persons their right to bail. To that extent, therefore, it is unconstitutional. Merely saying, as section 115C does, that the reasons listed in section 117 amount to compelling reasons does not render section 117 constitutional.
Be that as it may, section 117 of the Criminal Procedure and Evidence Act elaborates on the reasons for continued detention listed above, and sets out in detail the considerations to be taken into account by a judge or magistrate when deciding whether to grant or refuse bail:
In the Job Sikhala case It was in the interests of justice to refuse him bail. It was established that if the accused is granted bail he is likely:to endanger public safety or the safety of an individual person;to “undermine or jeopardise the objectives or proper functioning of the criminal justice system, including the bail system” It was also in the interests of justice to refuse Job Sikhala bail as“in exceptional circumstances” it is likely that the release of the accused will disturb public order or undermine public peace or security.The court in Job’s case balance the interests of justice against the right of the accused to personal freedom.
Generally, the onus of showing that bail should not be granted rests with the prosecution, where bail is sought before the accused person has been found guilty. As Mathonsi J said in S v Munsaka 2016 (1) ZLR 427 (H), the onus of proving compelling reasons for not granting bail lies on the State. The degree of proof required is a balance of probabilities. Under section 115C of the Criminal Procedure and Evidence Act
The presumption of innocence operates fully in bail applications made before the accused has been found guilty, and so the court is expected and required to lean in favour of the liberty of the accused. In other words, if the State opposes bail it must prove that justice will be served by denying bail. So in Job Sikhala’s case the state proved beyond any reasonable doubt.
Once, however, the prosecution has made credible allegations against the accused which would provide grounds for refusing bail, the onus shifts to the accused person, who must show on a balance of probabilities that his admission to bail would not prejudice the interests of justice. When Job was given the chance to offload the burden he boasted that he has been committing the same offence and got arrested for the same offence for over forty seven times. This assisted the court to quickly without delay deny bail.
So it is a shame that CCC which is full of lawyers fail to see that Job as a lawyer is indeed a liability to his liberty and to his own party. His incarceration is not political but seriously criminal.
Police Torment Sikhala
By- Members of the Zimbabwe Republic Police Wednesday spent hours with CCC deputy chairman Job Sikhala at Harare Central Police Station before laying another charge against him.
The police picked Sikhala from Chikuribi Prison, where he is currently detained on allegations of inciting violence.
This is the second time after the police have taken Sikhala from Chikurubi.
According to the Zimbabwe Lawyers for Human Rights at Harare Central Police station, the police pressed another charge against the CCC senior official.

Mutsvangwa Says Soldiers Will Help Zanu PF Win 2023 Elections
By-Zanu PF spokesperson and Zimbabwe National Liberation War Veterans Association chairman Christopher Mutsvangwa has hinted at the military’s involvement in the next year’s national elections.
However, the army’s involvement in national elections is not new in the country.
In 2008 Zanu Pf deployed soldiers and war veterans in the rural areas to terrorise villagers during the run-up to the discredited presidential run-off elections.
Mutsvangwa told a Zanu PF press briefing in Harare Tuesday that his party and soldiers are solidly related.
He said:
We are delighted as war veterans; we are going to make sure that we support you (ZANU PF). We also know that we have a very proud umbilical connection to our friends in the armed forces. We have the best army in the world. We have remained there to make sure that we have the best army in the world. We are always conscious of the role they are playing in defending our nation and making sure that we keep the enemies at bay.
We will not brook those who say there must be security sector reforms, our army is the best. We want to send a very strong warning to the opposition that the boys and girls are back in town.
Zimbabwe National Army spokesperson Colonel Alphios Makotore yesterday refused to comment on Mutsvangwa’s claims. Makotore said:
Mutsvangwa is a politician, therefore, the army does not comment on political issues.
In past elections, the army and war veterans have been accused of helping sustain ZANU PF rule through violence against members of the opposition and civilians.
Army generals are on record stating that they will never salute any president without liberation war credentials.
The army’s top leadership is composed of former fighters in the liberation struggle or those closely related to war veterans and political elites.
Some military men retire and join ZANU PF as politicians. These include Vice President Constantino Chiwenga who was at the helm of the army when the late former president Robert Mugabe was ousted in 2017.
Mwonzora Speaks On Involvement In Mohadi Daughter ZEC Interviews
By-MDC-T President Douglas Mwonzora has said critics should not comment on his party’s involvement in the selection and appointment of former Vice President Kembo Mohadi’s Daughter Abigail into the Zimbabwe Electoral Commission.
Mwonzora was responding to freelance journalist Hopewell Chin’ono who said that Mwonzora was part of the panel interviewing Mohadi’s daughter.
Said Mwonzora:
Hopewell Chingono seeks to blame the MDC for the appointment of Mrs Abigail Ambrose-Mohadi by President Emerson Mnangagwa as Commissioner in ZEC. This is just the usual and cheap propaganda. The record has to be set straight.
Ever since the promulgation of the Constitution of Zimbabwe, the MDC has been part and parcel of the interviewing of Commissioners of all Independent Commissions. However, it has never numerically dominated the interviewing panels.
When Priscilla Chigumba was interviewed at Parliament some time ago MDC was represented by Nelson Chamisa, Prosper Mutseyami and Innocent Gonese in the interviewing panel. Why then does Chin’ono not blame them for Chigumba’s appointment?
This year Commissioner Ambrose-Mohadi was shortlisted on the basis of her qualifications which were objectively verified. We did not consider the circumstances of her birth as a basis for her disqualification.
During the interviews the MDC representatives including myself constituted 30% of the interviewing panel. On the basis of partisanship alone, it follows that the MDC could not singularly decide the outcome of interviews.
During the interview, individual panellists assign scores to the candidate. An aggregate score is then prepared for each candidate. This takes into account the score by each member of the panel. The top 15 candidates were then shortlisted.
From the list of the 15 candidates, the President was supposed to appoint the six Commissioners using his own discretion in terms of the constitution. In that final selection, no member of Parliament has any say.
It is unfair to blame any MP for the final choice that the President makes. However, there is no law currently that disallows children of prominent people or politicians from being appointed to public positions.
The procedure regarding the interview of Commissioners was the same this year when we sat in the Ambrose-Mohadi interview as it was when Chamisa, Innocent Gonese and Prosper Mutseyami set in the Chigumba interview.
Meanwhile, critics say Mwonzora it’s misleading for Mwonzora to maintain that Abigail Mohadi was qualified for the post, especially after her “inability to answer any question.”
Davis Laque says, in as far as qualifications are concerned, “it’s clear that Abigal Mohadi found herself on that list of candidates interviewed by Parliament through the Standing Rules and Orders Committee (SROC), not because of any capacity.”
He also said it is misleading for Mwonzora to claim that with 30% membership in the SROC, MDC-T had no power to decide the outcome of the interviews as they could veto Mohadi’s candidature.

Kamusoko To Leave Zesco United
Warriors midfielder Thabani Kamusoko will leave Zesco United at the end of this month.
The Zambian top-flight club will not renew Kamusoko’s contract when it expires in two weeks.
The 34-year-old joined the side in 2019 after leaving Tanzanian giants Young Africans.
A statement by the club reads: “Zimbabwean international attacking midfielder Thabani Kamusoko is scheduled to leave ZESCO United when his contract expires at the end of this month.
“Kamusoko, who joined the nine-times Zambian Super League champions in 2019 from Tanzanian giants Young Africans, has spent three years at ZESCO United, contributing significantly to the club’s success.

Warriors Kicked Out Of CHAN
Zimbabwe has been officially been disqualified from the CHAN 2022 tournament.
The country was scheduled to play Malawi in the first round of the qualifiers next week.
But after failing to meet CAF’s conditions, the Warriors have been barred from taking part in the competition.
The continental body wanted Zifa to reinstate the suspended members Felton Kamambo and Joseph Mamutse so that the FIFA ban can be lifted.
Following the lapse of the grace period, CAF has taken the latest measure ahead of the start of the qualifiers next week.
The Football Association of Malawi (FAM) confirmed the development in a statement on Wednesday.
The FAM said: “The Confederation of African Football -CAF on Tuesday confirmed that the Flames are through to the second round of the 2022 Chan qualifiers without kicking a ball following Zimbabwe’s failure to get their FIFA suspension lifted.
“Malawi was drawn against Zimbabwe in the first round of the qualifiers. However CAF Indicated that the fixture will go ahead only if Zimbabwe’s FIFA suspension is lifted two weeks before the first match which was scheduled for July 23, 2022.
“A letter from CAF to FAM confirming the development reads: “We are referring to the suspension of the Zimbabwe Football Association (ZIFA) by FIFA Congress from all football activities.
“Unfortunately, the association of Zimbabwe did not fulfill the criteria set by FIFA congress and is still under suspension.
“Therefore, we hereby confirm to you that the clause indicated in the draw procedures is applied: In case the suspension of Zimbabwe FA is not lifted 2 weeks before its first match, it will be considered loser and eliminated from the competition.
“Consequently, all the matches of Zimbabwe in the frame of the 1st round of the qualifiers of CHAN 2022 are now cancelled and consequently Malawi is qualified to the 2nd round of the qualifiers.”
The Flames will face the winner between Zambia and Mozambique in the second round of the qualifiers.
This the third time in two months that the country has been disqualified from an international competition due to the FIFA ban.

Amalgamated Rural Teachers Union of Zimbabwe was formed to fight against slave wages, contribute to the formulation of sound education policies, and the promotion of fair labour practices. Our leaders have the right to resist 24 loaves of bread as their salaries.
Founders of the Award Winning vibrant movement are cobra-headed at the targeted prosecution by the persecution of President Obert Masaraure and Secretary-General Robson Chere. Winning a Frontline Human Rights Defenders Award should not be criminalized because it is a fundamental basic freedom and right enshrined in the constitution of 2013. It appeared funny when Masaraure was bundled back into the hellhole of Chikurubi Maximum Prison for demanding the release of Sg Chere on social media, this daylight satanism should be resisted with equal measure.
We urge all educators to peacefully express their disgruntlement at the continued incarceration of innocent teachers who are being starved by a corrupt and greedy regime that does not care about its downtrodden teachers.

ZEC Under Pressure To Implement Reforms Before Polls
Tinashe Sambiri| CCC has expressed concern at the escalating violence in the country.
Speaking at a media briefing in Harare on Tuesday, CCC deputy spokesperson, Gift Ostallos Siziba challenged the Zanu PF regime to release political prisoners.
Siziba also described ZEC’s conduct as disturbing and worrisome.
CCC On Regional Offensive Again
Opposition Citizens Coalition for Change (CCC) says it has started engaging regional leaders to facilitate smooth dialogue with the ruling Zanu-PF party to “peacefully” address the political and economic crisis bedevilling the country.
Addressing a Press in Harare yesterday, CCC acting spokesperson Gift Siziba said they were worried over continued incarceration of its members on politically-motivated charges when the country is a few months to the 2023 polls.
CCC legislators Job Sikhala (Zengeza West) and Godfrey Sithole (Chitungwiza North) have been in remand prison since June 14 facing charges of inciting public violence last month following the gruesome murder of fellow party member Moreblessing Ali in Nyatsime.
Eleven other CCC members from Nyatsime are also in detention on similar charges.
“This country is not owned by Zanu-PF and Mr Mnangagwa (President Emmerson Mnangagwa) must know that,” Siziba said.
“The demand for dialogue is what we are pushing for and the envelope of conversation. We are pushing the envelope of peace and stability because if there is no conversation of what must happen, it has a bearing on the future stability of this country. It’s not about them being politically interested, it’s about the people of Zimbabwe. This is what the people of Zimbabwe want.
“People of Zimbabwe want a genuine and authentic leadership that must take this country forward. We believe that for the purposes of stability in this country there must be conversation. That is why we are obviously engaging with our partners in this region and, of course, other progressive Africans so that they help us with this particular process.”
Soon after the 2018 elections, Mnangagwa attempted to thaw the icy relations between the ruling Zanu-PF party and opposition political parties by setting up the Political Actors Dialogue (Polad) made up of fringe political party leaders that lost the 2018 elections. It meets to discuss various issues affecting the country, but the grouping has been dismissed by many as a collection of Mnangagwa’s bootlickers.
Siziba said there was an urgent need for the authorities to implement the necessary electoral reforms, which include the independence of the Zimbabwe Electoral Commission (Zec), to guarantee credible elections.
“The surging of migration of people across Limpopo is not just a foreign policy issue to the South African government, but, of course, it’s a domestic issue so that our people are not reduced to second class citizens across different parts of the world. We must resolve our own issues as Zimbabweans and any genuine Zimbabwean who is patriotic must understand that we have a conversation about the elections in this country so that we do not have a disputed election. If we have a disputed election, Zimbabwe will continue with this vicious cycle because it has a bearing on the stability of the economy and social services.”
Zanu-PF party spokesperson Christopher Mutsvangwa referred all questions to Mnangagwa’s spokesperson George Charamba.
“Zanu-PF is always ready for dialogue, but there is Polad. For your further inquiries, the President’s spokesperson (George Charamba) is better placed to deal with that,” Mutsvangwa said.
Efforts to get a comment from Charamba were fruitless yesterday.
Meanwhile, the CCC also said the recent appointment of Zanu-PF vice-president Kembo Mohadi’s daughter, Millicent, as a Zec commissioner compromised the electoral body’s legitimacy.
“The appointment of Mohadi’s daughter has a bearing in the integrity of Zec. Mohadi is a contender in the 2023 elections as the Zanu-PF vice-president because one can’t be a judge in an issue where they are interested. We are going to use Parliament to make sure that we find redress to this appointment. To save whatever is left of Zec’s credibility. The said commissioner must resign. We will invoke Section 59 of the Constitution to express our displeasure through petitions and demonstrations against the commissioner.”
On Monday, government defended Mohadi’s appointment to Zec with Information secretary Ndavaningi Mangwana saying: “Children and relatives of high-profile people have the right to employment and service to their country as everyone else. That’s why it is called, “equal opportunities.”

Wadyajena Goes After Minister Masuka
By A Correspondent| Chairperson of the parliamentary portfolio committee on lands and agriculture Justice Mayor Wadyajena is reportedly plotting to summon Agriculture minister Anxious Masuka to appear before the committee over delays in the construction of Vungu Dam.
The tender for the construction of the dam, located in Silobela, was won by local engineering company, Grindale (Pvt) Ltd last year.
However, the contractor is lagging behind the implementing schedule for the US$87 million project because of the delays in the disbursement of funds from government.
Wadyajena’s is reportedly trying to use this delay to nail Masuka over his possible involvement in the awarding of the tender.
But sources privy to developments say Wadyajena, who oddly chaperoned his committee on Sunday to inspect progress on the dam site, is pursuing a vendetta against Masuka, whom he accuses of stymieing his political projects.
He also reportedly accuses Masuka of orchestrating the arrest of Cotton Company of Zimbabwe (COTTCO) bosses, Pious Manamike and Maxmore Njanji, who are currently appearing at the Harare Magistrates Court facing corruption allegations.
They allegedly diverted cotton farming inputs to their political cronies to aid their ambition.
Interestingly, police at the weekend raided a warehouse in Wadyajena’s constituency recovered three truckload of similar inputs which sources said were being stockpiled while awaiting distribution to his political foot soldiers in the Gokwe Nembudziya constituency he represents in the National Assembly.
Police spokesperson Paul Nyathi confirmed the developments on Tuesday saying the matter was being handled by the Zimbabwe Anti-Corruption Commission (ZACC).
“The matter is being handled by ZACC; may you call John Makamure (ZACC spokesperson) for a comment on it,” said Nyathi.
But, sources said, Wadyajena believes that the investigation against him I being orchestrated by ZACC spokesperson, Commissioner John Makamure, who he now accuses of trying to wrest the constituency from him ahead of next year’s general elections.
Sources further recounted some dramatic incidents which played out when Wadyajena’s committee went on a site visit in Vungu.
“We were surprised that the inspection did not happen after he dramatically ordered his committee members to call it off and get back onto the bus. This was after a representative for the contractor had indicated the work done so far was 2% of what needs to be done. It all appeared staged and predetermined,” a source said.
“Everyone was shocked by that behaviour. It was all drama. And now we hear he wants to drag the minister to the committee to question him on how the tender was granted when in actual fact his mission is to wage a vengeful political battle against him,” the source said.
Zanu PF In Shocking Claim That Opposition Is Rigging Polls
The ruling Zanu-PF has in a surprise turn of events, accused opposition political parties of fraudulent activities during voter registration processes in attempts to rig next year’s elections.
The ruling party is the one normally at the centre of vote rigging allegations with the Zimbabwe Electoral Commission (ZEC) currently under fire over the appointment of former vice president Kembo Mohadi as one of its commissioners.
However, the party has, according to its Masvingo youth league secretary Charles Munganasa, already written to the Zimbabwe Electoral Commission (ZEC) airing its grievances.
Munganasa, who was addressing journalists during a Zimbabwe Union of Journalists (ZUJ) press club discussion in Masvingo Tuesday, accused unnamed opposition political parties of busing rural supporters to urban areas.
“As the ruling party we have registered our concerns with ZEC because the opposition was doing voter fraud since 2018,” he said.
“They were busing people from rural areas registering them in urban areas where you can find over 10 people registered under the same address because they know that rural communities are our stronghold.”
Munganasa was however, quick to say that despite the allegations, Zanu-PF was going to win at next year’s polls.
He added: “Zanu-PF is always ready for elections regardless of any plans by our detractors. We have been winning elections since the 90s and we will always win.”
Opposition Citizens Coalition for Change (CCC) Masvingo spokesperson Dereck Charamba distanced his party from Munganasa’s claims, arguing they were new in the electoral field.
“We are a new political outfit which respects the Constitution. Our party has just participated in by-elections not general elections, we can’t be implicated into things we don’t know about,” said Charamba.
So far, just over 5.8 million people have registered to vote.
Zanu-PF is targeting five million votes while the Nelson Chamisa led CCC is eyeing six million.

Zim Economy Doing Well, Mangudya Tells Zimbabweans
Reserve Bank of Zimbabwe (RBZ) Governor, John Mangudya has said the country’s economy is doing well despite the negative perception among the people.
Giving oral evidence on the performance of the auction system to the Parliamentary Budget and Finance portfolio committee on Monday, Mangudya said the country was not a basket case and urged Zimbabweans to have less bad news.
“The economy’s fundamentals are doing well. This economy is not as bad as we paint it. We are not a basket case. Our policies are consistent. Let us have less bad news,” Mangudya told committee members.
He explained: “US$3.3 billion has been utilised significantly to expand the economy during the first half of 2022. Most entities have improved, with 30-45% imports compared to our shops, which now have 75-85% local products filled.
“The auction has been able to provide 49% raw materials for the economy’s expansion.”
Mangudya said the economy’s landscape had changed positively, with more capitalisation leading to firms being able to improve on operations.
He, however, admitted this expansion had come with costs such as inflation.
“We are so confident that fundamentals are in position,” said the RBZ boss.
“Balance of payment is in place. By the end of June, the country earned US$5.4 billion, an increase of 34% from 2021 figures. Export losses were US$35 million, with a gain of US$790 million diaspora remittances. Prices of commodities have been going up.
“There has been total fiscal consolidation without any borrowing from the central bank by the government. We have a tight monetary policy with an M-Zero static.”
The RBZ Chief told the committee that the auction system had a backlog payment to clients of US$75 million, which the bank would clear by the end of July.
“The backlog is there. Last week we cleared SMEs auctions. The main auction 94-99 to become current. Our last auction was 101 and this week we will clear 100 then seal with auctions before 94 by the end of July so that they do not become a moving target. We want to make sure that there is no backlog,” Mangudya added.
Harare North MP, Rusty Markham, disputed the backlog of US$75million saying it was around US$300 million.
Markham queried how the government was going to clear this backlog in less than a month when it had failed to do so in six months.
Among the challenges causing economic distress, Mangudya pointed out global inflation, supply constraints brought about by Covid-19, as well as the Russia-Ukraine conflict and the effect of the movement of the exchange and parallel market rate.

Mwonzora was responding to activist-cum-journalist Hopewell Chin’ono’s claim that the MDC-T failed the nation by not highlighting the issue of Abigirl Millicent Mohadi Ambrose during the interviewing period.
Ambrose who is the Zanu PF Vice President Kembo Mohadi’s daughter, has caused a stir on social media after her appointment as a ZEC Commissioner.
Her appointment has raised questions over the credibility and independence of ZEC considering that her father is a player in the electoral processes.
Mwonzora said while Chin’ono was quick to blame MDC-T for Ambrose appointment, he had not said a thing about Chamisa, Prosper Mutseyami and Innocent Gonese’s role when Chigumba was appointed to chair ZEC.

Suspected Thief Beaten To Death
Police in Mashonaland Central have warned people against vigilantism after five Chiweshe men were arrested for allegedly killing a suspected thief.
The accused are Dereck Nyakudya (32), Tafadzwa (38) and Freddy Muchekesi (34), Joshua Nyatsaga (25) and Moses Chirenje (32) of Chirenje village in Chiweshe.
Provincial police spokesperson Inspector Milton Mundembe said the deceased is Collins Nyapfere (41) of Mapfunya village in Chiweshe.
The incident happened last Saturday when Nyakudya who was at Rossa Mine received a call from his wife.
Nyakudya’s wife Blessing Chikova (23) informed him that someone was at her door, trying to open it.
Nyakudya went back home but he did not see anything amiss.
He headed back to work after assuring his wife that there was no one outside.
Insp Mundembe said as Nyakudya headed back to work he then saw the deceased, Nyapfere, trying to open a door to a house in the neighbourhood using two iron bars.
After noticing that he was seen, Nyapfere charged toward Nyakudya and threw an iron bar at him.
Nyapfere hid behind a heap of bricks and fled towards a tarred road after Nyakudya retreated.
Insp Mundembe said Nyakudya shouted for help and got help from his co-accused to apprehend Nyapfere.
“On their way to Rossa police station they passed through Tafadzwa’s house who tied Nyapfere’s hands and legs before the group took turns to assault him with wooden sticks and a hose pipe,” he said.
They proceeded to the police station and Nyapfere was rushed to hospital where he succumbed to the injuries the following morning.”
Insp Mundembe said the deceased had bruises and lacerations and was oozing blood from his right ear.
He condemned the spirit of vigilantism and urged members of the public to take the accused to the police after effecting citizen’s arrest.-Herald
Mthuli: I’ll Cancel All Shop Licenses
Govt yesterday threatened to withdraw trading licences of all retailers pegging their prices exclusively in United States dollars.
Speaking during a post-Cabinet media briefing in Harare, Finance minister Mthuli Ncube said government would not “tolerate this kind of nonsense”.
“We are quite aware that some retailers are putting stickers to say this product can only be bought in US dollars. I want to make it clear and categorical that it is totally unacceptable, and as a government we will not allow that,” he said.
“We will withdraw licenses, and already we have withdrawn the duty rebate licenses so as to allow companies to import. We will not allow this. They are breaking the law. The law says that citizens or anyone approaching a shop should be able to use currencies within the multi-currency regime. We absolutely cannot tolerate this kind of nonsense.”
Retailers and wholesalers have been charging selected products such as sugar, milk, cooking oil and others in US dollars saying they were ordering the products from manufacturers in US dollars.
This has sparked fears that the local currency might be soon rendered useless.
Retailers have been arguing that the Finance ministry had given the nod for them to sell some of their products in US dollars given that they were not getting access to foreign currency from the Reserve Bank of Zimbabwe system.
On the price of bread flour going up by 10%, Ncube said: “It’s absolutely true that the global situation which has been upon us since the last quarter of last year, and has accelerated due to global tensions is impacting on domestic pricing for most goods through the channel of the three Fs; fuel, food and fertilisers. On this occasion, the food sector itself is saying the fuel pricing is impacting on the prices of flour which is critical for making bread.
“But while we know that fuel prices have been on the rise, we do not know why on this occasion they have increased the prices of flour because the government has been doing everything to curb the sharp increase in fuel prices. We have been regulating the increases through the reduction of the fuel margin … we would like to know on this occasion what has triggered it because l have not seen a very sharp increase in fuel prices.”– Newsday

Cops Accused Of Killing Chivhu Woman
A Zimbabwean court has criticised some Zimbabwe Republic Police (ZRP) officers and ruled that foul play could have been committed which led to the death of Sharai Mukaro, a Chivhu woman.
Mukaro, a mother of two, died in September 2021 from injuries sustained as a result of the severe assault and torture inflicted upon her by Detective Steven Dondo and some police officers in a “Darkroom” at Chivhu Police Station, where she was detained after being accused of stealing US$1 000.
Zimbabwe Lawyers for Human Rights report that on 30 March 2022, Chivhu Magistrate Henry Sande began presiding over an inquiry to establish the cause of death of Mukaro.
Detective Dondo testified and claimed that Mukaro’s husband Pastor Abinel Mukaro had told him that she had some heart problems.
However, three witnesses namely Pastor Mukaro, the deceased’s husband, her daughter Ivy Mukaro and Pastor Mukaro’s workmate Pastor Nelson Chirambadare, told the court that Sharai was assaulted under her feet by ZRP officers while in police custody.
According to a medical report, the cause of the death of Sharai was a result of blood clots and indicated that several blows were inflicted upon her.
The inquest was only instituted after Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights issued a notice of intention to sue Detective Dondo, ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe.
In the notice of intention to sue, Chinopfukutwa stated that Dondo fatally assaulted Mukaro after having threatened to kill her.
Chinopfukutwa protested that the conduct of police officers who tortured Mukaro to death is a breach of the constitutional obligation of the Police Service to protect and secure the lives of Zimbabwean citizens as provided for under Section 219(1)(c) of the Constitution.
The human rights lawyer also formally requested that the criminal investigations on the death of the deceased which were being handled by police officers from Chivhu Police Station be conducted by law enforcement agents from another police station.
He said he does not reasonably expect police officers at Chivhu Police Station to investigate themselves and accord justice to his clients, who are Pastor Mukaro and Ivy.
On Friday 8 July 2022, Magistrate Sande found that there is a possibility of foul play having been committed by some ZRP officers which led to the death of Mukaro.
Magistrate Sande ruled that there is a likelihood that the late Mukaro was assaulted by some police officers based at the Criminal Investigations Department at ZRP Chivhu Police Station.
The Magistrate noted that investigations to ascertain the death of Mukaro were done unprocedurally as they had been conducted by the same ZRP officers stationed at Chivhu Police Station who are being implicated in causing the death of the late Chivhu woman and hence the probe must be done by police officers outside Mashonaland East province.
Magistrate Sande, who noted that according to the testimony of the medical doctor, assault under the soles of feet was done to conceal evidence of assault, said there is need to investigate if the offence of culpable homicide was not committed.-

The number of people affected by hunger globally rose to as many as 828 million in 2021, an increase of about 46 million since 2020 and 150 million since the outbreak of the COVID-19 pandemic (1), according to a United Nations report that provides fresh evidence that the world is moving further away from its goal of ending hunger, food insecurity and malnutrition in all its forms by 2030.
The 2022 edition of The State of Food Security and Nutrition in the World (SOFI) report presents updates on the food security and nutrition situation around the world, including the latest estimates of the cost and affordability of a healthy diet. The report also looks at ways in which governments can repurpose their current support to agriculture to reduce the cost of healthy diets, mindful of the limited public resources available in many parts of the world.
The report was jointly published today by the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations Children’s Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO).
The numbers paint a grim picture:
As many as 828 million people were affected by hunger in 2021 – 46 million people more from a year earlier and 150 million more from 2019.
After remaining relatively unchanged since 2015, the proportion of people affected by hunger jumped in 2020 and continued to rise in 2021, to 9.8% of the world population. This compares with 8% in 2019 and 9.3% in 2020.
Around 2.3 billion people in the world (29.3%) were moderately or severely food insecure in 2021 – 350 million more compared to before the outbreak of the COVID‑19 pandemic. Nearly 924 million people (11.7% of the global population) faced food insecurity at severe levels, an increase of 207 million in two years.
The gender gap in food insecurity continued to rise in 2021 – 31.9% of women in the world were moderately or severely food insecure, compared to 27.6% of men – a gap of more than 4 percentage points, compared with 3 percentage points in 2020.
Almost 3.1 billion people could not afford a healthy diet in 2020, up 112 million from 2019, reflecting the effects of inflation in consumer food prices stemming from the economic impacts of the COVID-19 pandemic and the measures put in place to contain it.
An estimated 45 million children under the age of five were suffering from wasting, the deadliest form of malnutrition, which increases children’s risk of death by up to 12 times. Furthermore, 149 million children under the age of five had stunted growth and development due to a chronic lack of essential nutrients in their diets, while 39 million were overweight.
Progress is being made on exclusive breastfeeding, with nearly 44% of infants under 6 months of age being exclusively breastfed worldwide in 2020. This is still short of the 50% target by 2030. Of great concern, 2 in 3 children are not fed the minimum diverse diet they need to grow and develop to their full potential.
Looking forward, projections are that nearly 670 million people (8% of the world population) will still be facing hunger in 2030 – even if a global economic recovery is taken into consideration. This is a similar number to 2015, when the goal of ending hunger, food insecurity and malnutrition by the end of this decade was launched under the 2030 Agenda for Sustainable Development.
As this report is being published, the ongoing war in Ukraine, involving two of the biggest global producers of staple cereals, oilseeds and fertilizer, is disrupting international supply chains and pushing up the prices of grain, fertilizer, energy, as well as ready-to-use therapeutic food for children with severe malnutrition. This comes as supply chains are already being adversely affected by increasingly frequent extreme climate events, especially in low-income countries, and has potentially sobering implications for global food security and nutrition.
“This report repeatedly highlights the intensification of these major drivers of food insecurity and malnutrition: conflict, climate extremes and economic shocks, combined with growing inequalities,” the heads of the five UN agencies (2) wrote in this year’s Foreword. “The issue at stake is not whether adversities will continue to occur or not, but how we must take bolder action to build resilience against future shocks.”
Repurposing agricultural policies
The report notes as striking that worldwide support for the food and agricultural sector averaged almost US$ 630 billion a year between 2013 and 2018. The lion’s share of it goes to individual farmers, through trade and market policies and fiscal subsidies. However, not only is much of this support market-distorting, but it is not reaching many farmers, hurts the environment and does not promote the production of nutritious foods that make up a healthy diet. That’s in part because subsidies often target the production of staple foods, dairy and other animal source foods, especially in high- and upper-middle-income countries. Rice, sugar and meats of various types are most incentivized food items worldwide, while fruits and vegetables are relatively less supported, particularly in some low-income countries.
With the threats of a global recession looming, and the implications this has on public revenues and expenditures, a way to support economic recovery involves the repurposing of food and agricultural support to target nutritious foods where per capita consumption does not yet match the recommended levels for healthy diets.
The evidence suggests that if governments repurpose the resources they are using to incentivize the production, supply and consumption of nutritious foods, they will contribute to making healthy diets less costly, more affordable and equitably for all.
Finally, the report also points out that governments could do more to reduce trade barriers for nutritious foods, such as fruits, vegetables and pulses.

UNICEF Executive Director Catherine Russell: “The unprecedented scale of the malnutrition crisis demands an unprecedented response. We must double our efforts to ensure that the most vulnerable children have access to nutritious, safe, and affordable diets — and services for the early prevention, detection and treatment of malnutrition. With so many children’s lives and futures at stake, this is the time to step up our ambition for child nutrition – and we have no time to waste.”
WFP Executive Director David Beasley: “There is a real danger these numbers will climb even higher in the months ahead. The global price spikes in food, fuel and fertilizers that we are seeing as a result of the crisis in Ukraine threaten to push countries around the world into famine. The result will be global destabilization, starvation, and mass migration on an unprecedented scale. We have to act today to avert this looming catastrophe.”
WHO Director-General Tedros Adhanom Ghebreyesus: “Every year, 11 million people die due to unhealthy diets. Rising food prices mean this will only get worse. WHO supports countries’ efforts to improve food systems through taxing unhealthy foods and subsidising healthy options, protecting children from harmful marketing, and ensuring clear nutrition labels. We must work together to achieve the 2030 global nutrition targets, to fight hunger and malnutrition, and to ensure that food is a source of health for all.”

Acute food insecurity: food insecurity found in a specified area at a specific point in time and of a severity that threatens lives or livelihoods, or both, regardless of the causes, context or duration. Has relevance in providing strategic guidance to actions that focus on short-term objectives to prevent, mitigate or decrease severe food insecurity.
Hunger: an uncomfortable or painful sensation caused by insufficient energy from diet. Food deprivation. In this report, the term hunger is synonymous with chronic undernourishment and is measured by the prevalence of undernourishment (PoU).
Malnutrition: an abnormal physiological condition caused by inadequate, unbalanced or excessive intake of macronutrients and/or micronutrients. Malnutrition includes undernutrition (child stunting and wasting, and vitamin and mineral deficiencies) as well as overweight and obesity.
Moderate food insecurity: a level of severity of food insecurity at which people face uncertainties about their ability to obtain food and have been forced to reduce, at times during the year, the quality and/or quantity of food they consume due to lack of money or other resources. Severe food insecurity: a level of severity of food insecurity at which, at some time during the year, people have run out of food, experienced hunger and at the most extreme, gone without food for a day or more. Measured based on the Food Insecurity Experience Scale.
Undernourishment: a condition in which an individual’s habitual food consumption is insufficient to provide the amount of dietary energy required to maintain a normal, active, healthy life. The prevalence of undernourishment is used to measure hunger (SDG indicator 2.1.1).

Norton legislator Temba Mliswa has ripped into disgraced Local Government minister July Moyo over his letter to City of Harare threatening them to pay Geogenix service fees for dumping waste at Pomona dumpsite.

It is extremely disturbing to see that July Moyo has taken it upon himself to threaten Harare City Council for not paying Delish Nguwaya’s company in a case which is a civil matter.

We all know that Harare City Council is financially hamstrung and it has been failing to perform basic obligations like rubbish collection or provision of clean potable water.
We have never heard or seen July Moyo threatening Council for failing to provide services so his threats to Council are not only misguided but smacks of hypocrisy driven by corruption.
July Moyo is foolishly making the Ministry of Local Government act as the solicitors of Nguwaya’s company by writing threatening letters of demand.
Harare City Council owes a lot of companies that have bona fide projects and we have never seen July writing such threatening letters to City Council to pay up. It does not take a rocket scientist to figure out that July is conflicted in this case.
Everyone knows that Government has come up with the noble idea of assisting Local Authorities with devolution funds after realising that Local Authorities are cash strapped.
As it stand Harare City Council was allocated more than $3 billion ZWL. Of that July Moyo has only disbursed less than $90 million ZWL and we are now into the second half of the year and the same July Moyo wants them to pay this company money that they don’t have.
It is clear that July Moyo’s interests are vested in this rubbish deal just like how he pushed for the acquisition and payment of water pumps for his friend Paul Kruger.
It’s time for this madness to stop lest we become a lawless banana Republic. Nguwaya’s company should have its own lawyers who should be writing to City Council and not July Moyo.
July’s wanton abuse of office needs to be curtailed lest people start believing that corruption is the hallmark of this administration.
Mugabe had his own problems but there was never a time that we saw such brazenly naked acts of corruption under his watch.
Maybe there is a method to July’s madness because he clearly wants to paint The Second Republic as the most corrupt administration in living memory and he is succeeding!
COTTCO Looting Scandal Sucks in Wadyajena
By A Correspondent| Chairperson of the Parliamentary Portfolio Committee on Lands, Agriculture, Fisheries, Water, Climate and Rural Development Justice Mayor Wadyajena has been implicated in the Cotton Company of Zimbabwe (COTTCO) looting scandal after allegations police raided a warehouse he stored inputs meant for distribution to farmers.
Sources said police officers raided a the warehouse at Gokwe Nembudziya shopping centre at the weekend and recovered COTTCO farming inputs stockpiled there.
The inputs, which included seeds, sprays and fertilisers, filled three trucks.
Police also recovered bicycles and motor cycles.

They are originally part of the presidential farming inputs scheme programme but, sources said, were diverted to aid Wadyajena’s political interests in the area.
Sources also said Wadyajena enjoyed very cordial relations with Cottoco bosses, managing director Pious Manamike and its marketing and business development manager, Maxmore Njanji, who are currently appearing at the Harare Magistrates Court facing corruption allegations.
Wadyajena is also Gokwe Nembudziya legislator.
“Cotton inputs which filled three trucks were recovered at a warehouse at the weekend. It was earmarked for distribution to Hon Wadyajena’s cronies around Gokwe North,” a source said.
“The inputs are part of the presidential input scheme bankrolled by the Government of Zimbabwe to support poor farmers in rural areas. However Hon Wadyajena used his parliamentary portfolio chairmanship and proximity to the Cottco bosses to loot inputs, sprays, bicycles, motorcycles for his campaigns,” a source said.
“Real farmers are not benefiting anything from Cottco. Wadyajena use these government sponsored implements for his personal campaigns and this has caused a lot of discomfort in the party (Zanu PF) here. The poor are no longer benefiting. He give these to his well trusted campaigners who in turn sell these to the local farmers,” the source said.
One headman from the area who cannot be named for security reasons said: “The president must actually order an audit of these inputs and maybe temporarily stop the scheme until this mess is sorted. What is happening here is that if you do not have a letter from Wadyajena, you won’t access these inputs. He is compromising the party and the president in a big way.”
A senior Zanu PF official from the Midlands province said: “What we know is that the president never tolerates corruption and we must see all party members, especially those in leadership follow suit. The whole constituency is celebrating right now after the police raid and they want things to be rectified before the farming season begins.
Njani was arrested on June 30 this year on allegations of abusing Cottco inputs to fund his political ambitions.
In May this year, President Emmerson Mnangagwa indicated that he would crack the whip on corrupt Cottco bosses.

She also appealed to Shurugwi’s mining community to engage in land rehabilitation programs soon after finalising their extractive business.
Speaking at the same event Chief Nhema also bemoaned the dilemma of water pollution in his area.

The same sentiments were echoed by Msasa primary school pupils in their spell-bound poem titled “Water”.
The poem touched on local environmental risks associated with leaching and the use of Mercury and cyanide in gold production.
“We are thirsty, where can we drink water. Go to Mtevekwi River. We cant, the Mtevekwi river is polluted with cyanide,” recited the pupils .
Shurugwi is one of the most active mining town in Zimbabwe with more that 300 registered miners and plus or minus 4000 artisanal miners.
“We Do Not Have Money”: Mafume Responds To Gvt Directive To Pay US$1.5m To Geogenix
LOCAL Government minister July Moyo has ordered Harare City Council (HCC) to pay a US$1,5 million bill due to Geogenix for the months of May and June, for services rendered at the Pomona waste management energy plant.
Last month, Harare refused to settle a US$780 000 bill after resolving to suspend the 30-year waste management deal between the local authority and the Netherlands-based Geogenix BV fronted by businessman Delish Nguwaya.
Geogenix demanded US$780 000 for managing its main dumpsite in May after it drilled a borehole and constructed a four-roomed house at the site.
The money has now accumulated to US$1.5million.
HCC then appointed a special committee chaired by Citizens Coalition for Change (CCC) councillor Ian Makone to probe the controversial deal.
HCC had agreed to pay US$22 000 per day in a waste-to-energy deal at the dumpsite. The outstanding invoices will incur 12% interest.
In a letter dated July 7, 2022, addressed to Harare mayor Jacob Mafume and copied to Finance minister Mthuli Ncube and Chief Secretary to the Office of the President and Cabinet Misheck Sibanda, Moyo said his office objected to the resolution that was passed by council as it was in contrast with the interest of ratepayers.
“In terms of your contract, the passing of a resolution does not in any way expunge the obligations set out in the contract by operation of any laws,” Moyo said.
“The obligations remain pending unless and until a consensus is reached by the contracting parties. Needless to say, the failure, and/or neglect to pay the May invoice has serious repercussions, not only with respect to council’s obligations, but also on government, which is the guarantor of the project.
“Your failure and/or neglect to pay have resulted in accumulation of arrears including interest due to the project. I accordingly direct, in terms of section 314(1) of the Urban Council Act [Chapter 29:15], that council immediately rescinds the relations cited above which seek to suspend the contract between City of Harare and Geoginix BV on the Pomona waste to energy project.”
If HCC decides to abort the contract, they will pay US$3,5 million to Geogenix.
Prior to his latest directive, Moyo had written another letter dated June 16, 2022 to the City of Harare stating that he had rescinded the June 2, 2022 resolutions.
Mafume confirmed receipt of both letters, but insisted that the council resolution still stood.
“We received the letters with the same directive and we are going to present the issue to the council,” Mafume said.
“It’s the people who should decide. Our position is that we cannot pay for dumping litter on our site. We do not have that money. The residents have the ultimate say.
“If the residents decide that they want to pay someone for manning their litter on their own land, then we take it from there. But as it is right now, it is absurd that we pay for our own property.”

Foul Play In The Death Of Chivhu Woman Assaulted By Police
By A Correspondent- A Chivhu magistrate on Friday ruled that there was foul play involved in the death of a woman after she was severely assaulted and tortured by the police in September last year.
Sharai Mukaro was arrested and allegedly assaulted at Chivhu Police Station by detectives including one Detective Stephen Dondo who were investigating her for theft of US$1 000.
An inquest into circumstances surrounding the death of Mukaro, who allegedly succumbed to the injuries, began on Wednesday March 30, 2022 at Chivhu Magistrates Court with Dondo testifying.
In his ruling, Chivhu magistrate Henry Sande said evidence submitted by witnesses showed that the probability that Mukaro succumbed to injuries sustained from the torture was quite high.
Sande said it was clear that Mukaro was assaulted under her feet by the police.
He then ordered an independent investigation on the case, which should be instituted by police officers outside Mashonaland East province.
The inquest was instituted after Tinashe Chinopfukutwa of the Zimbabwe Lawyers for Human Rights (ZLHR) sought to sue Dondo, Zimbabwe Republic Police Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage minister Kazembe Kazembe.
Dondo claimed that Mukaro’s husband Abinel had told him that his wife had some heart problems.
A medical report showed that she suffered internal bleeding around her heart, which could have resulted in her death.
However, her husband, daughter Ivy and workmate Nelson Chirambadare told the court that Mukaro was assaulted under her feet while in police custody.
In the notice of intention to sue, Chinopfukutwa stated that Dondo fatally assaulted Mukaro and threatened to kill her.
Chinopfukutwa argued that the police officers’ conduct of torturing Mukaro to death was a breach of the constitutional obligation of the police services to protect and secure the lives of people in line with Section 219(1) (c) of the Constitution.

Murder Accused Pupurai Togarepi’s Son Remanded In Custody
Zanu PF chief whip Pupurai Togarepi’s son, Regis Nelson Togarepi, has been remanded in custody for alleged murder.
He was remanded by Masvingo Regional Magistrate Bishard Chineka to July 21, 2022, when he appeared in court on Friday last week. He was advised to approach the High Court for bail.
Togarepi and two other accomplices were charged with the murder of Takura Maindidze (18), a security guard, on Monday last week.
Togarepi is jointly-charged with Joseph Prudence Magombeyi (20) of Chidawanyika Village, Chief Watsomba in Mutare and Mathias Kokerai Murombo (33) of Murombo Village, Chief Makore in Gutu.
Maindidze allegedly murdered at Masvingo CSC Complex, and his body dumped in a bush near Mucheke River.
The accused are alleging that they assaulted Maindidze after he attempted to break into a workshop at CSC to steal meal-mealie. They were allegedly found cleaning his blood in the workshop the next morning.
Togarepi runs a milling company at CSC.

Zambian Kwacha Now Stronger Than SA Rand
By A Correspondent- The Zambian Kwacha has gained value in recent months and is now stronger than the South African Rand and other currencies in the southern African region.
The Zambian Kwacha has continued to demonstrate its overall stability for a couple of months now.
The appreciation is largely attributed to low demand for dollars on the market.
A recent check shows that the Zambian Kwacha is now 1: 1.04 South African Rand while USD1 is now 16.30 Zambian Kwacha.
In contrast, the Zimbabwean dollar continues to lose value against other currencies causing great confusion as to what could be wrong in Zimbabwe.
Former Deputy Minister of Information, Publicity and Broadcasting Services, Energy Mutodi expressed disappointment while comparing Zimbabwe and Zambian currencies. He said:
Difficult to explain why the Zim currency is on free fall even with better mineral resources, and hard-working & educated people.
Bank of Zambia (BoZ) Governor Dr Denny Kalyalya has attributed the recent appreciation of the Kwacha to a higher inflow of foreign exchange from the mines as well lumpy demand, mainly for energy, during the month of June.
According to the Bank of Zambia website, as of 15:30 hours on Friday, the Kwacha was buying at 16.34 and selling at 16.39, against the US dollar.
While there is a low demand for the United States dollar in Zambia, the reverse is true in Zimbabwe.
Everybody, that is, the government, business and private citizens, want to get hold of the United States dollar.
This is mainly because the Zimbabwean industry is collapsed. Almost everything used in Zimbabwe is imported since the local industry cannot meet local demand. Imports demand foreign currency.
The huge backlog at the Reserve Bank of Zimbabwe (RBZ) SME and the Main foreign currency auction done every Tuesday is evidence of the huge demand for the greenback.
Some attribute the instability of the Zimbabwe dollar to “bad leadership” which they say has corroded public confidence in the local unit.
Did Mnangagwa Appoint An Unregistered ZEC Commissioner?
The recently appointed Commissioners of the Zimbabwe Electoral Commission (ZEC) have continued to stir controversy with latest reports suggesting that one of them is not even a registered voter.
According to Freeman Chari, Rosewita Murutare was appointed to the Commission despite her name not appearing on the voters roll which is one of the key documents that she is expected to preside over.
“Of the 72 pple who applied for the @ZECzim commision, they decided to appoint Rosewita Murutare who was not registered to vote….” said Chari while posting on Twitter.
Social media was awash with reports that another Commissioner Abigirl Millicent Mohadi is the daughter of Zanu PF deputy president Kembo Mohadi.
Abigirl performed badly but she was selected ahead of competent persons raising doubts over the independence of ZEC ahead of next year’s elections.

Vungu Dam Contractor Commits To Finish Project On Time
By A Correspondent| A local contracting company, Grindale Engineering says it is done with the resource mobilization for the Vungu Dam water treatment and irrigation project and is ready to catch up with the implementation of the project which is lagging behind for almost five months.
Speaking on the sidelines of the Parliamentary Portfolio Committee on Lands and Agriculture tour on Sunday, Grindale Engineering Managing Director Grison Muwidzi said the project is behind schedule because of funding challenges adding that they have used their own funds to finance the project.
“We were supposed to be given US$8.7 million as a deposit from the government but we only got US$2.4 million.
“So far Grindale’s mobilisation has used more than US$3.4 million which is more than the government’s deposit. Before we used to struggle with mobilisation until we got funding in May. We also used our own money which is more than US$800 000 because we believe in this project.

“I am motivated by the fact that it’s a national project and l am a nationalist and there is nothing satisfying than doing a national project as a nationalist. I am also driven by the passion of being an engineer with experience so as a critical stakeholder, it is also the role of stakeholders to support the government’s initiatives and that’s the reason why we are using our own funds.
“With the way we have mobilised, we think we can go a long way and we should be able to catch up within a month then we are good to go,” he said.
According to the Zimbabwe National Water Authority, (ZINWA) acting Chief Executive Officer Takudza Makwangudze, the government is overwhelmed hence the delays in payments for the remaining deposit, however, he added that the contactor showed capacity when they tendered their bid hence the use their own resources for the mobilisation of the project while waiting for payment.
“The contract signing was done around 28 December 2021 and the site handover was done on the 30th of December. The contractor mobilised quickly, he did the clearing of access roads and the footprint of the dam, and he performed beyond what we expected.
“One of the contractual requirements to support cash flows normally for contractors when a project is starting is the payment of the advance. Our contract deliberately put in a clause which states that the contractors must be given a certain percentage of the contract price as advance payment.
“This will allow site moblisation and start of work, so for this particular project, he applied as per contract ten percent of the total price which is US$8.7 million according to the contract.
“One of the reasons that he continuously gave was that he has not been paid the full amount of the advance but according to us as engineers of the government, yes he has not been paid that amount by the government but when he bided, he displayed capacity so he must use as much as he can whilst we are pushing the client who is government to pay the rest of the deposit that he is owed.
“We all know government is overwhelmed with a lot of competing needs and we understand, so we are negotiating with that understanding to the contractor that he must do his works with whatever he has and submit certificates to the government so that he can be capacitated,” he said.
He added that the project is supposed to be completed within 36 months and they are six months into the project.
“As what has prompted the visit by the Parliamentary Portfolio Committee, it was our own report indicating that we are not happy with the project at Vungu, it’s at 2 percent and it’s up to the contractor to explain himself but we can see the reasons are clear because he will require an excess of US$10 million for him to fully establish the site.
“As it stands, he is behind but he has given us assurance because we ended up writing a letter to him to say he is not performing and he responded, there is a letter, which shows the strategies that he is going to put in place and that’s the reason why you are seeing a lot of equipment here including hired, and it’s allowed because a bidder can win a contract through hired equipment and its allowed as long as he declared that it’s hired.
“Most of the equipment that you are seeing here came a few days ago, it’s because of our last meeting with him on the 18th of June where we told him to push the programme. We still think he has got the capacity despite the financial issues that he is raising.
“He has also brought in his own equipment which he bought for this particular project and this gives us hope that he is likely to resurrect and catch up with progress,” he said.
The resident engineer for Vungu Dam Funwell Zivave said the completion of the project will be determined by the availability of resources.
“Once complete, the dam is going to irrigate three places, in Silobela District which are Nthobe, Nyakwathi, and Sikunyana area and these are under two chiefs. The project is estimated to be complete within 36 months and everything must be in place by then including the irrigation facilities.
“The completion will depend on the availability of mainly financial resources because as far as l see, the contractor has already mobilised and if funds are availed, we will be able to complete the project within the targeted period,” he said.
Chivhu Police Under Fire For Killing A Local Woman
By- The court has criticised some Chivhu Police officers and ruled that foul play could have been committed, which led to the death of Sharai Mukaro, a Chivhu woman.
Mukaro, a mother of two, died in September 2021 from injuries sustained as a result of the severe assault and torture inflicted upon her by Detective Steven Dondo and some police officers in a “Darkroom” at Chivhu Police Station, where she was detained after being accused of stealing US$1 000.
Zimbabwe Lawyers for Human Rights report that on 30 March 2022, Chivhu Magistrate Henry Sande began presiding over an inquiry to establish the cause of death of Mukaro.
Detective Dondo testified and claimed that Mukaro’s husband Pastor Abinel Mukaro had told him that she had some heart problems.
However, three witnesses namely Pastor Mukaro, the deceased’s husband, her daughter Ivy Mukaro and Pastor Mukaro’s workmate Pastor Nelson Chirambadare, told the court that Sharai was assaulted under her feet by ZRP officers while in police custody.
According to a medical report, the cause of the death of Sharai was a result of blood clots and indicated that several blows were inflicted upon her.
The inquest was only instituted after Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights issued a notice of intention to sue Detective Dondo, ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe.
In the notice of intention to sue, Chinopfukutwa stated that Dondo fatally assaulted Mukaro after having threatened to kill her.
Chinopfukutwa protested that the conduct of police officers who tortured Mukaro to death is a breach of the constitutional obligation of the Police Service to protect and secure the lives of Zimbabwean citizens as provided for under Section 219(1)(c) of the Constitution.
The human rights lawyer also formally requested that the criminal investigations on the death of the deceased which were being handled by police officers from Chivhu Police Station be conducted by law enforcement agents from another police station.
He said he does not reasonably expect police officers at Chivhu Police Station to investigate themselves and accord justice to his clients, who are Pastor Mukaro and Ivy.
On Friday 8 July 2022, Magistrate Sande found that there is a possibility of foul play having been committed by some ZRP officers which led to the death of Mukaro.
Magistrate Sande ruled that there is a likelihood that the late Mukaro was assaulted by some police officers based at the Criminal Investigations Department at ZRP Chivhu Police Station.
The Magistrate noted that investigations to ascertain the death of Mukaro were done unprocedurally as they had been conducted by the same ZRP officers stationed at Chivhu Police Station who are being implicated in causing the death of the late Chivhu woman and hence the probe must be done by police officers outside Mashonaland East province.
Magistrate Sande, who noted that according to the testimony of the medical doctor, assault under the soles of feet was done to conceal evidence of assault, said there is need to investigate if the offence of culpable homicide was not committed.
Biti Loses By-Elections High Court Challenge
By- The High Court has dismissed an application by civil society organisations challenging the postponement by the Government of the holding of by-elections during the covid-19 lockdown period.
Through their lawyer, Tendai Biti, Women’s Academy for Leadership and Political Excellence (WALPE), Election Resource Centre (ERC) and six Harare and Marondera residents sued Zimbabwe Electoral Commission, President Mnangagwa and the Minister of Healthand Child Care, arguing that the suspension was a breach of the Electoral Act, the Constitution and the Public Health Act.
The applicants argued that other countries in Africa and outside the continent held their elections despite the devastating pandemic. They accused Vice President Chiwenga of suspending the Constitution through the legal instrument to suspend the by-elections.
But Justice Paul Siyabona Musithu upheld the lockdown amendment saying these regulations were not in breach of the Constitution.
“The respondents would have been culpably careless to allow a by-election in the midst of a deadly virus that was known to spread easily in close contact settings where social distancing was not achievable,” he said. “The fact that other countries held their elections during the time that the virus was still at its peak, and at a time when lives were still being lost in large numbers, does not necessarily mean that this country should follow suit.
“Each country had its own peculiar circumstances, which informed the decision to hold or not to hold elections during a pandemic. Considerations were different from country to country.”
In his judgment, Justice Musithu noted that the holding of elections was treasured in several parts of the Constitution, and more significantly full political rights, which encapsulate the idea of free, fair and regular elections, fall under fundamental human rights and freedoms. But the Constitution also allows for certain rights, such as freedom of movement and association, to be abridged during public health emergencies.
The judge found that by the time the by-election suspension was gazetted there had been serious inroads into some political rights through the principle regulations giving legal force to the original lockdown, SI 83 of 2020. The SI introduced a national lockdown that restricted the movement of people, and prohibited public gatherings among a raft of measures meant to contain the spread of Covid-19.
The judge said an election process should be held under conditions that guaranteed the free movement of people to allow for campaigning and attending meetings, as well as public gatherings. It meant the timing of the elections in terms of the Constitution had to conform with the realities on the ground.
“The question which arises is whether voters, candidates and political parties were going to be able to freely exercise their electoral rights under those conditions? The answer in my view is negative.”
The judge also said it would have been imprudent for the President and Minister of Health and Child Care to have allowed the elections to go on for the sake of complying with a Constitutional obligation well aware that the conditions were not conducive. This, he said, would have denied the voters, candidates and political parties an opportunity to enjoy their electoral rights, given that the Government had also put in place a law meant to suppress the spread of Covid-19.
On ZEC, Justice Musithu found that it was a key player in the election processes but was not designated as an essential service in the national lockdown legislation. This meant that it was constrained from carrying out its constitutional mandate because of the legislation and the legality of that law was not questioned. It was not before the court.
“The lockdown legislation made serious inroads into electoral rights meaning that no credible, free and fair by-election could be held during the time that the legislation was in force,” he said.
“This court cannot ignore the conditions on the ground,which must be considered in the context of the coronavirus and the lockdown in determining whether the (the President and VP Chiwenga) acted unlawfully in not calling for by-elections before the amendment regulations became law. An election held under the conditions enumerated…would clearly have been a charade.”
Justice Musithu also ruled that a law of general application can limit the enjoyment of fundamental human rights and freedoms to the extent that the limitation is fair, reasonable, necessary and justifiable in a democratic society. In his ruling, the judge considered the constitutional framework and the context in which some sections of the Constitution operate and was satisfied that the amendment regulations were in conformity with the Constitution.
In his submissions, Mr Biti argued that the motive of imposing a ban on by-elections by the Government had nothing to do with curbing Covid-19 but was a suppression of democracy.
He said the Government had suspended the Constitution by not implementing its provisions such as holding by-elections whereas othercountries in Africa and beyond had held polls and emphasized that all constitutional obligations must be complied with diligently and without delay.
Ms Olivia Zvedi arguing the matter for the President and Health and Child Care Minister said it was prudent for the Government to suspend by-elections to conquer the spread of Covid-19 since the risk of a third wave of the pandemic was high.
She also argued that section 86 of the Constitution provides for the limitation of rights hence Government had taken the right decision in suspending by-elections. Mr Tawanda Kanengoni for ZEC argued that holding by-elections at a time of the coronavirus pandemic would curtail effective participation of the electorate and said in any case that ZEC could only conduct by-elections once President Mnangagwa issued a proclamation.

Obert Mpofu Speaks On His Relations With Newly Appointed Mpofu ZEC Commissioner
By -Zanu-PF secretary for administration, Obert Mpofu has scoffed at social media reports that suggest the newly elected Zimbabwe Electoral Commissioner, Catherine Mpofu is his daughter.

By-The family of a woman killed by the controversial prophet and Zanu PF apologist Passion Java’s car has said that Java did not approach them.
On Tuesday last week, Joyce Tandi (17) was hit by Java’s convoy along Seke Road.
She was a member of the AFM in Zimbabwe Sunningdale 3 Assembly.
Her family said an offer by Java to extend scholarships to Tandi’s children if she had any was an insult to the family, considering that he never engaged the family to know his victim.
Human Rights Lawyers Expose Sikhala Harassment
By A Correspondent| Human rights lawyer Roselyn Hanzi has asked the High Court to stop Zimbabwe Prisons and Correctional Services (ZPCS) from barring her from consulting in private with her clients who are detained at Chikurubi Maximum Security Prison.
On 4 July 2022, Hanzi, who is the Executive Director of Zimbabwe Lawyers for Human Rights (ZLHR), was denied access to her two clients Zengeza West constituency legislator Hon. Job Sikhala and Chitungwiza North constituency legislator Hon. Godfrey Sithole by Superintendent Moses Gukurume, the Officer In Charge of Chikurubi Maximum Security Prison.
In an urgent chamber application filed on Tuesday 5 July 2022, Hanzi, who is represented by Obey Shava and Paidamoyo Saurombe of ZLHR, argued that prisoners have a right to consult in private with their lawyers as provided in Section 50(5)(b) of the Constitution and wants the refusal by ZPCS to allow her access to her clients to be declared unlawful.
The human rights lawyer wants the High Court to order ZPCS to allow her to consult in private with her clients and to compel authorities at the correctional facility to act in line with provisions of the Constitution which provides that detained persons have a right to
consult in the sight but not the hearing of a prison officer as provided in the Constitution and in prison regulations.
Hanzi cited ZPCS Commissioner-General Moses Chihobvu, Justice Legal and Parliamentary Affairs Minister Hon. Ziyambi Ziyambi and the Officer in Charge of Chikurubi Maximum Security Prison as respondents in the application.
Hon. Sikhala and Hon. Sithole were arrested on 14 June 2022 by Zimbabwe Republic Police officers, who charged them with incitement to commit public violence as defined in section 187(1)(a) as read with section 36(1)(a) of the Criminal Law (Codification and Reform) Act.
Prosecutors argued that Hon. Sikhala recorded and circulated a video urging people to commit acts of public violence in seeking revenge for the death of Moreblessing Ali, who was murdered in Nyatsime area in Beatrice.
Prosecutors alleged that Hon. Sithole and Hon. Sikhala supplied some vehicles which allegedly ferried some opposition Citizens Coalition for Change party supporters from Chitungwiza and Epworth to Nyatsime, where they attacked some ruling ZANU PF party supporters and also destroyed property at shops and beer halls and looted groceries and electrical gadgets including burning a one-roomed house belonging to George Murambatsvina, the ZANU PF party Councillor for Nyatsime

I am in rural Matebeleland and reading a brief sent to me by our Director of communication on the recent appointment of ZEC Commissioners.
We are set to address the nation on this subject and our preliminary findings are as shocking as much as they’re so revealing.
The Zimbabwe Electoral Commission has for the past years failed the CREDIBILITY Test.
It was seemingly obvious for any government official and regime agents to worry and work on the IMAGE of this organization.
It’s outlook is important not just to democracy but for the credibility of Elections in Zimbabwe and consequently LEGITIMACY of the Regime.
For students of history and morden scientific thought- this is not new. The leopard never changes its spots.
It’s back to elections without legitimacy and the regime’s menu of manipulation.
The national question is what is the way forward- for every concerned Zimbabwean the issue how do we have a democratic breakthrough in the face of authoritarian consolidation.
It is possible!
On top of what the Alternative as led by President Nelson Chamisa will propose as the way Forward- there is a lot that is within our hands.
It is to me a clear call for unity of every Citizen to play their part.
As we go into this week- In Parliament it can’t be business as usual.
All progressive Members of Parliament must do what they were deployed to do- Hold the Executive & all institutions of the State to account in line with Section 299 of the Zimbabwean Constitution. There’s no better time to leverage on the legislative arm than now!
We have to save our country from total collapse.
For an ordinary citizen there’s no greater time to record our displeasure than Now!
For those who have been working for change- it’s time to double the effort.
If you’re staying with someone who is not a registered voter- it’s time to do the right thing.
To win this we will need every vote.
Don’t be apathetic- don’t be swayed into the regime’s “Voting doesn’t matter” narrative
We have to register in millions and defend of vote- Together!
The breakthrough will need more than just an election- it will need every Citizen to be active- Before, During and After the election.

CCC Unrolls Mass Protests At Wiwa, Sithole Detention
By-CCC secretary-general Charlton Hwende said his party was organizing a mass protest against the continued incarceration of his party’s senior members.
Hwende posted on Twitter Monday, saying that Zimbabweans were angry at the persecution of his party’s deputy chair, Job Sikhala and Chitungwiza North MP, Godfrey Sithole.
The two were arrested last month for demanding justice in the murder of party activist Moreblessing Ali in Nyatsime. She was murdered by known Zanu PF activists in the area.

Shock As Citizens Pay Medical Bills With Grain

Kadzire, a mother of two, is accompanied by her sister and aunt lest she encounters danger on her way to Chiwenga Clinic, which is several kilometres from their village in Mudzimu.
She intends to barter trade her millet for healthcare services.
Resorting to the age-old barter trade is helping hundreds of villagers who cannot afford paying cash or are uninsured at local clinics in most parts of Muzarabani district.
While it is government policy to provide free maternal health services, most public health facilities across the country are charging a “nominal fee” to keep them going.
Given the country’s general poor economic performance coupled by the ailing agro-industry, healthcare facilities in Muzarabani have turned to barter trade as a stop-gap measure for the down-trodden villagers.
Although historically barter trade was common among villagers, it was unusual for government services to be paid with grain, chickens or goats, among others.
“Some of us don’t have the money that the clinic might require, so they ask us to bring grain in order to get medical assistance,” Kadzire said.
“I think that way, it makes medical services affordable for most of us because in these communities, the currencies in circulation are the United States dollars and the Mozambican metical.”
Chiwenga ward is on the fringes of Zimbabwe’s border with Mozambique and the clinic also serves a number of patients from across Tete province in the neighbouring country.
According to a poster on the walls of the clinic, one can get medical assistance after parting away with a gallon of sorghum/millet or two gallons of maize.
The clinic’s sister-in-charge Vimbai Muguti confirmed to NewsDay that they were bartering because most villagers were struggling to get cash.
“We realised most of our patients have grain and do not have cash, so we ask them to bring grain,” she said.
“We collect the grain and resell it in bulk. The money is used for the day-to-day running of the clinic.”
Chiwenga health centre committee chairperson Israel Mutombo said the idea of bartering was meant to cushion both sides — the patient and the health centre.
“It was the idea of the committee after realising that things were not looking good and we wanted to keep our institution going,” Mutombo said.
“Our clinic faces a number of challenges ranging from furniture to resource constraints due to the big catchment area that it serves. Some people would die at home or they sold their livestock for a song to raise that nominal fee charged by the clinic and we decided to barter to cushion them.”
Many villagers are now seeking help at the clinic ever since the introduction of bartering.
However, the health centre, which caters for close to 7 795 people in Muzarabani’s wards 23 and 24, as well as parts of Tete province in Mozambique, faces a number of challenges.
“Our catchment area is too big for such a small health centre and this strains the resources we have. We also need an ambulance to ferry patients to the referral hospital at St Albert’s, a hundred kilometres away. We have received a lot of support on malaria programmes, but as a community, we should also act in curbing such diseases by properly using mosquito nets and also filling up gullies where mosquitoes breed,” Mutombo explained.
Muzarabani North legislator Zhemu Soda (Zanu PF) said efforts were being made to decongest the health centres by setting up health posts across all wards.
“Our clinics are few and people have to walk long distances, so as government, we are building what we call health posts in the wards. For instance in Kairezi ward, we have a health post that is almost complete,” Soda said.
“The idea to decentralise health service is meant to ease pressure on the few clinics that we have in the constituency. The other problem is that Muzarabani does not have a district hospital and very sick patients are referred to St Albert’s, which is owned by missionaries. We are contemplating building a district hospital at Muzarabani centre to cater for referred patients from this part of the district,” he added.
Community Working Group on Health executive director Itai Rusike said the policy of free public sector healthcare at rural clinics was still in force.
“Pregnant women, children under five years and adults over 65 years are also fee-exempt up to district level,” Rusike said.
“Poor people have, thus, faced a variety of de facto cost barriers such as transport costs, private purchases of medicines due to drug stock-outs and non-functioning exemption schemes. Barter trade for health care using grain will create serious logistical challenges to the health facilities and the communities in terms of costing, storage and accountability.
“The advent of the new Constitution means that the government of Zimbabwe, as the guarantor, must commit to health as a human right and mobilise domestic resources to fund a health benefit that is accessible to all.”
Rusike also pointed out that there has been a shift in the region towards abolition of user fees, with evidence that this was proving more successful when accompanied by increased investment in primary and district level services.
Defence and War Veterans Affairs minister Oppah Muchinguri-Kashiri bemoaned the obsolete equipment and furniture at Chiwenga Clinic.
“Please Honourable MP [Soda], you need to mobilise resources, especially furniture and equipment for this clinic because what I saw in the maternity ward is not pleasing at all,” she said. -Newsday
