Overview

Climate change is impacting human lives and health in a variety of ways.

It threatens the essential ingredients of good health – clean air, safe drinking water, nutritious food supply, and safe shelter – and has the potential to undermine decades of progress in global health.

Between 2030 and 2050, climate change is expected to cause approximately 250 000 additional deaths per year, from malnutrition, malaria, diarrhoea and heat stress alone. The direct damage costs to health is estimated to be between USD 2-4 billion per year by 2030.

Areas with weak health infrastructure – mostly in developing countries – will be the least able to cope without assistance to prepare and respond. WHO supports countries in building climate-resilient health systems and tracking national progress in protecting health from climate change.

Reducing emissions of greenhouse gases through better transport, food and energy-use choices results in improved health, particularly through reduced air pollution.

The Paris Agreement on climate change is therefore potentially the strongest health agreement of this century. WHO supports countries in assessing the health gains that would result from the implementation of the existing Nationally Determined Contributions to the Paris Agreement, and the potential for larger gains from more ambitious climate action.

Freedom Day Is Near – President Chamisa

CCC Serves US Interests And ZANU PF Serves Zimbabwe’s: Mavaza

To take it further America passed a legislation which has a sole aim of heaping sanctions on Zimbabwe. Industries are closed these are not the signs of mismanagement but the direct effects of the sanctions.

The situation with Zimbabwe’s economy tells you what sanctions are,doing to the people of Zimbabwe.

Sanctions have delivered one of the biggest wounds suffered by the Zimbabwean economy. US-led sanctions imposed two decades ago when then president Robert Mugabe launched a land acquisition programme. Initially the land redistribution was started by the frustrated Zimbabweans. The government only became involved only to restore order.

The sanctions are said to be targeted and to apply to the elite, the sanctions imposed travel bans and a freeze on assets held by top Zimbabwean officials. It further includes companies owned by the targeted individuals and again making it an offence for any American company to deal with Zimbabwe.

But the measures have had a far-reaching – and probably unintended – impact on the Zimbabwean economy by strangling the country’s access to the international banking system.

For any company in Zimbabwe to function it needs to put in new equipment. All his equipment needs to be imported, for which companied have to pay in United States dollars. But the American law, known as the Zimbabwe Democracy and Economic Recovery Act (Zidera), forbids global lenders from working with Zimbabwe.

Institutions like the International Monetary Fund (IMF) are usually the first line of support for countries in financial trouble, but Zimbabwe is said not to have met all of the requirements for IMF support – and Zidera means there is little incentive for Harare to try, or for the IMF to look at compromises.

Private banks also struggle to access international funds. Zidera imposes stiff penalties for companies who deal with companies targeted by the law.
The result is that Zimbabwe has meagre supplies of U.S. dollars at home, and it is risky for entrepreneurs to seek access to greenbacks abroad via private banks. This translates into untold suffering of Zimbabweans across all social divide.
Adding salt to injury financial institutions have stopped doing business with Zimbabwe for fear of running afoul of the sanctions.

Foreign leaders often have much leeway to adjust sanctions over time, but in the case of Zidera, the punishment is enshrined in U.S. law, which would require any changes to be endorsed by Congress.
Indeed, the latest version of Zidera, passed in 2021 further raises the threshold for lifting the sanctions.
It broadly requires Zimbabwe to hold better elections and respect human rights. But it also demands that Zimbabwe adhere to a southern African court ruling to pay some $9 billion to white farmers whose properties were seized during Mugabe’s land reforms two decades ago.
Zimbabwe’s entire GDP is only $16.7 billion.

So America litterrally givr Zimbabwe orders and if not followed the tighten their sanctions even if theybare gully aware that it is the commin Zimbabwean who bears the brunt in this cruel satanic game.
Many countries especially African nations and a U.N. rapporteur support removing of sanctions, but such thinking gets little traction in Washington. This is because the opposition in particular the MDC now called CCC have continued feeding America with lies against Zimbabwe.
Blaming U.S. sanctions for Zimbabwe’s problems has been going on for years. Many countries have joined in and nothing seems to persuade Ameeica to be humane. Zimbabwe is not far away from the core issues of better governance it is one of the free countries in the world. U.S. State Department spokesperson Ned Price said by email. “Zimbabwe’s economic ills, we know, are caused by leaders … abusing power.”

But the reality for Zimbabweans is that they cannot even use services like PayPal to order goods from overseas, they can not get a credit line from any bank. Zimbabwe can mot take a loan anywhere. The Zimbabwe government ends up being abused by some all weather friends who charge an arm and a leg for a dubious loan.

What many people do nit seem to realise is that the sanctions effectively cut Zimbabweans off from international credit and money transfers in U.S. dollars.
“When you don’t have capital, you don’t have jobs and no investor comes to a country under sanctions. It is nonsense for anyone to say sanctions are not hurting Zimbabwe.

Instead of bringing political change to Zimbabwe, the 20 years of sanctions have been turf and difficult. Sanctions have made it difficult for Zimbabwe to prosper. It is true that the poor economic performance is the direct result of the sanctions.
If the new CCC Party wants to serve the best interest of Zimbabwe it does not need to agree with ZANU PF on anything even on common ideology of the liberation movement in ZANU PF , it simply needs to distance itself from the US sponsored sanctions and publicly denounce it.
Then CCC is not new it is just a made over party. It has put itself in a competition which is the democratic process. So CCC is allowed to engage in a free and fair election for the sake of democracy and adult sulfrage anchored by majority rule as espoused in the Zimbabwe’s national constitution .
Now we have a party which advocates for sanctions and expect a fair treatment.

Zimbabwean constitution Chapter 67 gives fairness and political rights. Is it politically right that the opposition ties ZANU PF with sanctions and it demands a fair race.
Despite the sanctions ZANU PF as a revolutionary part has been modernised, ED rebranded it to be re-oriented, refocused and to be rejuvenated. It has become the people’s party and now it boast of being the party which includes people of all walks. This includes pastors, prophets and fake prophets, singers and comedians. All Zimbabweans are allowed to mingle with their people’s president.
Unlike ZANU PF CCC is an agent of America and wants to have the Americans control Zimbabwe.
Zimbabweans now realises that the core problem with our politics today is the invisible but seen hand of handlers, this has corrupted our democratic system, encrusted the machinery of government for the principal purpose of strengthening the parties’ own dominant positions, and done everything in its power to stifle foreign interference. The puppet major parties of opposition have effectively silenced the voice of the Zimbabwean majority.
Instead of acting in the best interest of the country, the opposition parties remain locked in “tribal” hyper-partisanship and patronage to their sponsors. the power of special interests, legislators from both sponsored opposition find partisan advantage in blocking legislative progress without regard to the actual needs of the nation as a whole or the common good.
The opposition parties insidiously collude to use their power to ensure that voters have few viable alternatives on election day. They abuse their legislative power to enact barriers,create conditions which will make the government look like it is failing or being dictatorial. They consistently resist reforms designed to open up the system. The technical and arcane tools used to limit choices at the ballot box are deeply problematic to Zimbabwean democracy, and yet these tools are beyond the awareness of most citizens.
A once-functioning set of processes, traditions, and norms has given way to chaotic stasis; a stationary, rotating political slow-motion hurricane. The resulting distortion and disillusion has created disorder and disease in Zimbabwe’s political system. Surrounded by the dark clouds of masters wanting to control Zimbabwe through the opposition.
The opposition has dub a vast “political industrial complex” of donors, consultants, and interest groups, the entrenched parties and their cohorts will remain locked in narrow hyper-partisanship and Zimbabwe’s democracy will progressively deteriorate—unless and until the influence of the of the foreign powers is effectively challenged.
Soon after independence in 1980, following years of conflict between minority white government and majority black Zimbabweans.
The United States was the first nation to open an embassy in the country in 1980, and it pledged assistance toward Zimbabwe’s economic development.
Zimbabwe elected Robert Gabriel Mugabe as the country’s first prime minister in 1980. Mugabe became president in 1987 after changes to the constitution created an executive presidency; he remained in power for 37 years.
In the mid-1990s, the country’s flourishing independent agricultural and industrial sectors, which benefited from a highly educated workforce, led Zimbabwe to become a net exporter to regional and international markets.
The MDC and former Rhodesians made unfounded allegations of human right abuse in Zimbabwe, this prompted the United States Congress to pass in 2001 (and amend in 2018) the Zimbabwe Democracy and Economic Recovery Act (ZDERA). The law purports to restricts U.S. support for multilateral financing to Zimbabwe until Zimbabwe makes specified political and economic reforms.
Since 2003, the U.S. Department of the Treasury has imposed targeted financial sanctions against individuals and entities in connection with undermining democracy, human rights abuses, or public corruption. The ripple effects of these sanctions then caused suffering untold suffering to our Zimbabwean masses. The United States also imposed visa restrictions on certain individuals, a ban on transfers of defense items and services destined for or originating in Zimbabwe, and suspended government assistance.
The United States claims to share the same fundamental interest as the Zimbabwean people: a stable, peaceful, democratic Zimbabwe that reflects the people’s will and provides for their needs. “Our support for the people of Zimbabwe includes ensuring that those Zimbabweans using their positions of power to undermine democratic progress are not benefiting from their actions. We have made it clear that credible, transparent, and lasting democratic reforms must precede an easing of restrictive measures.”
United States of America interferes in Zimbabwe inciting the citizens to disobey the powers that be. America claims that
“As our Mission does its part to encourage the return of democracy in Zimbabwe, the United States has focused on encouraging members of the public to defend their rights to freedom of expression and freedom of the media as set forth in Zimbabwe’s Constitution.”
How do they encourage Zimbabwean people they so this by sponsoring thugs like CCC and some None Governmental Organisations? They do it by instigating people to revolt.

They have found a willing partner in Crime the CCC.
The United States uses programs like the International Visitor Leadership Program (IVLP), the Humphrey Fellowship, Speakers programs and more to keep on the public’s mind the importance of the right to freedom of expression in and of itself for a thriving democracy. Further, the underpinning of good journalism is a strong business plan. U.S. programs aim to connect media leaders with their American counterparts to be part of a global discussion on the evolving business of good media in a digital age.
So it os therefore clear that the US use these opposition newspapers to corrupt the minds of the people of Zimbabwe to riot against their own government.
Under the shadows of good governance the US teaches people to riot and CCC calls it defending your right.

United States–Zimbabwe relations are supposed to be bilateral relations between Zimbabwe and the United States. Both countries share a common history and language as former British colonies. But the Americans have ulterior motives which is supported by the CCC. ZDERA was passed during former president Robert Mugabe administration on false accusations of undemocratic practices, human rights abuses and economic mismanagement.
President Biden was part of Congress when ZDERA was passed, so he will not help Zimbabwe on the fight against sanctions.
The Chamisa party is the hand of the American government. They must tell their masters that the ground must be level.
As long as sanctions are there and CCC keeps silent about them then there is no fairness if we as ZANU OF have elections with our legs tied up and then asked to run with the one who tied our hands.
The CCC must become a party which is For Zimbabwe by Zimbabweans nit to remain a tool which is used to make the children of Zimbabwe suffer.

The American value for entrepreneurship means more than just building a business. It is the essence of what makes an economy inclusive. U.S. initiatives such as the Young African Leaders Initiative, our American Centers’ professional development curriculum, and the Academy for Women Entrepreneurs, help emerging leaders build business skills to create jobs, enter e-markets, design successful campaigns, and network with their American counterparts to realize their potential. But alas they are now used as the tools to destroy their own nations.
Bilateral Economic Relations
The U.S. Government is supposed to works to promote Zimbabwe’s democratic and economic recovery following years of decline, and to highlight opportunities for trade and investment that will benefit U.S. and Zimbabwean businesses alike. But the US is pre occupied with having a regime change. The U.S. Government should provide guidance to U.S. businesses to help them take advantage of opportunities in Zimbabwe and promote economic ties between the two countries. U.S. policies such as targeted financial sanctions shows that the aim is to frustrate and remove the Zimbabwean government.
Zimbabwe’s Membership in International Organizations
Since independence, Zimbabwe has enunciated and follows a policy of “active nonalignment.” Zimbabwe and the United States belong to several same international organizations, including the United Nations, International Monetary Fund, World Bank, and World Trade Organization.

Zanu PF Youths Threaten Violence

By- Zanu PF youth league has threatened violence ahead of the March 26 by-elections.

The party youths who endorsed the candidature of President Mnangagwa for the 2023 presidential elections Wednesday said they would do so as a way of defending the revolution.

The league said it was strategising and mobilising party structures to deliver victory for the party in the upcoming by-elections and, ultimately, 2023 harmonised elections.

They also said they would embark on a process to inculcate party values to the youth by working with the Chitepo School of Ideology.

“In the upcoming by-elections, we believe in protecting and defending the revolution. We will support our leader President Mnangagwa,” said Cde Yeukai Simbanegavi, the league’s spokesperson.

Mwonzora Strikes Again, Recalls Khupe From Parliament

By-MDC-T leader Douglas Mwonzora has recalled former Deputy Prime Minister Thokozani Khupe from Parliament.

Khupe revealed the development while addressing a press conference this Wednesday. She said Senator Mwonzora wrote to Speaker of Parliament Advocate Jacob Mudenda on the 24th of January 2022 notifying him of his intention to recall Khupe. She said she also sent a letter to Mudenda but he ignored the letter. Pindula News presents Khipe’s full statement below:
On the 21st of January 2022, a Split of the Movement for Democratic Change-Tsvangirai occurred. This was as a result of constitutional transgressions. Douglas Mwonzora has for times without number, violated the constitution of the party whereas Article 9.1.2 (a) enjoins the President to uphold and defend the party constitution. It, therefore, follows that the President cannot be at the centre of constitutional transgressions. At the same time, Douglas Mwonzora declared that he was now the leader of MDC Alliance party. This is evidence that we now have two parties, MDC T and the MDC Alliance hence the split.
It was in this vein that l then wrote letters to the Speaker of Parliament and the Minister of Justice on the 24th of January 2022 informing both institutions that the MDC-T party had split into two formations, one led by Dr Thokozani Khupe who is also Leader of the Opposition in the National Assembly and the other led by Douglas Mwonzora, Leader of the Opposition in the Senate and President of the MDC Alliance party. I appealed to the Speaker of the National Assembly and the Ministry of Justice, Legal and Parliamentary Affairs to treat both formations equally and exercise impartiality.
However, to my surprise on the 26th of January 2022, I received a letter from the Speaker of Parliament through a courier, FedEx which was delivered to my house in Bulawayo together with my colleague Nomvula Mguni to the effect that we had been recalled and we were no longer Members of Parliament. I have never heard in the history of Parliament a member being recalled through a letter sent to their home by FedEx at a time when Parliament is not in session.

Parliament will be resuming in a fortnight and you shudder to think why the Speaker of Parliament was in such a hurry to recall me by a letter he wrote whilst sitting in his office and sending it through FedEx. That is unprocedural. My understanding of Parliamentary operations, is that the Speaker derives his powers from the mace when he is sitting on his chair in the House of Assembly and in the presence of seating Members of Parliament because the mace is the symbol of authority of the House and the Speaker. Without the mace, the House cannot sit and pass laws.

On the 24th of January 2022, the Speaker of Parliament received two letters, one from my party and another from Mwonzora’s party. He then decided to ignore my party’s letter and took immediate action on Mwonzora’s party letter of which he subsequently wrote recall letters to us. My letter was reconciliatory because I was pleading with the Speaker of Parliament to exercise impartiality and treat the two parties fairly whereas Mwonzora’s letter was vindictive because he was asking the Speaker of Parliament to recall Nomvula Mguni and myself. Douglas Mwonzora is now President of MDC-Alliance party whereas Honourable Mguni and myself are members of the MDC-T party. It boggles the mind how a leader of another political party can recall members of another party. For example, MDC-T party cannot recall members of PDP neither can they recall members of ZANU-PF.

To make matters worse the Speaker of Parliament in the recall letters he said, I quote, “I must advise that on the 24th of January 2022, I received a notice of recall in terms of section 129 (1) (k) of the Constitution. Accordingly, I must advise that by virtue of Section 129 (1) (k) of the constitution you have seized to be a member of the National Assembly.” My question is which party because the Speaker did not mention the name of the party which gave him those notices.
Previously there are members of Parliament who were recalled because they were accused of being members of MDC-Alliance party. On the country Mwonzora made a public announcement to the effect that he has now formed a new party that is contesting the upcoming by-elections in March under the MDC Alliance banner, whereas this is the reason why other MPs were recalled, it was precisely because they belonged to the MDC Alliance and not MDC-T. Hence the reason why he has expelled himself from the party in terms of the MDC-T constitution, Article 5.10 (a).

Therefore, Douglas Mwonzora has no locus standi of recalling a member of the MDC-T because he is now a member and the leader of the MDC- Alliance. This clearly demonstrates the bias, impartiality and inconsistence by the Speaker of Parliament.
Splits in the Movement for Democratic Change are not a new phenomena. The first split happened in 2005 between the late Gibson Sibanda, Deputy President and the late Morgan Tsvangirai, the President.
Parliament recognized and respected both formations and accepted the status quo. Both formations were allowed to co-exist and they co-existed until the end of their term of office in 2008.
This is where my issue of victimization and discrimination is derived from.
Two men split in 2005 and they were allowed to co-exist by this same institution.
A woman and a man have split in 2022 that is Thokozani Khupe and Douglas Mwonzora. The Speaker of Parliament then decides to favour Douglas Mwonzora over me without even considering calling both parties to the table for a discussion. Truly speaking this is glaring evidence of inequality, discrimination and victimisation.

There is no provision in the Standing Rules and Orders where the Speaker of Parliament is supposed to supervise political parties and adjudicate when they have a dispute.
The Speaker of Parliament in this instance received two letters on the same day and almost at the same time, but alas he decided on which formation was legitimate, l wonder where he got those powers from.
The Speaker of Parliament knew very well that Mwonzora had declared that he was now leader of the MDC Alliance party and that he was going to participate in the by-elections under the MDC Alliance party. There is evidence for all to see because his candidates for the March 26 2022 by-elections have registered under MDC Alliance. This is the same party whose MPs were recalled from Parliament because they had seized to be members of the MDC-T.
The Speaker of Parliament in his wisdom disregarded that and decided to take sides with another man. As a woman, I strongly feel victimised and discriminated against at the highest level.

As if that was not enough, the Minister of Justice equally decided that the Political Parties Grant will go to Mwonzora. Again, l wonder where the Minister of Justice derives his powers from to decide on which formation is legitimate as l also wrote a letter to him advising him on the new developments in the party and pleaded with him to treat both formations in a fair and just manner.
In 2014, the MDC-T split again and this time it was between the late Morgan Tsvangirai, President and Tendai Biti, the Secretary-General. Political Parties funds were split between the two formations.
In 2022, the same MDC-T party has split between Thokozani Khupe, Deputy President and Douglas Mwonzora, President but the sad reality is that the Minister of Justice wants to give the full amount to Mwonzora and one shudders to think why.
When it was Morgan Tsvangirai and Tendai Biti the money was divided into two but this time around because it is Thokozani Khupe, a woman and Mwonzora, a man, the Minister of Justice wants the full amount to go to Mwonzora. Surely what can one call this other than seeing it as an unjustified inequality and an unfair practice.
In these two instances l have been discriminated against because I am a Woman.
It is very clear that when it comes to my case, there is selective application of rules and regulations. When it was Morgan Tsvangirai and Gibson Sibanda they were both respected and treated with impartiality. Again when it was Tendai Biti and Morgan Tsvangirai they were respected and treated with impartiality.
This time around it is Thokozani Khupe and Douglas Mwonzora and both the Speaker of Parliament and the Minister of Justice have decided to side with another man, Mwonzora for no apparent reason.
In my view, these institutions, namely the Executive and the Legislature are not exercising impartiality and colluding against me with regards to this matter.
As women in the political arena in this country we have been victimised and discriminated against for times without number and time has come for women to rise and say this far and no further. Our voices are being silenced and we are being disempowered.
I met with Women’s Organisations to tell them our story of victimisation and discrimination just because of our gender. I am being suffocated and I Can’t Breathe.
At the same time, l have written to the United Nations Secretary-General H.E. Antonio Guterres, the UN Women Executive Director Dr. Sima Sami Bahous, the United Nations High Commissioner for Human Rights H.E Michelle Bachelet, the Inter-Parliamentary Union President Honourable Duarte Pacheco, the Pan-African Parliament and Madam Bineta Diop, Special Envoy of the Chairperson of the African Union Commission on Women, Peace and Security so that they see the amount of victimisation and discrimination against women by the Executive and the Legislature.
I am therefore calling upon the Executive to Stop discrimination against women. By the same token, l am calling upon the legislature to Stop discrimination against women. I am saying this with a heart which is bleeding because I am a victim of discrimination by these pillars of the State. Women and men must be treated with dignity, respect and equality because we are all equal in the eyes of the Lord, therefore we must all be equal in the eyes of the Law.
I would like to conclude by calling on Women’s organizations and women at large to rise and fight with me this deadly Pandemic called Victimization and Discrimination against women in politics. l am going to fight to the finish. I will fight discrimination against women with the last drop of my tears. I will fight discrimination against women with the last drop of my sweat. I will fight discrimination against women with the last drop of my blood, not just for myself but for young women who should not be intimidated but should be inspired to commit without shame in the politics of this country and help shape their destinies.

Tourists Trapped In A Local Holiday Resort

By- Tourists and some residents have been trapped in the Mana Pools National Park after the recent heavy rains extensively damaged access bridges leading to the UNESCO World Heritage site.

Food and fresh water supplies have since been affected, The Mirror reports.

Heavy rains experienced last week saw the first bridge along the Harare-Chirundu Highway being damaged.

The damaged bridges are Rukomechi, Marongora and Chemitsi.

Hurungwe District Development officer Mr Andrew Tizora said some of the people trapped in the area were evacuated by boat on Tuesday, while helicopters were needed to access the area. He said:

The heavy rains led to the destruction of bridges in Mana Pools while some people were booked at the three camps in the area. The situation is so bad that we cannot even assess the extent of damage and the assistance required without the use of helicopters.

We got information this afternoon (yesterday) that some of the people were evacuated by boat through the Zambezi River. However, there are still some people who need to be removed from the area until the situation and infrastructure improves.

A District Civil Protection Committee is monitoring the situation to make recommendations on how best the affected area can be assisted.

Efforts are underway to restore access to Karibaand Gache Gache, which were cut off following rockfalls that covered the Charara-Makande Road at the Jonga Mountain.

Mana Pools National Park is home to diverse wildlife including lions, hippos, elephants, buffaloes and small game.

Khupe Sheds Tears Over Parly Recall

It, therefore, follows that the President cannot be at the centre of constitutional transgressions. At the same time, Douglas Mwonzora declared that he was now the leader of MDC Alliance party. This is evidence that we now have two parties, MDC T and the MDC Alliance hence the split.
It was in this vein that l then wrote letters to the Speaker of Parliament and the Minister of Justice on the 24th of January 2022 informing both institutions that the MDC-T party had split into two formations, one led by Dr Thokozani Khupe who is also Leader of the Opposition in the National Assembly and the other led by Douglas Mwonzora, Leader of the Opposition in the Senate and President of the MDC Alliance party. I appealed to the Speaker of the National Assembly and the Ministry of Justice, Legal and Parliamentary Affairs to treat both formations equally and exercise impartiality.
However, to my surprise on the 26th of January 2022, I received a letter from the Speaker of Parliament through a courier, FedEx which was delivered to my house in Bulawayo together with my colleague Nomvula Mguni to the effect that we had been recalled and we were no longer Members of Parliament. I have never heard in the history of Parliament a member being recalled through a letter sent to their home by FedEx at a time when Parliament is not in session.

Parliament will be resuming in a fortnight and you shudder to think why the Speaker of Parliament was in such a hurry to recall me by a letter he wrote whilst sitting in his office and sending it through FedEx. That is unprocedural. My understanding of Parliamentary operations, is that the Speaker derives his powers from the mace when he is sitting on his chair in the House of Assembly and in the presence of seating Members of Parliament because the mace is the symbol of authority of the House and the Speaker. Without the mace, the House cannot sit and pass laws.

On the 24th of January 2022, the Speaker of Parliament received two letters, one from my party and another from Mwonzora’s party. He then decided to ignore my party’s letter and took immediate action on Mwonzora’s party letter of which he subsequently wrote recall letters to us. My letter was reconciliatory because I was pleading with the Speaker of Parliament to exercise impartiality and treat the two parties fairly whereas Mwonzora’s letter was vindictive because he was asking the Speaker of Parliament to recall Nomvula Mguni and myself. Douglas Mwonzora is now President of MDC-Alliance party whereas Honourable Mguni and myself are members of the MDC-T party. It boggles the mind how a leader of another political party can recall members of another party. For example, MDC-T party cannot recall members of PDP neither can they recall members of ZANU-PF.

To make matters worse the Speaker of Parliament in the recall letters he said, I quote, “I must advise that on the 24th of January 2022, I received a notice of recall in terms of section 129 (1) (k) of the Constitution. Accordingly, I must advise that by virtue of Section 129 (1) (k) of the constitution you have seized to be a member of the National Assembly.” My question is which party because the Speaker did not mention the name of the party which gave him those notices.
Previously there are members of Parliament who were recalled because they were accused of being members of MDC-Alliance party. On the country Mwonzora made a public announcement to the effect that he has now formed a new party that is contesting the upcoming by-elections in March under the MDC Alliance banner, whereas this is the reason why other MPs were recalled, it was precisely because they belonged to the MDC Alliance and not MDC-T. Hence the reason why he has expelled himself from the party in terms of the MDC-T constitution, Article 5.10 (a).

Therefore, Douglas Mwonzora has no locus standi of recalling a member of the MDC-T because he is now a member and the leader of the MDC- Alliance. This clearly demonstrates the bias, impartiality and inconsistence by the Speaker of Parliament.
Splits in the Movement for Democratic Change are not a new phenomena. The first split happened in 2005 between the late Gibson Sibanda, Deputy President and the late Morgan Tsvangirai, the President.
Parliament recognized and respected both formations and accepted the status quo. Both formations were allowed to co-exist and they co-existed until the end of their term of office in 2008.
This is where my issue of victimization and discrimination is derived from.
Two men split in 2005 and they were allowed to co-exist by this same institution.
A woman and a man have split in 2022 that is Thokozani Khupe and Douglas Mwonzora. The Speaker of Parliament then decides to favour Douglas Mwonzora over me without even considering calling both parties to the table for a discussion. Truly speaking this is glaring evidence of inequality, discrimination and victimisation.

There is no provision in the Standing Rules and Orders where the Speaker of Parliament is supposed to supervise political parties and adjudicate when they have a dispute.
The Speaker of Parliament in this instance received two letters on the same day and almost at the same time, but alas he decided on which formation was legitimate, l wonder where he got those powers from.
The Speaker of Parliament knew very well that Mwonzora had declared that he was now leader of the MDC Alliance party and that he was going to participate in the by-elections under the MDC Alliance party. There is evidence for all to see because his candidates for the March 26 2022 by-elections have registered under MDC Alliance. This is the same party whose MPs were recalled from Parliament because they had seized to be members of the MDC-T.
The Speaker of Parliament in his wisdom disregarded that and decided to take sides with another man. As a woman, I strongly feel victimised and discriminated against at the highest level.

As if that was not enough, the Minister of Justice equally decided that the Political Parties Grant will go to Mwonzora. Again, l wonder where the Minister of Justice derives his powers from to decide on which formation is legitimate as l also wrote a letter to him advising him on the new developments in the party and pleaded with him to treat both formations in a fair and just manner.
In 2014, the MDC-T split again and this time it was between the late Morgan Tsvangirai, President and Tendai Biti, the Secretary-General. Political Parties funds were split between the two formations.
In 2022, the same MDC-T party has split between Thokozani Khupe, Deputy President and Douglas Mwonzora, President but the sad reality is that the Minister of Justice wants to give the full amount to Mwonzora and one shudders to think why.
When it was Morgan Tsvangirai and Tendai Biti the money was divided into two but this time around because it is Thokozani Khupe, a woman and Mwonzora, a man, the Minister of Justice wants the full amount to go to Mwonzora. Surely what can one call this other than seeing it as an unjustified inequality and an unfair practice.
In these two instances l have been discriminated against because I am a Woman.
It is very clear that when it comes to my case, there is selective application of rules and regulations. When it was Morgan Tsvangirai and Gibson Sibanda they were both respected and treated with impartiality. Again when it was Tendai Biti and Morgan Tsvangirai they were respected and treated with impartiality.
This time around it is Thokozani Khupe and Douglas Mwonzora and both the Speaker of Parliament and the Minister of Justice have decided to side with another man, Mwonzora for no apparent reason.
In my view, these institutions, namely the Executive and the Legislature are not exercising impartiality and colluding against me with regards to this matter.
As women in the political arena in this country we have been victimised and discriminated against for times without number and time has come for women to rise and say this far and no further. Our voices are being silenced and we are being disempowered.
I met with Women’s Organisations to tell them our story of victimisation and discrimination just because of our gender. I am being suffocated and I Can’t Breathe.
At the same time, l have written to the United Nations Secretary-General H.E. Antonio Guterres, the UN Women Executive Director Dr. Sima Sami Bahous, the United Nations High Commissioner for Human Rights H.E Michelle Bachelet, the Inter-Parliamentary Union President Honourable Duarte Pacheco, the Pan-African Parliament and Madam Bineta Diop, Special Envoy of the Chairperson of the African Union Commission on Women, Peace and Security so that they see the amount of victimisation and discrimination against women by the Executive and the Legislature.
I am therefore calling upon the Executive to Stop discrimination against women. By the same token, l am calling upon the legislature to Stop discrimination against women. I am saying this with a heart which is bleeding because I am a victim of discrimination by these pillars of the State. Women and men must be treated with dignity, respect and equality because we are all equal in the eyes of the Lord, therefore we must all be equal in the eyes of the Law.
I would like to conclude by calling on Women’s organizations and women at large to rise and fight with me this deadly Pandemic called Victimization and Discrimination against women in politics. l am going to fight to the finish. I will fight discrimination against women with the last drop of my tears. I will fight discrimination against women with the last drop of my sweat. I will fight discrimination against women with the last drop of my blood, not just for myself but for young women who should not be intimidated but should be inspired to commit without shame in the politics of this country and help shape their destinies.

Magistrate Threatens To Cage Deputy Chief Secretary For Contempt Of Court

By A Correspondent| Deputy Chief Secretary to the President and Cabinet Martin Rushwaya yesterday risked spending a night in prison for contempt of court after he defied court orders to avoid evading answering questions directed to him by lawyer Admire Rubaya during the on-going trial of former Cabinet Minister Prisca Mupfumira.

Rushwaya was called by the State to testify in a corruption case against former minister Prisca Mupfumira accused of fast tracking an agreement for construction  of low income houses between NSSA and Drawcard Enterprises in Gweru.

Coming in as the complainant on behalf of government, Rushwaya was put to test through cross examination by lawyer Rubaya and was cornered to explain what Mupfumira contravened in regards to the said deal.

“What did she do, that you know, in contravening her duties in regard to the Muzenya or Drawcard Investments project,” asked Rubaya.

Rushwaya was at pains to point out exactly what Mupfumira did, became evasive on numerous times to answer Rubaya’s question.

His conduct prompted Harare regional magistrate Ngoni Nduna to order him to answer the question.

Rushwaya also defied Magistrate Nduna’s order and refused to give an answer.

Irked by his conduct, Magistrate Nduna warned him that he was in charge and would reprimand him over his conduct.

“I am in charge here. We have remedy to that and I will held you in contempt of court. I will detain you in custody and see you tomorrow when you have sobered up,” warned Magistrate Nduna.

Magistrate Nduna also ordered prosecutors to engage Rushwaya over his conduct and answer questions. 

It was when Rushwaya confessed that he does not know of anything which Mupfumira did that warranted her arrest on criminal charges.

Rushwaya also told the court that he had no idea on who reported Mupfumira to ZACC and caused her arrest.

He also acknowledged that Mupfumira worked without a contract and had no written down duties and responsibilities.

Rushwaya said ministers  are guided by a handbook, fitting into Mupfumira’s narrative that she did not violate any specific duty.

He also refused to comment on Mupfumira’s assertion that her prosecution  was as a result of political persecution saying he did not want to dwell into the issues.

Rushwaya did the State’s case a major blow when he told the court that he does not know Barnabas Matongera, who is being jointly charged with Mupfumira.

Mupfumira and Matongera indicated that they will apply for discharge after State closed its case. 

ZBC Mentioned In Joana Mamombe Abduction

By- Lawyers representing CCC legislator Joana Mamombe and her accomplice Cecilia Chimbiri in faking abductions, have said they wanted to retrieve some information from ZBC to boost their defence.

Mr Alec Muchadehama, who is representing the two accused persons sought a postponement of the matter to allow him time to visit the ZBC bosses to retrieve the information which he wanted to use in court.

He said the information includes publications of his client’s cases.
Mamombe is being accused of publishing falsehoods claiming that she had been abducted together with her accomplices Chimbiri and Netsai Marova who is on the run.

Senior prosecutor Mr Michael Reza said he was not opposed to the application but told the court that the defence should bring all its witnesses on the next remand date or else he would ask them to close their case. Herald

Tourists Stranded In Mana Pools After Weekend Storm

By- A Tourists and some residents have been trapped in the Mana Pools National Park after the recent heavy rains extensively damaged access bridges leading to the UNESCO World Heritage site.

Food and fresh water supplies have since been affected, The Mirror reports.

Heavy rains experienced last week saw the first bridge along the Harare-Chirundu Highway being damaged.

The damaged bridges are Rukomechi, Marongora and Chemitsi.

Hurungwe District Development officer Mr Andrew Tizora said some of the people trapped in the area were evacuated by boat on Tuesday, while helicopters were needed to access the area. He said:

The heavy rains led to the destruction of bridges in Mana Pools while some people were booked at the three camps in the area. The situation is so bad that we cannot even assess the extent of damage and the assistance required without the use of helicopters.

We got information this afternoon (yesterday) that some of the people were evacuated by boat through the Zambezi River. However, there are still some people who need to be removed from the area until the situation and infrastructure improves.

A District Civil Protection Committee is monitoring the situation to make recommendations on how best the affected area can be assisted.

Efforts are underway to restore access to Karibaand Gache Gache, which were cut off following rockfalls that covered the Charara-Makande Road at the Jonga Mountain.

Mana Pools National Park is home to diverse wildlife including lions, hippos, elephants, buffaloes and small game.

The President of the Yellow Movement has served as the first youth commander at the party’s inception in 1999.

He went on to serve as a vibrant Member of the August House as he broke the record of the youngest legislator at the age of 25. Our young and energetic leader of the Yellow Machine gives us hope and a fresh start since he again broke the record when he became the youngest cabinet minister in the Government of National Unity of Zimbabwe in 2009. President Advocate Nelson Chamisa is the only panacea to socio-economic transfiguration in the motherland.

Eto’o Pays Aluvah Medical Bills

Cameroon Football Federation president Samuel Eto’o has paid the medical bills of staunch Warriors fan Alvin ‘Aluvah’ Zhakata, who was hospitalised in the West African country due to heart complications.

Aluvah who travelled to Cameroon to cheer the Warriors at the continental showpiece but remained behind after Norman Mapeza’s charges were eliminated from the tournament, collapsed after the round of 16 clash between Malawi and Morocco.

Since Aluvah was hospitalised, no one from either the ZIFA secretariat or the Sports and Recreation Commission has helped the super fan.

Instead, it was Switzerland-based Zimbabwean FIFA match agent Ellen Chiwenga, who is also in Cameroon, who has frequently checked on Zhakata.

Aluvah revealed yesterday that Eto’o had footed his medical bills.

“The president of Fecafoot (Cameroon Football Association), Mr Samue Etoo Fils , has paid my hospital bill , and footed all costs for medical tests and everything. How can i not be grateful

Mamelodi Sundowns co-coach Manqoba Mngqithi has claimed that the defending DStv Premiership champions once tried to sign Real Madrid ace Vinicius Jr.

Vincius was signed by Los Blancos from Flamengo in May 2017 when he was just 16 years of age, at a time when he was one of the most promising talents in world football.

Mngqithi says Sundowns tried to lure the young Brazilian back then.

“Even Vinicius was on our list of players that we should have signed, and he was not even at Real Madrid,” he was quoted as saying by South African publication iDiski Times.

Tinashe Sambiri|Thokozani Khupe has declared that Douglas Togarasei Mwonzora is no longer the leader of MDC- T.

Addressing a media briefing in Harare on Wednesday, Khupe accused the Speaker of Parliament of victimising her on gender basis.

According to Khupe, Mwonzora has no mandate to recall MDC- T MPs.

Ken Sharpe’s Right Hand Man Suffers Major Court Blow

By A Correspondent| Tuesday the 1st of January 2022 served as another stark reminder to the justice fugitive Kenneth Sharpe owned Pokugara Properties and its Managing Director Michael John Van Blerk that they will not easily escape the jaws of justice over crimes of perjury they committed in connivance with City of Harare officials.

Sharpe’s Pokugara Properties, without a court order destroyed a show house built by Harare businessman George Katsimberis.

They later sworn in High Court affidavits that Katsimberis did not submit his architectural plans at City of Harare’s Mt Pleasant office. Katsimberis meanwhile told the court that his plans were submitted at Cleveland House.

Pokugara Properties and Van Blerk had applied for exception claiming that the perjury charges levelled against them were flawed and did not establish an offence at law.

But Harare magistrate Ngoni Nduna yesterday dismissed the application saying the arguments presented by the defense were untenable

Allegations are that in October in 2018 at High Court Civil Division Harare, Michael John Van Blerk in his personal capacity of Pokugara Properties jointly or intentionally filed or deposed a statement in case HC8943/18 applied for building plan under MP1683/17 yet it was one or both the accused persons who made such an application on stand 8.

The first accused further lied that the complainant had constructed a show house on stand 10 instead of Stand 9 yet in actual fact the show house was built on Stand 9. Both accused persons pleaded not guilty and excepting to the charge.

The show house in question was constructed by Katsimberis under a botched joint venture with Pokugara proprietor, Kenneth Sharpe, who is said to have controversially pulled out from the deal.

Pokugara properties and Van Blerk were represented by Advocate Tawanda Zhuwarara while Zivanai Macharaga appeared on behalf of the state.

The matter has been deferred to February 16, 2022 for continuation.

It is a well established common law position that membership of a political party is not transferable until there is public renunciation.

At the time CCC candidates filed their nomination papers for the 26th March bye-elections, they were still MDC Alliance.

The principle of renunciation is very important at common law. This is the reason why in the past, each time when MDC defectors joined ZANU PF, they were publicly paraded and asked to surrender their MDC regalia and sing ” tadzoka kumusha”. This is the art of renunciation.

The common law position is thereby fulfilled. In other words party membership is not transferable until public renunciation. The CCC candidates and their new outfit have not gone to an inaugural congress. They have not elected new leaders. They have not put in place new structures. They are still using MDC vehicles, offices, houses and goodwill. These candidates can’t masquerade as “new”.

They are simply old wine in new bottles. Their think tanks – Ruhanya, Jonathan Moyo, Chin’ono and Magaisa must familiarize themselves again with Common Law. This will be my last instalment on the recallability of MDC Alliance members masquerading as CCC candidates.

“Currency Crisis To Push Zim Into Dollarisation”: Analysts

By A Correspondent- Government’s failure to resolve a perennial currency crisis could push Zimbabwe back into dollarisation, analysts warned yesterday.

In the past year, markets have been increasingly rejecting the free-falling local currency in favour of the United States dollar.

Dollarisation occurs when the US dollar is used in addition to, or instead of a domestic currency of another country – a policy that was in force for a decade from 2009, following the collapse of the local unit in 2008 under the weight of hyperinflation.

The country reverted to its own currency in 2019.

But since its return, the Zimbabwe dollar has depreciated by wide margins, triggering fears of the return to the 2008 inflation crisis.

Economic analysts yesterday said the Zimdollar depreciated to US$1:$230 this month, from US$1:$120 in January last year, a sign that it was fast losing value and the country might find itself redollarising.

The local currency has also been decimated on the foreign currency auction system, where it traded at US$1:$115,42 this week from US$1:$6,32 when the platform was introduced in June 2020, leading to the erosion of incomes amid skyrocketing prices.

Most workers are paid in Zimdollars, but have to look for foreign currency on the black market to buy goods and services and store value.

As schools open next week, there is uncertainty over teachers’ return to work after they threatened to down tools unless government agreed to pay them in the greenback.

On Monday, bank workers threatened a crippling job action as they also demanded to be paid in US dollars.

They demanded a US dollar-indexed salary of at least US$900. Mine workers have also demanded US dollar salaries.

Workers’ calls were backed by Florence Taruvinga, president of the Zimbabwe Congress of Trade Unions (ZCTU) who said wages should be based on the poverty datum line (PDL).

“In principle, we agreed at the Tripartite Negotiating Forum (TNF) that the minimum wage should be based on the levels of PDL,” Taruvinga told NewsDay yesterday.

“We also agreed that the principle of restoration of workers’ wages that prevailed in April 2018 should have been maintained. Then the PDL was US$500. However, when it cames to implementation of the recommendation, which was to promulgate a statutory instrument, the government decided to implement it as Zimdollars. This  was a departure from the recommendations. Our standpoint is that this economy can afford paying workers in US dollars,” Taruvinga said.

President of the Zimbabwe Banks and Allied Workers Union Tawanda Mutemi said: “The banking sector workers want their salaries restored to the 2018 era where the least paid worker got an average of US$900.”

Such has been the depreciation of the Zimdollar that government last year announced it would pay bonuses in hard currency to protect them from “exchange rate fluctuations”.

The reversion to the greenback was among the hottest topics during the CEO Africa Roundtable meeting last week when top banker Nigel Chanakira asked captains of industry whether they were ready to use the local unit.

At the meeting attended by Reserve Bank of Zimbabwe governor John Mangudya and Industry minister Sekai Nzenza, prominent economist Tony Hawkins did not hold back his views on the local currency.

“In 2018/19, he (Mangudya) promised to preserve value (of the Zimdollar), but since then prices have gone up 3 000% and the currency’s value has devalued by 99%,” Hawkins said.

“He talks about people using the local currency, but if you go  to my bank, the hole in the wall (ATM machine) tells you can draw $2 000 which is now worth US$0,88,” he noted.

Hawkins said it was dishonest for the government to insist on the use of local currency.

“If the Zimdollar is so great, why do I have to use foreign currency? It is the inconsistency, the contradiction, the deceit, the dishonesty of the government. They do not believe their own untruths, why should we believe in it,” Hawkins said.

However, Mangudya said shifting from the US dollar to local currency would not be achieved overnight, adding that the country was in transition.

He said the central bank was putting in place measures to incentivise the use of the local unit.

However, the writing is on the wall for the Zimdollar, according to Chanakira.

“We can’t deny the reality,” Chanakira, the founder and former CEO of a now-closed bank, Kingdom Financial Holdings Ltd told Bloomberg.

“When you get the Zimdollar you spend it quickly. No one wants to save in that currency.”-newsday

Private Doctors, Medical Aid Societies Threaten To Turn Away Patients

By A Correspondent- Private medical doctors have threatened to turn away patients on medical aid until they have been paid for their services.

Medical and Dental Private Practitioners of Zimbabwe Association president Johannes Marisa yesterday said members of his association were struggling to finance their operations as some medical societies were delaying payments or not paying at all.

“There are general delays in the reimbursement of our funds after sending claims to these medical societies. There are also some medical aid societies that don’t even pay, and you wonder how they get their operating licences when they don’t pay health covers,” he said.

“For those that pay, they would find some excuses and pay you meagre amounts that are just stipends instead of paying amounts that benefit us as well. 

Very soon, we will tell the medical aid societies that we won’t accept medical aid cards if this is not corrected on time. We are now left with no option except to reject medical aid cards, and this will happen soon.

“We have been clamouring to have engagements with these medical aid societies and the arrogance shown by some of them is too much.”

Last year, a conference to discuss payments of health service providers by medical aid societies was cancelled due to the COVID-19 pandemic.

“We are, however, trying to meet soon as private medical players to talk about this and many other challenges that we are facing,” Marisa said, adding that private medical practitioners were charging co-payments in foreign currency to ensure they remained viable and sustain their operations. The Association for Healthcare Funders in Zimbabwe could not be reached for comment yesterday.

Zanu PF Vows To Wrestle Marondera Seat From Opposition

By A Correspondent- ZANU PF says it will wrestle the Marondera Central seat from the opposition where it has deployed seasoned politicians to lead its campaign.

A number of party bigwigs on Saturday attended the provincial executive committee meeting in Marondera where they vowed to wrest the constituency from the opposition.

The seat fell vacant following the recall of Caston Matewu by the Douglas Mwonzora-led MDC-T. Matewu will contest the election under the newly-formed Citizens Coalition for Change led by Nelson Chamisa.

Zanu PF will be represented by youthful businessman Ignatius Mateveke.

Apostolic sect leader Lawrence Katsiru has been roped into the campaign team while provincial women’s league political commissar Nyarai Tsvuura has been tasked to mobilise women ahead of the March 26 by-election.

Provincial spokesperson Tatenda Mavetera said the party was working hard towards wresting the seat from the opposition.

“As a party, we remained resolute and unshaken. President Emmerson Mnangagwa has done a lot in terms of development in the province. The party is not leaving anyone behind and we are working hard to retain the seat,” she said.

Reprieve For Former CZI Boss Farai Zizhou

By A Correspondent- The Supreme Court has dismissed a case where the Confederation of Zimbabwe Industries (CZI) was being sued by its former employee Rita Marque-Mbatha, who alleged that she was sexually harassed in 2002 by her boss.

The accused was former CZI boss Farai Bwatikona Zizhou, who later unfairly fired her in June 2013.

The matter was struck off the roll by three judges of the Supreme Court, Justices Paddington Garwe, Elizabeth Gwaunza and Bharat Patel.

Mbatha reported Zizhou for sexual harassment when she worked as his personal assistant between 2002 and 2003.

After she was fired, she sued Zizhou and the CZI in a US$500 000 suit and won the case against Zizhou who was ordered to pay US$180 000 by the High Court late last year, leaving the suit against CZI pending.

The High Court commended Mbatha for seeking justice 20 years on.

“The matter has had a long turbulent history and the wheels of justice have turned slowly for her. There can be no denying that. She has been to this court. She strives for closure. Any lesser mortal would probably have given up. Plainly, Mbatha is no lesser mortal. Her tenacity and fighting spirit have moved mountains. She is still fighting,” Justice Joseph Mafusire of the High Court said in his ruling.

Zizhou’s property has since been auctioned after he failed to pay the compensation.-newsday

“New Schools Calendar To Determine Fees”: Gvt

By A Correspondent- The Ministry of Primary and Secondary Education will soon announce a new school calendar that will also determine the new fees structure for the first term which was delayed by almost a month due to rising coronavirus infections.

On Friday, the Government announced that schools will open for the first term on 7 February but did not announce when they will close.

Speaking to The Sunday News on Saturday, the Director of communication and advocacy in the Ministry of Primary and Secondary Education Taungana Ndoro said:

What has been happening now was a lot of background discussions regarding the issue of fees, with the schools submitting their applications for fee increment while they waited for the announcement of the opening day.

What will happen now is that the new fees structure will be determined by the school calendar, which our Permanent Secretary will announce in due course as already our officers are working on it.

According to the initial school calendar which was released on 30 December, the first term was set to begin on 10 January and end on 7 April.

The second term was set to begin on 9 May ending on 4 August while the third term was to start on 5 September and finish on 1 December.

On school fees, Ndoro asserted that no school will be allowed to increase school fees or levy without approval from the ministry. He said:

The ministerial position has been clear regarding these tuition fees, in that only those structures approved by the ministry will be considered binding.

All these other fees that have been peddled around without any approval are deemed illegal and officials that go ahead will be regarded as defiant and will be dealt with accordingly.

Ndoro conceded that huge numbers of schoolchildren have dropped out of school since the advent of the COVID-19 pandemic.

He said the community outreach aimed at bringing back to the classroom schoolchildren that dropped out of school was yielding positive results.-The Sunday News

Samuel Eto’o “Rescues” Hospitalised Aluvha

By A Correspondent- The president of the Cameroonian Football Federation, Samuel Eto’o, has come to the assistance of Zimbabwean super-fan Alvin ‘Aluvha’ Zhakata who is in hospital in Cameroon.

Aluvha who is the 2019 Africa Cup of Nations (AFCON) super-fan, collapsed after the AFCON clash between Malawi and Morocco last week but could not afford the expenses to allow further medical tests to be conducted on him.

Some African journalists in Cameroon led a campaign to have CAF help out Aluvha but to no avail.

The African football legend and former Barcelona and Chelsea striker later heeded the call. Aluvha tweeted on Tuesday:

CCC Invades Bulawayo

By A Correspondent- Citizens Coalition for Change (CCC) frontman Nelson Chamisa is this Thursday set to lunch its official by-election campaign in Bulawayo.

The party is also set to unveil its election agenda at the event.

Two parliamentary seats are up for grabs in the province while seven council wards will also be contested for during the March 26 by-elections.

The parliamentary elections will be held in Nkulumane and Pumula where former MDC Alliance MPs Kucaca Phulu and Sichelesile Mahlangu were recalled  by Lucia Matibenga’s People Democratic Party (PDP).

In an interview, CCC Bulawayo provincial spokesperson Swithern Chiroodza said Thursday’s launch will kick start all the party official campaigns in the vacant wards and constituencies.

“We are going to launch our by -election campaign in Bulawayo on Thursday. We are expecting various stakeholders including cadres from different provinces to attend the launch where we are going to spell out our election agenda,” Chiroodza said.

He said the one-week-old party is confident of snapping the seats.

“Even if these elections are to be held today, we are going to win because people are itching to revenge for the unfair and unconstitutional manner their elected officials were recalled. Bulawayo people are very bitter,” Chiroodza said.

“Over the weekend some of our colleagues were in Kwekwe to witness the launch of our by-election campaign in the province. We are going to have similar launches in all the constituencies and wards where we are contesting,” added Chirowodza.

Ra_pist Zvishavane Herdboy Jailed 15yrs

By A Correspondent- A Zvishavane herdboy (20) has been sentenced to 15 years in prison after being convicted of raping a (16) who was on her way to write an Ordinary Level examination.

He appeared before Gweru regional magistrate Mr Christopher Maturure facing one count of rape. He pleaded not guilty but was convicted after a full trial.

Mr Maturure sentenced him to 15 years in prison and suspended four years on condition of good behaviour. “The accused is sentenced to 15 years in prison of which four years of his sentence are suspended on condition of good behavior.

The accused deserved a long prison sentence to deter would be offenders. The courts must set an example that crime does not pay,” he said.

The court heard that on December 15 last year at around 11AM, the accused was at Kinsale grazing lands in Zvishavane herding cattle when he met the victim, whose name has been withheld to protect her identity. Prosecutor Ms Eggrina Matutu told the court that the girl was on her way to school when the accused followed her.

The court heard that the accused forcibly got hold of the victim’s blouse and ripped it open. He forced the victim into the bush, threatened her with an okapi knife before ordering her to remove all her clothes. In fear, she complied.

“Zimbabwe Is About To Begin To Shine”: President Chamisa

By A Correspondent- The leader of the newly-formed Citizens Coalition for Change (CCC), Nelson Chamisa, says the political outfit, which will be contesting the March 26th council and parliamentary by-elections, is a project largely driven by the electorate.

In an exclusive interview with VOA Zimbabwe Service, Chamisa said:

“It’s regrettable that we had to move to the new. We have always said we were requested by the citizens. We are building the new.

You know, when I went around the country people told me that they were tired of a tired brand. They felt that MDC was associated with too much toxicity and negativity and a lot of infighting sponsored by Zanu PF, sponsored by Mr. (Emmerson) Mnangagwa.

So, we needed to move forward, open new doors, something transformational for the people of Zimbabwe because we were never constituted as a project to fight over names. We chose to move away from confusion, we chose to break with the past.

“We have a cause, we have a fight before us, we have a duty, we have an obligation and a mission to accomplish and that is to transform our great country and build a great Zimbabwe.

“The people are very clear. They know their champion as I have always said. They know who fights for them, who represents them, they know who respects their dignity, their human rights, even their property rights.

They know because our track record is very clear and that is why we have said, look, we are not going to be wasting time over names, let’s have a new dawn … at party level we are a gold standard and that is what we want. Let’s send a reminder to the world that Zimbabwe is about to begin to shine.”

Reacting to a question on the differences between the newly-formed CCC and the opposition Movement for Democratic Change Alliance, Chamisa said they are not governed by the old party.

“What governs us is a competition that is on the market, that is Zanu PF because Zanu PF are the ones who are in government. And what we want is to be in government because we are an alternative government and more to that we were elected to govern by the people in 2018. But because of our broken system and institutions that are compromised, we still have Mr. Mnangagwa in office when in fact the people gave us a clear mandate.

So, what we want is to make sure that we regalvanize, revitalize all the Zimbabweans making sure that under our citizen philosophy and citizen project, we bring the citizens back to the center so that the citizen and not the politician is the most powerful.

I will rest and rest happily having accomplished my dream and mission as a revolutionary, as a transformer when the politician is the least powerful animal in our politics and when the citizen is the most powerful agent in the transaction of our politics in this country. That is our objective. We want to usher in a new great Zimbabwe.”

Steward Bank Dumps Hundreds Replaces Them With Machines

By- Steward Bank has retrenched hundreds of its workers and replaced them with automated machines.

The bank said it was doing this as part of reviewing its structures and operations to adapt to technological changes.

.The latest development comes as Zimbabwe’s entire banking sector has been streamlining its workforce over the past two years following huge investments in technology, as well as in response to the negative effects of the Covid-19 pandemic on the sector.

In a communication to staff that has been seen by this publication, the bank’s chief executive officer, Mr Courage Mashavave, said the reduction in the number of employees followed the deployment of the bank’s new core banking system and its on-going digital transformation, which had optimised the bank’s operational processes and rendered some roles redundant.
“Following the successful deployment of the new core banking system, the bank has done an assessment of the impact of the system upgrade on operational efficiency and aligning organisational structures to the strategic vision of the organisation.
“The digital transformation brought about by the system upgrade has, therefore, streamlined a lot of processes and optimised the organisational structure.
“Regrettably, as part of the restructuring programme, the bank will be forced to retrench redundant roles,” Mr Mashavave said, adding that the process would allow the bank to align with “industry staffing benchmarks”.
At least about 700 people are in the employ of Steward Bank. Steward Bank, EcoCash Holdings Zimbabwe Limited’s banking unit, in April last year completed a multi-million-dollar core banking system upgrade from R11 to R19 and in the process modernised its supporting infrastructure to create capacity for growth and enhance operational efficiencies “by streamlining and automating processes to improve customer experience,” according to Mr Mashavave.
“The bank will walk this entire journey with staff, in liaison with the works council (workers and management committees) and respective stakeholders, to ensure that there is clarity and transparency in the process, and that the potential impact of the change on affected staff is mitigated as much as possible,” Mr Mashavave said.
Over the past few months the banking industry in Zimbabwe has seen several banks, such as CBZ, Stanbic and Standard Chartered, among others, implementing similar staff rationalisation and restructuring exercises, including staff reductions, branch optimisations and an increased reliance on digital capabilities. In March last year, Stanbic Bank told its employees that while the bank’s retrenchment process was regrettable, “it has become very necessary”.
“It has become common cause at the bank that digitisation was one of the bank’s key focus areas that we implemented in order to give the bank a competitive edge in addition to achievement of objectives related to client centricity and interrogation,” Stanbic said at the time.
“The bank’s continued drive to digitalise the business since 2014 has resulted in over 95 percent of its transactions going through our digital platforms as well as a change in customer behaviours as they interact with the bank through its various digital channels.
This digitisation effort has significantly improved efficiencies and has afforded clients opportunities to engage in banking activities at their convenience,” the bank said.
CBZ Holdings CEO, Blessing Mudavanhu, whose bank recently went through a business reorganisation, including staff rationalisation, said at the time the group’s operations and the manner in which it serves its customers and clients had changed significantly as a result of digital platforms and automation.
“The group is undertaking a comprehensive review and reorganisation of its structures and business operating model in line with changes in the corporate landscapes and the way we do business,” CBZ said in letters sent out to affected staff in September last year.
“Owing to the nature and purpose of the review and reorganisation of structures and business operating model, the group can no longer retain your service as a permanent employee or as a shift or short term employee,” the bank wrote to affected staff.
More than 500 employees have lost their jobs in Zimbabwe’s financial services sector between 2020 and 2021, and indications are that more job losses could be looming in the country’s banking sector, as the industry intensifies its transition to digital banking platforms.

MSD Clears Air On Tropical Cyclone Batsirai

By A Correspondent- The Meteorological Services Department (MSD) has said members of the public should not panic or spread unconfirmed information on Tropical Cyclone Batsirai.

MSD said Tropical Cyclone Batsirai and the Tropical Disturbance in the Indian Ocean are not affecting Zimbabwe’s weather this week.

Maximum rinds of circulation estimated at sea: 140 km/h; gusting to 195 km/h.

Position on February 01 at 10 local time: 17.0 South/61.2 East.

HOW?:

Tropical Cyclone BATSIRAI is now northeast of Mauritius with an area of Tropical Disturbance to the southeast of this (cooler waters).

Tropical Cyclone Batsirai has greatly slowed down its movement last night but confirms a South-West movement. It has also weakened a little since yesterday and has since last night been at the minimum stage of a tropical cyclone.

At the end of the week, BATSIRAI should approach the eastern coasts of Madagascar, potentially still at a very dangerous stage with the probability of direct impacts on the rise for the central-eastern region of the big island of Madagascar.

WHAT TO EXPECT IN ZIMBABWE?:

Currently, Tropical Cyclone Batsirai and the Tropical Disturbance in the Indian Ocean are not affecting Zimbabwe’s weather this week. However, the cloud system to the west of the country, currently over Botswana is our area of focus.

This cloud band is moving eastward and is expected to sweep over Zimbabwe from Thursday evening 03 February 2022 into the weekend.

Thus, thunderstorms and rain (above 20mm) is expected in all Matabeleland and Bulawayo Metropolitan provinces from Thursday evening into Friday and spread to the rest of the country from Friday into the weekend.

Before this (Tuesday till Thursday afternoon) it should be mostly sunny and warm across Zimbabwe.

Birth Day Wishes Pour For Chamisa

Chamisa turns 44 today, Wednesday.

Posting on social media, Zimbabweans said God should give the youthful opposition leader more years on earth.

Broke Government Hires 10 000 More Teachers

By- The same Government, which is failing to pay civil servants, said it was hiring had started recruiting 10 000 more teachers ahead of schools opening.

Schools open next Monday.

The Ministry of Primary and Secondary Education said it required at least 40 000 more teachers to address the critical manpower deficit in the education sector, with science subjects and early childhood development (ECD) classes being the worst affected in terms of staff complement.

The government revised upwards the number of required teachers as a result of the need for social distancing in schools following the outbreak of Covid-19.

Primary and Secondary Education Minister Dr Evelyn Ndlovu said the Public Service Commission (PSC) had started the process of recruiting the teachers and was working on modalities and administrative issues.
Dr Ndlovu said a meeting was held with the PSC last week and all is on course as Government addresses the shortage of teachers in schools.
Dr Ndlovu said the recruitment will start with immediate effect as schools are set to open on Monday.
“We do not have a backlog of teacher employment as such, but what we have are vacant posts as a result of attrition, expansion as well as the need to socially distance learners in line with the World Health Organisation (WHO) and Covid-19 protocols.
“The attrition posts will be filled as schools are reopening. The process of filling posts is carried out in consultation with PSC, the employer,” said Dr Ndlovu.
She said the Education Ministry is planning to reduce the approved teacher and student ratio in primary schools which will result in employment creation.

“The current approved ratios are: ECD a ratio of 1:20; Grade 3-7 a ratio of 1:40; Form 1- 4 a ratio of 1: 33 and A Level a ratio of 1: 20. However, we would like to have the ratio for Grade 1 to Grade 7 reduced to 1:35,” said Dr Ndlovu.
Dr Ndlovu said preparations for the opening of schools is going on well with the 2022 school calendar having been released yesterday.
The first term will run from Monday and end on April 7. Second term classes start on May 3 and end on August 4 while the third term commences on September 5 and ends on December 8.
“Normally boarders will leave a day before schools open and there will be no Covid-19 tests done prior to opening but we encourage all those in the eligible age groups for vaccination that is learners, teachers and staff to be fully vaccinated in order to manage the spread of Covid-19,” said Dr Ndlovu.
In an interview, Zimbabwe Teachers Union (Zimta) chief executive officer Dr Sifiso Ndlovu said the recruitment of teachers is a welcome move which should be done annually and in large numbers.
“We have said that we want more teachers in schools as the number is insufficient due to early retirements. The recruitment is a welcome move but we will not rejoice much as it’s a little impact and we need far more than this,” he said.

The discovery was made on Sunday the 30th of January 2022.

Harare Employer Kills Worker Over Asking For His Salary

By A Correspondent- A Harare man was beaten to death by his employers after he had demanded his salary.

The Zimbabwe Republic Police, ZRP said the 44-year-old employee was found in a stationery vehicle weeks after being assaulted by his employer.

ZRP said the deceased who sustained “several injuries,” neither reported the matter to the police nor did he seek medical attention.

On 3/01/22 at about 1600 hours a Harare man (44) was assaulted by a wooden plank all over the body by his employer (35) after he had demanded some money from him.

The victim sustained a swollen head and several injuries all over the body but did not report the matter to the Police or seek medical attention. On 31/01/22 at about 0600 hours, the victim was found dead in a stationary vehicle.

Mliswa, Confirms Attacking Chiyangwa In Leaked Audio

By A Correspondent-Norton MP Temba Mliswa said his leaked audio was not meant to expose Zanu PF 2023 elections fundraising committee chairman Philip Chiyangwa’s ill-health but his bad behaviour.

Mliswa was heard in the leaked audio saying that Chiyangwa was HIV positive, among many other unprintable words.

He also said that the flamboyant businessman was now broke and could no longer afford to buy even a new ordinary car.

Mliswa was fuming about what he called was Chiyangwa’s habit of saying bad things about “my family”.

On Tuesday, Mliswa said he was not regretting the leaked audio Chiyangwa but said it did not mean to expose Chiyangwa’s deteriorating health.

Herdboy Rapes Girl On Her Way To Writing O’ Level Exams

A Zvishavane herdboy (20) has been sentenced to 15 years in prison after being convicted of raping a (16) who was on her way to write an Ordinary Level examination.
He appeared before Gweru regional magistrate Mr Christopher Maturure facing one count of rape. He pleaded not guilty but was convicted after a full trial.

Mr Maturure sentenced him to 15 years in prison and suspended four years on condition of good behaviour. “The accused is sentenced to 15 years in prison of which four years of his sentence are suspended on condition of good behavior.

The accused deserved a long prison sentence to deter would be offenders. The courts must set an example that crime does not pay,” he said.

The court heard that on December 15 last year at around 11AM, the accused was at Kinsale grazing lands in Zvishavane herding cattle when he met the victim, whose name has been withheld to protect her identity. Prosecutor Ms Eggrina Matutu told the court that the girl was on her way to school when the accused followed her.

The court heard that the accused forcibly got hold of the victim’s blouse and ripped it open. He forced the victim into the bush, threatened her with an okapi knife before ordering her to remove all her clothes. In fear, she complied.

There is no denying that Zimbabwe is in a serious economic and political mess. It is hard to believe the country was a middle-income nation with the prospects of becoming the South Korea of Africa in 1980. Today it is the textbook cases of a failed state; ruled by corrupt, incompetent and vote rigging thugs who have become filthy rich at the expense of the overwhelming majority languishing in abject poverty and despair.

Zimbabwe’s economic decline and political paralysis; both the ruling party and the opposition have two things in common they are corrupt and incompetent, the political system has completely failed to produce quality leaders; has been a relentless march to disaster. Robert Gabriel Mugabe, independent Zimbabwe’s first president was the trail blazer down this disastrous path of self-destruction.
Mugabe had a soft head, don’t be fooled by outside appearance, and when he tasted power he became punch drunk! Absolute power transformed Mugabe into Stevie Wonder’s “Misstra Know-It-All”!

There is nothing under the sun Misstra Know-It-All cannot do! Mugabe promised the people of Zimbabwe mass economic prosperity. “Gutsa ruzhinji!” as he called it in Shona. Even when there was overwhelming evidence his super plan had failed, he blamed the mass poverty on the drought, the sanctions imposed on the country by the West, etc.
In 2017 Mugabe was booted out of office by his fellow Zanu PF thugs after 37 years of corrupt and tyrannical rule. He has never admitted he was not Misstra Know-It-All but a fallible mortal like everyone else. Worse still, Mugabe has sired many copy-cat Misstra Know-It-All both in his own party Zanu PF and the opposition. Even the upstart Nelson Chamisa believes he knows it all and knows best.
‘The basket of bad apples has now been flushed out. We are left with purity. I must thank Mr. Mnangagwa for the splendid job to take away those who have been retarding progress, those who want money, those who want opportunities, those who want trinkets and trappings of office,” Chamisa told SABC.
Chamisa has just launched a new political party, Citizen Coalition for Change (CCC), breaking away from the MDC. He was just following the time-honoured Mugabe tradition of blaming everyone else for MDC’s failure to implement even one democratic reform in after 22 years, 5 of which in the GNU. All nonsense of course, since those left in the MDC, the bad apples, are in the minority; the tail does not wag the dog.
Chamisa was not content to blame MDC’s “bad apples” for the party’s failure to deliver any meaningful change; he blamed SADC leaders too. He accused the regional leaders of having “ostrich mentality!”
“People are excited, people are electric, the mood is great, it’s yellow everywhere. The nation has turned yellow. The yellow revolution is unstoppable, people are committed, people want change, they want to see victory, people are hopeful. The yellow revolution will not only lead to the emancipation of Zimbabwe, but the whole of Africa. The whole world used to wait in great anticipation for Robert Mugabe’s anti-West vitriolic tirade, full of sound and fury signifying nothing, at such international forums as the UN General Assembly. Chamisa is clearly learned well at the foot of the late dictator!
With no meaningful democratic reforms implemented, Zanu PF is rigging the 2023 elections guaranteed. By participating in these flawed elections CCC, just like MDC before it, is giving Zanu PF legitimacy and thus perpetuating the Zanu PF dictatorship.

Chamisa Has Brought Poverty On The Masses, He Must Be Overthrown, Says Mwonzora Ahead Of Bi-Elections

His sworn nemesis Douglas Mwonzora made the allegations in an address to his members as he declared that he is putting an end to Chamisa during the upcoming by-elections.

He also claimed that Chamisa is currently operating under a disguised identity, signalling that he will soon bring the latter down through claiming that he has no new party at all, he is under him (Mwonzora’s) leadership.

Mwonzora’s allegations matched his previous boast that any new name Chamisa operates under is his (Mwonzora’s).

He said “we shall defeat them even in their current guise and camouflage.”

He accused Chamisa of causing poverty, saying, “the project is being superintended by the very people who yesterday subjected Zimbabwe to totalitarianism and hate and consigned the majority of our people to untold poverty and misery.

“They can never fool Zimbabweans that they are the new liberators.”

A few days ago after successfully completing our candidate selection process we fielded our parliamentary and local government candidates for the forthcoming by-elections. Due to constraints of time, our candidate selection was hurried and may not have been perfect in some areas.
Our detractors left no stone unturned in their quest to interfere with our candidate selection process. Even after the candidate selection process they did not tire.

They tried all they could to make sure that our chosen candidates were discouraged from filing their papers and appearing before the Nomination Court. This they did using a variety of methods, including offering financial and other incentives for our candidates to drop.

We were heartened to see that through their sheer determination to do what is right, the majority of our candidates resisted these evil attempts. As a result we fielded 90 percent of the candidates for the National Assembly elections and 77% percent for the local government elections. These candidates are men and women of the highest calibre and integrity. They have serious self-drive, motivation and focus. They are no doubt going to give a good account of themselves in these election. We are happy that we are the party that has fielded most women candidates.


Our candidates have an easier job in these by-elections because they are going to square up mostly against non achievers who have short-changed our people for years. Some of these are self-serving individuals who abandoned the electorate as soon as they were elected in 2018. They are now reappearing because there is an election again.


Currently the party is being subjected to a noisy and dirty campaign. A lot of false propaganda is being churned everyday against us by the enemies of democracy. Social media bullying is the order of the day. An underdog tag has been foisted upon us with threats of an imaginary total electoral annihilation come March, 26.

These threats are simply meant to discourage you by people who in actual fact are afraid of you. Fortunately our germane and intrinsic character and our rich history of struggle in the face of adversity does not and will not allow us to succumb to base intimidation and cheap propaganda. These vile attacks and propaganda only work to motivate us and bring the best out of each one of us. A whole propaganda from the previous regime is being unleashed upon us.

The project is being superintended by the very people who yesterday subjected Zimbabwe to totalitarianism and hate and consigned the majority of our people to untold poverty and misery. They can never fool Zimbabweans that they are the new liberators. As before we shall defeat them even in their current guise and camouflage. These people are subjecting our leaders to the very same treatment that they subjected Tsvangirai to. Fortunately for these people just like Tsvangirai and our other forebears we shall persevere, strive and overcome.
There are efforts under way to promote disunity, strife and dis-cohesion among our ranks. The strategy is to portray us as a party in turmoil and therefore not worthy of the people’s trust. They are using many methods including law tare. But as usual we shall totally defeat them.


I would like to assure all our members that logistically and materially your leadership is well prepared for these by-elections. Our candidates, their campaign teams and election agents will receive maximum support from the party. In our efforts to encourage participation of more women in elections, we shall devote more resources to those constituencies and wards where we have female candidates.
Lastly, what is being done by our opponents is nothing new to us. We are used to vile propaganda, falsehoods, intimidation and social media bullying.

We are used to being treated as an underdog even by people we have defeated before. We are equally accustomed to fight well even under conditions of adversity.
I would also want to take this opportunity to encourage first time voters to take advantage of the Mobile Voter Registration Blitz starting today. Our Elections department is on standby to assist those that may experience problems. We are encouraged at the number of Zimbabweans who are turning up for our meetings. They have completely fallen in love with our new way of doing politics.

An Attack On Chamisa Is An Attack On ‘Citizens’

By Knowledge Hakata | A new Zimbabwe which will usher in a better economy, political space and a favorable social environment is now around the corner. I might disagree with Nelson Chamisa on some aspects but I now believe that Chamisa is a ‘symbol of Hope’ for Zimbabweans who have suffered for a long time.

It is so sad that millions of innocent Zimbabweans continue to wallop in poverty at the expense of an un repentant, brutal, selfish, and ungodly system in the name of Zanu Pf plus a mercenary bunch of money mongers, dwarfs in large robes (Thokozani Khupe, Dounglas Mwonzora and Morgan Komichi). The situation in Zimbabwe have gone beyond the normal to the point that even a grade 1 student is able to see that President Mnangagwa has failed dismally.

The country has been militarized to the core, to the extent that innocent doctors are now being forced to join the military so that they won’t strike while teachers are also walloping in poverty just like the majority of the unemployed graduates. Is this the New Disorder or Dispensation? Surely both Mugabe and Tsvangirai might come back from the dead just to try and stop this Mnangagwa government from perpetual madness.

The aim of Zanu Pf is not to create a one party state but to buy time by all means necessary so that they can remain in power, in doing so they have managed to capture the Judiciary which already was captured but now it is captured to the core.

Thokozani Khupe and associates are being paid to support Zanu Pf in Parliament when it comes to the issues of amending the constitution, so on paper to them it seems like it will be smooth forever, but they are continuously putting a blind eye on the suffering of the people of Zimbabwe.

Even if it means that they are going to amend the whole constitution, they are going to fail to amend the suffering of the masses in Zimbabwe which in my view is going to be the long term cause of a catastrophic and untold uprising.

Zimbabweans should not be worried about all these shenanigans that Zanu Pf is doing, even if they are going to suspend the elections at any given time a revolution is now unavoidable, it is just a matter of time. Zanu Pf has failed dismally that it is now using the law to cement the suffering of the innocent Zimbabweans.

A suspected robber pounced on a house in Waterfalls, Harare and got away with USD 30 000 and other valuables.

The suspected, brandishing a pistol, attempted to rape the maid.

New School Calendar To Determine Fees Structure

The Ministry of Primary and Secondary Education will soon announce a new school calendar that will also determine the new fees structure for the first term which was delayed by almost a month due to rising coronavirus infections.

On Friday, the Government announced that schools will open for the first term on 7 February but did not announce when they will close.

Speaking to The Sunday News on Saturday, the Director of communication and advocacy in the Ministry of Primary and Secondary Education Taungana Ndoro said:

What has been happening now was a lot of background discussions regarding the issue of fees, with the schools submitting their applications for fee increment while they waited for the announcement of the opening day.

What will happen now is that the new fees structure will be determined by the school calendar, which our Permanent Secretary will announce in due course as already our officers are working on it.

According to the initial school calendar which was released on 30 December, the first term was set to begin on 10 January and end on 7 April.

The second term was set to begin on 9 May ending on 4 August while the third term was to start on 5 September and finish on 1 December.

On school fees, Ndoro asserted that no school will be allowed to increase school fees or levy without approval from the ministry. He said:

The ministerial position has been clear regarding these tuition fees, in that only those structures approved by the ministry will be considered binding.

All these other fees that have been peddled around without any approval are deemed illegal and officials that go ahead will be regarded as defiant and will be dealt with accordingly.

Ndoro conceded that huge numbers of schoolchildren have dropped out of school since the advent of the COVID-19 pandemic.

He said the community outreach aimed at bringing back to the classroom schoolchildren that dropped out of school was yielding positive results.

Top Zim Physician Dies

By- A distinguished Zimbabwean specialist physician Dr Tapiwanashe Bwakura considered a “gentle giant in the field of medicine” has died.

His colleagues in the medical fraternity said Dr Bwakura died on Sunday morning (January 30) in South Africa where he was being treated for cancer.

Dr Bwakura was a renowned physician and teacher in the field of medicine for several years.
Southern Africa HIV and AIDS Information Dissemination Service (SAFAIDS) hailed Dr Bwakura for his immense contribution to the healthcare delivery system in Zimbabwe and Africa as a whole.

“A gallant physician, educator, gentleman and humanitarian has left us,” the regional NGO said in a statement.
“Dr Tapiwanashe Bwakura, our dear colleague, mentor, brother and friend…served on the SAfAIDS board of trustees for many years. He was a long-standing friend and ally of SAfAIDS.
“Dr Bwakura was a renowned physician and educator in the field of medicine. His clinical expertise, academic, research and specialist services contributed to improving the lives of a large populace in Zimbabwe and other parts of Africa. Above all, he was an authentic humanitarian – both in heart and practice.”

Dr Bwakura served as acting CEO of one of the country’s major referral centres – Sally Mugabe Central Hospital (formerly Harare Hospital) and as secretary-general of the Zimbabwe Medical Association (Zima).
The specialist physician also held a position in the National Physicians Association of Zimbabwe (NAPAZ) and was a member of the College of Surgeons of East, Central, & Southern Africa (COSECSA).
He was a foundational pillar at UZ Medical School where he trained numerous generations of medical students, residents and fellows.

Weekend Storm Leaves Tears In Kariba

The weekend storm swept away a man crossing the flooded Nyaodza River, and his body was recovered several kilometres downstream.

The storm also left at least six cars trapped after the Mutoranhanga River Bridge was badly damaged, while large boulders covered the Charara-Makande Road, cutting off Kariba and Gache Gache from the rest of the country.
Mangura Dam in Nyaminyami Ward 9 burst its wall.

Several schools including Mamvura Machena and Mola primary schools and Mola Youth Centre had their roofs blown off while Mola Bridge was damaged.
Kariba district assistant development coordinator Mrs Patience Mubango said efforts were underway to remove the boulders from the roads and repair Mola Bridge.
“One person was swept away while trying to cross Nyaodza River, but his body was retrieved,” said Ms Mubango.
“Mangura dam in Ward 9 burst and lost all the water while there was a rock fall on Jonga Mountain Gache Gache Road is closed.”

Tractors have failed to remove the boulders owing to their sizes and efforts are now being made to secure heavier equipment to remove the rocks.
The Charara-Makande Road links rural Nyaminyami and Kariba urban and also Hurungwe district.
It is used to transport patients and supplies to Kariba District Hospital from Siakobvu and Mola.
The storms also left houses flooded at Marongora and rockfalls along the Harare-Chirundu highway.

Mbire Woman Loses Hand In Croc Attack

By- A 40-year-old Mbire woman had her hand ripped off by a crocodile whilst doing laundry in Angwa River Monday.

Esineri Kadziyanike of Chief Chisunga village was rushed to Angwa clinic after losing her left hand in the attack.

A villager identified as Mr Fresher Muodza confirmed the sad development.

“She was washing clothes in Angwa River when suddenly a crocodile attacked her and ripped her handoff. She is currently admitted at Angwa clinic,” he told the Herald.
Human-wildlife conflict remains a crisis in the Mbire area and nationwide.
In January, Alexander Chimedza from Kariba, Mashonaland West Province, was admitted to a hospital in Zambia after he was severely injured in a triple crocodile attack on the edge of Lake Kariba.

He suffered a broken hand, injured thighs and broken fingers after three crocodiles attacked him on the shores of Lake Kariba.
In December, a newly married woman from Mberengwa lost her right leg after she was attacked by a crocodile while fetching water at Mazwi Dam.

Worker Beaten To Death For Demanding Salary

By A Correspondent- A Harare man was beaten to death by his employers after he had demanded his salary.

The Zimbabwe Republic Police, ZRP said the 44-year-old employee was found in a stationery vehicle weeks after being assaulted by his employer.

ZRP said the deceased who sustained “several injuries,” neither reported the matter to the police nor did he seek medical attention.

The victim sustained a swollen head and several injuries all over the body but did not report the matter to the Police or seek medical attention. On 31/01/22 at about 0600 hours, the victim was found dead in a stationary vehicle.

Government Releases 2022 School Calendar

The calendar indicates that schools will reopen on 7 February and close on 7 April.

There is only one public holiday during the First Term and 45 days of school.

The Second Term begins on 3 May and ends on 4 August.

The Third Term begins on Monday 5 September and ends on 8 December after 71 school days.

Mliswa Attacks Chiyangwa Over Leaked Rant WhatApp Audio

Mliswa was heard in the leaked audio saying unprintable words to Chiyangwa, whom he said was in the habit of saying bad things about “my family”.

Peter Moyo Loses R250M Old Mutual Challenge

By- On Monday, the Johannesburg High Court dismissed Peter Moyo’s case against Old Mutual, which may be a final blow to the former CEO’s hope of getting R250 million from the insurer.

Moyo sued the insurer for contractual damages amounting to the total he would have earned for the remainder of his contract, had Old Mutual not fired him in June 2019.
The company said he wanted R230 million for contractual damages and another R20 million for the “insults” and impairment of his dignity caused by the statements that the company and its directors made in the media.
Old Mutual filed a court application last week to have Moyo’s case thrown out, with the company contending that there was nothing new in his argument.

Old Mutual said its former CEO was repeating arguments that had already been rejected by the courts before.
Judge Gregory Charles Wright seemingly agreed with the insurer. He found that Moyo failed to produce any evidence to show that Old Mutual wrongfully terminated his contract.
Moyo had brought the damages claim to court because he maintained that Old Mutual fired him unlawfully, even though a full-court ruled otherwise in 2020.
While he won a few rounds against the insurer at the beginning of their public legal battle in 2019, higher courts have rejected Moyo’s arguments.
Moyo even took his fight to Bloemfontein after the full bench judgment in 2020. But the Supreme Court of Appeal turned him down too.
Old Mutual wrote after the judgment:
The Court said it agreed with and was bound by similar findings made by a full bench of the High Court in January 2020, which also found Old Mutual had acted lawfully in terminating Mr Moyo’s contract.
On his claim for loss of dignity caused by the insulting remarks made when he was fired, the court also found no evidence to support this.
With this case thrown out, Moyo is now waiting to hear if he won or lost his application to have Old Mutual directors declared lawbreakers for blocking his temporary reinstatement when the Johannesburg High Court ordered it to do so in July 2019.

Ref Explains Why He Ended Mali, Tunisia Tie Prematurely

Janny Sikazwe has blamed high temperatures in Cameroon for his controversial officiating in the Group F match between Mali vs Tunisia at the Afcon 2021.

The Zambian referee blew to end the contest with five minutes of regulation left to play.

After protests from the Tunisia players and officials, Sikazwe resumed the game and blew again to end it in the 89th minute.

Speaking to reporters on his arrival back home from the tournament, Sikazwe explained:

“The weather was so hot, and the humidity was about 85%.

“After the warm-up I felt the [conditions] were something else. We were trying to drink water but you could not feel the water quenching you – nothing.

“But we [match officials] believe we are soldiers and we go and fight.

“Everything I was putting on was hot. Even the communication equipment, I wanted to throw it away. It was so hot.”

The referee added: “I started getting confused. I could not hear anybody.

“I reached the point where I could start hearing some noise and I thought someone was communicating with me and people were telling me ‘no you ended the match’. It was a very strange situation.

“I was going through my head to find who told me to end the match. Maybe I was talking to myself, I don’t know. That is how bad the situation was.”

Astona Villa Feel Impact Of Nakamba Absence

Aston Villa failed to sign Marvelous Nakamba’s replacement in the midfield before the transfer window closed on Monday.

The EPL club was looking to sign a new defensive midfielder after Nakamba picked a knee injury in December. The knock required surgery, and the 28-year-old will be on the sidelines for at least three months.

The setback came after the Zimbabwean had become a key figure in the Villa first XI.

Despite making several signings for other positions, coach Steven Gerrard was frustrated in landing a new defensive midfielder to replace the Zimbabwean.

The gaffer and his technical team had identified Yves Bissouma as the perfect replacement, but Brighton wanted £50million for the Mali international, which Villa were reluctant to pay.

The Villans then turned their attention to Juventus midfielder Rodrigo Bentancur but again, they couldn’t agree on a fee, and Tottenham moved in and snapped the star on the final day of the transfer window.

Now Gerrard will be forced to improvise in the defensive midfield until Nakamba returns from the injury.

Overview

Climate change is impacting human lives and health in a variety of ways.

It threatens the essential ingredients of good health – clean air, safe drinking water, nutritious food supply, and safe shelter – and has the potential to undermine decades of progress in global health.

Between 2030 and 2050, climate change is expected to cause approximately 250 000 additional deaths per year, from malnutrition, malaria, diarrhoea and heat stress alone. The direct damage costs to health is estimated to be between USD 2-4 billion per year by 2030.

Areas with weak health infrastructure – mostly in developing countries – will be the least able to cope without assistance to prepare and respond. WHO supports countries in building climate-resilient health systems and tracking national progress in protecting health from climate change.

Reducing emissions of greenhouse gases through better transport, food and energy-use choices results in improved health, particularly through reduced air pollution.

The Paris Agreement on climate change is therefore potentially the strongest health agreement of this century. WHO supports countries in assessing the health gains that would result from the implementation of the existing Nationally Determined Contributions to the Paris Agreement, and the potential for larger gains from more ambitious climate action.

A suspected robber pounced on a house in Waterfalls, Harare and got away with USD 30 000 and other valuables.

The suspected, brandishing a pistol, attempted to rape the maid.

Zanu PF Manicaland Officials Faces Discipline For Fanning Factionalism

Three Zanu-PF officials in Manicaland province have been barred from carrying out party activities and ordered to appear before a disciplinary committee on charges of fuelling factionalism, disregarding orders and inciting intra-party violence.

These include the party’s Makoni district co-ordinating committee chairperson Albert Nyakuedzwa, Phillip Guyo from Buhera North and Ngonidzashe Mudekunye from Buhera South.

Nyakuedzwa, who narrowly lost the provincial chairmanship to Mike Madiro, is facing allegations of fanning factionalism and refusing to take orders from the provincial executive.

Mudekunye is accused of forming parallel structures in Buhera South, while Guyo is accused of challenging William Mutomba.

They have also been accused of organising demonstrations against Madiro’s executive.

The prohibition order letters, dated January 29, 2022, were signed by provincial secretary for legal affairs, and the secretary for the disciplinary committee Misheck Mugadza.

The disciplinary hearing is on Monday.

“This letter serves a notice for you to appear before the provincial disciplinary committee on February 7, 2022 to answer to the following allegations: disobeying lawful or official instruction such as ordering district co-ordinator not to collect registers of elected district executives from the provincial office,” the letter read.

“Refusing to sign handover takeover of registers to central committee delegation of comrade Joseph Chinotimba and Getrude Mutandi as per commissariat Circular No 13 of 2021.”

They are also accused of manipulating district registers and organising demonstrations against the provincial leadership during the party’s provincial elections in December last year.

“Please take note in terms of provisions of the party constitution, this notice acts as a prohibition order, which means you are not authorised to carry out your party duties until the matter is discharged,” the letter added.

Chamisa Takes Yellow Revolution To Bulawayo

Citizens Coalition for Change (CCC) frontman Nelson Chamisa is this Thursday set to lunch its official by-election campaign in Bulawayo.

The party is also set to unveil its election agenda at the event.

Two parliamentary seats are up for grabs in the province while seven council wards will also be contested for during the March 26 by-elections.

The parliamentary elections will be held in Nkulumane and Pumula where former MDC Alliance MPs Kucaca Phulu and Sichelesile Mahlangu were recalled  by Lucia Matibenga’s People Democratic Party (PDP).

In an interview with Newzimbabwe.com, CCC Bulawayo provincial spokesperson Swithern Chiroodza said Thursday’s launch will kick start all the party official campaigns in the vacant wards and constituencies.

“We are going to launch our by -election campaign in Bulawayo on Thursday. We are expecting various stakeholders including cadres from different provinces to attend the launch where we are going to spell out our election agenda,” Chiroodza said.

He said the one-week-old party is confident of snapping the seats.

“Even if these elections are to be held today, we are going to win because people are itching to revenge for the unfair and unconstitutional manner their elected officials were recalled. Bulawayo people are very bitter,” Chiroodza said.

“Over the weekend some of our colleagues were in Kwekwe to witness the launch of our by-election campaign in the province. We are going to have similar launches in all the constituencies and wards where we are contesting,” added Chirowodza.

Deportation Stress Hits Joshua Maponga, Challenges Chamisa To A Fist Fight

Maponga was recently deported from South Africa after spending over a decade there preaching racially motivated sermons.

Soon after jetting into the country, he swiftly joined the group of propagandists who daily sing praises of the self boasting genocide criminal Emmerson Mnangagwa.

He announced saying, ” I challenge Chamisa to a boxing match! live physical combat!”

Many on the social networking website who said he is suffering from stress, questioned why he has all of a sudden announced such an abrupt challenge which he could have easily done to real boxers like the heavyweight, Manyuchi.

Zanu PF Benefits From Opposition Complacency, Bags One Ward Uncontested

Zanu PF is celebrating winning the uncontested Ward 14 of Umguza Rural District Council in Matabeleland North.

Opposition parties did not nominate candidates to contest the council seat in the forthcoming by-elections set for March 26.

Zanu PF candidate, Delay Ncube, was the only successful candidate to lodge his nomination papers and was duly elected as the councillor for that ward, effective January 26, 2022.

Zimbabwe Electoral Commission (Zec) chief election officer Mr Utoile Silaigwana confirmed the development.

“All constituencies and wards, with the exception of ward 14 of Umguza Rural District Council are contested. Ward 3 of Bulawayo Municipality, which was initially advertised for the sitting of the nomination court did not sit after the Town Clerk notified Zec of the withdrawal,” he said.

The commission, he said, will publish the names of the candidates contesting in the by-elections.

In addition, he said the commission has also received two more vacancies for Ward 20 of Chitungwiza Municipality and Ward 3 of Gokwe North RDC.

The nomination court for the two, he said, will sit on February 22 2022 and polling will be conducted together with the rest if it becomes necessary.

President Emmerson Mnangagwa has set March 26 of this year as the date for holding by-elections to fill vacant parliamentary and council seats.

Zimbabwe has a total of 133 elective vacancies, which comprise 28 parliamentary seats and 105 council seats emanating from recalls, deaths or dismissals. Subsequent nomination courts for these vacancies sat on January 26, and 28, 2022 respectively across the country.

Electoral activities were suspended in March 2020 due to the outbreak of Covid-19 pandemic.

MISA Zim Director Tabani Moyo Lands AFIC Post

By A Correspondent- Mr Tabani Moyo, the Regional Secretariat director for the Media Institute of Southern Africa (MISA) has been elected to the position of Vice Chairperson in the Governing Council of the Africa Freedom of Information Centre Board. 

Moyo was elected into the Africa Freedom of Information Centre (AFIC) Governing Council (the board) at its elective Annual General Meeting held virtually on 27 January 2022.

Moyo, who is also the national director of MISA Zimbabwe, was elected Vice Chairperson of the seven-member general council for a two-year term.

AFIC is an African network of about 50 civil society organisations, and think tanks across 23 African countries. It is based in Kampala, Uganda. Said Moyo:

We are grateful that the peoples of Africa, through the network’s membership, made this call for us to serve, which we accept with humility.

The task at hand, given the complexities facing humanity in the age of pandemics, natural disasters, migration pressures, melting economies and inward-looking administrations globally, requires collaborative efforts and being outward-looking while tackling localised issues.

At MISA we appreciate the challenges we face and will do our best in consolidating solidarity and collaborations with like-minded and progressive entities in this age where democracy and leadership, in general, is on retreat.

Once again, I’m grateful to the membership for bestowing this leadership mantle on us as fellow governing council members for the two-year tenure of office, which, hopefully, will position Africa’s media development agenda and complexities on the global stage.

“It’s Silly For Zanu Pf To Claim Ownership Of The Yellow Colour”: Legal Experts

By A Correspondent- Legal experts Monday said it would be unconstitutional for the ruling ZANU PF party to bar the newly-formed Citizens Coalition for Change (CCC) led by Nelson Chamisa from using the yellow colour on its regalia and symbols.

Chamisa recently dumped the MDC Alliance name, saying it had become toxic and unveiled a new political outfit, CCC, which uses yellow, departing from the MDC’s red colour.

Addressing a political rally in Chitungwiza at the weekend, ruling ZANU PF officials threatened to bar Chamisa from using the colour yellow as its party symbol, saying it was their colour that signified mineral wealth.

Zimbabwe Human Rights NGO Forum director Musa Kika yesterday told NewsDay that it was silly for ZANU PF to claim ownership of any colour. He said:

No one has a patent, trademark, copyright or any form of intellectual property right over a colour. No one can bar a competitor from using a particular colour.

Trademark infringement is looked at holistically — name, symbol, design and colour. Under our laws, and under the laws of common sense, the alleged expression of interest to bar the use of a colour has no basis.

Another legal expert Freddy Masarirevu said ZANU PF’s remarks were a mere political gimmick or political bantering. He added:

It will be an unfruitful challenge, trust me. Other than it being political bantering, I would not think that ZANU PF itself would sink low to that extent… ZANU PF cannot claim ownership of any colour

He said ZANU PF was in panic mode, hence such pronouncements and the matter is not even for the courts to determine as colours are generic.

His remarks were echoed by CCC vice-president Tendai Biti who said “it would be irrational for anyone to claim ownership of any colour, the same as suggesting that bananas abandon the colour yellow for red.”-newsday

Female Fraudster Hauled To Court

By A Correspondent- A suspected Harare female fraudster, Memory Mugabe, yesterday appeared before magistrate Yeukai Dzuda charged with defrauding a homeseeker of US$11 380 in a residential stand scam.

Mugabe (42) was remanded in custody to February 14 after the State opposed bail, arguing that she was a flight risk.

Sometime in June last year, Mugabe allegedly misrepresented to the complainant Patricia Sigauke that she was selling residential stands in Rydale Ridge and Chishawasha.

Sigauke, who is based outside the country, paid her more than US$11 000 for one of the
stands.

It later emerged that Mugabe was a fraudster.

“Mamombe Feigning Illness To Delay Finalisation Of Abduction Case”: Ziyambi Ziyambi

By A Correspondent- Justice minister Ziyambi Ziyambi has claimed that Harare West legislator Joanah Mamombe (Citizens Coalition for Change) has been employing delaying tactics in the finalisation of her “fake abduction” case through feigning illness in most cases.

In a statement which Ziyambi presented in Geneva, Switzerland, when he appeared before the Human Rights Council last week, he said Mamombe and CCC activists Cecilia Chimbiri and Netsai Marova were liars who wanted to taint the government’s image over issues of human rights.

Mamombe and her fellow activists have been in and out of the courts over a number of criminal charges that are still pending before the courts, including staging a demonstration during the COVID-19 lockdown period.

Ziyambi said the issue of the alleged enforced disappearances of the three female opposition political party members did not fall under the category of forced disappearances, but was an alleged case of abduction.

“This case was extensively investigated by the Zimbabwe Republic Police. The resultant police report revealed that their allegations were false and that they had staged the abductions in a bid to tarnish the image of the government. Consequently, they were charged and arraigned before the courts. Since the commencement of the court proceedings, the three women have employed dilatory tactics to evade trial, including faking mental health illness,” he said.

“One of them has since absconded to Europe and a warrant of arrest has since been issued against her. The remaining two have been granted bail and are currently out of custody. If this matter is proved, it could perhaps assist to lessen the number of false abduction and disappearance claims levelled against the government, which normally coincide with important international events.”

Marova has been issued with a arrest warrant after she failed to turn up in court for trial.

Ziyambi said COVID-19 had derailed finalisation of most criminal cases in the country.

ZRP TREMBLES AND RELEASES ZIMRIGHTS VEHICLE IMPOUNDED OVER REGISTRATION NUMBER PLATES

ZIMBABWE Republic Police (ZRP) officers recently released a vehicle belonging to Zimbabwe Human Rights Association (ZimRights), which it had impounded for allegedly failing to display permanent registration number plates.

The ZimRights Toyota Hiace vehicle, was impounded on Tuesday 25 January 2022 at a checkpoint manned by ZRP officers at the Mabvuku turn off road along the Harare-Mutare highway during an operation commenced by ZRP officers in January 2022 targeting “plateless, unregistered and unlicensed vehicles.”

At the Mabvuku checkpoint, ZimRights officials were told by a police officer only identified as Maponga that they were under arrest for travelling with a vehicle without permanent registration number plates. The ZimRights officials explained to Maponga that they paid
for the number plates and had made all the necessary payments to ensure issuance of the number plates but the Central Vehicle Registry Department was advising them that there were no permanent registration number plates. The ZimRights officials showed Maponga the requisite proofs of payment and the Customs Clearance Certificates and were also
displaying their temporary registration number plates on their vehicle.

They told him that in the past one week, they made numerous attendances in a bid to collect their permanent registration number plates but they were being advised that there are no number plates contrary to the statements issued by the Minister of Transport and
Infrastructural Development in the media.

Maponga remained adamant and insisted that police officers were on an operation targeting vehicles without permanent registration number plates and proceeded to impound the ZimRights vehicle and lodged it at Mabvuku Police Station.

However, the Officer in Charge at Mabvuku Police Station, released the ZimRights vehicle on 25 January 2022 after the human rights organisation’s lawyers Idirashe Chikomba and Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights intervened and protested against the impounding of the vehicle saying the law enforcement agents’ actions were unlawful.

In a letter written to the Officer In Charge of Mabvuku Police Station, Chikomba and Chinopfukutwa argued that according to Section 6 of the Vehicle Registration and Licensing Act, in terms of which ZRP purported to be conducting the operation to impound vehicles, police officers are not empowered to impound motorists’ vehicles hence they
cannot grant to themselves powers which they are not vested with at law.

The human rights lawyers argued that in terms of Section 21 of the Vehicle Registration and Licensing Act, a vehicle is deemed to have been duly registered and licensed if a temporary identification card is affixed on it on the prescribed position. They stated that
ZimRights and its employees are entitled to freedom of movement which is provided in terms of section 66 of the Constitution.

Chikomba and Chinopfukutwa also told The Officer In Charge at Mabvuku Police Station that it is grossly unreasonable for ZRP officers to impound their client’s vehicle when ZimRights is failing to get the permanent number plates through no fault of its own but through inefficiencies at the Central Vehicle Registry.

The human rights lawyers demanded that ZRP should within 24 hours direct the relevant police officers to release their client’s vehicle without any storage charges and warned that should the law enforcement agents fail to release their client’s vehicle they would immediately approach the High Court seeking an order for the release of the vehicle on an urgent basis. They also told the Officer In Charge at Mabvuku Police Station that ZRP will bear the costs of the urgent chamber application and will be sued together with the concerned police officers for damages incurred by ZimRights in hiring another vehicle for use while its vehicle remains impounded.

Besides writing to the Officer In Charge of Mabvuku Police Station, Chikomba and Chinopfukutwa also wrote to Hon. Felix Mhona, the Minister of Transport and Infrastructural Development demanding that he within 24 hours direct the relevant officers at Central Vehicle Registry to issue ZimRights with the permanent registration number
plates for its vehicle failure of which they would proceed to approach the High Court for an order compelling him to do so.

As a result, the Officer In Charge of Mabvuku Police Station eventually released the impounded vehicle on 25 January 2022 while the Central Vehicle Registry on 27 January 2022 gave ZimRights its permanent registration number plates.

Civic Groups Warns Govt Against PVO Amendment Bill

A group of Civil society organisations has written to the Zimbabwean Speaker of Parliament expressing their collective concern regarding the Private Voluntary Organisations Amendment Bill.

Below is the full letter;

Dear Speaker, Honourable Advocate Jacob Mudenda,

We, the undersigned civil society organisations who work to promote and defend freedom of expression and information, freedom of association and the right to privacy as fundamental rights worldwide, are writing to express our concern with Zimbabwe’s gazetted Private Voluntary Organisations (PVO) Amendment Bill.

We note that the government ostensibly proposed the amendment to comply with the Financial Action Task Force (FATF) recommendations to align the country’s laws with Recommendation 8. While the task force’s objective is to ensure that NGOs/PVOs are not misused by terrorist organisations – an analysis of the Bill shows that, rather than aligning with FATF recommendations, the government could be using this legislation as a pretext to clamp down on civil society in Zimbabwe and to infringe upon the rights to association, privacy and expression enshrined in the Constitution.

Among other things, the proposed law would have the effect of criminalising the work of civil society organisations (CSOs) in Zimbabwe by proposing harsh penalties, including jail time of up to one year for NGO Registration framework related perceived offences, a new requirement that the bill seeks to introduce.

The Bill also gives the government and the minister responsible for CSOs and Trusts excessive power, which will enable him/her to interfere with the operations of these bodies. It further gives the responsible minister power to make an application to the High Court to appoint one or more persons of his/her choice as trustees to run the affairs of an organization for a period not exceeding 60 days – an excessive interference in the administration of PVOs.

If the Bill is passed in its current form, trusts and common law university associations will also be required to register under the PVO Act, which will mean designated organisations will become unlawful entities unless they register under the new law. As the registrar of PVOs will be reporting to the Office of the President, the threat of deregistration could affect the ability of CSOs to speak out freely.

Through this excessive involvement of the Executive, it is feared that NGO and CSO funds may be expropriated by the government under the guise of complying with provisions of the FATF recommendations. There is a real risk that the expropriation of the funds can be done without due process of the law and without compensation.

Finally, the Bill further seeks to govern CSOs’ support for political parties, which flies in the face of the Constitutionally-protected right to freedom of association. The Bill prohibits PVOs from “political involvement”, which is an overly broad and vague term that has the potential of being misused to target and persecute CSO leaders, pro-democracy activists, human rights defenders and NGOs that may be involved in promoting and protecting civil and political rights guaranteed under the country’s Constitution and major international instruments that Zimbabwe has signed and ratified.

Zimbabwe is a signatory to the International Covenant on Civil and Political Rights (ICCPR), which among others, guarantees the right and freedom to seek, receive and impart information and ideas of all kinds under Article 19. The same Article protects political discourse, commentary on one’s own or public affairs, canvassing, discussion of human rights and journalism.

Further, The United Nations Declaration on Human Rights Defenders points out that States have a duty to protect, promote and implement all human rights and fundamental freedoms, including every person’s right, individually, and in association with others, “at national and international levels … to form, join and participate in non-governmental organisations, associations or groups” and to “solicit, receive and utilize resources for the express purpose of promoting and protecting human rights and fundamental freedoms through peaceful means.”

Freedom of expression is an enabling right from which other rights, such as freedom of association are derived from. It is for this reason that the contravention of Article 19 in the proposed PVO Amendment Bill is particularly worrying.

Honourable Speaker, while we accept that the right to freedom of expression is not absolute, the PVO Amendment Bill does not serve a legitimate purpose and neither is it necessary. On the contrary, we are gravely concerned about the Bill’s potential to unduly restrict freedom of expression and civic space.

Thus, we urge the Parliament of Zimbabwe to:

  1. Delay debate on the PVO Amendment Bill until it meets local, regional and international standards and best practices for the exercise of freedom of expression, free association and the right to privacy.
  2. Embark on a wide-ranging consultative process on the regulation of CSOs, Trusts and NGOs. This process should be consultative and reflective of the views of a wide spectrum of Zimbabwean society.

Teachers Scoff At Paltry Zimsec Marking Allowance

By A Correspondent- Teachers yesterday described the $16 500 that the Zimbabwe Schools Examination Council (Zimsec) has offered them for marking examinations, as paltry and an insult to the profession.

In a statement, the Progressive Teachers Union of Zimbabwe (PTUZ) alleged that teachers who are marking examinations will be paid an equivalent of US$10,25 per day ($16 500) for 14 marking days.

“Zimsec has sent out its contract for 2022 markers. No dinner, just tea and lunch. They will also pay US$10,25 per day in RTGS which we presume will cover dinner. This is impudence, hubris and nonsense all rolled into one,” PTUZ said.

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said: “Zimsec must pay allowances for teachers who invigilate and mark examinations. They must formulate a contract with clear roles and responsibilities and payment modalities.”

But Zimsec spokesperson Nicholette Dlamini said the teachers had not yet informed the examination body about the complaints raised by their unions.

“We cannot comment over social media issues.  We will wait for their formal letters to reach us first and then we will properly respond,” she said.

Teachers’ unions have also highlighted that they will not turn up for work when schools open for the first term on Monday as they were incapacitated.

PTUZ said government was spoiling for a fight with its employees given the timing of the announcement to open schools amid the prevailing economic hardships.

“Our membership cannot be expected to comply with the directive to reopen schools before the government financially capacitate them. Teachers are not ready for the reopening of schools. What they expect is the announcement that government has reviewed their salaries with effect from January 2022,” PTUZ added.

The Educators Union of Zimbabwe also said it was concerned with government’s plans to open schools without considering the financial wellbeing of its employees.

Public Service, Labour and Social Welfare minister Paul Mavima recently said government would not hesitate to implement a “no-work-no-pay” policy on truant teachers.-newsday

Reason Why Gukurahundi Victims Voted Zanu Pf Revealed

By A Correspondent- Human rights pressure group Ibhetshu LikaZulu has claimed that Gukurahundi survivors voted for the ruling Zanu PF party in the past elections out of fear of a repeat of the genocide.

The pressure group said each election since the early 1980s had brought sad memories of the massacre to the survivors and their families.

An estimated 20 000 civilians in Matabeleland and Midlands provinces were killed by State security agents between 1982 and 1987 on suspicion of harbouring PF-Zapu insurgents.

“The Gukurahundi victims have not been voting for Zanu PF because they love it, they were voting for the ruling party because of fear of a repeat of atrocities,” Ibhetshu LikaZulu co-ordinator Mbuso Fuzwayo told Southern Eye yesterday, adding that voting for Zanu PF had become a survival tactic as some had been denied food aid after being perceived as opposition supporters.

“It is like a woman who stays with a man who raped and impregnated her. But because of poverty and fear, that woman submits herself to that man, that is what is happening. None of the Gukurahundi victims votes for Zanu PF voluntarily,” he said.

One of the Gukurahundi victims from Silobela, who declined to be named, said: “It’s painful to vote for people who tortured us. We are just voting for Zanu PF for the sake of accessing free stuff like health and food since we can’t even access proper jobs. It’s really painful. We fear being victimised again.”

Another Gukurahundi victim, who identified himself as Ndlangamandla, said he had had enough of Zanu PF intimidation and would vote for the opposition in the March 26 by-elections.

Zanu PF spokesperson Chris Mutsvangwa yesterday declined to comment on the issue.

President Emmerson Mnangagwa’s government has pledged to address the issue by facilitating issuance of identification documents to the survivors, but the victims insist on compensation and prosecution of perpetrators.-newsday

Mabvuku Police Left With Egg On The Face As Lawyers Take Back Impounded Vehicle

Zimbabwe Republic Police (ZRP) officers recently released a vehicle belonging to Zimbabwe Human Rights Association (ZimRights), which it had impounded for allegedly failing to display permanent registration number plates.

The ZimRights Toyota Hiace vehicle, was impounded on Tuesday 25 January 2022 at a checkpoint manned by ZRP officers at the Mabvuku turn off road along the Harare-Mutare highway during an operation commenced by ZRP officers in January 2022 targeting “plateless, unregistered and unlicensed vehicles.”

At the Mabvuku checkpoint, ZimRights officials were told by a police officer only identified as Maponga that they were under arrest for travelling with a vehicle without permanent registration number plates. The ZimRights officials explained to Maponga that they paid for the number plates and had made all the necessary payments to ensure issuance of the number plates but the Central Vehicle Registry Department was advising them that there were no permanent registration
number plates. The ZimRights officials showed Maponga the requisite proofs of payment and the Customs Clearance Certificates and were also displaying their temporary registration number plates on their vehicle.

They told him that in the past one week, they made numerous attendances in a bid to collect their permanent registration number plates but they were being advised that there are no number plates
contrary to the statements issued by the Minister of Transport and Infrastructural Development in the media.

Maponga remained adamant and insisted that police officers were on an operation targeting vehicles without permanent registration number plates and proceeded to impound the ZimRights vehicle and lodged it at Mabvuku Police Station.

However, the Officer in Charge at Mabvuku Police Station, released the ZimRights vehicle on 25 January 2022 after the human rights organisation’s lawyers Idirashe Chikomba and Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights intervened and protested against the
impounding of the vehicle saying the law enforcement agents’ actions were unlawful.

In a letter written to the Officer In Charge of Mabvuku Police Station, Chikomba and Chinopfukutwa argued that according to Section 6 of the Vehicle Registration and Licensing Act, in terms of which ZRP purported to be conducting the operation to impound vehicles, police officers are not empowered to impound motorists’ vehicles hence they cannot grant to themselves powers which they are not vested with at law.

The human rights lawyers argued that in terms of Section 21 of the Vehicle Registration and Licensing Act, a vehicle is deemed to have been duly registered and licensed if a temporary identification card is affixed on it on the prescribed position. They stated that ZimRights and its employees are entitled to freedom of movement which is provided in terms of section 66 of the Constitution.

Chikomba and Chinopfukutwa also told The Officer In Charge at Mabvuku Police Station that it is grossly unreasonable for ZRP officers to impound their client’s vehicle when ZimRights is failing to get the permanent number plates through no fault of its own but through inefficiencies at the Central Vehicle Registry.

The human rights lawyers demanded that ZRP should within 24 hours direct the relevant police officers to release their client’s vehicle without any storage charges and warned that should the law enforcement agents fail to release their client’s vehicle they would immediately approach the High Court seeking an order for the release of the vehicle on an urgent basis. They also told the Officer In Charge at Mabvuku Police Station that ZRP will bear the costs of the urgent chamber application and will be sued together with the concerned police officers for damages incurred by ZimRights in hiring another vehicle for use while its vehicle remains impounded.

Besides writing to the Officer In Charge of Mabvuku Police Station, Chikomba and Chinopfukutwa also wrote to Hon. Felix Mhona, the Minister of Transport and Infrastructural Development demanding that he within 24 hours direct the relevant officers at Central Vehicle Registry to issue ZimRights with the permanent registration number plates for its vehicle failure of which they would proceed to approach the High Court for an order compelling him to do so.

As a result, the Officer In Charge of Mabvuku Police Station eventually released the impounded vehicle on 25 January 2022 while the Central Vehicle Registry on 27 January 2022 gave ZimRights its permanent registration number plates.

ZEC Confirms Voter Registration Commencement Dates

The Zimbabwe Electoral Commission (ZEC) has announced that voter registration will start nationwide this Tuesday. It also said preparations were underway for the March 26 by-elections. The electoral body also spoke about reports saying there was voters’ roll tampering in Chinhoyi.

Mobile Voter Registration for Delimitation

The Zimbabwe Electoral Commission wishes to advise the public that the mobile voter registration for the impending delimitation exercise, which was initially pencilled for early December last year, will commence tomorrow, 1 February 2022. As indicated in earlier communication the mobile voter registration exercise will be held in two phases as follows:

Phase 1: This will run from 1 February 2022 to 28 February 2022.

The areas to be covered under phase 1 can be accessed on the Commission website www.zec.org.zw. These mobile voter registration centres were also published in the country’s four daily newspapers on 25 January 2022.
Note that the Commission has established 210 voter registration teams to cater for the 210 constituencies, in addition to the 63 District office and 10 Provincial office centres. These teams will be mobile and will be deployed at the advertised registration centres for periods ranging from 1-3 days before moving on to the next registration centre within the constituencies.

The teams are expected to cover a combined total of 2,713 centres during the first phase. This has been done to ensure that the Commission registers as many potential registrants as possible by bringing the voter registration centres close to the people.

Voter education teams who have been deployed in advance will inform prospective registrants of when the registration teams will be in the area and the registration centres where the teams will be operating from. Members of the public are urged to be on the lookout for these voter educators for this information. Members of the public are also urged to listen for information on the radio, television, ZEC social media platforms as these will also be used as mediums to dispatch information on the mobile voter registration exercise.

Phase 2: This will be conducted from 11 to 30 April 2022 and will follow the same modus operandi as the first phase.

It should be noted that this mobile voter registration exercise is not meant for the upcoming by-elections whose voters’ rolls are already closed but for the delimitation exercise expected to be conducted after the national population census.
The Commission would like to urge members of public who have been registered before under the Biometric Voter Registration exercise not to register again since their names are already on the voters’ roll. If one is not sure of their registration status, they can check online on [email protected] or on the Commission’s website www.zec.org.zw

Those intending to transfer should inform the voter registration officer of their intention rather than register as new registrants.

Civil Society Organisations and political parties are advised to desist from giving voter registration incentives as this may entice those already on the voters’ roll to register multiple times. Although multiple registrations are eventually picked by the Automated Fingerprint Identification System (AFIS), the practice gives an outward false impression of the actual numbers registered.

ZEC reiterates that for one to qualify for registration he or she must:
■ be a Zimbabwean citizen

• be of or over the age of eighteen years; and –

• be resident in any ward and produces proof of such residency and must present the voter registration officer with the necessary documentation to prove his or her identity and residency, that is:

• National identity card (plastic, metal or paper waiting pass with the holder’s photograph) or a valid passport

• Proof of residence in the form of utility bills, hospital cards, credit letters, affidavits, etc.

Update on VR Preparations

Preliminaries for the voter registration exercise such as acquisition of additional personnel, training of voter educators and voter registration officers have been completed. Currently, the deployment of personnel and equipment is underway.
1,885 voter education and voter registration personnel have been recruited.

So far, the Commission has no challenges in the availability of personnel and it is grateful to the Public Service Commission and other statutory bodies for availing the required personnel.

As stated earlier voter educators are already on the ground and they will continue with their exercise up to the end of the first phase of the mobile voter registration exercise on 28 February 2022.

Funding

The Commission has presented an estimated budget of ZWL 4.5 billion for the mobile voter registration exercise which Treasury has commenced to fund.

Challenges

The incessant heavy rains, which have caused flooding in low-lying areas present a potential challenge of personnel and equipment deployment in certain areas for the Commission. Already flooding has been reported in the Chimanimani, Muzarabani, Mudzi, Chipinge, Chikombedzi and Beitbridge areas just to name a few.

Depending on the situation on the ground the voter registration teams have been advised to adjust their itineraries accordingly and re-visit the affected areas once the flooding has receded. The affected communities and other stakeholders will be advised of any such changes.

Note: the safety of all life must be safeguarded at all costs and the electorate as well voter registration teams are advised not to take risks by crossing flooded rivers.

BY-ELECTIONS Preparations

Preparations are on course for the conduct of by-elections on the 26th of March 2022. The estimated budget for the by-election is ZWL 3.7 billion.

All constituencies and wards, with the exception of ward 14 of Umguza Rural District Council, are contested. Ward 3 of Bulawayo Municipality which was initially advertised for the sitting in the nomination court did not sit after the Town clerk notified ZEC of the withdrawal. The Commission will soon be publishing the names of all candidates contesting in the by-elections.

In ward 14 of Umguza RDC Ncube Delay from ZANU PF Party was the only successful candidate to lodge his nomination papers and was duly elected as the councillor for that ward with effect from 26 January 2022.

The Commission has also since received two more vacancies for ward 20 of Chitungwiza Municipality and ward 3 of Gokwe North RDC. The nomination court for the two will sit on 22 February 2022 and polling conducted together with the rest if it becomes necessary. Political parties and candidates are reminded that they are bound by the provisions of the code of conduct which they signed and presented to the Commission along with their nomination papers. Briefly they are reminded to:

• Publicise the code widely in election campaigns;

• Promote a climate of tolerance in which electioneering activity may take place without fear, coercion, intimidation or reprisals;

• Promote and support efforts to disseminate accurate information and materials on the electoral processes

• Respect the role of the news media • Respect the right of women to communicate and engage freely in any political activities

• Desist from any conduct that is prohibited in the electoral law, including but not limited to, use of violence or threats of violence, use of hateful language, intimidation, bribery and damage to property.

Accreditation of Observers

The Commission has set up an Observers’ Accreditation Committee in line with the provisions of the law. Any person wishing to observe any of the electoral processes that ZEC is currently engaged in is encouraged to apply to the Commission directly through the office of the Chief Elections Officer or indirectly through the office of the appropriate provincial elections officer of the province in which the observers propose to discharge their functions.

Accreditation centres will be set up throughout the country depending on the applications received and location of observers.

Currently, an accreditation centre has been set up in Harare at Belvedere Teacher’s College and another at St Patricks Hotel in Bulawayo.

Media Monitoring Committee

A media motoring Committee has been set up and a brief of their functions will be given by the Chairperson of the Committee, Commissioner J.L. Kazembe.

Allegations of Voters Roll Tampering for ward 12 of Chinhoyi Municipality

Following reports of alleged tampering with the voters roll for Ward 12 of Chinhoyi Municipality during the nomination process by Mr Dyke Makumbi a Citizens Coalition for Change (CCC) political party candidate for ward 12 Chinhoyi Municipality, ZEC would like to advise stakeholders that we have checked the National voters’ roll and can confirm that Mr Makumbi’s initial nominators, who had inadvertently been recorded as not on the voters roll, were registered to vote in 2018 and are eligible to vote in the forth-coming by-elections and the 2023 General Elections.

ZEC would like to unreservedly apologise to the candidate and the four (4) nominators who are all registered voters. The anomaly arose due to administrative errors which we can confirm have been corrected.

ZEC would like to assure its stakeholders that it will speedily correct any administration errors and sincerely own up and apologise were it has erred.

Dete Man Nabbed For Cultivating 11 Marijuana Plants In Own Garden

By A Correspondent- The Zimbabwe Republic Police (ZRP) has announced the arrest of a Dete man for cultivating 11 marijuana plants in his garden.

Said the ZRP in a statement:

On 27/01/22, Police in Hwange reacted to a tip-off and arrested Langton Masunda (57) for cultivating eleven plants of dagga at his garden at Halfway Hotel, Gwayi, Dete.

In 2020, Zimbabwe legalised the production of industrial hemp (marijuana) through Statutory Instrument 218 Agricultural Marketing Authority (Industrial Hemp) Regulations gazetted on Friday by the Minister of Lands, Agriculture, Water and Rural Resettlement Anxious Masuka.

According to  Zimbabwe Industrial Hemp Trust (ZIHT)’s Dr Zorodzai Maroveke, the first harvesting of industrial hemp happened in 2020.

Scores of people have been arrested nationwide for possession of marijuana.

When the government authorised the production of industrial hemp, some thought possession of marijuana was now legal.

Meanwhile, Police in Bulawayo arrested Sanele Sharon Ndlovu (27) for unlawful possession of three sachets of Crystal Methamphetamine weighing approximately 0.001 kgs with a value of ZWL$2 550.

Crystal Methamphetamine, known as Mutoriro in street lingo, also referred to as Dombo (Shona for Stone), is one of the most abused drugs in Zimbabwe.

It reportedly started appearing in Zimbabwe around 2016 and its use was on the increase since.

The Crystal Meth in Zimbabwe is in the form of brownish-cream grains that look like coarse salt or small hailstones.

In South Africa, Mutoriro is called Tik.

Zanu PF Celebrates One Uncontested Council Seat

By- Zanu PF is celebrating winning the uncontested Ward 14 of Umguza Rural District Council in Matabeleland North.

Opposition parties did not nominate candidates to contest the council seat in the forthcoming by-elections set for March 26.

Zanu PF candidate, Delay Ncube, was the only successful candidate to lodge his nomination papers and was duly elected as the councillor for that ward, effective January 26, 2022.

Zimbabwe Electoral Commission (Zec) chief election officer Mr Utoile Silaigwana confirmed the development.
“All constituencies and wards, with the exception of ward 14 of Umguza Rural District Council are contested. Ward 3 of Bulawayo Municipality, which was initially advertised for the sitting of the nomination court did not sit after the Town Clerk notified Zec of the withdrawal,” he said.
The commission, he said, will publish the names of the candidates contesting in the by-elections.
In addition, he said the commission has also received two more vacancies for Ward 20 of Chitungwiza Municipality and Ward 3 of Gokwe North RDC.

President Emmerson Mnangagwa has set March 26 of this year as the date for holding by-elections to fill vacant parliamentary and council seats.
Zimbabwe has a total of 133 elective vacancies, which comprise 28 parliamentary seats and 105 council seats emanating from recalls, deaths or dismissals. Subsequent nomination courts for these vacancies sat on January 26, and 28, 2022 respectively across the country.
Electoral activities were suspended in March 2020 due to the outbreak of Covid-19 pandemic.

Zim Braces For Another Tropical Cyclone

By A Correspondent- Zimbabwe is bracing for another devastating tropical cyclone, christened Batsirai expected to hit the country Tuesday February, barely a week after its precessor, Ana left a trail of destruction.

The warning, which has been communicated by the Southern Africa Development Committee’s (SADC) Climate Services Centre, indicates that Zimbabwe, Namibia, Malawi, Tanzania, the Comoros Islands, Mauritius, South Africa, Mozambique, Angola, Zambia and the DRC are set to receive abnormally heavy rainfall until February 3.

Homes, bridges, power lines and health facilities have been swept away by Cyclone Ana in affected Manicaland and Masvingo provinces

The impending tropical cyclone could mean further crisis for the affected, some of who fell victim to Cyclone Idai in 2019.

“The TC BATSIRAI is evolving in a favourable environment and is expected to intensify further into an Intense Tropical Cyclone and affect main island Mauritius between 01 and 02 February 2022. Additionally, active weather systems are influencing other parts of SADC.

“There is a possibility that Batsirai may also affect central parts of Madagascar, however, the level of uncertainty at present is relatively high.

“Other parts of the SADC region that will experience increased rainfall during the next couples of days include Comoros, Seychelles, northern Malawi, Namibia, whole United Republic of Tanzania, Zambia, Democratic Republic of Congo, east Angola, and parts of South Africa, Botswana and Zimbabwe,” the SADC Climate Services Centre said in a statement Monday.

Weekend Storm Leaves Trail Of Destruction In Kariba

By – The weekend storm has left a trail of destruction in Kariba.

The storm swept away a man crossing the flooded Nyaodza River, and his body was recovered several kilometres downstream last weekend.
At least six cars were also trapped after the Mutoranhanga River Bridge was badly damaged, while large boulders covered the Charara-Makande Road, cutting off Kariba and Gache Gache from the rest of the country.
Mangura Dam in Nyaminyami Ward 9 burst its wall.

Several schools including Mamvura Machena and Mola primary schools and Mola Youth Centre had their roofs blown off while Mola Bridge was damaged.
Kariba district assistant development coordinator Mrs Patience Mubango said efforts were underway to remove the boulders from the roads and repair Mola Bridge.
“One person was swept away while trying to cross Nyaodza River, but his body was retrieved,” said Ms Mubango.
“Mangura dam in Ward 9 burst and lost all the water while there was a rock fall on Jonga Mountain Gache Gache Road is closed.”

Tractors have failed to remove the boulders owing to their sizes and efforts are now being made to secure heavier equipment to remove the rocks.
The Charara-Makande Road links rural Nyaminyami and Kariba urban and also Hurungwe district.
It is used to transport patients and supplies to Kariba District Hospital from Siakobvu and Mola.
The storms also left houses flooded at Marongora and rockfalls along the Harare-Chirundu highway.
