Rwanda’s Offer to Zimbabwean Teachers, Tip of the Iceberg

Dr Takavafira M. Zhou | As PTUZ, we have over a long period approached the Ministry of Primary and Secondary Education with suggestions for government to government agreements for export of teachers at regional, continental and global levels. Such agreements could go a long way in enabling teachers to make money over a period of 5 to 20 years which they can ultimately invest in Zimbabwe in general and education system in particular. Sadly, our suggestions have over a long period been snubbed. We remain disturbed by a mere closetion with Rwandan offer when the whole of Southern African countries are getting teachers from Zimbabwe on a silver platter that also do not have national protection as they are used as cheap labour. There is therefore need to adopt a broad phenomenon approach that can see Zimbabwe benefitting from training and expertise of it’s own teachers in the same way Cuba benefitted from the expertise of it’s own doctors. That panacea can, therefore, not only come from a government to government agreement with Rwanda but with willing countries regionally, continental and globally. Nor must this be restricted to graduates from Chitepo’s ideological school as some warped opinions are suggesting. It is also sad that while outside countries like Botswana, South Africa, Namibia, Swaziland, Mozambique, South Sudan and Rwanda appreciate the expertise of teachers from Zimbabwe, we are busy denigrating teachers at home. What an oxymoron? Is it a case of a disciple failing to get honour in his/her home town, I wonder? As much as the brain circulation can go a long way in injecting capital in the country, we must also ensure a balance and continuous supply by investing in quality public education, and paying teachers in Zimbabwe well.

We have even suggested offering Zimbabwean examinations regionally where it has many takers from Zimbabweans located there and those who envy our education system, but our sound suggestions have not found takers within the Ministry of Primary and Secondary Education. We certainly cannot make a difference when we have education officials who are not dynamic, innovative and industrious. We even need exchange programmes with other Southern African countries so that we benefit from cross pollination of educational ideas in Southern Africa, more so given the fact that the current borders are artificial creations of colonialists that must never create barriers to development but provide opportunities to brain circulation and development. At any rate we have SADC protocols that can be utilised to make this a reality.

Hopefully the incoming Minister of Education would be receptive to professional ideas and stop Matema’s long march along the commandist road of vandalism and peddled lies.

With more insight, greater planning and dexterity, Zimbabwe can grow to greater heights as an educational hub of Southern Africa.

Chiwenga Pushes For Marry’s Imprisonment

By A Correspondent- Harare regional magistrate Mr Stanford Mambanje today set October 18 as the trial date in a matter where MarryChiwenga is accused of money laundering.

Magistrate Mambanje also ordered Mubaiwa to return to court on November 1 in a case in which she is facing allegations of attempting to kill Vice President Constantino Chiwenga during the time he was in hospital in South Africa.

The State led by Mr Michael Reza said they were expecting to furnish Mubaiwa with a trial date in that matter since the docket was now ready.

Mubaiwa is also facing a separate charge where she is accused of assaulting their family maid.

Mubaiwa’s lawyer Ms Beatrice Mtetwa told the court that the trials would depend on the medical tests which she is supposed to undertake to ascertain whether she will be fit to stand court hearings.

ZEC Disowns Chamisa

By A Correspondent-The Zimbabwe Electoral Commission (Zec) has excluded the opposition MDC Alliance from its provisional consultations in provinces meant to discuss electoral developments saying they don’t know who the MDC Alliance is.

The commission is rolling out programmes to discuss the electoral concerns, the legal framework, the electoral cycle, voter registration, delimitation and the polling process in preparation for future elections.
An internal memo indicated that Zec was waiting for instructions from unnamed authorities regarding the MDC Alliance issue.

Speaking to NewsDay on Wednesday, Zec spokesperson commissioner Joyce Kazembe confirmed that the MDC Alliance was not invited. She said:
We did not extend our invitation to MDC Alliance to be part of a stakeholder meeting because the matter regarding the name MDC Alliance is still before the courts.

Now we don’t know who MDC Alliance is before the court’s final judgment; hence we could not invite MDC Alliance. We can’t acknowledge it until the court judgment. As it stands, we await the court judgment to be able to work with MDC Alliance, just like other political parties in Zimbabwe.

MDC Alliance spokesperson Fadzayi Mahere said the development was confirmation that ZEC was partisan and serves the interests ZANU PF. She added:
The MDC Alliance is the biggest political party in the nation. There is no lawful excuse for barring it from stakeholder engagement.
We are the only political party that has put forward an alternative Electoral Bill. In line with our reform agenda, we have published our principles for reliable, inclusive and credible elections in Zimbabwe as an alternative to the present electoral policies that do not bode well for democracy…

Political analyst Rashweat Mukundu it was not for ZEC to determine who is and who is not a political party adding that barring the MDC Alliance makes Zec an interested party in the fights in the mainstream opposition.
He added that the latest “error” exposed Zec as unqualified to run elections in Zimbabwe, and called for its disbandment.

Esigodini Man Sodomises Neighbour’s Son

By A Correspondent- A 30-year-old man from Esigodini allegedly sodomised his neighbour’s 12-year-old-son and promised to give him money to buy his silence, a court heard.

Jasper Magonya of Habana Extension went to the juvenile’s home around 9 pm and asked him to escort him to his house.

The court heard that the minor then took with him his 10-year-old sister and while on the way, Magonya promised to give him some money.

The state alleges that when they arrived at his home, Magonya then sent back the minor’s sister to collect a lunch box at their home.

He later sexually assaulted the juvenile.

Magonya is facing a charge of aggravated sexual assault and he appeared before magistrate Abednico Ndebele.

Magistrate Ndebele remanded him in custody to October 11, 2021.

For the State, Vusumuzi Moyo narrated to the court that the incident occurred on September 24 and was subsequently reported to the police leading to Magonya’s arrest.

“On September 24 at around 9 PM Magonya proceeded to the minors house and asked him to escort him to his house and he agreed. The minor went with his young sister aged 10 and on the way, the Magonya promised to give the minor some money,” said Moyo.

“Upon arrival at his home, Magonya asked victim’s sister to go back home and collect a lunch box and she complied. Magonya entered his bedroom and he locked the security gate. Minor sat on the blankets and suddenly Magonya forcibly removed his shorts and made him lie facing upwards and mounted on top of him.”

The State further alleged that Magonya inserted his penis twice into the minor’s anus but the minor resisted due to the pain and he (Magonya) ejaculated on the minors t-shirt.
The matter came to light when the minor’s sister returned to Magonya’s home and heard her brother crying.

She ran back home and told her uncle who interviewed the minor and he narrated his ordeal leading to Magonya’s arrest.

Mthuli Bootlicks Mnangagwa

By A Correspondent- Finance Minister, Mthuli Ncube, has showered praises on President Mnangagwa, describing him as the “best boss” to ever work with.

Ncube, who was in the media on the allegation of having pent over US$200 000 of taxpayers’ money on hotel accommodation, told The Chronicle that he was convinced President Mnangagwa has the right qualities to lead the country.

“When I joined the Government (in 2018), I was invited by President E.D. Mnangagwa. In my view, I will say this, and for me, I speak from the heart, he is the best boss I have ever worked with and worked for,” said Ncube in a recent interview in Bulawayo.
“I think that it’s the leadership, he has the right qualities to lead and to lead others, and I also admire the way he interacts with those that he leads.
“He (President Mnangagwa) allows you to be creative, to contribute, to debate, to push back and he will accept in a very polite style and those are very good qualities of a leader.

“It’s never a good idea to give an opinion on any boss but for me, I thoroughly enjoy working with him, he is actually the best boss, that’s in terms of subordinate principal-boss relationship.”

ZEC Boss Seeks Reappointment

By A Correspondent- Deputy Zimbabwe Electoral Commission (ZEC) Chairperson Emmanuel Magade has applied for reappointment following the expiry of his tenure.

Magade’s term of office expired together with that of another ZEC commissioner Dr Qhubani Moyo.

To fill in the two vacant positions Parliament of Zimbabwe has lined up 24 candidates for interviews tomorrow.

At least 47 nominations were received, and after analysing the credentials, Parliament’s Rules and Orders Committee to settle for 24 candidates.

By A Correspondent- Parliament of Zimbabwe has lined up 24 candidates for interviews to fill two posts at the Zimbabwe Electoral Commission (ZEC).

The interviews will be held tomorrow Friday.

The two positions became vacant following the expiry of the terms of ZEC deputy chairperson, Mr Emmanuel Magade and Dr Qhubani Moyo.

We are concerned with the people of Zimbabwe are being treated as second class citizens by the government of Zimbabwe.

It now seems as Chinese foreign nationals now have rights to our natural resources more than us native Zimbabweans.

Our fellow brothers, sisters , mothers and fathers deserve to be considered for all investment opportunities in their communal lands ahead of the Chinese in Zimbabwe. Native Zimbabweans at the grassroots continue to be elbowed out of key wealth creation opportunities within the mining sector.

It seems like no one cares about how they feel about the development programs and processes that affect them on a personal basis when they are sidelined and denied opportunities. Their welfare and their health matters as it is highlighted in the constitution of Zimbabwe that everyone has got a right to health, ownership and safety.

We were saved from colonization and imperialism by unity and through unity we shall be saved from exploitation. We are concerned that the Chinese owned mining firm have struck a jackpot in Zimbabwe ‘s warren park area after being controversially granted authority to carry out their activities.

This is harzadous to the health of the people who are nearby residents. This causes structural damage to homes and also affects the environment as it is environmentally unfriendly. Chinese mining firms were also recently accused of displacing communities in Mutoko and Uzumba without clarity on compensation.

It is disappointing to get to grasp how the government doesn’t consider the needs of the people. The people who put their trust in them into power. These activities are also destroying wildlife sanctuaries in Hwange.

The collateral damage that makes Zimbabweans suffer as the government is paying a price to China for tackling the pandemic through vaccines and infrastructural development by sacrificing the health and livelihoods of the people is not fair.

We implore government to consult citizens of Zimbabwe before the rush to enter into deals that continue to impoverish and make our people destitute and helpless.

Any foreign direct investment should promote and upgrade the livelihoods of locals in the areas of investment.

They are at least supposed to do what they have agreed to do and not claim title to communal lands that belong to the people of Zimbabwe.

LEAD stands for justice and for the needs of the people.

We are the voice of the voiceless and we reiterate that no Zimbabwean should be considered last in any investment opportunities.

Let us put Zimbabwe and all Zimbabweans first.

MDC Alliance Youth Assembly Condemns Arrest Of Harare Yuoth Leaders

The MDC Alliance Youth Assembly is riled by the arrest and detention of its leaders from Harare Province today.

We condemn in strongest terms the arrest of our youth leaders for exercising their right to petition and demonstrate as enshrined in Section 59 of the country’s supreme law,

The Constitution of Zimbabwe. Among those arrested is Harare Province’s Secretary, Denford Ngadziore. Apart from our youth leaders, nearly 8 journalists were rounded up by the police.

This is a clear indication too that Emmerson Mnangagwa’s regime has criminalized journalism. Those arrested were picked up near ZEC Provincial Offices at Cecil House.

As the MDC Alliance Youth Assembly, we want to put it clear to the regime that the arrests are illegal and unconstitutional!

The regime is behaving worse than terrorist organizations like Boko Haram on its very own citizens hence threatening peace if citizens are to respond.

A regime that does not respect citizens’ rights like that of Mnangagwa risks public anger and is a threat to peace.

MPs Restless Over Promised Stands

Members of Parliament (MPs) are reportedly restless as their terms of office are coming to an end with the government yet to allocate stands promised to them.

We have government laws which say that we cannot just allocate people stands in bushes without any developments like sewers, roads or any servicing. We agreed that as Parliament, together with the Minister of Finance, money should be allocated for infrastructural development.

We need to look for land, and we agreed to carry out an exercise to ascertain whether there is land. We had another exercise with the Ministry of Finance and Ministry of Lands to determine whether there is land in different towns in Zimbabwe so that we fulfil these promises.

He added that the land is available but the challenge is infrastructural development and servicing of such land so that when the MPs are allocated a stand, they can get title deeds as required by the law

Couple Rescued By Police After Handbrake Accident During Intimacy

By A Correspondent- A couple that began to get steamy in their small Toyota Yaris were left embarrassed when they accidentally knocked the handbrake and were sent flipping down a hill.

A couple had to be embarrassingly rescued by police after their car flipped during a steamy vehicle encounter.

The randy pair were in the middle of a love-making session in their small Toyota Yaris when they accidentally knocked the handbrake.

In an unfortunate twist of passionate fate, the car ended up rolling down a hill and the couple were left in the vehicle flipped on its side.

Pictures released from Derbyshire Police, which have since gone viral, showed couple’s antics.

One of the shocking photos shows the car on its side in a secluded country road chosen from prying eyes.

The police account tweeted: “At an undisclosed location in Derbyshire the couple occupying this Yaris had parked up and were strengthening their relationship.

“Whilst doing so the handbrake has become disengaged and it rolled down a hill before flipping on its side.

“No injuries. #DriveToArrive”.

One said: “Please practice safe se_x and leave handbrake on.”

Another wrote: “Whoever came up with that one ‘strengthening their relationship’ brilliant!”

A third said: “When I said let’s try a different position, this isn’t what I meant.”

Zanu Pf Gears Up For Annual National People’s Conference

By A Correspondent- The Zanu PF Bulawayo Provincial Coordinating Committee (PCC) has intensified preparations for the annual National People’s Conference set for next month in Mashonaland Central.

Emerging from a closed-door meeting in Bulawayo this Wednesday, the ZANU PF interim Provincial Secretary for Administration Cde Raymond Mutomba said they are ready for the conference, which will see some provincial delegates following proceedings virtually.

“As an organised party of choice, we received progress reports from sub-committees on how we have gone in preparing for the national people’s conference. We can assure our stakeholders that Bulawayo is almost ready for this important event,” said Raymond Mutomba, Zanu PF Bulawayo Interim Provincial Secretary for Administration.

Cde Mutomba said the PCC meeting also reviewed progress on the ongoing district elections which are expected to strengthen the party ahead of the 2023 general elections.

“As provincial leadership, we are reviewing the implementation of our internal democratic processes as we move forward with our party expansion agenda,” he said.

Zanu PF district structures are being elected through a secret ballot system to ensure fairness and effective representation.-zbc

Local Company In Soup Over Ecocash Agents Money

By A Correspondent- A locally registered company, Dreams High Investments (Pvt) Ltd has been arraigned before the courts for violating the Exchange Control Act after it allegedly transferred more than $143 million to EcoCash agents.

Company representative Tinashe Paradise Magada (33), who is accused number two in the case, on Wednesday appeared before Harare magistrate Tranos Utawashe, who remanded him to this Thursday for bail ruling.

It is alleged that in February 2019, Magada decided to purchase foreign currency on the parallel market.

He went on to open a corporate bank account whose number is 1036879153 with Steward Bank in the name of Dreams High Investments (Pvt) Ltd, which is accused number one.

It is further alleged that Magada also registered an EcoCash bulk payer line number 0787 630 377 in his name and linked it to the said Steward Bank account.

Between January 1, 2020, and June 30, 2020, Dreams High Investments received $143 669 348,32 from different companies and individuals through the aforementioned Steward Bank account.

Magada allegedly transferred the said funds into his EcoCash bulk payer line and further transferred them to various EcoCash agent lines owned by companies and individuals who then allegedly purchased forex on the parallel market on his behalf.

The State alleges that his actions were in violation of section 4(1)(a)(i) of the Exchange Control Regulations Statutory Instrument 109 of 1996 and section 5(1)(a)(i) of the Exchange Control Act Chapter 22:05 on “Dealings in Currency”.

The Reserve Bank of Zimbabwe (RBZ) banned Ecocash Agents in 2019 accusing them of fuelling money-laundering.

Govt Double Standards On By-Elections Blasted

Political analysts yesterday castigated government for double standards after it banned by-elections citing COVID-19 regulations, but has allowed crowd-puller events such as the Zimbabwe International Trade Fair (ZITF) and the Harare Agricultural Show to go ahead.

Analysts told NewsDay that the failure by President Emmerson Mnangagwa to call for by-elections showed that he feared that his ruling Zanu-PF party or its proxies could lose.

More than 40 MPs and 80 councillors aligned to the Nelson Chamisa-led MDC Alliance from across the country were recalled by the MDC-T led by Douglas Mwonzora.

By-elections have not been held despite the constitutional provision that they must be conducted 90 days after a seat falls vacant.

International organisations, embassies, and civic organisations have been calling for the lifting of the ban on by-elections, after several countries including neighbours Zambia, and Mawali successfully held polls in the COVID-19 environment.

A few days ago, the United States embassy called on Mnangagwa’s government to lift the ban on by-elections, arguing that elections could be held safely despite the COVID-19 pandemic.

Vivid Gwede, a political analyst, said: “The continued postponement of by-elections while everything else is going ahead, including the just ended ZITF, is bound to raise genuine questions about the reasons for that decision.

“We have already seen that other countries in Sadc have successfully held elections during the COVID-19 pandemic.

“This means that Zimbabwe can also easily hold by-elections to fill the numerous vacant seats in Parliament and local government, and ensure adequate representation of the affected constituents across the country.”

Another political analyst Kudakwashe Munemo said: “Continued ban of by-elections is selective application of the law.

“It is use of the COVID-19 pandemic as a scapegoat not to hold elections, perhaps in fear of defeat given that most recalls happened in the urban areas where the ruling party is not popular.” Rashweat Mukundu, another political analyst, concurred: “The banning of by-elections is a political decision, but above all an indication of the unpreparedness and fear by Zanu-PF to face Nelson Chamisa’s MDC Alliance. It’s a mockery of our democracy.”

Human rights activist Ashton Bumhira accused Mnangagwa’s government of weaponising COVID-19 in order to achieve objectives beyond the public health concerns.

“They are actually using the public health restrictions to clamp down on political opposition, silence critics, contain the restive population and entrench power and control over institutions such as the Legislature, the Judiciary and the media,” he said.

“So, it is not only about the by-elections, but about entrenching power and closing the democratic space in Zimbabwe.”

Zanu-PF is conducting its own internal polls, with district elections held at the weekend with those for provincial executives to follow.

Zanu PF Linked Youth Group Accuses Top Brass Of Fanning Factionalism

A Zanu-PF-linked pressure group, The Zimbabwe Youth Action Platform (ZYAP), has accused some senior party members of fanning divisions and plotting to destroy the party, warning that the youths would do everything in their power to defend party leader, President Emmerson Mnangagwa.

The group’s leader, Tonderai Chidawa, came out guns blazing yesterday saying the fracas caused by some party bigwigs during the internal district polls last week were threatening to divide the party and should be stopped.

Chidawa urged young people in the party to stand up and defend Mnangagwa against the clique causing disturbances.

“We, as the young people in Zanu-PF, are aware of the malcontents causing skirmishes in all provinces. They are working with the G40 and some foreign embassies to derail the good work of our beloved provinces,” Chidawa said.

“We are aware that they want to weaken the party ahead of the 2023 elections, and we will not stand by while they continue to destroy the great movement for their selfish ends.”

The ruling party was last week forced to postpone provincial elections until after the October national people’s conference.

This was after campaigns for district executive positions ahead of the proposed provincial elections turned violent, amid allegations of factionalism, vote buying and intimidation.

However, the party is continuing with its district elections amid infighting and intimidation of voters.

Reports are that factions linked to Mnangagwa and his powerful deputy, Constantino Chiwenga, are angling to position themselves in the lower structures of the party.

Bloody fights erupted in Harare, Manicaland, Mashonaland West, Mashonaland Central and Midlands provinces over the weekend during the district elections.

Zanu-PF says it will investigate and action will be taken against those sponsoring division in provinces.

Chidawa claimed Zanu-PF had been infiltrated by foreign agents working in cahoots with G40 remnants that are bent on dividing the party.

“President Mnangagwa is a generous man. He has allowed people to do as they please and now they are taking things far,” he said.

“We want to warn that as the youths and civil society with interest in Zanu-PF, we will not watch the party getting torn apart.”

Businessman Chivhayo Acquitted

A witness in the trial of Wicknell Chivhayo yesterday told the court that the US$10 000 payment made by the Intratrek Zimbabwe boss to Zimbabwe Power Company board chairperson Stanley Kazhanje was above board.

Chivhayo is being accused of bribing Kazhanje in order to clinch the US$5 million Gwanda solar project tender in 2016 ahead of other bidders.

A witness, Isaac Farai Mupotsa, told Harare magistrate Ngoni Nduna that the payment to Kazhanje was normal.

Mupotsa was responding to questions from State prosecutor Cecilia Mashingaidze who had asked him to explain if it was the norm for the power utility to pay contractors using their personal bank accounts instead of company accounts.

His response was that during the time he was contracted to Zesa, they would hand over their personal bank accounts for payment to evade tax.

Chivhayo’s defence led by advocate Silvester Hashiti and Tawona Nyamakura also asked Mupotsa to explain if it was normal to receive payments through personal accounts after rendering services.

Gomwe In Court For Assaulting Party Chairman

Zanu-PF Harare province vice-chairperson Godwin Gomwe yesterday appeared in court charged with assault after he allegedly struck his boss, Godwills Masimirembwa, with a chair.

Gomwe, who appeared before magistrate Dennis Mangosi on summons, was remanded to October 25 for trial.

The complainant, Masimirembwa, is the current Zanu-PF chairperson for Harare province, a position being eyed by Gomwe in the party’s forthcoming provincial elections.

It is alleged that on the afternoon of September 24, Masimirembwa was at Zanu-PF provincial headquarters, along Simon Muzenda Road in Harare, attending a meeting to do with the on-going Zanu-PF district elections in Harare.

It is further alleged that the meeting ended at around 1315 hours and around that time, Gomwe arrived at the party offices complaining that the meeting was held without his knowledge.

Masimirembwa advised Gomwe that a notice of the meeting was sent through WhatsApp.

Gomwe allegedly went on to accuse Masimirembwa of creating fictitious party districts to facilitate the rigging of elections in favour of Harare Provincial Affairs minister Oliver Chidawu in the forthcoming Zanu-PF provincial elections.

The court heard that Gomwe told Masimirembwa that he would beat him up for trying to rig elections in favour of Chidawu.

The accused then picked a chair and struck the complainant, who was seated, on the legs. The chair was presented in court as exhibit.

Masimirembwa sustained a scratch on his right leg.

Mystery Over Judge Who Send Malaba Packing

Justice Edith Mushore, one of the three Harare High Court judges who boldly passed a May ruling that almost rendered their boss, Chief Justice Luke Malaba jobless, has stopped reporting for work under mysterious circumstances.

State media reports that Mushore has gone “AWOL” for the past three months, amid signs of a tense atmosphere within the workplace.

Mushore is said to be claiming she is sick but has not produced any documental evidence from a medical doctor to support the claim.

Repeated efforts to enquire into the reasons of her truancy have drawn blanks as she has allegedly broken all her contact channels.

Judicial Services Commission secretary Walter Chikwana confirmed the judge is nowhere to be found.

“I can confirm that Justice Mushore has not been reporting for work since June and we are trying to find out from her what is really happening.

“We are failing to contact her. She is not picking calls and we are making every effort to get in touch with her,” he said.

The judge passed the ruling together with Justices Happias Zhou and Jester Charewa.

This followed a court challenge that had been filed by a Harare lawyer against President Emmerson Mnangagwa’s controversial decision to extend Malaba’s term of office beyond his retirement age of 70.

Mnangagwa derived his powers from a Constitutional amendment which his government had invested time and resources to see through.

Malaba did not stop reporting for work even after the High Court had declared his new tenure was illegal.

Zimbabwe has a murky history of victimisation against judges seen as reluctant to pander to the whims of the State.

In an interview with Zimstar News recently, Justice Minister Ziyambi Ziyambi, who has accused the three judges of being influenced by enemy interests to pass a ruling against Malaba, denied government harboured any intentions to victimise the judges.

Ziyambi took a rather discreet approach, saying the judges have nothing to fear if they knew they did nothing wrong.

“I am not aware of any judge whose security has been threatened,” said Ziyambi.

“Grassroots Based Approach Critical In Demanding Electoral Reforms”

By A Correspondent| As calls for electoral reforms gather momentum ahead of the 2023 elections, residents associations’ across the country have initiated a campaign for a grassroots based approach in calling for reforms to the country’s electoral laws and practices.

The campaign, which seeks to raise citizen agency in demanding electoral reforms across the country is being coordinated by the Combined Harare Residents Association (CHRA).

The campaign is also using information dissemination and civic education across the country as tools for building citizen agency.

CHRA Director, Loreen Mupasiri said it is critical to build public discourse around issues of elections, human rights as well as service delivery.

“Information dissemination and civic education are some of the key interventions that we are using to build citizen agency. Our interventions are located in the power of information as a sensitization tool that invokes questions, debate as well as influence public discourse on elections, human rights and service delivery. Information packaging is a key strategy that ensures that whatever information is disseminated to citizens can be decoded easily and resonates to the day to day challenges that citizens are facing,” said Mupasiri.

This month, the Residents’ Associations launched a voter mobilization campaign which seeks to among other things, push for Executive Mayors across the country as well as to ensure community involvement in the management of natural resources.

The campaign also seeks to strengthen the operational structures of residents’ associations in their engagement with policy maker on issues related to elections.

Mupasiri added that creating platforms for engagements between citizens and key decision makers is critical in terms of amplifying the voice of grassroots communities as well as promoting transparency and accountability.

“Citizens have a critical role in demanding free and fair elections through strategic engagement and dialogue with key decision-makers, proffering policy alternatives, monitoring of the human rights situation in the communities for purposes of evidence gathering. It is important for citizens to have evidence that supports engagement and policy recommendations. We believe that advocacy on electoral reforms should be organic and community driven, hence the importance of raising awareness and building capacity,” said Mupasiri.

Chivhayo Acquitted

By A Correspondent- Harare regional magistrate Mr Ngoni Nduna has freed businessman Mr Wicknell Chivayo and his company, Intratrek Zimbabwe, on allegations of bribing ex-Zimbabwe Power Company board chairperson Stanley Kazhanje with US$10 000.

The State had said the money was meant to influence the Gwanda Solar Project tender award, but Mr Nduna said no evidence was placed before the court to show that the money was paid following some illicit agreements.

Mr Nduna, who yesterday described the bribery charges as poorly framed and failing to reveal any extended favour, discharged Mr Chivayo and his company at the close of the State’s case.

This was after Mr Chivayo and Intratrek applied for discharge after the State led all its witnesses, arguing that there was no evidence that warranted their conviction.
Said Mr Nduna is his ruling: “I would make a passing comment on the charge as framed. It is poorly framed. It can be seen that the charge does not reveal the said favours allegedly advanced to accused 1 (Mr Chivayo) and 2 (Intratrek Zimbabwe) as intended by the alleged inducement.”
Mr Nduna said the State was supposed to be clear on actions that Mr Chivayo and his company were said to have committed on the offence.
He said it was agreed that Mr Chivayo and Intratrek were into business and participated in the tenders for the Gwanda Solar project and won.

“The bid had certain conditions which were supposed to be met before they advanced any money,” said Mr Nduna.
“Money was paid before the said conditions were fully met.
“Mr Kazhanje was a board member, its chairperson at the time the payment of US$10 000 was made to his account by the accused persons. Mr Kazhanje had done some consultancy work on the Gwanda Solar Project before becoming the board chair of ZPC.
“When issues to do with the Gwanda Solar Project came to the board, Mr Kazhanje did not declare his prior dealings with the two accused persons.”
“Having stated the issues that are common cause between the parties, it is important to then look at the point of divergence.
“The State now says the US$10 000 payment was a bribe for the two to get favours in their relationship with ZPC. No direct evidence was placed before the court to show that the money followed some illicit agreement between the accused persons (Mr Chivayo and Intratrek) and Mr Kazhanje.”

Mr Nduna said one of the ZPC board members told the court that they were not responsible for awarding tenders.
“The totality of the evidence is that the Board of Directors was not responsible for the conclusion of the tender which awarded the two accused persons the contract,” he said.
“Their evidence is that the contract was handed over to ZPC by the State Procurement Board. They again say the contract was signed by management and the board had no input into that.”
Mr Nduna said evidence placed before the court proved that the ZPC board was not involved in the tendering decision.
“That was a decision made by the management of ZPC,” he said.
Mr Nduna said it would be wrong for the State to infer that the US$10 000 made by Mr Chivayo and Intratrek to Mr Kazhanje should be viewed as a bribe under the circumstances.
“It would be wrong for the State that an inference must be drawn that the US$10 000 made by the accused persons to Mr Kazhanje should be viewed as a bribe,” he said.
“The decisions being fouled were not made by the recipient of the alleged bribe and there is no evidence that Mr Kazhanje influenced the decision.

“We have direct evidence of what transpired, hence there is no reason to draw conclusions by inference. It would have been different had the impugned decision been made by Mr Kazhanje’s board.”
Mr Nduna said it was adequately proven in court that Mr Kazhanje performed some consultancy work for Mr Chivayo and Intratrek Zimbabwe and the work could not have been done for free.
“The State has shown no evidence at all that no legitimate work had been previously done by Mr Kazhanje to the accused persons,” he said.
“The claim that consultancy work was done and the payment was for that job has not been disputed by tendering any evidence to the contrary.
“Further to that, as stated elsewhere in this ruling: Mr Kazhanje did not make any decision as the decision was made by management of ZPC. It is clear that the two essential elements of the offence have not been established by the time the State closed its case.”
Speaking after Mr Chivayo’s acquittal, Intratrek Zimbabwe company secretary and lawyer Mr Wilson Manase said their focus was now on full execution of the Gwanda Solar Project.

“We are now shifting all our focus from this unwarranted setback to full execution of the Gwanda Solar Project,” he said.
“The court case was an albatross to the implementation of the project. The case having been now finally settled by the courts, we reaffirm our readiness to sign the amended and restated EPC contract necessary to pave the way for implementation of the project.”
“The Gwanda project remains of national importance as seen by Cabinet’s resolution in June to underwrite and guarantee it’s execution.”

Barbara Nyagomo-Chakabva, a practising nurse of more than 20 years in the UK, said genuine Nurse recruitment agencies wouldn’t charge would-be employees any fee for them to take you out of Zimbabwe.

Nyagomo’s warning comes at a time thousands of Zimbabweans are duped by fake Nurses recruitment agencies.

These fake nurse recruitment agents are sending nurses and those wishing to be nurses to their back-yard First Aid training centres, charging them as much as US$500 for what they call initial training that would qualify them to go to the UK.

Mwonzora Prevails Over Chamisa, Takes Over Town House

By A Correspondent- Local Government Minister July Moyo has imposed an MDC-T aligned Councillor as the Mayor of Harare.

Greendale councillor Stewart Musarurwa Mutizwa, a close MDC-T President Douglas Mwonzora ally, is now the acting Harare City mayor.

Mutizwa’s appointment follows the suspension of Jacob Mafume, an ally to Nelson Chamisa of MDC Alliance, who is being accused of abuse of office.

On Wednesday, Minister Moyo appoint Mutizwa to the helm of the country’s largest local authority after the failure by sitting councillors to constitute a quorum to elect a mayor of their choice.

In a letter dated 29 September, Moyo said, “I have taken note of the contents of the letter dated 24 September 2021 in which a certificate of the declaration of a vacancy in the office of the Mayor City of Harare was issued by the Acting Town Clerk.
“The post has been vacant since 14 September 2021 and the Council has failed or neglected to appoint an Acting mayor in terms of section 104 of the Urban Council Act (Chapter 29:15).
“In terms of section 104 (2) of the Urban Councils Act (Chapter 29:15), I hereby appoint SM Mutizwa Ward 9 Greendale Councillor as the acting mayor for City of Harare with immediate effect.”

By Simba Chikanza | ANALYSIS | Today, as the Zimbabwe Electoral Commission officially rejects Nelson Chamisa’s MDC Alliance party from the ongoing election prepararion meetings, we are reviewing this book titled No Democracy At All, by Dr Cleopas Sibanda. Dr Sibanda, a medical doctor, is a former ZANU PF Councillor who quit politics disgusted by what he termed an experience of No-democracy At All. His 246 page thick book is like a thriller, while it is a true story, of a Zimbabwean politician who went through it all and now calls a spade a spade.

The 30 Sept 2021 is the day Sen. Douglas Mwonzora has announced he is shutting the door on all Nelson Chamisa MPs and councillors, using what authority he can’t say.

Today Nelson Chamisa also wins big against the Zimbabwe Electoral Commission because he refused to abandon his own brand the MDC Alliance, which ZANU PF was hoping he would forsake so they can disqualify him from politics forever on multiple grounds. But alas the Zimbabwe Electoral Commission’s handlers have no excuse to fault Chamisa.

And now we turn to Dr Sibanda’s book, which is an insider’s account on the futility of politics under the ZANU PF leader, Emmerson Mnangagwa. Dr Sibanda doesn’t say it exactly this way, but his black ink is the first imprint of the video footage the world has seen of Mnangagwa instructing councillors and MPs that their daily role is that of crushing the public voice whenever it is coming through other parties, not his.

Dr Cleopas Sibanda is a medical doctor by profession. He specializes in Workplace Health and Wellbeing (Occupational Health). His first book entitled “The Management of HIV/AIDS in the Workplace Made Easy” is freely available on the Internet. He tried to be a politician just once in his life. That was about two decades before this book was published when he became Councilor unopposed on the back of the ticket of his by then ruling political party. This was in a small twelve member Town Council. However, he voluntarily and abruptly resigned from the Town Council after completing the first year of a prospective four-year tenure of office as a Town Councilor. He resigned because he was disgusted by the corruption, fraud, theft, factionalism and chicanery which he witnessed both in the Town Council Chambers and also in his own political party during that very short period of time. The factionalism amazed him the most because at that time, the Town Council was one hundred percent a one political party council with absolutely no opposition party representatives at all. This book is partly an effort to talk to and rectify the traumatic experiences which he endured during those days.

In his book, Dr Sibanda says political parties do as they wish not as the people want.

This country uses political party based proportional representation in electing its parliamentary representatives. In this system, voters do not vote for real bona fide people as candidates but they vote for political parties at the ballot box. It is the political party which eventually chooses who goes to parliament to represent it. The electorate just vote for the political party of their choice and not for a real candidate of their choice in person.

Hwange Man Jailed For Nine (9) Year Over Pangolin Skin

By A Correspondent- A Hwange based mine worker has been sentenced to a mandatory nine years in jail after he was found in possession of a pangolin’s skin.
Edmond Zulu (45) of C83 Lwendulu in Hwange was convicted on his own plea of guilty when he appeared before Matabeleland North magistrate-in-charge Mr Tomupei Zhou.
He was sentenced to a mandatory nine years in jail.

A pangolin is an endangered species according to the country’s laws and possessing it attract a mandatory nine-year jail term.
Shelton Sibanda, who had also been charged together with Zulu, was lucky to have charges withdrawn before plea as there was no evidence linking him to the offence.
Zulu, who was represented by Miss Charity Manyeza of Mashindi and Associates, was employed by R Davis Company as a mine blast technician.
Prosecuting, Ms Jamesina Makanza said Zulu violated sections of the Parks and Wildlife Act.

“On the 17th day of August 2021 at 6pm detectives received information to the effect that the accused person was in possession of a pangolin skin which he was selling in Mbizha area near Victoria Falls. Acting on the information, the detectives teamed up with Zimbabwe Parks and Wildlife Management Authority rangers and proceeded to the place along the Hwange-Victoria Falls road,” said Ms Makanza.
Upon arrival, the team saw Zulu standing by the roadside carrying a blue bag, and his clothes matched the description that had been given by the information.
The detectives approached Zulu and introduced themselves and asked to search his bag. They found pangolin skin with 319 scales in the bag.
Zulu was arrested after he failed to produce a permit allowing him to possess the pangolin scales.
The scales weighed three kilogrammes and were forfeited to the State.
A live pangolin is valued at US$5 000.

Zanu PF Activists Mob Top Mnangagwa Ally

By A Correspondent- Zanu PF supporters in Mutare early this week mobbed the party headquarters baying for the ouster of Manicaland provincial chairperson Mike Madiro.

Manicaland Provincial Affairs minister Nokuthula Matsikenyere saved Madiro, who dispersed the angry mob.

Matsikenyere told NewsDay that she was sent to address and disperse the irate demonstrators by Zanu PF acting political commissar Patrick Chinamasa.

Over 200 party members, including war veterans, accused Madiro of imposing candidates in the province’s internal district elections.

“People were not happy with the elections. They are claiming provincial chairperson Mike Madiro was an interested party and was not supposed to have monitored the elections,” Matsikenyere said.

“It is not fair that Madiro is monitoring elections where he is also an interested party.

“If it means that I have to contact President Emmerson Mnangagwa over the issue, I am going to do so.”

Matsikenyere told NewsDay that after her address, the irate demonstrators left for their respective districts.

Party insiders have been accusing Madiro of undermining party structures in the province, and antagonising his perceived enemies in his quest to retain the chairmanship in provincial elections to be held later this year.

Madiro was unavailable for comment.

Mutare district co-ordinating committee secretary for youth affairs Danmore Mambondiyani said: “As demonstrators, we have resolved to disband the province and that is what we have agreed to do.”

By A Correspondent- Primary and Secondary Education Minister Cain Mathema has been elbowed out by Vice President Constantino Chiwenga’s top ally, Dr Evelyn Ndlovu.

Ndlovu was the Minister of State in Vice President Chiwenga’s Office.

On Wednesday, Chief Secretary to the President and Cabinet Misheck Sibanda said the appointments come into effect on Thursday.

Zim Teenager Signs Contract With Liverpool

Isaac Mabaya has signed his first professional contract with English Premier League side Liverpool FC.

Born in England to Zimbabwean parents, the teenager has been with the club for eleven years. He has, of late, been featuring mainly for the U18s.

A statement on the Reds’ website read: “Isaac Mabaya has signed his first professional contract with Liverpool FC.

“The 17-year-old from Preston has been attending the Academy since the age of six.

“Mabaya broke into the U18s team last season as a 16-year-old and was initially deployed as a wide midfielder.

“A switch mid-season saw him move to full-back, where his ability to sweep forward as an attacking option has been impressive, and he has played at right-back for Marc Bridge-Wilkinson’s U18s this term.”

Gender Inequality And COVID-19

The onset of the global COVID-19 pandemic put a halt to progress toward gender equality and, instead, exacerbated existing gender inequalities across domains, from gendered divisions of labour to economic stability.

Zimbabwe has some glaring gender inequalities that have arose in the COVID-19 pandemic.

The year 2020 was earmarked for reflection upon the progress made toward gender equality and the empowerment of women and girls(United Nations 2020). Ironically, the onset of the global COVID-19 pandemic has brought to light both new and existing gender inequalities.

Some of the most glaring gender inequalities that have arisen had a very negative impact on both the livelihood and survival of women.

Zimbabwe has some of the most glaring gender inequalities emerging from research on the COVID-19 crisis.

These inequalities exist across domains, including; health and well-being, the home, relational violence, work and poverty, and leadership.

Although the severity and mortality rate of COVID-19 infection is twice as high for men as for women, the virus has taken a disproportionate toll on the everyday psychological and physical health of women. Compared to men, women reported greater stress and anxiety during the initial stages of the lockdown in Zimbabwe as well as greater psychological distress following the initial lockdown.

The COVID-19 pandemic has also put women’s physical and reproductive health in jeopardy, as the government reallocated resources to the care of COVID-19 patients. Service closures particularly concerning reproductive health were affected resulting in unsafe abortions and many unwanted pregnancies.

Household and childcare responsibilities increased for many during the pandemic, but gender inequalities were most apparent among those with children. While mothers reported a greater increase in domestic and care work than fathers, they also reported a decrease in work hours, while fathers’ work hours largely remained stable. Moreover, mothers were more likely to be solely responsible for educating their children. In addition to putting more time strain on women, these inequalities can have a negative impact on women’s well-being and relationship satisfaction.
Relational violence increased during the lockdown periods. In most cases, women were victims of such violence than men.. At national level there has been an increase of calls to crisis lines, online searches related to intimate partner violence, and actual reports of abuse.

Horror As Bus Driver Kills Wife In Full View Of Children

By A Correspondent- A bus driver killed his wife in full view of his two minor children in Ushewokunze on Monday night.

Tinashe Paunosvisva, 41, was reported to have struck his wife Ronah Masango with an axe several times and fled the scene.

Masango’s body was left on the kitchen floor in a pool of blood.

She was 40.

Police removed the body and took it to Sally Mugabe hospital for post-mortem.

A family spokesperson Eunice Kaitano said one of the two minor children aged five and nine had to be rushed for a rehabilitation session after being traumatised by the heinous act.

“This man is heartless, he struck the wife with an axe all over her body while their children watched,” said Kaitano.

“One of the children said they were warned not to make noise and he made sure he started by attacking the deceased on the head.

“He went on to cut the hands and a part from the head and that emotionally affected the children.

“We had to rush one of the children to undergo a rehabilitation process after narrating the horror incident to police officers.

“We were aware of their misunderstandings accusing each other of infidelity.

“The wife has been a hard working woman and currently she was vending at Mupedzanhamo market.

“Nezuro wacho akatombosungwa akaendeswa papolice vakazomusiya zvake wanikwe zvaishura rufu rwake manheru acho.

“Mudzimai akanga avakurara mukitchen murume mubedroom kubva pavhura vana zvikoro nenyaya yekunetsana iyoyo,” said Kaitano.

Paunosvisva, popularly known as Bamufanha in Ushewokunze, was reported to have phoned his brother Francis Moyo, who is the owner of the bus he drives, after committing the heinous act.

“One of my sisters based in Domboshava informed me about Paunosvisva’s call to her after committing the offense,” said Moyo.

“I quickly instructed the bus conductor who was close to his house to rush and see if the claims were true.

“Upon arriving at the house they met Paunosvisva leaving and holding an axe.

“The conductor got to the house and found the wife’s body on the floor in a pool of blood and the children seated in shock.

“I phoned Paunosvisva and he told me he had had a misunderstanding with his wife.

“Hanzi mukadzi ndamuuraya nekuti andituka kuti urimbwa yemunhu ndosaka ndakakupa siki.

“I questioned him for committing that evil act for the sake of being shouted at.

“My last conversation with him before this matter was to encourage him to work harder since we had acquired another bus,” said Moyo.

Some mourners rushed to save one of the deceased’s daughters from committing suicide by downing rat poison as she wailed failing to accept her mother’s death.

Masango, expected to be buried in Chihota, is survived by five children and her husband who is on the run.

Mnangagwa Rejected In Own Stronghold

The Zanu PF leader Emmerson Mnangagwa has blessed the seizure of villagers’ land by the Chinese miners, sparking widespread protests from affected members of Uzumba community.

The MDC Alliance recently embarked on a fact-finding visit to the affected areas as part of efforts to find ways of assisting the citizens.

In a statement posted on Facebook, MDC Alliance spokesperson Advocate Fadzayi Mahere condemned the ruthless and inconsiderate seizure of villagers’ land by enablers of the system.

“Zanu PF is siding with big Chinese corporations and the MDC Alliance is siding with the communities that are vulnerable, that are powerless, that stand to lose their land, their heritage, their cultural sites, their burial step sites and their livelihoods.

After an MDC Alliance leadership delegation visited Uzumba & Mutoko, we reported on our findings at a press conference. We are using all tools available to us to protect the interests of the affected villagers while ensuring they’re not exposed to victimization by the regime,” said Advocate Mahere.

She added:

The MDC Alliance is on the ground in Mutoko and Uzumba to defend affected communities from forced evictions by Chinese mining firms who are backed by the regime in Harare.

Gender-balanced Leadership: Guarding Financial Stability In Crisis Times

Empowering women is also absolutely critical to achieving economic stability, to promoting growth and indeed, to transforming entire economies. And that is at the core of the development of any nation.
Gender gaps remain significant around the world, both with respect to opportunities and outcomes. Whether these are legal restrictions or barriers in access to education, health and financial services; women do not fully participate in the global economy.
And women have borne the brunt of the economic disruption caused by the pandemic. In Zimbabwe, despite making up less than half of the workforce, they accounted for 55% of jobs lost due to the novel COVID 19 lockdowns.
From an economic standpoint, that is a significant lost opportunity, hence closing the gender gap in less developed countries with very low female labor force participation, could increase GDP and livelihoods of women.
At times of crises, such as the one we are in right now, gender balanced leadership is even more important, not just in terms of diverse decision-making, but also in avoiding measures that may disproportionately impact women. Hence, the need to seriously examine the role of women as finance leaders.

Masvingo Bus Tear Gas Officers Under Fire

By A Correspondent- The Zimbabwe Republic Police (ZRP) has announced that it is investigating a case in which some police officers in Masvingo threw tear smoke into a bus with passengers.

In a statement, police said:

The ZRP is investigating the alleged tear smoke incident on a Mlaudzi bus where people are seen scurrying to safety and assistance on a video which has gone viral on social media.

The ZRP does not condone such acts by police officers and will certainly ensure action is taken without fear or favour. The public is urged to assist in identifying these officers and also the exact place where the incident took place.

While authorities have been speaking against such behaviour, this is not the first time for police to use tear smoke to force occupants out of a bus.

Last year October, some ZRP Officers were filmed throwing teargas in an occupied bus at Harare Agricultural Show Grounds.

The Ministry of Information, Publicity and Broadcasting Services later claimed that the police officers had been arrested.

Nengomasha Slapped With Divorce Papers By Tuku’s Daughter

By A Correspondent- Retired footballer Tinashe Nengomasha has been slapped with divorce papers by the late music icon for the second time. Oliver Mtukudzi’s daughter Samantha.

In the amended summons filed this week and cited by ZimLive, Samantha says that the couple has been living apart for over two years after the relationship broke down. Her lawyers said:

The plaintiff (Samantha) avers that the marriage relationship between the parties has so irretrievably broken down that there are no prospects of restoration of a normal marriage relationship, more particularly in that the parties have lost all love and affection for each other and the parties have not lived together as a husband and wife for a continuous period exceeding 24 months.
The couple have two minor children together, and Samantha said she wants custody of the two.
She also asked to be awarded their Maltese dog called Alvin Jazz, which they acquired when they were still staying together.

Samantha also said the couple has household property in South Africa at Honeydueridge Residential Estate. They also have a house and household property in Hillside, Harare, saloon equipment, a Nissan Navara and a BMW 125i Coupe.
While she had pleaded in In 2019, that houses in South Africa and Zimbabwe be sold, with the money being shared equally, she now wants to retain all the household property at their Honeydueridge house and also at Hillside as her exclusive property.
Samantha also wants to be given the Nissan Navara while her estranged husband who played for Kaizer Chiefs gets the BMW.
She asked for a decree of divorce, an order of child maintenance, custody of the children, and an order that there be a division of assets of the parties as she asked.
Nengomasha is yet to respond.

Mthuli Fumes Over State Funds Abuse Claims

By A Correspondent- The Ministry of Finance has dismissed claims that minister Mthuli Ncube has spent over US$200 000 in hotel bills.

In a statement issued on Tuesday, the Finance Ministry’s chief director for Communications and Advocacy, Mr Clive Mphambela, responding to the story published in The Independent of last Friday titled, “Govt lavishes Ncube with a US$200 000 hotel stay,” said it contained untrue statements.

“We write to inform you that not only is your report simply not factual, but it has misled the public through your unverified report of non-existent wasteful expenditure on account of Government and the Honourable Minister’s office.

A simple check by your newspaper with the Meikles Hotel will confirm that at no time did the Honourable Minister of Finance and Economic Development spend two years at the said hotel.

Further, no such payment has either been paid by Government nor is payable by Government as alleged by you.

We write to request that you, in your next edition, retract and apologise for this highly misleading report and that your retraction and apology receive the same prominence that you accorded to the report.

We trust that as a responsible and widely published newspaper, you will appreciate the urgency and importance of you actioning our request without the need for any further action on our part to protect the public as well as the reputation and interests of the Government of Zimbabwe and the Minister of Finance and Economic Development.

Mr Mphambela demanded that the Zimbabwe Independent respond to the request for retraction by end of the day Wednesday.

Efficacy of Rushed CALA Questionable

The efficacy of properly implemented CALA in terms of blending theory and practical experience of students, let alone entrenching a skills education regime, is not in doubt. However, CALA need adequate time-frame in order to allow budgetary allocation from the state, training of teachers for standardisation of CALA assessment tools and interoperability, reasonable time to allow students to engage in research and writing of CALA projects under the supervision of their teachers. However, the fast-tracking of CALA in Zimbabwe in less than two months before students write examination and in light of lockdown learning backlog, baffles logic and common sense. It has sent students into panic mode and susceptible to academic mercenaries who have emerged overnight ready to produce defective CALAs for students at US$10 for primary pupils and and US$20 for a Secondary project. With primary pupils doing 18 CALAs and secondary pupils up to 48 CALAs, the magnitude of fleecing and uselessness of CALA as an assessment tool is rampant. When CALA is turned into assessing the highest bidder, mostly in urban area at the expence of rural students, its importance is certainly questionable.

Teachers are pre-occupied with covering work they must have covered under normal circumstances. They also lack intrinsic motivation due to their starvation wages. They certainly have no time to guide pupils to do proper research, let alone monitor and supervise such research. The best that gvt must do is to suspend CALA as the majority of CALA projects produced under such hap-hazardous meddling and muddling through are not pupils’ work but products of exchange of money and therefore serve no purpose in terms of developing student’s skills.

Ministry Primary and Secondary officials must learn to listen to professional advice, as more often than not their intransigent and irresponsible approach, impermeable to reason and facts, has been disastrous. There is no adequate time for successful implementation of CALA, and the best that the nation must do in 2021 is to suspend it. Its continued implementation in 2021 will benefit neither the student, teacher, education system nor the nation. A futile exercise is not worthy our pursuit unless we are led by educational vandals who cannot listen to professional advice. To be forewarned is to be forearmed.

Mnangagwa Demotes Ailing Mathema

By A Correspondent- President Emmerson Mnangagwa has demoted Primary and Secondary Education Minister Cain Mathema.

In a statement Wednesday, Misheck Sibanda, Mnangagwa’s chief secretary, said Mathema had been moved and was a Minister without Portfolio in the President’s office.

Sibanda did not state the reasons for Mathema’s demotion.

Mathema has been ill for and has not been in the public domain for almost three months now.

He has been replaced and Cabinet the Minister of State in Vice President Constantino Chiwenga’s Office, Dr Evelyn Ndlovu.

On Wednesday, Chief Secretary to the President and Cabinet Misheck Sibanda said the appointments come into effect on Thursday.

Mathema has been demoted to be Minister without Portfolio President Emmerson Mnangagwa’s office.

The reasons for his demotion have not been announced.

Mathema has been ill for and has not been in the public domain for almost three months now.

Tragedy As Toddler Drowns In River

CHIREDZI – Tanyaradzwa Muromo, a one-year-old toddler who suddenly went missing from home where he was playing with his eight-year-old brother in Triangle, Chiredzi has been found dead about four km from the homestead.

Tanyaradzwa of Zorro Village went missing on September 17, 2021 and was found by a man only identified as Poshai who was going to his garden on Saturday morning. He reported the matter to Police.

The family and friends had been looking for him for eight days before he was found.

The toddler’s mother Melody Muzenda confirmed the development and said her child fell into nearby Cheche River and no one noticed it. No foul play is suspected.

Efforts to get a comment from Police Spokesperson Kudakwashe Dhewa were futile.

He was laid to rest on Monday in Zvashavane.
Tanyaradzwa’s body was found clad in a red jacket and white trousers, the clothes he disappeared with.

Income Generating Projects Uplifting Lives During Global Pandemic COVID 19

By Desdemona Munengwa| The COVID-19 pandemic has pushed thousands of people into the informal sector which though heavily affected has continued to provide a lifeline to poverty threatened citizens.

One of the beneficiaries of support from JASS, a women empowerment organisation, Batsirai Maphosa from Chipinge urban ward 6, said the capital she got helped her to kickstart her life after her husband died leaving her with four children to fend for.

“Life has been very hard for me I have four children, of which one is disabled she cannot talk, feed nor walk so it has been difficult for me to cater for the needs of my children whilst my husband passed on in a mine in South Africa so this education on income generating projects helped me as I could work from home and earn a living,” said Maphosa.

Another woman only referred to as Sarah said the project she started after losing her job has shielded her from the worst.

“We were given US$10 by a donor to start up a round and we managed to spin the money and shared it, and I used my share to start up a business and now it is helping me to fend my family as a single mother,” said Sarah.

Melisa Zisengwe from Checheche ward 24 also expressed gratitude to JASS for helping her to start a stokvel with her friends.

She has since raised enough capital to start a business at Checheche flea market. 

A community empowerment organisation, Platform for Youth and Community Development (PYCD) Gender and Wellness Officer, Cynthia Gwenzi hailed the project for supporting women through income generating projects

These stokvel and business clubs have helped especially women to generate income to start up their businesses.

Ariel Sibanda Not Leaving Bosso After All…

Highlanders goalkeeper Ariel Sibanda claims he never wanted to leave the Bulawayo giants, contrary to last month’s reports.

The veteran goalkeeper posted on Facebook announcing his departure from Bosso in August, when the club was struggling financially and owing players months of unpaid salaries.

He has now distanced himself from the post, saying his Facebook account was hacked.

The onset of the global COVID-19 pandemic put a halt to progress toward gender equality and, instead, exacerbated existing gender inequalities across domains, from gendered divisions of labour to economic stability.

Zimbabwe has some glaring gender inequalities that have arose in the COVID-19 pandemic.

The year 2020 was earmarked for reflection upon the progress made toward gender equality and the empowerment of women and girls(United Nations 2020). Ironically, the onset of the global COVID-19 pandemic has brought to light both new and existing gender inequalities.

Some of the most glaring gender inequalities that have arisen had a very negative impact on both the livelihood and survival of women.

Zimbabwe has some of the most glaring gender inequalities emerging from research on the COVID-19 crisis.

These inequalities exist across domains, including; health and well-being, the home, relational violence, work and poverty, and leadership.

Although the severity and mortality rate of COVID-19 infection is twice as high for men as for women, the virus has taken a disproportionate toll on the everyday psychological and physical health of women. Compared to men, women reported greater stress and anxiety during the initial stages of the lockdown in Zimbabwe as well as greater psychological distress following the initial lockdown.

The COVID-19 pandemic has also put women’s physical and reproductive health in jeopardy, as the government reallocated resources to the care of COVID-19 patients. Service closures particularly concerning reproductive health were affected resulting in unsafe abortions and many unwanted pregnancies.

Household and childcare responsibilities increased for many during the pandemic, but gender inequalities were most apparent among those with children. While mothers reported a greater increase in domestic and care work than fathers, they also reported a decrease in work hours, while fathers’ work hours largely remained stable. Moreover, mothers were more likely to be solely responsible for educating their children. In addition to putting more time strain on women, these inequalities can have a negative impact on women’s well-being and relationship satisfaction.
Relational violence increased during the lockdown periods. In most cases, women were victims of such violence than men.. At national level there has been an increase of calls to crisis lines, online searches related to intimate partner violence, and actual reports of abuse.

This outlet has been donated to First Lady Amai Auxillia Mnangagwa’s Angel of Hope Foundation. The empowerment initiative targeting the girl child will see twenty beneficiaries being employed at the facility. The business confidence in Zimbabwe is high as more companies are opening new outlets across the nation. As such Innscor announced opening of 92 new branches. This means more employment and more opportunities for businesses people in the nation.

“The Opposition Will WinIn 2023”: UANC President Dr Gwinyai Muzorewa

The opposition parties, correctly to be termed and regarded as the alternative government, will win the 2023 harmonized elections. This is not a prophecy, but reasons:

  1. The alternative government [opposition parties] will live up to the conventional ideals of “alternative”, which include aiming at conducting their affairs as the “alternative” to the 39 years of two faces of the same reality. Alternative government does not represent an “opposing element” of the ruling party. Furthermore, thinking and operating in terms of “a major and minor opposition parties” incapacitates and weakens the impact of the alternative government. People want to be positive and that is what the alternative government concept is. Parties that live only “to oppose” the ruling party, and even oppose other parties sharing the same goal to form government, tend to become expert at negativity. Such a mindset undermines itself. It has no vision, beyond revision and division. Also such a mindset assumes that division, not unity, is normal for any nation. “Them-or-us”. This also is the “now it’s our turn to eat” mentality, which is not an ideal philosophy, certainly not for a-15million population like Zimbabwe.  Rather, now let’s demonstrate good governance, where inclusive unity in diversity is a healthy philosophy. This is what will contribute to the alternative government winning in 2023.   
  • The alternative government will strive at forming a government with “good policies” put in practice, given the people’s mandate, rather than compete for a Presidential seat. Parties that fight for an individual to be “president”, regardless of his or her capability or lack thereof, wisdom or lack thereof, or selfishness or abundance thereof and corruption, succeed in forming a cult, not national leadership. This has been Zimbabwe’s narrative for the past 40 years: populism at the expense of productivity, constitutionality and integrity. Good government always consists of a Cabinet, an independent judicial system and the legislature. These traditional checks-and-balances are designed purposefully to ircumvent state capture. State capture is legalized corruption intended to benefit a few elite in power and their cronies. It is also a predictable path to authoritarianism, or even dictatorship. The real remedy for state capture and its evil antennas, is alternative government. This is why the people will choose an alternative government in 2023.
  • The alternative government will consist of parties which are branded by the spirit of political and social inclusiveness as well as national development.  We consider “professional  talent” and  “national commitment”, especially at the Cabinet and Ministerial levels, because serving the nation is not so much of “party affinity” as commitment to national development. Party  “proportions” serve the luxury of being in Parliament, at the expense of national development but commitment to national development serves both the urban and the rural populations. Real decentralization is not spreading government offices throughout the country, although this helps, but having large manufacturers to operate their companies in the rural areas where the majority of our voters live. Given reasonable tax-incentives, they will build good roads and bridges for their vehicles [and ours, too!]; they will build nice, adequately staffed clinics, schools and business centers for themselves [and us], and so forth. This is one way the nation will get real lasting benefits from these multi-national corporations some of whom are extractive and nothing else.   In 2023, the people will choose to vote for a government which is expected to bring an alternative to Zimbabwe. This will make the whole nation flourish, rather than enrich a few cartels, which typically trust offshore banking, in alliance with extractive multi-national cooperation.
  • As the alternative government, the genuine parties will win because they are “opposed” to the prevailing corruption, State capture, narcissism and entitlement. The majority Zimbabweans know too well and are opposed to this. We are “opposed” to policies not people.  The present ruling party will need lots of funding to campaign against the winners, using the tax-payers money. They will spend more because they have much to cover up. But they cannot be the alternative of themselves. Will the 39 years of government “campaign “ for them?  They know that those who usually voted for the ruling party will now switch to the alternative and vote for the “policies” that will lead to national economic development. Everyone is yearning for a better economy,[jobs, industry, steady currency] and democracy [good governance, real freedom, the rule of law] not a political party. A political party is a segment of a nation.  
  • A bona fide alternative government believes that national interests must precede all personal, family, tribal and even political party interests. When we fought for the liberation of our country, we recruited everyone – – male, female and all tribes, to join. For instance, at age 16 in High school, I was not even aware that Joshua Nkomo was Ndebele, Rev Ndabaningi Sithole was  Ndau.  We were all Zimbabweans fighting for one thing – -our country. – – and against one common enemy, the Colonial system. Black majority rule, against White minority rule. The incumbent versus the alternative. That’s all that mattered. Now only a select are privy to enjoy freedom. Surprisingly, these few must protect themselves with guns in their own land of birth. Should the rest of us not expect the national constitution to protect our civil liberties?  That, in itself sends a loud message. Something is seriously wrong. The majority of the Zimbabwean prisons are there because they were trying to survive in a nation ravished due to poor economic policies. Some are jailed because they had “nothing to do” in a country that used to receive laborers from Malawi, Mozambique and Zambia because there was shortage of workers in the nation’s population.
  • People will choose the alternative government because it will not mortgage Zimbabwe to external powers, under the guise of “Foreign policy”.  This nation must be guarded jealously not only because we purchased our freedom with blood, but because it has 40 precious minerals meant for Zimbabwe’s prosperity [$12 billion annually, potentially]. Today our country is “Zimbabwe” and everything else is in its womb. Logic tells us that the womb must have priority protection over the contents. By the same analogy, if the womb is destroyed, the precious baby inside is also ruined.  All other elements are parts of the whole. All Zimbabweans, including the 4 million in Diaspora, belong to Zimbabwe. Some have involuntarily left due to the economics, politics, under-development and various other national circumstances caused by a small number of self-centered human beings. Diaspora is not an alternative country for Zimbabweans.  Zimbabweans will come home when there is an alternative government.
  • The alternative government will win because their goal is the people’s goal. We strive to make Zimbabwe better, more democratic, advanced technologically, politically and to revamp the economy by responsible management of our national resources. Such a government will attract most of its citizens in the Diaspora. Have you ever wondered why Zimbabwe’s former colonizers are subtly fighting to come and invest in the country?
  • And why our youth and even elderly non-pensioned retirees are queueing for passports to leave the country? Also, think of this: since it is true that there are more than 4 million Zimbabweans who left, and 2.4 million who voted against the present government, the message is clear: almost half the nation’s population [15 million] including those who fought for its liberation, have left, leaving behind the land of birth. This is why the alternative government will win, but we have to make the choice and the power.

Report Me If I Have Broken Any Laws: Madhuku

Professor Lovemore Madhuku has defended himself in his continued representation of Kingsdale residents.

The lawyer said if he has broken any laws he should be reported to the Law Society of Zimbabwe (LSZ).

Some sections within Norton have accused the lawyer, together with Councilor Laston Tachiona of swindling residents of their money.

The two are accused of pursuing ‘a weak’ case in their refusal to recognize Maparahwe Properties as the owner of Kingsdale land.

However in a response to this publication, Madhuku said the accusations are frivolous.

“So I’m not sure why anyone would say we take weak cases, why do we take weak cases?

“I don’t know where it is coming from.

“If anyone thinks we are swindling anyone then those are the cases to take to the Law Society,” he said.

Councilor Tachiona also spoke about the issue and said leaders need to recognize that Kingsdale residents are not dumb.

“There is a notion which we have as leaders of thinking that we are more educated than the residents.

“We have no time to listen to residents on the ground.

“I’m not in my position as Councilor because I’m more educated, there are more learned people with degrees in Kingsdale.

“Thinking that people in Kingsdale are dumb and I can drive them in any direction I want should be corrected.

“We need to revise our thinking.

“I have never taken the residents in any direction which the people did  not want themselves,” he said.

The Kingsdale land issue has been dragging on for years.

A section of residents have refused to recognise Maparahwe Properties as the land owner and argue that the land belongs to the state.

They have thus been contesting in court, represented by Prof Madhuku.

Resultantly, the long winding nature of the case has resulted in some sections accusing the leaders of swindling residents of their money over a dead case.

Recently some ZANU PF leaders including Mash West State Minister Mary Mliswa have also come to be involved in the matter.

The Norton Town Council has remained uninvolved arguing that the land is outside its purview for now.

Police Professes Ignorance On Zanu PF Violence

Police yesterday said they are still to receive reports on cases of violence that are said to have been witnessed across the country in the ongoing Zanu-PF restructuring exercise.

This is despite confirmed cases of violence in Harare, Mashonaland Central and Midlands provinces and demonstrations in Manicaland province against provincial chairman Mike Madiro.

Police national spokesperson Assistant Commissioner Paul Nyathi said no report on the alleged violence has been made.

“The Zimbabwe Republic Police has not received any reports throughout the country in terms of violence and assault and that is the position,” Nyathi told NewsDay yesterday.

In Harare, provincial chairperson Godwills Masimirembwa confirmed to the media that he was assaulted by aspiring chairperson, Godwin Gomwe during a restructuring exercise in Epworth on Sunday.

“Zanu-PF does not tolerate any violence,” Masimirembwa was quoted saying.

“Even if you disagree on things, you have to dialogue, and not use violence. Law enforcement agents are dealing with that matter. I did not fight him. He assaulted me.”

Masimirembwa said he had made a police report. Gomwe was not immediately available for comment.

In Gokwe-North, there were reports of skirmishes that saw the local district coordinating committee chairperson Justice Mayor Wadyajena intervening to rescue a party official who was under siege and taken to a local police station on accusations of manipulating the voting process.

Reports from Mashonaland Central yesterday indicated that police were called in to calm down flaring tampers after some party officials in Mt Darwin were allegedly caught trying to manipulate the electoral process. The elections were summarily aborted.

Party provincial deputy secretary for the commissariat, Shepherd Kararira, was allegedly caught stuffing ballot boxes with already marked ballots.

Charamba Has A Mercenary Mindset: Chamisa

By A Correspondent| Opposition MDC Alliance leader Nelson Chamisa has dismissed Presidential spokesperson George Charamba’s assertions in support of evictions currently taking place in Uzumba saying he was displaying “a mercenary mind-set”.

Chamisa was speaking to a local daily on the situation in Uzumba following the coming of Chinese investors who have since told villagers to move out to pave way for granite mining operations.

Charamba recently took to social media, accusing the MDC Alliance of feigning to care about the welfare of locals.

“He has a mercenary mindset. We are a people-centred party which believes that Zimbabwe is not for sale and should not be sold. On the other hand, they are selling the country to their friends at the expense of our people. They sold Chisumbanje, Uzumba, Chilonga and parts of Hwange and they do it without shame,” Chamisa said.

Chamisa blasted President Emmerson Mnangagwa for allegedly aiding the seizure of communal land by Asian capitalists, resulting in mass displacement of villagers to pave way for Chinese mining projects.

His comments came shortly after a Chinese miner bragged that it had authority to displace the villagers because they had no title deeds to the land they were occupying.

Chamisa said it was even more disturbing that the same unsettling pattern happened in Chilonga, Chiredzi in Masvingo province, the diamond rich area of Chiadzwa, ethanol projects in Chisumbanje, and other resource-rich areas where locals were displaced.

“It is not an isolated incident, these things which are happening in Uzumba and Mutoko. It is a system where the ordinary people are disregarded and thrown off their land for the benefit of the elite,” Chamisa said.

Mutoko villagers are up in arms with government over its decision to evict them to pave way for a Chinese miner to extract black granite and gold.

A week after Chamisa dispatched a fact-finding mission to Uzumba and Mutoko, Cabinet also dispatched Local Government minister July Moyo to Uzumba to have an appreciation of what was happening there, although government initially denied that villagers would be displaced.

Epworth Businessman Demands US$5k Adultery Damages

By A Correspondent- An Epworth businessman is demanding US$5 000 adult_ery damages from his wife’s alleged lover.

Elisha Masango, 35, a shop owner on Saturday dragged Elias Mwayengeni, 40, popularly known as Boss Kays to Epworth police station public relations office accusing him of dating his wife Beauty Chapendama, 28.

Masango and Beauty on Friday turned their bedroom into a boxing ring leaving their faces with scars and Boss Kays was at the center of their fight.

Boss Kays denies the allegations saying his relationship with Beauty was purely business.

Masango told H-Metro that Boss Kays has been bedding Beauty since 2017 and upon confronting him he vowed to stop the illicit affair.

“Boss Kays has been a family friend who would help us in resolving my differences with my wife,” said Masango.

“In 2017, I discovered that my wife was dating another man by the name Samuel and she apologized and I accepted through the intermediation of Boss Kays.

“That same year Boss Kays lured my wife and they started seeing each other behind my back and he started helping her with business ideas.

“He took advantage of my wife’s weakness following the Samuel issue and lured her.

“He has charmed my wife that he does not want to separate with her despite the warnings I gave him.

“I confronted my wife and Boss Kays and he admitted and pleaded for forgiveness.

“The two continued to date and I discovered it and forced my wife to pack her belongings akaenda kuMbare kunogara amai vake.

“Her mother shouted at me over separating Boss Kays and Beauty arguing that Boss Kays had been her business partner before I married Beauty.

“Beauty’s mother is supporting the illicit relationship since she has been benefiting from Boss Kays’ ideas as well as adding her fleet of cars from stealing in my business.

“Beauty vowed not to leave Boss Kays in front of a family meeting with the support of her mother and I later accepted my wife back considering my three children I sired with Beauty.

“Beauty apologised for bedding Boss Kays akatondiudza kuti vakaenda vese kuHIV testing.

“On Friday I discovered that Boss Kays has been seeing my wife behind my back again and this led me to fight with my wife.

“Kumeso kwangu kudai ndakamarwa marwa nenzara dzake tichirwa ini ndikazomurova akatsemuka padama.

“I phoned Boss Kays and we met at Epworth police station but later agreed to resolve the issue as men.

“I asked him to pay me US$5 000 for adult_ery damages because I am tired of his excuses when he is wrecking my marriage.

Boss Kays pleaded with Masango for four days to come up with a decision over the fine.

“It is true that I have been asking for financial help from Beauty behind Masango.

“On the day in question I had a long conversation with his wife and he discovered it.

“The truth is that Beauty is like one of my sisters and for her to be with Masango it’s my help I gave them.

“I never fell in love with Beauty; our relationship is business only.

“Masango was not aware that I once worked with Beauty’s mother in Mbare and I had known Beauty before they got married.

ED Minister Dragged Into Mine Wrangle Saga

By A Correspondent- Mines minister Winston Chitando is embroiled in a mine wrangle after he allegedly cancelled a mining permit for an indigenous miner and controversially awarded it to a syndicate allegedly linked to his permanent secretary, Onesimo Moyo.

Indigenous miner, Pius Madzimure, who has been operating the mine for nine years, was allegedly ordered to vacate the claim this week by Chitando to make way for a mining syndicate called Marongoro, which is fronted by Mary Moyo and Eunice Madyangowe.

This is despite a ruling by Mashonaland Central provincial mining director, one M Mazemo in 2021 that Madzimure is the rightful owner of the claim.

“After all necessary considerations have been done, it is hereby determined that Elliot 90, registered in favour of Mr P Madzimure, has no overlap with either special grant 7290 or special grant 7235 and, as such, should continue with his mining operations within the boundaries of his block of mining claims as at registration,” part of the report by Mazemo read.

But Chitando this week controversially overturned the ruling and ordered that Marongoro takes over the claim, although, according to documentation, it was not part of the dispute which was being dealt with by the minister.

After the provincial mine director had upheld Madzimure’s right to mine at Elliot 90 against Justice Mining Syndicate and Maisva 3 Mining Syndicate, the dispute then escalated to the minister.

The provincial mines director ruled that Maisva 3 Mining Syndicate should be allocated a claim adjacent to Madzimure’s claims, while Justice Mining Syndicate lost the right to mine in the area.

But Chitando overturned the decision of the provincial director and went on to direct that Madzimure be evicted to make way for Marongoro, whose directors are the same as those for Justice Mining Syndicate.

“In this instance, the determination is: Pius Madzimure registered his claim Elliot 90A on the area which was not open to prospecting and pegging, therefore, it should be cancelled,” Chitando directed.

Documents state that Marongoro Mining Syndicate was not included in the claim dispute when the issue was heard by the provincial mining director. It only surfaced after Chitando’s directive.

The minister was unavailable for comment yesterday.

The mine dispute started during the late former President Robert Mugabe’s era. Madzimure fought a successful legal battle against former First Lady Grace Mugabe.

Madzimure has since taken the matter to the High Court challenging the minister’s ruling.

RBZ Lists People Abusing Mobile Phones To Promote Illegal Foreign Currency Dealings

The Reserve Bank of Zimbabwe (RBZ) has released a list of people accused of abusing mobile phone services and social media to facilitate and promote illegal foreign currency exchange transactions and money laundering. In a statement, RBZ Governor Dr John Mangudya said:

MEASURES AGAINST INDIVIDUALS ABUSING MOBILE PHONE SERVICES AND SOCIAL MEDIA TO PROMOTE AND FACILITATE ILLEGAL FOREIGN EXCHANGE TRANSACTIONS AND MONEY-LAUNDERING ACTIVITIES

The Financial Intelligence Unit (FIU) has identified individuals listed hereunder who are abusing mobile telecommunications services and other social media platforms to promote and facilitate illegal foreign exchange transactions and money laundering activities.

The FIU has instructed banks, mobile money operators and other financial service providers to identify and freeze any accounts operated by these individuals and, further, to bar them from accessing financial services for a period of two years, with immediate effect.

The FIU has also requested the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) to bar the said individuals from operating mobile phone lines.

The FIU, in collaboration with law enforcement agencies, will continue to monitor various social media and bank accounts to identify and take action against perpetrators of illicit dealings. Over and above the corrective measures of barring the delinquent individuals from accessing banking and financial services and operating mobile phone lines, the FIU has forwarded their names and particulars to law enforcement agencies for prosecution.

Press Statement on Teargasing Of A Bus By Zimbabwe Republic Police in Masvingo

Passengers Association of Zimbabwe is deeply moved the action of the Zimbabwe Republic Police where it had teargased a bus in motion in Masvingo. The actions of the police are inhumane and a threat to passenger rights and security. In this 21st century the police should be using policing methods which are in tandem with time and improvements in communication technologies. The Zimbabwean Police Force must desist from from using those primitive methods and become techno-logical. They should not abate crime by committing crime themselves.

Passengers Association of Zimbabwe is asking the Zimbabwe Republic Police to be sincere by giving us the details leading to such action. They should enlighten us on the its codes of conduct and ethics prior to its action. We also want to know the basic elements of public policing in relation to consequences which lead the implementation of canisters where there were children on board and a many passengers with various health issues and pregnant women.

It is shocking that after the police have this in full view of the nation and in the face the passengers they will simply deny that and or justify their action. As a nation we are no longer safe in the face of the police force because they have given themselves the attitude to do anything that is dangerous to passengers. Their actions range from throwing canisters on buses and spikes at moving vehicles. Where in their policing is it indicated that they are mandated to throw canisters in moving vehicles carrying civilians.

Passengers Association of Zimbabwe questions the level of education the Zimbabwean Police force have. Their operations lack logic and an application of common sense. Instead of causing health threats to the passengers their is damage of the vehicle and loss of belongings. Who is going to meet the costs of damages done through this poor method of policing.

We do not support crime in Zimbabwe as passengers. The police should have called the nearest police post ahead to intercept the bus while in persuit. This use of force is dangerous taking chances that passengers may die due to accident. This time it’s not human error on the part of the police but it’s showing it’s a behaviour inherent in them.

The Zimbabwean Police Force leaves a lot to be deserved. We advice the police force not to be a danger to passengers. Their actions causes them to lose credibility and trust from the citizens.

Passengers Association of Zimbabwe is their seeking the arrest of those officers who threw teargas in the bus where there was a mixture of people. There were children and pregnant women and passengers with a variety of health issues. Before doing some actions the officers should first ask themselves questions to authenticate justifications of their actions. This is high class bullying from the law enforcement agencies in our own country.

Gvt Transfers Local Authority Health Workers To SSB Payrol

By A Correspondent- Government has started to implement its decision to transfer health workers from the Chitungwiza and Harare municipalities’ payrolls to the Salary Service Bureau, with 60 out of the 65 nurses in Chitungwiza having been transferred.

Addressing a post-Cabinet media briefing, Information minister Monica Mutsvangwa said measures were being put in place for the City of Harare to expedite the implementation of the Cabinet decision by transferring 368 health professionals.

“This is in line with the government’s decision to centralise the payment of essential services in order to ensure timely payment,” Mutsvangwa said.

“To smoothen implementation of the transfer of the health workers, Cabinet resolved that going forward, the implementation of the Cabinet directive be made in a manner that allows the complete absorption of health professionals from all urban local authorities, starting with Chitungwiza, followed by Harare and then moving on to the remaining local authorities.”

Mutsvangwa said the ad hoc inter-ministerial committee led by Public Service minister Paul Mavima was given a month to engage municipalities in order to deal with legacy issues, such as outstanding salaries, provident funds, statutory obligations, and other conditions of service such as funeral assistance, medical insurance and accommodation.

Zivhu In Own #NgaapindeHakeMukomanaZivhu Campaign

By Jane Mlambo| Controversial former Zanu PF councilor and Chivi legislator Killer Zivhu has copied the opposition MDC Alliance hashtag #NgapindeHakeMukomana pushing for Nelson Chamisa’s election and developed his own #NgaapindeHakeMukomanaZivhu in his bid to retain his constituency.

The opposition has been buzzing with the #NgaapindeHakeMukomana campaign which seeks to encourage voters to vote Chamisa but Zivhu has just borrowed everything and added his own name at the end.

He is using his hashtag to share the projects he spearheaded or spearheading in Chivi in a bid to win the hearts of the people.

This is likely not going to sit well with opposition supporters who were rallying and popularizing their hashtag against Zanu PF’s #EDTheGameChanger.

Zivhu was fired from Zanu PF and later recalled from parliament.

Since his dismissal from the ruling party, he has been hobnobbing from one party to the other making it difficult to gain trust from any camp.

He has previously vowed not to contest against Zanu PF but his latest Twitter posts and the new hashtag he is now popularizing, he might have opted to go for it once by-elections dates are proclaimed.

Goodwills Masimirembwa Assaulted By Gomwe As Factional Wars Threaten To Tear Zanu PF Apart

Police yesterday said they are still to receive reports on cases of violence that are said to have been witnessed across the country in the ongoing Zanu PF restructuring exercise.

This is despite confirmed cases of violence in Harare, Mashonaland Central and Midlands provinces and demonstrations in Manicaland province against provincial chairman Mike Madiro.

Police national spokesperson Assistant Commissioner Paul Nyathi said no report on the alleged violence has been made.

“The Zimbabwe Republic Police has not received any reports throughout the country in terms of violence and assault and that is the position,” Nyathi told NewsDay yesterday.

In Harare, provincial chairperson Godwills Masimirembwa confirmed to the media that he was assaulted by aspiring chairperson, Godwin Gomwe during a restructuring exercise in Epworth on Sunday.

“Zanu PF does not tolerate any violence,” Masimirembwa was quoted saying.

“Even if you disagree on things, you have to dialogue, and not use violence. Law enforcement agents are dealing with that matter. I did not fight him. He assaulted me.”

Masimirembwa said he had made a police report. Gomwe was not immediately available for comment.

In Gokwe-North, there were reports of skirmishes that saw the local district coordinating committee chairperson Justice Mayor Wadyajena intervening to rescue a party official who was under siege and taken to a local police station on accusations of manipulating the voting process.

Reports from Mashonaland Central yesterday indicated that police were called in to calm down flaring tampers after some party officials in Mt Darwin were allegedly caught trying to manipulate the electoral process. The elections were summarily aborted.

Party provincial deputy secretary for the commissariat, Shepherd Kararira, was allegedly caught stuffing ballot boxes with already marked ballots.

“Zanu Pf Selling Zimbabwe To Their Friends”: President Chamisa

By A Correspondent- Opposition MDC Alliance leader, Nelson Chamisa has blamed the governing ZANU PF for the land dispute between Chinese miners and villagers in Uzumba and elsewhere around the country.

He said political elites were disregarding the interests of the ordinary man as they are benefitting from Chinese mining projects.

His remarks come at the backdrop of a land feud between villagers in Uzumba and a Chinese-owned Heijin mining company in which about 70 families are set to be evicted.

The company recently bragged that it had the authority to displace the villagers because they had no title deeds to the land they were occupying.

Chamisa told NewsDay that the same unsettling pattern happened in Chilonga, Chiredzi in Masvingo province, the diamond-rich area of Chiadzwa, ethanol projects in Chisumbanje, and other resource-rich areas where locals were displaced.

He said:

It is not an isolated incident, these things which are happening in Uzumba and Mutoko. It is a system where the ordinary people are disregarded and thrown off their land for the benefit of the elite.

Presidential spokesman George Charamba recently took to social media, accusing the MDC Alliance of pretending to care about the welfare of locals.

Chamisa dismissed Charamba’s assertions saying he was displaying “a mercenary mindset”.

He added:

He has a mercenary mindset. We are a people-centred party which believes that Zimbabwe is not for sale and should not be sold. On the other hand, they are selling the country to their friends at the expense of our people. They sold Chisumbanje, Uzumba, Chilonga and parts of Hwange and they do it without shame.

There is a growing concern in some quarters that China is becoming the new imperialist that is in Africa to plunder and loot resources.

China is accused of extending loans and making generous donations to Africa, Zimbabwe in particular, to clear the path for Chinese companies to exploit the country’s natural resources.

However, China refuted the claims saying its assistance is never offered in exchange for natural resources or with natural resources as collateral.

FULL TEXT: Cancel Mukupe Lease Agreement, City of Harare Told

Pursuant to our collective effort to save Cleveland or Haka wetland, Community Water Alliance and the Combined Harare Residents Association demands that City of Harare Environment Management Committee that is meeting today immediately cancel lease agreement with the Terence Mukupe led Nakiso Holdings which has violated the agreement by paving way for construction of houses. The area falling under lease agreement is a wetland protected under the Ramsar Convention. Sad events of our painful past experiences showed us how flooded houses built on wetlands add an unnecessary cost on tax payers’ money and unnecessarily stretch focus areas of the Civil Protection Unit. This cost and unnecessary burden can be prevented by protecting Cleveland Wetland.

We are imploring citizens to engage Chairperson of the Environment Management Committee Cllr Ian Makoni and compel the committee to act in the interests of the public and in line with environmental rights contained on Section 73 of the Constitution of Zimbabwe. The Environmental Management Agency has issued an Environmental Protection Order against construction on the side and the newly gazetted Harare Wetlands map which should guide spatial planning in Harare has earmarked this area as one of the wetland areas to be protected in Harare.

The National Development Strategy 1 talks about climate change resilience and mitigation strategies. Preservation of wetlands is one of the globally accepted strategy to deal with carbon sequestration and we implore City of Harare to walk the talk. Residents will soon converge on that wetlands to fight for their rights. This wetland is the area where Mukuvisi river starts and compromising the area is a future disaster for feeding of water in Lake Chivero through Mukuvisi river. Already City of Harare has been forced to lower production of water at Prince Edward Water Treatment plant after lowered dam level in Harava dam which is emanating from bad management of the catchment upstream of the dam. As citizens we cannot allow another disaster which will affect future generations.

Call all Councilors who are sitting in the Environment Management Committee of City of Harare and compel them to cancel the lease agreement with Nakiso.

By A Correspondent- Over 200 Zanu PF supporters, who were camped at the party’s headquarters in Mutare calling for the ouster of Manicaland provincial chairperson Mike Madiro were Tuesday restrained by Manicaland Provincial Affairs minister Nokuthula Matsikenyere.

Matsikenyere told a local publication that she was sent to address and disperse the angry demonstrators by Zanu PF acting political commissar Patrick Chinamasa.

The party members, including war veterans, had been camped at the party headquarters in Mutare since Sunday, accusing Madiro of imposing candidates in the party’s internal district elections in the province.

Matsikenyere said:

People were not happy with the elections. They are claiming provincial chairperson Mike Madiro was an interested party and was not supposed to have monitored the elections.

It is not fair that Madiro is monitoring elections where he is also an interested party.

If it means that I have to contact President Emmerson Mnangagwa over the issue, I am going to do so.

Matsikenyere told NewsDay that after her address, the furious demonstrators left for their respective districts.

Madiro is accused of undermining party structures in the province and abusing his perceived enemies in his quest to retain the chairmanship in provincial elections to be held later this year.

On Sunday, there were bloody fights in Harare, Manicaland, Mashonaland West and Midlands provinces.-Newsday

Chiredzi Couple Loses US$10 000 To Robbers

By A Correspondent- A Chiredzi based couple has lost US$10 000 after being attacked by six robbers while at their home.

On their Twitter handle, the police said the incident occurred on Sunday.

“The ZRP is appealing for information which may assist in the investigations of a robbery case which occurred on September 26 at a house along Kingfisher Road, Chiredzi. Six suspects attacked a couple and stole US$10800 cash, a jacket and four cellphones.

“The stolen cellphones were recovered dumped in the complainants’ yard,” said the police.
In a related case, police are investigating circumstances surrounding a case of robbery which occurred on September 25 at around 11PM, along Intemba Road in Bulawayo.

“The complainant (52) who was travelling from Nkulumane to Cowdray Park was robbed of a Nissan NP200 motor vehicle, belonging to Bulawayo City Council, by seven suspects who stopped him along the way. The stolen vehicle was later recovered abandoned near ZETDC Sub-station near Roman Catholic Church in Pumula South.”

200 000 Zimbabweans Hit By SA Work Permits Panic

By A Correspondent- Almost 200 000 diasporans using Zimbabwean Special Dispensation permits (ZSDP) in South Africa have been unsettled by the host country’s delays in renewing their visas.

The Zimbabweans under the ZSDP facility acquired their documents in 2010. They were renewed in 2014 and 2017.

Indications are that the documents will expire on December 31, thus the need for renewal.

Zimbabwe Community in SA chairperson Ngqabutho Mabhena said they were still waiting for the South African Home Affairs minister Pakishe Aaron Motsoaledi to announce the way forward on the permits.
“We had hoped that they would announce it this September, but we are now drawing close to the end of the month. Traditionally, they announce before mid-September. The permit application process normally begins from October 1 to December 31. This was the case in 2010, 2014 and 2017,” Mabhena said.

“We will be contacting the SA Home Affairs ministry to find out what is happening during the course of this week. We are also receiving reports of financial institutions like banks which are asking people to update their accounts since their passports will be expiring or their permits coming to an end.”

Mabhena said the Zimbabwe Community in SA and the African Diaspora Forum were working with the Zimbabwean embassy on the issue.

“In 2010, 295 000 people had applied for the permits and 245 000 of them were issued with permits. By 2017, we had 198 000 that had applied to renew their permits. Our desire is that the holders of the Zimbabwe special permits should be granted permanent resident permits,” he said.

A few weeks ago, the Zimbabwe consul-general to Johannesburg, Melody Chaurura, said the embassy was engaging South African authorities on the issue of special permits.

“We can, however, confirm that consultations on the issue have been underway among the relevant stakeholders in South Africa and the issue has since been submitted to Cabinet for decisions,” she said.

“In this regard, we continue to wait for pronouncements by the government’s competent authorities on the future of these permits. In the meantime, we encourage the holders of these permits to exercise patience and to be watchful for scams.”

South Africa is believed to be home to an estimated three million Zimbabweans; both irregular and regular immigrants.

UN Probes Zim Sanctions Issue

THE United Nations (UN) will deploy a special rapporteur to Zimbabwe to probe the impact of sanctions on the country and determine if President Emmerson Mnangagwa’s government was not using them as a scapegoat to the prevailing economic crisis.

UN special rapporteur Alena Douhan, from Belarus, is expected to be in Zimbabwe from on October 18 to 28 at the invitation of government.

Douhan is expected to meet government officials, the opposition and members of civic society.

Subsequently, a report on the findings will be presented to the UN Human Rights Council at its 51st session to be held in September next year.

“She is currently seeking the views of all relevant stakeholders to inform the thematic and geographical focus of the visit and subsequent reporting,” read a statement by the office of the UN Human Rights High Commissioner yesterday.

“In order to gather first-hand information related to the negative impact of unilateral coercive measures on the enjoyment of human rights in a specific country, enabling her to conduct her assessment and evaluation of such impacts, and thus to prepare relevant recommendations and guidelines on means to mitigate or eliminate these adverse impacts, the special rapporteur undertakes field visits.”

Zimbabwe has been under US sanctions since 2001 when the world super power, the United States, signed the Zimbabwe Democracy and Economic Recovery Act into law in response to the deteriorating human rights situation in the country.

The measures have been renewed over the years since 2001 and in March 2021, the US renewed its sanctions regimes in respect of Zimbabwe, South Sudan and Iran for one year.

The European Union (EU) also imposed sanctions, which they described as targeted.

In February this year, the EU renewed its sanctions on Zimbabwe, imposing an arms embargo and a targeted asset freeze against the Zimbabwe Defence Industries for one year until 20 February 2022 in light of the “continued deterioration of the humanitarian, economic and social situation” in Zimbabwe, and “the continuing need to investigate the role of security force actors in human rights abuses”.

The UK government also slapped an asset freeze and travel ban on four Zimbabwean senior security sector officials, who are said to be responsible for committing serious human rights violations and, as such, undermining the rule of law.

The late former President Robert Mugabe, before he was toppled in a November 2017 coup, claimed sanctions were hurting the ordinary people.

Mnangagwa, when he assumed power, said sanctions should not be used as a scapegoat, but later made an about-turn, claiming that sanctions were derailing the country’s economic recovery.

Among Zimbabweans on the sanctions list are members of the securocrats, and line ministers who stand accused of human rights violations, including deploying the army to kill civilians, particularly on August 1, 2018 during the post-election disturbances, and in the January 2019 anti-fuel price hike riots.

Mnangagwa Brews Another Shocker, Promotes Another Judge

Mutevedzi was appointed together with Rogers Manyangadze Foroma, Chipo Annie-Lucy Mungwari, Elijah Makomo, Never Katiyo, Joseph Chilimbe, Bongani Ndlovu, Samuel Deme and Catherine Kate Bachi-Muzawazi.

The appointments come soon after the Judicial Service Commission (JSC) made recommendations to the President following public interviews held last month.

The JSC submits a list of recommended candidates to Mnangagwa, who assents or asks the JSC to submit a fresh set of names if he is not satisfied. The vacancies arose after some judges were fired, retired, or promoted to the apex court.
