The electoral battle reached a boiling point on 23rd August 2023 at the Tungamirai polling station when chaos erupted, with accusations flying between Zanu PF and CCC supporters.

Amidst the turmoil, Mr. Morudu found himself accused of assaulting Assa Mauko, a member of the Forever Associates of Zimbabwe (FAZ) and a staunch Zanu PF supporter.

FAZ, implicated in rigging the 2023 elections in favor of Zanu PF, added complexity to the allegations against Morudu.The charges against Mr. Morudu were severe, accusing him of causing harm to Mauko during the chaotic incident. This threatened to overshadow Morudu’s political aspirations and tarnish CCC’s reputation.

However, justice prevailed as the legal system intervened to bring clarity to the situation. After a fair trial, Gutu Magistrate Panavanhu declared Mr. Morudu not guilty on 17th January 2024, eliciting relief and celebration among CCC members.

Advocate Dereck Charamba, Morudu’s unwavering lawyer and a prominent human rights advocate based in Masvingo urban, played a pivotal role in securing the acquittal.

Four Feared Dead In Chegutu Horror Crash

By- Four people are feared dead following a fatal accident near Bryden School six kilometres out of Chegutu along Harare-Bulawayo Road.

The accident, which happened Friday afternoon, involved two haulage trucks and a Toyota Sienna.

Police spokesperson Assistant Commissioner Paul Nyati could not be reached for comment.

Witnesses selling vegetables along the highway told The Herald that a truck hit the Toyota Sienta at the back as the driver had reduced speed to allow the vehicle in front to make a right turn into the Bryden School.

Mnangagwa Mourns Party’s Anti-Sanctions Activist

By Political Reporter- Zanu PF President Emmerson Mnangagwa has sent a condolence message to the family of the party’s United States-based anti-sanctions activist and leader of the December 12 Movement, Viola Plummer, who died on Monday.

Plummer, the co-founder of a Brooklyn-based civil and human rights organisation, died at 86 on Monday.

In a statement yesterday, President Emmerson Mnangagwa said he was devastated.

“It is with a heavy heart that we have learnt of the demise of one of our own, Cde Viola Plummer, chairperson of the December 12 Movement.
“On my own behalf, the party Zanu PF and indeed the Government of the Republic of Zimbabwe, I wish to extend our deepest condolences to the Plummer family, the entire December 12 family, and all the revolutionary peoples of the world, for the loss of a great companion and comrade.
“We have been robbed of a gallant liberation fighter, a true Pan-Africanist who stood by us throughout her illustrious life.”
Zanu PF, President Mnangagwa said, first struck a chord with the December 12 Movement in the 1960s, in the formative years of the struggle.
“Since then, an unbreakable bond was created. Cde Viola, and her fellow comrades, including the now departed Cde Coltrane Chimurenga, were drawn into the struggle for black liberation by the desire and commitment to fight the unjust evil system that treated black people as second-class citizens in the United States of America.
“Cde Viola was instrumental and central to the formation of the December 12 Movement, which morphed into an underground liberation movement right in the belly of the beast.”
President Mnangagwa said her journey was one of selflessness and sacrifice, braving all the brutality brought upon her and her movement by the racist US system.
“After realising that their fight for freedom and justice in the US was not going to be completely fruitful without going back to the roots, Cde Viola, Cde Chimurenga and others decided to scan for brotherhood and solidarity with fellow Africans and other global citizens fighting for the freedom of all humanity, and the eradication of the system of racism.
“This strategic move saw Cde Viola and her comrades establishing solid relations not only with the liberation movements in Zimbabwe, but also in Angola, Mozambique, Guinea Bissau, Venezuela and Cuba, to mention a few.
“The December 12 Movement effectively took the African liberation voice deep into the US, albeit under very difficult conditions, and in most cases at the expense of their own personal freedom and prosperity.”
The President also said that the solid solidarity cemented with liberation movements in Zimbabwe in the 1960s was further strengthened when the nation gained political independence in 1980.
“When the West imposed its illegal and inhumane sanctions upon us for taking back our land, the December 12 Movement led by Coltrane Chimurenga as a founding member was the first ‘out of the continent’ group to take up the fight in defence of their motherland.
“Despite the successive US governments’ sustained efforts to specify, isolate and render the movement dysfunctional, the December 12 Movement, under the continued leadership of Cde Viola, stood tall and tough, telling the racist US government to keep its hands off Zimbabwe.
“Owing to Cde Viola’s uncompromising stance, the December 12 Movement literally owned the anti-sanctions campaign in the US.
“Cde Viola and her troops became a regular feature at the United Nations General Assembly where each year they stood firm in defence of Zimbabwe, and played a critical role in countering the feeble but toxic actions of some of our own Zimbabwean nationals who continue to campaign for the West to suffocate us.”
President Mnangagwa also pledged to safeguard the already established strong ties between Zimbabwe and the December 12 Movement.
“In Cde Viola, Cde Chimurenga and the entire December 12 Movement, we had a presence in spaces we could not reach on our own to defend our cause.
“As we mourn our Dear Comrade, we will forever remain grateful and indebted to the great sacrifices that Cde Viola made for our beloved country.
“Her glorious efforts will not be in vain. As Zanu PF and the Government of Zimbabwe, we are going to ensure that the strong relations established between us and the December 12 Movement are safeguarded as we venture into new areas of cooperation.
“My wish is to see the December 12 Movement comrades in the US actively participating in our national economic recovery and growth effort. Zimbabwe is your country, one of your great comrades is buried here and we want to see this relationship grow beyond political solidarity.”
President Mnangagwa said Cde Viola’s legacy as revolutionary would live on.
“We have confidence that within the movement, there remains Comrades who have learnt from the best and are eager to defend the motherland till death. Zanu PF is ready to work with these Cdes in advancing our noble cause for humanity.
“Together, we have a duty to ensure that what Cde Viola died fighting for does see the light of day. To our Sister Viola, we say go well, you fought a good fight. We will carry on the good work that you selflessly gave your life to.”

NERA, comprising 25 political parties, including those absent from the 2023 elections, seeks to champion electoral reforms in response to Zimbabwe’s history of contentious elections.

Mwonzora emphasized NERA’s objective to spearhead electoral reforms, addressing the nation’s history of disputed elections.

He stated, “Our country has a history of disputed elections, and we need to stop that. Membership of NERA is open to all political parties, whether they participated in previous elections or not.”

Under Mwonzora’s leadership, MDC abstained from the 2023 elections, citing the necessity for electoral reforms.

They specifically contested and lost the delimitation exercise, alleging bias favouring the ruling party, ZANU PF.

Nelson Chamisa, current leader of the Citizens Coalition for Change (CCC), the primary opposition party, had previously threatened election boycotts until electoral reforms were implemented, despite participating in all previous elections.

The Mothlanthe Commission report, investigating the August 1, 2018, shooting incident in Harare, recommended electoral reforms.

22 Kidnapped School Kids Dumped In Macheke

The kids were kidnapped by a kombi driver who regularly transported the children from school to their homes in Kuwadzana.

NMC Investigates Sithule’s $25million Qoki Scam

By Nancy Ndaba | The UK Nursing and Midwifery Council (NMC) has officially initiated an investigation into Staff Nurse Sithule Tshuma following disturbing allegations of fraudulent activities and multiple instances of bullying reported by her victims. Tshuma’s behavior, as evidenced by her Facebook page and the Qoki Zindlovukazi Facebook group, includes taunting her victims with mocking texts and images, displaying traits indicative of narcissistic tendencies.

Regrettably, Tshuma, a registered Mental Health Nurse, has been entrusted with caring for vulnerable older people, despite a barrage of fraudulent reports received intensively since the beginning of 2023. The NMC suspects that Tshuma may have violated several aspects of its code of conduct, including safeguarding the community and professional integrity.

In this complex case, Tshuma is alleged to have breached specific NMC codes, including:

*Safeguarding the Community:* Tshuma’s involvement in a $25 million scam impacting 38 projects raises serious concerns about her adherence to the NMC’s duty to safeguard the community.

Fresh Trouble For HKD Boss Freeman

By A Correspondent| A local tabloid has exposed Zimdancehall musician Freeman for lying in his statement to the police when he was invited for questioning in connection with his association with armed robbers.

Freeman lied in his affidavit that he started knowing the late Godknows Machingura in 2017, but the local tabloid revealed that as far back as 2015, the gifted vocalist was already associating with Machingura.

“I wish to further state that I started interacting with Machingura back in 2017 when my management team was contacted by Machingura, inviting me to perform at a show he was organizing in Durban,” said Freeman in his police statement.

Machingura was killed during a shoot-out with the police following a tip off that they were planning to commit a spate of robberies in Zimbabwe.

The tabloid shared pictures of Freeman and Machingura mixing together in 2015 and 2016.

According to the local tabloid, “As early as 2015, Freeman had already met Machingura and the two appeared to know each other very well that they even posed for selfie and seemed happy in each other’s company.”

By A Correspondent| Yesterday afternoon, a distressing incident unfolded at David Livingstone Primary School as a kombi driver, responsible for transporting pupils from the school to their homes in Kuwadzana, allegedly kidnapped at least 22 children from the ECD A and B classes.

The alarming situation took a turn when the kombi ran out of fuel in Macheke.

Fortunately, a vigilant motorist came across the stranded vehicle and discovered the children in a state of distress.

Reacting promptly, the motorist reported the incident to the police, who swiftly arrived at the scene.

Subsequently, the driver was apprehended, and the traumatized children were taken to Marondera Hospital for a thorough medical examination.

Sikhala Solidarity Movement Members Summoned by Police

The movement’s coordinator, Obert Masaraure, took to social media to express concern over the apparent crackdown on its members.

In a tweet posted yesterday, Masaraure stated, “We are receiving phone calls from members of the Sikhala Solidarity Movement across the country, who are being invited for questioning by State agents.

The State is advised that we are not planning any protests on 24 January 2024. We are simply attending court in numbers.”

The Sikhala Solidarity Movement was formed to support Job Sikhala, who has been in pre-trial detention for over a year.

Vocal Zanu PF Anti-Sanctions Activist Dies

By Political Reporter- United States-based Zanu PF anti-sanctions activist and leader of the December 12 Movement, Viola Plummer, has died.

Plummer, the Brooklyn-based civil and human rights organisation’s co-founder, died at 86 on Monday.

In a statement yesterday, President Emmerson Mnangagwa said he was devastated.

“It is with a heavy heart that we have learnt of the demise of one of our own, Cde Viola Plummer, chairperson of the December 12 Movement.
“On my own behalf, the party Zanu PF and indeed the Government of the Republic of Zimbabwe, I wish to extend our deepest condolences to the Plummer family, the entire December 12 family, and all the revolutionary peoples of the world, for the loss of a great companion and comrade.
“We have been robbed of a gallant liberation fighter, a true Pan-Africanist who stood by us throughout her illustrious life.”
Zanu PF, President Mnangagwa said, first struck a chord with the December 12 Movement in the 1960s, in the formative years of the struggle.
“Since then, an unbreakable bond was created. Cde Viola, and her fellow comrades, including the now departed Cde Coltrane Chimurenga, were drawn into the struggle for black liberation by the desire and commitment to fight the unjust evil system that treated black people as second-class citizens in the United States of America.
“Cde Viola was instrumental and central to the formation of the December 12 Movement, which morphed into an underground liberation movement right in the belly of the beast.”
President Mnangagwa said her journey was one of selflessness and sacrifice, braving all the brutality brought upon her and her movement by the racist US system.
“After realising that their fight for freedom and justice in the US was not going to be completely fruitful without going back to the roots, Cde Viola, Cde Chimurenga and others decided to scan for brotherhood and solidarity with fellow Africans and other global citizens fighting for the freedom of all humanity, and the eradication of the system of racism.
“This strategic move saw Cde Viola and her comrades establishing solid relations not only with the liberation movements in Zimbabwe, but also in Angola, Mozambique, Guinea Bissau, Venezuela and Cuba, to mention a few.
“The December 12 Movement effectively took the African liberation voice deep into the US, albeit under very difficult conditions, and in most cases at the expense of their own personal freedom and prosperity.”
The President also said that the solid solidarity cemented with liberation movements in Zimbabwe in the 1960s was further strengthened when the nation gained political independence in 1980.
“When the West imposed its illegal and inhumane sanctions upon us for taking back our land, the December 12 Movement led by Coltrane Chimurenga as a founding member was the first ‘out of the continent’ group to take up the fight in defence of their motherland.
“Despite the successive US governments’ sustained efforts to specify, isolate and render the movement dysfunctional, the December 12 Movement, under the continued leadership of Cde Viola, stood tall and tough, telling the racist US government to keep its hands off Zimbabwe.
“Owing to Cde Viola’s uncompromising stance, the December 12 Movement literally owned the anti-sanctions campaign in the US.
“Cde Viola and her troops became a regular feature at the United Nations General Assembly where each year they stood firm in defence of Zimbabwe, and played a critical role in countering the feeble but toxic actions of some of our own Zimbabwean nationals who continue to campaign for the West to suffocate us.”
President Mnangagwa also pledged to safeguard the already established strong ties between Zimbabwe and the December 12 Movement.
“In Cde Viola, Cde Chimurenga and the entire December 12 Movement, we had a presence in spaces we could not reach on our own to defend our cause.
“As we mourn our Dear Comrade, we will forever remain grateful and indebted to the great sacrifices that Cde Viola made for our beloved country.
“Her glorious efforts will not be in vain. As Zanu PF and the Government of Zimbabwe, we are going to ensure that the strong relations established between us and the December 12 Movement are safeguarded as we venture into new areas of cooperation.
“My wish is to see the December 12 Movement comrades in the US actively participating in our national economic recovery and growth effort. Zimbabwe is your country, one of your great comrades is buried here and we want to see this relationship grow beyond political solidarity.”
President Mnangagwa said Cde Viola’s legacy as revolutionary would live on.
“We have confidence that within the movement, there remains Comrades who have learnt from the best and are eager to defend the motherland till death. Zanu PF is ready to work with these Cdes in advancing our noble cause for humanity.
“Together, we have a duty to ensure that what Cde Viola died fighting for does see the light of day. To our Sister Viola, we say go well, you fought a good fight. We will carry on the good work that you selflessly gave your life to.”
In 2022, she led a December 12 Movement delegation that was in the country for the 7th Zanu PF People’s Congress.

Diesel Theft Minister’s Bail Attempt Flops

By- High Court Judge Justice Benjamin Chikowero has denied former Finance Deputy Minister Terrence Mukupe, his bail pending appeal following his imprisonment for fuel smuggling in February 2017.

Mukupe was among a group of four people jailed for three years after importing over 138 000 litres of diesel into Zimbabwe without paying duty.

The fraud involves misrepresenting the fuel as in transit through Zimbabwe to the Democratic Republic of Congo.

Mukupe said the High Court had misdirected itself on the facts and evidence.

He claimed the court grossly misdirected itself by basing on circumstantial evidence where the inference of guilt was not the only reasonable inference to be drawn from the facts and evidence.

However, Justice Benjamin Chikowero, dismissed the appeal saying the application was without substance.

The Judge noted that even though Mukupe did not import the diesel, he unlawfully and intentionally connived to import and dodged payment of duty.

“I consider that all the grounds of appeal are without substance. I do not think that there is any real prospect of the court finding differently.

“The court explained why Mukupe is caught in the ambit of being an importer and why it was satisfied that he imported the diesel in question.
“Further, it must always be borne in mind that even if the court had not found that he did not import the diesel, it still made a finding that he unlawfully and intentionally, therefore, assisted in or was an accessory to or connived in the importation of the diesel without payment of duty thereon,” ruled Justice Chikowero.
He said Mukupe’s conviction was not based on circumstantial evidence.
“It is for these reasons that I take the view that the first ground of appeal is frivolous.
“The second ground of appeal not only attacks findings of fact, some of which were based on an assessment of the credibility of all those who testified at the trial, but is erroneous.
“The conviction was not based solely on circumstantial evidence. It rested on a combination of direct evidence and circumstantial evidence. “Consequently, there is not and can be no substance in the second, being an incorrect ground of appeal.”
Justice Chikowero said that even if he could be confident Mukupe wouldn’t abscond, “everything else is against him”.
“He failed to tip the scales in his favour. The application for bail pending appeal against conviction and sentence be and is dismissed.”
Mukupe and drivers, Sam Kapisoriso, Joseph Taderera and Leonard Mudzuto were jailed in November last year following their conviction.

Community Service For Illegal Settlers

Magistrate Sharon Nxongo has handed down an eight-month prison sentence to 18 individuals who illegally settled on Dagbreck Farm, violating regulations pertaining to gazetted land and lacking authorization from the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development.

Magistrate Nxongo later amended the sentence to 140 hours of community service, assigning tasks at various Government departments, including Chivhu Magistrates Court, Runyararo Primary School, and ZRP Chivhu.

The convicted settlers are identified as Milton Mupfumbi, Blessing Komba, Bright Komba, Jimu Simbi Tinotenda Mutawani, Henry Maphosa, Hillary Shura, Micah Maguma, Miriam Chikodza, Agnes Bhiri, Pepukai Mutsvakiwa, Even Munhande, Lovemore Tipedze, Aisha Murindango, Mercy Takura, Miriam Takura, Memory Kwashirai, and Taruvinga Mashata.

Authorities in Bikita are probing the murder of Imbayarwo Nyemba, a 102-year-old resident discovered lifeless in his bedroom, surrounded by blood, on Sunday morning.

The incident, reported by his 87-year-old wife Marudana Nyemba, is currently under investigation, with no arrests made, as confirmed by Masvingo Provincial Police Deputy Spokesperson, Assistant Inspector Bright Simbi.

Nyemba, a resident of Tarambiwa Village in Chief Mukangamwi, Bikita, met his tragic end in the early hours of the day.

ZIMBABWEAN beauty queen Kudzai Matizha who is in Vietnam for the Miss Global beauty pageant is ready for the final set for this Thursday.

Man(102) Brutally Murdered

Authorities in Bikita are probing the murder of Imbayarwo Nyemba, a 102-year-old resident discovered lifeless in his bedroom, surrounded by blood, on Sunday morning.

The incident, reported by his 87-year-old wife Marudana Nyemba, is currently under investigation, with no arrests made, as confirmed by Masvingo Provincial Police Deputy Spokesperson, Assistant Inspector Bright Simbi.

Nyemba, a resident of Tarambiwa Village in Chief Mukangamwi, Bikita, met his tragic end in the early hours of the day.

18 Illegal Settlers Receive Jail Sentence

Magistrate Sharon Nxongo has handed down an eight-month prison sentence to 18 individuals who illegally settled on Dagbreck Farm, violating regulations pertaining to gazetted land and lacking authorization from the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development.

Magistrate Nxongo later amended the sentence to 140 hours of community service, assigning tasks at various Government departments, including Chivhu Magistrates Court, Runyararo Primary School, and ZRP Chivhu.

The convicted settlers are identified as Milton Mupfumbi, Blessing Komba, Bright Komba, Jimu Simbi Tinotenda Mutawani, Henry Maphosa, Hillary Shura, Micah Maguma, Miriam Chikodza, Agnes Bhiri, Pepukai Mutsvakiwa, Even Munhande, Lovemore Tipedze, Aisha Murindango, Mercy Takura, Miriam Takura, Memory Kwashirai, and Taruvinga Mashata.

WestProp Unveils US$1 Million Investment To Revitalise Millennium Park Wetland

By Business Reporter– One of the country’s leading property companies, WestProp, has announced a significant investment of $1 million for the rehabilitation of a near-dead wetland at Millennium Park in Borrowdale West. 

This initiative aims to transform the Wetland into a nature park, fostering environmental sustainability and providing recreational amenities for local communities.

Unveiling the ambitious project at Royal Harare Golf Course Thursday, WestProp CEO Mr Ken Sharpe said they are committed to rejuvenating the Wetland, despite recent land ownership changes. 

Sharpe stated, “We remain committed to fulfilling our dream to rejuvenate the Wetland. Hence, we have invited you so that you can give your input to the project. We have set aside US$1 million for the project, and the designs are now available for public input.”

Aligned with the company’s “live, work, shop, and play” theme, the project aims to provide Pokugara and Millennium Heights residents with recreational amenities within a gated community. 

The wetland rehabilitation includes re-engineering, reintroducing biodiversity and aquatic life, and developing the land into an eco-friendly tourism facility featuring walkways, bicycle tracks, bird viewing sites, and fishing and canoeing facilities.

Ngarivhume Revives Fighting Spirit, Goes For Mnangagwa

By Political Reporter- Social rights activist and Transform Zimbabwe leader Jacob Ngarivhume says defeating Zanu PF requires collective action from the citizens. 

He urges a shift away from relying solely on individual politicians and emphasises the need for better coordination within the opposition.

Ngarivhume argues that politics in Zimbabwe should move beyond focusing on individuals and personalities and instead promote collective action. 

He points out that ZANU PF demonstrates strong coordination in persecuting people, and Zimbabweans need to unite similarly. 

He said during a show on Asakhe, an X space hosted by CITE on Tuesday:

None but ourselves can free ourselves as Zimbabweans. This is what Transform Zimbabwe strongly feels.

We need a well-coordinated response to what is happening in the country. The enemy, the Zanu PF regime is well-coordinated in persecuting people. They have captured the courts. They know that you will not escape the courts. They have captured prison officers in our prisons and they know you will be quite in trouble when in prison. They are well-coordinated and well-oiled and this is the kind of coordination that we need. The opposition needs two times that coordination.

According to Ngarivhume, when politicians fail to deliver, it is up to ordinary citizens to take control of the situation. He believes that the people should collectively challenge decisions like the recent national budget, which included tax increases on already struggling citizens. Ngarivhume suggests that citizens should reject such actions and demand an end to corruption, even if it means taking to the streets.

Ngarivhume calls for a shared vision among Zimbabweans and urges the opposition to unite and find common ground in their fight against a regime which he says ignores the voices of the people. He emphasises the importance of Zimbabweans taking initiative rather than relying on external intervention.

Reflecting on his detention, Ngarivhume stressed the need for support and solidarity among political activists, especially when they are arrested. He said:

I informed my information team, and I spoke to ZINASU because we need that solidarity. As you grow, you realise people are so much afraid of many things. They want to occupy that space alone (saying) ‘that space must be occupied by me and is mine alone.’ That is selfishness. In the struggle, you need to stand up for another.

We must speak up for Sikhala and the Mthwakazi people. You can’t be arrested and we say nothing. The oppressor looks at that. The strong support sends a strong message. That’s the kind of thing they look at. Sikhala goes back to the Magistrates Court in Harare on January 24, 2024, and we need to be there.

In 2021, Ngarivhume said that Zimbabwe needed a different and more mature way of doing politics. He called for people to come together and support Nelson Chamisa, who he said leads the biggest opposition party in the country. However, Ngarivhume couldn’t take part in the August 2023 elections because he was in prison at the time.

Chamisa Shakes CCC, Calls Rebels To Order

By Political Reporter- The Citizens Coalition for Change (CCC) President, Nelson Chamisa, this week brought sanity to the opposition by firing and firing Harare Mayor Jacob Mafume and six councillors working with party rebel Sengezo Tshabangu.

This is not the first time Mafume has sold out.

In 2014, after a fallout with the late Morgan Tsvangirai, Mafume aligned himself with Tendai Biti and formed an experiment party, the People Democratic Party (PDP).

Tshabangu has sown discord within the opposition since August last year, initiating recalls of elected officials from parliament and local authorities.

Mafume’s removal follows his contentious re-election as Harare Mayor just a month ago, amid allegations of manipulating the recall of the former Mayor, Lovejoy Chitengu, to secure his return.

Reports suggest Mafume pressured councillors for votes, hinting at his influence over their roles at Town House.

Despite aspiring for a second term, Mafume was reportedly disappointed when Chamisa declined to endorse his re-election after the August General Elections.

Six other councillors faced dismissal for engaging in actions contributing to internal party destabilisation.

Tshabangu, a former MDC provincial youth chairperson and MDC-N member, have been recalling CCC Members of Parliament, citing irregularities and disrespect of party processes.

However, accusations suggest these recalls stem from internal conflicts within the CCC fueled by senior members, including Tendai Biti and Welshman Ncube.

Biti was frustrated by Chamisa’s failure to manipulate the Harare East primary election against his contender, Allan Markham, in the run-up to the last Augst national polls.

ZBC producer Julias Chirume has died.

He was 36.

Chirume died this afternoon at Madokero Clinic.

He joined ZBC in 2009 as a sports intern before becoming a producer in the Kidznet section of the TV, News and Current Affairs department until his untimely death.

Chirume died the day another Staffer, Hector Murombedzi, was buried.

“I’ll follow Chamisa no matter what!” Only one devoid of common sense would especially given his track record.

By Wilbert Mukori | Zimbabwe is a failed state and this has been a 43 year growling descend into this hell-on-earth of our own making. The ruling party, Zanu PF, the numerous opposition parties and the ordinary Zimbabweans have all played their part in landing us in this mess.

Zanu PF and the country’s main opposition MDC/CCC have reached a political understanding in which the later has actively cooperated with Zanu PF’s vote rigging activities for a share of the spoils of power. And so the task of pushing for meaningful political change to end the failed state has fallen on the ordinary Zimbabweans. The main reason why there has been no meaningful change these last 43 years is because the ordinary Zimbabweans have remained ignorant, naive and gullible to initiate and effect any meaningful change.

Even now, with the country up to her eye balls in this hell-on-earth mess of our own making, it is shocking just how ignorant and naive many Zimbabweans are out there.

“Why are you not worried about Zanu PF which has failed to deliver change for the past 44 years? You attack the opposition which has no access to your hard earned money (tax) yet those who steal it in broad daylight you choose to close your eyes on them.” came one accusation (the name has been withheld to protect the ignorant.)

The spirit is willing but the intellect is weak; it is so feeble there is nothing there!

By the late 1990s the people of Zimbabwe realised not only that Zanu PF thugs are corrupt and incompetent but more significantly that as long as the thugs retained their carte blanche dictatorial powers to rig elections the nation is stuck with regime. And it will drag the nation deeper and deeper into the abyss. The solution was self-evident; to end the Zanu PF dictatorship and economic and political ruin, the nation must implementing the democratic reforms designed to take away the party’s vote rigging dictatorial powers.

The people of Zimbabwe have risked life and limb, at the hands of the Zanu PF thugs, to elect MDC/CCC leaders on the understanding that once in power they would implement the necessary democratic reforms to stop Zanu PF rigging elections. Zanu PF blatantly rigged the 2023 elections, just as it has done since 1980, because MDC/CCC leaders not only sold out by failing to implement even one reform but, worse still, they have given up implementing reforms.

Chamisa and company have participated in these flawed elections knowing fully well the process was flawed and that doing so would give vote rigging Zanu PF legitimacy and thus perpetuating the suffering of the masses. They have soldiered on regardless because they also knew that Zanu PF was giving away a few gravy train seats to entice the opposition to participate.

“The (2013) electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility,” confessed David Coltart in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.

Even after AU, SADC and Zimbabwe’s own ZHRC condemned the 2023 Zimbabwe elections as a farce; this did not stop CCC leaders taking up their share of the gravy train seats and thus undermining SADC and AU’s attempts to pressure Zanu PF to stop rigging elections.

What is obvious here is:

a) Zanu PF continues to rig elections because the party has retained all its dictatorial powers to rig elections

b) MDC/CCC leaders have clearly failed to implement even one token democratic reform; after 23 years including 5 in the GNU and nothing to show for it is clear CCC leaders are corrupt and incompetent and utterly useless.

c) after 23 years of hoping against hope that MDC/CCC leaders will implement the reforms, the nation must stop dithering and elect competent opposition leaders who will implement the democratic reforms and end the curse of rigged elections and bad governance.

What is shocking here is that there are many Zimbabweans out there who are still dithering and want to retain CCC leaders under the pretext that Zanu PF is to blame for the failure to implement even one token reform these last 23 years. They even want Zanu PF to be given the task to implement the reforms. Of course, this is nonsensical!

As stated above the people of Zimbabwe have risked all to elect the MDC/CCC leaders these last 23 years on the understanding they would implement the democratic reforms, precisely because the people KNEW they could never trust Zanu PF to implement any of the reforms. The reason for this was obvious – Zanu PF instituted the carte blanche dictatorial powers to rig elections and stay in power. The party benefited from the rigged elections and was not going to reform itself out of power.

It is idiotic, to say the least, to suggest Mnangagwa and his Zanu PF cronies would implement any meaningful democratic reforms to ensure free, fair and credible elections in 2028 and in the future.

However, the prospect of replacing the corrupt and incompetent CCC leaders is unthinkable to many out there and hence the political paralysis.

“As long as Chamisa is living and Zanu PF still existing, people will never follow any other opposing political party without Chamisa as its leader.” argued another individual.

The truth is there are many Zimbabweans who have no clue what the democratic reforms, we have been talking about these last 23 years are about, much less how they are implemented and that the failed state is the dire consequences of failing to implement the reforms. It is therefore not surprising that these people do not blame MDC/CCC for selling out on reforms and thus perpetuating the Zanu PF dictatorship and their own suffering. In their ignorance and naivety Chamisa and company had done nothing wrong!

After 23 years, including 5 in the GNU, and yet not even one token democratic reform in place one had hoped that some information will have started to filter through forcing these die-hard opposition supporters to question MDC/CCC leaders’ performance, especially on the critical task of stopping Zanu PF rigging elections. Sadly, the penny has not dropped and, probably, never will!

Democracy – government of the people, for the people and by the people – will only work if the said people are educated to at least understanding the big issues of the day and are diligent in holding those in positions of power and authority to account. Zimbabwe is a failed state and far from ever becoming a healthy and functioning democracy because most of our electorate are ignorant, naive and gullible.

So ignorant, naive and gullible some Zimbabwe consider Chamisa to be an infallible demigod and hence the reason they will never hold him to account for anything and are hostile to all who have dared to question his performance. It is tragic that anyone, even a half-shilling, should regard a mere mortal to be infallible especially one with a well documented track record of being corrupt and breathtakingly incompetent!

Zanu PF will never ever reform themselves out of office, it is naive to even suggest it. Chamisa and his CCC cronies will never push Zanu PF to implement any meaningful reforms; they had the golden opportunity to implement the reforms themselves during the GNU and they wasted it.

This leaves the ordinary Zimbabweans to instigate and drive for the implementation of democratic reforms. But how can they instigate something they do not even know! And so the hope that Zimbabwe will ever pulling itself out of this hell-on-earth we find ourselves in are slim. We are a failed state and a failed state we shall remain until we have an electorate with some common sense, at least! –

RE: VIDEO CIRCULATING ON SOCIAL MEDIA PLATFORMS.
On or about the 15th of January 2024, a video was captured by a lady whose identity has not yet been established/disclosed. In the video, allegations were made to the effect that Adela Contracting
(Private) Limited was extracting sewage water and distributing the same for purposes of profit to
residents.

The video captured the information of the company on the water bowser, as well as persons purporting to work for Adela. This video was published on various social media platforms, namely WhatsApp
and Facebook. As of the 16th of January 2024, certain news publications and tabloids had also
circulated the video, specifically Zimeye and Doc Dave.
We wish to clarify to the public the following:
1. Adela Contracting is a reputable plant-hire company in Zimbabwe.
2. Our core business is the supply and hire of plant equipment.
3. We do not distribute water for purposes of profit to private individuals or corporates, and
our company have never ventured in such business.
4. Adela Contracting was contracted by Runt Dutoit Property Developers, to supply plant and
equipment for the purposes of road construction in the Kambanji area, Greystone Park,
between Gaydon Drive and Maranzi.
5. In the area in which the video was taken runs a stream of freshwater that crosses Outspan
Drive.
6. The mandate of the private company was the diversion of the stream and drainage of any
surplus water that would interfere with the roadworks.
7. Due to the heavy rains that have been experienced over the past few weeks, a pool of
rainwater had accumulated by stream which pool needed to be diverted.
8. The water bowser captured in the video was draining water from the pool to enable further
development of the road.
9. The drained water was used for road compaction.
10. We would like to emphasize that this water is NOT sewage water.
11. Furthermore, the area itself does NOT have any sewer lines such that sewage water can be
found in the locality.
12. For emphasis, the water collected in the video was NOT distributed to residents or any
person whatsoever outside the locality.
13. ADELA CONTRACTING IS NOT AND HAS NEVER BEEN INVOLVED IN THE
DISTRIBUTION OF WATER FOR PROFIT OR CONSUMPTION OR HOUSEHOLD
USE.
The matter has been reported to the relevant authorities and efforts are underway to establish the
source of this information.

Pretoria- A 24-year-old “conman,” Nhlanhla Sizani, successfully deceived South Africa’s Police service by impersonating a United Nations (UN) diplomat during the 2021 local government elections. Sizani appeared in the Pretoria Magistrate’s Court on Tuesday, facing charges of fraud, forgery, and uttering.

The Directorate for Priority Crime Investigations, commonly known as the Hawks, revealed that Sizani submitted a fraudulent letter adorned with the United Nations insignia, requesting the South African Police Service (SAPS) escort to polling stations under the guise of a UN ambassador/diplomat.

Colonel Katlego Mogale, spokesperson for the Hawks, stated, “Sizani misrepresented himself, managing to secure an SAPS Diplomatic Police Unit escort to various polling stations as an observer during the elections.” However, investigations by the Hawks’ Crime Against the State within the Serious Organised Crime Investigation uncovered that Sizani was neither a UN ambassador nor an official observer.

Mogale emphasized the actual financial loss suffered by SAPS due to the misrepresentation. The United Nations confirmed that they had not requested the escort, exposing the extent of the conman’s deceit.

A neighbor shared, “He was a loving father. We’ve always been friends, and now that he’s gone, we don’t know what life will be.”Another neighbor expressed, “We’ve lost a good neighbor. We lived well, and now that he’s gone, there is a huge gap left.”

Colleagues at the national broadcaster, ZBC, spoke of Murombedzi’s humility and eagerness to learn, emphasizing the significant void he leaves behind.

Veteran broadcaster James Gora lamented, “Hector was a hardworking guy. He was humble and eager to learn. At ZBC, we have been robbed of a hard worker and team player.”Murombedzi’s professional journey at ZBC began in 1997 as a cameraperson before transitioning to the Radio News in English desk as a sub-editor. His dedication led him to the role of Mashonaland Central Province Bureau Chief within the Reporters’ Pool. Chiwenga Hunts Down Bedridden Ex-Wife

By Political Reporter- Vice President Constantino Chiwenga continues to press for the conviction of his bedridden ex-wife, Marry, by not withdrawing fraud and money laundering allegations against her. 

The case unfolded in a hospital where Marry has been admitted since January 11, 2024, with the proceedings observed from her hospital bed.

Unfortunately, news reporters were denied access to the hearing, but a High Court judge, Pisirayi Kwenda, arrived later to join the hearing, following Marry’s lawyer, Beatrice Mtetwa, and prosecutor Witness Mabhaudhi.

Mtetwa confirmed Marry’s serious illness, preventing her from standing trial, and stated that the matter had been postponed to February 14. 

The judge directed a government medical officer to prepare a medical report before the new hearing date.

Marry’s deteriorating health was emphasised by Mtetwa, who described her as constantly on heavy medication, with complications leading to a lack of blood circulation in both legs, similar to what happened to her amputated arm.

Fraud and Money Laundering Allegations:

Marry’s case, involving nearly US$1 million sent to China and South Africa in 2018, was moved to the High Court due to its complexity. 

Prosecutors allege that Marry used her drivers to transport $14,000 to China without proper procedures.

The accusations include instructing the managing director of her South African companies to create fake invoices for the purchase of goods, diverting funds to buy personal properties. 

Transactions involving CBZ and FNB accounts were flagged by the Zimbabwe Anti-Corruption Commission (ZACC), with seized properties by South African authorities.

Tshabangu In Desperate Bid To Save Harare Mayor, Six Others From Recall

By A Correspondent| Disgraced and self-styled Citizens Coalition for Change Secretary General Sengezo Tshabangu has reportedly countered the recall of Harare Mayor Jacob Mafume and six others by party leader Nelson Chamisa.

Tshabangu wrote to Local Government minister Winston Chitando instructing him to ignore Chamisa’s letter saying only his office had the mandate to effect recalls.

In his letter dated 16 January 2024, Tshabangu said he is the only CCC officer authorised to effect recalls and to communicate with public bodies.

He also indicated that a High Court provisional order interdicted him from effecting recalls pending the finalisation of the matter.

CCC challenged Tshabangu’s authority to recall legislators and councillors and the matter is still pending in court.

Tshabangu further advised Chitando to disregard the letters of recall until the pending matter is finalized.

Despite Mafume’s aspirations for a second term, succeeding Herbert Gomba, he was reportedly disappointed when Chamisa chose not to endorse his re-election after the August General Elections.

In addition to Mafume, six other councillors were dismissed for engaging in similar actions that contributed to internal party destabilization.

Recorded evidence from formation of the CCC in Jan 2022 shows that Biti has never at any time held such a position in the CCC, and events show that he (Biti) on multiple occasions sabotaged his own candidacy when he failed to act on information concerning a plot by his business contender Tendai Mashamanda (Mashwede) to for the shifting of electoral boundaries against him on 13 April 2023.

Biti also helped strengthen ZANU PF when he abandoned his own litigation against Emmerson Mnangagwa over his 2018 Zambia deportation that could have suffocated ZANU PF’s candidacy for the 2023 elections, a move that could have redefined the future of Zimbabwean politics.

Mafume had aligned himself with Biti’s People Democratic Party (PDP) following a fallout with the late Morgan Tsvangirai, a pro-democracy icon.

In a statement released on Monday, Mkwananzi characterized Tshabangu’s accusations as “utter hogwash” and described the same as desperate and feeble efforts to undermine the citizens’ struggle.

He stated, “I have spoken to Honorable Chibaya and state unequivocally that he did not make any threats to Tshabangu or anybody.”

Mnangagwa Aide Speaks On Working With Tshabangu 

By Political Reporter- President Emerson Mnangagwa’s top aide and the Minister of State for Midlands Provincial Affairs, Owen Mudha Ncube has opened up on Zanu PF’s relationship with the Citizens Coalition for Change (CCC) rebel, Sengezo Tshabangu.

Addressing Zanu PF party supporters during a campaign rally in Mbizo, Kwekwe, at the weekend, Ncube praised Tshabangu for recalling CCC elected members:

CCC councillors were removed by CCC interim secretary-general Sengezo Tshabangu and not ZANU PF, the reason being that CCC leader Nelson Chamisa imposed his councillors.

This means there is no democracy in CCC. The opposition party is a one-man band, a party without a constitution, no ideology and no structures.

They are sell-outs just to impress Western countries — America and Britain.

Tshabangu has recalled dozens of the party’s MPs and councillors since the August 2023 general elections and is believed to be working with Zanu PF. 

Chamisa Councillors Fired For Challenging Dictatorship

By- Four CCC councillors in Chikomba have been suspended by the local District Development Coordinator (DCC), Michael Mariga, for filing a High Court application to declare all council committees null.

Collen Zvarevashe (Ward11), Amos Reza (Ward 10), Felix Zhakata (Ward 9) and Ishmael Maukazuva (Ward 12) were suspended during a full council meeting at council offices yesterday.

“This note serves to inform you that this office is in sync of a High court order following the suing of council by four councillors. In view of that order you are being advised to stop calling for any council business the following councillors, Reza Amos, Collen Zvarevashe, Ishmael Maukazuva and Zhakata Felix. Business for the above mentioned will only resume after court settlement,” reads the letter.

The four Citizens Coalition for Change (CCC) councillors approached the High Court in Harare seeking an order to nullify all council committees on the basis that they were imposed by the council chairperson Israel Dhikinya without elections being conducted.

“This application is an application for a decelerator in terms of Section 14 of the High Court Act (Chapter 7: 06). Precisely the applicants are seeking to have this court declare the appointment of council committees by the 2nd respondent (Dhikinya) ultra vires the standing rules of the Rural District Council and a nullity.

“On the 20th of September 2023 a council meeting was held whose agenda was to elect office bearers of different committees in the council …The 2nd respondent after the meeting went away to his office and unilaterally without the input of council members announced names of all the elected committee members,” reads part of the application seen by The Mirror.

The quartet initially approached Chivhu Magistrates Court but withdrew the application after agreeing to resolve the matter in a full council meeting with Zanu PF councillors and the Chief Executive Officer (CEO) Bullen Chiwara.

Top Judge Denies Mnangagwa Ally Bail

By- High Court Judge Justice Benjamin Chikowero has denied former Finance Deputy Minister Terrence Mukupe, his bail pending appeal following his imprisonment for fuel smuggling in February 2017.

Mukupe was among a group of four people jailed for three years after importing over 138 000 litres of diesel into Zimbabwe without paying duty.

The fraud involves misrepresenting the fuel as in transit through Zimbabwe to the Democratic Republic of Congo.

Mukupe said the High Court had misdirected itself on the facts and evidence.

He claimed the court grossly misdirected itself by basing on circumstantial evidence where the inference of guilt was not the only reasonable inference to be drawn from the facts and evidence.

However, Justice Benjamin Chikowero, dismissed the appeal saying the application was without substance.

The Judge noted that even though Mukupe did not import the diesel, he unlawfully and intentionally connived to import and dodged payment of duty.

“I consider that all the grounds of appeal are without substance. I do not think that there is any real prospect of the court finding differently.

“The court explained why Mukupe is caught in the ambit of being an importer and why it was satisfied that he imported the diesel in question.
“Further, it must always be borne in mind that even if the court had not found that he did not import the diesel, it still made a finding that he unlawfully and intentionally, therefore, assisted in or was an accessory to or connived in the importation of the diesel without payment of duty thereon,” ruled Justice Chikowero.
He said Mukupe’s conviction was not based on circumstantial evidence.
“It is for these reasons that I take the view that the first ground of appeal is frivolous.
“The second ground of appeal not only attacks findings of fact, some of which were based on an assessment of the credibility of all those who testified at the trial, but is erroneous.
“The conviction was not based solely on circumstantial evidence. It rested on a combination of direct evidence and circumstantial evidence. “Consequently, there is not and can be no substance in the second, being an incorrect ground of appeal.”
Justice Chikowero said that even if he could be confident Mukupe wouldn’t abscond, “everything else is against him”.
“He failed to tip the scales in his favour. The application for bail pending appeal against conviction and sentence be and is dismissed.”
Mukupe and drivers, Sam Kapisoriso, Joseph Taderera and Leonard Mudzuto were jailed in November last year following their conviction.

Mnangagwa Speaks On Missing Air Ambulances 

By Health Reporter- Presidential spokesperson George Charamba has said that Russian-made air ambulances the government received last year have no pilots.

President Emmerson Mnangagwa received the helicopters from the Russian State Corporation (Rostec) at Robert Gabriel Mugabe International Airport in Harare on 19 May 2023.

The Herald the following day said that the country would have received at least 32 helicopters from Rostec under a public-private sector partnership agreement before the end of 2023.

However, eight months down the line, the helicopters are still grounded because the country doesn’t have trained pilots and technicians to fly them.

Responding to one Peter Mupondi who had asked why the helicopters were not airlifting patients to hospitals from accident scenes during the festive season, President Emmerson Mnangagwa’s spokesman George Charamba, said:

Survey Exposes Zimbabwe Republic Police Incompetence

In a recent survey conducted by AfroBarometer, alarming revelations have come to light regarding the lack of confidence citizens have in the Zimbabwe Republic Police.

The Citizens Coalition for Change has issued a statement, shedding light on the evident shortcomings in professionalism within the Zimbabwe Republic Police.

Zimbabweans hold high expectations for the police, anticipating that they will execute their duties with professionalism, impartiality, and integrity, all while upholding the rights of citizens.

However, the AfroBarometer survey paints a starkly different picture, revealing a disconcerting level of incompetence within the force.

One of the key issues highlighted in the survey is the financial strain faced by police officers, who are currently underpaid and subjected to abuse by the regime in Harare.

This dire situation not only affects the officers personally but also raises concerns about the potential impact on their ability to perform their duties effectively and ethically.

The survey findings underscore the urgent need for reforms within the Zimbabwe Republic Police.

The Citizens Coalition for Change, led by President Nelson Chamisa, envisions a New Great Zimbabwe where law enforcement is characterized by fairness, respect, and dedication to duty.

President Chamisa pledges to address the systemic issues plaguing the police force, starting with fair and competitive salaries that reflect the sacrifices officers make in safeguarding their communities.

In President Chamisa’s vision for Zimbabwe, the police will enjoy the freedom to carry out their constitutional duties without interference or abuse from higher authorities.

This commitment is essential to restoring public trust and ensuring that law enforcement operates independently, maintaining the highest standards of professionalism.

Furthermore, the Citizens Coalition for Change advocates for a police force that is dedicated to serving everyone without fear or favour.

This implies a departure from the reported instances of partiality and an earnest effort to uphold the principles of justice for all citizens, irrespective of their background or affiliations.

The call for change resonates not only with the survey results but also with the collective aspirations of a nation yearning for a trustworthy and efficient law enforcement agency.

Mnangagwa In Plot To Kill Opposition Supporters Softly

However, a venomous undercurrent taints these benevolent endeavors.

Traditional leaders, entwined with Zanu PF hardliners, have clandestinely decreed that sustenance would be withheld from those openly supporting President Nelson Chamisa’s Citizens Coalition for Change (CCC).

A cruel form of discrimination unfolded, as those in need are divided not by hunger but by political allegiance.

Human rights defenders, their voices echoing through the corridors of justice, have vehemently condemned this selective distribution.

The very essence of humanitarian aid has been tarnished, as the basic right to sustenance became entangled in the web of political plotting.

In the face of adversity, the CCC supporters find themselves grappling not only with the merciless grip of drought but also with the insidious designs of those wielding power.

The struggle for survival transcends the challenges posed by nature; it becomes a battle against a calculated and heartless attempt to silence dissent through hunger.

As the community awaits relief, a somber tension hangs in the air.

The plot to kill CCC supporters softly has thrust Gutu Central into a perilous dance between political allegiance and the basic human right to nourishment.

Nobody Wants To Kill Tshabangu – CCC

The recent statement by Sengezo Tshabangu, alleging death threats from Honorable Amos Chibaya of the Citizens Coalition for Change (CCC), has been vehemently dismissed by CCC spokesperson Promise Mkwananzi.

In a statement released on Monday, Mkwananzi characterized Tshabangu’s accusations as “utter hogwash” and described the same as desperate and feeble efforts to undermine the citizens’ struggle.

Mkwananzi not only refuted the allegations but also emphasized the questionable motives behind Tshabangu’s claims.

He stated, “I have spoken to Honorable Chibaya and state unequivocally that he did not make any threats to Tshabangu or anybody.”

This robust denial seeks to quell any potential controversy surrounding the CCC and its representative, aiming to maintain the party’s integrity amid the upcoming February 3rd by-elections.

Tshabangu, in his public statement, portrayed the alleged threats as an attempt to intimidate him.

He asserted, “Yesterday I received some death threats from this young man Amos Chibaya.

I wish I could tell him that I’m a well-tried and tested politician who doesn’t fear anything whatsoever.”

Tshabangu’s response appears defiant, attempting to downplay the severity of the alleged threats and projecting resilience in the face of adversity.

Mkwananzi, however, dismissed Tshabangu’s narrative as part of a broader strategy to tarnish both the individual’s and the party’s image leading up to the crucial by-elections.

The CCC spokesperson urged the public to “disregard the falsehoods” and perceive them as nothing more than desperate attempts to create disarray within the political landscape.

ZLHR Jolts Parliament Into Action Over Complaints Commission

By A Correspondent| Parliament has called on members of the public to nominate suitable persons to be considered for appointment to serve as Commissioners on the Zimbabwe Independent Complaints Commission (ZICC), which will be tasked with probing complaints from aggrieved members of the public about misconduct on the part of members of the security services.

On Friday 12 January 2024, Parliament’s Committee on Standing Rules and Orders (CSRO) called on the public to nominate persons to serve as Commissioners of ZICC and set 31 January 2024 as the date when submission of nominations will close.

Among its functions, the ZICC will be tasked with investigating any complaints filed against delinquent members of the security services in the discharge or purported discharge of their duties and to inspect any facilities under the control of any security service, where persons are detained among other duties.

The move by Parliament to call for nominations for the appointment of ZICC Commissioners came after it was sued by Hon. Takudzwa Ngadziore, a legislator for the opposition Citizens Coalition for Change (CCC) political party, who on 5 December 2023 filed a constitutional application at the Constitutional Court, to consider the failure by Parliament to fulfil its constitutional obligations to facilitate the appointment of Commissioners to ZICC.

In the application, Hon. Ngadziore, who was represented by Kossam Ncube of Zimbabwe Lawyers for Human Rights (ZLHR), argued that Parliament failed to fulfill its constitutional obligations as enunciated in section 237(1)(a-e) of the Constitution in respect of the procedural steps it is mandated to implement in order to facilitate the process of appointment of members of ZICC by President Emmerson Mnangagwa.

The opposition legislator argued that Parliament had failed to protect the Constitution and promote democratic governance in Zimbabwe.

He asked the Constitutional Court to remedy Parliament’s constitutional failures by complying with and discharging its mandate as required of it in terms of the provisions of the Constitution and to in a period of two months, submit a list of nominees to be considered for appointment as Commissioners of ZICC by President Mnangagwa.

Hon. Ngadziore also asked the Constitutional Court to order President Mnangagwa to appoint members of ZICC within 10 days of submission of the list of nominees to him by Parliament.

In response to Hon. Ngadziore’s petition, Speaker of Parliament Hon. Jacob Mudenda, opposed the application arguing that Parliament had not failed to fulfill its constitutional obligations.

Hon. Mudenda argued that Parliament was seized with other pressing business, which required its immediate attention.

Hon. Mudenda also contended that Parliament’s business was disrupted in 2023 as it was an electoral year, which saw many petitions being filed against it related to electoral issues.

The matter is yet to be set down for hearing at the Constitutional Court.

Earlier on, ZLHR had in November 2023 given President Mnangagwa an ultimatum lasting up to 30 November 2023, to ensure that he complies with the provisions of the Constitution by appointing Commissioners of ZICC.

In a letter written to President Mnangagwa by Ncube on behalf of Nesbert Munyuki, a Harare resident, the human rights lawyer protested that President Mnangagwa had spent more than one year since the enactment of the Independent Complaints Commission Act in October 2022, without appointing ZICC Commissioners as required by section 6 of the Independent Complaints Commission Act.

This failure and the delay to appoint ZICC Commissioners, Ncube said, rendered the essence of the protection of members of the public as provided for in section 210 of the Constitution nugatory, as the complaints mechanism was compromised by the fact that President Mnangagwa’s Office had not fulfilled its statutory mandate of appointing Commissioners to deal with complaints filed against delinquent members of the security services.
