Zimbabwe Elections Are Game Of Thuggery And Violence” – Our Fault, “Kurumwa Nechokuchera!

By Patrick Guramatunhu| “Our peace activists say each time an election date is announced, fear grips the communities.

This is not how things must be. Elections must bring joy to citizens that they now have an opportunity again to have their say in how the country is run. In Zimbabwe it brings fear because violence is assured,” stated a ZimRights report.

“Our politics is now an art of war. What political party you support determines if you are going to have access to food and participate in the economy, among other things.

“This state of war is the main reason citizens are withdrawing from public life and women are no longer interested in participating in politics. It has become a game of thuggery.

Without the nerve to violate other people’s rights, you can’t participate in our politics.”
The ZimRight report is aptly titled “Zimbabwe on the Brink: Living in Fragile Peace”.

Sadly, what the report failed to say is this is all self-inflicted. “Kurumwa nechokuchera!” as one would say in Shona!

Of course, we Zimbabweans are responsible for the economic and political mess we find ourselves stuck in.

The late Robert Mugabe and his Zanu PF thugs dragged us into this mess. 42 years of gross mismanagement, rampant corruption and rank lawlessness have left the country in economic ruins and a pariah state no one would want to do business with.

Now also late Morgan Tsvangirai and his MDC fiends had many golden opportunities, notably during the 2008 to 2013 GNU, to implement the democratic reforms which would have ended the Zanu PF dictatorship.

They have not only failed to implement even one token reform but to add insult to injury, they have been participating in these flawed and violent elections to give the Zanu PF regime legitimacy thus perpetuating the Zanu PF dictatorship.

And we, the people, have played our part in this tragedy in failing to stop the Zanu PF dictatorship juggernaut and failing to supervise the corrupt and incompetent MDC.

It is unforgivable that even now with the benefit of hindsight many Zimbabweans out there still have no clue the primary purpose of the GNU was to implement the democratic reforms much less that MDC leaders sold out by failing to implement even one reform.
Indeed, the reason why many Zimbabweans believe in Nelson Chamisa’s oxymoronic nonsense of “winning blatantly rigged elections” stems from their initial failure to recognise MDC leaders for the corrupt, incompetent and sell outs after the GNU.

It is a universally accepted rule of thumb, that nations get the government they deserve. We, in Zimbabwe, have certainly done nothing to deserve anything better than this corrupt, tyrannical and vote rigging Zanu PF dictatorship complete with the coterie, 130 at the last count, of corrupt and utterly useless opposition parties.

Zimbabwe is an independent nation and as of 18 April 1980, we are, per se, masters of our own destiny, masters of our own ship. We had the potential to become the “South Korea of Africa” as Japanese scholar and writer, Ken Yamamoto once noted.

We have become a quintessential failed state, a pariah state, with a filthy rich ruling elite riding roughshod over the filthy poor majority denying them a meaningful say in the governance of the country and even the right to life.

At the heart of Zimbabwe’s economic and political mess is the failure to hold free, fair and credible elections. Of course, Zanu PF does not have the right to rig elections it has blatantly rigged elections since 2013 only because MDC failed to implement the reforms and has participated in flawed elections to give Zanu PF legitimacy.

It is for the ordinary people of Zimbabwe to wake up to the political reality that MDC/CCC leaders are sell outs and stop following the party into this insanity of participating in flawed elections to give Zanu PF legitimacy.

Deny CCC political credibility and the party’s participation in the flawed elections will not give Zanu PF legitimacy.

We, the ordinary Zimbabwean, can neither stop Zanu PF going ahead with these flawed and violent 2023 elections nor can we stop Nelson Chamisa and his fiendish CCC participating out of selfish greed.

What we can do is deny CCC political credibility and deny Zanu PF political legitimacy.

Caps United End Winless Run

FC Platinum moved to the top of the Castle Lager Premiership table following their convincing victory over Chicken Inn on Saturday.

The Platinum Boys cruised to a 3-0 win at Luveve Stadium, thanks to some top-class first-half performance.

The visitors opened the scoring as early as in the second minute through Walter Musona’s effort. The goal came as a result of poor defending by the Gamecocks.

Musona continued to create more trouble, and he completed his brace at the half-hour mark.

Nomore Chinyere added another one to make it three for the visitors before halftime.

The hosts never showed any real intentions to come back into the game and finished the entire second half chasing shadows.

The game ended with FC Platinum claiming the victory to move two points ahead of the now-second-placed Chicken Inn.

In Harare, CAPS United ended a seven-match winless streak with a 2-1 victory over Harare City.

The Green Machine picked the win courtesy of William Manondo’s brace.

The forward opened the scoring in the 17th minute before completing his brace from the spot in minute 52.

City got their consolation just after the hour through Zorodzai Semure.

In another Castle Lager Premiership match played on Saturday, Black Rhinos edged ten-man Herentals 2-1.

The Students finished the game with a man short following Tinotenda Benza’s straight red card for an off-the-ball incident.- Soccer 24 Zimbabwe

FIFA Introduces New Refereeing Technology

FIFA has announced that semi-automated offside technology will be used at the World Cup 2022 in Qatar starting on 21 November.

The limb-tracking system-based technology will speed up decision-making around marginal offside calls, easing pressure on the VAR.

The semi-automated offside system was developed with various partners, including Adidas, the Working Group for Innovation Excellence and other technology providers.

The new system relies on unique cameras attached to the roofs of stadiums and creates a 3D animated skeleton of players through 29 data points for each player. The feed is assessed 50 times per second to ensure decisions are correct.

Adidas’ official match ball for Qatar 2022 will have an inertial measurement unit (IMU) sensor that aids the camera feed. This sensor, positioned in the centre of the ball, sends ball data to the video operation room 500 times per second, allowing a precise detection of the kick point.

If an attacking player is offside, the tracking system alerts the VAR operator within half a second to validate the proposed decision by manually checking the automatically selected kick point and the automatically created offside line.

After validation, the centre referee receives a message and can blow if he agrees the attacker was interfering with the play.

The 3D animation from the feed will then be shown on the giant screens in the stadium and will also be available to FIFA’s broadcast partners for TV and stream feed.

The workflow of semi-automated offside technology and the connected ball technology have been successfully trialled at numerous test events and live at FIFA tournaments, including the FIFA Arab Cup 2021 and the FIFA Club World Cup 2021.- Soccer 24 Zimbabwe

What Is Mental Health And Psychosocial Support?

Climate change poses serious risks to mental health and well-being, concludes a new WHO policy brief, launched today at the Stockholm+50 conference.

The Organization is therefore urging countries to include mental health support in their response to the climate crisis, citing examples where a few pioneering countries have done this effectively.

The findings concur with a recent report by the Intergovernmental Panel on Climate Change (IPCC), published in February this year. The IPPC revealed that rapidly increasing climate change poses a rising threat to mental health and psychosocial well-being; from emotional distress to anxiety, depression, grief, and suicidal behavior.

“The impacts of climate change are increasingly part of our daily lives, and there is very little dedicated mental health support available for people and communities dealing with climate-related hazards and long-term risk,” said Dr Maria Neira, Director of the Department of Environment, Climate Change and Health at WHO.

The mental health impacts of climate change are unequally distributed with certain groups disproportionately affected depending on factors such as socioeconomic status, gender and age. However, it is clear that climate change affects many of the social determinants that are already leading to massive mental health burdens globally. A 2021 WHO survey of 95 countries found that only 9 have thus far included mental health and psychosocial support in their national health and climate change plans.

“The impact of climate change is compounding the already extremely challenging situation for mental health and mental health services globally. There are nearly 1 billion people living with mental health conditions, yet in low- and middle-income countries, 3 out of 4 do not have access to needed services” said Dévora Kestel, Director of the Department of Mental Health and Substance Abuse at WHO. “By ramping up mental health and psychosocial support within disaster risk reduction and climate action, countries can do more to help protect those most at risk.”

The new WHO policy brief recommends five important approaches for governments to address the mental health impacts of climate change:

integrate climate considerations with mental health programmes;
integrate mental health support with climate action;
build upon global commitments;
develop community-based approaches to reduce vulnerabilities; and
close the large funding gap that exists for mental health and psychosocial support.
“WHO’s Member States have made it very clear mental health is a priority for them. We are working closely with countries to protect people’s physical and mental health from climate threats,” said Dr Diarmid Campbell-Lendrum, WHO climate lead, and an IPCC lead author.

Some good examples exist of how this can be done such as in the Philippines, which has rebuilt and improved its mental health services after the impact of Typhoon Haiyan in 2013 or in India, where a national project has scaled up disaster risk reduction in the country while also preparing cities to respond to climate risks and address mental health and psychosocial needs.

The Stockholm Conference commemorates the 50th anniversary of the UN Conference on the Human Environment and recognizes the importance of environmental determinants for both physical and mental health.

Note to editors

WHO defines mental health as “a state of well-being in which every individual realizes his or her own potential, can cope with the stresses of life, can work productively and fruitfully and is able to make a contribution to her or his community”.

WHO defines mental health and psychosocial support (MHPSS) as “any type of local or outside support that aims to protect or promote psychosocial well-being and/or prevent or treat mental disorder”.

Zanu PF Activist Dies During Hardcore S*x With Married Woman

MASVINGO – A Zanu PF youth officer’s decomposing body was found in a room at Dewure Ministry of Transport and Infrastructure Development Camp in Gutu where he died during sex with a married woman.

Justice Garainesu Mawadze at the High Court in Masvingo was told that Pretty Mbikiza (33) ran away after realising that Owen Munyanyi (36) was dead after a steamy sex encounter on May 10, 2021.

The State charged Mbikiza with the murder of her boyfriend Munyanyi. Justice Mawadze after hearing the case however, acquitted her and agreed with her evidence that Munyanyi suddenly felt hot after sex and died immediately afterwards.

It is the State case that Munyanyi and Mbikiza are both married and they stayed in the same village at Noodle Farm, Gutu. Meanwhile Munyanyi was a youth officer who was stationed at the Ministry of Transport Camp located near Dewure River in Gutu.

Mbikiza and her husband used to do piece jobs at Munyanyi’s homestead because he had the means as he was gainfully employed. The court was told that Mbikiza was a friend to Munyanyi’s sister-in-law (brother’s wife) Ratidzai Munyanyi and the latter enticed Mbikiza to fall in love with Munyanyi for financial gain.

Mbikiza told the court that she eventually agreed after a lot of persuasion from Ratidzai who became the go-between who regularly provided a room for the two to have sex at her homestead. All communication between Mbikiza and Munyanyi went through Ratidzai because the former could not communicate directly with Mbikiza as she shared her phone with her husband.

On the fateful day Ratidzai convinced the lovebirds to have more days to themselves and they boarded a bus and went to Dewure where Munyanyi worked. Mbikiza left home on the guise that she was visiting her aunt in Mushayavanhu, Gutu. At Dewure they went to Dewure Business Center which is close to the camp and spend a few hours before they went to the camp.

On arrival they immediately engaged in sex but after a steamy encounter both of them started feeling ‘very hot’. The accused rushed to get a bucket and bathed to cool herself. The deceased asked for the wet towel to place on his chest but died as he was pressing hard the towel on him.

Confused, Mbikiza left immediately and called Ratidzai about what had happened and Ratidzai pressured her not to tell anyone.

The body was discovered a week later and a postmortem by Dr Godfrey Zimbwa of Masvingo Provincial Hospital established that Munyanyi suffered internal bleeding before he died and hence suspected foul play. Munyanyi was buried and Police later picked information that the deceased was last seen at the business center with a woman.

They arrested Mbikiza who was ‘singing’ in court and said everything that happened despite Ratidzai remaining evasive.

Justice Mawadze saw no motive for Mbikiza to kill her boyfriend and described her as a credible source who said everything that happened. He however, said that this was a complex case.https://masvingomirror.com/

Holy Ten’s Girlfriend Caught In The Act, Bribing Voters For ZANU PF At UZ

By A Correspondent | The musician Holy Ten’s girlfriend, Kiki, was during the week, caught bribing voters for ZANU PF during the just ended SRC (student representative council) elections at the University of Zimbabwe, multiple reports confirm.

The “I’ve been acting like zvese zviriBho” co-singer, whose real name is Kimberley Richard, was one of those found engaged in the criminal toil of distributing food to 2,000 students so that they can vote for ZANU PF. In the end, ZANU PF’s ZICOSU only managed less than 1,000 votes. The nation’s largest students uninion, ZINASU’s Alan Chipoyi won the presidency with more than 2,000 votes.

“I was disappointed to see Holy Ten’s girlfriend @kikie_x supporting ZANU-PF at UZ on Friday,” wrote ZINASU’s Legal Secretary Boris Muguti.

Muguti continued saying, “She worked tirelessly, distributed food and T-shirts encouraging students to vote for ZANU-PF(ZICOSU) candidates. Such artists should face the wrath of the citizens. Abasha regime enablers!”

ZimEye was at pains to get a comment from Kiki, real name Kimberley Richard, at the time of writing.

Over US$300k Frozen In Local Bank Account

By A Correspondent- A Harare man has had some US$300 000 frozen in a local bank after he failed to reveal the identity of the originator of funds as required under the Money Laundering and Proceeds of Crime Act (Chapter 9:24).

The law empowers authorities to identify, freeze, seize and eventually confiscate proceeds of all serious crimes and terrorist acts.

Meshack Mudyariwa approached the High Court seeking to have NMB bank unfreeze the money that was deposited into his account in March last year.

Mudyariwa failed to explain the source of the funds prompting NMB to freeze his account in line with the law after realising that it could have been laundered.

The matter has since been reported to the Financial Intelligence Unit of the Reserve Bank of Zimbabwe and the police.

In his application at the High Court, Mudyariwa insisted that NMB Bank was holding his money for no reason, saying the money was legitimate.

However, High Court judge, Justice Jacob Manzunzu, last week ruled the money should remain frozen, saying Mudyariwa had failed to reveal its source. Said the judge:

It will be self-defeating for the respondent while making efforts to comply with the law, to take no action to freeze the account.

What that would practically mean is that the applicant would withdraw all the money, irrespective of the outcome of the investigations.

The matter has been reported to the Intelligence Unit and the police and is said to be under investigation.

It will be inappropriate at this stage to order the respondent to unfreeze the account.

In any event, while the applicant has shown a clear right over the account, and the possible injury he will suffer, he has not shown the absence of an alternative remedy.

An alternative remedy lay with the applicant for the review of the decision taken by the respondent.

Such a remedy gives him similar protection. In any event, had the applicant assisted with the identity of the originator of funds as required by the Act, that will stand as an alternative remedy.

Cameras Are The Solution!

By Kudzai Jacob Mutisi| It is a fact most Zimbabwe’s lack civil sense, when it comes to road usage, on our roads we go by our self-concocted guidelines.

Many make their own lanes or try to squeeze through congestion due to sudden increase in motor vehicles.

Taking care of ever-increasing and complex traffic situations is a challenge for many of Zimbabwe’s major cities, especially Harare.  Zimbabwe’s rising car ownership and urban sprawl continue to put pressure on our roads, leading to some worrying trends.

The Harare city centre should now be considered the world’s most dangerous city and how our harare drivers are meandering in our streets.

With heavy fines as high as US$263 by the Harare Municipal police, Harare’s latest attempt to crack down on the general lawlessness on its potholed, traffic-choked roads has shown some initial results, but there is a need make lasting solutions, which included the good old days of ticketing by Zimbabwe Republic Police (ZRP) traffic officers who use to carry the popular Z69 which was the on the spot fine book or the “form 265” which required you to pay your fine within seven days of being issued with a traffic ticket for a traffic offence.

Above that we should however, say thank you to smart and intelligent video solutions that are being used the world over, our government, law enforcement agencies and citizens can address these driving-associated stressors head on.

Today’s advancement in technology can provide Artificial intelligence (AI) powered smart video cameras that can enforce speed limits, safer driving at intersections, emergency response, alleviating traffic congestion and record bad drivers and traffic offenders.Smart video cameras can be set up at roadsides to record the speed of vehicles and keep speeding under control.

These cameras ensure that drivers keep within permitted speed limits, making traffic safer and reducing the possibility of road accidents. Using radar technology, smart video cameras can calculate the average speed between two points along the road or at the location of a camera.

The speed data is associated with each detected licence, and sent to traffic units who can respond immediately.

In other cases, the licence plate number of a speed-violating vehicle is registered, and several weeks later the license plate holder will receive a fine by mail or by SMS on their cellular phone.

Intersections are often scenes of collision owing to driver negligence and recklessness, which is why it is an important location to be considered for smart video solutions.

Modern technology makes it possible to monitor driving behaviour in real time.

This includes drivers driving through red traffic lights, making a U-turn in the middle of the intersection, travelling the wrong way, or using the shoulder to bypass traffic.

With modern technology there has to be a technological connection between law enforcement agencies, emergency response service providers and paramedics.

The sooner emergency responders arrive at the scene of an accident, the lower the risk of fatalities. Smart videos have an automatic incident detection delivery system which allows for rapid response to emergencies, whether motorists require the police, fire service, or paramedics.

By analysing live video streams, information about accidents and traffic violations can be obtained in real time and flagged via  an instant alert to the city’s traffic control centre so that help can be dispatched.

There are now 1,5 million vehicles that traverse the streets of Harare’s central business district on a daily basis according to information availed by the Central Registry Vehicle, Local Government and Public Works Minister July Moyo has said in 2021.

The road network for Harare was built for only a maximum of 200,000 vehicles and the city is now prone to constant traffic congestion and unnecessary jams.

With smart Video analytics provided these can help identify roads and locations where congestion is most likely to occur.

This helps city authorities determine if the area would benefit from traffic management schemes. Vehicles are counted and classified in real time and the data is compiled into heat maps and dashboards so that cities can take practical steps toward traffic relief.

As long as there are bad drivers, car accidents, traffic congestion, and risky driving behaviours, there is room to improve road conditions.

Smart video cameras, combined with intelligent analytics, can allow the government, law enforcement agencies and citizens to make rapid advancements toward a safer and better driving experience for motorists.

By introducing the smart video cameras on Zimbabwe’s road and re-introducing the “form 265” issued by both the municipal police and the Zimbabwe Republic Police will bring sanity on Zimbabwe’s road

Zim Man Shot Dead In Front Of Own Son

By A Correspondent- A Zimbabwean man was reportedly shot dead by armed robbers in Pietermaritzburg, South Africa, on Wednesday at around 3.30 pm.

Four unknown men, two of whom had their faces covered, allegedly stormed into Mathew Madukufamba’s (50) home and demanded money.

Madukufamba, who was a welder by profession, handed over his keys to the suspects who then shot him in the presence of his wife and a 21-year-old son

The son, Michael Nyoka, said he was working outside and had his earphones on. He said:

Two of the suspects went inside the house and the others were with me outside.

They pulled me away and told me to come with them to get the car keys.

They took my cell phone. When we got to the house, they told us to lie down.

I heard gunshots being fired. When I checked, they had shot my father.

After I heard the gunshots, I was trying to go and get help from the neighbours, but the suspects saw me and one of the suspects who had a gun tried to shoot me, but he missed.

He then grabbed me and asked me where I was going. He demanded more money and I gave him the only R300 I had on me.

They also told my mother to give them money and she gave them R400.

The robbers took two flat-screen televisions and cell phones which they loaded into a backup vehicle.

Nyoka said he ran to call his uncle but when they returned, his father had already passed away.

Madukufamba’s brother, Thomas Nyoka, said they suspect the now-deceased knew one of the attackers who had their faces covered, and that is why they killed him. He said:

The suspects did this intentionally. They must have known enough about our family to pull this off.

How can you just barge into a man’s house in broad daylight and do as you please?

This is heart-breaking since he was the oldest in the family.

As things stand, we don’t know where to start picking up the pieces.

We still can’t believe he is gone. We fear for our lives, but all we need to do is to be strong and allow ourselves to heal from what happened.

You can run, but when it’s your time there’s nothing you can do to change that. We want justice now.

Ward councillor Sibongumusa Zuma said they always ask themselves why criminals proceed to kill victims even after the victims have co-operated with them.

“Let’s Complete The Puzzle In 2023”: Dr Khupe

By A Correspondent- Former Deputy Prime Minister, Thokozani Khupe, has urged Zimbabweans to rally behind the Nelson Chamisa-led Citizens Coalition for Change (CCC) in the 2023 general elections, saying the opposition party is “the only game in town”.

Khupe made the remarks recently while addressing CCC supporters during the by-election victory celebrations for Nkulumane legislator Kucaca Phulu in Bulawayo. Khupe said:

We are also proud of our party, CCC, in that on March 26, it contested polls when it was just two months old but it clobbered a party which had been in existence for five decades.

Out of the 28 parliamentary seats, CCC got 19 and ZANU-PF got only nine. Out of 105 Council seats, CCC won 75 and ZANU-PF got only 22. This shows that CCC is the only game in town.

Khupe challenged voters to vote for CCC in large numbers to ensure that the party forms the next government. She said:

What is also important is that yes, we went to vote on March 26 and voted in our MP, (Kucaca) Phulu, and voted in our councillor (Earnest) Rafamoyo, what remains is that the puzzle is not complete.

Come 2023 we must complete the puzzle. The puzzle is only going to be completed when Chamisa goes to the State House.

For now, if Phulu goes to Parliament to represent you, who will he talk to since his president is not at the State House?

The same applies to Rafamoyo, even if he goes to Council, who will he talk to since his president is not at the State House?

Badala, come 2023 as Nkulumane we must generate more than 25, 000 votes for Chamisa to go to the State House.

Man’s Privates Mauled By Police Dog

By A Correspondent- A Beitbridge man is lucky to be alive after he was mauled by a police dog which bit his private parts last Thursday.

Police did not send to hospital the badly injured Proterge Kwangware despite the law stating he should be treated for dog bites even if the police dog is vaccinated.

The incident happened a few months after the Zimbabwe Republic Police paid a whopping $2 million to another Beitbridge resident, who was mauled by dogs in 2021.

For Kwangware, a known habitual criminal, what started as a public fight between him and one Energy Chisora in Dulivhadzimo Township ended with an entire Beitbridge Urban Police Station hunting him down in a mission to avenge.

Kwangware was having an altercation with a friend identified as Bright Mapfumo when an off-duty policeman Chisora in his civilian attire, who appeared just as a passerby, started filming with his mobile phone.

Agitated by the action Kwangware slapped Chisora who retaliated and the two started exchanging blows.

Chisora hit Kwangware with a stone but he realised he was on the receiving end and sprinted to his car with Kwangware hot on his heels.

Sensing a further beating Chisora then produced his police identity card and Kwangware let go and the fight ended.

Some four days later Kwangware said he was in bed with his wife when police kicked open his door and unleashed their dog, which mauled him all over body and his manhood.

“I was in bed and did not resist. I was at their mercy but they let their dog have a go at me.

“They failed to control it and it even bit my privates,” Kwangware told resident magistrate Takudzwa Gwazemba as he successfully applied for bail on Friday.

“It bit me all over and they failed to control it. I held it’s jaws apart to avoid further harm.”

Prosecutor Pithey Magumula had opposed bail saying Kwangware was likely to commit other offences since he had a pending case and had just finished a community service sentence.

He faces an assault charge for allegedly beating his friend and malicious damage to property for allegedly damaging Chisora’s car during their fight.

But Gwazemba ruled that he will be admitted to $10 000 to allow him treatment he was denied by police.

Kwangware was asked to come back to court on June 14.-standard

Gvt Clears Air On Compulsory Forex Exam Fees

By A Correspondent- Schools that are pegging examination fees exclusively in foreign currency are flouting regulations set by the Zimbabwe School Examinations Council (Zimsec), as parents and guardians are allowed to make payment using any of the currencies  in use in the country.

Following the announcement that examination fees for this year will be pegged in USD, payable in the local currency equivalent, some schools around the country have been reportedly demanding payment exclusively in hard currency.

According to Zimsec, Grade Seven examination fees will be US$30 for all the subjects, Ordinary Level fees were pegged at US$11 per subject for candidates in public, local authorities-run, and non-profit making schools with the Government paying a subsidy of US$24 while those in private schools and colleges fork out US$24 per subject.

Advanced Level candidates in public and local authority-run schools will pay US$22 per subject with the Government contributing US$26 in subsidy.

Private schools and college candidates shall pay US$48 per subject.

In an interview with Sunday News, Zimsec spokesperson Ms Nicky Dlamini said they had received complaints from parents around the country, as some schools had notified them that they would be accepting USD payments only. Payment of examination fees is supposed to take place between 22 and 29 July.

“Schools cannot force parents to pay in foreign currency. That is not allowed and therefore against the regulations. We have received reports of schools doing this and they are being reprimanded accordingly.

This is where parents have to step up and play a watchdog role so they can alert us when schools are flouting the rules ku and asking them to pay in forex,” she said.

Ms Dlamini said Zimsec had given the go ahead for schools to receive payments in foreign currency for schools that applied, particularly those around border towns who requested for a waiver allowing them to deal in forex.

“After we made the announcement that parents can pay the examination fees at the interbank rate equivalent of the quoted USD amounts, we received a letter from schools in areas like Beitbridge and Lower Chiredzi asking for a waiver that would allow them to pay in hard currency. This is because parents in those areas, use foreign currency on a daily basis and it would be a bit hard for them to get access to RTGS to pay the fees.

So, we have now resolved to allow parents to pay in whatever currency they have access to at that particular time. If they have rands or RTGS they can pay the equivalent of the fee that was gazetted,” she said.

Ms Dlamini said following the new announcement that had officialised the use of foreign currency, schools that collect the money in foreign currency must also remit the same to the examination body.

“So, schools can accept all currencies and we made this regulation in light of the monetary policy resolutions that have been announced by Government recently. However, it is important for schools to also note that, when they receive foreign currency, whether it’s USD or rands, they also have to receipt and also remit to Zimsec in that currency.

We will not allow a situation where schools accept foreign currency from parents but want to remit RTGS. Schools that attempt to do that will be reprimanded and punished,” she said.

Ms Dlamini said that the rate used for registration fees will be announced on 22 July, as a cushion against inflation.

“Since the interbank rate changes weekly, we will announce the rate that will be used. It will be a blanket rate that will apply to all schools. From 22 July to 29 July, we will hold that rate and it will not change so as to allow all parents to pay in an equitable way,” she said.

Ms Dlamini said Zimsec had also received reports of schools setting their own deadlines for payment of exam fees. This, she said, was illegal and against Zimsec regulations.

“We have also heard of schools setting their own deadlines for the payment of fees and we want to make it clear that it is not allowed. Some schools might perhaps say they want to end payments on 25 or 26 July for administration purposes so they remit to Zimsec and that may be understandable, but they have a month to do that.

It is also important to note that registration is not the same as payment. Schools have been allowed to register pupils while they wait for payment which is forthcoming.

Registration serves as a way of helping schools determine just how many pupils, they can expect payment from,” she said.

Police Disrupt Nkomo Commemoration Gathering

By-Police in Bulawayo on Saturday stopped members of the ZPRA Veterans Association from marching in commemoration of the death of the late Vice President Joshua Nkomo.

The police ordered the war veterans to take off their yellow T-shirts branded with their name and logo.

The war veterans had planned to march from Masotsha Avenue and end at the Joshua Mqabuko Nkomo statue to commemorate the legacy of the late nationalist and former Vice President who died on 1 July 1999.

The former freedom fighters were stopped by police at Third Avenue and Joshua Mqabuko allegedly because they were conducting an illegal demonstration.

The police claimed their activity was politically motivated and influenced by a certain political party, which also features the yellow colour.

ZPRA Veterans Association Secretary-General, Petros Sibanda, told police that the yellow colour had always been their branding since ZAPU’s inception in 1961.

Sibanda added the Officer Commanding Bulawayo District (the Dispol) had granted them permission to march.

However, police officers on the ground ordered all of them to remove their yellow t-shirts and stop the march.

ZPRA Veterans Association Spokesperson, Buster Magwizi, said the step taken by the police was ‘grossly unfair’. He said:

I am not a coward but we obey the law as Zimbabweans but as ZPRA veterans we no longer have any rights, which have been taken away from us.

The right to demonstrate is a right but here we were not demonstrating but commemorating the day our Commander in Chief passed on.

I sympathise with you a lot because we no longer have freedom in this country anymore if we were ordered to remove our t-shirts and likened to a political party.

We are not a political party and we wore this so that we can be identified in the melee of things. Now how can we do so when we don’t have our own insignia.

It’s very bad in any case, we die the moment we stop talking about things that concern ourselves. If you are not aware you will not be able to do anything else.

Magwizi told CITE that after the event, police revealed that they were also instructed to make sure the veterans removed their yellow t-shirts as that colour was associated with the opposition CCC.

Mliswa: Govt’s Lost Emancipation To Pleasing Foreigners | FULL TEXT

This is an abridged version of Parliamentary proceedings with a bias towards matters specific to Norton and its representative.

PARLIAMENT OF
ZIMBABWE
Tuesday, 21st June, 2022

The National Assembly met at a Quarter-past Two O’clock p.m.

Hon. T. Mliswa having stood to present a one-minute statement.
THE HON. SPEAKER:  You did not register with me Hon. Mliswa
HON. T. MLISWA:  That is very true.
THE HON. SPEAKER:  You want to take advantage of me by ambushing me.  You may proceed.
HON. T. MLISWA: Thank you Mr. Speaker Sir and good afternoon to you and colleague Members of Parliament.
I want to take this opportunity to thank the panellists at the APNAC Zimbabwe Chapter Capacity Workshop held in Bulawayo for their presentations which were exceptional, informative and certainly refreshing and educating…
THE HON. SPEAKER:  May I intervene?
HON. T. MLISWA: Yes.
THE HON. SPEAKER:  Please take your seat.  I thought this would come under your report.  We need a comprehensive report.
HON. T. MLISWA:  I seek your indulgence.  Yes, Sir.
THE HON. SPEAKER:  Incorporate this in your report.
HON. MLISWA:  Thank you Sir. I stand guided.

HON. T. MLISWA:  Thank you very much Mr. Speaker for allowing me to contribute to the motion moved by Hon. Tongofa, seconded by Hon. Chipato.  It is a very critical subject because the youth are the heart of the nation.  They must be given the priority and attention they deserve.  This report, as in Section 32 of the Constitution, talks about the recreational facilities and sporting facilities which are around and the Constitution is very clear.  The Constitution is very clear; it says ‘they must’.

This is a must, so in a way, we have to be seen to be adhering to the Constitution so that we align with the SDGs of the world that we are part of.  Now, if we cannot respect our own Constitution, how then are we able to really be part of the global world because the global world requires you to follow the Constitution?  So, 32 is very clear.
We have looked at interact centres and the question here is, what is an interact centre?  I saw that the Chairman kept on talking about it.  I do not know if Members in their constituencies are privy to an interact centre.  What is an interact centre?  Interact means, of course talking. They are talking in terms of what, sport, drug rehabilitation, avoiding drugs, what is it?  Are they meeting to interact while drinking beer or what?  Is it where artistes can equally meet and so forth?

So to me, it is a deeper situation, which requires a deep thought and analysis in terms of what needs to be done.  About 60% of the population and over is the youth but where are they in terms of many issues?  We heard of a fact finding mission where they went to a number of places and I do applaud them for doing that because when you go on the ground, you are able to see a true picture of what is on the ground and so forth.  They came to this House to report on the true picture, which in a way is a bit gloomy but again it is not their fault but there also has to be an aspect of certain authorities which control these areas.

As the Chairperson, Hon. Tongofa was saying – he spoke about rural and urban authorities being key to the development of these areas and how serious they are in terms of doing that.  What are the councils doing in resolving that there must be recreational facilities in each ward, in each area, so that people participate?  You will see that the level of corruption has escalated to a point that people do not want even recreational facilities.  Recreational facility is taken away and there is residential development because people want to make money.

Gweru Sports Club is a good example.  If I am not mistaken, they have resolved that it is turned into a residential place or some industrial place.  So where will people then participate in recreational facilities.  I used to play rugby at Gweru Sports Club.  There is tennis court, swimming and so forth.  In terms of the council, rather than raising enough funds to rehabilitate those facilities, they are busy in wanting to sell and resolutions are being made by corrupt people so that they make money.

So, who has the youth at interest, when local authorities themselves are not setting aside money to be able to rehabilitate those facilities?  It is going to cost more to build a new facility but common sense would allow somebody to raise money and rehabilitate the facility, than allowing them to die and build another centre.

The population of Zimbabwe has increased.  How many new recreational facilities outside those built by Rhodesia are there? All these country clubs you see; the recreations you see are a result of Rhodesia having realised that recreation was critical for a man and woman’s body.  It helps your mind.  It helps in a number of issues and so forth.

So we must take stock and say how many recreational facilities have been built by local authorities with the land which is there. It is a Constitutional provision and who is against that Constitutional provision?  Where they have earmarked a school, they put housing there because they are making money.  On wetlands, they have done the same, they put housing.  You now see a scourge of drugs; who is responsible for these drugs?  It is the leaders of today, who have neglected their responsibilities to adhere to the provisions of the Constitution.

Why is the Portfolio Committee on Local Government not calling the councils to give a master plan?  When I got in as a legislator in Norton, I asked for the master plan of Norton.  It had been done; it has to be reviewed from time to time.  I implore all Members of Parliament to go to council and say can I see the master plan of this Constituency.

The master plan is able to give a way forward in terms of all the schools, where are the recreations and with the population growing, are we able to absorb this population from a housing perspective; from social amenities, which are critical.  When I talk about social amenities, I am talking about health centres, schools, recreational facilities. For as long as you are a legislator here and you have not asked for a master plan then you are going blind.

You must be able to ask for that and I asked for it.  I invited people from the University of Zimbabwe and now Norton has a master plan.  We have not yet reviewed the master plan.  When you see the master plan, where there is supposed to be a recreational facility and it is not there, you are able to say where is it?  Now you can bring in ZACC to be able to arrest people because the master plan is talking about a recreational facility but you have built houses.  So why do you build houses where it should be a recreational facility.

There is drug disheartening all over – vana vanotamba kupi?  Imi makakura muchitamba, ko vano tamba kupi?  Because Havana kwekutambira, vanoputa mbanje, vava kutora guka, vava kutora madrugs ese, mutoriro vari kutora.  Tozoti a, icourge yemadrugs. Without realising that recreation is important for them to interact and we knew when we were growing up kuti mwana ari kutamba kwakati.  Vana mai nana baba vaitoziva kuti mwana anotamba nanhingi nanhingi, bhora ropera odzoka kumba.  But today, how do you take stock of your children when they have no recreation facility that you can say, uku tinofanira kunge tichienda tichinovaona ikoko.  Not only that, those recreational facilities were monitored by experts in sport, child care, zvese, even vana kucreche vanenge vachionekwa kuti vari kutamba sei, mabhora ariko…
THE TEMPORARY SPEAKER (HON. MUTOMBA): Hon. Mliswa, may you use one language please?

HON. T. MLISWA: So, to me these were structured in such a way that you would get – there was food.  This is where you would give your son or daughter $1.  With $1 they would get food, drink, water, everything because the council would be able to subsidise.  That is the key word, it is able to subsidise because it is getting rate payers’ money and because they have to explain; for ratepayer money they have to come up with a good package.  To me that is not happening.  Not only that, those facilities are income generating facilities.

Weddings were held there, churches can be there, conventions, my fellow colleagues who belong to political parties here, can do rallies there.  You can pay, they are not interested in which political party you belong.  What they are interested is in you paying your money.

That money goes to council, it is able to now assist that club to sustain itself.  Without you ploughing back, it becomes a problem.  So there is now a way of having funding.  The balls are there.  Not only that, it has an effect on the national sporting agenda.  We are dismally performing in all sports, why, because there are no centres.  Cricket, if you go to the West Indies, they play cricket on the beach.  We have never heard that they sold the beach. There is Bryan Lara and Viv Richards, if you know of cricket.

The great legends of cricket were playing on the beach.   That is how they learn cricket, that is in West Indies.  Where are we in terms of our own people?  You go to the rural areas, they go to the schools, you see them playing football.  Vofudza mombe, but varikutamba bhora, umwe arikunoona mombe and so on.  Sorry Mr. Speaker Sir, I need to come from time to time.  There are times when I go to English and then Shona but English becomes the key language.  So to me, we need to really understand all these issues.

We spoke about the corporate social responsibility. Hon. Members here, you have got companies in your constituencies, how much are they contributing to the constituency in terms of corporate social responsibility?  How many clubs have they built, how many schools have they built, how many clinics have they built? Surely, there is no Member of Parliament who is excited about being given fuel to get around yet at the end of the day you are getting around – for what?

It is there in the Constitution, Section 13 (4) of the Constitution talks about your local resources being the ones that you used to empower your people.  Why are you not using that provision?  Surely, no one should come and tell you. We have the Constitution, we make laws, that is why people are saying Zimbabwe is good at making laws but they never implement the laws.  Section 13 (4), zvinhu zviri munzvimbo imomo hupfumi hwevanhu vari imomo, and that is it.  Go to every company and say how much are you putting into this area to grow?

So, corporate social responsibility – they do it willy-nilly, they are not serious, they are fake companies who have not done anything to grow this country.

They are taking out more than they are ploughing back.  In that aspect, I regret the suspension or the repeal of the Indigenisation Act which was 49% to the majority, 10% was to the locals, 10% to the workers, 31% was to the Sovereign Wealth Fund which in case of emergency, where there is COVID, can be utilised.   Today how much has the Sovereign Wealth Fund got?

I am talking about laws which had been there which were good – were taken out; we were hoodwinked by the foreigners saying no, 41-59% is too much.  We relaxed it, how much foreign direct investment has come in after we repealed this?  It is our people who are poorer because we removed a law which empowered the people.

The late former President R.G Mugabe was critical and was serious about the empowerment of the people, may his soul rest in peace.  We were given farms, he then said let us go for these companies, we did it.  He fought for this country to be empowered.

We have lost the economic emancipation of this country through wanting to appease the foreigners at the expense of our people. This is emotional.  How then do you explain to generations to come that the country is ours with nothing tangible?

The youths are now abusing drugs.  We need to revisit our laws; we need to be serious if we are true legislators.  We need to stop being whipped at the demise of people suffering – they will not bring you back.  I pray that any leader or legislator who believes in being whipped and not representing the people, may God do what he has to do and may the ancestors of our country make you to suffer because when you were in power, you made people suffer.  You went before the people and said I will represent you.  Are you representing the people?

The Khumalo, hockey stadium, state of the art, I am glad that the Chairman talked about it.  The reason, hockey is being played but Mr. Speaker Sir; why not use that as an international stadium for SADC tournaments?  You need to have a swimming pool to swim; you need to find a swimming pool.  So we do not need to be playing hockey for people to find a good hockey stadium here – that is state of the art.  I am glad that Bulawayo with the little resources it gets sets the example.

They are marginalized in many ways but they have maintained it.  Go to Chitungwiza to the Aquatic Complex; go to the National Sports Stadium, avemarara but Bulawayo and the people of Matabeleland must be applauded for maintaining this stadium because it is totally opposite to what is happening in Harare and Chitungwiza.  Let it be put out there to the nation, to all countries as a stadium that they can come and be able to do that where they can visit the city of queens and kings where you will see the most beautiful women, light skinned, that is our country – that is important.

I want to also talk about the disabled; we have been talking about the disabled here and we talk about it when it suits us.  It is not on the agenda.  What have we done about the disabled? Where are the disabled people’s sporting facilities?

There must be a hockey stadium for the disabled, a football stadium for the disabled.  It is not a choice to be disabled; that is the way that God has made it. They are over a million 10 to 15% of the population.  Should we honestly remind each other that there must be a toilet, way, car for the disabled? Why are we letting God down? Which God do we pray to?

At Danhiko, you could show a lot about the former First Lady but I do not want to talk about the bad, she used to do something at Danhiko for sport.  So I am not about looking at what bad people do, I am different, I look at what good they do.  So who is sustaining those sporting activities there?  She used to do it and it was important from a national point of view, Danhiko would be there.

The late President R.G. Mugabe would be there, pulled by the wife that these are our orphans, let us take care of them.  So, what are we doing now to ensure that the orphans are taken care of?  Right now, they are crying, there is no one to help them.

You ladies are here, Women’s Caucus; why not caucus with the First Lady to continue with that programme?  Who is stopping you? You are being whipped again, you are afraid to talk to the First Lady?  If I speak, you say ah atuka vakuru!  No, I will keep on telling the truth; when things are not good, they are not good.  We will not mince our words.  The Executive must be able to act in terms of disbursement of money.

Finally, the information centres for Members of Parliament; those could be a conduit to doing a lot.  May it be a law that a Member of Parliament is given four hectares, not under any Hon. Member’s name but under Parliament so that anybody who goes into office, people make use of that area.  Four hectares are there, it is a centre   with everything, why are we not being given money for that?

We have passed the budgets here, we have not received the information centres, and we are going towards the elections.  So whatever we have passed in this House, 30% has been disbursed, so how can you say you are a nation moving forward?

How can you curb corruption? Without resources, you are wasting time. We burn midnight candles here to pass the budget but 30% is given.  So, how can the Minister even come for a supplementary budget when he did not disburse all the moneys?

Corruption is on the rise because of 30% disbursement. Hon Porusingazi for example is given insufficient coupons to go to his constituency in Chipinge, he will be forced to ferry people along the way to supplement his fuel.  We are at a threat from a security point of view because of poverty, because of the non-delivery of the budget in this country.

For as long as the budget we pass here, money is not disbursed on time, it is a problem and people will continue to suffer.  May those that were given the gift by God to say the truth, say the truth without fear or favour, may that spirit of people being true legislators speak and may that spirit of whipping and being intimidated come to end.  It is about time you get up and represent people.  I thank you.

On the motion of HON. MATAMISA, seconded by HON. TAKESHI, the House adjourned at Eleven Minutes past Five o’clock p.m.

Mavaza: History Of Election Fraud Exposed

BY DR MASIMBA MAVAZA | Each time Zimbabwe prepares for elections the opposition prepares a case of a stollen vote. By now, the trend is abundantly clear: No matter the election, no matter the evidence and sometimes no matter whether his side wins or not, Chamisa is going to claim or suggest widespread voter fraud.
It’s always baseless, and often someone has already debunked either his exact claim or a version of it. But rarely is it as dubious as the sunshine at night.
It’s inexplicable that Opposition candidates lost by so much in many areas because his endorsement has been so successful elsewhere. This ignores that his endorsement has failed plenty, including in high-profile races in some areas. The vast majority of Chamisa’s endorsees win, but that’s because most of them face only token opposition in towns when it’s a competitive race, he’s much closer to 50-50.

The truth of the matter is that those who blame others for fraud are the best fraudsters. Chamisa strove from fraud. He had stollen elections in his own party and has shown tendencies of dictatorship. Ironically Chamisa cries for legitimacy when he himself is a virgin to legitimacy.
Senior members of the CCC have given a blow by blow underhand dealings of Chamisa in MDC and now CCC.
In May 2013 Nelson Chamisa stole an election for the MDC – T Mbare Member of Parliament Primary Elections against Sten Zvorwadza who was evidently popular in favour of Eric Knight, a candidate who was unknown in Mbare constituency by the MDC – T structures. After votes were casted Chamisa used his thuggery and short changed Zvorwadza for Erick Knight.
Nelson Chamisa can not teach anyone principles of democracy because he is a permanent friend to hypocrisy and undemocratic principles.

Through his dictatorship Chamisa rigged MDC – T Primary elections in many constituencies across the country. Many candidates were not happy and this disgruntlement among candidates whom Chamisa stole elections from did not pull in the same direction and led to a massive loss by the MDC – T at the General Elections which were held the same year.
Chamisa and democracy can never be in the same sentence. This explains why Chamisa can not have or allow a constitution or standing orders to stand in CCC. Dictators are not friends to any constitution.
Chamisa thinks that everyone steals elections because he understands the art of election theft.Chamisa knows that elections can be stolen because he is a real practitioner of stealing elections. He had applied electoral theft to an extent that he sees it everywhere.
In 2013, more than 10 candidates wrote letters to the Party requesting re-runs of Primary Elections because Nelson Chamisa had stolen elections from popular Party candidates.
Internal emails and interviews with key participants reveal for the first time the extent to which leading advocates of the rigged election theory touted evidence they knew to be disproven, disputed or dismissed as dubious.
By the time Chamisa sat down in front of a video recorder of foreign journalists he had grown accustomed to divulging what he called theft. After swearing to tell nothing but the truth so help him God, he will blame the ruling party for stealing.

Sten Zvorwadza maintained his cool throughout the years despite the fact that Nelson Chamisa wronged him.
But despite all that the truth can be said now. The truth about the corruption. About the manipulation. About the lies.”
“In this case, it’s the manipulation of votes,And the lies being told to a country.”

Erick Knight was a lemon tree which was grafted on an orange tree in Mbare. Having been taken from the United Kingdom. This move by Chamisa showed no respect of substantive representation no respect for the grassroots and no respect for the people. The behaviour of total disregard of democracy does not make Chamisa but it is what he is. His behaviour repeats itself it exhibits utter disrespect of the concept of representation.
It exhibits a mindset of disregarding of people’s wishes.
The hypocrisy of it all is that this comes from a man who claims to be a government in waiting. His actions exposes his calibre his understanding total impunity from the so called champion of democracy.
Chamisa has left a trail of democratic destruction, undermining instead of promoting democracy. He has shown a pattern of disrespect. We should look no further but see how he treated Thokozani Khupe. How he treated Morgan Tsvangirai, how he treated Mwonzora and Stan Zvorwadza. These are his character traits,of dishonesty, criminality and full of I know. He is not a listening leader. He presumes everything on people’s behalf if he is out in the state house he will presume things for us in this year and age.
The electorate is entitled to look at similar Facts Evidence and we should know what is in store for us as a nation. The yardstick Chamisa measures ZANU OF with is not the same he use himself.
The fact that currently CCC is a mistake is not a one off event. What should frighten us as Zimbabweans is that he is astute to blame ZANU PF yet he has no respect for the same issues he highlights in blaming ZANU PF. Chamisa dwells in an engrained trend which make him who he is a dictator.
After and towards every elections Chamisa and his team always have new sort of intelligence to share. They claim to know that the presidential election had been rigged — and how. They come up with wild stories that they have attended meetings in which the administration discussed how to develop specialized software to steal elections with representatives from Israel China or Russia. They bring up weird stories of an X changing places going to settle in ZANU PF.
All this is made to cast aspersions on the smart victory of ZANU PF.

Going back on the trend of vote stealing by Chamisa and his team we know that Sten Zvorwadza’s Mbare Primary Election theft was notable and therefore all top MDC -T leaders were aware that Nelson Chamisa had stolen Sten Zvorwadza’s victory infavour of Eric Knight. Leaders such as Hon Tendai Biti, Hon Elias Mudzuri, Hon Komichi, Hon Mashakada, Hon Mwonzora, Hon Zwizai, Hon Zvidzai including the late Dr M R Tsvangirai were fully aware of Nelson Chamisa’s Primary Election theft against Sten Zvorwadza in favour of a candidate who paid him money for that. The truth is a phone call away. Just calling Biti or Skhala to confirm shows that Chamisa will be a disaster if he is allowed near the state house.
Despite the problems Zimbabweans are facing now they must know that Nelson Chamisa is an Agent of Evil but masquerade as an Agent of Hope and light. How can such a person be trusted with State Power?
Nelson Chamisa must be exposed and the world should know that he is a hypocrite who is quick to blame ZANU PF for stealing an election from him in favour of HE ED Mnangagwa. He thinks everyone is an election thief like himself.
Chamisa’s hypocrisy must be exposed
As we March towards 2023 Zimbabweans must not be fooled by a party with no reason to be a party. A party with no constitution which put its trust in one man in this age.
It is a thief who accuses others of stealing to deflect attention.

Come 2023 Zimbabweans must never allow Chamisa to steal our vote. [email protected]

Grief Sucks; Brilliant Pongo Shares Journey With Grief in New Book

In a 1959 speech, John F. Kennedy famously said: “When written in Chinese, the word ‘crisis’ is composed of two characters—one represents danger and one represents opportunity.” Although today it is widely recognized that this is not the correct interpretation of the Chinese characters, President Kennedy’s wisdom about a crisis yielding unique opportunities may be more important than ever.

This also holds true for many that are grieving indeed it is in those moments of grief and the crisis that death brings that certain cultural and traditional norms are questioned and challenged.

In his latest offering author Brilliant Pongo shares his journey with grief in a book he has titled “Grief Sucks, But Hope Again ; a memoir of pain and loss”
He challenges readers to re-examine the efficacy of what some societies hold as cultural or traditional with regards the conduct expected during mourning or grieving.
Speaking to ZimEye Pongo said, “Indeed, we face so many challenges in the aftermath of a death nevertheless we tend to only highlight and talk of the good and the successes and neglect to speak up on the challenges we encounter during and after the funeral wake.
We rarely share testimonies about how we overcome some of these challenges.
We keep a lot inside and only share success. We must be brave to talk about these issues.
It is my hope that as people read this book we normalise talking about the challenges of dealing with death and perhaps start questioning the efficacy of what we hold as cultural and traditional norms and start challenging and debating whether some of these are fit for purpose in our day and age.”

Brill Pongo is a prolific author with more than 10 publications which include Christian books and self-help books said after the death of his wife he felt he had to share his experiences with grief.

In the last couple of years, the grief memoir has become a genre of its own, a form of public mourning and sometimes of self-therapy, where the bereaved search for meaning from the confusion and mind numbing pain that comes with the death of a loved one.
When one loses a loved one be it wife, mother, father, child or sibling, there comes with it an intense type of grief that has power to turn your world upside down. The death of a loved one resists meaning and it plays havoc with the order and chronology of language. How can words give shape to shapelessness or articulate silence and dissolution? As Emily Dickinson said: “Abyss has no biographer.”
Indeed, there are no words that can describe grief caused by the loss of a loved one.
Nonetheless, all one can do is to share their experiences with grief as Brill Pongo has done in this memoir ‘Grief Sucks’.
The book has 18 chapters with a range of topics. Brill Pongo, narrates his experience with grief through poems that he penned during his low moments of grieving and intricately weaves together the poem to the story and experience that he was going through at that particular moment.

He talks about how he dealt with some very difficult situations, during his grieving.
He questions the stages of grief as set out by psychologist. He asks rhetorically whether the stages of grief relate or not to lived experiences.
He also ventures to explore cultural differences that affect the way people mourn and grieve.
And he touches on some difficulties faced by migrants who live in the diaspora and challenges of deciding where to bury a loved one.
He adds a personal touch to all this by sharing his personal experiences about family fallouts, strained relationships with his in-laws and how cultural differences can sometimes be abused and used vindictively. In this book Brill Pongo also offers insights on how friends can help someone who is grieving.
Overall it is an interesting and amazing read. Once again Brill Pongo has shown great prowess in his ability to tell a reverting story and teach at the same time.
A worthy read that I would highly recommend. The book is available on multiple online platforms such as Amazon, Waterstones, bookdepository, barnesandnoble, and Blackwells book store.

Mental Health And Climate Change

The new WHO policy brief recommends five important approaches for governments to address the mental health impacts of climate change:

integrate climate considerations with mental health programmes;
integrate mental health support with climate action;
build upon global commitments;
develop community-based approaches to reduce vulnerabilities; and
close the large funding gap that exists for mental health and psychosocial support.

CHISORA vs KWANGWARE: Opponent’s Privates Bitten By Police Dog

A physical fight between Energy Chisora and Proterge Kwangware resulted in a police dog  biting the latter’s privates.

The Beitbridge man is lucky to be alive after he was mauled by the  dog which bit his private parts last Thursday.

Kwangware was asked to come back to court on June 14. Standard

Police Say Money Changers Can’t Be Arrested

Police have challenged the Parliament of Zimbabwe to review some of the laws dealing with economic crimes, saying the current statutes were “weak” to enforce.
Speaking during the just ended Zimbabwe National Chamber of Commerce (ZNCC) 2022 annual congress held in Victoria Falls, police spokesperson Assistant Commissioner Paul Nyathi said due to “weak” laws, the police were failing to deal with illegal money changers blamed for the collapse of the local currency.

“You will find a briefcase company or a fake company, which has no CR14 form (a document that gives details of the directors and secretaries of the company) and is not registered with the Deeds Office, operating 300 accounts, taking deposits and not offering physical products or a service,” Nyathi said.

“They are trading and at one point having $1 billion in their accounts which they take from people then they take this money to the parallel market to look for the United States dollars.

“We have some of these companies.”

Nyathi said currently, there are 28 entities which are on the radar of the police and other stakeholders including the Reserve Bank of Zimbabwe and Zimbabwe Revenue Authority for operating illegally.

“They don’t pay tax, they don’t contribute anything and they are not members of the ZNCC or the Confederation of Zimbabwe Industries but they are saying they are in the Zimbabwe financial system taking money,” Nyathi said.

The police spokesperson said for them to enable policing to proceed smoothly, Parliament must constantly review some of our laws because “some of our laws make it difficult when it comes to policing, especially issues of economic crimes.”

“Some of our laws are weak because if you go to Copacabana in Harare and Egodini in Bulawayo, you will find people standing in corners with huge chunks of Zimbabwe dollars and when you arrest them, the courts they will tell you that you don’t have a tight or sustainable charge,” he said.

“The only option available for the police is to charge them for blocking pavements.

“So they get away with a fine and our fines are not being reviewed.

“Surely, in an economy like ours, how can people pay a fine of $500 or $1000?

“That’s why I want to challenge our Parliamentarians to assist in the maintenance of law and order in the country.

“Let’s have deterrent fines. Our fines are pathetic to say the least.”

The government has been cracking down on illegal foreign currency traders, issuing statutory instruments, but with little success.

For instance, in mid-September 2021, the Reserve Bank of Zimbabwe ordered banks and mobile money operators to freeze accounts of over 30 individuals it accused of facilitating illegal foreign currency trade via mobile platforms and social media.

This came one year after the government banned mobile-money services, accusing the dominant Econet of running a Ponzi scheme.

Officials at the central bank alleged that Ecocash platform, which boasts of 11 million users, contributed to the country’s spiralling inflation by facilitating illegal foreign-currency dealings.

The government later allowed-mobile money users to continue using the Ecocash services, but only if they abided by the weekly and monthly transaction limits imposed on them.

Nevertheless, mobile-money agents remain banned.

Nyathi said the people who are behind illegal money changing business in Zimbabwe were highly-connected.

“Some of these so-called moneychangers don’t stay in the streets,” he said.

“The people on the streets are just runners and when we arrest these runners, they don’t tell you anything.

“They will rather die or go to jail,” he said.

“As police, we have it and we know that some of these so-called big deals in terms of foreign currency dealing are done in offices, houses and cars.

“When we say people should come forward and report, they don’t want to.

“They only come to report after losing money. I am telling the truth, this is the challenge which we have with the police.

“That’s why we want business, Parliamentarians to come on board and support us.”

Nyathi said Zimbabweans were keeping large sums of greenbacks at their homes, money that can be used to retool some of the industries.

“There is money in Zimbabwe. How can you have a company keeping US$300 000 in office?

“A company keeping US$400 000 cash in the storeroom?

“These guys have never worked before, they acquire houses, they buy cars and they acquire properties,” he said.

“The industry is talking about retooling and a sustainable economy.

“How can we sustain the economy when we have huge chunks of money sitting in a storeroom?” -Standard

“Threats Can’t Run Economy”

Tinashe Sambiri|The economy is not run on experiments, CCC vice president Hon Tendai Biti has said.

According to Hon Biti, the Zanu PF leader Emmerson Mnangagwa is worse than Robert Mugabe.

“Through SI118A of 2022 , Mr Mnangwagwa has issued a Presidential Decree in terms of the Presidential Powers(Temporal Measures)Act Cap 10:20.Despite his short tenure Mr Mnangwagwa s decrees are almost as equal to Mr Mugabe s decrees over his 38 year tenure,” Hon Biti wrote on Twitter.

He added:

“Truth is economies are not run on coercion & threats. They are not run on ill thought kick & hope praxis. They are not run on experiments that reflect deep contempt for any theory or philosophy .They are run on clarity , consistency and clear strategic & theoretical trajectory.

Truth is economies function on the basis of confidence & the social contract .Economies function on legitimacy. Thanks to incompetence ,inconsistency & total lack of confidence the Zimbabwe economy is in tatters . The country needs a major paradigm.A new beginning.”

Wake Up Zimbabwe: Panyika Karimanzira

By Panyika Karimanzira | Other than an interview I did with TRT on the eve of the so called “New dispensation” on 23rd November 2017, this is probably the first time I have had to publicly comment in the media about the situation in Zimbabwe. This of course is apart from short and sporadic social media commentary and the one that routinely comes with my human rights work.

Panyika Karimanzira

My failure to write frequently is not because I despise it but because my routine is such that I hardly have the time.

I am part of the working class and the industry I work in is not only too demanding but is fast paced and spans all time zones. This leaves me with very little spare time to share between family responsibilities, human rights work and social life.

In reality, and because of the scarcity of time, my human rights work is fused with my social life. In other words I hardly have any circles to talk about outside my human rights work.

The enforced disappearance of Moreblessing Ali on 24th May 2022, the discovery of her mutilated body in a well in Nyatsime in Chitungwiza on Saturday 11th June 2022 and the murder of yet another CCC member, Edison Chinembiri of Zengeza by ZANU-PF“thugs” on Tuesday 14th June 2022 has jolted me into writing this piece. The revulsion is beyond words. This is not because these very sad recent occurrences are the first of their nature but because they are the latest and happening at a time when I thought a Government of a peaceful nation has gone past that, especially considering that we now have a people driven constitution crafted in 2013, less than 10 years ago and a Presidential incumbent who got into office carrying the hopes, albeit false, of the nation for a change for the better from a diabolical Robert Mugabe era, although on the back of a coup that was, as some quarters would say, not a coup.

If you have followed my postings on social media, you would have noticed that at the apex of my condemnation of human rights issues in the context of Zimbabwe is Gukurahundi, a genocide that occurred in Zimbabwe in the 80’s, quite early into our independence as a nation. I need to state at this stage that I am using the word “independence” with a pinch of salt because, if all that has occurred from the date we were pronounced “independent” to today (42 plus years later) is to go by, Zimbabweans, in the main are not independent. It’s only the ruling elite, their cronies, ass-lickers and bread-crump hopefuls that are enjoying what is supposed to be the benefits of independence for a nation of 16+ million peace-loving and patient Zimbabweans.

Why Gukurahundi? Some may ask. The answer is partly because nothing is worse than a genocide in terms of atrocities and partly because I personally witnessed Gukurahundi unfold before my very own eyes and I still live with the grief and scars. I was in Matabeleland from day one right through to the end of that sad era in the history of our nation.

Zimbabweans, at some point you are going to have to acknowledge and face the reality that you will need to use some degree of force to confront the beast that is the regime that is holding you at ransom and decimating you in measures equal to war times.

This regime is at war with its citizens. In you, the ordinary person, it sees an enemy that needs eliminating at the earliest possible opportunity. The regime is afraid, very afraid of you because it knows the power you wield and the gravity of the atrocities it has committed against you. It knows it committed a genocide, it knows it has traumatised a whole generation in one way or another, it knows it has mismanaged the economy and plundered the resources that are meant for us all for the benefit of a very few. It knows too that you are aware of it and, the scariest part of it all is that it knows that once it is out of power, everyone (and I mean everyone including the Army, the Police, the latter day boot-lickers (forgive my French) of the likes of Varakashi, Nick Mangwana, Chris and Monica Mutswanga and all the dimwits it bribes with bread crumbs will turn against it.

You see, Gukurahundi cannot be undone. Same applies to all the cyclical atrocities that are cued with every election in Zimbabwe – forced disappearances, abductions, murders, short sleeves, you name it.

What the leaders of this regime have already committed as a collective and indeed in their personal capacities is enough for them to face successful prosecution before any competent court of law, be it domestic, regional, or international.

The current ruling elite crossed the Rubicon decades ago when they committed a genocide, Gukurahundi.

Zimbabweans, in saying this, I know I am going to break your hearts BUT there does not seem much choice but to have to resort to some force of some sort, to subdue the brutality of the regime.

It is inevitable that blood will be shed because the regime is not going to give you your freedom on a plate. Your choice is between a short, sharp revolution that spills blood on either side or a protracted diplomatic and never-ending regime that entails one sided spilling of blood in drips and drabs by the regime and all its successor versions if the regime is allowed to continue.

Remember the regime is killing you in so many ways, directly or indirectly. Directly through shooting you with live ammunition if you dare demonstrate peacefully, abductions, murders, forced disappearances etc., – indirectly through deprivation in various forms, not least of which is the failure to provide basic services like serviceable health infrastructure.

If we are not going to “man up”, the atrocious approach of ZANU-PF, the only ruling party Zimbabwe has known since independence will alter the genetics of our nationhood from a peace-loving default position to an intolerant, ruthless and diabolic one.

The long and short of it is that a revolution is overdue in Zimbabwe, preferably by popular uprising, and if not feasible, by any means possible. It is time to say “Voetsak” to the current regime, its boot-lickers, its enablers and wanabe speculative revolutionaries.

Wake up Zimbabweans. Regime change should be your unequivocal mantra because you need it badly and you need it now. No need to be ashamed of wanting to change a murderous and corrupt regime that will stop at nothing to cling to power.

Kusiri kufa ndekupi, okungasi kufa yikuphi?

I conclude by quoting Martin Niemöller,

“First, they came for the socialists, and I did not speak out—because I was not a socialist.
Then they came for the trade unionists, and I did not speak out— because I was not a trade unionist.
Then they came for the Jews, and I did not speak out—because I was not a Jew.
Then they came for me—and there was no one left to speak for me.”

Cameras’ll Bring Sanity On Zimbabwe’s Roads

It is a fact most Zimbabwe’s lack civil sense, when it comes to road usage, on our roads we go by our self-concocted guidelines.

Today’s advancement in technology can provide Artificial intelligence (AI) powered smart video cameras that can enforce speed limits, safer driving at intersections, emergency response, alleviating traffic congestion and record bad drivers and traffic offenders.

Smart video cameras can be set up at roadsides to record the speed of vehicles and keep speeding under control.

Street CCTTV

With modern technology there has to be a technological connection between law enforcement agencies, emergency response service providers and paramedics. The sooner emergency responders arrive at the scene of an accident, the lower the risk of fatalities. Smart videos have an automatic incident detection delivery system which allows for rapid response to emergencies, whether motorists require the police, fire service, or paramedics. By analysing live video streams, information about accidents and traffic violations can be obtained in real time and flagged via an instant alert to the city’s traffic control centre so that help can be dispatched.

There are now 1,5 million vehicles that traverse the streets of Harare’s central business district on a daily basis according to information availed by the Central Registry Vehicle, Local Government and Public Works Minister July Moyo has said in 2021.The road network for Harare was built for only a maximum of 200,000 vehicles and the city is now prone to constant traffic congestion and unnecessary jams.

By introducing the smart video cameras on Zimbabwe’s road and re-introducing the “form 265” issued by both the municipal police and the Zimbabwe Republic Police will bring sanity on Zimbabwe’s road.

If you need more details on smart video cameras please do not hesitate to whatsApp/Call +263772278161 or email [email protected]

Warriors Star Set To Make Huge Impact In English Championship

Luton Town coach Nathan Jones is hopeful that Admiral Muskwe can make a real impact this season after settling in at Kenilworth Road during the last year.

Muskwe joined the Championship side after moving from Leicester City.

The Warriors striker made twenty-three appearances across all competitions and scored two goals.

His debut campaign was marred by injuries, and he mainly featured as a substitute.

The gaffer told the club’s media: “They (Muskwe and striker Carlos Mendes Gomes) want minutes, but they have to earn minutes and they realise that…

“We pick a side because we know what we can rely on players and those two, Muskwe and Carlos, have to earn that opportunity, but they will.

“They’ll be better for the experience because they’re more up to speed, tuned and aligned with what we’re doing. We’re really excited for both of them because they’re great kids, the two of them.”

Jones also explained how the duo was affected by the team’s playing formation in the previous season.

“We were looking, at times, to play 4-3-3 but, if I’m honest, we were successful last year in the shape we played, so they were victims of that.

“They were both played as wide men but we work with them to make them better constantly, and we’re excited about them,” the coach added.- Soccer 24 Zimbabwe

About Mental Health And Climate Change

The new WHO policy brief recommends five important approaches for governments to address the mental health impacts of climate change:

integrate climate considerations with mental health programmes;
integrate mental health support with climate action;
build upon global commitments;
develop community-based approaches to reduce vulnerabilities; and
close the large funding gap that exists for mental health and psychosocial support.

Mnangagwa Says RIP to Mwonzora Minister Mutseyekwa | FULL TEXT

I was greatly saddened by the passing on this week of MDC-T vice chairperson and former co-Minister of Home Affairs in the Government of National Unity, Giles Mutseyekwa, following a short illness. His demise has robbed our country of a long-time serving member of the opposition who was mature and believed in his cause. He embraced dialogue as a way of moving our nation forward post elections. Through his party and party leadership, Government was able to rally Zimbabweans across the political divide to focus on national development.

In recognition of his contribution to consensus politics, I have seen it fit to extend a State-assisted funeral to the late departed.
On behalf of the Party, Zanu PF, Government, and indeed on my behalf, I wish to express my heartfelt condolences to the Mutseyekwa family, especially to his wife and the children, who have lost a loving husband and father. May they draw solace from the knowledge that they are not alone during this their dark hour of grief as the Nation mourns with them.

May his dear soul rest in eternal peace.

Mthuli Move To Address Worsening Economic Crisis, Disgruntled Mine Workers

By Maxwel Teedzai- In a recent telephone interview with NMWUZ – National Mine Workers Union of Zimbabwe President Kurebwa Javangwe Nomboka, the Government of Zimbabwe has been urged to review it’s ‘reckless ambition’ in light of the Second Republic’s NDS1 – National Development Strategy 1 (January 2021- December 2025), which Nomboka said lacked ‘reality fiscal solutions’ in easing the plight of the already impoverished workers in Zimbabwe.

“We’re not happy firstly with the recent move made by the Finance and Economic Development Minister Professor Mthuli Ncube, the RBZ – Reserve Bank of Zimbabwe Govérnor – Mr John Mangudya and Permanent Secretary for Finance and Economic Development George Guvamatanga in a press statement where the Finance Ministry has effected sharp increments in interest rates charged on all bank loans”.

The new lending rate means that mine workers who were servicing their loans will be adversely affected as the move will erode thier meagre wage which has been failing to rescue them from the steep slopes of abject poverty.

Meanwhile workers are disgruntled at this move which only caters for the concerns of the employer while the wage dispute between NEC – National Employment Council and mine workers in Zimbabwe remains unresolved for the past two decades.

“That’s why we’re rejecting all the adjustments made by the Finance Minister and we’re expecting the concerns of mine workers to be addressed first before touching on banking regime fiscal adjustments which are going to deal a severe low on the proletariate in Zimbabwe”.

Apparently, Professor Mthuli had said the increament in lending rates were targeted at stopping speculative borrowing. Central Bank’s MPC – Monetary Policy Committee noted at the just ended weekend that interest rates would be increased to levels in line with the rate of inflation.

Nomboka has also registered further displeasure adding, “Secondly, the restoration of the multi-currency regime is a welcome development but is consequently a negative blow to mine workers since using the Interbank rate will further fuel ‘upwards’ the already acuted prices of basic commodities while good money will be subsequently chased away as long as the Rtgs$ remains legal tender in Zimbabwe – thus Govérnment must do the right thing by scrapping it off and allow a new multi-currency regime without the Rtgs$ and the Bond Note to bankroll”.

Professor Mthuli Ncube on Monday outlined new Government measures to tackle the worsening economic crisis which has seen inflation soaring at 191 percent – and is among the highest in the world.

Consequently, the Zimbabwe Dollar has been backlashing against the US Dollar.

Where the Interbank rate has been profered, inflation rate has simultaneously skyrocketed to very high levels, a development which has scared-away investors and caused indigenous businesses to close shop.

“Mr Mthuli must quickly come up with an economic stimulant that will (within a short period of time) revamp business in Zimbabwe and must not create solutions that contradict recovery of our economy while increasing the burden being borne generally by local businesses ( both small and big), the informal sector and mine workers and pensioners in particular”.

The new economic measures introduced by the Finance Minister might be erosive to the gains the Seconding Republic was beginning to realize in thier quest to create an upper middle income society by 2030.

“We are therefore urging the Finance Minister to consider introducing subsidies for basic commodities, and fuel as practical measure to cushion workers from the pressure caused by high cost of living against the bedrock of a wage bill which is way down below the PDL – Poverty Datum Line. And it is sad to note that the increase in lending rates is not only affecting workers but employers as well who are heavily relying on excessive borrowing from financial institutions”.

With these new measures on board, employers are left with no option but to redirect their financial burden upon the workers who will end up pocketing nothing at the end of thier sweating.

“All companies use loans and other credit facilities. The over 200 percent interest rate is highest in the world and will simply make employers take from workers and pensioners.

And some will reduce production and while many workers will be forced to resign or go on retrenchment. It’s total madness”!

Consistent with the collective aspirations and determination of the people of Zimbabwe to achieve an Empowered and Prosperous Upper Middle-Income Society by 2030, the Second Republic launched Vision 2030 to chart a new transformative and inclusive development agenda.

Some economists have since argued that the NDS programme does not have interactive linkages in its national development pillars.

Thus the Government of Zimbabwe ought to take drastic measures to ensure cohesion of the economic blueprint before it metamorphosises into a self-defeating creature which might ultimately harm rather than revive the economy. Interactive pillars such as strengthening of the foundations of economic growth, the revitalizing of the private sector, improving of the quality of life and strengthening good governance and security should therefore be among Government’s highest priorities.

Mthuli Ncube has since banned US Dollar sales discounts and declared use of interbank rate for pricing is now law in Zimbabwe

CCC Be Warned Of Zanu Pf Agenda

CCC must be careful not to fall into ZanuPF agenda.

ZanuPF knows the 2023 elections are not favouring them in any way.

The economic crisis is pushing the electorate against them. All opinion surveys and state security reports have indicated that ZanuPF will lose the elections if they are to be held in this current situation.

Mnangagwa and his ruling unpopular ZanuPF are praying for two scenarios to prevail so that they turn around their political fortunes.

Firstly ZanuPF wants the economy to make a 360 degree performance. The exchange rate of the local currency to major currencies is giving ZanuPF sleepless headache.ZanuPF knows that all citizens including ZanuPF business sectors don’t want the local rtgs or bond notes. The prices of basic commodities are beyond the reach of ordinary citizens.

ZanuPF is praying that a miracle to happen in order to stabilize the local currency.ZanuPF knows that with the local currency as civil servants salary they will lose more than 500 000 votes from soldiers, police, teachers, nurses etc.

ZanuPF wants elections to be delayed in order for the economy to pick up.The constitutional provision which gives a leverage to postpone elections is only state of emergency.

ZanuPF wants chaos to declare a state of emergency. The state of emergency will mean 6 months without political activities.

The call for violent Mass action for the free Hon Job Sikala , Hon Sithole and Nyatsime 16 is all coming from a ZanuPF .ZanuPF wants to incite CCC into demonstrations which they will implant their thugs to destroy property then declare a state of emergency.

The blame on CCC President Advocate Nelson Nehemiah Chamisa for not acting enough on Hon Job Sikala is a well calculated ZanuPF agenda. The CCC members who are in support of the blame are not reading the political game in ZanuPF.

President Nelson Chamisa would never let Hon Job Sikala down .These two friendship date back to their youthful days….vaifudza mbudzi vese kuMasema nemapani ukwaChiwara.Theirs is lifetime friendship which can’t be broken by reckless statement and incitement from ZanuPF.

President Chamisa has always stated that he needs Job Sikala for this struggle . Job Wiwa Sikala has stated it many times that President Chamisa is our torchbearer in the struggle to liberate Zimbabweans.

CCC members should be very calculative in dealing with ZanuPF.Why should CCC fall into the same trap MDC did in supporting to sanitize the 2017 coup against Mugabe? If MDC had not participated in the coup it was going to fail.

If CCC wants to takeover power it must never be pushed into ZanuPF agenda by ZanuPF.CCC must set its own agenda which they are able to control.

Every CCC must be sympathetic to Hon Job Sikala, Hon Sithole and Nyatsime 16 .The treatment by Mnangagwa regime is far worse than any politician suffered under Smith regime. The assertion that Smith was better than Mnangagwa is vindicated.Bail is a constitutional right.

Patriotic Papa JC speaks. Things are not good for Citizens who want a better change in Zimbabwe.

Mnangagwa Wins Mugabe Exhumation Bid

By- The late President Robert Mugabe’s children have withdrawn a High Court appeal against a court ruling which barred them from contesting the exhumation of their father’s remains.

Bona, Robert(Jnr) and Chatunga are challenging the traditional court ruling by Chief Zvimba, born Stanley Mhondoro, which ordered the exhumation of their late father and confiscation of their livestock.
Chief Zvimba ruled that Mugabe’s remains should be exhumed from their rural home in Zvimba for re-burial at the National Heroes Acre.
Prior to the appeal, Chinhoyi magistrate Ruth Moyo had ruled that Mugabe’s children had no right to appeal against a judgment handed by the traditional court against their mother, Grace.
The High Court judges of appeal in May ruled in favour of Mugabe’s children, who were challenging the exhumation of their father.

Since the magistrate’s ruling in May was already set aside on review, there was apparently nothing to deal with on appeal, hence the High Court on Thursday allowed the withdrawal of the appeal with no order of costs.
Mugabe succumbed to a long illness on September 6, 2019, in Singapore. He was 95. He was buried in Kutama, Zvimba, which is his rural home on September 28, 2019, after weeks of wrangling over his final resting place.

Mnangagwa Spends Millions On Ministers

By- The Emerson Mnangagwa government is set to splurge millions of United States (US) dollars to buy luxury homes for Cabinet ministers and their deputies.

The Independent reports that this is happening when Harare is battling an unprecedented economic meltdown, which has pushed prices of basic commodities out of the reach of many.

Ministers are a part of the few people in Zimbabwe who enjoy opulence through luxury perks sponsored by the taxpayer.

The housing programme, according to sources close to the initiative, will see deputy and Cabinet ministers drawing loans of US$350 000 and US$500 000, respectively, to buy plush homes. The money can buy a house in affluent suburbs of the capital, such as Mt Pleasant, Alexander Park, Borrowdale and Chisipite.

During this week’s press conference by Finance and Economic Development minister Mthuli Ncube, the government sought to appease civil servants by introducing a housing loan scheme as part of efforts to contain pressure from workers.

The security sector is also set to benefit from the housing loans.

Confidential sources, in separate briefings this week, told the Independent that the housing scheme for the ministers was Mnangagwa’s brainchild.

Mnangagwa’s administration has about 45 Cabinet, provincial and deputy ministers.

The provincial ministers, just like ministers of state and deputy ministers, who do not sit in Cabinet, are also expected to benefit from the loan facility.

The housing loan scheme is run by an inter-ministerial committee comprising of Treasury, ministries of Local Government and Public Works, and National Housing and Social Amenities.

“The President came up with a housing scheme for government ministers after realising that most of them end up destitute when they get out of government,” a source, who spoke on condition of anonymity, told the Independent.

“So, recently he offered to buy houses for all ministers at a cost of US$500 000 and deputy ministers at a cost of US$350 000 each.”

Cabinet ministers, their deputies, ministers of state and provincial ministers are appointed by the President.

As part of their (ministers) terms of service, they also receive benefits which include two vehicles (a Mercedes Benz sedan and an off-roader), a secretary, security at the principal residence, and protocol aides.

After serving in government, those staying in houses owned or leased by the state vacate the properties.

In addition to that, ministers also receive travel allowances.

Cabinet ministers, their deputies, ministers of state and provincial ministers also benefit from the loans advanced to parliamentarians.

The housing scheme comes amidst a sea of poverty as Zimbabwe is burdened with a 1,5 million housing backlog. The population is estimated at about 15 million – the actual figure is going to be revealed soon following a population census conducted this year.

At least 1,2 million people are on the government’s housing waiting list, according to the Ministry of National Housing and Social Amenities.

The housing scheme for ministers, however, is birthed in the middle of an imploding economy characterised by stratospheric yearly inflation of 191,7%, and steep accommodation rentals denominated in United States dollars yet most workers earn the ever-depreciating Zimbabwean dollar (Zimdollar).

The latest figures from the Zimbabwe National Statistics Agency (Zimstat) show that the cost of living for a family of six in June soared to ZW$110 550 (US$297) from ZW$14 041 (US$38) for monthly expenses as the local unit continues to tumble in value against the greenback.

Despite the deepening economic meltdown, which has resulted in protracted negotiations over salary reviews between the government and civil servants, Mnangagwa’s administration, running on a shoestring budget, has offered a housing scheme for bureaucrats.

National Housing and Social Amenities minister Daniel Garwe did not respond to questions posed by the Independent for reasons that he was out of the country on government business.

“Good morning. I am out of the country on government business,” Garwe replied via WhatsApp.

The Independent sought to understand how much the Treasury had budgeted for the programme, the loan amounts recipients were going to receive, repayment terms, and whether the loans were being disbursed already.

National Housing ministry secretary Joy Pedzisai Makumbe said she was going to “forward” the inquiries to the ministry’s communications department.

“Hello. I will forward the questions to our publicity department,” she responded.

Prior to that, the publication had also sent the questions to the ministry’s head of Communications Sikha Ncube who said the questions were being addressed before she finally said she was out of the country.

“The responses are being cleared. I will send once approved,” she said, referring the Independent to a staffer (name supplied) in the department.

“We will get back to you when we consolidate the facts. I didn’t get anything as of today, ” the referred staffer said.

Questions sent to Treasury through the chief director of communications Clive Mphambela drew blanks at the time of going to press. The questions were forwarded to the relevant department in the ministry.

Efforts to get a comment from Presidential spokesperson George Charamba were futile as he was not reachable.

The multi-faceted economic crisis, which fiscal and monetary authorities are battling to contain, has also resulted in a restive workforce and the collapse of the public health delivery system.

Last week nurses downed tools in protest over low salaries and threatened to resume the industrial action in a fortnight if their salary review demands are not met. Teachers at public schools are also demanding a minimum monthly salary of US$540 which the government is reluctant to pay.

In the face of the economic malaise, Treasury this week announced a raft of monetary measures to stem the economic tide, particularly skyrocketing inflation and low civil service wages.

At the heart of the measures, Ncube announced that Zimbabwe will embrace the US dollar as legal tender until 2025 while it will also mint gold coins in a bid to offer citizens a stable store of value.

Government, which is manoeuvring to charm multilateral lenders to unlock fresh lines of credit, has repeatedly made calls to cut public expenditure.

Zimbabwe has been saddled with a multi-billion dollar external debt overhang and the country is also under US sanctions imposed in 2001.

Madziyanikwe allegedly went missing on June 19, and the police said they had arrested three-man for the abduction.

According to the police, they have arrested Chengetanai Musudu, Hakata Musudu and Aaron Chizemo.

Top Comedienne Receives Death Threats

By- Comedienne Madam Boss, whose real name is Tarisai Cleopatra Chikocho, claims she received death threats from strangers, both on her mobile phone, and on social media.

Madam revealed the matter through a Facebook post which she has since deleted.

Speaking in an interview with H-Metro, the comedienne explained why she took down the post. She said:

It passed and I don’t want to dwell on it because how can I joke about things like that?

I don’t want it to be in public, that is the reason why I took down the post, I wouldn’t want to alert my enemies.

I have no idea what might have led people to threaten me.

Actually, I think they are just strangers who don’t like me.

Madam Boss, however, said she was not sure who was behind the threats or their motives but insisted that she will not lose sleep over the matter. She said:

Haters are always there. As a celebrity, you are surrounded by many people who can turn into haters.

Even anyone, who is not a celebrity, can even testify how sometimes one can be surrounded by negative energy.

So, if a normal person can have haters, it can be worse when it is me.

But, I don’t know who it was.

The threat came through the phone. But that doesn’t matter and won’t change me.

I would like to tell my fans that I love them and I am indebted for the support they give me every day.

The threats came after Madam Boss and other celebrities took part in the search for missing St Mathias Tsonzo High School student, Livingstone Sunhwa.

Human remains thought to be those of Livingstone were found in a thicket about a kilometre from the school on the day Madam Boss and other celebrities were in Mutare searching for the teenager.

It is not clear whether the death threats were linked to Madam Boss’ public demand for answers in Livingstone’s disappearance or not.

Weekend Detention For Corrupt COTTCO Bosses

THE Zimbabwe Anti-Corruption Commission (Zacc) has arrested two Cotton Company of Zimbabwe (Cottco) bosses who are now facing corruption charges.

The duo, Cottco managing director Pius Manamike and head of ginning, marketing and business development Maxmore Njanji were remanded in custody until Monday when they will be expected to appear in court for bail hearing.

“Manamike was arrested on Tuesday.  He appeared at the Rotten Row Magistrates Court on Thursday and was remanded in custody to yesterday for bail application, whereas Njanji was arrested on Thursday and detained at Avondale Police Station until his court appearance for initial remand yesterday. Their bail bids apparently flopped,” Zacc spokesperson John Makamure said.

They are accused of securing a contract for their fleet of 40 trucks to deliver inputs from Cottco’s major supplier Ferts, Seed and Grain (FSG) Private Limited.

Government is the major shareholder in Cottco with a 37% stake after its privatisation in 1994.

The remaining shares are spread across a number of shareholders with the second largest two shareholders owning 10% shares each.

Parly Claims False Ignorance Of July Moyo’s Fire Tender Deal

Parliament says it is not aware of the existence of some critical documents pertaining to the opaque procurement of some firefighting trucks from Belarus by the Ministry of Local Government and Public Works.

On Thursday 23 June 2022, Alice Kuvheya, a resident of Chitungwiza, engaged Paidamoyo Saurombe and Jeremiah Bamu of Zimbabwe Lawyers for Human Rights, who wrote letters addressed to Dr Misheck Sibanda, the Chief Secretary to President Mnangagwa and Cabinet, Kennedy Chokuda, the Clerk Parliament of Zimbabwe and Zvinechimwe Churu, the Permanent Secretary for Ministry of Local Government and Public Works, requesting to be furnished with a copy of the Government to Government Agreement between the government of the Republic of Zimbabwe and the government of the Republic of Belarus relating to the procurement of fire tenders on behalf of local authorities.

The request followed media reports alleging that government through
the Ministry of Local Government and Public Works had circumvented the
public tendering system by commandeering both rural and urban councils to use financial resources meant for Devolution to procure fire-fighting trucks from Belarus.

Kuvheya, who said she is acting in the interest of public accountability, asked for the total cost of the fire tender equipment
to be procured from the government of the Republic of Belarus, and the quantities ordered, payments made to date for the purchase of the equipment and outstanding balances.

The human rights campaigner, who is also the Executive Director of Chitungwiza Residents Trust, also wanted to be furnished with Parliament’s approval of the “Government to Government “Agreement as required by Section 327(3) of the Constitution including copies of all
“Government to Government “Agreements entered into with the Government of the Republic of Belarus and the due diligence conducted by the
Government of Zimbabwe relating to the suitability specifications and costings of the fire tenders sought and being procured and comparison in terms of the suitability specifications and costings from other suppliers.

Kuvheya said she is making the request for such information and specifications in terms of Section 62(1) of the Constitution as read with Section 7 of the Freedom of Information Act.

According to the provisions of the Freedom of Information Act, Dr
Sibanda, Chokuda and Churu have a maximum of 21 days within which to
respond to Kuvheya’s request.

In response to Kuvheya’s request, Chokuda on 27 June 2022 disclosed
that Parliament is not in “possession of any of the documents” requested by Kuvheya such as the Government to Government Agreement between Harare and Minsk, the total cost of the equipment and quantities ordered, payments made to date and Parliament’s approval of
the Government to Government Agreement as required by Section 327(3) of the Constitution.

Three Arrested For Breaching MOPO Act

BINDURA Magistrate Ruramai Chitumbura on Friday 1 July 2022 ended the two-day detention of three Institute for Young Women’s Development (IYWD) team members, who were arrested by Zimbabwe Republic Police (ZRP) officers for allegedly convening an unsanctioned meeting.

The three IYWD team members namely Sandra Zenda, Kudakwashe Munemo and
Onai Chitakunye were arrested by ZRP officers on Wednesday 29 July 2022 and detained at Bindura Police Station before they were charged with contravening section 7(1)(b) as read with section 5 of the
Maintenance of Peace and Order (MOPO) Act .

Zenda, Munemo and Chitakunye, who were represented by Idirashe Chikomba, Tinashe Chinopfukutwa and Blessing Nyamaropa of Zimbabwe Lawyers for Human Rights, were accused of convening a meeting which was attended by 80 people on 29 June 2022 at Mayfair Lodge in Bindura, without giving notice in writing to Chief Superintendent Gladman Chiparaushe, the ZRP Officer Commanding Bindura District, for approval.

Victor Morrison, who had also been arrested together with the trio, was released on 30 June 2022 after he paid a fine for allegedly failing to display registration number plates on a vehicle. Morrison was also charged with contravening section 7(1)(b) of MOPO Act. He was advised by ZRP officers that he would be summoned to appear in court
if the State intends to proceed with prosecuting him.

On Friday 1 July 2022, Magistrate Chitumbura set the trio free after
granting them ZWL10 000 each and ordering them to continue residing at
their given residential addresses and not to interfere with witnesses until the matter is finalised. They return to court on 15 July 2022.

Zenda, Munemo, Chitakunye and Morrison join dozens of people, who in recent years have been targeted by ZRP while exercising their freedom of association and assembly and accused of contravening MOPO Act.

Government Bureaucrats Loot COVID-19 Funds

Health workers at Gokwe North District Hospital have expressed anger over authorities’ failure to disburse COVID-19 funds, three weeks after the government deposited the funds into the district hospital’s account.

The funds are meant for those who took part in the COVID-19 vaccination blitz which was done in two parts.

The first group took part in the programme in March and received their allowances for seven days after a month.

The second blitz took part in early May but they are yet to receive their allowances.

With the runaway inflation, the healthcare workers are worried that their money has been rendered valueless.

The authorities are putting blame on poor network connectivity in the district for their failure to disburse the funds.

However, the beneficiaries are blaming the authorities for not having a plan B, for example, buying data or travelling to areas with good internet connectivity like Gokwe Town centre.

Meanwhile, other district hospitals like Zvishavane paid their workers about three weeks ago.

They were given US$120 per day which will be converted using the interbank rate of the day.

Gokwe North District is notorious for late payments of its staff after they take part in various programmes.

Last year, COVID-19 funds were only disbursed after complaints from the staff.

The health workers have also complained over the government’s penchant to pay workers in instalments.- Pindula News

Marry Mubaiwa Court Case Update

Maxillo and oral-facial surgeon Dr Wayne Manana on Thursday rejected assertions that he was instructed to produce a second medical report on the woman who was allegedly assaulted by Marry Mubaiwa.
Testifying in Mubaiwa’s trial for assault, Dr Manana told the court that he only produced the medical report after Ms Delight Munyoro visited his clinic for the second time seeking medical attention.

He was negating suggestions by Mubaiwa’s lawyer, Ms Beatrice Mtetwa, during cross-examination, that he was instructed by his superiors to produce another medical report that suited the prosecution case.

“We do reports after we have seen a patient,” he said.

“There is the stamp from our clinic at Parirenyatwa. When these patients come, we see them with students from the school. These are actual teaching cases where we move around with the students and do the actual things.”

Dr Manana said there was no incentive and he could not see any reason to write a second report.

He made it clear that the medical staff did not receive instructions from anyone as they were the custodians of patients that visited the clinic.

They keep files of patients, which they often refer to when the patients visit the clinic for medication, said Dr Manana.

The State — led by Mrs Netsai Mushayabasa — closed its case after Dr Manana testified as the last witness.

Mubaiwa, through Ms Mtetwa, indicated that she will apply for her discharge at the close of the State case.

She said she will file a written application on July 14, with the State expected to respond to the application within two weeks of receiving her application.

Harare regional magistrate, Mrs Learnmore Mapiye, will deliver her ruling on July 27.

The State alleges that on January 28, 2020 at around midday, Ms Munyoro went to Hellenic Primary School in Borrowdale, Harare to collect the son of Mubaiwa and Vice President Constantino Chiwenga.

While Ms Munyoro remained seated in the car, the driver Batsirai Furukiya went to collect the child.

The court heard that while Furukiya was walking back with the child, Mubaiwa followed him to the car and accused Ms Munyoro of telling her children not to talk to her and quizzed her on why she was doing so.

Ms Munyoro denied Mubaiwa’s accusation.

Mubaiwa allegedly shouted at Ms Munyoro saying: “Uri muroyi and handichengeterwe vana vangu nemuroyi”, meaning “you are a witch I cannot allow a witch to take care of my children”.

Ms Munyoro allegedly remained quiet while seated in the car.

Mubaiwa then allegedly struck Ms Munyoro once on her left cheek using the back of her left hand, leaving her with a cut. —-Herald

Female Rapists On The Prowl

A Group of female sperm harvesters is on the loose in Bulawayo after three women reportedly drugged and sexually assaulted a man who they had given a lift, with police warning the public not to accept free rides from strangers.

In the past, there have been reports of women who allegedly pounce on hitchhikers and later collect their sperms reportedly for ritual purposes.

Last month, three women allegedly kidnapped and took turns sexually assaulting a 21-year-old man in Harare. The trio gave a lift to the man, along Samora Machel Avenue, before injecting him with an unknown substance. They then took turns raping him and collecting his semen.

In Bulawayo, 2016, three women allegedly abducted a man from Cowdray Park and forced him to have sex with them before taking away his semen.

The suspected sperm harvesters were said to be driving a white Toyota Cresta.

In 2011, three Gweru women were arrested after being intercepted at a road-block with 31 used condoms containing semen.

The three, Rosemary Chakwizira, 24, Sophie Nhokwara, 26, and Netsai Nhokwara, 24, all of Mkoba Village Four, faced 17 counts of aggravated indecent assault but were acquitted due to lack of evidence.

Bulawayo provincial police spokesperson, Inspector Abednico Ncube, said on Monday evening, three unknown women allegedly waylaid a 26-year-old man from Pumula South suburb into their car after asking him for directions.

“Police in Bulawayo are investigating a case of aggravated indecent assault whereby a male adult aged 26 of Pumula South was sexually abused by three unknown female adults,” he said.

“Circumstances are that on the 27th of June 2022 at around 1900 hours the complainant was walking along an unnamed tarred road in Old Pumula, Bulawayo when he was stopped by one unknown female adult who was driving a blue Honda Fit (registration number unknown). “The driver asked the complainant for directions to reach Ashy’s Sports Bar, Pumula South, Bulawayo. The complainant offered to accompany the accused person since he was also going in the same direction,” said Insp Ncube.

He said the man entered the car and saw two more female occupants who were seated in the back passenger seat.

“The two female accused persons made the complainant sit in the middle and asked him what he was drinking. The complainant showed the accused person opaque beer, which he had poured into a water bottle,” said Insp Ncube. “The accused persons offered the complainant a glass of beer, which he failed to identify from its taste and he drank it once,” said Insp Ncube.

He said after gulping the drink the man lost consciousness and woke up on a bed with the three women naked.

“The complainant became unconscious after drinking the beer and only gained consciousness when he was lying on a bed in a house somewhere with one female accused person standing naked beside the bed but he cannot remember the place.

“The accused person undressed the complainant who then lost consciousness again,” said Insp Ncube.

He said the man woke up the next morning, dumped near Robert Sinyoka Primary School.

“The complainant gained consciousness on 28 June 2022 at around 05:45 hours and he found himself lying by the roadside near Robert Sinyoka Primary School, Pumula, Bulawayo.

“The complainant discovered some whitish substance on his stomach while passing urine and he suspected that the accused persons might have had sexual intercourse with him without his consent while he was in their custody,” said Insp Ncube.

He said on the same day at around 10AM, the man narrated the ordeal to his aunt who then accompanied him to the police station where he made a report.

Insp Ncube urged members of the public to help with information that will lead to the arrest of the women.

“We urge public members not to entertain and accept free rides from strangers. We appeal to the members of the public with information that may lead to the arrest of the accused persons to report to the nearest police station,” he said.

The rape of men is viewed as something hard to believe, as many in society cannot comprehend how a man can be erect and ejaculate under duress.

Traditionalists say it is possible for men to be raped and these women might be using the sperm for ritual purposes such as getting rich.

Zimbabwe National Traditional Healers Association president, Mr George Kandiero, said the victim will be in a semi-conscious but sexually aroused state.

“They give the men aphrodisiacs and after that one will be semi-paralysed and at the same time you are very aroused,” he said.

Then they do as they wish with the person. The way of extraction is part of the ritual for them to get their desired results. They either use the semen for money rituals or even to fix certain men or to lure them. There’s muthi, as they mix it with semen and bathe with it,” said Mr Kandiero.

He said the victims need to be spiritually cleansed.

“Unfortunately for the victim, they need cleansing as this will affect them in bed as they won’t perform anymore and spiritually, you’re no longer okay. They need a diviner who will find out what happened to the victim as this is witchcraft,” said Mr Kandiero.

He said the sperm has to be taken by duress as the spells will not work if it is given up voluntarily.

Mr Kandiero said some women collect the sperm for rich people. -Chronicle

Impact Of Climate Change On Health

The new WHO policy brief recommends five important approaches for governments to address the mental health impacts of climate change:

integrate climate considerations with mental health programmes;
integrate mental health support with climate action;
build upon global commitments;
develop community-based approaches to reduce vulnerabilities; and
close the large funding gap that exists for mental health and psychosocial support.

Village Head Torments Woman For Rejecting Love Proposal

In a case of abuse of power by traditional leaders, a Gokwe woman had to travel 55 kilometres on foot to Chief Nemangwe’s place in her quest for justice after she was allegedly banished from her village after she turned down a local village head love proposal.

Writing for The Guiding Star, Perseverance Javangwe said the woman, identified as Mai Masvibiriri, was told to vacate her place by the headman in the village after she allegedly turned down the traditional leader’s love proposal.

The village head allegedly want to give the plot to his alleged girlfriend identified as Tunye Dhlana.

Mai Masvibiriri told the publication that she was given the place by the headman identified as Sabhuku Mupasiwa five years back when her husband was still alive but sick during that time.

Following her husband’s death last year, Headman Mupasiwa allegedly proposed love to her but she spurned the proposal.

This reportedly did not go down well with the traditional leader, prompting him to notify Masvibiriri that she should vacate the premises and find another place to live. Speaking to The Guding Star, Masvibiriri said:

When my husband fell sick we were given a place to stay. While there, my husband passed on and the headman advised that he be buried where we stay since it was his will.

The headman is now proposing love to me but I turned him dome. So because I refused, he is now saying I should leave my stand and find another place to stay in order to make way for his girlfriend.

Last year, his girlfriend came and marked a place just behind my house and built a foundation there. I then went and reported the issue at the Chief’s kraal.

But, before that, the headman reported the issue to Chief Ngomeni and I felt cheated because he did not do justice to the issue, so I went to Chief Nemangwe to report the case.

Chief Nemangwe advised the headman to find another place for his girlfriend, but when we returned the headman went against that.

I then called Chief Nemangwe who then sent his police officer who came and told me that considering I was given the place by the headman no one was supposed to remove me there.

The headman kept coming until one day he said “you are not supposed to be here, I told you to find another place.”

Now they keep reporting me to the police and if I go to the police, the headman does not show up for discussions on the issue.

When I went to Gokwe, the police said I should return home since he did not show up.

I have gone to Gokwe three times and they keep saying no one showed up and I always return home empty-handed.

On top of that, I have a challenge with transport expenses which I cannot afford.

This prompted the woman to travel to Chief Nemangwe’s court on foot through thickets, a distance of 55km.

However, Headman Mupasiwa refuted the allegations levelled against him saying he was cleared by the Chief in the matter and was advised to leave the two women to deal with the situation on their own.

The Guiding Star reported a source as saying Village Head Mupasiwa is a habitual womaniser and Mai Masvibiriri was being punished for refusing to bed the traditional leader. Said the source:

What l know about Village Head Mupasiwa is that he is adulterous, and also goes after widows in our societies.

Chief Nemangwe could not be reached for a comment on this issue as his mobile phone was unreachable.

15 Steal Millions Of Gweru Tollgate Money

By- At least 15 Zimbabwe National Road Administration (Zinara) Flamingo tollgate in Gweru workers have been implicated in a million-dollar cash scandal.

Seven of them have been fired, while eight resigned.

Acting Zinara chief executive officer Mr Gilfern Moyo confirmed the development in Gweru Thursday.

Mr Moyo was addressing a Zimbabwe Anti-Corruption Commission (Zacc) — Zimbabwe National Road Administration (Zinara) roundtable dialogue and training workshop for Zinara integrity committee members.

To enhance transparency Zinara with technical assistance from Zacc has set up an integrity committee to strengthen its systems in the fight against corruption.

Mr Moyo said Zinara is weeding out corrupt employees following a scandal at Flamingo tollgate where several employees were caught stealing.

“At Flamingo toll gate in Gweru, we were faced with a theft scandal involving millions of dollars. Seven cashiers were dismissed after they were found guilty of the counts they were facing. Eight of them resigned before the internal process commenced while two were acquitted at the end of the internal process,” he said.

Mr Moyo said it was unfortunate that because of corruption, even the extended families of the employees’ source of income had been disrupted.

He commended Zacc for having alerted the road administration of the theft that was taking place at the tollgate.

“Zinara instituted thorough investigations after receiving a tip-off from Zacc last year that some employees stationed at the Flamingo tollgate in Gweru were abusing the Zinara prepaid cards. That is the partnership we are looking for and that is why we have the integrity committee in place. We don’t condone corruption,” said Mr Moyo.

He said Zinara’s sole business now is collecting and disbursing funds. Mr Moyo said road authorities who include urban and rural councils, District Development Fund (DDF) and the department of roads were now handling contracts.

“These submit their annual work plans and we fund their plans. We collect and disburse funds and our source of funding is toll fees from tollgates, abnormal load fees that are administered by the Vehicle Inspection Department, among others,” he said.

Mr Moyo said Zinara was in the process of computerising its operations so that they remove human interface which is prone to abuse.

“We are beefing up the ICT department, we have installed CCTV at tollgates but at times we are shocked to find some disconnected at tollgates. Reason given is that when there is a power outage, they fail to get them running. Statistics have shown that where CCTV is not functioning or where there is manual tolling system, revenue inflows plummet drastically and that is why we need to computerise operations,” he said.

Mr Moyo said Zinara has set up a full-fledged risk and loss control department to work closely with law enforcement agencies in tracking all reported cases of corruption within the organisation.

200 000 Zimbos In SA To Return Home As Ramaphosa Maintains Anti-Zimbabwe Stance

By-Over 200 000 Zimbabweans working in South Africa face deportation and loss of jobs upon expiry of their Zimbabwe Exemption Permits (ZEP) on December 31 this year if they do not migrate to other eligible permits.

There are four different permits available namely, student visa, business visa, spousal visa and work permit visa and applicants must find one that best suits their situation.

However, there are strict conditions for getting the permits. This has led to the Zimbabwe Community in South Africa holding marathon meetings with the ruling African National Congress (ANC) as well as members of the Parliamentary Portfolio Committee on Home Affairs in an effort to find common ground and avert a potential deportation disaster.

The ZEP cancellation and requirement to apply for a new visa aligns with the department’s review of all visas issued from as far back as 2004, but Zimbabweans are the only ones who have to reapply for a visa at the moment.

For one to get a student visa, they ought to provide proof of being admitted to a registered learning institution in terms of section 1 of the South African Schools Act, 1996 as well as a college established in terms of the Further Education and Training Colleges Act, 2006.

Students are required to provide proof of medical cover renewed annually for the period of study with a medical scheme registered in terms of the Medical Schemes Act.

To get a work visa, the applicant must prove they are filling a critical skill post and that their employer cannot find an equally qualified South African for the job.

Chairperson of the Zimbabwe Community in South Africa, Mr Ngqabutho Mabhena, said talks with the ANC party and parliamentarians were underway.

“As Zimbabwe community in SA, working with the African Diaspora Forum, we are in talks with the ruling ANC as well as the Portfolio Committee on Home Affairs because these are policymakers. You will note that the ANC is going for a policy conference in July and we are raising these issues with them to highlight that while we respect the ANC-led Government’s position, we believe there is room to review that decision given that maybe there was no proper analysis,” he said in an interview.

“We believe perhaps there was an assumption that everyone would be able to move to other permits with no regards to people with no skill and these are issues we are raising with the ANC as a political party,” said Mr Mabhena.

He said while there has not been tangible positions from the talks, they shall continue with engagement and keep communication lines open.

“We also understand the pressure on the ground because unemployment is rising and stands at 35 percent while we are also alive to the fact that some political parties used these statistics to win votes in the 2021 local government elections so I can not say for certain that they are listening to us or not but what is key is that we are talking,” said Mr Mabhena.

The South African Home Affairs department estimates that 178 412 Zimbabweans were granted exemptions.

According to a critical skills list released by the Home Affairs Minister Dr Pakishe Aaron Motsoaledi on February 2 this year, there are 101 jobs that meet the set requirements. The jobs and are mostly sciences-related and the qualifications needed make it almost impossible for the generality of Zimbabweans working in South Africa to get the visa.

According to the South African Department of Home Affairs website, from time to time the Minister of Home Affairs publishes a Critical Skills list in a Government Gazette. Prior to submitting an application for a Critical Skills Work Visa, the applicant is required to have his or her foreign qualification(s) translated by a sworn translator into one of the official languages of the Republic and to have such qualification(s) evaluated by the South African Qualifications Authority (SAQA).

The applicant is also required to obtain written confirmation(s) from a professional body, council or board recognised by SAQA or any relevant government department confirming the skills or qualifications of the applicant and appropriate post-qualification experience.

In the event that any law in South Africa requires one to be professionally registered in order to practice one’s profession, the application must contain proof of an application made for a certificate of registration with the professional body, council or board recognised by SAQA.

Business visa applicants need to have a certificate showing that they have at least R5 million available in cash, or at least R5 million in cash and capital to be invested in South Africa.

Madam Boss In Danger After Exposing Mutare Boy Gruesome Murder

Efforts to get a comment from Presidential spokesperson George Charamba were futile as he was not reachable yesterday.

Baroka FC Dismiss Chipezeze

Baroka FC have reportedly decided to part ways with goalkeeper Elvis Chipezeze following the team’s relegation to the National First Division.

According to FARPost.co.za website, the Limpopo-based outfit is undergoing a squad overhaul and among the released players are Chipezeze and Malawian striker Richard Mbulu.

A fan favourite at the club, the Zimbabwean became Baroka’s first choice on his arrival in 2018. He made thirty-one appearances during his debut campaign on the south-side of Limpopo, helping his team to a Telkom Knockout triumph.

The 32-year-old’s heroic performance in the cup competition earned him the Goalkeeper of the Tournament gong at the 2018/19 PSL Awards.

Chipezeze remained Bakgakga’s first-choice keeper for the following season and was named one of the club’s captains. He lost his first XI berth in the 2020/21 term following the re-signing of Oscarine Masuluke.

The former Warriors international struggled for game time in the next season, prompting his release.- Soccer 24 Zimbabwe

Climate Change And Health

The new WHO policy brief recommends five important approaches for governments to address the mental health impacts of climate change:

integrate climate considerations with mental health programmes;
integrate mental health support with climate action;
build upon global commitments;
develop community-based approaches to reduce vulnerabilities; and
close the large funding gap that exists for mental health and psychosocial support.

Anger Over Abuse Of Covid-19 Funds

By A Correspondent- Health workers at Gokwe North District Hospital have expressed anger over authorities’ failure to disburse COVID-19 funds, three weeks after the government deposited the funds into the district hospital’s account.

Battle Lines Drawn In Mazoe West

By A Correspondent- On the 26th of April 2018 Government spokesperson Nick Mangwana said, “A titanic battle in Mazowe West on Sunday. Tafadzwa Musarara vs Kazembe Kazembe. But Anastencia Mazikana, Chrispen Mataire, Richard Chiorongwe, Constance Sabau and Christopher Makwezva are not bridesmaids. Zanu PF primaries are more intriguing than most general elections.”

Mangwana was commenting on the primary elections battle for the right to represent ZANU PF in Mazowe West.

Tafadzwa MUSARARA braved the weather and challenged Kazembe Raymond Kazembe for the Mazowe West constituency.

Musarara already had an upper hand as there is an entire village that bears his surname ,schools and his heritage and lineage is traceable in the constituency. While Kazembe was deemed as an outsider.

Musarara’s home advantage did not augur well with Kazembe Kazembe who resorted to violence , intimidation and dirty tactics against Musarara.

Kazembe and his henchmen turned to violence against Musarara in the primary elections. The violence saw Musarara’s 30 tonne truck and a Kombi destroyed and campaign material worth thousands of dollars looted. CID Bindura deployed three police officers who visited the scene and opened a docket under case number RRB 333861440.

The involvement of the police did not deter Kazembe and his supporters two Zanu PF activists in Mazowe West were convicted and jailed for looting mealie meal and flour worth $12 000 from businessman Tafadzwa Musarara’s truck in Concession during the party primary elections .

The pair – Jonah Ngwenya (Zanu PF Mashonaland Central provincial transport secretary and Boyd Fungulani – were part of Zanu PF Mashonaland Central provincial chairperson and parliamentary candidate Kazembe Kazembe’s campaign team.

The violence against Musarara worked and some of his followers were intimidated into participating in the primary elections.

The violence against Musarara worked and some of his followers were intimidated into boycotting the primary elections.

Violence again was used against Musarara in the ZANU PF DCC race in which Musarara ran against John Mudzonga who was Kazembe’s campaign manager.

The defiant Musarara stood his ground and managed to win the DCC elections. Musarara was later asked by the people to run in the provincial chairmanship race.

Despite claims of rigging , intimidation and under handed tactics Musarara managed to secure over 17 000 votes. This was viewed as victory for Musarara as it was his first time running in the provincial race.

It is now apparent that there is a feud between Musarara and Kazembe and the feud seems to be far from over.

Kazembe has now called for a meeting which is meant to strip Musarara of his DCC chairmanship. The meeting is set to charge , prosecute and provide the sentence and execution over Musarara’s political career.

Kazembe is now playing his cards to preserve his position ahead of the primary elections which precede the 2023 harmonized elections.

The feud between Musarara and Kazembe has played into the hands of Chamisa’s CCC movement which is now plotting to reduce the ZANU PF margin in Mashonaland Central.

Mashonaland Central is a ZANU PF stronghold which has provided a clean sweep against the opposition. The Opposition merely has to reduce the ZANU PF margin in the strongholds and increase their wins in their areas to get a glimpse of victory in the 2023 polls.

President Emmerson Mnangagwa needs to intervene and address the issues in Mashonaland Central and the issues in Mazowe West. This political hotbed if left alone will weaken the party In Mashonaland Central and derail the 5 million votes for ED.

Kazembe might have a legitimate claim to the provincial chairmanship as endorsed by the politburo but do people follow him , is he a leader leading the people? His failure to mobilize attendance to rallies and his near fist fights with politburo members who are senior to him indicates that Kazembe Kazembe does have a problem which needs to managed ahead of the elections.

There is need for a special indaba In Mashonaland Central to iron out the issues and ensure that the party emerges stronger , with clarity , unity and peace.

Please Your Excellency and the Presidium May you kindly addressed the issues in Mashonaland Central.

ED Honor Divides Gweru

By A Correspondent- A proposal to grant President Emmerson Mnangagwa freedom of the city status has divided Gweru city councillors, Southern Eye has learnt.

Councillors are arguing over the criteria used to bestow such honour, which they say was not clear.

Southern Eye understands that Council managers proposed to give Mnangagwa the honour during a full council meeting on Wednesday.

The issue was also included in the minutes of the deliberations, although the minutes did not explain the reasons why the President must be given the honour.

“We have item 123 which points to giving President Mnangagwa the freedom of the city of Gweru,” the city mayor Hamutendi Kombayi, who was chairing the meeting, said.

Councillor Edison Kurebgaseka (ward 9) said there was nothing wrong in granting Mnangagwa the status, adding that the honour would come with some benefits.

“We should set politics aside, and l think there is nothing amiss in granting President Mnangagwa the honour. After all, Mnangagwa is from the Midlands province and we could, as a council benefit in some service delivery issues affecting us including roads and water challenges,” Kurebgaseka said.

But councillor Josiah Makombe disagreed, saying the issue needed to be deliberated on in council chambers to ensure there is clarity on why Mnangagwa should be bestowed that honour.

“We can’t just rush to adopt the proposal. There is need for a special meeting to discuss this issue. It’s just a recommendation coming from management and it’s not clear,” he said.

Makombe’s sentiments were seconded by councillors Trust Chinene (ward 15) and Tawanda Magidi (ward 16).

The proposal attracted heated debate among councillors, who then failed to agree on the way forward.

In 2020 when Victoria Falls was declared a city, Mnangagwa was awarded freedom of the city with the local authority saying it was recognising his contribution to the resort town’s transformation.

“Covid-19 Is Here For Decades To Come”

By Wilbert Mukori- In July 2021 the Zanu PF regime promised to administer 100 000 covid 19 vaccine jabs per day and in the remaining 180 days of that year would have delivered 18 million jabs, two jabs each to the target 10 million herd immunity. However, with the reduced 4 000 jabs per day or 1.6 million per year it is going to take much longer to hit the 10 million target.

To date 6.28 million, 4.62 million and 0.86 million have received the first, second and third vaccine jabs in Zimbabwe respectively according to the latest data from the Ministry of Health. And so, it will take six years to June 2028 to finally get 10 million vaccinated with two jabs.

As we know the times have moved on, three jabs are now required instead of two. It will take a further six years from 2028 to 2035 to have the three jabs on the 10 million target herd immunity at the present rate of 4 000 jabs per day!

Many countries in the developed countries have 80% plus of their target herd immunised with three jabs, giving them the confidence to lift most of the covid 19 restrictions that had caused so much human suffering and economic disruption.

There signs are, mankind will have to live with corona virus for decades to come, at least, or be it a significant segment of the population will need annual booster vaccination jabs as is the case with the common flu, for example.

Until Zimbabwe reach the target 10 million with three jabs, the country will continue to live with covid 19 hanging over our heads like “the sword of Damocles”. There will be new corona virus outbreaks and, with each outbreak, many of the covid 19 restrictions will return, many of the people without the protection of the three jabs will catch the virus become seriously ill and many will die.

Officially, 5 549 Zimbabweans have died of corona virus since March 2020 when Zororo Makamba died, the first covid 19 death in Zimbabwe. Many people do not believe the official figure; for one thing the country’s covid 19 testing regime has been wilfully inadequate.

The true figure is 1 million cases and 25 000 deaths, or ¼ those of South Africa which are 3.99 million cases and 101 745 deaths respectively. Zimbabwe’s population of roughly ¼ that of S A and the two countries’ covid 19 cases have mirrored that of the other given the heavy human traffic between the two countries throughout the covid 19 years.  S A’s covid 19 test regime has been more diligent are therefore the figures are more reliable.

Indeed, one would expect Zimbabwe’s covid 19 figures to be much worse than just being ¼ those of our southern neighbour given our health care service is in sorry state and by failing to test, trace and track Zimbabwe would have helped the virus spread far and wide, making our situation even worse!

Zimbabwe is losing a staggering US$ 1.2 billion per year to gold smugglers alone, enough to have funded and delivered the 100 000 covid 19 vaccines jabs per day meeting the nation’s herd immunity target by December 2021. To have this covid 19 threat, “the sword of Damocles”, hangover our heads for another six years before we can reach the two relative safety of two jabs is unbearable particularly when the delay is because of the insatiable greed of few!

The grim ripper, corona virus, has six more years to add to Zimbabwe’s estimated 25 000 covid 19 death toll thanks to Zanu PF’s failure to deliver own its promise to stamp out corruption and deliver 100 000 vaccine jabs per day. As it is the regime is delivering a mere 4 000 jabs per day or 4% of what promised because it has all but failed to stamp out corruption!

“Avenge Your Death My Son”: Livingstone’s Mother

By A Correspondent- Selina Tadya, the mother of missing St Mathias Tsonzo High School learner, Livingstone Sunhwa, believes her son was murdered and wants his spirit to torment the killers.

Livingstone went missing from the Anglican Church-run school on 6 December after he was briefly arrested by the police for stealing snacks from the school’s tuckshops.

Human remains that are suspected to be Livingstone’s were discovered last Friday in a thicket that is a stone’s throw from the school.

Speaking to The Manica Post, Tadya revealed that the body parts were strewn all over the place, with some of them missing. She said:

It is like a part of my soul has been removed. It is painful for a parent to lose a child. Only affected parents can relate to what I am going through.

The fact that he disappeared at the hands of those who were supposed to take care of him makes the pain worse.

Whoever is responsible was insensitive and should have considered the life of my child.

I feel a lot of pain and emotional trauma far beyond imagination. His spirit should fight back and torment his killers.

Fight your killers my son. Never give them rest. Fight until they own up and disclose the whole truth about what happened to you.

No amount of appeasement can bring back my son. Money does not buy life. I just want them to suffer the same ordeal my son went through.

What can they do to replace Livingstone? Where will I find him?

The Criminal Investigation Department (CID) took over the investigations into Livingstone’s disappearance and is in the process of conducting DNA tests to establish whether the human remains are Livingstone’s.

Tadya said she single-handedly laboured to raise Livingstone and his sister, Pride, following the death of their father in 2010. She said:

When you lose a husband, you become a widow; when you lose your parents, you become an orphan; but when you lose your child, there is not even a term for it.

That is how awful it is. I am barely existing. I have spent every waking moment trying not to think about what happened to my son.

I never imagined picking his scattered bones, I had hoped to find him alive. I lost my breath when I saw his shoes, belt and those remains. Our family is failing to accept this.

Since the discovery of the human remains, nobody from the school or the church has reached out to us. Nobody has come just to empathise with us or just to say they are sorry – just a sorry.

On Sunday, we went to the school with the intention of proceeding to the scene where the remains were discovered. The headmaster was present but he refused to come out and meet us.

Till this day (Tuesday), I have not received any message from either the school or the church despite the fact that my son disappeared from their institution.

Are they saying Livingstone never existed at St Mathias Tsonzo?
