By A Correspondent- Today, President Mnangagwa is scheduled to meet with his South African counterpart, Mr. Cyril Ramaphosa, to inaugurate the Border Management Authority (BMA) in Musina, Limpopo Province. The two leaders will also embark on a joint tour of the Beitbridge Border Post before their meeting in the South African border town.
The agenda for their meeting includes discussions on various border-related issues. Zimbabwe has undertaken significant improvements to its portion of the border to enhance efficiency and align with South Africa’s development objectives.
Through a public-private partnership with the Zimborders Consortium, the Zimbabwean government has completed a $300 million upgrade of the Beitbridge Border Post. This upgraded facility now comprises three terminals for freight, buses, and private cars/pedestrians, with automated connections to South Africa, Zambia, Botswana, Mozambique, Angola, the Democratic Republic of Congo, Malawi, and Tanzania.
South Africa’s Presidency stated that the launch of the BMA follows its formal establishment as a Schedule 3 (A) public entity on April 1, 2023. This development provides South Africa with an integrated border management platform, enabling centralized command and control to ensure secure borders, safe travel, and efficient trade.
As part of the launch, President Ramaphosa will host President Mnangagwa and engage in official talks, accompanied by a guided tour of the Beitbridge border, with support from members of the Inter-Ministerial Coordinating Committee (IMCC) on the BMA.
This visit by the two leaders to the busiest inland port in the Southern African Development Community (SADC) follows Pretoria’s approval of a proposal by the Ministry of Home Affairs to upgrade six major ports of entry, including the Beitbridge Border Post.
Dr. Aaron Motsoaledi, South Africa’s Home Affairs Minister, confirmed that full support had been secured from the Ministry of Finance to initiate these projects. The six designated ports of entry for redevelopment include Beitbridge (Zimbabwe), Lebombo (Mozambique), Maseru Bridge (Lesotho), Ficksburg (Lesotho), Kopfontein (Botswana), and Oshoek (Eswatini).
Construction will be executed in phases to prevent disruptions to ongoing operations at these ports. This project is expected to create approximately 38,000 jobs in the vicinity of the designated ports of entry. It is being undertaken as a Public-Private Partnership (PPP), with the procurement process following Treasury Regulation 16 procedures for PPP projects.
The Request for Proposals (RFP) for these projects has been issued, inviting interested parties to participate. Dr. Motsoaledi emphasized that the redevelopment of these land ports of entry is essential due to the significant increase in cross-border movement in the region since the advent of democracy. Congestion at South Africa’s land ports of entry has hampered trade and economic activity.

By A Correspondent- The Zimbabwe Republic Police has relocated more than 100 police officers, amid allegations that some may have been transferred as a form of punishment for purportedly voting for the opposition Citizens Coalition for Change (CCC) through the postal voting system.
A leaked transfer list obtained by NewsDay indicates that the majority of these transfers, over 40 in total, occurred in Masvingo province.
An internal communication signal, dated October 3, 2023, and marked as “immediate,” instructed station commanders to facilitate the relocation of the named police personnel. The signal stated, “The following transfers have been approved and should be implemented accordingly.”
Other affected provinces include Matabeleland North and South, Midlands, Bulawayo, and Harare. The instructions specified that the transferred officers should be transported to their new stations by October 20. It also urged provincial officers in charge to ensure a smooth transition for the transferred personnel and requested casualty returns after the transfers were completed.
National police spokesperson, Assistant Commissioner Paul Nyathi, confirmed the transfers and asserted that there were no political motives behind these reassignments. He explained, “Remember we recently had promotions of police officers to higher ranks, where some needed to take up leading positions at stations and some of them were transferred to take those leading positions. I am aware of the transfer signal, and there are officers who would want to resist transfers by making these unfounded claims, even involving politics in it.”
Nyathi emphasized that such transfers are routine within the police service, designed to place officers where their skills and experience are needed most. He also noted that retirements and other personnel changes necessitate transfers to fill vacant positions, stating that these moves had no connection to postal voting or political affiliations.
By A Correspondent- The City of Bulawayo is on the hunt for a patient who has gone missing after being diagnosed with Cholera at a time when five positive cases have been confirmed in Harare.
The positive cholera case in the city and the disappearance of the patient was confirmed on Monday by the Director of Health Services Dr Edwin Sibanda-Mzingwane and on Wednesday, council spokesperson Mrs Nesisa Mpofu said there were still seized with the tracing of the patient with the case being the only one recorded in the city to date.
“The tracing of the patient is currently underway. So far, that is the only case received,” said Mrs Mpofu.
Mrs Mpofu said residents were being reminded of the importance of washing hands with soap and running water, keeping utensils clean and stored in clean places, boiling of water as a precaution, thoroughly heating food before consumption and keeping water in clean and covered containers.
“There must also practice hygienic dispensing of water from the storage containers, keep the environment clean and desist from open defecation and littering, desist from using unsafe water alternative water sources and seek medical attention early, in the event of any illness,” she said.
The City of Harare released a statement yesterday informing residents that it has recorded five cholera cases in Hopely Zone 5, Stoneridge, Southlands, Granary, and Adbernie Mbare. The statement read that three of the cases had visited Buhera where there is a cholera outbreak while some may have contracted it from local sources.
The Mthwakazi Republic Party (MRP) leader, Mqondisi Moyo, has been removed from his position amid allegations of using hate speech and other charges, causing divisions within the secessionist movement.
An interim structure, led by co-chairpersons Thembisani Mpofu and Chilumbo Mudenda, has been appointed to organize an elective congress scheduled for next year.
Moyo faces accusations of abuse of office, lack of respect, and integrity in handling party affairs. Mbonisi Gumbo, the interim party spokesperson, explained that a meeting was held on Sunday to decide on the interim structure following Moyo’s removal. The interim committee’s goal is to repair the party’s image, which has suffered from years of mismanagement, public insults of prominent figures and organizations in Matabeleland, and internal strife.
Gumbo emphasized that Moyo and other members were not expelled from the party but no longer held their previous positions unless re-elected at the upcoming congress. Moyo, however, rejected his removal, describing it as null and void and alleging a plot to hijack the party.
The MRP was founded in 2014, advocating for Mthwakazi’s secession from Zimbabwe. President Emmerson Mnangagwa had previously cautioned the MRP leadership against promoting a secessionist agenda.
By A Correspondent- Vice President Dr Constantino Chiwenga’s family has donated towards the reconstruction of a gazebo and drilled a borehole at SOS Children’s Village in Bulawayo at a cost of nearly US$13 000 as it aims to address some of the challenges affecting the community.
The gazebo was destroyed in a fire in 2017 and the institution has been struggling to rebuild it until the intervention of the Vice President’s family through Dr Chiwenga’s wife, Colonel Miniyothabo Baloyi-Chiwenga.
Col Baloyi-Chiwenga visited the school yesterday where she commissioned the reconstructed gazebo and the new borehole, which is expected to improve water provision. She also commissioned a new computer laboratory, which the school funded.
Col Baloyi-Chiwenga said coming to the aid of the school is part of her family’s effort to complement President Mnangagwa’s vision of delivering a competitive education sector.
“The human mind is our fundamental resource and the President of the Republic of Zimbabwe, the Head of Government, the Commander of the Zimbabwe Defence Forces, His Excellency Dr E.D Mnangagwa makes continuous efforts to come up with strategies to ensure that Zimbabwe continues to remain a force to reckon with not only in Africa but the world over in terms of education,” said Col Baloyi-Chiwenga.
She said after the institution’s gazebo was burnt down and the school could not rebuild it, she visited SOS leaders and requested that they be assisted in rebuilding it.
“So, on behalf of my family, as part of our philanthropic journey we pledged to assist them to rebuild the gazebo that was gutted by the fire.
“We also pledged to drill a borehole so that they can use it one way or the other. We know as the Chiwenga family that this is not much but we hope that in our little ways we can be able to help wherever possible and change lives in our small ways we can afford,” said Col Baloyi-Chiwenga.
Through the borehole project, the school is expected to embark on agricultural activities.
“Today I’m not only handing over the two projects that my family donated to the school. I’m also officially opening the computer lab that was equipped by this institution,” she said.
“The world is now a global village due to improving technology. In cognisance of this assertion, it is, therefore, imperative to catch them young,” said Col Baloyi-Chiwenga.
SOS Children’s Village schools board chairperson Dr Faith Nyamukapa said the donation has come in handy considering the challenges the institution has been facing in rebuilding the gazebo. She said the gazebo was important when the school was conducting outdoor activities.
“I’m informed by the school head that the donation is valued at almost US$13 000. We appreciate such a donation will enhance water reticulation at this facility. I’m aware that the water of the city of Bulawayo has been affected by the geographical location of the city and remains a challenge and today where everyone is advocating for a green environment, the timing of the donation couldn’t be better,” she said.
Dr Nyamukapa said Col Baloyi-Chiwenga’s philanthropic work has seen her setting up an education facility that provides free education to the vulnerable.
“Your vision and desire for sustainable development makes a great impact on the needs of children including those without parental care even those at SOS Children Villages,” she said.
“Thank you for recognising that children need love, safety and care. I continue to call on the Government, corporates, individuals and the community at large to action.
“Every child has a right to dream and we, as various stakeholders, entities and individuals are here to support the dream of children who have lost parental care be in cash of kind. They are our children and they are Zimbabwean children.”
CCC spokesperson Promise Mkwananzi has responded to one Sengezo Tshabangu who claimed to be the party’s secretary general and wrote a letter to Parliament and to the Ministry of Local Government, recalling MPs and councillors.
“We note the desperation by an impostor who is masquerading as a member of CCC. CCC has clear signatories known to ZEC and have the mandate of the party.
“These people cannot abuse the name of our leader and the brand of our Party. Following, a devastating defeat in the election, ZANU PF has resorted to desperate measures in sponsoring impostors to destabilize the party.”
In a highly significant move, Sengezo Tshabangu, the Interim Secretary General of the Citizens Coalition for Change (CCC), delivered the party’s constitution addressed to Speaker of Parliament Jacob Mudenda.
This delivery, which took place within the hallowed halls of Parliament, was marked by a distinct purpose: to ensure the Speaker was well-informed about the constitutional clauses that underpinned the recall of certain Councilors and Members of Parliament (MPs) affiliated with the CCC.
The transfer of the CCC constitution was executed through an official letter, formally received by Parliament on Wednesday. Within this letter, Mr. Tshabangu emphasized the party’s dedication to transparency and adherence to parliamentary processes. He explicitly stated, “Please find a copy of the interim constitution of the Citizens Coalition for Change (CCC) for your records.” This gesture was not only an act of transparency but also aimed at equipping the Speaker with a clear understanding of the constitutional framework under which CCC recalls were initiated.
Crucially, this letter also contained a compendium of documents that played a pivotal role in the recall of several Councilors and MPs hailing from the Matabeleland region. Allegations had surfaced suggesting that these elected officials were no longer active CCC members, prompting their removal.
By presenting the CCC constitution to Parliament, the party underscored its commitment to upholding constitutional processes and respecting the mechanisms of the parliamentary system. This deliberate move affirmed the CCC’s recognition of the pivotal role played by legislative institutions in the nation’s democratic landscape.
This development has ignited substantial interest and debate within the political sphere. Observers and analysts are closely monitoring how the CCC’s engagement with parliamentary procedures unfolds.
To claim that Nelson Chamisa and his CCC friends did the people of Zimbabwe a great favour by participating in the flawed 2023 elections is a fallacy.
“If CCC had boycotted the elections, the remaining small parties like Mwonzora’s MDC and Madhuku’s NCA would not have been a serious political threat to force Zanu PF to rig the elections. And so SADC and AU would have found no flaws and illegalities to condemn!” the proponents of the CCC favour fallacy argue.
By definition: a contradictory premises fallacy occurs when someone presents a conclusion that cannot be accurate based on the premises set forth.
There was a morbid scientist who trained a flea to jump at his command. He then proceeded to remove the poor creature’s limbs, one by one. With the loss of each limb the insect moved at the command or be it not as far as with all its legs. After the last leg, the insect did not budge!
“A flea without legs cannot hear!” concluded our morbid scientist!
Of course, the claim that CCC did the nation a great service by participating in the flawed and illegal 23 August 2023 elections is a contradictory premises fallacy. For one thing, if the party did us a great favour this year then it must have also done us a great favour during the 2008 to 2013 GNU when Morgan Tsvangirai and company had the golden opportunity to implement the democratic reforms and thus ended Zanu PF’s carte blanche powers to rig elections.
With all the democratic reforms implemented Zimbabwe would have held its first ever free, fair and credible elections in 2013 and from henceforth have been a healthy and functioning democratic nation. Think of the economic and political benefits the last ten years would have brought.
These 23 August 2023 elections would have been free, fair and credible consolidating Zimbabwe’s position as a bastion of peace, freedom and liberty; free at last from the clutches of corrupt and tyrannical vote rigging thugs!
“Yeah! But the nation would be very disappointed that SADC and AU election reports would have found no flaws and illegalities to report about!” our morbid CCC leader would argue!
The truth is CCC leaders participated in this 2023 elections knowing fully well that Zanu PF was rigging the elections and that participating would give Zanu PF legitimacy. They still participated regardless because they also knew that Zanu PF was offering a few gravy train seats to entice the opposition to participate no matter how flawed and illegal the process got.
Zanu PF knew the party could never win free, fair and credible elections even against the small parties like MDC and NCA, at least the party would be foolish to make such a gabble. Zanu PF knew the party would get away with blatantly rigged elections as long as the opposition participated in the flawed elections on mass.
After 2018 elections, Mnangagwa created the POLAD grouping to reward the losers of the presidential rat race. Lovemore Madhuku was one of the beneficiaries of the POLAD freebies and, no doubt, he and many others had their beady eyes on POLAD freebies this time too.
In the 2013 and 2018 Zanu PF rigged the elections and MDC/CCC participated with the usual enthusiasm and SADC and AU election observers played along and turned a blind eye to the rigging. Of course both Zanu PF and CCC were surprise that SADC and AU observers had departed from the usual script and condemned the 2023 Zimbabwe elections!
For CCC leaders to now claim that party had deliberately failed to implement the reforms so that SADC and AU would have the flaws and illegalities to report about is nonsense!
“The (2013) electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility,” confessed David Coltart in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.
They should have implemented the reforms, then boycotting would have been irrelevant. However, when they had failed to implement the reforms, boycotting was the more rational option since the alternative was giving Zanu PF legitimacy out of greed.
CCC leaders’ greed was so strong that they ignored SADC and AU reports denounce the election as a sham to take up their gravy train seats. No doubt, Madhuku and others cannot wait for the dust to settle so they too can claim their POLAD freebies.
For Chamisa and company to claim the fortuitous SADC and AU damning report of the 23 August 2023 as their doing; is an outrage that must be dismissed with the contempt it rightly deserves.
Indeed, the nation is hoping that SADC leaders will do the honourable thing and uphold the SADC damning report and thus deny this Zanu PF regime complete with its surrogate CCC opposition political legitimacy. The country will then be compelled to devise a National Transition Authority (NTA) who primary task will be bio implement the democratic reforms and end the curse of rigged elections and bad governance.
Both Zanu PF and CCC cannot be in the NTA. The former will never reform itself out of office and the latter, will no doubt, not want to implement the reforms to give future SADC and AU election observers have some flaws and illegalities to report on!
By including both Zanu PF and CCC we can be certain not ALL the reforms will be implemented; in the 2008 to 2013 GNU they failed to implement even one token reform. Zimbabwe is a failed state and cannot afford to waste the chance this NTA has created to end the curse of rigged elections and bad governance!

The controversy erupted following 48 year running persistent revelations that Mr Mnangagwa maintains multiple romantic relationships, including one with the recently appointed Attorney General. When he insurrected against the late president Robert Mugabe in Nov 2017, Mnangagwa had a warrant of arrest over the murder of his girlfriend in a flat. The docket (pictures in the link below) is still there, and the whole military coup was a way to sway away the criminal charges, sources suggested to ZimEye – that Mnangagwa knew he was going to be arrested for the murder of the girlfriend (a church member of Tudor Bismark’s organisation) killed in a flat in Harare who was a discovered a week later.
Amid this storm of allegations, Mr. Mnangagwa was caught on camera in two instances, one after the other displaying unsettling physical aggression towards his own bodyguards. The most recent incident occurred during a public address, where Mnangagwa was addressing a large crowd.
In the video footage, Emmerson Mnangagwa was seen agitatedly complaining about a small white flower he was wearing. He repeatedly demanded that his bodyguard remove the placated flower, uttering the words, “Dhonza icho.” The situation took a disturbing turn when he forcefully thrust his hand towards the unnamed bodyguard, even after the flower had been removed. This episode raises serious questions about his ability to control his temper, especially in a public setting. VIDEO:

By A Correspondent| A Kadoma woman has been spared prosecution after the National Prosecuting Authority (NPA) withdrew charges of denigrating President Emmerson Mnangagwa while at a funeral, which had been preferred against her.
Rudorwashe Shumba, a 38 year-old resident of Kadoma in Mashonaland West province, had been scheduled to stand trial late last month at Kadoma Magistrates Court after she was arrested on 28 August 2023 and charged with assault as defined in section 89(1)(a) of the Criminal Law (Codification and Reform) Act.
In court, prosecutors alleged that Shumba unlawfully and intentionally assaulted 49 year-old Joram Bhavhenda, a ZANU PF party supporter, who is also a resident of Kadoma, on 15 August 2023 around 1: AM while attending a funeral and after accusing him and some other ruling party sympathisers of making it difficult for her to be free at the funeral.
Prosecutors claimed that while Bhavhenda reportedly kept quiet during the altercation, Shumba clapped him once on the face and accused him and other ZANU PF party supporters of being “President Mnangagwa’s dogs”.
During the incident, prosecutors said Bhavhenda did not sustain any visible injuries and did not seek any medical attention after the alleged assault.
But Shumba, who was represented by Unite Saizi of Zimbabwe Lawyers for Human Rights, is now a free person after the NPA dropped charges against her following a request by Bhavhenda, who has since made peace with the 38 year-old Kadoma resident, as they are neighbours.
By A Correspondent| Top economist and former Board member of ZimTrade Professor Gift Mugano has accused Minister of Foreign Affairs and International Trade Fredrick Shava of trying to silence him.
Mugano is a fierce critic of the government and has on many occasions condemned Zimbabwe’s economic policies and instruments which did not go well with the regime.
Yesterday, Ministry of Foreign Affairs and International Trade Secretary Ambassador J Manzou announced that Prof Mugano had been removed from the ZimTrade board. This follows his earlier resignation from the Zisco Steel board.
In his response, Mugano said moves to silence him will not work.
“Fired from the ZimTrade Board by the appointing authority before the end of my term! This is part of the strategies of GOZ aimed at silencing alternative voices. It will not work on me! Zimbabwe is for us all and our views matters,” said Prof Mugano.
Recently, Mugano took to X (formerly Twitter) to express pessimism about the direction the country was taking.
“I am trying to frame how the economy will look like going forward – all I see is darkness,” said Mugano.
By A Correspondent- On Tuesday, Makoni Central legislator Patrick Sagandira, a member of the CCC (Citizens Coalition for Change), along with councillor Teddy Chipere and several other party members, were arrested in connection with post-election violence that occurred in the district.
The violence erupted in ward 33 following a runoff election on Monday, with reports indicating that several Zanu-PF party supporters sustained injuries during the clashes.
The ward had previously seen no clear winner in the elections held on August 23 and 24, as CCC candidate Priscilla Rujeko Saruwaka and Zanu-PF’s Maxwell Japan received an equal number of votes. In the subsequent runoff election on Monday, Zanu-PF’s Japan secured 928 votes, while Saruwaka received 625 votes, leading to the alleged outbreak of violence.
Following the announcement of the results, Sagandira, Chipere (who serves as a councillor in ward 1 in Rusape town), and several other party supporters were apprehended. CCC Manicaland chairperson Prosper Mutseyami confirmed these arrests, stating that they were being charged with political violence. However, he emphasized that Sagandira had not been present in Nyazura where the violence occurred, describing the charges as unfounded.
Mutseyami added, “Sagandira was arrested when he went to see other party members who had been detained.”
Prior to his arrest on Tuesday morning, Sagandira had claimed that he was being specifically targeted.
Tawanda Mukodza, Zanu-PF’s Manicaland provincial chairperson, mentioned that he was tending to the injured party supporters in Rusape, explaining that they had nine supporters who were injured, with some in serious condition. He also noted that they required financial assistance to cover medical bills and suggested that Sagandira had used his Land Rover vehicle to transport CCC supporters in Rusape.
There were reports of CCC supporters allegedly vandalizing some shops at Nyazura business center. Although NewsDay attempted to contact the police for comment, it was unclear at the time of reporting whether the accused CCC members would appear in court today.-newsday

These allegations, largely unchallenged, have ignited concerns about the senior politician’s emotional stability, particularly in private settings.

The controversy erupted following 48 year running persistent revelations that Mr Mnangagwa maintains multiple romantic relationships, including one with the recently appointed Attorney General. When he insurrected against the late president Robert Mugabe in Nov 2017, Mnangagwa had a warrant of arrest over the murder of his girlfriend in a flat. The docket (pictures in the link below) is still there, and the whole military coup was a way to sway away the criminal charges, sources suggested to ZimEye – that Mnangagwa knew he was going to be arrested for the murder of the girlfriend (a church member of Tudor Bismark’s organisation) killed in a flat in Harare who was a discovered a week later.

BUHERA – Thirteen people, four from one family have died and 264 infected as a deadly cholera outbreak hit Buhera District in Manicaland from around August 20, 2023.
Manicaland Acting Provincial Medical Director (PMD) Dr Munyaradzi Mukuzunga confirmed the figures and the cases which initially appeared to be limited to members of Johanne Marange Apostolic Church have spread to almost the whole district.
A report by the Ministry indicates that Johane Marange church hid the cases and the deaths from authority and the outbreak was only discovered after two people died at Murambinda District Hospital.
“Yes I can confirm that there is a cholera outbreak in Buhera which appear to have started at a church gathering and was later noticed at a funeral. The outbreak has now spread to most of the district,” said Mukuzunga…
A syndicate of suspected fraudsters who allegedly smuggled high end vehicles into the country and evade paying toll gates has been nabbed, with five of the suspects appearing in court this Tuesday.
Terrence Madiro, Aleck Dzepatsva, Brian Matongo, Tinashe Kanda and Elvis Jieman allegedly smuggled different types of high end cars from South Africa and fraudulently acquired exempted number plates for them to have free passage at tollgates and police road blocks.
It is further alleged that the accused worked with some officials from ZIMRA and ZINARA in their shenanigans.
The co-accused, who are facing charges of fraud and smuggling, were remanded in custody pending bail hearing.
Meanwhile, the State has opposed bail for four men who allegedly attacked and seriously injured a Zimbabwe Republic Police CID boss before stealing his firearm.
The Investigating Officer who gave evidence against the accused argued that if released on bail, the quartet is likely to abscond as they are facing serious offences that attract a custodial sentence.
Munyaradzi Chatonzwa, Sydney Rande, Mark Chingondo and Simbarashe Ota allegedly attacked Chief Inspector Alexander Jachi whom they assaulted using unknown objects before they stole his firearm and deflated his car.
The accused are facing charges of attempted murder, theft of a firearm and malicious damage to property.

CCC leader President Nelson Chamisa is maintaining pressure on Mr Emmerson Mnangagwa despite attempts by the Zanu PF regime to choke the citizens movement.

The Department of Immigration’s Regional Compliance and Enforcement Unit has declared its unwavering commitment to safeguarding the transformed Beitbridge Border Post from criminals and illegal migrants. Recent figures released by the department highlight the extent of their efforts, with 2,383 individuals turned away at the border, and 1,781 arrested for various illegal activities over the past three weeks in the region straddling Zimbabwe and South Africa.
This ongoing regional compliance operation, conducted in collaboration with local police, aims to curtail criminal activities that have plagued the border area. These activities include border jumping, touting, the use of counterfeit immigration stamps, and forged travel documents, which have contributed to a surge in human trafficking.
Mrs. Canisia Magaya, the Head of Immigration Compliance and Enforcement at Beitbridge, emphasized the cooperative approach being taken to tackle these issues. She stated, “We are not relenting on our quest to maintain safety and security for travelers and ensure a flawless flow of traffic this festive season.” Mrs. Magaya further explained that they are working closely with other border agencies as part of an enforcement committee to address problems related to touts, vendors, and vagrants along the border.
The recent crackdown resulted in the apprehension of offenders at freight, bus, light vehicle, and pedestrian terminals between September 12 and October 2. Mrs. Magaya noted that the operation’s primary goal is to ensure the safety and security of all travelers.
She reported, “Our regional enforcement and compliance remain firm on the ground. We worked with other border agencies, including the Zimbabwe Republic Police (ZRP), and between September 12 and October 2, they arrested 2,383 individuals for various border violation-related offenses.”
During the same period, 288 people were denied entry into South Africa, while 276 were unable to enter Zimbabwe. These individuals included citizens from countries such as the DRC, Egypt, Ethiopia, Malawi, Mozambique, Pakistan, and others. Many lacked valid permits, passports, or departure stamps from their home countries.
Mrs. Magaya stressed that ample manpower has been deployed to target known hotspots and areas prone to criminal activities. She also urged travelers to utilize designated entry and exit points for their own safety and to seek assistance from immigration offices if they have questions or concerns, as touts often exploit their lack of information.
The compliance operation remains ongoing, with Mrs. Magaya affirming their determination not to give criminals any breathing space. Enforcement teams are diligently conducting spot checks on vehicles and buses entering and leaving the country through Beitbridge Border Post.

There are concerns about the safety of CCC officials following the death of another elected councillor in Zvishavane.
CCC councillor for ward 4, Zvishavane, Cherita Mundoka, died on Tuesday. The cause of her death is yet to be disclosed.
Another CCC councillor for ward 2, Chinhoyi, Patricia Chibaya died mysteriously last week raising fears the Zanu PF regime could be behind suspected elimination of opposition officials.
In a statement on Tuesday CCC said:
“We are saddened to learn of the passing of our change champion and recently elected ward 4 councilor for Zvishavane Town Council, Cherita Mundoka. Despite the unfree, rigged, unfair, and sham electoral conditions, she won the 23 August elections with a wide margin. May her soul rest in peace.”
The party also condemned the incessant persecution of citizens by the Harare regime.
” The regime in Harare persists in persecuting our members. Councilor Chipere from Rusape Ward 1, along with two Polling Agents, has been unjustly arrested on fabricated charges. This ongoing abuse of state institutions must cease. We demand the immediate release of these individuals. “

Zimbabwe Battles Fresh Cholera Outbreak Amidst Institutional and Governance Challenges-
Zimbabwe finds itself grappling with a resurgence of cholera, shining a harsh spotlight on the nation’s institutional and governance hurdles. As of Tuesday, the country has reported 61 suspected cases, including four confirmed cholera cases and one suspected death, with the majority concentrated in Buhera district, the epicenter of this outbreak.
The situation has taken a concerning turn, with 40 new suspected cholera cases and another laboratory-confirmed infection reported just yesterday. Buhera remains severely affected, with 33 cases, along with Chipinge, Zaka, and Mutare contributing to the alarming rise in cases.
Harare, the nation’s capital, has also been affected, with five confirmed cases scattered across different zones. Harare City Council acknowledged the connection between the cases and Buhera, suggesting the possibility of local transmission.
Frustrated residents of Harare have expressed their dissatisfaction with the city’s management, citing a lack of basic services such as garbage collection and clean water provision as contributing factors to the outbreak. They argue that a collapsing service delivery system has left the city vulnerable to public health crises.
One resident, Mrs. Shupikai Thompson, pointed out the disconnect between policy-making and implementation within the City of Harare, while Ms. Prudence Rukondo criticized the City Council for failing to provide clean potable water. Many residents believe that councillors prioritize their interests over public welfare.
Inadequate refuse collection and frequent sewerage blockages in high-density areas are aggravating factors in the spread of cholera. Critics argue that the council’s allocation of resources does not prioritize health delivery and environmental conservation.
Cholera, a waterborne disease, spreads through contaminated drinking water and food. Zimbabwe has a history of cholera outbreaks, with the worst occurring in 2008 and another major outbreak in 2018. The current outbreak began in February, resulting in 4,609 suspected cases and 935 confirmed cases. The good news is the impressive recovery rate of 4,401, although there have been 30 confirmed deaths and 100 suspected deaths.
A policy research working paper commissioned by the World Bank identified sanitation risk, poverty, sewer burst density, and imported cases as cholera risk factors. Burst sewer systems and water scarcity, exacerbated by opposition council inefficiencies, have affected many Harare suburbs, exposing residents to preventable diseases.
Local authorities are constitutionally obligated to provide safe drinking water, a duty that some argue has not been upheld. Harare City’s deputy mayor, Clr Kudzai Kadzombe, asserts that the council is working to increase water production and ensure that the infectious disease hospital is prepared for any cases that may arise.
While urban areas are affected, concerns have arisen regarding the outbreak’s spread to rural areas like Buhera and Zaka. In response, Zaka District has imposed restrictions on gatherings and markets. Health and Child Care Minister Dr. Douglas Mombeshora acknowledges the need for improved water and sanitation services, especially in urban areas, emphasizing the importance of providing safe drinking water to the population.

THE senior women national football team, the Mighty Warriors, are now in South Africa ahead of the COSAFA Women’s Championship which kicks-off on Wednesday at Lucas Moripe Stadium in Pretoria.
Eswatini and Madagascar will set the ball rolling at midday, before hosts South Africa take on Malawi at 3pm.
The Mighty Warriors who are making a welcome return to the tournament after missing the last edition as Zimbabwe was suspended from international football, are in Group C alongside Botswana, Namibia and Lesotho.

The unarmed combatants who provided logistical information and other assistance to armed liberation war fighters battling former Rhodesian Prime Minister Ian Smith’s regime have, since the vetting process, not received any monthly pay-outs unlike their counterparts. In separate interviews, non-combatant cadres said they were now frustrated over government’s unfulfilled promises. “The situation is really worrying because now we don’t know what to do. The government made false promises because they wanted our votes and now that we are in the post-election period, they have gone quiet, they are not communicating with us and that is not good,” said a disgruntled non-combatants who refused to be named. Zipra Veterans Association secretary-general Petros Sibanda confirmed that a number of non-combatant cadres were yet to receive their payments. “The government has not honoured the promises that it made. We were hoping now that we are done with the elections something would happen, but we have not seen anything, people still haven’t received their dues,” Sibanda said. “It is not only non-combatants that haven’t received their dues, we also have a lot of war collaborators and also detainees who still haven’t received their dues.” No comment could be obtained from the War Veterans ministry. By-The director of CASA Holdings (Pvt) Majestic Caregivers has appeared in court on allegations of defrauding three unsuspecting people of US$12 560 after promising to facilitate their certificates of sponsorship for health careers in the United Kingdom. Danie Nyamunda (55) was facing three counts of fraud when she appeared before Harare Magistrates Mr Dennis Mangosi who remanded her out of custody to October 19. The court heard that Nyamunda’s company facilitates acquisition of certificates of sponsorship for prospects of health Careers in the United Kingdom. It is alleged that Nyamunda operates a WhatsApp group user-named Majestic Caregivers where she advertises services offered by her company. The court heard that sometime in May, complainant Linnet Machakazi joined the Majestic Caregivers WhatsApp group. It is the State’s case that Machakazi was made to pay US$5 020 for the certificate of sponsorship processing fees by Nyamunda and she paid in three instalments and was issued receipts. The court heard that on September 16, Nyamunda issued Machakazi a certificate of sponsorship in her name. Machakadzi did due diligence by sending a copy of the certificate to her relative in the United Kingdom who indicated that the certificate of Sponsorship issued had non-existing addresses. It is alleged that Machakazi then approached Nyamunda for clarity but the accused became adamant and she reported to the police. Due to Nyamunda’s action Machakazi suffered an actual prejudice of US$5020 and nothing was recovered. On the second count, the court heard that sometime in August, Lesley Nyambizi joined the accused’s Majestic Caregivers WhatsApp group. Nyambizi paid US$2 520 to the accused, after her sister based in the United Kingdom transferred money through World Remit. A total of US$2 520 was paid to which a proof of payment was supplied to Nyamunda who then issued a receipt to Nyambizi. After two weeks, Nyambizi made a follow up with Nyamunda who gave unsatisfying excuses leading her suffering a prejudice of US$2 520. On third the count, it is alleged that sometime in September, Joyce Chikomba who joined the Majestic Caregivers WhatsApp group wanted Nyamunda to help her getting employed as well as facilitating in the UK visa certificate of sponsorship. Chikomba communicated with Nyamunda who made her to pay US$5 020 for the certificate of sponsorship. Chikomba allegedly paid in two instalments of US$2500 each and was issued a receipt by Nyamunda. It is alleged that Chikomba requested for some other information regarding the work which was processed on her behalf but Nyamunda became hostile. Later on Chikomba, learnt that Nyamunda had sent a fake proof of payment to her friend Machakaza leading in her reporting the matter to police.
Scott Matengambiri, popularly known as DJ Scott and the station manager of ZBC’s Power FM, faces serious trouble amidst allegations of demanding oral sex from a female subordinate. Sources quoted by local site ZimSeen revealed that DJ Scott had repeatedly pestered a young female ZBC employee for sexual favors, citing that he had “given her a job” and it was now time for her to repay him.
When approached for comment, ZBC’s Chief Executive Officer, Adelaide Chikunguru, declined to discuss the scandal, stating, “I am not aware of this conversation (sic),” without elaborating further.
This incident follows the recent suspension of ZBC’s Radio Services Director, Robson Mhandu, who was accused of harassing Farai Jules. Leaked audio recordings captured Mhandu making disturbing threats, sparking concerns over harassment within Zimbabwe’s media landscape.
DJ Scott has now reportedly been suspended pending a formal hearing process regarding the sexual harassment allegations. Internal discussions among ZBC workers suggest that DJ Scott’s actions were driven by an inability to control his sexual impulses toward young subordinates. The victim in this case had also recorded evidence of DJ Scott’s unwanted advances and has sought help in recent weeks due to the distress caused by the radio DJ.
According to a source, “Scott grabbed the girl’s head and tried to force her to give him oral sex, saying he gave her a job, so she must pay back. The case has already been reported to the ZBC Human Resources department. But Scott is going (being fired).”
DJ Scott, who joined Power FM in Gweru in 2002, had only been appointed as the station manager in March of the previous year. Repeated attempts to reach DJ Scott for comment, including questions sent via WhatsApp and phone calls, went unanswered.
Meanwhile, ZimSeen says it had also uncovered another disturbing case involving a male worker at Classic 263 who allegedly demanded sex from a former intern. The intern has since left ZBC and expressed regret for ever working in an organization that she now describes as a “sex haven.”

An inside source who spoke to this publication said that Tungwarara would use funds that Mulk gave him to make the Zim Cyber City Project a reality for his own personal gain.
“Tungwarara embezzled hundreds of thousands of dollars from Mulk until he was caught and removed from the project,” said the source.
“Mulk has since appointed Tendai Mamvura as CEO, who he trusts more than Tungwarara.”

Deputy mayor Kudzai Kadzombe told NewsDay that the council was taking steps to contain the outbreak.
“As a council we are working on increasing water production and our Beatrice Infectious Hospital is actually ready for any case that can arise. We have our employees on standby waiting for any case,” Kadzombe said.

You guys clearly state that if you park your car and there is no parking Marshall readily available to hand your money , do not leave your car unattended to go and look for the Marshall.
If you want to look for a Marshall leave someone inside the car who is also going to be available to pay given the Marshall comes from a different direction.
How is it that my car was clamped and I had to pay a parking ticket for $57. Because the guys in the blue uniform got to my car while my daughter was waiting for the attendant (and when I say daughter I mean a 27 year old ) with full reasoning capacity.
The guys who clamp arrives and she said “oh here is my money for parking” and he said “ handitambire mari ini ndinongosunga mota” then he says to his counterpart Sunga mota tiende.
I walk up and down looking for them trying to understand what we did wrong. Because we were waiting to pay and we had not been there for 5 minutes.
I find his female counterparts and they call him and ask what happened and he says “ vanga vakarara mumota”
I go to the customer service and they say – well the guys in blue don’t accept money
Where is the justice in this system ?
I have questions.
If the person who was in the car was truly sleeping – how was she able to identify the two people that clamped the car and even explain the direction they were coming from , narrate the whole conversation that happened and still be able to say and when they were done they went in that direction ?
How do you identify more than 5 people in customer service saying your Marshall’s refused to take our money and clamped us ?
Are we wrong for doing what you asked us to do ? Don’t leave the car until you’ve paid for parking ?
If it is possible for the Marshalls that take payment to call the ones that clamp why does it become a problem to call the officer who takes a payment instead of clamping me as if I have refused to pay ?
If you say the only other payment method I can use if the Marshall is not there as stated by your customer service personnel (I have the names I will find where I wrote them down and come back here ) what if my network is not working or I don’t have ecocash to pay ?
To wait for the Marshall means I respect the law that comes with the service you provide.
But it becomes unfair when you believe your Marshall’s are never wrong and if they clamp they are right.
Why would thousands of people come here and complain about the same thing.
Being clamped yet you haven’t refused to pay parking yet they knew they were not guilty.
This is beyond unfair, not only to me but the thousands of other people that are working to try and make ends meet.
Your system literally has no respect or mercy for your clients.
That is why your Marshall’s just lie e.g. they were sleeping.
It’s unfair.
Be clear about your service.
Highlight all the terms and conditions of everything that takes place under what circumstances so that we know exactly what is happening.
Because your rules or laws whatever you want to call them start to contradict each other in a quest to take money from innocent citizens.

By A Correspondent- Nyasha Chibvuri (39) dropped to tears as she narrated the devastating effects of the Cyclone Idai disaster which ravaged Zimbabwe’s Eastern Highlands four years ago, leaving her and other villagers devastated.
Their only source of income, a fishpond at the heart of the village was not spared by the floods that also claimed the lives of hundreds of villagers and livestock, with thousands also displaced.
“It was a tough time for us, we thought that was the end of us, we were left with nothing,” she recalled.
Despite the traumatic experience, Chibvuri who is now the chairperson of Mhandarume Irrigation Scheme in Chimanimani district, is relieved that the rehabilitation of village fishponds and nutritional gardens have come at the right time for her community.
Today, she leads a group of 71 horticultural farmers who are rehabilitating the irrigation scheme with financial support from United States Agency for International Development through Practical Action.
“We can’t fully explain the excitement among the members because fish is a popular delicacy here and a good source of protein for our families. We had suffered a huge setback because of the destruction to our garden and fishponds but now we have revived our source of food,” she said.
Practical Action supported the group by rehabilitating nine fishponds and irrigation canals that were destroyed by Cyclone Idai-induced floods.
The fishpond rehabilitation initiative is accompanied by stocking them with 10 000 Mozambique Tipalia fingerlings, while the villagers are also supplied with the feed. Each of the eight fishponds has 1 000 fingerlings, while the breeding ponds are stocked with 2 000 fingerlings.
To ensure sustainability of the project, farmers under the scheme have received training on fisheries and aquaculture.
“By December this year, at least a tonne of fish would have been delivered to the market. The thought of being able to feed my four children with improved nutrients, seeing them in decent clothing and being able to pay their school fees is a huge relief,” Chibvuri told NewsDay.
The fishponds had been idle for about four years and had turned into hibernation nests for pests which were now causing havoc in the villagers’ gardens.
The fishpond and nutrition garden rehabilitation programme involved laying new dam liners and re-establishment of irrigation pipes which were swept away during the cyclone.
“After the cyclone, the government reinstalled the irrigation pipeline, but there was no reinforcement along the riverbed. The uneven nature of the terrain reduced the water flow from the river until Practical Action assisted us with blasting of rocks to create a sloping gradient for the pipeline. The flow of water into the irrigation scheme and fishponds has significantly improved. The pipeline has been reinforced and secured with deformed bars drilled into granite rock. Now we are set for production,” added Chibvuri.
She and other villagers are optimistic that the future of the project is now safe.
They are all eager to revive their fish selling business in a few months’ time.
Practical Action field officer John Muusha said fish has provided a good source of protein-rich food for family consumption, while villagers earned extra income from fish sales.
“Unemployed people get working opportunities and eke a living out of fish farming,” said Muusha.
“Fish farming has also helped the proper utilisation of available water resources in the community. Fish is also easier to keep compared to other animals as it reduces environmental disturbance in the community. It also puts less stress on the ecosystem and equally reduces human interference. Fish farming is going to increase the community income and their savings.”
The Resilience Building for Chimanimani Communities project aims to bring back the resilience of communities affected by flooding and drought.
The project is benefitting more than 30 000 people in selected wards of Chimanimani district.
Although she is still nursing emotional wounds caused by the Cyclone Idai-induced floods, the rehabilitation of Mhandarume Irrigation Scheme has brought smiles on the faces of Chibvuri and other villagers in Chimanimani.

By A Correspondent- Three daring Harare car dealers, who allegedly smuggled posh vehicles and fixed them with stolen registration plates from the Office of the President and Cabinet’s (OPC) counter intelligence unit before selling them to unsuspecting clients, yesterday appeared before magistrate Donald Ndirowei facing fraud charges.
Edmore Manyonda, a director at Geoscape Properties, Shepherd Hove and Simbarashe Blessing Matinyarare were remanded in custody to today for bail hearing.
According to court papers, sometime in May, Manyonda smuggled three motor vehicles, a Ford Ranger Supertrak, Ford Ranger Stormtrek and KIA truck.
It is said in an effort to conceal the illicit deal, Hove and Matinyarare supplied Manyonda with four vehicle registration number plates belonging to the OPC’s counter intelligence unit.
It is alleged that when Hove and Matinyarare supplied the registration plates, they knew that the vehicles were not entitled to such registration plates.
Manyonda then fixed the stolen registration number plates on the smuggled vehicles.
The three vehicles were recovered together with the said registration plates.
The State alleges that as a result of the fraud, the government was prejudiced of approximately US$133 500 in potential revenue from import duty.-Newsday

By A Correspondent- Tension is rising among former Zipra liberation war collaborators who were vetted in 2021 for their role in the country’s liberation war, but are yet to receive their promised monthly payouts.
The unarmed combatants who provided logistical information and other assistance to armed liberation war fighters battling former Rhodesian Prime Minister Ian Smith’s regime have, since the vetting process, not received any monthly pay-outs unlike their counterparts.
In separate interviews, non-combatant cadres said they were now frustrated over government’s unfulfilled promises.
“The situation is really worrying because now we don’t know what to do. The government made false promises because they wanted our votes and now that we are in the post-election period, they have gone quiet, they are not communicating with us and that is not good,” said a disgruntled non-combatants who refused to be named.
Zipra Veterans Association secretary-general Petros Sibanda confirmed that a number of non-combatant cadres were yet to receive their payments.
“The government has not honoured the promises that it made. We were hoping now that we are done with the elections something would happen, but we have not seen anything, people still haven’t received their dues,” Sibanda said.
“It is not only non-combatants that haven’t received their dues, we also have a lot of war collaborators and also detainees who still haven’t received their dues.”-newsday
By Farai D Hove | The controversial 35-year-old ZANU PF propagandist, Passion Java, has seemingly prophesied his own demise. Java, who has recently been embroiled in a series of controversies, including threats against national figures, is now at the center of another storm.
Just four days ago, Passion Java was urged to seek prayers for his life after he made threatening remarks against CCC President Nelson Chamisa, journalist Simba Chikanza, and, most notably, the Bulawayo-based preacher, Ian Ndlovu, who had called for prayers on his behalf.
Within 24 hours of his latest public outburst, Passion Java took to social media to announce yet another provocative statement, this time targeting Nelson Chamisa. He stated that if he were to die, it would be Nelson Chamisa who would be buried. However, the threat has sparked controversy due to its ambiguous translation, as some have interpreted it to mean that Passion Java will be buried upon his death.
“Why is no one looking at the translation?” questioned one Facebook user, as the printed text read, “if I die, I will be buried. Be blessed.”
This development unfolds amid a public feud between Passion Java and singer Baba Harare, whom he mocked for allegedly using AI software to create artwork for his latest album. During a live program last week, Java taunted, “But Baba Harare told you to download the Medorange App, what’s taking you time to get your medication?”
Passion Java gained notoriety through his association with religion and quickly ascended to the upper echelons of ZANU PF, much to the dismay of senior war veterans who argue that he is undeserving. Java is known for his frequent posts of ZANU PF and pro-Mnangagwa propaganda, often engaging in satirical and mocking content against perceived enemies on social media.
The cryptic statement by Passion Java has left many puzzled, and it remains to be seen whether this is a genuine prophecy or another provocative stunt in his ongoing controversies.

Zimbabwe is a unique independent and sovereign nation. We have shown that no amount of coercion can make our people to sell out. We will never betray our departed from the sacrifice they made. We condemn opposition for denying constitutionalism. We will never be a banana republic. We have laws which shall continue to be respected and adhered to. Tenets of democracy are non negotiable.
Through our victory and thunderous defeat of the neocolonial puppets we say no to imperialism. The election leadership you showed was so unprecedented. Well done to you all including first time voters and churches for supporting our campaign. I once again congratulate Mash Central for their outstanding performance. The party took all seats and had highest number of presidential votes with opposition having few votes. We will be having our first thank you rally in Mash Central in honour of this great achievement. Other rallies will be held according to schedule.
Allow me to pay my condolences to our heroes who passed during this period. A minute of silence is observed in their honour.
Comrades, the people have granted us yet another mandate to govern our great motherland Zimbabwe. This is the reality that the opposition must face for the next 5 years. Entertaining talks of rerun GNU or any other arrangements is a pipedream, the people have spoken and their voice must be respected. Our focus is now on our 2023 conference to improve the lives of our people.
The conference will review the just ended elections and the last Congress resolutions which will strengen our Party. We continue to be guided by our philosophy that, Nyika Inovakwa, igotongwa igonamatirwa Nevene vayo.
We considered amendments to our constitution to strengthen democracy in our party. Today the Central Committee will endorse the amendments.
Our agriculture sector is rising. We must however consolidate our position of feeding ourselves by working hard the season ahead. Distribution of inputs is underway, dam construction is ongoing, Presidential Borehole scheme for 35000 villages is continuing to increase production and productivity. Our Party members should take part in the rural revitalisation programs to usher our country into prosperity. We will hear a report on progress so far for our upcoming cropping season.
Provision of quality health care, education housing and other social amenities will be prioritized. The Manufacturing sector is growing. Developments we undertook are there for all to see. Those underway will be prioritised. State of the roads in some areas will be attended to. We have surpassed the 12 billion mining economy target.
In rolling out our plans we must continue advancing the ideals of our party. Let us be true to our African values and beliefs. Let’s nature the culture of frank and factual discussions to enhance our effectiveness.
In line with the experience of last term let’s rollout projects that uplifts the lives of our people. The party has seen inclusion of women and youth in Government. The reconfigured Cabinet will see acceleration of implementation of programs. Let’s continue to guide government as it implements programs. The government is a product of the Party.
More must be done in areas of under performance to achieve equitable development. Our cadres should be disciplined. The Central Committee should lead by government. Lets not listen to negative narratives from the opposition, instead lets listen to our people.
We continue to enjoy regional and international support. We used UNGA to reiterate our calls for the removal of sanctions and we appreciate countries who stood by us on this position. We will continue to commemorate our anti sanctions day on 25 October this year. I thank you for your commitment to build our country stone by stone brick by brick. ZANU PF IS UNSTOPPABLE AND MOVING FORWARD. Let’s continue to preach peace unity and love for our motherland ZIMBABWE.

THE Medicines Control Authority of Zimbabwe (MCAZ) has revoked licences and permits for 10 pharmaceutical firms that have been illegally trading in counterfeit and unregistered substances which are fueling rampant drug abuse in the country.
Although government through the MCAZ banned the sale and use of unregistered medicines like Bronclear cough syrup while controlling the sale of syrups which contain codeine, the medicines have flooded the streets, prompting the regulatory body to launch an investigation.
“MCAZ‘s primary responsibility is to regulate medicines and medical devices in Zimbabwe. Through our robust regulatory framework, we ensure that only safe, effective and quality medicines are available on the market.
“By doing so, we aim to prevent the circulation of counterfeit drugs and unregistered substances that can contribute to drug abuse. In this regard the authority has revoked six permits for wholesale dealers and cancelled four persons’ licences who were promoting abuse of Histalix, a locally produced cough mixture containing codeine by illegally selling it at Mbare and places like Chitungwiza and others were exporting to Zambia and Mozambique,” said MCAZ Head Licencing and Enforcement Division, Mrs Caroline Dandira-Samatanga.
The authority has also put in place mechanisms to control availability of codeine-containing medicines through ensuring they are only dispensed to patients with valid prescriptions.
This year alone a total of 17 pharmacies have had their licences revoked as government intensifies the fight to curb drug abuse.
The pharmacies include Bestpharm Pharmaceuticals, Adept Pharmaceuticals, Maturity Pharmaceuticals, Action 24 Medical Suppliers and Medserve Pharmacy, among others.

Tawanda Chirewa scored his first goal at Wolves in their 2-0 win over Leeds Under 21 in the Premier League 2 on Monday night.
Chirewa netted the goal in the 25th minute to open the scoring in the game.
Chirewa joined Wolves last month from Ipswich Town.
The Zimbabwean forward made his debut in the same week he completed his transfer.
Fellow countryman Leon Chiwome was not part of the Wolves U21 side that played on Monday.
Meanwhile, both Chirewa and Chiwome, along with another Zimbabwean Joshua Nyakudya, who has been featuring for the U18s, will be eligible to play for Wolves senior team in the EPL as an U21 players.-Soccer24 News
CHINHOYI – In a shocking turn of events, suspected government agents descended upon the Old Citua Farm in Chinhoyi, where they commenced the demolition of houses belonging to elderly men and women. Their claim: these individuals were illegal occupants on the property once owned by losing candidate Phillip Chiyangwa.
While no comment was immediately forthcoming from Chiyangwa, the prominent businessman is widely remembered in the area for his generous gestures, such as distributing bikes during ZANU PF’s primary polls. Unfortunately, these efforts failed to secure a victory for him in past elections.
This development comes just one month after ZANU PF suffered a significant defeat to Nelson Chamisa’s CCC party in the region.
Local publication Chinhoyi TV reported the incident in Shona, stating: “Mapurisa aparadza dzimba dzemhuri mazana maviri paOld Citrua Farm muno mu Chinhoyi achiti vakazvigadza zvisiri pamutemo papurazi ramuzvinabhizimisi VaPhilip Chiyangwa. Vanongokudai nguva yema votes chete.”
The demolition of homes on the Old Citua Farm raises questions about property rights and the treatment of elderly occupants, prompting concerns within the local community. Authorities are expected to provide further details on the incident in the coming days.
THE Medicines Control Authority of Zimbabwe (MCAZ) has revoked licences and permits for 10 pharmaceutical firms that have been illegally trading in counterfeit and unregistered substances which are fueling rampant drug abuse in the country.
Although government through the MCAZ banned the sale and use of unregistered medicines like Bronclear cough syrup while controlling the sale of syrups which contain codeine, the medicines have flooded the streets, prompting the regulatory body to launch an investigation.
“MCAZ‘s primary responsibility is to regulate medicines and medical devices in Zimbabwe. Through our robust regulatory framework, we ensure that only safe, effective and quality medicines are available on the market.
“By doing so, we aim to prevent the circulation of counterfeit drugs and unregistered substances that can contribute to drug abuse. In this regard the authority has revoked six permits for wholesale dealers and cancelled four persons’ licences who were promoting abuse of Histalix, a locally produced cough mixture containing codeine by illegally selling it at Mbare and places like Chitungwiza and others were exporting to Zambia and Mozambique,” said MCAZ Head Licencing and Enforcement Division, Mrs Caroline Dandira-Samatanga.
The authority has also put in place mechanisms to control availability of codeine-containing medicines through ensuring they are only dispensed to patients with valid prescriptions.
This year alone a total of 17 pharmacies have had their licences revoked as government intensifies the fight to curb drug abuse.
The pharmacies include Bestpharm Pharmaceuticals, Adept Pharmaceuticals, Maturity Pharmaceuticals, Action 24 Medical Suppliers and Medserve Pharmacy, among others.

It is my honour and privilege to address you today at the first session of our central Committee following the resounding victory of our revolutionary colossal party.
I want to express my heart felt congratulations to the Central Committee members for the victory. The hardwork commitments and programs which we have implemented have paid dividends that’s why we are back in Government.
We delivered a free, fair, peaceful, transparent and credible election. We shamed our ditractors who wished for blood shade in our country Shame on them. Zimbabwe is a unique independent and sovereign nation. We have shown that no amount of coercion can make our people to sell out. We will never betray our departed from the sacrifice they made. We condemn opposition for denying constitutionalism. We will never be a banana republic. We have laws which shall continue to be respected and adhered to. Tenets of democracy are non negotiable.
Through our victory and thunderous defeat of the neocolonial puppets we say no to imperialism. The election leadership you showed was so unprecedented. Well done to you all including first time voters and churches for supporting our campaign. I once again congratulate Mash Central for their outstanding performance. The party took all seats and had highest number of presidential votes with opposition having few votes. We will be having our first thank you rally in Mash Central in honour of this great achievement. Other rallies will be held according to schedule.
Allow me to pay my condolences to our heroes who passed during this period. A minute of silence is observed in their honour.
Comrades, the people have granted us yet another mandate to govern our great motherland Zimbabwe. This is the reality that the opposition must face for the next 5 years. Entertaining talks of rerun GNU or any other arrangements is a pipedream, the people have spoken and their voice must be respected. Our focus is now on our 2023 conference to improve the lives of our people.
The conference will review the just ended elections and the last Congress resolutions which will strengen our Party. We continue to be guided by our philosophy that, Nyika Inovakwa, igotongwa igonamatirwa Nevene vayo.
We considered amendments to our constitution to strengthen democracy in our party. Today the Central Committee will endorse the amendments.
Our agriculture sector is rising. We must however consolidate our position of feeding ourselves by working hard the season ahead. Distribution of inputs is underway, dam construction is ongoing, Presidential Borehole scheme for 35000 villages is continuing to increase production and productivity. Our Party members should take part in the rural revitalisation programs to usher our country into prosperity. We will hear a report on progress so far for our upcoming cropping season.
Provision of quality health care, education housing and other social amenities will be prioritized. The Manufacturing sector is growing. Developments we undertook are there for all to see. Those underway will be prioritised. State of the roads in some areas will be attended to. We have surpassed the 12 billion mining economy target.
In rolling out our plans we must continue advancing the ideals of our party. Let us be true to our African values and beliefs. Let’s nature the culture of frank and factual discussions to enhance our effectiveness.
In line with the experience of last term let’s rollout projects that uplifts the lives of our people. The party has seen inclusion of women and youth in Government. The reconfigured Cabinet will see acceleration of implementation of programs. Let’s continue to guide government as it implements programs. The government is a product of the Party.
More must be done in areas of under performance to achieve equitable development. Our cadres should be disciplined. The Central Committee should lead by government. Lets not listen to negative narratives from the opposition, instead lets listen to our people.
We continue to enjoy regional and international support. We used UNGA to reiterate our calls for the removal of sanctions and we appreciate countries who stood by us on this position. We will continue to commemorate our anti sanctions day on 25 October this year. I thank you for your commitment to build our country stone by stone brick by brick. ZANU PF IS UNSTOPPABLE AND MOVING FORWARD. Let’s continue to preach peace unity and love for our motherland ZIMBABWE.

Sylvester Mabuda, affectionately known as Sly, met an untimely demise after a horrifying incident on the N4 Highway in Diepsloot, north of Johannesburg. Sly had just celebrated his 30th birthday over the weekend, marking the occasion with friends at the VVIP section of the Jah Prayzah show at Jacaranda Lounge.
During the event, Sly, full of life and humor, jokingly asked a reporter to capture a picture to commemorate his birthday for publication in H-Metro. He was in the company of renowned promoter Felistas Chizororo of CC Promotions. Little did anyone suspect that this would be the last photo of the beloved socialite.
After the Jah Prayzah show, around 1 am, Sly and his best friend, Larry Mushope, embarked on their journey back home to Pretoria. However, tragedy struck when they encountered a problem with their rear tire, leaving them stranded on the highway.
Larry Mushope recalled the harrowing moment: “When we left, there was nothing amiss, we had traveled for about 20 kilometers when we felt that there was a problem with the rear tire. We had to stop as the car was now actually moving on the rim. We called for help from some of our friends, and in a flash, three men appeared from the dark.”
These assailants were armed with broken bottles, guns, and knives. Two of them violently targeted Sly, while another approached Larry. The attackers assaulted them severely, robbed them of their belongings, and disappeared into the darkness of the bushes.
Larry, dazed and injured, sought help from a nearby complex and returned with a security guard. Tragically, when they reached the car, Sly had succumbed to his injuries.
The area where this horrific incident occurred has gained notoriety for its high crime rate, with reports of thugs using metal spikes to deflate car tires before launching attacks on motorists. It’s the same location where Zimbabwean Elvis Nyathi met a gruesome end in a xenophobic attack last year.
Police and forensic experts are currently investigating the incident. Preliminary reports suggest that Sly may have died from a stab wound or gunshot wound, but a post-mortem examination is underway to determine the exact cause of death.
Sly’s passing has sent shockwaves through the entertainment industry, as he was known for his unwavering support for artists from Zimbabwe and beyond. He leaves behind two children, and his family is already in Pretoria, making funeral arrangements to bid their final farewell to the beloved socialite.H Metro
By- Harare Criminal Investigations Department Homicide boss Alexander Jachi was attacked by four criminals at the weekend, leaving him battling for his life.
Jachi is hospitalised after the brutal attack. Despite Jachi shooting one of the suspects, in the leg in self defence, they still attacked him and left him for dead. The four suspects – Munyaradzi Chatonzwa, Sydney Rande, Mark Tatenda Chingombe and Simbarashe Steven Ota – appeared before Harare regional magistrate Donald Ndirowei. The court heard that on September 30, Jachi was driving a gold Toyota Fortuner on his way home to Chitungwiza from Highfield. He was driving along Masotsha Ndlovu Way. As he got closer to Mbuya Dorcas Hospital, he slowed down as he prepared to turn into Seke Road, That’s when he spotted a silver VW polo and a red Honda Fit trailing behind him. The red car blocked his way and he failed to turn prompting him to continue driving along Masotsha Ndlovu Way. He then turned left into Seke Road towards the City Centre intending to make a U-turn back to Chitungwiza and the two vehicles continued following him. It is the State’s case that Jachi sensed danger and drove to Jongwe Corner for safety. And, as soon as he parked his car, Chatonzwa and Rande got out of their car and charged towards the top cop. Chatonzwa threatened him with unspecified action while charging towards him. Jachi then fired one warning shot into the air, from a 9mm Police service Taurus pistol, to scare Chatonzwa away, but he continued advancing towards him. This prompted Jachi to shoot Chatonzwa once on his left leg but, instead of withdrawing, he advanced further and struck Jachi with an unknown object. The cop fell down. Chatonzwa’s accomplices joined in and started assaulting the top cop until he lost consciousness while bleeding profusely. Witnesses attempted to save Jachi but they were also attacked by the assailants. They went on to search Jachi and took his wallet, containing US$140, and his identity cards. They also stole his pistol and deflated his tyres. Jachi’s particulars were recovered from Chatonzwa. The service pistol is yet to be recovered. The four are facing attempted murder, theft of a firearm and malicious damage to property charges. H Metro
By James Gwati- As the opposition CCC presses for a re-run of the stolen 23 August elections, more Zanu Pf Bosses have joined the talk.
This time, it’s the party’s Secretary for Finance, Patrick Chinamasa, who said Nelson Chamisa should forget about that eventuality.
Chinamasa also said there will not be a Government of National Unity (GNU) or Transitional Authority. He posted on X:
I ask the Triple C Class and its Prefect, Nelson Chamisa, to repeat after me the following:
a) that 23 August 2023 was free, fair, transparent, and credible;
b) that there will be no re-run of the elections;
c) that there will be no GNU (Government of National Unity);
d) that there will be no so-called Transitional Authority (whatever that may mean);
e) that Zimbabwe, under ZANU-PF’s watch, will never be a banana republic;
f) that ZANU-PF will forever say “NO” to neocolonialism and hegemonism and an emphatic “NO” to subjugation by sanctions-imposing Western countries…
Chamisa and CCC “rejected” the 23 August 2023 election results citing alleged rigging and have reportedly been engaging some SADC heads of state to push for fresh polls.
The opposition party has been pushing for a SADC-facilitated national dialogue that will result in the formation of a Transitional Authority to implement electoral reforms that will culminate in the holding of credible elections.
By Dorrothy Moyo | Emmerson Mnangagwa, delivered a speech to a symbolically “empty’ parliament on October 3rd, 2023. The majority of MPs from the nation’s most popular leader, Nelson Chamisa’s opposition party had deserted the chamber, leaving Mnangagwa to speak to himself and a handful of his allies, widely held as “zombie legislators.”
The development is not the first time that ZANU PF’s one-man-ruler, Mnangagwa has found himself isolated. In September, he was inaugurated as President in a ceremony that was attended by only a handful of African heads of states.
The SADC Electoral Observers found Mnangagwa’s re-election to be from a poll that fell short of SADC principles and guidelines.
Mnangagwa’s speech focused on the state of the economy and the government’s plans for the future. He claimed that the economy was on an upward trajectory and that the country was now food self-sufficient. He also spoke of the government’s plans to industrialize the economy and modernize the infrastructure.
However, Mnangagwa’s speech was met with skepticism by many Zimbabweans. The country has been in a state of economic crisis for many years, and there is little evidence to suggest that things are improving. Additionally, Mnangagwa’s government has been accused of corruption and human rights abuses.
The fact that Mnangagwa delivered his speech to an empty parliament is a sign of the growing unpopularity of his government. It is also a sign that the country is deeply divided along political lines.

It is my singular honour to address this August House as we open the First Session of the Tenth Parliament of Zimbabwe. The Session comes shortly after we successfully conducted our credible, free, fair and peaceful Harmonised General Elections, in accordance with our democratic traditions and practices.
Honourable Members of Parliament, may I take this opportunity to congratulate you all for having secured the mandate to serve the people of our great motherland, Zimbabwe, in your respective constituencies for the next five years.
I challenge you to accelerate the completion of the matters outstanding from the legislative agenda of the Ninth Parliament. Much work lies ahead.
As you are aware, our economy has been on an upward trajectory, recording positive growth rates across sectors, notwithstanding the illegal sanctions imposed on us by our detractors.
The robust measures put in place by Government to enhance and guarantee agricultural productivity, including irrigation development and climate-proofing, saw us realise national food security. Zimbabwe is now wheat self sufficient. The Second Republic has begun the drilling of 35 000 boreholes and establishing Village Agro-Business Units. This is set to consolidate national agriculture productivity and food self sufficiency.
Our mining sector, grew from US$2.8 billion in 2017 to the present US$12 billion, and is propelling socioeconomic development and growth. To enhance the participation of small-scale and artisanal miners, Government established the US$10 million Mining Industry Loan Fund, while the rolling out of more gold centres will be prioritised.

The Second Republic will increase resources disbursed towards the Devolution and Decentralisation
Programme. Priority is being given to projects which improve access and quality of education, health, roads, water and sanitation.
My Administration is committed to industrialising and modernising the economy as well as transforming our infrastructure in order to improve incomes and the livelihoods of our citizens.
Power supply has significantly improved following the commissioning of Hwange Power Station Units 7 and 8, while arrangements have been made to guarantee stable supply from existing power stations. Deliberate investments are ongoing for increased power generation capacity, including removing entry barriers for Independent Power Producers.
To enhance connectivity, we continue to upgrade the road network across the country through domestic resources.
Similar initiatives are being implemented with regards to rail infrastructure, with focus on recapitalisation, rehabilitation and refurbishment.
The tourism sector is on a growth trajectory, registering an increase of 62% in international tourist arrivals during the first half of 2023.
My Government continues to accelerate implementation of the Heritage Based Education 5.0 Model, aimed at producing goods and services for our country’s socio-economic needs. This Science, Technology and Innovation thrust has scaled up science-based education from the primary level up to institutions of higher education. More of our young talented boys and girls are registering patents and running viable start-ups.

The fiscal consolidation measures and reforms have ensured positive fiscal outcomes that are critical for budget sustainability and lasting macro-economic stability. Complementary fiscal and monetary policies have positively impacted the attainment of the prevailing stable macro-economic environment.
Going forward, the Second Republic remains resolute in implementing measures that ensure confidence in our domestic currency.

May I now turn to the legislative agenda which must occupy the Parliamentary schedule during this first Session of the Tenth Parliament.
The Mines and Minerals Amendment Bill; Public Finance Management Amendment Bill; Medical
Services Amendment Bill; Insurance Bill and the Private Voluntary Organisation Bill, which were outstanding from the Ninth Parliament, must be concluded during the First Session of this Parliament.
Obsolete laws such as the Fredrick Clayton Trust Act; the Service of Documents Act; Settled Estates Leasing Act and the War Marriages Validation Act should be repealed under the Repeal of Laws (General Amendment) Bill.
New Bills which will constitute the business of the First Session include the Persons with Disabilities Bill and the Administration of Estates Amendment Bill.
The Legal Practitioners (Amendment) Bill, 2023 seeks to streamline the registration process for foreign legal practitioners. Also on the agenda will be the Inheritance and Succession Laws (General Amendment) Bill, 2023, which aligns inheritance and succession laws to the Constitution and international best practice.
To give impetus to matters related to climate change adaptation and resilience, the Tenth Parliament is called upon to review the Water Act; the Zimbabwe National Water Authority Act and the Plant Breeders Act.
The much-anticipated Climate Change Bill seeking to regulate greenhouse gas emissions and facilitate low carbon development technologies should be thoroughly debated towards strengthening appropriate institutions and funding mechanisms.
The Parks and Wildlife Act is being amended whilst a Human Wildlife Conflict Relief Fund is being set up to offer monetary benefits to victims of human wildlife conflict in communities.

The Second Republic aims to fully exploit, value add and beneficiate the country’s abundant natural resources.
In this regard, as industrialisation gathers momentum, Parliament must expedite the consideration of the
Competition Amendment Bill; Economic Empowerment Bill; Standards Bill; Sugar Production Amendment Bill and the Technical Regulations Bill. Ratification will also be required in respect of the SADC Protocol on Industry and the Inter-African Coffee Agreement.
Through the Electronic Transactions and Electronic Commerce Bill, Parliament will assist in the establishment of a framework promoting fair, accessible, responsible and sustainable online transactions. The long outstanding Postal and Telecommunications Amendment Bill must be concluded.
Government is committed to providing modern and affordable human settlements for all Zimbabweans. In this regard, the Zimbabwe Construction Contractors Council Bill seeks to establish an authority that will bring sanity in the built environment. Parliament is expected to consider the alignment of the Housing Standards Control Act and the Housing and Buildings Act.
Government has made strides towards decentralisation of service delivery, including deployment of medical specialists to provincial and district hospitals. The Medical Aid Societies Regulatory Authority, Health Professions Act; Family Planning Council Act and the Medicines and Allied Substances Control Act will be brought before this August House.
The enactment of the National Health Insurance Bill must be expedited to accelerate the establishment of the National Health Insurance Scheme towards Universal Health Coverage.
The Ministry of Public Service, Labour and Social Welfare is expected to bring the National Productivity Institute Bill; Pensions Amendment Bill; Occupational Safety and Health Amendment Bill as well as the Human Resources Practitioners Bill for consideration.

Government is deeply concerned about the increase in drug and substance abuse, especially among the youth. Measures to tame the scourge by strengthening relevant institutions for effective coordination and programming of activities, will be instituted.
Over and above this, Government is developing the National Youth Bill, which will be considered during this Session. The Bill will provide for mechanisms to facilitate mainstreaming of the youth in social, economic and political spaces, as well as the sustenance of Vocational Training Centres as hubs for local community development. I challenge the private sector to play a part in support of our ongoing initiatives for youth development and empowerment.
Meanwhile, women play a critical role in nation building and their contribution to economic growth should never be overlooked.
Equally, viable and profitable Micro, Small and Medium Enterprises have a far reaching impact on our economy as a whole.
The Small and Medium Enterprises Act will be reviewed. Additionally, Parliament is expected to approve the Savings and Credit Cooperative Societies Bill to provide for the administration and management of Savings and Credit Cooperative Societies.
The mainstreaming of Community Radio Stations attests to the Second Republic’s commitment towards accelerating media reforms. In an endeavour to further open up the airwaves, the Broadcasting Services Amendment Bill should be finalised and amendments to the Zimbabwe Media Commission Act passed.
Mr. Speaker Sir, Madame President;
Sport is integral to job creation as well as the promotion of healthy lifestyles. In this regard, the Second Republic is currently developing the Sport, Leisure and Recreation Bill to create an enabling environment for sport and recreation delivery. Through the Sports Integrity Bill, Parliament is expected to assist in the creation of a regulated and fair sporting environment.
Parliament should also consider amending the Lotteries and Gaming Act for the purpose of its alignment to the Constitution and the incorporation of corporate governance measures, as provided for in the Public Entities Corporate Governance Act.
Mr. Speaker Sir, Madame President;
Our political independence came about through the support and solidarity of progressive nations in the region and beyond. Hence, the Veterans of the Liberation Struggle Act will be amended to include Botswana as one of the countries that had transit camps during our Liberation Struggle. “Non-Combatant Cadre” will be redefined to acknowledge those who played a part in the Struggle, under this category.
Similarly, the National Heroes Act will be amended to redefine categories of heroes, namely: National Hero; Liberation War Hero; and Liberation Hero. Amendments to the War Victims Compensation Act will now include recommendations from the Chidyausiku Commission of Inquiry Report.
As Zimbabwe strengthens its cooperation with the international community, the Treaty on the Prohibition of Nuclear Weapons, which seeks to complement the Nuclear Non-Proliferation Treaty, is expected to be tabled for ratification. Furthermore, radiation safety will be strengthened through the Radiation Protection Amendment Bill.
Biological weapons, which were used by the minority racist white settler regime during our Liberation Struggle, harmed both combatants and civilians alike. The Biological Warfare Bill will criminalise the use of such weapons by giving effect to the Convention on Biological Warfare.
To date, Government has launched a National Plan of Action against Trafficking in Persons. To operationalise the Plan, this August House must amend the Trafficking in Persons Act.
Other pending amendments include those that relate to the Immigration Act; Citizenship of Zimbabwe Act; National Archives of Zimbabwe Act; Private Investigators and Security Guards (Control) Act; Official Secrets Act; Unlawful Organisations Act; Censorship and Entertainments Control Act and the Births and Deaths Registration Act.

In concluding my address, I wish to commend both the National Assembly and Senate for championing the diligent discharge of business in the last Parliament.
Let me once again take this opportunity to urge all Parliamentarians to wholeheartedly participate in the enactment of laws that will improve the quality of life of our people. ‘Nyika inovakwa inotongwa inonamatigwa nevene vayo, Ilizwe lakhiwa, libuswe, likhulekelwe ngabanikazi balo’.
This August House should ensure that law is an instrument for development. Further, Parliament is encouraged to be an institution of peace building, hope, national development and the entrenchment of constitutionalism and deepening democratic practices in our country. In all our activities, let us safeguard our values and traditions as the unique people of Zimbabwe.

Zimbabwe’s Sovereign Wealth Fund: What Mr Mnangagwa has done & why you must be worried

Introduction Historical accounts of the decline and collapse of the Mutapa State offer a cautionary tale for Zimbabwe’s sovereign wealth fund, ironically “renamed” the Mutapa Investment Fund by Mr Mnangagwa in an unconstitutional statutory instrument on the 19th of September 2023.
The origins of Zimbabwe’s sovereign wealth fund can be traced back to a mining sector policy study conducted in 2012 that recommended the establishment of the fund to drive long-term investment leveraging on mining, natural and other resources that would anchor inclusive economic growth and development. Zimbabwe is reported to hold the largest lithium deposits in Africa and the fifth-largest in the world. The country is also home to the world’s third-largest platinum deposits, along with large deposits of other high-value mineral resources like gold, chrome, coal and diamonds.
Pursuant to the recommendation, in 2014, Zimbabwe’s Parliament created a Sovereign Wealth Fund of Zimbabwe whose operations fell under the Sovereign Wealth Fund of Zimbabwe Act. The stated purpose of the Fund was to make secure investments for the benefit and enjoyment of future generations of Zimbabweans, to support the development objectives of the Government including its long-term economic and social development, to support fiscal or macro-economic stabilization and to supplement government revenue. Despite its creation in 2014, the Sovereign Wealth of Zimbabwe Fund was dormant and seems only to have become somewhat operational under the tenure of Mr Mnangagwa.
The establishment of the fund aligns with global trends where sovereign wealth funds are expanding rapidly in many parts of the world and becoming a major force in global capital markets. Run properly, sovereign wealth funds can leverage a nation’s natural and other resources to facilitate long term and large-scale investment. Run opaquely and corruptly, they can facilitate the large scale looting of a state’s natural resources and economic wealth.
What is a sovereign wealth fund? A sovereign wealth fund is a state-owned investment fund comprised of money generated by the government through, for example, surplus reserves from state-owned natural resource revenues, trade surpluses, bank reserves that accumulate from budgeting excesses, foreign currency operations or money that accrues from privatization projects.
Because sovereign wealth funds are created ostensibly to secure investments and safeguard natural resources for the benefit of future generations citizens, their conduct and operation call for greater scrutiny and the creation of strong checks and balances to ensure sound corporate governance and avoid fund mismanagement, looting and abuse. Sound corporate governance is arguably the most crucial aspect to the development of robust investment strategies for sovereign wealth funds. Establishing clear independence is a prerequisite in order to avoid political interference. There can be no doubt that a lack of sound corporate governance and political interference will erode a fund’s ability to effectively achieve its key economic objectives, particularly the long-term protection of investments for the benefit of citizens of future generations.
Recent Legal Developments
Renaming of Fund On the 19th of September 2023, Mr Mnangagwa controversially promulgated Statutory Instrument 156 of 2023 (SI 156/2003) which changed the name of the Sovereign Wealth Fund of Zimbabwe to the Mutapa Investment Fund. No official reasons have been given for the renaming of the Fund. However, the effect of the name change is to make it not readily discernible to a foreign entity that they are dealing with a sovereign wealth fund as opposed to a private investment fund.
Mnangagwa’s unfettered power to appoint Mutapa Fund Board SI 156/2003 gives Mr Mnangagwa the unfettered power to appoint the Chief Executive Officer, the Chief Investment Officer and all eight members of the Mutapa Investment Fund Board. Although he has to consult the Minister, he is not bound by any of the Minister’s recommendations. Prior to the amendment, the Minister of Finance appointed the sovereign wealth fund board members. This provision is concerning in light of recent appointments by Mr Mnangagwa to Cabinet and other public posts which have been criticized for breaching sound corporate governance principles and being underpinned in some instances by nepotism. The lack of independence of the Fund and the limited (if non-existent) checks and balances on an already powerful executive head increase the potential for looting and abuse of state resources.
No more reporting to Parliament Before the amendment, the Sovereign Wealth Fund Board had an obligation to make quarterly reports to the Minister of Finance who was equally obliged to table the Fund’s reports before Parliament. However, SI 156/2003 has taken away the obligation to table the Board’s reports before Parliament. The Board only tables reports to the President and the Minister of Finance. This removes all pretense of public scrutiny over the Fund’s operations and investments. The scope for Parliamentary oversight of the Fund’s investments and operations, which is an essential element of sound public financial management, has also been severely curtailed. The risk is that looting and abuse of the Fund’s assets and resources will be hidden from public scrutiny.
Government shares in key companies now vest in Mutapa Fund The shares held by the Government in a number of gazetted companies now vest in the Mutapa Fund. There is no need for any formal share transfer. The transfer is “by operation of law.” The company secretaries of the affected companies have 21 days to do the necessary company secretarial work to give expression to the new ownership structure.
Companies whose government shares will now fall under the Mutapa Investment Fund include Defold Mine, ZUPCO, Kuvimba, Silo Investments (GMB commercial arm), the National Oil Company of Zimbabwe, the Cold Storage Commission, Petrotrade, POSB, Netone Cellular, the National Railways of Zimbabwe Holdings and NRZ Ltd, TelOne, ARDA Seeds, Zimbabwe Power Company, Powertel, Allied Timbers, Telecel Zimbabwe, Air Zimbabwe, Industrial Development Corporation, Cottco, AFC Limited and Hwange Colliery. Mr Mnangagwa has the unfettered power to add and remove companies to the list as and when he pleases.
The effect of putting all the companies under one roof is to create a super-parastatal whose conduct and operations are not subject to public procurement laws, Parliamentary scrutiny or disclosure to the public. This offends the stated objective of the Fund which is to preserve national assets for the benefit of future generations.
Members and employees of the Fund “sworn to secrecy“
SI 156/2003 prohibits members, employees or agents of the Fund from disclosing any information relating to the affairs of the Fund. This further impedes access to information and undermines transparency and accountability over the Fund’s investments and operations.
Free and unrestricted transfer & externalization of foreign currency
SI 156/2003 allows the Fund to transfer forex pertaining to investments made by the Fund into and out of Zimbabwe without restriction or delay. This exemption is arbitrary and capricious in light of Zimbabwe’s stringent exchange control laws and currency regulation that apply to all other sectors, especially the private sector. The potential for abuse and externalization of forex through this vehicle looms large.
Why must you be worried? Recent amendments to the Sovereign Wealth Fund of Zimbabwe Act by Mr Mnangagwa ought to concern all progressive Zimbabweans because they are unconstitutional, violate mandatory principles of public financial management – particularly transparency and accountability and leave the door wide open for mass looting of state assets and natural resources. This is the opposite of the stated objective of Zimbabwe’s Sovereign Wealth Fund.
Unconstitutionality The most concerning feature of the recent purported amendment to the Sovereign Wealth Fund of Zimbabwe Act by Mr Mnangagwa is that it is unconstitutional in a number of respects. As a starting point, the amendment was introduced by way of a statutory instrument, which violates section 134 of the Constitution. The said section prohibits the enactment, amendment or repeal of legislation by way of a statutory instrument. Only Parliament can make, change or remove laws. It is no answer to this charge that the statutory instrument was gazetted purportedly under the Presidential Powers (Temporary Measures) Act – this statute itself offends section 134 of the Constitution. In the event of a conflict, the Constitution is supreme. It follows that Mr Mnangagwa’s statutory instrument that changed the Sovereign Wealth Fund of Zimbabwe was invalid, ultra vires the Constitution and thus illegal as a matter of a law. It additionally breaches the section 68 obligation of all administrative authorities to act lawfully, reasonably and fairly.
Lack of transparency Mr Mnangagwa’s illegal amendment to the Sovereign Wealth Fund of Zimbabwe Act through SI 156 of 2023 further violates the constitutional principles of public financial management enshrined in section 298 of the Constitution. Section 298 states that in all aspects of public finance, of which the management and conduct of a state-owned and controlled fund is one, there must be transparency and accountability.
This provision was violated when Mr Mnangagwa proceeded to exempt the Sovereign Wealth of Zimbabwe Fund from the purview of the Public Procurement and Disposal of Public Assets Act through the promulgation of General Notice 1546 of 2003. No explanation has been given, nor can a valid one exist, as to why the Sovereign Wealth Fund would be exempt from public procurement laws that exist to ensure that public procurement and disposal of public assets are effected in a manner that is transparent, fair, honest, cost-effective and competitive.
Another looting gimmick? The unconstitutional exemption of the Fund from the mandatory provisions of public procurement legislation and the speed with which the illegal amendments were enacted have given rise to the criticism that the illegal amendments are designed to facilitate looting and to evade public scrutiny of the Fund’s operations, investments and the sale and disposal of its assets. There is a real risk and possibility that the assets and entities held by the Fund will be sold without the benefit of public or parliamentary scrutiny or the necessary checks and balances necessary to ensure sound corporate governance and prevent abuse.
Conclusion In conclusion, Mr Mnangagwa’s unconstitutional changes to the legal framework of Zimbabwe’s Sovereign Wealth Fund signal a new era of predatory looting of state assets and natural resources by Mr Mnangagwa and the illegal “Mutapa Mafia” he will personally appoint.
Zimbabwe, a country reeling under 49% extreme poverty, triple digit hyperinflation and an annual loss of $2,2 billion to illicit financial flows cannot afford for its resources to bleed further. It behoves all institutions of the State with a mandate to oversee corruption and poor public management including the Auditor-General, Parliament, the Judiciary, the Media and the general citizenry to speak out against this illegal conduct and ensure that this latest unconstitutional enactment is reversed.
If this is not done, billions in state resources will be lost once again without any accountability or disclosure.

After these consultations have been a book is compiled and submitted to EMA for proper assessment before it is approved if meets the standard of Environmental management then a certificate will be issued giving permission to proceed with the intended project.
However as you continue more licensing is required depending on activities you are carrying out .

By A Correspondent| Zanu PF leader Emmerson Mnangagwa has repeated his false claim that the 23 August 2023 harmonized elections were credible, free and fair despite the Southern Africa Development Committee (SADC) report which clearly discredited the polls.
In his speech at the State of the Nation Address (SONA) at new parliament building today, Mnangagwa said the elections were held in accordance with democratic traditions and practices.
“The Session comes shortly after we successfully conducted our credible, free, fair and peaceful Harmonised General Elections, in accordance with our democratic traditions and practices,” said Mnangagwa.
Mnangagwa’s false claims are in sharp contrast to all observer mission reports including SADC, Commonwealth, African Union, Carter Centre and European Union (EUEOM) who openly condemned the August elections for not being free and fair.
The false claims also comes on the backdrop of concerted efforts by SADC to hold an extra ordinary summit to discuss the report submitted by Nevers Mumba, the SADC-EOM Chairperson.
Meanwhile, opposition Citizens Coalition for Change (CCC) legislators have boycotted Mnangagwa’s SONA on the basis that he was declared winner in a sham election.
The opposition is demanding a re-run supervised by international bodies but Mnangagwa is adamant that he won the disputed polls.

While it is important to note that this article is hypothetical in nature, we will explore potential legal implications based on US law.
1. Incitement to Violence (Prior to Assault):
Even if Prophet Ian Ndlovu does not get assaulted, Passion Java may be liable for incitement to violence under US law. Incitement to violence involves encouraging, promoting, or instigating violence against another individual. Passion Java’s Facebook post, in which he offered a monetary reward for assaulting Prophet Ian Ndlovu, could be interpreted as incitement to violence. This may lead to charges being filed against him.
2. Incitement to Violence (After Assault):
If, hypothetically, an assault on Prophet Ian Ndlovu were to occur as a result of Passion Java’s Facebook post, the legal consequences could be even more severe. In this scenario, Passion Java may not only face charges related to incitement but also potentially charges of conspiracy or aiding and abetting the assault. These charges could result in more significant legal penalties, including imprisonment.
Incitement to violence is a serious offense in the United States, and those found guilty of such acts may face severe legal consequences.
By A Correspondent| The opposition Citizens Coalition for Change (CCC) has boycotted the official opening of the first session of the tenth parliament, a historic event that is taking place today.
The ceremony, presided over by President Emmerson Mnangagwa, will set the stage for the legislative agenda in the House of Assembly.
CCC spokesperson, Promise Mkhwananzi, explained the boycott by stating, “We are boycotting the processes that Mnangagwa wants us to undertake tomorrow on the basis of the fact that we as CCC do not recognize an election that put him there.”
Mkhwananzi expressed their discontent with the election process, stating, “The election was a shame, it did not go well. It fell abysmally short of the expected standards of a free and fair election in terms of the laws of Zimbabwe as well as in terms of SADC and AU protocols on free and fair elections.”
The CCC’s decision to abstain from the event is a symbolic gesture, aimed at emphasizing their demand for a legitimate and transparent electoral process in Zimbabwe under the auspices of the Southern African Development Community (SADC).
Zanu PF Central Committee member, Joseph Tshuma, criticized the CCC, accusing them of taking Zimbabweans for granted.
Tshuma questioned the rationale behind the CCC’s decision to boycott the official opening ceremony while still maintaining representation in the House of Assembly.
The opposition CCC has consistently claimed that the August 23 harmonized elections were rigged in favor of Zanu PF.
These claims were echoed by regional and international bodies such as the Southern African Development Community (SADC), African Union (AU), and European Union (EU), which concurred that the polls had not met the expected regional and international standards for free and fair elections.
By A Correspondent| The Zimbabwe Election Support Network (ZESN) observed the run-off by-elections being held in Ward 33 of Makoni Rural District Council yesterday.
According to Section 129 of the Electoral Act (Chapter 2:13), run-off by-elections are mandated in the event where 2 or more candidates receive an equal number of valid votes cast.
In response to this requirement, the Zimbabwe Electoral Commission (ZEC) organized the current run-off by-election, which has been unfolding peacefully thus far.
As of midday, the political environment in Ward 33 has been described as peaceful, with no reported incidents during the polling process. An essential step in the process, the display of voters’ rolls outside polling stations, has been duly implemented to enable voters to verify their registration details prior to casting their votes.
The opening of the 6 polling stations was prompt and smooth, with all necessary polling materials readily available, including ballot boxes, ballot papers, indelible finger markers, voters’ rolls, and official ZEC stamps.
In terms of staffing, an average of 7 polling officers, all male presiding officers, manned each polling station, ensuring an efficient voting process. ZESN observers reported that the voting process was proceeding seamlessly in all stations, with all procedures being followed in accordance with electoral laws.
Representatives from both major contesting parties, ZANU-PF and CCC, were actively present, comprehensively tracking the polling process across all polling stations.
A few voters, primarily due to illiteracy or visual impairment, required assistance in casting their votes. Notably, voters were free to choose their preferred assisting person. The highest number of assisted voters were recorded at St Johns Mupanguri Primary School, while no requests for assistance were reported at Mavhudzi Secondary School.
Some individuals were turned away due to discrepancies in voter rolls or a lack of valid identification documents. By midday, 18 people had been redirected to appropriate polling stations where they were registered.
ZESN observers reported varying voter turnouts ranging from approximately 57% to 16% as of midday. The voting process is scheduled to continue until 1900 hours, with ZESN committed to monitoring and providing further updates throughout the day. A comprehensive end-of-day statement and a report featuring recommendations for electoral stakeholders will be issued post-election.
By A Correspondent| In a shocking revelation, former National Social Security Authority (Nssa) boss Arthur Manase is embroiled in a luxury vehicles scandal, accused of illicitly acquiring six cars using pension fund money for personal use within a mere two-year span.
Ruvimbo Muchenje from a local online reports that Manase is further alleged to have implemented a policy allowing condition-of-service vehicles, in violation of a cabinet-approved circular dated 20 March 2018.
This controversy comes as he pushes Nssa to relinquish a third high-end vehicle, a Land Rover Defender, in addition to the already acquired Mercedes-Benz E55 AMG and Mitsubishi Triton double cab before his recent resignation.
The total value of these three vehicles amounts to an astonishing US$416,000, with the Mercedes-Benz valued at US$178,000, the Land Rover Defender at US$175,000, and the Triton at US$63,000.
Manase, who assumed the role in January 2021, resigned on 1 August, over a year after being placed on a leave of absence since July the prior year for investigations into numerous irregularities, mismanagement, and corruption allegations.
The former Nssa executive was suspended without pay and benefits on 28 July, just three days before he tendered his resignation, facing a litany of over 30 charges related to misconduct, malpractices, and maladministration.
Nssa had intended to convene a disciplinary committee to address corruption allegations, some of which involved vehicles.
Documents uncovered by the online outlet outline accusations of unauthorized implementation of a motor vehicle framework for conditions of service and the unlawful acquisition of six cars.
One of the charges reads, “You unlawfully implemented a policy of availing condition of service vehicles, in addition to motor vehicle loans, in violation of the 20 March 2018 cabinet-approved circular on conditions of service vehicles for independent commissions, state enterprises and parastatals. You therefore wilfully defied and/or refused to implement lawful directives and caused financial loss to the authority as a result of payment of unapproved vehicle loans.”
The allegations further detail the acquisition of six vehicles using Nssa resources for personal use within a two-year timeframe, breaching established regulations.
Despite these damning allegations, Manase has reportedly expressed his desire to acquire a Land Rover Defender, the third luxury car from Nssa within two years. It is important to note that the Land Rover Defender in question is an Nssa pool vehicle.
The scandal has also ensnared Nssa assistant accountant Erasmus Mavondo, who was arrested last year on charges of corruptly facilitating a personal loan for Manase to buy a car at a significantly undervalued exchange rate, prejudicing Nssa of a substantial amount.

Sikhala, a well-known figure in Zimbabwean politics and a prominent critic of the ruling government, has been held in detention for an extended period.
Mutebuka, who has a personal connection with Sikhala, emphasized the emotional, physical, and psychological resilience Sikhala has displayed under extremely challenging conditions.

Mutebuka acknowledged the limited options for securing Sikhala’s release, indicating that sustained protests and diplomatic efforts might be the best course of action.
In addition, Mutebuka raised concerns about potential manipulation and censorship of information Sikhala receives while in detention, cautioning Sikhala to verify information to the best of his ability given the circumstances.

By- The opposition Citizen Coalition for Change (CCC) said that SADC will pressure Harare to hold fresh polls following the disputed August 2023 Harmonised Elections despite President Emmerson Mnangagwa declaring there won’t be a rerun.
Posting on X, CCC spokesperson Promise Mkwananzi stated that SADC will preside over fresh elections that will be managed by a new elections management that will replace the Zimbabwe Electoral Commission (ZEC).
This comes after regional and international electoral observer missions, including SADC, AU (African Union), EU (European Union), Commonwealth, and the Carter Center, condemned the elections.
Mkwananzi asserted that CCC is currently seized with organizing and mobilizing towards a fresh election. He said:
The decision to conduct a fresh election in Zimbabwe is not Mr. Mnangagwa’s decision. It is a decision of all Stakeholders in Zimbabwe and the region.
We are aware that Mr. Mnangagwa barred Mugabe from leaving office in 2008 when he had lost to Tsvangirai and had chosen to do the right thing and pave the way for the newly elected President.
This was revealed by Mnangagwa himself, boasting that he and his lot had wantonly disregarded the will of the people and forced Mugabe to stay.
As CCC, we have already refused to accept the result. President Nelson Chamisa and his Chief Election Agent did not sign off on those sham results.
President Chamisa has already stated that what is currently governing is an illegal, illegitimate interim de facto arrangement.
Our focus is on organizing and mobilizing towards a fresh election which will have to come through a Transitional authority shepherded by SADC and a new, independent and professional body in place of ZEC.
We continue to urge the Citizens of Zimbabwe not to despair or be discouraged.
Mr. Mnangagwa will be dragged to a fresh, free and fair election kicking and screaming. A fresh election is inevitable.
Let us use every peaceful and democratic means available and permissible to bring forth the elections.

We, as deployees, remain guided by our leadership. We do not act independently from the Party to which we subscribe.
I want to make it categorically clear, that whoever manufactured this article will answer questions. As a municipality, we do not have any one of us who can act unilaterally.
We are bound by the spirit of working together without any trace of discord among us. Our best tools for us to be together are engagement, consultation and unity.
Anybody who makes decisions without consulting will be fighting our resolve to be a united front.

Going forward, all of us must now commit ourselves to transforming this milestone in our electoral affairs into an abiding gain firmly built into our collective personality, until we begin to take for granted our peace in all our future elections.
Listening President
As I indicated in my inaugural speech, I am President for all Zimbabweans. I embark on my second term anchored and straitjacketed by the philosophy of an approachable, listening, servant leadership, committed to serving all Zimbabweans in equal measure, and to developing our nation so no one and no place is left behind.
Crucial term
Vision 2030 straddles three political terms, the first of which began in 2018 and ended this year, just before our Harmonised Elections. We have just begun the second term, which ends two years shy of 2030, the year our Vision is scheduled to run its full, programmed course.
This makes the current term decisive in actualising the broad goals of our Vision. My commitment is to ensure that our Vision is realised two years ahead of its due date. It is a pledge and hope arising from a hard-headed look at what, together, we have been able to accomplish in the last five years which have gone by. The progress has been both foundational and phenomenal, thus justifying my optimism, and making the realisation of our Vision quite feasible. I know that with greater will and focus, we are able to quicken our development pace, thus hastening the realisation of all our goals.
A key test to genuine realisation of Vision 2030 will be our rural areas, where over 60 percent of our people live. Our rural communities measure the depth and breadth of lack of even development, and the cost of rural exclusion in development. Shunned by successive colonial governments, our rural areas are a sample of denied development which gave rise to rural underdevelopment we inherited from colonialism.
Lifting millions out of rural poverty
Except all this need not remain so. We cannot continue to blame our colonial past for rural ills. It is as if we doubt our own agency as makers of an alternative history which lift our people and communities. Our nation must change course by taking responsibility over these rural backwaters which we now must challenge through a new model of development.
Time has now come to go beyond community development for a comprehensive programme of rural capacitation and empowerment. Towards the tail-end of the just-ended term, I broached the idea of rural transformation and empowerment through rural industrialisation. This is our panacea to rural underdevelopment. That idea’s time has now come and, going forward, rural Industrialisation must now become the centrepiece of our development plans. We must lift millions living in our rural areas out of poverty, as envisaged by our Vision. The People’s Republic of China, PRC, provides an inspiring example and salutary lessons.
Mobilising factors for rural development
All the factors for rural development through vibrant rural agriculture and rural industrialisation must now be put in place. These include water, electricity, irrigation systems, input support schemes, extension services, road network, access to markets, and, of course, adequate social services infrastructure.
These vital enablers should be in place in all our rural communities so that we begin our broad and encompassing programme of sustainable rural industrialisation, informed by factor endowments and activities possible in each community. Government will be a lead actor in this process, including in chaperoning community value chains which we now envisage under this policy.
Building a competitive manufacturing base
Tomorrow I shall be addressing captains of industry and leaders of business in our resort city, Victoria Falls.
Together, we should be able to agree on a common programme of economic action designed to take our nation forward, building on the gains recorded in the past five years. A lot was achieved, creating a firm pedestal for sustained economic growth. I will emphasise production and productivity in industry and across sectors, including vigorous pursuit of clear and efficient value chains which make our economy a competitive manufacturer and exporter.
Macro-economic stability
Our mining sector continues to do well. We need to nudge it further forward, towards greater local value addition to enhance our earnings. Our tourism, too, continues to record buoyant growth, and to witness new projects. There will be greater investments on all our gateways and major roads, for ease of business and travel. Our railway system will be rehabilitated and equipped. Prudent fiscal and monetary policies will continue to be pursued for macroeconomic stability. All these issues and many others will come under spotlight at this retreat, so a comprehensive agenda is agreed upon and adopted.
New desire to engage, partner
My trip to New York for the United Nations General Assembly, informed by contacts I made with representatives of key partners, gave me great hope that our engagement and re-engagement policies are beginning to yield positive results. There is now an appetite to engage and partner Zimbabwe, including in hitherto coy Western capitals. Indeed, a growing realisation that the more than two decades of illegal sanctions have cost both sides enormously, and that such hostile policies must now give way to gainful bilateral cooperation. Zimbabwe remains a friend to all and an enemy to none. Equally, Zimbabwe will never forget its friends who stood by it through thick and thin. These will always enjoy a pride of place in our decisions and policies.
Believing in Zimbabwean talent
Particularly exhilarating were my contacts with leading Zimbabwean experts now working for key industries abroad. As groups and as individuals, they expressed their readiness to come back home and to share experiences and expertise which they have garnered over the years they have been abroad. One project deserves particular mention. A group of Zimbabwean scientists are very keen to establish a Biotechnological Hub back home. This is to be applauded. I promised them full support, including free land for the project. We must show faith, confidence and belief in our own people, many of whom drive key research and development projects in several multinational organisations. We must make them feel welcome back home so they contribute to Zimbabwe’s development.
Tackling urban food insecurity
Let me conclude by announcing a new programme we are set to launch for our citizens in urban and peri-urban areas.
Government has noted growing instances of food insecurity affecting urban and peri-urban households. To address this worrisome problem affecting these wage-dependent households, Government has now decided to extend its free agricultural input scheme to all households living in urban and peri-urban areas. Already, many such families have been working the land by utilising free spaces in and around our towns and cities for agricultural purposes, even then without Government support. Starting this season, that support is now forthcoming from Government so such households are not left behind and are made food secure.
Thank you, our farmers To our farmers, big and small, the summer season is already upon us. We must begin preparations for yet another successful agricultural season.
I am very happy that our wheat farmers have done exceedingly well, guaranteeing us yet another record wheat crop. Many countries in SADC and on our African continent are already making enquiries in respect of different cereals.
Looking in the crystal ball, I see our agricultural exports growing in leaps and bounds; indeed, becoming a veritable foreign exchange earner for our economy. We must keep raising our targets, now that we have achieved the foundational target of becoming a food-secure nation.

By Farai D Hove | In the wake of the controversy surrounding the recent election and the lack of attendance from other African nations at his inauguration, Zimbabwe’s ZANU PF leader, Emmerson Mnangagwa, faces a critical moment as he prepares to address Parliament. It appears that one of the primary focuses of his announcement will be the introduction of new Bills. The Parliament is expected to tackle six Bills that originated from the previous Parliament, which dissolved just before the harmonized elections.
Five of these Bills had lapsed due to the dissolution of Parliament, as per Section 147 of the Constitution, which stipulates that all legislative business lapses under such circumstances. These Bills include the Insurance Bill, the Insurance and Pensions Commission Amendment Bill, the Medical Services Amendment Bill, the Mines and Minerals Amendment Bill, and the Financial Adjustments Bill.
One additional Bill, the Private Voluntary Organisation Amendment Bill, was sent back to Parliament by President Mnangagwa with reservations for reconsideration. This move suggests that the President wants the legislature to address certain concerns he has raised about the Bill.
The Mines and Minerals Amendment Bill, in particular, faced delays due to an adverse report issued by Parliament’s Legal Committee, chaired by ZANU PF member Cde Jonathan Samkange. The committee expressed concerns about sections of the Bill related to mining title registration and dispute resolution between miners and farmers, suggesting that they might conflict with the Constitution.
It’s noteworthy that these legislative matters are taking place in the context of ZANU PF securing a majority in the National Assembly during the recent elections, with the ruling party winning 136 out of 209 contested seats. However, this majority might not entirely alleviate the challenges and scrutiny faced by the government, especially with the controversy surrounding the election and international attention on Zimbabwe’s political landscape.
In his address to Parliament, President Mnangagwa is likely to emphasize the importance of these Bills and their potential impact on various sectors of Zimbabwe’s economy and governance. -ZIMSTAT Director General Taguma Mahonde Granted $200 Bail on Fraud and Obstruction Charges.
ZIMSTAT Director General Taguma Mahonde has been granted bail of US$200 on charges of fraud and obstructing the course of justice. These charges stem from his alleged corrupt claims for school fee allowances over five terms and his purported attempts to cover up and block investigations into these claims.
The fraud charge centers on Mahonde’s claims for the maximum school fees allowance for three children for the third term of 2021, all three terms in the previous year, and the first term of this year, despite having only two children needing school fees.
Furthermore, the obstruction of justice charge arises from Mahonde’s alleged efforts to obstruct investigations by suspending and subsequently dismissing the ZimStat internal auditor, Claudius Matiza, who had been assisting the Zimbabwe Anti-Corruption Commission (ZACC) with their inquiries.
The State and its witness, Investigating Officer Eric Chacha of ZACC, had initially opposed Mahonde’s bail application.
According to the State’s case, Mahonde entered into a contract of employment with ZimStat on June 24, 2019, which included an educational allowance for himself and his children. On September 3, 2021, the ZimStat board of directors increased the education allowance for the director-general to US$800 per child per term for a maximum of three children, totaling a maximum of US$2,400 if there were three or more children.
On various occasions, Mahonde is alleged to have claimed this maximum allowance, resulting in substantial payments into his personal bank account. However, investigations revealed that he had only two school-going children during this period.
The fraudulent claims came to light during an internal audit conducted by Claudius Matiza, who had been assisting ZACC with investigations. On April 20 this year, Mahonde allegedly attempted to obstruct the investigations by suspending Matiza and subsequently dismissing him, allegedly to prevent him from providing evidence to investigators.
This case has sent shockwaves through Zimbabwe, raising concerns about corruption at high levels of government institutions. Mahonde is expected to appear in court for further proceedings as the case unfolds.
Medicines Control Authority of Zimbabwe Takes Action Against Histalix Abuse Promoters.
The Medicines Control Authority of Zimbabwe (MCAZ) has taken a firm stance against the promotion of abuse of Histalix, a locally produced cough mixture containing codeine. MCAZ has revoked the licenses of three individuals and four wholesalers involved in promoting the misuse of this medication.
The three individuals whose licenses have been revoked are Mr. Tatenda Chigumbura, a supervisor at Murity Pharmaceuticals, Ms. Spiwe Chipara, a supervisor at Adept Pharmaceuticals, and Mr. Didymus Kanyera, who works as a supervisor at Bestpharm Pharmaceuticals. These individuals, along with the organizations that employed them, have had their operators’ licenses suspended. Additionally, Action 24 medical supplies also faced license suspension as part of this crackdown.
This suspension will remain in effect until March 2025, underlining the seriousness of the authorities’ commitment to tackling the misuse of codeine-containing medicines.
Mr. Richard Rukwata, the Director-General of MCAZ, emphasized the organization’s primary responsibility to regulate medicines and medical devices in Zimbabwe. He stated, “Through our robust regulatory framework, we ensure that only safe, effective, and quality medicines are available on the market. By doing so, we aim to prevent the circulation of counterfeit drugs and unregistered substances that can contribute to drug abuse.”
Furthermore, Mr. Rukwata highlighted that the MCAZ has implemented mechanisms to control the availability of codeine-containing medicines by requiring valid prescriptions for their dispensation. However, he expressed concern over the continuous illegal importation of over-the-counter medicines from other countries, indicating the need for continued vigilance in combating this issue.

However, a closer examination reveals a disturbing reality – the legal basis for the scheme may not even exist, raising serious questions about transparency and accountability.

The controversy revolves around Section 3 (9) of the Public Procurement and Disposal of Public Assets Act of 2017, which the government claims allows for exemptions in procurement for certain institutions, including the Mutapa Investment Fund. Overzealous police details literally flooded the ancient city of Masvingo before and during CCC leader Nelson Chamisa’s meeting with citizens on Friday.
