Pastor Dupes 30 In Mbanje Deal
By-A Masvingo-based bishop has escaped with money he duped over 30 people in a bogus cannabis farming deal.
Bishop Trust Sangweni of the Evangelical Apostolic Christian Mission Church formed a cannabis farming group, which should have been operational by now.
One of the bishop’s victims, Peki Wushe, told H-Metro that the bishop had disappeared to South Africa.
“I was recommended to join the group, called Archmedicinal Private Limited, by a friend who once attended his church in December 2021.
“Upon joining, we were required to pay US$250 to cater for paperwork and errands.
“He would often come to Harare claiming he wanted to fix the group’s paperwork, and we would pay logistics fees for all his trips,” she said.
Wushe said he would tell them the money required was to pay for environmental impact assessment, Environmental Management Agency, land and the Zimbabwe Investment and Development Agency.
“I paid close to US$1 600. He is a sweet talker, and no one thought we would be scammed until today.
“At one time, we sponsored his trip to Cape Town as he convinced us that he was looking for investors.
“In July this year, he said the investors were in Zimbabwe and he needed more money to finish paperwork so that we would not look confused,” she said.
Wushe said she became suspicious when she returned to Zimbabwe from Dubai in August and the bishop failed to present evidence that there was some progress.
“He had promised to hold the ground breaking ceremony in September, and we prepared our outfits for the day.
“He assured us that everything was in order and unresolved matters were being worked on.
“Those who asked a lot of questions about the project were called hypocrites. In October, the group went silent,” she said.
Wushe said she decided to check with the authorities.
“I found out that the company was indeed registered in July this year.
“He was in the board of directors, together with his wife Silibaziso Zhou and Nyika Sangweni, his brother.
“I went to the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement and they told me that they were not aware of the group.
“When I informed other members of the group, he fled to South Africa,” she said.
Another group member, who requested anonymity, said they were fooled into believing he was genuine.
“No one thought he would rob us of our money since he is a bishop.
“We also contributed together with some of his church members, and thought we had managed to grab a life changing deal,” he said.
H-Metro spoke to Bishop Sangweni’s wife, Silibaziso, who distanced herself from the farming group.
“Sangweni went to South Africa last month. People are always coming to me claiming that they were duped by my husband.
“I do not know why they are bothering me. I knew there was a cannabis group he talked about, but I did not know I was one of the directors.
“Mufonerei iye panumber yake. I can send you his WhatsApp number; he has been communicating with some members of the group,” she said
However, efforts to reach Bishop Sangweni were fruitless.

State Media – A HARARE man is still searching for his eight-year-old son who disappeared with his ex-wife on July 23.
Precious Nemutambwe has lost hope of ever finding his son after his former wife, Miriam Ziramba, disappeared with the boy.
Ziramba is now wanted for breaching the law after Justice Neville Wamambo granted a provisional order barring her from leaving the country with the child under HC5780/22 with reference number HC:3029/22 on September 20.
She is now wanted for contempt of court and child abduction for not complying with the court order.
“I am now troubled since all my efforts are hitting a brick wall. She was supposed to comply with the law within 10 days, but she has never appeared.
“I don’t know what to do now since I have run out of leads, and it seems she has changed her phone numbers.
“After the court ordered her to bring the child, I thought she would comply, but I am told she might be in Cape Town or Canada.
“It means she used illegal ways or bribed officials to leave the country since all entry points were advised to be on the lookout for her,” said Precious. – H Metro

How Mine Gang Geek Dies
State Media -A man believed to have been part of the 13-member gang of armed robbery suspects that raided three cash-in-transit vehicles and got away with 11 kilogrammes of gold in early October has since died, Sunday News can reveal.
While Bulawayo provincial police spokesperson, Inspector Abednico Ncube could not confirm the development, a source close to the investigations said the suspect succumbed to injuries sustained in the shoot-out with How Mine’s security manager during the heist.
The manager, a former CID Homicide officer reportedly showed his prowess as he shot two of the suspects with the now deceased hit on the spine.
The suspect reportedly died a week later in South Africa.
Police arrested three of the 13 and later connected some of them to four similar forays that occurred in the city.
The gang was fingered in heists at two financial institutions, a fruit and vegetable wholesale and a grocery shop between May and October.
In total, the gang reportedly got away with US$858 000 and R508 000 in five raids within four months. – Sunday News
5 Perish In Head-on Collision
FIVE people died on the spot yesterday when a Toyota Hilux was involved in a head-on collision with a Nissan Magnite at the 379km peg along the Harare-Bulawayo Road.
The accident occurred around 5pm.
National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident.
“The ZRP reports a fatal road traffic accident which occurred on December 19, 2022 at around 5pm at 379 km peg along Harare-Bulawayo Road where five people died on the spot.
“A D4D Toyota Hilux vehicle with one passenger on board was involved in a head on collision with a Nissan Magnite vehicle which had five passengers on board. The bodies of the deceased were taken to United Bulawayo Hospital mortuary,” he said.
On the same day, six people died while seven others were injured when a Honda Fit was involved in a head-on collision with a Toyota double cab at the 111 km peg along Harare- Bulawayo Road.
The accident occurred around 10am.
“The ZRP reports a fatal road traffic accident which occurred on December 19, 2022 at around 10am at the 111 km peg along Harare- Bulawayo Road in which six people died while seven others were injured.
“A Honda Fit Vehicle with eight passengers on board was involved in a head on collision with a Toyota KZ Double cab vehicle which had three passengers on board. Four people died on the spot while two others died on the way to the hospital,” Asst Comm Nyathi said.
The bodies of the victims were taken to Chegutu District Hospital Mortuary for post mortem, while the injured are admitted at the same hospital.

Man Caught In Bed With Another Man’s Wife
…“Desire violently grabbed Tendayi and slapped him thunderously before kicking him several times all over the body.” ….
A man from Paddonhurst in Bulawayo will live to rue the day he was busted getting cozy with his co-tenant’s wife on his fellow lodger’s matrimonial bed.
This was after the enraged co-tenant allegedly battered him before shoving a huge vibrator deep into his behind and turning it on.
As he was writhing in pain, his assailant spiked his manhood with a thorn.
As a result of the alleged torture, Tendayi Gowero soiled himself.
It is reported that Desire Moyo (28) unexpectedly returned home from Beitbridge at around 8:30PM and found Gowero sitting with his wife Patience Siko Ncube on his matrimonial bed.
A source close to the incident said: “Desire violently grabbed Tendayi and slapped him thunderously before kicking him several times all over the body.”
In a towering rage, he yanked off Tendayi’s pair of trousers and underwear and slammed a vibrator into his behind.
His two other co-tenants tried to restrain Desire but he threatened to stab them with a knife.
He even chased after one of the co-tenants but he could not catch him.
To add salt to injury, the source said Desire returned to his bedroom and found his still naked victim groaning in agony and he pierced his manhood with a thorn.
“He buried a thorn into his manhood and told Tendayi, who was screaming his lungs out and was just gasping like a dying fish, it was punishment for sitting with his wife on his matrimonial bed,” said the source.
“The pain became too much but by then, he was just moaning as the vibrator still buzzed away in his butt. Tendayi soiled himself. He bled and suffered a swollen face and buttocks.”
As Desire continued torturing Tendayi, one of the tenants rushed to Kumalo Police Station and reported the incident.
The source said cops attended the scene and found two used condoms and a pink vibrator in the house.
Desire is in police custody.
Bulawayo police spokesperson Inspector Abednico Ncube confirmed the incident and discouraged members of the public from resorting to violence when they have disputes.
“We would like to discourage members of the public from resorting to violence. They should engage police, relatives or pastors to solve the dispute amicably,” he said.
When contacted for comment Patience said she was not at liberty to speak to the Press.

ZNA Soldier Smashes Wife Into Wall Until Totally Unconscious
A senior member of the Zimbabwe National Army Colonel Chance Mkhwananzi has appeared in court facing charges of assaulting his wife after he accused her of cheating on him with a worker at the couple’s mine.
So furious was Mkhwananzi that he slammed his wife head first into a wall and she fell unconscious.
Mkhwananzi appeared before Western Commonage Court magistrate Jeconia Prince Ncube where he pleaded guilty to physical abuse charge as defined in section 3 (1) (a) as read with section 4 (1) of the Domestic Violence Act chapter 5:16.
He may have been spared jail agony when he was fined $25 000, payable by 1 January next year. If he fails to pay, he will be jailed for four months.
In arriving at the sentence the magistrate took into consideration the fact that Mkhwananzi was a first- time offender and that a non-custodial sentence like community service was also not appropriate for him since he would be needed at work.
The court heard that while Mkhwananzi was with his wife and children at their home in Gwabalanda suburb, his wife received a phone call from one of their mine workers named Arnold Sibanda.
Mkhwananzi got suspicious and accused his wife of cheating on him with Sibanda.
The court heard a misunderstanding ensued between the two parties and at the height of the dispute Mkhwananzi punched his wife several times.
As if that was not enough he went on to smash her head against the wall. As a result of the savage attack his wife bled profusely and became unconscious. —B Metro

Tragedy As 3 Children Drown In Pit
THREE children drowned in a water logged pit left open by sand poachers in Mayambara Village in Seke yesterday.
Blessing Ndhlala, 15, a Form 2 student, Stephen Masaure, 12, (Grade 6) and Queentine Madamombe, 9, (Grade 3) were in the company of their grandmother, Mavis Nzara, 68, when they met their fate.
Gogo Mavis told H-Metro that they were looking for firewood near Hunyani River.
“We were looking for firewood along the river bank when the children went to the pit,” said Gogo Mavis.
“Pavandisiya ndafunga kuti varikunotsvaga makavi. One of them shouted for help, and when I rushed there, I found them struggling, and I tried in vain to rescue them.
“I don’t know why they never went to swim in the shallow water. They just went into the pit for a reason I do not know,” said Gogo Mavis.
Scores of Mayambara villagers rushed to the open pit, but it was too late as the three students had already drowned.

SA Police Round-Up 1000 Criminals
By-Police in South Africa have arrested over 1 000 wanted suspects during a roadblock.
The arrests were effected in Pretoria West on Thursday morning.
It’s part of an O Kae Molao operation.
Gauteng Police Commissioner Elias Mawela told eNCA that he’s pleased with today’s progress.
Mawela says that they have recovered two stolen vehicles during the operation.
The commissioner also says that they have arrested 77 undocumented persons. The nationalities of the arrested people were not disclosed.

Male Thigh Vendors Invade Mnangagwa Home Town
By-The National Aids Council (NAC) has said that they are worried by the emergency of male sex workers in Kwekwe.
NAC co-ordinator for Kwekwe urban, Ms Fadzai Mudondo said there was a need to engage them so that they do not contract sexually transmitted infections and suffer in silence.
She made the remarks while speaking during a stakeholder meeting in Kwekwe recently. The Chronicle cites her as saying:
We have noticed a significant increase in the male sex workers although they are not willing to open up. Most of them are bisexual and some gay while some prefer women only.
We started engaging some of them with the hope of creating peer educators so that they can get access to our services and even medical services.
Unfortunately, we are not getting a positive response, but we will continue engaging them.
The male sex workers usually target elderly sex-starved women as well as widowed women.
Ms Mudondo said their female counterparts are forthcoming and by the third quarter of 2022, about 64 female sex workers were accessing pre-exposure prophylaxis (PrEP) ) which can reduce one’s chance of getting HIV from sex or injection drug use.
Regarding the HIV/Aids situation in Kwekwe urban, Ms Mudondo said there was a decline in both prevalence and incidence rates.
Mining towns and their floating population of artisanal miners tend to have higher rates and attract more commercial sex workers.
The Midlands province is rich in mineral resources, a situation that has seen an influx of artisanal miners who are high spenders thereby attracting the attention of commercial sex workers.
According to NAC, Midlands has an estimated 7 000 commercial sex workers with about 2 500 based in Shurugwi, although the cities of Gweru and Kwekwe attract large numbers.

Risks Of Poor Sanitation
Urgent action is needed globally and locally to achieve safe and sustainably managed water, sanitation and hygiene for all in order to prevent devastating impacts on the health of millions of people.
Findings from WHO and UN-Water’s Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) report show that acceleration is needed in many countries to achieve the UN Sustainable Development Goal (SDG) 6 – water and sanitation for all by 2030.
While 45% of countries are on track to achieve their nationally-defined drinking-water coverage targets, only 25% of countries are on track to achieve their national sanitation targets. Less than a third of countries reported to have sufficient human resources required to carry out key drinking-water, sanitation and hygiene (WASH) functions.
The GLAAS 2022 report, which details the latest status of WASH systems in more than 120 countries, is the largest data collection from the greatest number of countries to date.
While there has been an increase in WASH budgets in some countries, a large number–over 75% of countries reported insufficient funding to implement their WASH plans and strategies.
“We are facing an urgent crisis: poor access to safe drinking water, sanitation and hygiene claim millions of lives each year, while the increasing frequency and intensity of climate-related extreme weather events continue to hamper the delivery of safe WASH services,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “We call on governments and development partners to strengthen WASH systems and dramatically increase investment to extend access to safely managed drinking water and sanitation services to all by 2030, beginning with the most vulnerable.”
The GLAAS data show, however, that most WASH policies and plans do not address risks of climate change to WASH services, nor the climate resilience of WASH technologies and management systems. Just over two thirds of countries have measures in WASH policies to reach populations disproportionately affected by climate change. However, only about one third monitor progress or allocate explicit funding to these populations.
“The world is seriously off-track to achieve SDG 6 on water and sanitation for all, by 2030. This leaves billions of people dangerously exposed to infectious diseases, especially in the aftermath of disasters, including climate related events,” said Gilbert F. Houngbo, Chair of UN-Water and Director General of the International Labour Organization. “The new data from GLAAS will inform the voluntary commitments the international community will make at the UN 2023 Water Conference in March, helping us target the most vulnerable communities and solve the global water and sanitation crisis.”
Urgency and opportunities
Dire consequences of climate change and extreme weather events bring more attention to the issues, underlining an urgent need for a whole-of-society approach and global cooperation to act together. The GLAAS 2022 report shows that countries making progress demonstrated high level of political commitment and investments in improving safe WASH systems.
With the GLAAS 2022 report, WHO and UN-Water call on all governments and stakeholders to scale up support for WASH service delivery, through strengthened governance, financing, monitoring, regulation, and capacity development.
The report sets the scene for action ahead of a historic water and sanitation meeting planned in 2023. For the first time in 50 years, the global community—through the United Nations—will review progress and make firm commitments to renew action on water and sanitation with global leaders.
The UN 2023 Water Conference – formally known as the 2023 Conference for the Midterm Comprehensive Review of Implementation of the UN Decade for Action on Water and Sanitation (2018-2028) – will take place at UN Headquarters in New York, 22-24 March 2023.

“Arrest Chiwenga For Inciting Violence”
Tinashe Sambiri|CCC spokesperson Advocate Fadzayi Mahere has condemned the prolonged detention of Hon Job Sikhala.
The judgement in Hon Sikhala’s bail application has been reserved.
This means Hon Sikhala has spent 190 days in prison.
Advocate Mahere has called for the immediate release of Wiwa, arguing Zanu PF murderers are walking scot- free.
In a statement CCC said :

BREAKING: 2 Women Shot Dead Inside Harare Bound Bus In SA
TWO WOMEN WERE SHOT DEAD INSIDE A HARARE-BOUND BUS
The South African Police Service in Bela-Bela report they have opened two counts of murder, attempted murder and armed robbery after two women were shot dead and the other injured whilst travelling in a bus in the early hours of Thursday morning, 22 December 2022.
Three suspects apparently boarded a Harare-bound bus at Bosman in Pretoria, pretending to be passengers. The bus belonging to Copperbelt Bus Comapany, reportedly left Pretoria just after 01:00 this morning. As it passed Mantsole weigh bridge along the N1 road, one of the suspects allegedly produced a firearm and shot through the front windscreen, forcing the driver to pull over. The other suspects shot three women, instantly killing two and critically injuring the other.
All other passengers were then ordered to disembark and lie on the ground. They were thereafter robbed of their belongings, including cash, cellphones and passports. The suspects were thereafter allegedly picked up by another motor vehicle that was apparently following the bus.
The Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe has ordered that the suspects be hunted down and brought to book.

Ending Violence Against Women Can Save $1.5 Trillion A Year
By Commonwealth Secretary-General, The Rt Hon Patricia Scotland KC | As we head towards the end of the year, many of us will soon be surrounded by our family and friends sitting around dinner tables as we celebrate the festive season. Looking around the table and reflecting on the fact that, on average, every third woman you see will have experienced sexual or physical abuse at some point in their lives.
This violence is not a remote act happening in other people’s homes, it lives all around an uninvited guest at the table. It thrives on secrecy, infiltrating homes, communities and workplaces. Yet we are nowhere near an appropriate global response that addresses the scale of this problem. If we are serious about tackling this issue, we cannot continue down the same path, or we will rob ourselves and women around the world of the future and life they deserve.
Violence against women and girls is not only one of the most pervasive human rights violations, but it also has significant economic costs. And this is proven, the global economy loses $1.5 trillion every year due to the consequences of violence against women, ranging from money spent in hospitals or on law enforcement through to the income lost when victims miss work.
Experience shows us that these alarming figures tend to rise during crises. We recently witnessed an up to 300 per cent increase in domestic violence during the pandemic. Encouragingly, many governments and organisations took robust measures to stem the rising tide of violence. But as the pandemic recedes, the attention towards ending violence is fading with it. We are sleepwalking back into our old ways and failed practices, which the pandemic has demonstrated as ineffective, exposing too many women to men’s violence.
We know violence can be prevented. Studies show that investing in preventive solutions generates multiple returns, yet the continuing economic cost of violence demonstrates that most of our resources go towards intervening after the abuse has happened rather than preventing it from occurring in the first place. This is a much more costly approach, particularly at a time when global growth is slowing sharply, which is escalating poverty and hurting public spending on social services. If we resort to business as usual, the cascading effects will expose more women to violence while shrinking revenues will hinder the capacity of social services to adequately support victims.
This week, as we observe the 16 Days of Activism Against Gender-based Violence campaign, we have an opportunity to commit to a fundamental shift, one that puts the prevention of violence and the inequalities that enable it, at the core of our collective efforts. Doing so is both a moral imperative and smart economics. Countries could use the resources saved through prevention to invest in achieving greater gender equality and make a bold step forward to achieving their commitments under the Sustainable Development Goals.
In the Commonwealth, we are working with our 56 member countries to accelerate efforts towards addressing violence against women and girls with a focus on prevention. In particular, we developed a pioneering tool that makes a strong economic case for addressing violence by measuring how a country loses when it does not act to prevent it. The tool helps countries measure the full extent of the issue, analyse the data and provide cost-effective solutions to improve the overall response to ending violence.
Recently our work in Seychelles revealed for the first time that the country loses 4.6 per cent of its gross domestic product to violence against women and girls. It further outlined system-wide responses to tackle violence, including through policies to safeguard victims, improve women’s financial independence and promote non-judgemental frontline services. We have since been supporting Seychelles in implementing multi-agency measures, including a new domestic violence act, designed to prevent and respond to violence.
While violence in itself is enough reason to act, knowing the accompanying economic cost offers a powerful argument to propel governments, businesses and individuals into further action. It demonstrates that when an act of violence occurs, we all lose, and emphasises that ending it is in everyone’s interest. We urge countries to consider measuring the economic cost of violence as an annual exercise to evaluate the efficacy of their action and build on the findings to strengthen their response towards eliminating this violation.
We also need to remember that this is men’s violence, and we need to involve them in the prevention and intervention efforts as active allies. In this regard, we are complementing our policy response with steadfast advocacy. Armed with an array of easy-to-use advocacy resources, our Commonwealth Says NO MORE campaign takes a culturally sensitive, bottom-up approach towards engaging individuals, communities and businesses in raising awareness against gender-based violence, involving grassroots leaders to counter harmful social norms and training bystanders to effectively intervene.
Therefore, any intervention will be in vain if it is not backed up by decisive action from everyone, starting from making our homes safe, to our communities, to our workplaces and to our countries. Now is not a time to sideline this issue. Now, more than ever, is a time for a smart, targeted global response to violence against women and girls that puts out the wildfire of violence and sows the seeds of lasting peace for all. And if not now, when?
Sikhala Likely To Spend Xmas In Prison
By-CCC deputy chairperson job Sikhala is likely to spend Christmas in remand prison after the High court Tuesday indefinitely reserved judgment on Sikhala’s bail application.
CCC interim secretary-general Chalton Hwende has condemned Sikhala’s continued detention, which is nearing 190 days now.
The opposition politician has been denied bail several times.
Sikhala appealed against the dismissal of his bail application at the High Court in a case where he is accused of inciting public violence.
But High Court Judge Justice Samuel Deme said he needs time to study previous judgments made against Sikhala.
According to Hwende, Sikhala’s bail application ruling was suspended indefinitely. Said Hwende:
Hon Job Sikhala’s bail application ruling was suspended indefinitely. Sadly our Judiciary is captured. Bail is a Constitutional right and Job is being punished by his political rivals who have captured the State and judiciary. This is no longer a legal matter but a political matter.
To expect a legal solution to a political problem in my view is wrong. We must examine the political options that we have as a people and exercise our rights to protect ourselves as citizens. This judiciary stole our victory they must not be allowed to steal our FREEDOM.
Sikhala’s co-accused, Chitungwiza North MP Godfrey Sithole (CCC) has since been granted bail.
Sikhala also faces a charge of obstructing the course of justice.

UZA celebrates Unity Day, appreciating that this day is an important reflection of what it means to have unity as a foundation for development, prosperity, reconciliation and a peaceful Zimbabwe.
Celebrated every year, Unity Day is celebrated on December 22 as our nation commemorates the merger of two political parties, Zanu-PF and PF-Zapu on the same day in 1987.
The move by the then Zanu PF and PF-Zapu leaders, the late Robert Mugabe and Dr Joshua Nkomo to bury their differences and come together motivates all of us to value togetherness and make Zimbabwe a better place.
The peace accord was signed following the massacre of over 20,000 people in Matebeleland during Gukurahundi.
When Zimbabwe gained independence in 1980 and Zanu PF became the ruling party, ethnic and political differences between Zanu PF and PF-Zapu led to violence and civil unrest between 1983 and 1987.
On this important day on our Zimbabwean calendar, we remember and mourn Gukurahundi victims acknowledging that such atrocities have no place in our society going forward.
Our party appreciates the two leaders, former President Mugabe and Dr Nkomo for signing an agreement that ended the conflict in our country.
We salute them for burying the hatchet and shelving their differences in order to ensure that peace prevails.
As we join Zimbabwe in commemorating this day, our pledge is to promote and ensure that peace and unity prevails at home, in the communities and nationally for our citizens to realise their maximum potential.
Where there is peace, there is power and unity of purpose. A united nation conquers all.
When we unite in our various spheres, we embrace each other’s diversity, political differences, culture, language, race and beliefs.
This does not only provide for security and stability but it guarantees countless other benefits. Without unity, there is conflict and there is no growth or integrity. Unity is strength and it provides a constant source of positive motivation for development.
It promotes growth. We applaud political, community, business and church leaders who preach unity as it is an important bedrock underpinning social cohesion, stability and economic development.

By A Correspondent- The Passengers Association of Zimbabwe (PAZ) has welcomed government move to allow commuter omnibus operators back on the road urging transport operators to adhere to road rules and regulations.
Said PAZ President Tafadzwa Goliati.
The move by government to allow commuter omnibuses back on the roads is welcome.
However, we call upon transport operators and their employees to exercise their operations in accordance to road rules and regulations.
We also advise them to exist within transport associations that are well regulated and these associations can take a leaf from Bulawayo and Harare City should also use this practical, effective and efficient blueprint.
Moving forward, these passenger service vehicles must have passenger liability cover, certificate of fitness, route authority ,rank disk and permits from the Ministry of Transport.
They must respect law enforcement agents and must comply with the law, they must appreciate that these are not the enemy.
As Passengers Association of Zimbabwe, we are going to work with all government and local authority bodies and insurance to ensure that there is compliance, whilst ensuring that errant kombis are brought to book.

COVID-19 Kills 12
Twelve people have died in Zimbabwe from Covid-19 this month up to Monday, as the infection remains active across the country, requiring people to be vaccinated and take precautions, including social distancing, sanitising, and wearing masks in buses, shops, offices and other indoor gatherings.
Speaking after yesterday’s Cabinet meeting, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa, said since the outbreak of Covid-19 in 2020 a total of 259 770 Zimbabweans had been infected, with 253 672 recoveries and 5 631 deaths. This gives a recovery rate of 98 percent with 467 active cases.
“A total of 211 new cases including six deaths were recorded during the week, compared to 203 recorded the previous week,” minister Mutsvangwa said.
“For the week under review, there were 28 new hospital admissions compared to 30 recorded the previous week. Cabinet advises that the small spike in the number of new cases and deaths recorded during the week is of concern and calls for the country to remain vigilant.
“Regarding the national vaccination programme, Cabinet wishes to inform the nation that a total of 6 581 530 first doses of the Covid-19 vaccine have been administered, while 4 949 555 people have received their second dose, and 1 274 040 their third dose. It is highlighted that provincial task force teams should strengthen implementation of all Covid-19 public health and social measures with a focus to maximally protect citizens during the Christmas and New Year holidays.”
Members of the public who were not vaccinated were encouraged to take advantage of the present blitz to get vaccinated. While vaccination only reduces risk of infection, rather than preventing it totally, it does also help ensure that an infected person has far milder symptoms.
“In light of the upcoming festive season, Cabinet resolved on the following strategies in order to ensure that the pandemic is kept under check: that provincial teams strengthen their vaccination programme to protect citizens from severe disease and from death and that communities and individuals remain vigilant during this festive season and continue to protect themselves by getting fully vaccinated.”
People should wash hands with soap and running water, sanitise hands frequently, maintain social distancing and avoid crowded gatherings and wear face masks properly in public transport vehicles and indoor gatherings.-state media
Teenager Stabs To Death Man Dating Niece
A 17-year-old boy from Mazwi Village, under Headman Chizungu allegedly stabbed his neighbour on the chest with a knife for dating his niece. Assistant Inspector Fungai Ngawagare, the acting Midlands Provincial Police spokesperson confirmed the matter to The Mirror.
It is alleged that Khulekani Sibanda stabbed Best Madhuveko (23) of the same village on December 14, 2022 at around 6 pm. According to a statement by the Police, Madhuveko and his brother Partson (17) passed by Sibanda’s homestead on their way from the grinding mill. Sibanda started accusing Madhuveko of dating his niece and a misunderstanding then ensued.
Sibanda withdrew an okapi knife from his pocket and stabbed Madhuveko once on the chest and fled the scene. Madhuveko fell on the ground and was rushed to Masase Hospital by his mother Sinikiwe Nyoni (42). He was pronounced dead upon arrival.
“The suspect is still at large. We are appealing to members of the public with information which may lead to the arrest of Sibanda to report at their nearest Police station. The Police are urging members of the public to respect the sanctity of life,” said Assistant Inspector Ngawagare.— Masvingo Mirror

The ever shifting govt of Zimbabwe has reversed its own kombi ban , barely 2 years after nationalising the entire local transport business. The announcement was made in the following Gazette.

Grace Mugabe Robbed US$100 000
A clerk at Highfield Farm in Norton, which is part of Gushungo Holdings owned by the family of the late President Robert Mugabe, has appeared in court on allegations of stealing farm equipment, including a wheel mounted water pump, metal cold room, cultivator frame, pivot and irrigation pipes all worth more than US$100 000.
Gerald Mupatsi was yesterday not asked to plead to the charges when he appeared before Harare magistrate Mr Dennis Mangosi charged with theft.
According to the State, Mupatsi was responsible for receiving goods into the stores through completion of goods received and issuing out goods through completion of goods out notes on the back of supporting documents.
It is alleged that Mupatsi then stole a combine harvester head trailer at John O’ Groats workshop, Highfield Farm and sold it to Mark Deza of Capensis Farm, Norton for US$1 400.
The court heard that the price, which Mupatsi sold the trailer for was below the reserve price of US$3 500, which was pegged during an auction held in February 2022.
On April 19, 2022, Mupatsi, acting in connivance with Jabulani Dumbura, who has already appeared in court on similar allegations, sold the trailer and failed to receipt the transaction in the company receipt book, as per normal procedure.
Instead, the duo allegedly recorded the sale transaction on Goods Out Receipt number 05459, which resulted in the said head trailer being driven out of the farm the following day.
Gushungo Holdings was prejudiced of US$3 500.
The court also heard that on April 28, Mupatsi and Dumbura allegedly stole a wheel mounted water pump, Lot 58 8 after instructing farm workers to remove it from the auction yard.
They allegedly took it to one Mutanga of Damofalls.
They also allegedly issued a Goods Out Note number 05463, which purported that the pump was going for repairs, although the pump was not faulty.
The pump was worth US$35 000, according to the State.
Mupatsi and Dumbura are also alleged to have teamed up with Farai Jemwa, who is still at large, and stole a metal cold room, cultivator frame, pivot pipes, irrigation, pipes and other components of centre pivot from Highfield Farm and sold them to one Choto, James and Mumanyi.
The items were valued at US$70 000, according to the State.
The offences came to light when Collins Matongo, a police officer working for the Mugabe family, made a visit to the farm on May 16, 2022 and found the items missing. – state media
Paedo: Teacher Exposed
A teacher from a primary school in Gokwe South in the Midlands is on the run following a spate of allegations of sexual assault and abuse of pupils.
Midlands provincial education director Mr Jameson Machimbira confirmed reports had been received and were being investigated.
The teacher was exposed when one of the photos he had taken with one of the victims was published on social media. The pictures have since gone viral on social media.
In one of the pictures, the teacher is seen fondling a girl’s breasts while in the other, the girl is sitting on his lap. It could not be ascertained where exactly the pictures were taken.
Mr Machimbira said the teacher disappeared soon after some of the assaulted and abused pupils reported him to the police.
The adult in the picture was confirmed to be a teacher at the primary school where one of the learners in the picture attended school.
“This is highly criminal and the case is under investigation and I am waiting for the report,” he said.
Mr Machimbira said although the authorities suspect that there may be several other cases, they are only investigating two cases that were brought to their attention.
“There are two issues here, one is a criminal offence while the other has to do with professional conduct.
“Police have since launched a manhunt for the teacher who is now on the run,” he said.
Mr Machimbira said the ministry was also conducting its own investigations with the teacher likely to face a disciplinary action.
Midlands provincial police spokesperson Inspector Emmanuel Mahoko confirmed the police investigations.
According to sources, the teacher is accused of sexually assaulting and abusing the learners by having sexual intercourse with them resulting in some of the girls falling pregnant.
He is also accused of fondling pupils’ breasts, touching their buttocks and private parts.-state media

The judgement in Hon Sikhala’s bail application has been reserved.
This means Hon Sikhala has spent 190 days in prison.
Advocate Mahere has called for the immediate release of Wiwa, arguing Zanu PF murderers are walking scot- free.

Three Children Drown In Pit
THREE children drowned in a water logged pit left open by sand poachers in Mayambara Village in Seke yesterday.
Blessing Ndhlala, 15, a Form 2 student, Stephen Masaure, 12, (Grade 6) and Queentine Madamombe, 9, (Grade 3) were in the company of their grandmother, Mavis Nzara, 68, when they met their fate.
Gogo Mavis told H-Metro that they were looking for firewood near Hunyani River.
“We were looking for firewood along the river bank when the children went to the pit,” said Gogo Mavis.
“Pavandisiya ndafunga kuti varikunotsvaga makavi. One of them shouted for help, and when I rushed there, I found them struggling, and I tried in vain to rescue them.
“I don’t know why they never went to swim in the shallow water. They just went into the pit for a reason I do not know,” said Gogo Mavis.
Scores of Mayambara villagers rushed to the open pit, but it was too late as the three students had already drowned.

Man Jailed For Forcing Self On Neighbour’s Wife
A man from Seke Village who rapəd his best friend’s wife twice without protecti0n has been sentenced to an effective 18 years in jail.
Travolta Gijimani (37) was convicted on two counts of rapə after a full trial by Chitungwiza regional magistrate Mr Clever Tsikwa. Mr Tsikwa slapped him with a 10-year prison term for each charge and suspended two years on condition of good behaviour, but ordered the sentences to run consecutively.
Prosecutor, Ms Pamela Dzinduwa, told the court that in September this year, Gijimani and his wife visited the complainant’s house and asked her to take care of their children since they were travelling to their rural home.
She agreed and went to their house to be with the children. But Gijimani returned on another day at around 7:30am when his children had gone to school and the complainant, who is aged 24, was sleeping in the spare bedroom.
She said she saw Gijimani entering the room holding a kitchen knife demanding ƨəx from her, but she refused.
However, he rapəd her and threatened to kill her with the knife if she ever disclosed the matter to anyone.
He then returned to his rural home where he had left his wife. On the second count, Ms Dzinduwa proved to the court that in October, the complainant’s husband sent Gijimani US$25 to give to his wife, who is the complainant.
After handing over the money to his friend’s wife, Gijimani rapəd her again, without protecti0n. A report was later made leading to Gijimani’s arrest.

Machakaire, a close vice President Constantino Chiwenga, ally and hails from the same rural home with Chiwenga has hired big names, including Alick Macheso and Jah Preizer, to perform his sponsored X-mas gig.

Mnangagwa Terror Grouping Rob Vendors
By- A pro-President grouping calling themselves Vendors4ED in Bulawayo is forcing vendors to pay for space to sell their wares.
A CCC Senator revealed this for Bulawayo Tsepiso Mpofu in a WhatsApp exchange with one of the space barons.
In the chat, Mpofu accused the ZANU PF-linked activists of stealing from poor vendors and bringing people from outside Bulawayo to trade in the city. She said audio circulating on social media:
These space barons are bringing people from Masvingo and registering them as voters in Bulawayo as Zanu PF has been struggling to get enough votes in Bulawayo since 2000.
In response, the space baron said they will allocate space to vendors whether Bulawayo City Council likes it or not. He said:
We are vendors for Economic Development (ED). If we allocate people stands here, we do not choose whether one is ZANU PF or not.
We do not seek permission, but we simply tell you that we are doing this and that, whether you say you do not want it, we do not care at all.
Mpofu on Tuesday told Southern Eye she was now being threatened by Vendors4ED who are demanding that she should show them the person who is collecting money from the vendors.
She added that ZANU PF should not politicise vending as vendors are trying to make ends meet.
ZANU PF Bulawayo provincial spokesperson Archibold Chiponda refuted the allegations made by Mpofu. He said:
Can she provide us with names and details of the people doing this or some evidence? Politics is a numbers game.
If we were to bring people from Masvingo to come and vote in Bulawayo, how do you think ZANU PF as a party in Masvingo will feel?
Of course, we will be reducing their votes in Masvingo, and what senator Mpofu is saying does not make sense.
Deputy mayor Mlandu Ncube backed Mpofu’s claims, saying the space barons are sabotaging the City of Bulawayo. Said Ncube:
That is what has been happening along 5th Avenue. That is what those hooligans are doing, claiming that they were sent to do so. But soon council will remove them regardless of political affiliation.
They must understand that Bulawayo voters are smart voters, and they are worried whenever they see people sabotaging the council’s vision to develop a smart city.
Mnangagwa Evicts 3000 Farmers
By- Over 3000 villagers who benefited from the land reform are facing eviction from a Chegutu farm by the government.
According to reports, the government wants these farmers to pave the way for a platinum mining project the government intends to embark on.
The Zimbabwe Land and Agrarian Network (ZiLAN) has since urged the government to respect the land rights of the beneficiaries of the land reform programme.
In a statement on Tuesday, ZiLAN called on the government to consult the farmers and agree on appropriate compensation measures with them before they are relocated. Said the group:
The Zimbabwe Land and Agrarian Network (ZiLAN), in its traditional Annual Policy meeting held on the 24th of November 2022, deliberated on various policy issues and their implications on smallholder farmers.
As a network working with smallholder farmers in pursuit of land rights and the advancement of socio-economic status noted a disturbing trend of threats of evictions and /or actual evictions of smallholder farmers in communal and resettlement areas to pave way for investments in various forms.
Information received from smallholder farmers across the country points out that in most cases the affected communities are excluded or inadequately consulted while in some cases farmers have been displaced without receiving commensurate compensation.
… From our ongoing engagements with key stakeholders involved, the community in question has not been adequately consulted with regard to the development.
As we monitor the situation closely, it is our firm belief that this development infringes on the fundamental rights and freedoms of people as set out in Section 72 of the Zimbabwe Constitution.
While cognisant of the fact that development will always result in the inevitable loss of land by communities, the network calls for the following to ensure that the land rights of people are protected and upheld; we therefore implore that; due diligence, due process, transparency and accountability be followed in all land matters that have the potential to affect livelihoods.
… In cases of eviction, compensation should be agreed on and honored through inclusive processes for the benefit of all parties concerned.
Respect for people’s cultural and spiritual practices be upheld.
Compensation should not only be about resettlement but restitution.
Armed Robbers Target Zhombe Shops
By-Chief Gwesela of Zhombe in Midlands Province has appealed to the Zimbabwe Republic Police (ZRP) to intensify patrols in his area following an upsurge in armed robberies.
The traditional leader told Southern Eye that communities in his area are living in fear of armed robbers who were targeting shops.
He said unidentified armed robbers recently used explosives to blow up two shops at Zhombe East business centre before stealing goods. He said:
We are living in fear of yet-to-be-identified armed robbers who are pouncing on shops and stealing goods.
We have reported the robbery cases to the police and our hope is that they will soon be nabbed and taken to the courts to answer for their bad deeds.
Chief Gwesela said people in the Midlands province now feel their safety is no longer guaranteed.

Mashayamombe was reportedly abducted, tortured, and robbed of US$50 000 by army assailants during the coup.
In December 2017, Mashayamombe’s house was raided by suspected ZANU PF activists who assaulted his brother, leaving him badly injured.
When he appeared before a commission of inquiry into the August 1, 2018 shootings led by former South African President Kgalema Motlanthe, Mashayamombe reportedly broke down as he narrated his ordeal.

Dynamos defender Tinotenda Muringai has reportedly attracted interest from foreign clubs.

The board was led by chairman Bernard Marriott and club patron Webster Shamu.

Hwende Slams Zim Judiciary Over Suspension Of Ruling On Sikhala’s Freedom Bid
By Jane Mlambo| Opposition CCC leader and Kuwadzana East legislator Charlton Hwende has slammed the Zimbabwe judiciary over the recent decision to suspend ruling on Zengeza West representative Job Sikhala’s bail application.
Posting on Twitter, Hwende said it was wrong to expect a legal solution to a political problem urging CCC leaders to examine political options in order to deal with Sikhala’s situation.
“Hon Job Sikhala bail application ruling suspended indefinitely. Sadly our Judiciary is captured. Bail is a Constitutional right and Job is being punished by his political rivals who have captured the State and judiciary. This is no longer a legal matter but a political matter !!
“To expect a legal solution to a political problem in my view is wrong. We must examine the political options that we have as a people and exercise our rights to protect ourselves as citizens. This judiciary stole our victory they must not be allowed to steal our FREEDOM,” said Hwende.

The High Court has indefinitely reserved the ruling on Zengeza West legislator Job Sikhala’s bail appeal.
Sikhala has spent over six months in detention following his arrest in June this year.
He is facing charges of inciting public violence at the funeral of slain CCC activist Moreblessing Ali.
Sikhala was represented by Advocate Thabani Mpofu.

Murakashi4ED Arrested For Bashing Mupostori4ED
A bogus intelligence operative and a member of the militant Varakashi group has been arrested for kidnapping and bashing a Budiriro-based apostolic sect leader and impersonating a Central Intelligence Organisation (CIO) officer.
The suspect, Mark Jack (32), pretended to be a CIO agent working at Harare Provincial and Devolution secretary Tafadzwa Muguti’s office.
This came out when Jack and his accomplice, Munyaradzi Mupazviripo (49), appeared before Harare magistrate Dennis Mangosi to answer to a charge of impersonating State agents.
Mangosi remanded the pair in custody to December 30 for bail application.
Allegations are that on December 5 this year at around 10:30am, Jack visited Muguti’s offices at Investment House, number 109 Rotten Row, Harare. He was referred to Herbert Chipfunde, who asked him to identify himself.
Jack replied that he was from the Zanu-PF headquarters, and that he was a member of the CIO.
He failed to produce an identity card, but instead produced a card inscribed “Eyes of the President”.
He then phoned Mupazviripo, asking him to talk to Chipfunde. Mupazviripo “confirmed” that he was a member of the CIO.
Jack and Mupazviripo are being charged together with Reward Baradze on kidnapping allegations.
The complainant in the matter is Johanne Masowe YeChishanu Yenyenyedzi Nomwe leader, Herbert Thabo Senda.
Allegations are that the trio and 11 other accused persons, who are still at large, went to Senda’s church premises on December 13 and identified themselves as members of the CIO.
They claimed that Senda was planning to topple President Emmerson Mnangagwa and asked him to clear his name at their St Barbara House offices.
Jack produced a firearm and ordered Senda to get into his vehicle and drove towards the city centre under the escort of one of their accomplices only identified as Chiweshe, who is still at large.
Along the way, they changed vehicles, blindfolded Senda and drove him to an unknown destination.
They later took him to St Barbara House at the corner of Nelson Mandela Avenue and Takawira Street, in Harare, where they assaulted him.
They allegedly robbed him of US$330. Senda also lost a tooth during the torture.
The suspects were arrested the same day at around 10pm and charged with disorderly conduct and impersonation.

Mthuli Sticks To His Unpopular 2 Percent Tax
Finance minister Mthuli Ncube says the intermediated money transfer tax (IMTT), which is charged at 2% of all financial transactions, will remain in place despite legislators asking him to either lower it or remove it.
Local authorities have also complained that the IMTT tax erodes their revenue bases and wanted to be exempted.
Speaking in the National Assembly last Thursday, Harare East legislator Tendai Biti (Citizens Coalition for Change) called for the scrapping of the tax, saying it was punishing the poor.
“We do not need that IMTT tax. We are one of the few countries in the Sub-Saharan African region that has that tax. The IMTT punishes the small person who goes into a bank; it does not punish the rich person at the ATM [automated teller machines]. So why are you punishing the poor?” Biti said.
Ncube’s response was that government could not afford to reduce its revenue streams.
“There is also a request that there should be an exemption of local authorities from paying the IMTT tax. The Portfolio Committee on Local Government recommended that local authorities should be exempted from paying IMTT tax,” Ncube said.
“The IMTT tax has over the past years generated substantial resources that have enabled government to support various infrastructure projects, including responding to shocks such as COVID-19 and other climate shocks that the economy has experienced. The proposal to exempt local authorities will erode our revenue base, but besides, these local authorities at that level are also benefiting from the devolution budget to deal with infrastructure developments at that local level.”
He said IMTT was helping to tax the informal sector and claimed that the tax was promoting social inclusion.
Meanwhile, Ncube also told Parliament that government has been transparent in its use of the US$1 billion from the special drawing rights (SDRs).
SDRs are assets specifically created by the International Monetary Fund (IMF) to supplement the official reserves of IMF member countries.
They are not a currency, but could be converted to powerful currencies like the US dollar.
Opposition legislators Edwin Mushoriwa (CCC) and Budget and finance committee chairperson Matthew Nyashanu (Zanu PF) had demanded accountability on use of SDRs.
Ncube said Zimbabwe was the first country to produce an SDR usage report.
“On SDR usage, we have been very transparent on that. I will try to verify, but I am happy to take the credit that we are the first country to produce an SDR usage report. No one else has done it, and I presented it before this Parliament. We have been very transparent. We will put it up on our website as well,” Ncube said.
Zimbabwe received US$961 million in SDR funds from the International Monetary Fund in August last year.

A Namibian legislator Inna Hengari has joined the call for the release of incarcerated Zengeza West representative Job Sikhala encouraging Zimbabweans to fight on until he is freed from detention.
Hengari was responding to CCC Spokesperson Fadzai Mahere’s tweet where she reached out to her to alert the world on Sikhala’s plight.
“Dear @Inna_Hengari, Hon @JobSikhala1 is a political prisoner. He’s been jailed without trial for 189 days for defending Moreblessing Ali who was murdered in cold blood. Please help us draw the world’s attention to his plight with a RETWEET. We demand his release! #FreeWiwa!,” said Mahere.

5 Perish In Horrific Crash
FIVE people died on the spot yesterday when a Toyota Hilux was involved in a head-on collision with a Nissan Magnite at the 379km peg along the Harare-Bulawayo Road.
The accident occurred around 5pm.
National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident.
“The ZRP reports a fatal road traffic accident which occurred on December 19, 2022 at around 5pm at 379 km peg along Harare-Bulawayo Road where five people died on the spot.
“A D4D Toyota Hilux vehicle with one passenger on board was involved in a head on collision with a Nissan Magnite vehicle which had five passengers on board. The bodies of the deceased were taken to United Bulawayo Hospital mortuary,” he said.
On the same day, six people died while seven others were injured when a Honda Fit was involved in a head-on collision with a Toyota double cab at the 111 km peg along Harare- Bulawayo Road.
The accident occurred around 10am.

A man from Seke Village who rapəd his best friend’s wife twice without protecti0n has been sentenced to an effective 18 years in jail.
Travolta Gijimani (37) was convicted on two counts of rapə after a full trial by Chitungwiza regional magistrate Mr Clever Tsikwa. Mr Tsikwa slapped him with a 10-year prison term for each charge and suspended two years on condition of good behaviour, but ordered the sentences to run consecutively.
Prosecutor, Ms Pamela Dzinduwa, told the court that in September this year, Gijimani and his wife visited the complainant’s house and asked her to take care of their children since they were travelling to their rural home.
She agreed and went to their house to be with the children. But Gijimani returned on another day at around 7:30am when his children had gone to school and the complainant, who is aged 24, was sleeping in the spare bedroom.
She said she saw Gijimani entering the room holding a kitchen knife demanding ƨəx from her, but she refused.
However, he rapəd her and threatened to kill her with the knife if she ever disclosed the matter to anyone.
He then returned to his rural home where he had left his wife. On the second count, Ms Dzinduwa proved to the court that in October, the complainant’s husband sent Gijimani US$25 to give to his wife, who is the complainant.
After handing over the money to his friend’s wife, Gijimani rapəd her again, without protecti0n. A report was later made leading to Gijimani’s arrest.

Moreboys Munetsi an owner of a funeral parlour has written a letter of demand to the prophet demanding that he retract defamatory statements he made during a service on the 6th of November 2022. The letter states that
“ You questioned two women of their relation to the owner of Great Hope to which they responded saying ” ihanzvadzi yedu yekwaBabamukuru”. To quote, in your response. you then made the below unfounded statements which are both untrue and demeaning: Ndiye akabata mushonga…vakomana ava vakanoromba…..mudzinza mashereketa munhu ane funeral parlour” .
Moreboys munetsi through his lawyers says he is not related to the ladies in the video.
“Our client is not related in any way to the two adult ladies seen in your video and he has no connection to the said family, save to mention that Great Hope offered services to this family for the repatriation and burial of one Primrose Sangare who was their sister.”
Munetsi has given the prophet 48 hours to write a public apology and to retract the defamatory statement failure to which monetary damages will be demanded.
“Accordingly, we have been instructed to demand, as we hereby do, that you immediately and with a public apology, retract your defamatory statements against our client within 48 Hours of receipt of this letter and that you pull down the videos on your above mentioned social media handles to ensure that there is no further defamation of Mr Munetsi’s character and Good Hope’s reputation.
If you do not comply with this demand within this time period, it is our instruction to seek monetary damages and equitable relief for your defamation in the appropriate court without further notice. Cost incurred shall be to your account”.

World Cup Was Rigged- Soccer Star
Former Nigeria international Julius Aghahowa has claimed that the recently-ended 2022 FIFA World Cup was rigged to favour Lionel Messi and his Argentina side.
The South Americans beat France 4-2 on penalties to win their first World Cup title since 1986, and third overall.
The game had ended 3-3 after extra time with Messi’s brace and Angel di Maria’s strike cancelled out by Kylian Mbappe’s hat-trick.
According to Aghahowa, it was Messi’s first goal, a penalty awarded early in the game, that changed the complexion of the match.
The retired striker believes the penalty was falsely given as France forward Ousmane Dembele’s did not make a contact with Di Maria to warrant a foul.
“He [Di Maria] wasn’t touched. The game has been given before it was played,” Aghahowa said during Brila FM’s coverage of the World Cup final.
“In such a game, shouldn’t it be checked by the VAR? This is clearly a demonstration that the World Cup was meant to be handed to Argentina and particularly, Lionel Messi. It’s unfortunate, it’s unfair.”

Lithium Exports Banned
Exports of lithium ore and unpurified lithium salts have been banned unless the producer can prove there are special circumstances, and even then exporters would have to pay the special 15 percent export tax, where the normal exporter of purified tradable product would be exempted.
The ban, except for ore samples being sent for analysis, came into effect on Monday with the gazetting by Mines and Mining Development Minister Winston Chitando of Statutory Instrument 213 of 2022, the Base Minerals Export Control (Lithium Bearing Ores and Unbeneficiated Lithium) Order, 2022.
The move implements the general policy of the Second Republic that mineral exports should be refined or beneficiated within Zimbabwe to the standard levels required for international trade, with this processing adding value to the finite mineral resources and ensuring that the value addition is done in Zimbabwe, creating jobs as well as making the export a lot more valuable.
While there is a very small amount of trade in lithium metal, this is a highly reactive element that is very dangerous to store and transport; for example it bursts into flame on contact with water or excessive moisture.
So most international trade is in lithium carbonate and increasingly in lithium hydroxide now preferred by battery manufacturers, since these are the salts that battery manufacturers use as their feedstock. There is also trade in the chloride salt, since this is what brine processors produce.
The London Metal Exchange has now opened trading in lithium hydroxide but not in the metal. The two commonly traded and safe salts have to be 99,5 percent pure to meet the delivery standards of lithium users. Officiating at the US$67 million new Central Shaft Expansion Project and the 12,2 megawatt solar plant at Blanket Mine in Gwanda recently, President Mnangagwa indicated that the era of reliance on exporting primary products was over.
“We cannot as a country continue to be exporting primary products, including concentrates and ores. Our people must fully enjoy the benefits of ‘moving up the value chains,” he said. “In line with Vision 2030 and NDS1, greater efforts should be made towards value addition and beneficiation of our mineral resources, and primary products.”
In terms of the new regulations, ‘unbeneficiated lithium’ means any lithium in whatever form that has not undergone processing to an extent that would exempt it from the payment of the 15 percent export tax under section 12B of the Value Added Tax Act .
The actual lithium products and their level of purity to allow unrestricted export are set under tax codes, since the export ban cuts in when purity is below the level that ends export taxes. Those levels can be adjusted in the tax code.
“No lithium bearing ores, or unbeneficiated lithium whatsoever, shall be exported from Zimbabwe to another country except under written permit of the Minister,” reads the regulations. The only near automatic exemptions are for samples of lithium bearing ore or unbeneficiated lithium for assaying outside Zimbabwe, and even these need the permit. The actual tradable production needs to be purified within Zimbabwe.
However, the regulations said permission may also be granted to a miner or exporter of lithium upon production of written proof satisfactory to the Minister that there are exceptional circumstances justifying the export in question.
The minister said another waiver may be on condition that the lithium bearing ores or unbeneficiated lithium in question have been valued in terms of the Value Added Tax Act for purposes of payment of the export tax on unbeneficiated lithium.
“That is to say the market value thereof on the date of exportation has been determined by reference to a reputable metals exchange or its value is reflected on any document required to be delivered in terms of the Customs and Excise Act for its exportation under that Act,” he said.
The Base Minerals Export Control Act allows the new order to come into effect notwithstanding anything inconsistent with other law or any trade or customs agreement to which Zimbabwe is a party.
The same Act, which governs export bans and permits, means that anyone breaching the order is liable to a fine or imprisonment. The fine is level 9 or twice the value of the base minerals, and the jail term can be as long as two years.

Violence Rocks Mwonzora Congress
By- There were chaotic scenes at the MDC party congress in Harare on Sunday where a party member, Silas Zakeu, was assaulted by fellow members for calling the leadership a ruling Zanu PF project.
The congress was also marred by a low turnout, which was much lower than the 2 500 delegates touted by the party’s leadership.
MDC’s outgoing vice-president Elias Mudzuri snubbed the congress amid claims that he was not happy with the nomination process.
Zakeu, a organising member in Chitungwiza, was bashed for giving interviews to the Press attacking the party leadership.
He told journalists recently that a section of the MDC party leadership had been “bought by Zanu PF”.
“There is no MDC to talk about. Some of the people are bogus, while others have been bought by Zanu PF. This is why Nelson Chamisa left the party,” Zakeu said, inviting the wrath of party supporters.
He was left for dead.
MDC party spokesperson Witness Dube said he was aware of the incident, adding that the party expected Mudzuri to attend the congress.
“On that (Zakeu) incident, it is unfortunate that this happened and it is unfortunate that he came to the venue in contradiction of what people have gathered for and obviously tempers were going to flare.
“Mudzuri was expected to attend the congress to see the assumption and ordination of two vice-presidents,” Dube said.
Chief Ndlovu was elected the new first vice-president while Paurina Mpariwa became the second deputy leader.
Dube blamed the low turnout on the party’s lack of resources.
Most delegates had to pay their way to the one-day congress.
Addressing delegates in his opening remarks, party president Douglas Mwonzora said there were no resources.
“I want to thank you for coming to the congress. You know the party has no resources and you have not eaten anything since morning, but I would like to thank you for the sacrifice,” he said.
“We are the only credible party in the country. In the last by-elections, we fielded the largest number of women candidates. We are going to eliminate all forms of corruption. We are losing billions (of dollars) and we are going to provide enough foreign currency to our local authorities.”
Mwonzora had been dithering on congress dates until he elbowed out another presidential aspirant, Norest Marara.
Marara took Mwonzora to court over the matter.

Marry Chiwenga’s Property Seized
The South African Asset Forfeiture Unit has secured an interim order against a Pretoria property and two luxury vehicles all worth millions of rand acquired by Marry Mubaiwa, allegedly using ill-gotten money laundered out of Zimbabwe.
And, now the Zimbabwe Anti-Corruption Commission has 20 days to apply for the orders to be made final.
Mubaiwa is facing several counts of fraud and money laundering in Zimbabwe and ZACC is seeking assistance from South Africa to recover the assets.
In an order granted by a South African High Court in Pretoria, Justice Jacobus Johannes Strijdom allowed the AFU to take over assets owned by Mubaiwa and those registered in her company, La Chelle Travel Tours (Private) Limited, in terms of the Prevention of Organised Crime Act.
The forfeited property comprises 191 Sterreweg in Pretoria and two top of the range vehicles, Range Rovers registered as HJ40JNGP and HX615GGP.
Through the National Director of Public Prosecutions, the AFU in February this year approached the High Court for a preservation order against Mubaiwa’s company following a request for mutual legal assistance to track assets that had been acquired as a result of fraud, theft and money laundering by Mubaiwa.
A preservation order is an interim relief that serves the purpose of ensuring that the property that is reported to have been purchased with the proceeds of crime, in this case funds externalised from Zimbabwe, are not sold.
Otherwise if the complaint secured a decision in their favour, they would not be able to get meaningful compensation as the assets in dispute would now belong to someone else unconnected with the case. So the order prevents a person who otherwise would have had the power to dispose assets from doing so.
After the interim order is granted on the basis of evidence provided to the court, which is on a balance of probabilities, there is now the opportunity for anyone to prevent the final relief, which is forfeiture.
At this stage, if the court is convinced that the property was acquired from funds that are tainted with illegality, and the owner thus cannot benefit from such corrupt activities, there are 20 days for anyone who has a claim to come forward. In this case it is the Zimbabwe Anti-Corruption Commission, which is handling the matter on behalf of the Government of Zimbabwe.
It is the first formal legal claim by Zimbabwe to recover assets acquired through unlawful means outside its jurisdiction.
The present application was brought on the grounds that Mubaiwa acquired assets which constituted property falling within the ambit of the provisions of the Prevention of Organised Crime Act. The AFU managed to establish that Mubaiwa used companies registered in her name as a sole director and shareholder to commit fraud and money laundering offences.
According to investigations conducted by AFU investigating officer Skuta David Mfopha, Mubaiwa is the chief executive officer of East Town Commodities (Pvt)Ltd operating in Zimbabwe and sole director of La Chelle Travel Tours in South Africa.
East Commodities have some subsidiaries which include East Town Electricals, East Town Events, Tarmor Investments (Pvt) Ltd among others.
The court heard that Mubaiwa abused her position to manipulate the SA company laws by creating proforma invoices misleading the Zimbabwe financial institutions into believing that she was acquiring items for purposes of a tender that was awarded to her, instead diverting the funds to acquire her personal assets.
Investigations showed that Mubaiwa used two companies from SA to receive transfer and “dry-clean” the proceeds through unlawful activities rendering the property liable for forfeiture.
In this case, La Chelle Travel Tours registered in SA was used as a vehicle to facilitate the commission of the offences. -state media
18 Cattle Killed By Lightning
Three families under Chief Chireya in Gokwe North lost a total of 18 cattle to lightning on Sunday evening.
One family lost eight beasts while the other two families lost seven and three.
Mr Nyasha Chivaviro, who lost eight beasts, said he was still shocked.
“You know we are mere villagers and cattle symbolise wealth, but all the cattle are dead in a single bolt of lightning. I am pained by the loss,” he said.
Another farmer, Mr Richard Kapfumo, who lost seven beasts, said he was devastated.
“It was a violent storm, and when everyone is celebrating the coming of rains, we are now counting our losses. It is devastating that I am now left without even a single beast. I will now use the kraal logs for making firewood,” he said.
Mr Kapfumo said he used the beasts as draught power and suddenly, the rains that have come are meaningless to him as he can no longer till the land.
Gokwe North District Development Coordinator Mr Martin Musakanda said the District Civil Protection Unit was on the ground to assess the losses.
“I can confirm that we received a report on a disaster that hit villagers in Madzivazvido. The area was affected by severe thunderstorms which caused the loss of 18 cattle belonging to three villagers in the area due to a lightning strike,” said Mr Musakanda.
He added that two boys who were herding the cattle escaped death by a whisker.
“One of them had to be pulled from under a cow struck by lightning while the other one was thrown several feet away. He, however, landed safely and no injuries were reported,” said Mr Musakanda.
The District Civil Protection Committee has since visited the farmers to asses and value their losses. The Veterinary Services Department has also advised the farmers on the proper methods of disposing of carcasses such as burning and burying.
Mr Musakanda said the civil protection unit was also conducting safety awareness campaigns during the rainy season.
“We are also looking at having continuous awareness campaigns on safety precautions during this rainy season to protect the people, their property and livestock.
“We urge them to not walk, run or herd cattle in open areas when it’s raining and not to stand under a lone tree as well, among other measures,” said Mr Musakanda.
It was established by research work at the University of Zimbabwe in the 1980s, that when a single bolt kills a large number of cattle, it is not that the beasts are all struck, but rather that a high-voltage potential electric field is created, and the cattle die when a current passes from one pair of legs to the other as the voltage drops rapidly over distance. Mnangagwa Wary Of 2023 Polls: President Chamisa
Tinashe Sambiri|Citizens Coalition for Change (CCC) leader President Nelson Chamisa has pointed out Zanu PF scared of the coming polls.
Speaking in Harare at the weekend, the CCC leader said the party vision would go beyond 2023.
Said President Chamisa:
“Our preoccupation is to win a nation. We must win Zimbabwe for change. Nation builders unite and love. Peace, truth, unity, love and reconciliation are the tools we’re going to use to build Zimbabwe.
We think beyond winning elections. That’s where we differ from Mr Emmerson Mnangagwa and Zanu PF.

We are nation builders, let’s unite for the purpose of rebuilding the grounded economy.

Water And Sanitation: The Facts
Urgent action is needed globally and locally to achieve safe and sustainably managed water, sanitation and hygiene for all in order to prevent devastating impacts on the health of millions of people.
Findings from WHO and UN-Water’s Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) report show that acceleration is needed in many countries to achieve the UN Sustainable Development Goal (SDG) 6 – water and sanitation for all by 2030.
While 45% of countries are on track to achieve their nationally-defined drinking-water coverage targets, only 25% of countries are on track to achieve their national sanitation targets. Less than a third of countries reported to have sufficient human resources required to carry out key drinking-water, sanitation and hygiene (WASH) functions.
The GLAAS 2022 report, which details the latest status of WASH systems in more than 120 countries, is the largest data collection from the greatest number of countries to date.
While there has been an increase in WASH budgets in some countries, a large number–over 75% of countries reported insufficient funding to implement their WASH plans and strategies.
“We are facing an urgent crisis: poor access to safe drinking water, sanitation and hygiene claim millions of lives each year, while the increasing frequency and intensity of climate-related extreme weather events continue to hamper the delivery of safe WASH services,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “We call on governments and development partners to strengthen WASH systems and dramatically increase investment to extend access to safely managed drinking water and sanitation services to all by 2030, beginning with the most vulnerable.”
The GLAAS data show, however, that most WASH policies and plans do not address risks of climate change to WASH services, nor the climate resilience of WASH technologies and management systems. Just over two thirds of countries have measures in WASH policies to reach populations disproportionately affected by climate change. However, only about one third monitor progress or allocate explicit funding to these populations.
“The world is seriously off-track to achieve SDG 6 on water and sanitation for all, by 2030. This leaves billions of people dangerously exposed to infectious diseases, especially in the aftermath of disasters, including climate related events,” said Gilbert F. Houngbo, Chair of UN-Water and Director General of the International Labour Organization. “The new data from GLAAS will inform the voluntary commitments the international community will make at the UN 2023 Water Conference in March, helping us target the most vulnerable communities and solve the global water and sanitation crisis.”
Urgency and opportunities
Dire consequences of climate change and extreme weather events bring more attention to the issues, underlining an urgent need for a whole-of-society approach and global cooperation to act together. The GLAAS 2022 report shows that countries making progress demonstrated high level of political commitment and investments in improving safe WASH systems.
With the GLAAS 2022 report, WHO and UN-Water call on all governments and stakeholders to scale up support for WASH service delivery, through strengthened governance, financing, monitoring, regulation, and capacity development.
The report sets the scene for action ahead of a historic water and sanitation meeting planned in 2023. For the first time in 50 years, the global community—through the United Nations—will review progress and make firm commitments to renew action on water and sanitation with global leaders.
The UN 2023 Water Conference – formally known as the 2023 Conference for the Midterm Comprehensive Review of Implementation of the UN Decade for Action on Water and Sanitation (2018-2028) – will take place at UN Headquarters in New York, 22-24 March 2023.

ZRP Officer Steals Car Battery
A 32-year-old police constable has been arrested in Dzivarasekwa after he was found removing a car battery from a Toyota Hiace which was among 26 vehicles that had been impounded following an operation.
The suspect, Cst Anyway Siunya was found by Sergeant Tapiwa Gabriel Makobva while in the process of removing the car battery.
Siunya is a member of the police service stationed at Dzivarasekwa who operate during the day shift.
Allegations are that on December 12, 2022, at around 7pm, Sgt Makobva commenced duty and signed for station property which includes a total of 26 impounded vehicles impounded following an operation.
The following day, Sgt Makobva is reported to have spotted a suspicious movement where the vehicles were parked and he then went to investigate the movement in the company of another junior officer.
They then saw Siunya inside a Toyota Hiace commuter omnibus registration number AEU 5882.
He was in the process of removing the battery and had already removed the terminals.
Siunya was caught by Sgt Makobva who asked him why he was removing the omnibus battery.
In his response, Siunya told him that he wanted to swap the batteries with the one from his car.
Siunya was arrested and taken to the charge office where a report was made and he was detained pending criminal investigations and disciplinary action.

“World Cup Was Rigged”
Former Nigeria international Julius Aghahowa has claimed that the recently-ended 2022 FIFA World Cup was rigged to favour Lionel Messi and his Argentina side.
The South Americans beat France 4-2 on penalties to win their first World Cup title since 1986, and third overall.
The game had ended 3-3 after extra time with Messi’s brace and Angel di Maria’s strike cancelled out by Kylian Mbappe’s hat-trick.
According to Aghahowa, it was Messi’s first goal, a penalty awarded early in the game, that changed the complexion of the match.
The retired striker believes the penalty was falsely given as France forward Ousmane Dembele’s did not make a contact with Di Maria to warrant a foul.
“He [Di Maria] wasn’t touched. The game has been given before it was played,” Aghahowa said during Brila FM’s coverage of the World Cup final.
“In such a game, shouldn’t it be checked by the VAR? This is clearly a demonstration that the World Cup was meant to be handed to Argentina and particularly, Lionel Messi. It’s unfortunate, it’s unfair.”

ZRP Cop Terrorises Female Neighbour
A woman from Bulawayo’s Tshabalala suburb has been subjected to a tirade of verbal abuse at the hands of a police officer who constantly insults her while accusing her of having caused his wife to desert him.
Melody Chinyepera said she started to have issues with Mlondolozi Msiza after he separated with his wife Knowledge Maphosa.
This was after he made sensational accusations that he caught her having s_əx with her lover on their matrimonial bed.
After the incident Msiza started insulting his wife and whenever an argument ensued he would bash her.
On one occasion Maphosa rushed to a police station to evade being beaten up by Msiza.
Later on during that day Msiza reportedly threatened to kill Maphosa and then commit suicide.
As a result of that Maphosa applied for a protection order against Msiza accusing him of verbally and physically abusing her.
The presiding magistrate Shepherd Mnjanja granted Maphosa a protection order.
A seemingly unrepentant Msiza is now at it again as he is being accused by his neighbour of insulting her.
According to Chinyepera Msiza also threatens to kill her for allegedly influencing his wife to desert him.
Chinyepera said she is now living in fear because whenever Msiza is from a booze he verbally abuses her and calls her all sorts of names.
This was heard when Chinyepera applied for a peace order against Msiza at the Western Commonage Court.
In her affidavit she said: “I am applying for a peace order against Mlondolozi Msiza. Whenever he is from a beer drink he insults me and threatens to assault and kill me.
“He is always swearing at me saying that I would die. As a result of that I’m now living in fear.”
Msiza did not attend the court session to defend himself leading presiding magistrate Lenear Khumalo to grant the peace order in favour of Chinyepera.
Msiza was barred from verbally and physically abusing his neighbour and threatening to kill her.

Mnangagwa Sets Trap For Ama2k
Tinashe Sambiri| The Zanu PF leader Mr Emmerson Mnangagwa has captured young people popularly known as Ama2k.
A group touted as Ama2k For ED is moving around the country under the guise of urging young people to join the economic development initiative.
Mr Mnangagwa is using the group to hoodwink the electorate.
Mr Mnangagwa on Saturday called for peace and tolerance before the coming polls but analysts have warned the nation to be wary of the “crocodile’s antics.”

ANC Intensifies Anti-Zim Sanctions Campaign
By- The African National Congress ANC has said that the wast should lift the sanction they imposed on Zimbabwe so that Zimbabweans would stay in their country.
ANC said continued sanction on Harare was pushing Zimbabweans to flood South Africa.
The party’s newly-elected secretary-general Fikile Mbalula, has said they will intensify assisting Zimbabwe to recover from decades of economic problems.
Addressing journalists in Joburg in his briefing in his new capacity as ANC secretary-general, Mbalula said:
We must be very much concerned about what is happening in Zimbabwe, and what role we need to play. We do not subscribe to the idea of regime change in Zimbabwe.
We need to campaign very hard to get things right because Zimbabweans are coming to our country in their numbers.
Something is not right in their own country (and) we must support them. Once that country becomes what it was, there will be no Zimbabwean here.
So, the British must think very hard about what they have done, and the Americans. They must uplift the sanctions so that Zimbabwe can grow.
Mbalula urged the British government to honour a promise it reportedly made to Zimbabwe to compensate white farmers whose land was expropriated for redistribution to landless black about two decades ago. He said:
The British know what they agreed on in Lancaster. They must come to the party, and invest in the compensation of Zimbabwe in the programme of land redistribution.
The 40 or something billion pounds they promised Mugabe and ZANU PF, they must come to the party and not use the land reform programme of ZANU PF as a scapegoat and run away.
They must come to the party, and Zimbabwe will be a better country. Zimbabweans never (used to) come into this country, which was the bread basket of the African continent. It was an economy that was alive, people were working in Zimbabwe.
Now you have Zimbabweans crossing (into South Africa), facing life and death … coming into our country because there is no life. Life is here in South Africa and that has burdened our economy.
As the ANC we will not agree in ideological terms, that Zimbabwe must be turned into a client State, next to us. So, we need to get that right.
We need to campaign for the self-determination of the people of Western Sahara, and the Cuban people.
Zanu PF Women Declare Mnangagwa Life President
By- Zanu PF women’s league has said that Emmerson Mnangagwa should rule until he dies.
They said they would push for the amendment of the national Constitution and accommodate their wish.
ZANU PF women’s league Midlands Provincial chairperson, Tsitsi Zhou, said Mnangagwa is development-oriented and must have an uninterrupted rule. Zhou said:
As women, we are mobilising and ensuring that people have registered to vote. It must be known that no other party will ever rule in Zimbabwe besides ZANU PF.
We are going to give President Mnangagwa a fresh mandate in the coming elections, and we will tell those in parliament to amend the Constitution to give him another term beyond 2023 because the President is a hard worker, and we will hand him another term.
She said since Mnangagwa assumed power in 2017, he has initiated numerous projects in a short space of time. Said Zhou:
What the President has achieved in a short time, if he was to be the one in power for the past 37 years, then the country would have made serious economic strides.
His hard work can be testified by the Chirundu-Beitbridge Highway.
What gives us confidence that ZANU PF is a progressive party is based on the fact that the country’s number one citizen is from ZANU PF and he is from Kwekwe, that is where he casts his ballot.
The ZANU PF brand gives us confidence because it spells out victory. Because we are ZANU PF.
We have already won the 2023 elections. We are seeing many people who want to join ZANU PF.
We now have teachers for ED, civil servants for ED, and nurses for ED.
If Mnangagwa is re-elected in 2023, the law does not allow him to run again in 2028 as he would have been in office for two terms.
He can only contest for the presidency for a third time if there is a constitutional amendment.

Woman Jailed For 2 Years For Selling S*x Toys
By- A Harare woman has been convicted and jailed for selling s*x toys.
Unity Ayanda Muponda was ordered to perform 640 hours of unpaid work.
She was initially jailed for 24 months by a Mbare magistrate, who suspended six months of the jail term on the condition that she does not commit a similar offence within the next five years.
The remaining 16 months were suspended on condition that she performs community service.
Muponda, who traded her stuff on various social media platforms, was convicted for violating the Custom and Excise Act and exposing children to pornographic material.
Her lawyer Mr Zorodzai Dumbura indicated that they will appeal against Muponda’s conviction and sentence.
