Mnangagwa’s Flagship Project Faces Scandal as Ministry Directors Face Anti-Graft Investigators

By A Correspondent| In a shocking revelation that threatens to expose widespread corruption within President Emmerson Mnangagwa’s administration, several directors at the Ministry of Transport are now under investigation by anti-graft authorities.

The Zimbabwe Independent can exclusively disclose that whistleblowers have leaked explosive details connecting these directors to the misappropriation of funds intended to compensate owners of companies and houses affected by the Mbudzi Interchange project in Harare.

The ongoing probe by the Zimbabwe Anti-Corruption Commission (ZACC) is expected to extend beyond the Ministry of Transport, potentially uncovering serious governance deficiencies within the government.

Last year, looters forced the Treasury to halt payments to contractors, a move that disrupted the Emergency Road Rehabilitation Programme (ERRP) touted by Mnangagwa as a key success of his administration.

Insiders suggest that high-ranking officials in the Ministry of Local Government and Public Works, as well as executives at two prominent real estate agencies involved in property valuations for the affected areas, may also come under scrutiny.

The extent of the fraud, reportedly involving manipulated figures to inflate property values, remains unclear. However, sources claim that the ill-gotten gains were shared between property owners and corrupt officials.

Last year’s estimated payout of up to US$35 million to around 130 affected companies and residential properties for relocation and restarting elsewhere now appears dubious.

Allegedly, a significant portion of the funds, around US$12 million, might have been siphoned off by corrupt individuals and businesses by the end of 2023, though the accuracy of these figures remains unverified.

Despite numerous attempts to seek clarification, Transport and Infrastructural Development Minister Felix Mhona has yet to respond to inquiries regarding these allegations.

The Mbudzi Interchange project, a US$88 million endeavor crucial to southern Africa’s transportation corridors, has become a symbol of Mnangagwa’s ERRP.

However, the joint venture executing the project, called Tefoma, now faces scrutiny as accusations of corruption threaten to derail its progress.

Masimba Holdings, Fossil, and Tensor, the firms involved in the consortium, secured the deal in 2021, intending to finance the project through a vendor financing model with a loan from Fossil.

The investigation comes at a critical juncture for the government, as Mnangagwa’s flagship ERRP faces setbacks and delays.

Contractors, facing cash flow problems, had threatened to pull out after accumulating an estimated ‘US$150 million’ in unpaid invoices.

The government’s directive to suspend payments to service providers, aimed at curbing hyperinflation, has evidently backfired, leaving a trail of corruption and financial mismanagement in its wake.

ZACC spokesperson Thandiwe Mlobane confirmed the ongoing investigation but refrained from providing detailed information.

As the probe unfolds, it has become clear that corruption allegations are surfacing amidst internal power struggles within the Ministry of Transport, underscoring the magnitude of the governance crisis within the government.

The use of applications, technology and data analytics can play a significant role in public safety globally. The potential of data to improve public safety is multifaceted, and an exciting reality of what is available already, as well as what is to come. Locally, the potential is endless, yet compared to many international markets, very few of the opportunities available are being applied.

While South Africa may not be as advanced as many global counterparts when it comes to data-driven safety, there are projects that illustrate just what an impact this technology can have on society. During the pandemic we have seen a collaboration between technology solutions providers and telecommunications companies; enormous amounts of data were collected and used to identify pandemic hotspots, impacting the allocation of scarce medical and policing resources and potentially saving many lives.

Undoubtedly, the transformative influence of technology in public safety has seen a noteworthy partnership. Altron Systems Integration embarked on a proof of concept with the South African Police Service to look at the feasibility of using advanced image recognition tools and surveillance technology. The intention is to use cameras placed around different cities are able to use highly scalable, deep learning technology to identify objects, people, text, scenes, and activities in both images and videos, as well as detect any inappropriate content, far beyond only identifying facial features.

What this means is that the data collected could detect if someone is wearing glasses or even holding a weapon, with this new technology taking the use of image recognition to a whole new level, keeping our communities safer and making our cities smarter.

Balancing the innovation, privacy, ethics, and cybersecurity aspects of any data-driven technology is crucial, with the protection of personal information being non-negotiable.
Access control and compliance are key. All data can only be accessed when there is an investigation and police clearance will be required to access this data.

Additional access controls across the board include POPIA locally, and GDPR compliance for some of Altron’s UK-based clients, as well as the use of local partners to ensure that all data is kept in the country.

Particularly in a South African context, the responsible use of data analytics and predictive modelling, linking platforms to build profiles and identify trends in order to utilise the limited resources that we have more effectively, is where the magic lies.

From a crime prevention perspective, law enforcement and emergency services have the potential to access vast amounts of data to anticipate and prevent crimes or accidents, pinpoint trouble hotspots and allocate resources, thereby deterring incidents before they happen. This is where the analysing and management of data really is and will continue to build a smarter and safer society.

Tech is advancing so fast that if we embrace and adapt to it, the possibilities of using it to enhance safety are unlimited. While we may not know exactly what this looks like in the future, the balancing act of protection without being too invasive is key and the reality of data for public safety is real and is here.

By linking different data collection platforms, a specialist provider and other partners including stakeholders have the potential to identify trends, build profiles and integrate the use of this data to a much larger extent.

Using and interpreting real-time data which is available on large-scale enterprise platforms has infinite possibilities. FULL TEXT: CCC Urges Party Candidates To Focus On By-Elections Campaign

By Promise Mkhwananzi| Our candidates and our supporters are urged to remain focused on the campaign and preparing to vote in the upcoming by-elections to retain our elected representatives while our lawyers address this issue.

Our legal teams have advised that this matter is already before the Supreme court on an appeal basis following the initial barring of our candidates on the 9th of December 2023.

It is their considered view that the high court, to which this ill-fated appeal was lodged, being a lower court, must defer this matter to the superior court, which is the Supreme Court which is in the process of determing the matter anyway. So this appeal is not urgent and must and will be thrown away.

It must be noted that Tshabangu was barred from making any further recalls until the matter is finalised in another separate appeal before the Supreme court. What this means is that Tshabangu is unable to make any further recalls until the determination of that matter.

But because Tshabangu and his accomplices do not have any authority over the party or it’s deployees other than the threat of recalls, Tshabangu has no choice but to keep threatening party deployees with recalls in order to threaten and force them to comply with his criminal instructions, which explains even this attempt to bar @CCCZimbabwe
from contesting.

It is sad to note that @ZANUPF_Official
does not respect the will of the people and the outcome of the elections even going by their cooked figures of August 23, 2023.

Zimbabwe must put itself in positive light by being seen to be promoting rather than stiffling democratic competition. The barring of @CCCZimbabwe is a further dent on the regime’s image which already suffered immensely from the disputed outcome of the general elections roundly condemned by all observers.

The attempt to bar our candidates is further vindication that Zimbabwean authorities and @ZECzim are not interested or capable of allowing a free and fair election to take place.

Barring two or three MPs and a couple of councillors shows the extent they would have gone in August 2023 to ensure that President Nelson Chamisa’s victory was reversed.

Our lawyers are siezed with this matter and are confident that it will be thrown away as it should because it’s already before a superior court.

We are also engaged on this matter politically to ensure that we continue to defend the rights of Zimbabweans to contest elections and choose leaders of their choice. The right to vote and to be voted for was one of the primary reason of the liberation struggle. We will continue to fight for and to defend this inalienable right.

UNICEF Urges Continued Action, As Zim Scores Major Victory

Harare, Zimbabwe – In a major victory for child protection, Zimbabwe has raised the age of consent for sexual relations to 18 years, criminalizing sexual intercourse between adults and children. The move, lauded by UNICEF, is seen as a crucial step towards curbing the alarmingly high rates of child sexual abuse in the country.

“This new law marks a significant turning point in protecting Zimbabwe’s children,” said UNICEF.

“By criminalizing sex with minors, we send a clear message that such abuse is unacceptable and will not be tolerated.”

The urgency of this legislation is underscored by the stark reality: over a third of girls in Zimbabwe experience sexual violence before they turn 18, often at the hands of intimate partners.

The consequences of this abuse are far-reaching, impacting victims both physically and psychologically, disrupting their education, triggering mental health issues, and jeopardizing their future prospects.

Early pregnancies, often a result of sexual violence, can trap girls in child marriages and force them to drop out of school, curtailing their potential.

While applauding the new law, UNICEF emphasizes the need for continued efforts beyond legal frameworks. “Prevention and support programs are critical,” emphasizes UNICEF.

“We must invest in awareness campaigns, equip communities to become proactive, and ensure comprehensive support services for survivors.”

Scaling up existing initiatives like the [mention specific government or partner programs] is crucial to provide safe spaces for children, empower them to speak up, and equip adults with the tools to identify and report abuse.

Breaking the silence surrounding child sexual abuse is essential, encouraging communities to take collective responsibility and create an environment where children can thrive free from fear.

“Raising the age of consent is an important step, but it’s not the end,” UNICEF concludes.

“Every child deserves a safe and secure childhood. Let’s work together to make that a reality in Zimbabwe, ensuring that no child experiences the trauma of sexual abuse.”

With the new law in place, Zimbabwe has taken a vital step toward protecting its children.

Internal Feud Erupts Over Leadership of Zimbabwe’s War Veterans

By A Correspondent| Zimbabwe’s National Liberation War Veterans Association (ZNLWVA) is embroiled in a bitter internal dispute, with two rival factions claiming rightful leadership.

On one side stands Christopher Mutsvangwa, a former chairman and influential government official. On the other, a newly elected executive led by Andreas Ethan Mathibela.

The recent statement by Mutsvangwa announcing upcoming elections for the ZNLWVA leadership has ignited the conflict. Edward Dube, Mathibela’s purported Secretary-General, refutes Mutsvangwa’s authority, declaring him ineligible to act since his term expired in 2019.

Dube further asserts the legitimacy of the newly elected executive and dismisses Mutsvangwa’s pronouncements as “invalid and without legal effect.”

This power struggle goes beyond internal squabbles.

Underlying the friction are questions of political influence and the ZNLWVA’s role in Zimbabwe’s wider landscape.

Moffat Elias Marashwa, a war veterans leader aligned with Mutsvangwa, suggests he wields authority delegated by President Mnangagwa, implying the faction enjoys government backing.

He accuses the Mathibela-Dube camp of working with the opposition, adding another layer of intrigue to the conflict.

This internal rift throws the ZNLWVA’s future into uncertainty.

Zimbabwe Is Failing To Supply Safe Water; Symptomatic Of Failed State

By A Correspondent| Zimbabwe is a failed state and the country’s failure to provide basic services such as clean water, in this day and age, is symptomatic of a failed state.

“Half of the boreholes in Harare’s western and northern districts are contaminated with human waste and could be potentially unsafe sources of drinking water,” reported Bulawayo 24.

“Water samples from boreholes in these areas, heavily relied upon by residents due to erratic municipal water supply, showed traces of sewer and E. coli bacteria, capable of causing water-borne diseases like typhoid and cholera.

“The discovery comes at a time when Harare was grappling with a raging cholera outbreak directly linked to water shortages.

“Harare City Council is presently supplying around 300 megalitres of potable water a day to the city against a demand of 1 200 megalitres.”

By failing to hold free and fair elections in August 2023 Zimbabwe confirmed the country was a pariah state, a failed state incapable of self governing. One of the many signs of a failed state is economic collapse and failure to provide basic needs such as clean water and sewage services. 

Zimbabwe has not become a failed state with collapse basic service overnight, the last five or ten years; we have been down this disastrous path ever since the country gained her independence in 1980. Zimbabwe has failed to hold free and fair elections these last 44 years and thus depriving ourselves the benefit of good governance. 

For free, fair and credible elections are more than just a basic human right, they are are the essence of good governance. Zanu PF has blatantly rigged elections starting with the 1980 elections and 43 years of this corrupt, incompetent and tyrannical Zanu PF misrule has left the country in economic ruin and political paralysis. 

The country’s de facto one-party dictatorship has stifled debate and all meaningful democratic discourse driving out all quality men and women out of politics. And hence the reason there are no quality leaders in the ruling party, Zanu PF, nor in the multitude of opposition parties, 130 of them at the last count.

Zanu PF thugs wanted absolute power and they did not hesitate to betray the “One man, one vote!” promise. It took the nation nearly 20 years for the penny to drop, for the people to realise Zanu PF would never hold free, fair and credible elections and give them a meaningful say in the governance of the country.

So if the nation was to end Zanu PF misrule, the nation must implement the democratic reforms necessary to stop Zanu PF rigging elections. And so the people have risk all, the anger of Zanu PF determined to retain absolute power at all costs, to elect opposition leaders whose primary task was to implement the democratic reforms.

Zanu PF rigged the 2023 elections because MDC/CCC leaders have failed to implement even one token democratic reform in 23 years, including 5 in the GNU. The rigging was so blatant that even AU and SADC, the continental and regional elections observers, known for endorsing dodgy elections in the past, were compelled to condemn the 23 August elections as a flawed and illegal.

The condemnation did not stop Zimbabwe’s corrupt and incompetent opposition, who had participated knowing fully well the process was flawed and that participating would give Zanu PF legitimacy, taking up their share of the gravy train seats and thus force SADC and AU to once again allow Zanu PF to get away with rigged elections.

The nation is not only stuck with this Zanu PF dictatorship for another five years; worst of all, struck with the near certainty of Zanu PF rigging the 2028 elections and thus extending the regime’s rule yet another five more years. There is no end to this!

This is a nightmare which we should have been resolved by 2013, at the latest, in MDC leaders heaved implemented the democratic reforms when they had the golden opportunity to so so during the 2008 to 2013 GNU. There is nothing to make me believe Nelson Chamisa and his CCC friends are going to implement any reforms to ensure 2028 elections are finally free and fair; if they failed to do so during the GNU when they had the trump cards, it is naive to believe they will do so now when Zanu PF hold all the trump cards.

The fight for reforms and stopping Zanu PF rigging the 2028 elections starts with the national realisation that MDC/CCC leaders had the golden opportunity to implement the democratic reforms these last 23 years, especially during the GNU. They have failed to implement even one token reform because they are corrupt and incompetent.

Like it or not, MDC/CCC leaders will never implement the reforms and deliver free, fair and credible elections. We need competent opposition leaders who will implement the reforms or we are stuck with the Zanu PF dictatorship, the failed state and all that entails!

Why did it take Zimbabweans 20 years to risk all and demand democratic changes designed to stop Zanu PF thugs rigging elections? Why has it taken 23 years and counting for the people to realise MDC/CCC leaders are corrupt and incompetent, they will never ever implement any reform?

The ordinary people did not appreciate the importance of “One man, one vote!” in the 1980s no more than they appreciate the importance of democratic reforms now as a basis for good governance. The demand for “Democratic change!” has fallen into everyday usage although many Zimbabweans out there cannot even name one democratic change!

Indeed, the CCC members are now given to calling Nelson Chamisa “Change Champion in Chief!” Change Champion indeed, when MDC/CCC cannot name even one token democratic change they brought in 23 years!

If the povo do not understand what the reforms are about, it is no surprise they have no clue the primary purpose of the GNU was to implement reforms much less that MDC/CCC sold out by failing to implement even one reform. It is little wonder that even after 23 years, including 5 in the GNU, most Zimbabweans still continue to trust CCC leaders to deliver reforms and end the Zanu PF dictatorship.

Zimbabwe is a failed state because we are stuck with the vote rigging Zanu PF thugs, in the first instance. However we would have got rid of the Zanu PF thugs by now if MDC/CCC leaders had not sold out and implemented the reforms. We are still stuck with Zanu PF these last 23 years but only because the people themselves have been slow to realise MDC/CCC leaders are corrupt, incompetent and utterly useless.

So ultimately, Zimbabwe is a failed state because we have an ignorant and naive electorate, so ignorant they do not realise the critical importance of implementing reforms and holding free, fair and credible elections as the prerequisite to good governance.

The ancient Greeks were right, all those 2 500 years ago, when they say democracy – government of the people, by the people and for the people – only works if the people are educated and diligent to hold those in public office to account. Zimbabwe is a failed state because we have one of the most ignorant and naive electorate in human history!

Zanu PF blatantly rigged the August 2023 elections, thanks to CCC leaders selling out on reforms. If we do not do something to get the reforms finally implemented, Zanu PF will blatantly rig the 2028 elections too. And Zimbabwe will remain a failed state unable to provide even the most basic services such as clean water, sewage, education, etc. This is a nightmare of our own making and, per se, one we can end if we should decide to do so.

CCC Candidates Ignore Tshabangu Court Bid

By A Correspondent| The Citizens Coalition for Change (CCC) is scrambling to keep its by-election campaign on track after a court appeal filed by self-proclaimed Interim Secretary General threatened to throw their election campaign into disarray.

The move, fueled by accusations of ZANU-PF meddling and judicial manipulation, has ignited fresh political tensions in a nation still reeling from the disputed 2023 elections.

Undeterred, the CCC insists its candidates remain laser-focused on campaigning.

“Our supporters and candidates must not be distracted by this spurious legal charade,” declared CCC spokesperson Promise Mkwananzi.

“This is nothing but a desperate attempt by ZANU-PF, through their puppet Tshabangu, to stifle dissent and steal the people’s mandate.”

Mkwananzi’s accusations of ZANU-PF interference resonate with many.

The ruling party’s history of alleged judicial manipulation and political maneuvering casts a long shadow over the current imbroglio.

With time running out before the by-elections, the legal battle promises to be a nail-biting thriller.

Analysts warn that the outcome could have seismic consequences for Zimbabwe’s already fragile political landscape.

The 2023 elections, overshadowed by claims of rigging and widespread protests, left deep fissures in the nation’s fabric.

Tshabangu Opens-Up On Selling-Out 

 By James Gwati- Self-imposed CCC secretary general, Sengezo Tshabangu, says he will succeed in stopping the participation of 23 candidates under the Citizens Coalition for Change (CCC) banner in the upcoming 03 February by-elections.

Tshabangu, who Zanu PF is using in this project, expressed this confidence on his social media platforms Friday after filing an urgent High Court application seeking to block the Nelson Chamisa anointed candidates.

“Yesterday (Friday) I successfully filed an urgent application to the High Court of Zimbabwe seeking to stop the participation of those stubborn 23 candidates from contesting in the upcoming February 3 elections under the CCC banner; they should learn from History as it has no blank pages”.

The 23 CCC candidates successfully filed their nomination papers at the Nomination Court on 18 December 2023.

This was despite the fact that a previous High Court order had barred fellow party members from contesting under the party name on the basis that they had ceased to be party members ahead of the 09 December 2023 by-elections.

In his application, through his legal representative, Nqobani Sithole of Ncube Attorneys, Tshabangu, who claims to be the CCC Interim Secretary General, cited the 23 members and the Zimbabwe Electoral Commission (ZEC) as respondents.

Tshabangu argued that the recalled candidates are no longer CCC members hence should not contest under the party name. Part of the application reads:

The application is made on the grounds that: On the 18th of December 2023, the Nomination Court sat consequent upon promulgation of the date for by-elections set down on the 3rd of February 2024.

First to twenty-third respondents submitted their nomination papers before the Nomination Court to be accepted as candidates in the by-election as “members” of a political party called Citizens Coalition for Change (CCC party.

This was despite the fact that in a prior and extant judgment, they had been found by this court to have ceased to be members of that party. The Nomination Court accepted the nomination papers.

The decision of the Nomination Court is unlawful in that it is contrary to an extant judgment of the High Court and was at any rate procured through an apparent act of defiance of that judgment.

The application seeks the court to set aside the Nomination Court’s decision to accept the 23 members’ nomination papers.

Unlike at the sitting of the nomination court for the 09 December by-elections, some recalled CCC members filed their papers as independent candidates for the 03 February by-elections to avoid being disqualified.

Cholera Patients Treated Under Trees As Mnangagwa Sinks The Country

By Health Reporter- A distressing image circulated on social media this Sunday, revealing cholera patients in Chiredzi receiving treatment under trees, with intravenous (IV) infusion dispensers hanging from branches.

The makeshift “open field hospital” located at Mapanza, near Mukwasine Estates, highlights the dire state of healthcare in one of Zimbabwe’s most underdeveloped districts.

Commentators expressed dismay at the lack of dignity afforded to patients, questioning why a resource-rich country like Zimbabwe resorts to such conditions.

Presidential spokesperson George Charamba, responding on his social media account, seemed to dismiss critics, emphasising that the government provided medicines and covers health workers’ salaries. Charamba’s post read:
“By the way, who bought the life-saving saline fluid? Who employed and meets the salaries of the hard-working staff? The vehicle which ferried them to the affected areas? Kumeso kwenyu mese!”

In another post, Charamba targeted the opposition Citizens Coalition for Change (CCC), which dominates urban councils, accusing them of taking money from residents without providing basic services like garbage collection.

He attributed Chiredzi’s underdevelopment to the colonial government, replaced 44 years ago by the ZANU PF government.

Charamba’s words sparked controversy, drawing attention to the government’s role in addressing the healthcare crisis.

The Zimbabwe Red Cross Society later stepped in, providing a tent for health personnel treating cholera patients.

Zimbabwe’s public health service, plagued by years of underfunding, is in disarray.

Hospitals lack essential medicines, including basics like liquid paracetamol, while doctors and nurses endure poor salaries.

The image of cholera patients under trees underscores the urgent need for comprehensive reforms in the healthcare system.

Fresh Elections Will Remove Cholera

By Felix Masarasa | Zimbabwe’s struggle to provide essential services like safe drinking water underscores its status as a failed state. This significant shortfall, especially in modern times, underscores the depth of the governance crisis in the country.

According to state media reports, “Half of the boreholes in Harare’s western and northern districts are contaminated with human waste, presenting a dangerous health hazard.” With an unreliable municipal water supply, these boreholes, now shown to be rife with sewer contamination and E. coli bacteria, have become risky sources of water, heightening the threat of diseases like typhoid and cholera.

The issue is compounded by the Harare City Council’s failure to meet the city’s water demand, providing only 300 megalitres against a requirement of 1,200 megalitres. This deficiency has significantly contributed to the severe cholera outbreak plaguing the city.

This governance failure is glaringly apparent in the communal lands of Chiweshe, 100km north of Harare. The village of Dambo has recently become the epicenter of a cholera outbreak, directly linked to the contaminated water and inadequate health infrastructure. Despite Chiweshe’s agricultural richness and favorable climatic conditions, the village has fallen victim to this widespread epidemic.

The villagers’ traditional and cultural practices, like large gatherings to mourn the deceased, have inadvertently facilitated the spread of cholera. In Dambo village, mourners attended a funeral without following health guidelines for cholera-related deaths, further exacerbating the situation.

The story of Ward 13 councilor Edward Mutyavaviri, who narrowly survived cholera, highlights the outbreak’s severity and the initial community disbelief. The swift intervention by the Ministry of Health and Child Care in Mazowe District and aid from the Taiwan organization Tzu Chi Zimbabwe have been critical in managing the outbreak. However, these measures are temporary solutions to a broader systemic problem.

Zimbabwe’s water sanitation and health crisis is a clear sign of a failed state, emphasizing the need for systemic political reforms, possibly through free and fair elections, to address these deep-rooted issues and guide the country towards recovery and stability.

By Wilbert Mukori | Zimbabwe is a failed state and the country’s failure to provide basic services such as clean water, in this day and age, is symptomatic of a failed state.

“Half of the boreholes in Harare’s western and northern districts are contaminated with human waste and could be potentially unsafe sources of drinking water,” reported the state media.

“Water samples from boreholes in these areas, heavily relied upon by residents due to erratic municipal water supply, showed traces of sewer and E. coli bacteria, capable of causing water-borne diseases like typhoid and cholera.

“The discovery comes at a time when Harare was grappling with a raging cholera outbreak directly linked to water shortages.

“Harare City Council is presently supplying around 300 megalitres of potable water a day to the city against a demand of 1 200 megalitres.”

By failing to hold free and fair elections in August 2023 Zimbabwe confirmed the country was a pariah state, a failed state incapable of self governing. One of the many signs of a failed state is economic collapse and failure to provide basic needs such as clean water and sewage services.

Zimbabwe has not become a failed state with collapse basic service overnight, the last five or ten years; we have been down this disastrous path ever since the country gained her independence in 1980. Zimbabwe has failed to hold free and fair elections these last 44 years and thus depriving ourselves the benefit of good governance.

For free, fair and credible elections are more than just a basic human right, they are are the essence of good governance. Zanu PF has blatantly rigged elections starting with the 1980 elections and 43 years of this corrupt, incompetent and tyrannical Zanu PF misrule has left the country in economic ruin and political paralysis.

The country’s de facto one-party dictatorship has stifled debate and all meaningful democratic discourse driving out all quality men and women out of politics. And hence the reason there are no quality leaders in the ruling party, Zanu PF, nor in the multitude of opposition parties, 130 of them at the last count.

Zanu PF thugs wanted absolute power and they did not hesitate to betray the “One man, one vote!” promise. It took the nation nearly 20 years for the penny to drop, for the people to realise Zanu PF would never hold free, fair and credible elections and give them a meaningful say in the governance of the country.

So if the nation was to end Zanu PF misrule, the nation must implement the democratic reforms necessary to stop Zanu PF rigging elections. And so the people have risk all, the anger of Zanu PF determined to retain absolute power at all costs, to elect opposition leaders whose primary task was to implement the democratic reforms.

Zanu PF rigged the 2023 elections because MDC/CCC leaders have failed to implement even one token democratic reform in 23 years, including 5 in the GNU. The rigging was so blatant that even AU and SADC, the continental and regional elections observers, known for endorsing dodgy elections in the past, were compelled to condemn the 23 August elections as a flawed and illegal.

The condemnation did not stop Zimbabwe’s corrupt and incompetent opposition, who had participated knowing fully well the process was flawed and that participating would give Zanu PF legitimacy, taking up their share of the gravy train seats and thus force SADC and AU to once again allow Zanu PF to get away with rigged elections.

The nation is not only stuck with this Zanu PF dictatorship for another five years; worst of all, struck with the near certainty of Zanu PF rigging the 2028 elections and thus extending the regime’s rule yet another five more years. There is no end to this!

This is a nightmare which we should have been resolved by 2013, at the latest, in MDC leaders heaved implemented the democratic reforms when they had the golden opportunity to so so during the 2008 to 2013 GNU. There is nothing to make me believe Nelson Chamisa and his CCC friends are going to implement any reforms to ensure 2028 elections are finally free and fair; if they failed to do so during the GNU when they had the trump cards, it is naive to believe they will do so now when Zanu PF hold all the trump cards.

The fight for reforms and stopping Zanu PF rigging the 2028 elections starts with the national realisation that MDC/CCC leaders had the golden opportunity to implement the democratic reforms these last 23 years, especially during the GNU. They have failed to implement even one token reform because they are corrupt and incompetent.

Like it or not, MDC/CCC leaders will never implement the reforms and deliver free, fair and credible elections. We need competent opposition leaders who will implement the reforms or we are stuck with the Zanu PF dictatorship, the failed state and all that entails!

Why did it take Zimbabweans 20 years to risk all and demand democratic changes designed to stop Zanu PF thugs rigging elections? Why has it taken 23 years and counting for the people to realise MDC/CCC leaders are corrupt and incompetent, they will never ever implement any reform?

The ordinary people did not appreciate the importance of “One man, one vote!” in the 1980s no more than they appreciate the importance of democratic reforms now as a basis for good governance. The demand for “Democratic change!” has fallen into everyday usage although many Zimbabweans out there cannot even name one democratic change!

Indeed, the CCC members are now given to calling Nelson Chamisa “Change Champion in Chief!” Change Champion indeed, when MDC/CCC cannot name even one token democratic change they brought in 23 years!

If the povo do not understand what the reforms are about, it is no surprise they have no clue the primary purpose of the GNU was to implement reforms much less that MDC/CCC sold out by failing to implement even one reform. It is little wonder that even after 23 years, including 5 in the GNU, most Zimbabweans still continue to trust CCC leaders to deliver reforms and end the Zanu PF dictatorship.

Zimbabwe is a failed state because we are stuck with the vote rigging Zanu PF thugs, in the first instance. However we would have got rid of the Zanu PF thugs by now if MDC/CCC leaders had not sold out and implemented the reforms. We are still stuck with Zanu PF these last 23 years but only because the people themselves have been slow to realise MDC/CCC leaders are corrupt, incompetent and utterly useless.

So ultimately, Zimbabwe is a failed state because we have an ignorant and naive electorate, so ignorant they do not realise the critical importance of implementing reforms and holding free, fair and credible elections as the prerequisite to good governance.
The ancient Greeks were right, all those 2 500 years ago, when they say democracy – government of the people, by the people and for the people – only works if the people are educated and diligent to hold those in public office to account. Zimbabwe is a failed state because we have one of the most ignorant and naive electorate in human history!

Zanu PF blatantly rigged the August 2023 elections, thanks to CCC leaders selling out on reforms. If we do not do something to get the reforms finally implemented, Zanu PF will blatantly rig the 2028 elections too. And Zimbabwe will remain a failed state unable to provide even the most basic services such as clean water, sewage, education, etc. This is a nightmare of our own making and, per se, one we can end if we should decide to do so.

Sithule Tshuma: Qoki $25million ZIMRA Tax Evasion

The accusations suggest that Sithule, in collaboration with her lawyer Zibusiso Charles Ncube, manipulated land prices to artificially lower tax liabilities beginning with those of Douglasdale 1 and 2 farms.

Reports from Qoki women interviewed by ZIMRA recently state that they were directed by Sithule and Zibusiso to falsify figures. One interviewee disclosed, “We paid nearly $10,000 for a 700sqm plot, but Sithule Tshuma advised us to disclose only $3,800.” This raises concerns about the transparency and legality of these financial maneuvers.

The impacted women express apprehension about potential consequences for their properties in the context of tax evasion, emphasizing the need for clarity on the legality of such practices and hoping their compliance with Sithule’s directives will not jeopardize their future standing.

As authorities delve into this tax evasion scandal, questions surrounding the legitimacy of Sithule’s actions and potential ramifications for those involved remain at the forefront. It has come to light that the main objective of these projects was seemingly to enrich Sithule, her accomplices Karen Kumalo, Portia Kumalo, Nompilo Moyo, Bridget Dube, and their lawyer Zibusiso Charles Ncube. Reportedly, on almost all 38 projects, Zibusiso Charles Ncube pocketed a minimum of $30,000 from each project, noting that he represented both buyer and seller in most projects. The origin of these funds, believed to be laundered from the UK, USA, Canada, Australia, South Africa, and Botswana, raises questions regarding tax evasion and potential financial improprieties.

In recent news, Sithule was busted for orchestrating smuggling R500,000.00 into Zimbabwe via the Beitbridge border post.

A surprising reality is that many of the core participants in Zimbabwe’s liberation struggle are not part of the current government. Instead, the government has been infiltrated and shaped by individuals appointed by the Rhodesia Special Branch to undermine the efforts of the genuine liberation soldiers.

The Power of the Marginalized.

The real power in Zimbabwe, it seems, lies with the poorest and most disorderly individuals who operate independently, without formal organization or announcement. A case in point is Emmerson Mnangagwa, who rose from obscurity, avoiding traditional forms of protest and demonstration, to achieve a position of significant influence. 

#### The Case of Emmerson Mnangagwa
Mnangagwa’s journey is illustrative of the unconventional paths to power in Zimbabwe. Despite being dismissed and even ridiculed by his own family, he was chosen by the Rhodesia Special Branch for his roughness and seeming insignificance. His involvement in controversial acts and subsequent exile eventually led him to significant positions of power, influencing key figures and events in Zimbabwe’s political history.

#### Understanding Power Transfer in Zimbabwe.

The transfer of power in Zimbabwe does not conform to the conventional patterns observed in democratic societies. It is not tied to election cycles or visible political movements. Instead, as demonstrated in the “State Power Now” programs initiated in March 2021, power can shift unexpectedly and rapidly, often influenced by external or seemingly insignificant actors.

#### Tendai Biti is one person who a few months ago possessed power to remove Mnangagwa in one day, but he got sucked into his petty angers.

A US Womens Rights Director in Oct broke silence to call out the disgruntled barrister and former Harare East MP, over his accusations that his colleagues in the CCC party crashed his political career earlier this year.

Writing on Twitter, the outspoken Comfort Dondo said Biti created his own mess from scratch at a time when he could have saved the entire nation from the ZANU PF engineered collapse.

She said Biti had more than capacity to get Emmerson Mnangagwa banned for life from SADC, AU, and UN meetings, and after helping salvage the dictator’s career, it is him (Biti) who’s now been blocked by his own ‘baby,’ ED.

She spoke of how Biti even sabotaged her own attempts at stopping the ongoing abductions happening in Zimbabwe, and the winning legislator, Allan Markham, who Biti has accused of rigging even tried to help him (Biti) execute the Messaiahnic-role back in Sept 2022.

You should have continued your lawsuit against the Zambian government, this time demanding an apology for the state’s role in assisting ED do a coup on Chamisa, in his [the] 2018 forced deportation.


13 months later, now in Sept 2022, I was part of a mission spearheading a facilitation for Biti to launch his case, in a an attempt to beat time and do everything before the 2023 elections.

I spent nearly 2 weeks blowing 7K in Zambia waiting for you to turn up but you dodged even returning phonecalls.

I sat down for 2 hours with
Biti’s Zambian lawyer, who confirmed to me that he (Biti) and colleagues can obtain a Zambia Court UN level verdict that can before end of 2022 get ED de-registered at UN, SADC, and AU institutions over the coup he did between 1st and 9th Aug 2018. This is so since there is clear broadcast evidence that ED overthrew an elected govt at its inception on 1st to 9th Aug 2018, and the crime happened in 2 cities, Harare and Lusaka *culminating in the deportation of Biti. A record of events in Zambia shows with pristine clarity that it was a crime against humanity and part and parcel of Mnangagwa’s coup. There is thus more evidence of an insurrection in 2018 than there is for the 2017 coup, which needs to be cured, or at least announced for what it was/is. Without this UN level announcement, it would be difficult to enter the 2023 polls with changes of winning anything.

Biti looked away from this amazing opportunity.

Fast forwards to March 2023, Biti was phoned multiple times being warned that a ZANU PF businessman he is at loggerheads with has ordered the Justice Ministry to ensure that he fails to contest the 2023 elections. The instructions were very clear, but Biti who could have discouraged that plan did not care to return phonecalls.

How he now seems to blame his CCC colleagues for his failure to contest is just baffling.

Biti could have gotten ED blocked from attending SADC meetings at the earliest opportunity and in 2022, the Senior Zambian diplomat and Mnangagwa childhood friend, Ambassador Vernon Mwaanga emphasises of this: ” A firm commitment to democracy and to the holding of free and fair elections both the African Union and sad C have got very specific provisions to the protocols demanding that all member States should hold free and credible elections, whose outcome should represent the will of the people ….. The will of the people not the will of the leaders but the will of the people, because the people are the centre of democracy, so it has to be understood that as we move forward as a country and as the continent, that we must respect the wishes of the people by not interfering with elections, and by not interfering with people who are actually going to take part in voting the leaders of their choice.

“This is extremely important, unless members of SADC and the AU adhere to these provisions of the OAU; the AU, and SADC are committed to which we are all committed as member states because we approved those provisions, and it’s important that we should not just approve, we should always make sure that the will of the people is respected. “

Ambassador Mwaanga said under normal circumstances, someone like Emmerson Mnangagwa, whose administration recently banned a film that exposes his 2018 coup, should not be allowed into SADC meetings.
I’m personally very disappointed in this kind of politicking at the expense of Zimbabweans.

Bread Price Goes UP

By Business Reporter- In the wake of recent tax reforms implemented by Finance Minister Mthuli Ncube, the cost of bread has once again spiked, surging by 20% within a month.

Previously at US$1.00, a loaf of bread now stands at US$1.20, marking an additional increase from the briefly reduced prices of US$1.10 to US$1.20 earlier this month.

Retailers cite fluctuations in the exchange rate as the driving force behind the increment, with major supermarkets in Harare reflecting prices ranging between $10,000 and $11,000.

Denford Mutashu, president of the Confederation of Zimbabwe Retailers (CZR), attributes the hike to supply-side dynamics influenced by official and unofficial exchange rate movements.

While some tuckshops are selling bread at the elevated price of US$1.20, traders in high-density suburbs are pricing it at US$1.10.

Grain Millers Association of Zimbabwe (GMAZ) Chairman Tafadzwa Musarara denies a hike in wheat prices, directing inquiries to the National Bakers’ Association of Zimbabwe (NBAZ).

Jah Prayzah’s Father Dies

Zimbabwean musician Jah Prayzah’s father, John Mukombe, has died.

The news was confirmed by Jah Prayzah’s management in a statement released on Sunday.

“It is with a heavy heart that we share the sad news of the passing of Sekuru John Mukombe, the beloved father of Jah Prayzah,” the statement read.

“He left us in the early hours of this morning.”

The cause of death has not been reported.

Popular music promoter Tinashe Mutarisi has also posted about Mr Mukombe’s death.

Tshabangu On Fresh Zanu PF Assignment, Targets 23 Chamisa Aides

 By- CCC rebel and the party’s self-imposed secretary general, Sengezo Tshabangu, has filed an urgent High Court application seeking to stop the participation of 23 candidates under the Citizens Coalition for Change (CCC) banner in the upcoming 03 February by-elections.

The 23 CCC candidates successfully filed their nomination papers at the Nomination Court on 18 December 2023.

This was despite the fact that a previous High Court order had barred fellow party members from contesting under the party name on the basis that they had ceased to be party members ahead of the 09 December 2023 by-elections.

In his application, through his legal representative, Nqobani Sithole of Ncube Attorneys, Tshabangu, who claims to be the CCC Interim Secretary General, cited the 23 members and the Zimbabwe Electoral Commission (ZEC) as respondents.

Tshabangu argued that the recalled candidates are no longer CCC members hence should not contest under the party name. Part of the application reads:

The application is made on the grounds that: On the 18th of December 2023, the Nomination Court sat consequent upon promulgation of the date for by-elections set down on the 3rd of February 2024.

First to twenty-third respondents submitted their nomination papers before the Nomination Court to be accepted as candidates in the by-election as “members” of a political party called Citizens Coalition for Change (CCC party.

This was despite the fact that in a prior and extant judgment, they had been found by this court to have ceased to be members of that party. The Nomination Court accepted the nomination papers.

The decision of the Nomination Court is unlawful in that it is contrary to an extant judgment of the High Court and was at any rate procured through an apparent act of defiance of that judgment.

The application seeks the court to set aside the Nomination Court’s decision to accept the 23 members’ nomination papers.

Unlike at the sitting of the nomination court for the 09 December by-elections, some recalled CCC members filed their papers as independent candidates for the 03 February by-elections to avoid being disqualified.

4000 Face Eviction

By-A looming crisis has struck Whitecliff, as 4,000 residents, predominantly civil servants who settled illegally in 2006, face imminent eviction due to the government’s failure to fulfill a promised US$44 million payment to the property owner.

The 1,065.7-hectare farm, owned by Edward Nyanyiwa Pfugari (Junior), was compulsorily acquired by the government in 2006 and subsequently distributed among civil servants.

However, after legal battles, Pfugari reclaimed ownership and obtained an eviction order for the illegal settlers.

Despite government assurances that the land belonged to them, recent revelations confirm residents’ vulnerability.

Pfugari, weary of unmet promises, has declared eviction plans by April 2024, stating that the government’s failure to pay the agreed settlement of US$44 million leaves him no choice.

While some residents are forming the Whitecliff South Residents Association in an attempt to negotiate and pay for their stands, political manipulation and false promises persist.

Zanu PF councillor Ephraim Tendaupenyu Gonzo is accused of selling Pfugari land to supporters, creating further uncertainty.

Zvimba East CCC MP Oliver Mutasa encourages residents to regularize their stands with Pfugari, emphasizing that negotiation or eviction are the only viable options.

Low tariffs drive record high data usage, analysts say

By A Correspondent| Despite the ongoing debate about data costs and data pricing in the country, the statistics show that Zimbabwe’s mobile data usage soared to unprecedented levels in the third quarter of 2023, surging to 44.67 petabytes – a 6.2% jump from the prior quarter, according to a report by the telecommunications industry regulator.

The remarkable growth in customer usage of data is attributed to low tariffs, driven by rising inflation, giving access to mobile data and internet use to a broader market.

The Postal and Telecommunications Regulatory Authority (Potraz) revealed that mobile voice traffic also experienced a significant uptick, growing by a massive 30%, to record 3.29 billion minutes in the third quarter, up from 2.53 billion minutes in the second quarter of 2023. Potraz attributed the increase to eroded voice tariffs that hovered around USD 0.01 (One USD cent) for on-net calls throughout the quarter.

However, the surge in both mobile data and mobile voice usage has ignited concerns about the sustainability of the current pricing models, and their potential impact on sustained long-term investment in the ICT sector.

Francis Mukora, an industry analyst, acknowledged that very low mobile data had fuelled increased usage, especially for basic browsing and social media.

“While low tariffs contribute to a digital-savvy population and increased data consumption, they may hinder the industry’s ability to invest in the necessary infrastructure to meet growing demands,” said Mukora.

Investment expert and Global Renaissance Investment CEO Ngoni Dzirutwe concurred, stating that the current data pricing structure does not accurately reflect the true cost of maintaining network infrastructure.

“The current data pricing structure, which is pegged in local currency, doesn’t always reflect the true cost of providing and maintaining the network infrastructure. At these rates, it becomes challenging to keep pace with the ever-growing demand for data, which can ultimately lead to network congestion and poor user experience.”

Dzirutwe stressed that the impact of low tariffs extended beyond network quality, hindering investments in network upgrades and new, cutting-edge technologies such as 5G, which are crucial for future economic development and digital transformation.

Potraz, acknowledging the low tariffs, implemented a tariff increase in October last year, aimed at improving revenue-to-cost ratios (RCRs) for operators. The regulator hopes the move will stimulate improved investment in the sector, leading to enhanced service delivery through improved coverage and quality of service.

However, Potraz warned that the sector still faced inadequate foreign currency resources required to upgrade, expand and maintain reasonable service quality by the telecommunications operators.

“Low disposable incomes in the country remain a major constraint on service affordability and uptake by postal and telecommunication users. The sector is heavily affected by power outages, which increase the cost-of-service provision. These are operational realities that inhibit sector growth,” read part of the Potraz report.

Economic analyst Victor Bhoroma urged the regulator, mobile network operators, and consumers to work together to find a pricing model that promotes both data usage and sustainable investment in the sector.

“Despite the increase in data prices, the number of Zimbabweans that use the internet, and the time spent on the internet, have increased tremendously since COVID days. The internet is now a basic need that many cannot do without,” he said.

Equities analyst Rufaro Hozheri said the country should adopt cost-reflective USD-based tariffs to encourage investment in the sector.

“Because technology is fast evolving, investing in research and development and having capital expenditure are of the essence.

Typically, telecom companies would want to dedicate a portion of every US$1 generated, for instance, 30%, towards capex to remain efficient and in touch with (current) trends. Failure to do so, telcos run the risk of becoming irrelevant.”

Tshabangu Threatens Upcoming By-elections

It was a somber day in Masvingo as the Citizens Coalition for Change [CCC] mourned the loss of their esteemed member, Mr. Henry Damba. The news of his passing spread like wildfire, casting a pall of sadness over the entire community.

Today, the 13th of January 2024, the people of Masvingo and CCC family woke up to the heartbreaking announcement that their beloved brother had passed away early that morning at Dr. Madhombiro Surgery in Masvingo town.

Mr. Evans Chamisa, a prominent member of the CCC, confirmed the devastating news, saying, “Indeed, I can confirm that our beloved brother Henry Damba died today at Dr. Madhombiro in Masvingo town early this morning.”

The loss of Mr. Damba was felt deeply by his comrades and friends, leaving them in a state of shock and mourning.

Henry Damba, a veteran politician, had been residing in Runyararo West, ward 2, Masvingo West. He hailed from Mandamabwe, Chivi, and had been an integral part of the political landscape for many years.

Mr. Oliver Chirume, a close friend and former Gutu Central Member of Parliament, expressed his grief, stating, “Champion Henry Damba was sick for some time, and we are devastated about the news of his death. Rest in peace, my great friend.”

Mr. Damba had been among the first youth to join the MDC (Movement for Democratic Change), led by the late President Richard Morgan Tsvangirai. He played a vital role in the MDC’s youth leadership, serving under the able guidance of youth chair Nelson Chamisa. Throughout his political career, Mr. Damba rose through the ranks and held various leadership positions in Masvingo Province.

One of his significant contributions was spreading the gospel of MDC opposition politics in Chivi, alongside prominent figures like Mr. Chiondengwa, National organizer Amos Chibaya and Mr. Penememe.

In Masvingo West, he worked closely with CCC parliamentary candidate Mr. Pedzisai Gasva [Chifamba], former member of parliament Mr. Tichaona Mharadza, former Mayor Shantel Chiwara, and former Gutu Central Member of Parliament Mr. Oliver Chirume.

Mr Damba was a dedicated member of the CCC since its inception, working tirelessly to secure victories for the party in the harmonized elections in Masvingo West ward 2 and Chivi constituencies.

Mr. Damba’s commitment to the cause was evident as he attended all CCC rallies addressed by President Chamisa across Masvingo province. His unwavering support and hard work were greatly appreciated by his fellow party members.

Moses Mavhaire, a renowned lawyer and CCC Masvingo Central parliament candidate in 2023, reminisced about Mr. Damba’s dedication, saying, “Mr. Damba was a committed member of CCC led by President Chamisa. I remember he attended our President Chamisa’s campaign rally in Masvingo Central all the way from Chivi.”

In addition to his political involvement, Henry Damba was known for his fearlessness and outspoken nature. He was considered one of the chief political strategists in Masvingo Province, possessing a sharp mind and a keen understanding of the political landscape.

He was nicknamed Wiseman, for being political analyst.

Outside of politics, Mr. Damba was involved in property business ventures with his friend and former Gutu Central Member of Parliament, Mr. Oliver Chirume. Their partnership was a testament to their mutual trust and shared aspirations.

As the news of Henry Damba’s passing spread, the community was left in mourning. Burial arrangements were yet to be communicated, but the people held onto the memories of their beloved brother, friend, and political leader.

Zimbabwean Retailer Sued for $30,000 After False Arrest of Customer

By A Correspondent| A Victoria Falls resident, Farai Chakawa, is suing TM Pick n Pay Zimbabwe for US$30,000 in damages over his unlawful arrest and malicious prosecution at their Joina City store in Harare.

In April 2023, while visiting the capital, Chakawa attempted to purchase goods at the store but was arbitrarily denied entry by an employee, Stanford Nyamukoroso.

After a brief disagreement, Chakawa was allowed to shop and bought a soft drink and whiskey.

As he left the counter, Nyamukoroso grabbed him, handcuffed him, and declared he would be detained for disobeying his arbitrary “no entry” rule.

Chakawa was taken to Harare Central Police Station, charged with disorderly conduct, and held for two days before being taken to court.

In May 2023, Chakawa was acquitted of all charges.

He then sought legal representation from Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights.

On January 10, 2024, Chinopfukutwa filed a lawsuit against TM Pick n Pay Zimbabwe, Nyamukoroso, and government officials seeking damages for:

  • Malicious prosecution: US$10,000 for instigating unfounded criminal charges
  • Unlawful arrest and detention: US$10,000 for false imprisonment and deprivation of liberty

Mnangagwa Gazettes New Mjolo Law

By Crime Reporter- President Emmerson Mnangagwa has invoked the Presidential Powers Act to amend the Criminal Law (Codification and Reform) Act to criminalise engaging in sexual activities with girls below 18, including trafficking them for sex work abroad.

Those guilty can now face up to 10 years in prison.

The revised regulations, outlined in the Presidential Powers (Temporary Measures) (Criminal Laws (Protection of Children and Young Persons)) Regulations, 2024 (Statutory Instrument 2 of 2024), specifically raise the age threshold for valid sexual consent from 16 to 18 years.
This legislative action addresses a gap in the law, as the Criminal Law (Codification and Reform) Act, prior to its amendment, defined a young person as one below 16, leaving those between 16 and 18 potentially exposed to sexual exploitation.
The constitutional definition of children as those below 18 prompted the Cabinet’s approval of principles to the Criminal Law (Codification and Reform) Amendment Bill in November of last year. The bill aims to criminalise sexual activity with a child below the age of 18, aligning with the government’s efforts to harmonise laws related to the age of sexual consent.

Armed Robbers Wreak Havoc, Rob Police Roadblock

By Crime Reporter- Armed robbers have wreaked havoc in Masvingo by shooting and killing people and robbing police, manning a roadblock.

According to the state media, four armed robbers this week killed a person at a business centre in Masvingo after they had initially robbed police officers manning a traffic checkpoint near Muchakata Business Centre.

At the roadblock, they left some of the officers naked after taking away their uniforms at gunpoint.

Two of the unidentified suspects, who were armed with a yet unknown number of pistols, had allegedly first hired a Honda Fit taxi at a top supermarket in Masvingo City centre under the guise they wanted to travel to Nemanwa Growth Point to seek the services of a prophetic healer. Along the way near Sikato Primary School, two suspects told the taxi driver to stop and collect their two other colleagues.

However, after the taxi driver had stopped near Sikato they robbed him of his vehicle at gunpoint and drove towards Muchakata Business Centre where they encountered a police roadblock along the Muchakata-Nemanwa road.

National police spokesperson Assistant Commissioner Paul Nyathi said the gang of four fired shots at the traffic police officers before ordering them to lie on the ground.

”The suspects robbed the police officers at the roadblock of their belongings including uniforms leaving some of them without clothes before they sped off,” said Asst Comm Nyathi.

”The suspects continued on the warpath and robbed another unknown person of his Toyota Fun Cargo vehicle which they took after dumping the Honda Fit. They arrived at a yet-to-be-disclosed business centre in Masvingo where they tried to rob people of various belongings before they fatally shot one person who tried to resist. They pumped three bullets in the person’s body but details on the victim’s identity and exact place of occurrence are still sketchy,” he said.

Assistant Commissioner Nyathi assured members of the public that police were hunting down the suspects and they would be soon nabbed to account for their actions.

Viral Photos Spark Police Betting Ban in Zimbabwe

The incident prompted the Zimbabwe Republic Police (ZRP) to issue a new directive prohibiting police officers from engaging in sports betting.

The photos, apparently taken by fellow patrons, were widely circulated on social media platforms, raising questions about police conduct and professionalism.

In response to the public outcry, the ZRP, through a “radio signal” sent to all stations on January 6th, announced a strict ban on sports betting for all officers.

The directive, issued by the Commissioner of Police Operations (COMPOL OPS), instructed commanders to “arrest, detain and advise” any officers found participating in such activities.

While the specific charges for violating the ban haven’t been clarified, the Police Act outlines that officers engaging in “acting in an unbecoming manner… reasonably likely to bring discredit to the police force” can face disciplinary action.

Justice on Hold: A Botched Case Exposes Cracks in Zimbabwe’s Legal System

By A Correspondent| In a dimly lit courtroom in Shamva, Zimbabwe, Justice Munamato Mutevedzi slammed his gavel, his voice heavy with disappointment.

The case before him, a seemingly straightforward murder trial, had unraveled into a stark illustration of the deep-seated flaws within the country’s legal system.

The accused, Tinotenda Mangenja, stood accused of killing Nomater Zveushe, his fellow imbiber, in a drunken brawl over a missing pint of beer.

Yet, the path to justice seemed hopelessly obstructed by a shocking lack of professionalism from the very institution meant to uphold it: the National Prosecuting Authority (NPA).

Judge Mutevedzi’s ire was directed towards the prosecutor, whose negligence had cast a long shadow over the proceedings.

With nearly 20 witnesses present at the scene of the crime, the prosecutor had managed to record statements from only one, and that too, a police officer who offered little more than his name.

The judge’s words crackled with disbelief: “Out of that multitude, the prosecutor, in her wisdom, chose to rely on only three witnesses, one of whom is a police officer who came to court to say nothing other than telling us his name.”

This glaring omission wasn’t an isolated incident. Judge Mutevedzi’s frustration resonated with a broader concern: a worrying trend of prosecutorial apathy and incompetence plaguing the NPA.

He pointed out, “At times I stop to wonder if some prosecutors appreciate the enormity of their responsibilities in assisting the courts in the determination of the guilt or innocence of people accused of crimes.”

The judge’s closing remarks echoed a plea for reform. He urged the newly appointed Prosecutor-General, Loice Matanda-Moyo, to tackle this issue head-on.

“It must however be elementary that a prosecutor must not swallow hook, line and sinker that which the police bring to him/her,” he emphasized.

“Instead, it is the duty of the prosecutor to guide the police in the gathering of evidence necessary to successfully prosecute the case.”

Resident Complaint Spurs Mutare City Council To Action

By A Correspondent| Authorities at Mutare City Council (MCC) have procured and taken delivery of some fire tenders to enhance the local authority’s emergency response capabilities following a complaint filed against it by an aggrieved resident over poor service delivery.

In August 2023, Ephraim Matanda, a resident of Mutare, engaged the services of Peggy Tavagadza and Tatenda Sigauke of Zimbabwe Lawyers for Human Rights, who wrote a letter of complaint to the Town Clerk at MCC, raising concern and protesting about the local authority’s capacity to provide fire-fighting services through its fire-brigade department.

Tavagadza and Sigauke stated that Matanda was miffed by the lack of capacity and the laxness of MCC to provide service to residents and ratepayers, who need the local authority’s critical services.

The human rights lawyers cited various incidents of fire outbreaks in the eastern border city, which had resulted in catastrophic loss of life and damage to the property of residents.

The incidents, Tavagadza and Sigauke charged, had left Matanda in distress hence he wanted MCC to provide him with information regarding the measures which the local authority was taking and implementing to improve and ensure efficient service delivery in mitigating the dangers and risks of fire outbreaks and accidents.

In response to Matanda’s letter, officials at MCC’s Fire Department recently invited Matanda and his lawyers, Tavagadza and Sigauke, to visit their workshop, where they were advised about the acquisition of new fire-fighting equipment and taken through a familiarisation tour of the fire tenders, which should bolster the local authority to effectively respond to fire outbreaks and rescue people in Mutare.

The MCC officials revealed that they had decentralised the provision of fire and emergency services by deploying one truck at the local authority’s sub stations to service Dangamvura high-density suburb and dedicated another one for Chikanga high-density suburb to improve efficiency in its response time to fire and emergency related services.

BBC Whistleblower’s Daughter Dies After Threats From Uebert Angel

By Staff Correspondent | ZimEye | The daughter of a BBC whitleblower featured on the just released documentary exposing the late Nigerian preacher TB Joshua, has died in a suspicious death after receiving threats of violence announced by a Zimbabwean preacher.

Sihle (surname withheld) is one of the whistleblowers in the BBC documentary.

Her 10 year old daughter’s death comes on the same day the violence threatening Prophet Uebert Angel’s aide prophet Jay Israel announced he would retaliate on Sihle over her BBC report and Israel’s boss, Angel also pronounced a statement saying that he and the late Nigerian preacher are under attack so people need to be warned of what is coming.

It was on Wednesday when Jay Israel wrote publicly and also uttered during interviews with the ZimEye news network that he would retaliate against the whistleblower. He was at the time trying to discredit the BBC documentary by accusing her of over her late husband’s life, and he had abruptly ended the phonecall after being grilled over similar accusations he once made against his own late girlfriend last year.

Sihle’s daughter later woke up at around 2 am the next day day  complaining that she could not see and suffering from a seizure. She said: “mom I can’t see!” while suffering a seizure, her friend told ZimEye, adding that she died on the same day. She had never had a seizure in her life before, ZimEye was told.

The death circumstances are reminiscent of the sudden death of the late Malawian President Bingu Mutharika. Mutharika died soon after Joshua’s threatening prophetic proclamations. Mutharika was swiftly replaced by TB Joshua’s own loyale, Joyce Banda.

The circumstances are also similar to the tragic death of a Tanzanian who criticised Angel’s subordinate, Shepherd Bushiri. The Tanzanian was a vicious critic of the preacher and Bushiri is on video boasting over the death which was from alleged poisoning.

Uebert Angel and Jay Israel

Both Bushiri and Angel are on video threatening repercussions on critics, which announcing that they ‘occupy ranks in the spirit.’

After DSTV Multichoice announced they are disconnecting TB Joshua’s programs, Uebert Angel’s church business is now facing similar repercussions as those on his late colleague, Joshua.

Soon after her Kwanele Foundation had announced the death on Thursday, Sihle was slapped with new accusations by Jay Israel over her own daughter’s life, which are similar allegations as those he attempted the previous day over her husband who died 23 years ago.

Jay Israel refers to the GoldMafia implicated Uebert Angel as his spiritual father who operates a Theology that publicly instructs believers to execute violence on critics of prophets and for years orders followers to go and knock on the doors of critics armed with knives and unleash violence on them. Uebert Angel promises to release them from prison if they get caught.

“Do you think I’ll let you rot in jail if you’re jailed for me?

“No, I won’t!,” he says.

Sihle has been targeted for harrassment because she made one one of the most damning disclosures that reveal how she was in 2014 instructed by the late TB Joshua to go and issue cash payments to mourning families of building collapse.

Joshua was allegedly covering up his culpability over the killing of a preliminary 116 predominant South Africans and Zimbabweans who died when the preacher’s illegal building collapsed.

The whistleblowers speak one after the other beginning with Sihle stating:

I was in South Africa, that’s when Daddy called and the instruction was I needed to assist in going around to these families in South Africa, whose children husbands or wives had died at the building to go and give money bags of money. It was scripted— your relatives that have passed on they are more privileged than you because they have died in the house of the Lord. We would give the families cash. There were no transfers. We would give Cash. Will it tell them they mustn’t speak to Media, they mustn’t give reports of anything. Basically, we were silencing them.

When they came, we asked, I started searching for information; you start asking questions what are you hiding?

The families were lied to; the aeroplane story is just a pure lie. I can tell you the honest truth, on the 12th of September, somebody walked into the maintenance department, went to that guesthouse as he was there he realised that the building was unstable, it was shaking. By 12pm to 1 pm, the building collapsed they told us then that don’t say what you know, so he knew that there was something wrong with the building, but they were managing it.

The building collapse, is a good example of everyday life under TB Joshua, it’s just a series of coverups, it’s just that this one was so big, it was almost impossible for him to make it go away.

TB Joshua blocked the site immediately. He was trying to hide how brutal it was. Even the emergency unit, he never allowed them to go in at first.
So, because of that there were critical cases where people were trapped.

I even witnessed one of the guys that came he was trapped in the rubble there. As he was holding his leg, a church worker like me, told the Guy that the only option is they’re going to cut off his leg they have to bring this chainsaw, faaaaa!, chop off the leg. Issues like that was not handled without TB Joshua’s awareness.

He is the one that gave that instruction.

The next thing we hear is Emmanuel Emmanuel go and take your camera. The man of God needs to see what is happening here. The man of God wanted me to film, he prioritised filming over rescuing people.

The created a small hole, then they put in this halogen light. When I entered that hole, my God. Horrific scene. You could hear people help me help me and their voices are fading. You don’t know what they’re going through, but you are assuming that these people are dying off.

1/ Many are wondering about the whereabouts of the ZUPCO buses that were reportedly purchased and commissioned by Mr. Mnangagwa since 2019. Meanwhile, a new tender has been released, inviting local and international bidders to supply 550 buses and yet the whereabouts of those that were reportedly bought are unknown.

2/Since 2019, Mr. Mnangagwa has allegedly been commissioning ZUPCO buses every year, with over 600 buses reportedly commissioned to this day, but to this day, their location and status remain unknown. Private players had to step in to alleviate transportation challenges.

3/ For those unaware, ZUPCO is now part of the country’s sovereign wealth fund called MUTAPA investment fund. This dubious entity was created by Mr. Mnangagwa as a means to embezzle state funds.

4/ Following the introduction of this questionable scheme, Mr. Mnangagwa removed the Fund from the provisions of the country’s Public Procurement and Disposal of Public Assets Act, thus eliminating the need for transparency in transactions. This makes the scheme unaccountable to anyone.

5/ ZUPCO has been integral to Mnangagwa’s looting machinery since he assumed power in 2017. Taking advantage of COVID-19, Mnangagwa reintroduced ZUPCO and issued a presidential decree restricting operations to only ZUPCO and private operators franchised by ZUPCO.

6/ This led to a scandal involving Landela Investments, a company owned by controversial businessman Kudakwashe Tagwireyi. Through this company, 125 buses were purchased and resold to the government, generating a profit of US$154,000 per bus.

7/ Landela, having paid only 20% of the original bus value, signed the contract documents with Finance Minister Mthuli Ncube and his Permanent Secretary George Guvamatanga. Some reports suggest that as many as 600 buses were involved in this transaction.

8/ Investigations by @sentryorg revealed that Landela is also linked to Tagwireyi’s holding company, SOTIC, which is established in Mauritius. Since 2017, Tagwireyi has used Landela to extract t-bills for US dollars, a process that contributed to the devaluation of the RTGS, as highlighted in the @IMF’s September 2019 report.

Estate Battle Unveils, Late Perence Shiri Family Feud

Stephanie contested the authenticity of letters presented by Zulu’s defense, allegedly written by her father, asserting Zulu’s lineage. Nimrod Chikara, a witness, distanced himself from the family drama, stating that some of Shiri’s supposed children emerged before and after his death, with only three undergoing DNA tests, yielding one positive result.

Chikara urged the court to order DNA tests for all claiming to be Shiri’s children.

He emphasized that Shiri’s family was not involved in the feud, asserting the children were acting independently.

The court adjourned the matter to January 29.

Court documents reveal that after Shiri’s death in July 2020, Zulu allegedly accessed ZWL$7.6 million in proceeds from maize and wheat sales on the deceased’s farm.

The complainant reported the alleged embezzlement to the police in October 2023, with no recovery of the stolen amount.

In a separate charge, the prosecution claims that Zulu forged documents to acquire ownership of a portion of Hopedale Farm designated for the deceased.

The Ministry of Agriculture unknowingly registered the land in Zulu’s name, causing potential prejudice to the complainant, who sought to register the deceased’s estate.

What happened to the ZUPCO buses that were reported to have been purchased and commissioned by Mr. Mnangagwa since 2019? #Wakabvuta

1/ Many are wondering about the whereabouts of the ZUPCO buses that were reportedly purchased and commissioned by Mr. Mnangagwa since 2019. Meanwhile, a new tender has been released, inviting local and international bidders to supply 550 buses and yet the whereabouts of those that were reportedly bought are unknown.

2/Since 2019, Mr. Mnangagwa has allegedly been commissioning ZUPCO buses every year, with over 600 buses reportedly commissioned to this day, but to this day, their location and status remain unknown. Private players had to step in to alleviate transportation challenges.

3/ For those unaware, ZUPCO is now part of the country’s sovereign wealth fund called MUTAPA investment fund. This dubious entity was created by Mr. Mnangagwa as a means to embezzle state funds.

4/ Following the introduction of this questionable scheme, Mr. Mnangagwa removed the Fund from the provisions of the country’s Public Procurement and Disposal of Public Assets Act, thus eliminating the need for transparency in transactions. This makes the scheme unaccountable to anyone.

5/ ZUPCO has been integral to Mnangagwa’s looting machinery since he assumed power in 2017. Taking advantage of COVID-19, Mnangagwa reintroduced ZUPCO and issued a presidential decree restricting operations to only ZUPCO and private operators franchised by ZUPCO.

6/ This led to a scandal involving Landela Investments, a company owned by controversial businessman Kudakwashe Tagwireyi. Through this company, 125 buses were purchased and resold to the government, generating a profit of US$154,000 per bus.

7/ Landela, having paid only 20% of the original bus value, signed the contract documents with Finance Minister Mthuli Ncube and his Permanent Secretary George Guvamatanga. Some reports suggest that as many as 600 buses were involved in this transaction.

8/ Investigations by @sentryorg revealed that Landela is also linked to Tagwireyi’s holding company, SOTIC, which is established in Mauritius. Since 2017, Tagwireyi has used Landela to extract t-bills for US dollars, a process that contributed to the devaluation of the RTGS, as highlighted in the @IMF’s September 2019 report.

9/ To date, the new buses that were showcased on ZBC have yet to be seen in operation on the streets of Zimbabwe. #Wakabvuta

10/ The management of ZUPCO services is also a concern. Currently, ZUPCO operates 818 privately-owned franchised kombis and 1121 franchised buses. These privately-owned buses and kombis under ZUPCO’s operation are paid without necessarily providing the services they are paid for.

11/ In 2022, the Zanu PF government spent US$2.5 million monthly on ZUPCO services. The burden of ZUPCO has extended to other government services owed money by ZUPCO, such as NSSA and NRZ.

12/ As Zimbabweans continue to suffer from the ZUPCO crisis and mismanagement of public transport, it is important to note that while some individuals have profited from ZUPCO transactions, ordinary commuters are subsidizing the government by paying for a substandard, unreliable, and sometimes dangerous service.

13/ There is an urgent need to revamp the public transport strategy. The Citizens’ Government is committed to developing a fast, environmentally-friendly urban commuter network.

14/ For now, citizens should not be deceived by Harare’s regime contracts that do not serve their needs. An audit of previous purchases is necessary to determine the whereabouts and usage of the buses. #Wakabvuta
