Mangudya Shoots Down ZESA Proposal To Charge Electricity Tariffs In USD

The Reserve Bank of Zimbabwe (RBZ) has shot down a proposal by ZESA Holdings for businesses to wholly pay electricity tariff in United States dollar following the government’s policy to align tariff payment with the foreign retention threshold.

ZESA believes a 100% US$ payment tariff would ensure the country enjoys a steady supply of electricity.

But RBZ governor John Mangudya told Business Times there is a need to balance what businesses get and what they have to pay for electricity.

“ZESA proposed a 100% payment in US$ but industry can only pay in US$ to the extent of their US$ retention for example the exporters can only pay 75% in US$ and the rest in local currency while those US$ domestic sales can pay 85% in US$ and the balance in RTGS.

“That’s the policy and we are sticking to that stance,” Mangudya said.

ZESA, which charges an average of US$0.1221 per kilowatt hour, or Zimbabwe dollar equivalent, generates less than 500 megawatts (MW) a day against a national demand of 2 500MW.

To cover for the shortfall, ZESA imports electricity from regional power utilities and has imposed a crippling unscheduled load shedding lasting more than 12 hours daily.

The rolling power cuts have forced companies to use backup diesel generators, which are expensive to run.

ZESA has, however, argued that getting 100% forex from commercial consumers would ensure that consumers get uninterrupted electricity supply as it will be able to import electricity and also import critical parts to maintain its electricity distribution network.

ZESA is battling low electricity generation from its power stations in Kariba, Hwange, Bulawayo, Harare and Munyati.

While low water levels at Kariba Dam has resulted in Kariba South Hydroelectric Power Station generating less than 400MW from a possible 1 050MW, thermal power stations in Hwange, Bulawayo, Munyati and Harare have outlived their lifespan.

The obsolete equipment at the thermal power stations has resulted in low power generation.

Zimbabwe Electricity Transmission and Distribution Company acting MD Howard Choga said a cost-reflective tariff remained key in the efficient distribution of electricity.

Female Rapists On The Prowl Again

Police in Marondera, Mashonaland East province, have launched a manhunt for three female suspects who allegedly took turns to‘rape’ a man at gunpoint near Chihota.

The suspects, allegedly driving a blue Honda Fit, also robbed the complainant (name withheld) of his money and belongings.

Provincial police spokesperson Inspector Simon Chazovachi confirmed the incident.

“We are appealing to anyone with information that may lead to the arrest of the suspects to assist us. We also urge the public to consider using public transport to avoid such incidences,” Chazovachi said.

According to police, on February 22, the complainant boarded the vehicle at Mbudzi traffic circle on Harare on his way to Beatrice.

The vehicle had three female occupants including the driver. Two females occupied the back seat.

Upon arriving at Harare South turn-off, one of the suspects told the complainant that they wanted to pick someone near the Harare South Golf Course.

They stopped the vehicle in the bushes and sexually abused the complainant.

After the act, they dumped him by the roadside and sped off towards Chihota.

They also took his belongings and US$60.

Harare, Byo Offices To Close On Saturdays

By A Correspondent- The Civil Registry Department has announced that Bulawayo and Harare passport offices will no longer be operating on Saturdays.

In a statement, the Civil Registry Department, said from Monday 27 February, passport offices will be operating from 7.45 am to 4.45 pm from Mondays to Fridays. Reads the statement:

Extra hours will be implemented whenever it is necessary. The Civil Registry Department would also like to remind members of the public that the e-passports can be accessed at the Harare passport office, Bulawayo Provincial registry, Chinhoyi Provincial, Gweru provincial registry, Lupane provincial registry, Marondera provincial registry office, Murewa district registry, Beitbridge district registry, Chitungwiza district registry, Hwange district registry, Zvishavane district registry.

The department said an e-passport which can be issued within seven working days costs US$120.

Emergency e-passports that are issued within 48 hours can be accessed at US$220.

Zanu PF Minister Hires Thugs, Beats Up Fellow Party Stalwarts

By A Correspondent- Mines deputy minister and Sanyati legislator Polite Kambamura allegedly hired a militia to violently disrupt a Zanu PF cell inter-district meeting at Nyimo business centre in his constituency yesterday.

The case was reported to the police under RRB5413524.

Several party officials who spoke to NewsDay alleged that hired youth militia was under instruction to beat up Zanu PF district chairpersons from Arda, Rusvingo and Nyaunde, perceived as blocking Kambamura’s re-election bid.

Zanu PF Arda district chair Sylvester Mhirizhonga, who was one of the victims, said they reported the case to the police.

“I am in pain as we speak,” he said. Zanu PF Rusvingo district chair Joseph Takasungwa said Kambamura came with a truckload of thugs to cause violence.

“The Member of Parliament came with a hired crowd which beat up people, including myself,” he said.

Nyaunde district chair Kudakwashe Gwatinyanya said he needed medical attention after he allegedly lost a tooth during the scuffle.

Zanu PF Mashonaland West provincial member Tawanda Tachiona confirmed that Kambamura had sent people to beat up party leaders in Sanyati.

“We witnessed district party leaders being beaten up. We are taking those injured to Sanyati Hospital,” he said.

I do not know what you are talking about. Yes, I am in Sanyati, but never witnessed that,” Kambamura said.

The Sanyati legislator is not new to intra-party violence.

He has of late been accused of unleashing hired thugs on his rivals within the ruling party to ensure he is not challenged in the primary elections.

Madzibaba Makururu Joins Call To End Drug Abuse Among Youths

LEADER of Johanne the 5th of Africa Church Archbishop Andby Makururu has commended President Emmerson Mnangagwa’s call for stern measures to eradicate drug and substance abuse among the youths.

The Mutare-based cleric was speaking following the Robert Mugabe National Youth Day held on Tuesday where President Mnangagwa warned drug peddlers and users that their time was nigh.

In a statement, Madzibaba Andyby Makururu said as a church with a strong belief in Pan Africanism, it thinks drug abuse is a remnant of colonialism.”We won the war against imperialism easily but this war against drug abuse is a difficult one as it is self-inflicted.

“These exposure to drugs is Western-funded and as church we maintain that cleanliness is nearer to Godliness. Our young people should always have a clean mind,” said Madzibaba Makururu.

He went on to urge the youths to embrace the National Youth Day to remain focused in protecting the country’s sovereignty.

“Like what President Mnangagwa says ‘nyika inovakwa nevene vayo’, the youths should reflect on the Robert Mugabe National Youth Day to remain focused to be able to steer the country’s development,” he added.

His church has a philanthropy arm, Ruvheneko Rwenyenyedzi which he says is contemplating will built affordable drug rehabilitation centres.

Bogus Cop Strips Woman Naked, Robs Her

A short cut is often a wrong cut.

This was at play when a woman was allegedly stripped naked and robbed of her clothes and a cellphone by an unidentified man she met while walking along a footpath.

This was after the man had identified himself to the woman as a police officer.

The woman is aged 18.

According to a source, the woman was walking along a footpath in Tshabalala suburb. When she was a few metres from a beerhall in the suburb, an unidentified man emerged and introduced himself as a police officer.

“He handcuffed her before stripping her naked and took her clothes and a cellphone. He then lit a cigarette and smoked. While he was smoking the woman exploited the opportunity and ran away towards Mambo Beer Garden,” said the source.

While she was running in her birthday suit, she met a Good Samaritan who took her in his car to a police station.

“A man identified as Freeman Chahweta, who was driving a silver Honda Fit took her to Tshabalala Police Station where she reported the incident,” said a source.

Female police officers offered the victim a sarong to wrap herself before they accompanied her to her home.

Bulawayo police spokesperson Inspector Abednico Ncube confirmed the incident and warned members of the community against walking along footpaths.

“We would like to discourage members of the public from walking along footpaths as they are a haven for criminals and they would be putting their lives at risk,” he warned- state media

Manhunt For Lovers Who Killed Another Lover

By A Correspondent- Police in Gweru, Midlands province have launched a manhunt for a woman and her unidentified l0ver who are on the run after allegedly killing the woman’s other suspected lover.

According to Midlands police spokesperson Inspector Emmanuel Mahoko the murder incident happened on 24 December last year at the Chiedza’s house in Shurugwi.

Sources close to the case said Chiedza’s unidentified l0ver and her other boyfriend Robson Ngoni (32) allegedly met at her place and a fight broke out.

“The two l0ve rivals fought and at the height of the fight Chiedza’s l0ver stabbed Ngoni in the neck resulting in him falling to the ground bleeding and he died instantly. The attacker fled and is yet to be arrested,” said the source.

Inspector Mahoko said since December last year investigations have been underway to arrest Chiedza and her l0ver.

We are appealing for information that may lead to the whereabouts of Chiedza and her l0ver.

10yr Jail Term For Man Who Indecently Assaulted Boy

By A Correspondent- An 18-year-old vendor from Beitbridge has been sentenced to 10 years in prison after being convicted for indecently assaulting a 13-year-old boy.

Miracle Bengure, who betrayed the trust of a man who had offered him accommodation, has been jailed for 10 years after being convicted for aggravated indecent assault on the Good Samaritan’s 13-year-old son.

Bengure pleaded guilty to the crime he committed on the 15th of this month when he appeared in court before he was slapped with a ten-year jail sentence.

Three years were however suspended on the condition that he does not commit a similar offence within the next five years.

It is the State’s case that Bengure was last week offered accommodation by a Good Samaritan, whose name cannot be disclosed to protect the child’s identity, but betrayed his trust by indecently assaulting his 13-year-old son who was fast asleep.

Bengure was arrested the following day after the matter was reported to the police.- ZBC News

Man Hangs Self In The CBD

 By A Correspondent- A man believed to be in his early 20s was found hanging from a tree in Kwekwe Central Business District in a suspected case of suicide.

The man, only identified as Junior and believed to be a street vendor, was found hanging from a mango tree in a car parking lot of Beverly Building.

Midlands Police Spokesperson, Inspector Emmanuel Mahoko confirmed the incident saying investigations were ongoing.

“We confirm a case of suspected suicide by hanging which occurred on 22 February 2023 at about 2 AM behind Bata Shoe Company in Kwekwe. The body was discovered hanging from a tree by a passerby,” he said.

He appealed to members of the public to help identify the body as he did not have any particulars on him.

The now deceased has only been identified as Junior and no further particulars are known. ZRP Kwekwe is handling the case and may anyone with information that can help please come forward,” said Inspector Mahoko.

Mnangagwa Apologist Dies After Being Hit By Car

A ZANU-PF returnee Siyani Sibanda who was recently welcomed back to the revolutionary party and died on Saturday after being hit by a vehicle at Cross Dete, has been awarded a State assisted burial.

Sibanda had just disembarked from a car on his way from a party event where a programme for returnees was launched in Cross Dete when the accident occurred.

His lifeless body was found on the side of the road.

Police confirmed his death labeling it as a hit and run incident.

In a statement, Zanu-PF National Political Commissar Cde Mike Bimha said Sibanda “Has been granted state assisted funeral and will be buried at his homestead in Cross Dete on Wednesday 15 February 2023 hence headquarters members should depart early Tuesday.”

Sibanda was buried this morning in Cross Dete.

The party’s Matabeleland North provincial chairperson Cde Richard Moyo was supposed to be the chief mourner and was represented by acting Hwange District Development Coordinator Mrs Shamiso Masocha.

The State assisted with transport to carry mourners from as far as Victoria Falls for the burial, coffin, tents, fuel, food for mourners and money.

The revolutionary party has since formalized and assimilated returnees in the spirit of leaving no-one and no place behind.

Govt In Last Minute Panic To Shut Schools Despite Clear 2 Week Warning

Govt has ordered boarding schools in five provinces to suspend lessons tomorrow as part of mitigatory measures against the expected arrival of Cyclone Freddy which has already hit Madagascar and now proceeding to Mozambique and possibly to our country.

The provinces likely to be worst affected include, Manicaland, Masvingo, Mashonaland East, Mashonaland Central, Matabeleland South and Harare Metropolitan.

In its weather update last night, the Meteorological Services Department (MSD) urged citizens in some districts in the southern parts of the country to be on high alert as a severe tropical Cyclone Freddy is expected to make landfall in the country tomorrow. Tropical Cyclone Freddy, which is now an overland depression will reach its peak intensity of 110km/h and make landfall in the early hours of Friday.

Districts such as Chimanimani, Chipinge, Chiredzi, Mwenezi, Beitbridge, Chivi, Masvingo rural, Zaka, and Bikita are expected to be affected. The districts are expected to receive localised heavy rains and strong rains starting today until tomorrow morning.

In her post-Cabinet briefing yesterday, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said Government, through its agencies, has taken due alert and put in place a number of measures such as setting up of evacuation establishments, deploying aid and medical supplies in Government offices in potentially vulnerable districts.

The measures include issuing a directive to boarding schools to suspend lessons tomorrow while day scholars will not be required to go to school.

“The nation is informed that Cabinet noted that Cyclone Freddy has hit Madagascar and is proceeding to Mozambique whereupon it will also affect neighbouring countries, inclusive of Zimbabwe.

“The provinces to be most affected include the following: Manicaland, Masvingo, Mashonaland East and Central and Harare Metropolitan,” said Minister Mutsvangwa.

She said weather experts are predicting that it may cause damage along its path.

“Boarding schools should remain open, but suspend lessons in the affected areas on Friday to reduce the movement of pupils and they should gather students in buildings or dormitories with secure roofs or spaces where they can get covering if the roof is blown off,” said Minister Mutsvangwa.

“Day scholars in affected areas can have Friday off to reduce student movement.”

Minister Mutsvangwa said Cabinet has also directed that small-scale miners and artisanal miners should avoid going underground and urged citizens to avoid crossing flooded rivers while public transport operators should operate during day time.

In view of the unpredictable weather conditions largely due to the effects of climate change, Minister Mutsvangwa said all local authorities stand warned against settling people in wetlands, waterways, river basins, and other undesignated sites.

“Cabinet would like to assure the nation that all these measures are meant to avoid unnecessary loss of life. The public will be kept abreast of all developments on the matter,” she said.

In a statement yesterday, the Department of Civil Protection urged citizens to be on high alert for forecasted severe Tropical Storm Freddy.

“We call on all relevant stakeholders and traditional leaders to step up efforts to disseminate information to their various communities in particular all Manicaland, Masvingo, and Matabeleland South provinces where heavy rains accompanied by strong winds are expected,” read the statement.

“We urge the citizens to take heed of the Meteorological Services Department alerts as they continue monitoring the unfolding situation.

“Citizens should be on the watch for possible flooding, avoid crossing flooded rivers/streams, stay indoors, and avoid artisanal mining on shacky grounds during the period.”

The department said people living in low-lying areas should move to high ground.

A National Civil Protection Committee emergency meeting was held yesterday in Harare where stakeholders discussed possible measures to put in place in the event of a disaster.

“Mbare Drug Dealer” Released While Sikhala Remains Incarcerated

Popular suspected Mbare drug dealer, Simbarashe Chanachimwe, alias Dhama, who was allegedly found in possession of 26 sachets of dagga, appeared in court yesterday.

Chanachimwe (31), was asked not to plead when he appeared before Mbare magistrate Mr Rangarirayi Gakanje charged with unlawful possession of dangerous drugs.

He was granted $50 000 bail on condition that he continued to reside at his house 9885 Manyame Park, Chitungwiza, until finalisation of the matter.

Chanachimwe was ordered not to interfere with State witnesses and to report once every Friday between 6am and 6pm at St Mary’s police station.

The matter was remanded to March 20 for a possible trial.

The complainant in the matter is the State represented by Paul Chamunorwa Chiwawa.

It is the State’s case that on February 4, 2023, at around 10:30am, the CID Drugs and Narcotics represented by Detectives Sergeant Chiwawa and Constable Karomo ran an operation code-named, “NO TO DRUGS”.

During that operation, the police reaction group was led by Inspector Kamusoni, Dog Section team led by Assistant Inspector Murewa and ZRP Matapi led by Inspector Chiripanyanga.

The team raided Chanachimwe’s alleged drug base situated at an open space eastwards of Block 14 Matapi Flats, Mbare, affectionately known as PaDhama.

The State further alleged that a search was conducted at the swampy area and Detective Sergeant Chiwawa found a bucket hidden in the swam with 27 sachets of loose dagga.

Subsequently, a dagga plant approximately 1,7 meters was also discovered by Detective Constable Karomo and he uprooted it.

The police recovered the dagga which was taken to ZRP Matapi as an exhibit and subsequently to Southerton post office where it weighed 50 grammes.- state media

2 Die, 13 Injured In Hwange Accident

TWO minor children died while 13 others were injured when a vehicle they were traveling in as a family was involved in an accident in Mabale, Hwange.

The accident, involving a South African registered vehicle, happened on Sunday morning along the Cross Mabale-Gwayi Mine road.

The driver Tobias Ncube was driving his South Africa-based brother’s vehicle and had been sent to buy sugar from Cross Mabale shops when he loaded family members on a joy ride.

Ncube’s unnamed brother had just arrived and was resting at home when he took the vehicle and drove to Mabale shops.

The road was slippery as it was raining.

Police spokesperson for Matabeleland North Inspector Glory Banda confirmed the accident.

“The first party, Tobias Ncube was driving a South African registered Land Rover Freelander along Gwayi Mine-Mabale road with 15 passengers on board. Two were adults and the rest were juveniles all from the same family.

“He had been sent to buy sugar and decided to take the car and loaded the family members. On approaching the 4km peg along the road he hit a pothole and lost control of the vehicle which hit a tree and overturned landing on its roof,” said Insp Banda.

He said all passengers were thrown out of the vehicle and one child died on the spot while another died on admission to hospital.

The other 13 including the driver were injured.

Those who were critically injured were rushed to St Patrick’s Hospital in Hwange, while others were taken to Lupote Clinic where they were treated and discharged.

Councilor for Hwange Rural District Council ward 17 Joseph Bonda rushed to the scene soon after the accident and carried those who were critically injured to St Patricks’ Hospital in Hwange.

Zanu-PF District Development Coordinator Secretary for Transport and Welfare Cde Sikhathele Moyo who stays in the area, and other villagers rushed to the hospital to assist the family with medical supplies.

“It’s so sad because these are all members of the same family that have been thrown into serious need as they had no money and we had to run around to mobilise some money for medicines. We are looking for donations so they get treatment and so far we got drip for those in hospital,” she said.

ZEC Under Pressure To Implement Reforms

The Zimbabwe Electoral Commission is deeply reluctant to act on reforms, it has emerged.

Speaking at a media briefing in Harare on Wednesday, CCC spokesperson Fadzayi Mahere accused Zanu PF of dragging feet in terms of setting up key reforms.

Mahere further accused Zanu PF leaders Emmerson Mnangagwa and Constantino Chiwenga of encouraging party supporters to kill CCC members.

Political analysts have urged CCC to exert pressure on the ZEC to implement reforms before polls.

Zemura Keen To Play International Football

Jordan Zemura has joined the chorus, calling for the Sports and Recreation Commission (SRC) and ZIFA to iron out their issues and bring the country back to international football.

Zimbabwe is in isolation as a result of a ban imposed by FIFA due to ‘third party interference’ after the SRC suspended the Felton Kamambo-led ZIFA board.

The Gerald Mlotshwa-led SRC wielded the axe on the Kamambo-led adminstration for several violations, chief among them failure to account for public funds.

It’s now almost a year since the ban was ratified by FIFA Congress, while the country has missed several international games that include the 2023 Afcon.

The Warriors could also miss the upcoming 2026 World Cup qualifiers if the ban is not removed.

Zemura, who made his international debut almost three years ago in the 2021 Afcon Qualifiers against Algeria, has described the FIFA ban situation as very sad.

“It’s truly sad, that we haven’t come to a resolution as a country,” the Bournemouth defender siad, as cited by The Herald.

“My fellow international players have made comments about the ongoing situation (in Zimbabwe), and I just second that and voice the same pain not being able to represent your country is just unbelievably painful. I hope we can come to fix the issue sooner rather than later.

“The 2026 World Cup will be here soon and I’ll be devastated not to be given the chance to attempt to qualify.”

Two Kids Die In Road Accident

TWO minor children died while 13 others were injured when a vehicle they were traveling in as a family was involved in an accident in Mabale, Hwange.

The accident, involving a South African registered vehicle, happened on Sunday morning along the Cross Mabale-Gwayi Mine road.

The driver Tobias Ncube was driving his South Africa-based brother’s vehicle and had been sent to buy sugar from Cross Mabale shops when he loaded family members on a joy ride.

Ncube’s unnamed brother had just arrived and was resting at home when he took the vehicle and drove to Mabale shops.

The road was slippery as it was raining.

Police spokesperson for Matabeleland North Inspector Glory Banda confirmed the accident.

“The first party, Tobias Ncube was driving a South African registered Land Rover Freelander along Gwayi Mine-Mabale road with 15 passengers on board. Two were adults and the rest were juveniles all from the same family.

“He had been sent to buy sugar and decided to take the car and loaded the family members. On approaching the 4km peg along the road he hit a pothole and lost control of the vehicle which hit a tree and overturned landing on its roof,” said Insp Banda.

He said all passengers were thrown out of the vehicle and one child died on the spot while another died on admission to hospital.

The other 13 including the driver were injured.

Those who were critically injured were rushed to St Patrick’s Hospital in Hwange, while others were taken to Lupote Clinic where they were treated and discharged.

Councilor for Hwange Rural District Council ward 17 Joseph Bonda rushed to the scene soon after the accident and carried those who were critically injured to St Patricks’ Hospital in Hwange.

Zanu-PF District Development Coordinator Secretary for Transport and Welfare Cde Sikhathele Moyo who stays in the area, and other villagers rushed to the hospital to assist the family with medical supplies.

“It’s so sad because these are all members of the same family that have been thrown into serious need as they had no money and we had to run around to mobilise some money for medicines. We are looking for donations so they get treatment and so far we got drip for those in hospital,” she said.

Sad: Zanu PF Returnee Run Over By Motor Vehicle

A ZANU-PF returnee Siyani Sibanda who was recently welcomed back to the revolutionary party and died on Saturday after being hit by a vehicle at Cross Dete, has been awarded a State assisted burial.

Sibanda had just disembarked from a car on his way from a party event where a programme for returnees was launched in Cross Dete when the accident occurred.

His lifeless body was found on the side of the road.

Police confirmed his death labeling it as a hit and run incident.

In a statement, Zanu-PF National Political Commissar Cde Mike Bimha said Sibanda “Has been granted state assisted funeral and will be buried at his homestead in Cross Dete on Wednesday 15 February 2023 hence headquarters members should depart early Tuesday.”

Sibanda was buried this morning in Cross Dete.

The party’s Matabeleland North provincial chairperson Cde Richard Moyo was supposed to be the chief mourner and was represented by acting Hwange District Development Coordinator Mrs Shamiso Masocha.

The State assisted with transport to carry mourners from as far as Victoria Falls for the burial, coffin, tents, fuel, food for mourners and money.

The revolutionary party has since formalized and assimilated returnees in the spirit of leaving no-one and no place behind.

Mnangagwa Says I Didn’t At All Work In A Law Firm In 1970s

Mnangagwa said he went straight to the war front, as conjoined by reports from established war veterans who reveal that although he did join the war effort in 1977, he did not fight at all, but was imposed by the late President Robert Mugabe. HARARE – BancABC Zimbabwe managing director Lance Mambondiani has been sent on forced leave pending investigations into alleged malpractices.

Mambondiani, who joined the banking group in 2019, is reported to have fallen out with the board over a protracted period on issues relating to misgovernance and fraudulent practices, according to impeccable sources.

Another Chamisa Aide Arrested For Holding Meeting At His House

By-Citizen Coalition for Change (CCC) councillor for Ward 7 in Masvingo, Richard Musekiwa has been arrested for convening a meeting at his house in Rujeko on February 18, 2023.
He appeared before Masvingo Magistrate Rethagtcetsi Silaigwana, facing charges of contravening the maintenance of peace and order act by convening a meeting without the authority from the regulating authorities.
He was ordered to pay ZWL$20 000 bail and ordered to stay at his physical address. There are allegations that there was violence after the meeting that left Ruth Mapiye, a party member seriously injured.
Musekiwa is being represented by Collen Maboke of Maboke and Ruvengo Legal Practitioners.
The State says on February 18, 2023 at 6 pm, Musekiwa held a party meeting at his house whose invitation was made through a CCC Ward 7 WhatsApp group.
Magistrate Silaigwana postponed the matter to March 2, 2023.

Bona, Robert (Jnr) & Chatunga In Court Default

By- The children of the late former President Robert yesterday failed to appear in court in a case where they are seeking to stop the exhumation of their father’s remains.

Bona Mutsahuni-Mugabe (executrix of the estate of late Robert Mugabe), Tinotenda Robert Jnr Mugabe and Bellarmine Chatunga Mugabe were called thrice each without response.
Chinhoyi provincial magistrate Tinashe Ndokera ruled that the trio should have been in court to back up documentary evidence provided by the appellant lawyer, Pardon Nhokwara.
This prompted their lawyer Takunda Gombiro to make an application arguing that since it’s a civil case, documentary evidence was sufficient.
Nhokwara had argued that documentary evidence alone was not enough as he wanted the family to clarify some of the issues.
“The trio should have been in court since documentary evidence alone is not sufficient. There are issues we want them to clarify,” argued Nhokwara.
Ndokera postponed the case to March 7, 2023 for hearing.
If Mugabe’s children fail to appear in court on March 7, a default judgment will be entered.
Chief Zvimba, born Johannes Jenami, who wanted Mugabe’s remains to be exhumed from his Zvimba homestead and reburied at the National Heroes Acre in Harare, died last year.
Jenami’s death followed the passing on in September 2021 of Chief Beperere, who was also pushing for the exhumation of the late Mugabe’s remains arguing that the family had erred in laying him to rest in the courtyard.
The Mugabes are contesting the magistrates court’s decision to exhume and rebury the late strongman’s remains.

Vendors Bash Overzelous Police

By- Two police details were bashed by a taxi driver and vendors in Harare.

Prosecutor Mr Pardon Dziva alleged that on Monday at around 1 am, Sergeant Manjeya and Constable Mapuranga received an indecent assault report from officer Lavinia Hickey.

Two police officers attended the scene at Sports Dinner and arrested the culprit.

When the officers wanted to take him to the police station, Mafuta started mobilising some vendors who demanded the release of the culprit, who had been arrested for indecent assault.
Mafuta, in the company of some vendors who are still at large, started attacking the two police officers with bare hands and stones all over their whole bodies.
The arrested person took advantage of the chaos and fled from the scene whilst in handcuffs. He is still at large.
Sensing danger, Constable Mapuranga fled from the scene leaving his colleague Sergeant Manjeya who was armed with a firearm.
The court heard that Mafuta threw a stone at Sergeant Manjeya and later got hold of his rifle.
He wrestled with him trying to disarm him but failed. The mob only dispersed after Sergeant Manjeya fired a warning shot in the air. Constable Mapuranga called for reinforcement leading to Mafuta’s arrest.

N’Golo Kande To Sign New Deal With Chelsea

N’Golo Kante is reportedly close to sign a new contract with Chelsea.

The midfielder’s deal at Stamford Bridge is set to expire at the end of the campaign.

Mental Disorders And Conflict

Almost all people affected by emergencies will experience psychological distress, which for most people will improve over time.

Among people who have experienced war or other conflict in the previous 10 years, one in five (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia.
People with severe mental disorders are especially vulnerable during emergencies and need access to mental health care and other basic needs.
International guidelines recommend services at a number of levels ̶ from basic services to clinical care ̶ and indicate that mental health care needs to be made available immediately for specific, urgent mental health problems as part of the health response.
Despite their tragic nature and adverse effects on mental health, emergencies have shown to be opportunities to build sustainable mental health systems for all people in need.
Types of problems
There are various types of social and mental health problems in any large emergency.

Social problems:

pre-existing: e.g. poverty and discrimination of marginalized groups;
emergency-induced: e.g. family separation, lack of safety, loss of livelihoods, disrupted social networks, and low trust and resources; and
humanitarian response-induced: e.g. overcrowding, lack of privacy, and undermining of community or traditional support.
Mental health problems:

pre-existing: e.g. mental disorders such as depression, schizophrenia or harmful use of alcohol;
emergency-induced: e.g. grief, acute stress reactions, harmful use of alcohol and drugs, and depression and anxiety, including post-traumatic stress disorder; and
humanitarian response-induced: e.g. anxiety due to a lack of information about food distribution or about how to obtain basic services.
Prevalence
Most people affected by emergencies will experience distress (e.g. feelings of anxiety and sadness, hopelessness, difficulty sleeping, fatigue, irritability or anger and/or aches and pains).

This is normal and will for most people improve over time. However, the prevalence of common mental disorders such as depression and anxiety is expected to more than double in a humanitarian crisis.

The burden of mental disorders among conflict-affected populations is extremely high: WHO’s review of 129 studies in 39 countries showed that among people who have experienced war or other conflict in the previous 10 years, one in five people (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia (1).

According to WHO’s review, the estimated prevalence of mental disorders among conflict- affected populations at any specific point in time (point prevalence) is 13% for mild forms of depression, anxiety, and post-traumatic stress disorder and 4% for moderate forms of these disorders. The estimated point prevalence for severe disorders (i.e. schizophrenia, bipolar disorder, severe depression, severe anxiety, and severe post-traumatic stress disorder) is 5%. It is estimated that one in 11 people (9%) living in a setting that has been exposed to conflict in the previous 10 years will have a moderate or severe mental disorder.

In conflict-affected settings, depression and anxiety increase with age. Depression is more common in women than in men.

People with severe mental disorders can be especially vulnerable during and after emergencies and they need access to basic needs and clinical care. A review published in 2014 of the health information system from 90 refugee camps across 15 low- and middle-income countries found that 41% of health-care visits for mental, neurological and substance use disorders were for epilepsy/seizures, 23% for psychotic disorders, and 13% for moderate and severe forms of depression, anxiety or post-traumatic stress disorder.

Effective emergency response
WHO-endorsed interagency mental health and psychosocial support guidelines for an effective response to emergencies recommend services at a number of levels – from basic services to clinical care. Clinical care for mental health should be provided by or under the supervision of mental health specialists such as psychiatric nurses, psychologists or psychiatrists.

Community self-help and social support should be strengthened, for example by creating or re-establishing community groups in which members solve problems collaboratively and engage in activities such as emergency relief or learning new skills, while ensuring the involvement of people who are vulnerable and marginalized, including people with mental disorders.

Psychological first aid offers first-line emotional and practical support to people experiencing acute distress due to a recent event and should be made available by field workers, including health staff, teachers or trained volunteers.

Basic clinical mental health care covering priority conditions (e.g. depression, psychotic disorders, epilepsy, alcohol and substance abuse) should be provided at every health-care facility by trained and supervised general health staff.

Psychological interventions (e.g. problem-solving interventions, group interpersonal therapy, interventions based on the principles of cognitive-behavioural therapy) for people impaired by prolonged distress should be offered by specialists or by trained and supervised community workers in the health and social sector.

Protecting and promoting the rights of people with severe mental health conditions and psychosocial disabilities is especially critical in humanitarian emergencies. This includes visiting, monitoring and supporting people at psychiatric facilities and residential homes.

Links and referral mechanisms need to be established between mental health specialists, general health-care providers, community-based support and other services (e.g. schools, social services and emergency relief services such as those providing food, water and housing/shelter).

Looking forward: emergencies can build better mental health systems
Mental health is crucial to the overall social and economic recovery of individuals, societies, and countries after emergencies.

Global progress on mental health reform will happen more quickly if, during every crisis, efforts are initiated to convert the short-term increase in attention to mental health issues combined with a surge of aid, into momentum for long-term service development. Many countries have capitalized on emergency situations to build better mental health systems after crises.

In the Syrian Arab Republic, despite — or perhaps because of — the challenges presented by the ongoing conflict, mental health services and psychosocial support are becoming more widely available than ever before. Mental health and psychosocial support is now offered in primary and secondary health and social care facilities, through community and women’s centres and through school-based programmes, in more than 12 Syrian cities located in goverynorates severely affected by the conflict. This contrasts with the situation before the conflict, when mental health care was mainly provided in mental hospitals in Aleppo and Damascus.

In Sri Lanka, during the immediate aftermath of the 2004 tsunami, mental health was a key priority. This led to a mental health system reform, supported by WHO, which addressed the shortage of human resources for mental health such as different cadres of dedicated mental health staff. As a result, 20 of the country’s 27 districts now have mental health services infrastructure, compared with only 10 before the tsunami.

When Typhoon Haiyan devastated the Philippines in 2013, there were only two facilities that provided basic mental health services and the number of people able to provide support was insufficient to meet the need. A major scale up of government mental health services was supported by WHO and partners. As a result, 100% of the Philippines general health facilities in the affected region now have staff who are trained in the management of mental disorders.

Mental health should also be a component of national disaster preparedness plans. WHO and the Pan-American Health Organization are supporting countries in the Caribbean sub-region of the Americas so that they will be able to provide adequate mental health and psychosocial support to people in need following hurricanes and other natural disasters.

In many humanitarian and conflict settings, access to quality, affordable mental health care is limited. This access can be further diminished due to public health emergencies such as COVID-19, which tend to disrupt services and increase needs further.

WHO response
WHO is the lead agency in providing technical advice on mental health in emergency situations. In 2022 WHO is operational on mental health in a range of countries and territories affected by large-scale emergencies such as Afghanistan, Bangladesh, Ethiopia, Iraq, Jordan, Lebanon, Libya, Nigeria, South Sudan, the Syrian Arab Republic, Turkey, Ukraine, the West Bank and Gaza Strip and Yemen.

1 800 Perish In Horror Crashes

By- The government has said that they record more than 1 800 people who die of an estimated 35 000 road accidents recorded in Zimbabwe yearly.

On Tuesday, Transport Minister Felix Mhona said this while addressing delegates at the inland Transport Committee Forum for Road Safety High-Level event in Geneva, Switzerland.

According to available statistics in Zimbabwe, over 35 000 crashes occur annually, an average of at least five people are killed every day, and over 1 800 people die every year.

We are currently reviewing our policies and laws with a view to strengthening the Traffic Safety Council of Zimbabwe into a leading road traffic management agency with the powers to enforce road traffic safety management through coordination and robust regulation of the road traffic actors.

Mhona added that Zimbabwe was committed to cooperating under the United Nations system towards the adoption of international good practices and standards on road safety.

Ministry Orders Harare Schools To Close On Friday Due To Cyclone Freddy

By A Correspondent| Ministry of Primary and Secondary Education has ordered schools in Harare not to open for lessons tomorrow as a precaution against tropical cyclone Freddy.

In a notice circulated on school WhatsApp groups, the Ministry said pupils should stay at home.

“MORNING ALL
PLEASE BE ADVISED THAT THERE WILL BE NO SCHOOL TOMORROW AS PRECAUTION AGAINST CYCLONE FRED WHICH IS ANTICIPATED TO HIT THE COUNTRY TODAY OR TOMORROW.
NO PUPIL AT ANY SCHOOL SHOULD COME TO SCHOOL TOMORROW, STAY AT HOME,” reads the notice.

According to a circular from Permanent Secretary Tumisang Thabela, other provinces where learning has been suspended includes Manicaland, Mashonaland East, Mashonaland Central, Masvingo and Matebeleland South.

Tropical Freddy is likely to hit Zimbabwe from the 24th to the 25th of February.

CCC Councilor Arrested For Convening Meeting At His House

MASVINGO–Citizen Coalition for Change (CCC) councillor for Ward 7 in Masvingo, Richard Musekiwa has been arrested for convening a meeting at his house in Rujeko on February 18, 2023.

He appeared before Masvingo Magistrate Rethagtcetsi Silaigwana facing charges of contravening the maintenance of peace and order act by convening a meeting without the authority from the regulating authorities.

He was ordered to pay ZWL$20 000 bail and ordered to stay at his physical address. There are allegations that there was violence after the meeting that left Ruth Mapiye, a party member seriously injured.

Musekiwa is being represented by Collen Maboke of Maboke and Ruvengo Legal Practitioners.

The State says on February 18, 2023 at 6 pm, Musekiwa held a party meeting at his house whose invitation was made through a CCC Ward 7 WhatsApp group.

Magistrate Silaigwana postponed the matter to March 2, 2023.

Massive Sodomy Scandal Rocks Harare Elite School

Harare- A massive sodomy scandal threatens the pristine image of one of Harare’s elite learning institutions, Heritage Infant School, located in the leafy suburb of Borrowdale in Harare.

The matter was unearthed following disciplinary action taken against two learners in a matter dating back to late 2022.

Sources privy to the case told this publication that school authorities were handling everything in secrecy to the extent that parents of the affected children had not been supplied adequate information.

The sexual abuse allegations stem from a 2022 incident which happened during the last school term when a Grade 4 pupil (name supplied) told his parents about the sexual abuse.

The parents took up the matter with the boarding master who escalated the issue to the school’s head matron identified as Ms Jiri.

“The ‘abused’ child said a lot of other children were involved as well. This term (2023), the boy that was accused apparently is no longer at the school. Surprisingly, the parents of the abused boy never got any communication or feedback about the issue,” said the source.

This publication learnt that the victim in this case was recently forced to become a day scholar by the school, a logistical nightmare for the parents.

“We would like to know what happened with this case and generally what is happening at this school as it seems this is not an isolated case,” added the source.

“We understand that these affected kids were made to write incident reports without parental supervision. Who does that to nine or ten-year-olds?”

This publication sought an interview with the school head identified as Mr B Mate last week, who said a comment on the vile issue would be provided by the board today (Wednesday), after its members had reportedly left the country for South Africa during the recent exit weekend.

Come Wednesday, Mate introduced this reporter to a male and a female who were said to be board members. However, the alleged board members refused to identify themselves adding that they were not allowed to provide such information to the media.

They went further, threatening legal action if the allegations were ever published.

“We protect our learners, we only provide the information to the Ministry of Primary and Secondary Education as well as and the parents of the learners. Unless you want to defame us, you can go ahead. Definitely we are going to respond to that if you publish the story,” said an official claiming to be a board member.

Efforts to get a comment from the Ministry of Primary and Secondary Education were fruitless.

Heritage School officials who declined to be named for fear of retribution said thorough investigations were required to get to the bottom of the issue.

“The school is just acting in a way that protects their image and elite status and are not considering the impact this has on pupils.

“We understand that the pupils have had to go through counselling at their own expense. The ministry (of primary and secondary education) needs to do something about cases such as these.”

Lawyers Intervene To Combat Child Trafficking

Zimbabwe Lawyers for Human Rights (ZLHR) has intensified efforts to rescue a three year-old baby, who is a victim of child trafficking, by partnering with Zimbabwe Republic Police (ZRP), in a bid to save the minor child.

The three year-old baby was separated from her mother Charlene Gugulethu Moyo in December 2022 after her grandmother Clara Ndlovu asked Moyo to allow her grandchild to visit her home in Bulawayo and spend time with her during the festive season with the agreement that the child would be returned home towards the opening of schools in January 2023.

Moyo’s child was not returned and instead the mother received a picture from some of Ndlovu’s relatives with information that the child was enjoying the festive season in South Africa.

Alarmed that her daughter was undocumented and did not have any travel document such as a passport to allow entry into South Africa and that as her biological mother, she never signed the internationally required affidavit that she was consenting to her child travelling beyond Zimbabwe’s borders, Moyo filed a report at Pumula Police Station about her missing three year-old child.

Instead, ZRP officers at Pumula Police Station referred Moyo to the Children’s Court after advising her to apply for custody of her minor child, and with Ndlovu having travelled to her rural home in Buhera in Manicaland province, service of summons for the grandmother to appear in court could not be effected and the matter was never heard in court.

This compelled Moyo to engage ZLHR lawyer Prisca Dube on 1 February 2023 who contacted law enforcement agents at Pumula Police Station to verify why they had refused to open a docket for the contravention of the Trafficking in Persons Act.

On 2 February 2023, Dube told police officers at Pumula Police Station that in terms of the Trafficking in Persons Act, an offence had been committed and thus a docket should be opened to enable the minor child to be brought back to Zimbabwe.

On 3 February 2023, police officers advised Dube that investigations were now underway.

Moyo informed Dube that the father of the minor child was demanding that she should pay a certain cross-border driver ZAR1 000 to facilitate the return of her daughter and this information was relayed to ZRP officers.

On 13 February 2023, the human rights lawyer wrote a letter to the Officer-in-Charge of Pumula Police Station only identified as Inspector Madlambe requesting to be furnished with a progress report on the child trafficking incident and she was advised that an investigating officer Constable Ngwena, was now tasked with leading investigations into the matter.

On 16 February 2023, ZRP officers contacted Dube requesting to be furnished with the minor child’s birth certificate and her clear photograph, which they need to send to International Criminal Police
Organisation (INTERPOL) to be assisted in South Africa in getting the minor child back to Zimbabwe.

Macheso Disowns Guruve “Son”

By-Sungura music maestro Alick Macheso has distanced himself from a Guruve man claiming to be his son.
The man, who identifies himself as Simbarashe Macheso, has given interviews to a number of social media pages.
In a recent interview, Simbarashe described himself as heir to the sungura king’s throne.
However, Macheso exclusively told H-Metro yesterday that Simbarashe might be one ‘fame-seeker.’
“I heard of these stories for some time now. I can’t speak much about social media stories, but the truth is he is one of those people who want to use celebrities to get the limelight,” said Macheso.
“This is not new in this industry.
“What I can say is vanhu vanotsvaga mbiri zvakasiyana.
“I have been parading my children who are pursuing music to my fans for some time now.
“On this one, it’s up to you (the media) to keep entertaining such things for likes and sales.”
In one of the interviews, Simbarashe said:
“I stay in Guruve, which is my mother’s rural home. My father (Alick) is ageing and he might retire anytime.
“And, I’m there to keep the legacy alive.
“We should let him rest and enjoy the fruits of his work. We should take care of him together with my siblings.”
Macheso’s publicist, Tich Makahamadze, said he engaged his boss when the videos of Simbarashe started circulating on social media.

Makahamadze questioned Simbarashe’s move to go on social media instead of approaching Macheso, if indeed, he was his father.

“We have been to Guruve and what stops him from visiting his father?
“It’s sad that some of these so-called journalists are stating it as a fact without talking to Macheso,” said Makahamadze.
Stories of people claiming to be sons or daughters of celebrities are not new, particularly in the local music industry.
There has been an ongoing debate about musicians Chamu Boroma and Paddy Kamusakara who both claim to be the late Simon Chimbetu’s sons.
Chimbetu’s brother, Allan, the father figure of the Chimbetu family, dismissed Boroma and Kamusakara’s claims.
Meanwhile, Macheso is set to make a return to the ghetto when he performs at Werras Park in Glen View 1 this Saturday.

Cyclone Freddy: Schools Shut

State Media-Govt has ordered boarding schools in five provinces to suspend lessons tomorrow as part of mitigatory measures against the expected arrival of Cyclone Freddy which has already hit Madagascar and now proceeding to Mozambique and possibly to our country.
The provinces likely to be worst affected include, Manicaland, Masvingo, Mashonaland East, Mashonaland Central, Matabeleland South and Harare Metropolitan.

In its weather update last night, the Meteorological Services Department (MSD) urged citizens in some districts in the southern parts of the country to be on high alert as a severe tropical Cyclone Freddy is expected to make landfall in the country tomorrow. Tropical Cyclone Freddy, which is now an overland depression will reach its peak intensity of 110km/h and make landfall in the early hours of Friday.

Districts such as Chimanimani, Chipinge, Chiredzi, Mwenezi, Beitbridge, Chivi, Masvingo rural, Zaka, and Bikita are expected to be affected. The districts are expected to receive localised heavy rains and strong rains starting today until tomorrow morning.

In her post-Cabinet briefing yesterday, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said Government, through its agencies, has taken due alert and put in place a number of measures such as setting up of evacuation establishments, deploying aid and medical supplies in Government offices in potentially vulnerable districts.

The measures include issuing a directive to boarding schools to suspend lessons tomorrow while day scholars will not be required to go to school.

“The nation is informed that Cabinet noted that Cyclone Freddy has hit Madagascar and is proceeding to Mozambique whereupon it will also affect neighbouring countries, inclusive of Zimbabwe.

“The provinces to be most affected include the following: Manicaland, Masvingo, Mashonaland East and Central and Harare Metropolitan,” said Minister Mutsvangwa.

She said weather experts are predicting that it may cause damage along its path.

“Boarding schools should remain open, but suspend lessons in the affected areas on Friday to reduce the movement of pupils and they should gather students in buildings or dormitories with secure roofs or spaces where they can get covering if the roof is blown off,” said Minister Mutsvangwa.

“Day scholars in affected areas can have Friday off to reduce student movement.”

Minister Mutsvangwa said Cabinet has also directed that small-scale miners and artisanal miners should avoid going underground and urged citizens to avoid crossing flooded rivers while public transport operators should operate during day time.

In view of the unpredictable weather conditions largely due to the effects of climate change, Minister Mutsvangwa said all local authorities stand warned against settling people in wetlands, waterways, river basins, and other undesignated sites.

“Cabinet would like to assure the nation that all these measures are meant to avoid unnecessary loss of life. The public will be kept abreast of all developments on the matter,” she said.

In a statement yesterday, the Department of Civil Protection urged citizens to be on high alert for forecasted severe Tropical Storm Freddy.

“We call on all relevant stakeholders and traditional leaders to step up efforts to disseminate information to their various communities in particular all Manicaland, Masvingo, and Matabeleland South provinces where heavy rains accompanied by strong winds are expected,” read the statement.

“We urge the citizens to take heed of the Meteorological Services Department alerts as they continue monitoring the unfolding situation.

“Citizens should be on the watch for possible flooding, avoid crossing flooded rivers/streams, stay indoors, and avoid artisanal mining on shacky grounds during the period.”

The department said people living in low-lying areas should move to high ground.

A National Civil Protection Committee emergency meeting was held yesterday in Harare where stakeholders discussed possible measures to put in place in the event of a disaster.

“District Civil Protection Committees countrywide have also been mobilised and district development coordinators are required to be on standby to respond to any eventualities,” the statement added. -state media

Mwonzora Shooting Threat Case Collapses

By-A case in which MDC-T president Douglas Mwonzora was arrested and appeared in court on Wednesday collapsed.

The Nyanga Senator was accused of threatening to shoot and kill his ex-employee Mutandwa Machera.

Machera had threatened to stage a demonstration at Mwonzora’s house in Harare for his unpaid wages worth US$9 600.

Mwonzora then reportedly called Machera on Sunday threatening to kill him.
Machera reported the matter to the police leading to Mwonzora’s arrest.
Mwonzora was taken to court but was set free as the prosecutor said there was not enough evidence to sustain a case against him.
Addressing journalists soon after his release on Wednesday, Mwonzora said:
I was taken to court today after a false report was made by one of our ex-employees whom we fired.
They had accused me of threatening to shoot him, I do not have a firearm, I do not even possess one, and I don’t even know how to use one.
The prosecutor said there is insufficient evidence to sustain a remand so I am happy, a free man.
I am on my way to Brussels to represent the country in the ACPU joint parliament.

Gun Produced In Scuffle Against ZANU PF’s Madzibaba?

Two people were yesterday arrested after they allegedly produced a gun and attacked a Johane Masowe eChishanu sect leader, Madzibaba Moses, in Warren Park, Harare, where he had visited his followers to conduct prayers.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the assault incident, which occurred last Tuesday. The suspects are Tafadzwa Matoro (37) and Elvis Borerwi (39).

“The two suspects were arrested and the case was referred to CID Homicide after one of them used a pistol to threaten the complainant during their dispute,” said Asst Comm Nyathi. “The dispute is purely on religious differences and has nothing to do with members of the security services or CID Homicide.

“The suspects are not even members of the security service and are employed in Tynwald and Willowvale industrial areas, respectively.”

Videos have since gone viral on social media, in which the two are seen assaulting Madzibaba Moses.

In the videos circulating, the two, who seemed to have had a fallout with Madzibaba Moses over an undisclosed issue, are heard accusing him of having cast a spell on them, resulting in bad luck at their mining operations.

One of the suspects is seen pointing a gun at Madzibaba Moses while the other assaulted him.

Madzibaba Moses was rescued by his aides as one of the attackers is seen pointing a gun at him, but did not pull the trigger.

The attacker was then pushed away, and the gun was recovered by one of the aides.

An aide who spoke on condition of anonymity said they were surprised to see their convoy blocked, from nowhere.

“That is when the two who left Madzibaba’s church in 2019 surfaced, shouting at him,” he said.

The aide said while Madzibaba Moses was trying to come to terms with what was happening, he was assaulted on the neck, while one of the suspects produced a gun and pointed it at him.-state media

Deputy Minister Inputs Fraud Case

Harare regional magistrate Mrs Feresi Chakanyuka yesterday recused herself from presiding over the trial of former deputy Minister of Lands, Agriculture, Water, Fisheries and Rural Development Douglas Karoro and Grain Marketing Board Mushumbi Pools depot assistant manager Lovejoy Ngowe, who are accused of misappropriating maize and vegetable seed worth US$43 000 under the Presidential Inputs Scheme.

Mrs Chakanyuka recused herself from handling the matter citing professional reasons.

Karoro and Ngowe are charged with fraud. The inputs were meant to benefit farmers in Mbire constituency.

The matter was then taken before regional magistrate Mr Taurai Manwere, who postponed the trial to March 30 because of the unavailability of Karoro’s lawyer Mr Admire Rubaya, who was said to be engaged in Masvingo with another matter.

Lawyer Mr Malvern Mapako appeared on behalf of Mr Rubaya.

The State led by Mr Ephraim Zinyandu alleged that on March 7 last year, Ngowe received 30 050 tonnes of maize seed under the Presidential Input Programme which was meant to benefit Mbire constituency.

Upon receipt of the inputs, Ngowe was supposed to safely keep the seed until distribution.

Allegations are that between March 10 and 25 of last year, Karoro and Ngowe went to defraud GMB Mushumbi Pools Depot of this seed.

Karoro allegedly went to collect the seed from Ngowe on separate occasions using his cars and was issued with goods dispatched vouchers, misrepresenting to GMB clerk and security guards that they were taking the maize seed to the needy in the constituency.

They would then convert them to their own use. On June 1, 2022 Ngowe was allegedly found in possession of 10x2kg Seedco SC301 maize seed and 10x5kg Seedco SC513 maize seed in his house at GMB Mushumbi pools.

GMB is said to have lost US$18 030 in the process.

Also in March last year, Karoro and Ngowe, acting in common purpose, met at Mahuwe Shopping Centre, Mushumbi Pools, and hatched a plan to defraud GMB Mushumbi Pools.

On March 23, Karoro allegedly received 5 000 vegetable combo kits comprising 2,5g packs of rape, onion(texas grano), carrots (nantes) from Valley Seed Private Limited.

He was supposed to hand them over to GMB Mushumbi Depot under the Presidential Input Programme.

Karoro and Ngowe allegedly failed to deliver the vegetable combo kits to GMB Mushumbi Pool and converted them to their own use. Ngowe also allegedly went on further to order GMB Mushumbi inputs clerk, Honesty Nyathi, and security guard, Manyara Manuwere, to fraudulently book the consignment in the goods received voucher, goods dispatch voucher, gate book and stack register to appear as if the consignment had been received at GMB Mushumbi and dispatched to Karoro.

The State claims the consignment was never physically received at GMB Mushumbi depot. GMB lost US$25 000 in the process, according to the State.-state media

Forex Fines Gazetted

State Media- The govt has formulated a standard scale of fines set in US dollars but payable in local currency at the prevailing interbank exchange rate.

The new fines were gazetted yesterday by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi in Statutory Instrument 14A of 2023 as the Criminal Law (Codification and Reform) (Standard Scale of Fines) Notice, 2023.

SI 14A repeals the scale of fines published in Statutory Instrument 209 of 2021.

“The fines in the schedule are expressed in United States dollars but payable in the equivalent Zimbabwean dollars at the prevailing interbank rate,” the notice.

For crimes classified under Level 1, the fine will be US$5, Level 2 US$15, Level 3 US$30, Level 4 US$100, Level 5, US$ 200, Level 6 US$300, Level 7 US$400, Level 8 US$500, Level 9 US$600, Level 10 US$700, Level 11 US$1 000, Level 12 US$ 2 000, Level 13 US$ 3 000 and Level 14 US$5 000.

The fines at each level are the maximum, since courts have the option, depending on circumstances, to levy a lower fine, but cannot levy a higher penalty.

Offences in Level 1, are those that offenders usually pay an admission of guilt fine while those in Level 14 are for more serious offences such as concealing treason or robbery not committed in aggravating circumstances. -state media

Zanu PF Heavyweight Succumbs To Asthma

MAPANINGOMA village head in Hwange’s Matetsi Ward 1, Phillip Portina Ncube who died of asthma last Thursday has been declared a liberation hero.

“His Excellency the President and First Secretary of Zanu-PF Cde Mnangagwa has conferred a liberation hero status to Cde Portina Ncube who died on 19 February and will be buried in Matetsi Ward 1, Hwange.

I shall be most grateful if you would make arrangements for his burial and payment of benefits to his family,” said Mpofu.

Ncube’s burial is expected to take place today at his rural home along Pandamatenga road.

He was a member of the War Veterans League and resettled in Matetsi during the land reform.

His wife died in 2019. They are survived by six children and grandchildren.

A 6.4 magnitude tremor struck near the city of Antakya close to the border with Syria, where massive quakes hit the two countries on the 6th of February.

The earlier quakes killed 44,000 people in Turkey and Syria with tens of thousands more left homeless.

Buildings weakened by the tremors collapsed with Turkey’s disaster and emergency agency saying Monday’s 6.4 earthquake was followed by a 5.8 aftershock three minutes later and 31 subsequent aftershocks that were not as severe.

Turkish Interior Minister, Süleyman Soylu said the three deaths were recorded in Antakya, Defne, and Samandag, and urged people not to enter potentially dangerous buildings.

CCC Dismisses National Youth Day

Tinashe Sambiri|CCC has described the National Youth Day as a cheap gimmick by Mr Emmerson Mnangagwa to honour his former boss Robert Mugabe.

Ironically Mr Mnangagwa pushed his long time boss out of power via a military coup in November 2017.

According to CCC youth taskforce spokesperson Stephen Sarkozy Chuma, there is nothing to celebrate on National Youth Day.

Mnangagwa In Plot To Keep Sikhala In Prison

Tinashe Sambiri|Pressure is mounting on the Zanu PF leader Mr Emmerson Mnangagwa to release CCC deputy chairman Hon Job Sikhala before polls.

Last month Mr Mnangagwa’s agents attempted to eliminate Hon Sikhala by seizing his medication.

Human rights defenders, the country’s main opposition party, CCC and political observers are pushing for the immediate release of Wiwa from jail.

Klopp Speaks On Madrid Drubbing

Authorities Condemn Four Stadiums

Four local stadiums have been condemned ahead of the new Castle Lager Premiership season.

The 2023 campaign is set to start in March and the authorities have been holding preliminary inspection at the match venues that have been lined up for use in the new term.

Four of the nine grounds that underwent the first round of inspection were condemned.

According to The Chronicle, the inspectors noted major concerns at the Colliery Stadium, Sakubva Stadium in Mutare, Rusape’s Vengere and ZPC Kariba’s home ground Nyamhunga.

Zvishavane’s Mandava Stadium that houses champions FC Platinum as well as Ngezi Platinum Stars’ Baobab Stadium have minor issues to be attended to relating to the playing surface.

“Preliminary stadium inspections have been done and stadium owners were told the areas to attend ahead of the final inspection which will be done next week. At most of the facilities it was noted that the playing surface and dressing rooms needed to be worked on.

“Urgent stadium renovations are needed for the Colliery Stadium, Nyamhunga, Sakubva and Vengere. A report will be sent to the First Instance Body, the licencing board after the final inspection,” reads a statement from the grounds experts, as cited by the publication.- Soccer24 Zimbabwe

CCC hardworking and dilligent National Organiser, honourable Amos Chibaya held a successful rally against police disruptions in his Mkoba constituency this past Sunday, 19th February 2023.

The rally was initially cleared by police. However, after masses turned out, the police panicked and sent armed riot forces to disrupt it (See riot police in pictures attached to this article).

Remarkably, fearless CCC cadres led by national organizer Chibaya and national youth taskforce coordinator Takudzwa Ngadziore defied the police and continued with the rally.

Political analyst Dr Munyaradzi Chidarikire urged the police to give all political parties equal opportunities to campaign and hold political meetings as Zimbabwe heads to hold it’s 2023 harmonized elections in the next few months.

Ngadziore encouraged youths to register to vote, vote and defend their vote.

He addressed the rally after having addressed five youth rallies and held press conference in Masvingo province.
At the Mkoba rally, honourable Chibaya encouraged Gweru residents to register to vote for President Nelson Chamisa.

Meanwhile, Chibaya has been tormented and tortured by Zanu PF and police many times but he has remained steadfast.

‘Not just midfield to blame’
Liverpool only conceded 48 goals in the whole of last season and Carragher says the blame for his former side almost matching their total from the previous campaign by February must be shared throughout the side.

“This team had a great defensive record last season but we know the midfield doesn’t have the energy anymore,” he said. “The attacking players in the front three don’t press with the cohesion that was there before, with [Roberto] Firmino and [Sadio] Mane. They’re new to it, Nunez and [Cody] Gakpo.

“For years they’ve had six in front of them who’ve probably worked harder and smarter than any other team in world football. But now that’s gone, it’s completely fallen apart.

“As a Liverpool fan, we absolutely adore this manager and team and they’ve done so much for this club in the last four or five years. It hurts you to say anything negative because they’ve given you so much, but Liverpool are eighth in the Premier League and they’ve just been battered 5-2 in the Champions League.

“I know it’s Real Madrid but these are the two teams that were in the final last year. It’s not acceptable what we’re watching this season.

Mnangagwa Reduces Mujuru To A “Poor” Tobacco Farmer

By James Gwati- Zanu PF President Emmerson Mnangagwa has reduced her colleague and Former vice President Joice Mujuru to a tobacco farmer.

Mujuru was recently captured in a tobacco curing barn by the former Zanu PF youth league’s political commissar, Godfrey Tsenengamu.

The government is failing to reward tobacco farmers for their hard work and efforts, and it has, of late, been paying them in useless local RTGS currency, making them poor.

As a result, many tobacco farmers have shifted to growing other crops that are less labour and capital intensive.

Mujuru was fired by the longtime Zimbabwean ruler Robert Mugabe in December 2014 from both Zanu PF and the government at the instigation of Emmerson Mnangagwa, who was paving his way to replace Mugabe in the Zanu PF presidential succession race.

She was fired three years after the mysterious death of her husband, Solomon Mujuru, who died in an inferno.

Military sources say Mnangagwa eliminated General Mujuru to weaken his wive (Joice) politically.

Mnangagwa Ignores Reforms, Okays Elections

By- President Emmerson Mnangagwa has ignored implementing electoral reforms needed for the country to hold a credible poll and goes ahead with elections.

Mnangagwa announced that he would soon proclaim the national elections date without the much-needed reforms.

This follows the recent gazetting of the final Zimbabwe Electoral Commission (ZEC) delimitation report.

The report sets the boundaries for wards and constituencies to, Ibe used in the upcoming harmonised elections.
The proclamation by the President follows the presentation of the final report by the electoral body on February 17, pursuant to which, the report should be gazetted within 14 days.
In December last year, ZEC presented its preliminary delimitation report to President Mnangagwa which was tabled before Parliament and referred back to the elections Commission for further consideration.
In an extraordinary Government gazette on Monday, President Mnangagwa said: “Now, therefore, under and by the virtue of the powers invested in the President, l do by this my Proclamation declare the names and boundaries of the wards and the House of Assembly and Senatorial Constituencies as finally determined by the Commission, which names boundaries set out in the schedule to this Proclamation, to the Wards and National Assembly and the Senatorial Constituencies of Zimbabwe for the purposes of the forthcoming and any subsequent general election.”
The presentation of the final report made way for the adoption of the new wards and constituencies in time to meet timelines that should be observed in order for the harmonised elections to be held within the constitutionally permissible time frame.
Addressing thousands of youths during the National Youth Day commemorations in Lupane yesterday, President Mnangagwa said he will soon make a proclamation of the election date.
“The delimitation report has now been gazetted. I will soon be making a proclamation of the harmonised elections date. Meanwhile, I would like to highlight that my Government is ready to receive our citizens from South Africa who wish to come home,” he said.
“To date, we are already seeing many trickling back home and setting up their businesses. Come home, ekhaya, kumusha, we are ready to receive all our citizens.”
Zimbabweans living in South Africa under the Zimbabwe Exemption Permits (ZEP) are due to return home this year when this facility expires.
Government has pledged to help the citizens so that they can get home with their possessions and start-up here.
The special permit was granted to nearly 170 000 Zimbabweans working, studying and living in South Africa but expires at the end of June this year. A fair number have or are in the process of obtaining other work permits so they can stay, but a lot will have to leave.
The President implored youths to vote for Zanu-PF and observe peace as the country heads toward elections.
‘As per the requirement of the constitution, our country will soon be holding our harmonized elections. As peace-loving people, let us continue to guard and protect the stability we are enjoying in our nation by saying no to violence and rejecting those bent on causing mayhem, turmoil, and insecurity in our nation,” he said.
“The majority of you, our young people will be voting in these elections, some for the first time. I challenge you to exercise this sacred right, responsibly, aware that it was paid for by the blood of many sons and daughters of Zimbabwe, some of whom were your age.”
President Mnangagwa said the democratic right to vote is a right that must never be taken lightly.
‘It was not given on a silver platter. Your individual and collective votes as a demographic group must defend, protect and guard the independence, sovereignty and national interests of our motherland, Zimbabwe,” he said.
The President implored youths to register to vote and mobilise for a resounding Zanu-PF victory.
“Zan u PF is the party that brought about independence. It is the only party with policies, programmes and projects to lift many of our people out of poverty into prosperity,” he said.
“It is the only party with the vision for the future. This must be at the centre of your conversations as the various youth groups.”
President Mnangagwa said the Government led by the revolutionary party, Zanu-PF remains committed to facilitating the youth access to relevant spaces in the body politic of the country.
“Our promise to broaden your participation in Government remains high on our agenda. The youth seats in Parliament and their appointment into strategic positions in both the revolutionary party, Zanu-PF and within Government are assured,” he said.
The President said under the Second Republic, Government is not going back on its commitment to empower young talented people in the country.
“Your multi-faceted roles as entrepreneurs, innovators, and quick adaptors to the use of science, technology and innovation must see you participating fully in mainstream economic activities. If we remain united, peaceful and hardworking, nothing is impossible,” he said. Chronicle

ZEP Holders Demand Compensation

By- Zimbabweans based in South Africa have engaged the International Labour Organisation (ILO) for assistance in ensuring that Zimbabwe Exemption Permit (ZEP) holders get their employment benefits before returning home.

This follows the decision by the South African government not to extend the permits for ZEP holders.
Permit holders have been given up to June this year to move to other visa provisions or return home.
Government has already established an inter-ministerial committee, which will be in charge of the relocation of ZEP holders in South Africa.
The International Organisation of Migration (IOM) has pledged to collaborate with the Government to assist Zimbabweans return home.
ZEP holders have worked in South Africa for more than 10 years and are expected to receive employment benefits when their permits are terminated.
However, most of the ZEP holders do not qualify for other available visas in the neighbouring country as they do not hold the specified critical skills qualifications.
The Zimbabwean Embassy in South Africa is already seized with drafting an online database to assist in the movement of returning citizens.
While the Zimbabwean Community in South Africa has welcomed the interventions by the Government, the organisation’s chairperson, Mr Ngqabutho Mabhena, said ZEP holders are concerned about the employment benefits ahead of the expiration of their permits.
He said they were engaging both the South African government and ILO so that workers do not lose out when their permits expire.
“One of the issues that we are working on and still consulting is to assist those who would not have been able to move to other visas to be able to get their work benefits like the Provident Fund,” he said.
“Workers who are holders of ZEP are asking us about the procedure and we are talking to the Department of Labour in Pretoria and we are talking to the International Labour Organisation, they have an office in Pretoria to see how we can assist these workers so that they do not lose out on their benefits.”
Under the Provident Fund, employees receive money depending on the taxes they would have paid. Mr Mabhena said ZEP holders have been part of the South African economy for more than 10 years and accrued some benefits in the process.
“They have been part of the South African economy for the last 13 years and it is our considered view that if they decide to relocate they should be able to take their benefits with them,” said Mr Mabhena.
He said they were closely following the Government’s interventions in assisting returnees.
“We welcome the intervention by the Zimbabwean Government to assist those that are returning to Zimbabwe. What is a worry to most people is that they do have properties and as returning residents and they should not be paying duty,” he said.
“We are happy that the Zimbabwean Government is facilitating that so that people move to Zimbabwe with their goods, their properties, with their vehicles and those items that ordinarily they would have to pay duty for.”
He said ZEP holders should take up the online registration programme, which Government has extended to them.
Mr Mabhena said ZEP holders are concerned over their reintegration to the Zimbabwean society as most of them had not invested much back home.
The online registration is being conducted to map areas in which ZEP holders are located.
Briefing the South African press at the beginning of the month, Zimbabwean Ambassador to South Africa Ambassador David Hamadziripi said Government said the online registration runs from February 2 and ending March 3.
More than 180 000 ZEP holders could face deportation if they do not migrate to other visas offered by the South African government by the end of June if they do not voluntarily return home. Chronicle

Almost all people affected by emergencies will experience psychological distress, which for most people will improve over time.

Among people who have experienced war or other conflict in the previous 10 years, one in five (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia.
People with severe mental disorders are especially vulnerable during emergencies and need access to mental health care and other basic needs.
International guidelines recommend services at a number of levels ̶ from basic services to clinical care ̶ and indicate that mental health care needs to be made available immediately for specific, urgent mental health problems as part of the health response.
Despite their tragic nature and adverse effects on mental health, emergencies have shown to be opportunities to build sustainable mental health systems for all people in need.
Types of problems
There are various types of social and mental health problems in any large emergency.

Social problems:

pre-existing: e.g. poverty and discrimination of marginalized groups;
emergency-induced: e.g. family separation, lack of safety, loss of livelihoods, disrupted social networks, and low trust and resources; and
humanitarian response-induced: e.g. overcrowding, lack of privacy, and undermining of community or traditional support.

Most people affected by emergencies will experience distress (e.g. feelings of anxiety and sadness, hopelessness, difficulty sleeping, fatigue, irritability or anger and/or aches and pains).

This is normal and will for most people improve over time. However, the prevalence of common mental disorders such as depression and anxiety is expected to more than double in a humanitarian crisis.

The burden of mental disorders among conflict-affected populations is extremely high: WHO’s review of 129 studies in 39 countries showed that among people who have experienced war or other conflict in the previous 10 years, one in five people (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia (1).

According to WHO’s review, the estimated prevalence of mental disorders among conflict- affected populations at any specific point in time (point prevalence) is 13% for mild forms of depression, anxiety, and post-traumatic stress disorder and 4% for moderate forms of these disorders. The estimated point prevalence for severe disorders (i.e. schizophrenia, bipolar disorder, severe depression, severe anxiety, and severe post-traumatic stress disorder) is 5%. It is estimated that one in 11 people (9%) living in a setting that has been exposed to conflict in the previous 10 years will have a moderate or severe mental disorder.

In conflict-affected settings, depression and anxiety increase with age. Depression is more common in women than in men.

People with severe mental disorders can be especially vulnerable during and after emergencies and they need access to basic needs and clinical care. A review published in 2014 of the health information system from 90 refugee camps across 15 low- and middle-income countries found that 41% of health-care visits for mental, neurological and substance use disorders were for epilepsy/seizures, 23% for psychotic disorders, and 13% for moderate and severe forms of depression, anxiety or post-traumatic stress disorder.

Effective emergency response
WHO-endorsed interagency mental health and psychosocial support guidelines for an effective response to emergencies recommend services at a number of levels – from basic services to clinical care. Clinical care for mental health should be provided by or under the supervision of mental health specialists such as psychiatric nurses, psychologists or psychiatrists.

Community self-help and social support should be strengthened, for example by creating or re-establishing community groups in which members solve problems collaboratively and engage in activities such as emergency relief or learning new skills, while ensuring the involvement of people who are vulnerable and marginalized, including people with mental disorders.

Psychological first aid offers first-line emotional and practical support to people experiencing acute distress due to a recent event and should be made available by field workers, including health staff, teachers or trained volunteers.

Basic clinical mental health care covering priority conditions (e.g. depression, psychotic disorders, epilepsy, alcohol and substance abuse) should be provided at every health-care facility by trained and supervised general health staff.

Psychological interventions (e.g. problem-solving interventions, group interpersonal therapy, interventions based on the principles of cognitive-behavioural therapy) for people impaired by prolonged distress should be offered by specialists or by trained and supervised community workers in the health and social sector.

Protecting and promoting the rights of people with severe mental health conditions and psychosocial disabilities is especially critical in humanitarian emergencies. This includes visiting, monitoring and supporting people at psychiatric facilities and residential homes.

Links and referral mechanisms need to be established between mental health specialists, general health-care providers, community-based support and other services (e.g. schools, social services and emergency relief services such as those providing food, water and housing/shelter).

Looking forward: emergencies can build better mental health systems
Mental health is crucial to the overall social and economic recovery of individuals, societies, and countries after emergencies.

Global progress on mental health reform will happen more quickly if, during every crisis, efforts are initiated to convert the short-term increase in attention to mental health issues combined with a surge of aid, into momentum for long-term service development. Many countries have capitalized on emergency situations to build better mental health systems after crises.

In the Syrian Arab Republic, despite — or perhaps because of — the challenges presented by the ongoing conflict, mental health services and psychosocial support are becoming more widely available than ever before. Mental health and psychosocial support is now offered in primary and secondary health and social care facilities, through community and women’s centres and through school-based programmes, in more than 12 Syrian cities located in governorates severely affected by the conflict. This contrasts with the situation before the conflict, when mental health care was mainly provided in mental hospitals in Aleppo and Damascus.

In Sri Lanka, during the immediate aftermath of the 2004 tsunami, mental health was a key priority. This led to a mental health system reform, supported by WHO, which addressed the shortage of human resources for mental health such as different cadres of dedicated mental health staff. As a result, 20 of the country’s 27 districts now have mental health services infrastructure, compared with only 10 before the tsunami.

When Typhoon Haiyan devastated the Philippines in 2013, there were only two facilities that provided basic mental health services and the number of people able to provide support was insufficient to meet the need. A major scale up of government mental health services was supported by WHO and partners. As a result, 100% of the Philippines general health facilities in the affected region now have staff who are trained in the management of mental disorders.

Mental health should also be a component of national disaster preparedness plans. WHO and the Pan-American Health Organization are supporting countries in the Caribbean sub-region of the Americas so that they will be able to provide adequate mental health and psychosocial support to people in need following hurricanes and other natural disasters.

In many humanitarian and conflict settings, access to quality, affordable mental health care is limited. This access can be further diminished due to public health emergencies such as COVID-19, which tend to disrupt services and increase needs further.

WHO response
WHO is the lead agency in providing technical advice on mental health in emergency situations. In 2022 WHO is operational on mental health in a range of countries and territories affected by large-scale emergencies such as Afghanistan, Bangladesh, Ethiopia, Iraq, Jordan, Lebanon, Libya, Nigeria, South Sudan, the Syrian Arab Republic, Turkey, Ukraine, the West Bank and Gaza Strip and Yemen.

So Mr Mnangagwa Wants To Release Wiwa From Prison After Polls ?

Tinashe Sambiri|Pressure is mounting on the Zanu PF leader Mr Emmerson Mnangagwa to release CCC deputy chairman Hon Job Sikhala before polls.

Last month Mr Mnangagwa’s agents attempted to eliminate Hon Sikhala by seizing his medication.

Human rights defenders, the country’s main opposition party, CCC and political observers are pushing for the immediate release of Wiwa from jail.

ZLHR INTERVENES TO COMBAT CHILD TRAFFICKING

ZIMBABWE Lawyers for Human Rights (ZLHR) has intensified efforts to rescue a three year-old baby, who is a victim of child trafficking, by partnering with Zimbabwe Republic Police (ZRP), in a bid to save the minor child.

The three year-old baby was separated from her mother Charlene Gugulethu Moyo in December 2022 after her grandmother Clara Ndlovu asked Moyo to allow her grandchild to visit her home in Bulawayo and spend time with her during the festive season with the agreement that the child would be returned home towards the opening of schools in
January 2023.

Moyo’s child was not returned and instead the mother received a picture from some of Ndlovu’s relatives with information that the child was enjoying the festive season in South Africa.

Alarmed that her daughter was undocumented and did not have any travel document such as a passport to allow entry into South Africa and that as her biological mother, she never signed the internationally required affidavit that she was consenting to her child travelling
beyond Zimbabwe’s borders, Moyo filed a report at Pumula Police Station about her missing three year-old child.

Instead, ZRP officers at Pumula Police Station referred Moyo to the Children’s Court after advising her to apply for custody of her minor child, and with Ndlovu having travelled to her rural home in Buhera in Manicaland province, service of summons for the grandmother to appear in court could not be effected and the matter was never heard in court.

This compelled Moyo to engage ZLHR lawyer Prisca Dube on 1 February 2023 who contacted law enforcement agents at Pumula Police Station to verify why they had refused to open a docket for the contravention of the Trafficking in Persons Act.

On 2 February 2023, Dube told police officers at Pumula Police Station that in terms of the Trafficking in Persons Act, an offence had been committed and thus a docket should be opened to enable the minor child to be brought back to Zimbabwe.

On 3 February 2023, police officers advised Dube that investigations were now underway.
Moyo informed Dube that the father of the minor child was demanding that she should pay a certain cross-border driver ZAR1 000 to facilitate the return of her daughter and this information was relayed to ZRP officers.

On 13 February 2023, the human rights lawyer wrote a letter to the Officer-in-Charge of Pumula Police Station only identified as Inspector Madlambe requesting to be furnished with a progress report on the child trafficking incident and she was advised that an
investigating officer Constable Ngwena, was now tasked with leading investigations into the matter.

On 16 February 2023, ZRP officers contacted Dube requesting to be furnished with the minor child’s birth certificate and her clear photograph, which they need to send to International Criminal Police Organisation (INTERPOL) to be assisted in South Africa in getting the minor child back to Zimbabwe.

BREAKING: Police Take Douglas Mwonzora To Court

ZRP officers took the Manicaland politician to a hearing over his case of allegedly threatening to shoot a protesting employee over a demonstration which did not happen.

Mwonzora is charged for threatening Mr Mtandwa Machera last week when the party employee and others announced they were to march over to his house to demand their unpaid wages.

Minor Playing Hide And Seek Suddenly Lands In Malaysia

The incident reported by the Indian publisher, NewJ, shows how the lad had hid himself inside a shipping container while playing, before shippers put the container into vessels sailing to Malaysia.

Marange Quartet Strip Na_ked At Funeral

By A Correspondent- Four Marange men recently str!pped nɑkǝd and danced provocatively during an elderly woman’s funeral, thereby drawing the ire of the local traditional leadership.

Fungai Mhise, Zivanai Matenhese, Lloyd Matenhese and Garikai Magumezano stand accused of disrespecting the dead as well as trampling upon the Marange traditions and customs.

The four nɑkǝd men twǝrked and caused a scene at the funeral of one Gogo Matenhese.

Zivanai and Lloyd are grandchildren to the late Gogo Matenhese, while Mhise and Magumezano were her neighbours.

The quartet appeared before Chief Marange last week on Sunday.

Chief Marange said because of their actions, they risk being banished from the area.

It was alleged that during the funeral, Mhise and his friends were drinking some illicit brews.

With the alcohol getting the better of them, they started singing offensive songs and dancing provocatively in front of everyone.

In presenting his report, Village head Matowe said he was assaulted by the quartet when he tried to stop them from disrespecting the customs of the land.

I had trouble controlling these men. They assaulted me when I tried to talk to them. Their friend who was also part of this madness has failed to attend this court session as he is not feeling well after abusing alcohol during the funeral.

“He is an amputee who uses crutches, but he danced so much, resulting in him falling down and injuring himself in the process. His face is swollen and he has wounds all over the body as a result. It seems as if they were all possessed by some evil spirits,” said the village head.

Village head Matowe also said when they were conducting traditional rituals at the funeral, he asked all men to remove their hats as per their custom, but the culprits refused.

“Magumezano shouted that he would not remove his hat unless all women removed their head wraps as well. It is our custom that a woman’s head should be covered all the time,” said the village head.

However, Magumezano denied committing the offence, saying he was herding cattle on the day in question and did not attend the funeral.

“I only attended that funeral in the morning. These are all lies. I was not drunk on the day, I was herding cattle as I am a employed as a herd boy,” he said.

However, Mhise and Zivanai said they were drinking alcohol and dancing with Magumezano as he had brought the cattle to the funeral.

We are very sorry. I did not know what I was doing. I only got to know afterwards and I am so ashamed of my unbecoming behaviour. My relatives are shunning me because of this. I am so sorry,” said Mhise.

Village head Matowe said he tried to reason with Magumezano to take his cattle elsewhere, all to no avail.

“He was herding his cattle at the cemetery. I ordered him to leave, but he would not listen. They overpowered me and started dancing provocatively in front of other mourners,” said Village Head Matowe.

Chief Marange said the culprits deserve a stern punishment that will act as a deterrent to would-be offenders.

“Some people were grieving, but you failed to respect them through your provocative dances.

“It is a shame that Zivanai and Lloyd you failed to respect your own grandmother. Instead, you teamed up with your friends and caused havoc, thereby disrespecting the elders present at the funeral as well as the traditional leadership.

“It is a taboo in this area for someone to act in the way that you did and you will get a punishment that is befitting. That punishment will discourage you from performing such reckless dances in public. I promise you, you will never do it again,” said Chief Marange.

The matter was adjourned to February 20 for sentencing.

Darin Man Fondles Woman In Full View Of Hubby

A 30-year-old man was arrested for f0ndl!ng a 24-year-old woman’s privɑtǝs in the presence of her husband.

This came to light when Tafadzwa Maponga from Glendale in Mashonaland central province appeared before Concession magistrate Joshua Nembaware.

Maponga pleaded not guilty but was convicted due to overwhelming evidence and was sentenced to 12 months imprisonment of which six months were suspended for five years on condition of good behaviour.

The remaining six months were suspended on condition that he performs 210 hours of community service at Rusununguko Primary School.

Appearing for the State, prosecutor Precious Khanye told the court that on 22 December 2022 and at around 7pm the complainant whose name is being withheld for ethical reasons was sitting on a bench outside a bottle store selling groundnuts.

It was proved that Maponga advanced towards the complainant and upon reaching her and for no apparent reason he inserted his left hand inside her skirt.

As if that was not enough, a daring Maponga went on to repeatedly f0ndle the complainant’s privɑtǝs.

Surprisingly, the woman’s husband was sitting next to her and he did nothing as his wife was being f0ndled.

The matter was reported to the police leading to the accused’s arrest.

Obadiah Musindo In The Eye Of A Storm Again

Harare- ZANU PF aligned cleric and founder of Destiny for Africa Obadiah Musindo is in the eye of a storm following a US$6 000 debt that he owes a cellphone dealership known as Brian Cellphones, Express Mail Zim can report.

Musindo was nabbed by police Monday after the dealership’s representative identified only as Brian filed a police report.

Musindo allegedly took 10 top of the range mobile phones and pampered his girlfriends promising to settle Brian Cellphones company in a period of one month.

When he defaulted ,he allegedly told Brian that he was waiting for a payment from President Emmerson Mnangagwa.

It is not clear why he name dropped Mnangagwa ‘s name but sources say that has become his habit.

“Brian was not amused that Musindo was dragging the good name of the President into the mud and he had to file a police report.

“He had to seek help from some ruling party officials but it did not yield results.

“He was angry and opened a case at Harare Central Police station,” said our source.

Musindo could not be reached for comment as his mobile phone went unanswered at the time of writing Wednesday.

“We Need Church Leaders Who Speak Truth To Power”

By Patrick Guramatunhu- Zimbabwe is NOT a democratic nation and the country has failed to hold free, fair and credible elections ever since the country’s independence in 1980. We have, in the ruling party, Zanu PF, leaders who not only believe they have the divine right to rule the country but would rather burn down the whole country than let anyone else ruling it. 

They have but contempt for the people’s right, in a free, fair and credible elections, to have the final say in who rules the country.

“A year on from the coup that ousted Robert Mugabe, Zimbabwe remains perched between piecemeal reform and old ways that are as intractable as they are destructive. That’s because the country is ruled by a clique with a partial and conditional commitment to change—and a total, obdurate determination to retain and enjoy power,” wrote Stuart Duran in ASPI Strategist.

“The ‘new’ regime can be viewed from different angles, but the nub of it is this: there’s a recognition that the economic fiasco of the last 20 years was suboptimal, but Emmerson Mnangagwa and his fellow travellers will burn the house down if they feel it necessary. Make no mistake, their will to power is every bit as intense as Mugabe’s—as is their belief that they own the country’s choicest fruits by right of conquest.

“There’s no comprehending Zimbabwe without an appreciation of that mentality. Yet many fail to get it because they don’t read the country’s history. In 1979, at the height of the struggle against white rule, a diplomat who mixed frequently with Mugabe and other leaders of his party observed that ‘ZANU does not seem to attach much importance to the destruction caused by prolonged war’. They said they were content to see Zimbabwe ‘totally’ demolished if that was the price to be paid for preventing others from ruling it. That attitude has not changed an iota, notwithstanding the passage of 40 years and Mugabe’s departure. After all, the men who now rule wielded his hatchets for most of that period.”

One of the life-time lesson I have learned from my Secondary School days is to read the examination question very carefully and answer the question asked. “You will not get marks for answering the question, you wanted to be asked!” my Bible Knowledge teacher reminded us regularly. 

The success or failure of post independent Zimbabwe was dependent the nation on understanding and dealing with the willingness “to burn the house down in pursuit of right of conquest” Zanu PF mentality. This is at the heart of the problem of good governance. Our performance on this matter so far has been pathetic and little wonder the country is in a serious economic and political mess.

It took many Zimbabweans nearly 20 years to finally accept that Zanu PF was a corrupt, incompetent and tyrannical regime that was rigging elections to stay in power. A national consensus was reached on the need for democratic changes to end Zanu PF’s dictatorial powers and restore the rule of law and the people’s freedoms and right including the right to free and fair elections. nothing of any substance could ever be accomplished as long as the retained carte blanche powers to rig elections and impose itself on the nation. 

The people of Zimbabwe have risked life and limb to elected the MDC/CCC leaders on the understanding the party will implement the democratic changes the nation was dying for, as the party name implied. Sadly MDC/CCC have not only failed to implement even one token reform in 23 years, including 5 in the 2008 to 2013 GNU, but, worst of all, has been participating in flawed elections to give Zanu PF political legitimacy.

Instead of focusing all political and social pressure on Zanu PF’s blatant denial of the people’s right to a meaningful say in the governance of the country and the opposition selling out on reforms, it is disappointing that the church and other civic bodies have chosen to bury their heads in the sand and pretend Zimbabwe is a healthy and functioning democracy. Zanu PF is rigging the 2023 elections and calls for free elections will not stop the rigging especially after 43 years of Zanu PF rigging elections! 

“As the nation heads towards the harmonised elections, we urge all political players to desist from the use of violence. The people’s fundamental rights should be respected at all times. There is no citizen who should be intimidated or coerced, and worse still, be beaten to make a choice,” Zimbabwe Catholic Bishops Conference (ZCBC) said in a statement.

“As a nation, we have in the past seen a lot of violence around elections; let this election be different. The people of this country dream and yearn for a free, credible and fair election.”

Yeah right! Of course, it will take a lot more than a word of encouragement to stop Zanu PF rigging elections; especially after 43 years of rigged elections and the urgent need to end this insanity, given the nation very existence is now at stake. 

What the nation is yearning for church leaders who will tell Zanu PF leaders they do not have the divine right to rule Zimbabwe; never had and never will. Church leaders who will speak truth to power!

Mnangagwa Tells Zim Youths To Stay And Suffer In Zimbabwe

By A Correspondent| President Emmerson Mnangagwa  yesterday told Zimbabwean youths to stop going to South Africa in search of greener pastures and rely on his yet to be fulfilled promises of turning around the economy.

He made the remarks during the National Youth Day commemorations held yesterday at the Lupane State University under the theme Drug and substance abuse a threat to vision 2030; every community’s responsibility.

“There will be no need for our people to go to Egoli in search of employment, come home, the country is growing,” Mnangagwa said.

South Africa is the main destination for many Zimbabweans and other African nationals seeking a better life.

Mnangagwa’s remarks came as Pretoria has since announced that it would not further extend the Zimbabwean Exemption Permits (Zeps) for Zimbabweans in that country beyond June 30, 2023.

The Zeps, first introduced in 2010 under the Dispensation of Zimbabweans Project, were the South African government’s temporary response to the large numbers of Zimbabweans flocking to the country since 2008 due to economic and political crises back home.

The permits were initially due to expire on December 31, 2022, but were later extended to end of June this year.

As early as October, government announced that it was prepared to receive its nationals returning from South Africa by offering them transport and other logistics.

Turning to the issue of drugs, Mnangagwa revealed that government was reviewing laws on drug abuse as he expressed concern over widespread illegal substance abuse in the country.

“Zimbabwe is not a drug producer; laws on drugs and substances are receiving urgent attention,” Mnangagwa said.

We Are Stuck!

By Nomusa Garikai- In an interview with AFP Nelson Chamisa admitted that Zimbabwe’s electoral process has “always attracted controversy” and is “littered with rigging, manipulation” and it is his reaction that we should focus on.

“It’s going to be a rough campaign, hard hat equipment is necessary,” said Chamisa.

“It’s quite a hostile environment, we need to be equipped for it.”

It is this reckless and cavalier attitude coupled with the inert inability to comprehend the core values, separating the grain from the chuff, which explain why Zimbabwe has failed to hold free, fair and credible elections these last 43 years. We are stuck!

Zimbabweans are going to the election in five months or so and yet ZEC has still stubbornly refused to produce a verified voters’ roll. The Commission has already produced the delimitation report; no one knows what voters’ roll was used to do the delimitation. 

The law demands that there should be a verified voters’ roll at least one calendar month before nomination day. This is no likely to happen before the 2023 elections. In the past Nelson Chamisa and his friends in the opposition have participated in the elections without a verified voters’ roll. They are set to do so again this year. 

Zanu PF has denied 3 million Zimbabweans in the diaspora the vote, reneging on a promise Mnangagwa made is 2018. There will be no diaspora vote as long as the sanctions imposed on Zanu PF leaders by the West remain, explained Zanu PF’s Patrick Chinamasa. The Zanu PF leaders on the sanctions list are barred from travelling freely in the western nation that imposed the sanction and thus putting the party at a disadvantage came the campaigning for diaspora vote. This is just a feeble excuse for denying diaspora vote.  

For a start, why should the Zimbabweans in the diaspora be denied their fundamental right just because Zanu PF and the West have quarrelled? Even if one accepted the travel ban will put Zanu PF at a disadvantage, why has the regime denied the vote to Zimbabweans in SADC countries and all the other countries which have no travel restrictions on party leaders. 

The truth is Most of the Zimbabweans in the diaspora are economic and/or political refugees and they blame Zanu PF for their plight. They are therefore not likely to vote for the regime. And, to crown it all, the Zanu PF vote rigging machinations effective in Zimbabwe will not be so effective in foreign lands. 

It should be noted here that Mnangagwa won the 2018 elections with 2.4 million or 50.8% of the votes; the 3 million diaspora votes constitute 37% of the potential voters. 

How can the election be free, fair and credible there is no verified voters’ roll or when one side is allowed to cherry pick the electorate and deny 37% of the potential voters the vote?

There are no “hard hat area” measures Chamisa or anyone can take to stop rigging when there is no verified voters’ roll. The verified voters’ roll is the Bible against to carry a thorough audit of  who is eligible to vote, who voted, etc., etc. 

MDC leaders failed to implement even one token democratic reform to end the Zanu PF autocratic rule in 23 years, including the 5 in the 2008 to 2013 GNU because they were confident of winning the 2013 elections “regardless of the Zanu PF vote rigging shenanigans”, as the late Morgan Tsvangirai admitted to journalist Tawanda Majoni. 

The truth is Chamisa and company do not real care how about rule of law, reforms, free elections, or how decades of bad governance have cause heartbreaking human suffering and deaths in Zimbabwe. They only thing they really care about is securing political power at all costs. Sadly, they don’t even have the common sense realise implementing the democratic reforms would have secure certain electoral victory for them. 

As for the MDC/CCC post GNU position of the party having winning in rigged elections strategies. It is just hot air underlining just how naive and incompetent and utterly useless they are. As much as Chamisa is claiming to be equipped for 2023 elections; we can be certain of one thing he will be complaining of Zanu PF stealing the elections the morning after the voting is done – complaining about the very things he is saying he is equipped to deal with. 

The failure to produce a verified voters’ roll, denying diaspora or 37% of the voters the vote, etc. are blatant vote rigging moves that render the election utter meaningless and must never ever be tolerated. Nelson Chamisa et al failed to implement the democratic reforms designed to stop Zanu PF rigging the elections and, to hide their betrayal, they are claiming these blatant rigging is normal. 

It insane to keep participating in such flawed and illegal elections only to give the vote rigging Zanu PF legitimacy. After 43 years of rigged elections and with the nation is a serious economic and political mess, the need to implement the reforms and end this madness has never been more urgent that it is now! 

Co-Director In Court For Corruptily Concealing US$11k Transaction

A co-director of MA Auto Spares, Michael Smith was last Friday arraigned before Harare magistrate Dennis Mangosi facing charges of corruptly concealing a transaction worth US$11 000 and R124 000 to his fellow director.

Smith is also likely to face more fraud charges. He was granted $100 000 bail.

Allegations are that sometime in October 2019, a fellow director, who is the complainant, left for Australia and failed to return due to COVID-19 restrictions until September this year.

It is alleged that when he returned, he discovered that the company was paying its South African suppliers through a third party, called Mant Procurement [Pvt) Ltd.

The SA registered company is co-owned by Smith and his South African based friend, Tony Oatley.

Smith had not disclosed this arrangement to his principal, the complainant.

MA Auto Supplies later discovered that Mant Procurement was overcharging the company and as a result they suffered prejudice in excess of R100 000.

In February last year, Smith allegedly imported two tents using MA Auto Suppliers (Pvt) Ltd’s resources under the pretence that the tents belonged to the company. He allegedly sold the tents to Ms Horsley for US$1 800 before converting the cash to his own use.

It is alleged that in October, Smith used the same modus operandi to import a Station Wagon Rear Bumper and RHS Carrier and the customer paid R24 259,83 directly into Mant Procurement (Pvt) Ltd’s FNB account.

On another occasion, Smith was authorised by the complainant to sell their Toyota Land Cruiser to his son for US$7 500. Smith allegedly released the vehicle after receiving only US$2 000.

As a result, the company was prejudiced of US$5 500.

It also alleged that Smith attempted to sell three tool boxes to MA Auto Supplies when they already belonged to the company.

The attempt prejudiced the company of US$3 300.

Zanu PF Businessman Loses US$1.5 Million To Fraudster

Businessman Nyasha Watyoka and Zanu PF parliamentary candidate for Warren Park Gilbert Muponda lost a property valued at US$1,5 million after a suspected fraudster changed their company registry papers and sold the company’s residential property as his.

The accused, Martin Murimirambeva appeared last week before Harare magistrate Stanford Mambanje on summons. He was remanded to March 13 for trial.

Watyoka and Muponda are directors and shareholders of Theright Investments (Pvt) Ltd.

It is the State’s case that sometime in 2003 Watyoka and Muponda acquired a company named Theright Investment (Pvt) Ltd, which owned a property at number 9064 Belgravia, Harare. 

The two became the sole shareholders of the company and they registered themselves as directors of the company. 

It is alleged that on December 10, 2020 the accused person together with his accomplice Leno Be Villiers, who is still at large, fraudulently registered themselves as directors of Theright Investments (Pvt) Ltd after misrepresenting facts to the registrar of companies that Watyoka and Muponda had resigned. 

The accused persons went on to fraudulently sell the company’s property known as stand number 9064 Belgravia, Harare to a company named Kunzekwayedza (Pvt) Ltd at an alleged price of $6 625 000 which was way below the actual market value of the property. 

The complainants later discovered the offence and reported the matter to the Chief Registrar of Deeds and Companies who instituted internal investigations, which established what had happened. 

The businessmen reported the case to the police leading to the arrest of the accused person. 

The total value of the potential prejudice is US$1,5 million.

ZEC Warned Against Exorbitant Nomination Fees

The Zimbabwe Election Support Network (Zesn) has urged the Zimbabwe Electoral Commission (Zec) to consider lowering its nomination fees to encourage youths to participate as candidates in this year’s harmonised polls.

Zec’s nomination fees were gazetted through Statutory Instrument (SI 144) have been deemed exorbitant, with a presidential candidate expected to fork out US$20 000, up from US$1 000. 

A Member of Parliament and local authority candidate will part with US$1 000 up from US$50 and a proportional representation member will pay US$200, up from US$100.

Zesn said Zimbabwe’s presidential nomination fees are four times higher than fees charged in Zambia, and almost 10 times higher than Kenya’s nomination fees. The electoral systems in Eswatin, Angola and Mozambique do not require nomination fees for MPs.

The electoral watchdog said the exorbitant fees would hinder young people, who constitute 67% of the country’s population to participate in electoral processes as candidates.

“The Zimbabwe Election Support Network joins the nation in commemorating the National Youth Day and calls for active participation of youth in electoral processes in line with section 67 of the Zimbabwean Constitution,” read the Zesn statement.

“The National Youth Day established to recognise youths and their contributions to different areas in the country comes at a time the country is preparing for the 2023 harmonised elections. Further, Zesn welcomes the institutionalisation of the youth quota in the National Assembly to enhance their participation in democratic governance processes as this is something that youths had been lobbying for since 2017.

“However, there is need for government and political parties to employ the 25% threshold as outlined in the National Youth Policy, to ensure representation of youth in all public office and leadership positions from the grassroots going upwards, for example village, ward, and council to national level,” the Zesn statement added.

Mnangagwa Gazettes Delimitation Report

President Emmerson Mnangagwa has gazetted the Zimbabwe Electoral Commission delimitation report with boundaries of wards, the house of assembly and senatorial constituencies for use in the forthcoming general elections.

In an Extraordinary Gazette under Statutory Instrument 14 of 2023, President Mnangagwa said he received the Zimbabwe Electoral Commission’s final delimitation report on the 17th of February, 2023.

“Now, therefore, under and by virtue of the powers vested in the President as aforesaid, I do by this my Proclamation declare the names and boundaries of wards and the House of Assembly and Senatorial Constituencies as finally determined by the Commission, which names and boundaries are set out in the Schedule to this Proclamation, to be the wards and House of Assembly and Senatorial Constituencies of Zimbabwe for the forthcoming and any subsequent elections,” he said.

The Zimbabwe Electoral Commission embarked on a voter registration blitz last year, meant to inform the delimitation report.

The report was then submitted to the President for onward submission to Parliament for debate before being sent back to ZEC.

President Mnangagwa and Parliament also contributed their views regarding the draft preliminary delimitation report which culminated in the final report.- ZBC News

War Breaks Out Between Vapositori4ED Over Mine

War has broken out between two Madzibaba4ED leaders over a mine. An audio video clip, featuring Johanne the Fifth of Africa Church Archbishop, Andy Makururu, attacking his former church mate, has gone viral.

The fallout started when the former church chairman, Madzibaba Danniel Mutori, threatened to expose Makururu’s secrets. The church leader indicated he was ready to curse Mutori.

“I am now going to reverse all the prayers, and blessings; you are going to turn back into a pedestrian,” he said.

“You are going to look for me since I have reversed all my prayers for you.”

Makururu accused Mutori of being ungrateful. “You came to me with your papers looking for prayers, you used me asking me to bless you when you started your mine.

“I did the prayers thinking I was helping my son only for you to lift a spear and point it at me the following day.

“However, I am not turning this same spear towards you because you are confused. I need my shares that you promised me.”

Contacted for comment, Mutori said Makururu was angered by his decision to leave the church.

“The reason why I am being fought by Makururu of Johanne the Fifth of Africa Church is because I left his church.

“He is jealous of my mining project, which I invested in alone. I started this project in 2018 and I am 42 years old now.

“I joined his church in Penhalonga before I relocated to Harare where I left the church at their Chadcombe base.

“I am not the only one being fought by him, they are many of us being fought for leaving the church.”

Mutori said he sensed he was unwanted during a recent church gathering in Masvingo.

“It started in Masvingo at his church conference where only my name was being talked about rather than the word of God.

“Again, our company is in line with the statutory mining protocols, because all the gold from all these carbon rooms goes straight to Fidelity.

“ZIMRA is aware of me, I have returns and accounts where I deposit this gold.

“Archbishop Makururu started by sending a terrifying message in which said he wanted to sink me.

“I forwarded that message to one of the church elders called Madzibaba Androge, who then forwarded the message back to Archbishop Andy who further threatened me.”

Mutori told H-Metro that he never entered into an agreement with Makururu.

“I never promised him anything, I just thought he was just praying for me like anyone else.

“Following the fallout, an intruder entered our house and stole my phone, some of the exhibits, and money from my wife’s bag, whilst we were asleep.

“I reported this to Penhalonga Police under reference number RRB5318259.”

Mutori said he was now doubting Makururu’s source of power.

“I used to believe in his prayers but I now doubt him after he demanded shares from the mine.

“I now doubt him as a genuine Archbishop because he is now swearing, saying he is of ‘Soko’ totem, which shows he has other beliefs.

“I left his church because of strange things happening at the church.

“For instance, Makururu started cutting people’s skins using razor blades, known as kutema nyora, claiming to be injecting blessings into their blood systems. -H Metro/additional

ZEC Says We Removed 600 Dead From Voters Roll

State Media -Over 600 deceased persons have been removed from the voters’ roll by the Zimbabwe Electoral Commission, in terms of the Electoral Act.
The list of the deceased people was published under General Notice 207 of 2023 in an extra-ordinary Government Gazette published on Friday last week by ZEC chief elections officer Mr Utloile Silaigwana.

Apart from publishing the names of deceased persons, Mr Silaigwana also published the constituencies, wards and polling stations they were registered under.

“The names of those persons will be removed from the voters roll unless notice of appeal is given to the Zimbabwe Electoral Commission,” he said.

“By means of this notice, notification is made to any voter on the First Schedule who may be alive to lodge an objection, at the Zimbabwe Electoral Commission Mahachi Quantum, No. 1, Nelson Mandela Avenue, corner Kaguvi Street and Jason Moyo Avenue, Harare, and at the respective Commission Provincial Offices, to the inclusion of his or her name in the First Schedule using the form prescribed in the Second Schedule no later than seven days from the date of publication of this notice.”

Mr Silaigwana said the electoral body adhered to its constitutional mandate and always removed names of dead people from the voters’ roll if it was brought to the attention of the Commission.

The removal of deceased persons is a continuous process that the Commission has always been doing when it receives a list of deceased persons from the Registrar General.

In June last year, ZEC removed over 32 000 dead persons from the voters’ roll. -state media

Mnangagwa Announces Election Date Anytime From Now

Shooting in the face of critics who say the delimitation process was not procedural, ZANU PF leader Emmerson Mnangagwa yesterday said he will go ahead to proclaim election dates.

Mnangagwa said that he will now proclaim the date for harmonised elections following the gazetting of the final Zimbabwe Electoral Commission (ZEC) delimitation report, while Government is ready to welcome back Zimbabweans from South Africa.

The report sets the boundaries for wards and constituencies to be used in the upcoming harmonised elections.

The proclamation by the President follows the presentation of the final report by the electoral body on February 17, pursuant to which, the report should be gazetted within 14 days.

In December last year, ZEC presented its preliminary delimitation report to President Mnangagwa which was tabled before Parliament and referred back to the elections Commission for further consideration.

In an extraordinary Government gazette on Monday, President Mnangagwa said: “Now, therefore, under and by the virtue of the powers invested in the President, l do by this my Proclamation declare the names and boundaries of the wards and the House of Assembly and Senatorial Constituencies as finally determined by the Commission, which names boundaries set out in the schedule to this Proclamation, to the Wards and National Assembly and the Senatorial Constituencies of Zimbabwe for the purposes of the forthcoming and any subsequent general election.”

The presentation of the final report made way for the adoption of the new wards and constituencies in time to meet timelines that should be observed in order for the harmonised elections to be held within the constitutionally permissible time frame.

Addressing thousands of youths during the National Youth Day commemorations in Lupane yesterday, President Mnangagwa said he will soon make a proclamation of the election date.

“The delimitation report has now been gazetted. I will soon be making a proclamation of the harmonised elections date. Meanwhile, I would like to highlight that my Government is ready to receive our citizens from South Africa who wish to come home,” he said.

“To date, we are already seeing many trickling back home and setting up their businesses. Come home, ekhaya, kumusha, we are ready to receive all our citizens.”

Zimbabweans living in South Africa under the Zimbabwe Exemption Permits (ZEP) are due to return home this year when this facility expires.

Government has pledged to help the citizens so that they can get home with their possessions and start-up here.

The special permit was granted to nearly 170 000 Zimbabweans working, studying and living in South Africa but expires at the end of June this year. A fair number have or are in the process of obtaining other work permits so they can stay, but a lot will have to leave.

The President implored youths to vote for Zanu-PF and observe peace as the country heads toward elections.

‘As per the requirement of the constitution, our country will soon be holding our harmonized elections. As peace-loving people, let us continue to guard and protect the stability we are enjoying in our nation by saying no to violence and rejecting those bent on causing mayhem, turmoil, and insecurity in our nation,” he said.

“The majority of you, our young people will be voting in these elections, some for the first time. I challenge you to exercise this sacred right, responsibly, aware that it was paid for by the blood of many sons and daughters of Zimbabwe, some of whom were your age.”

President Mnangagwa said the democratic right to vote is a right that must never be taken lightly.

‘It was not given on a silver platter. Your individual and collective votes as a demographic group must defend, protect and guard the independence, sovereignty and national interests of our motherland, Zimbabwe,” he said.

The President implored youths to register to vote and mobilise for a resounding Zanu-PF victory.

“Zan u PF is the party that brought about independence. It is the only party with policies, programmes and projects to lift many of our people out of poverty into prosperity,” he said.

“It is the only party with the vision for the future. This must be at the centre of your conversations as the various youth groups.”

President Mnangagwa said the Government led by the revolutionary party, Zanu-PF remains committed to facilitating the youth access to relevant spaces in the body politic of the country.

“Our promise to broaden your participation in Government remains high on our agenda. The youth seats in Parliament and their appointment into strategic positions in both the revolutionary party, Zanu-PF and within Government are assured,” he said.

The President said under the Second Republic, Government is not going back on its commitment to empower young talented people in the country.

“Your multi-faceted roles as entrepreneurs, innovators, and quick adaptors to the use of science, technology and innovation must see you participating fully in mainstream economic activities. If we remain united, peaceful and hardworking, nothing is impossible,” he said. – state media/additional reporting
