Property developer George Katsimberis has appealed to the Constitutional Court (ConCourt) to be given more time to apply for leave to challenge a High Court ruling on his bid for permanent stay of parallel prosecutions against him.

Katsimberis wants the ConCourt to stop his prosecution for alleged fraud at the instigation of businessman Ken Sharpe’s Pokugara Properties following their fallout over a housing deal.

He is also a State witness in a case Pokugara Properties and some senior Harare City Council officials are being charged for perjury.

Kastimberis says he is being forced to appear in court as an accused and a State witness in related cases. He said this was a violation of his constitutional rights.

He made the latest application after ConCourt judges Justice Anne Gowora, Justice Paddington Garwe and Justice Ben Hlatswayo last week dismissed his earlier appeal for permanent stay of prosecution.

The judges ruled that he had filed his appeal late, and that he did not seek condonation as per court rules.

In the latest application, Katsimberis blamed the registrar of the Supreme Court for his failure to file his appeal on time.

He said his lawyers concluded all processes on October 3, 2022, but the registrar only issued the application on October 4.

“For completeness, I wish to confirm that I have previously filed an application for leave to appeal against that judgment under case number CCZ 51/22,” Katsimberis submitted.

“However, that application was struck off the roll by the Constitutional Court on January 30, 2023 on the basis that it had been filed out of time.

“I explain herein how that came about. It is in the hope of re-filing that application for leave to appeal that this application is made.”

Katsimberis added: “I held a good faith belief that the application in CCZ 51/22 had been filed in time until the hearing on 30 January, 2023. I am advised, and therefore have reason to believe, that my legal practitioners had also held a good faith belief that they had complied with the rules, as everything that they needed to do to file the application had been done and completed on 3 October 2022.

“And, had the registrar not delayed processing my application until after working hours, there would never have been an issue about any delay in filing.”

He said he was advised by his lawyers, which he believed that they had relied on guidance given to them by the registrar through a filing in a separate case that they consider the date when they accept the application as fulfilling all the requirements.

“This document was received by my legal practitioners on the very same date that they were dealing with the exact same issue regarding my application, and appears to support their view that they then adopted, namely that as my application was accepted on October 3, 2022, the application was filed in time,” Katsimberis said.

“I, therefore, make this application for extension of time within which to file my application leave to appeal.”

Katsimberis cited Justice minister Ziyambi Ziyambi and four magistrates, Letwin Rwodzi, Barbra Mateko, Noel Mupeiwa, Stanford Mambanje and prosecutor-general Nelson Mutsonziwa as respondents in the appeal.

Katsimberis in a witness in a case he is suing Sharpe and top Harare City Council officials for perjury and malicious damage to property after the local authority demolished his show house in Borrowdale, Harare.

He is also facing another case of fraud for building the said show house using a forged building plan.

The same people he accused of perjury and malicious damage to property in his case are witnesses against him in the other case.

By Jane Mlambo| Sexually active men have a lower rate of getting prostate cancer, Deputy Minister of Health and Child Care, Dr John Mangwiro told parliamentarians yesterday.

Responding to legislators who wanted to know how men can avoid prostate cancer, Mangwiro said men who frequently have intercourse have lower chances of getting the disease that had 1.4 million treated cases globally in 2020.

“Those men who are very sexually active, the rate of getting cancer is much lower than those who are not. There are so many ideas. Those who do it more frequently have got lower chances,” said Mangwiro.

He also spoke on ways men can check if they have prostate cancer including via the anal canal.

“The first one is us putting the finger up and checking the prostate via the anal canal to check that the prostate is fine,” said Mangwiro. 

“The next one is we use blood; we take blood samples and check for prostatic surface antigen quantities.  Once those are raised, we can determine whether someone has got prostate cancer or not,” added Mangwiro.

A 29-year-old suspected armed robber, who was part of a seven member gang targeting companies in Harare, was shot and killed by police during a shoot out in Ruwa on Tuesday.

Alexio Mupamhura (29) died a few hours after being admitted to Parirenyatwa Hospital.

His other accomplice, Deliverance Makomva (21), was arrested after police conducted more investigations.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the incident. “The Zimbabwe Republic Police confirms the arrest of Alexio Mupamhura (29) and Deliverance Makomva (21) in connection with two armed robbery cases which occurred on December 15, 2022 and the 7th of February 2023 in Harare,” he said.

“On February 6, 2023, detectives from CID Homicide, Harare, received information which linked Alexio Mupamhura to a robbery case which occurred on December 15th, 2022 at Prime Irrigation Company along ED Mnangagwa Road, Highlands, Harare, where a security guard was attacked before a cellphone, five 12-volt lithium batteries, eight solar panels, a 5KW generator and US$700 cash were stolen.”

The detectives acted upon the information and made a follow up on Mupamhura and on Tuesday at around 8am he arrived at his residence along Chinhoyi Street, Zimre Park, Ruwa, whilst driving a Toyota Wish vehicle, registration number, AFA 8576.

After seeing the detectives, Mupamhura sped off, leading to a shoot out and speed chase with the detectives.

He drove into a maize field where he stopped the vehicle before fleeing while armed with an iron bar.

Mupamhura was later arrested and was found with gunshot wounds on the chest and leg.

“During interview by the police, the suspect implicated Deliverance Makomva and five others who are at large. Alexio Mupamhura was referred to Parirenyatwa where he died on admission,” said Asst Comm Nyathi.

“The arrest led to the recovery of the suspects’ getaway vehicle, a Nissan Caravan NV350, registration number AFY 9469, a pellet gun, five bolt cutters, two 14 pounce hammers, three crowbars, various clothes with price tags, four laptops, an HP desktop computer, two solar panels, two 12 volts solar batteries, a lithium battery, three Samsung tablets, a solar light set, three inverters, 2 x 5 litre engine oil, eight pints of engine oil, a LED torch and a pinch bar.”

Detectives later arrested Makomva after he had contacted Mupamhura’s wife to meet him at Mabvuku turn-off, along Harare-Mutare Road, where he wanted to give her unidentified property for safekeeping.

Subsequently, detectives recovered various clothes with price tags and two lithium batteries from Makomva.

The suspects were further linked to a robbery case which occurred on February 7, 2023 at business premises along Sam Nujoma Street, Harare where a security guard and his daughter were attacked before two cellphones, US$5 cash, a solar panel, a 48 volts solar battery, four Baofeng wireless communication radios and a laptop were stolen.

Police are appealing for information which may lead to the arrest of the outstanding suspects, identified as Tendai Ruchiyo, alias T1, Emmanuel Dylan Matiza, alias Big Dealer, Carlson Mabhonga and Lloyd Chinembiri.

Meanwhile, police are appealing for information which may assist in the investigation of a robbery case which occurred on February 7 2023 at a house along Shaneragh Road, Mandara, Harare.

Seven unknown suspects attacked a couple before stealing US$17 000 cash, a Ford Everest vehicle, registration number AFN 7615, a Mazda CX6 battery, three cellphones and three laptops.

A 34-year old man who fired a shot while parked at the gate of High Court judge Justice Emiliah Muchawa’s house in Westgate, Harare, is a close neighbour of the judge, it emerged in court yesterday.
Nation Musekiwa, who stays a few houses from the judge’s home in the same street, appeared at the Harare Magistrates court charged with criminal nuisance and alternatively assault.

Musekiwa denied the charges when he appeared before magistrate Mrs Evelyn Mashavirakure, who remanded him to March 8 for trial.

Mr Anesu Chirenje, prosecuting, alleged that on January 31 at around 7.15pm, Justice Muchawa and her husband, Mr Pascal Ngwarai Muchawa, were driving home along Old Mazowe Road.

When they reached Tom Farm along Old Mazowe Road, they saw Musekiwa driving his Honda Civic in front of them and they followed him until turning into Good Hope Road.

It is alleged that Musekiwa stopped his car in front of Justice Muchawa’s main gate, prompting the couple to stop their vehicle.

Musekiwa is alleged to have fired a shot into the air causing Justice Muchawa and her husband to drive to the nearby home of Justice Chinembiri Bhunu, where there were security officers on duty.

Constables Kambamura and Chidaushe, who were on duty, opened the gate for them.

The couple told the police officers what had happened and they went to the scene where they recovered a 9mm blank cartridge.

On the following day, Musekiwa went to Harare Central Police Station where he told the police that he was the one who had fired the shot on the previous night. Investigations led to the recovery of a pellet gun that was taken to CID Ballistics for forensic examination. – state media

3 boys who are pupils at George Chipadza Secondary School in Zvishavane in the Midlands Province and a female drug dealer, were arrested after the boys were caught smoking mbanje in the school premises.

The three boys who are all aged 16 years, were caught redhanded smoking the dagga and they implicated their supplier who was also arrested.

Midlands Police spokesperson, Inspector Emmanuel Mahoko confirmed the arrest of the three pupils and the suspected dealer.

“The arrest took place at George Chipadza Secondary after three teenagers were caught red handed by one of the teachers at the school.

“A police report was made and the three boys implicated Sibongile Masaire (38) of Zvishavane as their supplier,” he said.

Inspector Mahoko said they conducted a search at Masaire’s house and recovered 1,35kgs of dagga.

The three minors were released into the custody of their guardians while Masaire is in police custody.

In another incident, police recovered 75 plants of dagga at a homestead belonging to Lloyd Sibanda in Ziyabangwa village under Chief Wedza area in Zvishavane District.

Insp Mahoko said Sibanda vanished after he got wind that police were looking for him following a tip off by members of the public.

“Our officers recovered 75 plants of dagga with an average height of two metres at Sibanda’s garden. The suspect is on the run and we are appealing to members of the public to assist in locating him.

“We are also appealing to members of the public to value their health by desisting from drug and substantive abuse. On the other hand, we call upon parents and guardians to conscientise their children on the dangers of drug and substance abuse,” he said.

The latest arrest comes at a time when police have escalated the fight against drug abuse in the ongoing nationwide crackdown against drug peddlers and abusers.

Dubbed “No to dangerous drugs and illicit substances: See something, say something”, the operation comes after Government instructed police to redouble their efforts against drug lords supplying drugs to youths.

In Bulawayo, police on Monday conducted a vehicle stop and search exercise at a roadblock along Luveve Road to signal the start of the operation in the city. The Government has said the rounding up of drug kingpins would help save young people who ruining their future by abusing drugs.

Police said they would now man roadblocks to stop and search motorists as well as passengers.

President Mnangagwa has called on churches to join the fight against drug and substance abuse.

In 2021, Government launched the National Drug Policy to fight the scourge.

Vice President General (Rtd), Dr Constantino Guvheya Dominic Nyikadzino Chiwenga has assumed the office of the Acting President of the country following President Emmerson Mnangagwa’s state visit to Equatorial Guinea to meet his counterpart longtime ruler Teodoro Obiang Nguema Mbasogo.

The state visit is expected to culminate into signing of six agreements.

Upon arrival, Mnangagwa received a country brief from Ambassador Maxwell Ranga who covers Equatorial Guinea from Abuja, Nigeria.

Teodoro Obiang Nguema Mbasogo is a former military officer who has served as the second president of Equatorial Guinea since August 1979.

POLICE in Manicaland have launched a manhunt for a five-member machete gang which pounced on two different places in one night in Murambinda last Thursday.

Manicaland provincial police spokesperson Inspector Nobert Muzondo confirmed both incidents, saying two victims lost over US$500 and cellphones.

He said no arrests or recovery of the stolen property have been made so far.

“On February 2 around midnight, a group of five masked men broke into Mr Joseph Vhatamu’s home near Murambinda Growth Point. They assaulted him before making good their escape with over US$500 and two cellphones.

“During the same night, the suspects also attacked Mr Clayton Gwama who was on his way to Gurajena shops. The victim was robbed of his cellphone and US$40 before the assailants disappeared into the darkness,” said Inspector Muzondo.

Both cases were reported at Murambinda Police Station.

Inspector Muzondo appealed to members of the public with information leading to the arrest of the suspects to report to their nearest police station.

Namibia district castigates the illegal removal on remand to ZANU-PF serial looters represented by Gokwe Mp, Mayor Wadyajena who robbed the state of more than 5 000 000US$ (5m+ US$) belonging to COTCO.

His removal on remand came at an ugly juncture when our diligent Zengeza West Mp and Lawyer, Job Saro Wiwa Sikhala has been caged at Chikurubi Maximum Security Prison for more than seven months on concocted charges. As a district that subscribes to the rule of law and constitutionalism, we demand an abrupt end to this weaponization of the law by the clueless and sadist regime. Our fight is anchored on freedom, equality, and justice hence we demand freedom for Hon Job Sikhala. It is unacceptable to allow the continued incarceration of the innocent when the real criminals are walking scot-free.

Mayor Wadyajena looted a considerable amount of money but it seems those who are affiliated with the corrupt and politically inept party are immune to prosecution. Real thieves such as Obadiah Moyo, Prisca Mupfumira, Wicknell Chivayo, Ignatius Chombo, and Henrieta Rushwaya merely to mention a few amassed ill-gotten wealth from the state with impunity, which must be resisted with a double measure. We audibly advocate for the independence of the judiciary, all citizens should be treated equally before the law regardless of their political convictions.

It is now imperative that Zimbabweans take it upon themselves to peacefully confront the political ills and predispositions in our captured courts. Hon Job Saro Wiwa Sikhala deserves his ultimate freedom because it is not a crime to demand justice for Moreblessing Ali. It is legal for any officer of the court to represent his or her clients without fear of persecution by prosecution. Wiwa has languished in jail for speaking out against the state-sponsored torture, abductions, and enforced disappearances of those who speak the truth to power and criticizing ZANUPF shenanigans.

Namibia district is cobra-headed on the astronomical levels of state capture of the judiciary and all other state institutions in the motherland. Efforts to demand the immediate release of all prisoners of conscience are now compulsory for all and sundry since Hon Job Saro Wiwa Sikhala was denied his constitutional right to bail several times. “We can’t afford to have laws for ZANU-PF goons and laws for Citizens Coalition For Change subscribers. All Zimbabweans must be treated equally before the law. CCC interim Vice-chairperson deserves his freedom. His Wife and children have missed him since the 14th of June 2022!”, fumed the interim chairperson for CCC Namibia Rundu Branch, Simbarashe Ndoda.

Let’s all unite against this lawfare! On another note, the vibrant interim Secretary General for the CCC Namibia Rundu branch, Dr. Lawrence Chiduku encouraged all social democrats to give material and financial support to the recently launched “REAP”, (Register, Elect and Protect the vote plus the voter) a sound youth initiative that encourages citizens to register, vote and protect the vote and the voter. Namibia applauds the efforts invested into the struggle by the millennial generation championed by the energetic and diligent Youth Taskforce Commander, Takudzwa Ngadziore, Spokesperson Stephen Sarkozy Chuma, and Womberai Nhende only to mention a few.

Defending the vote and the voter becomes the only panacea to social, economic, and political justice in the motherland. Let’s register to vote against the impunity of ZANU-PF corrupters and thugs who have taken too much for the owner to ignore. Citizens must amplify their revolutionary voices demanding JUSTICE, EQUALITY, and FREEDOM for Job Saro Wiwa Sikhala as well as all political prisoners. POLICE in Manicaland have launched a manhunt for a five-member machete gang which pounced on two different places in one night in Murambinda last Thursday.

Manicaland provincial police spokesperson Inspector Nobert Muzondo confirmed both incidents, saying two victims lost over US$500 and cellphones.

He said no arrests or recovery of the stolen property have been made so far.

“On February 2 around midnight, a group of five masked men broke into Mr Joseph Vhatamu’s home near Murambinda Growth Point. They assaulted him before making good their escape with over US$500 and two cellphones.

“During the same night, the suspects also attacked Mr Clayton Gwama who was on his way to Gurajena shops. The victim was robbed of his cellphone and US$40 before the assailants disappeared into the darkness,” said Inspector Muzondo.

Both cases were reported at Murambinda Police Station.

Inspector Muzondo appealed to members of the public with information leading to the arrest of the suspects to report to their nearest police station.

Vice President General (Rtd), Dr Constantino Guvheya Dominic Nyikadzino Chiwenga has assumed the office of the Acting President of the country following President Emmerson Mnangagwa’s state visit to Equatorial Guinea to meet his counterpart longtime ruler Teodoro Obiang Nguema Mbasogo.

The state visit is expected to culminate into signing of six agreements.

Upon arrival, Mnangagwa received a country brief from Ambassador Maxwell Ranga who covers Equatorial Guinea from Abuja, Nigeria.

Teodoro Obiang Nguema Mbasogo is a former military officer who has served as the second president of Equatorial Guinea since August 1979.

His removal on remand came at an ugly juncture when our diligent Zengeza West Mp and Lawyer, Job Saro Wiwa Sikhala has been caged at Chikurubi Maximum Security Prison for more than seven months on concocted charges. As a district that subscribes to the rule of law and constitutionalism, we demand an abrupt end to this weaponization of the law by the clueless and sadist regime. Hon Job Saro Wiwa Sikhala deserves his ultimate freedom because it is not a crime to demand justice for Moreblessing Ali. It is legal for any officer of the court to represent his or her clients without fear of persecution by prosecution. Wiwa has languished in jail for speaking out against the state-sponsored torture, abductions, and enforced disappearances of those who speak the truth to power and criticizing ZANUPF shenanigans.

A SENIOR police officer has been accused of demanding ƨǝx from a marriǝd subordinate since 2017.

Chief Inspector Cuthbert Gwidi, the officer-in-charge of the Police Band Department, was reported to have been forcing the 44-year-old band dancer to have ƨǝx with him.

He reportedly threatened to axe her if she turned down his ƨǝxual advances.

Chief Insp Gwidi is further accused of lur!ng the woman into a hotel room where she was allegedly rapǝd by a councillor only identified as Nleya from Victoria Falls.

The woman disclosed the matter to her husband, who lodged a police report against the two at Harare Central Police Station.

National police spokesperson, Assistant Commissioner Paul Nyathi, confirmed the case and said investigations were underway.

“Police are investigating a case of ƨǝxual abuse involving a band officer in charge,” said Ass Comm Nyathi.

According to police sources, Chief Insp Gwidi called the victim to his office sometime in 2017 and threatened to dismiss her if she refused anything he asked for.

“The victim was rapǝd in Gwidi’s office in 2017 and he threatened not to deploy her to paid duties if she disclosed the matter.

“The victim stood her ground and lodged a police report against Gwidi at the Police Complaints Desk, but it was all in vain. She was subjected to ƨǝxual abuse by Councillor Nleya in 2019 at a hotel in Victoria Falls where they were assigned to perform at a function,” said the source.

“Gwidi tricked the victim that she was booked in a room together with other dancers, but she found Nleya, Gwidi and another person in the room. Gwidi and the other person left the room leaving Nleya and the victim and she was rapǝd.”

The murder suspect, Jaison Muvevi, accused of killing four people including a police officer, was yesterday back in court for routine remand pending indictment to the High Court for trial on charges of murder.

Muvevi was remanded to February 20 when he appeared before Harare magistrate Mr Dennis Mangosi.

He is charged with four counts of murder and two other counts of attempted murder after he also allegedly shot and injured a police officer in Hwedza before shooting at another man in Mutare, whom he narrowly missed.

He was not asked to plead to the charges.

According to the State, Muvevi killed Nyarai Round (33) of Domboshava, Chrispen Kanerusine (48) of Hwedza, the officer-in-charge of Hwedza Police station Inspector Maxwell Hove (43) and 27-year-old Munashe Majani, who was a barman at Ruzema Bottlestore, Mukamba Business Centre, Hwedza.

Muvevi allegedly attempted to kill Tendai Mugova, a police officer at Hwedza Camp and Raphael Nyahwema at Mutare Boys High School as he sought to escape to Mozambique.

It is the State’s case that on November 19 last year at around 9.30pm, Nyasha Eusen was in the company of Mr Round at Clan Court in Eastlea, Harare. Muvevi approached the pair, pulled out his pistol and shot Mr Round once on the head for no apparent reason.

Eusen tried to run away, but was caught and forced into a Toyota Allion sedan.

Muvevi then drove to Huruyadzo Shopping Centre in St Mary’s, Chitungwiza, with two other men where Eusen managed to escape.

On January 13 this year, at around midday, Madzibaba Kanerusine, who was the leader of Johanne Masowe eChishanu Apostolic Church, was at the church shrine with other congregants.

Muvevi arrived in the company of Shupikai Muvevi and was ushered into the shrine by senior church members, who gave him a white wrapping cloth to cover himself since his dress was deemed inappropriate for the shrine.

Muvevi joined other congregates while Madzibaba Kanerusine was preaching, but after two minutes went to his car, gabbed a gun, hit it under the garment and shot Madzibaba Kanerusine in the head.

Muvevi then sped off. The shooting was reported to ZRP Hwedza where the late Insp Hove was the officer-in-charge. He mobilised a team of police officers and left ZRP Hwedza for Negombwe Village but as they were driving along Hwedza-Murambinda Road, they spotted Muvevi parked at the 25km peg talking to an unidentified man.

Police officers blocked his vehicle and as they were getting out of their car, Muvevi opened fire and shot Insp Hove thrice in the head while he was seated in the passenger seat.

He also allegedly shot Detective Constable Tendai Mugova three times on the pelvis and abdomen, leaving him seriously injured, according to the charge sheet.

Other police officers ran for cover, but are reported to have dropped an FN rifle with a magazine and 10 rounds and a CZ pistol.

Muvevi then drove to Mukamba Business Centre where he went to Ruzema Bottle Store. He saw Mr Majani outside the bar in the company of Given Pambeni and Tinashe Musangano. Muvevi is said to have called Majani over and had a brief chat with him before shooting him.

Muvevi sped off heading towards Mutare. On January 14, he went to Mutare Boys High School almost on the border where he confronted Mr Nyahwema and fired three shots towards him after he refused to give him food. He missed him.

Muvevi then skipped the border into Mozambique where he was arrested on January 15 before being sent back to Zimbabwe.-State media

Zimbabwe’s institutions of higher learning are struggling to absorb an overflowing number of applicants aspiring to study medicine and other health-related courses, with only one percent of candidates being successful.

This emerged during a high-level policy dialogue held in Bulawayo on Monday.

The two-day indaba which ended yesterday provided a health labour market analysis (HLMA) while identifying priority health workforce investment opportunities, and building consensus on strategic priorities and investment options to help inform a national health workforce strategy and investment plan.

The findings of the HLMA are expected to inform policymakers on the strategies that need to be adopted in the health sector.

The study revealed that there is a high demand for people intending to venture into health and medical-related fields while only a fraction of those aspiring to study secure places in universities.

Some of the institutions that offer medicine in the country include the University of Zimbabwe, the National University of Science and Technology (NUST), Midlands State University (MSU), and Great Zimbabwe University (GZU) among others.

Findings from the HLMA established that an average of 89 applicants compete for one vacancy to enroll as doctors countrywide.

“With 397 185 applicants for admission in the 2021 academic year, only 4 134 of the prospective health professions’ students were offered places, which translates to one percent of the applicants who got places to train,” reads part of the findings.

According to the HLMA findings, there is a sharp decline in the number of health workers who left the country last year compared to 2021.

“Migration of health workers from Zimbabwe has been a longstanding phenomenon. In December 2021, the overall attrition rate in the public health sector stood at 8 percent. This has gone down to 3,8 percent by the end of 2022,” reads the report.

The report further showed that at least 41 percent of health workers are planning to leave the country.

“Among 2 687 health workers surveyed, 41 percent had intentions to migrate abroad, of which, 53 percent had started working on their plans to migrate. Of those with intentions to migrate, 3,8 percent are planning to leave within the next six months,” read the report.

“Another 7,2 percent have plans of migrating within a year while 74,5 percent intended to migrate to work and 21,4 percent for further studies.”

Speaking on the sidelines of the meeting, Health Services Commission (HSC) human resources general manager, Ms Nona Zhou said the HLMA findings are critical as they provide up-to-date information on developments in the health sector.

“This research is critical in the sense that it is scientific research. It will make a difference in the sense that we will be approaching Treasury or partners to say this is what is required. The World Health Organisation (WHO) provided us with tools that we used to calculate, looking at the number of nurses and doctors we will need say by 2030,” she said.

“From the available data, we can now tell that the Government at this point in time can afford this much unlike in the past because there is information from this study.”

Ms Nona said the research findings also outline areas of cooperation between the Government and development partners.

She said there is a need to cover the gaps that exist in the training of health workers and urged the private sector to come on board.

Ms Nona commended health workers for their dedication to duty, saying Zimbabwe has the highest productivity and performance rate in the African continent at 75 percent.

Zimbabwe Council of Higher Education (Zimche) chief director for life and health sciences Professor Felicity Gumbo said the HLMA results should be aligned with the training of those in the health sector.

“The training of people in the health sector feeds into the training for the country so that the Ministry of Health and Child Care maps out the skills that are required while the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development fulfills those needs,” she said.

Prof Gumbo said the HLMA research confirms that more needs to be done to train specialists in the health sector as there is a 95 percent gap.

“The evidence is clear that we still have not made huge strides in addressing the skills deficit in the medicine and health sciences. The second recommendation is that we might need to expand our training,” she said.

“The number of places for students to train in medicine is quite limited. As a result, even those who would have really passed with flying colours are failing to make it.”

Prof Gumbo said there is also a need to retain lecturers as some of them are leaving the country resulting in a brain drain in the health sector.

She said the brain drain is also affecting the expansion of education in the medical field.

“The country also needs to invest more in modern equipment in hospitals as this is necessary in producing quality health personnel,” said Prof Gumbo.- state media

A 37-year old Zimbabwean truck driver has been arrested in South Africa for illegally transporting chrome worth R650 000 in Limpopo Province.

The truck driver, Brighton Mutandani, was arrested last Thursday by the neighbouring country’s elite cops, the Hawks.

He has since appeared in the Praktiseer Regional Court on charges of allegedly transporting chrome without a permit and contravening the Immigration Act. Hawks spokesperson for Limpopo, Captain Matimba Maluleke said the suspect was arrested during a crackdown on illegal mining activities in the province.

“As the Directorate for Priority Crime Investigation continues to fight the scourge of illegal mining in the province, a sting joint operation between the Hawks’ Serious Organised Crime Investigation and Crime Intelligence was conducted last week. During the operation, a suspicious tipper truck was spotted driving in the area and it was stopped and searched,” he said.

“The truck was found fully loaded with chrome that the driver failed to produce a permit for and he was immediately arrested. Further investigations revealed that the driver did not have legal documents allowing him to be in the country.”

Capt Maluleke said the chrome and the truck were seized. He said Mutandani was remanded in custody to Friday for bail application.

Hawks provincial head for Limpopo, Major General Gopz Govender said: “We look forward to conducting more operations to deal with the illegal mining problem and our presence will be felt.”

South African police recently tightened screws on illegal miners following the death of eight panners including four Zimbabweans, three Mozambican and a South African in the Burgersfort area in Limpopo Province.

The illegal miners died after suffocating when the mine shaft filled up with rainy water resulting in the walls collapsing.

Police have since opened an inquest following the tragic incident. The mishap occurred in the Ga-Moroga Village where the suspected illegal miners had been digging chrome before the walls of the shaft gave in during heavy rains.

Illegal chrome mining activities are rife in areas along the R37 road in Sekhukhune District and police have arrested several illegal miners and confiscated mining equipment.

Zimbabweans were also among the 21 suspected illegal miners whose bodies were discovered in a mineshaft in Krugersdorp, Gauteng, South Africa in November last year after they were trapped.

In September 2021, South African emergency workers retrieved 11 bodies of Zimbabweans who died after a generator they were using in a disused underground mine exploded in Benoni, some 35km outside Johannesburg.

The group which included 15 people, among them Zimbabweans and Mozambicans, entered the mine on August 27 of the same year and they were using the generator for lighting and drilling.- state media

A 42-YEAR-OLD Hatcliffe Extension man was arrested on Wednesday for reportedly rɑp!ng his 21-year-old mentally challenged neighbour.

He is currently detained at Borrowdale Police Station awaiting court appearance.

Laison Chitumbwi initially pr0p0sed l0ve to the woman, but she turned him down.

It is reported that Chitumbwi then started sneaking into his neighbour’s house each time she was alone and would rɑpǝ her.

Harare provincial police spokesperson, Inspector Luckmore Chakanza, confirmed the arrest saying the victim has since been referred to Parirenyatwa Group of Hospitals for medical examination.

“Police are investigating a case involving a mentally challenged woman who is reported to have been rɑpǝd several times by her neighbour.

“Circumstances are that sometime in January, the accused person went to the victim’s house when she was alone and pr0p0sed l0ve to her, but she turned down his advances,” said Insp Chakanza.

“Accused person went back for the second time and found the victim alone and lied that he wanted to mɑrry her. He dragged her into the house, locked the door and rɑpǝd her once without pr0tection.

“He continued to visit the victim whenever she was alone and rɑpǝ her. The matter came to light when the victim narrated her ordeal to her grandmother leading to the arrest of the suspect,” he said.

Writing on Twitter, Hon Biti called for the immediate release of Hon Sikhala.

Tinashe Sambiri| The Zanu PF leader Mr Emmerson Mnangagwa has flown to Equatorial Guinea for a State visit.

Analysts project Mr Mnangagwa has gone to that country to receive “rigging lectures.”

According to ZBC news, Mr Mnangagwa will spend two days in Equatorial Guinea.

“President Emmerson Mnangagwa has left the country for Equatorial Guinea for a two-day State visit.

He was seen off at the Robert Mugabe International Airport by Vice President General (Retired) Dr Constantino Chiwenga, government ministers, permanent secretaries and service chiefs.”

The High Court has thrown out an urgent application filed by a Harare woman to recover four luxury vehicles taken custody of by the Zimbabwe Anti-Corruption Commission (ZACC) following the arrest of her lover on fraud charges.
The court said there was no urgency in the application and she can join the ordinary queue.

Ms Charlotte Chavavarirwa is a girlfriend of former NetOne employee Daniel Kalira, who is facing charges of theft involving $150 million worth of airtime from his employer.

Following Kalira’s arrest, ZACC took custody of his three expensive Mercedes Benz vehicles and one Toyota Hilux on suspicion they were bought using proceeds of crime; they can be returned if he is acquitted or if charges are dropped, but meanwhile he cannot use them or sell them.

Ms Chavavarirwa, who claimed to have been adversely affected by the seizure order, approached the High Court seeking to recover use of the vehicles, which she said belonged to her.

In her application, she argued that she was inconvenienced by the effects of the seizure and needed the vehicles for her business operations and the school-run for her children.

She was forced to be a pedestrian because of the seizure of the vehicles.

But ZACC opposed the application and sought its dismissal on the basis that it was not urgent and that she failed to establish the irreparable harm affecting her following the seizure of the vehicles.

In his ruling against the urgent application, Justice Neville Munyaniso Wamambo, noted that the matter did not qualify to be treated as urgent and removed it from the roll.

“I find that applicant being rendered a pedestrian is not irredeemable harm. She can seek alternative transport in the meanwhile,” said the judge.

Urgent applications over use of property or assets are designed to prevent any harm that cannot be reversed while the longer legal processes are being played out.

The court also noted that it was improbable that damage could occur on the vehicles while in the custody of a Government entity, and the risk was too low to warrant the court to release them.

It is reported that Chitumbwi then started sneaking into his neighbour’s house each time she was alone and would rɑpǝ her.

Harare provincial police spokesperson, Inspector Luckmore Chakanza, confirmed the arrest saying the victim has since been referred to Parirenyatwa Group of Hospitals for medical examination.

“Police are investigating a case involving a mentally challenged woman who is reported to have been rɑpǝd several times by her neighbour.

“Circumstances are that sometime in January, the accused person went to the victim’s house when she was alone and pr0p0sed l0ve to her, but she turned down his advances,” said Insp Chakanza.

“Accused person went back for the second time and found the victim alone and lied that he wanted to mɑrry her. He dragged her into the house, locked the door and rɑpǝd her once without pr0tection.

“He continued to visit the victim whenever she was alone and rɑpǝ her. The matter came to light when the victim narrated her ordeal to her grandmother leading to the arrest of the suspect,” he said.

A SENIOR police officer has been accused of demanding ƨǝx from a marriǝd subordinate since 2017.

Chief Inspector Cuthbert Gwidi, the officer-in-charge of the Police Band Department, was reported to have been forcing the 44-year-old band dancer to have ƨǝx with him.

He reportedly threatened to axe her if she turned down his ƨǝxual advances.

Chief Insp Gwidi is further accused of lur!ng the woman into a hotel room where she was allegedly rapǝd by a councillor only identified as Nleya from Victoria Falls.

The woman disclosed the matter to her husband, who lodged a police report against the two at Harare Central Police Station.

National police spokesperson, Assistant Commissioner Paul Nyathi, confirmed the case and said investigations were underway.

“Police are investigating a case of ƨǝxual abuse involving a band officer in charge,” said Ass Comm Nyathi.

According to police sources, Chief Insp Gwidi called the victim to his office sometime in 2017 and threatened to dismiss her if she refused anything he asked for.

“The victim was rapǝd in Gwidi’s office in 2017 and he threatened not to deploy her to paid duties if she disclosed the matter.

“The victim stood her ground and lodged a police report against Gwidi at the Police Complaints Desk, but it was all in vain. She was subjected to ƨǝxual abuse by Councillor Nleya in 2019 at a hotel in Victoria Falls where they were assigned to perform at a function,” said the source.

“Gwidi tricked the victim that she was booked in a room together with other dancers, but she found Nleya, Gwidi and another person in the room. Gwidi and the other person left the room leaving Nleya and the victim and she was rapǝd.”

Amnesty International has told President Emmerson Mnangagwa to reject the Private Voluntary Organisation (PVO) Bill.

Parliament passed the bill which now awaits Mnangagwa’s signature before it becomes law.

There has been a lot of noise from local and international pressure groups who feel the PVO Bill once it becomes law will close the democratic and civic space thereby leaving government without any checks and balances.

Tigere Chagutah, Amnesty International’s director for east and southern Africa, warned of dire consequences if the bill becomes law.

“President Mnangagwa must use his leadership position to reject this bill as it is repressive. The president must ensure that this bill is never signed into law,” Chagutah said.
