Gutu Accident Victims Named

Three people were killed while 11 others were injured after the kombi they were travelling in was involved in an accident along the Chivhu-Roy Road on Sunday.

The vehicle burst a tyre and veered off the road and overturned several times before landing on its side.

Zimbabwe Republic Police (ZRP) spokesperson in Masvingo Province Inspector Kudakwashe Dhewa said the accident occurred at the 68-kilometre peg. He said:

At around 6 pm on Sunday, a Toyota Hiace that was being driven by Innocent Damba (37) of Waterfalls burst the left rear tyre at the 68-kilometre peg along the Chivhu-Roy Road. The car had 13 passengers on board.

Damba lost control of the vehicle and it veered off the road and overturned several times landing on its right side.

Three people died upon admission at Gutu Hospital while 11 others were injured. Of the 11 four were seriously injured.

The deceased have been identified as Florence Ndlovu, (38), Charles Nyamuba, (26) and Giliston Baloyi. All deceased sustained head and neck injuries.

Inspector Dhewa said that the vehicle sustained extensive body damage and will be examined by the Vehicle Inspection Department (VID).

Suspended PetroTrade board chair Tinomudaishe Chinyoka yesterday alleged massive looting and mismanagement at the State-owned entity which he claimed had prejudiced the company of nearly US$120 million.

Chinyoka mentions the corruption in an urgent High Court application challenging his suspension.

Energy minister Zhemu Soda dissolved the Chinyoka-chaired board last week pending investigation of “matters of corporate governance,” a year after appointment.

Other members of the suspended board include Gladys Mumhure, Simbarashe Eric Mhuriro, Ferida Matambo, Lilian Timveos, Getrude Marabada, Godfrey Ncube (acting chief executive) and Dakarai Mukuku.

Chinyoka cited Soda, Vice-President Constantino Chiwenga, Auditor-General Mildred Chiri and PetroTrade (Pvt) Limited as respondents.

Chiwenga was cited in his capacity as the administrator of the Public Entities and Corporate Governance Act.

Through his lawyers, Gunje Legal Practice, Chinyoka accused Zhemu of attempting to block investigations into allegations of graft by shielding suspects within the company from facing justice.

He claimed in the application that there was a plot to sell PetroTrade for US$20 million under unclear circumstances, a figure he said was “a fraction of its value.”

He said PetroTrade managers authorised construction of a service station at a cost of over US$2 million in Mabvuku without following the procedures.

“In the meantime, the board tried to cause a forensic audit to be done by the third respondent (Chiri) and had written to her to that effect. However, the first respondent‘s permanent secretary (Gloria Magombo), in the presence of the first respondent (Soda) had given the board a dressing down stating that it was not the board’s remit to ask for a forensic audit,” Chinyoka said.

“Instead, the board was meant to inform the first respondent that it wanted a forensic audit and if the first respondent deemed it necessary, would instruct the third respondent. Positively chastised, the board wrote to the permanent secretary asking for a forensic audit to be accrued out and left the matter in her hands, but she did nothing. However, towards the end of the year, it came to the attention of the board that the acting chief executive Godfrey Ncube had been receiving communication from the third respondent about her office’s readiness to carry out the forensic audit, but was not passing it on to the board.”

Chinyoka alleged that the management conducted “fake interviews” to hire employees while also flouting tender regulations by not seeking authorisation from the Procurement Regulatory Authority of Zimbabwe.

According to Chinyoka, the acting CEO allegedly stole 300 000 litres of fuel and inflated payment figures by several millions of dollars, prejudicing the company of US$120 million.

“In light of the discovery that the acting CEO had been keeping such communication from the board, I had become even more suspicious about his honesty and when he informed the board that there were certain payments that were critical and that they be made, I got even more suspicious. These included payment of US$98 million and US$23 million for two projects that were finished and handed over years ago,” Chinyoka said.

“The requested payments were in fact not due: where the A CE (acting CEO) wanted authorisation to pay US$98 million the information on file showed that at most, the amount due was less than US$12 000 and where he wanted US$23 million we had in fact overpaid on the contract.”

Chinyoka accused Soda of authorising the acting CEO to run the company without board oversight to frustrate investigation of the corrupt activities.

“My suspension, in circumstances where I had detailed provable instances of corruption and criminality, coupled with the first respondent directly empowering the acting CEO to run the company without oversights, is irrational and so outrageous in its defiance of logic, good judgment and common sense that no impartial person could have made such a decision,” Chinyoka said.

“The first respondent’s decision is unfair in that it casts aspersions on my character and integrity. The manner in which he has couched his Press statement is calculated to inflict maximum damage.”

The matter was not been set down for a hearing.

Meanwhile, it has also emerged that the board’s problems started after it sought to have Ncube, who joined the company as a security officer, probed for alleged corruption.

In a letter dated February 28, directed to the Energy ministry, Chinyoka alleged that Ncube was not fit to be CEO.

“Crucially, this coincided with the process of hiring a substantive CEO, the board had learned that at the time of Mr Sikwila (acting CEO Tanaka)’s dismissal there was no one in the company in a position where they could readily walk into the CEO’s position. This had resulted in them asking the then operations manager who joined the company as a security officer to become the CEO,” Chinyoka wrote.

ZRP Accuse Mayor Gomba Of Registering 19 People At Own Home

State Media – In what could be a tip of the iceberg, Citizens Coalition for Change (CCC) candidate in the upcoming March 26 by-elections, Herbert Gomba, has been arrested for fraudulently facilitating registration of people using his parents’ address in contravention of the Electoral Act.

Apart from registering 19 people at his parents’ home in the high-density suburb of Glen Norah, the former Harare mayor, who is dogged by corruption allegations, is also accused of registering as a voter using an address where he does not live.

In addition to the charges of contravening Section 37 of the Electoral Act, Mr Gomba also faces perjury charges for breaching Section 183 (1) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

In an interview, police spokesperson, Assistant Commissioner Paul Nyathi, said Gomba, whose party had initially claimed that he had been abducted, handed himself over to the police and stands charged on the two counts.

“Mr Gomba was arrested by officers at Harare Central police when he surrendered himself in the company of his lawyer. He is facing perjury charges and contravening the Electoral Act,” Asst Comm Nyathi said.

His lawyer, Mr Harrison Nkomo, confirmed that his client will be appearing in court today but did not give details.

The CCC has a penchant for claiming abductions whenever there is an impending international event, and in this case, it claimed that Gomba had been abducted last Saturday as President Mnangagwa was set to market the country at the Dubai Expo.

However, like the proverbial deck of cards — the opposition party’s wobbly claims fell apart when the former mayor resurfaced unscathed on Monday.

The spin from the Nelson Chamisa-led outfit was that he was found in the custody of his family, but no detail was given on his whereabouts during the weekend when the party claimed that he was missing.

On Saturday, CCC interim spokesperson, Advocate Fadzayi Mahere, the party’s interim deputy chair Mr Job Sikhala and political activist Mr Hopewell Chin’ono posted on their Twitter handles claims that the former mayor had been abducted.

“#ALERT former Harare Mayor Herbert Gomba has gone missing. Unknown men stormed his home in Glen Norah C at around 14.30hrs. They used three unregistered white Isuzu vehicles. His whereabouts are unknown,” Adv Mahere tweeted.

Presently, three CCC activists; namely Joana Mamombe, Cecilia Chimbiri and Netsai Marowa are facing charges of faking abduction. -Herald

Bulawayo Woman Kills Stepson

A Bulawayo woman has been arrested for killing her stepson (3) through suspected food poisoning and physical abuse.

Bulawayo  Provincial Police Spokesperson Abednico  Ncube confirmed the incident.

He identified the woman as Nothando Mpofu (27)  adding that she has since been arrested in connection with the death of the child.

Ncube also identified the deceased child as Musawenkosi Ndlovu.

He said the incident happened recently at around 5pm when the child who had been unwell for sometime started vomiting after consuming some food and milk that the stepmother had given to him.

“Mpofu informed her landlord, neighbour that the child was not well and an ambulance was summoned for the child who was reported dead upon arrival at the hospital,” he said.

Mpofu denied her landlord access to the child as she had beaten him up.

Landlord was then later called during the night by the stepmother when the child’s condition deteriorated as his body had become very cold.

Neighbours made claims that they had always witnessed the abuse of the child several times.

Wife Arrested for Killing Hubby with An Axe

High Court judge Justice Lucy Mungwari has sentenced a Chivhu woman to 14 years in jail for fatally axing her husband in the presence of their daughter, accusing him of infidelity.
The court heard that on September 12, 2020, Chenai Togara axed her husband Benjamin Sambara in full view of their 14-year-old daughter on September 12, 2020 over an extra-marital affair.

Sambara succumbed to the injuries a day later at Chivhu Hospital.

Togara said she was acting in self-defence.

In her defence, Togara said Sambara threatened to axe her before she grabbed the axe and attacked him.

But Mungwari ruled that Togara intentionally murdered her husband.

“The only logical conclusion is that she failed to explain her version of events because she struck the deceased while he had his back to her,” Mungwari said.

“The court concluded that the injury noted on the back part of the deceased’s thigh could only have been inflicted because the deceased had relented in attacking the accused and was either fleeing or walking away with his back to the accused.”

Mungwari said Togara did not show any remorse but focused on exonerating herself.

Mungwari also sentenced a 30-year-old Harare man, McDonald Chiveto to four years in jail for fatally striking his 22-year-old wife with an iron bar.

The incident happened on February 14 last year following a domestic dispute.

But Mungwari ruled that Chiveto negligently caused the death of his wife. -Newsday

Outrage As Confirmation Letters Are Doubled

Government has doubled application fees for nurses’ confirmation letters and certificates from US$150 to US$300 amid speculation that the move is meant to frustrate them from leaving the country for greener pastures.
Zimbabwe Nurses Association (Zina) president Enock Dongo told NewsDay that the fee hike was beyond the reach of most nurses whose salaries are paid in local currency.

In a letter dated March 11, 2022, Nurses Council of Zimbabwe registrar Mercy Chaka said nurses should pay US$300 for the certificate.

“The Nurses Council of Zimbabwe wishes to advise nurses that the approved fees for application for certificate of good standing (CGS) and application for the confirmation letters for all the nurses residing in Zimbabwe and outside Zimbabwe is now US$300 and is with effect from January 1, 2022,” Chaka said.

A CGS is a confirmation letter issued by a professional body to a sister body as clearance for a health worker with no hanging disciplinary issues regarding patient care and relations with colleagues.

It also confirms that the holder has qualified as a nurse after training.

The country has been experiencing brain drain in the health sector, with 2 200 health workers having left the country in 2021.

Dongo said the fees were meant to block health workers from leaving the country.

“This is the most expensive verification.

In some of the countries, it is actually free to get a letter of good standing and now Zimbabwe charges US$300, which is not being given as salaries to the civil servants themselves.

Nurses will need three to four months without eating to raise such an amount.

That is really ridiculous, they are punishing health workers,” Dongo said.

“Health workers have left the country due to poor working conditions and salaries.

We now have a lot of practitioners who have left the country in search of greener pastures and we have shortages in our hospitals, so it’s a strategy that they have come up with to stop that.

This is totally wrong and unacceptable in a democratic country. There is no way that you can force workers to work for you. People have the right to work for the employer of their choice.”

Last year, government set up an inter-ministerial committee to look into the brain drain in the health sector after experiencing a sharp rise in the number of health professionals leaving the country for greener pastures.- Newsday

ZRP “Threatens ” Opposition

The Zimbabwe Republic Police clarifies and sets the record straight on security arrangements and the holding of political rallies in view of the current campaigns by parties and aspiring candidates for the scheduled Bye-Elections set for March 26, 2022

Firstly, it is the responsibility of a convener to notify the local regulating authority who is the Officer Commanding a Police District, of the intention to hold a rally in line with provisions of the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.

It is not just a case of notification, the convener has a responsibility to discuss and agree on the security and safety measures to be availed at the rally for the benefit of the public and the community in general.

sadly, the police has noted with concern that some political parties are adopting a confrontational approach when notifying the regulating authorities on their intended rallies.

We are also concerned that some of the conveners and their legal advisors are resorting to communicating wrong information to their supporters and also using social media to post communication details with the Police without exhausting all the legal remedies provided for under the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.

In the case of Citizen Coalition for Change (CCC)’s Marondera rally, it is clear that the convener had not complied with relevant provisions of MOPA and was duly advised by the regulating authority, however, the convener and their lawyers insisted that the rally will go ahead while at the same time a court process was in motion at the High Court and subsequently at the local Magistrate Court after Justice Mungwari had ruled that the CCC convener had to exhaust all the domestic legal remedies provided under MOPA before holding a rally. This is on record.

However, on the ground, the convener had already mobilized CCC supporters to gather without sanctioning and conclusion of the court proceedings. The Police has a constitutional responsibility to ensure that all the country’s laws are observed and complied with. In this case the rally could not be sanctioned without the due processes being followed.

It is sad that some political parties are resorting to acts which clearly show that they are not observing law and are acting as a law onto themselves.

The Zimbabwe Republic Police will not compromise on security and safety of the public and expect political party conveners to lead by example and avoid misleading the public. In the same vein, Police reiterates that anyone holding or hosting car rallies will be arrested without fear or favour. Recently the Zimbabwe Republic Police arrested 26 suspects in Harare and Masvingo for holding car rallies while in the process they were blocking traffic, interfering with the smooth movement of the traffic and chanting slogans which include obscene language. The Zimbabwe Republic Police will not hesitate to name and shame politicians who are clearly contravening the law. Political parties are warned against disrespecting the Police, acting as if there are no laws to be observed in the country or untouchable institutions and entities.

The Zimbabwe Republic Police is ready to ensure that the forthcoming.

Bye-elections are held in a peaceful environment. Therefore any form of lawlessness by individuals, groups or political parties will not be tolerated.

The law will be applied without fear or favour.

Man Sentenced To Death For Killing Own Daughter

A MUREWA man has been sentenced to death for strangling his daughter.

Charles Kavhumbura was convicted after a full trial at the High Court.

He was charged with unlawfully, and with an intent to kill, strangling the deceased, Lydia Kavhumbura.

He hid her body in a pond.

Charles had pleaded not guilty to the charge.

The deceased’s body was later discovered by a student, Joseph Mutisi, who wanted to draw water from the pond.

The State had it that on October 14, 2017, Lydia and her brother visited their father at his grinding mill at Susman Farm, Juru, Murewa.

The two were reportedly sent by their mother (Charles’ ex-wife) Pedzisai Kachepa, to get money for their upkeep.

Charles strangled his daughter until she became unconscious.

He later dumped the body about 750 metres away from the grinding mill.

Justice Tawanda Chitapi ruled that Charles had selfishly murdered his child.

“He knew right from wrong. In fact, his motive to kill the deceased was to save himself from the obligation to outlay more money as maintenance.

“He decimated part of his family by selfishly murdering the deceased for no just cause.

“He remained unrepentant and thus remorseless by not even owning up to his misdeed, electing to deny his culpability, in the light of overwhelming evidence,” ruled the judge.

Justice Chitapi also noted that the circumstances of the murder had sent shock waves in the community.

“The circumstances of the murder must have left Charles’ family traumatised and the community he lived in dumbfounded.

“To devour one’s own child, in order to avert a lawful obligation to pay maintenance as ordered by the courts, cannot be countenanced in an informed society governed through the rule of law.

“The accused is sentenced to death.

“He shall be returned to custody and the sentence of death shall be executed according to law,” reads the ruling.- H-Metro

New Information About Abortion

Based on the latest scientific evidence, these consolidated guidelines bring together over 50 recommendations spanning clinical practice, health service delivery, and legal and policy interventions to support quality abortion care.

New recommendations to improve access to high quality, person-centred services
When abortion is carried out using a method recommended by WHO, appropriate to the duration of the pregnancy and assisted by someone with the necessary information or skills, it is a simple and extremely safe procedure.

Tragically, however, only around half of all abortions take place under such conditions, with unsafe abortions causing around 39 000 deaths every year and resulting in millions more women hospitalized with complications. Most of these deaths are concentrated in lower-income countries – with over 60% in Africa and 30% in Asia – and among those living in the most vulnerable situations.

The guideline includes recommendations on many simple primary care level interventions that improve the quality of abortion care provided to women and girls.

These include task sharing by a wider range of health workers; ensuring access to medical abortion pills, which mean more women can obtain safe abortion services, and making sure that accurate information on care is available to all those who need it.

For the first time, the guidelines also include recommendations for use where appropriate of telemedicine, which helped support access to abortion and family planning services during the COVID-19 pandemic.

Removing unnecessary policy barriers facilitates safe abortion access
Alongside the clinical and service delivery recommendations, the guidelines recommend removing medically unnecessary policy barriers to safe abortion, such as criminalization, mandatory waiting times, the requirement that approval must be given by other people (e.g., partners or family members) or institutions, and limits on when during pregnancy an abortion can take place. Such barriers can lead to critical delays in accessing treatment and put women and girls at greater risk of unsafe abortion, stigmatization, and health complications, while increasing disruptions to education and their ability to work.

While most countries permit abortion under specified circumstances, about 20 countries provide no legal grounds for abortion. More than 3 in 4 countries have legal penalties for abortion, which can include lengthy prison sentences or heavy fines for people having or assisting with the procedure.

“It’s vital that an abortion is safe in medical terms,” said Dr Bela Ganatra, Head of WHO’s Prevention of Unsafe Abortion Unit. “But that’s not enough on its own. As with any other health services, abortion care needs to respect the decisions and needs of women and girls, ensuring that they are treated with dignity and without stigma or judgement. No one should be exposed to abuse or harms like being reported to the police or put in jail because they have sought or provided abortion care.”

Evidence shows that restricting access to abortions does not reduce the number of abortions that take place. In fact, restrictions are more likely to drive women and girls towards unsafe procedures. In countries where abortion is most restricted, only 1 in 4 abortions are safe, compared to nearly 9 in 10 in countries where the procedure is broadly legal.

“The evidence is clear – if you want to prevent unintended pregnancies and unsafe abortions, you need to provide women and girls with a comprehensive package of sexuality education, accurate family planning information and services, and access to quality abortion care,” Dr Ganatra added.

Following the launch of the guidelines, WHO will support interested countries to implement these new guidelines and strengthen national policies and programmes related to contraception, family planning and abortion services, helping them provide the highest standard of care for women and girls.

Quality abortion care is care that is effective – delivered by health workers with the right skills, resources, and information; safe; accessible to all those that need it; timely, and respectful of women and girls’ needs and rights.

Soda Zhemu Warns Of Persistent Power Cuts

Energy minister Soda Zhemu says power cuts will persist because Zimbabwe’s electricity is too cheap, a situation he says is pushing “unproductive” demand by domestic customers.

Zhemu is supporting power utility ZESA’s request to the Zimbabwe Energy Regulatory Authority (ZERA) for a review of tariffs. The last review was in January.

The minister says on average, domestic consumers use US$10 of electricity each month, usually paid in the Zimbabwe dollar which has been losing value every week since the start of the year.

“The tariff has been severely eroded and what we now see is the rising demand of unproductive electricity especially by domestic customers,” Zhemu is quoted as saying by the Business Weekly.

“Until there is restoration of a viable tariff, the situation will remain fragile.”

Zimbabweans are enduring daily power cuts as the country is unable to produce enough electricity to meet demand. ZESA, which owes regional power companies millions of dollars, remains constrained from importing power to cover the gap due to foreign currency shortages.

“We need a viable tariff and I understand that ZESA has applied for a tariff review and I want to believe the regulator ZERA is considering the application,” said Zhemu said.

The minister said electricity had become cheaper than gas, causing gas users to switch back to ZESA, adding to the power demand.

In February, ZESA was producing 1,285MW – not enough to meet the country’s peak demand of 1,700MW.

Regular machinery breakdowns at the coal-fired Hwange Power Station have also added to ZESA’s woes.

The last tariff increase approved by ZERA was 12.3 percent. ZESA officials have publicly declared that they would like to see a tariff increase of higher than 100 percent.

Families on pre-paid meters are buying 200 units per month for Z$1,265,11 (US$5 on the parallel market or US$9 at official rate) including the six percent rural electrification levy.

There are five bands of discounted tariffs before the top tier US$14.31 per unit comes into effect on purchases over 400 units.

The first 50 units cost US$2.38 each before the rural levy. The 50 units are considered the bare minimum that a family needs for essential purposes.

Consumers on post-paid meters pay similar charges plus a US$35.68 monthly fixed charge. The fixed charge covers the extra administration costs.

The government has licenced independent power producers and major upgrades are underway at Hwange. The government hopes the measures will solve the country’s long term power generation problems.-ZimLive

Namibia Drops Mask Wearing

By- Namibia has dropped the mandatory wearing of masks in public places as the number of COVID-19 positive cases is declining.

Speaking during the 41st COVID-19 briefing on the national response measures on Tuesday, Namibia President, Hage Geingob, also increased the size of public gatherings from 500 to 1 000. He said:

Wearing masks in public places is no longer mandatory. However, people who are in close settings, such as public transport, indoor public meetings are encouraged to wear masks.

A physical distance of no less than 1 meter must be maintained between persons at all times.

The size of public gatherings will be adjusted from 500 to 1 000 people. This will be applicable to all social gatherings as defined in the Regulations, including weddings, funerals, church services and sporting events.

Fully vaccinated travellers are no longer required to produce a negative PCR test result upon arrival at Namibian Points of Entry.

They are instead required to present an authentic, valid vaccination card at Points of Entry.

Namibia’s coronavirus recovery rate stands at 97 per cent, with a case fatality rate of 2.5 per cent. Active cases stood at 222 on Monday.

The new regulations come into force from midnight for a period of 30 days until April 15.

ZRP Decampaigning Zanu PF By Harassing Chamisa- Mliswa

By-Norton MP, Temba Mliswa (Independent), says the Zimbabwe Republic Police (ZRP)’s habit of blocking the Citizens Coalition for Change (CCC) from conducting campaign rallies poses a danger to the ruling Zanu PF.

Mliswa argues that citizens will view the banning of CCC rallies as unjust and the opposition party will gain sympathy and pity which may eventually translate into votes. Tweeted Mliswa:

What [ZRP] has been doing in blocking opposition rallies creates a danger for the ruling party.
While they may see it as a strategy to strangle [Nelson Chamisa], they have created an impression of the opposition as a victim to be pitied and supported.
The opposition has become, not another equal player to be judged on merit and ability but a victim of state power to be judged differently.

Mliswa Speaks On ZRP Chamisa Rallies Ban

By-Norton Member of parliament, Temba Mliswa, said the Zimbabwe Republic Police (ZRP)’s habit of blocking the Citizens Coalition for Change (CCC) from conducting campaign rallies posed a danger to the ruling Zanu PF.

Mliswa argues that citizens will view the banning of CCC rallies as unjust and the opposition party will gain sympathy and pity which may eventually translate into votes.

Mliswa said this through his tweeter handle:

What [ZRP] has been doing in blocking opposition rallies creates a danger for the ruling party.
While they may see it as a strategy to strangle [Nelson Chamisa], they have created an impression of the opposition as a victim to be pitied and supported.
The opposition has become, not another equal player to be judged on merit and ability but a victim of state power to be judged differently.

Zimbos Up For Botswana Robbery 

By- Botswana police have arrested four Batswana and two Zimbabweans for allegedly robbing the Southern African Development Community (SADC) of property worth R625 000 in January this year.

According to the Botswana Police Service (BPS), the six were arrested in Gaborone on Friday in connection with a robbery in which 18 laptops, six cellphones and a camera were stolen from SADC offices.

BPS public relations officer Dipheko Motube identified the suspects as Mpho Rasetena, 28, Lesego Masilo, 33, Maitapiso Thuso Kgakgamatso, 34, and Otsile Semandi, 40, from Botswana, and Innocent Bushri Shaggy, 31, and Tongai Tsikirayi, 38, from Zimbabwe. Said Motube:

Four Batswana nationals and two Zimbabwean male citizens appeared before Village Magistrate’s Court in Gaborone today (Monday).

… At the time of arrest, the suspects were found in possession of a firearm suspected to have been used in the commission of the offence, and foreign currencies.

The men will appear in court again on 28 March.

There has been an upsurge in armed robbery cases in Zimbabwe, South Africa and Botswana, with nationals from the three countries implicated in transnational armed robberies.

Last month, in Rosettenville, Johannesburg, the South African Police Service (SAPS) was involved in a shootout with 25 suspected armed robbers believed to have been involved in a spate of cash-in-transit heists.

Eight of the suspects were shot dead and 11 arrested while others escaped.

A fortnight ago, Botswana police killed nine people, including a South African man, in a shootout following a cash-in-transit robbery in the capital Gaborone.

Meanwhile, Norton MP, Temba Mliswa (Independent), has urged the SADC organ on security, to deal with armed robberies, which have become a danger in the region. He said:

We cannot continue to keep quiet about the crime rate in South Africa, where Zimbabweans are being implicated.

The rate has gone up and it doesn’t do us any good with those governments. Regionally, the crime rate involving armed robbers has also increased and now requires a holistic approach.

The SADC organ on security should deal with these armed robbers. Expert teams should be organised to deal with these robbers across borders.

Mashakada Opens Up On Promoting Zanu PF

By- MDC Alliance treasurer-general Tapiwa Mashakada says he is worried over the division within opposition ranks as this will split their vote and allow the ruling Zanu PF party to win elections easily.

The MDC Alliance staged a rally at Zimbabwe Grounds in Highfields, Harare on Sunday and attracted a sizeable crowd though some critics claimed that the opposition party paid people from across the country and then bussed them to attend the rally.
Posting on his Facebook account on Sunday Mashakada implicitly implored opposition political parties to unite in order to unseat ZANU PF. He said:
The bumper crowd at the MDC Alliance Star Rally at Zimbabwe grounds is a testimony of hard work and dexterity. Morgan Tsvangirai’s legacy lives on. What lesson should this huge crowd teach us?
For me, it’s a statement that a divided opposition pulling large numbers at their rallies yet divided will split their votes and hand over victory to [ZANU PF]. This really worries me.
The country’s main opposition party, the Citizens Coalition for Change (CCC) led by Nelson Chamisa, which was formed early this year, has been attracting huge crowds at its rallies even though it has been frustrated by the Zimbabwe Republic Police (ZRP) on several occasions.
The ZRP has banned CCC rallies in Gokwe, Marondera and Binga in recent weeks while the MDC Alliance has conducted all its rallies unmolested, with some commentators saying it shows that the Douglas Mwonzora-led party’s a ZANU PF “puppet”.

The MDC Alliance has denied allegations that it is serving ZANU PF interests at the expense of citizens who have supported the original MDC since its formation in 1999.

Three Die In Masvingo Chivhu Car Crash

By-Three people have died in a car crash along Chivhu-Roy Road.

The accident happened on Sunday.

The vehicle burst a tyre and veered off the road and overturned several times before landing on its side.
Zimbabwe Republic Police (ZRP) spokesperson in Masvingo Province Inspector Kudakwashe Dhewa said the accident occurred at the 68-kilometre peg. He said:
At around 6 pm on Sunday, a Toyota Hiace that was being driven by Innocent Damba (37) of Waterfalls burst the left rear tyre at the 68-kilometre peg along the Chivhu-Roy Road. The car had 13 passengers on board.
Damba lost control of the vehicle and it veered off the road and overturned several times landing on its right side.

Three people died upon admission at Gutu Hospital while 11 others were injured. Of the 11 four were seriously injured.
The deceased have been identified as Florence Ndlovu, (38), Charles Nyamuba, (26) and Giliston Baloyi. All deceased sustained head and neck injuries.
Inspector Dhewa said that the vehicle sustained extensive body damage and will be examined by the Vehicle Inspection Department (VID).
The driver of the vehicle faces charges of culpable homicide.

Based on the latest scientific evidence, these consolidated guidelines bring together over 50 recommendations spanning clinical practice, health service delivery, and legal and policy interventions to support quality abortion care.

New recommendations to improve access to high quality, person-centred services
When abortion is carried out using a method recommended by WHO, appropriate to the duration of the pregnancy and assisted by someone with the necessary information or skills, it is a simple and extremely safe procedure.

Tragically, however, only around half of all abortions take place under such conditions, with unsafe abortions causing around 39 000 deaths every year and resulting in millions more women hospitalized with complications. Most of these deaths are concentrated in lower-income countries – with over 60% in Africa and 30% in Asia – and among those living in the most vulnerable situations.

The guideline includes recommendations on many simple primary care level interventions that improve the quality of abortion care provided to women and girls.

These include task sharing by a wider range of health workers; ensuring access to medical abortion pills, which mean more women can obtain safe abortion services, and making sure that accurate information on care is available to all those who need it.

For the first time, the guidelines also include recommendations for use where appropriate of telemedicine, which helped support access to abortion and family planning services during the COVID-19 pandemic.

Removing unnecessary policy barriers facilitates safe abortion access
Alongside the clinical and service delivery recommendations, the guidelines recommend removing medically unnecessary policy barriers to safe abortion, such as criminalization, mandatory waiting times, the requirement that approval must be given by other people (e.g., partners or family members) or institutions, and limits on when during pregnancy an abortion can take place. Such barriers can lead to critical delays in accessing treatment and put women and girls at greater risk of unsafe abortion, stigmatization, and health complications, while increasing disruptions to education and their ability to work.

While most countries permit abortion under specified circumstances, about 20 countries provide no legal grounds for abortion. More than 3 in 4 countries have legal penalties for abortion, which can include lengthy prison sentences or heavy fines for people having or assisting with the procedure.

“It’s vital that an abortion is safe in medical terms,” said Dr Bela Ganatra, Head of WHO’s Prevention of Unsafe Abortion Unit. “But that’s not enough on its own. As with any other health services, abortion care needs to respect the decisions and needs of women and girls, ensuring that they are treated with dignity and without stigma or judgement. No one should be exposed to abuse or harms like being reported to the police or put in jail because they have sought or provided abortion care.”

Evidence shows that restricting access to abortions does not reduce the number of abortions that take place. In fact, restrictions are more likely to drive women and girls towards unsafe procedures. In countries where abortion is most restricted, only 1 in 4 abortions are safe, compared to nearly 9 in 10 in countries where the procedure is broadly legal.

“The evidence is clear – if you want to prevent unintended pregnancies and unsafe abortions, you need to provide women and girls with a comprehensive package of sexuality education, accurate family planning information and services, and access to quality abortion care,” Dr Ganatra added.

Following the launch of the guidelines, WHO will support interested countries to implement these new guidelines and strengthen national policies and programmes related to contraception, family planning and abortion services, helping them provide the highest standard of care for women and girls.

Quality abortion care is care that is effective – delivered by health workers with the right skills, resources, and information; safe; accessible to all those that need it; timely, and respectful of women and girls’ needs and rights.

Man Sentenced To Death For Strangling Own Daughter

A MUREWA man has been sentenced to death for strangling his daughter.

Charles Kavhumbura was convicted after a full trial at the High Court.

He was charged with unlawfully, and with an intent to kill, strangling the deceased, Lydia Kavhumbura.

He hid her body in a pond.

Charles had pleaded not guilty to the charge.

The deceased’s body was later discovered by a student, Joseph Mutisi, who wanted to draw water from the pond.

The State had it that on October 14, 2017, Lydia and her brother visited their father at his grinding mill at Susman Farm, Juru, Murewa.

The two were reportedly sent by their mother (Charles’ ex-wife) Pedzisai Kachepa, to get money for their upkeep.

Charles strangled his daughter until she became unconscious.

He later dumped the body about 750 metres away from the grinding mill.

Justice Tawanda Chitapi ruled that Charles had selfishly murdered his child.

“He knew right from wrong. In fact, his motive to kill the deceased was to save himself from the obligation to outlay more money as maintenance.

“He decimated part of his family by selfishly murdering the deceased for no just cause.

“He remained unrepentant and thus remorseless by not even owning up to his misdeed, electing to deny his culpability, in the light of overwhelming evidence,” ruled the judge.

Justice Chitapi also noted that the circumstances of the murder had sent shock waves in the community.

“The circumstances of the murder must have left Charles’ family traumatised and the community he lived in dumbfounded.

“To devour one’s own child, in order to avert a lawful obligation to pay maintenance as ordered by the courts, cannot be countenanced in an informed society governed through the rule of law.

“The accused is sentenced to death.

“He shall be returned to custody and the sentence of death shall be executed according to law,” reads the ruling.- H-Metro

Is ZRP Fighting In Zanu PF Corner ?

The Zimbabwe Republic Police clarifies and sets the record straight on security arrangements and the holding of political rallies in view of the current campaigns by parties and aspiring candidates for the scheduled Bye-Elections set for March 26, 2022

Firstly, it is the responsibility of a convener to notify the local regulating authority who is the Officer Commanding a Police District, of the intention to hold a rally in line with provisions of the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.

It is not just a case of notification, the convener has a responsibility to discuss and agree on the security and safety measures to be availed at the rally for the benefit of the public and the community in general.

sadly, the police has noted with concern that some political parties are adopting a confrontational approach when notifying the regulating authorities on their intended rallies.

We are also concerned that some of the conveners and their legal advisors are resorting to communicating wrong information to their supporters and also using social media to post communication details with the Police without exhausting all the legal remedies provided for under the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.

In the case of Citizen Coalition for Change (CCC)’s Marondera rally, it is clear that the convener had not complied with relevant provisions of MOPA and was duly advised by the regulating authority, however, the convener and their lawyers insisted that the rally will go ahead while at the same time a court process was in motion at the High Court and subsequently at the local Magistrate Court after Justice Mungwari had ruled that the CCC convener had to exhaust all the domestic legal remedies provided under MOPA before holding a rally. This is on record.

However, on the ground, the convener had already mobilized CCC supporters to gather without sanctioning and conclusion of the court proceedings. The Police has a constitutional responsibility to ensure that all the country’s laws are observed and complied with. In this case the rally could not be sanctioned without the due processes being followed.

It is sad that some political parties are resorting to acts which clearly show that they are not observing law and are acting as a law onto themselves.

The Zimbabwe Republic Police will not compromise on security and safety of the public and expect political party conveners to lead by example and avoid misleading the public. In the same vein, Police reiterates that anyone holding or hosting car rallies will be arrested without fear or favour. Recently the Zimbabwe Republic Police arrested 26 suspects in Harare and Masvingo for holding car rallies while in the process they were blocking traffic, interfering with the smooth movement of the traffic and chanting slogans which include obscene language. The Zimbabwe Republic Police will not hesitate to name and shame politicians who are clearly contravening the law. Political parties are warned against disrespecting the Police, acting as if there are no laws to be observed in the country or untouchable institutions and entities.

The Zimbabwe Republic Police is ready to ensure that the forthcoming.

Bye-elections are held in a peaceful environment. Therefore any form of lawlessness by individuals, groups or political parties will not be tolerated.

The law will be applied without fear or favour.

#JUST IN- Zanu PF Stalwarts At It Again

By A Correspondent- Aspiring legislator for Epworth Zarera Makare, and a group of Zanu PF youths allegedly “abducted” a teenage boy aged 17 in Overspill, Epworth.

According to a source, the group visited the home where the minor and his family reside today, Tuesday afternoon accusing them of supporting the opposition party led by President Nelson Chamisa.

Said the source to ZimEye:

“The group is moving around conducting their door to door campaigns in Epworth and they are intimidating and threatening anyone suspected to support the CCC.

They went to the victim’s home and started chanting party songs and slogans but unfortunately for them, no-one was home.

This boy was not aware that there are Zanu PF thugs at his home and when he got there, one dreadlocked Zanu Pf stalwart only identified as Ottoman started dragging the boy and they went away with him and no-one knows where they have taken him.”

The group was also allegedly moving around destroyed campaign posters belonding to CCC candidates.

Efforts to get a comment from Makare was work in progress by the time of writing.

Businesswoman Proposes Mandatory US$50 “Gratuity” For Returning Diasporans

By A Correspondent- A Dubai-based Zimbabwean businesswoman, Hanna Mutsenhu, has asked President Emmerson Mnangagwa to make it mandatory for all Zimbabwean citizens living abroad to pay a US$50 fee when they visit Zimbabwe.

Mutsenhu said that she has been in the United Arab Emirates for six years and runs a nursery in Dubai.

She said the US$50 contribution by every diasporan whenever they visit Zimbabwe will be used to develop the country.

Mutsenhu made the remarks during an interface with Mnangagwa on the sidelines of the World Expo being held in Dubai. She said:

Why can we not engage all diasporans when they are coming back home to contribute a certain amount on entry, for example, US$50.

Some countries are doing that; that will mean when I come back home I should leave US$50. It needs accountability towards the development of Zimbabwe.

You can take into consideration countries like the Philippines. When one goes back home they have to contribute something.

Mutsenhu’s comments sparked debate on social media with critics arguing that she was offside as the Government has refused to recognise diasporans’ right to vote in national elections even though they contribute to the country’s economy through remittances.
Finance Minister Mthuli Ncube said in 2021, diaspora remittances were more than US$1 billion.

Manager In Soup Over Fraud

By A Correspondent- A manager of a local company, Delatfin Engineering was arraigned before Harare magistrate Yeukai Dzuda yesterday on allegations of defrauding his employer of US$3 million.

Jacob Muyambo (47) was remanded in custody to tomorrow for continuation of bail application.

Muyambo was employed as the finance and administration manager and part of his duties included allocation of stands and preparing agreements of sale.

It is alleged that from August 2015 to March 2018, Muyambo defrauded Delatfin Engineering in connivance with five accomplices who are still at large.

He made double allocation of stands and would conceal information pertaining to the illicit transactions.

His accomplices allegedly assisted him to process sale agreements without the company getting paid for them.

Muyambo would take the fake agreements of sale and authenticate them for verification.

In 2021, an internal investigation and verification was done by the company which unearthed fraudulent agreements of sale, which bore Muyambo’s signature. The accused prejudiced the company of US$3 350 865,41 and nothing was recovered. Caroline Mutimusakwa represented the State.

The SADC organ on security should deal with these armed robbers. Expert teams should be organised to deal with these robbers across borders.

“Zanu PF Will Win Over Divided Opposition”: Mashakada

By A Correspondent- MDC Alliance treasurer-general Tapiwa Mashakada says he is worried over the division within opposition ranks as this will split their vote and allow the ruling ZANU PF party to win elections easily.

The MDC Alliance staged a rally at Zimbabwe Grounds in Highfields, Harare on Sunday and attracted a sizeable crowd though some critics claimed that the opposition party paid people from across the country and then bussed them to attend the rally.

Posting on Facebook on Sunday, Mashakada implicitly implored opposition political parties to unite in order to unseat ZANU PF.

He said:

The bumper crowd at the MDC Alliance Star Rally at Zimbabwe grounds is a testimony of hard work and dexterity. Morgan Tsvangirai’s legacy lives on. What lesson should this huge crowd teach us?

For me, it’s a statement that a divided opposition pulling large numbers at their rallies yet divided will split their votes and hand over victory to [ZANU PF]. This really worries me.

The country’s main opposition party, the Citizens Coalition for Change (CCC) led by Nelson Chamisa, which was formed early this year, has been attracting huge crowds at its rallies even though it has been frustrated by the Zimbabwe Republic Police (ZRP) on several occasions.

The ZRP has banned CCC rallies in Gokwe, Marondera and Binga in recent weeks while the MDC Alliance has conducted all its rallies unmolested, with some commentators saying it shows that the Douglas Mwonzora-led party’s a ZANU PF “puppet”.

The MDC Alliance has denied allegations that it is serving ZANU PF interests at the expense of citizens who have supported the original MDC since its formation in 1999. 

Death Sentence For Killer Father

By A Correspondent- A Murewa man who strangled his daughter to death before throwing the body into a pond has been sentenced to death.

Charles Kavhumbura was convicted by High Court judge Justice Tawanda Chitapi after a full trial. He had denied the charge.

Kavhumbura was charged with unlawfully, and with an intent to kill, strangling the deceased, Lydia Kavhumbura.

Prosecutors alleged that on 14 October 2017, Lydia and her brother visited their father at his grinding mill at Susman Farm, Juru, Murewa.

The duo had been sent by their mother (Charles’ ex-wife) Pedzisai Kachepa, to get money for their upkeep.

Charles strangled Lydia until she became unconscious and later dumped the about 750 metres away from the grinding mill.

The deceased’s body was later discovered by a student, Joseph Mutisi, who wanted to draw water from the pond.

In his ruling, Justice Chitapi said Charles had murdered his own child for no just cause and did not show any remorse. The judge ruled:

He knew right from wrong. In fact, his motive to kill the deceased was to save himself from the obligation to outlay more money as maintenance.

He decimated part of his family by selfishly murdering the deceased for no just cause.

He remained unrepentant and thus remorseless by not even owning up to his misdeed, electing to deny his culpability, in the light of overwhelming evidence.

… To devour one’s own child, in order to avert a lawful obligation to pay maintenance as ordered by the courts, cannot be countenanced in an informed society governed through the rule of law.

The accused is sentenced to death.

He shall be returned to custody and the sentence of death shall be executed according to law.

Man Killed Over Whatsapp

By A Correspondent- A woman was arrested on Sunday after she allegedly stabbed her boyfriend to death following the discovery of messages on his cellphone between him and another woman.

Police spokesperson Lieutenant Colonel Thabo Covane confirmed the murder incident, saying officers received a domestic violence complaint at Lusaka Square in Batho, Bloemfontein, Free State on Sunday.

Covane revealed that the man’s body was found with a stab wound to the neck. He said:

A patrol vehicle was dispatched to [the scene], and on arrival at the address, they met an African female, who led them to the back where the incident occurred.

Inside the backroom, the police found the lifeless body of an African male lying on the floor beside the bed with a stab wound on the left side of his neck.

Covane said a witness who later discovered the 25-year-old man’s lifeless body, said the now-deceased had had an argument with his girlfriend over WhatsApp messages between him and another woman. Said Covane:

The suspect became violent, and the victim [removed her from] the room and locked the door.

The suspect is alleged to have gotten hold of a knife and gained entrance into the room through the back window and attacked the victim.

The witness forced the door open and discovered that the victim was lying motionless on the floor with a stab wound.

The woman was arrested and was expected to appear in the Bloemfontein Magistrate’s Court on Tuesday on a murder charge.

Herbert Gomba Tortured

Former Harare Mayor Hebert Gomba has reported that he was tortured and forced to drink his urine following his abduction by suspected state security agents on Saturday afternoon.

In a statement released Monday afternoon, Gomba said he was severely tortured and survived death through ‘divine intervention.’

He said he was only located at 2 Brigade by an internet based advocacy group Team Pachedu and another former Zanu PF linked organisation called Children of Zimbabwe War Veterans Association (COZWVA).

“I was severely tortured, brutalized and only escaped being killed through divine intervention.

“Thanks to TEAM PACHEDU and COZWA for locating me at 2 brigade where l was taken being blind folded.

“All my phones, tablets wallet were collected and I was forced me to drink my urine . Family and friends, my life today is a living testimony of Jehovah’s undeserved kindness to mankind,” said Gomba.

The former Harare Mayor was reported missing on Saturday after unknown men bundled him into an unmarked car in full sight of his father at his Glen Norah C home.

Hours later Gomba was then said to have been taken by the police on charges of arson but his party spokesperson Fadzai Mahere said their lawyers could not find him at any police station in the city.

The CCC party Monday morning posted on Twitter that Gomba had been found and was in the custody of his family.

“We are advised that Herbert Gomba has been found and is in the custody of his family. We are advised he is safe,” his party the Citizen Coalition for Change said earlier on Monday.

Gomba said he is currently being attended to by doctors after sustaining serious injuries during his period of abduction.

“I was dumped to die this morning but Jehovah saved me. Thanks to the the doctors who are currently treating my fatal injuries,” the former Harare Mayor said.

Cases of abduction targeted at opposition activists have soared recently with three CCC members Joana Mamombe, Cecelia Chimbiri and Netsai Marova reporting being taken from Harare Central Police Station, tortured for days before they were dumped near Bindura.

They were later arrested and charged with faking abduction.

Many other government critics including Comedienne Samantha Kureya better known as Gonyeti recounting how she was forced to drink her urine when she was abducted a few years ago.

Copper Cable Thief Electrocuted, Remains Eaten By Dogs

By A Correspondent- Remains of a 50 year old man believed to be a copper cable thief were recovered in Chegutu after he was electrocuted about three weeks ago while vandalising Zesa Holdings equipment with his accomplices.

Norman Ngarande’s remains were found at Exwick Farm Plot 43 in Chegutu with some of the body parts which include a skull and some bones missing.

The body parts are suspected to have been eaten by dogs.

Two of his accomplices, Prince Amidu of house number P71 Pfupajena in Chegutu and Sunny Mupande (32) of Exwick Farm Plot 7 in Chegutu who were last seen with him have since been arrested.

When he went missing, Ngarande’s relatives are reported to have not searched for him since he was also involved in illegal gold mining activities.

Police said they thought he had gone to search for gold ore at some mine shafts at Gadzema Mine.

Investigations revealed that on March 12, officials from Zesa Loss Control Unit received a report that there were some human bones scattered at the plot and they informed the police.

The following day, police went to the scene with the officials and discovered that a 50Kva Zesa cable had once been vandalized on October 6, 2019 and a report was made Chegutu Police (CR 96/10/19).

It was discovered that some cable thieves had dug around the poles and cut 12 metres of 25mm of copper earth wire.

They went on to cut a wooden pole and a stay wire slacked and got into contact with live a conductor and Ngarande was electrocuted.-statemedia

Journalist Acquitted Of Public Drinking

By A Correspondent| Mbare Magistrate Tsitsi Chitatu has acquitted freelance journalist Edgar Gweshe on charges of public drinking at close of prosecution case.

At first, Gweshe faced three charges of contravening curfew and failing to observe social distancing and public drinking. But Tinashe Chinopfukutwa successfully challenged his prosecution which led the State to drop the 2 charges and he remained on trial for public drinking.

Today, in discharging Gweshe, Magistrate Chitatu ruled that the State failed to lead evidence from witnesses during trial which could convince any judicial officer to convict the freelance journalist as they failed to indicate the offence which Gweshe committed when he was arrested.

An excellent observation by the outspoken MLO President, Cde Paul Siwela in his analysis of the Zimbabwe elections. Who said Matabeleland does not have leaders?

The election season is upon us. It is only during this silly season in Zimbabwe that politicians from Harare, Mashonaland, emerge from their tribal cocoon, Harare, to visit Matabeleland in their numbers.

As soon as they cross the Jameson Line (border between Matabeleland and Zimbabwe), they start shedding crocodile tears for Matabeleland genocide. Pretending to know our grievances better than us and our leaders. They make false promises to harvest votes and disappear soon after elections only to be seen during the next elections.

If the people of Mashonaland, in the ruling and opposition parties, have publicly refused to be led by Matabeles in the last 42 years, it means it is the right thing to do in Zimbabwe. Why then do we, Matabeles, allow ourselves to be led by Shonas? We must do the right thing and refuse to be led by Shonas.

If Shona masses can chase away Matabele leaders like Joshua Nkomo, Welshman Ncube and Thokozani Khupe out of Mashonaland, charge Cde Paul Siwela with treason and hound him out of the country, humiliate Matabele leaders publicly saying that they do not want to be led by Matabele and that Matabeles must only lead in Matabeleland and no call them to order. It means it is the right thing to do.

Why do we Matabeles, let Shona leaders address us and misrule us in  Matabeleland? We must do the right thing. Chase Shona leaders out of Matabeleland and tell them point blank that we do not want to be led by corrupt thieves and foreigners with a DNA of theft, corruption and witchcraft.

Matabeleland does not need a leader from Harare, Mashonaland, to lead us or solve our political problems. If there is anyone who will solve Matabeleland problems, it is Matabeleland people themselves.

We have visionaries, very capable and competent leaders like Cde Paul Siwela to guide us solve our own political problems and develop our country, The Republic of Matabeleland.

CCC is preaching its usual gospel of regime change and the need for the resuscitation of the Zimbabwe economy which it says are national grievances. Anyone who raises any Matabeleland grievances within this anti- Matabele entity is labelled a regionalist or tribalist and violently kicked out of the party. ZANUPF is so possessed with its out-dated Unity Accord which is imposed on us. 

Unfortunately the two organisations look after Shona interests and their political ideas are out of touch and do not talk to Matabele masses. 

Zimbabwe government, the Butcher of Matabele people

ZANUPF led Zimbabwe government is Matabeleland’s enemy number one. Mother of all political and economic problems in Matabeleland and Zimbabwe. Authors of Matabeleland genocide, Shona- Matabele tribal hate, Shona- Matabele tribal divisions, Shona supremacist system and tribal segregation of Matabeles through its evil document, the 1979 Grand Plan. One of its main policies is to see the total annihilation of Matabele people through genocide and any means possible.

This mission is yet to be accomplished. 
We raise the red flag against it in Matabeleland. Give ZANUPF another 20 years of rule and there would be no Matabele people to talk about in Matabeleland and those who will be lucky to be alive would survive as poor slaves of Shona people. ZANUPF’s education system prepares Matabeles to be Shona people’s maids and garden boys. 
CCC is a ZANUPF Copycat

Citizens Coalition for Change or to be more precise, Chamisa Chete Chete (CCC), is MDC that shed its old skin. It remains the MDC we know which is a ZANUPF’s copycat. Like ZANUPF, 

MDC supports and promotes Shona supremacism, 1979 Grand Plan, Matabele tribal oppression, Matabele tribal segregation, hegemony and genocide against Matabeles . It’s top structure resembles that of ZANUPF. The position of President is reserved for Shona people only and so are other top positions in the party.

Several MDC splits that are based on Shona- Matabele tribal lines have culminated in Matabele leaders humiliated and chased out of Harare, Mashonaland. CCC shares the DNA of theft, corruption and witchcraft with ZANUPF. Rampant corruption and looting in the constituencies that they control and stealing of donor funds says a lot about them. 

This one is a snake in the tall grass in Matabeleland. It is more dangerous than ZANUPF. Red card to this anti- Matabele Shona supremacist organisation hiding behind the mask of democracy!

Zimbabwe Elections 

Zimbabwe elections are what we can call a “Shona supremacist’s political trap” meant to catch Matabeles. Any Matabele who participates in them automatically legitimises the fictitious state called Zimbabwe, Shona supremacy, tribal oppression of Matabele people and all other political injustices against Matabele people. Out of 210 parliamentary seats in Zimbabwe Matabeleland is allocated only 38. 

This means that even if all opposition parties from Matabeleland form  an alliance and wipe out all seats in Matabeleland territory, they will still need Shona parliamentarians to vote with them to get 2 thirds majority to be able change or amend the Zimbabwe constitution that bans restoration of Matabeleland state, installation of Matabeleland King and devolution of power. 

We have to be honest here. No Shona will take away power from the hands of Shonas to free Matabeles from Shona oppression through a vote. Instead CCC and ZANUPF Shona MPs will put their differences aside and unite to vote against to save and maintain Shona supremacism over Matabele and win with more than 2 thirds majority. After which they will hold wild parties to celebrate like they did during Matabeleland genocide when Matabeles were being slaughtered like animals.

Remember, groans of people suffering in Matabeleland is cause for celebration and joy in Mashonaland. It has been like that for 42 years and it is not about to change.

The Statistical “Murder” of Matabeleland population. Where the Zimbabwe government cannot use National Army 5th Brigade to depopulate the people of Matabeleland they use statistics. 

2012 enumeration exercise conducted by Zimbabwe National statistics Agency put City of Bulawayo population at 653 337. This number which showed a drop from 676 000 as per 2002 census and no growth of population in Bulawayo since 1992, was disputed by the Bulawayo City Council (BCC).

It then took a bold step and conducted its own census in the high density suburbs. Despite the fact that the BCC census excluded the Bulawayo CBD and low density suburbs, the number was 1 124 368. So the population of Bulawayo was deliberately and scandalously cut down by half by the Zimbabwe Statistic Agency! How many other areas in Matabeleland were affected by this scandal and Why?

a) resources from central government are rolled out according to the population, clearly the numbers are manipulated in Matabeleland so that developmental projects in Matabeleland are underfunded to marginalise Matabeles

b) parliamentary seats are are allocated according to population so enumeration results in Matabeleland are cooked so that Matabeleland gets a few seats in the Zimbabwe parliament both upper and lower house. Population numbers are raised in Mashonaland to boost Shona majority in Parliament.

c) delimitation requires population and the number of people registered to vote
d) majority/ minority status of a tribe/race is measured through population. So the Zimbabwe government cuts down the population numbers in Matabeleland to maintain Shona supremacism and tribal oppression of Matabele people using majority status. Any Matabele who enters Zimbabwe elections walks into a well prepared trap. 

We no longer want to be ruled well by Shona people, but we want to govern ourselves. We do not need Shona leaders to develop Matabeleland, they have failed to do so in 42 years. We want to develop Matabeleland through the guidance of our own leaders. Anyone who is ignorant of the above facts is in for a rude awakening.

If Shonas are better leaders we challenge them to rescue Mashonaland AKA Zimbabwe from its current humiliating status of being a vendor economy without its own currency, failed state deserted by its own citizens and surviving on handouts.

Muguti Blocks Chitungwiza Mayoral Polls

 By A Correspondent- Bid by Chitungwiza councillors to hold mayoral elections to replace recalled mayor Lovemore Maiko hit a brickwall last Wednesday after Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti blocked the move.

On Tuesday, 10 councillors wrote to acting mayor Kiven Mutimbanyoka advising him to call for elections to fill the vacant post following the recall of Maiko by the MDC-T led by Douglas Mwonzora.

Muguti wrote to the Chitungwiza Municipality blocking the polls.

“We are also aware that a group of councillors challenged the Local Government minister (July Moyo) following the appointment of Mutimbanyoka as deputy mayor. Until there is a judgment on the matter, he will continue to discharge his duties as acting mayor,” Muguti said in his letter.

“However, section 103(4) of the Urban Council Act mandates that councillors present at a meeting of the councillors held not later than 30 days after such a vacancy elect a successor who shall serve for the unexpired term of office of his or her predecessor.

“Given the foregoing by-elections, it is advisable that elections of the mayor be held after by-elections, but within 30 days to also accommodate the democratic rights of the in-coming councillors who would have been elected. Any councillor who undermines the Urban Councils Act (Chapter 29:15) by acts of omission or commission will be charged with abuse of office.”

Muguti told NewsDay that he was not opposed to the elections, adding that he wrote to the municipality advising the city fathers “what needs to be done” before polls are held.

“We have not blocked the elections, but actually asked them (councillors) to go ahead. The election needs to be done within 30 days, but it is advisable that they incorporate incoming councillors. So it is within 30 days, but the discretion is to the acting mayor. Unfortunately, the councillors are not recognising Mutimbanyoka,” he said.

Three Cops In Soup Over Extortion

By A Correspondent- Three police officers based in Harare were recently arrested, and charged with extortion and trying to block the Zimbabwe Anti-Corruption Commission (Zacc) from arresting their colleague.

Lameck Matsa (37), from Warren Park yesterday appeared before magistrate Yeukai Dzuda to answer to an extortion charge. Bail ruling is expected today.

His two workmates, Tendai Blessing Joniso (34) and John Mapurisa (31) also appeared before the same magistrate charged with defeating the course of justice after they tried to stop Zacc officials from arresting Matsa.

Zaac officials were injured during the melee.

Allegations are that on March 8 this year, the complainant Rodney Makwena had his Toyota Hiace vehicle impounded for pirating by two Warren Park police officers who were in civilian clothes and in a civilian white Mercedes Benz vehicle along Lyton Road.

The accused persons then demanded US$220 from the complainant so that they could release his vehicle.

The impounded vehicle was not recorded in the station exhibit book as per requirement and the battery of the vehicle was removed and placed in the Mercedes Benz vehicle belonging to the accused.

On March 9 at around 9am, the complainant called Matsa and negotiated to pay US$60 from US$220, but he refused. They later agreed on US$100.

The complainant then reported the matter to Zacc.

Matsa invited the complainant to his office at Warren Park Police Station to make the payment.

On March 10, the complainant went to the police station with a team of Zacc officials who executed a trap.

The accused came out to get the US$100 which had been marked to trap him.

The complainant was ordered to pay $1 000 at the police station so that he can be allowed to get his vehicle.When the accused placed the money inside his pocket, the Zacc officials pounced on him and identified themselves.

They searched him, recovered the money and arrested him.

While they were handcuffing him, Joniso and Mapurisa tried to stop the Zacc officials from arresting him.The pair was also arrested.

On March 11, Matsa visited the Zacc offices with his lawyer and he was detained.

“Expel Teachers Doubling As Zanu PF Officials”

By A Correspondent- Acting Masvingo Provincial Education Director (PED), Shylatte Mhike, has been asked to expel two teachers in Bikita district who are also Zanu-PF officials.

The law does not permit civil servants to simultaneously hold political office.

Chipo Munyoro and Benjamin Masakadze are teachers at Madzivire and Zindove Primary Schools respectively while at the same time they are Zanu-PF councillors.

Munyoro is a councillor for Ward 24 in Bikita East while Masakadze is a councillor for Ward 2, Bikita South.

One Simon Ziki from Bikita District, through his lawyer, Martin Mureri wrote to the PED on March 8, demanding that she removes the two teachers from the profession since civil servants are not allowed to occupy political positions by law.

The two work under your supervision and you know the position of the law with regards to civil servants being office bearers of any political party. In terms of Section 200 (4) of the Constitution of Zimbabwe they are not allowed to occupy these positions while they are still civil servants,” reads the letter.

He further demanded that the teachers be relieved of their duties within seven days, failing which the PED would be dragged to court.

“Our client has instructed us to demand as we hereby do that you relieve your subordinates of their duties as teachers within seven days of this letter if they choose to continue as councillors.

“You are aware of the provisions and if you fail to comply within the stipulated time we will be left with no option but to take legal action against you without further notice and your employees will pay cost of legal costs.”

Contacted by NewZimbabwe.com, Mhike declined to comment on the matter referring all questions to Ministry of Primary and Secondary Education spokesperson Taungana Ndoro.

Ndoro had not answered calls on his mobile phone by the time of publishing.

Zanu PF Reinstates Purged Stalwart

By A Correspondent- The Zanu-PF Mashonaland East provincial leadership has reinstated party stalwart Cleopas Kundiona less than a week after he was purged.

Kundiona, who is the provincial deputy secretary for legal affairs, was on March 4 suspended from carrying out party activities after being accused of a litany of allegations, one of them being failure to attend party events organised by his rival and Zanu-PF Marondera Central candidate for the March 26 by-elections Ignatius Mateveke.

He was also ordered to appear before a disciplinary committee on March 25.

The move to suspend him caused a backlash after some Zanu-PF supporters threatened a protest vote.

Kundiona yesterday confirmed that he had been reinstated.

I am back at the party. We are focusing on winning the Marondera Central seat, hence we are mobilising support for the party candidate,” he said.

Kundiona has been appearing at Zanu-PF events for the past week where he was being introduced as a provincial member.

A letter dated March 4 signed by Zanu-PF provincial vice-chairperson Kudzai Majuru suspended the educationist from the party.

Both Majuru and the provincial party spokesperson were not answering their mobile phones yesterday.

Kundiona, who is the owner of UMAA Group of Colleges, lost the Zanu-PF primaries to Mateveke for the Marondera Central constituency by-election.

The Marondera Central seat fell vacant following the recall of  Caston Matewu (MDC Alliance) by the MDC-T led by Douglas Mwonzora.

18 Border Control Security Officers Hauled To Court

By A Correspondent- Eighteen border control security officers, who were part of a joint operation code-named No to Cross-border Crime, on Monday appeared at the Beitbridge Magistrates Court facing abuse of office charges after they allegedly accepted a R2 000 bribe from a bus crew driving through the border town.

They were represented by Muchihwande Sithole of Sithole, Chauke and Associates.

Allegations are that on March 12, the 18 drawn from various government departments across the country were deployed to Chicago roadblock near the border town.

They allegedly accepted the bribe not knowing that a trap had been
set.

The Police Anti-Corruption Unit agents aboard a Sable Bus arrested the officers after they received the alleged bribe.

In court, their lawyer argued that the arresting police officers failed to film the alleged acceptance of the bribe.

But prosecutor Tinayeishe Matenga said the suspects had knowledge of the law yet they acted in common purpose to commit the offence.

Gwazemba will make a ruling on the matter today.

Prison Break Escapee Re-arrested

By A Correspondent- A MT Darwin man (40), who executed a prison break at Harare Central Prison last year with the help of a prison officer has been re-arrested and arraigned before the court facing a charge of escaping from lawful custody.

Richard Sasumba pleaded guilty to the charge when he appeared before Harare magistrate Yeukai Dzuda yesterday.

The State opposed bail, saying there was overwhelming evidence against the accused. He was remanded in custody to March 28 for trial date.

Allegations are that Sasumba was convicted for armed robbery at the Bindura Magistrate Court and was committed to Harare Central Prison to serve his sentence.

However, while serving his sentence, Sasumba escaped with the assistance of a prison guard on October 7, 2021.

Court papers state that a manhunt was conducted, but Sasumba could not  be found.

On March 9, prison officials got wind that Sasumba was in Epworth.

Zimbabwe Prison and Correctional Services officials managed to locate him at a house in Epworth and re-arrested him.

Public Hearing Meeting Flops

By A Correspondent- A public hearing on the Health Services Amendment Bill flopped in Chinhoyi after only four residents attended the meeting.

Of the four attendees, only two of them made contributions before the Parliamentary Portfolio Committee on Health chaired by Ruth Labode.

Responding to questions from the media on why the meeting flopped, Labode said there was no problem with the venue as it was central.

That was after people suggested that Parliament could have chosen a more central venue.

“Even if we find one person at a venue we will talk to that one person and the person’s views will carry the day,” Labode said.

One of the attendees, Godknows Rupara, said it was unfortunate that MPs were behaving like members of the Executive.

“You can see the big problem that we have in the country; that MPs are now joining members of the Executive in disregarding the views of the people,” Rupapa said.

Zimbabwe Nurses Association Mashonaland West chairperson Kudakwashe Kokanai said his organisation rejected the provisions of the Bill as they sought to curtail health workers’ rights to strike.

“The proposals to arrest and prosecute health workers, who would have gone on strike for more than 72 hours, are madness.  Unfortunately, the Bill has more negatives than positives,” Kokanai said.

He said the Bill was oppressive as it criminalised being an executive member of a trade union.

The Health Services Amendment Bill is viewed as oppressive by health workers as it contains provisions that bar them from engaging in industrial action.

It also has provisions that will slap a three-year jail sentence for health workers in public health institutions for engaging in a strike for more than three consecutive days.

Kazembe Kazembe Sucked Into Child Labour Storm

By A Correspondent- Home Affairs minister Kazembe Kazembe allegedly instructed Zanu-PF youths to block an investigation into allegations of child labour at white-owned farms in Mazowe district, Mashonaland Central province, it has emerged.

Kazembe is the Zanu-PF provincial chairman for Mashonaland West.

Documents indicate that Zanu-PF provincial youth chairman John Nhamburo and Kazembe’s personal assistant Shadreck Muwandi tried to block the investigators at Kazembe’s behest.

The pair recently caused drama at Blackforby and Tavydale farms owned by Nick and Peep Mattison, where they allegedly threatened to harm a delegation that had visited the farms on a fact-finding mission to establish reports on child labour.

The delegation included provincial labour officer, Andrew Nyekete, National Employment Council (NEC) and unionists from Progressive Agriculture and Allied Industries Workers Union of Zimbabwe (PAAWUZ).

The union, in a letter seen by NewZimbabwe.com addressed to Kazembe, said the two Zanu-PF officials’ conduct was tarnishing his name, and violating workers’ rights to representation by labour unions of their choice.

“It has become imperative that we write to you with concern over the riotous activities of two ruling party-political members, namely John Nhamburo who was recently elected provincial youth chair for Mashonaland Central province, and Shadreck Muwandi who claims to be Personal Assistant (PA) to Hon Minister Kazembe Kazembe (MP),” the letter, signed by PAAWUZ secretary-general, Phillip Mafundu and dated March 8, 2022, reads.

“The two have been disturbing and/or interfering in purely labour matters, trade union, National Employment Council for the Agriculture Sector, Ministry of Labour and workers committee as enshrined in the supreme law, the Constitution of Zimbabwe, which advocate for freedom of association as the workers have taken upon themselves to join a trade union of their choice and furthermore their fundamental labour employment rights as enshrined in the Labour Act Chapter 28:01,” the letter reads.

Documents further show that Nhamburo and Muwandi, accompanied by marauding youths wearing Zanu-PF regalia, stormed a meeting held on February 9, 2022 at Blackforby farm involving workers committee, management, NEC Agriculture and Labour ministry officials trying to find common ground between employer and employees.

They were chanting political slogans denouncing and castigating the legitimacy of the union and other visitors.

“They disrupted the meeting in a riotous behaviour, victimised, harassed and threatened everyone, except the farm management. They name-dropped senior government officials and senior politicians’ names (for example your name Kazembe Kazembe). John Nhamburo bragged that he was a boss to everyone since he is a Zanu-PF Central Committee member, he was above everyone and the process that was happening should stop immediately and the white farmer to continue with what he was doing,” the letter to Kazembe reads.

“Shadreck Muwandi said he was the one who travels everywhere with you and had a right to stop the negotiations between the employer and employees since all the employer was doing was above board and had your blessings. Our union officials were threatened with death, and they even tried to stop them from talking to the farm workers who are our members of which the workers stood their ground that they wanted our representation,” it further reads.

Again on March 4, 2022, the two Zanu-PF members went to Tavydale farm where they unleashed violence and disrupted a scheduled meeting between management and workers’ committee.

They allegedly harassed, intimidated and threatened the workers committee.

The union accuses the Mattison family of imperialism and hiring Zanu-PF activists in order to intimidate unionists from unearthing gross labour violations, including child labour and slave wages, at the farms.

It was not immediately clear if the letter was responded to as Kazembe was not answering calls on his mobile phone.

Efforts to get comment from the Mattisons proved fruitless by the time of publishing.

UK To Scrap Covid-19 Travel Rules

By A Correspondent- The United Kingdom is set to scrap all remaining COVID-19 travel rules on Friday.

UK Transport Secretary, Grant Shapps, confirmed in a tweet that the rules will end at 4 AM on Friday.

People who arrive in the UK after 4 AM, Friday 18 March, will not need to take any COVID-19 tests before they travel or after they arrive.

Travellers will also not be required to fill in a UK passenger locator form before they arrive.

Passengers who are not fully vaccinated will no longer have to take COVID-19 tests before and after travelling to the UK.

Travellers also will not need to quarantine when they arrive, in line with current rules. Shapps tweeted:

These changes are possible due to our vaccine rollout and mean greater freedom in time for Easter.

The changes in UK travel rules have been welcomed by some figures in the travel industry. Tim Alderslade, chief executive of trade body Airlines UK, said:

Today’s announcement sends a clear message to the world – the UK travel sector is back.

With travellers returning to the UK no longer burdened by unnecessary forms and testing requirements, we can now look forward to the return to pre-Covid normality throughout the travel experience.

A Virgin Atlantic spokesperson welcomed the latest move saying it will help further restore consumer confidence.

“Kunzvi Dam Construction Going According To Plan”: Gvt

By A Correspondent- The construction of Kunzvi Dam is going according to the plan, Mashonaland East Provincial Secretary for Devolution Tavabarira Kutamahufa has said.

The water reservoir is being constructed by China’s Nancheng Engineering which was awarded the tender in 2021.

The US$109 million project will supply water to Harare and Chitungwiza and surrounding areas when completed.

In an interview with The Herald after the Mashonaland East provincial executive visited the dam site on Monday, Kutamahufa said the construction is on course. He said:

The purpose of the tour was for monitoring and evaluation, inspecting the progress. The contractor is on site and the equipment is also on site.

Progress has also been made in terms of construction. There is also evidence of stakeholder engagement and acceptance.

So the contractor is on course and we are happy with the timelines. They are on target. So as a province we are happy with the progress so far.

The contractor, Nancheng Engineering, has completed the pipeline linking Mtshabezi and Umzingwane dams and also constructed Muchekeranwa Dam in Marondera which was commissioned last year.

Nancheng Engineering is currently working on Sengwa Dam in Mount Darwin and the Silverstroom Dam in Centenary.

Under Fire Police Accuses CCC Of Confrontational Approach

The Zimbabwe Republic Police has issued a statement clarifying the requisite security arrangements and the holding of political rallies in view of the current campaigns by parties and aspiring candidates for the scheduled by-elections set for March 26, 2022.

In a statement, police national spokesperson, Assistant Commissioner Paul Nyathi said the convener has the responsibility to notify the local regulating authority, who is the Officer Commanding a Police District, of the intention to hold a rally in line with provisions of the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.

“It is not just a case of notification, the convener has a responsibility to discuss and agree on the security and safety measures to be availed at the rally for the benefit of the public and the community in general.”

He however noted that some political parties are adopting a confrontational approach when notifying the regulating authorities on their intended rallies.

“We are also concerned that some of the conveners and their legal advisors are resorting to communicating wrong information to their supporters and also using social media to post communication details with the Police without exhausting all the legal remedies provided for under the Maintenance of Peace and Order Act (MOPA), Chapter 11:23.”

He cited the case of the failed rally which was planned by the Citizen Coalition for Change for Marondera at the weekend.

“In the case of Citizen Coalition for Change (CCC)’s Marondera rally it is clear that the convener had not complied with relevant provisions of MOPA and was duly advised by the regulating authority, however the convener and their lawyers insisted that the rally will go ahead while at the same time a court process was in motion at the High Court and subsequently at the local Magistrate Court after Justice Mungwari had ruled that the CCC convener had to exhaust all the domestic legal remedies provided under MOPA before holding a rally. This is on record.

“However, on the ground, the convener had already mobilized CCC supporters to gather without sanctioning and conclusion of the court proceedings. The Police has a constitutional responsibility to ensure that all the country’s laws are observed and complied with. In this case the rally could not be sanctioned without the due processes being followed,” explained Ass-Comm. Nyathi.

He said: “It is sad that some political parties are resorting to acts which clearly show that they are not observing law and are acting as a law onto themselves. The Zimbabwe Republic Police will not compromise on security and safety of the public and expect political party conveners to lead by example and avoid misleading the public.”

Assistant Commissioner Nyathi warned that anyone holding or hosting car rallies will be arrested without fear or favour, with 26 suspects having been arrested recently in Harare and Masvingo for holding car rallies while in the process blocking traffic, interfering with the smooth movement of the traffic and chanting slogans which include obscene language.

Said Assistant Commissioner Nyathi: “The Zimbabwe Republic Police will not hesitate to name and shame politicians who are clearly contravening the law. Political parties are warned against disrespecting the Police, acting as if there are no laws to be observed in the country or untouchable institutions and entities. The Zimbabwe Republic Police is ready to ensure that the forthcoming Bye-elections are held in a peaceful environment. Therefore, any form of lawlessness by individuals, groups or political parties will not be tolerated. The law will be applied without fear or favour.”

Harare To Allocate 5k Residential Stands

By A Correspondent- The City of Harare says it will allocate 5 000 residential stands in 2022 and residents on the waiting list will be invited for interviews.

In a notice, the local authority said when the allocations begin, residents will be notified. Reads the notice:

No allocations took place last year. When the allocations begin residents will be notified. Residents on the housing waiting list will be invited for interviews.

Council (HCC) suspended the allocation of residential stands in 2020 after most of its top housing officials, including a housing director and two acting housing directors, were arrested and charged over alleged corruption.

HCC said it decided to suspend allocation in 2020 after it discovered irregularities in the management of housing land.

Housing director Addmore Nhekairo and former acting housing director Matthew Marara and principal housing allocation officer Edgar Dzehonye were some of the top council officials arrested on allegations of corruption over the allocation of land.

Speaking from his base in South Africa, charismatic opposition leader Herbert Chamuka who is the leader of the fast growing party said it was all systems go for the rally.

“We are urging every peace loving Zimbabwe from all walks of life to attend our inaugural rally.

“We are going to launch our 2023 election roadmap because we are the government in waiting.

“We are sure that we are going to form the next government. Everyone is invited,” said Chamuka.

Chamuka who was recently on a whirlwind tour of different provinces setting structures said that the response he was given was humbling.

“Zimbabwe has been in jaws of dictatorship for long. People are hungry for change and IDP is ready to usher in Zimbabwe into a new political dawn where every citizen is protected by the constitution

“The population want a country where prosperity is guaranteed. Right now; people are struggling to get basic documents such as passport and national identification cards.

“It’s a pity and we want to make Zimbabwe great again,” he said.

Zimbabwe has been struggling for years under the leadership of Zanu PF and IDP promises to be an alternative.

Govt Working On New Laws To ‘Democratize The Media Environment’

The government is working on the Broadcasting Services Amendment Bill and a Zimbabwe Media Practitioners’ Bill which it says will go a long way in democratizing the media operating environment.
 
The two proposed laws are expected to be handed over to the Attorney-General’s Office in April this year.
 
Honourable Kindness Paradza, the Deputy Minister of Information, Publicity and Broadcasting Services, told participants at a MISA Zimbabwe Broadcasting Stakeholders meeting in Harare on 9 March 2022, that the Broadcasting Services Amendment Bill seeks to address the lack of diversity and plurality in the sector.
 
“The amendment Bill seeks to further open up the airwaves by licensing community and campus radio stations and privately owned TV stations,” he said.
 
The Broadcasting Services Act was enacted in 2001.
 
“Certain sections of the Act have proved difficult to implement and some sections have become inconsistent with the new constitution,” he said. “Technology has also evolved rapidly over the last few years making sections or definitions of services meaningless or definitions meaningless or out of sync with reality.”
 
Among other issues, the amendment will increase the threshold of foreign investment in the broadcasting sector to 40% for foreign investors.
 
The draft Bill which was presented to stakeholders in December 2018 had a 20% threshold for foreign investment. MISA Zimbabwe and the other media stakeholders said the threshold was too low for such a capital-intensive industry.
 
MISA Zimbabwe has been lobbying the government to allow more foreign investment in broadcasting, as the sector is capital intensive and not many local players have the financial muscle to invest in the broadcasting sector.
 
The amendment also seeks to introduce Section 23A that will limit monopolies in the broadcasting sector by limiting the number of licences an entity may hold in one category.
 
An entity will only be allowed to hold one national commercial broadcasting services licence per category and only two local commercial radio licences of the same category.
 
“This is being introduced to curb monopoly in the sector and also ensure there is equitable distribution of the limited national resource, the band spectrum,” the Deputy Minister said.
 
On the media practitioners’ Bill, Honourable Paradza said the proposed law would go a long way in empowering journalists in the country.
 
Media practitioners and stakeholders drafted the Bill which was shared with parliament, government and the Zimbabwe Media Commission (ZMC).
 
ZMC in turn drafted its own alternative media governance Bill, triggering a stalemate on the way forward.
 
The government says the proposed law will assist in breaking the logjam between the media players and the Commission, with the former insisting on the inclusion of its input into the Bill for effective co-regulation of the media. 
 
Meanwhile, the government has threatened to revoke the licences of community radio stations that fail to go on air within the stipulated 18 months of being licensed.
 
However, MISA Zimbabwe reminded the Deputy Minister of the existing restrictions on the operations and viability of community radio stations saying a heavy-handed approach would only undermine the right to access information in marginalised communities.
 
The Deputy Minister was also taken to task on why the government was eager to cancel licences of community radio stations, but not those issued to state media and other commercial entities which also failed to go on air as stipulated in terms of their licences.
 
Asked if the Bill was going to attend to the transformation of the Broadcasting Authority of Zimbabwe (BAZ) into an independent authority, the Deputy Minister stated that the statutory board was wholly owned by the government and that the security arm of the government had vested interest in its operations.
 
Responding to questions on the status of digital migration, Honourable Paradza said 18 out of 44 transmitters have been digitised. He bemoaned the ministry’s challenges in accessing foreign currency for the completion of the process.
 
Zimbabwe missed both the Southern African Development Community (SADC) and the International Telecommunications Union (ITU) digital migration deadlines which were set for June 2013 and June 2015, respectively.

Zanu PF Stalwart Fired And Reinstated Within A Week

The Zanu PF Mashonaland East provincial leadership has reinstated party stalwart Cleopas Kundiona less than a week after he was purged.

Kundiona, who is the provincial deputy secretary for legal affairs, was on March 4 suspended from carrying out party activities after being accused of a litany of allegations, one of them being failure to attend party events organised by his rival and Zanu PF Marondera Central candidate for the March 26 by-elections Ignatius Mateveke.

He was also ordered to appear before a disciplinary committee on March 25.

The move to suspend him caused a backlash after some Zanu PF supporters threatened a protest vote.

Kundiona yesterday confirmed that he had been reinstated.

“I am back at the party. We are focusing on winning the Marondera Central seat, hence we are mobilising support for the party candidate,” he said.

Kundiona has been appearing at Zanu PF events for the past week where he was being introduced as a provincial member.

A letter dated March 4 signed by Zanu PF provincial vice-chairperson Kudzai Majuru suspended the educationist from the party.

Both Majuru and the provincial party spokesperson were not answering their mobile phones yesterday.

Kundiona, who is the owner of UMAA Group of Colleges, lost the Zanu PF primaries to Mateveke for the Marondera Central constituency by-election.

CCC Activists Abducted, Tortured For Leading By-Elections Campaign


By A Correspondent| Citizens Coalition for Change (CCC) activists were last week abducted in a chilling escalation of political violence that has left many opposition members fearing for their lives.

Among the abducted activists is Primrose Moyo (32) from Harare’s ward 41, who says she endured abduction and torture at the hands of suspected state security agents and Zanu PF militia for leading electoral campaigns for her party.

Primrose Moyo admitted in hospital following her abduction and torture last week.

Moyo’s ward was one of 28 that faced by-elections following the controversial recalls of MPs and councillors triggered by factional battles within the former MDC Alliance. Douglas Mwonzora, who was granted legal control of the party by the courts, orchestrated the recalls, creating political instability.

Despite the risks, Moyo vigorously campaigned for her party candidates resulting in numerous warnings and threats from suspected state agents and ruling party thugs.

Moyo is no stranger to the dangers of political dissent in Zimbabwe after she narrowly survived the August 1, 2018 shootings in central Harare, when soldiers opened fire on civilians protesting the disputed election that was controversially won by Emmerson Mnangagwa.

“I escaped unhurt. Many were arrested,” she recalled of that tragic day — an experience that only strengthened her resolve to fight for change.

As part of her work, Moyo and her colleagues have gone on the offensive mobilizing young people to join their party. This irked ruling party thugs have been frequently visiting her home, issuing death threats to intimidate her.

Moyo reported the threats to the police, but her complaints were ignored. A sympathetic female officer privately advised her to give up political activities, admitting that the police had orders not to act against Zanu PF supporters.

Facing pressure from both authorities and her own relatives — who feared guilt by association — Moyo persisted. However, her decision to shift meetings to a new location led to an even more terrifying ordeal.

While en route to a meeting, Moyo and two fellow activists were abducted by armed men who blindfolded them and transported them to an isolated building.

Over two harrowing days, they were subjected to emotional and physical abuse by men claiming to be war veterans. The captors accused them of betraying the liberation struggle by supporting CCC, branding them “ungrateful born-frees.”

“They made us stand in a line and slapped us over and over again,” Moyo said.

They were later dumped in a remote bush area, with threats of death if they resumed their political activities.

Attempts to seek justice once again proved futile as police showed little interest in their complaints, advising them merely to “stay at home” unless threatened again.

Mwonzora Aide Joins Zanu PF

Johannes Chiwaya, brother to the late MDC Alliance chairperson for Hurungwe Central district, Lavender Chiwaya has joined Zanu PF, declaring that he had not “sold out”.

The late Lavender passed on under mysterious circumstances on August 22, 2020 amid allegations that he was murdered.

He was a popular ward 4 councillor under the opposition who had been in office for 13 consecutive years.

At the weekend, his brother Johannes joined the ruling party, claiming it was his constitutional right to do so.

Johannes was among eight opposition members paraded at a rally addressed by the Zanu PF national chairperson Oppah Muchinguri at Chikangwe Stadium in Karoi at the weekend under operation Tadzoka Kumusha.

Attendees at the rally were given bags of maize meal.

Chiwaya said he endured public scorn over abandoning the opposition for the ruling party.

“Everyone has his or her constitutional right. In our Constitution, there is a Bill of Rights that says everyone has a right to freedom of association that must be respected. I am not a sellout. This is my personal consideration and conviction to be part of Zanu PF. I am warning those that have labelled me a sellout that I will not accept it any longer. I will take legal action,” he said.

Ironically, Johannes was among the top youth leaders under the late MDC-T leader Morgan Tsvangirai.

Power Cuts To Continue- Soda Zhemu

Energy minister Soda Zhemu says power cuts will persist because Zimbabwe’s electricity is too cheap, a situation he says is pushing “unproductive” demand by domestic customers.

Zhemu is supporting power utility ZESA’s request to the Zimbabwe Energy Regulatory Authority (ZERA) for a review of tariffs. The last review was in January.

The minister says on average, domestic consumers use US$10 of electricity each month, usually paid in the Zimbabwe dollar which has been losing value every week since the start of the year.

“The tariff has been severely eroded and what we now see is the rising demand of unproductive electricity especially by domestic customers,” Zhemu is quoted as saying by the Business Weekly.

“Until there is restoration of a viable tariff, the situation will remain fragile.”

Zimbabweans are enduring daily power cuts as the country is unable to produce enough electricity to meet demand. ZESA, which owes regional power companies millions of dollars, remains constrained from importing power to cover the gap due to foreign currency shortages.

“We need a viable tariff and I understand that ZESA has applied for a tariff review and I want to believe the regulator ZERA is considering the application,” said Zhemu said.

The minister said electricity had become cheaper than gas, causing gas users to switch back to ZESA, adding to the power demand.

In February, ZESA was producing 1,285MW – not enough to meet the country’s peak demand of 1,700MW.

Regular machinery breakdowns at the coal-fired Hwange Power Station have also added to ZESA’s woes.

The last tariff increase approved by ZERA was 12.3 percent. ZESA officials have publicly declared that they would like to see a tariff increase of higher than 100 percent.

Families on pre-paid meters are buying 200 units per month for Z$1,265,11 (US$5 on the parallel market or US$9 at official rate) including the six percent rural electrification levy.

There are five bands of discounted tariffs before the top tier US$14.31 per unit comes into effect on purchases over 400 units.

The first 50 units cost US$2.38 each before the rural levy. The 50 units are considered the bare minimum that a family needs for essential purposes.

Consumers on post-paid meters pay similar charges plus a US$35.68 monthly fixed charge. The fixed charge covers the extra administration costs.

The government has licenced independent power producers and major upgrades are underway at Hwange. The government hopes the measures will solve the country’s long term power generation problems.-ZimLive

Man Jailed For Raping Neighbour’s Goat

A 19-YEAR-OLD sex starved Shamva man has been arrested after he was caught raping a goat in a maize field.

The matter came to light at Bindura magistrates courts on Friday where Kelvin Bhobho was convicted of bestality by magistrate Samantha Dhlamini.

He was sentenced to four months in jail which were converted to four months of community service.

Prosecutors said on March 6 Aida Tauzeni heard the bleating of her goat in her maize field and rushed to check what was happening.

To her surprise she found Bhobho raping her goat and quizzed on his actions he said he was sex starved.

“Ruthless” Cops Detain Diabetic Patient

Tinashe Sambiri|Police on Saturday arrested 13 Citizens’ Coalition For Change members- including a diabetic 68-year- old woman.

The CCC supporters were arrested for conducting a door- to door -campaign programme in Masvingo Urban Constituency.

In a statement, CCC condemned the persecution of its members by the Zanu PF regime.

“#ALERT Ward 3 candidate, Rocky Kamuzonda & 13 CCC members were unlawfully arrested .

No charge has been preferred against them. Among the detained are a 68 year old diabetic patient, Shingairai Chapura, whom the police won’t release. She hasn’t taken her meds since 2pm,” CCC spokesperson Fadzayi Mahere said in a statement on Saturday.

Police Officers Resurface As Copper Wire Thieves

THREE officers based at Pumula Police Station in Bulawayo were on Sunday morning arrested for alleged theft of copper cables in Pumula East suburb.
Residents arrested them at about 1AM. One of the cops was nabbed while wearing his service uniform while his accomplices were in civilian clothing.

The three have been identified as Constable Rodrick Tavunanago (34), Cst Tapiwa Takuberekera (39) and Cst Kudzai Wemba (33).

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the trio’s arrest.

“We confirm that three of our officers have been arrested for suspected theft of copper cables.

As the Zimbabwe Republic Police we do not condone any act of criminality among our members and I would like to assure the public that the law will take its course.

The suspects will appear in court soon,” said Asst Comm Nyathi.

He commended members of the public for apprehending the suspects.

Asst Comm Nyathi appealed for any information that may link cops with any crime as ZRP is on a drive to rid itself of corrupt members.

Zesa’s western region acting general manager Engineer Lloyd Jaji said the case is under police investigation.

Eng Jaji lauded Pumula East residents for braving the night to effect a citizen arrest on the three police officers.

“This is a commendable exercise and it has to be done regardless of who it is.

We have always said we don’t care who it is and if everyone plays a part like these ones did, I think we would be okay in safeguarding national infrastructure,” said Eng Jaji.

He said there is no employee of the power company involved in the theft case.

Eng Jaji said an employee mentioned in a widely circulated police memorandum is a Zesa worker representing the power company in the prosecution of the police officers.

Pumula East Block 1 residents association chairperson Mr Mpumelelo Ngwenya said the unruly cops even attacked a resident who had cornered them.

“This thing happened at about 1AM. One of the residents heard some people moving on his roof top. We already had lost power although some parts of the suburb had electricity.

So as he heard people moving on top of the house, he shouted that there were thieves and that is when most of us woke up to check what had happened.

We discovered that the thieves had stolen copper cables supplying power to our homes.

They had dragged the power cables so we followed the direction in which the cables were being dragged to,” said Mr Ngwenya.

He said as they approached a nearby stream, they found copper cables but the thieves had vanished.

Mr Ngwenya said residents returned to their homes but one of them in the company of another resident decided to trail the suspects using his car as he believed they were not far off.

“He drove along Ntemba Road in the Nkulumane direction and found a vehicle which was parked on the side of the road.

He blocked the car and when he exited the car he discovered one of the people was wearing a police uniform,” said Mr Ngwenya.

“We are told that the three started attacking him using a baton stick while trying to put handcuffs on him.

We believe that if the guy who was with him had not responded they could have killed him.

So his friend drove back to fetch residents and that is how we stopped his assault,” said Mr Ngwenya.

He said some residents who had not followed to rescue the person who was being attacked discovered a police hat and a wallet belonging to another cop at the crime scene.

Mr Ngwenya said one of the police officers managed to escape from the scene and rushed to Pumula Police Station where he falsely reported that he had been attacked by robbers in Pumula East.

He said when they apprehended the other two police officers, the one who was putting on a uniform did not have his hat so they connected him to the crime scene.

Mr Ngwenya said residents refused to hand over the recovered copper cables to the police before the arrival of Zesa employees.

“So, during the day as police conducted their indications with the suspects, we were led to a place which we believe was the hideout for the offenders.

They had stashed cases of alcohol bottles commonly known as Njengu. There were several empty sacks on the site as well as some decomposing meat.

In one of the sacks, there were some old copper cables,” said Mr Ngwenya.

He also took the news crew to the site where the items were being hidden and there were some decomposing meat.

Another resident Mr Smart Dube said he is the one who alerted the residents of the theft.

“I was awakened by my wife saying there was some movement on our rooftop and I shouted out to the residents.

That is how I discovered that thieves had stolen copper cables.

We organised ourselves as residents to search for the thieves and when we realised that we could not find them, I decided to use my vehicle to search for them until I bumped into them along Ntemba Road,” said Mr Dube.

He said he blocked their car and a cop approached him and put handcuffs on him while others started assaulting him.

“I tried to reason with them on why they were assaulting me when I was trying to locate thieves.

I told them that if they were police officers, they should be assisting me in searching and arresting the culprits.

So, when my friend realised that they were unrelenting he drove back to our neighbourhood and brought backup.

That is how I survived but already I had been hurt in the head,” he said.

Mr Dube said he positively identified one of the police officers as they usually participate in snooker tournaments together.

He said it was disheartening that cops were involved in committing crime. “We were expecting more from the police officers.

It is worrying that they are the ones that are involved in committing crime.

Just two weeks ago we had another theft of copper cables in our area and we wondered if they had come to complete the job.

These guys are an embarrassment to Government,” he said.

Emerging Information On Abortion

Based on the latest scientific evidence, these consolidated guidelines bring together over 50 recommendations spanning clinical practice, health service delivery, and legal and policy interventions to support quality abortion care.

New recommendations to improve access to high quality, person-centred services
When abortion is carried out using a method recommended by WHO, appropriate to the duration of the pregnancy and assisted by someone with the necessary information or skills, it is a simple and extremely safe procedure.

Tragically, however, only around half of all abortions take place under such conditions, with unsafe abortions causing around 39 000 deaths every year and resulting in millions more women hospitalized with complications. Most of these deaths are concentrated in lower-income countries – with over 60% in Africa and 30% in Asia – and among those living in the most vulnerable situations.

The guideline includes recommendations on many simple primary care level interventions that improve the quality of abortion care provided to women and girls.

These include task sharing by a wider range of health workers; ensuring access to medical abortion pills, which mean more women can obtain safe abortion services, and making sure that accurate information on care is available to all those who need it.

For the first time, the guidelines also include recommendations for use where appropriate of telemedicine, which helped support access to abortion and family planning services during the COVID-19 pandemic.

Removing unnecessary policy barriers facilitates safe abortion access
Alongside the clinical and service delivery recommendations, the guidelines recommend removing medically unnecessary policy barriers to safe abortion, such as criminalization, mandatory waiting times, the requirement that approval must be given by other people (e.g., partners or family members) or institutions, and limits on when during pregnancy an abortion can take place. Such barriers can lead to critical delays in accessing treatment and put women and girls at greater risk of unsafe abortion, stigmatization, and health complications, while increasing disruptions to education and their ability to work.

While most countries permit abortion under specified circumstances, about 20 countries provide no legal grounds for abortion. More than 3 in 4 countries have legal penalties for abortion, which can include lengthy prison sentences or heavy fines for people having or assisting with the procedure.

“It’s vital that an abortion is safe in medical terms,” said Dr Bela Ganatra, Head of WHO’s Prevention of Unsafe Abortion Unit. “But that’s not enough on its own. As with any other health services, abortion care needs to respect the decisions and needs of women and girls, ensuring that they are treated with dignity and without stigma or judgement. No one should be exposed to abuse or harms like being reported to the police or put in jail because they have sought or provided abortion care.”

Evidence shows that restricting access to abortions does not reduce the number of abortions that take place. In fact, restrictions are more likely to drive women and girls towards unsafe procedures. In countries where abortion is most restricted, only 1 in 4 abortions are safe, compared to nearly 9 in 10 in countries where the procedure is broadly legal.

“The evidence is clear – if you want to prevent unintended pregnancies and unsafe abortions, you need to provide women and girls with a comprehensive package of sexuality education, accurate family planning information and services, and access to quality abortion care,” Dr Ganatra added.

Following the launch of the guidelines, WHO will support interested countries to implement these new guidelines and strengthen national policies and programmes related to contraception, family planning and abortion services, helping them provide the highest standard of care for women and girls.

Quality abortion care is care that is effective – delivered by health workers with the right skills, resources, and information; safe; accessible to all those that need it; timely, and respectful of women and girls’ needs and rights.

Stopping Chamisa From Holding Rallies Is Anti-ZANU PF | Mavaza

By Dr Masimba Mavaza | The problem we have in Zimbabwe is that every political party which breaks the law always finds the fault and throws it on the feet of the police.

Police regulations already require that a member of a police force shall abstain from any activity which is likely to interfere with the impartial discharge of his duties, and in particular that he shall not take any active part in politics.

As individuals police officers
must be politically neutral. Police officers are not allowed to be active members of any political party and, pre-election, they should be even more careful on giving any opinions that could be considered party political views. As a result it’s understandable that the police are always viewed as on the side of the government this is because Police is another arm of government. The reality is that policing is political and it’s more political than it has ever been before. Therefore, it is important that the police always take the centre stage of any discussions about policing.

The police will never shy away from challenging the Government, Ministers or MPs, or other political leaders irrespective of their political party, if that’s what is the interests of our members. So if the police are political, it’s because they have to be. They are not involved in party politics.

The Zimbabwe Republic Police are always accused of politically biased but the situation on the ground highlights widespread institutional capture by several groups of political parties this results in the strong calls on forces to adopt an apolitical stance.
The Police force in the Country are routinely called to uphold their oath “to serve without fear or favour” by openly promoting political causes and while upholding the law.

The behaviour of the political parties shows a gross politicisation of the police and the harassment of its members who are sworn to save the nation.

The ZRP’s professionalism regarding elections is identified by the public with the neutrality of the police in realizing democratic elections. Police professionalism in the political year and environment is still considered not optimal by some circles, when viewed from the institution’s neutrality attitude and behavior in dealing with several issues in relation to po- litical contestation in the political years, especially before the simultaneous elections in 2023 or in some time in the socio-political life of the community.
With all the due respect we give to the ZRP the one sided committed unfairness is unwarranted.
The fact that the police will stop one party from campaigning and allowing the other party to campaign is surely shocking and surprising.

ZANU PF does not control the Police and the police in their professionalism must not be a used by demented local leaders. Gone are the days when the name ZANU PF was associated with threats. In the new dispensation ZANU PF is associated with love and democracy.

We are a democratic outfit and we must never be identified with violence.

The president ED has been fighting tooth and nail to re engage with the world. But the actions of the police is banning rallies disregarding court orders is demonic. This unlawfulness does nit help us as ZANU PF. Let CCC hold their rallies and kearn and understand where they say we are getting it wrong and we must correct it. Stifling their word and voice is self destructing. The police are going back to Chihuri era of impunity.

This is not the police force we need to portray out there. Everyday thousands of Zimbabweans who are true patriots wake up in shame after seeing the flimsy reasons advanced by the police to stop Chamisa addressing a rally.
The police as we stand right now are ZANU PF’s worst enemies. Each time the police prevent a rally thousands votes are turned towards Chamisa.
Right now Chamisa is being projected as a victim and human nature favours victims.
Issues of human rights always stand on fairness.

These issues involve the context of the election which involves the existence of different groups of support and can cause ongoing conflict if not handled properly, fairly and impartially by the police.
Police must identify problems that arise in the context of national neutrality in relation to elections, explains the neutrality arguments of the police in elections, and analyzes the importance of national neutrality in realizing democratic elections in accordance with the prevailing laws and regulations. Impartiality must show the importance of the neutrality of the National Police in realizing democratic simultaneous elections, by carrying out their duties to maintain neutrality in the campaigns and the elections, which serve as proof of the respect of the rule of law. This will always give people the respect for the police as an institution and the police (its members) in contributing to the successful, direct, free, secretive and honest and fair administration of elections.

It seems, unlike the coming by-Elections, that law and order will be at the very heart of the political promises being made by many of the political parties. ZANU PF knows only too well that, to take law and order off its knees, what is needed in policing and across the Criminal Justice System is long-term, sustained investment.

The General Election gives a future government the ideal opportunity to do the right thing and make policing a genuine priority, with credible financial support. The district and provincial commanders must be retrained so that they understand where they should take their instructions from.
politicians from all parties will be making promises about policing these promises must be made in these rallies. Those politicians must understand that these promises must be genuine, not just a strap-line on an election poster. The public expect this and those who deliver policing, deserve it. The message the Police must give to whatever government is in power after the elections is this – we will work with you. And the the people must say, but we will also hold you to account for the election promises you make. Policing has been failed so many times in the past, if the safety and security of our public is truly a priority then this must change.

By stopping Chamisa from holding rallies we are giving him the glory he does not deserve.

Soldiers are not able to pick and choose which wars they fight in. Nor can the police decide the laws they are tasked with upholding.

Naturally, there are practical limits, but we rely on our police to show some consideration and exercise restraint in the burdens they impose on the electorate. It is hard to think of a greater change in the requirements expected from the police.
The role of the police should not be to go beyond the regulations in restricting political activity.
What has been more concerning is the police force expressing an opinion on the electorate. To choose for people which rally they should attend. The police can and should advise on the practicalities of enforcing it. Individual police officers will have their own views.

The majority of the public agreed with democracy and are horrified by the unnecessary antagonistic tendencies we are showing Chamisa. A majority of peace loving Zimbabweans feel it is disproportionate and may well end up costing more lives than it saved.

The police as an institution should not have a view on that. Nor on the array of the details that arise. We all need to try and follow whatever the law happens to be where we live – whether or not we think it is a sensible law. The police have a duty to ensure we comply – but it is impertinent for them to tell us we should agree with any particular law even though we are obliged to accept it.
After all we fought for freedom not to practice selective freedoms.

We must never give an impression that we are afraid of Chamisa because we are not afraid of him. This culture of blocking his rallies is counter productive it destroys us as a country and us as ZANU PF.
Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others. Freedom of speech is a principle that supports the freedom of an individual or a community to articulate their opinions and ideas without fear of retaliation, censorship, or legal sanction.

The police are doing their best to destroy what they have built so far.

The Police force is not a personal army it is a national force which renders service. It is beyond belief that we still have people stopped from expressing themselves.

Allow them to sale their stupidity than forcing a neck chief in their throat.
ZANU PF is not afraid of this boy. We are not threatened by the footsteps of a cockroach.
We are the majority and we have the majority. Let fairness be seen.

We only have one country and we must protect its image.

We will win the elections please do not spoil our victory by trying to gain promotion through tormenting the opposition.

Police Arrest, Detain Diabetic Woman For Supporting President Chamisa

Tinashe Sambiri|Police on Saturday arrested 13 Citizens’ Coalition For Change members- including a diabetic 68-year- old woman.

The CCC supporters were arrested for conducting a door- to door -campaign programme in Masvingo Urban Constituency.

In a statement, CCC condemned the persecution of its members by the Zanu PF regime.

“#ALERT Ward 3 candidate, Rocky Kamuzonda & 13 CCC members were unlawfully arrested .

No charge has been preferred against them. Among the detained are a 68 year old diabetic patient, Shingairai Chapura, whom the police won’t release. She hasn’t taken her meds since 2pm,” CCC spokesperson Fadzayi Mahere said in a statement on Saturday.

Ndiraya Praises Ghanaian Signings

Dynamos coach Tonderai Ndiraya praised the performances of Bill Antonio and the two Ghanaian signings, Martin Ofori and Emmanuel Paga, after they helped the Glamour Boys to a 3-1 victory over Tenax on Sunday.

Antonio was involved in all the three goals, while Ofori opened his scoring account on his debut at the club. Paga, who also featured in the starting XI, netted in his second successive match.

“I must give it to young Bill Antonio, he was so outstanding,” Ndiraya told reporters after the match.

“All the goals we scored today came from his end. He had a brilliant game today and I hope he can keep the consistency.”

The gaffer added: “I’m also happy for the two Ghanaians who scored today, particularly Ofori, who scored on his debut.

“I’m so happy for him and Paga, for that goal he scored again which took some bit of pressure off us.”

Manica Diamonds came from a goal down to beat Triangle United 2-1 and leapfrogged Chicken Inn to the to top of the Castle Lager Premier Soccer League in the process.

The Gem Boys were trailing at the half time interval but came back for the second half more determined and scored two goals to win the match.

At the National Sports Stadium, Dynamos beat Tenax 3-1.

The Glamour Boys opened the scoring in the 5th minute, when Bill Antonio left his marker for dead on the right flank before finding Martin Ofori, who made no mistake from close range, to score his first goal for the Harare giants.

Ofori should have doubled the lead barely five minutes later, when he was sent through on goal by another Antonio pass, but he wasted the chance.

Tenax levelled matters in the 28th minute, when Edson Gavara twisted and turned past DeMbare captain Partson Jaure and unleashed an unstoppable short which rocketed past Tymon Mvula.

DeMbare took the lead again just after the hour mark, Emmamuel Paga netting from close range, before Ralph Kawondera made it three with his first goal for Dynamos, five minutes later.

At Babourfields, Highlanders coach Mandla Mpofu can breathe easily again, after his charges demolished Herentals 4-0.

Pressure was mounting on Mpofu after last week’s disappointing goalless draw with Tenax but the Bulawayo giants had a brilliant start to the game and went ahead in the 16th minute, when Nqobizitha Masuku headed home Andrew Mbeba’s cross from the right.

Bosso doubled their advantage in the 64th minute through Stanley Ngala, who got his first goal for the club.

Chidzambwa Bounces Back

Former Warriors coach Sunday Chidzambwa has returned to mainstream football after he was elected in Dynamos’ board of trustees.

The new board was elected by the club’s electoral college at a meeting on Saturday.

Chidzambwa, who is one of the surviving senior former players of DeMbare, was voted as the club’s vice chairman while Ernest Kamba, another former player, came in as the chairman.

The elected ten-member board also includes Eric Aisam as the secretary and Cremio Mapfumo as the new treasurer. David George, Moses Chunga, Clayton Munemo, Labani Kandi, Makwinji Soma-Phiri and Ignatius Kapfunde complete the list.

Adrian Silla then got the hosts’ third a few moments later and substitute Lynoth Chikuhwa sealed the victory on the stroke of full-time.

While most countries permit abortion under specified circumstances, about 20 countries provide no legal grounds for abortion. More than 3 in 4 countries have legal penalties for abortion, which can include lengthy prison sentences or heavy fines for people having or assisting with the procedure.

“It’s vital that an abortion is safe in medical terms,” said Dr Bela Ganatra, Head of WHO’s Prevention of Unsafe Abortion Unit. “But that’s not enough on its own. As with any other health services, abortion care needs to respect the decisions and needs of women and girls, ensuring that they are treated with dignity and without stigma or judgement. No one should be exposed to abuse or harms like being reported to the police or put in jail because they have sought or provided abortion care.”

Evidence shows that restricting access to abortions does not reduce the number of abortions that take place. In fact, restrictions are more likely to drive women and girls towards unsafe procedures. In countries where abortion is most restricted, only 1 in 4 abortions are safe, compared to nearly 9 in 10 in countries where the procedure is broadly legal.

“The evidence is clear – if you want to prevent unintended pregnancies and unsafe abortions, you need to provide women and girls with a comprehensive package of sexuality education, accurate family planning information and services, and access to quality abortion care,” Dr Ganatra added.

Following the launch of the guidelines, WHO will support interested countries to implement these new guidelines and strengthen national policies and programmes related to contraception, family planning and abortion services, helping them provide the highest standard of care for women and girls.

Quality abortion care is care that is effective – delivered by health workers with the right skills, resources, and information; safe; accessible to all those that need it; timely, and respectful of women and girls’ needs and rights.

Police Arrest, Detain Diabetic CCC Member

Tinashe Sambiri|Police on Saturday arrested 13 Citizens’ Coalition For Change members- including a diabetic 68-year- old woman.

The CCC supporters were arrested for conducting a door- to door -campaign programme in Masvingo Urban Constituency.

In a statement, CCC condemned the persecution of its members by the Zanu PF regime.

“#ALERT Ward 3 candidate, Rocky Kamuzonda & 13 CCC members were unlawfully arrested .

No charge has been preferred against them. Among the detained are a 68 year old diabetic patient, Shingairai Chapura, whom the police won’t release. She hasn’t taken her meds since 2pm,” CCC spokesperson Fadzayi Mahere said in a statement on Saturday.

By A Correspondent- Former Harare mayor Herbert Gomba has been found after reports that unknown men allegedly stormed into his house before seizing and driving off with him Saturday afternoon.

On Saturday CCC national spokesperson Fadzayi Mahere  tweeted that: #ALERT former Harare Mayor Herbert Gomba has gone missing. Unknown men stormed his home in Glen Norah C at around 14.30 hrs. They used three unregistered white Isuzu vehicles. His whereabouts are unknown.

However, on Monday CCC said:

“We are advised that Herbert Gomba has been found and is in the custody of his family. We are advised he is safe.”

Gomba is contesting for a municipal ward in Glen Norah.after he was recalled by the Douglas Mwonzora-led MC-T for siding with Chamisa in 2020

Zanu PF Tops February Human Rights Violations

Zimbabwe’s electoral environment is increasingly turning violent, with the opposition Citizens Coalition for Change (CCC) bearing the brunt of attacks from suspected State security agents and Zanu PF members.

According to a latest Zimbabwe Peace Project (ZPP) February report, police and Zanu PF top the list of human rights violators, mainly targeted at CCC supporters and ordinary citizens.

“Zanu PF takes a lead in human rights violations recorded this month at 41%, and the Zimbabwe Republic Police contributes 37% of human rights violations recorded in February 2022,” the report read in part.

“This month (February), ZPP recorded a significant increase in the profile and scope of the human rights violations recorded. In January, ZPP recorded a total of 55 cases of human rights violations, the majority of them were of discrimination during food aid processes.

In the February report, ZPP recorded a total of 70 cases, with the majority of them being of political violence that left people injured or dead.

“In all of this, the majority of the victims, about 89%, are ordinary Zimbabweans, with nine percent being CCC supporters. Unfortunately, Zimbabwean politics continues to be haunted by cases of violence that can be avoided if Zimbabweans were more tolerant.”

Police last month used dogs, water cannons and tear gas to break up opposition leader Nelson Chamisa’s rally in Gokwe after law enforcement agents defied a High Court ruling for the event to go ahead.

On February 27 in Kwekwe, one CCC supporter Mboneni Ncube lost his life while 17 others were left injured after suspected Zanu PF fanatics stormed Chamisa’s rally, attacking his supporters with spears, stones and machetes.

Police also arrested 13 CCC members, accusing them of holding a car rally and failing to obey police officers directing traffic. The supporters were allegedly severely assaulted by suspected state security agents during detention. Another 80 CCC supporters were arrested in Masvingo while campaigning door to door.

New South Africa Law To Regulate Employment Of Foreigners

South African Employment and Labour Minister Thulas Nxesi has published the Draft National Labour Migration Policy and Employment Services Amendment Bill for public comment.

Employers who rely on foreign nationals as part of their workforce are encouraged to familiarise themselves with the proposed new laws, which may make it more difficult to employ foreigners in future, say legal experts at law firm Bowmans..

The bill and the draft policy were developed to provide the legal foundation and framework within which to regulate the employment of foreigners while at the same time providing for their protection.

One of the key takeaways from the bill and the draft policy is that the Department of Employment and Labour will take a more active role in matters relating to the employment of foreigners as well as the emigration of South Africans seeking employment abroad, Bowmans said.

Stricter requirements The Bill is intended to amend the Employment Services Act, 2014 to, among others, more strictly regulate the employment of foreigners in South Africa by inserting a new Chapter 3A which will impose the following duties on an employer employing foreign nationals:

To ensure that the foreign nationals are entitled to work in South Africa and perform the work for which they are employed;-

Before recruiting a foreign national, to take steps to satisfy themselves that there is no one in South Africa, other than foreign nationals, with the requisite skills to fill the vacancy;- To prepare a skills transfer plan in respect of any position in which a foreign national is employed;-

To employ foreign nationals on terms and conditions that are not inferior to the terms and conditions that would be provided to a South African citizen, permanent resident or refugee; and

-To retain copies of all documents that reflect that the foreign national is lawfully entitled to be employed in South Africa.

Quota systemThe bill also empowers the minister, by way of notice, to set the maximum quotas for the employment of foreign nationals in any sector.

The notice, to be published in the Government Gazette, must specify the period within which existing, and newly established, employers must comply with the quotas. Small employers are, however, exempt from the quotas.

The bill provides for exceptions to the maximum quotas and allows an employer to employ more foreign nationals if:A foreign national is employed to fill a position in respect of which critical skills are required (as determined in accordance with the provisions of the Immigration Act, 2002); or

The employer has applied for an exemption from the applicable quota in the prescribed form, and the exemption has been granted by the Minister.

“Any person who employs or engages an employee or worker in contravention of the Act may be liable for a fine,” Bowmans said.

“In addition to this, an employee or worker is entitled to enforce any claim s/he may have against the employer or any person who is otherwise liable in terms of any statute, collective agreement or the agreement entered into between the parties.

The claim may also be enforced on behalf of an employee or worker by a labour inspector or bargaining council agent.”

The bill also seeks to expand the scope of the Act to cover both employees and ‘workers’ and introduces the concept of a ‘digital labour platform’ which is ‘an electronic entity that enables the provision of work or services by a person to any other person in the Republic’.

In terms of the bill, for purposes of the Act, a digital labour platform is an employer and any person who provides work or services in the Republic to another person by means of a digital labour platform is a worker if:-

The payment for, or terms and conditions of, such work or services are determined by the digital labour platform; and

The digital labour platform remunerates the worker.

“The intention behind these amendments appears to be to ensure that the Act applies to ‘platform workers’, such as Uber drivers.”

“The proposed amendments to the Act raise some complex issues and are already receiving strong opposition from certain groups,” Bowmans said.

CCC Now A Serious Threat To Mnangagwa

It is now crystal clear that Citizens Coalition for Change has become a household name and a very big brand posing a serious threat to the ruling party in this short period since its birth.

What happened at Rudhaka Stadium in Marondera on Saturday where riot police blocked the CCC rally speaks volumes.

How ironic is it that President Emmerson Mnangagwa called for peaceful elections when he was addressing his supporters in Karoi while turning a blind eye to the police which blocked Nelson Chamisa’s campaign rally in Marondera on Saturday?

He indicates left while turning right.

Previously, he has on several occasions denied the opposition permission to hold their rallies citing COVID-19 and it seems his insatiable appetite to suffocate the breathing space for the opposition to campaign peacefully still exists.

He sent the  police to bar Chamisa’s rally.

What he is preaching is not synonymous with having peaceful elections.

He lied to the nation after the November 2017 coup that he was a listening President.

It should ring bells in people’s minds on why such kind of treatment is being given to the opposition.

Mnangagwa’s government is  shooting itself at the foot. Whoever is advising him is losing the plot and actually doing the Lord’s work for the opposition.

They are marketing Chamisa’s CCC brand thinking that they are destroying it.

His yellow movement is growing stronger and stronger.

What CCC needs to do is to holding on longer, putting the best foot forward and refuse to be bullied by Zanu-PF’s old tactics.

The longer this frustration goes, the greater the chances of the opposition to win the elections.

Zanu-PF is falling and will continue failing. This is signalling the end of the muddy season. Currently the odds are favouring Citizens Coalition for Change.

Mnangagwa must allow the opposition to mind its business without being hindered.

His continued selective application of the law has no room in a democratic society.

This was the second one after another rally was banned in Gokwe Nembudziya.

Despite all these bans Nelson Chamisa continues to attract large crowds without hiring buses and frog-marching or throwing bread to the people.

Zanu-PF didn’t want to be outdone by the attendance at Rudhaka Stadium.

CCC is winning the hearts of many.

Mnangagwa’s government should allow freedom of expression and gathering for peace to prevail.

5). In January, five CCC activists were assaulted by police following their arrest on charges of public nuisance in Harare’s central business district (CBD). But one of the victims, Erasmus Nyandoro told NewsDay that they were arrested for wearing CCC’s yellow regalia.

Police spokesperson Assistant Commissioner Paul Nyathi said he could not comment on claims by the ZPP that police topped the list of human rights violators saying he has not received the report.

Illegal Settlers Poison Cattle

By A Correspondent- Villagers at Magalani in Matopo have complained of several incidents of poisoned cattle, while some of them are reportedly being axed by illegal settlers occupying grazing land.

The illegal settlers are allegedly buying the land from “corrupt local leaders.”

Disgruntled villagers told Southern Eye that this started after the death of Chief Lenard Mathe seven years ago. One of the victims, Sibonokuhle Sibanda said her family lost several cattle after they were axed by the illegal settlers.

“Last year seven cows were poisoned. Others were axed a few months later by the invaders.

“This year again I found five cows bleeding in the bush after they were axed, and I suspect that they were attacked by the land invaders in the area.”

Sibanda said she reported the matter to the police last year who advised her to sit down with community members and leaders to resolve the issue.  She was told that people that committed the crime were minors who could not be charged.

“I applied for a peace order between me and the attackers but the court dismissed the application and insisted on a community peace meeting even though we told them that we do not have a chief in the area to facilitate and resolve such issues.

“The case then ended without resolution,” she said.

Ward 9 councillor Bekezela Moyo confirmed the matter.  Moyo blamed the criminal activities on corrupt traditional leaders.

“We have community leaders and members who sell grazing land to strangers. Now there is conflict between community members and the invaders, which has escalated making it hard for me as a councillor to solve it since we do not have a chief,” Moyo said.

“Many cows have been axed and killed. Homes have also been burnt by angry community members. Even though steps were taken to report these issues, no proper charges were laid on the criminals.”

He said several villagers lost cattle due to conflicts between illegally settlers and community members.

Matabeleland South police spokesperson Inspector Loveness Mangena said they had not received reports pertaining to livestock poisoning.

Mangena said anyone caught axing or poisoning other people’s livestock would be arrested.

“We urge the community to report such crimes to the police,” Mangena said.

Rent Scandal Haunts Lupane University

By A Correspondent- In  yet another scandal the top management at Lupane State University is reportedly milking the higher learning institution through paying sick money in rentals for the properties they are using which range from ZWL$50 to ZWL$300 per month.

Indications by internal sources are that staff residing in the staff quarters are paying ZWL$75 per month, while those in the halls of residence are paying ZWL$50.

“The Vice-Chancellor ( Pardon Kuipa) who stays in a three-bedroomed air-conditioned house is paying ZWL$300 per month, including electricity and water. The Vice-Chancellor does the issuance of accommodation, and his close associates get issued ahead of more deserving individuals,” said an insider.

The Insiders concluded that proximity to the Vice-Chancellor or ceding to his demands is a weapon to unlock access to resources. They noted that procedures are applied to perceived enemies and those who deny the Vice-Chancellor, for example, women who refuse to entertain his sexual advances.

“Some staff members reside in University residences and have not paid any cent, nor electricity and water bills and they are protected by the Vice-chancellor. This is sad as the lowest-paid workers have to pay for rented accommodation almost equivalent to their salaries. It has emerged that when there were suggestions to have the rentals reviewed in 2020 through the Finance Committee, the Vice-Chancellor became furious and accused some committee members of insubordination and refused to have the rentals reviewed,” said insider.

“The meeting was adjourned as there was tension in the meeting since the Vice-Chancellor refused an upward review. He wanted to continue paying ZWL$300 in his allocated house, where some of his two lovers fought after a clash. Reliable sources revealed that after the meeting, the Vice-Chancellor wrote to the Chairman of Council and the Minister of Higher and Tertiary Education, citing that he wanted to set an example with the Finance member, who had tabled a paper on rental review. Disciplinary processes were set on 18 December 2020, which never yielded any results because it was procedural to review rentals.”

Insiders noted that one of the council member who was part of the hearing, was immediately removed from the LSU council unceremoniously as he was viewed as a threat by the Vice-Chancellor.

The insiders said this is after he had challenged the unprofessional behaviour of the Vice-Chancellor and brought the meeting to a halt.

“Some highlighted that this behaviour was not surprising as the Vice-Chancellor refused to have the sale price of his contractual reviewed and paid less than an equivalent of US$200 for an SUV, which the institution bought for over US$85 000. Since 2020 the rentals have not been reviewed in any committee as the issue resulted in the Finance member facing disciplinary for reviewing rentals and the removal of one member for setting the record straight,” said the insider.

“Insiders are concerned that institutional resources are being milked by external people who will leave the institution after the expiry of their contracts and leave the place ruined and desolate. Others noted the construction of sub-standard infrastructure like offices that were constructed from precast material whose costs were astronomical as a ploy to underdeveloped the region.

The insiders said since 2020, the Vice-Chancellor has snubbed recommendations to align rentals with the cost of services for deliberations by the Council. He will then remove all agenda items that expose him. Governance systems have since collapsed, and others lamented that he has no conscience.

“He even refused the audit report that was conducted concerning the nepotism of employing her daughter Florence as the sole candidate to be presented to the Council. Up-to-date, the report was never presented to Council. The University can not follow its own procedures, but corruption and scandals are swept under the carpet, and those who practice it are rewarded. Insiders commented that one staff member who once went into the University’s results system and changed his wife’s marks was promoted and now functions as a pseudo-Pro-Vice-Chancellor,” they said.  

Indications are that it has emerged that the Vice-Chancellor has power over the LSU Council as those that challenge him are removed from Council. Internal sources revealed that another Council member who was an Engineer was also removed from the Council as she demanded that the perpetual sexual harassment at LSU be investigated.

Workers Council has since written to the Chairman of Council requesting to know why senior management was paying rentals in ZWL$ yet staff members are paying rentals in US$ ranging from US$30 to US$50 where there is electricity while those that reside where there is no electricity are paying rentals ranging from US$15 to US$20.

“It’s shocking to note that top management, including the Vice-Chancellor’s Personal Assistant and the Assistant to the Vice-Chancellor who are given a housing allowance, which is a percentage of their basic salary which increases as and when there is a salary review, and they are graded under directly involved and are paying rentals ranging from ZWL$50 bond to ZWL$300,” the insider said.

 Insiders lamented how top management with housing allowances twice or thrice civil servants’ salaries would pay about a dollar per month while the least paid workers pay rentals equivalent to their monthly salaries. Some lamented that rentals that management pays cannot buy a sweet.

They said student accommodation is periodically adjusted while rentals of top management make no economic sense or logic. Others scoffed, saying such amounts cannot buy a loll pop sweet, that is syphoning potential income to the institution.

“This is of great concern to the staff welfare as no one cares about staff welfare. In some meetings with staff, the Vice-Chancellor was quoted saying he did not care where the staff stayed, even on a tree and under the bridge; all he wanted was to see staff at work. This has resulted in low staff morale, and some have questioned his leadership and professionalism,” said the insider.

 “One wonders who will be liable for paying penalties and interest towards rentals when ZIMRA get to know of such happenings at LSU.”

LSU spokesperson Zwelithini Dlamini said he was on the road to Lupane and promised to check with the registrar after the parliamentary portfolio on Higher and Tertiary meeting.

VP Chiwenga Throws ZRP Under The Bus

By A Correspondent- Acting President Constantino Chiwenga Sunday accused the police of blocking the opposition Citizens Coalition for Change (CCC) rallies around the country.

Addressing a rally in Dangamvura, Mutare, to drum up support for ZANU PF candidates in the March 26 by-elections, Chiwenga sought to absolve the government from the bans being imposed on opposition rallies. He said:

The opposition should not blame Zanu PF about the ban of its rallies.

It’s not our problem, anyone is allowed to campaign. Please, deal with the police, and don’t blame anything on the government or Zanu PF because Zanu PF is also applying to the Zimbabwe Republic Police to get clearance for its rallies.

On Saturday, police blocked a CCC rally that was supposed to be held at Rudhaka Stadium in Marondera despite High Court judge Justice Lucy Mungwari’s ruling that the rally should go ahead.
