Police Arrest Prominent Church Leader

Businessman Shingi Munyeza has been arrested for allegedly defrauding a Harare woman of US$85 000.

According to the Zimbabwe Republic Police, Munyeza was arrested this Friday night on allegations that in January this year, defrauded a woman of some US$85 000 she had received as a severance package from her former employer.

Munyeza allegedly convinced the complainant to give him the money as an investment while promising to return US$100 000 by the end of January.

Munyeza however failed to pay back the money prompting the complainant to report the matter to the police who arrested him.- ZBC News

Woman (21) In Trouble For Attempting To Kill Newborn Baby

A 21-year-old Harare woman who allegedly attempted to kill her newborn by burying the child alive in her employer’s garden appeared in court on charges of attempted infanticide.

Melissa Matafi, who was employed as a maid, is alleged to have given birth at the house and tried to get rid of the baby by burying the child alive.

The court heard that Matafi dug a shallow grave in the garden where she buried the baby.

Her co-worker noticed blood stains in the corridor and followed the trail of the blood which led them to the shallow grave where they retrieved the newborn.

It was established that Matafi was pregnant and had given birth to the baby.

Matafi was arrested.

She was remanded out of custody and is expected back in court on the 9th of May pending the finalisation of investigations.- ZBC News

Zanu PF Useless, Says Robert Chapman But How Sincere Is The Guy ?

DEMOCRATIC Union of Zimbabwe (DUZ) leader Robert Chapman has said Zimbabweans must not be dunderheads and vote the ruling party Zanu-PF back into power.

Chapman also said the country has a failed political system due to decades of misgovernance by the ruling party Zanu-PF.

Chapman was commenting on an article alleging that President Emmerson Mnangagwa, fearful of losing elections next year, is now in campaign overdrive, dishing out bribes to people right in the seat of government.

The article claims that Cabinet ministers are getting US$500 000 “loans” they have not applied for despite having a few months left in their terms. Deputy ministers are getting US$350 000 under a similar dodgy scheme. The bribes have been extended to all Members of Parliament who will each get US$40 000. How they are going to repay the ‘loans is not explained, given that some may not be in the august house after the elections.

“When ‘they’ say they have 90% of the government, they mean 90% of all government, you can’t fight corruption when you are eating at the same table. Zimbabwe has a ‘failed political system,” Chapman said on Twitter.

“Don’t be a dunderhead and do the same thing over again, it’s insanity. Prosperity is possible but requires you to change. Be different, be wiser and register to vote,” he said.- Byo 24

Firmino To Leave Liverpool End Of Season

Roberto Firmino will leave Liverpool at the end of the season after deciding against signing a new contract.

The Brazilian striker’s current deal is set to expire in June this year.

According to Sky Sports, the 31-year-old striker has already told coach Jurgen Klopp about his decision. He personally communicated his intentions with the gaffer and had positive talks with him on Friday.

The decision to leave the club has been informed despite Klopp’s desire to retain the player beyond this summer.

Firmino arrived at Liverpool in 2015 from Hoffenheim in a £21.3m deal.

He has scored 107 goals and provided 78 assists in 352 appearances, forming a formidable partnership with Mohamed Salah and Sadio Mane, who is now at Bayern Munich.

The forward has won seven titles with Liverpool, among them the Champions League in the 2018/19 season and the Premier League title a year later.

Former Pirate Boss Praises Dzvukamanja

Former Orlando Pirates strikers coach Scott Chickelday has praised Terrence Dzvukamanja’s hard-working ethics and explained his strengths.

Dzvukamanja recently found his way back to the Pirates first team after spending the first half of the campaign down in the pecking order.

The striker scored on his return to the team in January and was again vital in the following games before having first start in the Soweto Derby last week.

“I loved [Terrence] Dzvukamanja, I think he is an amazing player,” said Chickelday as quoted by Soccer Laduma.

“He’s probably one of the best headers of the ball in that league when you see him in training when he heads the ball, he’s phenomenal.

“I don’t think I’ve seen him miss a header and his last two goals for Pirates have both been headers and he works tirelessly hard. Country At Crossroads – Biti

Tinashe Sambiri|CCC vice president Hon Tendai Biti has said Zimbabwe is a nation at crossroads.

According to Hon Biti, Zimbabwe has been subjected to 43 years of poverty, looting and underdevelopment.

As a result of rampant looting and impunity, the nation is experiencing a recurring economic quagmire.

“Fundamentally Zim is at another crossroad.

The 43 year old disarticulated consensus based on coercion , capture & liberation -inspired entitlement & impunity has failed.Poverty , underdevelopment &decay are the by product .

Facts About Mental Disorders

Almost all people affected by emergencies will experience psychological distress, which for most people will improve over time.

Among people who have experienced war or other conflict in the previous 10 years, one in five (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia.
People with severe mental disorders are especially vulnerable during emergencies and need access to mental health care and other basic needs.
International guidelines recommend services at a number of levels ̶ from basic services to clinical care ̶ and indicate that mental health care needs to be made available immediately for specific, urgent mental health problems as part of the health response.
Despite their tragic nature and adverse effects on mental health, emergencies have shown to be opportunities to build sustainable mental health systems for all people in need.
Types of problems
There are various types of social and mental health problems in any large emergency.

Social problems:

pre-existing: e.g. poverty and discrimination of marginalized groups;
emergency-induced: e.g. family separation, lack of safety, loss of livelihoods, disrupted social networks, and low trust and resources; and
humanitarian response-induced: e.g. overcrowding, lack of privacy, and undermining of community or traditional support.
Mental health problems:

pre-existing: e.g. mental disorders such as depression, schizophrenia or harmful use of alcohol;
emergency-induced: e.g. grief, acute stress reactions, harmful use of alcohol and drugs, and depression and anxiety, including post-traumatic stress disorder; and
humanitarian response-induced: e.g. anxiety due to a lack of information about food distribution or about how to obtain basic services.
Prevalence
Most people affected by emergencies will experience distress (e.g. feelings of anxiety and sadness, hopelessness, difficulty sleeping, fatigue, irritability or anger and/or aches and pains).

This is normal and will for most people improve over time. However, the prevalence of common mental disorders such as depression and anxiety is expected to more than double in a humanitarian crisis.

The burden of mental disorders among conflict-affected populations is extremely high: WHO’s review of 129 studies in 39 countries showed that among people who have experienced war or other conflict in the previous 10 years, one in five people (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia (1).

According to WHO’s review, the estimated prevalence of mental disorders among conflict- affected populations at any specific point in time (point prevalence) is 13% for mild forms of depression, anxiety, and post-traumatic stress disorder and 4% for moderate forms of these disorders. The estimated point prevalence for severe disorders (i.e. schizophrenia, bipolar disorder, severe depression, severe anxiety, and severe post-traumatic stress disorder) is 5%. It is estimated that one in 11 people (9%) living in a setting that has been exposed to conflict in the previous 10 years will have a moderate or severe mental disorder.

In conflict-affected settings, depression and anxiety increase with age. Depression is more common in women than in men.

People with severe mental disorders can be especially vulnerable during and after emergencies and they need access to basic needs and clinical care. A review published in 2014 of the health information system from 90 refugee camps across 15 low- and middle-income countries found that 41% of health-care visits for mental, neurological and substance use disorders were for epilepsy/seizures, 23% for psychotic disorders, and 13% for moderate and severe forms of depression, anxiety or post-traumatic stress disorder.

Effective emergency response
WHO-endorsed interagency mental health and psychosocial support guidelines for an effective response to emergencies recommend services at a number of levels – from basic services to clinical care. Clinical care for mental health should be provided by or under the supervision of mental health specialists such as psychiatric nurses, psychologists or psychiatrists.

Community self-help and social support should be strengthened, for example by creating or re-establishing community groups in which members solve problems collaboratively and engage in activities such as emergency relief or learning new skills, while ensuring the involvement of people who are vulnerable and marginalized, including people with mental disorders.

Psychological first aid offers first-line emotional and practical support to people experiencing acute distress due to a recent event and should be made available by field workers, including health staff, teachers or trained volunteers.

Basic clinical mental health care covering priority conditions (e.g. depression, psychotic disorders, epilepsy, alcohol and substance abuse) should be provided at every health-care facility by trained and supervised general health staff.

Psychological interventions (e.g. problem-solving interventions, group interpersonal therapy, interventions based on the principles of cognitive-behavioural therapy) for people impaired by prolonged distress should be offered by specialists or by trained and supervised community workers in the health and social sector.

Protecting and promoting the rights of people with severe mental health conditions and psychosocial disabilities is especially critical in humanitarian emergencies. This includes visiting, monitoring and supporting people at psychiatric facilities and residential homes.

Links and referral mechanisms need to be established between mental health specialists, general health-care providers, community-based support and other services (e.g. schools, social services and emergency relief services such as those providing food, water and housing/shelter).

Looking forward: emergencies can build better mental health systems
Mental health is crucial to the overall social and economic recovery of individuals, societies, and countries after emergencies.

Global progress on mental health reform will happen more quickly if, during every crisis, efforts are initiated to convert the short-term increase in attention to mental health issues combined with a surge of aid, into momentum for long-term service development. Many countries have capitalized on emergency situations to build better mental health systems after crises.

In the Syrian Arab Republic, despite — or perhaps because of — the challenges presented by the ongoing conflict, mental health services and psychosocial support are becoming more widely available than ever before. Mental health and psychosocial support is now offered in primary and secondary health and social care facilities, through community and women’s centres and through school-based programmes, in more than 12 Syrian cities located in governorates severely affected by the conflict. This contrasts with the situation before the conflict, when mental health care was mainly provided in mental hospitals in Aleppo and Damascus.

In Sri Lanka, during the immediate aftermath of the 2004 tsunami, mental health was a key priority. This led to a mental health system reform, supported by WHO, which addressed the shortage of human resources for mental health such as different cadres of dedicated mental health staff. As a result, 20 of the country’s 27 districts now have mental health services infrastructure, compared with only 10 before the tsunami.

When Typhoon Haiyan devastated the Philippines in 2013, there were only two facilities that provided basic mental health services and the number of people able to provide support was insufficient to meet the need. A major scale up of government mental health services was supported by WHO and partners. As a result, 100% of the Philippines general health facilities in the affected region now have staff who are trained in the management of mental disorders.

Mental health should also be a component of national disaster preparedness plans. WHO and the Pan-American Health Organization are supporting countries in the Caribbean sub-region of the Americas so that they will be able to provide adequate mental health and psychosocial support to people in need following hurricanes and other natural disasters.

In many humanitarian and conflict settings, access to quality, affordable mental health care is limited. This access can be further diminished due to public health emergencies such as COVID-19, which tend to disrupt services and increase needs further.

WHO response
WHO is the lead agency in providing technical advice on mental health in emergency situations. In 2022 WHO is operational on mental health in a range of countries and territories affected by large-scale emergencies such as Afghanistan, Bangladesh, Ethiopia, Iraq, Jordan, Lebanon, Libya, Nigeria, South Sudan, the Syrian Arab Republic, Turkey, Ukraine, the West Bank and Gaza Strip and Yemen.

Duo In Soup For Killing Own Mother

By A Correspondent- Two Dotito men are assisting police with investigations following the death of their mother whom they took turns to assault.

Aleck Chandoza (40) and  Edison Chandoza (39) allegedly bashed their mother to death with logs.

Mashonaland Central province police spokesperson Inspector Milton Mundembe confirmed the case.

Allegations are that the duo pounced on their mother Midrone Manuwere (84) on February 26 and the mother  had visited her daughter Tawanda Chandoza (36) at Tsayi village in Dotito.

Armed with logs they fatally struck their mother accusing her of bewitching them.

The suspects stopped assaulting their mother after fellow villagers came to the scene.

Villagers tried to render first aid to Manuwere but it could not help.

Police warned people to avoid violence and seek counselling when ever they have disputes.

Arrests Over Illegal Care Workers

By A Correspondent- Six arrests have been made as part of a Home Office investigation into illegal working in the care sector.

Home Office Immigration Enforcement teams executed six warrants at properties on Alma Road, Southampton in a pre-dawn visit last Wednesday.

Immigration officers arrested six men and women of Botswanan and Zimbabwean origin on suspicion of immigration offences.

None of the suspects had permission to work in the UK. Four of those arrested are believed to be working within the care industry.

The suspects, aged between 30 and 55, were questioned. Three suspects have since been detained pending removal from the UK, while one agreed to leave the UK under the Voluntary Return Service (VRS). The VRS supports people in the UK without status, or those claiming asylum, who would like to return home voluntarily.

One person was detained by Immigration Enforcement for document offences. Another person was detained but later released on immigration bail.

The visit took place under Operation Brycem, a Home Office led investigation into illegal working in the care sector.

South Central Immigration Enforcement Assistant Director, Matt Wilkinson said:

“These arrests have prevented those without employment rights in the UK from working with vulnerable people, and ensured that people abusing our immigration laws are brought to justice.

“The success of this operation shows that we will stop at nothing to protect the vulnerable within our communities and take firm action against those who are profiting from exploitation.”

All employers in the UK have a responsibility to prevent illegal working. Employers can be jailed for five years and pay an unlimited fine if they are found guilty of employing someone they knew or had ‘reasonable cause to believe’ did not have the right to work in the UK.

Medical professionals can apply for a Health and Care Worker visa to allow them to work in the UK legally with the NHS, an NHS supplier or in adult social care.

Our Nationality and Borders Act will ensure the system is fair to those in genuine need and firm on those who seek to abuse it.

Police Raid Learners

By A Correspondent- Eight Sobukhazi High School learners in Bulawayo were on Friday raided by police at a hideout in Entumbane suburb, with some escaping through the window as law enforcement agents approached.

The eight — four girls and four boys — are alleged to have skipped school which is situated at Mzilikazi suburb, and camped at a house where one of them lives with his mother who was away at work.

It is not clear what they were doing in the house. Concerned residents, who saw the learners trooping into the house during school hours, tipped off police at Entumbane Police Station who attended the scene, but six of the learners escaped through a window when they saw the police officers, with the two remaining girls later exposing their counterparts.

“The pupils were in their school uniforms which then raised suspicion among neighbours who then reported the matter at Entumbane Police Station. When the police raided the house, six of them escaped through a window.

However, they were exposed by the two remaining pupils. On being interrogated the pupils denied having been engaging in a ƨǝx romp, with the girls claiming they had passed by the boy’s house so as to change attire to attend a sports event at White City Stadium.

However, when their bags were searched no clothes were found and investigations revealed that they had not even attended school on the said day,” said the source.

School officials are said to have been called to the scene and are handling the matter internally. Contacted for comment, Sobukhazi High School head, Mr Cain Ncube confirmed the issue but said they were still talking to the concerned pupils so as to get to the bottom of the issue.

Yes, we received that report but we are still trying to understand what really transpired. What concerns us is that these children were in school uniform. We are honestly getting a number of stories but the bottom line is that these pupils were not exactly caught in the act, therefore it becomes difficult to say they were in an orgy.

Another story is that the girls just wanted to change into their civilian clothes so that they can attend sports at White City Stadium. So, for now, we cannot really say what they were doing, being caught, yes, they were caught, but as to what they were doing, we cannot say for sure,” said Mr Ncube.

Bulawayo provincial police spokesperson Assistant Inspector Nomalanga Msebele confirmed that police attended the scene.

Police received a tip-off that something was taking place at a house in Entumbane but when they got there, they found nothing,” said Asst Insp Msebele.

Meanwhile, the Ministry of Primary and Secondary Education will from tomorrow embark on a countrywide exercise, engaging schools and various stakeholders to find out what could be done to solve the issue of drug and substance abuse, violence, bullying, and teenage prǝgnɑncies within the schools. Director of communication and advocacy in the Ministry, Mr Taungana Ndoro said they have since noted the need to up their response to the number of ills that were taking place within schools.

Drug and substance abuse, gang violence and the holding of Vuzu parties have been a cause of concern among schools in Bulawayo. Last month, a Form Four Founders High School pupil, Wayne Ndlovu (16), was stabbed to death by a learner from Hamilton High School. The 17-year-old Hamilton High School pupil was locked up and his case is still before the courts.

Minister of State for Provincial Affairs and Devolution Cde Judith Ncube said it was embarrassing that Bulawayo schools have become known for the bad things, highlighting that only two schools made it to the top hundred schools in the country last year. The two are St Columbus and Maranatha High School.

VP Chiwenga Summoned Over PSMAS

By A Correspondent- Parliament has summoned Vice-President Constantino Chiwenga to give a ministerial statement on the chaos at Premier Service Medical Aid Society (Psmas), as well as inform the nation why the public health system is crumbling given that major hospitals are operating without critical life-saving equipment.

Chiwenga doubles as Health and Child Care minister.

The matter was first raised on Wednesday by Bulawayo South MP Jane Nicola Watson who was supported by independent

Norton legislator Temba Mliswa and Nkayi South legislator Stars Mathe.

Earlier, Muchineripi Chinyangana, the MP for Kadoma Central, had decried lack of government’s commitment to providing cancer-treatment machines in major hospitals despite a public outcry over the years.

In raising the call for Chiwenga to be summoned to appear in Parliament with a ministerial statement, Watson said the move was long overdue given that the health system was in dire straits.

“It has been requested that the minister of Health comes with a comprehensive statement on the state of the health delivery service in the public sector and I think it is long overdue. These questions should be answered because I do not think it only applies to cancer machines but I think the public health service delivery is collapsing,” she said.

Speaker of Parliament Jacob Mudenda at that stage asked Chiwenga’s deputy, John Mangwiro, to comment.

“Honourable minister, are you acquiescing to the request?” Mudenda asked, upon which Mangwiro responded: “Yes honourable Speaker, we agree to the request but with your permission, I do not endorse the statement that the health system is collapsing. We have as we speak the lowest number of Covid-19 deaths and lowest figure of cholera deaths. That statement cannot be sustained by facts.”

Mliswa rose on a point of order and called for Chiwenga to include explanations on the dire situation at Psmas in his ministerial statement to be presented to the National Assembly.

Said the Norton MP: “With all due respect, I think the issues of health are very sensitive. We are paying Psmas as we speak but we cannot be treated. I think with, due respect, the health delivery system is not performing well. We are all paying Psmas and money is being deducted throughout the civil service but there is nowhere to go. All the Psmas hospitals are closed,” Mliswa said.

“I think I should add to what should be addressed in the ministerial statement. Can the minister also talk about why the Psmas hospitals are closed yet people are paying Psmas every month?

“What has government done to ensure that all of us who are sick can go to another hospital where we can be looked after because people are not getting the needed attention and they are dying?

“If he can include that, especially the Psmas issue which we are all beneficiaries of. I do not know why members of Parliament were clapping yet you know that when we are sick we cannot fly but he is a minister and he can fly out.

“We have to deal with hospitals here. So, I am actually ashamed that you [fellow MPs] are actually busy clapping when you know that you can die here without receiving treatment. The ministers will be flown outside.”

Mathe agreed that in his ministerial statement Chiwenga should include the aspect raised by Mliswa.

“Thank you, honourable Speaker. We will do that [bringing of Chiwenga ministerial statement],” promised Chiwenga’s deputy, Mangwiro.

Psmas medical aid holders have been failing to get healthcare services, with the company hitting hard times amid allegations by union leaders that senior government officials want to sink the medical services provider, so that it can be acquired cheaply by politically connected persons.

The entity runs a chain of hospitals, clinics and laboratories with 126 service centres across the country but its service delivery plunged to record low levels since mid-last year and the company has since closed some of its outlets.

The problems of cash crunch at the entity started when top officials looted its public funds. Psmas has over the years been looted by politically connected persons, including President Emmerson Mnangagwa’s spokesperson George
Charamba.

In 2015, it emerged that Charamba, a former Psmas board member, received US$228 278 between 2009 and 2013 in board fees and allowances, which was extraordinarily exorbitant.

According to an Ernst and Young forensic investigation on the use of Psmas funds draft report of 2015 addressed to Psmas interim manager Gibson Mhlanga at that time, a total of US$2 438 000 was spent on board directors’ remuneration.

In another scandal that also drained the entity, former chief executive officer Curthbert Dube pocketed a staggering US$460 000 monthly as a basic salary, among other unbelievable perks.

In September last year, five Psmas executives were arrested by the Zimbabwe Republic Police (ZRP) anti-corruption unit on various allegations that include theft, fraud and forgery involving millions of dollars.

The officials are medical services chief executive officer Farai Muchena, managing director Tafadzwa Gutu, Victor Chaipa, Cosmas Mukwesha and Shingai Mabuto. They appeared before regional magistrate Taurai Manuwere.

The financial constraints at the entity have now affected the welfare and working conditions of employees.

The Premier Service Medical Investments (PSMI) employees last month resorted to holding prayer vigils at PSMI’s Parkview Hospital in Harare, demanding their outstanding salaries and pleaded with President Emmerson Mnangagwa to intervene to resolve the impasse with their employer.

PSMI national workers’ council committee chairperson Munyaradzi Nharaunda told the media at that time that they had exhausted other channels of communication with the authorities, including writing to Psmas director Nixjoen Mapesa.

Last week a video went viral showing Psmas workers breaking into tears after being retrenched without receiving exit packages or outstanding salaries.

“We have been silent for a long time. Most of the time we could go to Christmas without salaries but we were quiet hoping our company would grow. Now they are neglecting us. They did not tell us when they will cover our salaries,” a lady’s voice is heard in the video.

Fake Drivers Licence Fraudsters On The Prowl

By A Correspondent- A syndicate of fake driver’s licence fraudsters claiming to be working for and with Vehicle Inspection Department (VID) officials are on the prowl and are using digital platforms to dupe people of money ranging from US$250 to US$350 for the production of a driver’s licence.

Police have warned citizens and would-be vehicle licence holders to be wary of the syndicate, saying people should follow the proper way of getting driver’s licences. The syndicate which is  operating on social media platforms like WhatsApp and Facebook advertises its services and provides contact details of the go-to person. The syndicate say they can facilitate the processing of a learner’s licence, vehicle licences from classes one to four, re-tests, medicals, and international drivers’ permits.

“Too busy working or you have failed over and over again, the provisional writing or road test and you have given up. Serious VID backdoor deals,” reads part of the advert.

The licences range from US$250 to US$350 depending on the class one needs. A Sunday News reporter posed as a potential customer for a Class Four driver’s licence and contacted a man who said he could process the document from Harare Eastlea Vehicle Inspection Department (VID) depot. The agent said he wanted US$200 for the metal licence disc and certificate of competence to be processed and delivered to Bulawayo.

The reporter asked about how she would do the standard procedure of being tested physically at the depot and going through all the required procedures, and the agent said it was not necessary as the licence would be delivered without undergoing any of the processes. As a way of inducing this reporter further, the agent went on to send a copy of a blank certificate of competence that he was going to fill in and send as soon as payment was made.

“If ready I need this (sic) details. Picture of ID, a passport-sized photo, picture of your signature,” he said in a WhatsApp message.

After the conversation, the agent who seemed desperate made a telephone call a day later asking when he would get paid and requested that it be sent so that ‘”processing” could start, which the reporter promised to send via a local mobile money platform.

Undeterred, on the fifth day following the commencement of the conversation, the agent requested a down payment of US$60 so that he could process the licence and requested the personal details of the reporter while awaiting the funds. The agent said the licence would be delivered after the total amount was sent to him and seemed annoyed that the reporter was taking time to send the processing fee.

Police spokesperson Assistant Commissioner Paul Nyathi said the fraudsters were on the prowl and warned the public against engaging in illegal acquisition of such documents.

“These are fraudsters that need to be brought to book and we want people with information regarding these people to come forward and assist with any information so that they may face the law,” he said.

Asst Comm Nyathi said the public must also be on high alert and not respond to social media adverts of this nature.

“The public should not respond to social media adverts of such nature, they must not partake in these illegal and criminal activities, instead they must assist the police to locate such criminals,” he said.

He submitted that people who acquire fake driver’s licences were among those causing carnage on the country’s roads.

“People who are buying fake licences from fraudsters like those operating on social media are the reasons why there are many accidents on the roads. These untrained drivers do not know road rules and they don’t respect them. They have no regard for the safety of other road users,” said Asst Comm Nyathi.

“Zhemu Misleading The Nation”

By A Correspondent- Legislators say Energy minister Soda Zhemu is painting a misleading picture of Zimbabwe’s energy situation, which they say is worsening despite his numerous assurances.

In the final quarter of 2022, Zimbabweans experienced severe load-shedding after the live water storage at Lake Kariba fell below power generation levels, prompting a suspension of operations by the Zambezi River Authority (ZRA), after Zimbabwe had exhausted its allocation for the year.

Rolling power cuts lasting up to 18 hours have continued into 2023, affecting businesses and residents countrywide.

By contrast, Zimbabwe’s northern neighbour, Zambia, with whom it shares electricity generation at Kariba Dam last month announced an end to load shedding.

Zambia Electricity Supply Corporation Limited (Zesco) managing director announced at a Press conference that Zambian households and businesses would enjoy access to electricity 24 hours a day.

“We are proud to announce that Zambia will no longer experience load-shedding,” Mapani said.

“Thanks to our efforts in restoring and upgrading our power generation facilities, Zambian households and businesses can now expect a reliable source of 24-hour electricity.”

Mapani said improvements in power generation came as a result of several initiatives, including the revamping of the Victoria Falls Power Station and upgrades at the Kafue Gorge Upper and Lower power stations, which generated an additional 170 megawatts.

He also revealed that Zesco was intending to increase power generation at Lake Kariba from the current 250 megawatts to 350MW. This increase in power generation is expected to be realized due to the recent rise in water levels at the dam.

Responding to questions regarding load shedding in the National Assembly this week, Zhemu said that the country has good potential to transition from fossil fuels to renewable energy, which will help in ending load shedding.

Parliamentarians however dismissed his explanation, highlighting he had repeated the same statement several times.

“The government has a whole policy that was launched in 2019 – the National Renewable Energy Policy. It articulates how we will transition from the use of fossil fuels to renewable energy. We have very good potential for generation in Zimbabwe from solar; also wind is being ascertained as to what potential can be harnessed from wind. We also have the biogas that is also being articulated from the same Renewable Energy Policy,” said Zhemu.

“Mr Speaker, the same policy comes with some incentives especially to the private sector knowing that government alone cannot carry the load. The private sector has been invited to participate, especially in the area of power generation, which they can sell to the power utility as the off-taker or directly to consumers of their preference.

“So, we have a whole policy that speaks to how we shall transition to clean energy sources that are mostly renewable.”

He also said that the country is exploring gas-to-energy projects that can be undertaken within the country, especially with the prospects of getting gas from the Muzarabani area.

However, this did not convince some legislators who said Zhemu has been reading from the same script over the past years.

In response to measures outlined by Zhemu to counter load shedding, Binga North MP Prince Dubeko Sibanda said Zhemu was beating about the bush whilst failing to tackle the important question.

“With all respect, I am quite sure that if the honourable minister intended to give a ministerial statement, he should have done so. This is no longer answering a question, he is basically doing what he was supposed to do before the question was given.

“So I propose that if the honourable minister wants to give a statement, then let him do that, but for now let him attend to questions rather than giving a long, winding speech.”

Zhemu has also been asked to present a ministerial statement with regards to areas that have benefitted from the government’s rural electrification programme.

“I would like to request the minister to bring a ministerial statement stating the areas where they have supplied electricity because other areas have poles only.

“I heard the deputy minister saying the Rural Electrification Agency (REA) does not have money but every time when we do the budget, REA has cash that they take because it is self-funding.

“I would like to request the minister to bring a ministerial statement on the issue to do with REA because it helps with rural electrification but we cannot have electricity,” said Paurine Mpariwa, a proportional representation MP.

According to the ministry of Finance and Economic Development blue book, REA spent ZW$9.6 billion and is expected to spend ZW$61.9 billion this year.

Despite the presence of the policy on making a transition from fossil fuel to renewable energy, Zimbabwe has been struggling to implement due to a combination of policy failure and botched deals.

For instance, in 2015, Intratrek, a company Energy minister Soda Zhemu owned by Harare businessman Wicknell Chivayo, won a US$193 million tender to build a 100MW solar project, an ambitious plan aimed at easing pressure on the dilapidated Hwange and Kariba power stations, but the project has failed to take off, eight years later.

This year, Harare City Council penned a US$344 million waste-to-energy deal at Pomona dumpsite in Harare projected to add 22MW to the national grid through waste processing.

The scandal has however sparked a public outcry, with residents and stakeholders saying it provides evidence of corruption by the government in cahoots with MDC-T councillors.

Tinashe Maphosa “Rescues” Mai Titi

By A Correspondent- After being arraigned before the courts over fraud and theft, Felistas “Mai Titi” Murata’s estranged husband Tinashe Maphosa resurfaced and has created a crowdfunding platform to rescue the popular comedienne.

Murata appeared at the Harare Magistrates Court on Thursday facing fraud and theft of trust property charges after she borrowed US$10 000 from a local businesswoman and surrendered a hired vehicle as collateral security.

Murata (36) appeared in separate courts and was granted free bail on both charges.

In the fraud case, she was remanded to April 20 while the theft of trust property matter was remanded to March 21.

On Friday her Diaspora-based husband surprised all and sundry when he posted a picture of Mai Titi on their wedding day posing with her in-laws.

Misunderstandings do happen,” posted Maphosa on social media platform Facebook.

“Life is not kind to all of us.

While you might be lucky enough to live a comfortable life, you won’t be able to help everyone in need, but your gesture, no matter how small, will definitely make a difference.”

“Always have a willing hand to help someone, you might be the only one that does.”

Maphosa also posted details of Murata’s banking details.

Mai Titi and Maphosa made headlines after they splashed over US$100 000 on a wedding held at Royal Gates in Chisipite in April last year.

However, after the wedding the marriɑge became shaky that at some point the comedienne regretted marrying Maphosa.

Mai Titi is said to have used money from her own coffers to fund the wedding.

Neighbors In Court Over 5yr Old Boy’s S_exual Misconduct On Minor

By A Correspondent- A-five year old boy’s alleged ƨǝxuɑl misconduct has caused some misunderstanding between Harare neighbours who have taken the matter to the civil courts.

One of the parents of the affected child (names withheld to protect the minors) this week approached Harare magistrate Tamara Chibindi to seek a peace order against her neighbour who she accuses of insulting, assaulting and threatening to kill her. The offending neighbour was accused of refusing to entertain complaints by her neighbour over her five-year-old son’s misconduct.

“I have come to apply for a peace order against this woman because she is threatening my peace. She confronted me and I refused to entertain her and walked back to my house. She continued to follow me. I got into my bedr00m and locked myself inside, but she started shouting saying that she was going to kill me and nothing will happen to her because her husband is a police officer,” the parent told Chibindi.

In her defence, the mother of the five-year-old boy denied the allegations, saying her neighbour was the one provoking her after accusing her son of indulging in ƨǝxuɑl play with her minor daughter.

Your honour, I have never gone to her house with a knife or assaulted her. The problem she has with me is that I refused to discipline my son when she came to tell me that she had seen him the previous day doing ƨǝxuɑl stuff with her daughter. I told her that she should have reported the issue to me the day it happened because if I discipline the child now he will not understand the reasons why I am doing so,” the five-year-old’s mother said.

She added that the applicant had previously approached her along with other people in the community to accuse her son of ƨǝxuɑlly abusing their minor children.

“They came to my house and this other woman told me that her daughter had developed a rash on her privɑtǝ parts following the ƨǝxuɑl misconduct she had with my son. I told her that I did not believe her words, adding that if they see it fit they must go to the police to report a rɑpǝ case against my minor child,” she said.

Chibindi granted the peace order.

Watch Out For ZEC Chairperson Chigumba’s Boundary Trick

Presidential elections are announced by v23D; here is it.

I see you are also back to same situation. If you do not know the rules of the game then you have lost the game before the start.

My question to you all is, if Mnangagwa proclaimed new boundaries and clearly state in his proclamation that “NOW, THEREFORE, under and by virtue of the powers vested in the President as aforesaid, I do by this my Proclamation declare the names and boundaries of the wards and the House of Assembly and Senatorial Constituencies as finally determined by the Commission, which names and boundaries are set out in the Schedule to this Proclamation, to be the wards and House of Assembly and Senatorial Constituencies of Zimbabwe for the purposes of the forthcoming and any subsequent general election”, how does your registration in old constituency boundaries change to new constituencies voters rolls?
Is it not clear that every 10 years new electoral boundaries are drawn and elections will be held under new boundaries?

Is it not clear from constitution and Electoral law, that a person freely and voluntarily lodge a prescribed claim form to register to vote on the voters roll for a particular constituency?

Is it not clear that from publication date of 2013 constitution we have been using 2007 electoral boundaries?

Is it not clear from section 17A of Electoral Act that voter registration shall be conducted on a continuous basis so as to keep the voters rolls up-to date and every person claiming to be a voter shall be entitled, at any time while the voters roll is open, to lodge a claim for registration as a voter or for the transfer of registration as a voter in terms of the Act— the point being “while the voters roll is open”?
Is it not correct that the continuous voter registration is in relation to the life of the constituency where its voters roll remain open for 10 years?

Is it not correct that ZEC issued a General Notice 11478 of 2022 and in paragraph 5 of it, ZEC stated that voters rolls are deemed closed?
Is it not correct that ZEC issued a General Notice on 20 October 2022 to the effect that by elections have been closed until General Elections?.

Is it not there in section 161(2) of constitution that if delimitation is not complete 6 months before election then old boundaries would apply?

Now is it not correct that new boundaries were Gazette on 20 February and they have not been challenged hence they are to apply for next election as proclaimed?

Is it not then correct that registration of voters under the voters rolls of these new constituencies has to happen in terms of section 36A of Electoral Act?

Call it registration Blitz but it is new registration. Call Harare East by the same name or Mukoba by the same name, the point is it is a new boundary which must have its own voters roll.

Is it not in s36A(2) that where a proclamation is published in terms of section 36A(1) section 17A (“Continuous registration”) shall continue to apply and operate alongside the new registration of voters; Provided that when a new voters roll is produced after the conclusion of a new registration of voters ordered by the proclamation, such roll shall, with effect from such date as the Commission shall fix by notice in the Gazette, be the definitive voters roll on the basis of which the continuous registration of voters in terms of section 17A shall be conducted?

Now a voter registration blitz has been called 11 March to 21 March and without reading the electoral law you are mobilising youths to go and register to vote.

Under which boundaries are you mobilising people to go and register? Under which boundaries voters rolls is the blitz being conducted.

As we stand we have two possible electoral boundaries that can apply. The new boundaries as declared on 20 February 2023 and the existing. Is it not clear from s36A(2) of Act that there are two registrations that run concurrently and each registration depends on how section 161(2) of constitution would apply?

A blind follower may aid the enemy. Most influential youths are registered in the old boundaries and without clarity they will mobilise others to be registered under the new blitz and they assume they are already registered voters themselves.

The law is clear in section 36A(2) that the voters roll to be produced after the blitz will be the definitive voters roll on the basis of which the continuous registration of voters in terms of section 17A shall be conducted.

Its either you challenge the new boundaries or accept the new boundaries and mobilise again everyone including Chamisa to go and register to vote under new boundaries.

Hatitidi vano chema futi.

I foresee President Chamisa getting fooled by others not to challenge the delimitation report and because most constituency names keep their names.

Kuwadzana East remains Kuwadzana East by name but take good care that all polling station codes changed. Why? Because Kuwadzana East of old boundaries is not Kuwadzana East of new boundaries.

A person qualifies for election as President or Vice-President if he or she is registered as a voter in terms of section 91(1)(d).

The registration which President Chamisa hold is for old boundaries and only apply if old boundaries are to be the ones to be used.

Without challenging new boundaries and without going to register under new boundaries we may not have candidates eligible to vote.

It is the knit and grit things that ZEC always go away with and they use our prominent “ignorant clever” ones to shield the light.

Its clear crystal clear that after delimitation of boundaries registration under those boundaries has to happen, it is also clear from section 36A(2) of ACT registration in old boundaries continues concurrently with new registration solely because if new boundaries are challenged the old boundaries voters rolls will be up to date. Now our youths are busy mobilizing people to register under old boundaries yet they do not challenge the new boundaries.

Couple In Verbal Showdown Over Tuckshop Ownership

By A Correspondent- A Hatfield couple had a verbal showdown in the civil court yesterday over ownership of a tuckshop.

Joanna Gasa claimed that she was the owner of the tuckshop and was seeking to bar her husband Calista Mushipe from running the business.

Gasa accused Mushipe of misusing funds from the business venture.

She told magistrate Tamara Chibindi: “I am the owner of the tuckshop, but he recently started insulting me and our customers. He forces me to close the tuckshop because he wants to give the money to his several prostitutes.

Mushipe also said he was the rightful owner of the tuckshop.

He accused his wife of forcefully taking profits and using them for selfish ends.

“I am the one who owns the tuckshop. Our son is the one who sells things in the tuckshop. She goes to him to demand the profits and hides the money from me,” he said.

Chibindi then asked the husband to explain why he was finding it difficult to let his wife run business.

“I don’t trust her ever since she started taking away the money,” he responded.

The court ruled in favour of the wife and ordered the husband to stop disturbing her from running the business.

Shingi Munyeza Nabbed For Fraud

By A Correspondent- Businessman Shingi Munyeza has been arrested for allegedly defrauding a Harare woman of US$85 000.

According to the Zimbabwe Republic Police, Munyeza was arrested this Friday night on allegations that in January this year, defrauded a woman of some US$85 000 she had received as a severance package from her former employer.

Munyeza allegedly convinced the complainant to give him the money as an investment while promising to return US$100 000 by the end of January.

Munyeza however failed to pay back the money prompting the complainant to report the matter to the police who arrested him

Late Superstar AKA’s Mass Country Album A Mixed Bag

Just weeks before being gunned down in what appeared to be a hit, the South African rapper AKA (Kiernan Forbes) had announced he was ready to release his new album, Mass Country. After his death, his family decided to go ahead and release the album on schedule as a tribute.

At his memorial service on 17 February in Johannesburg, fellow rapper and frequent collaborator Yanga Chief delivered a remarkable speech. In it, he revealed much of AKA’s creative process. Yanga disclosed that AKA was aware that it took “an army of different elements to create a hit”. In other words, the search for sonic gold was painstaking, deliberate and all engrossing. AKA gave what it took to find the right hooks, beats and personnel.

Mass Country, the rapper’s fourth album, could have been a much worse offering without its multiple features and collabs. Before its much anticipated release, AKA had been proclaiming he wasn’t merely a hip-hop mainstay but also a pop music juggernaut. There’s some truth to this self-assessment.

Mass Country is a sometimes uneasy assortment of genres, moods and sensibilities slapped over a wide range of beats, production styles and talent.

Outshone by collaborators

For his creative and production crew, AKA cast his net far and wide. A-list South African rappers Khuli Chana, Blxckie, Emtee, Nadia Nakai, Nasty C, Sjava, Yanga Chief, Nigerian top notch producer KDDO and many others joined in the collective effort to create what was intended to be a masterpiece, or at least a landmark album.

There are just a few tracks in which AKA performs largely by himself and when he does, it’s mainly about ego boosting. In Mbuzi (freestyle) he sings his own praises and affirms his spot atop the hip-hop pile. He takes shots at rivals and detractors, reminding them that he’s “cut from a different cloth”. But in this exciting cut, South African rapper Thato Soul blows AKA off his own joint. Thato, in this case, is the undisputed beast and not AKA.

AKA does better in Amapiano, a Latin-influenced track with help from Mozambican hip-hop artist Laylizzy and upcoming rapper Weathrd. Once again, his collaborators lift the joint out of mediocrity. AKA delivers his chorus without autotune, which is rare for him. And yet again, AKA assumes the role of passenger on his own cruise while his collaborators are the pilots.

With such an amazing cast of artists and run of features, it is hard to deliver a dud. But how much of the album’s creative vision is AKA’s? The album often feels like he’s throwing darts at a board, hoping that something will stick. This makes this suite of tracks rather unwieldy.

Mixed bag

Anxiety is another self-absorbed and derivative assemblage of lyrics and hooks spread over somewhat infectious beats. This is obviously the work of his impressive producer, Thabo Nelson Tota.

On Company, the talented KDDO once again delivers the goods and hurls AKA to higher creative levels. Here, he delivers his verses with élan and some degree of conviction. Both artists stress their playboy credentials over KDDO’s smooth, warm beats and production. This is the type of production value and quality that made AKA’s previous hits such as Fela in Versace and Jika so irresistible.

In The Last Time, AKA’s tone and sensibilities are slightly more reflective, “his ego in ashes” and not controlled by a surfeit of testosterone.

In Crown, South African rapper Emtee joins him in asserting his place at the top of the hip hop game and in calling out for concomitant blessings. The heavy R&B tones sound somewhat mature and well executed.

So this is indeed a mixed bag of beats, visions, influences and talent.

Claiming the crown nonetheless

AKA was nonetheless motivated to claim his crown in the game. He wasn’t about to accomplish this alone. And so, adopting his customary approach, he enlisted all the certified hit makers he knew to assist him.

AKA was never the most technically proficient rapper. He also admitted – unusually for him – that he didn’t possess the vocal prowess of South African jazz artist Judith Sephuma. But he discovered an approach that worked exceedingly well for him. His winning plan was simple: cultivate talent wherever he could, draw them into his creative orbit, feed them with the formative mists of his vision, and hope chance blesses their efforts with success.

On this last offering, it seems all his collaborators were willing to go the extra mile in serving and nurturing his complicated – or is it conflicted – vision. It is also a testament to his extraordinary tenacity and leadership qualities. He apparently bent this diverse gallery of talented artists to his will in reaching heights that his own talents could not take him to.

Gun Totting Man Shoots Minor Over Cellphone

By A Correspondent- You would expect women and school children to be the only ones who walk home in groups to protect themselves from a violent armed robber but in the Empandeni area in Mangwe District, men can also be seen merging to discourage the gun-toting assailant, who shattered the serenity of the rural community, from attacking them.

Rural life is usually a simple affair punctuated by the early morning acoustic chorales of livestock, young kids running to school and the friendly voices of neighbours greeting one another on the way to their fields.

But life in the small villages of Empandeni turned upside down when news spread around the community that two schoolgirls — one in Form Three and the other in Form Four at Empandeni Girls High School — had been shot by an unknown assailant.

The trigger-happy gunman had allegedly tried to rob the two teenagers of their cellphones, which they were using to take pictures of a spilling dam near their school. For a community that rarely bears witness to violent crime, news of a gun toting assailant gone berserk in their village shattered the tranquillity they are used to, sending shivers down the spines of villagers that the man might be back to attack them.

The closest many of the villagers have seen a gun, a dangerous weapon that can cut short the life of a person in the blink of an eye is in movies on television.

Less than a kilometre from the main gate of Empandeni Girls High School is an average-sized dam — a source of water for the villagers’ livestock and a fishing spot for the locals — that is easily accessible from all directions via interweaving dusty trails.

Indigenous trees, lush green grass and shrubs around the dam coupled with water lilies that grow on the water give the area a picture postcard ambience that draws learners of the school to the perfect setting for selfies and photos.

On the fateful day, the two girls were doing just that, taking selfies of the spilling dam whose capacity couldn’t hold more water due to the incessant rains that pounded the area. The teenagers would undoubtedly post the photos on social media for their friends and classmates to envy.

Suddenly from nowhere, a man unknown to the girls, pounced on them demanding that they hand over their smartphones.

According to Ephraim Mambo, a neighbourhood watch committee member who works closely with the local police and one of the first villagers to attend the scene of the shooting, the girls flatly refused to hand over their gadgets.

“The man was riding a bicycle when he approached the girls and demanded that they hand over their mobile phones and they refused. The man is said to have pinned down one of the children on the ground trying to wrestle the phone from her.

“The other girl started running in the direction of the main road, screaming for help and that’s when the attacker let go of the child who was on the ground. She also reacted quickly and ran away and that’s when she was shot in the leg,” said Mambo.

After shooting the learner, the assailant escaped on his bicycle. In no time news that two innocent kids had been attacked started making rounds in the community and a search party was immediately organised to try and apprehend the assailant.

“Four off-duty soldiers who are young men that grew up here quickly mobilised each other to catch the man but unfortunately it was getting dark and he had made good his escape because he knew the community would be baying for his blood.

“I’m a father myself and the sight of two terrified children shot in a senseless attack really broke my heart. They are just children who were minding their business and for them to be attacked like that is horrible.

“The villagers are living in fear, we don’t know whether the attacker will come back and people are suspicious of strangers because no one except the girls can identify the man. So, every stranger is a suspect in the eyes of the villagers. Even grown men are moving in groups, that’s how much people here are terrified after the shooting,” he added.

The girls were admitted to hospital, treated and discharged.

A team of detectives from Plumtree Town together with local police attended the scene and recovered one shell casing from the fired gun. The shell casing is an important piece of evidence that will tie the gunman to the incident when and if he is caught through ballistics analysis.

When the Saturday Chronicle news crew visited the school, tensions were visibly high at the educational institution’s grounds where six primary schools were taking part in an athletics competition.

Parents were in attendance to cheer their children on and also to accompany them back home as the shooting incident is still fresh in their minds.

Sibongile Ncube, a parent to two school-going, said they are now forced to walk their young kids to and from school.

“If the man can shoot a young girl for a cellphone, who knows what he will do to a grown woman or even kids in lower classes who won’t be able to outrun him from their way to school or back home.

“Parents are now accompanying kids to school and we also move in groups for a better fighting chance if he attacks again.

Since the day of the attack, I have not gone into the bush to collect firewood. It’s too scary. Our wish is that the police quickly arrest the man and maybe our lives can go back to normal,” said Ncube.

In a case of mistaken identity, a local villager tipped off the police that an injiva, who had just arrived from South Africa, was bragging at a local bar that he owned a gun.

I guess the police had no choice but to take every lead seriously so the injiva was taken for questioning in Plumtree but was released after the victims stated that he was not the man that attacked them. The shooting incident is now causing friction among villagers because no one trusts the other and total strangers are viewed as suspects,” said Mambo.

A short walk from the dam is the main dusty road used by buses, vehicles and scotch carts that leads to the shopping centre. One young man, who was drinking in the company of his friends, says that gone are the days when he would stagger home alone at night after drinking.

“We wait for each other and move in pairs or even groups. It’s no longer safe to walk home from the bar when there is a man moving around our villages with a gun,” he said after asking not to be named.

Matabeleland South police spokesperson Inspector Loveness Mangena said a manhunt for the gunman is underway but warned the community not to approach the suspect as he is considered armed and dangerous.

ED “Excited” Over Returning Zimbos

By A Correspondent- President Emmerson Mnangagwa has said he is excited by the return of skilled Zimbabweans who went abroad to seek economic refuge in other countries on different occasions since the turn of the millennium.

He said their exposure to more economically advanced countries will be significant to Zimbabwe which he said has embarked on a major construction drive evident in the construction boom across the country. 

President Mnangagwa made the remarks in this week’s article of his column in The Sunday Mail.

He also said the country’s economic growth had spurred heightened construction activity. Mnangagwa said:

Even factories — which the economic downturn had reduced to a tumble-down, derelict state — are now undergoing renovation or getting replaced by entirely new, modern structures which are second to none.

Even more pronounced has been private constructions, especially residential. Zimbabweans, including those in the diaspora, have been building homes of all sizes: from start-ups to family homes and even mansions.

This, he said, underlines the fact that the rural-urban nexus is now reciprocal and mutually reinforcing.

President Mnangagwa added that the return of skilled Zimbabweans is exciting since it coincides with the growth in the construction industry. He added:

Thankfully, our tertiary institutions now have the capacity to deliver these specialised skills to the construction industry, thus taking it to a higher level.

I am also happy that more such skills are repatriating themselves back home after years of invaluable exposure in more advanced jurisdictions.

The president said a number of initiatives are required if the economy is to profit from bigger multipliers. He said these measures include:
i). the need to control inflation,
ii). incorporate new technology,
iii). tame unofficial settlements,
iv). provide basic amenities,
v). densification of settlements and
vi). provision of social amenities for rural settlements.

He also emphasised the need to insure rural homes against risks and provide mortgages suitable for all.

Manhunt For Illegal Miners Who Murdered Bulawayo Man

By A Correspondent- Police in Bulawayo have launched a manhunt for yet to be identified assailants from Happy Valley Mine area in Hope Fountain who allegedly killed a 30-year-old man last week leaving him with missing toes.

The incident was triggered by a mine shaft dispute. Bulawayo provincial police spokesperson Inspector Abednico Ncube confirmed the incident saying they were looking for the 30 accused male adults who ambushed the now deceased Dumo Moyo while he was in the company of the 23-year-old complainant from Nkulumane 5 in Bulawayo. The complainant had a misunderstanding with the accused persons over a mine shaft where they were illegally mining.

Later on, during the night, the accused persons ambushed the unsuspecting complainant armed with machetes, axes, and knobkerries while he was in the company of the now deceased while on their way home. Police said one of the accused persons hit the complainant with a stone on the left knee and on the head with an unknown object while others attacked him with machetes. The complainant managed to escape from the scene leaving the now deceased Moyo at the mercy of the gang.

Efforts to run away were thwarted while they paid no attention to his cries as villagers who heard him pleading for help could not intervene in fear of being attacked as well. They attacked him with machetes and axes all over the body.

The complainant made a report to the police and was referred to Mpilo Central Hospital to receive treatment for the injuries that he had sustained. The body of the now deceased was found in the bush with deep cuts all over the body and some toes missing.

We appeal to members of the public with information that may lead to the arrest of the accused persons. The accused persons are wanted in connection with murder and attempted murder cases. Members of the public with information may contact any nearest police station. Cases of violence involving artisan and illegal miners are now a cause for concern and we are intensifying efforts to arrest such cases,” said Insp Ncube.

Meanwhile, Happy Valley Mine has been under attack from illegal miners and thieves, who have gotten away with unspecified amounts of gold ore. Some of the accused persons have cases pending in court.-statemedia

Teenagers Engage In S_ex At Secret Hatfield Hideout

By A Correspondent- Teenagers of schoolgoing age take turns to go into a secret hide-out located in Hatfield, Harare, on a Saturday.

The girls are dressed in all sorts of skimpy tight fitting clothes, while their male counterparts are clad in hip-hop drip fashion wear.

At the gate, young boys take turns to vet young teens before they allow them into their secret party. In Bulawayo, they call such gatherings vuzu parties.

The occasion has strictly been planned through WhatsApp groups and it is one of the vuzu parties which have become popular with teenagers nowadays.

Vuzu parties are wild indoor gatherings organised by teenagers with activities that include beer drinking binges, drugs, and unprotected ƨǝx — at times with multiple partners.

The teenagers self-fund the party often without the knowledge of their parents. Usually, the wild parties happen at homes where the parents are overseas.

Investigations by NewsDay Weekender showed that the parties are responsible for introducing young people to the world of ƨǝx and drugs.

Zimbabwe’s health demographic indicates that nearly 40% of girls and 24% of boys are ƨǝxuɑlly active before they reach the age of 18.

“We do all kinds of games which often lead to drug abuse and ƨǝx,” one of the teens at the Hatfield party told the reporter who attended the party under cover.

Some of the competitions during the party according to several teenagers are ƨǝx master, twerking queen, drug king and booze master.

“The one who has managed to sleep with several girls on the day is crowned ƨǝx master, while the drug king is the one who has managed to take in a lot of skunk (marijuana),” the teen said.

“Once they get introduced to the world of drugs through these parties, they get hooked and it will be the start of an addiction,” psychologist Arnold Dzvova said.

Investigations by NewsDay Weekender showed that most of the house parties which degenerate into drug abuse and steamy ƨǝx sessions are either hosted on hired venues, or houses where parents are living in the diaspora.

A flat along Livingstone Avenue in Harare has become famous for hosting these illicit gatherings. Teenagers book a room for US$40 per night.

Sheila (19), who fled home when she was just 10 years old to live in Harare’s streets, said she would abuse drugs and ƨǝx as protection from gangsters.

“I had problems with my relatives when my parents died, and I decided to leave home in 2013. I was just 10. In the streets, there are gangsters and I had to join one for my protection. We usually took drugs as a coping mechanism and to fight the biting winter temperatures. I had to slǝǝp with the gang leader so that I get protection,” she said.

Sheila is part of six former drug addicts who have turned a leaf through the support of a local pentecostal church.

Regional Psychological Support Initiative Zimbabwe country director Sibusisiwe Marunda said most teenagers are introduced into such vices by friends.

Many young people are introduced to drug and substance abuse by friends and peers through negative peer pressure which can be direct and indirect. If one keeps the company of friends who have negative habits such as drug and substance abuse, the likelihood of being persuaded to indulge in negative habits is high,” Marunda wrote in an Op-Ed in NewsDay earlier this week.

Marunda urged teachers to be vigilant when dealing with the scourge of drug and underage ƨǝx.

“Schools in their loco parentis role need to realise they have a big role to ensure the learners wellbeing and prevent the onset of negative coping mechanisms. Urgent guidance and counselling sessions should, if this is not already happening, include dialogue about drug and other substance abuse.”

Nigel Hove, who is a teacher at a local boarding school said it was common for pupils to smuggle beer and drugs into school premises, and usually the students become violent.

“We have witnessed a lot of commotion caused by these youths when they get high; we had to call the police to intervene. The headmaster was left with no choice, but to expel them from school. Some have been caught having ƨǝx,” Hove said.

According to a recent study by Shamwari YemwanaSikana (SYS), a local community-based organisation that seeks to promote the rights and empowerment of the girl child in the home, school and community, most young girls below the legal age of consent to ƨǝx were falling prey to ƨǝx work owing to increased use of drugs.

“Alcohol abuse is a major driver of irresponsible ƨǝxuɑl behaviour among young people as both registered and unregistered bars/beer halls sell alcohol to young people, especially in high density areas like Mbare, Epworth, Chitungwiza, Tafara and other areas.

“These unemployed youths and destitutes who are idle and desperate in the streets suggest they have no option but to take these alcohols – sometimes illegal, in a bid to curb their desires. This consumption of alcohol leads to unacceptable behaviours that have repercussions.

There are illicit brews like kachasu and musombodiya that are made and are easily available to the youths who are unemployed. This has become the order of the day. The prices of kachasu and musombodiya substances range from $0,50 depending on how much one wants to consume.” Various containers are used from as small bottles of 330ml can to 1 litre bottles that are used to consume these illicit alcohols, the SYS study noted.

Father Maganga, the priest at St Canisius Catholic Church said: “Too many young lives are enslaved to substance abuse, and we hope that this event may help some people get on the road to piecing their lives back together. We also hope that other communities across the country will mirror our activities to help give people the strength to overcome their challenges.”

Social commentator Pardon Kadzere said many factors have caused the proliferation of young drinkers and alcoholism among youths. He said it is a sign of the breakdown in social fabric.

“Most of these youths have resorted to alcohol to siphon out their frustrations. Parents no longer have time to discuss problems faced by their children in today’s world. Children turn to drinking to run away momentarily to the problems they face. Other parents are too busy for their children and do not monitor them. Some children can start drinking and go on for years without parents noticing yet living under one roof,” he said.

Director of Ezer Zimbabwe Trust, Takunda Witness Mtetwa, told NewsDay Weekender that his organisation was dealing with numerous cases of children using drugs and juveniles involved in other nefarious activities like early ƨǝx.

“A lot needs to be done from home monitoring, community mobilisation to national consensus if we are to take a strong point in the fight against drugs and substance abuse. One of the most useful systems available in the fight against drugs and substance abuse is the legal system,” Mtetwa said.

In a bid to fight the scourge of drug abuse and underage ƨǝx, police said they were contemplating carrying out regular searches for drugs and dangerous weapons in schools.

“We are considering carrying out some searches (in schools), but we are also appealing to parents to also do the same process at home first,” Bulawayo provincial police spokesperson Inspector Abednico Ncube said on Wednesday.

NUST Students Perish In Horror Crash

By-Five National University of Science and Technology (Nust) students died Thursday in a horrific road traffic accident along the Zvishavane-Mbalabala highway.

The Government has given each family a State assisted funeral of $1 million to cover the funeral expenses. The accident which involved a Toyota Wish pirate taxi and a haulage truck occurred at the 197km peg near Amazon Shopping Centre, Insiza District. Civil Protection Unit (CPU) acting director Mr Nathan Nkomo said while they were awaiting for formal processes to go through, funds had been disbursed to relevant authorities who were tasked to forward them to affected families.
“The Government has announced that they have allocated $1 million each to the bereaved families to cater for funeral costs. We are doing this because this is a serious disaster and we are giving a State assisted funeral for the deceased. This has been done because of the nature of the accident. It was severe, even the state of the deceased people was such that it was not okay to continue holding them in the mortuary hence the need for expedition of the release and disbursement of funds. We realised that families may be in a hurry to give their relatives a decent send-off so there was an urgent need to get the process moving,” said Mr Nkomo.
Mr Nkomo, however, stressed the need for the public to use registered public service vehicles when travelling.
“We are shocked and disturbed by this accident, there were nine passengers in that Toyota Wish vehicle which should ordinarily be carrying way less than that. How can a driver do that? We also want to encourage the public to use registered public service vehicles when travelling. These pirate taxis are dangerous,” he said.
Mr Nkomo said despite the fact that the public favour pirate taxis as they are quicker than other modes of transport, they were putting their lives at risk.
“This is risky because now we understand that the driver encroached onto the lane of the UD truck killing people like that. Never use illegal transport operators when travelling,” he stressed.
Nust director of communication Mr Thabani Mpofu confirmed the death of the students and conveyed the institution’s condolences.
“We wish to notify the public of the passing on of five of our students, four girls and one boy. A dark cloud has fallen upon our horizon. We have been thrown into deep mourning. We are troubled, devastated, and left bereft of words,” said Mr Mpofu.
He said the students were on their way back from the burial of their classmate’s father.
“All of the students were first years while two are siblings. We convey our condolences to the families, the student body, and, the various departments. May the Lord bring peace and comfort to the families. We speak grace upon grace for the families to accept what has happened to them. Only God can touch the hearts of relatives. We pray for serenity to prevail,” said Mr Mpofu.
The five students have been identified as Rachel Mandiki from Bikita, Rutendo Nyangani from Mutare, and Masimba Mushanyikwa from Bulawayo. The other two who were siblings are Mary-Magdalene Nkala and Sambulelosenkosi Nkala from Masvingo. Sunday News visited the scene of the accident yesterday and found strewn pieces of what remains of the Toyota Wish wreckage. The scene was testimony to that the accident was horrific. Indications are that the Toyota Wish which was carrying the nine passengers was dragged for about 50 metres after colliding with the UD truck, killing all passengers on board. Sunday News

Former Mnangagwa Aide Arrested

By-Police in Harare have arrested President Emmerson Mnangagwa’s former advisor and cleric, Shingi Muyeza, on allegations of fraud involving US$85 000.

Munyeza was arrested this Friday night on allegations that he defrauded a Harare woman of some US$85 000 she had received as a severance package from her former employer.
The state media said the incident happened in January this year.
Munyeza allegedly convinced the complainant to give him the money as an investment while promising to return US$100 000 by the end of January.
Munyeza, however, failed to pay back the money prompting the complainant to report the matter to the police who arrested him.
Munyeza currently runs several franchise outlets in Harare including Mugg n Bean, Ocean Basket and KFC.

Gold Dealer Describes VP Chiwenga As A Dunderhead

Zimbabwean Gold dealer, Ewan Macmillan, has said one “comrade Chiwenga“, believed to be in reference to Vice President Constantino Chiwenga, is a dunderhead.

He made the remarks while talking about how gold dealers smuggle Gold using private planes with the connivance of politicians, and how they have Reserve Bank of Zimbabwe (RBZ) Governor, John Mangudya, on speed dial.

In snippets that have been shown to journalists and Anti-Corruption experts by Al-Jazeera, the gold dealer refers to one comrade Chiwenga as a “dunderhead“.

The total amount approaches the USD100,000 marker, calculations showed at the time of writing.

Murata, was not asked to plead when she appeared in court on charges of fraud and theft of trust property yesterday.

Mai TT allegedly borrowed US$10 000 from a local businesswoman before she surrendered a hired vehicle as collateral.

It is alleged that in September last year, the accused borrowed money for her business and handed the businesswoman a car as surety.

The court heard that the complainant realised she was duped after the police came to take the car saying it did not belong to Mai TT but to a car rental.

Man Kills Wife Over Text Message

A 43-year-old Chinhoyi man who failed to cool down his tempers after suspecting his 51-year-old wife of cheating, was arrested yesterday evening after gruesomely killing her.

Kosamu Chitsiru of the Rujeko suburb in the town, was apprehended by police at Hoped Shopping Centre after vanishing from the crime scene where he had pierced his wife’s stomach twice with a kitchen knife following a misunderstanding.

Provincial Police Spokesperson, Inspector Margaret Chitove confirmed the incident.

“The two had a misunderstanding yesterday over a text message that was sent to the wife.

“He drew a kitchen knife and stabbed his wife twice in front of their 13-year-old son before fleeing the scene, leaving the woman’s intestines protruding outside,” she said.

Colt Teachers Forced To Buy Regalia

The Competition and Tariff Commission (CTC) has launched investigations into alleged restrictive practices by Seke Teachers College for allegedly producing branded attire that it forces students to buy.
CTC is a statutory body established under the Competition Act (Chapter 14:28) as a regulatory authority to promote fair business and trade practices.

“The Competition and Tariff Commission has commenced investigations into alleged restrictive practices by Seke Teachers College as defined in terms of Section 2 of the Act …,” it said in a statement.

The institution reportedly compels students to procure branded protective clothing and sporting attire exclusively from the college.

Students who buy the college attire from alternative suppliers, CTC added, remain indebted to the institution to the same value for uniforms.

Apparently, the college withholds diploma certificates for students who fail to clear the debt.

“The commission’s preliminary concerns are that other colleges or tertiary learning institutions may be engaging in similar restrictive practices that affect students.

“The alleged restrictive practices may result in students being restricted from exercising their right to choose suppliers of college clothing attire,” CTC added.-state media

Two Die In Marondera Crash

TWO people died on the spot, while several others were injured when two motor vehicles collided in Marondera town along the Harare-Mutare highway this Friday morning.

The accident occurred near the Marondera Central Business District when a Toyota Wish travelling towards Harare tried to overtake in front of oncoming traffic, resulting in a head-on collision with a T35 truck, killing two people on the spot.

The ZBC News crew arrived at the accident scene when the bodies of the deceased were still trapped in the vehicle, while the injured were taken to Marondera Hospital for treatment.

The bodies of the deceased were taken to Marondera Hospital mortuary.

Their names will only be released once their next of kin have been advised.- ZBC News

Will ZEC Allow CCC Members To Register?

THE final nationwide mobile biometric voter registration will begin next Sunday as preparations for 2023 harmonised elections gather momentum following the recent conclusion of the delimitation exercise.

The Zimbabwe Electoral Commission (ZEC) will run a 10-day voter registration campaign, which ends on March 21, before undertaking various other activities, including opening the voters’ roll for public inspection, which will lead up to the elections.

Eligible voters will, however, still be able to register until two days after proclamation of the election date by President Mnangagwa.

ZEC has since tabled a $130 billion budget to conduct the polls, with Treasury expected to start disbursing the funds.

According to ZEC’s preliminary 2023 elections roadmap, the polls management body is preparing for an extensive post-delimitation awareness programme to explain to the electorate the new electoral boundaries.

This process will lead to other routine electoral procedures such as accreditation of observers and the media, production of the voters’ roll, constitution of the nomination court and establishment of the Multi-Party Liaison Committee.

ZEC chief elections officer Mr Utloile Silaigwana said preparations for the harmonised elections had commenced.

NUST Students Killed In Accident

State Media -9 people including five National University of Science and Technology (Nust) students died on Thursday in a horrific road traffic accident along the Zvishavane-Mbalabala highway, Matabeleland South Province.
The Government has since given a State assisted funeral of $1 million for each family to cover the funeral expenses. The accident which involved a Toyota Wish pirate taxi and a haulage truck occurred at the 197km peg near Amazon Shopping Centre, Insiza District. Civil Protection Unit (CPU) acting director Mr Nathan Nkomo said while they were awaiting for formal processes to go through, funds had been disbursed to relevant authorities who were tasked to forward them to affected families.

“The Government has announced that they have allocated $1 million each to the bereaved families to cater for funeral costs. We are doing this because this is a serious disaster and we are giving a State assisted funeral for the deceased. This has been done because of the nature of the accident. It was severe, even the state of the deceased people was such that it was not okay to continue holding them in the mortuary hence the need for expedition of the release and disbursement of funds. We realised that families may be in a hurry to give their relatives a decent send-off so there was an urgent need to get the process moving,” said Mr Nkomo.

Mr Nkomo, however, stressed the need for the public to use registered public service vehicles when travelling.

“We are shocked and disturbed by this accident, there were nine passengers in that Toyota Wish vehicle which should ordinarily be carrying way less than that. How can a driver do that? We also want to encourage the public to use registered public service vehicles when travelling. These pirate taxis are dangerous,” he said.

Mr Nkomo said despite the fact that the public favour pirate taxis as they are quicker than other modes of transport, they were putting their lives at risk.

“This is risky because now we understand that the driver encroached onto the lane of the UD truck killing people like that. Never use illegal transport operators when travelling,” he stressed.

Nust director of communication Mr Thabani Mpofu confirmed the death of the students and conveyed the institution’s condolences.

“We wish to notify the public of the passing on of five of our students, four girls and one boy. A dark cloud has fallen upon our horizon. We have been thrown into deep mourning. We are troubled, devastated, and left bereft of words,” said Mr Mpofu.

He said the students were on their way back from the burial of their classmate’s father.

“All of the students were first years while two are siblings. We convey our condolences to the families, the student body, and, the various departments. May the Lord bring peace and comfort to the families. We speak grace upon grace for the families to accept what has happened to them. Only God can touch the hearts of relatives. We pray for serenity to prevail,” said Mr Mpofu.

The five students have been identified as Rachel Mandiki from Bikita, Rutendo Nyangani from Mutare, and Masimba Mushanyikwa from Bulawayo. The other two who were siblings are Mary-Magdalene Nkala and Sambulelosenkosi Nkala from Masvingo. The charge comes after a young girl came forward with allegations against the Moroccan right back.

Horror As Man Stabs Wife To Death

A 43-year-old Chinhoyi man who failed to cool down his tempers after suspecting his 51-year-old wife of cheating, was arrested yesterday evening after gruesomely killing her.

Kosamu Chitsiru of the Rujeko suburb in the town, was apprehended by police at Hoped Shopping Centre after vanishing from the crime scene where he had pierced his wife’s stomach twice with a kitchen knife following a misunderstanding.

Provincial Police Spokesperson, Inspector Margaret Chitove confirmed the incident.

“The two had a misunderstanding yesterday over a text message that was sent to the wife.

“He drew a kitchen knife and stabbed his wife twice in front of their 13-year-old son before fleeing the scene, leaving the woman’s intestines protruding outside,” she said.

The total amount approaches the USD100,000 marker, calculations showed at the time of writing.

Murata, was not asked to plead when she appeared in court on charges of fraud and theft of trust property yesterday.

Mai TT allegedly borrowed US$10 000 from a local businesswoman before she surrendered a hired vehicle as collateral.

It is alleged that in September last year, the accused borrowed money for her business and handed the businesswoman a car as surety.

The court heard that the complainant realised she was duped after the police came to take the car saying it did not belong to Mai TT but to a car rental.

T Freddy In Surprise Revelation

By-Controversial preacher Tapiwa Freddy also known as T Freddy, has surrendered his Mercedes Benz to ZBC presenter Rutendo Makuti, simultaneously withdrawing extortion charges against the female DJ.

As a result, Makuti, who was being charged together with Witness Bungu (Chief Chikwaka), Mutetepi Maushe and Gibson Jaji, was acquitted after Prophet Freddy tendered a withdrawal affidavit.

In the affidavit tendered to magistrate Yeukai Dzuda, Prophet Freddy said he has taken counsel from his lawyers and the parties have pursued an amicable settlement on the issue.

In the affidavit, Prophet Freddy said:

“I withdraw after plea the charges against all the accused persons freely, voluntarily, without any undue influence or duress having been exerted on me, without admission of any wrongdoing on my part and without prejudice to any defence the accused persons may have had on the merits.

“Without admission of liability or any form of wrongdoing, I agree that:

  • I withdraw the present complaint with the consent of the State, after plea, and that I do not object to a verdict of ‘not guilty and acquitted’ being entered.
  • I will cause the vehicle, forming the basis of the charges, namely a Mercedes Benz, black in colour, to be released into Rutendo Makuti’s custody to deal with the same as she pleases, I undertake to all such things and execute all such documents as are prescribed by law or custom to give effect to the foregoing.
  • I undertake that I will maintain peace and civility towards the accused persons and will not speak ill, prejudicially or negatively about the accused persons regarding this matter on social media, mainstream print media or any of the platforms where it’s likely that the same will be published.”
    The State was alleging that Makuti and her uncle Bungu together with Maushe and Jaji who were police officers connived to extort him of his Mercedes Benz in order to conceal rape allegations against him.

Freddy was tried and acquitted of the rape allegations that had been raised by Makuti.

Dealing With Mental Disorders

Almost all people affected by emergencies will experience psychological distress, which for most people will improve over time.

Among people who have experienced war or other conflict in the previous 10 years, one in five (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia.
People with severe mental disorders are especially vulnerable during emergencies and need access to mental health care and other basic needs.
International guidelines recommend services at a number of levels ̶ from basic services to clinical care ̶ and indicate that mental health care needs to be made available immediately for specific, urgent mental health problems as part of the health response.
Despite their tragic nature and adverse effects on mental health, emergencies have shown to be opportunities to build sustainable mental health systems for all people in need.
Types of problems
There are various types of social and mental health problems in any large emergency.

Social problems:

pre-existing: e.g. poverty and discrimination of marginalized groups;
emergency-induced: e.g. family separation, lack of safety, loss of livelihoods, disrupted social networks, and low trust and resources; and
humanitarian response-induced: e.g. overcrowding, lack of privacy, and undermining of community or traditional support.
Mental health problems:

pre-existing: e.g. mental disorders such as depression, schizophrenia or harmful use of alcohol;
emergency-induced: e.g. grief, acute stress reactions, harmful use of alcohol and drugs, and depression and anxiety, including post-traumatic stress disorder; and
humanitarian response-induced: e.g. anxiety due to a lack of information about food distribution or about how to obtain basic services.
Prevalence
Most people affected by emergencies will experience distress (e.g. feelings of anxiety and sadness, hopelessness, difficulty sleeping, fatigue, irritability or anger and/or aches and pains).

This is normal and will for most people improve over time. However, the prevalence of common mental disorders such as depression and anxiety is expected to more than double in a humanitarian crisis.

The burden of mental disorders among conflict-affected populations is extremely high: WHO’s review of 129 studies in 39 countries showed that among people who have experienced war or other conflict in the previous 10 years, one in five people (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia (1).

According to WHO’s review, the estimated prevalence of mental disorders among conflict- affected populations at any specific point in time (point prevalence) is 13% for mild forms of depression, anxiety, and post-traumatic stress disorder and 4% for moderate forms of these disorders. The estimated point prevalence for severe disorders (i.e. schizophrenia, bipolar disorder, severe depression, severe anxiety, and severe post-traumatic stress disorder) is 5%. It is estimated that one in 11 people (9%) living in a setting that has been exposed to conflict in the previous 10 years will have a moderate or severe mental disorder.

In conflict-affected settings, depression and anxiety increase with age. Depression is more common in women than in men.

People with severe mental disorders can be especially vulnerable during and after emergencies and they need access to basic needs and clinical care. A review published in 2014 of the health information system from 90 refugee camps across 15 low- and middle-income countries found that 41% of health-care visits for mental, neurological and substance use disorders were for epilepsy/seizures, 23% for psychotic disorders, and 13% for moderate and severe forms of depression, anxiety or post-traumatic stress disorder.

Effective emergency response
WHO-endorsed interagency mental health and psychosocial support guidelines for an effective response to emergencies recommend services at a number of levels – from basic services to clinical care. Clinical care for mental health should be provided by or under the supervision of mental health specialists such as psychiatric nurses, psychologists or psychiatrists.

Community self-help and social support should be strengthened, for example by creating or re-establishing community groups in which members solve problems collaboratively and engage in activities such as emergency relief or learning new skills, while ensuring the involvement of people who are vulnerable and marginalized, including people with mental disorders.

Psychological first aid offers first-line emotional and practical support to people experiencing acute distress due to a recent event and should be made available by field workers, including health staff, teachers or trained volunteers.

Basic clinical mental health care covering priority conditions (e.g. depression, psychotic disorders, epilepsy, alcohol and substance abuse) should be provided at every health-care facility by trained and supervised general health staff.

Psychological interventions (e.g. problem-solving interventions, group interpersonal therapy, interventions based on the principles of cognitive-behavioural therapy) for people impaired by prolonged distress should be offered by specialists or by trained and supervised community workers in the health and social sector.

Protecting and promoting the rights of people with severe mental health conditions and psychosocial disabilities is especially critical in humanitarian emergencies. This includes visiting, monitoring and supporting people at psychiatric facilities and residential homes.

Links and referral mechanisms need to be established between mental health specialists, general health-care providers, community-based support and other services (e.g. schools, social services and emergency relief services such as those providing food, water and housing/shelter).

Looking forward: emergencies can build better mental health systems
Mental health is crucial to the overall social and economic recovery of individuals, societies, and countries after emergencies.

Global progress on mental health reform will happen more quickly if, during every crisis, efforts are initiated to convert the short-term increase in attention to mental health issues combined with a surge of aid, into momentum for long-term service development. Many countries have capitalized on emergency situations to build better mental health systems after crises.

In the Syrian Arab Republic, despite — or perhaps because of — the challenges presented by the ongoing conflict, mental health services and psychosocial support are becoming more widely available than ever before. Mental health and psychosocial support is now offered in primary and secondary health and social care facilities, through community and women’s centres and through school-based programmes, in more than 12 Syrian cities located in governorates severely affected by the conflict. This contrasts with the situation before the conflict, when mental health care was mainly provided in mental hospitals in Aleppo and Damascus.

In Sri Lanka, during the immediate aftermath of the 2004 tsunami, mental health was a key priority. This led to a mental health system reform, supported by WHO, which addressed the shortage of human resources for mental health such as different cadres of dedicated mental health staff. As a result, 20 of the country’s 27 districts now have mental health services infrastructure, compared with only 10 before the tsunami.

When Typhoon Haiyan devastated the Philippines in 2013, there were only two facilities that provided basic mental health services and the number of people able to provide support was insufficient to meet the need. A major scale up of government mental health services was supported by WHO and partners. As a result, 100% of the Philippines general health facilities in the affected region now have staff who are trained in the management of mental disorders.

Mental health should also be a component of national disaster preparedness plans. WHO and the Pan-American Health Organization are supporting countries in the Caribbean sub-region of the Americas so that they will be able to provide adequate mental health and psychosocial support to people in need following hurricanes and other natural disasters.

In many humanitarian and conflict settings, access to quality, affordable mental health care is limited. This access can be further diminished due to public health emergencies such as COVID-19, which tend to disrupt services and increase needs further.

WHO response
WHO is the lead agency in providing technical advice on mental health in emergency situations. In 2022 WHO is operational on mental health in a range of countries and territories affected by large-scale emergencies such as Afghanistan, Bangladesh, Ethiopia, Iraq, Jordan, Lebanon, Libya, Nigeria, South Sudan, the Syrian Arab Republic, Turkey, Ukraine, the West Bank and Gaza Strip and Yemen.

Mayor Mafumhe Exposes ZINARA Rot

The Mayor of the city of Harare, Councillor Jacob Mafumhe has accused ZINARA of stealing road refurbishment funds.

Mayor Mafumhe also blamed the Zanu PF regime for using cheap political gimmicks to soil the Citizens Coalition for Change image.

August 2018 Killings Haunt Mnangagwa

By-Zanu PF President Emmerson Mnangagwa has come under fire from the European Union (EU) Mission in Zimbabwe for failing to take action against military officers involved in the August 2018 killings.

Mnangagwa, the commander in chief of the Army, directed soldiers to shoot citizens protesting against the delayed election results announcement in Harare.

The soldier killed six civilians.

The EU remarks as the southern African nation prepares for this year’s July harmonised elections. Said the delegation in a statement :

The EU also maintains its concerns that the recommendations of the Motlanthe Commission of Inquiry have not been followed substantially and the perpetrators of violations which occurred in August 2018 and January 2019 are to date still enjoying impunity from prosecution.

It is important that international human rights obligations are adhered to and the constitutional rights of the people of Zimbabwe respected.

In view of all the above, in its 2023 revision of the restrictive measures, the EU has decided to extend by one year the two measures in place (i.e.: the arms embargo and targeted assets freeze against one company, Zimbabwe Defence Industries).

Zimbabwe extended yet another elections observation invitation to the Western bloc despite the persistent backlash.

The EU which is made up of 27 European countries said it will deploy an Observer Mission once constitutional processes have been finalised.

The delegation stressed that it is closely following the process leading up to the elections which are of great importance to the trajectory of the country and encouraged all electoral stakeholders to play their role in ensuring the organisation of a credible and peaceful electoral process.

Zim Running On 2 Generators As Hwange Is Completely Down

The breakdown of five out of six units at the Hwange Thermal Power Plant has compounded existing electricity challenges Zimbabwe is facing with some customers enduring power cuts lasting more than 24 hours.

The country’s power utility, ZESA Holdings, is expected to bring online two new units at the Hwange Thermal Power Plant in the coming weeks to add 600MW to the national grid.

However, due to constant breakdowns at Zimbabwe’s largest coal-fired power station, which has seen output falling to less than 9 percent of its designed capacity of 920MW in recent days, there is little hope that units 7 and 8 will change anything.

An energy expert, Gerald Tasara, told Business Weekly that the new units will not make any big difference in terms of the national power supply.

He said:Ideally Units 7 and 8 should be adding 600 MW to the exiting capacity but the problem is the frequency of breakdown of the existing plant.

Most of the units have already reached the end of their life span.

What will be churned out by the two units will be effectively replacing the current capacity and this won’t make any big difference in terms of delivering additional energy onto the national grid.

This won’t make any big difference in terms of the national power supply.

However, we can take comfort from the dependability or reliability of the new units as this may stabilise the power supply situation.

The new units were scheduled to start operation in November last year, but both are still offline.

The Hwange Power Station comprises six units, four are 120MW units commissioned between 1983 and 1986 and the other two are 220MW units commissioned in 1987.

All six units have outlived their life spans by at least eight years.

A ZESA official was recently quoted as saying the plant is now 38 years old and its designed life is 30 years.

Energy and Power Development Minister Zhemu Soda said that the Hwange Power Station will be decommissioned after commissioning Units 7 and 8.

July Moyo Combine Forces With Mwonzora To Collapse Local Authorities

The Minister of Local Government and Public Works July Moyo has, with immediate effect, suspended three Kwekwe councillors for alleged gross incompetence.

The councillors are Angeline Kasipo (CCC), who is the former Kwekwe mayor, Melody Chingarande (CCC) and Makomborero Mlambo (ZANU PF).

The three councillors were suspended on the same day MDC-T leader Douglas Mwonzora recalled Kwekwe Deputy Mayor Pikurai Msipa and two other councillors.

A letter by Minister Moyo dated 28 February 2023 reads in part:

In line with Section 114(2) of the Urban Councils Act, Chapter (29:15) as amended by the Local Government Laws Amendment Act Number 8, of 2016, I have reasonable grounds for suspecting that you Councillor Angeline Kasipo have committed acts of gross misconduct, gross incompetence, and willful violation of the law as referenced in subsection (1) (b) (C) and (e) and hereby suspend you with immediate effect, from the office of Councillor of City of Kwekwe, Ward 10 in terms of Section 114 of the Urban Councils Act (Chapter 29:15)as amended by Section 3 of the Local Government Amendment Act, Number 8 of 2016.The councillors allegedly participated in a council process where a motion had been submitted by Councillor Ndlovu, Msipa, Chingarande, Ngwenya and Moyo on a review of the 2023 approved budget.

Wrote Moyo:You supported the proposal and secondment of the illegal resolution passed on 27 January 2023 of reviewing an approved budget though you were advised by the Chamber Secretary about the illegality.

This was in Violation of the Public Finance Management Act (Chapter 22:19) of the Urban Councils Act (Chapter 29:15).

Moyo said due to their actions the Kwekwe City Council became ungovernable, illegally operating without a budget.

Sanctions Against Zimbabwe Extended By More Year

The European Union (EU) has extended sanctions on Zimbabwe by one year as it pushes Harare to implement democratic reforms and uphold human rights.

In a statement issued on 28 February 2023, the EU said the “restrictive measures” are in the form of an “arms embargo and targeted assets freeze against one company, Zimbabwe Defence Industries”.

Zimbabwe: Statement by the High Representative on behalf of the European UnionThe European Union (EU) reiterates its ambition to continue developing a more constructive relationship with Zimbabwe.

The EU welcomes the intention of Zimbabwe’s President to extend an invitation to the EU to deploy an Electoral Observation Mission for the 2023 Elections once constitutional processes have been finalised.

The EU follows closely the process leading up to the elections, which are of great importance to the trajectory of the country.

The EU encourages all electoral stakeholders, state and non-state alike, to play their role in ensuring the organisation of a credible and peaceful electoral process.

The EU Election Observation Mission of 2018 provided a set of recommendations and encourages actors to continue improving the electoral framework to allow for credible, inclusive and transparent elections.

The EU welcomes the recent launch of the dialogue platform related to arrears clearance and debt resolution process and looks forward to tangible progress in this process.

Furthermore, the EU welcomes Zimbabwe’s engagement on the Universal Periodic Review process, the alignment of legislation with the 2013 Constitution, the enactment of the Independent Complaints Commission Act, the new Marriages Act and the High-Level Political Compact on gender-based violence. Other developments are of concern from a democratic and civic space perspective.

These include the Data Protection Act and, if enacted, bills such as the Private Voluntary Organisations Amendment Bill and the envisaged “patriotic provisions” in the Criminal Law Amendment Bill.

The EU also maintains its concerns that the recommendations of the Motlanthe Commission of Inquiry have not been followed substantially and the perpetrators of violations which occurred in August 2018 and January 2019 are to date still enjoying impunity from prosecution.

It is important that international human rights obligations are adhered to and the constitutional rights of the people of Zimbabwe respected.

The remaining restrictive measures in place do not affect the people of Zimbabwe, its economy, foreign direct investments, or trade.

Zimbabwe continues to benefit from duty free and quota free access of its exports to the EU, while negotiations are ongoing to deepen the Eastern and Southern Africa (ESA) Economic Partnership Agreement.

There is significant potential in terms of investments and job opportunities, provided that the Government promote political and economic reforms, facilitate a conducive and more predictable business environment, tackle corruption and foster respect for human rights and the rule of law.

Together with EU members states the EU will continue to support Zimbabwe’s National Development Strategy 1 in particular on (i) Gender equality and women empowerment and (ii) Greener and climate smart agriculture, with over €400 million until 2025.

The EU commits itself to enhancing common efforts on addressing climate change on the basis of the Zimbabwean and EU commitments at COP27.

The EU will continue to support the Zimbabwean people with humanitarian assistance, when needed.

The EU looks forward to a more comprehensive and constructive article 8 political dialogue in Harare, including on international issues, and more opportunities for high-level meetings.

A positive example was the recent mission to Harare from the EU Special Representative for Human Rights.

Another State Witness In Sikhala Case Grilled

The third witness in the trial of Zengeza West legislator Job Sikhala (CCC), Detective Assistant Inspector Hardwick Maziti was yesterday grilled by defence lawyers Harrison Nkomo and Jeremiah Bhamu over the authenticity of the video that forms the central plank of the State’s evidence against the legislator.

Sikhala is accused of inciting public violence, and obstructing the course of justice in Nyatsime after the brutal murder of Citizens Coalition for Change activist Moreblessing Ali.

Asked by Sikhala’s lawyers to explain when Ali was last seen, Maziti said it was on May 24, 2022.

Nkomo further asked him to state where he got the evidence that Ali’s alleged murderer, Pius Mukandi, alias Jamba was not a member of the ruling Zanu PF party and that he acted alone in killing Ali.

Maziti responded that it was from his investigations.

The defence lawyers pointed out a contradictory issue, whereby Maziti said Sikhala posted the video on June 14, when Ali was killed on June 11.

The lawyers said Sikhala could not have recorded the video while already in police custody.

Maziti said Sikhala could have recorded the video before his arrest.

“Why didn’t you call Mduduzi Mathuthu (ZimLive editor) to check the authenticity of the video posted on his website?” Nkomo further asked Maziti.

Bhamu also asked the police detective to explain whether he analysed the video to find out if it really originated from Sikhala.

“I did not analyse the video as it was set to be analysed by the experts,” he said.

Bhamu said it was unfair for him to want the courts to make a judgment on Sikhala based on a video that has not been analysed.

The defence is set to file an application for Sikhala’s discharge by March 13, with the ruling expected on March 16.

Minister Says Doctors Advised Her To Stay Away From The Media

Primary and Secondary Education minister Evelyn Ndlovu yesterday aborted a scheduled media briefing and tour at the last minute to assess how the Zimbabwe Schools Examination Council (Zimsec) secures examination papers and how it runs national exams.

The tour was organised following rampant cases of examination leakages.
Journalists were barred from touring the printing press and other facilities by both the ministry and Zimsec officials for security reasons despite the invitation.

The media was then advised to wait for a brief from Ndlovu after the tour. But Ndlovu was in no show. She immediately left after touring the Zimsec facilities. Primary and Secondary Education ministry spokesperson Taungana Ndoro said the minister could not address the media because of medical issues.

“The minister said she was advised to stay off the media for two weeks on medical grounds, so she will not be able to address you today. We apologise for having you wait,” Ndoro said.

Six NUST Students Perish In A Toyota Wish-Nissan UD Accident

Six students from Bulawayo’s National University of Science and Technology (NUST) are believed to have perished Thursday in a horrific road traffic accident which killed nine people, according to police reports.

The crash happened late afternoon at the 198 km peg along the Masvingo-Mbalabala Road.

“The ZRP confirms a fatal road traffic accident in which nine people died after a Toyota Wish vehicle was involved in a head on collision with a Nissan UD truck at the 198 km peg along Masvingo-Mbalabala Road on 02/03/23 at around 1630 hours.

“The bodies of the victims were taken to Filabusi District Hospital awaiting postmortem and identification by next of kin,” police said Friday.

In a Tweet, Zimbabwe National Students Union (ZINASU) president Benon Ncube indicated six of the dead were students from the state university.

“A dark cloud has fallen on the students of NUST. 6 lost their lives in a tragic accident.

“Death has robbed us of a future. We pray the families are comforted and given strengtay for your loved ones always,” he said.

Woman Goes Beserk Over Missing Television Set

A woman from Glendale, Mashonaland Central province caused a stir when she dragged an 18-year-old boy, who is also her neighbour, by his manhood following a misunderstanding over a missing television set.

This was heard when Constance Lija (35) appeared before Concession magistrate Joshua Nembaware charged with indecent assault as defined in Section 67 of the Criminal Law (Codification and Reform) Act Chapter 9:23.

Lija, who was not asked to plead and was remanded out of custody, did not come to court leading the magistrate to issue a warrant of arrest.

Appearing for the State, Ellen Tanatswa Chingono told the court that on 25 February at around 8pm, the complainant was playing with his friend chasing each other when they ran into the accused’s yard.

The accused, who was in the company of her sister, later confronted the complainant and accused him of stealing her television set.

The accusations reportedly didn’t go down well with the complainant leading to a misunderstanding between the two parties.

At the height of the misunderstanding, Lija reportedly grabbed the boy by his belt before she reached for his manhood and violently dragged him towards her house.

In the process she was reportedly shouting saying there was nothing special with his manhood.

The boy reportedly cried for help, attracting the attention of his friend and mother who quickly rushed to the scene and rescued him.The matter was later reported to the police leading to the accused’s arrest.

WARNING-DISTURBING: He Used Mubobo On Me

A Chiredzi man was killed in a shockingly bizarre development, a fortnight ago, and his head crushed with an axe handle by a fellow villager who had sensationally claimed he dreamt of the now deceased using mubobobo on him.

Mubobobo is a magical way of having sexual intercourse particularly with women without their consent.

So grisly was the incident that pieces of his brains were left splattered on the ground. Although the real motive behind the brutal axing of Henry Manyara (71) from Village 7, Ward 32, Chiredzi North by Evans Bhazela (25) is yet to be established, according to a source from the area who claimed to have intimate details of the incident he was killed on suspicion that he possessed mubobobo.

Manyara was brutally murdered in the presence of his wife who watched helplessly as Bhazela repeatedly struck his head with an axe handle until it split into pieces.

He was buried on Saturday last week after his family was reportedly paid seven head of cattle by the murder suspect’s family claiming it was payment only for the retrieval of the body from the mortuary for burial and to cover funeral costs.

Bhazela’s family is yet to pay an additional 35 head of cattle as compensation for the callous murder of Manyara.

“It seems Bhazela had a long standing dispute with the now deceased whom he once worked for. On the fateful day he went to his homestead and accused him of possessing mubobobo.

“What happened is that he went to his homestead and found his wife alone at home and was told the now deceased had gone to the fields. He then waited for some time and seeing that he was taking long to come back Bhazela left. He came back later and found the now deceased at home.

“He then immediately went into a trance-like state claiming that the previous night he had a dream about the now deceased using mubobobo on him.

“That is when he took an axe handle and used it to strike him twice on the forehead before he used it to repeatedly strike him on the head until it broke into pieces. His wife, who is disabled, helplessly watched as her husband was being brutally murdered,” said the source.

A relative, William Musepa (59) who confirmed the incident said they were still struggling to come to terms with the brutal death of Manyara.

Although he didn’t state the motive behind the grisly murder he said investigations from some neighbours revealed that Bhazela was alleged to have suspected the now deceased of bewitching him.

“We are yet to establish the reasons behind this brutal killing which left everyone in the village shocked.

We just heard that this man arrived at the now deceased’s homestead at around 1pm and was told that he wasn’t there and was busy at his fields. He came back again at around 3pm and was told he was not yet back,” said Musepa.

He said when he came again for the third time at around 6pm that is when he found him on his way from the fields in the company of his son-in-law.

“He then said to him there was something he wanted to talk to him about, just the two of them. He insisted that the matter needed only the two of them. Sensing danger the now deceased refused before he sent his son-in-law to call the village head so that Bhazela could tell his story in his presence.

“After his son-in-law had just left, Bhazela took an axe handle and started hitting the now deceased on the head. He repeatedly struck him until his skull split into pieces. When some people who were nearby attending a church service heard his wife wailing they quickly came but a violent Bhazela chased after them.

“His wife continued watching helplessly as her husband was being pounded repeatedly on the head by Bhazila who also threatened to kill her if she tried to intervene. When he came back from chasing away the church members he continued pounding it until the skull broke into pieces,” said Musepa.

Neighbours who later attended the scene reported the matter to ZRP Mkwasine who attended to it and arrested Bhazela. -B Metro

Man Forces ExGirlfriend To Drink Own Urine

JEALOUSY has earned a man from Njube suburb in Bulawayo a one-year jail sentence after he kidnapped his ex-girlfriend and her new lover before he brutally assaulted them and forced the man to drink his urine.
Munyaradzi Shara (28)’s fate was heard when he appeared before Bulawayo regional magistrate Vivian Ndlovu facing a kidnapping charge. He pleaded not guilty to the charge but was convicted after a full trial.

Shara who was sentenced to two years in jail had one year of his sentence suspended for three years on condition of good behaviour.

The court heard that on 25 November 2022 and at around 6pm, Shara met his ex-lover Sophia Ncube (21) with her new boyfriend Ntandoyenkosi Mbambo (27) and his friend Talent Sibanda (21) in the city centre.

Shara approached the trio and ordered them to move towards the Registrar’s Offices in Bulawayo. When they got there, he asked Sibanda to wait for them from a distance while he was talking to Ncube and Mbambo.

While talking to the two parties Shara demanded Mbambo’s cellphone before he ordered them together with Sibanda to accompany him to his workplace at Herentals College where he is employed as a security guard.

Upon arrival he started assaulting Sibanda with open hands and kicked him several times all over the body.

Shara then took his ex-lover and Mbambo into one of the classrooms where he assaulted Ncube with a broom stick, chair and slaps all over the body.

He then kicked Mbambo on the face before he urinated in a plastic bottle and allegedly forced him to drink his urine.

He then detained Mbambo and Ncube in the classroom in question from 7pm to 12am.

After their release, the duo went and reported the matter to the police leading to Shara’s arrest.

As a result of the assault Ncube suffered multiple bruises on her left thigh and a medical report was produced in court as an exhibit. -B Metro

Text Message Misunderstanding Pushes Man To Kill Wife

A 43-year-old Chinhoyi man who failed to cool down his tempers after suspecting his 51-year-old wife of cheating, was arrested yesterday evening after gruesomely killing her.
Kosamu Chitsiru of the Rujeko suburb in the town, was apprehended by police at Hoped Shopping Centre after vanishing from the crime scene where he had pierced his wife’s stomach twice with a kitchen knife following a misunderstanding.

Provincial Police Spokesperson, Inspector Margaret Chitove confirmed the incident.

“The two had a misunderstanding yesterday over a text message that was sent to the wife.

“He drew a kitchen knife and stabbed his wife twice in front of their 13-year-old son before fleeing the scene, leaving the woman’s intestines protruding outside,” she said.

The son called for help from neighbours who then rushed her to Chinhoyi Provincial Hospital where she was pronounced dead on arrival.

A report was made at Chemagamba Police Station before a manhunt was launched leading to the arrest of the accused

EU Wary Of Mnangagwa Human Rights Record

The European Union has extended sanctions on Zimbabwe by another year after expressing concerns over the slow pace of reforms.

Sanctions first imposed in 2002 previously targeted individuals accused of undermining the rule of law and right abuses, but were revised last year and now remain in the form of an arms embargo and asset freeze against the Zimbabwe Defence Industries.

In a February 28 statement, EU said it “reiterates its ambition to continue developing a more constructive relationship with Zimbabwe” but voiced concerns “from a democratic and civic space perspective.”

It added: “These include the Data Protection Act and, if enacted, bills such as the Private Voluntary Organisations Amendment Bill and the envisaged ‘patriotic provisions’ in the Criminal Law Amendment Bill.

Reza Says Biti Playing Delay Tricks

Deputy Prosecutor General Mr Michael Reza has accused Tendai Biti of delaying trial by making another application for referral of his assault case to the Constitutional Court.
Biti, who is facing allegations of assaulting an investor Mrs Tatiana Aleshina at the Harare Magistrates Court had his recent application for referral to the same court dismissed by Harare magistrate Mrs Vongai Guwuriro Muchuchuti.

In his response to Biti’s request for referral of the matter to the Constitutional Court, Mr Reza said it is a tactic used by the accused to delay trial.

“This is the second application for referral to the Constitutional Court that the accused has filed in an effort to delay the trial.

“With respect, the application is an abuse of process and is frivolous and vexatious,” said Mr Reza.

He said before the court can even consider the procedural request that the accused seeks in Para 1 to 6 (of his application) it is incumbent on it to be satisfied that the request is not frivolous or vexatious.

He also stated that Biti’s request to stop the trial as stated in para 6 (of his application) is irregular and has no basis in the Criminal Procedure and Evidence Act.

“This court has the power to control its processes subject to the law,” he said.

When the trial kicked off last week, a visibly emotional Mrs Aleshina testified in court as she was narrating how she was assaulted by Biti sometime in 2020.

Mrs Aleshina told the court that she froze when the opposition legislator charged towards her and felt he was going to physically attack her.

“As we were walking in the corridor, l suddenly heard some noise and shouting behind my back.”

She said she immediately stopped in shock only to see Biti with a crowd of people charging towards her.

While evidence was led by Deputy Prosecutor General Mr Michael Reza, Mrs Aleshina said she had never came across that type of unruly behaviour in her life.

She told the court that Biti was aggressive and pointed his finger at her face while shouting “you stupid stupid stupid idiot” and was shaking his body in an aggressive and angry way.

“I did not understand what was going on and I asked him if he was talking to me. But he continued shouting and pointing at my face. After that, my colleague Michael Van Blerk then tried to protect me and stood in front of me.

“Someone said, ‘It’s not right, it’s dangerous here. You need to go’,” Mrs Aleshina told the court.

Mr Reza asked her to describe how she felt in that situation and she explained, “I felt he would physically hit me. I believed in that moment I was in danger. I thought he could kill me. I was shaken and humiliated and disturbed.”

Mrs Aleshina said after the incident, she felt confused and wondered around the court for some minutes looking for an exit point.

“On my way out, someone asked me why Biti was shouting at me and l couldn’t answer that. Someone else said Biti can’t treat women like that. You need to report him to police. I decided to go to the Russian embassy and tell them what had happened. They calmed me down and advised me to go to the police to report the matter,” she said.-state media

POPULAR comedian, Felistas Murata, also known as “Mai TT”, has appeared in court on allegations of fraud and theft of trust property.

Murata, popularly known as Mai TT, was not asked to plead when she appeared in court on charges of fraud and theft of trust property this Thursday.

Mai TT allegedly borrowed US$10 000 from a local businesswoman before she surrendered a hired vehicle as collateral.

It is alleged that in September last year, the accused borrowed money for her business and handed the businesswoman a car as surety.

The court heard that the complainant realised she was duped after the police came to take the car saying it did not belong to Mai TT but to a car rental.- ZBC News

The Minister of State for Masvingo Provincial Affairs, Ezra Chadzamira has declared the Zanu PF leader Mr Emmerson Mnangagwa is not going anywhere.

Speaking at a clean up exercise led by Zanu PF vice president Kembo Mohadi in Masvingo on Friday, Chadzamira said Zanu PF would bury the opposition in the coming polls.

“President Mnangagwa is not going anywhere, Zanu PF is not going anywhere- That is undeniable,” boasted Chadzamira.

“Say whatever you want but we will rule forever. As you know we are targeting a resounding win for President Mnangagwa.

Zimbabwe belongs to us and those who think people from the West will dictate to us what to do are lost,” added Chadzamira.

Zanu PF seized the clean up exercise and party zealots chanted slogans at the event.

Mohadi also imposed himself on the official opening of a clinic in Masvingo.

Citizens who are residents of Namibia are scorning the futile attempt by the politically inept Jonathan Moyo to hoodwink the unsuspecting masses through paddling pathological lies that the only political behemoth that is illegally banned from conducting rallies is clueless. It is foolhardy to believe that CCC Zimbabwe has no proper plan given the resounding “mugwazo” which is mobilizing, recruiting, and radicalizing citizens to register, elect and protect the vote in July/August this year.

Namibia district is cognizant of the fact that Jonathan Moyo is trying to appease the regime that chased him for the motherland for supporting the late corrupt and ruthless President Robert Mugabe. Citizens are not going to be deterred or swayed by his insatiable appetite to be accepted back into the desperate regime that has started our country down the slopes of hyperinflation and senseless corruption.

We jubilate when ZANU-PF and their sympathizers are completely disturbed by our strategies toward the watershed elections. When ZANUPF and its bootlickers are not impressed, Citizens Coalition for Change will be on track. Namibia district has the conviction that the strategy of the peoples’ party is very effective since the Harare regime and its dogs are jumping from pillar to pole demanding a purported organized alternative with the potential to defeat them. Citizens should not be fooled by this stupid crap from political refugees such as Jonathan Moyo who skipped the borders into Mozambique to escape from the sadists.

The frustrated and desperate Moyo must calm down and watch the country’s beloved diligent leader constitutionally taking power in the impending harmonized elections. Why are our rallies being banned if we don’t have a plan? Why are change champions tortured, butchered, arbitrarily arrested, and enduring long pre-trial detentions like Hon Job Saro Wiwa Sikhala who was jailed on the 14th of June 2022? The continued politically motivated violence perpetrated by ZANU-PF thugs on our members is a clear testament that CCC is the alternative government and Satanists have pressed the panic button.

Jonathan Moyo must go to hell now! He should leave our party alone. There is nothing secret in our movement. We have a pragmatic and organic approach to the national democratic revolution. Who are the victims of ZANU-PF-sponsored violence if we don’t have structures? The vibrant and energetic President made it point blank that structures are known by the members. Insiders are quite resolute in their leaders, only ignorant villagers such as Jonathan Moyo and cronies suppose that there are no structures.

Job Saro Wiwa Sikhala has served jail before the conviction and political failures want to convince people that their party has no plan, that is beyond nonsense. Gunmen Target Lionel Messi

Two gunmen fired shots at a supermarket belonging to Lionel Messi’s in-laws before leaving a threatening message aimed at the Argentine superstar.

According to AP news agency, the assailants, who were riding a motorbike, fired at least a dozen shots on the store but didn’t hurt anybody.

They left a handwritten note, which read: “Messi, we’re waiting for you. Javkin is also a drug trafficker, so he won’t take care of you.”

Pablo Javkin is the mayor of Rosario, the third-largest city in Argentina.

The motive behind the attack is still not known and an investigation is underway into the incident.

Messi hasn’t commented on the incident yet.

The 2022 FIFA World Cup winner currently plays for Paris Saint-Germain in France and spends much of his time overseas.

The 35-year-old, who won The Best FIFA Men’s Player award this week, could return to South America for the two international friendly matches later this month.

Cephas Chimedza is mourning following the death of his wife, Sharon.

The 2004 Soccer Star of the Year announced the sad news on Twitter on Thursday.

He tweeted: “At 14:42 you sent me this saying see you soon. I was still waiting for your call only to get a police visit to tell me you were no more. Thank you for the three beautiful kids and all the years together. R.I.P Sharon.”

The cause of the death was not revealed.

Chimedza, who played for both Harare giants – CAPS United and Dynamos – is currently based in Belgium.

He has been in the European country since his playing career when he turned up for clubs including Germinal Beerschot, Sint Truidense, Westerlo, and Cappellen between 2005 and 2013.

Mnangagwa Remains Under Sanctions

The European Union has extended sanctions on Zimbabwe by another year after expressing concerns over the slow pace of reforms.

Sanctions first imposed in 2002 previously targeted individuals accused of undermining the rule of law and right abuses, but were revised last year and now remain in the form of an arms embargo and asset freeze against the Zimbabwe Defence Industries.

In a February 28 statement, EU said it “reiterates its ambition to continue developing a more constructive relationship with Zimbabwe” but voiced concerns “from a democratic and civic space perspective.”

It added: “These include the Data Protection Act and, if enacted, bills such as the Private Voluntary Organisations Amendment Bill and the envisaged ‘patriotic provisions’ in the Criminal Law Amendment Bill.

“The EU also maintains its concerns that the recommendations of the Motlanthe Commission of Inquiry have not been followed substantially and the perpetrators of violations which occurred in August 2018 and January 2019 are to date still enjoying impunity from prosecution.

Zimbabwe Begs Qatar Govt To Cancel Al Jazeera’s Imminent Broadcast

By A Correspondent | The Zimbabwe govt swiftly contacted the Qatari govt pleading for a right to reply in the @AJIunit ‘s #GoldMafia documentary, ZimEye reports. The development suggests that the 2nd March release is on pause until after the right-to-reply fair-waiting-period has been reached.

The documentary exposes money laundering by several named accused persons interviewed between 2019 and 2023, and so far only the 2nd March broadcast has been postponed. The series is on schedule to run on the 9th, 16th, and 23rd, including the 2nd March session that was lifted.

Correspondence sent to both Qatar’s Foreign Affairs Ministry and to Al Jazeera’s offices, Directorate appeal for ‘adequate-time’ for the Mnangagwa led govt to respond to the allegations contained in the 4 part series. Communications began on the 28th Feb 2023.

Ofcom expectations do not stipulate the length of period but emphasise fairness, that is, an appropriate and timely opportunity to respond.

Although a comment from AlJazeera could not be obtained, suggestions were that the network is to defend its story stating it does not expose the govt of Zim, but rather private individuals.

Ofcom rules stipulate in part:
7.11: If a programme alleges wrongdoing or incompetence or makes other significant allegations, those concerned should normally be given an appropriate and timely opportunity to respond.

7.12: Where a person approached to contribute to a programme chooses to make no comment or refuses to appear in a broadcast, the broadcast should make clear that the individual concerned has chosen not to appear and should give their explanation if it would be unfair not to do so.

Mwonzora Fires 13 More Councilors

MDC-T leader Douglas Mwonzora has recalled 13 more party councillors from four local authorities for alleged disloyalty.

ZimLive reported that Mwonzora recalled councillors from Norton, Kwekwe, Kadoma and Mutare.

He accused the councillors of having sympathies with opposition rival Nelson Chamisa of the Citizens’ Coalition for Change (CCC).

The councillors learnt of their recall in a letter written by Local Government Minister July Moyo to Town Clerks of the concerned local authorities.

In a letter written to Norton Town Clerk, Moyo said:

I wish to inform you that I am in receipt of a letter from the Movement for Democratic Change (MDC-T) stating that the following councillors have been expelled from the party; Rosemary Chinoyera (Ward 9), Charles Dube (Ward 2) and Muchaneta Munyeveri (Ward 3).

Also recalled from Kwekwe City Council are Pikirai Musipa (Ward 3), Charles Juta (Ward 7) and Betty Ndhlovu (Ward 13).

Mwonzora went on to issue recalls on three councillors in Mutare and four in Kadoma, including the town’s mayor.

One of the recalled councillors told ZimLive that they were targeted for their allegiance to CCC. Said the councillor:

It (recall) was a surprise to everyone. Obviously, on their side, they sat down and found it appropriate to recall us.

We support President Nelson Chamisa and we have not been ambiguous about it.

In my case, I told him straight up that I am CCC. I have never attended even one MDC-T meeting.

Impact Of Mental Disorders

Almost all people affected by emergencies will experience psychological distress, which for most people will improve over time.

Among people who have experienced war or other conflict in the previous 10 years, one in five (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia.
People with severe mental disorders are especially vulnerable during emergencies and need access to mental health care and other basic needs.
International guidelines recommend services at a number of levels ̶ from basic services to clinical care ̶ and indicate that mental health care needs to be made available immediately for specific, urgent mental health problems as part of the health response.
Despite their tragic nature and adverse effects on mental health, emergencies have shown to be opportunities to build sustainable mental health systems for all people in need.
Types of problems
There are various types of social and mental health problems in any large emergency.

Social problems:

pre-existing: e.g. poverty and discrimination of marginalized groups;
emergency-induced: e.g. family separation, lack of safety, loss of livelihoods, disrupted social networks, and low trust and resources; and
humanitarian response-induced: e.g. overcrowding, lack of privacy, and undermining of community or traditional support.
Mental health problems:

pre-existing: e.g. mental disorders such as depression, schizophrenia or harmful use of alcohol;
emergency-induced: e.g. grief, acute stress reactions, harmful use of alcohol and drugs, and depression and anxiety, including post-traumatic stress disorder; and
humanitarian response-induced: e.g. anxiety due to a lack of information about food distribution or about how to obtain basic services.
Prevalence
Most people affected by emergencies will experience distress (e.g. feelings of anxiety and sadness, hopelessness, difficulty sleeping, fatigue, irritability or anger and/or aches and pains).

This is normal and will for most people improve over time. However, the prevalence of common mental disorders such as depression and anxiety is expected to more than double in a humanitarian crisis.

The burden of mental disorders among conflict-affected populations is extremely high: WHO’s review of 129 studies in 39 countries showed that among people who have experienced war or other conflict in the previous 10 years, one in five people (22%) will have depression, anxiety, post-traumatic stress disorder, bipolar disorder or schizophrenia (1).

According to WHO’s review, the estimated prevalence of mental disorders among conflict- affected populations at any specific point in time (point prevalence) is 13% for mild forms of depression, anxiety, and post-traumatic stress disorder and 4% for moderate forms of these disorders. The estimated point prevalence for severe disorders (i.e. schizophrenia, bipolar disorder, severe depression, severe anxiety, and severe post-traumatic stress disorder) is 5%. It is estimated that one in 11 people (9%) living in a setting that has been exposed to conflict in the previous 10 years will have a moderate or severe mental disorder.

In conflict-affected settings, depression and anxiety increase with age. Depression is more common in women than in men.

People with severe mental disorders can be especially vulnerable during and after emergencies and they need access to basic needs and clinical care. A review published in 2014 of the health information system from 90 refugee camps across 15 low- and middle-income countries found that 41% of health-care visits for mental, neurological and substance use disorders were for epilepsy/seizures, 23% for psychotic disorders, and 13% for moderate and severe forms of depression, anxiety or post-traumatic stress disorder.

Effective emergency response
WHO-endorsed interagency mental health and psychosocial support guidelines for an effective response to emergencies recommend services at a number of levels – from basic services to clinical care. Clinical care for mental health should be provided by or under the supervision of mental health specialists such as psychiatric nurses, psychologists or psychiatrists.

Community self-help and social support should be strengthened, for example by creating or re-establishing community groups in which members solve problems collaboratively and engage in activities such as emergency relief or learning new skills, while ensuring the involvement of people who are vulnerable and marginalized, including people with mental disorders.

Psychological first aid offers first-line emotional and practical support to people experiencing acute distress due to a recent event and should be made available by field workers, including health staff, teachers or trained volunteers.

Basic clinical mental health care covering priority conditions (e.g. depression, psychotic disorders, epilepsy, alcohol and substance abuse) should be provided at every health-care facility by trained and supervised general health staff.

Psychological interventions (e.g. problem-solving interventions, group interpersonal therapy, interventions based on the principles of cognitive-behavioural therapy) for people impaired by prolonged distress should be offered by specialists or by trained and supervised community workers in the health and social sector.

Protecting and promoting the rights of people with severe mental health conditions and psychosocial disabilities is especially critical in humanitarian emergencies. This includes visiting, monitoring and supporting people at psychiatric facilities and residential homes.

Links and referral mechanisms need to be established between mental health specialists, general health-care providers, community-based support and other services (e.g. schools, social services and emergency relief services such as those providing food, water and housing/shelter).

Looking forward: emergencies can build better mental health systems
Mental health is crucial to the overall social and economic recovery of individuals, societies, and countries after emergencies.

Global progress on mental health reform will happen more quickly if, during every crisis, efforts are initiated to convert the short-term increase in attention to mental health issues combined with a surge of aid, into momentum for long-term service development. Many countries have capitalized on emergency situations to build better mental health systems after crises.

In the Syrian Arab Republic, despite — or perhaps because of — the challenges presented by the ongoing conflict, mental health services and psychosocial support are becoming more widely available than ever before. Mental health and psychosocial support is now offered in primary and secondary health and social care facilities, through community and women’s centres and through school-based programmes, in more than 12 Syrian cities located in governorates severely affected by the conflict. This contrasts with the situation before the conflict, when mental health care was mainly provided in mental hospitals in Aleppo and Damascus.

In Sri Lanka, during the immediate aftermath of the 2004 tsunami, mental health was a key priority. This led to a mental health system reform, supported by WHO, which addressed the shortage of human resources for mental health such as different cadres of dedicated mental health staff. As a result, 20 of the country’s 27 districts now have mental health services infrastructure, compared with only 10 before the tsunami.

When Typhoon Haiyan devastated the Philippines in 2013, there were only two facilities that provided basic mental health services and the number of people able to provide support was insufficient to meet the need. A major scale up of government mental health services was supported by WHO and partners. As a result, 100% of the Philippines general health facilities in the affected region now have staff who are trained in the management of mental disorders.

Mental health should also be a component of national disaster preparedness plans. WHO and the Pan-American Health Organization are supporting countries in the Caribbean sub-region of the Americas so that they will be able to provide adequate mental health and psychosocial support to people in need following hurricanes and other natural disasters.

In many humanitarian and conflict settings, access to quality, affordable mental health care is limited. This access can be further diminished due to public health emergencies such as COVID-19, which tend to disrupt services and increase needs further.

WHO response
WHO is the lead agency in providing technical advice on mental health in emergency situations. In 2022 WHO is operational on mental health in a range of countries and territories affected by large-scale emergencies such as Afghanistan, Bangladesh, Ethiopia, Iraq, Jordan, Lebanon, Libya, Nigeria, South Sudan, the Syrian Arab Republic, Turkey, Ukraine, the West Bank and Gaza Strip and Yemen.

REAP Keen To Remove Mnangagwa

Tinashe Sambiri| The Register, Elect and Protect campaign ( REAP) seeks to remove Zanu PF leader Mr Emmerson Mnangagwa from office via the ballot box.

According to CCC youth taskforce spokesperson, Stephen Sarkozy Chuma, the REAP initiative is spreading like veld fire.

Citizens who are residents of Namibia are scorning the futile attempt by the politically inept Jonathan Moyo to hoodwink the unsuspecting masses through paddling pathological lies that the only political behemoth that is illegally banned from conducting rallies is clueless. It is foolhardy to believe that CCC Zimbabwe has no proper plan given the resounding “mugwazo” which is mobilizing, recruiting, and radicalizing citizens to register, elect and protect the vote in July/August this year.

Namibia district is cognizant of the fact that Jonathan Moyo is trying to appease the regime that chased him for the motherland for supporting the late corrupt and ruthless President Robert Mugabe. Citizens are not going to be deterred or swayed by his insatiable appetite to be accepted back into the desperate regime that has started our country down the slopes of hyperinflation and senseless corruption.

We jubilate when ZANU-PF and their sympathizers are completely disturbed by our strategies toward the watershed elections. When ZANUPF and its bootlickers are not impressed, Citizens Coalition for Change will be on track. Namibia district has the conviction that the strategy of the peoples’ party is very effective since the Harare regime and its dogs are jumping from pillar to pole demanding a purported organized alternative with the potential to defeat them. Citizens should not be fooled by this stupid crap from political refugees such as Jonathan Moyo who skipped the borders into Mozambique to escape from the sadists.

The frustrated and desperate Moyo must calm down and watch the country’s beloved diligent leader constitutionally taking power in the impending harmonized elections. Why are our rallies being banned if we don’t have a plan? Why are change champions tortured, butchered, arbitrarily arrested, and enduring long pre-trial detentions like Hon Job Saro Wiwa Sikhala who was jailed on the 14th of June 2022? The continued politically motivated violence perpetrated by ZANU-PF thugs on our members is a clear testament that CCC is the alternative government and Satanists have pressed the panic button.

Jonathan Moyo must go to hell now! He should leave our party alone. There is nothing secret in our movement. We have a pragmatic and organic approach to the national democratic revolution. Who are the victims of ZANU-PF-sponsored violence if we don’t have structures? The vibrant and energetic President made it point blank that structures are known by the members. Insiders are quite resolute in their leaders, only ignorant villagers such as Jonathan Moyo and cronies suppose that there are no structures.

Job Saro Wiwa Sikhala has served jail before the conviction and political failures want to convince people that their party has no plan, that is beyond nonsense. We shall continue to urge ZANUPF to level the political field ahead of the historic elections. Victory is certain under the leadership of change champion in chief President Advocate Nelson Chamisa.

Mai Titi Arrested Over Serious Fraud, Theft

The development which was previously warned of in ZimEye editorials 2 years ago, later saw the nearly 100 complainants opening a WhatsApp group to coordinate their class action.

The total amount approaches the USD100,000 marker, calculations showed at the time of writing.

Murata, popularlywas not asked to plead when she appeared in court on charges of fraud and theft of trust property yesterday.

Mai TT allegedly borrowed US$10 000 from a local businesswoman before she surrendered a hired vehicle as collateral.

It is alleged that in September last year, the accused borrowed money for her business and handed the businesswoman a car as surety.

The court heard that the complainant realised she was duped after the police came to take the car saying it did not belong to Mai TT but to a car rental.

Gold leakage is a big problem affecting the country. We as Three Wingers are in the process of identifying key holes of leakage affecting the country.

One major cause is policy framework that is in favour of commercial miners which is an elephant to ant comparison by size of land , production, machinery ‘ environmental impact, employment creation and many more.

The term artisanal miners is too fancy to describe what we do ; who are we what keeps us alive which influences policy formulation by government, local authorities and environmental management agency thereby charging heavy fees that could be easier to pay if well structured and administered in an effective manner .

In order to see why name change is important we will look at how communal farmers work and other key factors that could be important in not only curbing leakage but also enhancing stability in the mining sector.

1 Gold is distributed across all districts in the country. The way gold is distributed in the country its highly possible to have more miners than communal farmers plus contrary to popular belief artisanal miners are the poorest with regular cash to dispose with no infrastructure development with lots of credit to EMA , Ministry of Mines , RDC , mining service providers , ZIMRA and many more .

Mining is the leading source of income to most youth in the county because is abundant everywhere probability of picking a gold piece if you know it is higher than chances of making a bumper harvest in some parts of the country. Because of the above gold has become a natural currency that’s exchanged every day without a receipt or anything proof of transaction . Did you know in the mining sector 10 000usd can be exchanged through car windows without facing and never to come back because of the risks involved simply because our colonial driven policies made carrying it a taboo yet its all over the country. “President Mnangagwa is not going anywhere, Zanu PF is not going anywhere- That is undeniable,” boasted Chadzamira.

“Say whatever you want but we will rule forever. As you know we are targeting a resounding win for President Mnangagwa.

Zimbabwe belongs to us and those who think people from the West will dictate to us what to do are lost,” added Chadzamira.

Zanu PF seized the clean up exercise and party zealots chanted slogans at the event.

Chigumba Presiding Over A Divided ZEC

The fallout from the delimitation report by the Zimbabwe Electoral Commission (ZEC) commissioners worsened after chairperson Justice Priscilla Chigumba barred other commissioners from speaking on behalf of the body.

Commissioners Jasper Mangwana and his deputy Catherine Mpofu were yesterday relieved of their duties as spokespersons of the elections management body with Chigumba giving herself, her deputy Rodney Simukai Kiwa and Zec’s chief elections officer Uitloile Silaigwana the sole authority to speak on behalf of the entity.

Mangwana and Mpofu are among the seven commissioners who dissociated themselves from the draft delimitation report which Chigumba submitted to President Emmerson Mnangagwa in December last year, whose final has since been gazetted.

“In terms of the Electoral Act and by the operations of law and virtue of condition of service, oath of office and Zec public relations and communications policy of 2020, the following three officials statutorily designated to be spokespersons of Zec: chairperson Justice P M Chigumba, deputy chairperson Ambassador R Kiwa, chief elections officer Mr U Silaigwana,” Justice Chigumba said in a Press statement.

“In light of the above, members of the public and the electorate are hereby advised that with effect from February 20, 2023, the above-mentioned three people are the exclusive spokespersons of Zec. As Zec chairperson, I undertake to respond to any query within 72 hours of its receipt.”

Mangwana tweeted: “Vanemibvunzo vekubata avo (Those with questions, contact the people below),” and attached to his tweet a picture of Chigumba’s Press statement.

The other five commissioners who rebelled against Chigumba are Abigail Millicent Mohadi-Ambrose, Jane Mbetu Nzvenga, Kudzai Shava, Rosewita Murutare and Shepherd Manhivi.

The seven wrote to President Emmerson Mnangagwa and Parliament rejecting the draft delimitation report submitted to the President in December.

Mangwana was appointed Zec spokesperson in March last year, taking over from Joyce Kazembe, while Mpofu was appointed his deputy soon after her appointment as Zec commissioner in September the same year.

Electoral stakeholders say the fallout among Zec commissioners could jeopardize the upcoming polls as running the elections requires Zec staff to work in harmony.

Electoral watchdogs have demanded that government launch an inquiry into the fallout among Zec commissioners, which they say has crippled the electoral body six months before the country holds general elections.

“The conduct of the electoral commission is of grave concern, particularly taking into account that Zimbabwe is in an election year,”  Election Resource  Centre programmes officer Takunda Tsunga said.

“The current actions put a further dent in the credibility crisis faced by the commission.”

Zimbabwe Election Advocacy Trust director Ignatius Sadziwa said:  “The discordant component of the electoral management body leaves a lot to be desired. The integrity and capacity of Zec is now questionable especially after the delimitation debacle. As a result, a free and fair election is impossible under such conditions and this calls for serious intervention by all election stakeholders.

“While we appreciate that the task is a daunting one owing to a heavily polarized political terrain, Justice Priscilla Chigumba and team must simply do the honourable and resign to pave way for a new team that is not compromised.”

Two Die In Marondera Horror Crash

By-Two people died while another is in critical condition after a Toyota Wish vehicle collided head-on with a truck in Marondera town Friday morning.

When the state media arrived at the scene, the bodies of the deceased were yet to be removed, and details which caused the accident were still sketchy.

Police in Marondera was already attending to the scene.

Lunchbox Thief Moered

By A Correspondent- An alleged lunch box and cellphones tsotsi was moered by pupils from two different schools in Lakeside Orange Farm in the Vaal on Monday afternoon, 27 February for allegedly snatching one of the pupils’ cellphones.

The angry pupils say the alleged culprit has been terrorising them on the streets since the beginning of the year.

They said he would target their lunch boxes, snatch them then run away. Recently he started snatching cellphones from them too.

On Monday afternoon karma hit the man, this after he allegedly snatched one of the pupil’s cellphones and lunch box but later met his match.

After having her phone stolen, the 14-year-old pupil told her fellow pupils who were walking behind her. This angered the group who were walking home.

They chased the man and caught up with him while he was sitting on the side of the road, eating the skhaftin he had just snatched. He allegedly stood up and started by threatening the kids but without success. The man was then beaten to a pulp by the group of pupils.

One of the parents who was at the scene, told Daily Sun that the man targets school pupils that cross the road from Lakeside to Evaton north.

He takes their lunch boxes, cellphones, and money every day and when they refuse he threatens to stab them with a knife,” said the angry parent.

“They caught him, tied his hands, and started assaulting him till they got tired and left him on the side of the road,” said the parent.

Zimbabwe: Statement by the High Representative on behalf of the European Union

The European Union (EU) reiterates its ambition to continue developing a more constructive relationship with Zimbabwe.

The EU welcomes the intention of Zimbabwe’s President to extend an invitation to the EU to deploy an Electoral Observation Mission for the 2023 Elections once constitutional processes have been finalised. The EU follows closely the process leading up to the elections, which are of great importance to the trajectory of the country. The EU encourages all electoral stakeholders, state and non-state alike, to play their role in ensuring the organisation of a credible and peaceful electoral process. The EU Election Observation Mission of 2018 provided a set of recommendations and encourages actors to continue improving the electoral framework to allow for credible, inclusive and transparent elections.

The EU welcomes the recent launch of the dialogue platform related to arrears clearance and debt resolution process and looks forward to tangible progress in this process. Furthermore the EU welcomes Zimbabwe’s engagement on the Universal Periodic Review process, the alignment of legislation with the 2013 Constitution, the enactment of the Independent Complaints Commission Act, the new Marriages Act and the High-Level Political Compact on gender-based violence.

Other developments are of concern from a democratic and civic space perspective. These include the Data Protection Act and, if enacted, bills such as the Private Voluntary Organisations Amendment Bill and the envisaged “patriotic provisions” in the Criminal Law Amendment Bill.

The EU also maintains its concerns that the recommendations of the Motlanthe Commission of Inquiry have not been followed substantially and the perpetrators of violations which occurred in August 2018 and January 2019 are to date still enjoying impunity from prosecution. It is important that international human rights obligations are adhered to and the constitutional rights of the people of Zimbabwe respected.

In view of all the above, in its 2023 revision of the restrictive measures, the EU has decided to extend by one year the two measures in place (i.e.: the arms embargo and targeted assets freeze against one company, Zimbabwe Defence Industries). Since February 2022 there are no listed individuals. The EU will continue to closely follow developments, with a particular attention to the human rights situation and recalls its readiness to adapt the whole range of its policies accordingly.

The remaining restrictive measures in place do not affect the people of Zimbabwe, its economy, foreign direct investments, or trade. Zimbabwe continues to benefit from duty free and quota free access of its exports to the EU, while negotiations are ongoing to deepen the Eastern and Southern Africa (ESA) Economic Partnership Agreement. There is significant potential in terms of investments and job opportunities, provided that the Government promote political and economic reforms, facilitate a conducive and more predictable business environment, tackle corruption and foster respect for human rights and the rule of law.

Together with EU members states the EU will continue to support Zimbabwe’s National Development Strategy 1 in particular on (i) Gender equality and women empowerment and (ii) Greener and climate smart agriculture, with over €400 million until 2025. The EU commits itself to enhancing common efforts on addressing climate change on the basis of the Zimbabwean and EU commitments at COP27. The EU will continue to support the Zimbabwean people with humanitarian assistance, when needed.

The EU looks forward to a more comprehensive and constructive article 8 political dialogue in Harare, including on international issues, and more opportunities for high-level meetings. A positive example was the recent mission to Harare from the EU Special Representative for Human Rights.
