About Oral Health

A new Global Oral Health Status Report published today by the World Health Organization (WHO) provides the first-ever comprehensive picture of oral disease burden with data profiles for 194 countries, giving unique insights into key areas and markers of oral health that are relevant for decision-makers.

The report shows that almost half of the world’s population (45% or 3.5 billion people) suffer from oral diseases, with 3 out of every 4 affected people living in low- and middle-income countries.

Global cases of oral diseases have increased by 1 billion over the last 30 years—a clear indication that many people do not have access to prevention and treatment of oral diseases.

“Oral health has long been neglected in global health, but many oral diseases can be prevented and treated with the cost-effective measures outlined in this report,” said WHO Director-General, Dr Tedros Adhanom Ghebreyesus. “WHO is committed to providing guidance and support to countries so that all people, wherever they live and whatever their income, have the knowledge and tools needed to look after their teeth and mouths, and to access services for prevention and care when they need them.”

Rapid increase of oral diseases

The most common oral diseases are dental caries (tooth decay), severe gum disease, tooth loss and oral cancers. Untreated dental caries is the single most common condition globally, affecting an estimated 2.5 billion people. Severe gum disease ̶ a major cause of total tooth loss ̶ is estimated to affect 1 billion people worldwide. About 380 000 new cases of oral cancers are diagnosed every year.

The report underscores the glaring inequalities in access to oral health services, with a huge burden of oral diseases and conditions affecting the most vulnerable and disadvantaged populations. People on low incomes, people living with disabilities, older people living alone or in care homes, those living in remote and rural communities and people from minority groups carry a higher burden of oral diseases.

This pattern of inequalities is similar to other noncommunicable diseases such as cancers, cardiovascular diseases, diabetes, and mental disorders. Risk factors common to noncommunicable diseases such as high sugar intake, all forms of tobacco use, and harmful use of alcohol all contribute to the global oral health crisis.

Barriers to delivering oral health services

Only a small percentage of the global population is covered by essential oral health services, and those with the greatest need often have the least access to services. The key barriers to delivering access to oral health services for all include:

Oral health care requires high out-of-pocket expenditures. This often leads to catastrophic costs and significant financial burden for families and communities.
The provision of oral health services largely relies on highly specialized providers using expensive high-tech equipment and materials, and these services are not well integrated with primary health care models.
Poor information and surveillance systems, combined with low priority for public oral health research are major bottlenecks to developing more effective oral health interventions and policies.
Opportunities to improve global oral health

The report showcases many promising opportunities to improve the state of global oral health including:

adopting a public health approach by addressing common risk factors through promoting a well-balanced diet low in sugars, stopping use of all forms of tobacco, reducing alcohol consumption and improving access to effective and affordable fluoride toothpaste.
planning oral health services as part of national health and improving integration of oral health services in primary health care as part of universal health coverage.
redefining oral health workforce models to respond to population needs and expanding competencies of non-dental healthcare workers to expand oral health service coverage; and
strengthening information systems by collecting and integrating oral health data into national health monitoring systems.
“Placing people at the heart of oral health services is critical if we are to achieve the vision of universal health coverage for all individuals and communities by 2030,” said Dr Bente Mikkelsen, WHO Director for Noncommunicable Diseases.

She added: “This report acts as a starting point by providing baseline information to help countries monitor progress of implementation, while also providing timely and relevant feedback to decision-makers at the national level. Together, we can change the current situation of oral health neglect.”

School Head Jailed For Leaking Exam Paper

A DEPUTY headmaster and an English teacher at Sipepa High School in Tsholotsho district, Matabeleland North were each sentenced to three years in prison for leaking a Zimbabwe Schools Examination Council (Zimsec) O-level English (paper 1) to candidates at the school.

Brian Mazendami (41) of 20596 Pumula South, Bulawayo, who is the deputy headmaster and the teacher, Makosini Mondela (50) of Sipepa Line in Tsholotsho were convicted on their own pleas of guilty to criminal abuse of duty as a public officer and contravening Section 35(a) and (b) of the Zimsec Act by Tsholotsho resident magistrate Mr Victor Mpofu.

The two, were, however, spared the agony of jail life after the magistrate conditionally suspended 18 months of the sentence on the condition that they do not within that period commit a similar offence.

The remaining 18 months were further suspended on the condition that Mazendami and Mondela each perform 630 hours of community service starting today.

Mondela will perform community service at Jakalasi Primary School in Tsholotsho while Mazendami will be at Godlwayo Primary School in Pumula

Prosecuting, Ms Sharon Phiri said on October 14, 2022, at around 4PM, Mazendami and Mondela connived and opened the strong room, where the examination papers were kept.

They took out a sealed envelope containing English Language paper 1 (4005/01) November 2022 examination and copied two questions from the sealed envelope before they returned it to the strong room.

“Mazendami then taught his selected students how to write compositions based on those topics. He then corrected them after submitting their compositions,” said Ms Phiri.

The court heard that a whistle-blower sent an anonymous letter to Zimsec and a taskforce team was set up to conduct investigations at Sipepa High School leading to the arrest of the two teachers.

Meanwhile, in another case, a George Silundika High School teacher, Joseph Moyo (36) appeared before Tsholotsho magistrate Mr Regius Mawarire for leaking a Mathematics examinations paper. He was released on free bail to December 15.

As part of the bail conditions, he was barred from visiting the school until the finalisation of investigations by the police.

He was also ordered to continue residing at his given address in Cowdray Park and reports at ZRP Cowdray Park once a fortnight.

Circumstances are that Moyo, a Chemistry teacher, was allegedly sent Zimsec O-level Mathematics paper two by one Farai Sibanda, who is still at large, via Bluetooth.

“On the 19 October, a day before the Mathematics paper 2 examination was written, Moyo conducted extra lessons for his Form Four learners at his laboratory during which he started revising the leaked paper,” said the prosecutor, Ms Valentine Makoni.

Moyo was represented by Mr Thabekhulu Dube of Ncube and Partners.

Last week, a headmaster at Thokozani Secondary School in Insiza district, Matabeleland South Gainmore Muzezewa and his deputy, Howard Zvipore appeared before Filabusi magistrate Ms Belinda Nunu facing charges of criminal abuse of office and violating Section 35 of the Zimsec Act.

Gainmore Muzezewa allegedly wrote a Zimbabwe School Examinations Council (Zimsec) Ordinary Level English examination (Paper 1 and 2) for a candidate.

His deputy, Howard Zvipore, who was in charge of the examination process in his capacity as a cluster manager, was allegedly aware of the incident.

They were remanded in custody to tomorrow pending the outcome of their bail application.

I am struggling to recover from the levels of betrayal and treachery by Baba’s nephew Dread Zhuwao and the man whom we rescued from flying bullets in 2017, Jonso.

The two former G40 kingpins literally went on their hands and knees begging for forgiveness from the corrupted Zanu PF led by Ngwena, who removed Baba from power via that cowardly coup.

In an open letter dated November 15, 2022, and signed by the two traitors, it said they should have never denounced the ruling party.

“Between 2018 and 2020 – on the back of the 15 November 2017 military coup that ousted President Mugabe and his government from power and violently targeted us and other comrades linked with the so-called G40 — we associated ourselves and used the hashtag “Zanu PF Must Go” (#ZanuPFMustGo), in our public messaging and communication,” they wrote.

“Whereas we stopped using the hashtag and disassociated ourselves from it quite some time back, it is our considered judgment that we owe you a long overdue apology for having used the hashtag and for having associated ourselves with it, in the first place.”

Johnso and Dread Zhuwao begging Baba’s tormentors for forgiveness is betrayal that would make Judas Iscariot green with envy.

Is this how they repay his kindness? Were they also promised 30 pieces of silver?

Dread Zhuwao and Johnso have shown that Baba’s principles clearly didn’t cascade down to these two.

Ngwena’s crusade against corruption continues to be exposed for the hot air that it is.

The Zimbabwe Anti-Corruption Commission (Zacc), which the government claims is the major corruption buster cannot even retain its workers as they are fleeing the impoverished outfit in droves.

Instead of fighting corruption their employees are fighting to leave the institution for greener pastures kkkkkk.

Who can blame them from fleeing this poverty-infested organisation where one is more likely to catch rodents than corrupt individuals in their offices?

The Zacc boss Loice Matanda Moyo revealed that the catch and release problem of accused persons in high profile corruption cases is being caused by witness fatigue and lack of witness protection.

It is typical of Ngwena to fire one commission to replace them with an even more incompetent team than the previous one.

Honestly, how can a corrupt government fight corruption? It is like fighting against itself kkkkkkkkk.

The Oxford professor Mthuli will be presenting the so-called budget this week where he will present fictitious budget allocations to ministries and government departments only to distribute a quarter (If not less) of the amounts he would have said he has allocated.

Like his boss Ngwena, Mthuli has mastered the art of hypocrisy.

He has been waxing lyrical about the need to use our local currency for transactions as we go down the dedollarisation path.

But he did not heed his advice at the album launch for songstress Sandra Ndebele.

Dazzled by Ndebele’s dance moves, Mthuli forgot all about dedollarisation as he stumped up more than US$8000 for the album with not one RTGS included in the transaction.

So much for the drive for the use of local currency!

“My New Car Is Not A Donation”: Madam Boss Clears Air

By A Correspondent- Socialite and comedienne, Tarisai “Madam Boss” Chikocho, says she BOUGHT her new car.

Some reports have claimed she received a donation because of her high profile.

Madam Boss was involved in an accident on her way to Kadoma for a show headlined by South African diva, Makhadzi.

She told H-Metro on Thursday that she has found a new luxurious Ford Ranger.

“Do you think an insurance company can replace a damaged vehicle within a short period of time?

“I bought it myself and no one donated it to me,” said Madam Boss.

She expressed disappointment at the negligence shown by employees of a company, which failed to fix wheel nuts, resulting in her accident.

“Vehicle Inspection Department, evaluators and police have concluded that the wheel nuts were not properly fixed, and that’s what led to the accident.

“It is disturbing me daily, but as for my body all is now well and I am enjoying my new kid.

She is performing well on the road.”

Asked how she had been managing her errands without a vehicle, she said: “My husband (Ngoni Munetsiwa) was helping me with business errands.

“He would take me from place to place where I had appointments.

“By the way, I sold my other car to fund my projects.”

Chemistry Teacher Hauled To Court Over Leaked Exam

By A Correspondent- A chemistry teacher at George Silundika High School, Joseph Moyo (36), recently appeared before Tsholotsho magistrate Regius Mawarire for leaking a Mathematics examinations paper.

Epworth Man Kills Ex- Wife’s New Lover

By A Correspondent- Police in Harare have arrested an Epworth man, Innocent Zaruma (34) over murder.

Zaruma was nabbed after he attacked his ex-wife, Talent Simba (23), and her partner Surance Sithole (22) after he had found the two walking together near Mabvazuva Secondary School in Epworth, Harare on 16 November 2022

Zaruma stabbed Sithole once on the stomach before dragging his ex-wife to an unknown place, leaving the victim with protruding intestines.

He died upon arrival at Parirenyatwa Hospital.

Parents Charged US$2 For End Of Term Tests

By A Correspondent- The Roman Catholic Church was forced to intervene and stop teachers at St Joseph Primary School from demanding US$2.00 from every pupil so that they will be allowed to sit for end-of-year tests.

Parents alleged that the Roman Catholic Church-run school, which has a reported enrolment of over 1 000 learners, asked parents and guardians to pay the money so that their children would be allowed to write end-of-term examinations.

The pupils were also made to pay ZWL$300 for Visual & Performing Arts (VPA) and Physical Education (PE).

However, following an uproar by parents, Father Christopher Wusiku, who is the Local Responsible Authority for the school, directed that the learners should be given back their money, that is, the US$2 and the ZWL$300.

When contacted for comment, Father Wusiku refused to confirm or deny the reports but insisted that the parents are aware of the school’s position on the matter.

A source told Pindula News that it was never the school’s policy to request pupils to make payments towards their end-of-term tests but was an arrangement made by some teachers and their pupils.

St Joseph Primary School is situated at Mutora Growth Point In Gokwe North and is one of the largest and most prestigious schools in the district.

Sanyati Couple Nabbed For Drowning 9month Old Infant

By A Correspondent- Police have arrested a Sanyati couple for brutally murdering a nine-month-old infant from the wife’s previous relationship by drowning her in a bucket of water and burying her remains in a shallow grave.

Pelagia Jakaza, 19, the mother of the baby, plotted with her husband Bonface Mberegwa, 23, to exterminate the child born from Jakaza’s previous relationship.

In a weekend statement, police said the couple committed the heinous act on November 9 this year.

On 19/11/22, ZRP Sanyati acted on a tip-off and arrested Pelagia Jakaza (19) and her husband, Bonface Mberengwa (23), for a case of murder in which they allegedly conspired to kill Pelagia Jakaza’s nine-month-old child sired from a previous relationship by drowning the victim in a bucket of water, on 09/11/22

They two buried the remains in a shallow grave on an anthill at Mapfuti Village, Sanyati. Police recovered the bucket used in drowning the victim and exhumed the body. #notocrime,” police said.

The criminal came to light at a time Zimbabwe joins the rest of the world in commemorating World Children’s Day, which is observed annually on November 20.

The World Children’s Day campaign aims to increase international cooperation and awareness among children, as well as to improve their well-being.

Cases of child abuse are now common in the country, with two minors, aged nine and eight, from Tsholotsho and Bindura, respectively, recently raped ad impregnated.

Civil societies and child rights groups have urged the government to roll out a national programme that advocates for children’s rights, security and protection.

Mugabe has perfected the art of winning elections. So it will be very foolish for the opposition to continue legitimizing these sham elections which don’t deliver. This country will go through a serious economic crisis in 2020 caused by Zanu PF. And yet, this is the only country where a government doesn’t perform, it is encouraged by a super majority in parliament,” said Tendai Biti in a 2015 interview with Isaac Mugabi.

“So you can’t continue subjecting Zimbabweans to processes where their hopes just get crushed.”
There are four key points in Biti’s admission:

1) The elections are not just flawed and illegal they are so flawed the opposition cannot win.

2) Zanu PF is guaranteed of a super majority which the regime then uses to do as it pleases.

3) By participating in the flawed elections, the opposition is giving Zanu PF legitimacy.

4) Tendai Biti is well aware of the consequences of the participating in these flawed elections is crushing the hopes for meaningful political and economic change in the country. The consequences of giving Zanu PF legitimacy is perpetuating the corrupt and tyrannical Zanu PF dictatorship.
The reader will be interested to know that Tendai Biti’s condemnation of the opposition’s position of participating in the flawed 2013 elections was not a lightning bolt out of the clear blue sky.

MDC-T 2014 party congress had come out with a resolution they party would not participate in any future elections and by elections until democratic reforms to stop Zanu PF rigging the elections were implemented.

“No reforms! No elections!” was the new MDC-T party slogan.
By the end of 2015 MDC-T had ditched the resolution to stop participating in elections until democratic reforms were implemented. The party was openly admitting it would participate in the upcoming 2018 elections.

Tendai Biti, who had broken away to form his own party, reconciled to his former MDC-T friends to form the MDC Alliance which went on to participate in the 2018 elections – forgetting Biti’s June 2015 denouncing participation as foolish and MDC-T party resolution.
There was no follow-up interview with Biti, asking him why he and his MDC friends have continued participating in flawed elections post 2015, knowing fully well doing so only gave vote rigging Zanu PF legitimacy, perpetuated the dictatorship and thus the suffering of the people! Of course, Biti and his opposition colleagues were asked the question but have been very careful to avoid answering it or else offered so feeble excuse for participating.

The only MDC leader who has given an explanation why MDC has consistently participate in flawed elections was David Coltart.

“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the (2013) elections,” confessed Coltart in his Book, , The Struggle Continues 50 years of Tyranny in Zimbabwe..

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”
MDC leaders realised the sheer stupidity of participating in the flawed elections but reason was trumped by greed. They each had their eyes set on winning the few gravy train seats they knew Zanu PF was giving away to entice the opposition to participate.

Indeed, SADC leaders had advised the two MDC factions not to participate in the 2013 elections without first implementing the reforms. The good advice fell on deaf ear because of greed.
As noted above, four of the main MDC factions came together to form the MDC Alliance (MDC A) before the 2018 elections, the united party did not stop them participating in that year’s elections.

CCC is basically MDC A rebranded, it still constitutes the main opposition winning 43% of the vote according to ZEC 2018 result and the remaining 40 plus opposition parties winning 4% of the vote. So, for CCC boycotting the 2023 elections would make a lot of sense, to follow Coltart’s argument: more so now given the 42 years of rigged elections. And yet Chamisa and co are hell bent on participating in these flawed elections for the same reasons as before – greed and breath-taking incompetence!
The Tendai Biti interview is available on DW, together with David Coltart’s Book; they provide the documentary proof Zimbabwe’s opposition leaders have KNOWN all along that Zanu PF is rigging these flawed elections and that their participation was giving the regime legitimacy and thus perpetuating the dictatorship. No Reforms No Polls- President Chamisa

Citizens Coalition for Change (CCC) leader Nelson Chamisa has hinted that his party will consider boycotting the 2023 elections if its concerns over the voters’ roll are not addressed.

The Zimbabwe Electoral Commission (Zec) has been in the eye of a storm after data experts exposed a number of irregularities in the voters’ roll.

Some of the anomalies unearthed by data analysts Team Pachedu include the movement of registered voters from their wards and constituencies without their consent.

They exposed cases where people using the same address were being registered under different wards.

In some areas, there are registered voters who used addresses of central business district offices, which have not been in use for some time, among other anomalies.

The opposition CCC has called for an independent audit of the voters’ roll, but Zec has turned down the demands.

Chamisa told The Standard in an interview that if Zec failed to provide a credible voters’ roll, the party would be left with no option, but to withdraw from the polls.

“We have been there (during the by elections) to test the environment and also to test Zec’s sincerity, but that test has left questions,” he said.

“If there is no credible voters’ roll, we are telling citizens that it’s something that will be a deal breaker. We will not allow an election that has no credible voters’ roll in this country.

“There can’t be a credible election without the access to an electronic voters’ roll, a credible one that is audited.

“The voter’s roll must be audited by all parties.”

Zec itself said it had picked up over 180 000 errors on the voters roll as of June 23.

Independent election watchdogs said the figure was too huge, and could have a strong bearing on the outcome of next year’s elections.

“We have written several times to Zec, and we have written a document, a very detailed document indicating where we have qualms with their conduct and attitude, but they have not been able to respond to that document,” Chamisa added.

“We have also written to them about the voters’ roll, but they have not been able to respond.

“They have to pass the integrity, professionalism, and accountability test.

“More importantly they have to pass the independence test.”

Zec has, however, said it would set “reasonable conditions” on availing the voters’ roll on a platform only accessible to those approved by the commission to protect it against possible tampering.

The hard copy was pegged at US$187 000, a fee, which again political parties said was too high.

Zec chief elections officer Utloile Silaigwana urged political parties that have any issues about violations of electoral laws to report to the police.

“During elections, the Commission also establishes multi-party liaison committees in terms of sections 160B, C and D of the Electoral Act to resolve electoral disputes and allied malpractices in an amicable way,” he said.

“Aggrieved parties who observe violations of the code and feel that they are beyond the jurisdiction of multi-party liaison committees are advised to report such issues to the police, since such violations are deemed criminal offences.”

Zimbabwe has a history of disputed elections, with the voters’ roll being at the centre of the disputes.

Elections watchdogs and other opposition parties said elections without a credible voters’ roll were meaningless.

MDC-T national chairperson Morgen Komichi said a credible voters’ roll determines a free and fair election.

“That’s part of the electoral reforms that we are demanding. We do not want a disputed election,” Komichi said.

“There will be no legitimacy and the country will remain isolated internationally.”

Political analyst Vivid Gwede said serious pressure, both local and diplomatic, must be exerted on Zec and government on the need for a credible voters’ roll.

“The public needs to know that eligible voters, and only eligible entries, are on the voters’ roll,” Gwede said.

“The roll is also important for other crucial processes such as the delimitation of constituencies.

“Thus, the call for radical transparency with the voters’ roll is on point.”

Zanu PF secretary for administration Orbet Mpofu said Zec has the responsibility to ensure stakeholders have access to a credible voters’ roll.

“Zanu PF has never interfered with the process,” said Mpofu.

“As Zanu PF, we can’t comment on the voters’ roll because we are aware Zec is still working on it and has not yet released the document.”— Standard

Tysoe Says ED Was Always Bob’s Successor

SELF-EXILED former minister Saviour Kasukuwere has accused the ruling Zanu PF party of failing to abide by its constitution in elevating President Emmerson Mnangagwa as its leader following the ousting of the late former leader Robert Mugabe.
Speaking at a discussion on the fifth anniversary of Mugabe’s ouster held under the topic, Back to the Future: A Review of the Post-November 2017 Coup in Zimbabwe which was hosted by Sapes Trust last Thursday, Kasukuwere accused Mnangagwa of inheriting Mugabe’s traits of consolidating power around himself.

He also claimed that Mnangagwa was Mugabe’s preferred successor but was pressured by power-hungry allies to stage a coup in November 2017.

“Those colleagues were looking at the watch and wanted to taste power. Their ages were advancing and some were turning 79, others 80. If we had discussed this at the party we would not have been where we are now,” Kasukuwere said.

“The appointment of Mnangagwa as then Vice-President was an indication that Mugabe wanted him to come in. This was a discussion he had with us to say: ‘Let Mnangagwa come in and we can move forward.’ But Zanu PF being Zanu PF there was a secretive way of doing things which created problems for us up to this day.”

Mugabe, who had ruled Zimbabwe since 1980 and overseen its descent into economic ruin, watched as a bitter rivalry developed between his wife Grace and Mnangagwa which precipitated his ousting by military chiefs.

Grace had hoped to take over as president and had the backing of a Zanu PF faction known as G40 while the army was backing Mnangagwa.

Kasukuwere said Mnangagwa had succumbed to pressure from power-hungry allies, adding that Mugabe had sensed his growing “disloyalty,” and fired him as vice-president and purged him from the party on November 6, 2017.

The dismissal enraged Mnangagwa, who had served the liberation movement since his youth and for which he was nearly executed after he was caught bombing a train as a young militant.

“When Mugabe developed doubts about Mnangagwa’s loyalty, that is when Mnangagwa failed to control his faction members. That led to the unconstitutional events of removal of President Mugabe,” Kasukuwere told NewsDay yesterday.

At the discussion, he said: “We should have stuck to the constitutional process to challenge the President. The big problem in Zanu PF now is that nobody can stand up and say ‘I want to be a Zanu PF president.’ You can say that in exile, not in Zimbabwe. We should have stuck to the constitutional process to challenge the President.”

Mugabe was regarded as one of the great survivors of international politics, but Kasukuwere admits that he overstayed while insisting that deep-rooted factionalism in the party forced the aging leader to defer his plan to step down early.

“After the 2002 elections and thereafter, Mugabe intended to step down, but factors took place that meant he remained in office until 2008 when we had that humiliation with the MDC and he stayed up to 2013 when he won. We thought after winning the election in 2013 he would put in place processes for a much more stable succession programme.

“In 2017, he told me as his political commissar that he was stepping down. We were in Mexico attending a conference and we talked for about seven hours. Still, it was too late because of the dynamics of the politics at that time,” Kasukuwere said.

Kasukuwere is conspicuously absent as two of his G40 colleagues, Jonathan Moyo and Patrick Zhuwao try to manouvre their way back into the ruling party.

Last week, the two former ministers made a public apology for being involved in the opposition Citizens Coalition for Change (CCC) party politics.

Speaking at the same dialogue, CCC vice-president Tendai Biti said there was need for Zimbabweans to converge for a democratic breakthrough from “Zanu PF capture.”

“I want to agree with those who say we need a new consensus, we need a new social contract, we need new levers of interaction and intervention. (Zimbabwe is) a broken society,” Biti said.

“It’s a broken country. We have been mutilated. We have been vandalised by autocracy, by a political system, by a political party built on the culture of entitlement, built on the culture of impunity, built on the messianic complex, no one can rule except Zanu PF.” -Newsday

Fresh Trouble For Buyanga

The National Prosecuting Authority (NPA) has applied to the High Court challenging the cancellation of a warrant of arrest for controversial businessperson Frank Sadiq Buyanga by Harare provincial magistrate, Judith Taruvinga.
Prosecutor-General Nelson Mutsonziwa cited Taruvinga and Buyanga as the first and second respondents, respectively.

Buyanga was arrested in South Africa on November 10, 2022, on charges of child trafficking, immigration violations, forgery and contempt of court.

Mutsonziwa wants the High Court to set aside Taruvinga’s judgment, arguing that the warrant was cancelled without following due process.

“The court presided over a matter in which it lacked jurisdiction to cancel a warrant of arrest after it had been executed by law enforcement authorities of the Republic of South Africa under an extradition request made to it by the Republic of Zimbabwe,” Mutsonziwa said.

“There was a gross irregularity in the proceedings or the decision of the court in that the court perpetuated contempt of court by the second respondent by granting his legal practitioner audience in circumstances where the High Court, Supreme Court and Constitutional Court of Zimbabwe, respectively found him to have dirty hands and consequently denied him an audience.”

Magistrate Taruvinga rescinded her judgment last Monday because a low-ranking police officer, Sergeant Lilybirth Ndlovu, erroneously applied for the warrant of arrest.

Buyanga’s lawyer Admire Rubaya told the court that the Criminal Procedure and Evidence Act requires that a police officer applying for an arrest warrant be at least at the rank of inspector or an assistant inspector in charge of a police station.

But police claimed some “discrepancies” on how the matter was handled. Court papers show that Detective Inspector Naison Chirape applied for the warrant of arrest.

When the matter was heard, Chirape’s affidavit was not considered, police said.

There are two other warrants of arrest against Buyanga — one issued by High Court judge Justice David Mangota and the other by Justice Jacob Manzunzu.

Buyanga’s arrests emanated from a protracted child custody wrangle with his ex-girlfriend Chantelle Muteswa. The matter will be heard today at the High Court before Justice Pisirayi Kwenda. -Newsday

Benzema Injury Worries France

France striker Karim Benzema has suffered an injury scare just hours before the start of the 2022 FIFA World Cup.

Benzema, who had just recovered from a thigh injury, was pulled out of his first full training session with Les Bleus on Saturday night after aggravating it.

According to French outlet RMC Sport, there’s now a great concern among the France technical about the 2022 Ballon d’Or winner’s participation in the World Cup.

In their training session update, the publication said: “While he (Benzema) seemed rather comfortable during the first fifteen minutes of the session, the intensity then increased, which his body obviously did not appreciate.

“He touched his thigh and kept away from the field for several moments, Benzema could have relapsed, to the point that the staff is very worried for the whole of the competition.”

Should the worst happen, coach Didier Deschamps has until Sunday to name a replacement for the striker.

This would be his second change in the last three days after Christopher Nkunku picked an injury that ended his World Cup campaign.

WHO highlights high cost of physical inactivity in first-ever global report

Almost 500 million people will develop heart disease, obesity, diabetes or other noncommunicable diseases (NCDs) attributable to physical inactivity, between 2020 and 2030, costing US$ 27 billion annually, if governments don’t take urgent action to encourage more physical activity among their populations.

The Global status report on physical activity 2022, published today by the World Health Organization, measures the extent to which governments are implementing recommendations to increase physical activity across all ages and abilities.

Data from 194 countries show that overall, progress is slow and that countries need to accelerate the development and implementation of policies to increase levels of physical activity and thereby prevent disease and reduce burden on already overwhelmed health care systems.

Less than 50% of countries have a national physical activity policy, of which less than 40% are operational
Only 30% of countries have national physical activity guidelines for all age groups
While nearly all countries report a system for monitoring physical activity in adults, 75% of countries monitor physical activity among adolescents, and less than 30% monitor physical activity in children under 5 years
In policy areas that could encourage active and sustainable transport, only just over 40% of countries have road design standards that make walking and cycling safer.
“We need more countries to scale up implementation of policies to support people to be more active through walking, cycling, sport, and other physical activity. The benefits are huge, not only for the physical and mental health of individuals, but also for societies, environments, and economies…” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “We hope countries and partners will use this report to build more active, healthier, and fairer societies for all.”

The economic burden of physical inactivity is significant and the cost of treating new cases of preventable non-communicable diseases (NCDs) will reach nearly US$ 300 billion by 2030, around US$ 27 billion annually.

Whilst national policies to tackle NCDs and physical inactivity have increased in recent years, currently 28% of policies are reported to be not funded or implemented. Considered a “best buy” for motivating populations to combat NCDs, the report showed that only just over 50% of countries ran a national communications campaign, or organised mass participation physical activity events in the last two years. The COVID-19 pandemic has not only stalled these initiatives, but it also affected other policy implementation which has widened inequities in access to and, opportunities for, engaging in physical activity for many communities.

To help countries increase physical activity, WHO’s Global action plan on physical activity 2018-2030 (GAPPA) sets out 20 policy recommendations – including policies to create safer roads to encourage more active transport, provide more programmes and opportunities for physical activity in key settings, such as childcare, schools, primary health care and the workplace. Today’s Global Status report assesses country progress against those recommendations, and shows that much more needs to be done. One critical finding in the Global status report on physical activity is the existence of significant gaps in global data to track progress on important policy actions – such as provision of public open space, provision of walking and cycling infrastructure, provision of sport and physical education in schools. The report also calls for weaknesses in some existing data to also be addressed.

“We are missing globally approved indicators to measure access to parks, cycle lanes, foot paths – even though we know that data do exist in some countries. Consequently, we cannot report or track the global provision of infrastructure that will facilitate increases in physical activity, “said Fiona Bull, Head of WHO Physical Activity Unit. “It can be a vicious circle, no indicator and no data leads to no tracking and no accountability, and then too often, to no policy and no investment. What gets measured gets done, and we have some way to go to comprehensively and robustly track national actions on physical activity.”

The report calls for countries to prioritize physical activity as key to improving health and tackling NCDs, integrate physical activity into all relevant policies, and develop tools, guidance and training to improve implementation.

“It is good for public health and makes economic sense to promote more physical activity for everyone,” said Dr Ruediger Krech, Director Department of Health Promotion, WHO. “We need to facilitate inclusive programmes for physical activity for all and ensure people have easier access to them. Grandpa Forces Self On Woman (22)

AN 86-YEAR-OLD Makoni grandpa who was caught red-handed as he was s_3xually abusing a mentally challenged woman (22) was jailed six years for the offence.

Katesi Mamvura of Nzvimbe Village was convicted by Rusape regional magistrate, Mr Francis Mapfumo, after pleading not guilty to the offence.

Mamvura denied the charges saying he was caught just before the act.

However, he was convicted after a full trial and sentenced to six years imprisonment.

Three years were set aside on condition of good behaviour.

Prosecutor, Mr Marlon Makamba said the senior citizen took advantage of the absence of the complainant’s mother to abuse her.

“The complainant is mentally challenged. On April 17, the complainant was left at home, together with her sister while their mother travelled to Harare for the Easter church service.

“Mamvura went to the complainant’s homestead and found her alone. He escorted her to a nearby bush where he rap_ed her. While Mamvura was busy abusing the complainant, her sister arrived at the scene.

“Mamvura left in a huff and left the two sisters at the scene,” said Mr Makamba.

“A police report was made, leading to Mamvura’s arrest,” he said.

Harare Man Beaten To Death Over Road Mishap

A road traffic accident scene bust up ended in tragedy after a passenger who had joined an argument over the cause of the road mishap was beaten up by occupants of the other vehicle and later died from the assault injuries.

The incident, according to a police statement Friday, happened at Total Service Station in Glen Norah B April 9 this year.

Police said Christopher Kahari, who was aged 42, was assaulted by unknown suspects after a minor road accident.

“The victim, Chrispen Kahari, was a passenger in a Mitsubishi L200 vehicle, registration number AAD9608 when the car got involved in a minor road traffic accident with an unidentified vehicle at a shopping centre.

“The vehicle occupants, who were in the other car, then attacked the victim and the Mitsubishi L200 driver.”

The victim, who had sustained severe injuries, managed to escape to his home, where he later succumbed to the injuries on the following day.

Police appealed for information that could lead to the arrest of the suspects.

Who is Benefiting Out Of SRC/ZIFA/FIFA Circus?

By Etiwel Mutero | I remember in the early 1980s as I grew up I became aware of a sport called football. We used to play plastic balls within our village. All young boys will gather at a village central location and chase the plastic balls, even during hot unfavourable whether conditions.

We graduated our village level plastic balls soccer at school when had a feel of a real and bigger soccer ball. Every young boy wanted to be selected into team A or B of the school’s team. It was an honour to wear the School’s soccer jersey and participating in the school’s soccer team came with rewards of drinking Mazoe Orange Crush with a half bread quoted with Stock Margarine whenever there were inter schools football competitions.

One day during a weekend I visited my uncle ,that is , brother to my father.On this day my uncle was enjoying listening to a football match commentary coming from his supersonic radio. It was a match between Dynamos and Highlanders.I later discovered that the majority of Shona people supported Dynamos while my Malumes the Ndebeles were always behind Highlanders.

I found out that football seemed to be the most loved sport in Zimbabwe if not in the world.I also found that football instill patriotism especially when national teams plays with another nation. Citizens forget anything to do with their economic challenges such as unemployment, low salaries wages, political or tribal differences .I have seen on several occasions Zimbabweans singing “yava nyama yekugocha…yowerere hehaheee bayawabaya!!!!” “Go warriors ….Score warriors Score score warriors woyee…!!!!”

Zimbabwean national teams, male and female have participated in a number of football soccer tournaments such as Cosafa ,CAF and World Cup football campaigns.We have won some games and lost a lot but Zimbabweans’ support for their national teams did not waver.We remain committed to support whatever is Zimbabwean, a win or a loss we continue to support our Warriors and our Mighty Warriors.

About two or three years ago we read in the press that our soccer stadiums have been inspected and have been found not fit to host international games.We were told that Zimbabwe has been given a due date to upgrade its own soccer stadiums or the stadiums will be condemned and Zimbabwe will never host any international soccer game within its borders.

We read in the press that Zimbabwe has pledged it’s commitment to adhere to the CAF deadline .We were told there is a company which has been given a tender to upgrade the National Stadium to the standard wanted by CAF. Then Covid came ,all soccer activities were suspended.We thought the government will take advantage of the Covid induced football competitions break to improve our football pitches but this was not the case.The Ministry of Youth and Sports stopped to give any updates on the upgrades of National Sports Stadium.The last update was an incident Kirsty Coventry had been accused of failing to maintain soccer stadiums doted throughout the country.Her ministry refuted the claims that her Ministry owns soccer stadiums in the country.The Ministry admitted that it was given the National Sports Stadium just recently and that it was working hard to make sure it is upgraded to the CAF standards.

The Ministry of Youth and Sports failed to upgrade the National Sports Stadiums to CAF standards within the stipulated time and Zimbabwe was barred from hosting any international soccer game within its borders .That means Zimbabwe was to host home games away from home.The arrangement was going to be very embarrassing to Zimbabwe.

How much was it going to cost us to develop and improve National Sports Stadium, Barberfields Stadium or Ascot Stadium to CAF standard.Is it so expensive that we failed to have a single CAF approved stadium? Whose fault was it that CAF ended up forbidding us from hosting any international soccer game within our borders? Who is a failure here? Shall we condemn the Minister of Youth and Sports Kirsty Coventry or it’s the SRC as led by Mlotshwa or shall we lay all the blame to Felton Kamambo and his ZIFA board.Who is to blame?

Guys somebody has to shoulder the blame here .The genesis of the soccer challenges which we are facing today started when all our soccer stadiums were condemned by CAF yet we have numerous boards in the country which claims to have the interest of the game at heart yet our soccer stadiums have been condemned .Is Zimbabwe so poor to the extent that it fails to have a single CAF approved soccer stadium ?Can we blame poverty or poor soccer administration for the soccer predicament which we find ourselves in?

I used to watch Kirsty Coventry swimming on flying the Zimbabwean flag high on TV .She used to be my hero. When President Mnangagwa appointed her to lead the Sports Ministry I said yes she is qualified to lead that Ministry.However , as we approach the end of her five year tenure ,I am failing to count her achievements so far because it was during her tenure that Zimbabwean Stadiums have been condemned by CAF and it is during her tenure that ZIFA was suspended by FIFA.I doubt if she is still my sports hero.

As all soccer loving Zimbabweans were still pondering on how the Ministry of Youth and Sports was to solve the soccer stadium crises… boom… the SRC announced the suspension of the ZIFA Board. Mlotshwa announced that they knew that FIFA will suspend ZIFA because FIFA rules doesn’t allow government interference in football matters.

Instead of working on the condemned soccer stadiums Mlotshwa was putting his efforts on politics.He was looking for a fight with Kamambo and FIFA.I have already pointed out above that Zimbabwe was going to be embarrassed because it had to fly out of the country to play home games away from home.Maybe we were to go and play our home games in SA which had better soccer stadiums in the region.Quite embarrassing isn’t it .I am made to believe Mlotshwa sought to cover up the embarrassment by pulling out the Country from international games.

Forget about corruption and money embezzlement noises at ZIFA .Corruption has always been there at ZIFA since the time of Leo Mugabe ,Phillip Chiyangwa,Rushwaya etcetera, we have read and heard about the corruption at ZIFA but the SRC never interfered with the soccer issues during those times why now?

It’s not like I am condoning corruption but I am saying if the government agreed to FIFA rules why break those rules now disadvantaging our young men and women ruining their professions.

We must learn to separate politics and soccer.The FIFA president recently before the biggining of the Qatar FIFA World Cup emphasized the same. We must separate football issues from political issues.Football issues including its problems must be solved by football associations themselves and not by the government.ZIFA has its board ,councillors ,Secretariat and on top of the ZIFA Board there is FIFA .All these structures were supposed to deal with Kamambo if he was indeed misusing ZiFA funds and government was not supposed to interfer with ZIFA Issues.

I got the shock of my life recently to read in the news that Mlotshwa is saying he is not in any hurry to have the FIFA suspension on Zimbabwe lifted.Yes he is not in a hurry because soccer is not his business, he doesnt have a son or a daughter who is a professional footballer, he is old such that he is thinking of retirement ( if he is not already retired) .He doesn’t care for our young men and women’s professions harmed by this FIFA suspension.His utterances should be condemned by all progressive soccer loving citizens. How can Mlotshwa utter such words when the country is moaning the death of the worlds beautiful game in the country.Is Mlotshwa enjoying this? How can Mlotshwa confine Zimbabwean soccer teams within the boarders of Zimbabwe and barr our warriors and mighty warriors from international soccer tournaments such as Cosafa, CAF and FIFA competitions? Does Mlotshwa think that Zimbabweans’ are enjoying what he is doing? Whose interests is he chasing?

Mlotshwa is quoted as saying Zimbabwe will apply for the uplifting of FIFA suspension when he is sure that the reforms which they are doing are through.The nation is left wondering what Mlotshwa means when he talks of reforms.Which reforms is he referring to which excludes upgrading or building new standard stadiums like we saw South Africa doing in 2010? What are the reforms which Mlotshwa is referring to which excludes developing the soccer game from grassroots like funding soccer academies, scouting for talents from schools including from rural schools, such as places like Binga or Gokwe and giving scholarships to talented boys and girls to study at well equipped schools or academies so that their talents are developed from their young age to adulthood- the soccer junior policy.

Is anyone aware of the reforms echoed by Mlotshwa or the reforms are all about their politics with the Kamambo Board?

Mlotshwa must lay his parroted reform clear to the nation with clear timelines so that everyone knows if he is achieving his so called reforms goals.If he is failing to implement his reforms then he must be asked to step aside together with his useless board.

If Zimbabweans today to choose between Mlotshwa’s SRC team and the reinstatement of the Kamambo Board they will chose the later. Nobody likes what Mlotshwa and his SRC gang is doing to our Zimbabwe Soccer.We want to see our soccer national teams back into action.

World Cup 2022 Details

The 2022 FIFA World Cup kicks off in Qatar on Sunday , November 20.

The group stage will run until Friday, December 2, with four games being held each day.

The first of the knockout games will then start the following day on Saturday, December 3, and the final will be held on Sunday, December 18.

Benzema Suffers Injury On World Cup Eve

France striker Karim Benzema has suffered an injury scare just hours before the start of the 2022 FIFA World Cup.

Benzema, who had just recovered from a thigh injury, was pulled out of his first full training session with Les Bleus on Saturday night after aggravating it.

According to French outlet RMC Sport, there’s now a great concern among the France technical about the 2022 Ballon d’Or winner’s participation in the World Cup.

In their training session update, the publication said: “While he (Benzema) seemed rather comfortable during the first fifteen minutes of the session, the intensity then increased, which his body obviously did not appreciate.

“He touched his thigh and kept away from the field for several moments, Benzema could have relapsed, to the point that the staff is very worried for the whole of the competition.”

Should the worst happen, coach Didier Deschamps has until Sunday to name a replacement for the striker.

This would be his second change in the last three days after Christopher Nkunku picked an injury that ended his World Cup campaign.

Other high-profile absentees for the defending champions include midfielders Paul Pogba and N’Golo Kante and defender Prisnel Kimpembe.

No Polls Without Reforms- President Chamisa

Citizens Coalition for Change (CCC) leader Nelson Chamisa has hinted that his party will consider boycotting the 2023 elections if its concerns over the voters’ roll are not addressed.

The Zimbabwe Electoral Commission (Zec) has been in the eye of a storm after data experts exposed a number of irregularities in the voters’ roll.

Some of the anomalies unearthed by data analysts Team Pachedu include the movement of registered voters from their wards and constituencies without their consent.

They exposed cases where people using the same address were being registered under different wards.

In some areas, there are registered voters who used addresses of central business district offices, which have not been in use for some time, among other anomalies.

The opposition CCC has called for an independent audit of the voters’ roll, but Zec has turned down the demands.

Chamisa told The Standard in an interview that if Zec failed to provide a credible voters’ roll, the party would be left with no option, but to withdraw from the polls.

“We have been there (during the by elections) to test the environment and also to test Zec’s sincerity, but that test has left questions,” he said.

“If there is no credible voters’ roll, we are telling citizens that it’s something that will be a deal breaker. We will not allow an election that has no credible voters’ roll in this country.

“There can’t be a credible election without the access to an electronic voters’ roll, a credible one that is audited.

“The voter’s roll must be audited by all parties.”

Zec itself said it had picked up over 180 000 errors on the voters roll as of June 23.

Independent election watchdogs said the figure was too huge, and could have a strong bearing on the outcome of next year’s elections.

“We have written several times to Zec, and we have written a document, a very detailed document indicating where we have qualms with their conduct and attitude, but they have not been able to respond to that document,” Chamisa added.

“We have also written to them about the voters’ roll, but they have not been able to respond.

“They have to pass the integrity, professionalism, and accountability test.

“More importantly they have to pass the independence test.”

Zec has, however, said it would set “reasonable conditions” on availing the voters’ roll on a platform only accessible to those approved by the commission to protect it against possible tampering.

The hard copy was pegged at US$187 000, a fee, which again political parties said was too high.

Zec chief elections officer Utloile Silaigwana urged political parties that have any issues about violations of electoral laws to report to the police.

“During elections, the Commission also establishes multi-party liaison committees in terms of sections 160B, C and D of the Electoral Act to resolve electoral disputes and allied malpractices in an amicable way,” he said.

“Aggrieved parties who observe violations of the code and feel that they are beyond the jurisdiction of multi-party liaison committees are advised to report such issues to the police, since such violations are deemed criminal offences.”

Zimbabwe has a history of disputed elections, with the voters’ roll being at the centre of the disputes.

Elections watchdogs and other opposition parties said elections without a credible voters’ roll were meaningless.

MDC-T national chairperson Morgen Komichi said a credible voters’ roll determines a free and fair election.

“That’s part of the electoral reforms that we are demanding. We do not want a disputed election,” Komichi said.

“There will be no legitimacy and the country will remain isolated internationally.”

Political analyst Vivid Gwede said serious pressure, both local and diplomatic, must be exerted on Zec and government on the need for a credible voters’ roll.

“The public needs to know that eligible voters, and only eligible entries, are on the voters’ roll,” Gwede said.

“The roll is also important for other crucial processes such as the delimitation of constituencies.

“Thus, the call for radical transparency with the voters’ roll is on point.”

Zanu PF secretary for administration Orbet Mpofu said Zec has the responsibility to ensure stakeholders have access to a credible voters’ roll.

“Zanu PF has never interfered with the process,” said Mpofu.

“As Zanu PF, we can’t comment on the voters’ roll because we are aware Zec is still working on it and has not yet released the document.”— Standard

WHO highlights high cost of physical inactivity in first-ever global report

Almost 500 million people will develop heart disease, obesity, diabetes or other noncommunicable diseases (NCDs) attributable to physical inactivity, between 2020 and 2030, costing US$ 27 billion annually, if governments don’t take urgent action to encourage more physical activity among their populations.

The Global status report on physical activity 2022, published today by the World Health Organization, measures the extent to which governments are implementing recommendations to increase physical activity across all ages and abilities.

Data from 194 countries show that overall, progress is slow and that countries need to accelerate the development and implementation of policies to increase levels of physical activity and thereby prevent disease and reduce burden on already overwhelmed health care systems.

Less than 50% of countries have a national physical activity policy, of which less than 40% are operational
Only 30% of countries have national physical activity guidelines for all age groups
While nearly all countries report a system for monitoring physical activity in adults, 75% of countries monitor physical activity among adolescents, and less than 30% monitor physical activity in children under 5 years
In policy areas that could encourage active and sustainable transport, only just over 40% of countries have road design standards that make walking and cycling safer.
“We need more countries to scale up implementation of policies to support people to be more active through walking, cycling, sport, and other physical activity. The benefits are huge, not only for the physical and mental health of individuals, but also for societies, environments, and economies…” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “We hope countries and partners will use this report to build more active, healthier, and fairer societies for all.”

The economic burden of physical inactivity is significant and the cost of treating new cases of preventable non-communicable diseases (NCDs) will reach nearly US$ 300 billion by 2030, around US$ 27 billion annually.

Whilst national policies to tackle NCDs and physical inactivity have increased in recent years, currently 28% of policies are reported to be not funded or implemented. Considered a “best buy” for motivating populations to combat NCDs, the report showed that only just over 50% of countries ran a national communications campaign, or organised mass participation physical activity events in the last two years. The COVID-19 pandemic has not only stalled these initiatives, but it also affected other policy implementation which has widened inequities in access to and, opportunities for, engaging in physical activity for many communities.

To help countries increase physical activity, WHO’s Global action plan on physical activity 2018-2030 (GAPPA) sets out 20 policy recommendations – including policies to create safer roads to encourage more active transport, provide more programmes and opportunities for physical activity in key settings, such as childcare, schools, primary health care and the workplace. Today’s Global Status report assesses country progress against those recommendations, and shows that much more needs to be done. One critical finding in the Global status report on physical activity is the existence of significant gaps in global data to track progress on important policy actions – such as provision of public open space, provision of walking and cycling infrastructure, provision of sport and physical education in schools. The report also calls for weaknesses in some existing data to also be addressed.

“We are missing globally approved indicators to measure access to parks, cycle lanes, foot paths – even though we know that data do exist in some countries. Consequently, we cannot report or track the global provision of infrastructure that will facilitate increases in physical activity, “said Fiona Bull, Head of WHO Physical Activity Unit. “It can be a vicious circle, no indicator and no data leads to no tracking and no accountability, and then too often, to no policy and no investment. What gets measured gets done, and we have some way to go to comprehensively and robustly track national actions on physical activity.”

The report calls for countries to prioritize physical activity as key to improving health and tackling NCDs, integrate physical activity into all relevant policies, and develop tools, guidance and training to improve implementation.

“It is good for public health and makes economic sense to promote more physical activity for everyone,” said Dr Ruediger Krech, Director Department of Health Promotion, WHO. “We need to facilitate inclusive programmes for physical activity for all and ensure people have easier access to them. This report issues a clear call to all countries for stronger and accelerated action by all relevant stakeholders working better together to achieve the global target of a 15% reduction in the prevalence of physical inactivity by 2030.”

Security Guard Attacked By Robbers Booted Out Of Hospital Over Bills

By A Correspondent- A Kadoma security guard, who escaped death by a whisker after being brutally attacked by robbers while on duty, is appealing for help to settle his medical bill.

The security guard was manning his employer’s workplace, when he was ambushed by the thugs, who brutalised and left him for dead in a bushy area.

His family rushed him to a hospital where he has been kicked out for failing to settle his medical bills.

A source, familiar with the family’s plight, said the security guard still needs medical attention urgently, but cannot afford it.

“The victim has been kicked out of hospital for failing to settle his bills, but the hospital is still demanding payment.

“At the same time, the man hasn’t healed.

“So, hopefully, some well-wishers out there can help the family settle the medical bills and also help him get proper treatment.”

Child Abuse Cases Soar

By A Correspondent- In a space of a month, Zimbabweans have woken up to two bizarre cases of child s_əxual abuse.

nine-year-old girl from Tsholotsho last week became the youngest mother in the country after giving birth to a baby girl at the United Bulawayo Hospitals through caesarean section (C-section).

Barely days before people could make sense of this graphic case of s_əxual perversion, they received news that police had arrested two 17-year-old boys for impreg_nating a nine-year-old girl in Bindura.

The victim, a Grade Three learner, is presently at Bindura Hospital.

A month ago, a 15-year-old girl from Norton died while giving birth at a church shrine in Bikita.

The tragedy is reminiscent of the case of 14-year-old Anna Machaya, who died while giving birth in Marange in July last year. This is just a tip of the iceberg.

Police are worried that the incidents have also become pervasive in towns and cities.

We cannot currently provide statistics, but there is a worrying spike in such cases (child preg_nancies) coming through our Victim Friendly Unit (VFU),” said police spokesperson Assistant Commissioner Paul Nyathi.

“In the past, we had more cases in remote areas, but, of late, even in towns, the cases are alarming, so, parents need to do more in safeguarding their children.”

According to the Zimbabwe Prisons and Correctional Service, at least 124 offenders were jailed between January and June 2020 for child s_əxual abuse.

The figure exponentially rose to more than 600 in the comparative period last year.

Protection

To protect minors, the legal age of consent for s_əx for girls has been adjusted from 16 to 18 years.

The Government is also strengthening child protection co-ordination at district and community levels to provide a multi-sectoral safety net for minors.

We are concerned about the violation of children’s rights and the increasing levels of abuse across the country. This case in particular (nine-year-old mother) is horrific and shows how deep the scourge of violence against children has gone,” Public Service, Labour and Social Welfare Minister Professor Paul Mavima told The Sunday Mail Society.

“It (violence against children) robs children of a happy childhood and creates an unsafe environment for them. A child belongs to everyone. Child protection requires collective action. Let us not wait for the worst to happen. I urge the nation to promptly report all cases of children at risk of abuse.”

The Ministry of Public Service, Labour and Social Welfare, he said, is working with other relevant departments to offer specialist child protection services and therapy for the nine-year-old mother.

“Her safety is of paramount importance. As such, the process of reunification is already underway as it follows a well-structured and systematic plan that puts the best interests of the child at the fore.

“This entails assessing the preparedness of both the family and community for reintegration. Post-reintegration support will also be provided to the child,” he added.

Zimbabwe has a comprehensive legislative framework for protecting children against abuse. Section 81 of the Constitution outlines a Bill of Rights for children

Furthermore, the Marriages Act (Chapter 5:15) outlaws and criminalises child marriage in any form, including by coercion and pledging.

The Children’s Act (Chapter 5:06) also criminalises neglect, and defines the parameters of children in need of care, who include survivors of s_əxual violence and abuse.

However, the authorities say late reporting of cases, tampering with evidence and attempting to conceal evidence are making it increasingly difficult for survivors to access justice.

“The ministry has initiated the process of consolidating the various parenting initiatives that were being implemented in a fragmented approach by different private voluntary organisations.

“The aim is to develop a National Parenting Programme as provided for in the proposed Children’s Amendment Bill. Implementation of the different parenting initiatives is, however, ongoing in various selected areas,” said Minister Mavima.

The Children’s Amendment Bill is part of the Government’s strategy to protect children.

When passed, the revised law will address various gaps to ensure effective implementation of provisions of the Constitution and commitments made to the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child, among others.

The Children’s Amendment Bill has since passed through the Lower House of the National Assembly and is now under consideration in the Upper House.

It is being jointly considered with the Child Justice Bill, as the two pieces of legislation complement each other in ensuring the comprehensive protection of children.

“This scourge (violence against children) requires an all-stakeholder approach which focuses more on awareness and prevention, as well as timely response. We are committed as a ministry to lead in this vicious fight against perpetrators of child abuse,” said Minister Mavima.

He urged the public to report all cases of abuse to the authorities – the police, community child care workers, district social development offices and provincial social development offices.

Advocacy

Shamwari Yemwanasikana has this year received at least 200 child s_əxual abuse cases through its Girls’ Protection Support Services Department (GPSSD).

Most of the cases are walk-ins and tip-offs.

GPSSD co-ordinator Ruvimbo Muchandibaya said the victims are taken through the referral pathway, in which they are assisted to make a report with the police’s VFU.

“After that, they go through a medical examination with our assistance and, thereafter, they get some psychosocial support,” she said.

In some cases, the entire family also has to go through psychosocial support sessions. The survivors are also mentally prepared for court. They undergo pre-trial counselling before being accompanied to court.

However, some children’s rights advocacy groups feel existing laws are not deterrent enough. They are also calling for an all-hands-on-deck approach in dealing with the scourge.

The situation is now out of hand because some, if not most, of the offenders never get caught. The community is no longer safe. The authorities alone cannot champion this. We should act and push to get solutions from the very communities where this is happening,” argued HIV/AIDS advocate Tariro Kutadza.

Issues of child s_əxual abuse, she added, are also exposing victims to HIV/AIDS.

Religious and traditional leaders promoting their beliefs have been identified as some of the major drivers of child abuse.

“Some are doing this in the name of kuromba to escape poverty,” said Ms Kutadza.

Justice for Children team leader Petronella Nyamapfene feels communities are to blame for child abuse.

“In most situations, cases are not reported or they are dealt with within the family, as the perpetrators are often breadwinners. In other cases, women are forced to conceal the information to preserve their marriages,” she said.

Nyamapfene urged the Government to set up structures that protect survivors in case the breadwinner is arrested.

This, she notes, will give victims and their families confidence to seek justice.

Grassroots

The Ministry of Primary and Secondary Education has sent teams to the different provinces to assess the situation.

The teams are also educating learners on aspects related to child abuse.

The ministry’s communications and advocacy director, Taungana Ndoro, said their aim is for learners to understand s_əxual abuse and be able to safeguard themselves.

Preliminary findings, he said, indicate that boys are also victims.

“What is disturbing is that some of these children do not open up or they take it to be normal; they go on to teach others. It is sad that in some cases, they actually ‘violate’ each other in their respective age groups, and we have realised that the problems are actually in their families and communities,” said Mr Ndoro.

The ministry is setting up health committees in schools, while guidance and counselling is being revived.

“We are also at full throttle supporting the First Lady’s Nhanga/Gota/Ixhiba initiative to restore sanity,” said Mr Ndoro.

“However, we still feel, if we are to champion this, communities need to be involved in all our programmes and also be enlightened on how best to be vigilant.”

Community psychologist Noreen Dari believes, with the right support and intervention by qualified personnel, victims can lead normal lives.

“Therapy will help them deal with the trauma of rape and the negative emotions it comes with. While many people around the child may mean well, not everyone is trained to deal with such cases. The remedy lies in the therapeutic interventions and techniques employed by the professionals,” she said.

“The education sector needs to create vacancies for specialists in schools. These will help identify cases of child abuse.”

Headman, Teacher In Soup Over Stock Theft

 By A Correspondent- A headman in Mudzi, a teacher and their accomplice are in trouble after they allegedly hired a self proclaimed prophet to cleanse the home of a senior citizen before stealing seven cattle from him as payment to the prophet.

The trio Kahiya Proffessor (52) (headman), Charlse Tsepayi  (55) (teacher) and Itai Tsepayi (44) appeared before Mutoko magistrate Rumbidzai Mhandu.

They were granted $30 000 bail each.

The state alleged on November 6 the trio hired prophet Taurai Muzondiwa to cleanse Benjamin Kahiya’s house.

They promised to pay him with seven cattle and he spent the whole night exercising his duty.

In the morning the trio led him to Kahiya’s cattle and stole the stock worth US$2800.

Muzondiwa’s lucky ran out when he wanted to change the ownership of the cattle.

Fearing arrest he fled to Mozambique  and he is currently on the run.

Magaya Arrested Over Fondling, Kiss

By A Correspondent- A Glendale man was dragged to Concession magistrates courts on Thursday after he fondled his friend’s manhood before kissing  him.

Lovemore Magaya was remanded in custody to November 21 by magistrate  Charity Maunga.

The state led by Munyaradzi  Nengomasha  alleged on  November 8 Magaya was drinking beer with his friend Bredon Karigambe at Major Brown farm in Glendale.

When the two got drunk Karigambe took Magaya to his homestead and Magaya slept on the floor while Karigambe slept on his bed.

During midnight Magaya woke up and went on the bed where he started fondling his friend’s manhood  while kissing  him.

The shocked Karigambe woke up and a scuffle arose.

A police report  was filed leading  to the arrest of Magaya

By A Correspondent- Barely two months after winning an international business award in the United Kingdom, Gweru-based businesswoman Dr Smelly Dube has bagged another prestigious global award, the Pan African Changemaker Award in Enterprising and Community Development.

She was handed the prize early this week in Zanzibar.

The multi-business awards winner was invited to attend the 7th Pan African Humanitarian and investment summit in Zanzibar.

Dr Dube was also among the panelists nominated to speak and inspire fellow African businesswomen.

In September, the philanthropist was honoured with an African Achievers Award at the Queen’s Gate in London alongside 15 influential women and men from Africa.

The awards were in recognition of outstanding work by men and women in the field of business, leadership, politics and philanthropy in Africa and Africans in the Diaspora. 

Dube’s award was presented with the Global Corporate Leadership award in recognition of her philanthropy and real estate business.

The award was presented by the former President of Mauritius, Ameenah Firdaus Gurib-Fakim.

Woman Hammered Over Girlfriend

By A Correspondent- A 36 year old man from Pumula South suburb in Bulawayo has been arrested for allegedly hitting his wife with a hammer after confronting him over his girlfriend.

Qiniselani Oskar Khoza appeared before Western Commonage magistrate Shepherd Mnjanja facing a charge of physical abuse as defined in Section 3 (1) (a) as read with Section 4 (1) of the Domestic Violence Act Chapter 5:16.

Khoza pleaded guilty to the charge and was remanded out of custody to 18 November 2022 for sentencing.

The court heard that on 3 November 2022 and at around 11pm Sibongile Sibanda (38) received a WhatsApp audio from Khoza’s girlfriend who was calling her names.

She insulted Sibanda and also told her that she was now an old woman who was no longer bearing children.

After that Sibanda then confronted her husband about his girlfriend who had sent her a message while insulting her.

That didn’t go down well with her husband who started strangling and went on to hit her with a hammer on her left palm leading to her sustaining serious injuries.

Sibanda reported the matter to the police leading to the arrest of Khoza.

Armed Robbers Pounce At Shop, Truck

By A Correspondent- Two separate armed robbers got away with cash and goods worth Eight thousand United States dollars  in Mashonaland Central on Monday. 

Deputy police spokesperson in Mashonaland Central province Sergant Major Samuel Chikasha confirmed the causes. 

“The first robbery took place in Bindura at around 1 pm when five male suspects driving a Mercedes Benz went to Fidel Quip shop pretending to be customers before producing pistols and demanding cash and cell phones from shop attendants and other customers,” Chikasha said.

The suspects stole cash and valuables valued at US$5 000 At around 5 pm during the same day, 5 male suspects driving a blue truck waylaid a snacks delivery truck along the Glendale – Concession road.”

“Three of the men disguised as police officers ordered the delivery men to step out of the vehicle purporting to be searching for stolen property before robbing them of 3250 United States dollars in sales proceeds.”

The incidents were reported at Glendale police station and Bindura central.

Mugabe Artefacts “Missing” At Museum Of African Liberation

By A Correspondent- Late former President Robert Mugabe’s artefacts are not part of the fascinating array of Zimbabwe liberation heroes’ war relics currently on display at the much-hyped Museum of African Liberation in Harare amid signs the late leader’s family could be deliberately keeping the vestiges from a project so passionately spearheaded by President Emmerson Mnangagwa.

This emerged Wednesday during a media tour of the multi-million dollar pan African venture still under construction on the slopes of a mountain just adjacent to the National Heroes Acre.

The Museum of African Liberation is one of the country’s most ambitious projects run in collaboration with emerging pan-African think tank, Institute of African Knowledge (INSTAK).

On display are late former Vice President Joshua Nkomo’s famous animal skin hat, walking stick, personal rifle, diplomatic passport, and tape recorder.

Also on display are late former Vice President Simon Muzenda’s hacksaw, walking stick and half-moon, among other artefacts.

Late ZANLA commander Josiah Tongogara’s personal pistol and military fatigue are also on display as does Leopold Takawira’s trunk, radio set, rattler and rosary.

But what is conspicuously missing are artefacts belonging to Mugabe, a man credited for steering the country’s freedom pursuit to its final day of white colonial rule and becoming the nation’s founding leader then.

Mnangagwa called on families to donate artefacts of liberation war heroes for display at the museum when he laid the foundation stone for the project.

Museum of African Liberation CEO Kwame Muzawazi tried to play down sentiments Mugabe’s family could have ignored Mnangagwa,

He said the museum waits for families of departed heroes to voluntarily surrender the relics as a means of preserving the war luminaries’ history and national heritage.

“Tongogara died almost 40 years ago, Nkomo died nearly 20 years ago, Muzenda died almost 20 years ago. Mugabe only died some four years ago,” Muzawazi told ZimLive.

86yr Old Grandpa Jailed For R_ape

By A Correspondent- An 86-year old Makoni grandpa who was caught red-handed as he was s_3xually abusing a mentally challenged woman (22) was jailed six years for the offence.

Katesi Mamvura of Nzvimbe Village was convicted by Rusape regional magistrate, Mr Francis Mapfumo, after pleading not guilty to the offence.

Mamvura denied the charges saying he was caught just before the act.

However, he was convicted after a full trial and sentenced to six years imprisonment.

Three years were set aside on condition of good behaviour.

Prosecutor, Mr Marlon Makamba said the senior citizen took advantage of the absence of the complainant’s mother to abuse her.

“The complainant is mentally challenged. On April 17, the complainant was left at home, together with her sister while their mother travelled to Harare for the Easter church service.

Aspiring opposition Candidate flees…amid state sponsored violence

Aspiring Goromonzi ward 8 councillor Richard Murape is a man who has fled his home after being persecuted for his political conviction.

He has been on the radar of the state machinery as well as the ruling party apparatchiks for persecution.

Murape is a man who has been abducted, assaulted, and injured a couple of times for participating in opposition politics.

He has since fled his home to an unknown safety location, as those close to him say his political opponents wants to physically eliminate him.

On the third of April in 2022, Murape, a Citizen Coalition for Change member who has been a renowned supporter of the opposition politics since the days of Morgan Tsvangirai, was abducted and assaulted by known ZANU PF operatives in the Goromonzi, Mashonaland east province area of Zimbabwe.

He was being accused of funding opposition political activities.

“He had to be admitted at a private hospital from the 4th to the 7th of April,” said his wife whom we cannot name for security reasons.

According to the wife known state security agents wanted to abduct him for “coordinating President Chamisa’s community engagement programmes in the Goromonzi area.

“State security agents came again and again to his homestead and his small business…in fact, they had become regular visitors at his premises looking for him.

“Myself and the kids have also been harassed, no one has been spared,” she added

Luck finally ran out and he was again abducted and assaulted on the 28th of May.

“He had to be admitted at Mutoko general hospital from the 29th of May to the 31st of May,” she said

In the aftermath of the arrest of CCC vice chairman Job Sikhala in June, Murape is one of the opposition activists who participated in the demos which ensued.

“He became a marked man, a targeted man and this time they wanted to take him out, to politically annihilate him…They said he had become a politically undesirable element in society.

“They spend several nights looking for him. They were using a black Ford Ranger (without number plates) and the team consisted of 3 men and 1 dreadlocked lady,” he said.

He had to leave to an unknown destination.

Political violence has been a tragic part of Zimbabwe’s DNA.

From the horrors of the post-independence Gukurahundi massacres of the 1980s (in which the current President Mnangagwa himself is implicated), to the beatings, torture, and killings of political opponents of Mugabe’s regime in 2008, the 1st of August killings in the aftermaths of the 2018 elections up to now.

Political power has been sought and maintained through violence, intimidation, and physical elimination of opponents.

Man Strips Naked In Front Of Own Mum

By A Correspondent- Being nak_ed in front of your mother is considered taboo in our African culture but this seems to have no meaning for Vusani Privilege Sibanda (37) of Sizinda suburb in Bulawayo who walks nak_ed in the presence of his mother.

And whenever his mother questions him he verbally and physically abuses her.

This was heard when the troubled mother Priscilla Sibanda applied for a protection order against her son.

In her affidavit she said: “Vusani Privilege Sibanda is troubling me because whenever he drinks beer he hurls insults at me and my grandchildren.

“He would order them to move out of the house. At times he walks nak_ed in front of me, and I’m now afraid that he would end up rap_ing me.”

Sibanda said whenever she tried to reprimand him he turned violent and bashed her while calling her a witch.

She said her son was also destroying property

The presiding magistrate Jeconia Prince Ncube granted the protection order in Sibanda’s favour.

The magistrate barred Vusani from assaulting and insulting his mother.

Vusani was also barred from ordering Sibanda’s grandchildren to vacate their family home.

Manhunt For Passengers Who Beat To Death Another Passenger

By A Correspondent- A road traffic accident scene bust up ended in tragedy after a passenger who had joined an argument over the cause of the road mishap was beaten up by occupants of the other vehicle and later died from the assault injuries.

The incident, according to a police statement Friday, happened at Total Service Station in Glen Norah B this year.

Police said Christopher Kahari, who was aged 42, was assaulted by unknown suspects after a minor road accident.

“The victim, Chrispen Kahari, was a passenger in a Mitsubishi L200 vehicle, registration number AAD9608 when the car got involved in a minor road traffic accident with an unidentified vehicle at a shopping centre.

“The vehicle occupants, who were in the other car, then attacked the victim and the Mitsubishi L200 driver.”

The victim, who had sustained severe injuries, managed to escape to his home, where he later succumbed to the injuries on the following day.

Police appealed for information that could lead to the arrest of the suspects.

Kereke Threatens To Shoot Wife Over Divorce Papers

By A Correspondent- Cyber Security boss Credo Peacemaker Kereke (48) appeared at the Harare magistrates court yesterday charged with two counts of domestic violence and intimidation.

The case however, was postponed to November 22 after he requested time to look for a legal practitioner to represent him

Allegations are that on October 28, this year, at around 1900 hours, Kereke, who heads the Central Intelligence Organisation’s listening centre in Mt Hampden, went to his matrimonial house and found Chindito holding divorce papers.

It is alleged that Kereke had been pressuring her to file for divorce.

After he was given the papers, it is alleged that Kereke became violent, and grabbed her neck.

Chindito managed to escape and sought refuge at a church mate in Madokero suburb. She never returned to the matrimonial home.

Kereke allegedly started sending threatening messages, telling her to come and collect her belongings and sign the divorce papers.

He is also accused of assaulting his wife’s sister, accusing her of colluding against him.

The State further alleges that Kereke has even threatened to shoot Chindito.

Illegal Settlers Booted Out Of Game Reserve

By A Correspondent- A Karoi magistrate has ordered the eviction of 89 illegal settlers from a game reserve in Hurungwe after ordering them to pay $10 000 fines for invading the property.

The illegal settlers had invaded part of the 6 000 hectares of Ruwanzi Game Ranch situated about 35 kilometres east of Karoi town.

It is within Hurungwe Rural District Council Ward 3, which is part of Hurungwe East Constituency.

The suspects were found guilty after they settled without proper documentation in the area currently used as a cattle ranch by a private player.

Passing sentence, magistrate Moreblessing Makati said the accused persons had no legal rights to occupy Ruwanzi Ranch area.

They were fined $10 000 each.

‘‘In addition a month imprisonment is wholly suspended on condition that each of them vacate the said area by 14 November 2022,’’ ruled Makati.

Nutty O Snubbed At Rick Ross Show

By A Correspondent- Zimdancehall chanter Nutty O, whose real name is Carrington Simbarashe Chiwadzwa, says he was snubbed at United States rapper William Leonard Roberts II, affectionately known as Rick Ross’ show held at the Harare International Conference Centre on Friday night.

Nutty O was billed to curtain raise for the US rapper but did not perform as he was not given a chance to do so.

The musician issued a statement to explain to his fans why he failed to perform. He wrote

The sincerest apologies to #ABXPeople who came through to the Rick Ross concert last night expecting the Nutty O performance.

As you know, we were much excited about yet another link-up and witnessing the Mustard Seed in effect, but due to circumstances beyond our control as Team ABX, despite arriving at the HICC at 9 pm in good time for the program-stated performance time of 22.15pm we were not granted access to the stage area and event by the promoter. Efforts for the Artist, Band and Team to get access tags had failed since the morning of the show day, 18 Nov.

We stayed in constant communication with the organizing team through management to no avail.

Chiwenga Business Partner Arrested

By-Zimbabwean businessman Frank Buyanga Sadiqi, who was arrested last Thursday in South Africa, was this week remanded in custody to Tuesday next week for his bail hearing.

The 43-year-old and Vice President Constantino Chiwenga’s business partner was arrested on allegations of kidnapping his son in Harare in 2020 and on charges of contempt of court.

Buyanga appeared before the Randburg Magistrate’s Court on Thursday.

However, his arrest warrant was cancelled on Monday at the Harare Magistrates court after magistrate Judith Taruvinga said that she had issued the warrant of arrest erroneously.

The South African lawyer representing Buyanga, Laurence Hodes SC, on Thursday called for a speedy bail hearing for his client, saying Buyanga was entitled to bail.

Hodes added that the warrant Interpol executed to arrest Buyanga on 10 November had been cancelled in Zimbabwe. He said:

His continued incarceration is unlawful. We have an authentic court order from Zimbabwe, showing the cancellation of his warrant of arrest.

… We have attached his proof of visa permits to our affidavit. These would assist in showing he is not a flight risk and is entitled to bail. The accused is applying to have custody of his child in South Africa.

There is [a court] order in Zimbabwe that his child is in his custody. The High Court in Johannesburg is determining which parent would be given custody of his 8-year-old son.

There is no basis to detain him. He was arrested at the address we had submitted. I am ready to proceed with the bail application.

Should the State decide to proceed with the bail [application], we are ready. If there is no warrant, he should be released.

The chief magistrate in Zimbabwe sent an email to the Director of Public Prosecutions in SA that the warrant has been cancelled.

The only document that gives this court jurisdiction to hear the matter is a warrant of arrest.

Prosecutor Advocate Rutondo Phungo argued that the State had to authenticate the documents they had received from the defence before the bail application could begin.

1 500 Perish In Horror Crashes

By- The government has announced that more than 1 500 people died in road accidents between January and September this year.

Speaking at the World Day of Remembrance for Road Traffic Victims (WDR) in Bulawayo on Saturday, Transport and Infrastructure Development Minister Felix Mhona expressed concern over the high number of people killed in road traffic accidents. He said:

This year alone, from January to September 2022, we had 38 776 crashes, 1 559 killed and 7 851 injured.

This translates to a traffic collision every 15 minutes, an average of 45 injuries per day, and an average of five deaths per day.

Friday nights, Saturdays and festive seasons are the worst.

Mhona said the government is committed to reducing road traffic accidents by 50 per cent under the National Development Strategy 1. He added:

The carnage on our roads must stop! Surely, it can only be through us that we put an end to the silent killer on our roads.

This is a war we can win as roughly 94 % of road traffic accidents are directly attributed to human error.

A change in human behaviour could therefore easily result in lowering the worrisome statistics.

Chamisa Mulls Election Boycott

By- The president of the opposition CCC Nelson Chamisa said they may consider boycotting the 2023 general elections if its grievances are not addressed.

CCC has demanded an independent audit of the voters’ roll, but the Zimbabwe Electoral Commission (ZEC) has reportedly turned down the request.

In an exclusive interview with The Standard, Chamisa said that they will not allow an election without a credible voters’ roll. He said:

We have been there (during the by-elections) to test the environment and also to test ZEC’s sincerity, but that test has left questions.

If there is no credible voters’ roll, we are telling citizens that it’s something that will be a deal breaker.

We will not allow an election that has no credible voters’ roll in this country.

Chamisa Demands Voters’ Roll Audit

By- CCC President Nelson Chamisa has suggested that his party will consider boycotting the 2023 general elections if its grievances are not addressed.

CCC has demanded an independent audit of the voters’ roll, but the Zimbabwe Electoral Commission (ZEC) has reportedly turned down the request.

In an exclusive interview with The Standard, Chamisa said that they will not allow an election without a credible voters’ roll. He said:

We have been there (during the by-elections) to test the environment and also to test ZEC’s sincerity, but that test has left questions.

If there is no credible voters’ roll, we are telling citizens that it’s something that will be a deal breaker.

We will not allow an election that has no credible voters’ roll in this country.

Are Early Polls A Possibility In Zimbabwe?

GENERAL elections in Zimbabwe – elections in which the President and members of the Senate, the National Assembly and local authorities are elected – are normally held every five years
 

The five-year period begins when a new President assumes office after a general election, and the next general election must be not more than 30 days before that period ends five years later
  This is provided for in sections 143 and 158 of the constitution

The President’s current five-year term began when he was sworn in on 26 August 2018, so polling day in the next general election should be held between 27 July and 26 August 2023

That is when the next general election is due to be held in the normal course of events, but it could be held earlier if certain events envisaged by the constitution occur

We shall deal with those events in this bulletin

Early dissolution of Parly

The first event to trigger an early election would occur if the Senate and the National Assembly, sitting separately, were to resolve that Parliament should be dissolved
  If the resolutions were passed by two-thirds majorities of the total membership of each House, then the President would be obliged by section 143(2) of the constitution to issue a proclamation dissolving Parliament
  In that event a general election would have to be held within 90 days after the last resolution was passed:  section 158(1)(b) of the constitution

Can this be done?

The ruling Zanu PF can get the requisite two-thirds majorities in both Houses for dissolution resolutions to be passed:

·       The National Assembly has 270 members, so 180 votes constitute a two-thirds majority
 

Zanu PF has 182 seats, two more than are needed to pass a dissolution resolution

·       The Senate has 80 senators, so 54 votes constitute a two-thirds majority
  Zanu PF has 34 seats, but there are 18 senator chiefs who usually vote with the ruling party
  If the Zanu PF senators and 10 chiefs were to vote for a dissolution resolution it would be passed by the requisite two-thirds majority

If therefore the ruling party wanted an early general election, it has the votes to get one

ED Promises To Build Prisons

The govt is committed to upgrading prison facilities and building new prisons to improve living standards of inmates in line with global best practices in jails and correctional systems, President Mnangagwa has said.
The President made the remarks at the Zimbabwe Prisons and Correctional Service (ZPCS) Pass-Out Parade held at Ntabazinduna Prisons Training School, just outside Bulawayo, where 732 officers, comprising 545 males and 187 females, graduated after five months of training.

Delivering his speech, President Mnangagwa said the country is determined to improve inmates’ living conditions.

“My Government is conscious of the plight of our citizens behind bars, hence, resources continue to be channelled towards upgrading correctional facilities and the construction of new ones. We are, thus, determined to improve the living standards of inmates in line with global best practices in prisons and correctional systems,” he said.

President Mnangagwa commended the ZPCS for the utilisation of its prison farms, which were a clear indicator that the country’s prisons did not need to be overly reliant on the national purse.

“It is commendable that the ZPCS has begun to prioritise the full utilisation of its prison farms, with over 1 600 tonnes of maize harvested this year along with over 500 tonnes of wheat also harvested so far. I congratulate ZPCS for the turnaround mechanisation initiative, which saw the purchase of centre pivots through bank facilities, some of which have been fully serviced.

“This is encouraging and a demonstration that the ZPCS has the potential to produce and feed its prison population, reduce over-reliance on the fiscus as well as make a meaningful contribution to the country’s food security and national GDP (Gross Domestic Product).”

Turning to the graduates, President Mnangagwa encouraged the new officers to continue to further their studies, as Government afforded room to those who wished to do so as part of its human capital development thrust.

“Pursuant to my administration’s human capital development thrust, training and study programmes continue to be availed for public officials to study within and outside the borders of Zimbabwe.

‘‘Twenty-one correctional officers were awarded the Presidential scholarship to advance themselves academically and professionally. Of these, six correctional officers graduated in August 2022 and are now back home.

“These opportunities should be harnessed to impact the overall professionalism within the ZPCS. Such staff development programmes enable correctional officers to competently perform their duties whilst on tour of duty at the United Nations Peace Support Missions. Presently, there are five officers seconded to the United Nations Peacekeeping Mission. I challenge you, the 151st graduating class, to emulate your seniors and further nurture high standards in line with global best practice.”

President Mnangagwa encouraged the new officers to shun corruption, as their chosen career path meant that they had to do everything above board.

The President praised the hierarchy at the ZPCS for the work they had done in reforming the country’s prisons, adding that their efforts would soon be buttressed by changes to the country’s laws. —Sunday Mail

Chamisa Drops Bombshell: No Voters Roll No Election

Citizens Coalition for Change (CCC) leader Nelson Chamisa has hinted that his party will consider boycotting the 2023 elections if its concerns over the voters’ roll are not addressed.
The Zimbabwe Electoral Commission (Zec) has been in the eye of a storm after data experts exposed a number of irregularities in the voters’ roll.

Some of the anomalies unearthed by data analysts Team Pachedu include the movement of registered voters from their wards and constituencies without their consent.

They exposed cases where people using the same address were being registered under different wards.

In some areas, there are registered voters who used addresses of central business district offices, which have not been in use for some time, among other anomalies.

The opposition CCC has called for an independent audit of the voters’ roll, but Zec has turned down the demands.

Chamisa told The Standard in an interview that if Zec failed to provide a credible voters’ roll, the party would be left with no option, but to withdraw from the polls.

Zec itself said it had picked up over 180 000 errors on the voters roll as of June 23.

Independent election watchdogs said the figure was too huge, and could have a strong bearing on the outcome of next year’s elections.

“We have written several times to Zec, and we have written a document, a very detailed document indicating where we have qualms with their conduct and attitude, but they have not been able to respond to that document,” Chamisa added.

“We have also written to them about the voters’ roll, but they have not been able to respond.

“They have to pass the integrity, professionalism, and accountability test.

“More importantly they have to pass the independence test.”

Zec has, however, said it would set “reasonable conditions” on availing the voters’ roll on a platform only accessible to those approved by the commission to protect it against possible tampering.

The hard copy was pegged at US$187 000, a fee, which again political parties said was too high.

Zec chief elections officer Utloile Silaigwana urged political parties that have any issues about violations of electoral laws to report to the police.

“During elections, the Commission also establishes multi-party liaison committees in terms of sections 160B, C and D of the Electoral Act to resolve electoral disputes and allied malpractices in an amicable way,” he said.

“Aggrieved parties who observe violations of the code and feel that they are beyond the jurisdiction of multi-party liaison committees are advised to report such issues to the police, since such violations are deemed criminal offences.”

Zimbabwe has a history of disputed elections, with the voters’ roll being at the centre of the disputes.

Elections watchdogs and other opposition parties said elections without a credible voters’ roll were meaningless.

MDC-T national chairperson Morgen Komichi said a credible voters’ roll determines a free and fair election.

“That’s part of the electoral reforms that we are demanding. We do not want a disputed election,” Komichi said.

“There will be no legitimacy and the country will remain isolated internationally.”

Political analyst Vivid Gwede said serious pressure, both local and diplomatic, must be exerted on Zec and government on the need for a credible voters’ roll.

“The public needs to know that eligible voters, and only eligible entries, are on the voters’ roll,” Gwede said.

“The roll is also important for other crucial processes such as the delimitation of constituencies.

“Thus, the call for radical transparency with the voters’ roll is on point.”

Zanu PF secretary for administration Orbet Mpofu said Zec has the responsibility to ensure stakeholders have access to a credible voters’ roll.

“Zanu PF has never interfered with the process,” said Mpofu.

“As Zanu PF, we can’t comment on the voters’ roll because we are aware Zec is still working on it and has not yet released the document.”— Standard

Married Woman Sends Nude Photos To Boyfriend

A woman who was busted by her husband allegedly sending her nud_e picture to her secret lover has dragged the husband to court accusing him of verbally, physically and s_əxually abusing her.

Felistas Ndowora told the court that she deserted her matrimonial home because her husband Brian Ndowora who is a police officer was in the habit of beating her up whenever they had an argument.

She said her fears went a gear up, when her husband brought his service rifle home and after an argument he reportedly threatened to shoot her with the gun in question saying he was used to seeing dead bodies.

Felistas said her husband also hacks her phone.

“My spouse is abusing me s_əxually, verbally and psychologically. He sold a car which was registered in my name and bought a Toyota Mark X. I then got a loan from the bank and bought a Honda Fit.

“Last week on Sunday he physically attacked me before he forcibly took my car keys. Therefore, I am applying for a protection order against him so that he stops taking my phone and I also request that this court bars him from coming to my workplace.”

Responding through his lawyer Taboka Nyathi of Makiya and Partners, Brian said: “I am basically not opposed to the relief the applicant seeks from this honourable court but I’m opposed to the incorrect information she has made against me.

“I have a right to access the bank where she works since I’m a client and she has no locus standi to prohibit me from accessing the bank moreover she is a mere employee.

“I have had no access to guns and have never been abusive to my lawfully wedded wife who is in the habit of being involved in extramarital affairs.

“At one point I witnessed her capturing a nud_e picture and she sent it to another man. I then confronted her after that she cooked up all these allegations to soil my reputation.”

He added: “The vehicle in question is our matrimonial property and it belongs to both of us but it seems she has personalised it.”

Felistas was granted the protection order. Brian was ordered not to physically and verbally abuse his wife and not to threaten her.

WHO highlights high cost of physical inactivity in first-ever global report

Almost 500 million people will develop heart disease, obesity, diabetes or other noncommunicable diseases (NCDs) attributable to physical inactivity, between 2020 and 2030, costing US$ 27 billion annually, if governments don’t take urgent action to encourage more physical activity among their populations.

The Global status report on physical activity 2022, published today by the World Health Organization, measures the extent to which governments are implementing recommendations to increase physical activity across all ages and abilities.

Data from 194 countries show that overall, progress is slow and that countries need to accelerate the development and implementation of policies to increase levels of physical activity and thereby prevent disease and reduce burden on already overwhelmed health care systems.

Less than 50% of countries have a national physical activity policy, of which less than 40% are operational
Only 30% of countries have national physical activity guidelines for all age groups
While nearly all countries report a system for monitoring physical activity in adults, 75% of countries monitor physical activity among adolescents, and less than 30% monitor physical activity in children under 5 years
In policy areas that could encourage active and sustainable transport, only just over 40% of countries have road design standards that make walking and cycling safer.
“We need more countries to scale up implementation of policies to support people to be more active through walking, cycling, sport, and other physical activity. The benefits are huge, not only for the physical and mental health of individuals, but also for societies, environments, and economies…” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General, “We hope countries and partners will use this report to build more active, healthier, and fairer societies for all.”

The economic burden of physical inactivity is significant and the cost of treating new cases of preventable non-communicable diseases (NCDs) will reach nearly US$ 300 billion by 2030, around US$ 27 billion annually.

Whilst national policies to tackle NCDs and physical inactivity have increased in recent years, currently 28% of policies are reported to be not funded or implemented. Considered a “best buy” for motivating populations to combat NCDs, the report showed that only just over 50% of countries ran a national communications campaign, or organised mass participation physical activity events in the last two years. The COVID-19 pandemic has not only stalled these initiatives, but it also affected other policy implementation which has widened inequities in access to and, opportunities for, engaging in physical activity for many communities.

To help countries increase physical activity, WHO’s Global action plan on physical activity 2018-2030 (GAPPA) sets out 20 policy recommendations – including policies to create safer roads to encourage more active transport, provide more programmes and opportunities for physical activity in key settings, such as childcare, schools, primary health care and the workplace. Today’s Global Status report assesses country progress against those recommendations, and shows that much more needs to be done. One critical finding in the Global status report on physical activity is the existence of significant gaps in global data to track progress on important policy actions – such as provision of public open space, provision of walking and cycling infrastructure, provision of sport and physical education in schools. The report also calls for weaknesses in some existing data to also be addressed.

“We are missing globally approved indicators to measure access to parks, cycle lanes, foot paths – even though we know that data do exist in some countries. Consequently, we cannot report or track the global provision of infrastructure that will facilitate increases in physical activity, “said Fiona Bull, Head of WHO Physical Activity Unit. “It can be a vicious circle, no indicator and no data leads to no tracking and no accountability, and then too often, to no policy and no investment. What gets measured gets done, and we have some way to go to comprehensively and robustly track national actions on physical activity.”

The report calls for countries to prioritize physical activity as key to improving health and tackling NCDs, integrate physical activity into all relevant policies, and develop tools, guidance and training to improve implementation.

“It is good for public health and makes economic sense to promote more physical activity for everyone,” said Dr Ruediger Krech, Director Department of Health Promotion, WHO. “We need to facilitate inclusive programmes for physical activity for all and ensure people have easier access to them. This report issues a clear call to all countries for stronger and accelerated action by all relevant stakeholders working better together to achieve the global target of a 15% reduction in the prevalence of physical inactivity by 2030.”

Data for the report are drawn from the WHO Noncommunicable Disease Country Capacity Survey (2019 and 2022) and the WHO Global status report on road safety (2018).

Married Woman Sends Nude Pics To Secret Lover

A woman who was busted by her husband allegedly sending her nud_e picture to her secret lover has dragged the husband to court accusing him of verbally, physically and s_əxually abusing her.

Felistas Ndowora told the court that she deserted her matrimonial home because her husband Brian Ndowora who is a police officer was in the habit of beating her up whenever they had an argument.

She said her fears went a gear up, when her husband brought his service rifle home and after an argument he reportedly threatened to shoot her with the gun in question saying he was used to seeing dead bodies.

Felistas said her husband also hacks her phone.

“My spouse is abusing me s_əxually, verbally and psychologically. He sold a car which was registered in my name and bought a Toyota Mark X. I then got a loan from the bank and bought a Honda Fit.

“Last week on Sunday he physically attacked me before he forcibly took my car keys. Therefore, I am applying for a protection order against him so that he stops taking my phone and I also request that this court bars him from coming to my workplace.”

Responding through his lawyer Taboka Nyathi of Makiya and Partners, Brian said: “I am basically not opposed to the relief the applicant seeks from this honourable court but I’m opposed to the incorrect information she has made against me.

“I have a right to access the bank where she works since I’m a client and she has no locus standi to prohibit me from accessing the bank moreover she is a mere employee.

“I have had no access to guns and have never been abusive to my lawfully wedded wife who is in the habit of being involved in extramarital affairs.

“At one point I witnessed her capturing a nud_e picture and she sent it to another man. I then confronted her after that she cooked up all these allegations to soil my reputation.”

He added: “The vehicle in question is our matrimonial property and it belongs to both of us but it seems she has personalised it.”

Felistas was granted the protection order. Brian was ordered not to physically and verbally abuse his wife and not to threaten her.

There are leaders, and then there are real leaders. Today, during this time of so much political, economic, and cultural upheaval, Zimbabwe is blessed with a real leader. Real leadership requires an ability to empathize and sympathize with those who find themselves in difficult situations. The President of Zimbabwe Emmerson Dambudzo the person who Zimbabweans look to for strength and consolation when tragic events happen. In times like these when the nation needs a real leader to show that Zimbabwe is one nation, and not a divided nation it does not matter who is dividing us the president has shown that he is a man made by the hand of God and determined to United.

To show his reconciliatory will, the president has risen above hate and opened his stretched hands to Welcome those who had abandoned the party. Of very notable is the coming back of the former minister of information Cde Jonathan Moyo.
Comrade Jonathan Moyo despite his sworn dislike of president Mnangagwa has written an apology and indicated his desire to rejoin the party. While the president extended his hand to many people there is a strong suspicion that he is still eyeing the driving seat. Welcoming a person who bruised and injured you is not a sign of weakness. It is the inner strength only to be found in the inner heart of Emerson Dambudzo our president.

President Mnangagwa has shown his love to unite people but the people come with their ulterior motives. To show the good heart which God has poured on president ED the president took an opposition leader General Mutinhiri and appoint him an an ambassador to Russia. Zanu Pf has an effective conflict management mechanism which is accommodative and where internal contradictions are resolved amicably.
Once admitted back into the Party of excellence, strict adherence to Party discipline relating to rules and regulations is demanded of them.

The President has shown great maturity which has never been shown before. This is a uniting factor which is unique with the president. Political reconciliation involves the repairing of damaged political relationships. In this reconciliatory endeavour the possibility and moral justifiability of pursuing political reconciliation in the aftermath of systematic and egregious wrongdoing, is put aside. We shake hands then hold hands and move together. what political reconciliation specifically require is a true leader who is able to put aside his personal feelings and starts to feel like the country itself. While this neither entails nor necessitates forgiveness it strengthens unity peace and love.

Those who doubted the sincerity of the president when he invited all to ZANU PF now can claim that political reconciliation should be conceptualized as the (re-)establishment of Fullerian mutual respect for the rule of law. Those who said there is no rule of law in Zimbabwe should just look up to the presidential mercy and will see that the rule of law works with reason. When a society governs by law, publicly declared legal rules establish clear and practicable standards for behavior which are enforced in practice.

Subjects of the law thus can form stable and reasonable predictions of how other citizens and officials will respond to their actions. We should realise that this analysis of political reconciliation is compelling. Emmerson Dambudzo Mnangagwa has determined and shown the possibility of achieving and the justifiability of pursuing political reconciliation.

The death of Robert Mugabe brought renewed attention to the remarkable change in Zimbabwe when the intolerant regime was finally dismantled and replaced with a democratic and broadly inclusive political order. For Zimbabweans the end of the First dispensation brought a host of challenges: how should society reckon with past human rights violations—through prosecutions, amnesties to secure peace, or truth-telling to clarify historical wrongs? Democracy needs be balanced with the numerous other pressing issues confronting the new dispensation such as fighting poverty and inequality or ensuring that violence would not return?

The challenges faced by Zimbabwe and ZANU PF were framed as part of a broader debate over political reconciliation, a debate that has also emerged in the country at large.

It is remarkable how often calls for reconciliation never appear in these contexts until the President took a first bold move by appointing the ZANU Ndonga leader Cde Kumula to central committee and accommodates all Ndonga members in the bigger tent.

The appointment of Rtd General Mutinhiri the former opposition leader to be an ambassador and several former MDC members in several government offices. The President has to do a great climb down and declare Penia Mavaza a former UANC member and a Gonakudzingwa detainee a provincial hero, and to declare Chief Chirau and Ndabaningi Sithole national heroes.

This is a God given wisdom and maturity we has witnessed in President Mnangagwa.
President Mnangagwa has developed a political theory, develop a political conception of reconciliation. In ZANU PF the concept of reconciliation became prominent in the political discourse of many polities divided by grave wrongs. Reconciliation is an inherently political aspiration since it invokes a “we” to underwrite the legitimacy of shared public institutions.

The political nature of reconciliation and defining the problem of how a relation of enmity might be transformed into one of civic friendship is invested in President Mnangagwa and ZANU PF.

Reconciliation, on this account, entails a difficult mode of interaction between former enemies that seeks to enclose both within a common horizon of understanding while affirming the possibility of calling any such shared horizon into question.

We have seen the constitution of a political association that accommodates former enemies; political grounds for forgiveness; the collective responsibility of those implicated in state wrongs and; coming to terms with the past through remembrance of these wrongs.

We must realise that reconciliation is an aspiration that sustains politics by framing an encounter between enemies in which they might debate the possibility and terms of their association. Yet, we must also invoke politics to resist the tendency inherent in the logic of reconciliation to bring to a close what should remain open, incomplete, contestable. It should be born in mind that in conceiving reconciliation politically we must reverse the order of our moral thinking. It is a political mistake to presuppose a common moral community that must be restored between those alienated by past wrongs. Political reconciliation would never get off the ground if it required agreement on shared norms and the nature of wrongdoing in order to initiate the ‘return’ of the wrongdoers to community with those wronged.

Rather, it must begin with the constitution of a space for politics through the invocation of a “we” and proceed from this faith in a community that is not yet toward the possibility of a shared understanding of what went before.

ZANU PF has shown all that it is working in the best interest of Zimbabwe.

Mnangagwa has shown that he is not self centred he is not selfish.
Now as we go into 2023 we need to look at maturity of leadership. So far no one compares with MNANGAGWA on forgiveness.
Through MNANGAGWA ZANU PF looks at you as “mwana wevhu” the child of the soil.

It now that we must open our eyes and vote for ZANU PF. ZANU PF has led by examples.
MNANGAGWA learns very fast his association with Zimbabwean Christians at all levels has humbled him and he sees everyone as us not them.

With his benevolence we are all Zimbabweans in our mother land.
ZANU PF has come from far but their humanity is present. There must never be a confusion. Vote ZANU PF for love for reconciliation and development. With Mnangagwa we will go far. Do not be left behind. Join ZANU PF today.

Frecon Solar water pumps -cheaper, easier, routinely underestimated

Frecon Solar Systems recently crunched the numbers on how much customers – primarily farmers – can save by opting for solar water pumps over diesel, petrol or mains-connected pumps. It found at the largest end of the scale, the savings could reach $33,550 per year.
Water pumps have long been large part of Frecon Solar’ business. The company sends out between 100 to 150 pumps every week, Marketing Manager Blessing Chigwaza told Zimeye.
Few farms would need pumps that big, however, so their savings wouldn’t reach such epic proportions. Nonetheless, Frecon Solar found that for a mid-sized solar pump, which they sell at the cheapest in Africa for only US$80 the customer could save US$1,793 in a year – paying off the bare running costs of a diesel pump in 2.77 years. Compared with a mains-connected grid, customers would save US$1,404 and meet the running costs in 3.54 years.

These numbers don’t even include the costs of travel for diesel or maintenance, which can be significant, Chigwaza noted.

Former Chitungwiza Chamber Secretary Caged

By A Correspondent- Former Chitungwiza Chamber Secretary Priscilla Vengesai was yesterday jailed for an effective 15 months after she was found guilty of attempting to bribe a High Court judge handling a civil case in which she had an interest.

Vengesai was charged with bribery and was convicted by Harare regional magistrate Mr Hosiah Mujaya. He sentenced her to two years in jail but suspended nine months on condition she is not dishonest when she comes out after serving the rest of the jail term.

Vengesai will serve 15 months behind bars.

Agreed facts are that she attempted to bribe Justice Felistus Chatukuta in a case involving Avondale Holdings and TM Supermarkets.

On May 28 2014, Justice Chatukuta met Vengesai at her workplace when the judge was in her private capacity processing a relative’s cession papers. Justice Chatukuta asked for assistance, which Vengesai gave as part of her job, before they exchanged contact numbers for future communication.

On the following day, Vengesai sent a text message using her private mobile number to Justice Chatukuta asking to see her in connection with a case involving Avondale Holdings (Pvt) Ltd versus TM Supermarkets (Pvt) Ltd.

On June 26, 2014, Vengesai booked an appointment with Justice Chatukuta asking to see her in chambers and the judge agreed.

But then Vengesai indicated that she had come to deliver a token of appreciation from Avondale Holdings as a result of the judgment Justice Chatukuta had delivered in its favour against TM Supermarkets (pvt) Ltd.

She also told justice Chatukuta that she was a friend to Avondale Holdings and had been sent to convey the token of appreciation to her. She then dug out a wad of US dollars and extended it to the judge.

Justice Chatukuta turned down the payment and immediately made a complaint, resulting in Vengesai’s arrest.

Mugabe Never Voted Chamisa, Says Charamba

Writing in his weekly column, Jamwanda as he is affectionately called, suggested that Mugabe duped the opposition when he indicated he was not voting for ZANU PF in the 2018 elections.

The statement strokes memories of the historic moment Mugabe walked into a Highfields Polling station to cast his vote. Without stating who he suggests Mugabe voted instead of the CCC leader, Charamba said in part:

It is just that Chamisa and his diminishing company always enjoy licking candy, acutely crave to do to the point of brushing aside nuances which matter in reading complex politics. As they did in 2018, when they believed that the late President Robert Gabriel Mugabe endorsed and voted for them, merely by reading from his bitter disposition.
We know better, whatever his public poise and rebuke then, and however much Triple C may elect to abuse him posthumously.

Mnangagwa: Your Vote Only For Me

As the country heads towards 2023 harmonised elections, Emmerson Mnangagwa has urged Zimbabweans to preserve the ongoing development momentum being spearheaded by the Second Republic by voting for the ruling party, Zanu-PF.
Through comprehensive reforms undertaken since the ushering in of the New Dispensation in 2017, the country is slowly reclaiming its space in the global community of progressive nations.

Numerous high-impact investments covering different sectors of the economy are being harnessed amid innovative strides being made by higher and tertiary learning centres, robust infrastructure development projects and increasing domestic production.

These are some of the tangible exhibits of the Zanu-PF Government’s determined drive towards creating more job opportunities and improving ordinary people’s livelihoods.

Addressing thousands of people who came to meet him and witness the official commissioning of 18 Public Service Commission (PSC) buses at Pelandaba Stadium in Gwanda, Matabeleland Province on Thursday, the President said despite the continued imposition of Western sanctions, Zimbabwe was on a transformative drive.

He said the US$67 million Central Shaft Expansion and the US$14 million 12,2 megawatts solar projects, which he officially commissioned at Blanket Mine, were some of the prime success stories showing that indeed “Zimbabwe is Open for Business”.

Already, the investment has positioned the parent company, Caledonia Mining Corporation, to increase output to about 80 000 ounces per annum while employment levels have been pushed to above 1 600 workers from 500 with revenues increasing from US$123 million per annum to more than US$148 million per annum.

The mining sector alone is projected to clock about US$8 billion in earnings this year from US$5,3 billion last year, according to official reports, which is a huge margin compared to about $2,1 billion when the Second Republic came into being.

Despite adverse climate change impacts, recent Government reports show that growing public and private sector investments towards transforming the agriculture industry have seen the sector surpassing the US$8,2 billion milestone target set under the National Development Strategy (NDS1-2021-2025), ahead of time.

Under the Second Republic Zimbabwe is driving massive coal-to-energy development projects with the US$1,4 billion Hwange Power Station Units 7 and 8 expansion nearing completion.

According to the Zimbabwe Power Company, the first unit is set to come on stream this month, injecting 300 megawatts into the national grid while the other 300 megawatts is set for completion early next year.

Several investments in coal-to-coke processing have been established in the Hwange area, Matabeleland North province, which have bolstered mining output and export earnings with massive job opportunities along the value chain.

President Mnangagwa said the Lake Gwayi-Shangani construction, a key project meant to solve Bulawayo’s water problem and boost irrigation farming in Matabeleland region, has been in limbo through successive administrations from 1912 and only took off under the Second Republic, which has channelled more Treasury resources to steer its steady progress to about 44 percent to date.

Zimbabwe is also on the cusp of being a key oil-to-gas energy player in the region with the Australian Invictus Energy firm indicating improved commercially viable findings at its Muzarabani oil and gas exploration project.

Through enhanced diplomatic relations with China, for instance, the Second Republic has also witnessed the completion of the new Parliament building in Harare, constructed for US$100 million funding from Beijing.

Realising that the future of the world is anchored on science and technology, President Mnangagwa said his Government has championed the Education 5.0 policy to ensure Zimbabwe develops its economy through knowledge-based approaches by its people in line with the philosophy “Ilizwe lakhiwa ngabaninilo/Nyika inovakwa nevene vayo”.

He implored entrepreneurs, established businesses and students in colleges and universities to embrace science/technology to develop and register new products and services that contribute more to economic growth.

Given such development milestones and many more recorded in the last five years, President Mnangagwa said Zimbabweans should reflect on these deliverables as an indicator of his administration’s commitment to propel Zimbabwe to greater heights.

“Every five years we hold general elections as a country in line with the Constitution and come next year by July or August we must go back to the people and seek another mandate from them to lead the country,” he said.

“We have already held our party congress last month and I am happy to say all the 10 provinces were happy to say that in the last five years the party has made great strides in instructing the Government to focus on serious issues of national development.

“So, for the last five years, your Zanu-PF Government has succeeded in delivering tangible development.”

President Mnangagwa told the bumper crowd that transforming the country could only be done by capable, informed and knowledgeable leadership as opposed to puppet opposition formations.

He said Zimbabwe was suffering from Western sanctions as punishment for choosing to be independent and asserting its autonomy when it embarked on the Land Reform Programme at the turn of the millennium.

“We’ve then said as Zanu-PF we must not cry because of these sanctions but look internally and, using our resources, develop our country brick by brick and stone upon stone,” he said.

Instead of relying on imports, President Mnangagwa said the Second Republic has taken steps to produce its food, for instance. He referred to the success in substituting wheat imports this winter season where Zimbabwe has achieved huge success in producing 14 months’ supply through boosting local production.

“This is what we are doing as the Second Republic so that you are happy in your country. So, it’s on the basis of depending on what we ourselves can do,” said the President.

“We are constructing our own roads and this time around it is local contractors and local engineers who are championing the projects. We have started with the Beitbridge-Harare-Chirundu Highway.”

He said using local contractors was beneficial as it has cut the cost of this highway from the initial estimated US$2 billion by foreign contractors to about US$600 million by local professionals and companies.

President Mnangagwa said despite sanctions Zimbabwe has also made breakthroughs in producing its own medical accessories including medical oxygen for hospitals while rural industrialisation has also been introduced to empower communities at grassroots level.

“This is how other countries have developed through developing their own products. We are also driving rural industrialisation, which is producing more local goods, we are leaving no one behind. Our agriculture is also transforming and we are mechanising,” he said.

“I can go on and on to tell you what we are discovering and developing. Next week I will be in Tsholotsho to commission a village solar project for 69 villages and we shall replicate the same in other villages across the country.

“So, whatever you are doing, do it with full commitment, we must work and develop our country with the resources given us by God.”

The President then urged all Zimbabweans to register to vote in large numbers in next year’s harmonised elections saying the ruling party should garner resounding victory.

“Zanu-PF as the only party that brought independence to this country, has national interests at heart. Let’s uphold values of peace, tolerance and unity among ourselves as we gear towards the elections,” he said. —Chronicle

Scandal: Key State Witness Against Ken Sharpe Denied Bail After Magistrate Changes Ruling Midway

Bail ruling for former chief Harare City Council housing inspector Roy Nyabvure was abandoned for 30 minutes after a court official whispered something to the magistrate who then adjourned the proceedings midway, only to come back and proceed to read his ruling, but now from a different document.

Nyabvure was arrested last week and appeared in court on Wednesday on the bail application and was back in court on Thursday for the ruling. 

Despite that he is still testifying in court, he was arrested after deputy prosecutor general Michael Reza claimed he has already finished testifying. This is despite that he was arrested at court intending to testify in a matter that was postponed to November 28.

Magistrate Taurai Manuwere was giving his submissions pending a final say but a court official approached him and whispered in his ear, forcing him to adjourn the court for more than 30 minutes.

Initially, the submissions that he was reading were written but after the break, the judgement he read out had been printed.During the adjournment, Deputy Prosecutor-General Michael Reza entered the court and fished out fellow prosecutor, Lancelot Mutsokoti from the court and went out for about seven minutes. 

Reza is battling allegations of biased prosecution by lawyer Tendai Biti who claim the deputy prosecutor general is favouring Ken Sharpe and his aides, whose company Pokugara Properties is the complainant in the Nyabvure case.

At the same time, another court official carrying a black counter book entered the court and made his way to where the magistrate was seemingly waiting for him. The man exited holding his book which seemed to have been shielding a white document that he delivered to Manuwere.

When Manuwere returned, he gave his submissions starting from the beginning and this time he did not read out the points of law as he had done before he was summoned.

He only read arguments by the state and by the applicant before denying Nyabvure bail.

“From the evidence submitted, the state argued that if released on bail the accused might abscond and not stand trial,” Manuwere said.

“The applicant in a bid to avoid arrest wrapped in legal practitioners who wrote several letters protesting the intended arrest.

“The applicant is facing a serious offence which attracts a maximum term of 15 years imprisonment, and this is an incentive for him to flee.”

Manuwere added: “The applicant is accused of circumventing the standard operating procedures for the approval of building plans by failing to follow the established procedure and plan approval.”

Nyabvure, who highlighted that he suffers from hypertension and has a brain haemorrhage as part of his argument for bail application, said his arrest was meant to instil fear and silence him in a perjury case he is testifying against Sharpe. 

Nyabvure’s lawyer, Mutumbwa Mugabe has insisted that his client’s arrest was interfering with him as a state witness.

The state alleged that prior to his arrest Nyabvure had failed to comply with a summons by police which he failed to attend saying he had appointments with doctors.

According to the judgement, witnesses in Nyabvure’s case are his former associates and if granted bail the former chief inspector would likely influence his former colleagues.

“Witnesses who are his former workmates are very susceptible to being influenced and interfere with.

“From the foregoing, therefore, there are compelling reasons for denying the applicant bail resultantly the application of bail pending trial is hereby dismissed,” said Manuwere.

Nyabvure has testified in the on-perjury case against Sharpe, his aides Tatiana Aleshina and Michael Van Blerk and top Harare City Council officials.

He is still testifying in the case where Sharpe, his aides and top council officials are accused of malicious damage to property.

Nyabvure is however an accused person in another case in which land developer George Katsimberis is accused of building a house with fake plans. The cases are running parallel at the Harare Magistrate’s courts.

Kereke Bashes Own Wife

CYBER Security boss Credo Peacemaker Kereke (48) appeared at the Harare magistrates court yesterday charged with two counts of domestic violence and intimidation.
The case however, was postponed to November 22 after he requested time to look for a legal practitioner to represent him.

The complainant is Priscilla Chindito, his estranged wife.

Allegations are that on October 28, this year, at around 1900 hours, Kereke, who heads the Central Intelligence Organisation’s listening centre in Mt Hampden, went to his matrimonial house and found Chindito holding divorce papers.

It is alleged that Kereke had been pressuring her to file for divorce. After he was given the papers, it is alleged that Kereke became violent, and grabbed her neck.

Chindito managed to escape and sought refuge at a church mate in Madokero suburb. She never returned to the matrimonial home.

Kereke allegedly started sending threatening messages, telling her to come and collect her belongings and sign the divorce papers. He is also accused of assaulting his wife’s sister, accusing her of colluding against him.

The State further alleges that Kereke has even threatened to shoot Chindito. -Newsday
