In the recent revelation, Wicknell Chivayo disclosed bank transactions implicating Scott Sakupwanya, himself, ZEC chairperson Justice Priscilla Chigumba, the CIO Director General Isaac Moyo, and businessmen Moses Mpofu and Mike Mpofu. These transactions show over USD 40 million being funneled for illicit activities.

In response, the ZEC released a statement on Friday, categorically denying all allegations. The statement read:

“We have noted with great concern social media posts and rumours circulating online, that are causing public alarm and despondency and we would like to put it on record that the Zimbabwe Electoral Commission (ZEC) has no contract nor did it procure any election material from or through individuals being mentioned in the reports. All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and there was due diligence as all tender processes were subjected to oversight.

We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.

We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media. All election materials procured during the 2023 Harmonised Elections were delivered on time.

The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections. Furthermore, there were no third parties between the Commission and all election material suppliers.

Any statements suggesting a contractual link between ZEC and these individuals for the supply of the 2023 Harmonised Elections materials are inaccurate, misleading and mischievous and therefore should be dismissed with the contempt it deserves. The Commission assures all its stakeholders that all procurements were above board.”

Road Accidents Rise

Zimbabweans have blamed bad driving habits for the spike in fatal road traffic accidents that have seen 25 lives being lost in 10 recent road accidents.

As road traffic accidents continue to soar, the public has called for a behavioural change among drivers to curb road carnage.

“Drivers are not learning defensive and also don’t follow the road regulations and speed,” said a passenger.

Another said, “Defensive driving is important for us to better stay safe on the roads.”

“Drivers are not following the law and are getting drunk while speeding,” added a passenger.

Most of the recent accidents have been attributed to human error, with the Zimbabwe Republic Police (ZRP) committing to tightening law enforcement, monitoring and evaluation of vehicles along highway checkpoints.

“We implore the public to be responsible on the roads. If certain vehicles pass checkpoints and people get injured as a result of negligence on the part of police officers, swift action will be taken, ZRP Spokesperson, Commissioner Paul Nyathi.

Among the recent accidents is one which claimed five lives in Mazowe this Monday, and another that saw eight people being burnt beyond recognition when a bus caught fire in Gandanzara on Sunday.

Teen Pregnancies Rise

TEEN pregnancies are increasing at an alarming rate in Mashonaland Central province after nearly 3000 cases were recorded last year coupled with over 490 early marriages.

Statistics from the Ministry of Women Affairs, Community, Small and Medium Enterprises Development show that 2924 teen pregnancies were recorded in Mashonaland Central province in 2023.

Provincial Director for the Ministry of Women Affairs, Community Small and Medium Enterprises Development Mrs Judith Hove told the ZBC News that 492 early marriages and 2842 cases of gender-based violence were also recorded in the same year.

“When we compare figures from 2022 to 2023 the figures are going higher because people are now aware that we need to report this scourge. Our awareness campaigns are also bearing fruit which is why you see figures for men are also going higher as more men are reporting. We are leaving no place unattended as we are going to all places that we could not reach,” she said.

The alarming figures have jolted authorities into action with traditional leaders being roped in to implement by-laws on ending early marriages.

The by-laws which were first implemented in Shamva will be applied in other areas under the recently launched ‘Not in My Village’ campaign led by the National AIDS Council and Young People Network on SRHR, HIV and AIDS.

“As Chiefs, we will do everything in our power to reduce the scourge in our area, we thank the National Aids Council they have opened our minds and alerted us. They have shown us the real problem areas which are our mines, and farming areas, especially the compounds because there are no village heads to alert us so we will ask the government to assist us in ending this pandemic. We are treating it as a pandemic,” said a chief.

“We are making by-laws as a province. We started at district level and now at provincial level, so we will be able to mitigate some of the challenges we are facing. Therefore, we welcome this initiative they have taught us, it started in Shamva and greatly helped us,” added another chief.

Mount Darwin and Mazowe districts have the highest figures of teen pregnancies at 1369 and 1279.

Mbire District recorded the highest number of early marriages at 235, while Muzarabani has 94.

2842 gender-based violence cases were recorded in total, with Shamva leading at 623 cases in a development attributed to high artisanal mining activities.

By Political Reporter Mike Chimombe and Moses Mpofu, business partners of Wicknell Chivhayo, have reportedly fled to China to evade arrest.

The Zimbabwe Anti-Corruption Commission (ZACC) is investigating the pair in connection with a failed US$87 million Presidential Goat Scheme.

Chimombe and Mpofu’s company was awarded the contract and received US$40 million.

However, they are accused of failing to deliver 632,001 goats under the scheme, allegedly diverting the funds to purchase luxury cars and upmarket mansions.

The two businessmen are currently reported to be in China and are expected to return to Zimbabwe to address the corruption charges.

In addition to the goat scheme scandal, Chimombe and Mpofu are embroiled in a controversial US$40 million deal with Chivhayo involving a fraudulent Zimbabwe Electoral Commission (ZEC) tender.

The trio is reportedly in a dispute over the division of the proceeds from this deal.

Foreign Minister Mulambo Haimbe says Mnangagwa’s recent remarks in Russia were “an unwarranted attack on Zambia’s sovereignty”, and Zambia wants the matter “decisively and conclusively addressed” by the regional bodies.

In a viral video, Mnangagwa is captured telling Russian President Vladimir Putin how the Americans are consolidating their relationship on the security front with Zambia.

He went on to beg Russia to offer military support to Zimbabwe so as to counter any threats to its sovereignty.

“The West have just begun consolidating their power in Zambia, our next neighbour. You know, there was a time that Zambia and Zimbabwe were one, it was called Northern and Southern Rhodesia. It was one but we’re now separate.

“The Americans are consolidating their power in that country, both in terms of security and financial support to Zambia, to make sure that we feel lonely,” said Mnangagwa.

Malema’s EFF 1-0 Democratic Alliance

South African opposition party, the Economic Freedom Fighters (EFF) has scored a major victory against the new Government of National Unity after it pushed to have a racist legislator.

The Democratic Alliance (DA) has since confirmed that a video in which Renaldo Gouws uses offensive and racist language is in fact genuine, and not fake as they initially suspected.

“The DA Federal Executive has therefore suspended Gouws with immediate effect while he faces disciplinary charges before the party’s Federal Legal Commission.”

DA Federal chair Helen Zille said Gouws has been suspended from party activities.

Gouws apologised for the first video and said claims of him being racist were false, and that he has addressed the video clip before.

“A snippet of a video that I posted 16 years ago (back in 2009) when I was young and still a student has been recycled and posted on social media over the last few days,” said Gouws.

“I addressed this snippet in 2016 and again in 2020 when approached by the media when it was posted on social media. (Articles on this can be Googled). This was at the time when then President Zuma and then Youth Leader, Malema were singing songs about killing people based on their race.”

“Yes, medicines save lives but they can cause fatalities. As pharmacies, we provide safe and cheap medicines under regulation by the MCAZ. I urge the public to seek medical attention from qualified healthcare professionals and purchase medicines from licenced pharmacies to ensure their safety and well-being.”

Addressing allegations that Tshabangu was an imposter, Ncube clarified that Tshabangu was indeed part of the CCC’s top hierarchy, holding the position of “interim secretary general” through what he termed “strategic ambiguity.” Ncube stated:
“We acknowledge that contrary to what some of us have said in the past—that we didn’t know Senator Tshabangu—we did. He was a member of the national executive and national council. He attended the fateful meeting of January 22, 2022, though he was not the secretary general at that time. He assumed that position under strategic ambiguity. Our competitive advantage in electoral terms relates to our identity as agents of democratic change, not just in what we say, but in what we do.”

Ncube emphasised the severe damage done to the opposition movement during Chamisa’s tenure, stating that it would take years of hard work to restore the party’s democratic agenda. He remarked:

“It will take many years and considerable effort to re-establish the opposition as a viable democratic alternative to ZANU PF. We do not underestimate the magnitude of this task—the damage is extensive. This council has resolved that, regardless of the challenges, we must uphold the ideals of the liberation struggle.”

Notably, several officials elected at the 2019 MDC-Alliance Congress in Gweru, which the courts later nullified, attended the meeting. These included Lynette Karenyi-Kore (co-vice president) and Chalton Hwende (secretary-general).

“We took responsibility as the national council, accepting that we neglected our duty to demand accountability and transparency within our democratic framework, thus straying from our principles,” Ncube stated. “We will not necessarily engage with Zanu PF regarding the 2023 general election results. Instead, we will focus on issues related to the conduct of the elections, based on reports from local, regional, and international observer missions. Our goal is to create a level playing field ahead of the 2028 elections. If we do not, we risk remaining in the same position as we were in 2023.”

Scores Of Ethiopians Arrested In Chirundu

By Political Reporter- Authorities in Chirundu have arrested nine (9) Ethiopian nationals for border jumping.

The nine were arrested on Thursday and arraigned before a court for contravening the Immigration Act.

Gezaheng Shuga (20), Caleb Gata Chess (18), Fasel Jamal (17), Kebarke Lumboro (15), Dereje Daniel (18), Dazala Nole (24), Mangesto Marzkos (25), Awol Mudoro(18) and Mohadin Girma appeared before the Karoi Magistrates’ Court.

The brief facts of the case are that on 25 April 2024, at Chirundu Border Post, the accused persons entered Zimbabwe without valid permits in contravention of the Immigration Act.

Immigration officers received a tip-off that the nine Ethiopians were hiding at a house in Chirundu Heights.

Acting on the information, the immigration officers teamed up with police officers and searched the house, where they found the accused persons locked in the house.

The Ethiopian border jumpers subsequently appeared before the courts and were warned, cautioned and discharged pending deportation.

Chivhayo Cdes In Fresh US$7 Million Scandal

By Crime and Courts Reporter- Controversial businessman Wicknell Chivhayo’s business partners, Mike Chimombe, President of the Economic Empowerment Group (EEG), and Moses Mpofu, are under investigation by the Zimbabwe Anti-Corruption Commission (ZACC) over a botched US$87 million Presidential Goat Scheme.

A leaked ZACC memorandum dated June 7, 2024, suggests that Chimombe and Mpofu potentially face corruption charges.

The document indicates that the two may have contravened Section 113 of the Criminal Law (Codification and Reform) Act, Chapter 9:23, relating to the theft of trust property, and Section 8(2) of the Money Laundering and Proceeds of Crime Act.

It is alleged that the duo received US$40 million from the Ministry of Finance to supply and deliver goats intended to support underprivileged households across the country under the Presidential Goat Scheme.

However, after receiving the funds, Mpofu and Chimombe allegedly failed to deliver the goats as agreed and instead converted the funds for personal use, purchasing luxurious houses and vehicles.

The memo reads: “Investigations that ensued established that on November 16, 2021, the Government of Zimbabwe, represented by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, entered into a contract agreement with Blackdeck Livestock and Poultry Farming, represented by Moses Mpofu. The contract, valued at US$87,757,168.00, was for the supply and delivery of 632,001 goats over five years.
Investigations conducted established that there is no company registered in Zimbabwe as Blackdeck Livestock and Poultry Farming. Instead, Blackdeck Private Limited, registered on February 12, 2015, lists Moses Mpofu and Phinas Hazvineyi Kabisira as directors.

Further investigations revealed that the Ministry of Lands agreed to make an advance payment of 30% to Blackdeck Livestock and Poultry Farming towards the purchase of the goats.

On April 21, 2022, and June 29, 2022, the Ministry of Lands transferred ZWL$901,294,200.00 and ZWL$698,705,800.00 respectively into Blackdeck’s CABS bank account number 1006126120 for the supply and delivery of the goats.

The total amount transferred to Blackdeck to date is ZWL$1.6 billion, or US$7,712,197.10 at the interbank rate.

The memo indicated that the investigation is ongoing as ZACC seeks to reconcile the total number of goats delivered to the Ministry of Lands by Blackdeck to date.

ZACC also aims to obtain Blackdeck’s CABS bank statements where the Ministry of Lands deposited the funds.”

Let’s start with why Mohadi holds such a pivotal position. The roots of his power trace back to his training days. Mohadi, along with Lookout Masuku and Dumiso Dabengwa, were trained by the KGB. These “black Russians” learned more than just intelligence and military tactics; they mastered the art of covert operations and underground networks.

Today, Mohadi is widely acknowledged as the biggest smuggler in Zimbabwe. His operations span drugs, minerals, and even people. This isn’t a recent development but rather a continuation of activities that date back to the days of ZAPU and Rhodesia. Beitbridge, the gateway between Zimbabwe and South Africa, is crucial here. Historically, any valuable contraband that needed to pass through the border did so under Mohadi’s watch. His dominance over this transit point remains unchallenged, bringing him immense wealth and influence.

Many people underestimate Mohadi. They see only a fraction of his wealth and connections. But when you observe him alongside figures like Wicknell Chivayo, you begin to understand the deeper alliances at play. Chivayo’s rise to becoming a presidential advisor during Mohadi’s tenure as State Security Minister was no coincidence. It was a calculated move, orchestrated by Mohadi, to place his allies in strategic positions.

My experience working at Air Zimbabwe revealed more layers of this corrupt system. Obert Mpofu, who headed the customs department, was instrumental in controlling the flow of goods at the airport. Nothing passed through without Mpofu’s nod, a clear indication of the systemic corruption that feeds the country’s elite.

The stakes get even higher when these domestic power players connect with international groups. The partnership between Zimbabwe’s top officials and groups like Hamas, which are closely linked to Emmerson Mnangagwa, poses a terrifying prospect. The amalgamation of Hamas’s militant resources and the KGB-trained Zimbabwean elites could destabilize not just Zimbabwe but the region.

Despite his low profile and tendency to let insults slide, Mohadi’s silence is strategic. It allows him to operate his smuggling empire with minimal scrutiny. Some speculate that he might even leak information about himself to create distractions or shift narratives.

Zimbabwe’s government operates on dual tracks: the visible, official one, and the shadow government run by these seasoned power players. The appointment of younger ministers masks the maturation of a deeply entrenched corruption network. This “Senate of corruption” as it’s been dubbed, runs parallel to the official government, ensuring that real power remains in the hands of a few.

Bulawayo Shakeup A Scam… Scapegoats Transferred While Corruption Runs Rampant

Reports of corruption in the police force in Zimbabwe is merely a tip of the iceberg. This letter aims to shed light on the pervasiveness of corrupt practices across various police departments in Bulawayo as a whole.

• Bulawayo Central Traffic (Drill Hall: Bribery schemes are happening at locations like Gwanda Road, with officers allegedly pocketing significant sums from motorists and impounded vehicles. A Ford Fiesta, driven by two sergeants male and female is mostly used in operations to extort oMalayitsha. In the city centre, a Mahindra, driven by Assistant Inspector Moyo, is used to impound kombis that are taken to Drill Halls where drivers are forced to part with US$100 which is shared among the inspectors. It is reported that every officer takes home S$200 at the end of the day. The Officer in charge and his lieutenants take the chunk of the money.This exemplifies extortion – extracting money through threats of fines or vehicle impoundment.
• Nkulumane Traffic Police Station is alleged to be involved in a scheme where officers set up roadblocks at Goldrich, Steel Works, Birkenhead, and Masiyephambili in the Nkulumane Complex area. They are accused of soliciting bribes of US$3 from each Honda Fi drivers and kombis. The money is then allegedly shared with the officer in charge and assistant inspectors.
• Of course the scandal also centres around the Bulawayo Traffic West Police Station, where officers, including the Officer in Charge and his ‘boys’ allegedly receive daily bribes – they get US$2 from every kombi and Honda Fit.
• The expose expands beyond traffic, alleging that Khumalo Station officers are involved in a scheme where they collect bribes from all bottle stores in town. This suggests a form of protection racket, where businesses are pressured to pay for the police to turn a blind eye to potential violations or simply to avoid harassment.
• There are also serious concerns about the Criminal Investigations Department (CID) at Bulawayo Central Police Station, specifically CID VTS, CID Homicide, and CID CCD. These departments are tasked with serious criminal investigations, and corruption there undermines public trust in the justice system. It’s a fact that they tamper with investigations to protect individuals who pay bribes. They also demand bribes to pursue investigations or expedite casework.
• The allegations of corruption within Bulawayo’s law enforcement reach further with reports of Hillside Police Station setting up roadblocks at Machbinding to solicit bribes from motorists. This incident adds to the growing concern about a systemic issue within the city’s police force.

Corruption thrives under the watch of superiors:
This brazen corruption is allegedly happening right under the noses of senior leadership, including the Provincial and District Commanders including the Dispol-Traffic and her lieutenants. The lack of action from these officials raises serious concerns. They may be turning a blind eye because they themselves are benefiting from the ill-gotten gains, perhaps through kickbacks or a share of the collected bribes. This suspicion further erodes public trust and suggests a deeply entrenched system of corruption.

The stench of corruption within Bulawayo’s law enforcement isn’t just pervasive, it’s a carefully orchestrated mockery of justice. The recent “transfers” at Traffic West are a prime example.

The Officer in Charge of Traffic West who was tasked with investigating Drill Hall police for corruption is implicated in the very web of bribery he now claims to dismantle – he recommended a paltry six individuals be transferred. These scapegoats, led by S/M Chale, barely settled in from paying bribes for their coveted traffic department positions, are cast aside while the system that bred them remains untouched.

This is not reform, it’s a slap in the face. A mere six pawns sacrificed to maintain the illusion of accountability. The truth is far uglier. Corruption isn’t confined to a single station; it’s a disease that has infected the entire traffic department, and by the letter’s account, Bulawayo CID and Bulawayo license inspectorate as well.

These supposed guardians of the law raid unlicensed businesses, lining their pockets while simultaneously building extravagant lives fuelled by ill-gotten gains. They cruise in luxury vehicles, a stark contrast to the struggles of the very people they exploit.

The audacity is breath-taking. The silence from superiors, deafening. Where is the outrage? Where are the sweeping investigations? This is not a matter of a few bad apples; it’s a rotten orchard in desperate need of fumigation.

The public is not fooled. This blatant attempt to sweep the problem under the rug only serves to erode trust further. We demand a genuine commitment to purge the corruption, not a hollow performance of justice. We need a complete overhaul, a dismantling of the system that allows officers to enrich themselves at the expense of the citizenry.

Until then, the message is clear: Bulawayo’s law enforcement is not here to protect; it’s here to exploit. This cannot stand.

Mike Chimombe and Moses Mpofu, who accused Chivayo of inflating a 2023 election ballot printing tender from USD 8 million to USD 40 million, now find themselves at the center of a ZACC investigation. Leading the ZACC probe is Mr. Chapwanya, who launched an investigation into allegations that Chimombe and Mpofu received USD 40 million from the government through their company, Blackdeck. The funds were intended for the Presidential Goats Scheme, a program designed to support underprivileged households by supplying goats. Instead, the pair allegedly diverted the money to purchase luxury mansions and vehicles.

“On 23 May 2024, team Chapwanya was allocated to investigate cases of Theft of Trust Property as defined in Section 113 of the Criminal Law [Codification and Reform) Act Chapter 9:23 and Money Laundering, as defined in Section 8(2) of the Money Laundering and Proceeds of Crime Act [Chapter 9:24], reported against the accused persons where it is alleged that the accused persons were paid USD 40 million by Treasury for them to supply and deliver goats meant to support the underprivileged households across the country under the Presidential Goats Scheme. It is further alleged that after the accused persons received the said funds from the Treasury, they did not deliver the goats as agreed but they went on and converted the funds for their own use through purchasing luxurious houses and vehicles,” part of the update by ZACC investigators reads.

Siqokoqela Mphoko vs. Professor Welshman Ncube Trial Set for June 24

By Court Correspondent | ZimEye | Harare, Zimbabwe – June 19, 2024 | The trial between Siqokoqela Mphoko, son of former Vice President Phelekezela Mphoko, and Professor Welshman Ncube, the interim vice president of the Citizens Coalition for Change (CCC), is scheduled to begin on June 24. The lawsuit involves serious allegations of financial misappropriation linked to the sale of shares in Choppies Enterprises, a major retail chain.

The Mphoko family alleges that Ncube, who served as their legal advisor during the transaction, misappropriated a portion of the US$2.9 million proceeds from the sale of their shares. They are seeking an order for Ncube to pay US$1.5 million, plus interest, claiming that he breached their trust by withholding these funds.

Siqokoqela Mphoko alleges betrayal. The Mphokos contend that Ncube failed to transfer the full amount owed to them, highlighting a significant breach of fiduciary duty and trust.

Professor Ncube, has categorically denied all allegations. He says that he managed the transaction with full transparency and integrity, arguing that the claims against him are baseless and without merit. Ncube is confident that the judicial process will exonerate him.

The case will be held at the Bulawayo High Court at 10am.

South Africa- The South African government Wednesday suffered another blow after the Constitutional Court in Pretoria dismissed an application by the Minister of Home Affairs, Aaron Motsoaledi, to terminate the Zimbabwean Exemption Permit (ZEP).

In June 2023, the Pretoria High Court ruled that the termination of the ZEP had been unlawful and unconstitutional.

The High Court ruling ordered the Minister to reconsider the termination of the programme and follow a fair, lawful and consultative process.

Motsoaledi then appealed the ruling, but the Supreme Court of Appeal dismissed it on the grounds that it had no prospects of success.

Subsequently, the Minister turned to the Constitutional Court, essentially on the same grounds, asking that it adjudicate over the issue.

In the application lodged in the Constitutional Court, Home Affairs director-general Livhuwani Tommy Makhode, who was the second applicant after the Minister, sought leave to appeal against the whole June 2023 judgment of the Pretoria High Court.

The Helen Suzman Foundation (HSF), a non-governmental organisation, opposed the application by the Minister.

In a statement issued this Wednesday, 19 June, HSF confirmed the dismissal of Motsoaledi’s appeal by the Constitutional Court. It said:

Yesterday, the Constitutional Court dismissed an application by the Minister of Home Affairs (Minister) for leave to appeal a June 2023 Pretoria High Court judgment which held that the Zimbabwean Exemption Permit (ZEP) had been unlawfully terminated.

Chipinge Villagers Acquitted In Land Invasion Allegations

By James Gwati- The High Court has upheld the appeal of 13 Mahachi villagers from Chipinge, overturning their convictions for the illegal occupation of their ancestral land.

Represented by Professor Lovemore Madhuku and Advocate Tariro Tazvitya, the villagers appealed the decision made by the Chipinge Magistrates Court on April 3, 2023.

Justice Alfred Chinembiri had previously convicted the villagers of illegal occupation after 14 court appearances.

However, the High Court judges, Justice Isaac Muzenda and Justice Jesta Halena Charehwa, presided over the appeal and ruled in favour of the villagers on Wednesday.

The High Court’s ruling exonerates the villagers, declaring them not guilty and free from the charges.

This decision is a significant moment in the ongoing land struggle and advocacy for land tenure security, particularly for the more than 16 villages facing similar eviction threats by the Chipinge Rural District Council (RDC).

Claris Madhuku, Director of the Platform for Youth and Community Development (PYCD), emphasised the importance of the judgement:
“The judgement is welcome and vindicates both the villagers and our advocacy efforts. These villagers have not broken any laws as they reside on their ancestral land. Any processes to convert land use must be regularised through due process. We are concerned that Chipinge RDC might misuse the courts and police for rent-seeking developments. It’s crucial to broaden stakeholder engagement, especially with the drafting of the Master Plan. This is not the first time villagers have prevailed against Chipinge RDC; the courts have consistently supported us in Munyokowere, Maunganidze, Chinyamukwakwa, Chisumbanje, Beacon Hill, Chiriga, and other areas. Chipinge RDC should engage humbly with PYCD and the communities to find sustainable solutions for the land disputes in Chipinge.”

The Chipinge Rural District Council is advised to heed this judgement carefully, as it highlights the proper handling of displacements and dispossessions.

Auxillia Mnangagwa Hijacks Tourism Ministry, Commecialises It And Pockets Proceeds

By Political Reporter- First Lady Axillia Mnangagwa has commandeered the Ministry of Tourism, using it to market and sell a cloth she dubs the “national dress,” while pocketing the proceeds.

Throughout Zimbabwe, the ministry offices, managed by the Zimbabwe Tourism Authority (ZTA), have become outlets for this merchandise.

Auxillia Mnangagwa is charging US$4 per meter at these ZTA offices, whereas the average cloth in retail shops sells for just US$1.50 per meter.

Civil servants are reportedly being coerced into purchasing this fabric.

In a public relations move seemingly intended to deflect accusations of corruption, Tourism Minister Barbara Rwodzi stated that only the Ministry and a few selected outlets distribute the fabric at the official price.

“The Ministry of Tourism and Hospitality Industry wishes to remind all concerned that it is the sole custodian of the Zimbabwe national fabric. It is responsible for distributing the fabric through its Zimbabwe Tourism Authority provincial offices at a gazetted nominal fee of US$4 per meter,” said Rwodzi.

“The Ministry works with a few selected outlets which distribute the fabric at the gazetted price. The national fabric was previously sold between US$9 and US$12 before the Ministry intervened to get the price gazetted downwards to US$4.
“The Ministry of Tourism and Hospitality Industry encourages the nation to continue taking pride in our identity, our culture, and our heritage through our national fabric. We take exception to false and malicious claims by some media outlets that the First Lady, Dr. Auxillia Mnangagwa, is cashing in on the national fabric.”

Rwodzi further stated that such claims are calculated to tarnish the First Lady’s image.

South Africa- The Constitutional Court has dismissed an application by the Minister of Home Affairs, Aaron Motsoaledi, to terminate the Zimbabwean Exemption Permit (ZEP).

In June 2023, the Pretoria High Court ruled that the termination of the ZEP had been unlawful and unconstitutional.

The High Court ruling ordered the Minister to reconsider the termination of the programme and follow a fair, lawful and consultative process.

Motsoaledi then appealed the ruling but it was dismissed by the Supreme Court of Appeal on the grounds it had no prospects of success.

Subsequently, the Minister turned to the Constitutional Court, essentially on the same grounds, asking that it adjudicate over the issue.

In the application lodged in the Constitutional Court, Home Affairs director-general Livhuwani Tommy Makhode, who was the second applicant after the Minister, sought leave to appeal against the whole June 2023 judgment of the Pretoria High Court.

The Helen Suzman Foundation (HSF), a non-governmental organisation, opposed the application by the Minister.

In a statement issued this Wednesday, 19 June, HSF confirmed the dismissal of Motsoaledi’s appeal by the Constitutional Court. It said:

Yesterday, the Constitutional Court dismissed an application by the Minister of Home Affairs (Minister) for leave to appeal a June 2023 Pretoria High Court judgment which held that the Zimbabwean Exemption Permit (ZEP) had been unlawfully terminated.

That June 2023 judgment was unequivocal in holding that the Minister is obliged to follow a fair consultation process, which duly considers the rights of those affected by terminating the ZEP before he be lawfully allowed to do so.

The Constitutional Court’s order affirms with finality that this most basic of legal duties binds the Minister, notwithstanding changes in office that may occur once a new government is formed when deciding the ZEP’s future.

It is a vital affirmation – for ZEP holders and South African citizens alike – that principles of fair hearing and rational government are indispensable to our constitutional democracy.

MaShurugwi Brutally Kill Fellow Miner

Chivhayo Drags Mnangagwa Into The Mud

By Political Reporter- Zanu PF internal sources said the recent audio recordings of Wicknell Chivhayo bragging about having President Emmerson Mnangagwa “in his pockets” have deepened divisions within Zimbabwe’s ruling party.

Sources indicate that these revelations particularly embitter Vice President Constantino Chiwenga.

The ex-convict, known for his extravagant lifestyle, has been distributing cash and expensive cars to select celebrities while publicly campaigning for Mnangagwa’s continued rule beyond 2028.

This move has raised eyebrows within the party, especially given an apparent gentleman’s agreement where Mnangagwa would step aside for Chiwenga in 2028.

Weeks after Chivhayo’s public appearances with President Mnangagwa at several State functions, audio recordings surfaced.

In these recordings, Chivhayo claims that Mnangagwa and other senior government officials are in his “pockets”.

He alleges that Mnangagwa considers him a “son” and that he is leveraging this relationship for personal gain.

He further accuses his former business partners, Mike Chimombe and Moses Mpofu, of fabricating the audio using advanced technology as part of an extortion scheme.

The trio is reportedly in conflict over a contentious US$40 million deal to supply election materials to the Zimbabwe Electoral Commission (ZEC) ahead of the 2023 general elections.

ZANU PF’s politburo sources express concern over Mnangagwa’s association with dubious characters like Chivhayo.

A politburo member commented, “The issue of concern is why Zanu PF has largely remained silent when Chivhayo has dragged the party leader into the mud. Party bigwigs are questioning Mnangagwa over the shady characters frequently seen at State House.

In response, the Zanu PF Youth League recently warned Chivhayo against exploiting the party’s name and state structures for self-gain.

A senior party member noted that the Youth League, often the voice of party elites, swiftly intervened to support Mnangagwa, signalling that Zanu PF itself would not directly engage in the scandal. “The Youth League’s intervention was a message to Chivhayo, and he understood it,” the official said.

On Sunday, the Zimbabwe Anti-Corruption Commission (ZACC) announced plans to interview Mpofu, Chimombe, and Chivhayo to clarify the alleged ZEC deal.

Massive Corruption Scandal Uncovered at Bulawayo Traffic West Police Station

Bulawayo, Zimbabwe – A corruption scandal has been unearthed at the Bulawayo Traffic West Police Station, implicating numerous officers from the highest ranks down to the junior staff. According to an alarming letter addressed to President Emmerson Dambudzo Mnangagwa and other top officials, including Commissioner General of the Zimbabwe Police Services Godwin Matanga, extensive bribery and corrupt practices have been taking place.

The letter outlines a systematic corruption network where officers, starting from the Officer in Charge and his lieutenants, receive daily bribes amounting to R2,500 from various traffic enforcement teams. These teams, each led by an Assistant Inspector, are accused of collecting bribes from desperate motorists, especially minibus taxi drivers, at numerous points around Bulawayo.

Key locations mentioned include Luveve Road Flyover, Khami Road Flyover, Sizane Turn-off near White City Stadium, Entumbane Robots opposite Entumbane Complex, Premier Private Secondary School, and Nyamandlovu Turn-off. The modus operandi involves senior touts collecting R50 from each minibus taxi and writing down their registration numbers. This list is then given to the police officers who use it to screen and arrest non-compliant drivers.

The bribery operations reportedly peak during weekends, with collections made on Saturdays and checkpoints manned on Sundays when anti-corruption oversight is minimal. Motorists who refuse to pay bribes face vehicle impoundment and hefty fines ranging from USD$100 to USD$150, depending on their capacity to pay.

A disturbing aspect of the scandal is the involvement of officers in civilian attire who are not listed in the deployment books, specifically tasked with collecting bribe money. The letter claims that these officers share the collected bribes equally, while ensuring that R500 is reserved for their superiors.

The accusations extend to the lavish lifestyles of the implicated officers, who allegedly own luxury vehicles such as Toyota Hilux, BMW, Mazda CX-5, Toyota Aqua, and Honda Fit Hybrid, funded through their corrupt activities. They are also said to own multiple properties and send their children to expensive schools, despite the Zimbabwe Police Service’s clear stance against officers engaging in illegal transport businesses.

The letter calls for an immediate lifestyle audit of the implicated officers and suggests that their prolonged tenure at the station has contributed to the entrenched corruption. It urges President Mnangagwa to take decisive action by firing all officers stationed at Bulawayo Traffic West to prevent the further spread of corrupt practices.

Madzibaba Ishmael Nailed For Thwarting Police Investigations

By A Correspondent| Forty-eight children at Madzibaba Ishmael Chokurengerwa’s farm had no birth certificates and he allegedly hindered authorities to conduct full investigations, a witness told the court this morning.

Chokurongerwa (54) and his seven congregants, Takavengwa Gwenzi (55), Siribiniyo Chikunhire (53), Wonder Kabaya (41), Devlodge Katsande (48), Zebedia Sigudu (49), Aaron Chokurongerwa (47) and Shingirai Ngavafume (42), all from Lilly Farm in Nyabira are facing three counts of ill-treating children, conducting a burial without a burial order and failing to give notice of the birth and death of a person.

The State this morning also led evidence from the village head Nzwanai Musonza who expressed shock, hearing that Chokurongerwa and team conducted burials without notifying authorities.

He said he would be called to the funerals and assumed they were all legal.

District public prosecutor, Tafara Chirambira and prosecutor Ms Sheila Mupindu also led evidence from an officer from the births and deaths registration department Mr Farai Gatusa who went to Lily farm.

He told the court that when they visited the farm they were hindered in conducting their duties by Madzibaba Ishmael.

He said he observed graves shown to them by the Chokurongerwa and that about 48 children did not have birth certificates.

He was made to comment on birth certificates produced by the defence lawyers stating that they had been obtained in June which is different from what they saw initially. He said they went to the farm in March.

He questioned their authenticity saying they were all obtained on the same day, in June, way after the trial had started, perhaps to counter the offence.

The suspects, represented by Musindo Hungwe have denied the allegations saying they did not have a guardian obligation on the minors, hence it was not their duty to take care of them.

They highlighted that none of the alleged victims nor their parents have lodged a complaint with the police, hence the State should not be crying more than the bereaved.

They further stated that they did not conduct any burial of any person without notifying authorities.They also submitted that they were not the only adults at Lily Farm.

Government Cracks-down On Betting Shops

By Sports Reporter- The government has announced its intention to close betting shops proliferating in major towns and cities across the country.

The rapid increase in betting and gaming shops is largely attributed to the rising unemployment rate.

Many youths are now spending their time in these establishments, relying on betting as a source of income.

Civil servants, too, have turned to bets to supplement their meagre salaries.

This week, Home Affairs Minister Kazembe Kazembe issued a statement declaring that all unlicensed betting shops would be shut down.

Minister Kazembe’s statement reads:

“It has come to the notice and attention of the Ministry of Home Affairs and Cultural Heritage that certain individuals and entities are establishing gaming operations and setting up gaming shops and/or casinos without the approval of the Lotteries and Gaming Board of Zimbabwe, as required by law.

“Section 31 of the Lotteries and Gaming Act, Chapter 10:26, prohibits such conduct. Setting up betting shops or casinos without the requisite approvals and conducting unsanctioned gaming operations is illegal.

“It also poses a serious risk to public safety as the unsuspecting people of Zimbabwe are the targets and victims of this flagrant violation of the law.

“The Ministry has also noted that some unscrupulous operators have built or equipped casinos without the enabling documents from the Lotteries and Gaming Board.

“The Government will not tolerate any unlawful gaming activities within the borders of the country. Any persons or organizations found wanting in this regard will face the full wrath of the law.

“The public is urged to report such operations to the Lotteries and Gaming Board or the nearest police station.

“The Ministry acknowledges the tremendous efforts being made by the Lotteries and Gaming Board in regulating the gaming industry. Working with key enforcement agents in the country, the Board will take the most robust enforcement actions against any and all illegal gaming operations.

“This will result in the immediate shutdown of any unlicensed casinos, gaming shops, or other betting facilities, as well as the prosecution of those responsible.

“The government of Zimbabwe is committed to maintaining order, upholding the law, and protecting the national interest.”

Auxillia Mnangagwa Did Not Cash In On National Fabric, Says Rwodzi

The National fabric is now being sold for $4 per meter.

Rwodzi said Auxillia did not cash in on the highly politicized fabric.

“We take exception to false and malicious claims by some media outlets that the First Lady Dr Auxillia Mnangagwa is cashing in on the national fabric. Such claims are not only unfortunate, but appear calculated to soil the good image of our hard working mother of the nation who is our patron,” said Rwodzi.

Sikhala Spotted In Malawi

Former Zengeza West legislator Job Sikhala has been spotted in Malawi where he is attending the burial of the late Vice President Saulo Chilima who died in a plane crash last week.

Posting on X, Sikhala described Chilima as a democrat.

“Joined other democrats from the region on the burial of the Malawi Vice President and UTM President Soulos Chilima at his village in Ntcheu. He belonged to the regional grouping of democrats. ZINWA In Trouble For Giving Chinese Company Water From A Private Farm

By A Correspondent | Former Zimbabwe National Water Authority (Zinwa) chairman Michael Ndoro is up in arms with the national water body after it entered into agreement with a Chinese company to use water from his farm.

Ndoro who is also a former treasurer at Upper Manyame Sub Catchment Council has a private dam at his Utopia Farm in Melfort.

Ndoro alleges that there is an illegal extraction of water from his privately owned dam with the full approval of Zinwa.

Ndoro reported the matter through a letter seen by ZimEye to the Zinwa acting chief executive Taurai Maurukira dated May 13 2024.

“I am writing to bring to your attention a matter of grave concern regarding the illegal extraction of water
from a private weir by a Chinese entity, this weir was built by National Railways of Zimbabwe (NRZ) on a servitude land provided by Utopia Farm (ourselves] – the current permitted water users from the weir are NRZ and Utopia Farm as per the water permit issued by Upper Manyame Sub-Catchment Council. As a responsible citizen and a stakeholder in water resource management, I feel compelled to report this egregious violation of water regulations and seek swift action from your esteemed authority.

” It has come to my attention that a pump house has been installed at the Utopia Farm Weir located in Melfort on an water agreement apparently signed with ZINWA as opposed to Upper Manyame Sub- Catchment Council who are the responsible authority in such matters,” he wrote.

“This unauthorized extraction of
water not only undermines the integrity of our water resource management system but also poses a significant threat and insecurity to the ecosystem and the surrounding community’s access to water-for both their livelihood and livestock.”

He added: “As custodians of Zimbabwe’s water resources, it is imperative that the Zimbabwe National Water Authority takes immediate action to investigate and address this unlawful activity and take appropriate enforcement measures to halt the illegal extraction of water from the private weir.”

“Furthermore, I implore your authority to implement stringent measures to prevent similar incidents from occurring in the future.”

Zinwa spokesperson Marjory Munyonga said there was no private water in the country.

“The Zimbabwe National Water Authority, in the execution of its work, is guided by the provisions of the law, in particular the Water Act (Chapter 20:24) and the ZINWA Act (Chapter 20:25). In accordance with Section 4 of the Water Act, there is no private ownership of water in Zimbabwe while Section 3 of the same Act vests all water in the President,” she said.

“Following the land reform programme, the law further vested the management of dams at ‘acquired farms’ to Zinwa.
Zinwa is therefore mandated to ensure the sustainable and equitable access and utilisation of water from the dams to aid socio-economic development.”

However, Ndoro is in possession of a water permit from Zinwa as one of the two sole users of the private dam.

“We would like to confirm that you S.M. Ndoro of Interfruit PL t/a Interfoods Manufacturing of Utopia Farm has been registered with us as water permit holder. Your water requirements can be met from the available dam permit number 15052,” reads the letter from Zinwa dated 2 October 2006.

“This letter serves to authenticate you as a legal water user and you have fullfiled the Water Act of 1998 Chapter 20:24.”

Ndoro said there was nowhere in the Water Act where the water body has got authority to give water agreements to private companies to extract water on dams constructed on the farms.

“It’s unfortunate when an Authority fails to impartially regulate and monitor the Act it is supposed to administer for the general good of all. This matter now requires intervention at the highest level.”

Zimbabwean National Arrested For Using A Dead Person’s ID To Attend Ramaphosa Inauguration

By A Correspondent| A Zimbabwean national was yesterday arrested for using a dead person’s identity documents to get accreditation to attend president-elect Cyril Ramaphosa’s inauguration.

Accreditation applications for the event started on Monday.

According to the spokesperson for the National Joint Operational and Intelligence Structure (NatJOINTS), Brigadier Athlenda Mathe, the Zimbabwean national approached the accreditation centre on Monday in an attempt to attend the event on Wednesday.

“Our integrated systems immediately detected that this individual was using an identity document of a deceased person,” said Mathe.

The suspect has been charged with fraud and contravention of the immigration act and is in police custody.

However, the identity documents he used for the application were fraudulent, said Mathe.

“Our integrated NatJOINTS plan is designed to focus on venue security, route, transport, traffic control, sea, land, airport, border, accommodation security as well as crowd management capabilities,” said Mathe.

“This plan involving various government departments led by the SAPS, South African National Defence Force and the State Security Agency is currently being implemented in all corners of the Gauteng province where the Presidential Inauguration is taking place.”

The NatJOINTS have heightened police visibility in and around the Union Buildings.

According to Mathe, traffic officials from the Tshwane, Ekurhuleni and Johannesburg Metro Police Departments have been deployed at all key points to direct traffic and execute road safety measures.
The SAPS has also deployed its crime prevention officers and POP units to police the large crowds that are expected to attend the celebration.

“We are patrolling, conducting stop and searches and roadblocks to ensure we tighten security and deal with any criminality,” said Mathe.
People wishing to attend the Presidential Inauguration will be able to park their vehicles at the Tshwane Showgrounds. They will then ride a free bus to the Union Buildings.

There will be no private vehicle access to the Union Buildings. The park and ride shuttles will commence from 3am to 06:30 am on Wednesday morning.

The public walking in will have access to the Union Buildings South Lawns through a security checkpoint.

All attendees are encouraged to conduct themselves responsibly and in an orderly manner.

Platinum FC Eye Glory

FORMER champions FC Platinum are proving once again that they are an emerging force in Zimbabwean football after shooting to the top of the Premier Soccer League while the traditional giants continue to play second fiddle.

FC Platinum moved to the top of the PSL table for the first time this season after edging bogey side Bulawayo Chiefs in a statement victory at the weekend.

FC Platinum are undefeated in their last six matches, winning five and drawing once.

The Platinum miners are on 22 points followed by Manica Diamonds who are a point behind after being held by Yadah.

Shamva-based Simba Bhora are third, while defending champions Ngezi Platinum Stars have crept to fourth place are a recent run of good form.

The emerging forces in the PSL have taken up the top four positions, while the traditional giants are nowhere in the picture.

Only Highlanders in fifth are closer, but are eight points adrift of the log leaders, while Dynamos and CAPS United have more than 10 points to make up.

The balance of power has totally shifted in the top flight with the new forces which are well organised and better funded now dictating the terms.

It is almost a decade since any of the traditional big three won the league with CAPS United being the last to taste glory in 2016.

By A Correspondent | ZimEye |  Harare, Zimbabwe – June 19, 2024 | Jameson Timba and 78 others appeared before the Harare Magistrates’ Court today, facing serious charges of participating in a gathering with the intent to promote violence, breaches of peace or bigotry, and disorderly conduct.

The state alleges that on June 16, 2024, around 1400 hours, police received information about an unsanctioned gathering at 6 Downie Road, Strathaven, Avondale West, Harare. The gathering was reportedly for an unlawful demonstration. When police arrived to investigate, the crowd became hostile and violent, throwing stones at officers and damaging a police vehicle. Two officers were injured in the incident, prompting the use of tear gas and subsequent arrests.

Among the accused is a 17-year-old minor, remanded to his guardian’s custody. Another individual showing signs of mental health issues was detained under Section 26 of the Mental Health Act and awaits examination by two doctors.

The accused challenged their detention, but the State opposed the application. The ruling on their remand is scheduled for tomorrow at 1115 hours.

Statement On Mbappe Injury

The French Football Federation (FFF) has issued an update on Kylian Mbappe, who suffered a broken nose in France’s Euro 2024 opener against Austria on Monday.

The 25-year-old, one of the biggest names at the tournament, suffered the injury when he collided with the shoulder of Austrian defender Kevin Danso while challenging for a header.

He was substituted near the end and left the stadium in an ambulance to undergo X-rays.

A statement published by the FFF confirmed the extent of the injury, saying Mbappe had undergone tests at a hospital in Duesseldorf before rejoining the France squad at their base in Paderborn, a two-hour drive to the east.

The statement reads: “Kylian Mbappé has returned to the base camp of the French national team last night after medical tests.

“Mbappé suffered broken nose during the second part of the Austria-France held this Monday in Düsseldorf.

“Kylian will receive treatment in the next few days, but he will not undergo surgery in the immediate future.

“A mask will be made for Mbappé so he can prepare for return available after a period dedicated to treatment.”

However, it is not clear if that means Mbappe will be able to play in France’s next game, against the Netherlands in Leipzig on Friday.

PSL Giants Disappoint

FORMER champions FC Platinum are proving once again that they are an emerging force in Zimbabwean football after shooting to the top of the Premier Soccer League while the traditional giants continue to play second fiddle.

FC Platinum moved to the top of the PSL table for the first time this season after edging bogey side Bulawayo Chiefs in a statement victory at the weekend.

FC Platinum are undefeated in their last six matches, winning five and drawing once.

The Platinum miners are on 22 points followed by Manica Diamonds who are a point behind after being held by Yadah.

Shamva-based Simba Bhora are third, while defending champions Ngezi Platinum Stars have crept to fourth place are a recent run of good form.

The emerging forces in the PSL have taken up the top four positions, while the traditional giants are nowhere in the picture.

Only Highlanders in fifth are closer, but are eight points adrift of the log leaders, while Dynamos and CAPS United have more than 10 points to make up.

The balance of power has totally shifted in the top flight with the new forces which are well organised and better funded now dictating the terms.

It is almost a decade since any of the traditional big three won the league with CAPS United being the last to taste glory in 2016.

Since them FC Platinum has taken four titles, while Ngezi Platinum Stars bagged the honours last season.

The league is a marathon and judging by the distance the three sides have to make up, it will take monumental shift for any of them to win the league this season.

The trio has shown neither the hunger nor the consistency needed to win the league title, while the emerging forces have all the positive vibes.

The league is slowly approaching mid-season and the traditional giants will surely be assessing their options ahead of the second half of the season.

 STATEMENT OF INTENT OF THE 2024 GOVERNMENT OF NATIONAL UNITY

**Preamble**

1. South Africa has made strides since 1994 toward establishing a non-racial, non-sexist, united and democratic society and improving the lives of all who live in it. We are building a democratic state guided by a progressive Constitution and a system of institutions that aim to translate the values of the Constitution into practice.

2. The 2024 national and provincial election was highly contested and, at times, divisive. The results of the election have the potential to foment further political and social fragmentation. Relatively low levels of voter turnout and registration suggest growing alienation from the political system.

3. At this historic juncture, we must act to ensure stability and peace, tackling the triple challenges of poverty, unemployment and inequality, entrench our Constitutional democracy and the rule of law, and to build a South Africa for all its people.

4. The people of South Africa expect us to work together as political parties to achieve these objectives, and to usher in a new era of peace, justice and prosperity for all.

5. It is in this context that we, as Political Parties, that participated in the 2024 Elections and received seats in the national and provincial legislatures, pledge to cooperate through a voluntary Government of National Unity (GNU).

6. The GNU2024 shall include cooperation in both the Executive and the Legislature.

7. The parties reaffirm our collective commitment to the founding values of the Constitution and to the preamble to the Constitution, which reads:
– “We, the people of South Africa,
Recognize the injustices of our past;
Honour those who suffered for justice and freedom in our land;
Respect those who have worked to build and develop our country, and,
Believe that South Africa belongs to all who live in it, united in our diversity.
We therefore, through our freely elected representatives, adopt this Constitution as the supreme law of the Republic.”

### FOUNDATIONAL PRINCIPLES OF THE GNU

8. All parties to the GNU commit to uphold the following fundamental principles:
– 8.1 Respect for the Constitution, the Bill of Rights in its entirety, a united South Africa and the rule of law.
– 8.2 Non-racialism and non-sexism.
– 8.3 Social justice, redress and equity, and the alleviation of poverty.
– 8.4 Human dignity and the progressive realization of socio-economic rights.
– 8.5 Nation-building, social cohesion and unity in diversity.
– 8.6 Peace, stability and safe communities, especially for women and children.
– 8.7 Accountability, transparency and community participation in government.
– 8.8 Evidence-based policy and decision-making.
– 8.9 A professional, merit-based, non-partisan, developmental public service that puts people first.
– 8.10 Integrity, good governance and accountable leadership.

9. All parties that form part of the GNU commit to these principles.

10. The GNU is constituted in the interest of all South Africans. This Statement of Intent will therefore be a public document to ensure accountability and foster trust between the electorate and the political parties that form part of the GNU.

### BASIC MINIMUM PROGRAMME OF PRIORITIES

11. As Parties to this GNU, we agree that the 7th administration should focus on the following priorities:
– 11.1 Rapid, inclusive and sustainable economic growth, the promotion of fixed capital investment and industrialization, job creation, transformation, livelihood support, land reform, infrastructure development, structural reforms and the sustainable use of our national resources and endowments. Macro-economic management must support national development goals in a sustainable manner.
– 11.2 Creating a more just society by tackling poverty, spatial inequalities, food security and the high cost of living, providing a social safety net, improving access to and the quality of, basic services, and protecting workers’ rights.
– 11.3 Stabilising local government, effective cooperative governance, the assignment of appropriate responsibilities to different spheres of government and review of the role of traditional leadership in the governance framework.
– 11.4 Investing in people through education, skills development and affordable quality health care.
– 11.5 Building state capacity and creating a professional, merit-based, corruption-free and developmental public service. Restructuring and improving state-owned entities to meet national development goals.
– 11.6 Strengthening law enforcement agencies to address crime, corruption and gender-based violence, as well as strengthening national security capabilities.
– 11.7 Strengthening the effectiveness of Parliament in respect of its legislative and oversight functions.
– 11.8 Strengthening social cohesion, nation-building and democratic participation, and undertaking common programmes against racism, sexism, tribalism and other forms of intolerance.
– 11.9 Foreign policy based on human rights, constitutionalism, the national interest, solidarity, peaceful resolution of conflicts, to achieve the African Agenda 2063, South-South, North-South cooperation, multilateralism and a just, peaceful and equitable world.

### MODALITIES OF THE GOVERNMENT OF NATIONAL UNITY

14. Parties will work together in good faith and seek to build consensus on the formation of government where no party has an outright majority, on the basis of the above shared values and minimum programme, and in the interest of all South Africa’s people.

15. Parties will cooperate with each other in respect of the executive and/or legislature activities to advance these shared goals.

16. The Government of National Unity shall be constituted in a manner that reflects genuine inclusiveness of political parties that are party to this Statement of Intent and are represented in the National Assembly broadly taking into account the number of seats parties have in the National Assembly and the need to advance the National Interest. The President shall in constituting the Executive, take into account the electoral outcomes.

17. Whilst recognizing the President’s prerogative to appoint Members of the Executive, such appointments should be done in consultation with the Leaders of the respective Parties of the Members considered for appointment.

18. The GNU shall take decisions in accordance with the established practice of consensus. Where no consensus is possible, the principle of sufficient consensus shall apply.

19. Sufficient consensus exists when:
– 19.1 All parties have had the opportunity to express their views;
– 19.2 Despite reasonable attempts to resolve disagreements, and find common ground, there is no general consensus;
– 19.3 Parties to the GNU representing 60% of seats in the National Assembly agree;
– 19.4 Any party that disagrees has been able to formally record their objections.

By Political Reporter- Zanu PF internal sources said the recent audio recordings of Wicknell Chivhayo bragging about having President Emmerson Mnangagwa “in his pockets” have deepened divisions within Zimbabwe’s ruling party.

Sources indicate that these revelations particularly embitter Vice President Constantino Chiwenga.

The ex-convict, known for his extravagant lifestyle, has been distributing cash and expensive cars to select celebrities while publicly campaigning for Mnangagwa’s continued rule beyond 2028.

This move has raised eyebrows within the party, especially given an apparent gentleman’s agreement where Mnangagwa would step aside for Chiwenga in 2028.

We have hidden in plain sight not understanding that this relationship and contract with the SA company is not just delivery of hardware and software but the whole modeling of election results. Yes, I am talking about pre-cooked election results. Who needed electoral campaign foot soldiers…..

With that secured, no one needed war veterans and their traditional commissariat functions. The elections were made to order. Tsambarafuta is perhaps the Tom Ford of the last elections charade….

In other words, if my thinking and analysis are true, then it means he, together with close networks, is the architect of the last electoral results and thus the technical midwife of this administration. Haana kuchibata kuti dzvii chete but more importantly “chinhu chake.”

Tsambarafuta was getting paid for many more unmentionable things than election materials. I submit it to you that he quite possibly delivered the whole election for intended beneficiaries. When you combine money laundering, drug dealing, minerals smuggling, religious extortion, human trafficking, cash and statutory document printing, and most critically election stealing techniques, you begin to imagine and understand the influence and power that Tsambarafuta plus network wields.

Therefore, he can’t escape from justice but is quite plausibly sprung to freedom on account of possible sensitive intelligence leakages. All things considered, he remains a valuable asset to many in the shit-stem….

Zimbabweans have a half-moon memory, that’s our undoing. By Crime and Courts Reporter- Authorities in Harare have said they gathered more documentary evidence into a case of alleged money laundering and abuse of office involving Wicknell Chivayo, Mike Chimombe and Moses Mpofu.

Chivhayo, Mpofu and Chimombe are embroiled in a dispute over sharing loot in the supply of election materials to the Zimbabwe Electoral Commission (ZEC) in the run-up to the 23 August 2023 general elections.

The Zimbabwe Anti-Corruption Commission (ZACC) chair, Michael Reza said they have built a strong case against the trio. He said:

I can tell you, right now we have some documents which we want to show the three gentlemen and I hope I am not prejudicing investigations, but I want Zimbabwe to know that we have not been sitting on this investigation.

We have collected certain facts and when that information comes on form 242 and if everything goes according to plan, we will use this to go to court. You will see detailed information with facts, figures and numbers. You will see those things mark my words.

Reza warned the three men that should they fail to present themselves voluntarily to ZACC, they would visit them.

We know they have their rights but we have our time limit. If they don’t come we will go after them… Zimbabweans should know that ZACC is not toothless. President Emmerson Mnangagwa has said there are no sacred cows.

I want Zimbabweans to know that there are no sacred cows in the fight against corruption and that is the stance we have taken as ZACC.

Chimombe and Mpofu accuse Chivayo of fraudulently changing their contract with South African company Ren-Form and Better Brands to supply voting material to ZEC.

The US$40 million tender was for the supply of biometric voter registration kits and other electoral materials to ZEC during the 2023 general elections.

It is alleged that in cahoots with Ren-Form officials, Chivayo later fraudulently amended the agreement to remove his fellow business partners and grabbed the money for himself, 66% of the payments.

On Sunday, ZACC spokesperson Thandiwe Mlobane said they will interview Mpofu, Chimombe, and Chivayo to gather more information and gain clarity on the alleged ZEC deal. The three men are said to be currently out of the country.

Chimombe and Mpofu’s lawyers wrote to ZEC Tuesday advising that their clients were out of the country.

Ramos Leaves CF Sevilla

Sergio Ramos is to leave Sevilla for the second time at the end of his contract, the LaLiga club announced on Monday.

Ramos, who started his professional career at Sevilla in 2004, only spent one season at the La Liga side after returning to his former club after 18 years last season.

A statement by Sevilla confirmed his exit, saying: “Sergio Ramos has informed Sevilla FC that he will not continue next season in the Nervión entity after having fulfilled his dream of returning to the club where he trained as a player and achieved full international status. Sergio Ramos has played 37 games in the 23/24 season, with a total of 3,301 minutes and 7 goals to his credit.

“Sevilla FC would like to thank Sergio Ramos for the commitment, leadership and maximum dedication that he has shown in this campaign, wishing him the best of luck in his next professional challenge. Sergio Ramos will say goodbye publicly this Tuesday at 11:00 a.m. in the press room of the Ramón Sánchez-Pizjuán, accompanied by the president, José María del Nido Carrasco.”

Jonathan Moyo Exposes Mnangagwa, Chiwenga “Stinking” Corruption

In an interview with Sophie Mokoena on SABC News, former Zimbabwean Information Minister Professor Jonathan Moyo launched scathing allegations against current Zanu PF leader Emmerson Mnangagwa, accusing him of being the “richest individual in Zimbabwe through stealing.”

These accusations, if true, paint a disturbing picture of corruption at the highest levels of Zimbabwean politics.

Professor Moyo did not mince words in his accusations, stating, “Mnangagwa stole billions of cash through diamonds in Chiadzwa.

Brought the Chinese to loot resources. He set up Zanu PF companies to steal resources.”

These claims suggest a pattern of systematic corruption and exploitation of Zimbabwe’s natural resources for personal gain.

The backdrop of these allegations includes Mnangagwa’s rise to power, notably through a controversial coup in 2017 that ousted long-time leader Robert Mugabe.

Professor Moyo implied that this coup was an attempt by Mnangagwa to cleanse himself and his allies of their alleged corruption: “Mnangagwa staged a coup to atone for corruption.”

Further complicating the allegations are claims that Mnangagwa, along with other key figures such as Constantino Chiwenga and SB Moyo, were involved in looting resources during the Democratic Republic of Congo (DRC) war.

These accusations, if substantiated, underscore a troubling history of exploiting regional conflicts for personal enrichment.

BREAKING: Namibia Deports 80 Zimbabweans Today

By A Correspondent | ZimEye | Over 80 Zimbabweans are being deported from Namibia within 24 hours, ZimEye can reveal.

The citizens abandoned by the Mnangagwa regime’s embassy in Windhoek, were rounded up in the capital city and accused of being illegals.

”My brother has all the papers, and yet they targeted him and others in an operation that we just don’t understand, “ a source told ZimEye Tuesday.

Some of the deportees have been in detention for 6 months.

“I think we have had success at this point. Hanzi the detainees will be deported to Zimbabwe from tomorrow, latest Wednesday. Thank you for your help ????,” wrote one relative speaking with ZimEye.
