The proximity of Battlefields to President Emmerson Mnangagwa’s Precabe Farm in Sherwood, near Kwekwe, casts a sombre shadow over the incident, raising unsettling questions about its timing and circumstances.
In a statement, Minister Muchinguri-Kashiri expressed profound sorrow at the loss of lives, particularly during a time when the nation was poised to commemorate its 44th anniversary of Independence.
“I have learned with shock and sadness the tragic death of four members of the Zimbabwe Defence Forces and the injury of four others in a road traffic accident near Kwekwe along the Harare-Bulawayo highway on April 16, 2024,” she lamented. “While the nation is preparing to celebrate 44 years of independence, your People’s Force mourns with a heavy heart and deep sorrow,” she added, emphasising the shared grief with President Mnangagwa, the affected families, and the nation at large.
Minister Muchinguri-Kashiri also conveyed prayers for the swift recovery of those hospitalised due to the accident.
Meanwhile, the Zimbabwe Defence Forces, through its Director of Poly, Public Relations, and International Affairs, Brigadier General Augustine Chipwere, provided preliminary details surrounding the fatal incident.
Brigadier General Chipwere, speaking on behalf of the ZDF, expressed profound sorrow over the loss of Brigadier General Shadreck Vezha, Major Thabani Ncube, Major Mqondisi Gumbo, and Sergeant Chakabaiwa in the tragic accident.

By Political Reporter – Doubts loom large over Vice President Constantino Chiwenga’s grip on military power and his prospects of ascending to the presidency as a string of assassinations and purges decimate his closest allies.
The recent targeted killings have sent shockwaves through Zimbabwe, particularly among those who vividly recall Chiwenga’s pivotal role in the ousting of the late President Robert Mugabe in November 2017.
During that tumultuous time, Chiwenga was the bold orchestrator of a historic coup, ushering in a new era of political uncertainty.
Among the slain military stalwarts are the esteemed figures of Sibusiso Moyo and Perence Shiri, whose deaths remain shrouded in mystery.
These were men who stood shoulder to shoulder with Chiwenga during the zenith of his power, only to meet their untimely demise under suspicious circumstances.

The most recent tragedy unfolded just outside Battlefields, a stone’s throw from President Emmerson Mnangagwa’s opulent Precabe Farm.
Brigadier General Augustine Chipwere, the voice of the Zimbabwe Defence Forces, solemnly confirmed the incident, his words laden with grief and disbelief.
“In a devastating blow to our ranks, we mourn the loss of Brigadier General Shadreck Vezha, Major Thabani Ncube, Major Mqondisi Gumbo, and Sergeant Chakabaiwa, who tragically perished in a fatal road accident on April 16, 2024,” Brigadier General Chipwere conveyed in an official statement broadcast through state media.

44 years ago today, a new DAWN was witnessed when ZIMBABWE unshackled itself from being identified as RHODESIA and the century old British Union Jack was lowered and replaced by a NATIONAL FLAG that reflected the Zimbabwean people, its diversity and culture. The raising of the Zimbabwean flag represented the birth of AFRICA’S bread basket and a JEWEL of peace and prosperity.
44 years later, we fondly remember and pay our GREATEST TRIBUTE to the selfless HEROES and HEROINES who sacrificed their lives so that we enjoy the FREEDOMS we celebrate today.

44 years on, Zimbabwe has witnessed UNPRECEDENTED socio-economic growth, exceptional infrastructure development and has nurtured a RESILIENT PEOPLE who have collectively supported and defended the country’s independence and SOVEREIGNTY.
We have become the only African nation that restored the ownership of land to its rightful owners and take much pride in the BOLDNESS of our people in asserting their rights to the land which had been appropriated from our forefathers.
Today I am PROUDLY ZIMBABWEAN on account of our forebears who took a firm stand against white IMPERIALISM and fought for self-rule and DEMOCRACY that we celebrate today.
Under the astute leadership of H.E Mnangagwa, Zimbabwe continues to realize the gains of her independence as witnessed by increased tobacco and mineral exports which have placed the country at the GLOBAL stage of commerce and trade.
With the greatest PRIDE and DELIGHT, I wish to join the nation in celebrating Zimbabwe’s 44th Independence celebrations. I extend my deepest GRATITUDE to the Second Republic for carrying on with the LEGACY of our liberation struggle and inculcating within our YOUTH the values and ideals of our independence.
We continue to celebrate the ECONOMIC INDEPENDENCE through the empowerment of our own people as rightly coined in the mantra, “Nyika inovakwa nevene vayo”.
Just as our predecessors were DETERMINED to liberate Zimbabwe from its erstwhile oppressors, we shall remain RESOLUTE in building our country “Brick by Brick, Stone upon Stone”
This year, we will celebrate the 44th anniversary of Zimbabwean independence. This day represents not only the creation of a new nation but also the foundation of a new life—one founded on the principles of freedom, self-government, and equality. We have always heard speeches to inspire new vigor for our founding principles. Looking at who and what we were will help us remember who and what we ought to be.
What we were before independence should be considered as nothing less than a question of freedom or slavery. We must never indulge in “illusions of hope,” passively waiting “to be betrayed with a kiss,” and falling prey to the siren songs of the West meant to divide us. We should remind ourselves of the lengths we have gone to plead our case against sanctions to the British and the West. We have petitioned; we have remonstrated; we have supplicated; we have prostrated ourselves before the throne, and have implored its interposition to arrest the tyrannical hands of the sanctions and their imposers. Our petitions have been slighted; our remonstrances have produced additional violence and insult; our supplications have been disregarded; and we have been spurned, with contempt, from the foot of the throne.
This Independence Day, we call to action—a call that would galvanize us as a nation into declaring true independence from Great Britain. Economic independence to declare our wealth as ours and must be enjoyed by us alone.
In vain, after these things, may we indulge the fond hope of peace and reconciliation. There is no longer any room for hope. If we wish to be free, if we mean to preserve inviolate those inestimable privileges for which we have been so long contending, if we mean not basely to abandon the noble struggle in which we have been so long engaged, and which we have pledged ourselves never to abandon until the glorious object of our contest shall be obtained—we must fight the sanctions and the spirit of division.
It is in vain, sir, to extenuate the matter. Gentlemen may cry, “Peace, Peace,” but there is no peace when our people are dying of hunger yet we have the resources. Sanctions do not allow us to sell our resources. The war against sanctions must actually begin now. The next winds that sweep from the West must bring to our ears the noise of victory. Is life so dear, or peace so sweet, as to be purchased at the price of chains and slavery? Independence Day commemoration is a glorious and auspicious occasion for all of us. It’s not only a day to blow festivity in the air. It is a matter of delight as well as pride for us to see how everyone—children, youth, and the elderly, in cities and villages, everywhere in Zimbabwe—is happy to see this day come.
Independence Day celebrations also remind me of my childhood days. We could not contain our excitement about participating in the Independence Day celebrations in our village school. When the Zimbabwean Flag was hoisted, we felt an electrifying energy pass through us. With our hearts full of patriotic pride, we saluted the national flag and sang the national anthem. At that time, it was “Ishe Komborerai Africa.” The patriotic songs were sung, which kept playing in our minds for many days.
When we grow up, we may not remain as expressive of our joy as children are, but I am sure that the intensity of the patriotic feeling associated with the celebration of national festivals is not diminished at all. Independence Day reminds us that we are not merely individuals, but we are part of a great community of people. It happens to be the biggest and the greatest community of its kind.
What we celebrate on Independence Day is the fact that we are part of a great democracy. Each of us has many identities—apart from caste, creed, language, and region, we are also identified with our families and professions—but there is one identity that is above all. That is our identity as citizens of Zimbabwe. We are Zimbabweans regardless of our political affiliation. Each one of us is an equal citizen; each one of us has an equal opportunity, equal rights, and equal duties, in this land.
But long years of colonial rule wiped out our ubuntu.
What is special about our freedom struggle is not only the fact that its objective was achieved, but also how it was fought. Under the leadership of Robert Gabriel Mugabe, Leopold Takawira, Herbert Chitepo, and a galaxy of extraordinary visionary leaders, like ED Mnangagwa, our national movement was animated by
a unique set of ideals. Mugabe, Mnangagwa, and others rekindled the soul of Zimbabwe and helped the nation rediscover its civilizational values.
On this Independence Day, let’s join our fellow citizens in paying grateful tribute to the known and unknown freedom fighters whose sacrifices have made it possible for Zimbabwe to regain its rightful place in the comity of nations. Great women freedom fighters like Mai Mutsvangwa, Ophar Muchinguri Kashiri, Victoria Makoni, the forgotten hero, and many more ladies of valor laid down their lives for the glory of Zimbabwe. Indeed some died in the process, and some are still leading us today, and we owe them our lives.
These ladies, like Joyce Mujuru and many more, set inspiring ideals for all future generations of women, to serve the nation and society with self-confidence. Today, women are contributing extensively in every field of development and service to the country, and are enhancing the nation’s pride. Today our women have made their special place in many fields in which their participation was unimaginable a few decades ago.
We must note that ED has made the economic empowerment of women and given it special focus in our country. Economic empowerment strengthens the position of women in the family and society. ZANU PF urges all fellow citizens to give priority to women’s empowerment. We would like to see our sisters and daughters overcoming challenges with courage and moving ahead in life. Development of women was among the ideals of our freedom struggle. Today is the day which grants us the occasion to reconnect with our history. It is also an occasion to assess our present and reflect about our way forward. Looking at the present, we see that Zimbabwe has not only regained its rightful place on the world stage, but it has also enhanced its standing in the international order.
This is the day which defined us, and we must never take it for granted. It is our independence day. As we celebrate today, let us unite as one and indeed we will overcome. Zimbabwe is the only country we can call ours in the whole world.

When we gained independence from British colonial rule, there was a prevailing sense of hope and optimism. We believed we would build a prosperous nation where every citizen would have equal opportunities, where justice and equality would prevail, and where the dreams of our people would become realities.
However, as the years passed, we have witnessed the erosion of those dreams. Our nation has been plagued by political instability, economic decline, and social unrest. Corruption has seeped into the very fabric of our society, creating a stark divide between the rich and the poor. Our once vibrant and promising economy now struggles under the weight of mismanagement and unsustainable policies. The consequences have been dire: many Zimbabweans live in poverty, struggling to make ends meet and provide for their families. Basic services like healthcare and education have suffered, leaving our citizens vulnerable and without access to the opportunities they deserve. Our young people, the future of our nation, are burdened with limited prospects and a sense of disillusionment.
It is with profound sadness that I acknowledge the pain and suffering many of our citizens endure daily. Our nation, which was meant to be a beacon of hope and progress, has become a shadow of its former self. The dreams and aspirations of our people have been dashed, replaced by a sense of despair and resignation.
But my fellow Zimbabweans, I stand here today not to dwell solely on our sorrows, but to remind us all of the resilience and strength that lies within us. We have overcome great challenges in the past, and we can do so again. It is up to each and every one of us to rise above the difficulties we face and work towards a brighter future. We must hold our leaders accountable for their actions and demand transparency, honesty, and good governance. We must unite as a nation, setting aside our differences and working together towards a common goal. We must invest in our people, providing them with the tools and opportunities they need to succeed.
Change will not come overnight, and the road ahead will be long and arduous. But I have faith in the spirit of our people, in their resilience and determination. We can rebuild our nation and restore the dreams that were once so vivid in our hearts. As we commemorate this day of independence, let us remember the sacrifices made by those who fought for our freedom. Let us honor their memory by working tirelessly to create a Zimbabwe that they would be proud of.

Battlefields is less than 20 kilometres from President Emmerson Mnangagwa’s Precabe Farm, Sherwood, near Kwekwe.
Brigadier General Augustine Chipwere, the Director of Poly, Public Relations, and International Affairs for the ZDF, confirmed the incident that happened on Tuesday.
In an official statement relayed through state media, Brigadier General Chipwere expressed deep sorrow over the accident. He disclosed that the unfortunate event took place approximately 2km from Battlefields in Mashonaland West Province. He stated:
“With heavy hearts, the Zimbabwe Defence Forces regret to announce the passing of a general officer, two field officers, and a non-commissioned member in a fatal road accident on April 16, 2024. Brigadier General Shadreck Vezha, Major Thabani Ncube, Major Mqondisi Gumbo, and Sergeant Chakabaiwa were involved in a road traffic incident at the 180km mark along the Harare-Bulawayo Road, close to Battlefields.
Preliminary investigations indicate that Brigadier General Vezha attempted to overtake an unidentified vehicle and veered into oncoming traffic, resulting in a collision with a Mazda CX-5 traveling towards Kwekwe.
Several passengers from both vehicles sustained injuries of varying severity and are currently receiving treatment at Gweru and Kwekwe General Hospitals.
Further investigations into the accident are underway, and additional details will be provided in due course.”
Brigadier General Shadreck Vezha, then a Lieutenant Colonel, was honoured with a UN Medal in May 2014 for his involvement in the United Nations Syria Mission.
Alongside him, Lieutenant Colonels Chadokweedza Gota, Hamilton Ndhlovu, and Douglas Gwite were also conferred with UN medals.
By Political Reporter- The Emerson Mnagagwa-led Government has snubbed the Nelson Chamisa-aligned Bulawayo Mayor David Coltart from attending the Independence Day celebrations.
In a message sent to councillors, Coltart said that a few weeks ago, he was invited to a Business Expo where the Central Government snubbed the office of the Mayor.
Coltart asserted that he was not prepared to allow the office of Mayor to be denigrated again.
Reads the message:
Councillors I need to explain my position to you all regarding the Independence Day celebrations today.
Whilst a general notice has been sent out to Councillors, the office of Mayor has not been invited by Government to attend. This is a basic courtesy that should be extended to the office, not me personally.
I have also been advised that in recent years Mayors were snubbed at Independence Day celebrations to such an extent that they no longer attended. Whilst I hope this treatment of Mayors has ended I am not prepared to allow it to happen again.
A few weeks ago I was invited to a function – a Business Expo – where the office of Mayor was snubbed by Government at the event. I registered a protest and left. I am not prepared to allow the office of Mayor be denigrated again.
I have made sure that at events I have control over, appropriate Government officials are invited personally and I expect that the office of Mayor will be respected in a similar fashion going forward.

By Political Reporter- President Mnangagwa has once again granted amnesty to over 4,000 prisoners as he struggles to leave a legacy; however, behind the facade of compassion lies a stark reality of failed governance and empty promises.
While the announcement by the Permanent Secretary in the Justice Ministry, Vimbai Nyemba, may seem like a benevolent act, it conveniently overlooks the dire state of Zimbabwe’s prisons and the glaring failures of Mnangagwa’s administration to improve the livelihoods of its citizens.
Last year, Mnangagwa’s amnesty included a notorious rapist known as ‘Mnangagwa Huchi,’ who shamelessly lauded the president, effectively transforming his incarceration into a platform for political endorsement.
This pattern of selective amnesty raises questions about the true motives behind Mnangagwa’s actions.
Moreover, the exclusion of certain offenses from the latest amnesty, including murder, treason, and sexual offenses, highlights the arbitrary nature of the pardon. It seems more like a calculated move to appease the public than a genuine effort to address systemic issues within the justice system.
The timing of this announcement, coinciding with Zimbabwe’s Independence Day celebrations, further underscores its political nature. By wrapping himself in the cloak of compassion, Mnangagwa seeks to deflect attention from his government’s inability to deliver meaningful change.
While the spokesperson for the Zimbabwe Prisons and Correctional Services paints a rosy picture of rehabilitation and societal integration for the released inmates, the reality on the ground tells a different story.
Without adequate support and resources, many former prisoners will struggle to reintegrate into society, perpetuating a cycle of poverty and crime.
Instead of relying on superficial gestures, Mnangagwa should focus on implementing tangible reforms that address the root causes of incarceration and improve the lives of all Zimbabweans.
Until then, his hollow attempts at legacy-building will only serve as a reminder of his administration’s shortcomings.

The BND is the foreign intelligence service of the Federal Republic of Germany, compiling political, economic and military foreign intelligence.
Mnangagwa who hitherto appeared to have successfully covered his involvement and shameless tracks, in the mysterious deaths of Tongogara and Chitepo, for over four decades, is exposed in the embargoed BND files, as the enabling political mole for British Intelligence MI6, and Rhodesian Intelligence who leaked up-to-date information about Chitepo’s movements, activities and places of residence in Lusaka, Zambia, in the early to mid 1970s. Mnangagwa did the same espionage on Tongogara’s political plans and itinerary, providing his immediate Rhodesian intelligence bosses in Salisbury, with sensitive and vital security-related information on Tongogara.
Mnangagwa is also said to have used his proximity, as the late President Robert Gabriel Mugabe’s bodyguard and personal assistant, to retrieve Zanu party secrets and their military wing Zanla’s military operations.

General George Peter Walls, the Head of the Armed Forces of Rhodesia during the Rhodesian Bush War from 1977 until his exile from Zimbabwe in 1980. The controversial octogenarian disputed leader, was also reporting to Ken Flower, head of the Rhodesian CIO.
In 2011 the BBC Radio 4 programme Documents featured testimony from Lord Owen that Flower had been an MI6 mole for Britain during his tenure as Rhodesian intelligence chief, and that his disclosure of Rhodesian plans had enabled Mugabe to survive assassination and become the first prime minister of Zimbabwe, following Independence.

The BND files allege that it was Flower, who recruited Mnangagwa to become a British MI6 intelligence permanent field asset in Zimbabwe, and recommended Mugabe to appoint Mnangagwa as the inugural state security minister in 1980, to enable Britain unlimited intelligence access of the new
Zimbabwean government under Mugabe, through Mnangagwa who had been planted at the intelligence nerve center of the country.
Based upon Mnangagwa’s espionage reports on Chitepo and Tongogara, the Rhodesian intelligence, in clandestine collaboration with the MI6 and America’s Central Intelligenece Agency (CIA), were able to allegedly plot sophisticated covert operations, which resulted in Chitepo’s car bombing assassination in March 1975, in Zambia. Tongogara lost his life in a freak car accident involving a lorry with a trailer on his way to Zimbabwe from Mozambique, on 26 December 1979.
It has also come to light that Britain wanted Chitepo and
Tongogara out of the way in favour of Mugabe, because Tongogara was considered “very militaristic and dictatorial”, while Chitepo was seen as a “radical Pan-Africanist.
Another shock disclosure, by the German files, notes that, Mnangagwa also wanted to pave the way for himself for a future presidency, but Tongogara was going to shatter his ambitions. Furthermore both Tongogara and Mnangagwa, came from the same home area. Tongogara was born in Shurugwi, while Mnangagwa claims to be from Zvishavane.
STRUGGLING Dynamos are on the lookout for a new coach and the priority, for now, is beyond the borders after losing hope in Genesis Mangombe.

The armed robbery suspects are Innocent Chawaguta, Tafadzwa Charute, Owen Mbayi, Promise Mussa, Tapiwa Chigwaze, Winston Matizanadzo, Kamuriwo Madziwaona, Farai Chauke and Simbarashe Vhazhure.
The gang is linked to five armed robbery cases, which include the one which occurred in Eastlea, Harare where more than US$140 000 vanished in 2022 after they allegedly tied the private security officers who were manning JP Security company premises.
The gang also stands accused of robbing a certain Service Station of more than US$1 OOO after they threatened to shoot the Service station attendant before they tied him with a rope and force marched him into a separate room where they locked him up.

Man in Court for $120 Million Fraud and Money Laundering Scheme Involving Zimbabwe Manpower Development Fund
A 43-year-old Amos Chisvo appeared in Harare yesterday, facing charges of fraud and money laundering after allegedly defrauding the Zimbabwe Manpower Development Fund (ZIMDEF) of a staggering $120 million. The court proceedings, presided over by magistrate Taurai Manuwere, saw Chisvo remanded in custody with a bail application set for April 24.
According to the prosecutor, Mr. Lancelot Mutsokoti, the elaborate scheme unfolded between December 1 and December 29, 2022. Chisvo, together with six already arrested accomplices, reportedly hacked ZIMDEF’s computer system, gaining unauthorized access to the organization’s bank accounts at ZB Bank. Utilizing the Zeepay Zimswitch System, the group is accused of funneling $50 million into a CBZ Bank account held by Atrier Engineering, an entity linked to his accomplices.
Further allegations include the transfer of $20 million into a fraudulently registered NBS Bank account owned by Newplaces Pvt Limited and $30 million into Tavaka Holdings’ account. The funds were reportedly converted into U.S. currency on the black market and used to purchase various goods.

In a landmark case, Sitheni Masina, the wife of Jambezi village head in Hwange District, has been convicted and sentenced to 15 years in prison on charges of aggravated indecent assault against her 28-year-old mentally challenged neighbor. By Showbiz Reporter- Zimbabwean businessman Evans Katumba, who was abducted in Durban, South Africa, on March 22, has been found dead.
A local online news portal reports that South African police believe Katumba, who was in his mid-30s, was killed on March 24, soon after his family paid R1.5 million ransom in a bid to secure his release.
His body was found last week in a field in Hammarsdale, a township 50 kilometres west of Durban.
A relative who asked not to be named told ZimLive on Tuesday that the police confirmed that the body was that of Katumba after DNA tests were conducted on the remains. Said the relative:
It’s him, police have confirmed to the family. They think he was shot on the same day we handed over the ransom money.
The family suspects Katumba knew his captors, and that could have been the reason why he was killed even after they paid R1.5 million of the R2.5 million ransom the kidnappers initially demanded.
Katumba is said to have arrived in South Africa over 16 years ago and initially worked as a truck driver for various companies in Durban.
He also worked as a petrol attendant before he set up his own fuel trading company in 2018.
Katumba was described by friends as “a nice guy” and “very humble” and was nicknamed Vardy for his goal-scoring prowess in social football much like the Leicester City Football Club striker, Jamie Vardy.
He ran a thriving diesel brokerage business and had recently purchased Yugo, one of Durban’s top nightclubs.
Katumba is said to have bought luxury vehicles including a R3.5 million Mercedes G63, a Ferrari and a sprawling mansion in Durban’s Yellowwood Park neighbourhood.
His friends believe that his decision to take over Yugo nightclub in February brought him unwelcome attention. The nightclub, now renamed Sky Premium Club, had only opened for one week when he was abducted.
It is alleged that Katumba was preparing to go to the nightclub on March 22 when he received a call at around 8 PM.
The family believes that the caller, who wanted a meeting, is someone whom Katumba knew.
He left home driving his brand new VW Amarok and picked up an artist who was due to perform at the nightclub that night before heading out to meet the mystery caller. Said a friend:
When they got to the place where this meeting was supposed to take place they were met by people armed with AK47s. They took him and the Amarok which was yet to be installed with a tracker.
The artist who was travelling with Katumba was left at the scene.
His abductors made contact with his family two days later on March 24. They warned the family not to cooperate with the police and then demanded R2.5 million in cash. They promised to release Katumba within an hour after the ransom payment.
Katumba’s friends and his family raised R1.5 million which was dropped at an open field on the outskirts of Ballito, as instructed by the kidnappers.
However, after the cash drop, the family never heard from the kidnappers again.
South African police informed the family they believe Katumba was shot dead on the same day the money was paid.

The Reserve Bank of Zimbabwe (RBZ) unveiled ZiG on April 5 with high hopes, initially pegging it at 13.56 against the U.S. dollar. However, the currency quickly weakened, settling at 13.34 by April 17.

By Political Reporter- The United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) has lifted old sanctions on Zimbabwe while imposing a new embargo targeting President Emmerson Mnangagwa and key inner circle members.
The recently lifted sanctions dated back to the administration of the late President Robert Mugabe in 2003, marking a shift in U.S. policy toward Zimbabwe.
Under the new sanctions, President Mnangagwa finds himself under renewed scrutiny, alongside his wife Auxillia, Vice-President Constantino Chiwenga, Defense Minister Oppah Muchinguri, Midlands Provincial Affairs Minister Owen Ncube, Central Intelligence Organisation Deputy Director Walter Tapfumaneyi, businessman Obey Chimuka, and tycoon Kudakwashe Tagwirei, along with his wife Sandra.
Additionally, entities such as Sakunda Holdings, Fossil Agro, and Fossil Contracting, linked to Tagwirei and Chimuka, were included on the new sanctions list.
The Office of Foreign Assets Control issued the final rule on Tuesday, April 16, 2024, removing the Zimbabwe Sanctions Regulations from the Code of Federal Regulations.
This action follows President Joe Biden’s executive order in February 2024, which repealed the initial order issued in March 2003.
The original order, enacted by then-President George W. Bush, had been consistently renewed until its recent revocation.
Bradley T. Smith, Director of the Office of Foreign Assets Control, confirmed the rationale behind this decision, stating that the national emergency, upon which the previous sanctions were based, was terminated by the president on March 4, 2024. The rule is set to take effect upon publication in the Federal Register on April 17, 2024.
Notably, OFAC designated 11 Zimbabwean individuals, including President Emmerson Mnangagwa, under its Global Magnitsky Program last month.

“SETTING THE RECORD STRAIGHT: NO “GOLD RESERVES” WERE EVER STOLEN BY ANYONE DURING MY TENURE AS RBZ GOVERNOR UNDER FMR. Late President Robert Gabriel Mugabe’s WATCH.
Recent pronouncements by Hon. Chris Mutsvangwa, falsely alleging that the Reserve Bank of Zimbabwe (RBZ) lost an unspecified quantity of gold to an unnamed Arab country during the tenure of an “unnamed Governor”who”served under the late Former President R.G.Mugabe ( MHDSRIEP)put the Nation in a state of unnecessary frenzy . If such lies are left unchecked with authentic facts, they could become that “little spark” that sets alight a whole forest at a time when the Bank ( RBZ) and the country at large, have more important issues to deal with than waste time attending to veld-fires whose uncontrolled consequences could end up melting whatever confidence the Bank is trying to build around itself, the country and this great Nation at large… and how dare we dampen people’s spirits at this “ celebratory hour” with blatant lies!
Ordinarily, past Governors are not supposed to comment publicly on matters “current”which a sitting Governor is capable of dealing with regardless of which period those matters occurred. However in this case, I feel the need for leadership in dealing with this matter, so that there is we do not burden our new Governor Dr John Mushayavanhu or immediate past Governor Dr John Mangudya ,with an historical matter that I can easily deal with myself without “ambiguities “or the need to look for “sekuru Ndunge”( the late doyen of traditional healing and forecasting”to return from the other world so he can provide spiritual proclamations to something that is so straightforward, simple ( if we respect TRUTH)and explainable in plain, non-technical English. 3.If this explanation still proves difficult to understand, I would advocate that we ask His Excellency President E.D. Mnangagwa to set in a Commission of Inquiry in terms of the Commission of Inquiry Act( Chapter 10:07)incorporating all interested parties to look into this serious allegation of perfidious proportions and report to the Nation its Findings in simpler language than i would have done here.
Ordinarily too, no Governor would want to comment publicly on any matters he/ she dealt with while in Office because The Official Secrets Act( Chapter 11:09) by which binds and prohibits us from commenting on specific documentation recieved or matters of the State dealt with during our periods in Office(Section 4 is particularly telling ( level 14 fine or 20 years in jail or both if violated) but I am risking that by putting the record straight in a manner that cleans the image of the Nation’s Central Bank.
The third reason I have decided to take the bull by the horns is the ambiguous nature of the allegations, casting aspersions on many distinguished personalities who served as Governors under Former President RGM and still carry “scars and pride” of national service equal only to a few living souls around during one of the most difficult economic episodes of our country.
Their (Ex Governors) integrities ought to be respected and protected in retirement, as well as those the Hon. Ministers of Finance under whom they served and reported to. It is my duty to set the record straight for their sake as well as mine, so that our new Governor does not take his eyes off the “ZiG ball” to go into the archives of 18 years ago, searching for files and records for a response to this little fire that has deliberately or inadvertently been started with checking facts with all concerned.
For the record ,former Governors for the period concerned which excludes our inaugural independence Governor the late Dr K. Moyana( MHDSRIEP) ( 1983-93)are: Dr L. L. Tsumba( 1993-2003)part of the sanctions period 2001 to May 2003);Acting Governor Charles Chikaura( May 2003-November 2003);Acting Governor Dr Charity Dhliwayo ( December 2013-April,2014); Dr John Mangudya (May,2014-November 2017).These periods were under Late Fmr. President RGM. I am sure all of them have suffered some distress because the statement from the Hon. Ambassador Spokesperson was ambiguous as to who among us could have been that dump or daft! Now they can all sit back and tell their families and friends “ no it was not me whom was being referred to”!
I proudly served the longest of that sanctions period, 10 years in all, giving my country the best I could, from 1December 2003 to 30 November,2013 and it is natural to guess then who did what and when. UPFRONT…
Upfront, in summary, let it be known by all that we are talking here of whatCOULD , if it had succeeded, have been a “structured gold-backed transaction “which required mining the gold from underground in the first place, then export it in exchange for funds that would have been delivered and repackaged “fourfold in the first place” involving international banks and all above board, but after the first transaction amounting to US$5m deposit was executed by RBZ, the transaction failed on the other side and all parties to the envisaged transaction reimbursed each other, with no prejudice incurred or suffered by any of the parties to the transaction and ultimately, no GOLD was mined from underground for further export in terms of the initial Agreement which is now causing a hullabaloo due people who were not part of the RBZ team trying to confuse the Nation instead of letting us is happily celebrate our 44th UHURU!One frowns at the timing of the release of such “ news” even if , by any stretch of imagination, it was true!We need a little bit of finesse and circumspection in the discharge of our duties when it comes to the dissemination that has potential to harm the reputations of others in our positions as leaders! Please. 10.That’s the summary but here are the details. Background… ————————-
Managing this economy during the period 2000 to 2017 was not a “ walk in the park” for any Governor. The full story is yet to be written about the trials and tribulations of the times but that is for another day. 12.Some of us got onto the Sanctions list in 2001 and so for 23 years we were not as free Zimbabweans as some amongst us. Again for another day. We will always come out of retirement and defend the country when someone tries to burn it by setting the record straight when necessary.
The country survived through a series of non conventional gymnastics at a time when it was easier to give up than to accept thankless national service with all its risks in an environment of severe sanctions, international isolation, mono-currency and politically driven hyperinflation. It was a period most people witnessed the futility of trying to turn around our economic fortunes in an environment of needless political confrontation and conflict among fellow citizens.Again, that’s for another day. The RBZ Gold Contract of 2006.
When making public statements from positions of authority, we must resist temptation to be excitable and ambiguous, particularly when dealing with matters that could harm the confidence of key institutions such as a Central Bank. Facts and full facts backed by understanding the technical side of the matters at hand as well as CONTEXT are important.
Faced with a “ no forex reserve” situation for both Government and industry, it was incumbent on the sitting Governor to find that forex by whatever legal means and be accountable for every move taken by the Central Bank and its officials. It was also important to keep the Principals, especially the President fully in the picture and to ensure that at the end of each year, the Bank’s books were audited by at least two of the big 5 external international audit firms and results submitted on time to the Minister of Finance and Parliament.
The RBZ, during my tenure, was at different times annually audited by Delloite & Touché, KPMG, Ernest & Young as well as by Kudenga & Co BDO. At no time during my ten years at the Bank did we get qualified accounts.
In May,2006 RBZ, after getting express approval from H.E. Cde. RGMugabe, entered into an Agreement with a large Jewelry Company based in Saudi Arabia.
The contract sought to provide Zimbabwe with an immediate cash injection of US$150m.At the same time, we negotiated with a large South African Bank to deposit that money with them as cash security in exchange for a Guarantee Line of Credit 4 times that amount i.e. US$600m which was to be used for importation of goods and services from South Africa particularly electricity, fuel, grain, fertilizers, mining inputs, machinery etc. in a 3 month revolving basis for 12-24 months as long as the cash backing was there. 19.The Guarantee was to cost us 1-2% negotiable at time of execution while the Saudi deal required us to supply over the same period a total of 200,000 Troy ounces of gold at a discount of 34% London Bullion price on day of trading/delivery.
The discount was on paper very steep but overally when we worked out the sums against the imminent risks that were facing us, we saw ultimate benefit to this economy through the multiplier effect of running the $600m facility on a 3 months cycle for 24 months against gold which was still UNDERGROUND worth between $140-150m to be supplied over a 24 month period while the economy got $600m for immediate use 8 times at a cost of day 1,5%per annum fees. It is over ten years since I left RBZ but I still have the conceptual framework in my mind of what was going to happen if it had worked and I am still an Accountant and banker at heart: 200,000 Troy Ounces value $150m ———— Cost( Discount)34% 51m Guarantee Fees to SA Bank 18m ———— Total Facility cost over 2yrs $69m ———— Income Side: ——————- Raising Fees charged to Zim Customers per quarter: 0,0075x$600 x 8 =. $36m Interest @ 5% /quarter. $60m Interest on int. & Fees 7m ————- Total Income to the Bank $103m Less cost of Facility. (69m) ————— Net Income to RBZ. $34m —————- Equivalent to a gain of 50,000 Troy ounces of gold in the 2 years the facility was planned to run for.
That amount would have been more than sufficient for the Bank’s iwn operating expenses without the need to knock on Treasury for support from tax-payers funds!
The Bank was required to pay $5m worth of Gold as a deposit and this was paid. When the lender couldn’t deliver the cash backing per contract, the Agreement was canceled and RBZ got back its US$5m.No prejudice to anyone.
It is important to also realize that we were dealing with an internationally recognized Jeweler and the Saudis are generally very honest people. And to say “ our gold reserves was stolen “ is wrong. We despatched about 7500 or so Troy Ounces worth $5m. We got back our $5m. At that time, in May, gold price was about $700/oz.if I’m not mistaken. Some Basics.
What is the meaning of Gold Reserves? 26.The term RESERVES generally refers to any surplus to immediate requirements.
Gold Reserves in this case would mean that RBZ had accumulated at some stage, surpluses to its immediate needs but nothing could be further from the truth… I got into a car that had no fuel on 1 December 2003 and I did my best to drive it on empty.
The Saudi contract was going to be fulfilled over a 12-24 months from incremental gold coming from the ground. We had done our homework as far as who the off-takers of the facility were going to be. It was not a blind shot so to speak.
To then mislead the public by saying RBZ lost the Nation’s “ Gold Reserves” is surely technically wrong and dangerous, worse when we seek to badmouth and besmirch the dead. Inga zvinonzi “ wafa Wa aka” wani? Why this penchant towards hate-speech against those you were with in the bush but never against Ian Smith? Nobody has bothered to find out how the RBZ was being run during the 15 years of sanctions and what some of us found in whatever records remained in there.
I certainly am not a direct descendant of St Peter or any of the Apostles who probably did not make mistakes but whatever mistakes my Team and I made during my tenure were neither deliberate nor fraudulent as all the audited set of books during my time there can attest. The Zimbabwe Anti-Corruption Commission( ZACC).
It is this same kind of irresponsible talk we witnessed from Hon. Ambassador Chris Mutsvanga who also happens to be my uncle, which in September/October 2021 led to ZACC spending public money and hours on a wild-goose chase after an anonymous someone misled ZACC to think the same way Zimbabweans have been emotionally whipped to think likewise.
ZACC carried out extensive investigations into this matter under Ref. 58/12/20 and 102/11/20 examining documents and interviewing RBZ Governor Mangudya, Mr Azvinandaa Saburi ( Director of Financial Markets who signed the Contract with Saudis under my authority) and others including myself in September 2021 and concluded that everything was above board and that there was no prejudice to anyone including RBZ and the Nation at large. Need to verify full facts .
It is key and important for people entrusted to speak on behalf of important organizations and political parties to always check their facts thoroughly for the sake of their own credibilities and that of others.
I forgive my sekuru for he was misled into believing that something was really amiss and more importantly, he was in the People’s Republic China as our Ambassador at the time we were battling to sort this economy out so he wouldn’t have been aware of some of the difficulties we went through to try and raise funding, including that required to support our esteemed embassies.
This country could benefit more from our individual and combined efforts if we sincerely direct them towards what our President, H.E. E.D. Mnangagwa and the Second Republic are trying very hard under difficult circumstances to achieve than to engage in blame-games that will not strengthen our new currency or take us foward especially during the country’s period of UHURU brought about by my sekuru and others.

By Political Reporter- Zanu PF spokesperson Christopher Mutsvangwa has deflected attention away from the US$15 billion diamond money looted by Emmerson Mnangagwa and the Junta in 2015.
Instead of addressing the lingering questions surrounding the alleged looting of US$15 billion in diamond revenue by Emmerson Mnangagwa and his associates in 2015, Mutsvangwa chose to shift the focus onto the late President Robert Mugabe, accusing him of depleting the country’s gold reserves.
The accusations stem from Mugabe’s assertions in 2016, where he publicly stated that Mnangagwa and the ruling junta had siphoned off a staggering sum of US$15 billion from the nation’s diamond industry, largely through junta-operated diamond mining ventures in Chiyadzwa.
Mugabe’s revelations, made during a birthday interview on state-run media, shed light on the stark disparity between the actual revenue received by the state treasury and the estimated earnings from diamond exports.
The former president’s remarks underscored not only the magnitude of the alleged embezzlement but also the systemic failure to effectively manage the country’s mineral wealth, drawing comparisons to neighbouring nations such as Botswana, Namibia, and Angola.

By Political Reporter- Zanu PF spokesperson Christopher Mutsvangwa has pointed fingers at the late President Robert Mugabe, accusing him of orchestrating the depletion of Zimbabwe’s gold reserves via the Reserve Bank of Zimbabwe (RBZ).
Addressing the press in Harare, Mutsvangwa levelled the accusation, suggesting that an undisclosed retired governor, widely speculated to be Gideon Gono, facilitated the controversial “transaction.”
According to Mutsvangwa, the saga unfolded against the backdrop of crippling sanctions imposed on Zimbabwe by Western powers.
Allegedly, the then RBZ governor sought assistance from contacts in the Arab world, who purportedly offered to provide much-needed US dollars in exchange for Zimbabwe’s gold reserves.
“We had our gold reserves, then the Americans imposed sanctions, and then we were short of US dollars,” Mutsvangwa stated. “Our Reserve Bank governor engaged outsiders in the Arab world… they said we can give you US dollars but on condition that you support it with your gold.”
Under the proposed agreement, Zimbabwe’s gold was slated for transport from the RBZ’s vaults to a foreign location, where the Arab partners would verify the reserves in exchange for US dollars.
However, Mutsvangwa alleged that while the gold was transferred as agreed, Zimbabwe never received the promised US dollars.
“The story gets murky after that… The gold reserves are gone, and the US dollars don’t come,” he lamented. President Emmerson Mnangagwa, speaking after an inspection of the Reserve Bank of Zimbabwe’s gold reserves earlier this month, reassured the nation of the solidity of its gold holdings. Mnangagwa disclosed that he had personally overseen an inspection of the country’s gold reserves held offshore, expressing satisfaction with the process.
“Zimbabwe has solid gold in the vaults. In the past, we sold all our gold, and we couldn’t keep money, but now we have solid gold in the vaults,” Mnangagwa affirmed.
Former RBZ governor Gideon Gono has since rubbished the allegations.

During a press conference held in Harare, Mutsvangwa announced the ruling party’s plan to assume control of food aid distribution amidst the nation’s ongoing battle with food insecurity.
This announcement has raised alarm bells for Heal Zimbabwe Trust, which has documented numerous cases of partisan food distribution, where aid has been allegedly used as a political tool against members of opposition political parties.

“The statement by Mr Mutsvangwa not only undermines the democratic fabric of our country but lays bare the conflation of the state and the ruling party which has violated the fundamental rights of individuals and communities to receive aid without discrimination,” Heal Zimbabwe said.

The organization urged the Department of Social Welfare to implement mechanisms to prevent the abuse and politicization of aid.
Furthermore, Heal Zimbabwe Trust called upon the Zimbabwe Human Rights Commission (ZHRC) and the Zimbabwe Anti-Corruption Commission (ZACC) to actively monitor and prevent corruption and abuse of government aid.
Heal Zimbabwe Trust called on civil society organizations and developmental partners to vigilantly monitor and hold all stakeholders accountable in efforts to alleviate poverty and food insecurity, particularly in the face of the devastating effects of the El Nino-induced drought.

The history of gated communities dates back to the 1920s in the Western world to curb rising crime in urban centres.
Evans Katumba, a Zimbabwean businessman who has been missing since his abduction in Durban on March 22 has been found dead, police informed his family.
South African investigators believe Katumba, who was in his mid-30s, was killed on March 24 shortly after the family paid R1.5 million ransom in a bid to secure his release.
Police were called to Hammarsdale, a township 50 kilometres west of Durban last week after the discovery of human remains in a field.
The family faced an anxious wait as DNA tests were conducted to confirm if indeed the remains were those of Katumba, who ran a thriving diesel brokerage business and had recently purchased Yugo, one of Durban’s top nightclubs.
“It’s him, police have confirmed to the family. They think he was shot on the same day we handed over the ransom money,” a relative who asked not to be named told ZimLive on Tuesday.
The family suspects Katumba knew his captors and for that reason they could not let him live, even after they paid R1.5 million of the R2.5 million ransom the kidnappers initially demanded.
Colonel Robert Netshiunda, the spokesman for Durban police, asked for more time to respond to our enquiries over their investigation into Katumba’s abduction.
Nicknamed Vardy by friends for his goal scoring prowess in social soccer, much like the Leicester Football Club striker, Katumba arrived in South Africa over 16 years ago and initially worked as a truck driver for various companies in Durban.
After a stint as a petrol attendant, he set up his own fuel trading company in 2018.
Described by friends as “a nice guy” and “very humble”, Katumba soon hit the big time as his business thrived. He rewarded himself with luxury vehicles including a R3.5 million Mercedes G63, a Ferrari and a sprawling mansion in Durban’s Yellowwood Park neighbourhood.
Katumba’s decision to take over Yugo nightclub in February brought him unwelcome attention, according to friends. The nightclub, now renamed Sky Premium Club, had only opened for one week when he was abducted.
He was preparing to go to the nightclub on March 22 when he received a call at around 8PM, his family believes from someone he knew. The person wanted a meeting.
He left home driving his brand new VW Amarok and picked up an artist who was due to perform at the nightclub that night before heading out to meet the mystery caller.
“When they got to the place where this meeting was supposed to take place they were met by people armed with AK47s. They took him and the Amarok which was yet to be installed with a tracker,” a friend said.
The artist who was travelling with Katumba was left at the scene.
The abductors made contact with Katumba’s family two days later on March 24. They warned the family not to cooperate with the police and then demanded R2.5 million in cash. Katumba, the kidnappers said, would be released within an hour after the ransom payment.
Katumba’s friends and his family raised R1.5 million which was dropped at an open field on the outskirts of Ballito, as instructed by the kidnappers. After the cash drop, the family never heard from the kidnappers again.
Police have told the family they believe Katumba met his death on the same day the money was paid – March 24.
News of Katumba’s death has stunned friends and left his family distraught.
“He was an inspiration to the Zimbabwean community here in Durban, a shining light,” a friend said. “He helped countless people through all manner of personal challenges. I hope whoever did this is caught and they pay for what they have done.”

Mutsvangwa falsely alleged that the RBZ lost an unspecified quantity of gold to an unnamed Arab country during a previous governor’s tenure under the late former President Robert Mugabe.
In a strongly worded statement, Dr. Gono denounced these allegations as baseless and potentially damaging to the nation’s stability and confidence.
“If such lies are left unchecked with authentic facts, they could become that “little spark” that sets alight a whole forest at a time when the Reserve Bank of Zimbabwe and the country at large have more important issues to deal with than waste time attending to veld-fires whose uncontrolled consequences could end up melting whatever confidence the bank is trying to build around itself, the country and this great nation at large. And how dare we dampen people’s spirits at this “ celebratory hour” with blatant lies?,” said Gono.
Dr. Gono’s statement clarified the details of a 2006 RBZ gold contract, shedding light on the circumstances surrounding the alleged transaction.
He emphasized that the agreement, which aimed to inject $150 million into Zimbabwe’s economy, was conducted transparently and with the approval of President Mugabe.
“In May 2006, the RBZ, after getting express approval from President Mugabe, entered into an agreement with a large jewelry company based in Saudi Arabia. The contract sought to provide Zimbabwe with an immediate cash injection of US$150 million. At the same time, we negotiated with a large South African bank to deposit that money with them as cash security in exchange for a guarantee line of credit four times that amount, that is US$600 million, which was to be used for importation of goods and services from South Africa particularly electricity, fuel, grain, fertilizers, mining inputs, machinery etc. on a three-month revolving basis for 12-24 months as long as the cash backing was there,” added Gono.
Furthermore, Dr. Gono provided a detailed breakdown of the financial aspects of the contract, highlighting the meticulous planning and calculations involved.
He refuted claims of any wrongdoing or loss of gold, asserting that the RBZ received its $5 million deposit back when the transaction fell through.

If such lies are left unchecked with authentic facts, they could become that “little spark” that sets alight a whole forest at a time when the Reserve Bank of Zimbabwe and the country at large have more important issues to deal with than waste time attending to veld-fires whose uncontrolled consequences could end up melting whatever confidence the bank is trying to build around itself, the country and this great nation at large. Ordinarily, past governors are not supposed to comment publicly on matters “current” which a sitting governor is capable of dealing with regardless of which period those matters occurred. However in this case, I feel the need for leadership in dealing with this matter, so that we do not burden our new governor John Mushayavanhu or immediate past governor John Mangudya with an historical matter that I can easily deal with myself without ambiguities or the need to look for Sekuru Ndunge, the late doyen of traditional healing and forecasting to return from the other world so he can provide spiritual proclamations to something that is so straightforward, simple (if we respect TRUTH) and explainable in plain, non-technical English.
If this explanation still proves difficult to understand, I would advocate that we ask President Emmerson Mnangagwa to set up a Commission of Inquiry in terms of the Commission of Inquiry Act (Chapter 10:07) incorporating all interested parties to look into this serious allegation of perfidious proportions and report to the nation its findings in simpler language than I would have done here.
Ordinarily too, no governor would want to comment publicly on any matters he/she dealt with while in office because the Official Secrets Act which binds and prohibits us from commenting on specific documentation received or matters of the state dealt with during our periods in office. Section 4 is particularly telling – level 14 fine or 20 years in jail or both if violated. But I am risking that by putting the record straight in a manner that cleans the image of the nation’s central bank.
The third reason I have decided to take the bull by the horns is the ambiguous nature of the allegations, casting aspersions on many distinguished personalities who served as governors under former President Robert Mugabe and still carry “scars and pride” of national service equal only to a few living souls around during one of the most difficult economic episodes of our country.
The ex-governors’ integrities ought to be respected and protected in retirement, as well as those ministers of finance under whom they served and reported to. It is my duty to set the record straight for their sake as well as mine, so that our new governor does not take his eyes off the “ZiG ball” to go into the archives of 18 years ago, searching for files and records for a response to this little fire that has deliberately or inadvertently been started with checking facts with all concerned.
For the record, former governors for the period concerned which excludes our inaugural independence governor the late Dr K. Moyana (1983-93) are: Leonard Tsumba (1993-2003); acting governor Charles Chikaura (May 2003-November 2003); acting governor Charity Dhliwayo (December 2013-April 2014); John Mangudya (May,2014-November 2017). These periods were under the late former president Robert Mugabe. I am sure all of them have suffered some distress because the statement from the Ambassador Spokesperson was ambiguous as to who among us could have been that dumb or daft! Now they can all sit back and tell their families and friends “no it was not me who was being referred to!”
I proudly served the longest of that sanctions period, 10 years in all, giving my country the best I could, from December 1, 2003, to November 30, 2013, and it is natural to guess then who did what and when.
UPFRONT
Upfront, in summary, let it be known by all that we are talking here of what could, if it had succeeded, have been a “structured gold-backed transaction” which required mining the gold from underground in the first place, then export it in exchange for funds that would have been delivered and repackaged “fourfold in the first place” involving international banks and all above board, but after the first transaction amounting to a US$5 million deposit was executed by RBZ, the transaction failed on the other side and all parties to the envisaged transaction reimbursed each other, with no prejudice incurred or suffered by any of the parties to the transaction and ultimately, no gold was mined from underground for further export in terms of the initial agreement which is now causing a hullabaloo due people who were not part of the RBZ team trying to confuse the nation instead of letting us happily celebrate our 44th Independence
One frowns at the timing of the release of such “ news” even if, by any stretch of imagination, it was true! We need a little bit of finesse and circumspection in the discharge of our duties when it comes to the dissemination of information that has potential to harm the reputations of others in our positions as leaders.
That’s the summary but here are the details.
BACKGROUND
Managing this economy during the period 2000 to 2017 was not a walk in the park for any governor. The full story is yet to be written about the trials and tribulations of the times but that is for another day.
Some of us got onto the sanctions list in 2001 and for 23 years we were not free Zimbabweans as some amongst us. Again for another day. We will always come out of retirement and defend the country when someone tries to burn it by setting the record straight when necessary.
The country survived through a series of non conventional gymnastics at a time when it was easier to give up than to accept thankless national service with all its risks in an environment of severe sanctions, international isolation, mono-currency and politically driven hyperinflation. It was a period most people witnessed the futility of trying to turn around our economic fortunes in an environment of needless political confrontation and conflict among fellow citizens. Again, that’s for another day.
THE RBZ GOLD CONTRACT OF 2006
When making public statements from positions of authority, we must resist the temptation to be excitable and ambiguous, particularly when dealing with matters that could harm the confidence of key institutions such as a central bank. Facts and full facts backed by understanding the technical side of the matters at hand as well as context are important.
Faced with a “no forex reserve” situation for both government and industry, it was incumbent on the sitting governor to find that forex by whatever legal means and be accountable for every move taken by the central bank and its officials. It was also important to keep the principals, especially the president, fully in the picture and to ensure that at the end of each year, the bank’s books were audited by at least two of the big five external international audit firms and results submitted on time to the minister of finance and parliament.
The RBZ, during my tenure, was at different times annually audited by Delloite & Touché, KPMG, Ernest & Young as well as by Kudenga & Co BDO. At no time during my ten years at the bank did we get qualified accounts.
In May 2006, the RBZ, after getting express approval from President Mugabe, entered into an agreement with a large jewelry company based in Saudi Arabia. The contract sought to provide Zimbabwe with an immediate cash injection of US$150 million. At the same time, we negotiated with a large South African bank to deposit that money with them as cash security in exchange for a guarantee line of credit four times that amount, that is US$600 million, which was to be used for importation of goods and services from South Africa particularly electricity, fuel, grain, fertilizers, mining inputs, machinery etc. on a three-month revolving basis for 12-24 months as long as the cash backing was there.
The guarantee was to cost us 1-2 percent negotiable at the time of execution while the Saudi deal required us to supply over the same period a total of 200,000 Troy ounces of gold at a discount of 34 percent London Bullion price on day of trading/delivery.
The discount was on paper very steep but overally when we worked out the sums against the imminent risks that were facing us, we saw ultimate benefit to this economy through the multiplier effect of running the US$600 million facility on a three months cycle for 24 months against gold which was still underground worth between $140-150 million to be supplied over a 24 month period while the economy got $600 million for immediate use at a cost of 1,5 percent per annum fees.

That amount would have been more than sufficient for the nank’s own operating expenses without the need to knock on treasury for support from tax-payer funds.
The bank was required to pay $5 million worth of gold as a deposit and this was paid. When the lender couldn’t deliver the cash backing per contract, the agreement was cancelled and RBZ got back its US$5 million. No prejudice to anyone.
It is important to also realise that we were dealing with an internationally recognised jeweler and the Saudis are generally very honest people. And to say “our gold reserves were stolen” is wrong. We despatched about 7,500 or so Troy ounces worth $5 million. We got back our $5 million. At that time, in May 2006, gold prices were about $700/oz if I am not mistaken.
SOME BASICS
What is the meaning of gold reserves?
The term reserves generally refers to any surplus to immediate requirements. Gold reserves in this case would mean that RBZ had accumulated at some stage, surpluses to its immediate needs but nothing could be further from the truth. I got into a car that had no fuel on December 1, 2003, and I did my best to drive it on empty.
The Saudi contract was going to be fulfilled over a 12-24 months from incremental gold coming from the ground. We had done our homework as far as who the off-takers of the facility were going to be. It was not a blind shot so to speak.
To then mislead the public by saying RBZ lost the nation’s “gold reserves” is surely technically wrong and dangerous, worse when we seek to badmouth and besmirch the dead. Inga zvinonzi “wafa wanaka” wani? Why this penchant towards hate speech against those you were with in the bush but never against Ian Smith? Nobody has bothered to find out how the RBZ was being run during the 15 years of sanctions and what some of us found in whatever records remained in there.
I certainly am not a direct descendant of St Peter or any of the Apostles who probably did not make mistakes but whatever mistakes my team and I made during my tenure were neither deliberate nor fraudulent as all the audited set of books during my time there can attest.
It is this same kind of irresponsible talk we witnessed from Ambassador Chris Mutsvanga who also happens to be my uncle, which in September/October 2021 led to ZACC spending public money and hours on a wild goose chase after an anonymous someone misled ZACC to think the same way as many Zimbabweans have been emotionally whipped to think.
ZACC carried out extensive investigations into this matter under Ref. 58/12/20 and 102/11/20 examining documents and interviewing RBZ governor Mangudya, Azvinandaa Saburi (director of financial markets who signed the contract with Saudis under my authority) and others including myself in September 2021 and concluded that everything was above board and that there was no prejudice to anyone including the RBZ and the nation at large.

It is key and important for people entrusted to speak on behalf of important organiSations and political parties to always check their facts thoroughly for the sake of their own credibility and that of others.
I forgive my sekuru for he was misled into believing that something was really amiss and more importantly, he was in the People’s Republic of China as our ambassador at the time we were battling to sort this economy out so he wouldn’t have been aware of some of the difficulties we went through to try and raise funding, including that required to support our esteemed embassies.
This country could benefit more from our individual and combined efforts if we sincerely direct them towards what President Mnangagwa and the Second Republic are trying very hard under difficult circumstances to achieve than to engage in blame-games that will not strengthen our new currency or take us forward, especially during the country’s period of Uhuru brought about by my sekuru and others.
Happy 44th to us all. I cherish the wonderful work being done by the Second Republic and salute all our national heroes and heroines, gallant fighters of our liberation war, mujibhas and chimbwidos.

By A Correspondent| In a surprising turn of events, Fifi’s ex-boyfriend Amir Mhaka has enlisted the services of Admire Rubaya who is the lawyer to Mai Titi’s rival comedienne Madam Boss.
Mhaka who appeared before Harare Magistrate Caroline Matanga on Tuesday was not asked to plead to the allegations and was remanded out of custody to May 15 on US$50 bail.
Rubaya who was being assisted by Mr Malvern Mapako told Magistrate Matanga that Mai Titi’s daughter, Fifi (18) should be arrested for recording, possession and distributing her nude pictures for popularity purposes.
Rubaya told the court that the complainant, Fifi, should face the music first before the State seeks to “persecute an innocent young man.”
He told the court that his client never received any of the alleged nude images from the girl and if anything “the complainant should be arrested for possession and distribution of the ponographic pictures for popularity purposes.”
It is alleged Fifi sent her nudes to Mhaka during their relationship and when it ended he allegedly began threatening to leak them.
Allegations are that Fifi got into another relationship which irked Mhaka before the images found themselves on social media.
The State says when she was alerted about her nude pictures on social media, she identified them as the ones she sent to Mhaka only.
The teen’s lawyer said there is no case against him to warrant a trial and they will be making an application for exception.
He said there is nothing linking Mhaka to the allegations.
“There is no evidence that he received the pictures and in fact, he actually denies receiving them. The State alleges that the complainant sent the images to the accused but there is no evidence that he received them.
“There is also no evidence that he distributed or circulated the pictures online because there ought to be a handle and name under which they were posted. There is also no evidence that he did it through a cellphone or a laptop.
“The complainant should be the one to be arrested for possession and distribution of the pornographic pictures for popularity purposes before the State can persecute an innocent young man” Rubaya told the court.
The State represented by Mandirasa Chigumira and Nomsa Kangara said they have a case against Mhaka and believe they will secure a conviction.
They said they will be ready to argue on the day when the defence makes the application.

Chiwenga is due to marry his latest girlfriend in the first week of May.
The second woman was impregnated in 2019(see interview), and the third one is the one he has been forced to marry.
“The child’s father confronted him, telling him that he will land on him if he does not cover the shame of pregnancy his daughter now carries that’s why he is wedding in May,” an impeccable church source told ZimEye.
The young woman (name withheld) was a virgin before being deflowered by him, according to her father.
Chiwenga is still to comment over the development which has been confirmed by his church senior leadership. THIS IS A DEVELOPING STORY.
The development comes at a time he has been accused of sacrificing people by his mother in law, the preacher Talent Chiwenga announces imminent death of a male congregant who he instructs his church to bury the (name redacted) member the way the arrested Nyabira, Madzibaba Ishmael is under trial for.

“The house of worship is a place where people don’t come without looking at their state of holiness. If your state of holiness is not important to you, you are not the right person to come to the place of worship. People look at themselves before they take a bath, I am going to the place of worship. You must know what God accepts and what God does not accept.

“We do not want to see that happening. We know that death will come to all of us and that we are not meant to live in this world forever, but it will be a very painful situation for one of our people to disappear and not be accounted for because the family of this person’s life. His family will not be will not find closure and also seeing the body will give us an understanding of what happened, and took his life, so I don’t know when it is going to happen. I don’t know who it is. I am very honest I don’t know who it is, but, I don’t hear things that don’t happen. I’m sure you know that we don’t want to see a situation where we lose one of our people and not find his body -where people say he was last seen going that way maybe he was attacked by robbers what happened to him? What happened to him? You can’t find his body after looking and looking and looking, we can’t find his body, so I want us to pray in your own personal space and time to pray that we may not, we may find the body of this person.
“What we can change is his dates. His dates to go are unchangeable. But what we can change what God can give us grace on is to recover his body. Yes, that’s, that’s what I want to talk about, but there is also a warning that I want to give and I hope we observe this warning very carefully. The Lord said we must continue to emphasise the need for people who we have in the house to fear God and we haven’t had a very good experience so far with people that are in the praise team.
“We have always had people who join our praise team and they misbehave they live alive that is ungodly and some of them. We are embarrassed by what they have done because we can’t have a situation where a married person who is in the praise team is found to have dated another married person or another woman and abandoned his family.
“We don’t expect that and we are going to institute and implement a lot of rigorous measures to vet people who join our praise team; and all over the world, Jesus revelation ministries, our regional coordinators and leaders must implement measures to sit down and vet and interview people who are going to join even our assembly praise team, people who sing in the church play a very very important role.
“To a greater extent they are the image of the church singing is as spiritual ministry, which requires purity for it to be acceptable unto God. And we want to make you understand that when you miss-step in your walk of faith, be quick to approach those who must guide you to your recovery, we don’t want to see girls and boys joining the praise team and coming from fornication to come before the pulpit and sing for us, we don’t accept that it is acceptable and what I am warning is that we are going to have one of them dying on the pulpit; we are going to bury someone from the pulpit because of this, it is going to bring a curse if you think that God cannot do that dare him.

“The person will be buried on that day, if we discover that we will have a problem with their relative, we will go and put the body in the mortuary and to those who have done this.
“Some of them have come to me and you can testify that ever since you came into the praise and you were singing and you were singing while you were living at filthy life. You can tell that you already had a curse. You can tell that things are not going very well for you.
“Pray that God may take that curse from you, I don’t curse people I did not say that I curse you I am telling you what brings a curse on your life you understand don’t take these things lightly

Chiwenga who has deleted some of his videos now preaches that wives must allow another woman to coexist with them inside the same home.
In 2019, Chiwenga advocated against the pursuit of having male offspring, stating, “If you have daughters, be content, and thank God for the children you have. No child is less of a child.” (VIDEO BELOW STORY CONTINUES)

However, by February 2024, his position shifted dramatically, now advocating for men to take a second wife specifically to father sons. He argued, “A woman who hasn’t borne a son owes her husband. Hence, if she fails to produce a son after three or four attempts, she shouldn’t complain if her husband seeks another wife for this purpose.”
He further explained, “The new wife isn’t your enemy but a helper, as you’ve failed in your duty, and your husband is merely seeking assistance. Being a wife in God’s eyes isn’t about physical appearance.”
This recent message starkly contrasts his earlier teachings. At one point, he critiqued the obsession with fathering a son to carry on the family name, asking, “Why the fixation on a male heir? Was Jesus, who left no children, mistaken in focusing on his heavenly father’s legacy? Pursuing a son could result in numerous daughters, all while missing the point of legacy and value in all children.”

One of the young girls Talent Chiwenga raped is his own wife’s younger sister, Tariro Mafuka (+27 62 583 1***, we release the number as there is a criminal investigation for murder), he later secretly married more than 3 years before the accident that killed his wife, Rejoice. He would after that date, secretly drive her back to Zimbabwe from South Africa where she has been since the secret marriage, years before.
Sought for a comment over the last 3 years, Talent Chiwenga has declined responding only to resort to video streams on his church portal where he has constantly avoided the issue of his sex attacks against women and his overspeeding in Masvingo road which killed his wife, Rejoice.
In his first accident, in which he has accused Emmerson Mnangagwa, he was rescued by a top notorious ZANU PF he calls a good Samaritan, Mr Seviyas Piki, and in the 2nd one, he was rescued by an unnamed driver in a white vehicle that quickly whisked him away from the accident scene.

In his own video, recorded inside hospital less than a day after the accident, the preacher loudly says that he was speeding (in a 60km speed limit zone) at 120 kmeters per hour and he even wanted to accelerate beyond 120km for no other reason other than to rush to Harare and purchase a new fan belt for his car. No one was chasing after him. He then collided with an oncoming haulage truck and three people died as a result of the collision (accident video below).
Speaking during a church service, Talent Chiwenga said, ” I had a friend in Eugene Kanyuchi. I am sure many of you you know him. He served me in the work of Christ in the protocol department. “I faced death with those 2 people for as long as they were in the ministry. A week before we drove to South Africa I sat down with both of them and I said to them- you are following me everywhere I am going, I am in danger because in those three weeks before the accident we had a lot of incidents where death threats continued to come.
“I am sure you still remember at First Street when there was a message that came: run away they are going to come to kill you. And I said I am not going to run. Because I cannot run away from death death is something that nobody can run away from. So I sat with her husband and Mai Vhurumuku, and Baba Vhurumuku is not here, he works outside the country, and I told them there is death that is imminent; we knew about it it, we wrote a letter to president Emmerson Mnangagwa.
“And I told them that I was going to deliver that letter. The two of them, they volunteered to go with me, and I said if I don’t come back what happens to you?
“They said we will then not come back all of us. Vari vaviri, Baba Kanyuchi naMai Vhurumuku, ndaiti ndakavaudza kuti Vhangeri iyi ine vavengi vakawanda, ichasvika panguva yekuti tichafanirwa kuifira, vaiti, ” we are ready to die for the gospel.”

Three times in South Africa Thursday, Friday and Saturday, I saw a vision somebody was pointing a gun at me and I was being shot. And I was dying in that vision and then I was seeing myself dying when I was standing on the other side, and I told Baba Kanyuchi, I told Mai Chiwenga, this is what is going to happen, I am not comfortable something is about to happen. And they said let the will of the lord prevail.
“Our greatest challenge is when that time comes in our lives are we going to be holding our faith like they did? That is why we cannot count their departure, as a loss, it is not them that lost, it is us who lost. We lost an opportunity to go in good time, murikundinzwa here vadikani? Takashaiwa mukana wekuenda, zvichakanaka. So I just want to remind you that the people that do not believe do not understand their level, their carnal level, their corruptible level, their crooked level, we know what you are aiming for, we know the Lord, we know the Lord is coming. We know we shall be vindicated. We know we shall be justified. We know the gospel is going to go on. We know nobody is going to stop the gospel. We know nothing is going to stop the gospel.
“Not even the murderers, not even the politicians. Not even the CIO, not even the army, they will not stop this gospel. They can kill me today but they can’t kill the gospel.
“Tell your neighbour: they can kill me today but they can’t kill the gospel. The gospel cannot be killed because not even a bullet can reach close to the gospel. It is spiritual it is not physical.

So we just want to observe a moment of silence, but I want us us to first of all read this whole passage, in Phillipians chapter 1, let me read it up to verse 30. And then we observed a moment of silence to remind ourselves that there is a burden that lies squarely on our shoulders, to uphold the faith and to the very end, like our comrades did. They are our comrades, they are our heroes. They are heroes of faith, they stood firm for the gospel, and we have got to do the same. If we walk away from the faith, we are disappointing them. Hallelujah, Jesus is counting on us to stand firm unto the very end. For to me to live is Christ and to die is gain.”
What happened after the mother in law defied the threats and continued boldly speaking? Nothing happened to her, and the legal papers were never actioned.
A Karoi magistrate has convicted a 27-year-old man from Mashonaland West for the rape of a 15-year-old girl, sentencing him to 12 months in prison with six months suspended under certain conditions.

The main findings of the IPU Committee’s ruling (except below) in support of Nelson Chamisa’s presidency over the CCC against Sengezo Tshabangu’s allegations involves several key decisions are as follows:
The Committee on Human Rights has criticized the recall procedures used by Zimbabwean parliamentary authorities, which allowed political parties to revoke the mandates of parliamentarians. This process was deemed contrary to the principles of a free representational mandate and freedom of expression.
It questioned the legitimacy of the communication from Sengezo Tshabangu, who claimed to be the interim Secretary General of the CCC and requested the recall of CCC members. The Committee was concerned that this letter was accepted without proper verification and despite being contrary to an earlier, legitimate communication from Nelson Chamisa.
The Committee was dismayed that recalled parliamentarians were barred from participating in by-elections and highlighted the need for parliamentary and constitutional reforms in Zimbabwe to prevent such scenarios in the future.
The IPU Committee expressed dismay at and condemned the actions of the Speaker of the Zimbabwean Parliament, Jacob Mudenda, for ignoring Nelson Chamisa’s presidency of the CCC. The Committee criticized Mudenda for accepting a contested letter from Sengezo Tshabangu without verifying its legitimacy and despite having received an official communication from Chamisa asserting his role as the president of the CCC. This oversight led to the recall of CCC members, which the Committee found to be unjust and not in line with democratic principles.
Finally, the Committee plans to organize a mission to Zimbabwe to further investigate and address the ongoing issues, emphasizing the importance of accurate and legitimate processes in parliamentary operations.

According to the complainant, in a letter dated 11 September 2023, Mr. Nelson Chamisa wrote to the speakers of both houses of parliament that, as President of the CCC, his office was to be solely responsible for any correspondence between the authorities and the CCC. The complainant contends that Speaker Mudenda recalled 14 members of the National Assembly on the basis of a letter that was allegedly received from a Mr. Sengozo Tshabangu on 4 October 2023, in which Mr. Tshabangu claimed to be the “interim Secretary General of the CCC” and requested the speakers of both houses of parliament to recall 14 members of the lower house and nine senators on the grounds that they were no longer members of the CCC. According to the complainant, Mr. Tshabangu is an imposter with no position in the CCC and without any authority to request this recall. Moreover, none of the individuals concerned in parliament stated that they had left the CCC. In the hearing with the IPU Committee, the Speaker of the National Assembly stated that Mr. Tshabangu’s letter had been received before Mr. Chamisa’s letter and affirmed that, had it been the other way around, his decision would have been quite different. According to the complainant, the Speaker of the National Assembly denied the CCC parliamentarians the right to be heard before proceeding with the revocation of their parliamentary mandate on 10 October 2023. According to information received from the Speaker of the National Assembly, most recently through his letter of 26 February 2024, under Article 129(1)(k) of the Constitution, and bearing in mind a legal precedent specifying that the Speaker should not adjudicate internal party disputes, the Speakers of each chamber had no choice but to proceed with the recall and to refer the individuals concerned to the courts if they did not agree with the recall decision. The Speaker of the National Assembly has also referred in his observations to existing case law that confirms this position. The complainant claims that the Speaker acted unconstitutionally by ignoring the written and oral submission of known members of the CCC by refusing any discussion on this issue and by accepting the letter from Mr. Tshabangu without verifying that it was a legitimate communication from the CCC. In addition, the complainant alleges that the Speaker ordered the intervention of a riot police unit, which evicted the CCC parliamentarians from the National Assembly after they refused to leave the House, protesting against the recall of their colleagues. According to the complainant, several parliamentarians sustained injuries as a result of police brutality in the House. In addition, the complainant submits that the Speaker suspended all CCC National Assembly members from the House for six sittings and stopped their salaries for two months. Since then, the complainant states that 18 additional CCC parliamentarians were recalled on 14 November 2023 (five senators and 13 members of the lower house), and that all recalled CCC legislators have been barred from taking part in by-elections held since October 2023. In addition, Mr. Febion Kufahatizwi, whose mandate was affected by the recall of 10 October 2023, was reportedly subjected to threats and intimidation against himself and his staff during the by-elections, which led to the abduction and murder of his aide, Mr. Tapfumaneyi Masaya. The complainant adds that this followed the abduction and torture of Mr. Takudzwa Ngadziore on 1 November 2023 and two other CCC members in the months that followed the August 2023 elections. According to the complainant, these events should be seen as part of a pattern of repression, erosion of the independence of the judiciary and a shrinking civic space, which intensified after the 2023 elections, and against the background of pre-existing violations of the rights of opposition parliamentarians. The complainant shared several incidents where opposition parliamentarians had been recalled from other opposition parties in the past but stressed that never before had the recall procedure been initiated by a person who was reportedly external to the political party and its leadership. Reportedly, Mr. Tshabangu made statements to the effect that only CCC candidates vetted by himself would be allowed to take part in future by-elections, which led to the intervention of the Zimbabwe Electoral Commission (ZEC) to ban recalled members of parliament from taking part in elections. In addition, all attempts to rectify the recalls by challenging them in court were dismissed. B. Decision The Governing Council of the Inter-Parliamentary Union 1. Notes that the current case also includes a new complaint regarding the situation of 18 individuals and that the complaint: (i) was submitted in due form by a qualified complainant under section I.1(a) of the Procedure for the examination and treatment of complaints (Annex I of the revised Rules and Practices of the Committee on the Human Rights of Parliamentarians); (ii) concerns 18 additional members of parliament who had been elected before the alleged violations took place; and (iii) concerns allegations of undue invalidation, suspension, revocation or other acts obstructing the exercise of the parliamentary mandate, which are allegations that fall within the Committee’s mandate; and decides to merge the examination of their cases with the present case; 2. Thanks the Speaker of the National Assembly of Zimbabwe for his recent letter and for the detailed information provided therein; 3. Is concerned by the escalating number of cases before the Committee on the Human Rights of Parliamentarians in Zimbabwe; 4. Regrets that the parliamentary authorities did not see fit to implement the decision of the Governing Council of 27 October 2023 regarding the modification of the recall procedure after the revocation of the mandate of the first 23 opposition parliamentarians; declares, once again, that the procedure allowing political parties in Zimbabwe to recall their members in parliament runs counter to the basic principle of the free representational mandate and to the right to freedom of expression, both of which the IPU has consistently defended; reaffirms that the Constitution should also secure the rights of parliamentarians, and that if the interpretation of some norms infringes on the rights of duly elected members of parliament and deprives them of the mandate given to them by the people, that serious consideration should be given to revising those norms; renews its sincere hope that the Zimbabwean authorities, in particular parliament, will seriously examine the possibility of modifying the recall procedure so as to ensure that members of parliament can carry out their work freely without undue pressure from their political parties; 5. Appreciates the argument put forward by the Speaker of the National Assembly that he acted in line with Article 129(1)(k) of the Constitution of the Republic of Zimbabwe; fails to see, however, any reasonable grounds for accepting an official communication from an unknown individual without being satisfied that the said communication is legitimate and without seeking the point of view of the individuals concerned or the President of their party; is concerned by the assertion that the official communication from the leader of the party to which the 18 parliamentarians belonged was not taken into account because it was reportedly received after the recall, even though it was dated three weeks before that decision was taken; is puzzled by the swiftness with which the decision to revoke the mandate of the newly elected parliamentarians was taken and the fact that no debate on the issue was allowed; and wishes to receive additional clarification from the parliamentary authorities of the National Assembly and the Senate on the points above; 6. Is dismayed that 18 additional opposition parliamentarians lost their seats following the decision of the Speaker of the National Assembly and the President of the Senate to revoke their mandate on the basis of yet another deeply contested letter from Mr. Tshabangu, an individual who is allegedly unrelated to the party to which these legislators belong; is perplexed by the fact that this letter was accepted and acted upon despite the fact that the President of the party concerned, Mr. Nelson Chamisa, had written months before to the said Speakers, clearly stating that all correspondence with and from the CCC party had to go solely through him, and despite his later comments that Mr. Tshabangu was an imposter and that the parliamentarians concerned were bona fide members of the party and did not consent to the recall; 7. Is shocked to learn that the members of parliament who lost their seats as a result of the recalls were denied the right to take part in by-elections in their constituencies by decision of the Zimbabwe Electoral Commission; takes note of the information that a ban has been issued by the High Court of Zimbabwe blocking any new recalls pending a final decision on the matter by the courts; and strongly believes that parliament should review the circumstances that paved the way to the emergence of this case and do everything necessary to ensure that such circumstances do not arise again; 8. Is convinced that this case and the ongoing cases from Zimbabwe before the Committee require the organization of a mission by the IPU Committee to Zimbabwe as soon as practicable; thanks, once again, the Speaker of the National Assembly for his renewed commitment, as stated in his most recent letter, to making arrangements with the executive authorities to facilitate the organization of such a mission; and wishes to receive such information in time to conduct such a mission ahead of the 149th Assembly of the IPU, scheduled to take place in October 2024; and looks forward to receiving information on the specifics of the mission as soon as possible; 9. Requests the Secretary General to convey this decision to the parliamentary authorities and other relevant national authorities, the complainant and any interested third party likely to be in a position to supply relevant information; 10. Requests the Committee to continue examining this case and to report back to it in due course. * * *

GOVERNMENT’S resource mobilisation efforts to protect citizens against the Elnino-induced drought and the newly introduced Zimbabwe Gold (ZiG) currency have been endorsed by the ruling ZANU PF party.
Early this month, President Emmerson Mnangagwa declared the 2023/24 summer cropping season a State of Disaster after an El Nino-induced drought which has left more than two million families food insecure.
The move has opened avenues for comprehensive efforts to mobilise food relief, with ZANU PF pledging its support towards the move at the party’s Central Committee held at the weekend.
In a media briefing in Harare this Monday, ZANU PF Secretary for Information and Publicity, Christopher Mutsvangwa confirmed that the ruling party endorsed President Mnangagwa’s drive to ensure no one dies of hunger.
“The point of relief is that the economy is performing better and this is due to good policies being put by the Second Republic. It hedges out of the vagaries of the weather. I want to thank the President for his policies in mining which are attracting investors to Zimbabwe and this has reduced the effects of hunger.”
Turning to the newly introduced Zimbabwe Gold (ZiG) currency, Mutsvangwa noted the need for the citizenry to support the gold-backed local currency.
“We don’t see any reason why ZIG won’t have value and it’s our call to you as journalists to write positive stories about our currency. Why should we reject our currency which is being supported by our gold? We have enough gold here in Zimbabwe.”
The ZiG was launched early this month, with the public and the business community having already started trading in the new currency after banks successfully completed the conversion process.

By Courts & Crime Reporter- Four soldiers, three of them serving members and a retired member, together with five other suspects, were arraigned before the Harare Magistrates’ Court this Tuesday, April 16, facing five counts of armed robbery.
In a statement, the National Prosecuting Authority (NPA) identified the suspects as Innocent Chawaguta (37), Tafadzwa Chirinda Charute (36), Owen Mbayi (37) a serving member of the ZNA, Promise Mussa (36) a serving member of the ZNA, Tapiwa Chigwaze (39), Winston Matizanadzo (46), Kamuriwo Mudziwaona (39), Farai Chauke (38) a serving member of the ZNA and Simbarashe Vhazhure (33). The gang allegedly robbed J and P Security Offices in Eastlea on 16 May 2022 and went away with cash amounting to US$ 142,995. Only US$ 4,900 was recovered. It is further alleged that on 25 February 2024, the gang robbed another complainant in Ruwa where they stole US$4 952 and US$1 500 was recovered. On 11 March 2024, the gang robbed another security guard at a service station. The total value stolen was US$600 and US$400 was recovered.
The State alleges that the accused persons also robbed another service station on 27 March 2024 and stole US$1 200 from the safe. On 13 April 2024, the accused persons allegedly robbed another complainant at her house. They stole property valued at US$2 350 and US$600 was recovered. Amongst the stolen property from the last complainant was an iPad which had a tracker. The tracker led to the arrest of the first accused person who implicated the rest of the accused persons. The matter was remanded to 02 May 2024 and the accused persons will be applying for bail at the High Court.

According to the complainant, the Citizen’s Coalition for Change (CCC), the opposition party then led by Mr. Nelson Chamisa, the main challenger to the incumbent President Mnangagwa of the ruling Zimbabwe African National Union (ZANU-PF) party, acquired a sizeable number of seats in both chambers of parliament, thus ending the two-thirds majority that the ZANU-PF party had enjoyed in the past. According to the complainant, in a letter dated 11 September 2023, Mr. Nelson Chamisa wrote to the speakers of both houses of parliament that, as President of the CCC, his office was to be solely responsible for any correspondence between the authorities and the CCC. The complainant contends that Speaker Mudenda recalled 14 members of the National Assembly on the basis of a letter that was allegedly received from a Mr. Sengozo Tshabangu on 4 October 2023, in which Mr. Tshabangu claimed to be the “interim Secretary General of the CCC” and requested the speakers of both houses of parliament to recall 14 members of the lower house and nine senators on the grounds that they were no longer members of the CCC. According to the complainant, Mr. Tshabangu is an imposter with no position in the CCC and without any authority to request this recall. Moreover, none of the individuals concerned in parliament stated that they had left the CCC. In the hearing with the IPU Committee, the Speaker of the National Assembly stated that Mr. Tshabangu’s letter had been received before Mr. Chamisa’s letter and affirmed that, had it been the other way around, his decision would have been quite different. According to the complainant, the Speaker of the National Assembly denied the CCC parliamentarians the right to be heard before proceeding with the revocation of their parliamentary mandate on 10 October 2023. According to information received from the Speaker of the National Assembly, most recently through his letter of 26 February 2024, under Article 129(1)(k) of the Constitution, and bearing in mind a legal precedent specifying that the Speaker should not adjudicate internal party disputes, the Speakers of each chamber had no choice but to proceed with the recall and to refer the individuals concerned to the courts if they did not agree with the recall decision. The Speaker of the National Assembly has also referred in his observations to existing case law that confirms this position. The complainant claims that the Speaker acted unconstitutionally by ignoring the written and oral submission of known members of the CCC by refusing any discussion on this issue and by accepting the letter from Mr. Tshabangu without verifying that it was a legitimate communication from the CCC. In addition, the complainant alleges that the Speaker ordered the intervention of a riot police unit, which evicted the CCC parliamentarians from the National Assembly after they refused to leave the House, protesting against the recall of their colleagues. According to the complainant, several parliamentarians sustained injuries as a result of police brutality in the House. In addition, the complainant submits that the Speaker suspended all CCC National Assembly members from the House for six sittings and stopped their salaries for two months. Since then, the complainant states that 18 additional CCC parliamentarians were recalled on 14 November 2023 (five senators and 13 members of the lower house), and that all recalled CCC legislators have been barred from taking part in by-elections held since October 2023. In addition, Mr. Febion Kufahatizwi, whose mandate was affected by the recall of 10 October 2023, was reportedly subjected to threats and intimidation against himself and his staff during the by-elections, which led to the abduction and murder of his aide, Mr. Tapfumaneyi Masaya. The complainant adds that this followed the abduction and torture of Mr. Takudzwa Ngadziore on 1 November 2023 and two other CCC members in the months that followed the August 2023 elections. According to the complainant, these events should be seen as part of a pattern of repression, erosion of the independence of the judiciary and a shrinking civic space, which intensified after the 2023 elections, and against the background of pre-existing violations of the rights of opposition parliamentarians. The complainant shared several incidents where opposition parliamentarians had been recalled from other opposition parties in the past but stressed that never before had the recall procedure been initiated by a person who was reportedly external to the political party and its leadership. Reportedly, Mr. Tshabangu made statements to the effect that only CCC candidates vetted by himself would be allowed to take part in future by-elections, which led to the intervention of the Zimbabwe Electoral Commission (ZEC) to ban recalled members of parliament from taking part in elections. In addition, all attempts to rectify the recalls by challenging them in court were dismissed. B. Decision The Governing Council of the Inter-Parliamentary Union 1. Notes that the current case also includes a new complaint regarding the situation of 18 individuals and that the complaint: (i) was submitted in due form by a qualified complainant under section I.1(a) of the Procedure for the examination and treatment of complaints (Annex I of the revised Rules and Practices of the Committee on the Human Rights of Parliamentarians); (ii) concerns 18 additional members of parliament who had been elected before the alleged violations took place; and (iii) concerns allegations of undue invalidation, suspension, revocation or other acts obstructing the exercise of the parliamentary mandate, which are allegations that fall within the Committee’s mandate; and decides to merge the examination of their cases with the present case; 2. Thanks the Speaker of the National Assembly of Zimbabwe for his recent letter and for the detailed information provided therein; 3. Is concerned by the escalating number of cases before the Committee on the Human Rights of Parliamentarians in Zimbabwe; 4. Regrets that the parliamentary authorities did not see fit to implement the decision of the Governing Council of 27 October 2023 regarding the modification of the recall procedure after the revocation of the mandate of the first 23 opposition parliamentarians; declares, once again, that the procedure allowing political parties in Zimbabwe to recall their members in parliament runs counter to the basic principle of the free representational mandate and to the right to freedom of expression, both of which the IPU has consistently defended; reaffirms that the Constitution should also secure the rights of parliamentarians, and that if the interpretation of some norms infringes on the rights of duly elected members of parliament and deprives them of the mandate given to them by the people, that serious consideration should be given to revising those norms; renews its sincere hope that the Zimbabwean authorities, in particular parliament, will seriously examine the possibility of modifying the recall procedure so as to ensure that members of parliament can carry out their work freely without undue pressure from their political parties; 5. Appreciates the argument put forward by the Speaker of the National Assembly that he acted in line with Article 129(1)(k) of the Constitution of the Republic of Zimbabwe; fails to see, however, any reasonable grounds for accepting an official communication from an unknown individual without being satisfied that the said communication is legitimate and without seeking the point of view of the individuals concerned or the President of their party; is concerned by the assertion that the official communication from the leader of the party to which the 18 parliamentarians belonged was not taken into account because it was reportedly received after the recall, even though it was dated three weeks before that decision was taken; is puzzled by the swiftness with which the decision to revoke the mandate of the newly elected parliamentarians was taken and the fact that no debate on the issue was allowed; and wishes to receive additional clarification from the parliamentary authorities of the National Assembly and the Senate on the points above; 6. Is dismayed that 18 additional opposition parliamentarians lost their seats following the decision of the Speaker of the National Assembly and the President of the Senate to revoke their mandate on the basis of yet another deeply contested letter from Mr. Tshabangu, an individual who is allegedly unrelated to the party to which these legislators belong; is perplexed by the fact that this letter was accepted and acted upon despite the fact that the President of the party concerned, Mr. Nelson Chamisa, had written months before to the said Speakers, clearly stating that all correspondence with and from the CCC party had to go solely through him, and despite his later comments that Mr. Tshabangu was an imposter and that the parliamentarians concerned were bona fide members of the party and did not consent to the recall; 7. Is shocked to learn that the members of parliament who lost their seats as a result of the recalls were denied the right to take part in by-elections in their constituencies by decision of the Zimbabwe Electoral Commission; takes note of the information that a ban has been issued by the High Court of Zimbabwe blocking any new recalls pending a final decision on the matter by the courts; and strongly believes that parliament should review the circumstances that paved the way to the emergence of this case and do everything necessary to ensure that such circumstances do not arise again; 8. Is convinced that this case and the ongoing cases from Zimbabwe before the Committee require the organization of a mission by the IPU Committee to Zimbabwe as soon as practicable; thanks, once again, the Speaker of the National Assembly for his renewed commitment, as stated in his most recent letter, to making arrangements with the executive authorities to facilitate the organization of such a mission; and wishes to receive such information in time to conduct such a mission ahead of the 149th Assembly of the IPU, scheduled to take place in October 2024; and looks forward to receiving information on the specifics of the mission as soon as possible; 9. Requests the Secretary General to convey this decision to the parliamentary authorities and other relevant national authorities, the complainant and any interested third party likely to be in a position to supply relevant information; 10. Residents of Bulawayo’s Pumula North suburb are up in arms against a Chinese quarry mining company for noise pollution as well as destroying road infrastructure in the suburb.
Some commuter omnibuses are shunning the Pumula North route because of the bad state of roads caused by heavy duty trucks carrying quarry.
Hualin Investments (Pvt) Limited was given the nod to set up the quarry mine in 2021 by the Bulawayo City Council and the contract is valid for 10 years.
The company is conducting quarry mining behind Pumula High School in the area, but the majority of residents have been against the venture.
“The infrastructure in the constituency is under threat of destruction, with some of houses around the mine now having cracks due to heavy blasting at the mine, while roads have also been damaged by heavy duty trucks,” a resident told Southern Eye in an interview recently.
Another resident only identified as Nyoni said the company had failed to live up to its promises to compensate residents for the damage to their houses.
“There is still nothing yet the trucks continue destroying our roads and houses,” he said.
Another resident, Sikhumbulelo Dube, appealed to the Chinese miner to refurbish his cracked house.
“They stopped their heavy blasting after realising the impact of the damage to our houses,” Dube said
Residents from the peri-urban Methodist village also expressed concern that the mine was encroaching onto their grazing land.
“Our livestock are now having to feed on plants that are polluted with dust,” said Monica Dube, a resident.
Ward 17 councillor Sikhululekile Moyo confirmed the damage to the roads by heavy duty trucks.
Moyo, however, commended the mine for employing locals.
“What I know is that three-quarters of children with qualifications are from Pumula,” she said.
Hualin Investments spokesperson Rodrick Moyo said the company’s operations followed due processes and were monitored by inspectors from the Mines and Mining Development ministry.
“The mine has also implemented safety measures to warn residents living near the mine, including using notices, sirens and human personnel,” Moyo said.
He claimed that the company was ploughing back to the community through corporate social responsibility programmes.
“The engagements have seen investments in local primary and secondary schools within ward 17 for infrastructural development,” he said.
“The Hualin scholarship programme pays school fees and registration for O-Level examinations for selected underprivileged students.
“Water infrastructure is part of the 2024 development projects, and Babambeni Primary School has already benefited from a water kiosk to alleviate water challenges faced by locals.”

By Political Reporter-The Zanu PF government has initiated the recruitment of 750 youth militia members, signalling a resurgence of a controversial practice aimed at bolstering political influence.
According to state media reports on Tuesday, the youth militia’s enrollment process is underway, with President Mnangagwa slated to preside over the program’s relaunch next month.
Known for utilising youth militia to exert control, particularly in rural regions, Zanu PF’s decision to revive this tactic underscores its historical reliance on coercive measures during electoral periods.
This strategy traces back to the post-independence era in 1980 when the then Youth Minister, Ernest Kadungure, initiated the recruitment of youth militia, a force infamously deployed in Matabeleland and Midlands provinces during the Gukurahundi era, contributing to the persecution of the Ndebele people.
The Cabinet’s recent announcement of the militia recruitment program’s relaunch, rebranded as the “Youth Service in Zimbabwe,” indicates a formalisation of this controversial practice.
Addressing preparations for the program’s kickoff, Mr Ophas Dube, director of the Ministry of Youth Empowerment, Development, and Vocational Training responsible for the Youth Service in Zimbabwe, affirmed the government’s commitment to its implementation. “We are scheduled to inaugurate the program from Nhakiwa Vocational Training Centre on May 24, with the President’s presence. Subsequently, in June, activities will commence at Dadaya National Youth Service Training Centre and Vungu,” stated Mr. Dube.
Highlighting logistical arrangements, Mr Dube assured that provisions, including uniforms and other necessary supplies, had been secured. “All necessary arrangements have been made, and we are fully prepared to proceed. Our centers are being readied for the training sessions,” he added.
An inter-ministerial implementation committee has been established to oversee the comprehensive six-month training program, encompassing three months of institutionalised training and three months of community attachment.
Upon completion, participants will receive certificates recognising their training.

CHOLERA cases in Manicaland are being contained with health officials confirming Buhera district has not recorded any new cases within the last month.
According to the latest indications by Manicaland Provincial health authorities strides have been recorded to contain the diarrhoeal epidemic with Buhera and Nyanga not reporting new cases for close to a month.
“Buhera reported their last case on the 20th of March, Chipinge on the 15th of March and Nyanga on the 12th of February. We have had a few cases in Mutare, Mutasa and Chimanimani with the cases being traced to Premier mining area and we have tried to deal with the situation. On the 7th we had one case, on the 8th we had 3 new cases, on the 9th we had 4 new cases and on the 10th we had 8 cases. They have gone down to three and yesterday we had two new cases reported which means that our cases are now very few,” said Manicaland Provincial Medical Director, Dr Mukuzuka.
Authorities however warn against complacency.
He added, “We have moved in to engage the communities in Premier area and to distribute food items. We are very happy to work with traditional leaders and leaders of the artisan miners to put measures to curb the spread of the disease. The fact that we still have Cholera in some parts of the province and some parts of the country means we do not need to put down our guard to record zero cases in the province and the country. With the incoming gatherings, we urge our people to adhere to measures we have been recommending and this is what has resulted in the successes recorded so far.”
As part of measures to reduce cholera cases, the government and its partners embarked on rigorous campaigns to educate the public, as well as sinking boreholes to improve the supply of safe water.

CHOLERA cases in Manicaland are being contained with health officials confirming Buhera district has not recorded any new cases within the last month.
According to the latest indications by Manicaland Provincial health authorities strides have been recorded to contain the diarrhoeal epidemic with Buhera and Nyanga not reporting new cases for close to a month.
“Buhera reported their last case on the 20th of March, Chipinge on the 15th of March and Nyanga on the 12th of February. We have had a few cases in Mutare, Mutasa and Chimanimani with the cases being traced to Premier mining area and we have tried to deal with the situation. On the 7th we had one case, on the 8th we had 3 new cases, on the 9th we had 4 new cases and on the 10th we had 8 cases. They have gone down to three and yesterday we had two new cases reported which means that our cases are now very few,” said Manicaland Provincial Medical Director, Dr Mukuzuka.
Authorities however warn against complacency.
He added, “We have moved in to engage the communities in Premier area and to distribute food items. We are very happy to work with traditional leaders and leaders of the artisan miners to put measures to curb the spread of the disease. The fact that we still have Cholera in some parts of the province and some parts of the country means we do not need to put down our guard to record zero cases in the province and the country. With the incoming gatherings, we urge our people to adhere to measures we have been recommending and this is what has resulted in the successes recorded so far.”
As part of measures to reduce cholera cases, the government and its partners embarked on rigorous campaigns to educate the public, as well as sinking boreholes to improve the supply of safe water.

However, the Gwaze family has declined this and any other public gatherings, expressing a desire to handle the funeral arrangements privately and to repatriate Kennedy’s remains to their home country for burial.

By Political Reporter- The First Lady Auxillia Mnangagwa was last Wednesday booed by villagers at Watsomba Business Centre in Manicaland province.
The villagers, predominantly women, voiced their discontent after reportedly missing out on the charitable offerings being distributed by Mnangagwa as part of her philanthropic endeavours.
However, instead of addressing their grievances, the response was swift and heavy-handed.
Nine women, identified as Nester Chatiwana, Panashe Machekanzondo, Winnet Sithole, Maria Choto, Esnath Choto, Ellen Rujuwa, Faith Chidhakwa, Patience Matasva, and Joyce Mashingaidza, found themselves in police custody, accused of disrupting the peace under section 41(b) of the Criminal Law (Codification and Reform) Act.
According to the prosecution, the women’s actions were deemed disorderly, disrespectful, and aimed at causing a disturbance during Mnangagwa’s speech. Their alleged conduct, which included booing the First Lady, was considered an affront to her dignity.
Yet, amidst the legal proceedings, the Zimbabwe Lawyers for Human Rights (ZLHR) intervened.
Lawyers Tatenda Sigauke and David Tandiri secured the release of the women on free bail, highlighting potential procedural irregularities in their arrest.
The defense presented by Chatiwana and her companions refuted the charges, asserting they were unfairly targeted in a sweeping arrest operation.
They maintained they had left the venue before Mnangagwa concluded her speech and before any dismissal announcement was made.

Professor Mugano’s warning comes amidst growing doubts about ZiG’s viability as a sustainable form of currency.
In a statement posted on his X account, Professor Mugano outlined key factors contributing to ZiG’s potential downfall.
He emphasized the critical need for increased production, bolstered confidence, and the exclusive use of ZiG to generate demand and ensure its survival.
However, he lamented the Government of Zimbabwe’s (GoZ) reluctance to mandate ZiG’s acceptance in crucial sectors such as fuel stations, duties, and passport payments.
Professor Mugano likened this resistance to rejecting medical advice, suggesting that without widespread adoption, ZiG’s demise is inevitable.
Drawing attention to the government’s stance, Professor Mugano urged authorities to reconsider their position and enforce a multi-currency regime to salvage ZiG’s prospects.
He warned that continued resistance to ZiG’s integration into essential transactions could seal its fate.

The husband later died from the injuries sustained in the attack, and the woman has gone into hiding.
The woman has only been identified as Moreblessing. She attacked her husband, Moses Mutukwa.
The incident happened a few weeks ago, and Moses was admitted to hospital for two weeks.
He later died last week, due to serious injuries. “Moses was in hospital for two weeks and he died on April 10,” said a source. “Since his death, the wife has been hiding. The police are looking for her. The troubling situation came to light after ZANU PF MP Pupurai Togarepi brought the issue to the forefront during a parliamentary session. Highlighting the severity of the predicament, Togarepi pointed out the dire measures MPs have resorted to, stating, “Speaker, I rise on a point of privilege after some are facing MPs each time they come to the House. There is a challenge in terms of accommodation. Members get very desperate to a point where some sleep in cars and others are disturbed by the approach of some of the hotels. When Hon. Members go to hotels, they are told in an unfriendly way that we are not taking MPs,” he said.
Further complicating matters, it’s alleged that hotels in the capital, Harare, have been reluctant to provide lodging to the lawmakers, citing delays in payments from Parliament for past services. The situation has forced some MPs into less dignified living conditions, challenging their ability to serve effectively.
