Chaos As Zanu PF Hooligans Disrupt Parliamentary Public Hearing

A scheduled Parliamentary public hearing on the Private Voluntary Organisation Amendment Bill descended into chaos as Zanu PF hooligans disrupted proceedings at the Civic Centre in Masvingo yesterday (Thursday).

The unruly behaviour of the individuals has raised serious concerns about the state of public discourse and the safety of civic engagement in Zimbabwe.

Witnesses described a scene of disorder as visibly drunk youths, identified as Zanu PF supporters, stormed the hearing.

They shouted insults at parliamentarians and physically attacked members of civil society and opposition supporters who had gathered to participate in the consultations.

One eyewitness, who wished to remain anonymous, recounted the mayhem: “It was absolute chaos.

These youths were out of control, yelling obscenities and physically intimidating anyone who didn’t align with their views. It was clear they had one objective – to derail the hearing.”

Another attendee, a member of a local NGO, condemned the intimidation tactics used by the hooligans: “They were aggressive and menacing, making it impossible for a constructive discussion to take place. This is a serious blow to democracy and the freedom to express dissenting opinions.”

The hearing was intended to gather public input on the controversial amendment bill, which aims to regulate the operations of private voluntary organizations in Zimbabwe.

Critics argue that the bill is a thinly veiled attempt by the government to stifle civil society and clamp down on dissent.

A political observer present at the hearing, who chose to remain unnamed for safety reasons, condemned the violence: “This is not how democratic processes should unfold. We are here to listen to the people, but it is impossible to do so under such hostile conditions. This kind of behavior undermines the very foundation of our democracy.”

The decision comes at a critical time when President Mnangagwa is also planning to relocate the remains of the late President Robert Mugabe, further stirring political tensions.

Eunice Sandi Moyo passed away last Thursday at Mater Dei Hospital in Bulawayo after battling hypertension. President Mnangagwa expressed his condolences, recognizing her as a “staunch veteran nationalist” deeply involved in the liberation politics of Zimbabwe. He noted her significant contributions to the Bulawayo province and the nation, particularly her efforts to advance national development through community engagement.

Will Police Arrest Zanu PF Hooligans?

In a shocking display of political violence, known Zanu PF hooligans physically attacked supporters of Advocate Nelson Chamisa during a Parliamentary public hearing on the Private Voluntary Organisation Amendment Bill.

The incident took place at the Civic Centre in Masvingo on Thursday, leaving Chamisa’s supporters, including civil society members, battered and bruised.

Eyewitnesses reported that the assailants were a group of inebriated youths affiliated with the ruling Zanu PF party. The hearing, intended to gather public input on the controversial bill, quickly descended into chaos as the intoxicated youths began to assault attendees. “It was terrifying,” said one resident who wished to remain anonymous.

“They were drunk and seemed intent on causing as much harm as possible.”

The Private Voluntary Organisation Amendment Bill has been a contentious issue, with many civil society groups arguing that it seeks to further restrict the operations of non-governmental organizations in Zimbabwe.

Critics fear the bill could be used to clamp down on dissent and limit the activities of groups that provide essential services and advocate for human rights.

Zanu PF Pays Tribute To Senior Party Official

Eunice Sandi Moyo, former Senator and Bulawayo Provincial Affairs Minister, has passed away at the age of 77 after battling hypertension.

She died at Mater Dei Hospital in Bulawayo.

Her daughter, Phoebe, expressed the family’s devastation but highlighted Moyo’s dedication to her family and country.

“We are heartbroken,” Phoebe stated, “but we take solace in knowing how much she loved and served her family and nation.”

Zanu PF Politburo member Retired Col Tshinga Dube remembered Moyo’s contributions from the struggle for independence to her work in government.

“Eunice was a stalwart of our liberation movement and a dedicated public servant. Her legacy in both the struggle and in government will not be forgotten,” Dube remarked.

Moyo is survived by four daughters and a son, with mourners gathered at her home in Bulawayo to pay their respects.

Sandi Moyo died at a local hospital in Bulawayo this Thursday.

BY DR. MASIMBA MAVAZA | Ambassador Mutsvangwa returned home today from Maputo, Mozambique. Despite the troubling rumors and issues surrounding him and his family, Ambassador Mutsvangwa has continued to serve his country commendably.

It is often said that those who truly value freedom are willing to sacrifice their lives for their country. This usually conjures images of brave acts in the face of enemy threats or perilous missions that demand the ultimate commitment, often leading to heroic yet tragic outcomes.

Cde Chris Mutsvangwa has managed to balance serving his country with addressing his son’s legal issues as a devoted family man and father. He has risen above all rumors, continuing to represent both his country and his president with distinction. Despite baseless rumors of a rift with the president, he has proven his detractors wrong by meeting with mutual friends and colleagues in Mozambique on party-related duties.

While in Maputo, Ambassador Christopher Mutsvangwa also worked on setting up commercial mechanisms to attract investments and promote unimpeded capital flow, enhancing cross-investment between the two sister nations. They are inspired by the post-Second World War Franco-German Union, which laid the groundwork for today’s European Union. Harare and Maputo are poised to refine and elevate this model to new heights of shared prosperity.

Basic Commodities Shortages Loom As Mnangagwa Introduces Price Controls

By Business Reporter- By Business Reporter – Fears are mounting over the potential disappearance of basic commodities from supermarkets following the government’s imposition of new price control measures.

The government recently enacted Statutory Instrument 81A of 2024, which removes the 10% premium on forex sales. Consequently, all sellers of goods are now mandated to use the interbank selling rate or face penalties of at least ZiG200,000.

Business leaders and economists argue that the government’s attempt to manipulate exchange rates effectively reintroduces price controls, which have historically resulted in the disappearance of essential goods from store shelves.

Denford Mutashu, President of the Confederation of Zimbabwe Retailers (CZR), has formally communicated these concerns to the Minister of Industry and Commerce, Mangaliso Ndlovu. In his letter, Mutashu states:

“We are writing to express our strong concerns regarding Statutory Instrument 81A of 2024. While we understand the intention behind this instrument, we believe that the current framework is not workable and requires significant adjustments to ensure its feasibility. Our concerns are centred around the maximum exchange rate, which does not reflect a cost recovery exchange rate given the current circumstances. Specifically, banks are currently charging clients a rate around 5% above the selling rate. 

This week, the banks have been selling at a rate of around ZiG14.70:US$1. 

The new intermediate money transfer tax (IMTT) statutory instrument announced by the minister has increased the IMTT for forex (FX) purchases on the Willing Buyer, Willing Seller (WBWS) from 1% to 2%. 

This is in addition to the 1% charged by the Reserve Bank of Zimbabwe (RBZ), taking the total cost for WBWS purchases to 3%. 

These costs add up to an average of 8% above the RBZ selling rate. 

Furthermore, FX is not available on demand, and any time lag between receiving ZIG and purchasing FX on WBWS can result in losses for traders due to ZIG rate devaluation. 

To make this SI workable and possible for players to comply, we recommend that the bank selling rates must not exceed the RBZ selling rate and that FX purchases from the WBWS must be exempted from IMTT.”

Mutashu also urged authorities to remove the RBZ’s 1% administrative fee for WBWS purchases and to allow an additional 2% above the WBWS selling rate to account for ZIG rate volatility. He cautioned:

“SI 81A of 2024 will not be workable, and it will lead to a cat-and-mouse game between the regulator and businesses. We urge you to consider our concerns and recommendations to ensure a feasible and effective framework.”

Kurai Matsheza, President of the Confederation of Zimbabwe Industries (CZI), echoed these sentiments, emphasising:

“In economics, there’s a law of demand and supply; hence the government should follow that for the exchange rate to stabilize. Anything outside that will affect the economy.”

Economist Vince Musewe criticised the government’s approach, stating:

“You cannot police market sentiment. The market is a beast that can only be tamed by building trust and confidence. Price controls always create alternative market shortages and increased smuggling. We are not learning from history.”

Another economist, Tony Hawkins, expressed similar concerns, highlighting the adverse effects of these policies:

“The threats of arrests and fines confirm that nothing has changed. Next comes the shifting of goalposts with new SIs and additional ways of calculating inflation. In this case, we have a new twist — the conversion of an already out-of-date national budget into zigs, which will give Treasury lots of opportunities to switch spending and raise stealth tax revenues. The next stage, as is happening now, is threats, arrests, and fines, all of which confirm that nothing has changed. How can it be a free market if anyone who trades on a willing buyer-willing seller basis is breaking the law unless he trades at the manipulated RBZ rate?”

Communications Guru Grabs Top ZIPR Post

By Staff Reporter- The Zimbabwe Institute of Public Relations (ZIPR) has elected communications guru and journalism lecturer Thandolwenkosi Nkomo as president following its Annual General Meeting held last Friday. 

Mr. Nkomo, a seasoned communications professional who has been an active member of ZIPR for several years, takes over from Hazel Zisanhi, who completed a successful two-year term as the institute’s president.

In addition to Mr. Nkomo’s election, Charles Sadondo was elected vice-president, and Roberta Katunga as secretary, while Darling Ndlovu joined the ZIPR council as a new council member.

 Former president Zisanhi remains on the council as an ex-officio member, assuming responsibility for the Public Relations and Membership portfolio, where she is expected to leverage her considerable experience to support the institute’s growth initiatives.

Mr. Nkomo has expressed his commitment to meeting the expectations of the institute’s members and promoting the public relations profession in Zimbabwe. 

“The election of the new council comes at a time when there has been tremendous interest among public relations practitioners in ongoing professional development programs and platforms that enable them to network, collaborate, and contribute to the sustained growth of public relations in Zimbabwe,” Mr. Nkomo said following his election.

“It is our intention to not only meet the needs of local public relations practitioners but to fulfill our role as a thought leader that the private sector, government, and civil society can trust to provide guidance and counsel, especially at a time when there is a need for careful navigation towards attaining national development goals and the international Sustainable Development Goals (SDGs),” he added.

ZIPR has been the national body for public relations professionals for almost 67 years, having been founded in 1957. 

Mr Nkomo emphasised the new council’s commitment to continuing to promote excellence, ethical behaviour, and professional development in the field of public relations.

 “We will continue to provide a platform for our members to network, share knowledge, and collaborate in fostering growth and advancement within the public relations industry,” he said.

International Public Relations Association (IPRA) board member and chair of the association’s United Kingdom and Ireland Chapter, Jacqueline Purcell, who is a ZIPR Fellow and former ZIPR president, extended her congratulations to the new ZIPR president and noted the long-standing relationship between ZIPR and IPRA.

During the Methew Takaona era at the Zimbabwe Union of Journalists, ZIPR, through its partnership with ZUJ, trained several senior journalists in Zimbabwe to become fine public relations managers, many of whom are now flourishing in the corporate sector.

This insidious infiltration poses a dual threat to both environmental and human health, as plastic-derived toxins leach into water sources, perpetuating a cycle of contamination that imperils both ecosystems and communities.

Moreover, the human health impacts of plastic pollution cannot be overstated.

From the chemicals used in plastic production to the toxins absorbed from the environment, exposure to plastics poses a myriad of health risks.

Studies have linked plastic-related chemicals such as bisphenol A (BPA) and phthalates to a host of adverse health outcomes, including hormonal disruptions, reproductive disorders, and even certain cancers.

As plastic waste proliferates unabated, the specter of these health risks looms ever larger, casting a shadow over present and future generations alike.

Addressing the scourge of plastic pollution demands a concerted, multifaceted approach encompassing legislative action, technological innovation, and individual accountability. Initiatives to reduce single-use plastics, promote recycling and waste management infrastructure, and foster sustainable alternatives are crucial steps toward mitigating the environmental and human toll of plastic waste.

Obediah Musindo Throws Passion Java Under The Bus

By Showbiz Reporter- Zanu PF apologist and leader of the Destiny for Africa Network Obediah Musindo has exposed his fellow fake cleric and Zanu PF boot-leaker, Passion Java, for failing to provide buses hired to ferry party supporters to his much-hyped event, the “Night of Wonders” that flopped.

Java had boasted that he would fill up the venue, the National Sports Stadium, vowing to quit preaching if he failed.

However, there was a poor turnout, forcing Java to prematurely end the gathering to avoid further embarrassment.

His followers claimed that he was sabotaged by fellow pastors who didn’t want the event to succeed.

But speaking to a private daily Musindo said various organisations had mobilised people to attend the event but Java failed to avail buses to ferry them to the National Sports Stadium. He said:

Passion should not blame anyone, be it other prophets or bishops. No one sabotaged him except his team. Except, I repeat, his team.

People are so bitter because they took their time. They did everything to mobilise people, only to be disappointed by failing to get transport.

And lastly, for example, on my side, he promised to hire buses for us.

Zanu PF Hooligans Disrupt Parliamentary Programme

A scheduled Parliamentary public hearing on the Private Voluntary Organisation Amendment Bill descended into chaos as Zanu PF hooligans disrupted proceedings at the Civic Centre in Masvingo yesterday (Thursday).

The unruly behaviour of the individuals has raised serious concerns about the state of public discourse and the safety of civic engagement in Zimbabwe.

Witnesses described a scene of disorder as visibly drunk youths, identified as Zanu PF supporters, stormed the hearing.

They shouted insults at parliamentarians and physically attacked members of civil society and opposition supporters who had gathered to participate in the consultations.

One eyewitness, who wished to remain anonymous, recounted the mayhem: “It was absolute chaos.

These youths were out of control, yelling obscenities and physically intimidating anyone who didn’t align with their views. It was clear they had one objective – to derail the hearing.”

Another attendee, a member of a local NGO, condemned the intimidation tactics used by the hooligans: “They were aggressive and menacing, making it impossible for a constructive discussion to take place. This is a serious blow to democracy and the freedom to express dissenting opinions.”

The hearing was intended to gather public input on the controversial amendment bill, which aims to regulate the operations of private voluntary organizations in Zimbabwe.

Critics argue that the bill is a thinly veiled attempt by the government to stifle civil society and clamp down on dissent.

Senior Zanu PF Official Dies

Eunice Sandi Moyo, former Senator and Bulawayo Provincial Affairs Minister, has passed away at the age of 77 after battling hypertension.

She died at Mater Dei Hospital in Bulawayo.

Her daughter, Phoebe, expressed the family’s devastation but highlighted Moyo’s dedication to her family and country.

“We are heartbroken,” Phoebe stated, “but we take solace in knowing how much she loved and served her family and nation.”

Zanu PF Politburo member Retired Col Tshinga Dube remembered Moyo’s contributions from the struggle for independence to her work in government.

“Eunice was a stalwart of our liberation movement and a dedicated public servant. Her legacy in both the struggle and in government will not be forgotten,” Dube remarked.

Moyo is survived by four daughters and a son, with mourners gathered at her home in Bulawayo to pay their respects.

According to reports, teachers and other government workers experienced a substantial reduction in earnings this month compared to April.

As an example, individuals who received approximately ZiG2,000 in April now receive around ZiG1,600 this month, and this decrease is unrelated to deductions by medical aid providers or funeral services.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) issued a warning that teachers are upset about this situation and intend to take action.

Civil servants are angry! The regime has slashed the already circumcised incomes of Civil Servants. They think we are now weak and demobilised. Soon they will know that they only co-opted the elites, and the base is agitated. We have instructions from the Civil Service to act! We will oblige!

The union stated this week (May 13-19) that the focal point of their campaign is the request for US$180 comprehensive healthcare insurance, as part of the overall basket of a US$1,260 monthly income.

 She spoke about the African philosophy of ubuntu/hunhu. In Nguni culture, which entails Ndebele, Zulu, Xhosa and Swati ethnic groups, there is a maxim which says “Umuntu ngumuntu ngabantu”. The Shona people say “Munhu munhu navanhu.”  There are also other equivalents to this in other African cultures. The Ubuntu philosophy says “I am human only because of your humanity”. Ubuntu/hunhu is the idea that no one can be healthy when the community is sick. Ubuntu says if I undermine your humanity, I dehumanise myself. It lies at the heart of the African philosophy and way of life, thus impacts on critical aspect of people’s well-being. Ubuntu is not just a word; it’s a deeply ingrained philosophy which shapes communities, cultures, and individual lives across Africa. It expresses philosophically human interdependence and acknowledgment of one’s responsibility to their fellow humans and the world around them.  It is a philosophy that promotes collectivism over individualism. Ubuntu asserts society gives human beings their humanity. As a parting shot, Moyo says: “Whatever you decide to pursue, never forget the power, the prevalence, and the privilege of human connection and the value that your existence brings to those around you.”

Mama Vee Copycat Arrested In The Middle Of Recording A Skit

The comedian Musa Vines was ambushed by police officers while going about his business who arrested and handcuffed him.

Efforts to try and explain what he was doing to the police officers did not yield results as they forced him to sit down.

In a video making rounds on social media, Musa Vines is heard pleading with the police to let him continue with his acting.

 “Haaa musadaro. Angori ma video epa TikTok andinenge ndichiita hapamborina yakanyaya Sir. Honai vanhu vese vakuungana. Musadaro mdara ndikungokumbirawo. Icomedy yandinenge ndichingoita.”

The police officer then yanked the wig off Musa Vines’ head, refusing to budge. He was promising the comedian that he was going to sleep in custody.

By Political Reporter- Former Bulawayo Provincial Affairs Minister, Eunice Sandi Moyo, has died.

She was 78.

The politician died at Mater Dei Hospital in Bulawayo after a long battle with hypertension, her daughter, Phoebe, confirmed. 

“We are devastated that mom is gone, but comforted by the fact that she was there for us all along as a mother, not for us alone, but for the country,” said Phoebe.

“We are proud of her life and the service she rendered to her country. While on national service she did her duties with diligence and honour.

“Mom did a lot for the country and we are glad she was there to see our achievements. She did not sacrifice for us alone, but for many others.”

In her condolence message last night, Bulawayo Provincial Affairs Minister, Judith Ncube, described the late Sandi-Moyo as one of the icons of the bitter liberation struggle, which gave birth to a free Zimbabwe.

She said Bulawayo has lost a motherly and humble leader whose commitment to the development of the city and the country as a whole is unquestionable.

“Her passing on early today was hard to accept. 

“I am informing Bulawayo that our mother, sister, and grandmother is no more, she has gone to be with the Lord and more now than ever, her family needs all our support for they have certainly been left without a shade,” said Minister Ncube.

“It’s now time as uBulawayo to show Ubuntu bethu, it is never easy for any family to lose a pillar of strength, but sadly Sandi-Moyo’s family has been visited by this undesirable experience and it’s us who can comfort them.” 

Zanu PF Politburo member and former Cabinet Minister, Retired Colonel Tshinga Dube, expressed shock over Sandi Moyo’s death.

“It’s true that she has passed on and we are taken aback. We knew Sandi-Moyo from the days of the struggle in Zambia where she worked closely with the likes of the late Jane Ngwenya, Angeline Masuku and when she was one of the assistants to Dr Joshua Nkomo in the offices,” he said.

“After independence, we all know she became a Governor for Bulawayo and worked for the party. Sandi-Moyo worked hard for her country before and after independence. Despite what happened later, what is crucial is that her contribution to her country will always be remembered.”

Sandi-Moyo was known as a woman of substance, one who never backed down from a challenge as she believed in taking challenges head-on, and all her life she strived to take the lead in proving the power of women’s leadership.

Born in Plumtree, in 1946 the late Sandi-Moyo lived by the motto: “Life is what you make it, and the harder you work the more rewarding and fulfilling it is.”

As a professional teacher before joining politics in an endeavour to help liberate the country from colonial rule, the late Sandi Moyo wanted to empower women in a way that would catapult them to dizzying heights in a male-dominated environment.

“As far as my father was concerned, my involvement in politics meant I was breaking the law, and because of that, we were not good friends for a long time. Our relationship only improved after independence,” she was quoted in the Chronicle in 1992.

In the interview, she said her father’s objection to her being involved in politics presented a challenge in itself.

She recalled when she was five, when her family moved to South Africa where her father was working. Her first school was at De Aar in the Cape Province before moving to Barkley Road High School. She then spent two years at Gore-Brown College training to be a teacher.

“Immediately after finishing college, my father felt it was time I packed my bags and returned to Zimbabwe because he felt I was beginning to be a nuisance from my involvement in politics,” she said.

“His wish was for me to get married and settle down when I got back home.

“I got married, yes, but I could not just sit and watch the political happenings then,” she told Chronicle at the time.

Sandi-Moyo taught at several schools in Bulilima-Mangwe before she became actively involved in campaigns to improve the conditions of teachers under colonial rule.

In 1969, when the then Ministry of Education abolished Grade three teachers and enrolled pupils into either Grades One or Four classes, teachers were not amused and she and her colleagues helped freedom fighters find grip in rural areas.

A protest campaign was then organised during which several teachers were arrested. However, some retrenched teachers volunteered to fill the void.

That incident was a landmark experience in Sandi Moyo’s political career and later on she was involved in organising clandestine meetings and collaborated with freedom fighters.

In 1973 she moved to Bulawayo and joined the city council. Two years later she left for Zambia to join the liberation struggle.

Sandi-Moyo’s political career progressed as she worked her way through the ranks to become a revolutionary and central committee member of ZAPU.

Sandi-Moyo would travel extensively overseas on party business. 

In 1977 she was sent to Germany for an industrial relations course, before becoming a member of the ZAPU delegation to the Lancaster House Conference, which culminated in Zimbabwe’s independence in 1980.

At Independence Sandi-Moyo was appointed to run the Umguza complex, which included a technical college, farms, and cooperatives.

In 1983, she and her long-standing friend, Mrs Zodwa Sibanda, pooled their financial resources and went into business, Z and N Enterprises, which was a big success story for the two women.

Later, Sandi Moyo and a handful of businesswomen got together and launched the Women in Business Zimbabwe. 

The organisation removed one of the biggest stumbling blocks for women aspiring to go into business – the demand for collateral security.

It also negotiated a deal in which the Canadian International Development Agency (CIDA) allocated $5 million for its loan guarantee scheme. 

The deal opened up opportunities for women who encountered difficulties in securing loans because they had no collateral.

Sandi-Moyo served as president of the Bulawayo Chapter of the Child Survival Development, and also sat on the Indigenous Business Development Centre board, before chairing the national committee of buildings and properties of the YWCA. 

She was the only executive member of the Jairos Jiri Association.

In her rural home, she was the project secretary for the Bulilima-Mangwe District Development Association and a member of the Professional Women’s Club. 

She was also a consultant for two Germany-based organisations.

In her spare time, the late Sandi Moyo enjoyed relaxing at home and watching her favourite movies and soccer teams.

She was a staunch Highlanders supporter, with Peter Ndlovu being her favourite player in the game of football.

The late former minister is survived by four daughters and a son. Mourners are gathered at House Number 17 Onslow Road, Sunninghill Suburb in Bulawayo.

The farm is the notorious property where Mnangagwa was once reportedly caught red handed while pleasuring himself on another woman and was chased by Auxillia into a thick green maize field, where he sought refuge.

It is also the same farm that the man is accused of taking advantage of a then minor, Susan Mutami and several other females. Felistas Murata filming herself at the place thus triggers many visual horrors that torment the First Family.

“She was beaten up and told, stay away from my husband,” impeccable sources told ZimEye.

Murata’s condition was not clear at the time of writing, but she was lying low the whole day, only sparsely posting a few tid bits on her Facebook portal.

Murata has been in the act of threatening her critics and other people who are court witnesses in her many criminal cases.

Malaba Violated Investigative Procedures To Fire “Sikhala Judge” Erica Ndewere, ConCourt Hears

By Court Correspondent | ZimEye | The full bench of the Zimbabwe Constitutional Court met on Wednesday 15 May 2024 to hear an application by former High Court Judge Justice Erica Ndewere against President Emmerson Dambudzo Mnangagwa in which the former Judge claims that the President dismissed her unlawfully following an unlawful process.

Chief Justice Luke Malaba and Deputy Chief Justice did not preside over the hearing which was chaired by Justice Paddington Garwe. Judges of the Supreme Court Justice Nicholas Mathonsi and Justice Tendai Uchena have been appointed Acting Judges of the Constitutional Court. The Constitution requires the full bench of the Constitutional Court to sit if a court application involves infringement of an applicant’s fundamental rights.

Sources close to the lawyers told ZimEye that Beatrice Mtetwa applied for the recusal of the top judges for their role in the removal of Justice Erica Ndewere. Both Chief Justice Luke Malaba and Deputy Chief Justice Elizabeth Gwaunza were busy at the Sheraton Conference Centre today conducting interviews for new Judges of the High Court.

Justice Erica Ndewere, who was represented by Beatrice Mtetwa of Mtwetwa, Nyambirai and Partners asked the Constitutional Court to give clarity on conditions of service of Judges as she claims that she was treated differently from other Judges under similar circumstances.

Justice Erica Ndewere wants the Constitutional Court to decide whether Statutory Instrument SI 107/2012 applies to all Judges and whether a Judge of the High Court can be dismissed without first being investigated by a panel of (3) three judges appointed in terms of Statutory Instrument 107/2012.

In a hard hitting affidavit seen by ZimEye, Justice Erica Ndewere argues that the Chief Justice used investigative procedures that are not provided for in the Code of Ethics, and usurped the powers given to the panel of three judges by law, and which usurpation is patently unlawful and has been grossly prejudicial to her and her rights.

Justice Ndewere told the Constitutional Court in her founding affidavit that in terms of section 21 of the Judicial Service (Code of Ethics) Regulations 2012, the Chief Justice is strictly required, if, in his view, it appears that a judge has conducted him or her-self in a manner that appear to violate the provisions of the Judicial Service (Code of Ethics) Regulations 2012, to set up a disciplinary committee, comprising of three sitting or retired judges to conduct investigations on the alleged Act or omission constituting the violation, and thereafter, submit its findings and recommendations regarding the appropriate disciplinary action to the Chief Justice.

Justice Erica Ndewere has argued that she should have been subjected to the peremptory investigation by three judges like all other judges before going to the President. She said that she was not investigated by a panel of three judges but her colleagues accused of several corruption charges and sexual offences had the privilege to appear before the Tribunal. She asked the Constitutional Court why she was discriminated against when her male colleagues and Justice Webster Chinamora and Justice Thompson Mabhikwa who also faced the Tribunals were allowed to appear before the disciplinary Committee. She argued that the Constitutional Court must find that this different treatment was an act of discrimination which is against the law. The President therefore acted unlawfully by following a process that was discriminatory and unlawful.

Justice Ndewere argues in a 2000 page application that judges, like all other citizens, are entitled to fair labour practices which include the right to a fair hearing in terms of the regulations that regulate their conditions of service. Said Ndewere: “There can also be no doubt that the failure to follow mandatory pre-referral procedures violated my right to administrative conduct which is lawful, impartial and both substantively and procedurally fair and my right to a fair hearing ,being rights that are protected by Section 68 and Section 69 of the Constitution respectively.”

Beatrice Mtetwa pointed that to her favour, Justice Sunsley Zisengwe had ruled that Statutory Instrument 107/2012 applies to minor offences only which do not qualify for impeachment in terms of Section 187/3 of the Constitution. The learned Judge omitted to observe that the former Judge was charged for contravening Section 19 of Statutory Instrument 107/2012, meaning that the charge is minor and therefore not impeachable.

Justice Ndewere also raises the issue that she was discriminated against when she was singled out for punishment for not completing judgements within 90 days when 17 judges other who were similarly affected were not punished.

The decision of the Constitutional Court will have far reaching implications that will define the new law that will regulate how all judges under the Judicial Service Commission will be dismissed in future.

Justice Ndewere has previously written to President Mnangagwa to complain that she was threatened and victimised by Justice Luke Malaba for refusing to accept his unlawful instructions regarding granting bail to politicians.

Justice Erica Ndewere is asking the Constitutional Court to set aside the findings of the Tribunal and to re-instate her to her position of Judge of the High Court without loss of salary and benefits.

President Mnangagwa has distanced himself from the merits of the application and wants the Chief Justice and Judicial Service Commission to appear at the Constitutional Court to respond to the accusations against them.

The protracted challenge of the dismissal of Justice Erica Ndewere from the High Court has exposed the weakness in the security of tenure of Judges in Zimbabwe. By comparison, in South Africa a Judge is removed only if Parliament makes a resolution by a two thirds majority. By Political Reporter- Aides to First Lady Auxillia Mnangagwa are facing both physical and emotional violence from the President’s wife to the extent of most of them requesting transfers.

Incidents of Auxillia’s alleged violence were first reported exclusively by ZimEye in 2019.

“The difference between Auxillia and Grace is that Amai becomes very physical. Vamwe Amai vaingokutuka parally, vamwe vanotokurova kumba.”

This time time a local online news portal has alleged that even state actors, including cabinet ministers and security details, are now reluctant to do official business with her.

Senior government officials who spoke to the publication alleged that President Emmerson Mnangagwa’s wife is “extremely abusive and bad-tempered most of the time”.

They also accused the first lady of “misusing” state resources through overseas and nationwide trips promoting her charity.

A senior government official who spoke to ZimLive on condition they were not named was quoted as saying:

Some of the people who have been at the receiving end of her abuse have even accused her of physical violence and using inappropriate language towards police officers, her aides and even high-ranking government officials.

Regrettably, her behaviour is far worse than that of former first lady Grace Mugabe in the twilight of her late husband’s reign.

It’s unsettling that history seems to be repeating itself, which completely runs contrary to President Mnangagwa’s way of doing things.

A second official, who said he had witnessed the first lady’s erratic behaviour at close hand, said:

She is exhibiting a troubling insensitivity and complete disregard for the dignity and rights of others.

When those in positions of authority act with impunity and total disregard for the rule of law, the foundations of democracy and justice are threatened.

It is particularly important that those in influential positions like the first lady uphold the values of respect, dignity and ethical conduct.

The people aid President Mnangagwa should institute an internal enquiry through his spy network to get a grip on the matter and “rein her in.”

Mnangagwa (61) is also accused of meddling in the running of government ministries, including calling ministers and shouting at them.

In 2019, the first lady was reportedly forced to apologise to military chiefs after an eight-minute call recording of her shouting at 1 Presidential Guard Infantry Battalion commander Colonel Samson Murombo leaked.

Last month, nine women were arrested for booing Mnangagwa during her address at Watsomba Business Centre in Manicaland Province after they had failed to get some freebies.

Presidential spokesperson George Charamba later said the charges against the nine women were withdrawn after both Mnangagwa and Zimbabwe Republic Police (ZRP) Commissioner General Godwin Tandabantu Matanga agreed that the police officers on the ground overreacted.

By Crime and Courts Reporter- Prominent land developer and renowned businessman George Katsimberis has scored a significant victory after the courts removed state prosecutor Michael Reza from his case.

Reza was denying Katsimberis his right to request a Greek interpreter.

The courts recently assigned Messrs Tafara Chirambira to take over the prosecution from Reza, who was recently appointed Zacc chairperson.

Messrs Chirambira recently notified the court that he has taken over the proceedings.

Katsimberis is facing fraud charges involving US$1 million for allegedly building a showroom without approval plans from the City of Harare. 

He denies these charges, saying they are false and meant to tarnish his excellent integrity. 

He also says that the charges were engineered by a local competitor ( name supplied) who wants him to get out of business.

In the allegations Katsimberis denies, it is said that he built a showroom in Borrowdale without an approved building plan, resulting in the demolition of the showroom.

The trial continues this week at the Harare Magistrates Courts.

Another “Dictator” Survives Assassination Attempt

By Dipolimatic Correspondent- The Slovakia’s populist prime minister, Robert Fico, has survived an assasination attempt after on Wednesday afternoon injured in a shooting.

He was airlifted to a hospital, where his condition was said to be critical.

Fico (59) was shot in the stomach in front of a building in the central Slovak town of Handlova, where a government meeting had been held.

Handlova is around 180km north-east of the capital Bratislava.

He was greeting people in front of a cultural community centre in the central town of Handlova when several shots were fired from a crowd.

Local media reports say Fico was airlifted by helicopter to a nearby hospital before he was later flown to another hospital in Banska Bystrica, east of Handlova, as the transfer to the capital Bratislava would take too long.

President-elect and Fico ally Peter Pellegrini said he was “horrified” to hear that Fico was “the target of an assassination attempt”. He said:

I am horrified at where hatred for a different political opinion can lead. We don’t have to agree with everything, but there are many ways to express your disagreement democratically and legally.

The alleged assailant was detained by police, according to local media.

Fico returned to power after elections last year at the head of a populist-nationalist coalition, the Smer-SSD party.

He promised to halt military aid to Ukraine, criticised sanctions targeting Russia and campaigned against LGBTQ+ rights. 

He, however, denied being pro-Russian.

He is also notorious for enacting draconian laws that infringes on freedom of expression.

Fico was forced to step down as prime minister following the murder of investigative journalist Jan Kuciak in 2018.

Grace Mugabe Ally Eunice Sandi Moyo Dies

Posting on X, Mawarire said;

“Getting very sad news that Mama Eunice Sandi Moyo passed on. Her dedication towards the freedom of this country cannot be overemphasized. I personally leant a lot from her, we did spent long hours talking about the liberation struggle, her role therein and what she envisaged for our country. She is, with no doubt, a national heroine by all definitions. Rest in peace my mother, you followed up your beloved friend Sarah Mahoka. It’s painful, but so is life. I thank God for the time He gave us with you, I hold these memories dearly and pray that we meet again in eternal glory. Rest In Peace Heroine, Rest In Peace our Dear Mother, Rest In Peace Qhawe!.”

Sandi Moyo was axed from Zanu PF in 2018 after the November 2017 military coup that dethroned long time ruler Robert Mugabe.

After her expulsion from Zanu PF, she was appointed Acting Chairperson of the National Patriotic Front headed by Ambrose Mutinhiri.

She was at one point the Provincial minister for Bulawayo.

Four Family Members Perish In Boterekwa Horror Crash

By – Four family members have died in a road accident that happened in Zvishavane on Monday.

The four, including a father, his two children and his brother’s child, died on the spot after a Toyota Wish they boarded from Zvishavane to Harare swerved off the road at Boterekwa escarpments in Shurugwi and hit a tree.

Sources said that the driver of the vehicle who survived the accident was speeding.

 There were eight passengers in the vehicle, and the injured were taken to hospital. The accident happened at a black spot notoriously referred to as the Butcher.

Midlands Police Spokesperson Emmanuel Mahoko confirmed the accident, which happened at around 6pm.

The deceased are Tinashe Mapholisa, Thabani Mapholisa, Shalom Mapholisa and their father Trymore Mapholisa (47).

Man Tragically Ends Colleague’s Life

Tanaka Hora, aged 26, was apprehended by police following an altercation at Rumwanda Business Centre in Masvingo on 11/05/24, which resulted in the death of Jefrees Mukonzi, aged 21.

According to police reports, the altercation escalated when the suspect allegedly assaulted the victim with a plank, striking him once on the forehead.

Mukonzi sustained critical injuries and tragically succumbed while receiving treatment at Chipanda Clinic in Masvingo.

Wife Attacks Hubby With Hot Oil

A woman from Shurugwi stands accused of domestic violence after reportedly pouring scalding hot cooking oil on her husband during an altercation. Chiedza Tototai, 43, of Village 2 Rentfontein Ruchanyu area, was remanded in prison pending further legal proceedings.

The incident unfolded in the early hours of May 4, 2024, when Tototai allegedly engaged in a heated argument with her husband, Shepherd Gwenzi, 40, over what was described as a lack of intimacy in their relationship. Tototai purportedly expressed frustration, citing her husband’s alleged closeness with his first wife.

According to reports, the altercation escalated when Tototai left the bedroom, boiling cooking oil in a nearby hut. Upon her return, she allegedly poured the scorching liquid onto her husband’s face, causing severe burns to his face and upper body.

During court proceedings, Tototai claimed that the oil spill was accidental, attributing it to a misunderstanding with her husband. However, questions arose regarding how the pot of boiling oil found its way from the kitchen, situated a distance away, to the bedroom where the incident occurred.

Magistrate Sithabile Zungula presided over the hearing and subsequently remanded Tototai in prison. Prosecutor Kwanele Njini outlined the gravity of the situation, emphasizing the injuries sustained by the victim, who is currently receiving medical treatment at Shurugwi District Hospital.

Warriors Go For Glory

Most of the players that were on duty with the Warriors in March are expected to be available for selection for the upcoming games against Lesotho and South Africa in the 2026 World Cup Qualifiers.

The Warriors will play both matches in South Africa, first against the Crocodiles in Johannesburg on 7 June then on 11 June versus Bafana Bafana in Bloemfontein.

Among the notable players set to miss the games are midfielders Bill Antonio and Marvelous Nakamba.

Both stars are on long term injuries and have been sidelined for several months now.

Luton Town’s Nakamba is nursing a knee injury that was initially sustained on international duty with the Warriors in November.

Magaya In Bribery Storm

By Staff Reporter- Controversial preacher and leader of Prophetic Healing and Deliverance Ministries (PHD), Prophet Walter Magaya, has bought out a Bulawayo family he defrauded. 

Charles Chapindura and his wife had sued Magaya, demanding US$4 100 for failing to fulfil a promise to build a house for them under a botched housing project in Douglasdale, Bulawayo. 

The lawsuit was filed under case number WCSCC 324/24. 

The family accused the prophet of failing to provide the promised housing stand and he was scheduled to appear at Western Commonage Court this week but he, however, convinced the Chapindura family for an out-of-court settlement, sparing himself from embarrassment.

“The first party (Magaya) shall settle the above amount by paying an initial deposit of US$500-00 on or before the 31st of May 2024 and subsequent instalments of US$200-00 starting on or before the 30th of June 2024, up until the full amount is extinguished,” read the settlement deed.

The family, in turn, agreed to withdraw the summons filed at Western Commonage Small Claims Court. 

The out-of-court deed of the settlement stated that Mr Chapindura was among a group of congregants that had entered into a Memorandum of Understanding (MoU) with Prophet Magaya for the Douglasdale housing project in 2016. 

The document acknowledged that the Chapindura family had contributed an amount of US$4 100 and that they were withdrawing from the housing project. The parties agreed that the MoU be cancelled and that the money be restituted.

This is not the first time that Prophet Magaya has been involved in land and housing disputes.

In 2016 he was sued after admitting to unlawfully encroaching onto a neighbour’s property popularly known as “Rocks Lodge” next to PHD’s Waterfalls chapel in Harare without the consent of the legitimate owners.

The church offered to purchase the land to avoid eviction from part of Number 8 Prospect in Waterfalls.

The admission was made in a bid to seek an out-of-court settlement and to avoid eviction from the stand where PHD Ministries was carrying out construction work.

In the same year, his PHD Ministries was sued at the High Court for “invading” and encroaching onto the property owned by Panabase Consultancy (Private) Limited at Number 8 Prospect in Waterfalls.

This followed an unsuccessful attempt by PHD Ministries to purchase the two-hectare property for $235 000, a price that was turned down by Panabase as too little.

According to reports, despite a disagreement over the price, PHD “invaded” the property and allegedly destroyed some structures they had found on the land.

Panabase, through its director and Harare lawyer, Mr Shingai Mutumbwa, viewed PHD’s actions as unlawful and a way of arm-twisting the company into selling the property at an unreasonably low price.

Panabase filed an urgent chamber application at the High Court seeking the eviction of the church, Prophet Magaya, his employees and their guests from the property.

Again in 2019, Prophet Magaya was sucked into a US$900 000 land scandal after buying Kalulu Farm in Goromonzi, which had not been distributed by a deceased estate.

This was exposed in a letter dated June 7, 2019, written by Samukange Hungwe Attorneys on behalf of Nicholas Obert Mukomberanwa to the PHD leader.

 The Mukomberanwa family through its lawyers sought to cancel the transaction and recover the farm.

The property was then fully paid for by the prophet after which he received a Deed of Transfer Number 2402/18. 

Mnangagwa Sets Team To Grab Harare From The Opposition

By Municipal Reporter- President Mnangagwa has targeted all towns and cities run by the opposition.

On Wednesday, Mnangagwa sworn in a Commission of Inquiry, led by Retired High Court Judge Justice Maphios Cheda, into Harare City Council’s local governance issues since 2017.

This is Zanu PF’s tactic of looking for faults in towns run by the opposition and taking them over.

The other Commissioners are Mr Steven Chakaipa, Mr Norbert Phiri, Mrs Lucia Gladys Matibenga and Ms Khonzani Ncube, while the Permanent Secretary for Local Government and Public Works, Dr John Bhasera will be its Secretary.

The Commission has six months to operate under eight terms of reference.

Speaking after taking oath at State House in Harare today, Justice Cheda said they are ready to conduct investigations.

“We are looking at governance of the Harare City Council. When the President has decided that something is to be investigated, it means that he has seen or heard certain things which are not right.

“We are moving in together with my team to investigate,” he said.

It is my singular honour and privilege to preside over the 2024 National Commemoration of the International Day of Families here in the scenic and economically diverse Province of Mashonaland Central. The family unit is the key building block of communities, societies and nations at large, hence the need to direct attention towards the socio-economic issues that impact the development of the family unit and to come up with relevant solutions and interventions that protect and promote the integrity, status and empowerment of the family unit.

The International Day of Families came into being by means of the United Nations Resolution 47/237 of 20 September 1993, and has been celebrated every year since 1994. According to this Resolution, the family unit is affirmed to be the natural and fundamental entity in society as enshrined in the Universal Declaration of Human Rights and the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW).

The Government of Zimbabwe places paramount importance on families and has developed supportive legislation meant to protect and promote the development of the family unit. Chapter 2, Section 25 of the National Constitution directs that “the State and all institutions and agencies of Government at every level must endeavour within the limits of the resources available to them adopt measures for the provision of care and assistance to mothers, fathers and other family members who have charge of children and the prevention of domestic violence”. This in itself gives weight to the reality that for societal and national development and cohesion to be realized, there is need to adopt family centered development initiatives that equitably meet the needs of all family members. Our various cultures across Zimbabwe have for time immemorial prioritized the development of the family unit and the strengthening of familial bonds within both nuclear and extended families. This therefore obligates all citizens in Zimbabwe to play their part in their various capacities in protecting and empowering the family unit.
Today on the 15th of May 2024, Zimbabwe joins the rest of the world and the United Nations Family in commemorating the International Day of Families. The 2024 celebration marks the 30th anniversary of the Year of the Family, as the first commemoration was held in 1994. This year’s commemoration is running under the theme “Families and Climate Change” International year of the family + 30”,. As families are the fundamental basis of communities, societies and nations, they are not spared the adverse impacts of climate change. To this end, the United Nations has directed focus of the 2024 International Day of Families commemorations on 2 important family focused climate issues which are the impact of climate change on families and the role of families in climate action.

Climate Change is a major threat globally that is affecting the socio-economic development of nations and various natural environments. The increase in extreme weather events such as droughts, floods, cyclones, heat waves and hurricanes over the years has resulted in unforeseen losses in terms of human life, infrastructure, livelihoods and natural environment space. Such conditions have had adverse impacts on food production, agricultural production and the availability of and access to water and energy. The effects of extreme weather events have also impacted industries and value chains in sectors hard hit by climate shocks such as the agricultural sector. Economic growth and development are therefore severely curtailed by the extreme impacts of climate change. Consequently, the 2024 commemoration of the International Day of Families is everyone’s concern and the take-aways from the day should influence all of the nation’s citizenry to mainstream family issues in climate change interventions.
The Ministry has a mandate to economically empower women, mainstream gender, develop communities and promote MSMEs and Cooperative Development in key economic sectors which include agriculture, mining, tourism, manufacturing and trade. To support this mandate, the Ministry administers four empowerment funds namely the Women Development Fund, Zimbabwe Community Development Fund, SMEDCO and the ZWMFB. Several programmes and projects are being implemented by the Ministry and this has led to an increase in incomes at the family level, leading to more stable families.
It is sad to note that, Gender Based Violence (GBV); particularly rape of women and children is also a major challenge in our families and communities. The Zimbabwe Demographic Health Survey showed that the prevalence of gender-based violence stood at 47% among women. Studies have also observed that only 13% of women who suffer violence seek help from the police and only a combined 5% of those sought help from a doctor/medical institution, social services or a lawyer.
To address these social ills and maintain family integrity, the Ministry is implementing various programmes in schools, tertiary Institutions and churches to address GBV and incidences of rape. Such programmes include community-based awareness campaigns that are being held at provincial, district and ward levels in line with the National Action Plan on Rape and Gender-Based Violence. The Ministry also works with traditional leaders in the fight against GBV and the promotion of family unity.
Zimbabwe is currently in the scourge of a debilitating drug and substance abuse crisis that is affecting the well-being of families and communities. The current generation of youth is hardest hit by this scourge and this is posing a grave danger to the future of our nation as the current generation will be hamstrung by drug abuse and fail to be effective custodians of the future. The Government of Zimbabwe has identified drug and substance abuse as a major danger to the development of families, communities and the nation at large and resultantly, a whole Government approach and a multi-stakeholder initiative have been adopted where each participating entity is mainstreaming strategic responses to the drug abuse problem in their key programming areas. Families and community members should cooperate with law enforcement agencies and health service providers in the execution of their anti-drug and substance abuse duties, to safeguard the future of our nation.

Climate change has heavily impacted the work of male and female farmers in the developing world where women are heavily involved in food production and farming activities. Men have their own fair share of challenges that they face due to climate change and natural disasters that cannot be under-estimated or ignored. From time immemorial, men have been tasked with the role of family protectors and providers. These functions however have been greatly challenged in recent years due to the intensification of climate change and extreme weather events. Climate affected sectors end up being forced to scale down operations, thereby resulting in the loss of jobs and sector specific business opportunities. A number of men end up being affected and their ability to support their families is curtailed. Resultantly, the social and economic fallouts end up affecting the family and contributing to GBV, drug abuse, reduced standards of living and eventual family breakdown.

Women and girls also face their own unique challenges from climate change that affect their daily living and family roles. The main challenges that they face from climate change as a result of their gender include an increase in female workload due to water scarcity is experienced. UNICEF estimated that women and girls are responsible for water collection in 80% of households in need. This means that in times of climate induced water scarcity, women and girls are forced to travel longer distances to find water. This invariably increases their workload and cuts down in the potential time that they can commit to educational and economic pursuits. Additionally, the hygiene and sanitation of women and girls is severely affected by the lack of access to clean water, thereby making them more vulnerable to communicable and water-borne diseases such as cholera, typhoid fever and hepatitis. Furthermore, the ability of women and girls to effectively manage their menstrual hygiene matters is further impaired in the absence of reliable, clean and safe water.

As a nation, Zimbabwe has not been immune to the reality and effects of climate change. In relation to climate change, Zimbabwe is being affected in that Climate change is causing average temperatures to rise and annual rainfall decline especially in the southern parts of the country. This is making rainfall patterns more variable with an increase in droughts, floods and storms being experienced, thereby affecting Zimbabwe’s food security, health, energy supply and the economy.

Climate change among other factors have contributed to the deterioration of water quality and quantity for both urban and rural communities, thereby leading to an increase in health hazards such as diarrheal diseases and a cholera outbreaks. Climate change is exacerbating poverty levels, especially in rural areas which practice agriculture as its main livelihood as adverse climate and environmental conditions disrupt agriculture. Women, children, the elderly and the disabled in affected areas have been identified as being the most vulnerable to shocks. Climate change has severely affected Zimbabwe’s energy production and distribution capabilities in recent years. Fluctuating rainfall is causing reduced water volumes needed for hydro-electric power generation by key power generation facilities such as Kariba Hydro-Electric Power Station, thereby restricting the generation of hydroelectricity on which industry depends. The reality of climate change in Zimbabwe has seen families being affected socially and economically in a number of ways. Livelihoods, food security, employment opportunities and educational advancement prospects for men, women and children have been hard hit due to climate change. Extreme weather incidences such as Cyclone Idai in Manicaland and the current El Nino induced drought the country is currently facing have exposed families across the country to multiple vulnerabilities.

The Government of Zimbabwe has placed importance on Climate Change and it created a Ministry responsible for spearheading and taking the lead in Climate change adaptation and mitigation. The Government under the able leadership of His Excellency the President Dr E. D. Mnangagwa initiated the Presidential input scheme which is assisting small scale as well as communal farmers with farming inputs. The Pfumvudza conversation agricultural practice is a measure to adapt to the effects of Climate change. The Presidential borehole drilling scheme is ensuring that each village has a borehole as a way to curb climate change effects.
The 2024 theme of International Families Day seeks to direct focus on the role that families can play in climate action and capacitate them with the knowledge and resources necessary to combat climate change. Families need to be incorporated in the broader climate change response framework and deliver as change agents. With this in mind, it is therefore imperative for all stakeholders in the national climate change response framework to work together and mainstream family focused solutions and interventions that speak to the needs of men, women and children in families. The capacitation of existing community governance structures is essential to enabling them to disseminate information on climate change, disaster risk management and environmental protection and create tailor made community response systems to help families and communities respond to climate change challenges. The provision of reliable energy for families need to be prioritised so as to reduce the rates of deforestation and bio-mass loss that will reduce the amount of productive land that families and communities can use to develop sustainable agriculture and land based livelihoods. This will aid in increasing the economic resilience of families and reduce the likelihood of negative incidences such as GBV, child marriages and drug abuse occurring.

Furthermore, families need to be capacitated with the knowledge to develop and sustain a circular economy within their households and communities. The adoption of a circular economy will help families change and adapt their consumption patterns and utilise concepts of material re-use and recycling which are essential in protecting the environment.

The long-term projected impacts of climate change on Zimbabwe present an urgent call to action that needs to be heeded by all key stakeholders from Government, the development community and the business sector. Climate change is more than just an academic and scientific issue and there is currently a greater need to factor in the human cost of climate change and develop family focused climate interventions in wider development practice.

Allow me to conclude my speech by thanking everyone for attending this event. I would also like to pay tribute to the work that line Ministries and stakeholders present here are doing in the various communities across the country in the areas of climate change response, environmental protection and disaster risk management. My call to you is to strengthen your focus on developing the capacity of families to effectively respond to the negative impacts of climate change. As climate change is affecting everyone regardless of their status, it will be important to leave no family behind in climate change adaptation and mitigation efforts. The reality of Vision 2030 can be realised when developmental efforts by all stakeholders have a family lens that will strengthen communities and the nation at large.

On this note, I therefore declare the International Day of Families for 2024 officially launched.

Magaya Bribes Fraud Victims

By Staff Reporter- Controversial preacher and leader of Prophetic Healing and Deliverance Ministries (PHD), Prophet Walter Magaya, has made an out-of-court settlement with a Bulawayo family he defrauded. 

Charles Chapindura and his wife had sued Magaya, demanding US$4 100 for failing to fulfil a promise to build a house for them under a botched housing project in Douglasdale, Bulawayo. 

The lawsuit was filed under case number WCSCC 324/24. 

The family accused the prophet of failing to provide the promised housing stand, and he was scheduled to appear at Western Commonage Court this week, but he, however, convinced the Chapindura family for an out-of-court settlement, sparing himself from embarrassment.

“The first party (Magaya) shall settle the above amount by paying an initial deposit of US$500-00 on or before the 31st of May 2024 and subsequent instalments of US$200-00 starting on or before the 30th of June 2024, up until the full amount is extinguished,” read the settlement deed.

The family, in turn, agreed to withdraw the summons filed at Western Commonage Small Claims Court. 

The out-of-court deed of the settlement stated that Mr Chapindura was among a group of congregants that had entered into a Memorandum of Understanding (MoU) with Prophet Magaya for the Douglasdale housing project in 2016. 

The document acknowledged that the Chapindura family had contributed an amount of US$4 100 and that they were withdrawing from the housing project. The parties agreed that the MoU be cancelled and that the money be restituted.

This is not the first time that Prophet Magaya has been involved in land and housing disputes.

In 2016 he was sued after admitting to unlawfully encroaching onto a neighbour’s property popularly known as “Rocks Lodge” next to PHD’s Waterfalls chapel in Harare without the consent of the legitimate owners.

The church offered to purchase the land to avoid eviction from part of Number 8 Prospect in Waterfalls.

The admission was made in a bid to seek an out-of-court settlement and to avoid eviction from the stand where PHD Ministries was carrying out construction work.

In the same year, his PHD Ministries was sued at the High Court for “invading” and encroaching onto the property owned by Panabase Consultancy (Private) Limited at Number 8 Prospect in Waterfalls.

Warriors Target Victory

Most of the players that were on duty with the Warriors in March are expected to be available for selection for the upcoming games against Lesotho and South Africa in the 2026 World Cup Qualifiers.

In a recent announcement, the Zimbabwean government confirmed that passport fees will continue to be charged in United States Dollars (USD), despite the introduction of the new Zimbabwean Investment Guidelines (ZiG) currency.

Government spokesman Nick Mangwana emphasized the decision, citing contractual obligations with the Lithuanian company Garsu Pasaulis, which played a pivotal role in establishing the electronic passport system.

Mangwana stated in a press release on X, “The government will continue to charge passport fees in foreign currency despite the introduction of a new currency because of a contractual obligation with the company that helped to establish the electronic passport system.”

The collaboration with Garsu Pasaulis has been instrumental in addressing the longstanding issue of passport backlogs in Zimbabwe.

The introduction of the e-passport system has not only streamlined the passport application process but has also significantly enhanced efficiency within the passport issuance department.

Rights Lawyers Rescue 7 Ladies Of The Night Arrested In Masvingo

By A Correspondent| Magistrate has shamed police and the National Prosecuting Authority after acquitting seven women, who had been arrested and prosecuted for soliciting for prostitution in a case which exposes the ill-treatment of women as second class citizens in Zimbabwe.

The seven women namely Tanaka Dzoro aged 18 years, Martha Chirume aged 22 years, Sharon Mapurisa aged 21 years, Fortunate Chauraya aged 28 years, Stabile Mpandile aged 20 years, Cynthia Chihota aged 35 years and Natasha Siziba aged 21 years, who are residents of Masvingo, were arrested on 17 April at Mucheke bus terminus by the police, who charged them with soliciting for prostitution as defined in section 81 of the Criminal Law (Codification and Reform) Act.

During trial, which commenced on 22 April at Masvingo Magistrates Court, prosecutors alleged that Dzoro, Chirume, Mapurisa, Chauraya, Mpandile, Chihota and Siziba, were arrested by ZRP officers from Chikato Police Station, who included Sergeant Dube and Constable Dzingira, when they were indecently dressed while soliciting for sex.

The prosecutors claimed that the seven women, who were represented by Collen Maboke of the Zimbabwe Lawyers for Human Rights, had no right to act in the manner that they allegedly did.

However, Masvingo Magistrate Mudzingo on 29 April acquitted Dzoro, Chirume, Mapurisa, Chauraya, Mpandile, Chihota and Siziba at the close of the prosecution case after finding them not guilty of committing the alleged offence of soliciting.

Magistrate Mudzingo ruled that there were several inconsistencies in the testimony of ZRP officers, who testified as state witnesses during trial and that prosecutors had failed to bring to court some witnesses, who should have been offering their services to the women allegedly soliciting for sex.

In intervening to assist the seven women, ZLHR felt that their arrest by ZRP officers, was discriminatory as it only targeted women because of their gender.

Police Fail To Deal With Sprouting Moneychangers

As Zimbabwe grapples with economic challenges, the emergence of illicit moneychangers has become a pressing issue in the streets of Harare. In a startling revelation, the Zanu PF Varakashi Team has accused police officers of turning a blind eye to these activities in exchange for kickbacks, thereby hindering government efforts to revive the economy through initiatives like the Zimbabwean Investment Guidelines (ZiG).

Varakashi Team , writing on Facebook, highlighted the brazen nature of police involvement, stating, “This is openly displayed, with megaphones shouting at Boka along Beatrice Road, and Southlea Park Police moving by getting tokens to keep a blind eye. Government needs to be serious with these saboteurs.”

These allegations paint a troubling picture of law enforcement’s role in combating economic crimes.

Despite government crackdowns and efforts to regulate currency exchange, the persistence of moneychangers suggests a deeper issue rooted in corruption and collusion.

A government official, speaking anonymously, claims the theft is part of a smear campaign by a diamond cartel upset over losing control of the trade. This cartel, allegedly led by diamond dealer Jamal Ahmed (who was blacklisted in 2022), previously dominated the opaque diamond selling process in Zimbabwe.

Ziyambi Ziyambi Mocks Mutsvangwa Family Over Son’s Arrest

He confirmed that among the illegal forex traders where children of Zanu PF chefs but warned that this time they will not be spared.

The Mutsvangwas were recently fuming following their son Neville’s arrest, claiming political persecution targeted at them for standing firm in support of President Emmerson Mnangagwa in the Zanu PF factional fights.

Chris Mutsvangwa went as far as accusing Vice President Constantino Chiwenga of causing his son’s arrest.

Authorities In Trouble With Parents After Zanu PF Crashes School Bus

Parents whose children go to Mapanzure Government High School are up in arms with the school authorities over the school bus which was involved in an accident while transporting 65 Zanu PF Women’s League members to Victoria Falls for a cooking competition organized by the First Lady Auxillia Mnangagwa in May 2022.

The parents are saying there won’t be any sporting activities at the school and the school cannot hire any vehicle using their money to pay for transport services until the bus which was estimated to be worth US$150 000 has been returned.

The School Development Committee (SDC) Chairperson Natiel Chimbuya confirmed the matter and said he was failing to control the parents’ anger, calling for the responsible authorities to intervene and make sure the bus is replaced.

“We were at a meeting today (Thursday, May 9) but we have failed to find a solution to the school bus challenge. Parents are angry and they have resolved that they won’t pay sports fees and learners will not go for sports anywhere until the bus is brought back,” said Chimbuya.

Efforts to get a comment from the District School Inspector (DSI) Ishmael Chigaba were futile as he said he was in a workshop and did not respond to a text message sent to him.

The Provincial Education Director Shyllatte Mhike was not available for comment as her cell went unanswered several times.

He said the school head was in trouble with the parents who accused him of allowing Zanu PF to use the bus which they bought using their own money.

“When we do meetings we try by all means to shield the head because parents are angry, they accuse him of allowing Zanu PF to abuse the school bus. At times we do meetings without him because the angry parents would always want to attack him,” said Chimbuya.

Contacted for comment Zanu PF provincial spokesperson Pepukai Chiwewe said as a party they sympathized with the school and the parents, saying he was not sure of the current state of the matter and promised to look into it.

He said however, schools and any vehicle owners should make sure that their vehicles are insured because accidents happen regardless of who hired the bus.

“I am not sure of the position of that matter now but I will make enquiries to establish if it is the party that should repair or replace the bus because they had hired it. However, we do sympathize with the school and the parents and we would want to see the bus back at school for all to benefit.

“I would also want to urge all vehicle owners to make sure that their vehicles are insured because accidents happen regardless of who is using it,” said Chiwewe.

The accident happened at the 35km peg along Masvingo – Mashava Road and the women were later booked at Maponga Lodge, a few hundred metres from where the accident happened.

The cooking competition is one of the many projects that the First Lady has been carrying out in her outreach to disadvantaged communities. School buses are bought by parents through the SDCs at great cost and headmasters or school authorities with political interests seek favours from Zanu PF by hiring out buses to the party for free.

The accident happened after a landmark ruling made by Justice Joseph Mafusire at the High Court in Masvingo barring political parties from using school buses or taking school children to rallies, also barring political parties from using school premises and furniture.

THE Reserve Bank of Zimbabwe (RBZ) continues to engage communities on the newly introduced ZiG currency, with the ruling ZANU PF party pledging its support.

Speaking after the engagement, the ZANU PF leadership pledged its support to government initiatives, including the new currency meant to ensure stability and growth of the economy.

ZANU PF Secretary for Economic Affairs, Engelbert Rugeje said, “As a party, we have mobilised all the leaders up to district level such that after this training, they will commence disseminating information to the grassroots level about the benefits of the new currency. We support all the policies by the government because they are development-centred.”

“Our government is ZANU PF-led, hence, we are mandated to support all the policies and initiatives they introduce. We have come here just to hear facts and understand about the new currency such that we will be able to disseminate correct information about our ZiG,” said the ZANU PF Masvingo provincial chairman, Robson Mavhenyengwa.

Masvingo Minister of State for Provincial Affairs and Devolution, Honourable Ezra Chadzamira implored citizens to embrace the new currency and shun illegal forex trading.

No Freedom For Mutsvangwa Son

HARARE businessman, Neville Mutsvangwa who is accused of illegally dealing in foreign currency, has been denied bail.

Mutsvangwa and his two alleged accomplices; Elisse Majachani and Simbarashe Tichingana were denied bail after the court ruled that they are people of means who might abscond trial.

He added that there is also overwhelming evidence that the accused were illegally dealing in foreign currency, which is a serious offense.

They were remanded in custody to May 30, pending further investigations.

The trio is charged with contravening the Exchange Control Act, Unlawfully Trading in Cash and Money Laundering.

They are accused of operating an unregistered money transfer company, Mumba Money Transfer, for over four years which they used to illegally transfer money for clients.

In addition, Mutsvangwa is also facing charges of contravening the Postal and Telecommunications Act after he allegedly used a starlink internet router without a licence.

The court heard that police recovered a starlink router which was already installed and in use.

PRESIDENT Emmerson Mnangagwa has mourned Chief Shana of Hwange, and Reverend Ellison Kamupira, the Chaplain General of Nyaradzo Funeral Services who have been honored with state assisted funerals.

“I received with deep sadness news of the unexpected passing on last week of Chief Shana of Hwange, and Reverend Ellison Kamupira, the Chaplain General of Nyaradzo Funeral Services.

Zim Jail for Woman Who Sold Baby in South Africa

A 23-year-old woman from Gokwe has been convicted of selling her newborn baby in South Africa. Initially, she had falsely claimed that her baby had died, but later admitted her guilt in contravention of the Trafficking in Persons Act during proceedings before a Harare Magistrate. The sentencing for her offense is scheduled for today.

According to court testimony, the woman gave birth in South Africa in June of the previous year and subsequently sold her son just two days after his birth. An accomplice aided in smuggling the baby into Zimbabwe. However, law enforcement acted swiftly on a tip-off, resulting in the woman’s arrest. The baby was then placed under the care of the Department of Social Welfare.

Upon learning of her arrest, the woman returned home in an attempt to reclaim the baby. However, she was apprehended and brought before the court to face the consequences of her actions.

Witnesses Accuse Maureen Kademaunga of Ordering Assaults

The trial of Citizens Coalition for Change (CCC) legislator for Sunningdale Constituency, Maureen Kademaunga, took a dramatic turn on Tuesday as witnesses testified, accusing her of assault. Kademaunga, along with alleged accomplices Councillor Clayd Mashozhera, Noel Munhuwei, and Daudi Jessub, is facing charges of attempted murder.

Two witnesses took the stand, both asserting that Kademaunga ordered the assaults before their cars were damaged. Spencer Mudarikwa, the second witness, corroborated the testimony of the first witness, recounting the events on the eve of the August 2023 General Elections. This follows her earlier conviction in 2023 for related offenses. Additionally, Murata was deported from Heathrow Airport on April 28, 2024, after being found to marketed on FB and illegally exported unauthorised goods into the UK while abusing her visa.

The video she misused was originally created to support legal complainants, but was altered by Murata to falsely present herself as innocent amidst these legal troubles. Murata is also confirmed to have orchestrated a group to misuse Facebook’s content reporting mechanisms.

As a result, the account of one of her victims, named Mildred Meda has been restored of its monetisation facilities.

Murata was also found to have run a Ponzi scheme, which led to substantial financial losses for numerous individuals, with documented losses exceeding GBP 15,000 from one victim alone. Links and documentation provided by victims substantiate these claims, indicating a pattern of fraudulent behaviour facilitated through her Facebook posts.

The original creator of the video has called on Facebook to remove the content and to impose further sanctions on Murata, underscoring the urgency for social media platforms to enforce strict measures to curb misuse and protect users from online harassment and intimidation.

Two Zimbos Killed In George Building Collapse

 By Political Correspondent- It’s been a grim ordeal as news emerges that two Zimbabweans are among the casualties of the tragic collapse of an apartment building in George, Western Cape, South Africa.

Rescue operations have been tirelessly ongoing for eight days now since the catastrophic event unfolded last Monday afternoon at 75 Victoria Street, trapping 81 individuals under the rubble.

In the latest update, 59 workers have been successfully rescued and accounted for, while 13 others are receiving medical attention. Sadly, the death toll has climbed to 30 people.

Zimbabweans in the area have since launched an appeal for donations from well-wishers so that they could repatriate the two bodies.

Meanwhile, the harrowing wait persists for the fate of the remaining 22 workers who are still unaccounted for.

Chantel Edwards, the municipality spokesperson, emphasized that the paramount focus remains on ongoing rescue endeavours.

The scene of the collapsed building, obscured by cordons, reveals the stark reality of the tragedy.

This collapse occurred in an apartment block still under construction, entangling numerous individuals in its ruin.

On Monday night, George’s municipality confirmed that 51 people had yet to be located.

Out of the 24 individuals already retrieved from the debris, three were discovered to have lost their lives. 

Search teams, aided by sniffer dogs, continue their exhaustive efforts to locate the missing persons.

As families grapple with the anguish of loss, the Department of Social Development extends its support to the affected families.

Official personnel from George Municipality, SAPS, and the Western Cape Government stand united at the scene, coordinating the intricate search and rescue operation.

Bush Toilets In Mnangagwa’s Hometown

By Municipal Reporter- Individuals conducting business within Kwekwe’s Central Business District have resorted to using bushes as toilets due to the city’s failure to maintain public facilities.

Kwekwe happens to be the hometown of President Emmerson Mnangagwa, whose farm lies less than 50 kilometres away from the city.

Similar conditions prevail at the Farmers Market in Mbizo 2.

This issue sparked heated discussions during a full council meeting last week, with councillors questioning management’s inaction regarding the dysfunctional and blocked public toilets in Kwekwe, which pose a severe health risk as residents resort to using the surrounding bushes.

Responding to public outcry, Ncube promptly instructed the council to promptly address the problems.

Councillor Siziwe Ncube expressed concern during the meeting, stating, “What is delaying the process of having functional public toilets? Because as it is, we are not safe.”

Mayor Albert Zinhanga urged management to thoroughly inspect all public toilets and undertake necessary repairs.

Town clerk Dr Lucia Mkandhla emphasized the urgency of the matter, stating, “This is an urgent matter, the situation is unacceptable because we have dedicated plumbers for the job, and we need to know why there is no progress.”

Engineer John Mhike, Director of Works, informed the council that his department needed to be made aware that the materials required for the repairs had been procured. 

He stated, “I am hearing it now that the materials were procured because we could not do anything without the necessary materials.”

In a gesture of support, one councillor, Dr. Solomon Matsa, offered a piece of his land for the construction of toilets in the CBD.

Mutsvangwa Exhibits Presidential Ambitions

By Political Reporter- Zanu PF spokesperson Christopher Mutsvangwa has hinted that he could become the next President, saying he is more senior than Vice President Constantino Chiwenga.

Mutsvangwa showed this when he caused the former military boss to arrest his son Navelli on allegations of money laundering and illegal dealing in cash.

Chiwenga was the leader of the junta, which kicked out the late President Robert Mugabe from power in November 2017 in a military coup.

Mutsvangwa maintained 44-year-old Neville Mutsvangwa’s innocence, claiming that his arrest was the work of adversaries  “trying to abuse the judiciary system, hoping that I can have an attitude against the state.”

Mutsvangwa’s wife, also claimed her son’s arrest was “political victimisation.”

Mutsvangwa, who was clever not to name Chiwenga in the interview with The Standard, left enough clues about the target of his attack.

He claimed that he had “established beyond any doubt” that Mnangagwa had not instigated the arrest, “so it is somebody else who thinks that he is wearing the shoes of the head of state to manipulate the relationship between me and the president.”

“You know, the gate to power according to the constitution is through an election, not through games and shenanigans and subterfuge… I don’t answer to ambitious individuals,” Mutsvangwa said, referring to Chiwenga’s reported ambitions to be Zanu PF and the country’s next leader when Mnangagwa’s second and final term ends in 2028.

Mutsvangwa appeared at pains to portray his relationship with Mnangagwa as close – even after the President sacked him from his cabinet in February for insubordination when he refused to relinquish his role as chairman of the war veterans association. Mnangagwa had given him a choice between being a minister for veterans, or leading the association. He insisted on being both.

To buttress his claims of loyalty to Mnangagwa over many years, he said he was one of Mnangagwa’s “pioneer recruits to his office of personal assistant” at the age of 22 in 1978, a year after Mnangagwa – who had spent time in Tanzania – returned to Mozambique where the liberation movement ZANLA had set up its war headquarters.

While Mnangagwa returned to Mozambique in 1977, Mutsvangwa made the point that Chiwenga arrived from Tanzania in 1978, “a year before we won, a year before victory.”

“Remember the war was in Mozambique and not in Tanzania,” Mutsvangwa said.

Zimbabwe’s guerilla war with white occupiers was brief, say historians, as it intensified from the end of 1977 to 1979 when the white settler government in the then Southern Rhodesia agreed to black majority rule at a conference in the United Kingdom. The war effort mainly involved sabotage activities on infrastructure and sporadic attacks on white farmers.

“I was already working with the president,” Mutsvangwa told The Standard. “I think that proximity to him, my proximity to the President, they think through their post-independence proximity to the President they can influence him against me, or me against him.

“It’s an impossibly long shot for the power ambitious to ever think they can drive a wedge into such a long, strong and revolutionary acquaintance between me and the President.

“Persecuting my son as a carrot and stick to that nefarious enterprise will never yield the much-craved outcome.”

Neville Mutsvangwa appeared before a Harare magistrate on Friday and was remanded to Monday for his bail hearing.

The case will be a test for the country’s judiciary, which has so far denied bail to over 100 people arrested on charges of illegal dealing in currency as the government attempts to shore up its new currency, the ZiG.
