Network for Environmental and Climate Justice (NECJ) 2024 World Wetlands Day Statement

On World Wetlands Day (2024), the Network for Environmental and Climate Justice (NECJ) reiterates the importance of wetlands for sustainable development and their centrality to human well being.

The 2024 theme for World Wetlands Day; “Wetlands and Human Wellbeing” outlines the interconnection between wetlands, sustainable development and human health.

It is regrettable though to note that despite

their critical importance to sustainable development and human well-being, wetlands are the most threatened ecosystem on earth. Statistics reveal that 64 percent of the world’s wetlands have been lost since 1900.

Consequently, this has led to reduced access to fresh water and this has affected an estimated 2 billion people worldwide.
This calls for concerted efforts to protect the continued destruction of wetlands as part of efforts to safeguard human well-being and sustainable development.

Wetlands are critical for the achievement of Sustainable Development Goals (SDGs) by 2030.

Focus on wetlands in Harare, Zimbabwe

In Zimbabwe’s capital, Harare, wetlands are the major source of water after run-off but they continue to be lost due to a number of activities that include unsustainable agricultural practices, sand mining, poor enforcement of the law, illegal construction activities and pollution.

Zimbabwe is a signatory to the Ramsar Convention on the Protection of Wetlands and the NECJ implores the government to protect wetlands as important water sources that are critical for human well-being and serve as special habitats for several forms of plants, birds and animals.

In Zimbabwe, wetlands are protected under the Environmental Management Act (Cap 20;27), Statutory Instrument 7 of 2007 on Environmental Management

(Environmental Impact Assessment and Ecosystems Protection) Regulations and the Government Gazette 380 of 2013.

With regards to protection of wetlands within Zimbabwe’s capital, Harare which in itself is a wetland city, the NECJ hereby makes the following observations and recommendations;

Harare’s outdated Masterplan- last updated in 1992- makes little reference to wetlands and their invaluable services for the City of Harare. This has paved the way for chaotic land allocations (including on wetlands) which often disregard environmental sustainability.

Wetlands degradation has been rampant in Harare and this is coming on the backdrop of erratic water supplies, a situation that

could be addressed through preservation and restoration of wetlands which are Harare’s second source of water after run-off.

It is worth noting that land use planning in Harare has largely failed to integrate the issue of wetland ecosystems and this has come with heavy costs for the city.

Harare continues to use outdated colonial legislation on urban planning which was initially meant for a smaller population and this works against proper land use and planning.

At a time, the city is using an outdated master plan, the demand for land for construction or housing purposes is continuously increasing in Harare and consequently, these projects are being

undertaken at the detriment of wetland ecosystems.

An updated Masterplan for Harare must appreciate the fact that the future sustainability of the capital is dependent on wetlands preservation and environmental sustainability.
Proper land use planning in Harare should incorporate the need to protect wetlands in line with the vision of sustainable development of the capital.

In coming up with an updated Masterplan for Harare, there is a need to critically
examine the state of the city’s wetlands with a view of sustainably managing them.
There is an imperative need to conduct a detailed study of the environment and the state of wetlands so as to allow for appropriate measures to be taken in

protecting the environment.
A number of wetlands in Harare need restoration after having been damaged while the remaining ones need to be served from invasion/destruction.

Development and implementation of Local Environmental Action Plans (LEAPs) as stipulated by the Environmental Management Act is also critical for the protection of wetlands.
Effective town planning should be anchored on environmental sustainability and sustainable growth and development of the capital.

It is important to note that community stewardship is critical for the protection of wetlands and there is a need to mobilize grassroots communities to preserve these important water sources for human well-

being. This is at the core of the NECJ programming.

In a startling incident on the evening of January 30, 2024, Deputy Minister of Tourism and Hospitality, Tongai Mnangagwa, was assaulted outside a birthday party venue in Harare.

The attack reportedly occurred around 22:15 hours at 61 Trud Mansions, located at the corner of 6th Street and Fife Avenue.

The altercation began when Mnangagwa was leaving the event and approached his convoy, which was parked outside the venue.

He was confronted by Antony Mwedziwendira, who accused the minister’s convoy of obstructing his own vehicles.

The confrontation escalated quickly, with Mwedziwendira physically assaulting Mnangagwa and one of his aides with open hands.

In the heat of the moment, upon recognizing Mnangagwa’s status as a deputy minister, the assailant fled the scene, leaving behind a collection of vehicles including a silver BMW 530I, a red VW Beetle, a blue Mercedes Benz C240, and a silver Mercedes Benz C220.

These vehicles were subsequently towed to ZRP Milton Park, where a thorough search led to the discovery of various drugs, including cough syrup and an assortment of pills, suggesting potential drug dealing activities by Mwedziwendira.

The Zimbabwe Republic Police (ZRP) Fife Avenue has initiated an investigation into the assault and the suspicious substances found in Mwedziwendira’s vehicles. Despite the altercation, Mnangagwa sustained no visible injuries.

Bulawayo Driver Sentenced for Cyclist’s Death

In a recent court ruling that has captured the community’s attention in Bulawayo, 35-year-old Farai Mabhande from King George VI Centre has been sentenced to six months in prison after a tragic incident that resulted in the death of a local cyclist. Mabhande, who pleaded guilty to culpable homicide before Magistrate Nomagugu Maphosa, faced justice for his actions that led to the untimely demise of Joshua Ndlovu.

During the sentencing, Magistrate Maphosa highlighted the court’s rationale, noting Mabhande’s acknowledgment of guilt and the principle that first-time offenders should be met with leniency. Additionally, Mabhande’s efforts to financially assist the deceased’s family were taken into consideration. As part of his sentence, Mabhande is required to pay a US$300 fine by February 29 or face an additional three months behind bars. Furthermore, three months of his sentence have been suspended for five years, contingent on his good behavior.

The court detailed the events leading to the fatal accident on October 19, 2022, around 4 pm. Mabhande was driving a white Nissan NP200 along the 12th Avenue extension when he collided with Ndlovu, who was crossing the road on his bicycle. The collision caused significant damage to Mabhande’s vehicle, including a damaged bumper, bonnet, and a shattered windscreen.

The name Devera Ngwena Jazz Band, one of the pioneers of Sungura music has been missing in the local music industry for years.

69-year-old band leader, Jonah Moyo has, however, decided to revive the name that was a darling of many in the 1980s and ’90s with an album that has been well received by fans after making it to the Radio Zimbabwe Top 20 Chart Show.

“I have been based in South Africa for 16 years. I was working for some company, and all was well, so I relaxed a bit to come back home. But in 2020 I came back to lecture at Great Zimbabwe University. So, I reformed the Devera Ngwena Jazz band. No stress which is now topping charts is an introduction that I am back home and it’s coming from an album Masvingo ‘Nemutserendende Volume 44,” he said.

Known for hits such as “Solo Na Mutsai”, ‘Chiredzi’ and ‘Masvingo Necarpet’, Moyo has not missed the plot with his latest offering directed towards his hometown.

“From long back I love showcasing where I stay, I had an album Masvingo necarpet and when I returned and saw a beautiful Masvingo road I felt motivated to do this album. If you are a musician, it’s hard to stop music. I’m now old but I will never stop. I will not go back. ‘No Stress’ is just a teaser more is coming,” he added.
