Unemployed teachers are reportedly being coerced to attend Zanu PF’s Herbert Chitepo School of Ideology by the Teachers for Economic Development (ED) for orientation so they could secure employment in the public sector.
Sources in the civil service said the TeachersforED group was targeting qualified, but jobless teachers for recruitment.
“Teachers for Economic Development is now playing a key role in recruiting teachers across the provinces. They are targeting mostly qualified teachers without jobs and they are first told to attend the Chitepo School of Ideology,” said a source.
“They are targeting provinces and all provinces have responded to the recruitment drive.”
A TeachersforED official, who only identified himself as Masekesa, yesterday defended the Zanu PF indoctrination exercise.
“I don’t think there is anything wrong with unemployed teachers going to Chitepo School of Ideology, even journalists can attend. This is practised even in Japan and America,” Masekesa said
TeachersforED national chairperson, Amon Chiwocha, was not reachable for comment.
Primary and Secondary ministry spokesperson Taungana Ndoro, said he only spoke for teachers who are employed by the government.
“If there are those who are not employed with us, we don’t speak for them because they will be employed somewhere and if they are employed with us we will be able to speak for them. If the Teachers for Economic Development have some initiatives, it’s a noble idea,” Ndoro said.
Educators Union of Zimbabwe president Tapedza Zhou called on political parties to respect the Constitution and statutes governing the civil service which bar civil servants from acting in a partisan manner.
“Recruitment of teachers has nothing to do with partisan and ideological orientation. It’s not without reason why a teacher should be non-partisan. Insisting that someone has to join a certain political party as a precondition is constitutionally and morally wrong,” Zhou said.
Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said the initiative would divide teachers and condemned the politicisation of the civil service.
He said: “Our civil service should serve all people impartially. For efficiency civil servants should be recruited on merit not on partisan basis. Taxpayers deserve the best service from those employed in the civil service.
“The government should focus on strengthening the teacher training programme so that it produces more competent teachers who meet the expectations of the 21st century. We condemn the politicisation of the civil service as this compromises service delivery, divides civil servants and causes disharmony.”
The Teachers for (ED) union is reportedly storming schools countrywide to mobilise support, disrupting learning at some institutions. It is also holding midweek workshops at schools, with some said to have taken place at learning institutions in Zvishavane, Bulawayo and Marondera. -Newsday

Ghana coach Otto Addo believes the penalty awarded to Portugal in the two teams’ World Cup 2022 Group H clash, which ended 3-2 in favour of the Euro 2016 champions, was a gift.
With the contest goalless just after the hour mark, Mohammed Salisu was adjudged to have fouled Cristiano Ronaldo in the box and American referee Ismaeli Elfath awarded a penalty to Portugal.
Despite the decision being a contested one, the referee did not consult the video assistant referee (VAR) and Ronaldo stepped up to score his 118th international goal —becoming the first player to score at five different World Cup finals in the process.
Addo though, was not happy with the decision and said it was incorrect.
“It was really a wrong decision. We played the ball. I don’t know why VAR didn’t come up. There is no explanation for me,” Addo said in his post-match interview.
“The referee was not in our favour. If somebody scores a goal, congratulations. But this was really a gift. “I think you have to ask the referee. I have no proof of that. We were playing the ball and then there was contact.
The Borussia Dortmund assistant coach said he even approached officials from FIFA to seek clarity from the referee, to no avail.
“I tried and asked some people from FIFA if I could speak to the referee in a calm and quiet way. They said he was in a meeting and not possible,” said Addo. “I think they have match analysis and an instructor. Surely you could have some minutes for the coach,” he added.- Soccer24 Zimbabwe
Day four at the World Cup kicked off with a 1-0 victory for Switzerland over Cameroon in Group G, thanks to Breel Embolo’s second half strike.
After early periods of pressure from the African side – lead by former Stoke City striker Eric Choupo-Moting – the Swiss should have been ahead before the break, with Manuel Akanji and Nico Elvedi squandering headed chances.
They eventually took the lead as Embolo netted against the country of his birth, refusing to celebrate as a mark of respect.
Cameroon struggled from that point on to get back in the game and Murat Yakin’s side saw out a 1-0 victory that will stand them in good stead ahead of tricky group games to come, against Brazil and Serbia.- Evening Standard
Brazil striker Richarlison scored twice including a spectacular swivelling volley to get his nation’s quest for a sixth World Cup title off to a perfect start in a 2-0 win over Serbia to top Group G.
Spearheading an intimidating four-pronged attack, Richarlison steered home a rebound in the 62nd minute after Serbia goalkeeper Vanja Milinkovic-Savic had saved an angled shot from Vinicius Jr. following marauding work from Neymar. Richarlison’s second was equal to some of the great goals of Brazil’s rich history.
After flicking up a pass, he swung his body round to connect with his right foot and hit an unstoppable shot to send the Lusail Stadium crowd wild, showing everyone why he gets the nod as his country’s starting striker. The forward has now scored nine goals for Brazil this year, and ensured the tournament favourites got their Qatar campaign off to the perfect start.- Evening Standard

By-Malawi’s Vice-President Saulos Chilima has been arrested on allegations of accepting a bribe from a government contractor.
According to Malawi’s Anti-Corruption Bureau, Chilima accepted $280 000 (£230 000) from a British businessman “and other items” in exchange for awarding government contracts.
The contracts related to armoured personnel carriers, food rations, and water cannons.
Chilima has appeared in court but has not commented on the charges.
In June, he was stripped of his powers when he was first accused by the Anti-Corruption Bureau.
Chilima faces six charges relating to corruption.
The British businessman, named as Zuneth Sattar, was arrested in the UK in October last year and is now on bail. He denies the allegations.
Sattar is accused of using connections with senior Malawi government officials and politicians to fraudulently obtain contracts to supply goods and services.
Chilima was elected Malawi’s Vice President in 2020 when he was the running mate of President Lazarus Chakwera. | BBC News

By-The South African President Cyril Ramaphosa has told Britain to lift sanctions on Zimbabwe.
Ramaphosa said the British monarch and government must facilitate Zimbabwe’s re-admission to the Commonwealth and remove sanctions imposed on the country.
Ramaphosa was in the United Kingdom recently where he met King Charles III and the newly elected Prime Minister Rishi Sunak.
The South African leader said it was important for Zimbabwe to be readmitted to the Commonwealth, a political association of 56 member states, the vast majority of which are former territories of the British Empire. Said Ramaphosa:
The Zimbabwe issue inevitably always comes out in meetings like these because we are talking here with the country that is like the head of the Commonwealth and we advocate for Zimbabwe to be readmitted to the Commonwealth; it is important.
Zimbabwe withdrew from the Commonwealth under then leader, the late Robert Mugabe in 2003, after it had been suspended from the group over alleged human rights violations.
Since the 2017 military coup that ended Mugabe’s 37-year reign, Zimbabwe has been seeking to rejoin the association.
Recently, a Commonwealth delegation headed by Luis Franceschi was in Harare to assess progress made by the country in readying itself to rejoin the grouping.
Meanwhile, Ramaphosa also reiterated his call for Britain to lift the sanctions it imposed on Zimbabwe saying they are also hurting South Africa. He said:
The sanctions that have been imposed on Zimbabwe have a collateral impact, a negative impact on us as South Africa because the Zimbabwean economy is weakened.
Zimbabweans flow to our own country and exacerbate the challenges that we have regards to unemployment and health services.
Reports suggest that millions of Zimbabweans have migrated to South Africa over the past two decades seeking better economic conditions. | NewZimbabwe.com
By- Coalition for Change (CCC) vice chairman Job Sikhala, is demanding the recusal of Harare Magistrate Tafadzwa Miti, who is presiding over his trial.
Sikhala is accused of inciting public violence that rocked the Nyatsime area in June this year following the murder of CCC activist Moreblessing Ali. He is jointly charged with Godfrey Sithole, who is out on bail. Sikhala was on Wednesday denied bail by Miti, who said the Zengeza West MP was arrested 63 times before and was therefore an incorrigible and unrepentant person, without respect for the law. This is despite the fact that the Sikhala was never convicted on all of his previous arrests. Sikhala and Sithole’s trial was supposed to start on Thursday, but the former, who is in pre-trial detention at Chikurubi Maximum Prison, raised concerns resulting in the case being rolled over to 7 December for a ruling. Sikhala lawyer, Jeremiah Bamu: We are aware this matter is scheduled for trial commencement. However, we have instructions to seek recusal of the magistrate from this matter. This is respectful because of the apprehension that the accused may not receive a fair trial if proceedings were to continue before you. Bamu said he will submit a detailed written application by Monday next week. Meanwhile, Sithole said he will abide by the decision of the court as recusal does not affect him.

Qatar have made World Cup history this afternoon, both in scoring their first goal at the tournament, but also in that they face elimination after just two goals if the Netherlands beat Ecudaor.
Felix Sanchez’s side will become the first country to host the World Cup and be dumped out after two games if that happens.
Senegal delivered a far more assured performance than in their opening defeat to the Dutch, taking the lead through Boulaye Dia, pouncing on a pour error in the Qatari defence.
They then doubled that advantage through ex Bristol City striker Famara Diedhiou, who powered home an awesome header after the break. And although Mohammed Muntari gave the hosts some hope late on, Bamba Dieng ensured the points would go to Senegal, immeasurably boosting their last 16 hopes. – Evening Standard

World Diabetes Day provides an opportunity to raise awareness of diabetes as a global public health issue and what needs to be done, collectively and individually, for better prevention, diagnosis and management of the condition.
This year’s theme, ‘access to diabetes education’, underpins the larger multi-year theme of ‘access to care’.
In the lead-up to and on 14 November, WHO will highlight not only the challenges, but more importantly the solutions, to scaling-up access to diabetes medicines and care.
WHO’s World Diabetes Day activities will cover issues ranging from championing the priorities of people living with diabetes in advocacy to the Global Diabetes Compact, which drives efforts globally to reduce the risk of diabetes and ensure access to treatment and care.

Rapper Kanye West has said he intends to run for US president in 2024, despite facing several scandals over his recent behaviour.
The star, who has legally changed his name to Ye, posted a video of his campaign logo to social media, alongside the caption Ye 24.
He also claimed to have asked Donald Trump to be his running mate.
West previously ran for president in 2020, but that campaign flopped, attracting a meagre 70,000 votes.
His latest claims came in a video posted after West was spotted at Trump’s Mar-A-Lago golf club earlier this week, accompanied by Nick Fuentes, a prominent white nationalist.
West said his request for a running mate left the former president, who recently launched his own re-election campaign, “most perturbed”.
In a video titled Mar-A-Lago Debrief, West claimed: “Trump started basically screaming at me at the table, telling me I’m going to lose. Has that ever worked for anyone in history?”
West previously appeared to be on good terms with Trump
The launch of West’s campaign comes as the rapper faces a number of damaging controversies.
He provoked a storm of criticism after attending Paris Fashion Week in a T-shirt bearing the slogan “White Lives Matter” – a phrase adopted by white supremacists, who began using it in 2015 as a response to the Black Lives Matter movement.
West then claimed his critics were being paid by a secret cabal of Jewish people, a common trope of anti-Semitism.
As he continued to make anti-Semitic comments online and in television interviews, the 45-year-old was dropped by his talent agency, while fashion companies including Gap, Adidas and Balenciaga said they would no longer work with him.
The musician later commented that he had lost “2 billion dollars in one day”.
Earlier this week, Rolling Stone magazine reported claims that West had used “porn, bullying and mind games” to create a “toxic environment” among Adidas employees working on his Yeezy brand shoes.
When West ran for president in 2020, he announced his campaign too late to appear on the ballot in at least six states.
He held only one rally, in which he broke down in tears as he discussed abortion, and funded two television adverts. In the end, he was only listed as a candidate in 12 states.
For his 2024 bid, the rapper suggested he had enlisted alt-right commentator Milo Yiannopoulos as his campaign manager.
A former editor at the right wing publication Breitbart, Yiannopoulos was largely shunned by mainstream conservatives after a video emerged in 2017 of him appearing to condone paedophilia. He said the comments were “gallows humour” and stated his “disgust” at the sexual abuse of minors.
Most recently, Yiannopolous worked as an intern for Republican congresswoman Marjorie Taylor Greene.
By A Correspondent- The Zimbabwe Republic Police (ZRP) has announced the arrest of a suspected serial stock thief leading to the recovery of 15 stolen cattle.
The suspect, Criswell Maponga, was arrested following a tip-off, according to a police report.
Read the report:
On 23/11/22 Police in Zvimba acted on a tip-off and arrested Criswell Maponga (42) in connection with two cases of stock theft in which eight cattle were stolen at Farm 79 Zowa and eight cattle stolen at Mhungu Village.
The arrest led to the recovery of 15 stolen cattle.
While this year recorded fewer cases of stock theft compared to 2021, cases have been rising in the country in recent years.
Police say during the period extending from January to June 2022, the Police received a total of 3214 stock theft cases compared to 4053 cases during the same period in the year 2021.
As of September 2022, the Police had recorded 1644 cases of stock theft involving cattle compared to 2510 cases recorded in the year 2021.
The total number of stolen cattle decreased from 5954 in the year 2021 to 3762 in the year 2022.
Some steal livestock for meat, to add to their herds while some use them for barter trade or selling to butcheries.
Perpetrators of stock theft risk being arrested, fined or jailed.
By A Correspondent- The Government has set aside $76 billion for the 2023 harmonised elections to cover various activities, with $53 billion earmarked for the actual polling.
Presenting the 2023 National Budget yesterday, Finance and Economic Development Minister Professor Mthuli Ncube said other remaining activities related to the elections requiring funds are voter registration and inspection.
“The country will hold harmonised elections in 2023, as enshrined in the Constitution. The preparations have already commenced, which include the delimitation exercise, voter registration and voter’s role inspection. The 2023 National Budget is setting aside resources to cover voter registration ($12 billion), voter inspection $11 billion and actual election conduct $53 billion, among others,” said Prof Ncube.
Zimbabwe Electoral Commission (ZEC) chief elections officer, Mr Utloile Silaigwana, could not immediately comment last night saying he was still to get through the Budget statement.
Political parties also said they needed time to familiarise with the Budget statement.
Presently, ZEC is finalising the delimitation of electoral boundaries following the conclusion of the population and housing census exercise held in April this year.
Population census results will provide ZEC important information in the delimitation exercise.
From April to end of September, the Central Registry Department ran a blitz under which it issued national identification cards, birth and death certificates, among others, to ensure people that have reached the age of 18, could register to vote.
As part of ensuring the smooth flow of elections, the Government has since gazetted the Electoral Amendment Bill that seeks to relax registration requirements for voters ahead of next year’s harmonised elections.
The Bill will amend several provisions of the main Act for it to conform with the Constitution.
Registration is now easier since potential voters just need to give their address without providing documentary back-up.
When voters were required to produce proof of residence to register to vote, some tenants not paying the primary rates faced challenges in getting the proof of residence from landlords who either did not want to be bothered or simply did not want to admit they had a tenant.
The Bill confirms that a driver’s licence cannot be used as identification; voters have to produce the national ID card or a valid passport.
A driver’s licence is issued by the Central Vehicle Registry while the other two documents are official documents from the Registrar-General and the Civil Registry Offices.
The new law will also provide the timeframe within which national assembly and local authority candidates can withdraw from contesting in an election and also provide for the incorporation of the 30 percent women’s quota and the youth quota.
It is envisaged that once the Bill is enacted into law, it will assist in ensuring that only citizens are able to vote in an election, that proper candidates are allowed to contest in an election, providing clarity on when and how a candidate can withdraw their candidature in an election so as to afford ZEC sufficient time to make changes to the design of the ballot and advising the electorate of any changes to the candidature in an election.
In his State of the National Address on Wednesday during the official opening of the Fifth Session of the Ninth Parliament, President Mnangagwa called for a peaceful election in the forthcoming harmonised election.
By A Correspondent- Finance minister Mthuli Ncube unveiled his 2023 budget on Thursday, raising value added tax (VAT) in a move the main opposition Citizens Coalition for Change (CCC) described as “an attack on working people.”
Ncube presented a Z$4.2 trillion (about US$6.5 billion) budget in Zimbabwe dollars, drawing brickbats from critics who say the government is now collecting a large portion of its taxes in foreign currency, hence the budget should have been presented in United States dollars.
Invoking Plato, Ncube said his budget was anchored on “prudence, temperance, fortitude and justice.” In large part, however, he raised taxes and offered few breaks for taxpayers.
Citing a SADC average of 16 percent VAT, Ncube said: “Zimbabwe charges a comparatively lower rate of 14.5 percent. The VAT rate was reduced from 15 percent with effect from January 1, 2020, in order to support households during the peak period of the Covid-19 pandemic… I propose to reinstate the VAT rate to the previous rate of 15 percent with effect from January 1, 2023.”
Consumers pay VAT when they buy food, pay for water, electricity and other services.
Ncube removed the suspension of duty on basic commodities, a blow to low-income families who are victims of unrelenting price increases as the Zimbabwe dollar weakens.
Early this year, the government suspended duty on commodities such as rice, maize meal, bath soap, cooking oil and maize meal amongst others.
Ncube justified the move by stating that prices had gone down following the stabilisation of the local currency.
“The suspension of duty, which expired on November 16, 2022, will not be extended. The government will, however, monitor prices of basic commodities with a view to ensure responsible pricing and affordability, failure of which the suspension will be reinstated,” he told MPs at the new parliament building in Mt Hampden.
In one of a few give-aways, Ncube said he was reducing the Intermediate Money Transfer Tax (IMTT) on domestic foreign currency transfers from 4 percent to 2 percent – but only because “some entities are now preferring to settle transactions in cash instead of electronic transfers.”
Ncube said he was considering a review of the 20 percent surrender requirement for domestic foreign currency transactions, which forces individuals and companies to give up a portion of their money at the government’s discredited exchange rate, which was 646 to the United States dollar this week and as high as 900 on the parallel market.
Former finance minister Tendai Biti, now deputy leader of the CCC, said Ncube’s projection that the economy would grow by 3.8 percent in 2023 was “ambitious and based on unsound assumptions,” arguing it “ignores the shrinkage of the global economy, the effects of the Russia-Ukraine war and the natural freeze of an election year.”
Ncube said the economy was expected to grow by 4 percent in 2022, a further downward revision from the mid-year projection of 4.6 percent. He blamed “global and domestic developments, particularly the impact of high inflation and resultant stabilisation measures” for the revision.
Biti said Zimbabwe was in the middle of a “structural economic crises characterised by poverty, disequilibrium, high inflation, an exchange rate problem and a total collapse of public services” which had plunged the country into its third “self-induced recession in 20 years.”
Fuelling the crisis, Biti said, was “high borrowing costs, relentless inflation and a squeeze on government payments to contractors.”
“The seismic headwinds required boldness, honesty and brinkmanship, Sadly the budget presented today was a banal self-serving ritual in narcissism and power retention excesses months before the 2023 election,” Biti opined.
Ncube offered no specifics on pay increases for restive civil servants, setting the stage for further confrontations with public sector workers in an election year. He, however, said 52.4 percent of the total expenditure for 2023 would be spent on employment costs, rising from 42.3 percent this year.
“An honest budget ought to have been presented in United States dollars,” said Biti. “After all, more than half of government taxes are now being collected in US$. This would then have allowed civil servants to be paid in US$. This would also have required the government to simply dollarise as the exchange control mess, right at the centre of Zimbabwe’s macroeconomic instability must be resolved by dollarisation, floating of the Zimbabwe dollar, scrapping the forex auction and the gold coin.”
Biti warns the “mess of multiple exchange rates” will continue “with consequent pricing distortions.”
According to Biti, the restoration of duties on basic commodities particularly while approaching a festive season is “equally sadistic and bankrupt” and the imposition of mining royalties to be paid partly in actual minerals “is equally zany.”
“Apart from gold, how does one pay chrome, coal or a PMG as a tax?”
Ncube allocated the highest budget – Z$631.2 billion – to the primary and secondary education ministry as he repeated a promise for free education at primary school level. Health pegged second with a Z$473 billion vote followed by lands and agriculture (Z$362.5 billion) and defence (Z$331 billion).
“The underfunding of the health budget (11 percent) and public education is an indictment,” Biti said. “However, the pumping of huge resources into command agriculture betrays that this is an election year and that the 2023 budget is a power retention agenda. Truth is Ncube and Zanu-PF have failed and the 2023 budget is exhibit A of craft incompetence.”

By A Correspondent- A Zhombe-based s_əx worker is recovering in hospital after she was bitten by a snake while she was being intimate with a ‘client’ in a bush.
The unfortunate incident occurred at Joel Shopping Centre when the s_əx worker had taken her client to a nearby bush for a quickie.
The lady, whose name could not be ascertained, is admitted at Zhombe Mission Hospital where she is said to be in a stable condition.
Chief Weight Ndabezinhle Gwesela confirmed the incident.
“It is true there was a woman who was bitten by a snake while having s_əx with her boyfriend in the bush. I heard the reports and I am told she is now recovering at the hospital,” said Chief Gwesela.
This comes amid reports of an increase in girls turning to s_əx work in the area amid climate change-induced hunger.
Chief Gwesela recently said financial difficulties in the wake of poor harvests over the last farming season, have resulted in many girls in Zhombe resorting to s_əx work and early marriages.
Chief Gwesela said cases of child marriages and s_əx work are on the increase in Zhombe as girls resort to immorality to escape hunger that has hit the area.
What is worrying is these girls will be working for as little as a dollar or even a plate of sadza. It is happening as people are facing hunger. So, they will be trying to make quick money thereby risking their lives,” said Chief Gwesela.
“The situation is bad in Zhombe and it has pushed many girls into pr0stituti0n and early marriages. The situation is forcing girls to turn to immorality. As you are aware this is a gold-rich area and the illegal gold panners are now taking advantage to lure the young girls with money,” said Chief Gwesela.
Ward 10 Junior Councillor Sithembinkosi Ncube said child pr0stituti0n was rife in her ward.
“We have Joel Growth Point in our ward where child pr0stituti0n is rife.
“Some of the girls were expelled from school for untoward behaviour and they turn to s_əx work.
“Girls from the ward have become wild as they are lured with money by illegal gold miners,” she said.
Cllr Ncube said boys were also dropping out of school to venture into illegal gold mining activities.
The Government has however started distribution of food relief across the country that is expected to ensure no Zimbabwean starves until the next harvest season.
By A Correspondent- The comedienne, who has a history of unsuccessful marriages, chose to make fun of Grant Mashasha, who authorities claim is mentally ill.
The 39-year-old is the son of a Chitungwiza lady, Gogo Plaxedes Mashasha, who spent many days with her husband’s body.
Mashasha was discovered lurking in their home’s ceiling.
He is thought to have been trapped in the ceiling for 14 years.
Mai TT, whose last marriage to Tinashe Maphosa lasted only five months, opted to include Grant’s name into her comedy.
She implied that he may be the ideal partner for her while taking another jab at Tinashe.
In her Facebook post, Mai TT said:
“Mondisiirawo murume we muceiling ndouya ndichimuroora.
“I think I found my soul mate asiri wemumastreets asingazive zvakawanda wanda.
“Plus haana madrama emabhebhi aingove reserved ari muceiling hake achitamba nemakonzo,” she said.
Now, that’s SHAMEFUL.
Unlike Tinashe Maphosa, who left Mai TT in debt, she believes Grant will give her a fresh start in relationships.
“Haana zvikwereti plus haabe, haakwenye futi,” she said.
“Tell him to wait for my return,” she said.
She signed off the message referring to herself as “Mrs Ceiling”.
All this could have been funny if Grant was not a victim, who appears to have been driven to his current state by the sins of his mother.
Especially against a background where the police have even classified him as a mental patient.
National police spokesperson, Assistant Commissioner Paul Nyathi, provided that reference when he revealed what might have happened at the Zengeza House of Horror.
“She (Gogo Mashasha) was going for a church service in Zengeza 2. The husband was paralysed and bed-ridden.
“He suffered a stroke sometime in 1992 and the condition worsened in 2010 and he became paralysed. When the wife returned home on the same day, she found her doors locked from inside. She claimed to have slept outside and later decided to break down the door on November 21 at around 8am.
“She could not locate her mentally ill son Grant and lodged a police report.
“Police attended the scene and after searching the house, they found the mentally ill son in the ceiling.
“They had to break the roof and ceiling in order to retrieve the MENTALLY ILL son,” said Asst Comm Nyathi.
Yesterday, Mai TT felt he was someone she could build her comic empire on.
Wedza Residents Development Initiative Trust (WERDIT), a registered Community Based Organization (CBO) operating in 15 wards of Wedza district joins the rest of the world in commemorating 16 days of Activism Against Gender Based Violence (GBV.) 16 Days of Activism against Gender-Based Violence takes place every year between the 25th of November – the International Day for the Elimination of Violence against Women – and Human Rights Day on the 10th of December.
WERDIT seeks to utilize this commemoration as an organizing platform for it’s stakeholders and duty bearers around the district to call for the prevention and elimination of violence against women and girls. This year’s theme is “UNITE! to end violence against women and girls.”
The theme is quite befitting given the reality that violence against women and girls remains the most pervasive human rights violation in the district and beyond.
Already exacerbated by the COVID-19 pandemic, its prevalence is now being further heightened by the emerging challenges of climate change, global conflict and economic instability.
The case of Chipo Gwese, a woman who lived with a disability who was killed in cold blood on the 20th of March 2022 by a serial killer whom she was hanging with remains very shocking and a testimony of how women are vulnerable to violence.
From tomorrow till the 10th of December 2022, WERDIT is encouraging diverse residents groups in the district to get involved: from raising the voices of survivors and fire-brand women’s activists to supporting women’s initiatives towards their rehabilitation as equal partners with their male counterparts and ultimately their empowerment, reduction and prevention of violence against women and girls, and protection of women’s rights.
Through our Peace Building and Conflict Management project entitled, Building Resilience, Inclusiveness, Social Cohesion and Healing (BRICH) we have done a lot of work with relevant state and non- state actors to identify conflicts in the district with a bias towards GBV.
Targeting the hotspots of GBV WERDIT has conducted a cocktail of activities seeking to eliminate all forms of violence and discrimination against women.
In that regard the WERDIT Peace Structures known as Community Advocacy Teams (CATs) in all the wards has managed to unearth a total of 40 cases of GBV between May and November 2022 and have been brought to the attention of relevant authorities in the district. Utilizing our cordial relation with the Zimbabwe Republic Police(ZRP) and Ministry of Women Affairs, Community, Small and Medium Enterprises Development, council and the District Development Coordinator’s(DDC) Office we have managed to obtain a multiplicity of timely policy interventions as a remedy to the challenges to do with violation of women’s rights, particularly during the Covid 19 era.
Since It’s formation, WERDIT has successfully become a platform for state and non-state actors to deliberate GBV driven challenges and conflicts.
Consequently, these platforms have yielded noble resolutions currently being pursued by the duty bearers including establishment of a one-stop center for GBV in the district and rehabilitation centre for survivors of GBV.
At our platforms, it was also realized that peripheral areas in the district such as Zviyambe are too far from Wedza Police station, hence the call for a police post in that area.
The idea of neighborhood watch in hotspots for GBV also came out from the mentioned engagements, hence advocacy and resources to implement these ideas will continue to be on our agenda as we fight to eliminate all forms of violence against women.
To put end to violence against women in Wedza district and beyond, WERDIT will continue to challenge the attitudes that legitimize and normalize violence, and deny women’s right to safety. Men are generally the perpetrators of GBV. To bring to an end to violence, the attitudes of men need to change.
Shifting these attitudes and behaviors is a process, but gender equality means all of us, and working with all genders is the only way to see total development in this thematic area.
By A Correspondent- A Zhombe man spent three months behind bars after his 16-year-old daughter lied that he had rap_ed her.
The father was however set free yesterday when the matter was discharged at the close of the State case when his daughter during cross-examination told the court that she had lied about the alleged abuse at the instigation of her mother who wanted to fix him.
This was heard during the appearance of (name withheld to protect the identity of the girl) before Gokwe regional magistrate Mr Lungile Ncube facing one count of rap_e.
The man pleaded not guilty to the charge.
Mr Ncube set him free when the daughter being cross-examined by the prosecutor Mrs Melissa Makombe told the court that she had fabricated the rap_e allegations at the instruction of her mother.
It was the State case as presented by Mrs Makombe that the complainant is from Mnidwa Village, Chief Malisa in Zhombe and she is a form two pupil at a local school.
On July 26 around 11 am at their homestead, the daughter was at home with her father since her mother had gone to the garden.
The accused person called the complainant to his bedroom and upon entering the room the accused person pushed the complainant to the floor and she fell facing upwards.
The court heard that the accused person pressed the complainant to the floor and rap_ed her once.
Her mother suddenly returned home, went to her bedroom and caught the accused person red-handed rap_ing his daughter.
The complainant’s mother reported the matter at the police before the complainant was escorted to the hospital for medical examination.
Portugal captain Cristiano Ronaldo shrugged off his bitter split with Manchester United to claim yet another record as he became the first player to score in five World Cups with a penalty to help steer his side to a nervy 3-2 win over Ghana on Thursday.
Ronaldo, a free agent after his second stint at Old Trafford ended abruptly on Tuesday, thumped home a dubiously-awarded penalty in the 65th minute after a coming together with Mohammed Salisu.
Ghana did nothing in the first half apart from defend deeply but gave their noisy bank of fans in the Stadium 974 something to cheer when Andre Ayew equalised in the 73rd minute.
Joao Felix restored Portugal’s lead five minutes later, however, and Bruno Fernandes then showed his class with a jinking run before sliding a pass to Rafael Leao to leave Ghana stunned.
Osman Bukari’s 89th-minute headed reply set up an anxious ending for Portugal but they survived nine minutes of stoppage time to win their opening game of a World Cup for the first time in their last four appearances.- Evening Standard

Takuma Asano scored an 83rd-minute winner as Japan stunned four-time world champions Germany 2-1 in their opening match of the World Cup 2022.
Germany led through Ilkay Gundogan’s 33rd-minute penalty at Khalifa International Stadium on Wednesday.
Germany looked in total command in the Group E clash but, with each missed chance, left the door open for Japan, who showed almost nothing in attack until a series of substitutions injected some energy in the second half.
However, Japan hit back in quick succession, first through Ritsu Doan’s equaliser and then Asano’s late goal, to seal a historic win that came just a day after Saudi Arabia shocked Argentina.
“We have created history today!” Japan fan Kosuke told Al Jazeera, as fellow supporters exited Khalifa International Stadium waving flags.
With the loss, Germany, who were knocked out in the group stages in 2018 as reigning champions, must now fear a second straight early exit.
Kosuke said he didn’t expect his team to beat Germany but now, he added, there was no stopping the Blue Samurai.
“They will be losing their heads back home, and maybe they will get a day off tomorrow, just like Saudi Arabia,” Kosuke said with a grin on his face.
German fans, meanwhile, trudged off in silence with drooped shoulders and flags folded away.
This defeat brought flashbacks of the last World Cup campaign four years ago in Russia when Germany did not make it past the first round.- Al Jazeera
The Zimbabwe Parks and Wildlife Authority (ZimParks) has reported three incidents of human-wildlife conflict where a Chiredzi man was trampled to death by an elephant while two others were injured by crocodiles in Mwenezi.
Posting on Twitter, ZimParks spokesperson Tinashe Farawo said;
“It is with great sadness that a man was trampled to death by an elephant in Chiredzi, while 2 other people were seriously injured by crocodiles in 2 separate incidences along Save & Mwenezi rivers.”
Human-wildlife conflict has become rampant in the country, a situation that forced cabinet to put up a relief fund for those affected by the problem caused by incessant droughts that forces humans and animals to scramble for food.
Human wildlife conflicts are also caused by vandalism of perimeter fence on most game parks by communities which results in wild animals straying into villages.
Zimbabwean businessman Frank Buyanga Sadiqi, who was recently arrested in South Africa for potential extradition to Zimbabwe, has reportedly been attacked in a Johannesburg remand prison by other inmates and is seeking a transfer to another prison.
Buyanga (43) was arrested on allegations of kidnapping his son in Harare in 2020, and on charges of contempt of court in Zimbabwe.
He was remanded in custody to today or Tuesday next week to allow South African authorities to verify his identity documents after it was found Buyanga’s South African identity documents show he was born in Zimbabwe, yet his Zimbabwean passport says he was born in the United Kingdom.
Last week, the Zimbabwean National Prosecuting Authority applied to the High Court in Harare challenging the cancellation of a warrant of arrest for Buyanga, which had been issued by Harare magistrate, Mrs Judith Taruvinga.
He has since appeared before the Randburg Magistrates Court and was remanded in custody for his bail hearing.
Last Monday, Buyanga had his warrant of arrest cancelled at the Harare Magistrates Court after Mrs Taruvinga said she had erroneously issued the warrant of arrest. But Prosecutor-General Mr Nelson Mutsonziwa immediately applied to the High Court challenging the cancellation and cited Mrs Taruvinga and Buyanga as the first and second respondents.
He wanted the High Court to set aside Mrs Taruvinga’s judgment, arguing that the warrant was cancelled without following due processes.
“The court presided over a matter in which it lacked jurisdiction to cancel a warrant of arrest after it had been executed by law enforcement authorities of the Republic of South Africa under an extradition request made to it by the Republic of Zimbabwe.
“There was a gross irregularity in the proceedings or the decision of the court, in that the court perpetuated contempt of court by (Buyanga) by granting his legal practitioner audience in circumstances where the High Court, Supreme Court and Constitutional Court of Zimbabwe, had previously found him to have dirty hands and consequently denied him an audience,” said Mr Mutsonziwa in the application.
Last week, South African lawyer representing Buyanga, Mr Laurence Hodes, called for a speedy bail hearing for his client.
South African media outlet News 24 reported that Mr Hodes told the Randburg Magistrates Court that the warrant executed by Interpol and used for arresting Buyanga on November 10, had been cancelled in Zimbabwe. Mr Hodes claimed he handed over the documents, including Buyanga’s passport, to the South African National Prosecuting Authority. He said Buyanga owns a property in South Africa, adding the defence had attached his visa permits to their affidavit, which would help show that he is not a flight risk and was entitled to bail.-state media
By A Correspondent- Zimbabwe’s school examinations system is under siege from cheats who are getting access to question papers prior to the date of writing, prompting authorities to rope in the police to fight the scourge.
Question papers leak almost every examination time in June and November, despite several culprits being arrested and arraigned before the courts of law.
Zimbabwe School Examinations Council (ZIMSEC) spokesperson Nicky Dlamini told Xinhua Monday that the examinations body was concerned about the leakages and would do everything possible to protect the integrity of the school examinations system.
ZIMSEC and school authorities have blamed each other for the leakages, with ZIMSEC insisting that the leakages occur outside its offices and at the schools.
One teachers’ union also attributed leakages to poor conditions of service which led some teachers to engage in corruption in a bid to survive.
More than 100 students and several teachers and members of the public have been arrested on allegations of participating in leakages for the Nov. 22 public examinations for Ordinary Level, with candidates allegedly sharing the questions on social media.
In one of the latest cases taken to court, a deputy headmaster and an English teacher at a school in Tsholotsho District, Matabeleland North Province, pleaded guilty to charges of criminal abuse of duty after they leaked an English examination paper to selected candidates at their school.
Tsholotsho Magistrate Victor Mpofu sentenced the two to three years in jail each, 18 months of which were, however, commuted to community service while the other 18 months were suspended on the condition of good behaviour.
Another teacher also appeared before another magistrate in the same district for allegedly getting the questions of a Mathematics examination through a mobile phone and revising them with his students prior to them sitting for the paper.
In other incidents, school teachers and other members of the public have written examinations on behalf of some candidates.
School administrators and their members of staff are said to be involved in these practices in a bid to boost the pass rates at their institutions, particularly at private colleges seeking to attract more students.
ZIMSEC has said all those who are caught cheating will have their results nullified, while authorities are seeking the amendment of the school examinations law to impose stiffer penalties on perpetrators.
Even at some universities, some examinations have had to be rescheduled after suspicions that question papers could have leaked.
A policeman is currently out on bail after he was allegedly found with a leaked question paper for a Bachelor of Laws examination.
Emmerson Mnangagwa has left for Niamey, Niger, where he is set to join other Heads of State and Government today at the Session of the African Union (AU) Summit on Industrialisation and Economic Diversification.
The summit runs under the theme, “Industrialising Africa: Renewed commitment towards an inclusive and sustainable industrialisation and economic diversification”, and is expected to unlock the evolution of a vibrant Pan-African enterprise and capital base.
Emmerson Mnangagwa flying off at RGM
It is part of the Africa Industrialisation Week (AIW – 20-25 November 2022), annual commemorative activities aimed at highlighting Africa’s renewed determination and commitment to industrialisation.
Transforming the region’s economy through industrialisation is one of the central pillars towards attaining the continent’s growth and development goals as articulated in the African Agenda 2063 and the global 2030 agenda on Sustainable Development Goals (SDGs).
Mnangagwa is among regional leaders invited by Niger President, Mohamed Bazoum to participate at the high-level indaba.
He is expected to share Zimbabwe’s industrialisation experience at the regional stage, whose audience includes AU Commission executives and representatives of its key organs, ministers responsible for industry and trade, mining, development partner agencies, manufacturing and commerce leaders, civic society and investment financiers, among other relevant stakeholders.
Industry and Commerce Minister, Dr Sekai Nzenza, who arrived in Niamey earlier in the week and was part of the Extraordinary Session of the Executive Council of the AU on Wednesday, said Zimbabwe’s participation in the summit was strategic as it is pursuing a comprehensive industrialisation drive anchored on revitalising value chains.
Through Mnangagwa’s leadership, she said, Zimbabwe was driving a private sector-led growth while positioning the country to tap into vast trade opportunities under the African Continental Free Trade Area (AfCFTA).
“There are lessons to be learnt from the Zimbabwe National Industrial Development Policy, which provides the foundation for the structural transformation of industry and commerce.
“Under President Mnangagwa, Zimbabwe is experiencing a growth trajectory in production, productivity and industrial capacity utilisation through targeted sector specific strategies,” said Dr Nzenza.
As one of the pioneer AfCFTA Agreement signatories, Zimbabwe has anchored its industrialisation policy in readiness to tap into wider business opportunities in a regionally integrated economic sphere and what remains is scaling up private sector awareness and buy-in, said Dr Nzenza.
Given the collective responsibility between governments, development finance institutions, regional and international bodies in economic development, Dr Nzenza said the summit should help unlock value chain financing as a critical enabler for robust regional transformation.
“Africa’s story of industrialisation lies in value addition. We cannot aspire for resilient and sustainable industries for as long as we continue to export raw commodities,” she said.
Zimbabwe has also called upon the AU Secretariat to consider undertaking value chain mapping for Africa in order for regional countries to tap into each other’s strengths as they industrialise and trade.
As part of efforts to buttress regional industrialisation collaboration efforts, Zimbabwe and Zambia have since embarked on a joint project to establish a Common Agro-Industrial Park, based on comparative advantages in the agricultural sector as a starting point for strengthening cooperation.
The project will be the first of its kind in Southern Africa and hopes are high that the model will be replicated with more African countries as the region explores opportunities under the AfCFTA.
In view of the key and strategic interdependences between industrialisation and the AfCFTA success, the AU has said this week’s summit seeks to rally desired political momentum, resources, partnerships and alliances towards a unique Africa-industrialisation drive.
The summit outcomes are expected to unleash an inclusive and sustainable industrialisation pathway that carries along with the participation of all economic agents, including SMEs, youth, and women in the generation of national wealth and creation of jobs, as well as expansion of entrepreneurship opportunities. -state media
A 21-year old woman from Mahatshula North suburb in Bulawayo has appeared in court facing charges of dumping her six-month-old baby at her late boyfriend’s mother’s place amid allegations that the latter was refusing to maintain the child.
It is reported that Silondokuhle Tshuma, after abandoning her child at her “mother-in-law” Khawulani Mdlongwa’s house in Cowdray Park suburb, the latter ordered her 18-year-old son to take the child and dump her by the roadside.
For their uncouth conduct Mdlongwa and Tshuma appeared before Western Commonage magistrate Shepherd Mjanja facing a charge of exposing an infant.
They both pleaded guilty to the charge. Tshuma was sentenced to 10 months in prison and five months of her jail package were suspended for three years on condition of good behaviour.
The remaining five months were suspended on condition that she completes 175 hours of community service.
Mdlongwa was also spared jail agony when she was sentenced to 12 months in prison and six months of the sentence were suspended for three years on condition of good behaviour.
The remaining six months were suspended on condition that she also completes 210 hours of unpaid labour.
The court heard that on 6 November 2022 and at around 2pm, Tshuma went to Mdlongwa’s place and left her child on the sofa and went out.
Mdlongwa tried to follow her but she had already gone.
Mdlongwa then ordered her 18-year-old son to take the child and place her by the roadside.
The boy followed his mother’s instructions when he took the child and went outside the yard and placed it by the roadside near Mandaba Sibanda’s house.
It is reported that at around 3pm, Sibanda was informed by her son that there was a baby which had been dumped outside their house.
When Sibanda went outside to check, she found the baby wrapped in a white towel and she had bruises on her left eye.
Sibanda took the baby and advised her neighbours who instructed her to take the child to the residents chairperson who then directed her to take the child to the police.
After the child had been handed over to the police, Mdlongwa handed herself to the police leading to her arrest.
She later implicated Tshuma also leading to her arrest. —B Metro
Tinashe Sambiri| CCC leader President Nelson Chamisa has lashed out at political rival Emmerson Mnangagwa for overdetaining Job Sikhala.
President Chamisa says Sikhala’s bail denial is unacceptable.
Mnangagwa is weaponising the law in a bid to silence dissenting voices, according to President Chamisa.
“BAIL DENIED AGAIN…
Injustice & oppression are tools of the weak & losing…
Hon @JobSikhala1 is innocent,a political prisoner being victimized for politics.
#ANewGreatZimbabwe no citizen shall be persecuted for being politically different.Bail is a constitutional right! #FreeWiwa,” the CCC leader wrote on Twitter.
By Dr Masimba Mavaza | OPINION | Never in the history of politics did a president attract such love and popularity as the President of Zimbabwe Emmerson Dambudzo Mnangagwa passionately known as ED by his supporters. In political studies, surveys have been conducted in order to construct historical rankings of the success of the presidents.
Ranking systems are usually based on surveys of academic historians and political scientists or popular opinion. The scholarly rankings focus on presidential achievements, leadership qualities, failures and faults. Popular-opinion polls typically focus on recent or well-known presidents. Zimbabwe has had three President’s so far.
Which are 1. Josiah Zion Gumede, GCLM, MBE was the first and only president of the self-proclaimed, and internationally unrecognised, state of Zimbabwe Rhodesia during 1979, before Rhodesia briefly reverted to British rule until the country’s independence as Zimbabwe in 1980. He died in 1989. He is very little known. Many people will not even remember him. So he was never popular. 2 We then had Robert Gabriel Mugabe who was born on the 21 February 1924 and sadly died on the 6 September 2019. Mugabe was a Zimbabwean revolutionary and politician who served as Prime Minister of Zimbabwe from 1980 to 1987 and then as President from 1987 to 2017.
Now we have Emerson Dambudzo MNANGAGWA whose name has become synonymous with Development. MNANGAGWA has no doubt become the most popular leader of a nation whose people have stampeded to identify with him and his development. During his first term MNANGAGWA has attracted several people and groups to him. We now have so many groups for ED.
Lawyers who are naturally game changers in Politics have come up with a strong determined group called Zimbabwe Lawyers For Economic Development. (ZILFED) The vision of the learned friends was expounded by counsel Svinurai Dawn Chikore and Counsel Govenor PENDEI. Together they came up with a strong learned force behind the President an endorsement which has never been done by lawyers before.
People with different opinions have questioned why Lawyers can form an organisation in support of a President. The move by these Patriotic Lawyers is not a strange one. In all democracies lawyers take an oath to serve as lawyers.
The road to becoming a practicing attorney in America is a long and arduous one. Every lawyer in the country must be sworn in and take their state’s oath of attorney. This ceremony may seem traditional and mundane, but it has never been more important. This oath binds each attorney to certain professional obligations and requires them as lawyers, to faithfully uphold and support the laws of our state and our country. Taking an oath is a solemn attestation of the truth or inviolability of one’s words. We ask new attorneys to take an oath on the day they receive their licenses and as a condition of that license. The words in that oath are a mandate to all attorneys that they practice with professionalism, integrity, and respect.
The lawyers in many countries sweat to support their country and defend the Constitution of their country.
They further swear to faithfully discharge the duties of an attorney, and to conduct oneself with integrity and civility.
It should be understood by those who are less patriotic and did not understand the power and the force pushing PENDEI and Svinurai and all learned colleagues in the team, that The Lawyer’s Role in a Contemporary Democracy, is Promoting Social Change and Political Values,
Lawyers represent a call to discuss the nature of democracy itself in a patriotic way for the best interest of the country. Lawyers always stand for the Alternatively, it might employ the freedoms commonly associated with liberal democracies, such as free speech and equality. Unless lawyers become patriotic their practice will be in vain. Lawyers are the engine of social development because of their status, they have unique obligations to support law reform enhancing individual rights and open, representative government and support Economic Development (ED).
The inugral meeting of ZILFED was held on the 19th of Nov at Masvingo polytechnic college. The place was a befitting place to give the wall the strength and the symbol of the group.
The guest speaker at the inaugural was none other than the Minister of State and devolution the honourable Comrade Ezra Chadzamira.
The minister who was on the ground running to oversee other developmental issues graced the event momentarily as he was flying the flag for the vision 2030.
He left the great task on the shoulders of the director in his office to read the Speech and to cement the meeting.
The minister showed gratitude for the lawyers choice of Masvingo as its venue for the inaugural meeting.
The meeting of the learned friends for ED used the occasion to elect the National Board of Directors the national executive and heads of provincial executives.
ZILFED is not leaving any one behind in search of Economic Development so they elected heads of law students execitives at all law training institutions in Zimbabwe.
ZILFED is not only limited to lawyers in Zimbabwe it stretched its glorious hands to the Diaspora where a head of Diaspora Executive was elected.
ZILFED went on to discuss and outline activities and tasks to be done in the near future.
Lawyers are always learned and have their way guided by objectives. So the Objectives of ZILFED as they appear in the Trust Deed are tabulated as
1 to promote participation of lawyers in issues of economic development
2.contribute to the five million voters for ZANU PF in 2023. This is because the lawyers believe that there is no need to change a winning team. There is an obligation for lawyers to promote continuity in governance and to promote Economic Development.
3.promote culture of dialogue as opposed to confrontation between lawyers and the state and the party and other stake holders.
4.demystify allegations that there is no rule of law in Zimbabwe. Lawyers understand the law better than those who demonise Zimbabwe alleging that there is no Rule of Law in Zimbabwe.
5.demystfy allegation that government is comiting human rights abuses on its citizens.
6.advocation for the removal of sanctions and explaining the impact of sanctions to general Zimbabweans.
7.discourage spread of unfounded alegations and misleading information meant to tarnish the image of the country and ZANU PF.
8.discourage incitement of violence and public dishamorny by lawyers in Zimbabwe. To come up with a patriotic and responsible legal fraternity.
9.to champion for the empowerment of lawyers.

It was a privilege for many delegates at the inaugural meeting to participate in the function with the galaxy of leaders from the legal fraternity, the judiciary, the Bar and the field of legal education. Mr PENDEI urged lawyers to take pride in all of the accomplishments that have brought them to today. “We all know what tremendous effort it takes to complete law school and pass. Lawyers have the authority to practice law. With this authority comes responsibility. Some say “law is about fees, fees, fees.” We disagree. Law is about service and the responsibility to serve.
the continued existence of a free and democratic society depends upon recognition of the concept that justice is based upon the rule of law grounded in respect for the dignity of the individual and the capacity through reason for enlightened self-government. Law so grounded makes justice possible, for only through such law does dignity of the individual attain respect and protection.
Without it, individual rights become subject to unrestrained power, respect for the law is destroyed, and rational self-government is impossible.
Lawyers, as guardians of the law, play a vital role in the preservation of society. The fulfillment of this role requires an understanding by lawyers of their relationship with, and function in, our legal system.

A new Global Oral Health Status Report published today by the World Health Organization (WHO) provides the first-ever comprehensive picture of oral disease burden with data profiles for 194 countries, giving unique insights into key areas and markers of oral health that are relevant for decision-makers.
The report shows that almost half of the world’s population (45% or 3.5 billion people) suffer from oral diseases, with 3 out of every 4 affected people living in low- and middle-income countries.
Global cases of oral diseases have increased by 1 billion over the last 30 years—a clear indication that many people do not have access to prevention and treatment of oral diseases.
“Oral health has long been neglected in global health, but many oral diseases can be prevented and treated with the cost-effective measures outlined in this report,” said WHO Director-General, Dr Tedros Adhanom Ghebreyesus. “WHO is committed to providing guidance and support to countries so that all people, wherever they live and whatever their income, have the knowledge and tools needed to look after their teeth and mouths, and to access services for prevention and care when they need them.”
Rapid increase of oral diseases
The most common oral diseases are dental caries (tooth decay), severe gum disease, tooth loss and oral cancers. Untreated dental caries is the single most common condition globally, affecting an estimated 2.5 billion people. Severe gum disease ̶ a major cause of total tooth loss ̶ is estimated to affect 1 billion people worldwide. About 380 000 new cases of oral cancers are diagnosed every year.
The report underscores the glaring inequalities in access to oral health services, with a huge burden of oral diseases and conditions affecting the most vulnerable and disadvantaged populations. People on low incomes, people living with disabilities, older people living alone or in care homes, those living in remote and rural communities and people from minority groups carry a higher burden of oral diseases.
This pattern of inequalities is similar to other noncommunicable diseases such as cancers, cardiovascular diseases, diabetes, and mental disorders. Risk factors common to noncommunicable diseases such as high sugar intake, all forms of tobacco use, and harmful use of alcohol all contribute to the global oral health crisis.
Barriers to delivering oral health services
Only a small percentage of the global population is covered by essential oral health services, and those with the greatest need often have the least access to services. The key barriers to delivering access to oral health services for all include:
Oral health care requires high out-of-pocket expenditures. This often leads to catastrophic costs and significant financial burden for families and communities. The provision of oral health services largely relies on highly specialized providers using expensive high-tech equipment and materials, and these services are not well integrated with primary health care models. Poor information and surveillance systems, combined with low priority for public oral health research are major bottlenecks to developing more effective oral health interventions and policies. Opportunities to improve global oral health
The report showcases many promising opportunities to improve the state of global oral health including:
adopting a public health approach by addressing common risk factors through promoting a well-balanced diet low in sugars, stopping use of all forms of tobacco, reducing alcohol consumption and improving access to effective and affordable fluoride toothpaste. planning oral health services as part of national health and improving integration of oral health services in primary health care as part of universal health coverage. redefining oral health workforce models to respond to population needs and expanding competencies of non-dental healthcare workers to expand oral health service coverage; and strengthening information systems by collecting and integrating oral health data into national health monitoring systems. “Placing people at the heart of oral health services is critical if we are to achieve the vision of universal health coverage for all individuals and communities by 2030,” said Dr Bente Mikkelsen, WHO Director for Noncommunicable Diseases.
She added: “This report acts as a starting point by providing baseline information to help countries monitor progress of implementation, while also providing timely and relevant feedback to decision-makers at the national level. Together, we can change the current situation of oral health neglect.”
Spain began their World Cup campaign with a display of total dominance as they thrashed Costa Rica 7-0 to provide an early statement about their tournament credentials.
Kick-off came only hours after Japan had pulled off a shock 2-1 win over Germany in the other game in Group E but there was never any possibility of another upset at Al Thumama Stadium, with Luis Enrique’s side in complete control from the outset.
Dani Olmo (11) and Marco Asensio (21) scored their first two goals, with former Manchester City forward Ferran Torres adding the third from the penalty spot (31), then notching his second of the night with a low finish soon after half-time (54).
Barcelona midfielder Gavi, the youngest player to play for Spain at a World Cup at 18 years and 110 days old, then became the youngest scorer in the competition since Pele in 1958 with a sublime volleyed finish from Alvaro Morata’s pass for the fifth goal (74).
There was still time for substitutes Carlos Soler (90) and Morata (90+2) to get in on the act, with Costa Rica unable to offer anything in response, failing to even muster a shot on goal as Spain, seeking a repeat of their 2010 World Cup triumph, enjoyed a record 82 per cent share of the possession.- Sky Sports

Portugal kick off their World Cup campaign today, with a certain Cristiano Ronaldo in the spotlight after his split from Manchester United.
They begin their Group H efforts against Ghana at Stadium 974, which is the first temporary arena to host a World Cup game.
Ronaldo missed Portugal’s warm-up encounter with Nigeria due to an illness, but has declared himself fit for the opening match.
With Diogo Jota ruled out of the campaign due to a calf injury, a potent attacking trident is likely to contain Bernardo Silva and one of Rafael Leao or Joao Felix, with the former perhaps the favourite despite not featuring in the Nigeria win.
This year has seen Rui Patricio’s time as undisputed Portuguese no1 come to a close; Diogo Costa seems set to get the nod in goal.
Ghana secured an impressive win over Switzerland in their final competitive on-field business before the World Cup, continuing a good first year under manager Otto Addo, who was installed ahead of the qualifying play-off success against Nigeria.
Addo’s squad appears fully fit ahead of the first game, with Arsenal’s Thomas Partey set to anchor the midfield.
The availability of Inaki Williams is a boost for Ghana, with the winger switching allegiance from Spain this summer after winning his only cap for the country of his birth in a friendly in 2016.
Jordan Ayew of Crystal Palace is also a likely forward starter, while his brother Andre is now based in Qatar and recently passed Asamoah Gyan as the most-capped Black Stars player of all time.
Predicted Portugal XI (4-3-3): Costa; Cancelo, Pepe, Dias, Guerreiro; Neves, Carvalho, Fernandes; B. Silva, Ronaldo, Leao.
Predicted Ghana XI (4-2-3-1): Ati Zigi; Lamptey, Amartey, Salisu, Baba; Partey, Abdul Samed; A.Ayew, Kudus, J. Ayew; Williams- Evening Standard

The high levels of corruption in the town has reached another level noone is coming forwad to account for the stands being from the council or local government.

By A Correspondent| Harare Magistrate Ayanda Dhlamini has chastised Zimbabwe Republic Police (ZRP) over the conduct of its members who humiliated and insulted a Mbare resident before arresting and detaining him on flimsy allegations of contravening national lockdown regulations.
24 year-old Tinashe Maumbe was arrested together with his friends Reward Majoni and Tinashe Majoni by ZRP officers on 16 January 2021 while walking past Matapi Police Station in Harare’s Mbare high-density suburb, when the law enforcement agents manning the entrance to the police station enquired where the trio was going. The ZRP officers accused Maumbe and his friends of being homosexuals and told them that homosexuality is not permitted in Zimbabwe
The police officers subsequently detained Maumbe and his friends without pressing any charges against them and jeered at them. The trio was only released after lawyers from Zimbabwe Lawyers for Human Rights (ZLHR) intervened.
Maumbe then enlisted the services of Tinashe Chinopfukutwa of ZLHR and sued ZRP Commissioner-General Godwin Matanga, Home Affairs and Cultural Heritage Minister Kazembe Kazembe and a police officer only identified as Mabika by filing summons in April 2021 at Harare Civil Magistrates Courts demanding payment amounting to ZWL900 000 as damages for unlawful arrest, detention, humiliation and embarrassment.
On 4 November 2022 and after presiding over the trial of Kazembe, Matanga and Mabika, Magistrate Dhlamini granted judgment in favour of Maumbe and ordered Matanga, Kazembe and Mabika to pay him ZWL800 000 as compensation for violation of his rights after ruling that ZRP officers had “hysterically” arrested the 24 year-old Mbare resident based on their personal opinion of members of the lesbian, gay, bisexual, trans and gender diverse, queer and questioning people.
Out of the ZWL800 000, ZWL$400 000 is for damages for unlawful arrest and detention while ZWL$400 000 is compensation for inhuman and degrading treatment.
Magistrate Dhlamini further ruled that the police officers, who arrested Maumbe, were not even aware of the COVID-19 provisions, which they purported to have cited upon apprehending him.
The Magistrate concluded that Maumbe’s arrest and detention was unlawful and that the police officers had jeered at him and insulted him for allegedly being a homosexual and by so doing, violated his right to human dignity guaranteed in terms of provisions of section 51 of the Constitution.
My name is Thomas “Mukanya” Mapfumo the Chimurenga Music King. I am writing to you at this desperate hour to give you my free point of advice about the conditions in Zimbabwe. I am sure you can feel Zimbabwe going down the drain as a nation. Nyika yedu yaora makatarisa. Haichina anodzora mumwe.
The services are decaying daily, and the situation is now hopeless. You may try to cover it up, but the truth keeps coming out. Rine manyanga hariputirwe.
The country is facing a load of hardships. People need clean water. That green water that is coming out of household water taps is not a healthy sign and no one drinks that. Cities need proper drainage of runoff water. We cannot continue to have pools of water on the streets. This is unacceptable.
Hospitals have no medications or equipment. Medical staff is running away. Power cuts are now commonplace. Urban transport is now disastrous.
Our people are going to places like Chirundu Hospital to fill up the beds as they seek medical care. Munosvikomhoreswa nevanhu venyu ikoko. What are you doing about this Mr. President? Does that mean anything to you and your people?
Now we hear that operation Dudula is coming to South Africa. Xenophobia is bad and your people get attacked and laced with burning tyres. Do you enjoy such a sight? What are you doing to save your people Mr. President?
We have no national currency as we speak. We are using all kinds of currency and the bond note is not even a currency once one leaves Zimbabwe. Why are we going through so much suffering? What is the end to all this suffering?
Even police officers are struggling to survive. They do not even have unforms. Teachers and nurses have similar hardships. The nation is now lawless. Where are we going with this Mr. President?
Corruption is now going through the roof. You have done nothing to stop this, and you do not want to openly address this or take real action. All the big fish that are stealing the resources of Zimbabwe are set free by the court system. The catch and release method is real and thieves are always freed.
What example are you setting sir? What message are you sending to the nation?
Why are recreational drugs now commonplace in Zimbabwe? Have you openly denounced them as a menace? Why not? Have you ever taken any steps to deploy your CIO teams to find out who is supplying these hard drugs to our youth? Why is this happening on your clock?
Why are our youth being destroyed like this? We can do several campaigns against drugs but those will not help because your Government is openly refusing to come up with a tough criminalization policy to track the sources of these drugs. Why are drug lords not being arrested and jailed?
Please leave the Presidency if you can no longer control the corruption and the lawlessness. Zimbabwe now needs vibrant young leaders who can fix the economy and get the nation going. Our youth need jobs. Our patients need local care. Please step down and let the young take over.
You have failed us as a nation Mr. President. Nothing works anymore. We need new and young leaders. The economy should be back to its feet. In every progressive country, young leaders are doing miracles. Magarisa. Chiendai.
Our problem now is that we have had you in Government for more than 40 years. You have no new ideas except to send opposition people to jail. You cannot stick to power for the sake of it. Ruining a country should not be a hobby. You are destroying lives and livelihoods.
We now need innovative leaders who can move the country forward. I also urge the youth to desist from using hard drugs. The best way to live stable lives is to be sober and vote wisely to get the economy moved to create jobs. That ZANU PF regalia and fooling music will never bring jobs.
The youth will remain hungry and jobless unless they register to vote and change the system. Zimbabwe needs new leaders that are real and that must focus on the issues hitting the people hardest. We are going nowhere with the current leadership.
Please accept failure as a ZANU PF Government. Admit that you are not doing anything to control corruption. You are clueless about running the economy. You have let everyone down. The nation is going down the drain.
By A Correspondent- Plaxedes Mashasha demanded a lawyer when she appeared in court yesterday for not reporting the death of her husband.
She also stayed with his corpse in the house for days.
Gogo Mashasha was remanded in custody and is expected back at the Chitungwiza Magistrates’ Court today for bail application.
Asked if she wanted legal representation in court, Gogo Mashasha asked for one month to look for a lawyer.
“Yes, I need a lawyer if you may avail one for me. If I am the one paying, can you give me a month to look for one,” she said.
Allegations are that Gogo Mashasha left her ailing husband, Gideon, 80, in the house in the care of her son, Grant, who is believed to be mentally challenged.
On her alleged return, she found her husband dead and stayed with the body until it reached an advanced stage of decomposition.
She was arrested on Monday after a man hired to repair something at the house was greeted by the stench of the decomposing body and informed neighbours.
Police were called and a search found Gideon’s body in one of the rooms.
Grant was found hiding in the ceiling, which police had to break into to get him down.
Neighbours said they had not seen Grant for 12 years, while Gideon hadn’t been seen for 10 years.
They had been made to believe that Grant was in South Africa or was dead.
Only Gogo Mashasha was seen entering and leaving their yard for the past decade.

Newsday reporters were barred from covering President Emmerson Mnangagwa’s State of Nation Address (Sona) held at the new Parliament building in Mt Hampden yesterday.
In what now appears to be a growing trend, two NewsDay reporters Harriet Chikandiwa and Shepherd Tozvireva’s names were mysteriously removed from a list of journalists accredited to Parliament who were supposed to cover Sona.
The ban comes after six Alpha Media Holdings journalists were recently kicked out of State House where they had gone to witness the swearing in of a three-member tribunal to determine Zimbabwe Anti-Corruption Commission spokesperson John Makamure’s fitness to hold office.
Last month, the ruling Zanu PF refused to accredit NewsDay journalists to cover the party’s elective congress, accusing the paper’s journalists of being “fiction writers”.
No explanation was given as to why the journalists were banned from covering the Sona.
Zimbabwe National Editors Forum national co-ordinator Njabulo Ncube said the decision to bar NewsDay from Sona was disturbing.
“It is another affront to the practice of journalism in the country at a time our minister (Monica Mutsvangwa) has indicated that the new dispensation does not discriminate against private media personnel. Be that as it may, we shall seek an audience with Parliament and our minister to understand why NewsDay is being treated unfairly,” Ncube said.
Zimbabwe Union of Journalists secretary-general Perfect Hlongwane said: “We have said that barring journalists from covering events is a violation of their freedoms as granted by the Constitution of the country and President Mnangagwa’s position and on Press freedom.
Sources tell ZimEye, “soon after that leak, ‘Jimmy’ was visited at his home by a group of unknown men who viciously assaulted him that he had to be hospitalised for 3 weeks.”

A comment from the preacher could not be obtained at the time of writing.
Meanwhile, Magaya is currently being probed for abusing women following a High Court loss after he tried to block investigations over complaints on sexually abusing women.
By A Correspondent- Professor Jonathan Moyo has hit out at Nelson Chamisa’s “duplicitous” nature, revealing he worked with the Citizens Coalition for Change (CCC) leader for three years, interacting on a daily basis and yet the opposition politician publicly pretended otherwise.
Chamisa, according to Moyo, would not publicly admit the three-year close collaboration, citing “mambo jambo” about “formidable” trees needing to hide their roots..
“He (Chamisa) always gave the impression that he and I were not working together at all; yet we interacted many times a day, 24/7, between 2018 and early 2022,” Moyo told News.24.com.
“When I challenged Chamisa about [the] duplicitous stance in November 2021, he said no formidable tree makes public its roots.
“I told him that his analogy was inappropriate, undemocratic, unprofessional, wrong, and satanic; he mumbled some mumbo jumbo, and I bade him farewell, which later turned out to be for good.”
Prof Moyo and ex-cabinet colleague Patrick Zhuwao – both forced into exile by the 2017 military coup – recently issued a public apology to ruling party members for their role in the #ZanuPFMustGo campaign.
The campaign immediately followed the violent power grab by the Zanu-PF faction backing then vice president Emmerson Mnangagwa.
Asked by newzimbabwe.com about the ‘method to the madness’ behind their public apology Prof Moyo said the only viable theatre for meaningful debate on the Zimbabwe question was in the ruling party.
“We never had issues with the Zanu-PF membership; we had issues with fellow leaders, who won the day by military force. A lot of the ZanuPF membership, including from my Tsholotsho constituency, were puzzled by our use of the hashtag.”
He dismissed the opposition in Zimbabwe as mahumbwe (child’s play).
Our public, and thus open support, for NC (Nelson Chamisa) did not rise to the broad based coalition we expected and, worse, it was not reciprocated but attracted intolerable demonisation which even dragged in family members who were gratuitously maligned, including my late daughter.
“As far as we concerned the relevant, substantive and meaningful debate on Zimbabwe’s national question and economic prosperity – based on the inclusive values and principles of the country’s liberation struggle and national independence – has remained among and between Zanu-PF members. The rest mahumbwe (child’s play).”
He continued; “NC (Nelson Chamisa) and his base publicly proved to be unworthy of the kind of support we gave them.
“We now know first-hand that they’re immature, ideologically bankrupt and anti-the nationalist project. They want power just for its own sake, on behalf of their handlers and funders.”
Zanu-PF national spokesperson Christopher Mutsvangwa welcomed the apology although it was intended for party members, and not the leadership.
Mutsvangwa may have missed, or perhaps chose to ignore, reiteration by Prof Moyo and Zhuwao that issues which were at the heart of the G40-Lacoste leadership row in 2017 remain critical to the country’s future.
“Critically, the method in our madness is to be found in the issues we list (in their public apology).
“We believed in those issues before 15 November 2017 and we have remained seized with those issues since then. How those issues are addressed will define Zim’s future.
“To make a long story short, clearly the #ZanuPfMustGo hashtag is misplaced and misguided; it’s even unconstitutional. In particular, we never had issues with the Zanu-PF membership, we had issues with fellow leaders, who won the day by military force,” he said.
Meanwhile, asked by News24.com how he had spent the past five years in exile, Prof Moyo said; “I have been studying, doing consultancy work, teaching, mentoring graduate and doctoral students, making and producing music, and, above all, raising and taking care of our last-born girl child, who is set for university next year.”
Harare Magistrate Stanford Mambanje on Tuesday 22 November 2022 sentenced 34 apostolic sect members after he convicted them for staging an anti-government demonstration over the troubled southern African country’s worsening economic crisis.
Magistrate Mambanje sentenced the 34 congregants, who belong to Mirirai Jehovha Apostolic Church, to serve three months in jail wholly suspended for five years on condition that they do not within the five years commit another offence involving criminal nuisance upon conviction for which the three months will be added to any penalty that will be imposed without the option of a fine. In addition,
Magistrate Mambanje ordered each of the 34 to pay a fine of ZWL12 000 in default of which they will be committed into custody for one month. The 34 congregants have to pay the fine by 28 December 2022.
The 34 apostolic sect members, who are also members of Zimbabwe Transformative Party (ZTP), an opposition political party, had been on trial after they were arrested by Zimbabwe Republic Police officers on 9 July 2022 and charged with criminal nuisance as defined in section 46 of the Criminal Law (Codification and Reform) Act.
During trial, prosecutors alleged that the 34, who were represented by Evans Moyo of Zimbabwe Lawyers for Human Rights, unlawfully acted in a manner which is likely to create a nuisance by walking on the roads and pavements in Harare’s central business district while singing a gospel song with the lyrics “Emmanuel tisunungureiwo tanzwa ne nhamo” and thereby obstructed the free passage and movement of people and vehicles.
In convicting the 34 congregants on Monday 21 November 2022, Magistrate Mambanje said he was convinced by the testimony of some witnesses who testified during the trial of the congregants, whom he said had no reason to lie and who ordered the ZTP party members to disperse as they were doing something wrong.
The 34 ZTP party members are Simon Goshomi, who is ZTP’s Vice-President, Richard Mhurushoma, the opposition party’s Chairperson, Fortune Chapeyama, who is ZTP’s Secretary-General, Prince Mukozho, Solomon Duwa, Shongai Mushinje, Noah Dabvu, Jasper Muringanidza, Honoured Mutangadura, Sherperd Mutsonhi, Edson Shonhiwa, Chaora Rovesai, Tafadzwa Musere, Tsverukai Harava, Shamiso Majecha, Runia Musere, Margret Chibwana, Sakile Nkomo, Helen Kuudzewe, Liah Munakandafa, Victoria Changadzo, Restar Kunyenzura, Emmanuel Musere, Godfrey Mashava, Givemore Bandera, Pangai Kurehwatira, Edward Mhindu, Leon Mukopfa, Pride Charedzera, Irvin Musenze, Jefta Takaedza, Thomas Zengeya and Felix Zengeya.
By Court Reporter | The executor of Zimbabwe’s late veteran businessman, Edward Nyanyiwa, Clever Mandizvidza was last week permanently booted from managing the man’s estate.
Supreme Court
Mandizvidza had appealed an earlier judgement by the High Court in March which ordered him off the estate following an application by one of the businessman’s daughters, Henrietta.
Clever Mandizvidza
He was described as a greedy Estate Executor after distributing USD11 each to children out of a USD240,000 section of the estate. By law, Mandizvidza was only allowed to touch the company at the level of its shares for distribution but we went on to asset strip the whole entity.

Mandizvidza had at the time of the verdict ceased all disbursements l to beneficiaries for 3 years. One of the children alleged to ZimEye saying, “that was meant to weaken us, so we do not take him to court.”
Henrietta Nyanyiwa, had argued that the executor, was charging 15% of the estate’s gross assets as opposed to the Statutory 5% and documents showed that he had wrongly valuated properties.
Mandizvidza’s defense was that the valuation had been guided per Section 6 of the Estate Duty Act and that the auditors who had valued the companies had taken into account all relevant facts and considerations.
Ruling, Justice Chitukuta and Justice Guvava said the decision by the Master of the High Court to make Mandizvidza continue as an executor was improper, and also said the lawyer will have to bear his own costs on the case as he appealed to the Supreme Court for his private interest.
Speaking to ZimEye.com on Tuesday days after the verdict, Clever Mandizvidza said he is content with the decision despite him being the loser. He said:
“So we are saying, if this is the court’s finding…remember I deal with so many cases; so if the court says, no, on this one we believe you must put your hands off, leave it, let the court chose another person, I should be okay with that, because this is not my personal…
“I should not develop personal interest in an estate, you follow? What I should defend is my professional opinion, when I am given a task I should apply the law without fear or favour.
“But if the court says okay, okay this is your legal mind, this is how you see it, we think this assignment, leave it, let’s give it to another, so we might have to wait for the other executor, he will study, he will see, and he will also interpret things, and then we will see whether he does things differently but more or less the law that governs administration of estates is the same.”
Meanwhile, part of the verdict reads:
The first respondent, was entitled as of right, to approach the court a quo under the common law. Correspondingly, the court a quo had the power to order the appellant’s removal under the same law. I am satisfied that there were sufficient grounds before the court a quo for the removal of the appellant as executor. His continuance as an executor of the estate which he was itching to dissipate was prejudicial to that estate.
In respect of the court a quo’sapproach in ordering the removal of the appellant as
executor without first setting aside the Master’s decision it was improper as it should have set aside the Master’s decision first. The omission ought to be corrected in terms of s 22(1)(b)(ix) of the Supreme Court Act by the insertion of the necessary order.
There is no basis for overturning the court a quo’sdecision on the tariff employed
by the appellant to levy fees against the estate. On a proper interpretation of the words “brought to account” the appellant could not be said to have brought to account any of the estate’s capital assets that he itemised in the distribution accounts.
In respect of the costs in the court a quo,it was only appropriate that they had to
be mulcted on the estate. The order as to costs must be set aside. However, the costs of this appeal stand to be paid by the appellant because he came on appeal to vindicate his personal interests and not those of the estate. There is no basis for saddling the estate with the costs of an appeal not instituted for its benefit but that of the appellant.
It is trite that executors may, in appropriate and exceptional circumstances, be
burdened with costs. This includes where it is desirable for a court to mark its dissatisfaction with the executor’s conduct. See the Mpansi case (supra) at 590E – H. As a matter of fact, the
appellant’s conduct puts the whole machinery of the administration of the deceased person’s estates into disrepute and as such he cannot escape the consequences of his misadventure.
Accordingly, it be and is hereby ordered as follows:
The appeal succeeds in part.
The judgment of the court a quo is set aside in part and amended in the following respects:
In terms of section 22(1)(b)(ix) of the Supreme Court Act [Chapter 7:13], by the insertion of a new paragraph as paragraph three, after paragraph two, in the following terms:
“The decision by the first respondent dated 5 October 2022 allowing the second respondent’s continuance as executor of the Estate of the late Edward Nyanyiwa under DR 471/19 be and is hereby set aside.
By the deletion of para 5.
By the deletion of paragraph six and substitution of:
“The costs of this application shall be borne by the Estate of the late Edward Nyanyiwa.”
By renumbering it as follows:
the original paragraph three shall become para 4; and
the original paragraph four shall become para 5.
For the avoidance of doubt, the appeal is dismissed in respect of the remaining parts of the judgment of the court a quo.
The appellant shall pay the costs of this appeal in his personal capacity.

By A Correspondent- Harare City Council has ordered its human and capital director Dr Cainos Chingombe to stop reporting for duty with immediate effect pending a negotiation process.
In a letter, acting town clerk engineer Phakamile Mabhena Moyo yesterday also ordered Dr Chingombe to vacate offices which he had occupied.
The letter by Eng Moyo was referenced, ‘resumption of duty by Dr Cainos Chingombe.’
“Reference is made to the above matter and particularly “your memo” dated 22 November 2022 which you addressed to all Human Capital Department Heads of Division and Section.
“In reference thereto, please be advised that my letter to you dated 15 November 2022 still stands, as such you are ordered to stop reporting for duty with immediate effect pending the commencement and finalisation of the negotiation process,” he said.
Eng Moyo said Dr Chingombe will be invited for the negotiations within the next three days.
“Your purported resumption of duty is therefore a blatant violation of a council resolution of 20 October 2022 and the letter from Local Government Board dated 14 September 2022. You are therefore advised to immediately vacate the offices.
“By copy of this letter, the Head Public Safety is hereby instructed to secure the offices,” he said.
Initially, Dr Chingombe had also yesterday advised all human capital heads of divisions sections and employees of his resumption of normal duties.
“I hereby advise that I have resumed my normal duties as your human capital director. Please be guided accordingly,” he said.
By A Correspondent| Members of Parliament (MPs) were Monday shocked to be informed about the impending opening of the New Parliament Building this week without having visited the project since its inception and completion.
Some MPs expressed anger after Clerk of Parliament, Kennedy Chokuda announced in a letter that President Emmerson Mnangagwa would on Wednesday open the 5th Session of the 9th Parliament and make his State of the Nation Address (SONA) at the new Parly building in Mt. Hampden.
The new structure will also host the 2023 Budget presentation by Finance Minister, Mthuli Ncube Thursday.
The building is yet to be commissioned by His Excellency after the Chinese completed the project in June this year.
MPs are set to have a glimpse of the new well furnished facility this week.
Independent Norton MP, Temba Mliswa wrote on Twitter soon after Chokuda’s announcement Monday, describing the development as lack of respect for incumbent crop of legislators.
“Unfortunately, the new Parliament building in Mt. Hampden is set to start being used when the Fifth Session of the Ninth Parliament begins without the MPs having visited it. It is a very queer arrangement.
“Th President visited, some ministers visited and so did the Speaker of Parliament, however us, the legislators who shall be utilising the facility were never taken there to see and proffer our thoughts. The level of disrespect for the office of the MP is gross,” Mliswa wrote.
The MP bemoaned the level of disrespect by Zimbabweans, especially the government of the institutions and national offices.
“This country is strange at times,” added Mliswa saying, “Now we are like cattle being herded into the dip, ignorant and blind about its state. Chero imba yawavakirwa you do not just start using it before assessing it.”
Mliswa’s complaint comes at the backdrop of allegations of shady jobs by the Chinese contractors in the country.
The National Sports Stadium and the Rainbow Towers Hotel as well as the Longcheng Plaza are said to have cracked soon after commissioning.
MPs are wary this could be another disastrous project, which China insists was donated to the Zimbabwean government.
Makoni Central MDC Alliance MP, David Tekeshe also told NewZimbabwe.com that MPs had not been given a chance to visit the new complex, and no reasons had been given on why they were sidelined.

State Media/AAP- After deploying soldiers to change election 2018 election results, and shooting dead a total 25 alleged protesters to date, Emmerson Mnangagwa yesterday called for political tolerance among politicians aspiring to contest in the 2023 harmonised elections.
Mnangagwa also said parliamentarians should swiftly attend to some bills that will be brought before Parliament such as the Electoral (Amendment) Bill which will govern the conduct of 2023 harmonised elections.
Mnangagwa said this while delivering the State of the Nation Address and officially opening the fifth session of the Ninth Parliament of Zimbabwe at the New Parliament Building in Mt Hampden, Mashonaland West province.
Mnangagwa said politicians should lead in promoting peace ahead of the general elections.
“Political players, seeking the people’s mandate during the upcoming 2023 harmonised elections, must maintain and consolidate the peace, unity, harmony and love that we have built under the Second Republic. Violent confrontations have never been part of our culture,” said
Mnangagwa.
He said the Electoral (Amendment) Bill, which spells out new provisions for holding the 2023 Harmonised Elections, should be speedily concluded.
Mnangagwa said Parliament is expected to accelerate the completion of matters on the legislative agenda in line with the expectations of the electorate.
He said Government has created an enabling environment for Parliament to execute its mandate through separating the Office of the Attorney-General from the Ministry of Justice, Legal and Parliamentary Affairs.
“This should see this office fully discharging its mandate more efficiently and effectively. In the financial services sector, the Insurance Bill seeks to replace the Insurance Act to address regulatory gaps and weaknesses. The new Session must expedite passage of the Labour Amendment Bill,” he said.
“Cabinet recently passed the Public Procurement and Disposal of Public Assets (Compliance, Monitoring and Evaluation) Regulations, 2022 as well as the Amendments to the Public Procurement and Disposal of Public Assets (General) (Amendment) Regulations, 2018 which, among other provisions, will require all procuring agencies to establish the market value of goods for ease of evaluation of quotations.”
Mnangagwa said Parliament should expedite devolution of power proposed legislation.
“The Fifth Session must speedily consider legislation towards alignment of the devolution and decentralization programme of the Second Republic, through amendments of the Provincial Councils and Administration Act; the Rural District Council’s Act; as well as the Regional, Town and Country Planning Act,” said the President.
He said the Disaster Risk Management Bill will promote the involvement of all citizens in effective disaster preparedness, mitigation, response and recovery measures.
Mnangagwa said in line with the Agriculture Food Systems and Transformation Strategy, amendments to the Plant Breeders Act; the Animal Health Act; the Water Act; the ZINWA Act; the Land Commission Act; and the Bees Act will be tabled.
“Equally, the Fisheries and Aquaculture Bill; the Agricultural Resources Conservation Bill; and the Agricultural Education Bill will enhance the attainment of food and nutrition security. In addition, the Sugar Act is being reviewed in order to classify sugarcane as a strategic crop,” said Mnangagwa.
He said the Mines and Minerals Amendment Bill now awaits gazetting and will ensure farming and mining activities are accorded due recognition in the resolution of disputes.
Mnangagwa said the Bill will also strengthen environmental protection.
“Government shall be seeking Parliamentary ratification of various Memoranda of Understanding regarding partnerships to promote ICT infrastructure and skills development. Through the Electronic Transactions and Electronic Commerce Bill, Government seeks to establish a legal framework that facilitates fair, accessible, responsible and sustainable online transacting, including the recognition of digital signatures,” said Mnangagwa.
He said the Criminal Law (Codification and Reform) (Amendment) Bill, 2022; the Public Interest Disclosure (Protection of Whistle Blowers) Bill, 2022; the Electoral (Amendment) Bill, 2022; the Witness Protection Bill; the Zimbabwe Human Rights (Amendment) Bill; and the Legal Aid (Amendment) Bill must all be tabled during the fifth session of Parliament.
Mnangagwa said outstanding Bills from the Fourth Session of the Ninth Parliament must be expedited.
“These include the Child Justice Bill, the Judicial Laws (Amendment) Bill, and the Prisons and Correctional Service (Amendment) Bill,” said Mnangagwa.- state media

A-RUWA man who impersonated a police officer and robbed her of US$98 000 in a botched Ponzi scheme was today arraigned before Harare magistrate Dennis Mangosi to answer to the charges.
The suspect, Shephard Chibaya (34) was remanded in custody until November 24.
It is alleged that he committed the offence sometime in February 2019, after he engaged the complainant Mary Norah Chiweshe to join his Ponzi scheme called Beven Capital and invest money.
During the same month, Chiweshe injected US$150 000 into the scheme after she was informed that she will get 50% interest after six weeks.
The interest she was supposed to earn accumulated to US$300 000. When she decided to withdraw the money, she could not locate Beven Capital Investments offices after they were closed during the COVID-19 period.
She got in touch with Chibaya but he was evasive.
After some days, the accused told the complainant that he had engaged the boss, and was told that all the scheme’s money was held at the Zimbabwe Revenue Authority (Zimra) offices due to lack of payment of taxes.
Chibaya said US$58 000 was needed to get Zimra to release the funds. Chiweshe then gave Chibaya the money.
After some days, Chibaya told Chiweshe that Zimra had released the money, but added that he had been intercepted by police detectives who seized US$200 000 and they needed US$13 000 to release it.
The complainant gave the accused the US$13 000 anticipating that he would come with the US$200 000 from the police detectives.
Later, Chibaya told Chiweshe that he had been arrested and needed US$1800 to pay a police officer for his release.
Chiweshe agreed to pay and was instructed to give the money to a taxi driver, one Innocent Kavhura.
The following day, Chibaya then told Chiweshe that he was at the Harare magistrates’ court and was in need of US$3800 to top up his legal fees.
Chiweshe went to the court and gave him US$3200 and her Samsung S20 phone to top up.
Chibaya later texted her pretending to be a police officer, and indicating that he (Chibaya) had suffered brain shock whilst in police cells and had been admitted under police guard at Parirenyatwa Hospital. He also said no visits were permitted.
After three week, Chibaya, still impersonating a police officer texted Chiweshe advising her that he (Chibaya) had passed away. Chibaya identified himself as Inspector Kufakunesu Mushayi.
He even vowed to assist the complainant to get her money back from Ben Capital if she gave him US$27 000.
The complainant gave the alleged police officer the money in batches through the taxi driver (Kavhura).
As she made numerous follow ups to get her money back, Chibaya kept requesting more money pretending to be Inspector Mushayi.
Sensing that she was being swindled, Chiweshe then made a police report leading to the arrest of Chibaya.
The Met Services Department has warned of increased risk of floods in river basins, wetlands and low-lying areas such as Muzarabani and Mbire in Mashonaland Central with the Department of Civil Protection on standby to render emergency assistance.
The Met Department’s Head of Forecasting, Mr James Ngoma, said there was an increased risk of floods in the above areas and the department would continue updating its information.
“We will keep informing the nation as the days draw near. Those areas we have mentioned are all dependent on the amount of rains that would be received prior,” he said.
Flash floods are an annual event and some areas have frequently seen flooding.
For example Muzarabani is a known flood plain and the villagers there have become accustomed to it.
Recently, the Department of Civil Protection chief director Mr Nathan Nkomo said adequate funds to deal with disasters such as flash floods that are associated with the rainy season have been set aside.
Mr Nkomo said a plan was in place to ensure everyone’s safety during this rainy season.
“For Zimbabwe, like any other country in the SADC region, Africa and in the whole world, this is the time when we always prepare for the rainfall season. The rainfall season comes with a lot of challenges, but more importantly, it also comes with a lot of hope because most of our agriculture is rain-fed so we welcome the rainfall season in Zimbabwe.”
“However, in terms of preparedness, we have done our level best. Remember we are preparing to handle natural hazards in the form of flash floods and ultimately, when we get into the cyclone season, mostly from January to March, we will escalate our level of preparedness,” he said.
Local authorities are also urged to clear storm drains to minimise flooding in urban areas.
Last week, 78 families were left homeless after their houses were damaged and flooded by heavy rains in Kadoma. Five schools, including Jameson High School, and some shops were also affected by flash floods. In October, Beitbridge’s Dulivhadzimu suburb was affected by flash floods. This urban flooding was largely due to blocked or damaged drains.
Flooded rivers could also cause danger to life while sudden flooding could lead to difficult driving conditions, clogging of water drains and chances that some communities become cut off by flooded roads and rivers.
Zimbabwe has increasingly seen more severe floods in recent decades.
Tropical Cyclone Idai, the worst in more than 50 years to reach Zimbabwe, brought heavy rainfall and strong winds to Malawi, Mozambique and Zimbabwe between March 5 and 19 in 2019, causing severe flooding which led to loss of lives, destruction of infrastructure, disruption of livelihoods and destruction of crops.
It is estimated that close to 780 000ha of crops in the three countries were destroyed by the cyclone, with the majority of this damage being in Mozambique. Dams and wells were also damaged, and livestock was washed away. SADC launched a US$323 million appeal to support the disaster response and recovery efforts related to the impact of Tropical Cyclone Idai.- state media
A couples’ marriage is on the rocks as the wife yesterday approached the courts seeking a protection order against her husband who is assaulting her for refusing to go to the same church as him.
The couple, Eustina Muderedzwa and Garikayi Musikazwi, used to worship together at African Apostolic Church before the husband decided to move to the Johane Marange apostolic church.
Magistrate Ms Tamara Chibindi of Harare Civil Court granted the desired order to Ms Muderedzwa and ordered Musikanzwi not to assault, insult or threaten her.
Ms Muderedzwa told the court how she was being abused by her husband for differing with him about religion.
“He left Mwazha church in 2017 where we have been members for many years and we wedded there,” she said. “He has been forcing me and the children to join him at Marange, but we refused and now he is threatening to evict me from our rural homestead and our other house in Whitecliff.”
Ms Muderedzwa said she knows no peace and is always being insulted by her husband.
“It has been three years since he last visited us at our rural home, but he recently came and assaulted me with a rope, saying that I am not a submissive wife and I should leave the house,” she said.
Musikazwi denied the allegations arguing that he has never assaulted his wife of 23 years because he loves her very much.
“I never assaulted her she is lying, in fact she was the one who was trying to pull my private organ and accidentally fell where the kitchen was,” he said. “I love my wife and we have five children together. I only want her to listen to me as her husband and join me at my new church.”
Musikazwi said his wife was badly influencing their children to be defiant towards him and married off their 12 year old daughter without his consent. Ms Muderedzwa said the child was at home and only ran away when Musikazwi came because he always assaulted the children for refusing to go with him to his church.-state media

As Finance Minister Mthuli Ncube prepares to present the country’s 2023 National Budget on Thursday, we call for a PRO-POOR budget.
What are the key issues that citizens expect to see addressed?
TAX REFORM FOR WORKERS:
Govt must reduce the tax burden on workers & civil servants. The tax-free threshold must be increased in line with the rising cost of living to cushion citizens, 49% of whom live in extreme poverty.
Consumer basket currently exceeds $300,000.
TAX REFORM FOR BUSINESS:
The 4% tax on transactions in foreign currency must be removed as it increases the cost of doing business & the cost of goods. .
The economy has effectively dollarized so there’s no rational justification for retaining this punitive tax.
Equally, the 2% tax on Zim Dollar transactions should be scrapped.
It was introduced as an austerity measure so it cannot be retained long term.
SOCIAL SERVICES:
The budget must allocate adequate funding for social services especially health & education to foster a strong economic base.
15% must go to Health in line with the Abuja Declaration.
20% must go to Education in line with the Dakar Declaration.
A MARKET-LED ECONOMY:
We call for a budget that reinforces a market-led economy.
The last 4 budgets have wrongly focused on distortions & command economics (eg Command Agriculture) which destabilized the economy & caused exchange rate spirals.
MARKET-LED FINANCING OF AGRICULTURE:
We call for market-led financing of agriculture not any form of command agriculture.
Grains such as maize, wheat & cotton must be added to the commodity exchange & funded through value-chain financing models/warehouse receipts.
Command agriculture (by whatever name called) has failed to increase productivity or guarantee food security.
We still import to meet our food requirements. The World Bank reports that Zim has performed dismally in agricultural productivity compared to other SADC countries.
BUDGET MUST BE IN USD:
Govt must budget in US dollar terms to eliminate the need for a supplementary budget as experienced with the current budget.
Govt cannot ignore the fact that the economy has effectively dollarised. 70% of transactions in business, loans, fuel, passports & many Govt levies are now in USD.
It therefore defeats logic to do a budget in ZWL, a currency that is out of touch with the economic realities.
We further call for the timely & full disbursement of funds to Govt depts to ensure their smooth operation.
Denmark were left to ponder a frustrating 2022 FIFA World Cup Group D opener as Tunisia earned a deserved point after a late VAR decision went in their favour.
When referee Cesar Ramos was asked to check an incident where Christian Eriksen’s corner hit the arm of Tunisia’s Yassine Meriah, the African side must have feared the worse.
But Ramos decided it did not merit a spot-kick and Tunisia, who have never qualified from the group stage, could celebrate a job well done.
They created the better first-half chances and Denmark were indebted to a brilliant save from goalkeeper Kasper Schmeichel to deny Issam Jebali from scoring.
The Danes improved after the break and Andreas Skov Olsen had a goal disallowed for offside before Andreas Cornelius somehow failed to score when he headed against a post.
But they could not find a breakthrough and must regroup before facing defending champions France on Friday, while Tunisia tackle Australia on Saturday, November 26.- Sporting News
Holders France came from behind to finally see off a determined Australia in their Group D opener at the Al Janoub Stadium, Olivier Giroud scoring twice to match Thierry Henry’s national record of 51 goals.
An injury-hit France showed early signs of susceptibility – and within nine minutes, they were behind. The move started with a superb long pass from Harry Souttar, who played in Mathew Leckie down the right. A low cross found Craig Goodwin arriving fast at the far post, and the winger rifled high past Hugo Lloris.
With Lucas Hernandez forced off in the aftermath having fallen awkwardly when challenging Leckie, his replacement Theo Hernandez was nearly caught out moments after coming on, Mitchell Duke intercepting his loose pass and sending a shot whistling just too high.
Hernandez made a more positive impact at the other end in the 27th minute, picking up possession after the Socceroos had failed to clear a corner properly and whipping in a tantalising cross from the left that was met by Adrien Rabiot’s thumping header, giving Mat Ryan no chance.
Provider turned scorer five minutes later, Rabiot latching on to Kylian Mbappe’s clever flick and bursting into the box before unselfishly squaring for Giroud to tap in his 50th international goal.
Mbappe somehow volleyed over an Antoine Griezmann cross as France sought to extend their advantage before halftime, although Jackson Irvine’s header clipped the post as Australia came close to exposing their depleted back line again.
The Socceroos were unable to ask further questions in the second half, however, and instead two more goals in four minutes finished the contest.
First the irresistible Mbappe rose to nod in Ousmane Dembele’s cross after Griezmann’s shot had been cleared off the line and then raced away down the left and clipped the ball across for Giroud to head in his record-equalling goal and wrap up an ultimately comfortable win.- Sporting News
