In a video circulating on social media, Ncube affirms Tshabangu’s status as a bona fide member of CCC.

Marry Chiwenga Amputated Again As Govt Continue Denying Her Passport

This second amputation, following the removal of her right arm in 2022, underscores the severe deterioration of her health, which could have been mitigated had she been allowed to seek medical treatment abroad.

Mubaiwa’s health issues, stemming from acute lymphoedema and the spontaneous formation of abscesses, have resulted in large, open wounds on her limbs. Despite the life-threatening nature of her condition, she has been denied her passport due to bail conditions related to charges she faces, including alleged attempted murder of the Vice President.

The decision to amputate her leg was made over a week ago after extensive counseling sessions aimed at preparing her for the inevitable procedure, necessitated by gangrene that had rendered her leg unsalvageable.

In a 2020 phone call, Vice President Chiwenga’s personal assistant vehemently rebuffed ZimEye’s Simba Chikanza’s inquiries about Mubaiwa’s denied passport and her deteriorating health. The exchange highlighted the indifference of the authorities towards Mubaiwa’s plight, marking the beginning of a grim chapter in her ongoing ordeal.

Top Diplomat Implicated in Chivhayo-ZEC US$9 Million Scandal

By Political Reporter- The Zimbabwean Embassy in South Africa has been implicated in a corruption case involving the Zimbabwe Electoral Commission (ZEC) and convicted criminal Wicknell Chivhayo.

The scandal centres around a US$9 million tender awarded to Chivhayo for procuring election material ahead of the last August polls.

David Hamadziripi heads the Zimbabwean Embassy in South Africa.

Leaked legal documents reveal that Ren-Form CC, the company awarded the tender by ZEC, was a front used by Chivhayo.

Further evidence, including leaked voice notes, suggests that Chivhayo paid bribes to several high-ranking officials to secure and expedite the corrupt contracts.

The implicated officials include ZEC Chairperson Justice Priscilla Chigumba, CIO Director-General Isaac Moyo, and Chief Cabinet Secretary Martin Rushwaya.

Chivhayo collaborated with associates Mike Chimombe, Moses Mpofu, and Scott Sakupwanya to siphon millions from the Treasury through inflated invoices.

The scandal unravelled when disagreements arose among the conspirators over the distribution of the stolen funds.

In response to the allegations, a public relations article published by state media defended the implicated government officials.

The ZEC stated that it had followed the legally prescribed procurement procedures and engaged all relevant stakeholders through the Special Procurement Oversight Committee (SPOC) and the Procurement Regulatory Authority of Zimbabwe (PRAZ) in sourcing electoral materials from South African supplier Ren-Form CC.

However, the same article implicated the Ministry of Foreign Affairs and the Zimbabwean Embassy in South Africa in the corruption case, exposing more government officials involved in the scandal.

Sunday Mail has gathered that the commission actually wrote to the Ministry of Foreign Affairs and International Trade on February 16, 2023 seeking assistance in identifying potential suppliers through embassies.
The ministry duly responded five days later, indicating that the Zimbabwean embassy in South Africa had identified seven potential suppliers — Asset
Protection Africa (Johannesburg); Uni Print (Durban); UV Equip (Midrand); Lithotech (Johannesburg); Forms Media Independent (Johannesburg); Novus Print (Cape Town); and Ren-Form CC, which is based in Johannesburg.
After the vetting process, three companies were shortlisted.
A team headed by ZEC deputy chairperson Ambassador Rodney Kiwa, which also included Government printing experts from Printflow and Fidelity Printers, as well as a forensic scientist from the Zimbabwe Republic Police, subsequently travelled to South Africa between April 16 and 21 for a due diligence exercise.
They also roped in embassy officials.
Ren-Form CC emerged the ideal supplier as it reportedly had the ability to provide all the required materials, unlike the two other shortlisted companies.
As per procedure, the contract for procurement of the ballot papers and ink was submitted to PRAZ (SPOC) on May 8.
Four days later, on May 12, SPOC approved the procurement.
The South African company was also awarded a contract to supply tents and solar lights, as its prices were deemed lower, according to a comparative schedule by PRAZ, compared to those from Lobatse Canvas, which had supplied previous tents to ZEC.
In the May 12 approval letter to ZEC, PRAZ chief executive officer Mr Clever Ruswa approved the procurement of ballot papers and voting indelible marking pens from Ren-Form CC under Tender Number ZEC/DP18/2023.
“At a Special Procurement Oversight Committee meeting number 17 of 2023 held virtually on May 11, it was observed that . . . the accounting officer adopted the direct procurement method in line with Section 33 (2) (c) of the Public Procurement and Disposal of Public Assets Act, which provides for direct procurement where, for reasons of extreme urgency not attributable to and unforeseen by the procuring entity, the procurement requirement cannot be obtained in time by means of competitive bidding procedures, and directly approached Ren-Form CC of South Africa,” wrote Mr Ruswa.
“The accounting officer reported that they adopted the direct procurement method . . . because proclamation of the election date is done by His Excellency, the President of the Republic of Zimbabwe.
“The accounting officer engaged Re-Form of South Africa for negotiations on costs in line with Section 16 (1) (d) of the PPDPA (General) Regulations and was given a discount of US$1 479 243.”
After the elaborate process, the elections management body then submitted papers to PRAZ on June 22 for approval, which was granted on June 27.
PRAZ resultantly greenlighted the procurement of about 330 tonnes of special paper for the printing of ballots and the indelible ink pens.
ZEC also bought 1 000 tents made using canvas material known as Ristop, which is renowned for being extremely tough, as well as 15 000 solar lights.
Only $21 million spent
Overall, ZEC spent approximately US$21 million on items such as canvas tents, ballot papers, solar lights and indelible ink marking pens for the 2023 harmonised elections.
The total amount spent on canvas tents and solar lights was US$3 544 526, while ballot paper and indelible ink was priced at US$4 513 090.
A further US$2 432 984 was spent on V11 securing boxes and US$8 964 603 was used to purchase information and communication technology gadgets to beef up ZEC’s digital systems.
In an interview with The Sunday Mail, ZEC deputy chief elections officer Mr Simbarashe Tongai said the procurement process strictly adhered to the Public Procurement and Disposal of Public Assets Act and received full approval from PRAZ.
“The total amount that was spent on importing material for the elections including some donations was US$21 148 867. This includes materials like solar lights, tents, ballot papers and display kits for V11 forms,” said Mr Tongai.
“For the first time since 2000, all electoral materials were delivered two-and-a-half months before the elections, which eased the downward logistics.
“Previously, paper was delivered two weeks or three weeks before the elections.
“100 percent of these materials were delivered on time. We have PRAZ clearances for the procurement of the materials.”
The latest revelations come amid rumours from social media that ZEC allegedly enlisted local businessmen to corruptly award the tender to the South African company at inflated prices in return for kickbacks.
Last week, Ren-Form CC indicated that it had engaged “a senior legal team” to “defend our name and reputation”.
In a letter dated June 19 to ZEC chairperson Justice Priscilla Chigumba, Ren-Form CC business development executive Mr Angus Carlaw said: “At Ren-Form, we are outraged by these allegations, and we would like to set the record straight in terms of claims made by the two gentlemen concerned, which have completely no basis.
“We confirm that we do not know these gentlemen and have no relationship whatsoever nor any agreement of any sort with these gentlemen relating to ZEC or any other matter.”
The company said it does “not rule out taking appropriate action in Zimbabwe”.

US Tourist Killed By An Elephant In Zambia

By BBC- An elephant has killed a United States tourist during a safari tour drive in Zambia.

The elephant pulled Juliana Gle Tourneau, 64, from New Mexico, from her parked car and trampled during a safari drive on Wednesday.

The incident occurred near the Maramba Cultural Bridge in Livingstone when her group stopped due to traffic caused by an elephant herd, a police official told the Zambian national broadcaster ZNBC.

This marks the second fatal elephant attack on a US tourist in the southern African country this year.

In March, Gail Mattson, a 79-year-old woman from Minnesota, was killed during a game drive in Zambia’s Kafue National Park.

During that incident, an elephant charged the truck, flipped it over, killed Ms. Mattson, and injured five others.

Rona Wells, Ms. Mattson’s daughter, wrote on Facebook that her mother died in a “tragic accident while on her dream adventure.”

A video of the attack went viral, showing an elephant charging towards the vehicle.

Although none of the vehicle passengers are seen in the video, someone can be heard saying “Oh my goodness” and “It’s coming fast.”

The vehicle then stops, presumably to try to deter the elephant, but the animal hooks its tusk onto the vehicle, causing it to roll several times.

Zambian authorities have called on tourists to exercise extreme caution while observing wildlife in the country.

Zambia’s neighbours, Zimbabwe and Botswana, have also raised concerns about increasing elephant populations in their respective countries, with Zimbabwe recording deadly elephant attacks in recent years.

However , it should be noted that during the UKA rally , our colleagues did not only fail to attract a massive rally , but they failed to explain to the people what solutions they have in case by chance they formed government. Further , our UKA colleagues did not realize that they were talking to miners who have gotten back their jobs in Mopani after ECL sent them into joblessness. They did not realize that they were addressing Kitwe Council retirees who have been paid their dues after the UPND New Dawn Government revamped Mopani mine . They did not realize that they were talking to recruited youths who are now health workers and teachers . They did not realize that they were addressing marketeers who have gotten market booster loans which they never accessed under the PF leadership . We would like to urge our opposition colleagues to tell citizens what solutions they have to loadshedding, and cost of living and not wasting people’s time .

The challenge we have is that we do not have a credible opposition to provide checks and balances with solutions. What we have a jokers and political conmen who had time to run the country but corruptly destroyed the country . Zambians must remain alert remember that we are experiencing few challenges which were caused by ECL and his and the UPND shall address them the same way they have addressed free education and other sectors.

On Wednesday, Welshman Ncube addressed internal conflicts within the Citizens Coalition for Change, a political formation that recently removed founding president Nelson Chamisa’s image from its logo.

On Thursday, Zivhu commented on X, stating, “This group led by Welshman Ncube will dissolve quickly like glucose. They are not only finished but have also been marginalized from Zimbabwean politics for good.”

Eyewitnesses reported seeing the convoy enter Masvingo just after midnight, guarded by Military Police at all intersections along Robert Mugabe Avenue.

The unusual activity prompted numerous calls to the Masvingo Mirror, with residents anxious to learn the convoy’s destination and cargo.

Sources within the military hinted that President Emmerson Mnangagwa is on high alert, fearing potential civil unrest fueled by allegations of high-level corruption within the Zimbabwe Electoral Commission (ZEC) and other public institutions.

The convoy was speculated to be headed towards a Zimbabwean military barracks, possibly carrying military assistance requested from Russian President Vladimir Putin.

However, the narrative took a twist with conflicting statements from officials. A statement from Defence Minister Oppah Muchinguri’s office claimed the convoy was part of the Lesotho Defence Forces, traveling through Zimbabwe from Mozambique to Lesotho.

Contradicting this, Zimbabwe National Army spokesperson Colonel Alphios Makotore stated that the Lesotho Defence Forces were actually moving from Lesotho to Mozambique.

Presidential spokesperson George Charamba offered yet another explanation, asserting that the convoy was transporting food rations for Zimbabwe National Army drills. “It’s normal for the Military Police to escort such cargo,” Charamba said. “If they were weapons, why would we let them pass through South Africa?”

New Details In Chivhayo’s US$9 Million ZEC Scandal

By Political Correspondent- The Zimbabwe Electoral Commission (ZEC) has disclosed new details regarding a scandal in which it allegedly issued a tender to controversial businessman and convicted criminal Wicknell Chivayo to procure election materials for the 23 August 2023 general elections.

According to ZEC, they never engaged the Zanu PF apologist in any tender process. 

However, leaked audios and documents suggest otherwise, indicating that Chivayo did receive the tender.

This evidence surfaced following a fallout between Chivayo and his former business partners, Mike Chimombe and Moses Mpofu, reportedly over the distribution of millions of USD fraudulently obtained from ZEC through inflated invoices.

Mpofu and Chimombe have accused Chivayo of fraudulently changing their contract with South African company Ren-Form and Better Brands to supply voting material to ZEC, and in the process, pocketing the proceeds of corruption alone.

However, Chivayo has denied the charges, saying Chimombe and Mpofu used advanced Artificial Intelligence to fabricate voice notes purportedly recorded and shared by the former, making it appear as if he self-incriminated.

In a statement issued on Friday evening, ZEC said that it never engaged Chimombe, Mpofu and Chivayo, saying all its procurements were above board.

We have noted with great concern social media posts and rumours circulating online, that are causing public alarm and despondency and we would like to put it on record that the Zimbabwe Electoral Commission (ZEC) has no contract nor did it procure any election material from or through individuals being mentioned in the reports.

All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and therewas due diligence as all tender processes were subjected to oversight.

We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.

We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media. All election materials procured during the 2023 Harmonised Elections were delivered on time.

The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections.

Furthermore, there were no third parties between the Commission and all election material suppliers.

Any statements suggesting a contractual link between ZEC and these individuals for the supply of the 2023 Harmonised Elections materials are inaccurate, misleading and mischievous and therefore should be dismissed with the contempt they deserve.

The Commission assures all its stakeholders that all procurements were above board.

Nick Donovan, a journalist from The Sentry has trashed the Zimbabwe Electoral Commission (ZEC) press statement where they dismissed claims that they were working with controversial businessmen Wicknell Chivhayo, Mike Chimombe and Moses Mpofu.

Responding the ZEC statement, Donovan said he spoke to Ren-Form whom he said described Chivhayo as their agent.

“For the record, I’ve spoken with Ren-Form whoa) say they did have a contract with, and delivered to, ZEC. b) describe Wicknell Chivayo as their agent, and said yes they paid him,” said Donovan.

In a statement issued on Friday evening, ZEC said that it never engaged Chimombe, Mpofu and Chivayo, saying all its procurements were above board.

The prevailing cutthroat competition has exposed some affiliates as money-making schemes, prioritizing personal gain. Fictitious membership numbers and recycled party members are being used to inflate their importance, making it challenging to quantify their contributions to the party’s electoral success…If any.

If this unbridled chaos is not reined in, and the cutthroat competition continues unabated, we are hurtling headlong towards a catastrophic embarrassment that will leave the party in tatters.

The charade persists with unbridled audacity, as some affiliates, despite being defunct, have honed their skills in deception.

They lie in wait for event photographs to surface on social media, then opportunistically append the “MenBeliev” logo, feigning continued activity and relevance. Occasionally, they dispatch about 3 or 4 people to remote areas for supposed philanthropic endeavors, all for the sake of a photo opportunity to justify funding.

This tactic is a desperate and transparent attempt to masquerade as a viable entity, further laying bare their lack of meaningful contributions to the party either through mobilization or any other way.

Perhaps it’s high time to fold up the tent and join the legitimate party structures, where ideas and programmes can be presented to the relevant Secretary at branch, district, or provincial level.

If political ambition burns within, campaign with integrity from the cell level upwards, rather than taking shortcuts to political glory, This has led to the current quagmire of mudslinging and dirty laundry aired in public.

While the Party’s true strength resides in its robust core structures, not in the fleeting glory of rivalrous affiliates who boast little more than high-end smartphones, unlimited data, and a handful of devoted followers, there exist a select few legitimate and time-honoured affiliates that have withstood the test of time. These stalwart entities have consistently prioritized substance over spectacle, focusing on meaningful contributions that uplift the Party, rather than chasing popularity, personal aggrandizement, and pecuniary gain.

Like beacons of integrity, they shine bright, shattering the facade of pretenders and illuminating the path to true progress.

Full List Of Chivhayo’s US$9 Million Bribed Gvt Officials

By Political Reporter- Controversial businessman Wicknell Chivhayo bribed a dozen government officials to secure a US$9 million fraudulent tender for the Zimbabwe Electoral Commission (ZEC) printing accessories.

In leaked voice notes, Chivhayo sent his business associates to the fraudster and paid bribes to the ZEC chairperson Justice Priscilla Chigumba, CIO Director-General Isaac Moyo, and Chief Cabinet Secretary Martin Rushwaya to facilitate the corrupt contracts or expedite payments.

However, all implicated officials have denied these allegations.

Leaked legal documents indicate that Ren-Form CC was used as a vehicle by Chivhayo and his associates—Mike Chimombe, Moses Mpofu, and Scott Sakupwanya—to siphon millions of dollars from the Treasury through inflated invoices.

In a separate scandal, ZEC is embroiled in another controversy involving US$7.6 million for inflating the prices of 2,000 non-flushable toilets ordered on the eve of the August 2023 elections.

ZEC invoiced US$3,800 per unit, while the retail price in South Africa was only US$300. The order, delayed and delivered only in April 2024, came eight months after the election.

Reports suggest that Ren-Form CC received over US$100 million in total, more than double the previously thought amount of US$40 million in several contracts, all awarded without a public tender in violation of the Public Procurement and Disposal of Public Assets Act.

Ren-Form allegedly transferred millions of US dollars in “commissions” to accounts linked to Chivhayo and his associates.

This money was used to purchase luxury cars and fund lavish lifestyles.

By August 17, 2023, ZEC had secured most of the election materials.

However, on that day, it placed a new order for 125,000 reflective vests and 2,000 non-flushable portable toilets to be used during the election.

At US$13.50 each, the total bill for the vests came to US$1,687,500, and the toilets cost US$7.6 million, according to invoice number 1557-2 sent to ZEC by Ren-Form CC.

Justice Chigumba was listed as the contact person on the invoice.

The invoice also included an outstanding amount for “security paper” at US$44,511.79 and US$623,000 in “extra charges for air charter to deliver V11 Light Boxes due to late payment and to meet deadline,” bringing the total to US$9,955,011.79. According to ZimLive, none of these items were delivered when Zimbabweans went to the polls on August 23, 2023. ZEC did not cancel the order even after the elections. Treasury settled the full invoice on September 7, 2023, instructing its bankers CBZ to pay Ren-Form CC’s Standard Bank account the full amount.
On June 21, 2024, ZEC issued a statement denying any engagement with Chivhayo, Mpofu, and Chimombe for election material procurement, stating that all its procurements were above board and subjected to due diligence. ZEC challenged those alleging contracts with the three individuals to present evidence, insisting that the actual amounts used for the procurement were far less than those circulated on social media and that all materials were delivered on time. The supplier also categorically denied having any contract with the said individuals.

ZEC In Fresh US$7 million Scandal After Chivhayo’s US$9 Million

By Political Reporter- The Zimbabwe Electoral Commission (ZEC) is involved in another US$7.6 million corruption, this time for inflating prices of 2,000 non-flushable toilets on the eve of the August 2023 elections.

ZEC invoiced US$3,800 per unit when the retail is US$300 in South Africa. 

The order was also delayed and only delivered in April this year – eight months after the election.

Reports say South African company Ren-Form CC, at the centre of the alleged corruption in ZEC’s 2023 election procurement, was paid over US$100 million, more than double the US$40 million it was previously thought to have received in several contracts.

Ren-Form CC was awarded the contracts without a public tender in contravention of the Public Procurement and Disposal of Public Assets Act.

Leaked legal documents suggest that Ren-Form CC was a vehicle used by ex-convict Wicknell Chivayo and associates Mike Chimombe, Moses Mpofu and Scott Sakupwanya to siphon millions of dollars from the Treasury through inflating invoices.

Ren-Form allegedly transferred millions of United States dollars in “commission” to accounts linked to the four business associates.

The money was used to buy luxury cars and fund lavish lifestyles.

Leaked voice notes that Chivayo sent to his business associates also suggest that ZEC chairperson Justice Priscilla Chigumba, CIO director-general Isaac Moyo and chief cabinet secretary Martin Rushwaya have all been paid bribes for facilitating the corrupt contracts or expediting payments. 

They all deny wrongdoing.

ZEC had secured most election materials by August 17, 2023, but on that day, it decided on a new order for 125,000 reflective vests and 2,000 non-flushable portable toilets to be used during the election.

At US$13.50 each, the total bill for the vests came to US$1,687,500. 

The toilets set cost US$7.6 million, according to invoice number 1557-2 sent to ZEC by Ren Form CC.

Justice Chigumba was listed as the contact person on the invoice.

The invoice also billed ZEC for an outstanding amount for “security paper” for US$44,511.79 and US$623,000 in “extra charges for air charter to deliver V11 Light Boxes due to late payment and to meet deadline.”

The total on the invoice came to US$9,955,011.79.

ZimLive reported that none of the items on the order had been delivered when Zimbabweans went to the polls on August 23.

ZEC did nothing to cancel the order even after the elections had been held. Treasury, on September 7, 2023, settled the full invoice by instructing its bankers CBZ to debit its account number 107-21537300105 and pay Ren-Form CC’s Standard Bank account number 002742659 the full amount of US$9,955,011.79.

However, on Friday, June 21, issued a statement denying ever engaging Chivayo, Mpofu, and Chimombe to procure election material on its behalf, saying all its procurements were above board. It said:

All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and therewas due diligence as all tender processes were subjected to oversight.

We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.

We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media.

All election materials procured during the 2023 Harmonised Elections were delivered on time.

The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections.

The intense rivalries among affiliates have reached a fever pitch, with infighting and personal attacks dominating social media. But are these affiliates truly serving the Party’s interests, or are they merely self-serving entities perpetuating a culture of greed and divisiveness?

The prevailing cutthroat competition has exposed some affiliates as money-making schemes, prioritizing personal gain. Fictitious membership numbers and recycled party members are being used to inflate their importance, making it challenging to quantify their contributions to the party’s electoral success…If any.

Some of the petty fights currently trending are;

These personal attacks are suffocating the life out of constructive debates and pressing issues, as party members recklessly join the fray, abandoning meaningful discussions like shipwrecked sailors on a sinking vessel.

The majority of these Women-run affiliates are systematically undermining the party’s reputation, sapping the morale of its core structures, and dragging the organization down into the quicksand of chaos.

If this unbridled chaos is not reined in, and the cutthroat competition continues unabated, we are hurtling headlong towards a catastrophic embarrassment that will leave the party in tatters.

The charade persists with unbridled audacity, as some affiliates, despite being defunct, have honed their skills in deception.

They lie in wait for event photographs to surface on social media, then opportunistically append the “MenBeliev” logo, feigning continued activity and relevance. Occasionally, they dispatch about 3 or 4 people to remote areas for supposed philanthropic endeavors, all for the sake of a photo opportunity to justify funding.

This tactic is a desperate and transparent attempt to masquerade as a viable entity, further laying bare their lack of meaningful contributions to the party either through mobilization or any other way.

Perhaps it’s high time to fold up the tent and join the legitimate party structures, where ideas and programmes can be presented to the relevant Secretary at branch, district, or provincial level.

If political ambition burns within, campaign with integrity from the cell level upwards, rather than taking shortcuts to political glory, This has led to the current quagmire of mudslinging and dirty laundry aired in public.

While the Party’s true strength resides in its robust core structures, not in the fleeting glory of rivalrous affiliates who boast little more than high-end smartphones, unlimited data, and a handful of devoted followers, there exist a select few legitimate and time-honoured affiliates that have withstood the test of time. These stalwart entities have consistently prioritized substance over spectacle, focusing on meaningful contributions that uplift the Party, rather than chasing popularity, personal aggrandizement, and pecuniary gain.

Like beacons of integrity, they shine bright, shattering the facade of pretenders and illuminating the path to true progress.

Inter Africa Bus Company Owner Arrested, Appears In Court

By A Correspondent| Leonard Mukumba, the chairman of Inter Africa Buses, appeared before the Mutare Magistrates Court yesterday on charges of inciting violence at the Sakubva bus terminus. The 52-year-old businessman, who had been evading arrest since the violent incidents in May 2024, surrendered to the police and was brought to court on June 20th.

Mukumba is facing accusations related to a series of violent clashes that erupted earlier this year at Mutare bus terminus. According to the State’s case, tensions began in May 2023 when Mukumba Transport and other small transport operators voiced complaints about difficulties in loading passengers. The operators had collectively decided to adopt a queuing system and appointed rank marshals to manage the loading process at all termini.

However, the situation escalated when Mupfumi Buses,owned by Zanu PF Central Committee member Isau Mupfumi, which had more than 20 buses contracted to ZUPCO, withdrew from the queuing arrangement on May 22, 2024, opting to use its own rank marshals. This move was not accepted by the marshals who were part of the agreed system, led by Jealous Mukorera.

The State alleges that on May 23, 2024, Mukumba mobilized his rank marshals to commit acts of violence against Mupfumi bus employees. The initial incident occurred at Sakubva Musika, where a group led by Brighton Ndamuka attacked Mupfumi bus loader Farai Chitsa with machetes, golf sticks, and sjamboks.

Later that day, the court heard, another group of Mukumba’s marshals, led by Taurai Gumede, confronted Mupfumi bus employees at Sakubva Musika Swimming Pool area. They accused the employees of inciting violence and slapped loader Vincent Mupindu multiple times.

The violence continued at Mudzviti bus terminus. Prosecutor Sandra Mlambo said, on May 24, 2024, Mukumba’s marshals launched another assault at Greenmarket, Mutare, armed with machetes, golf sticks, and sjamboks. They attacked individuals and damaged a Toyota Wish vehicle. Police intervened, leading to a high-speed chase and the eventual recovery of abandoned vehicles..

Mukumba reported to CID Law and Order Manicaland on June 20, 2024, where he was interviewed and subsequently arrested for inciting public violence. Mukumba, was granted US$1,000 bail under strict conditions: he must continue residing at his given address, not interfere with witnesses, and report to ZRP Borrowdale in Harare on the last Friday of every month.

Fresh Trouble For Mike Chimombe, Moses Mpofu

By A Correspondent| Underfire businessmen Mike Chimombe and Moses Mpofu could be in deep trouble after Marondera legislator Caston Matewu demanded that Zimra look into their lifestyles as well as checking if they are tax compliant.

Speaking in parliament yesterday, Matewu requested the Speaker of Parliament Advocate Jacob Mudenda to direct the Public Accounts Committee to launch an inquiry into Chimombe and Mpofu’s matter.

Below is what Matewu said;
“Mr Speaker Sir, I rise today because the citizens are worried about what has been going on in the press where Moses Mpofu and Mike Chimombe were given a tender of US$87 million. They were advanced US$40 million for the supply of goats which most of them did not supply.
I implore you as the Speaker of Parliament to direct the Public Accounts Committee to launch an inquiry into this matter so that;

  1. The public is not shortchanged because the money came through the Consolidated Revenue Fund
  2. That ZIMRA conducts a lifestyle audit of these two businessmen to ensure that the public are not being shortchanged and they they are paying their fair share of taxes to the fiscus and they are also paying value added tax to those deals that they musty have been given, I thank you.

Mash Central Records 3000 Teenage Pregnancies

TEEN pregnancies are increasing at an alarming rate in Mashonaland Central province after nearly 3000 cases were recorded last year coupled with over 490 early marriages.

Statistics from the Ministry of Women Affairs, Community, Small and Medium Enterprises Development show that 2924 teen pregnancies were recorded in Mashonaland Central province in 2023.

Provincial Director for the Ministry of Women Affairs, Community Small and Medium Enterprises Development Mrs Judith Hove told the ZBC News that 492 early marriages and 2842 cases of gender-based violence were also recorded in the same year.

“When we compare figures from 2022 to 2023 the figures are going higher because people are now aware that we need to report this scourge. Our awareness campaigns are also bearing fruit which is why you see figures for men are also going higher as more men are reporting. We are leaving no place unattended as we are going to all places that we could not reach,” she said.

The alarming figures have jolted authorities into action with traditional leaders being roped in to implement by-laws on ending early marriages.

The by-laws which were first implemented in Shamva will be applied in other areas under the recently launched ‘Not in My Village’ campaign led by the National AIDS Council and Young People Network on SRHR, HIV and AIDS.

“As Chiefs, we will do everything in our power to reduce the scourge in our area, we thank the National Aids Council they have opened our minds and alerted us. They have shown us the real problem areas which are our mines, and farming areas, especially the compounds because there are no village heads to alert us so we will ask the government to assist us in ending this pandemic. We are treating it as a pandemic,” said a chief.

“We are making by-laws as a province. We started at district level and now at provincial level, so we will be able to mitigate some of the challenges we are facing. Therefore, we welcome this initiative they have taught us, it started in Shamva and greatly helped us,” added another chief.

Mount Darwin and Mazowe districts have the highest figures of teen pregnancies at 1369 and 1279.

Mbire District recorded the highest number of early marriages at 235, while Muzarabani has 94.

2842 gender-based violence cases were recorded in total, with Shamva leading at 623 cases in a development attributed to high artisanal mining activities.

Be Responsible, Drivers Told

Zimbabweans have blamed bad driving habits for the spike in fatal road traffic accidents that have seen 25 lives being lost in 10 recent road accidents.

As road traffic accidents continue to soar, the public has called for a behavioural change among drivers to curb road carnage.

“Drivers are not learning defensive and also don’t follow the road regulations and speed,” said a passenger.

Another said, “Defensive driving is important for us to better stay safe on the roads.”

“Drivers are not following the law and are getting drunk while speeding,” added a passenger.

Most of the recent accidents have been attributed to human error, with the Zimbabwe Republic Police (ZRP) committing to tightening law enforcement, monitoring and evaluation of vehicles along highway checkpoints.

“We implore the public to be responsible on the roads. If certain vehicles pass checkpoints and people get injured as a result of negligence on the part of police officers, swift action will be taken, ZRP Spokesperson, Commissioner Paul Nyathi.

Among the recent accidents is one which claimed five lives in Mazowe this Monday, and another that saw eight people being burnt beyond recognition when a bus caught fire in Gandanzara on Sunday.

Kandishaya, a prominent figure within the Zanu PF Youth League, minced no words when he stated, “The law is not an issue if Zimbabweans want ED to stay. These transactions show over USD 40 million being funneled for illicit activities.

In response, the ZEC released a statement on Friday, categorically denying all allegations. The statement read:

“We have noted with great concern social media posts and rumours circulating online, that are causing public alarm and despondency and we would like to put it on record that the Zimbabwe Electoral Commission (ZEC) has no contract nor did it procure any election material from or through individuals being mentioned in the reports. All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and there was due diligence as all tender processes were subjected to oversight.

We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media. All election materials procured during the 2023 Harmonised Elections were delivered on time.

The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections. Furthermore, there were no third parties between the Commission and all election material suppliers.

Any statements suggesting a contractual link between ZEC and these individuals for the supply of the 2023 Harmonised Elections materials are inaccurate, misleading and mischievous and therefore should be dismissed with the contempt it deserves. Road Accidents Rise

Zimbabweans have blamed bad driving habits for the spike in fatal road traffic accidents that have seen 25 lives being lost in 10 recent road accidents.

As road traffic accidents continue to soar, the public has called for a behavioural change among drivers to curb road carnage.

“Drivers are not learning defensive and also don’t follow the road regulations and speed,” said a passenger.

Another said, “Defensive driving is important for us to better stay safe on the roads.”

“Drivers are not following the law and are getting drunk while speeding,” added a passenger.

Most of the recent accidents have been attributed to human error, with the Zimbabwe Republic Police (ZRP) committing to tightening law enforcement, monitoring and evaluation of vehicles along highway checkpoints.

“We implore the public to be responsible on the roads. If certain vehicles pass checkpoints and people get injured as a result of negligence on the part of police officers, swift action will be taken, ZRP Spokesperson, Commissioner Paul Nyathi.

Among the recent accidents is one which claimed five lives in Mazowe this Monday, and another that saw eight people being burnt beyond recognition when a bus caught fire in Gandanzara on Sunday.

Teen Pregnancies Rise

TEEN pregnancies are increasing at an alarming rate in Mashonaland Central province after nearly 3000 cases were recorded last year coupled with over 490 early marriages.

Statistics from the Ministry of Women Affairs, Community, Small and Medium Enterprises Development show that 2924 teen pregnancies were recorded in Mashonaland Central province in 2023.

Provincial Director for the Ministry of Women Affairs, Community Small and Medium Enterprises Development Mrs Judith Hove told the ZBC News that 492 early marriages and 2842 cases of gender-based violence were also recorded in the same year.

“When we compare figures from 2022 to 2023 the figures are going higher because people are now aware that we need to report this scourge. Our awareness campaigns are also bearing fruit which is why you see figures for men are also going higher as more men are reporting. We are leaving no place unattended as we are going to all places that we could not reach,” she said.

The alarming figures have jolted authorities into action with traditional leaders being roped in to implement by-laws on ending early marriages.

The by-laws which were first implemented in Shamva will be applied in other areas under the recently launched ‘Not in My Village’ campaign led by the National AIDS Council and Young People Network on SRHR, HIV and AIDS.

“As Chiefs, we will do everything in our power to reduce the scourge in our area, we thank the National Aids Council they have opened our minds and alerted us. They have shown us the real problem areas which are our mines, and farming areas, especially the compounds because there are no village heads to alert us so we will ask the government to assist us in ending this pandemic. We are treating it as a pandemic,” said a chief.

“We are making by-laws as a province. We started at district level and now at provincial level, so we will be able to mitigate some of the challenges we are facing. Therefore, we welcome this initiative they have taught us, it started in Shamva and greatly helped us,” added another chief.

Mount Darwin and Mazowe districts have the highest figures of teen pregnancies at 1369 and 1279.

Mbire District recorded the highest number of early marriages at 235, while Muzarabani has 94.

2842 gender-based violence cases were recorded in total, with Shamva leading at 623 cases in a development attributed to high artisanal mining activities.

By Political Reporter Mike Chimombe and Moses Mpofu, business partners of Wicknell Chivhayo, have reportedly fled to China to evade arrest.

The Zimbabwe Anti-Corruption Commission (ZACC) is investigating the pair in connection with a failed US$87 million Presidential Goat Scheme.

Chimombe and Mpofu’s company was awarded the contract and received US$40 million.

However, they are accused of failing to deliver 632,001 goats under the scheme, allegedly diverting the funds to purchase luxury cars and upmarket mansions.

The two businessmen are currently reported to be in China and are expected to return to Zimbabwe to address the corruption charges.

By Diplomatic Correspondent- The government of Zambia has approached the Southern African Development Community (SADC) and the African Union (AU) to call President Emmerson Mnangagwa to order following his recent comments made in Russia.

Mnangagwa recently told Russian President Vladimir Putin that Zambia was becoming a regional security threat because of its association with America.

On Thursday, Zambia’s Foreign Minister, Mulambo Haimbe, addressed his Parliament in Lusaka, describing Mnangagwa’s comments as an “unwarranted attack on Zambia’s sovereignty.” He stated:
“The statements made by President Mnangagwa are not only baseless but also damaging to the spirit of unity and mutual respect that underpins our regional cooperation. In a viral video, Mnangagwa is captured telling Russian President Vladimir Putin how the Americans are consolidating their relationship on the security front with Zambia.

He went on to beg Russia to offer military support to Zimbabwe so as to counter any threats to its sovereignty.

“The West have just begun consolidating their power in Zambia, our next neighbour. You know, there was a time that Zambia and Zimbabwe were one, it was called Northern and Southern Rhodesia. It was one but we’re now separate.

Malema’s EFF 1-0 Democratic Alliance

South African opposition party, the Economic Freedom Fighters (EFF) has scored a major victory against the new Government of National Unity after it pushed to have a racist legislator.

Gouws apologised for the first video and said claims of him being racist were false, and that he has addressed the video clip before.

“A snippet of a video that I posted 16 years ago (back in 2009) when I was young and still a student has been recycled and posted on social media over the last few days,” said Gouws.

“I addressed this snippet in 2016 and again in 2020 when approached by the media when it was posted on social media. (Articles on this can be Googled). This was at the time when then President Zuma and then Youth Leader, Malema were singing songs about killing people based on their race.”

The most basic computation will show that the man who accuses Chamisa of inaction in exposing corruption, Chin’ono has stolen more money and human life more than Wicknell Chivayo could ever do, and there is no breaking if a story he has done, in the same way he cannot call out Scott Sakupwanya, the real owner of the 2023 election tender; most importantly he cannot call out Chief J (Joseph Mhaka) the £1,3 milllion convicted UK cheque fraudster, because the day he does that, Mhaka will fire back with more evidence of Chin’ono’s illicit UK acquired wealth.

Ncube, who has a controversial history of political manoeuvring, admitted to implanting Sengezo Tshabangu to disrupt Chamisa’s leadership.

Tshabangu’s actions included unilaterally recalling numerous CCC MPs and councillors, effectively expelling them from the party.

This move significantly benefitted Zanu PF, enabling them to secure a two-thirds majority in the National Assembly.

During a CCC national council meeting in Harare, Ncube criticised Chamisa’s leadership, accusing him of steering the opposition party away from its democratic values, compromising accountability and transparency.

Addressing allegations that Tshabangu was an imposter, Ncube clarified that Tshabangu was indeed part of the CCC’s top hierarchy, holding the position of “interim secretary general” through what he termed “strategic ambiguity.” Ncube stated:
“We acknowledge that contrary to what some of us have said in the past—that we didn’t know Senator Tshabangu—we did. He was a member of the national executive and national council. He attended the fateful meeting of January 22, 2022, though he was not the secretary general at that time. He assumed that position under strategic ambiguity. Scores Of Ethiopians Arrested In Chirundu

By Political Reporter- Authorities in Chirundu have arrested nine (9) Ethiopian nationals for border jumping.

The nine were arrested on Thursday and arraigned before a court for contravening the Immigration Act.

Gezaheng Shuga (20), Caleb Gata Chess (18), Fasel Jamal (17), Kebarke Lumboro (15), Dereje Daniel (18), Dazala Nole (24), Mangesto Marzkos (25), Awol Mudoro(18) and Mohadin Girma appeared before the Karoi Magistrates’ Court.

The brief facts of the case are that on 25 April 2024, at Chirundu Border Post, the accused persons entered Zimbabwe without valid permits in contravention of the Immigration Act.

Immigration officers received a tip-off that the nine Ethiopians were hiding at a house in Chirundu Heights.

Acting on the information, the immigration officers teamed up with police officers and searched the house, where they found the accused persons locked in the house.

The Ethiopian border jumpers subsequently appeared before the courts and were warned, cautioned and discharged pending deportation.

This water crisis has severely affected the community, particularly impacting women’s menstrual hygiene and overall well-being.

For over 30 days, residents of Chivi Growth Point have been grappling with a dire lack of access to clean water, a situation that has exacerbated existing health and sanitation challenges.

Chivhayo Cdes In Fresh US$7 Million Scandal

By Crime and Courts Reporter- Controversial businessman Wicknell Chivhayo’s business partners, Mike Chimombe, President of the Economic Empowerment Group (EEG), and Moses Mpofu, are under investigation by the Zimbabwe Anti-Corruption Commission (ZACC) over a botched US$87 million Presidential Goat Scheme.

A leaked ZACC memorandum dated June 7, 2024, suggests that Chimombe and Mpofu potentially face corruption charges.

The document indicates that the two may have contravened Section 113 of the Criminal Law (Codification and Reform) Act, Chapter 9:23, relating to the theft of trust property, and Section 8(2) of the Money Laundering and Proceeds of Crime Act.

It is alleged that the duo received US$40 million from the Ministry of Finance to supply and deliver goats intended to support underprivileged households across the country under the Presidential Goat Scheme.

However, after receiving the funds, Mpofu and Chimombe allegedly failed to deliver the goats as agreed and instead converted the funds for personal use, purchasing luxurious houses and vehicles.

The memo reads: “Investigations that ensued established that on November 16, 2021, the Government of Zimbabwe, represented by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, entered into a contract agreement with Blackdeck Livestock and Poultry Farming, represented by Moses Mpofu. The contract, valued at US$87,757,168.00, was for the supply and delivery of 632,001 goats over five years.
Investigations conducted established that there is no company registered in Zimbabwe as Blackdeck Livestock and Poultry Farming. Instead, Blackdeck Private Limited, registered on February 12, 2015, lists Moses Mpofu and Phinas Hazvineyi Kabisira as directors.

Further investigations revealed that the Ministry of Lands agreed to make an advance payment of 30% to Blackdeck Livestock and Poultry Farming towards the purchase of the goats.

On April 21, 2022, and June 29, 2022, the Ministry of Lands transferred ZWL$901,294,200.00 and ZWL$698,705,800.00 respectively into Blackdeck’s CABS bank account number 1006126120 for the supply and delivery of the goats.

The total amount transferred to Blackdeck to date is ZWL$1.6 billion, or US$7,712,197.10 at the interbank rate.

The memo indicated that the investigation is ongoing as ZACC seeks to reconcile the total number of goats delivered to the Ministry of Lands by Blackdeck to date.

ZACC also aims to obtain Blackdeck’s CABS bank statements where the Ministry of Lands deposited the funds.”

Let’s start with why Mohadi holds such a pivotal position. The roots of his power trace back to his training days. Mohadi, along with Lookout Masuku and Dumiso Dabengwa, were trained by the KGB. These “black Russians” learned more than just intelligence and military tactics; they mastered the art of covert operations and underground networks.

Today, Mohadi is widely acknowledged as the biggest smuggler in Zimbabwe. His operations span drugs, minerals, and even people. This isn’t a recent development but rather a continuation of activities that date back to the days of ZAPU and Rhodesia. Beitbridge, the gateway between Zimbabwe and South Africa, is crucial here. Historically, any valuable contraband that needed to pass through the border did so under Mohadi’s watch. His dominance over this transit point remains unchallenged, bringing him immense wealth and influence.

Many people underestimate Mohadi. They see only a fraction of his wealth and connections. But when you observe him alongside figures like Wicknell Chivayo, you begin to understand the deeper alliances at play. Chivayo’s rise to becoming a presidential advisor during Mohadi’s tenure as State Security Minister was no coincidence. It was a calculated move, orchestrated by Mohadi, to place his allies in strategic positions.

My experience working at Air Zimbabwe revealed more layers of this corrupt system. Obert Mpofu, who headed the customs department, was instrumental in controlling the flow of goods at the airport. Nothing passed through without Mpofu’s nod, a clear indication of the systemic corruption that feeds the country’s elite.

The stakes get even higher when these domestic power players connect with international groups. The partnership between Zimbabwe’s top officials and groups like Hamas, which are closely linked to Emmerson Mnangagwa, poses a terrifying prospect. The amalgamation of Hamas’s militant resources and the KGB-trained Zimbabwean elites could destabilize not just Zimbabwe but the region.

Despite his low profile and tendency to let insults slide, Mohadi’s silence is strategic. It allows him to operate his smuggling empire with minimal scrutiny. Some speculate that he might even leak information about himself to create distractions or shift narratives.

Zimbabwe’s government operates on dual tracks: the visible, official one, and the shadow government run by these seasoned power players. The appointment of younger ministers masks the maturation of a deeply entrenched corruption network. This “Senate of corruption” as it’s been dubbed, runs parallel to the official government, ensuring that real power remains in the hands of a few.

Bulawayo Shakeup A Scam… Scapegoats Transferred While Corruption Runs Rampant

Reports of corruption in the police force in Zimbabwe is merely a tip of the iceberg. This letter aims to shed light on the pervasiveness of corrupt practices across various police departments in Bulawayo as a whole.

• Bulawayo Central Traffic (Drill Hall: Bribery schemes are happening at locations like Gwanda Road, with officers allegedly pocketing significant sums from motorists and impounded vehicles. A Ford Fiesta, driven by two sergeants male and female is mostly used in operations to extort oMalayitsha. In the city centre, a Mahindra, driven by Assistant Inspector Moyo, is used to impound kombis that are taken to Drill Halls where drivers are forced to part with US$100 which is shared among the inspectors. It is reported that every officer takes home S$200 at the end of the day. The Officer in charge and his lieutenants take the chunk of the money.This exemplifies extortion – extracting money through threats of fines or vehicle impoundment.
• Nkulumane Traffic Police Station is alleged to be involved in a scheme where officers set up roadblocks at Goldrich, Steel Works, Birkenhead, and Masiyephambili in the Nkulumane Complex area. They are accused of soliciting bribes of US$3 from each Honda Fi drivers and kombis. The money is then allegedly shared with the officer in charge and assistant inspectors.
• Of course the scandal also centres around the Bulawayo Traffic West Police Station, where officers, including the Officer in Charge and his ‘boys’ allegedly receive daily bribes – they get US$2 from every kombi and Honda Fit.
• The expose expands beyond traffic, alleging that Khumalo Station officers are involved in a scheme where they collect bribes from all bottle stores in town. This suggests a form of protection racket, where businesses are pressured to pay for the police to turn a blind eye to potential violations or simply to avoid harassment.
• There are also serious concerns about the Criminal Investigations Department (CID) at Bulawayo Central Police Station, specifically CID VTS, CID Homicide, and CID CCD. These departments are tasked with serious criminal investigations, and corruption there undermines public trust in the justice system. It’s a fact that they tamper with investigations to protect individuals who pay bribes. They also demand bribes to pursue investigations or expedite casework.
• The allegations of corruption within Bulawayo’s law enforcement reach further with reports of Hillside Police Station setting up roadblocks at Machbinding to solicit bribes from motorists. This incident adds to the growing concern about a systemic issue within the city’s police force.

Corruption thrives under the watch of superiors:
This brazen corruption is allegedly happening right under the noses of senior leadership, including the Provincial and District Commanders including the Dispol-Traffic and her lieutenants. The lack of action from these officials raises serious concerns. They may be turning a blind eye because they themselves are benefiting from the ill-gotten gains, perhaps through kickbacks or a share of the collected bribes. This suspicion further erodes public trust and suggests a deeply entrenched system of corruption.

The stench of corruption within Bulawayo’s law enforcement isn’t just pervasive, it’s a carefully orchestrated mockery of justice. The recent “transfers” at Traffic West are a prime example.

These scapegoats, led by S/M Chale, barely settled in from paying bribes for their coveted traffic department positions, are cast aside while the system that bred them remains untouched.

This is not reform, it’s a slap in the face. A mere six pawns sacrificed to maintain the illusion of accountability. The truth is far uglier. Corruption isn’t confined to a single station; it’s a disease that has infected the entire traffic department, and by the letter’s account, Bulawayo CID and Bulawayo license inspectorate as well.

These supposed guardians of the law raid unlicensed businesses, lining their pockets while simultaneously building extravagant lives fuelled by ill-gotten gains. They cruise in luxury vehicles, a stark contrast to the struggles of the very people they exploit.

The audacity is breath-taking. The silence from superiors, deafening. Where is the outrage? Where are the sweeping investigations? This is not a matter of a few bad apples; it’s a rotten orchard in desperate need of fumigation.

The public is not fooled. This blatant attempt to sweep the problem under the rug only serves to erode trust further. We demand a genuine commitment to purge the corruption, not a hollow performance of justice. We need a complete overhaul, a dismantling of the system that allows officers to enrich themselves at the expense of the citizenry.

ZACC Shields Wicknell, Turns Heat On Chimombe, Mpofu

Harare, June 20, 2024 — In a stunning turn of events, the Zimbabwe Anti-Corruption Commission (ZACC) is reportedly shielding convicted fraudster Wicknell Chivayo while intensifying its scrutiny on the two whistleblowers who exposed his alleged money laundering activities.

Mike Chimombe and Moses Mpofu, who accused Chivayo of inflating a 2023 election ballot printing tender from USD 8 million to USD 40 million, now find themselves at the center of a ZACC investigation. The controversial tender was awarded to Scott Sakupwanya, a known associate of President Emmerson Mnangagwa.

Chimombe and Mpofu claim that Chivayo’s fraudulent actions were linked to the tender deal, which Chivayo allegedly manipulated to siphon additional funds. Despite these serious accusations, ZACC’s focus has shifted to investigating the whistleblowers instead.

Leading the ZACC probe is Mr. Chapwanya, who launched an investigation into allegations that Chimombe and Mpofu received USD 40 million from the government through their company, Blackdeck. The funds were intended for the Presidential Goats Scheme, a program designed to support underprivileged households by supplying goats. Instead, the pair allegedly diverted the money to purchase luxury mansions and vehicles.

“On 23 May 2024, team Chapwanya was allocated to investigate cases of Theft of Trust Property as defined in Section 113 of the Criminal Law [Codification and Reform) Act Chapter 9:23 and Money Laundering, as defined in Section 8(2) of the Money Laundering and Proceeds of Crime Act [Chapter 9:24], reported against the accused persons where it is alleged that the accused persons were paid USD 40 million by Treasury for them to supply and deliver goats meant to support the underprivileged households across the country under the Presidential Goats Scheme. It is further alleged that after the accused persons received the said funds from the Treasury, they did not deliver the goats as agreed but they went on and converted the funds for their own use through purchasing luxurious houses and vehicles,” part of the update by ZACC investigators reads.

This shift in focus has raised serious concerns about the impartiality of ZACC and the potential influence of powerful political figures in corruption investigations. Chipunza, who serves as the ZANU PF Councillor for Ward 11 in Seke, stands accused of unlawfully subdividing and selling land that belonged to the late Amos Midzi, a former Minister of Mines and Mining Development.

Siqokoqela Mphoko vs. Professor Welshman Ncube Trial Set for June 24

By Court Correspondent | ZimEye | Harare, Zimbabwe – June 19, 2024 | The trial between Siqokoqela Mphoko, son of former Vice President Phelekezela Mphoko, and Professor Welshman Ncube, the interim vice president of the Citizens Coalition for Change (CCC), is scheduled to begin on June 24. The lawsuit involves serious allegations of financial misappropriation linked to the sale of shares in Choppies Enterprises, a major retail chain.

The Mphoko family alleges that Ncube, who served as their legal advisor during the transaction, misappropriated a portion of the US$2.9 million proceeds from the sale of their shares. They are seeking an order for Ncube to pay US$1.5 million, plus interest, claiming that he breached their trust by withholding these funds.

Siqokoqela Mphoko alleges betrayal. The Mphokos contend that Ncube failed to transfer the full amount owed to them, highlighting a significant breach of fiduciary duty and trust.

Professor Ncube, has categorically denied all allegations. He says that he managed the transaction with full transparency and integrity, arguing that the claims against him are baseless and without merit. Ncube is confident that the judicial process will exonerate him.

The case will be held at the Bulawayo High Court at 10am.

South Africa- The South African government Wednesday suffered another blow after the Constitutional Court in Pretoria dismissed an application by the Minister of Home Affairs, Aaron Motsoaledi, to terminate the Zimbabwean Exemption Permit (ZEP).

In June 2023, the Pretoria High Court ruled that the termination of the ZEP had been unlawful and unconstitutional.

The High Court ruling ordered the Minister to reconsider the termination of the programme and follow a fair, lawful and consultative process.

Motsoaledi then appealed the ruling, but the Supreme Court of Appeal dismissed it on the grounds that it had no prospects of success.

Subsequently, the Minister turned to the Constitutional Court, essentially on the same grounds, asking that it adjudicate over the issue.

In the application lodged in the Constitutional Court, Home Affairs director-general Livhuwani Tommy Makhode, who was the second applicant after the Minister, sought leave to appeal against the whole June 2023 judgment of the Pretoria High Court.

The Helen Suzman Foundation (HSF), a non-governmental organisation, opposed the application by the Minister.

In a statement issued this Wednesday, 19 June, HSF confirmed the dismissal of Motsoaledi’s appeal by the Constitutional Court. It said:

Yesterday, the Constitutional Court dismissed an application by the Minister of Home Affairs (Minister) for leave to appeal a June 2023 Pretoria High Court judgment which held that the Zimbabwean Exemption Permit (ZEP) had been unlawfully terminated.

That June 2023 judgment was unequivocal in holding that the Minister is obliged to follow a fair consultation process, which duly considers the rights of those affected by terminating the ZEP before he be lawfully allowed to do so.

Chipinge Villagers Acquitted In Land Invasion Allegations

By James Gwati- The High Court has upheld the appeal of 13 Mahachi villagers from Chipinge, overturning their convictions for the illegal occupation of their ancestral land.

Represented by Professor Lovemore Madhuku and Advocate Tariro Tazvitya, the villagers appealed the decision made by the Chipinge Magistrates Court on April 3, 2023.

Justice Alfred Chinembiri had previously convicted the villagers of illegal occupation after 14 court appearances.

However, the High Court judges, Justice Isaac Muzenda and Justice Jesta Halena Charehwa, presided over the appeal and ruled in favour of the villagers on Wednesday.

The High Court’s ruling exonerates the villagers, declaring them not guilty and free from the charges.

This decision is a significant moment in the ongoing land struggle and advocacy for land tenure security, particularly for the more than 16 villages facing similar eviction threats by the Chipinge Rural District Council (RDC).

Claris Madhuku, Director of the Platform for Youth and Community Development (PYCD), emphasised the importance of the judgement:
“The judgement is welcome and vindicates both the villagers and our advocacy efforts. These villagers have not broken any laws as they reside on their ancestral land. Any processes to convert land use must be regularised through due process. We are concerned that Chipinge RDC might misuse the courts and police for rent-seeking developments. It’s crucial to broaden stakeholder engagement, especially with the drafting of the Master Plan. This is not the first time villagers have prevailed against Chipinge RDC; the courts have consistently supported us in Munyokowere, Maunganidze, Chinyamukwakwa, Chisumbanje, Beacon Hill, Chiriga, and other areas. Chipinge RDC should engage humbly with PYCD and the communities to find sustainable solutions for the land disputes in Chipinge.”

The Chipinge Rural District Council is advised to heed this judgement carefully, as it highlights the proper handling of displacements and dispossessions.

Auxillia Mnangagwa Hijacks Tourism Ministry, Commecialises It And Pockets Proceeds

By Political Reporter- First Lady Axillia Mnangagwa has commandeered the Ministry of Tourism, using it to market and sell a cloth she dubs the “national dress,” while pocketing the proceeds.

Throughout Zimbabwe, the ministry offices, managed by the Zimbabwe Tourism Authority (ZTA), have become outlets for this merchandise.

Auxillia Mnangagwa is charging US$4 per meter at these ZTA offices, whereas the average cloth in retail shops sells for just US$1.50 per meter.

Civil servants are reportedly being coerced into purchasing this fabric.

In a public relations move seemingly intended to deflect accusations of corruption, Tourism Minister Barbara Rwodzi stated that only the Ministry and a few selected outlets distribute the fabric at the official price.

“The Ministry of Tourism and Hospitality Industry wishes to remind all concerned that it is the sole custodian of the Zimbabwe national fabric. It is responsible for distributing the fabric through its Zimbabwe Tourism Authority provincial offices at a gazetted nominal fee of US$4 per meter,” said Rwodzi.

“The Ministry works with a few selected outlets which distribute the fabric at the gazetted price. The national fabric was previously sold between US$9 and US$12 before the Ministry intervened to get the price gazetted downwards to US$4.
“The Ministry of Tourism and Hospitality Industry encourages the nation to continue taking pride in our identity, our culture, and our heritage through our national fabric. We take exception to false and malicious claims by some media outlets that the First Lady, Dr. Auxillia Mnangagwa, is cashing in on the national fabric.”

Rwodzi further stated that such claims are calculated to tarnish the First Lady’s image.

“The Ministry of Tourism and Hospitality Industry is forever grateful to Dr. Mnangagwa for initiating the launch of the national fabric, which promotes our Zimbabwean identity.”
